18301. Financial Centers and the Geography of Capital Flows

Abstract:
We examine an assumption common in empirical work on bilateral portfolio capital flows that the countries the flows are attributed to are also the countries of the security's issuer, seller, or ultimate buyer. We do this by estimating U.S. investors' holdings of debt and equities in over 40 countries and, for the same countries, foreign investors' holdings of U.S. debt and equities. A comparison of our estimates with data from benchmark surveys provides insight into U.S. data on international debt and equity transactions. We find that, contrary to the common assumption, the data do not track the location of U.S. investment or the location of investors in U.S. assets very well. Because the U.S. portfolio flow data collection system was designed to measure cross-border transactions with foreign counterparties who are often intermediaries, the majority of the flows are attributed to financial centers. By aggregating our country-level estimates, we find that U.S. data accurately portray net inflows into U.S. equities and net outflows into foreign bonds. However, the data substantially overcount net inflows into U.S. bonds and may undercount net outflows into foreign equities. We conclude with a discussion of the implications of our findings for research on capital flows.

18302. Afghanistan and Regional Geopolitical Dynamics after 11 September

In April 2002, the National Intelligence Council sponsored a conference that examined the impact of events in Afghanistan since 11 September on a variety of regional actors, including Russia, Iran, Turkey, India, Europe, Pakistan, and the Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The conference brought together government and outside experts and consisted of four workshops with presentations from ten academic and regional experts, followed by lengthy discussion sessions. The purpose of the conference was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

18303. Report on Sudan

Abstract:
In its first annual report issued May 2000, the U.S. Commission on International Religious Freedom (the Commission) found that the government of Sudan was the world's most violent abuser of the right to freedom of religion and belief. The Commission also found that religion was a major factor in the ongoing civil war, and that religion and religious–freedom violations were intertwined with other human rights and humanitarian abuses in Sudan. In the Commission's view, the Sudanese government was committing genocidal atrocities against civilian populations in the southern part of the country and in the Nuba Mountains. In light of these conditions, the Commission recommended, among other things, that the Clinton administration launch a comprehensive program of diplomatic and economic pressures to stop human rights abuses in Sudan. Moreover, the Commission was disturbed by the reported connection between oil development and the Sudanese government's abuses, as well as by an initial public offering in the U.S. by a subsidiary of one of the government's joint–venture partners in the development of Sudan's oil fields. Therefore, the Commission recommended that foreign companies engaged in the development of Sudan's oil and gas fields be prohibited from raising money in U.S. capital markets.

Abstract:
The people of the Democratic People's Republic of Korea (North Korea or DPRK) are perhaps the least free on earth, barely surviving under a totalitarian regime that denies basic human dignity and lets them starve while pursuing military might and weapons of mass destruction. By all accounts, there are no personal freedoms of any kind in North Korea, and no protection for human rights. Religious freedom does not exist, and what little religious activity that is permitted by the government is apparently staged for foreign visitors.

The report is to include:”(1) A description of the departmental guidance prepared pursuant to section 2506 of this title.(2) A description of the methods and analyses being undertaken by the Department of Defense alone or in cooperation with other Federal agencies, to identify and address concerns regarding technological and industrial capabilities of the national technology and industrial base.(3) A description of the assessments prepared pursuant to section 2505 of this title and other analyses used in developing the budget submission of the Department of Defense for the next fiscal year.(4) Identification of each program designed to sustain specific essential technological and industrial capabilities and processes of the national technology and industrial base.” This report contains the required information.

18306. Regional Influences on U.S. Monetary Policy: Some Implications for Europe

Abstract:
This paper looks at the monetary policy decisions of the U.S. Federal Reserve and asks whether those decisions have been influenced solely by national concerns, or whether regional factors have played a role. All of the Federal Reserve's policymakers have some regional identity, i.e., either their positions explicitly carry some regional affiliation or their region of origin is a factor that must be considered in the selection process. This research is relevant for the Fed, and it may also be relevant for Europe's fledgling central bank in Frankfurt. Critics have asserted that ECB policymakers have an incentive to base policy on national developments and respond to national political pressures. We find that Fed policymakers do take into account developments in regional unemployment when deciding monetary policy, and that these regional developments are more important for central bankers at the hub than in the spokes. These findings are robust to a variety of different specifications of the voting equation.

Abstract:
Using the prices of federal funds futures contracts, we measure the impact of the surprise component of Federal Reserve policy decisions on the expected future trajectory of interest rates. We show how this information can be used to identify the effects of a monetary policy shock in a standard monetary policy VAR. This constitutes an alternative approach to identification that is quite different, and, we would argue, more plausible, than the conventional short-run restrictions. We find that the usual recursive identification of the model is rejected, but we nevertheless agree with the literature's conclusion that only a small fraction of the variance of output can be attributed to monetary policy shocks.

18308. Inflation Targeting and Nominal Income Growth Targeting: When and Why Are They Suboptimal?

Abstract:
We derive optimal monetary stabilization rules and compare them to simple rules under both full and partial information. The nominal interest rate is the instrument of monetary policy. Special attention is devoted to inflation targeting and nominal-income-growth targeting. We use an optimizing-agent model of a closed economy which features monopolistic competition in both product and labor markets. A stabilization problem exists because there are one-period nominal contracts, either for wages alone or for both wages and prices, and three shocks that are unknown when contracts are signed. In order to highlight basic theoretical results, we deliberately keep our model simple enough that we can obtain exact solutions. Optimal rules maximize the expected utility of the representative agent subject to the information set of the policymaker. A key result, possibly surprising at first, is that even with monopolistic competition, the optimal full information policy makes the economy mimic the hypothetical equilibrium with flexible prices and wages. We explain why strict versions of inflation targeting, nominal income growth targeting, and other such simple rules are suboptimal under both full and partial information and derive flexible versions that are optimal under certain partial information assumptions. Nominal income growth targeting dominates inflation targeting for plausible parameter values.

Abstract:
We study the decision an entrepreneur faces in financing multiple projects and show that relationship financing will arise endogenously in an environment where strategic defaults are likely, even when firms have access to arm's-length financing. Relationship financing allows an entrepreneur to build a private reputation for repayment that reduces the cost of financing. However, in an environment where the risk of strategic default is low, the benefits from reputation building are outweighed by holdup rents extractable by the incumbent lender. Entrepreneurs then choose to finance projects from single or multiple arm's-length lenders.

The Mexican, Asian, and Russian crises of the mid- and late 1990s have renewed the interest among policymakers in the determinants and effects of private capital flows. This paper analyzes whether policies can affect the composition of capital inflows and whether different compositions aggravate crises. We find that, while fundamentals matter, capital controls can affect the mix of capital inflows that countries receive. We find that during the Asian crisis countries with more Yen denominated debt faired worse, while during the Mexican crisis larger short-term debt stocks increased the severity of the crisis.

The Department of Defense Dictionary of Military and Associated Terms (short title: Joint Pub 1-02 or JP 1-02) sets forth standard US military and associated terminology to encompass the joint activity of the Armed Forces of the United States in both US joint and allied joint operations, as well as to encompass the Department of Defense (DOD) as a whole. These military and associated terms, together with their definitions, constitute approved DOD terminology for general use by all components of the Department of Defense. The Secretary of Defense, by DOD Directive 5025.12, 23 August 1989, Standardization of Military and Associated Terminology, has directed the use of JP 1-02 throughout the Department of Defense to ensure standardization of military and associated terminology.

Mexico's transition to democratic rule has triggered much debate about the legacies of the past under which Mexicans must labor. Mexico is seen as emerging from a monolithic, murky and only rarely interrupted authoritarian past, from the Aztec tlatoanis to the PRI. Mexican “political culture” is seen as both the underlying principle and the creature of this historical experience. Some characterize Mexicans as lacking democratic values, with no electoral culture and with their families structured along patriarchic and authoritarian lines. Ironically, this approach, which tries to explain the present by understanding the past, is blatantly unhistorical. It speaks of static, eternal core values, of an unchanging México Profundo that has supposedly lurked inside every Mexican through the ages regardless of class or regional origin. Thus, writes one scholar, “behind an image of modernity and values, lies hidden the arithmetic relationship of dominion and subordination.” The trappings of a modern society barely cover one that is deeply traditional, whose real values and practices are rooted in “the ancient Mesoamerican civilizations.”

Abstract:
The collapse of communism in 1989 in Bulgaria was initially uneventful. Todor Zhivkov, the longest ruling leader in the Eastern Bloc, simply resigned. Democratic elections were held. Bulgaria had none of the wide-scale violence and chaos that characterized the transitions of the other Balkan states, most notably Romania and Yugoslavia. The effects of the social, political, and economic changes in Bulgaria, however, were just as devastating. The communists renamed themselves “socialists” and won the elections as the Bulgarian economy began a drastic contraction from which it has never recovered. The standard of living for ordinary Bulgarians dropped severely and new criminal elements appeared in society for the first time. The so-called “robber Barons” of Bulgaria pillaged what was left of the state's assets and set themselves up as the country's new elite. Meanwhile, the nearby wars and embargoes in the former Yugoslav republics gave the new Bulgarian Mafia ample opportunities to solidify their positions by smuggling arms and fuel into neighboring Yugoslavia.

Abstract:
As long as the Cold War framed the international arena, relations between the United States and Yugoslavia were—for the most part—fairly clear and predictable. Both sides played their assigned roles well in the larger East-West drama. For the U.S., Yugoslavia—after Tito and Stalin split in 1948—was the useful, even reliable, strategically-placed, communist antagonist to the Soviet Union. Certainly, Washington complained at times about Yugoslavia's preference for nonalignment and lamented the fact that it was not part of the Western alliance. The fact that Yugoslavia was indeed a communist state that Moscow could not control, however, more than compensated for these “short comings.” As a reward, the U.S. courted Tito, provided economic aid, and paid virtually no attention to how he ran the country—even his brutal rise to power after World War II was of little consequence.

Abstract:
This analysis is primarily concerned with examining the building blocks and mechanisms through which NATO extends its institutional and normative influence and contributes (or not) to reducing chances for military conflict and political tension in Central and Eastern Europe (CEE) by integrating the region into the Western security community. In terms of political stakes, the prospects of forming a CEE security community would be seriously undermined if NATO enlargement and partnership programs were perceived as facilitating the evolution of a regional arms race, driven by aggressive foreign policies and sponsored by widespread nationalism and regional mistrust. The formation of the CEE security community would be more likely if the institutional and normative adjustments induced by NATO's cooperative security arrangements were viewed as promoting the democratic development of the political-military structures driven by non-nationalist and region-wide, cooperative attitudes.

Since the fall of the Berlin Wall in 1989 and the end of the Cold War, the main issues in Eastern and Central Europe, and in U.S. and European policy toward the area, have focused on achieving peace and stability, building democracy, accomplishing economic and institutional reform, accelerating growth and modernization, and anchoring and integrating the countries of the area into Europe and its two great “clubs”: the European Union (EU) and the North Atlantic Treaty Organization (NATO). It could be said that the last three goals listed–democracy, economic and institutional reform, and European integration–were all means to the end of achieving peace and stability in this critical area, not known historically for its stable, peaceful politics, as well as to the end of securing a buffer zone on Europe's eastern frontiers that would also function as a means to hem in and limit any future Russian resurgence. What may have begun in strategic planners' eyes as a means to an end, however, has since then taken on a life of its own.

The world of environmental security is bringing the science of natural resources in ever-closer contact with the policy issues of international stability and foreign affairs. Many U.S. and international agencies—including the U.S. Departments of State and Defense, the North Atlantic Treaty Organization, and the Southern African Development Community— now analyze foreign policy in part through the lens of environmental resources. In October 2001, three organizations—the Pacific Institute for Studies in Development, Environment, and Security; the Department of Geosciences of Oregon State University; and the Cooperative Monitoring Center (CMC) at Sandia National Laboratories—sponsored a workshop designed to highlight the closeness of national security and environmental concerns through explicitly comparing the technologies, institutions, and social issues in two seemingly disparate fields: arms control and transboundary water resources. With generous support from the Carnegie Corporation of New York, “Fire Water” workshop participants compared and contrasted these two fields and then identified questions for further analysis. Workshop sessions focused on three specific topics: (a) scientific and technological advances, (b) treaties and institutions, and (c) social and cultural issues.

Abstract:
Since the end of the Cold War, many policymakers and researchers have been rethinking and pushing the boundaries of the definition of security. Perhaps the most extensive and controversial part of this project has been the numerous and varied attempts to identify links among environmental change, conflict, and security. But concern has recently been raised about whether a decade of environmental security research, debate, and policy experimentation has produced worthwhile results. This article argues that such concern is premature. Environmental security has (a) reinvigorated important elements of security research and policy; (b) made pioneering contributions to understanding the shifting sources of global violence and the changing requirements of security; (c) contributed to a broader debate about the social and political effects of transnational change; and (d) been a conceptual and political boon for the environmental movement. Now is the time to build on these gains instead of abandoning them.

Abstract:
The environment has emerged as a major theme in the post-Cold War discussion of human security. There has been a considerable amount of detailed empirical work on the relationship between environmental change and likely conflicts. This article argues that, while the interconnections between the environment and conflict are many and complex, the likelihood of large-scale warfare over renewable resources is small. Nonetheless, environmental difficulties do render many people insecure. A parallel conceptual discussion suggests that the empirical work of environmental security research needs to be placed in the larger context of global economic changes and large-scale urbanization of a growing humanity. This urban population increasingly draws resources from rural areas, disrupting indigenous populations. All these dynamics are also complicated by the rapidly increasing scale of human activities, which has induced a level of material- and energy-flow through the global economy that is a new and substantial ecological factor in the biosphere. Given the scale of these processes, societies should carefully consider these interconnections and reduce their total resource throughput to improve environmental security and develop sustainable modes of living for the future.

This article considers issues pertaining to the linkages between rural populations, migration from and to rural areas, and the environment—focusing on developing countries in the latter part of the 20th century. The article concentrates on internal migration, although it does briefly discuss the state of knowledge on the interplay between international migration and the environment. It addresses questions such as: What are the recent—and projected—patterns of rural population growth? How much internal migration in developing nations is towards rural environments? What kinds of rural environments are people moving into, in what countries, and what are the environmental consequences? Are there relationships in the other direction as well—that is, does environmental deterioration play an important role in out-migration from rural areas? And does out-migration from rural areas have environmental effects on the places of migratory origin? The article concludes with policy recommendations.

Hurricane Mitch was one of the most destructive natural disasters of recent times, and it exposed the underlying vulnerability of the Central American region, where poverty magnifies the threat of natural hazards. International assistance for national disasters tends to focus on short-term recuperation rather than on long-range prevention. Policymakers need to pay greater attention to the role of population dynamics within necessary prevention efforts. This article analyzes the relationships between demographic dynamics and Hurricane Mitch in Central America, and extracts from that experience lessons that can help reduce vulnerability to natural disasters in the long run. Specifically, it centers on three aspects: How did demographic processes condition the area's vulnerability prior to Mitch? What are Mitch's consequences for population dynamics in the short- and long-term? How must population dynamics change in order to mitigate the effects of future natural disasters? Systematic use of such information could help blunt natural-disaster impacts in three important ways: planning of spatial organization, reproductive health needs, and design of adequate information systems.

Marking the ten-year anniversary of the historic 1992 Earth Summit in Rio, the World Summit on Sustainable Development in Johannesburg, South Africa has been viewed throughout its preparations with both great hope and pessimism. Some analysts, activists, and policymakers think the Summit is the last best chance for the world to balance the three pillars (economic, social, and environmental) of sustainable development. Others are looking past Johannesburg altogether, skeptical that it can accomplish much. As of this writing in June 2002, even a clear Summit agenda remains elusive for governments and civil society alike.

18324. Toward an Uncivil Society? Contextualizing the Decline of Post-Soviet Russian Extremely Right-Wing Parties

This paper uses some findings of research into non-Russian civil societies and ultra-nationalisms as well as selected examples of non-party Russian right-wing extremism to illustrate that the relative decline in radically nationalist party politics towards the end of the 1990s should not be seen as an unequivocal indication that „anti-liberal statism“ has lost its appeal in Russia. It also attempts to show that the considerable diversification in the non-governmental, not-for-profit sector of Russian society since the mid-1980s cannot be regarded as exclusively beneficial in terms of Russia's polyarchic consolidation, and further democratization. Not only is a Russian „civic public“ or „civic community“ developing only slowly. Some of the more significant preand post-Soviet groups, movements, and trends within the Russian voluntary sector are unsupportive, or explicitly critical of liberal democracy. A number of major non-state institutions and networks in Russian society contain ultra-nationalist, fundamentalist, and, partly, protofascist sub-sectors that question using the construct „civil society“ to designate them. These organizations' or groupings' primary function is less — or not at all — to enhance peoples' inclination and ability to participate effectively in political activities that could promote further democratization. Instead, they provide — sometimes expressly so — a medium for the spread of radically particularistic world views, ascriptive notions about human nature, and illiberal or/and bellicose political ideas, as well as an organizational training ground for potential political activists holding such ideas.

Abstract:
In preparation for the October 2000 Defense Ministerial of the Americas (DMA) in Manaus Brazil and at the request of the Office of the Secretary of Defense, the Institute for National Strategic Studies (INSS) studied the global trend toward the creation of Defense White Papers. The study aimed to understand the nature of these documents in order to prepare the U.S. delegation to discuss the tendency in Latin America and the Caribbean during the DMA. The INSS study team found no agreement about what constitutes a 'white paper' other than each is a consensus statement on a topic. The team examined 15 defense documents worldwide and interviewed participants in the development process and independent analysts. The results suggest that the formative, often difficult, process through which governments must move to solidify their approach to national security defense policy, and the structure to implement it and build consensus for it is the essential part of a 'white paper,' providing a constructive experience that benefits the country. Governments tended not to want a template for this process, although at the working level there is some interest in the experience of other states. Defense White Papers become highly stylized nationalistic documents that reflect a state's unique domestic circumstances and international geopolitical situation. The attached chart provides an overview comparison of the Defense White Paper processes of Canada, the United States, Argentina, Brazil, Chile and South Africa. Past efforts by U.S. agencies to design templates have failed.

Some analysts want to downplay dissuasion or set it aside entirely because of its ambiguity. But ignoring this emerging idea would be short sighted. Despite its haziness, the term goes to the heart of new-era geopolitics in several key regions, including Asia. If the United States can learn how to dissuade skillfully, its strategic effectiveness in troubled regions will improve significantly. When the idea of deterrence first appeared 50 years ago, it too was ambiguous. During the Cold War, however, it acquired a role of central importance once it was equipped with a full-fledged strategic theory. The same may hold true for dissuasion in the early 21st century—but only if it too is equipped with the full set of analyses and calculations needed to bring it to life.

The terrorist attacks of September 11 swept away much of the uncertainty about Central Asia's importance to the international system and its relationship with the major powers, especially the United States. Indeed, the five states of the region—ajikistan, Uzbekistan, Turkmenistan, Kazakhstan, and Kyrgyzstan—have become among the most important frontline states in America's war on terrorism. But the war did not alter many basic long-term trends in the region that will complicate U.S. activities as well as color Central Asian perceptions of the United States. Beyond the immediate demands of the war on terrorism, many fundamental questions remain unanswered: How important is Central Asia to the United States? What is the nature of U.S. interest in the region? What role should the United States play in Central Asia: security manager, hegemon, limited partner? Defining the right role for the United States in Central Asia is no easy task. The region is geographically remote, unknown to much of the American public, and not easily accessible. It has few evident connections to the United States. U.S. interests in Central Asia— beyond the most basic ones such as peace, stability, and alleviation of human suffering, as well as those associated with terrorism—are not easy to identify in ways that the American people and their leaders would readily embrace. Moreover, the early record of U.S. engagement in Central Asia immediately after the breakup of the Soviet Union and through the 1990s was not a positive one, resulting in mutual disappointments in Washington and the Central Asian capitals. That record offers important lessons that will be considered below.

In late 2001, China entered the World Trade Organization (WTO), a dramatic step that marks not only the end of a 15-year odyssey for Beijing but also the beginning of a new phase in the country's internal development and its relations with the outside world. It may sound odd to suggest that joining the WTO—an organization focused on rules of conduct for trade and commerce—will influence not only China's economy but also its political, military, and social development, as well as its interaction with the United States. Yet China's efforts to play by WTO rules could affect its internal development far more extensively than has been the case with many new member nations.

In 2001, President Vladimir Putin made a strategic choice for Russia's integration with the West. Indicators of this decision include Putin's quest for better relations with the United States and Europe, his stated commitment to Russian membership in the World Trade Organization (WTO), his pursuit of a new relationship with the North Atlantic Treaty Organization (NATO), and his almost casual dismissal of the potential major irritants in the relationship with the United States and its allies—U.S. withdrawal from the Anti-Ballistic Missile (ABM) Treaty, the likelihood of Baltic membership in NATO, sizeable U.S. military deployments to Central Asia, and a growing U.S. military presence in Georgia. Putin has unequivocally crossed these once-insurmountable red lines despite opposition from his closest advisers and the unease of the Russian public over the American presence in Russia's backyard.

To operate effectively, transnational terrorists and criminals need ready access to money and the ability to maneuver it quickly and secretly across borders. On a large scale, such money maneuvers can ripple across entire regions, embroiling global markets and threatening vital American economic interests as well as destabilizing other countries politically. The ability to move vast quantities of wealth rapidly and anonymously across the globe—sometimes combining modern-day wire transfers, faxes, and Internet connections with centuriesold practices, such as the hawala, of personal connections and a handshake—gives terrorist and criminal networks a strategic advantage over many states. Yet it also might be their vulnerability.

The idea of a European Security and Defense Identity (ESDI) has been a feature of the transatlantic security dialogue for a decade. The 1991 Maastricht Treaty foresaw an eventual incorporation of the Western European Union (WEU) as the defense arm of the European Union (EU). Endowing the Union with military capability was a logical extension of the commitment to a Common Foreign and Security Policy (CFSP) as stipulated in the treaty. Both ideas, promoted by France and Germany, expressed the general desire of member states to play a more active role in securing the peace and stability of postcommunist Europe. Extending the principle of integration into the foreign policy field served two purposes. It was a means to tighten community bonds in the new, unsettled strategic environment by providing reassurance against the renationalization of defense policies. At the same time, it laid the basis for a collective effort to influence continental affairs consonant with the European venture in an orderly transition to democracy and market economies. The perceived need to add a security building block to the project of "constructing Europe" also reflected apprehension about a possible retreat of the United States from a Europe now free of the Soviet military threat. That possibility added further reason for West Europeans to make contingency plans for an uncertain future.

These are perilous times. Everywhere peace seems to be in retreat or on the defensive. As if tired of the comforts of peaceful living, humankind appears ready to embark on violent ventures whose outcome cannot be predicted. Ominously, the sound of war drums—akin to African bush drums—reverberates through many parts of the world, from America and the Near East to South Asia and the Far East. Thus, the horrors of the twentieth century—the sequence of world wars, genocide, and ethnic cleansings—seem to clamor for emulation in the new millennium, probably on a still more destructive scale. In such grim surroundings, a troubled person may want to look for saner guideposts: for voices of prudent moderation counteracting millenary zeal. Facing a scarcity of such voices in the present, s/he may turn to past centuries—where the search is more likely to be rewarding. One of the most reliable and inspiring guideposts in the past is the great humanist Erasmus (1469-1536), well known for his reflections on the perennial follies of humanity.

Shortly before his death last year (2001) the Brazilian geographer and philosopher Milton Santos published a book entitled For Another Globalization. The literary scholar and sociologist António Cândido praised him as one “in whose writings scientific rigor was never an obstacle to a developed social conscience.” And although Santos viewed globalization as a “perverse phenomenon” he strove “to show that it is possible to carry it out differently.” The Santos book is but one among many works now issuing from Brazil and calling for a qualitatively different kind of globalization. At the World Social Forum II organized around the theme “Another World is Possible” held in Porto Alegre, Brazil (31 January – 5 February, 2002), thousands of voices from 135 countries likewise launched appeals for Another Globalization. These were the voices of political and church leaders; of NGO's working on diverse fronts (human rights, economic justice, debt relief, environmental protection, gender equality, democratic governance, the Tobin tax, citizen participation in public decision-making, peace, struggles against social exclusion); of rural and urban labor unions; of organizations of the landless and the homeless. Across wide differences in ideology, substantive positions and emphasis, participants at Porto Alegre II nonetheless proclaimed common value allegiances to equity and social justice over maximum economic growth, to participatory decision-making over secretive elite institutional planning, to fair over free trade, to active protection of cultural diversity over uniform economic strategies, to re-empowerment of national states as decisive agents of development over subordination to international corporations or financial agencies. They counterposed these values to their opposites, which they attributed to the elite Davos World Economic Forum, held in New York this year in support of that battered city – maximum economic growth, unregulated capital mobility, free trade, privatization, and a uniform reliance on competitive markets to serve as the motor force of national development everywhere.

The attacks of September 11 were tragic. However, we are lucky to be fighting this war against terrorism today, rather than in ten to twenty years' time. Bin Laden and other terrorists are seeking biological and nuclear weapons that could kill millions of people. The technological skills and resources needed to make weapons of mass destruction (WMD) are diffusing and becoming easier to obtain over time. Now that we know that some terrorists will stop at nothing, it is imperative to stop terrorists and stop proliferation of biological and nuclear weapons before things get even worse. With a nuclear weapon, bin Laden would have destroyed all of lower Manhattan.

On July 12, the online wire of the Associated Press included a story out of the Welsh city of Swansea, where a synagogue had been vandalized the night before. According to the story, which was not picked up by any major American newspaper, a group of youths broke into the synagogue, destroyed one of the temple's Torah scrolls, drew a swastika on the wall, and attempted to burn the building down before fleeing.

The British industrial revolution created an industrial economy. While casual discourse conflates industrialization and economic growth, Britain was remarkable primarily for the pronounced structural change that occurred rather than for rapid economic growth. Uniquely the British labour force became highly industrialized even prior to the move to free trade in the 1840s. On the eve of the abolition of the Corn Laws the share of agriculture in employment had already declined to levels that were not reached in France and Germany until the 1950s.

The paper examines the structural and organisational problems of social insurance systems in Brazil and the Argentine in order to illuminate current debates about pension 'reform'. Much of the present discussion depicts social insurance 'crisis' as a modern phenomenon. Similarly, preoccupations about the macroeconomic objectives of reform - profitable pension funds as an adjunct to capital market deepening, about sustainability - the financial viability of systems, and about equity and coverage, are often assumed to be peculiar to the late twentieth century. The papers stresses the generational (or cyclical) nature of crises that have plagued social insurance regimes in both countries. It also identifies what may be learnt from differences, as well as similarities, between the two systems - not least the relatively larger historic role the private sector and earlier substantive provision for rural workers in Brazil. Following an appraisal of different 'models' (individual 'capitalised' accounts versus pay-as-you-go schemes and monopolistic state systems versus pluralistic/competitive arrangements), the paper concludes with an evaluation of the administrative and financial stability of current schemes.

The Smithsonian Institution is a unique organization, established in 1846 “for the increase and diffusion of knowledge among men.” It has grown over the years and is now composed of 16 museums and galleries, the National Zoo, and numerous research facilities in the United States and abroad. The Smithsonian participates in the annual federal budget process to receive funding though the federal appropriations process. In Fiscal Year (FY) 2001, it received 57 percent of its funding through federal appropriation. The Field Directorate is the Census Bureau's principal operating arm, responsible for the collection and dissemination of data for decennial censuses and for a wide variety of surveys conducted during decennial and intercensal years (i.e., those years between decennial censuses). The Census Bureau conducts non - decennial surveys using its own funds and those received on a reimbursable basis, primarily for other federal agencies. These economic and demographic surveys are a major source of work and funding for the Bureau and the Field Directorate during intercensal years. Presently, the largest and most visible one is the Current Population Survey, a monthly demographic survey of about 70,000 households, conducted for the Bureau of Labor Statistics.
