1. Transatlantic Cooperation on Semiconductors: A US Perspective

Abstract:: Semiconductors are essential for the global economy, but recent supply chain disruptions and geopolitical tensions have highlighted new risks, leading to new policy approaches. US semiconductor strategy centres around three objectives. First, the funding provided through the CHIPS and Science Act is part of a larger push to strengthen domestic industry and manufacturing. Second, the US seeks to deny strategic adversaries of key technology through export controls. And third, it aims to secure the supply chains for critical technologies. The European and American semiconductor sectors are already tightly intertwined, and further coordination has occurred through forums like the Trade and Technology Council. But challenges remain, including the risk of a subsidy race. Further transatlantic cooperation on key aspects of these new industrial policies can ensure the realisation of shared objectives for a more resilient semiconductor sector.

In line with its aspiration for strategic autonomy, the EU has recognised vulnerabilities in its chip supply chain, which heavily relies on foreign firms. The intricate relationship between economic security and open trade underlies the EU’s quest to bolster its domestic capacity while enhancing connections with key global partners. Despite the challenges of finding a policy balance, fostering transatlantic cooperation in the semiconductor domains remains a key ambition. To cultivate a more balanced and effective partnership with the US, the EU should capitalise on its comparative advantages to amplify and fortify its strategic positioning in the global supply chain.

3. Digital China: The Strategy and Its Geopolitical Implications

Abstract:: Over the past few years, there has been growing concern inside the United States, Europe, and in the Indo-Pacific on the strategic direction behind China’s technology policies. Beginning with the debate over 5G and Huawei, this debate has covered Artificial Intelligence (AI), quantum teachnology, and semi-conductors – a foundational technology. And despite a large number of policies in place – Made in China: 2025, Cyber Super Power, and the New Generation AI Development Plan – few in the West have known China’s overall digital grand strategy. In the first installment of a three-part research project, Dr. Dorman and Dr. Hemmings lay out the rise of China’s overall digital grand strategy, Xi’s role in it, and how it has been organized to fulfil Party objectives. The report tracks the rise of the strategy over the past 10 years, the acceleration of that rise during the Covid-19 pandemic, and the current state of the strategy. In particular, it finds Digital China has been supported and designed by General Secretary Xi Jinping himself, and is a bid to make China more competitive vis a vis the West through the digital transformation of rules, institutions, and infrastructure at the national level. Over the past few years, the strategy has risen to become the “overall” strategy for digital development in the eyes of the Chinese Communist Party leadership, bigger than the Digital Silk Road, deeper than the Belt and Road Initiative, more far reaching than 5G or AI, more important than Made in China: 2025, and wider than Cyber Great Power. A renewed Digital China seeks to challenge a hegemonic global system anchored to a previous age. A successful Digital China has profound implications for China’s developmental path, great power competition, and for the norms that will undergird the international system for decades to come. The Party leadership has re-written Marxist economic theory in its bid to incorporate “data” as the basis of its digital economy and in order to foster a Chinese “Digital Marxism”. Digital China seeks to whet the “sharp weapon” of innovation to facilitate its great power rise and challenge to the West. Beijing is testing whether innovative thinking can be created through the digital transformation of tools, talent, and learning. The US and its allies have begun to effect strategic counter-effect to the myriad of PRC technology policies, there is almost zero understanding or public discussion of this digital grand strategy. Whether inattention, mistranslation, or obfuscation, Digital China has been mostly missed by the West over the past decade.

4. Digital de-industrialization, global value chains, and structural transformation: Empirical evidence from low- and middle-income countries

Abstract:: Digitalization and shifting patterns of globalization are fast changing the rules of the game for countries embarking on a path of industrialization. In this study, we empirically examine the impact of digitalization and global value chains on structural transformation using a crosscountry panel of 51 economies in the GGDC/UNU-WIDER Economic Transformation Database for the period 1990–2018. The analysis is based on a novel cross-country panel combining information from the Economic Transformation Database with the UNCTAD EORA data set, World Development Indicators, and Penn World Tables. Structural transformation is examined through changes across three variables: changes in manufacturing labour productivity, manufacturing employment share, and country-level structural change. To address issues related to endogeneity and country fixed effects, we use methodologies of fixed effects with instrumental variables and the two-step system GMM estimator. Results indicate that digitalization has a positive impact on structural change and manufacturing labour productivity but a negative impact on manufacturing employment share, indicating a reallocation of labour from the agricultural sector into services. Overall global value chain participation, and particularly forward participation, has a positive impact on structural change and manufacturing labour productivity.

5. India’s development cooperation in Africa: The case of ‘Solar Mamas’ who bring light

Abstract:: This paper examines multiple facets of New Delhi’s development cooperation with countries in Africa and argues that grassroots organizations in India that find innovative, low-cost technological solutions to developmental challenges can help governments and multilateral agencies craft inclusive, sustainable policies. The aim of this paper is threefold. First, to understand the major actors, instruments, themes, and mechanisms that make up India’s Development cooperation towards countries in Africa and how these usher in a new dimension of ‘South–South cooperation’. Second, the paper will explore the role of grassroots organizations that have found localized solutions in India that then export their learnings to other geographies and how they craft a unique role for themselves in India’s broader development cooperation framework. To explore this idea further, the paper will utilize the case study of a community-based grassroots organization, Barefoot College, Tilonia, founded by Sanjit Bunker Roy in 1972, and its solar programme. The college trains women from unelectrified, remote communities to become solar engineers who then return to their rural villages with the ability to harness solar power, earning them the title of ‘Solar Mamas’. Third, this paper argues that the uneven, fragmented Indian experience of designing development assistance programmes provides an important non-western perspective that can help decision makers craft policies for an era beyond aid.

6. Bangladesh draft data protection act 2023: Potential and pitfalls

Abstract:: The Bangladesh government’s updated draft data protection bill is a welcome revision of its 2022 attempt to address the country’s lack of a comprehensive data protection law, but there is still room for constructive change to heighten regulatory certainty. The Information and Communications Technology Division of the Ministry of Posts, Telecommunication, and Information Technology released the proposed Data Protection Act 2023 (DPA 2023 or the bill) 1 on March 14—just days after the publication of the South Asia Center’s March issue brief—and the revised version responds to some of the criticism of the digital protectionism and restrictive provisions on digital business activity in the 2022 draft. Specifically, the proposed legislation reflects an operational sensibility based on stakeholder feedback on significant issues. It has incorporated more flexibility to frame rules to address changing situations, provided for a transition period, relaxed data localization requirements, and expressly recognized the importance of international cooperation and safeguard measures for facilitating data flows.

7. The NewSpace market: Capital, control, and commercialization

Abstract:: Commercial opportunities in space-based technologies are expanding rapidly. From satellite communications and Earth observation to space tourism and asteroid mining, the potential for businesses to capitalize on these emerging technologies is vast and known as “NewSpace.”1 The NewSpace model is important for governments to understand because the dual-use nature of space, specifically its growing commercialization, will influence the types of space-based technologies that nations may leverage, and consequently, impact their national security paradigms. By capitalizing on the private sector’s agility and combining it with the essential research efforts and customer role played by the public sector, the NewSpace industry can play a critical function in addressing current and future national security challenges through public-private codevelopment. As the NewSpace industry expands, the role of government is evolving from being the primary developer and operator of space assets to facilitating their commercialization, while still prioritizing key advancements. US and allied governments can capitalize on this competitive landscape by strategically investing in areas that align with their national security objectives. However, it is crucial for them to first understand and adapt to their changing roles within this dynamic environment. Indeed, the benefits of the burgeoning NewSpace industry extend beyond the United States. International collaboration and competition in this area can lead to faster technological advancements and economic gains. The global NewSpace landscape is driving down costs, increasing access to space, and fostering innovation that can improve not only economic well-being, but also impact national security models. To that end, this memo will examine the broad state of the space market, discuss the industry drivers, and propose recommendations for US and allied policymakers as they consider future government investments in those enabling space-based activities that support wider national security ambitions.

9. What should be done about Google’s quasi-monopoly in search? Mandatory data sharing versus AI-driven technological competition

Abstract:: The first part of this paper focuses on competition between search engines that match user queries with webpages. User welfare, as measured by click-through rates on top-ranked pages, increases when network effects attract more users and generate economies of scale in data aggregation. However, network effects trigger welfare concerns when a search engine reaches a dominant market position. The EU Digital Markets Act (DMA) imposes asymmetric data sharing obligations on very large search engines to facilitate competition from smaller competitors. We conclude from the available empirical literature on search-engine efficiency that asymmetric data sharing may increase competition but may also reduce scale and user welfare, depending on the slope of the search-data learning curve. We propose policy recommendations to reduce tension between competition and welfare, including (a) symmetric data sharing between all search engines irrespective of size, and (b) facilitate user real-time search history and profile-data portability to competing search engines. The second part of the paper focuses on the impact of recent generative AI models, such as Large Language Models (LLMs), chatbots and answer engines, on competition in search markets. LLMs are pre-trained on very large text datasets, prior to usage. They do not depend on user-driven network effects. That avoids winner-takes-all markets. However, high fixed algorithmic learning costs and input markets bottlenecks (webpage indexes, copyright-protected data and hyperscale cloud infrastructure) make entry more difficult. LLMs produce semantic responses (rather than web pages) in response to a query. That reduces cognitive processing costs for users but may also increase ex-post uncertainty about the quality of the output. User responses to this trade-off will determine the degree of substitution or complementarity between search and chatbots. We conclude that, under certain conditions, a competitive chatbot markets could crowd out a monopolistic search engine market and may make DMA-style regulatory intervention in search engines redundant.

10. Antitrust issues raised by answer engines

Abstract:: Rapid development of generative artificial intelligence chatbots like ChatGPT is leading search engine providers to move from search to answer engines. Unlike search engines, which provide search results in the form of blue links to content creators, answer engines generate personalised answers through a conversation with end users. This revolution impacts the internet ecosystem of content creators and the digital advertising market. This paper outlines some early antitrust issues related to answer engines, from the transition from search to answer engines (sections 2 and 3) and the response competition authorities should adopt (section 4). It finds that search and answer engines complement and compete with each other. While the answer-engine market is still at an early stage of development, it already raises some competition issues in relation to data scraping, vertical integration and unfair terms and conditions. Intervention by competition authorities is more likely than not to prevent market power in this new market. In this regard, competition authorities should act to preserve dynamic competition and minimise adverse effects on content creators. Finally, the paper concludes with several research questions for future research (section 5).

11. Employer perspectives on employee work location: collaboration, culture and control

Abstract:: This paper discusses employers’ experience of working fully remotely during the pandemic, and their approaches to returning to the office following the pandemic. We chose to focus on the point of view of the employer since it is relatively less explored; much more is available and written on the views and opinions of employees about remote work and return to office. To understand the employer’s perspective, we reviewed existing research evidence, and carried out eleven structured interviews with corporate leaders about their experiences with remote, in-office and hybrid work. Our literature review suggests that remote work does not have negative effects on performance. Similarly, the small sample of employers we interviewed experienced very strong company and employee performance while operating their businesses fully remotely. All employers we interviewed are implementing a hybrid return-to-office policy, although the specifics of the policies are different for each company. No employer was returning to full in-office work. We focused our literature review and interviews on the impact of remote work on employee collaboration, firm culture and manager control, which we call ‘the 3 Cs’. We found that leaders maintain a belief that employee collaboration is negatively impacted by remote work, but the evidence to support this assumption is mixed. Firm culture is often cited by employers as an important rationale for bringing employees back to the office, but the research evidence and our interviewees suggest that the notion of culture is vague and the idea that better culture is supported by in-office work is not supported by any data. Finally, the shift to remote work caused corporate leaders and front-line managers to worry about effectively managing employees they couldn’t see every day. We found that companies did not widely begin implementing employee monitoring systems in lieu of onsite management. Our interviews suggest that much learning remains to transition managers and leaders to effectively managing remote or hybrid employees and teams.

12. Decentralised finance: good technology, bad finance

Abstract:: The emergence of cryptocurrencies/crypto assets has allowed the provision of a new form of financial services, including payments and loans, known as decentralised finance (DeFi). Crypto assets currently represent only about 1 percent of total global financial assets and it is unlikely, in its current form, that DeFi will become a substitute for the traditional financial system, for three reasons. First, while decentralisation is very innovative, in practice the technology required to replace the role of intermediary is slow and costly in terms of energy use. This has led some crypto networks to adopt more centralised solutions to the problem of verification. Second, the automaticity behind the transactions does not allow for any legal recourse. If something goes wrong, there is no way to stop or reverse a transaction once it has been initiated. It is very difficult to imagine DeFi scaling up without the ability to challenge outcomes. Third, and perhaps most importantly, DeFi is for the most part self-referential. Crypto assets are exchanged for other crypto assets without being employed in activities that stimulate economic growth by creating jobs or facilitating investment. It is not likely for DeFi to grow enough to replace traditional finance unless it helps growth. Nevertheless, the technology that enables DeFi and crypto assets, distributed ledger technology (DLT), is very innovative and has managed to remove the intermediary without compromising the safety and finality of financial transactions. Hence, it is likely that the technology behind crypto assets and DeFi will feed into the mainstream and offer efficiency gains.

Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

14. Technology will save the climate! Attitudes towards Norway’s climate policy in four social groups

Abstract:: The risk of opposition from the population increasingly plays a role in choosing the climate policy measures to achieve the objective to substantially reduce greenhouse gas emissions. In Norway, there is a long-standing cross-party consensus that the development of new technologies will be crucial for solving climate challenges. Comparing public opinion surveys, Norwegians are significantly more convinced that new technology will solve problems induced by climate change, compared people in other European countries. A concrete example of such a technology is carbon capture and storage (CCS). Despite discussions about the costs of establishing the technology, there is a cross-party consensus in Norway that CCS is a good and suitable measure for reaching climate policy goals. In this article, we review the historical background that has led to this broad support in Nor-way. Furthermore, we look at how this has been expressed in the political parties’ attitudes towards CCS. There has been a long standing consensus among all major parties that CCS should be developed and deployed. We argue that this lay the foundation for the societal support for CCS. We analyze data from the Norwegian Coordinated Online panels for research on DEMocracy and governance (KODEM) to examine the attitudes toward CCS among citizens and three functional elites, namely elected representatives, bureaucrats, and journalists. We find that CCS receives strong support in all four groups, but that citizens and elected representative are more skeptical compared to bureaucrats and journalists. However, when looking at the factors that influence the perception of CCS, the pattern is the same for all four groups. The more technology optimistic a person is, the more positively they tend to perceive CCS as a method to fight climate change. We also find that those who think the political efforts to reduce greenhouse gases are too great are less positive about CCS com-pared to those who think the efforts are appropriate or too small. Overall, the analysis indicates that all four societal groups are technology optimistic and characterized by the same attitudes toward climate change. We discuss the role of technology optimism in Norway’s climate policy and the reasons for the high degree of political consensus across groups with different societal functions.

15. Enhancing small state preparedness: Risks of foreign ownership, supply disruptions and technological dependencies

Abstract:: The post-Cold War liberalist view, according to which interdependences supported a virtuous cycle of mutual gains, has given way to a realist-tinged view that regards economic interdependence as a cause of insecurity and an element in conflicts. In this new environment of increasing great power competition and technological decoupling, all states are not created equal. Major states such as the United States and China can be system shapers, whereas small states tend to be system takers. Unlike smaller states, they have a greater ability to use their investment leverage, supply chain dominance and control of core technologies. For smaller states with open economies, such as Finland and Sweden, these capabilities of major powers create vulnerabilities in the form of security risks of foreign ownership, supply disruptions and critical technological dependencies. The report explores how small states can mitigate such risks. A series of innovative Delphi backcasting exercises in Finland and Sweden brought together 113 sectoral experts and generalists to ponder ways to prevent dystopian scenarios from unfolding. The target years of the scenarios extended from 2027 to 2035, encouraging ideas on both short- and longer-term solutions. Instead of aiming for a consensus of expert views, the process sought to produce a variety of effective means and measures that a small state could choose to adopt. The exercise consisted of nine scenarios, presented as comic art. The narratives on the risks of foreign ownership focused on 1) acquisitions of gaming companies gathering personal data, 2) transfers of real estate ownership in Lapland and 3) venture capital investments in emerging technology start-ups. The scenarios on supply disruptions dealt with 4) discriminatory practices limiting access to antibiotics, 5) political retaliation limiting access to water treatment components and 6) sanctions on wind power materials, components and minerals. As for high technology dependencies, the cases included 7) the maintenance of military technology, 8) the cybersecurity of health technology and 9) the supply of chemicals for research and development activities. According to the report, small states have the least leeway in navigating the risk environments created by technological dependencies, whereas the toolkits to tackle the potential dangers of foreign ownership and supply disruptions are more extensive. Although different issues and insecurities require different bespoke solutions, all the risk categories call for active mitigation efforts. Most of the suggested Finnish and Swedish expert solutions can be clustered into three alternative approaches: protectionist/interventionist, liberal and technologically oriented. Protectionist/interventionist solutions would expand the state’s powers in controlling, guiding and limiting economic activities. Key suggestions included: covering acquisitions and greenfield investments in national foreign direct investment screening screening real estate acquisitions with a wide range of countries of origin imposing country-specific limitations to real estate acquisitions screening venture capital investments in emerging technologies initiating a national security act to limit foreign control rapidly imposing country- and company-specific limitations to bids in critical industries increasing tariffs supporting domestic or EU-level production through subsidies and industrial policy friendshoring the production of critical goods expanding the scope of supply stockpiling in pharmaceuticals and water treatment components The more liberal approach towards national preparedness would focus on solving the challenges primarily through carrots instead of sticks – to avoid limiting entrepreneurial freedoms and interfering with the dynamics of the capitalist market economy. The proposed solutions included: initiating value debates to guide individuals’ choices when accepting investments formulating a national innovation strategy to boost domestic companies’ operating conditions in emerging technology fields teaching “technology literacy” to guide the use of foreign-owned products engaging all stakeholders in making decisions on foreign ownership diversifying the sources of critical goods such as antibiotics enhancing awareness of risks and making “plan Bs” in supply chain management deepening the EU’s single market to offer genuine scalability opportunities for start-ups The third, more technologically oriented approach would rely on new innovations or technical solutions to enhance small state preparedness. Key ideas included: innovating new medicines to replace antibiotics prioritising non-conventional technologies such as small modular reactors (SMRs) enhancing domestic capacity to produce key components with 3D printing researching alternative materials to replace critical chemicals developing the recycling, recovery and transportation of critical chemicals adopting geofencing and coding solutions to enhance cybersecurity designating emerging technologies as focus areas in higher education increasing the adaptability of technical solutions through standardisation These three approaches prioritise different key solutions for enhancing small state preparedness. However, they represent generic policy preferences rather than ready-made policy recommendations. Ideally, states can formulate their own pick-and-mix toolkit by combining elements from the different approaches. The complementary nature of some of the expert views was also suggested by the fact that many – even most – respondents argued for diversification as a solution to various challenges. For example, and regardless of the chosen strategy, tendering rules could be improved by placing quality over price, taking geopolitical risks into account and allowing multiple winners in contrast to the currently dominant winner-takes-it-all logic, which leads to overly concentrated supply chains. Moreover, at least minor legislative tightenings were widely proposed to be made on foreign ownership – especially with regard to that of nationals of authoritarian states. These changes were, however, typically proposed to be complemented with such balancing acts as long-term leases and incentives to develop and acquire domestic products and companies. Ultimately, by highlighting alternative approaches to small state preparedness, this report seeks to encourage democratic discussion on a broader political choice: what type of state and economy do we want in the future? It is not only their identity that guides what states do; adopted policies and means also shape state identities over time.

While these achievements can be considered success stories, this Discussion Paper argues that the TTC is now facing a dilemma. Different approaches to technology and digital governance and the lack of regulatory autonomy make the TTC best suited to address emerging issues that do not require changes in legislation. Yet, this is precisely what stakeholders want it to address. So, how can the TTC ensure its continuity without regulatory authority? The Paper offers five key recommendations: Make AI a test case and build from the lessons of the Joint AI Roadmap; Engage in issues where there is an initial strong value alignment and no regulation; Work on moonshot ideas such as the “metaverse” or low-earth orbit governance; Take oversight over the special task forces it has created to tackle critical issues such as the US Inflation Reduction Act (IRA); Think more actively about how to push its efforts into multilateral forums with like-minded partners.

Abstract:: The United States–Republic of Korea (ROK or South Korea) alliance has entered a critical phase. In 2023, the two countries will commemorate the 70th anniversary of signing their bilateral mutual defense treaty. This year also marks the first full year under national leaders President Joe Biden and President Yoon Suk Yeol. After several challenging years in the two countries’ relationship, ties are improving. Better alliance relations have, unfortunately, coincided with a deterioration in the regional and global security environment, specifically due to threats from North Korea, China, and Russia. This report examines the U.S.-ROK alliance as it adapts to the new regional context by exploring how the United States and South Korea can sustain and deepen their relationship in three vital policy areas: coordination on China, alignment in minilateral and multilateral settings, and defense technology collaboration. Perhaps the biggest shift in alliance priorities in recent years has been the growing importance of the China challenge. During Chinese Communist Party General Secretary Xi Jinping’s decade in power, Beijing has adopted a more muscular foreign policy. Both the United States and South Korea have reshaped their approaches toward China in response. ROK concerns about China have grown as Beijing shields Pyongyang and acts aggressively elsewhere in the region, including toward Taiwan. But South Korea’s approach to China will continue to differ from that of the United States. The allies have divergent preferences regarding the speed, manner, and degree of partial decoupling with China. Moreover, South Korea’s deep trade ties with China will continue to make it vulnerable to Chinese political and economic coercion.

Abstract:: The Arctic lies at the intersection of several issues with global consequences such as climate change, increased accessibility to and availability of resources, and global strategic contestation that have made the region increasingly relevant to the world. Temperatures in the Arctic continue to rise at four times the global annual average, driving many of the changes under way there, most prominently sea-level rise and the thawing of permafrost, which impact both local ecosystems and the global climate system. International scientific cooperation and data monitoring and sharing are crucial to understanding the impact of climate change, counteracting its negative effects, and enhancing living conditions and economic activity. Apart from a few limited pockets of cooperation that still exist, cooperation between Russia and the West with regard to the Arctic has largely been put on hold since the start of the conflict in Ukraine. The current absence of research and data sharing among scientists is threatening to jeopardise scientists’ understanding of the warming trends in the Arctic, exacerbating the environmental emergency the region in particular is facing. One of the few channels that still exists for constructive dialogue on a range of Arctic-related issues is the GCSP’s “‘High North Talks”’, through which discreet exchanges on various important issues continue. Among other things, the G20 agenda includes climate change, sustainable development and the environment, all of which are under threat due to the cessation of Artic-related scientific engagement. The G20 also represents a rare platform where engagement between Russia and the West has not yet ceased. The suspension of dialogue and scientific exchange vis-à-vis the Arctic is driven by a deep distrust that needs to be overcome by an interlocutor that is acceptable to all stakeholders. India's theme for its G20 presidency resonates strongly with the Arctic and its impact on the world. The resumption of Arctic-related scientific exchange is an easy deliverable with global benefits that India, which has the necessary legitimacy, credibility and relevance, should use its G20 presidency to strive for.

Abstract:: As countries around the world expand their use of artificial intelligence (AI), the Organisation for Economic Co-operation and Development (OECD) has developed the most comprehensive website on AI policy, the OECD.AI Policy Observatory. Although the website covers public policies on AI, the author of this paper found that many governments failed to evaluate or report on their AI initiatives. This lack of reporting is a missed opportunity for policy makers to learn from their programs (the author found that less than one percent of the programs listed on the OECD.AI website had been evaluated). In addition, the author found discrepancies between what governments said they were doing on the OECD.AI website and what they reported on their own websites. In some cases, there was no evidence of government actions; in other cases, links to government sites did not work. Evaluations of AI policies are important because they help governments demonstrate how they are building trust in both AI and AI governance and that policy makers are accountable to their fellow citizens.

Abstract:: As a key manufacturer of high-end technology components critical to the sustainability of the Fourth Industrial Revolution, South Korea is essential in any effort to rebuild a resilient global supply chain but also to the promotion of a clean economy. South Korea can thus contribute to two of the pillars of IPEF (Indo-Pacific Economic Framework), specially to pillars II and III (supply-chain resilience and a clean economy). However, as the US executive and legislative branches intensify their hawkish approaches to China, they have not given much consideration to the possible damage they will inflict on the strategic interests of some of their allies. In particular, they have not fully considered Korean factors when legislating on bills such as the Inflation Reduction Act (IRA). This paper argues that allies such as South Korea and France must make the White House and US legislature aware of the external consequences of their decisions and behavior, and that they must cooperate within the confines of US-led strategic initiatives.

22. China in the Race to Low Earth Orbit: Perspectives on the future internet constellation Guowang

Abstract:: In April 2021, the Chinese government officially, but rather quietly, established a new state-owned enterprise (SOE) named China SatNet. Its mission: build out China’s “mega-constellation” program for low Earth orbiting internet satellites, known as Guowang (“national network”). Several scattered programs had already been launched in China since 2018, and the establishment of this new SOE appears aimed at streamlining and accelerating the development and deployment of the future national constellation. China's goal is to position itself in the highly strategic sector that is space-based broadband mobile telecommunication networks, so far dominated by the American SpaceX and its Starlink constellation. These constellations promise significant commercial and military outcomes that have aroused the interest of states. In this field, Beijing lags behind SpaceX, but demonstrates a fierce determination to catch up and compete with its rivals. China has already registered a request with the International Telecommunications Union to put 12,992 satellites into orbit, or roughly 1,000 more than what has so far been authorized for Starlink. To achieve its goals, China relies on traditional aerospace and telecommunications SOEs, and now on the newcomer China SatNet. It also relies on an emerging ecosystem of companies and start-ups (GalaxySpace in particular), and encourages local governments to build production parks for the space industry and new launch centers across the country. China is thus gearing up to achieve its ambitions, but will nevertheless have to face multiple challenges, including the financing of its industry in a constrained economic context, the development of a viable business model which has not yet been proven elsewhere, and above all, the growing strategic and technological rivalry with the United States.

Abstract:: Currently, major economies are competing on the technological and industrial development of fuel cell electric vehicles (FCEVs). This paper discusses the relationship between the patent value of FCEVs and the commercialisation of this technology. First, the patent data of FCEVs are analysed, focusing on data of China, Germany, Japan, the Republic of Korea, and the United States. Then, the paper constructs the FCEV patent value index framework based on the technological value and economic value of patents. Finally, this paper conducts an empirical study to analyse the influence of patent value on the development of the FCEV industry. It is found that, under the current situation, individual patent value can significantly promote the development of the FCEV industry, whilst the gross patent value of a certain country even has a negative impact. In addition, the increase of hydrogen infrastructure, research and development expenditure, and market demand will significantly promote the development of the FCEV industry. The development level of related industries such as the battery electric vehicle industry and the reduction of environmental pollution are also significant drivers of the development of FCEVs.

Abstract:: Over the last decade, the Association of Southeast Asian Nations (ASEAN) has undergone significant development in digitalisation. The rapid digital transformation in ASEAN, however, has brought forth risks and challenges encompassing data security, cybersecurity, competition, and the digital divide. To effectively address these challenges and leverage the potential of the digital realm, ASEAN developed nine frameworks during 2016–2023. Yet, the focus is primarily on digital trade. We suggest that ASEAN embrace digital transformation by establishing the ASEAN Digital Community (ADC) 2045. This vision could provide guidance to Member States, enabling them to overcome regional challenges and unlock their digital potential. It is crucial for ASEAN to nurture digital development across the three key pillars: political-security, economic, and socio-cultural dimensions. The three pillars should be built on four fundamental elements: data governance, value-added enhancement, improved digital connectivity, and digital inclusivity. Through the establishment of ADC 2045, ASEAN could position itself as a significant player in the global digital economy while ensuring that digital transformation aligns with its sustainable and inclusive development agenda.

China’s sustained efforts in industrial policy to cultivate a domestic innovation system coincided with Western firms’ offshoring strategies since the 1990s, transforming China into a large producer and consumer of semiconductors. Abstract:: Here I map Big Tech clouds focusing on the making of asymmetric relations with the different type of involved organizations. Amazon, Microsoft, Google and Alibaba are cloud hegemons that control every inch of their clouds. The cloud is the main means of adoption of digital technologies. As such, developers and other firms offering their services on Big Tech clouds accept the rules of a game predefined by those few giants. They even need to get enabling credentials offered by another type of subordinate actor: the companies offering trainings to get mandatory certificates for joining the cloud as providers. At the other end, customers transition to the cloud often guided and hiring the services of outsourced sales forces. After presenting all these actors and their interplay, I focus on AI as a service to explain the negative effects of such a migration at the level of organizational learning and innovation. Customers’ technological subordination and reduced learning by doing, using and interacting in the cloud has triggered mitigation strategies but only large players can afford them.

32. Breaking Down the Arguments for and against U.S. Antitrust Legislation

Abstract:: In many areas of the world, including the European Union, United Kingdom, South Korea, and Australia, governments are considering new legislation to check the market power of a few dominant technology platforms. Yet some of the most sweeping proposals are taking place within the U.S. Congress. In October 2020, the majority staff of the House Subcommittee on Antitrust, Commercial, and Administrative Law published a set of recommendations to promote competition in technology markets, the result of a 16-month investigation that directed attention to the actions of Alphabet (the parent company of Google), Amazon, Apple, and Facebook (now Meta). The House Judiciary Committee advanced six bills in June 2021 that paralleled many of these recommendations, focusing on the anticompetitive impacts of self- preferencing, mergers and acquisitions, data accumulation, and network effects related to digital platforms. Meanwhile, the Senate Judiciary Committee voted to advance the American Innovation and Online Choice Act and Open App Markets Act in early 2022. While antitrust reform has seen broad bipartisan support in Congress, members of both parties have also expressed concerns that these bills might have unintended consequences. For example, many of the newly proposed restrictions would only apply to “covered platforms” that meet certain size or categorical criteria—which, under current market conditions, would primarily include Alphabet, Amazon, Apple, and Meta. In turn, some critics have asserted that unequal rules could create arbitrary winners or losers in the marketplace and even benefit foreign competitors or bad actors at the expense of U.S. technological innovation. To put these issues into context, below is an overview of seven major bills under consideration in the U.S. House and Senate as well as the related challenges, commentary, and controversies that surround them.

33. Government Internet Shutdowns Are Changing. How Should Citizens and Democracies Respond?

Abstract:: Governments worldwide continue to deploy internet shutdowns and network disruptions to quell mass protests, forestall election losses, reinforce military coups, or cut off conflict areas from the outside world. Data from the past few years show that incidences of global shutdowns have remained steadily high: 196 documented incidents in 2018, 213 incidents in 2019, and 155 in 2020. The first five months of 2021 recorded fifty shutdown incidents.1 Government-instigated internet shutdowns largely took place in relation to five event types: mass demonstrations, military operations and coups, elections, communal violence and religious holidays, and school exams. As Clément Voule, the United Nations special rapporteur on the rights to freedom of peaceful assembly and of association, pointedly observes: “Shutdowns are lasting longer, becoming harder to detect and targeting particular social media and messaging applications and specific localities and communities.”2 Events in Russia have put a finer point on internet shutdown trends. On March 4, 2022, Roskomnadzor, the Russian internet regulator, announced that it would block Facebook and Twitter and would ban new uploads to TikTok.3 On March 14, it added Instagram to the banned list.4 Russian authorities have also restricted access to a slew of news websites, including the BBC, Deutsche Welle, Radio Free Europe/Radio Liberty, and Voice of America. Roskomnadzor claimed these measures were enacted in response to new limits imposed by platforms on Russian propaganda outlets—accusing Facebook of “discrimination.”5 The Kremlin’s crackdown is an ominous signal about where the shutdown struggle is headed in authoritarian countries. Despite these bleak trends, there is a growing international consensus—at least among liberal democracies—that protecting internet access is integrally linked to freedoms of expression and association and forms a crucial part of the global democracy and human rights agenda. This paper picks up on this emerging norm and probes several key questions: What can citizens do to evade authoritarian controls and regain internet access? How can democratic governments support these efforts and push back against governments that shut down and block the internet? The short answer is that there is a multitude of responses available to democracies and civil society organizations to push back against internet blackouts and network disruptions. Democracies can exert meaningful pressure against repressive governments to ease internet blocks, and citizens are able to exercise creative options to circumvent internet controls. The paper walks through different tools available to citizens to evade internet controls. It examines where internet shutdown trends are headed and incentives for particular regimes to adopt new modes of censorship. It then presents a multifaceted strategy for democracies, civil society organizations, and technology developers and companies to counter internet shutdowns.

Abstract:: Trade between China and North Africa has increased significantly since the early 2000s, but it has largely reproduced patterns of unequal exchange. Since they were unveiled, the Belt and Road Initiative (BRI) and the Chinese government’s 2016 Arab Policy Paper have signaled the promise of a qualitative shift in China’s engagement with the region. China has committed to increase investments in high-value-added sectors and to boost cooperation in science and technology with countries across North Africa. The digital space is a notable aspect of recent China–North African partnerships. Chinese tech firms are becoming ever more important actors in North Africa through the Digital Silk Road, the digital component of the BRI. North African governments see the Digital Silk Road as an opportunity to help bridge the digital divide and bolster their own national efforts to build digital economies and create high-quality jobs for the millions of unemployed university graduates across the region. In recent years, the region has become home to notable Digital Silk Road projects such as smart cities, satellite navigation centers, data centers, and network infrastructure. Huawei’s localization strategies in Algeria and Egypt show that, far from imposing a one-size-fits-all blueprint on other countries, as Beijing is often depicted as doing in U.S. and European media and policy discussions, Chinese tech players adapt their engagement depending on local development agendas. Flexibility, customization, and services tailored to local demand have been cornerstones of Huawei’s localization strategies in North Africa. Accommodating local development priorities is central to Huawei’s success in globalizing its business ventures. The Chinese firm has responded favorably to Algeria’s and Egypt’s attempts to leverage foreign companies for conducting more value-added activities within their respective economies. Among other things, Huawei opened its first African factory in Algeria, employing Algerians to assemble products for and beyond the Algerian market. It also launched an OpenLab for conducting research and development (R&D) activities in Egypt and established partnerships with several universities in the region to train local students. However, closer scrutiny of Huawei’s localization in both Algeria and Egypt indicates that the company improved its brand image without engaging in meaningful capacity building. For all its success at winning the hearts of government officials across the region, Huawei has engaged in training, manufacturing, and R&D in a way designed to maintain the firm’s technological edge. The Chinese tech giant has managed to localize seemingly developmental activities in North Africa without contributing much to technological upgrading. North African governments should take lessons from China’s playbook of how it became a technological superpower. This means adopting policies that could maximize the benefits of Chinese and non-Chinese investments by ensuring positives spillovers and protecting potential local tech champions. Increasing economic integration across North African countries and moving beyond fragmented bilateral commercial negotiations with China are two steps that may help level the playing field with the Asian giant.

Abstract:: This paper traces the development of fintech in sub-Saharan Africa, its evolution over time, and the unfolding benefits attained at each stage of its adoption and market evolution. From the onset, fintechs have revolutionized retail electronic payment systems—a revolution that has evolved into a technological platform to manage micro-savers’ accounts, virtual savings and credit systems, public financial management, and cross-border remittances, and has led to the adoption of new monetary policy frameworks. The uptake of fintech products has led to increased financial inclusion for underserved and unserved populations, improvement of welfare, and the efficient and cost-effective provision of services across all sectors of the economy. The paper also outlines the challenges that persist and need to be addressed to allow the rapid uptake of fintech products and solutions in sub-Saharan Africa. The paper concludes that the fourth Industrial Revolution, driven by fintech, has the potential to propel the continent to higher levels of savings, investments, employment, and inclusive growth, provided an appropriate legal and regulatory framework is put in place and resources are channelled for sufficient infrastructural development.

Abstract:: The United States has turned to support of the domestic microchip industry in response to the increased risk of Chinese aggression against Taiwan, one of the leading producers, as well as to address disruptions in supply chains caused by the COVID-19 pandemic. A law on this passed with bipartisan consent and is intended to help finance a more resilient American sector towards global changes in manufacturing these components. Thanks to the CHIPS Act, the U.S. can reduce its dependence on microchip imports and undermine China’s ability to dominate the market.

40. Risks to job quality from digital technologies: are industrial relations in Europe ready for the challenge?

Abstract:: We examine the job quality effects of new digital technologies in Europe, using the framework of seven job quality ‘domains’: pay, working time quality, prospects, skills and discretion, work intensity, social environment and physical environment. The theoretical effects from new technology are ambivalent for all domains. Data on robot shocks matched to the European Working Conditions Surveys for 2010 and 2015 is used to generate empirical estimates, which show significant aggregate negative effects in three domains, and a positive effect in one. Some negative effects are enhanced where there is below-median collective bargaining. In light of these analyses, and in order to think through the challenge of regulating the development and implementation of all forms of digital technologies, we review regulations in several European countries. Drawing on the principles of human-centred design, we advance the general hypothesis that worker participation is important for securing good job quality outcomes, at both the innovation and adoption stages. We also consider the application to the regulation of job quality of national and supra-national data protection legislation. In these ways, the paper extends the debate about the future of work beyond employment and pay, to a consideration of job quality more broadly.

41. The impact of artificial intelligence on the nature and quality of jobs

Abstract:: Artificial intelligence (AI), like any workplace technology, changes the division of labour in an organisation and the resulting design of jobs. When used as an automation technology, AI changes the bundle of tasks that make up an occupation. In this case, implications for job quality depend on the (re)composition of those tasks. When AI automates management tasks, known as algorithmic management, the consequences extend into workers’ control over their work, with impacts on their autonomy, skill use and workload. We identify four use cases of algorithmic management that impact the design and quality of jobs: algorithmic work-method instructions; algorithmic scheduling of shifts and tasks; algorithmic surveillance, evaluation and discipline; and algorithmic coordination across tasks. Reviewing the existing empirical evidence on automation and algorithmic management shows significant impact on job quality across a wide range of jobs and employment settings. While each AI use case has its own particular effects on job demands and resources, the effects tend to be more negative for the more prescriptive (as opposed to supportive) use cases. These changes in job design demonstrably affect the social and physical environment of work and put pressure on contractual employment conditions as well. As technology development is a product of power in organisations, it replicates existing power dynamics in society. Consequently, disadvantaged groups suffer more of the negative consequences of AI, risking further job-quality polarisation across socioeconomic groups. Meaningful worker participation in the adoption of workplace AI is critical to mitigate the potentially negative effects of AI adoption on workers, and can help achieve fair and transparent AI systems with human oversight. Policymakers should strengthen the role of social partners in the adoption of AI technology to protect workers’ bargaining power.

42. Determinants and Effects of Foreign Direct Investment in Austria: Spillovers to Novel Innovative Environmental Technologies

Abstract:: This study investigates the determinants of FDI in Austria, as well as their spillovers to innovating technologies, productivity, and employment, using firm-level data, for the period 2008-2018. The findings point out that a decrease in the costs of trade increases investment in foreign-owned subsidiaries in Austria, and that FDI is pre-dominantly carried out in industries characterised by greater capital-intensity, higher wages, more agglomeration and regional concentration. Furthermore, FDI is higher in regions with a larger GDP and with a larger share of the population with upper secondary and post-secondary non-tertiary education. The study also finds that there are positive spillovers of FDI to the domestic economy, which are strongest and most positive for innovative activities in environmental technologies. In other words, FDI helps Austrian firms to become more innovative in major environmental technologies. Such innovative efforts are best supported at the firm-level by supporting the total assets and investment of domestic firms, and at the regional level by increasing the share of the population with higher levels of education and employing more R&D personnel. The active presence of innovative foreign MNEs that enjoy extensive technological capacities, high-skilled labour, experienced management, and large-scale resources are also conducive to innovative activities.

Abstract:: Europe will be challenged by demographic changes over the next few decades, even under favourable assumptions about fertility and migration, but the economic eﬀects are not yet fully understood. This paper studies the eﬀects of population ageing on economic growth, capital deepening and robotisation in 27 European Union (EU) labour markets. First, we econometrically assess the eﬀects of ageing and potential labour market shortages on growth. Second, we test the hypothesis of whether ageing leads to faster adoption of new technologies. We distinguish between various capital asset types, including non-ICT and ICT capital, tangible and intangible capital and the adoption of robots. The analysis is based on Eurostat, the European Labour Force Survey (EU-LFS) and International Federation of Robotics (IFR) data. Results indicate that ageing and demographic changes might contribute to secular stagnation, which decelerates the adoption of new technologies.

44. How to make I.T. in Greek Manufacturing: Evidence and Policy Recommendations

Abstract:: Greece has so far failed to shift its production structure towards more complex, high value-added activities, incorporating knowledge-intensive practices. Given the country’s low performance in innovation and knowledge diffusion relative to EU peers, we focus on two specific problem areas of Greek industry: skills and management practices. First, we provide an in-depth look at skills indicators to identify the scope for action, particularly in addressing mismatch. Second, we use firm-level data from the World Management Survey to give an overview of management practices in Greek industry and explore the quality of these practices and their association with productivity. We have two novel findings: first, we document that Greece has the highest overskilling for professional occupations in the OECD; second, we show that Greek firms do best in areas requiring unitary decision making, and worst in areas requiring teamwork and synergies. We complement our analysis with data from a new survey and examine structural characteristics of innovation and technology adoption. The collection of our empirical findings provides valuable input into concrete policy proposals to increase productivity in Greek manufacturing.

45. How Does Urban Rail Development in China and India Enable Technological Upgrading?

Abstract:: The socioeconomic wellbeing of urban areas depends on a well-functioning transportation system that makes it easier for people to access goods and services. Whereas most urban areas in emerging economies are expanding in size and human population, high motorisation and inadequate public transport services have resulted in congestion, traffic accidents and increasing transport-related greenhouse gas (GHG) emissions. Urban rail development can help address the current transportation problem because trains can move a large number of people at high speed, provide reliable services, contribute to lower GHGs and have a low accident rate. However, urban rail is expensive and requires many technical and technological capabilities often unavailable in emerging economies because they are technology latecomers. This paper examines how two emerging economies, China and India, have adopted industrial policies to develop local capabilities for urban rail technology. The paper shows how the Chinese government has moved from purchasing urban rail technology from multinational companies (MNCs) to the current situation where it has developed local capabilities, owns rail technology patents and competes with the same MNCs on the international market. The paper also demonstrates how India is gradually improving the local manufacturing of rail subsystems as opposed to importation. Overall, the paper suggests a pathway to industrial policy adoption that demonstrates how emerging economies can catch up with urban rail technology development to address their local transportation needs.

46. Blockchain Technology: An Innovative Policy Tool for Enhancing Conventional Arms Control and Verification

Abstract:: Blockchain represents an unprecedented opportunity for enhancing conventional arms control (CAC) and verification. Based on the principles of transparency, verifiability, and predictability, this state-of-the-art technology could build confidence and facilitate the implementation of arms control mechanisms. Blockchain-based so-called “smart contracts” have advantageous practical implications for CAC. They could improve the verification of countries’ compliance with their CAC obligations by enhancing monitoring procedures and could strengthen arms export controls by improving treaty signatories’ ability to monitor weapons and ammunition supply chains. Reinforcing the Organization for Security and Cooperation in Europe (OSCE) framework for conventional ammunition control with a permissioned blockchain would provide greater confidentiality and improve monitoring and data verifiability, thus strengthening the OSCE’s CAC regimes.

Abstract:: Non-state actors have always been interested in obtaining and mastering innovative weapons. According to “lethal empowerment theory”, new technologies will be rapidly adopted and adapted by violent non-state actors when they are accessible, cheap, simple to use, transportable, concealable, and effective. Terrorists are interested in weapons that are useful in a wide range of contexts – “that magnify effects, are symbolically resonant and can be given to unexpected uses.” It is thus important to be vigilant in analysing how actors will leverage and innovate new technologies for malicious purposes, in order to confront the “unknown unknowns” and not repeat the mistakes based on a “failure of imagination”, as highlighted in the 9/11 Commission Report.

48. Our Digital Future: The Security Implications of Metaverses

Abstract:: Although the concept of a metaverse or metaverses is not new, current developments in the creation of possible metaverses offer credible prospects of generating increasingly immersive digital experiences that will also provide people with more information, connections and knowledge than ever before. However, metaverses are also likely to exacerbate existing risks surrounding the increased digitalisation of our lives and the role of social media companies in our societies, such as the spread of disinformation or increased societal polarisation. Similarly, technology companies’capacity to collect private data and profile users will also increase. Growing levels of immersivity will reinforce risks such as increased digital crime or extremist radicalisation, but will also create new ones that pertain to cognitive manipulations. This could lead to the transformation of social organisations and a questioning of the legitimacy of traditional institutions. Metaverses also offer new dimensions for power politics and geopolitical confrontations, and a platform for conducting cognitive warfare. Responsible innovations and security-by-design must be the guiding principles of efforts to develop metaverses.

49. Securing AI-based Security Systems

Abstract:: Fundamental weaknesses of AI include brittleness, embedded bias, catastrophic forgetting and lack of explainability. Although research is under way to address some of these issues, the adoption of AI techniques and models in security systems exposes potentially critical security systems to weaknesses/vulnerabilities such as these. Adversarial training is one strongly recommended approach to increase the robustness (i.e. reduce the brittleness) of the AI model. In this approach, the training dataset is extended to include adversarial examples representative of potential attacks on the system. However, the implementation of adversarial training is currently ad hoc. Given the evidence of AI weaknesses, the omission of adversarial training and similar hardening techniques for AI-based security systems is unacceptable. Standardised testing and evaluation of AI-based security systems is recommended. From a governance perspective, evidence of adversarial robustness evaluation should be a minimum requirement for the acceptance of an AI-based security system. The production of strong adversarial samples does not account for “black swan” events, i.e. random and unexpected events that have an extreme impact. Given that security systems tend to be designed to detect “old” or “known” types of attack, ways need to be found to manage the occurrence of “new” attacks.

The peaceful uses of nuclear technology cannot be excluded from innovative approaches to addressing the world’s most pressing and complex challenge─ climate change. This NTS Insight examines how nuclear technology can be deployed to strengthen climate adaptation measures and presents case studies from several Southeast Asian countries that have nuclear research and scientific programmes. Nuclear technology is being utilised in adopting climate-smart agriculture, modernising water management, enhancing greenhouse gas emissions analysis, and combatting plastic pollution. This Insight offers agendas for action by Southeast Asian countries to address key challenges to expanding the role of nuclear technology in addressing climate change.

53. Localization and China’s Tech Success in Indonesia

Abstract:: On average, Indonesians distrust China and many Chinese firms. Yet Huawei and to a lesser extent ZTE have successfully positioned themselves as trusted cybersecurity providers to the Indonesian government and the Indonesian nation. This has been no easy feat given long-held Indonesian animosity toward China. Many Chinese companies have faced protests over concerns they were taking local jobs. Huawei and ZTE have suffered no such fate. Nor has there been a broad coalition of Indonesian voices against using Chinese technology in critical telecommunications infrastructure. In short, Indonesians care a lot more about Chinese cement plants than they do about Huawei involvement in 5G networks. Gatra Priyandita Gatra Priyandita is an analyst at the International Cyber Policy Centre at the Australian Strategic Policy Institute, where he leads a project researching cyber-enabled intellectual property theft. He is a political scientist by training and specializes in the study of foreign policy and security in Southeast Asia. He holds a PhD in political science from the Australian National University. This is a vastly different conversation to those happening in rich liberal democracies. Huawei and ZTE have been able to achieve success in Indonesia, despite a sense of ambivalence among the Indonesian political and defense establishment about Chinese intentions and growing Western scrutiny over the use of Chinese technology in broadband networks. As other papers in this series have demonstrated, Huawei and ZTE needed to localize their strategies. Like elsewhere in the world, available evidence suggests that part of Huawei’s and ZTE’s value proposition is cheaper prices (compared to those of competitors) for high-quality technology. But that is only part of the story. Huawei has positioned itself as Indonesia’s cybersecurity provider of choice by offering enormous cybersecurity and other related training programs across the country for groups ranging from senior government officials to students in rural Indonesia. Much of this training is technically focused on practical vocational skills with a hope that students one day will become customers. In addition, the company offers an attractive maintenance and upkeep package. Since the mid-2000s, Chinese information and communications technology (ICT) firms have created training centers in partnership with local Indonesian telecoms companies and universities to train the next generation of Indonesian engineers and tech specialists. Government agencies are also increasingly targets of training and capacity-building programs, with Huawei claiming that 7,000 government officials have participated in its training programs. The Indonesian government, corporations, and ordinary citizens alike have welcomed Huawei and ZTE as essential partners in their efforts to build both the infrastructure and human capital necessary to prosper in the twenty-first century’s digital economy. What Huawei and ZTE offer is knowledge transfer, not technology transfer. The technology is still being built in China by Chinese firms. Huawei’s role in training relates instead to capacity building. Indonesians will install, maintain, and use the networks. China will build the hardware. There is also evidence that China has had some rhetorical success in pushing its version of cyberspace governance. Beijing’s preferred cyberspace governance language was inserted into a memorandum of understanding between Indonesia’s National Cyber and Crypto Agency and the Cybersecurity Administration of China. However, it is difficult to see how the memorandum has influenced Indonesia’s cybersecurity governance in practice. One of the concerns often leveled by rich liberal democracies is that reliance on Chinese tech will end up aligning the political interests of countries like Indonesia with those of China. Other key worries are China’s pervasive espionage and the enduring (though as yet unrealized) risk that Chinese companies with a dominant role in an ICT ecosystem could be used by Beijing to apply coercive political pressure. Despite Indonesia’s embrace of Huawei and ZTE, political leaders in Jakarta have not simply disregarded the hard security questions posed by upgrading ICT equipment, especially when foreign suppliers are involved. Indonesian officials simply rate the need for development and cybersecurity-related capacity building higher than the risk of using Chinese ICT hardware in their critical infrastructure systems. If rich liberal democracies are concerned about this trend, then they need to offer workable alternatives that place Indonesia’s enormous digital development needs at the heart of any value proposition. It is unlikely that Indonesia will stop using Chinese hardware in its infrastructure, but alternatives could prevent overreliance.

54. Understanding and Responding to Global Democratic Backsliding

Abstract:: Over the past two decades, democratic backsliding has become a defining trend in global politics. However, despite the extensive attention paid to the phenomenon, there is surprisingly little consensus about what is driving it. The most common explanations offered by analysts—ranging from the role of Russia and China and disruptive technologies to the rise of populism, the spread of political polarization, and democracies’ failure to deliver—fall short when tested across a wide range of cases. A more persuasive account of backsliding focuses on the central role of leader-driven antidemocratic political projects and the variety of mechanisms and motivations they entail. This paper identifies and analyzes three distinct types of backsliding efforts: grievance-fueled illiberalism, opportunistic authoritarianism, and entrenched-interest revanchism. In cases of grievance-fueled illiberalism, a political figure mobilizes a grievance, claims that the grievance is being perpetuated by the existing political system, and argues that it is necessary to dismantle democratic norms and institutions to redress the underlying wrongs. Opportunistic authoritarians, by contrast, come to power via conventional political appeals but later turn against democracy for the sake of personal political survival. In still other backsliding cases, entrenched interest groups—generally the military—that were displaced by a democratic transition use undemocratic means to reassert their claims to power. Although motivations and methods differ across backsliding efforts, a key commonality among them is their relentless focus on undermining countervailing governmental and nongovernmental institutions that are designed to keep them in check. As international democracy supporters continue to refine their strategies of responding to democratic backsliding, they must better differentiate between facilitating factors and core drivers. Such an approach will point to the need for a stronger focus on the nature of leader-driven antidemocratic projects, identifying ways to create significant disincentives for backsliding leaders, and bolstering crucial countervailing institutions. Moreover, they should deepen their differentiation of strategies to take account of the diverse motivations and methods among the three main patterns of backsliding. Only in this way will they build the needed analytic and practical capacity to meet the formidable challenge that democratic backsliding presents.

55. A CERN Model for Studying the Information Environment

Abstract:: After the Second World War, European science was suffering. Scientists were leaving Europe in pursuit of safety and work opportunities, among other reasons. To stem the exodus and unite the community around a vision of science for peace, in 1949, a transatlantic group of scholars proposed the creation of a world-class physics research facility in Europe.1 The grand vision was for this center to unlock the mysteries of the universe. Their white paper laid the foundation for the European Center for Nuclear Research (CERN), which today supports fundamental research in physics across an international community of more than 10,000 scientists from twenty-three member states and more than seventy other nations.2 Together, researchers at CERN built cutting-edge instruments to observe dozens of subatomic particles for the first time. And along the way they invented the World Wide Web, which was originally conceived as a tool to empower CERN’s distributed teams. Such large-scale collaboration is once again needed to connect scholars, policymakers, and practitioners internationally and to accelerate research, this time to unlock the mysteries of the information environment. Democracies around the world are grappling with how to safeguard democratic values against online abuse, the proliferation of illiberal and xenophobic narratives, malign interference, and a host of other challenges related to a rapidly evolving information environment. What are the conditions within the information environment that can foster democratic societies and encourage active citizen participation? Sadly, the evidence needed to guide policymaking and social action in this domain is sorely lacking. Researchers, governments, and civil society must come together to help. This paper explores how CERN can serve as a model for developing the Institute for Research on the Information Environment (IRIE).3 By connecting disciplines and providing shared engineering resources and capacity-building across the world’s democracies, IRIE will scale up applied research to enable evidence-based policymaking and implementation. Where CERN “exists to understand the mystery of nature for the benefit of humankind,” IRIE will exist to understand the mystery of the information environment for the benefit of democracies and their citizens.4 While the laws of physics change slowly, the conditions within the information environment are little understood and changing rapidly through the addition of new technology. Additionally, studying the information environment will require analysis of personal and at times sensitive data of internet users, increasing the need for international collaboration. As CERN did by inventing new collaboration tools, IRIE will leverage those same technologies to unlock the collective genius of researchers and practitioners from a variety of fields to strengthen democracy, alongside interested citizens who contribute their own data and expertise. While there are obvious differences between the field of physics and those emerging to study the information environment, aspects of CERN’s development can guide the creation of IRIE, an institution that can uniquely address the growing needs of researchers.

Abstract:: Energy games and the territorialization of maritime zones are the main reasons for the renewed arms race and regional competition in the East Mediterranean. The East Mediterranean is home to quite diverse fleets in terms of capabilities and technology. In terms of Unmanned Aerial Vehicle (UAV) field capabilities, Israel is the local champion while Turkey is an emerging power; the remaining regional actors lag behind. Top-tier technology items manufactured mostly by the US aeronautical industry are either too expensive or are restricted to local actors; as a result, Israel and subsequently Turkey have developed indigenous capabilities over the last few years, which are highly exportable. Even though the Russian invasion of Ukraine and the war now raging in the country has to some extent overshadowed the rising tensions in the East Mediterranean (which culminated in the standoff between the Greek and Turkish fleets between August and November 2020), there are still issues that need to be resolved which stem directly from the military build-up and the power balance, which has been seriously disturbed. Greece is already invested in catching up in terms both of numbers and technological capabilities. Nonetheless, to date, these efforts have failed to close the gap for two main reasons: Firstly, the agreements signed so far include little or no transfer of technology and know-how; Secondly, the local capabilities in both ship building and the aeronautical industry suffer from the perennial Greek state maladies. Investing in local AI technologies and solving the “Gordian knot” of the shipyards are prerequisites for developing local infrastructure capable of competing regionally in the long run.

Abstract:: Russia’s war of aggression in Ukraine and the upcoming winter of discontent have accelerated the permacrisis, with serious consequences, not just in the short term, but also for Europe’s future. If the EU proves unable to work together and address today’s strategic challenges, member states risk leaving future generations with a Europe that is economically, politically, and socially fragmented and constrained. But this is not the moment for defeatism. Rather, the EU should adopt an intergenerational approach across all policy areas, asking: how will our reactions to today’s severe challenges affect future generations? This should include a common investment strategy: to counter our common societal challenges and crises, the EU should invest in technology and education, increasing Europe’s human and intellectual capital. However, despite technology’s prominence in the EU political agenda, the Union still struggles to make decisive steps to achieve global leadership in many areas. This Discussion Paper argues that the EU should have access to and control over new technologies to guarantee that these “public goods” are, at least in part, in common ownership. Taking equity stakes in technology should be at the heart of the European Sovereignty Fund, announced by Ursula von der Leyen in her 2022 State of the Union speech. Additionally, member states should work together to create a better environment for future private investment by harnessing the power of the Single Market and completing the Capital Markets Union. By adopting this intergenerational mindset, the EU can start the process of building technological wealth which will be accessible to everyone and help tackle Europe’s fundamental challenges. This new investment strategy will offer hope and ensure that the EU can provide peace, prosperity, and sustainability for the current and, more importantly, future generations.

59. Operation Warp Speed, Encore: A Case for US Leadership to Drive Market-Based Global Health Innovation

Abstract:: he experience of the COVID-19 pandemic—both in the US and around the world—has helped highlight the potential feasibility and importance of biomedical R&D for global health and welfare. In the midst of a very large, focused expansion of public expenditure for R&D on COVID-19—both direct (e.g. supporting trials) and indirect (e.g. promised revenue via advanced purchase agreements)—dramatic and rapid advancements in biomedical science took place, with very large commensurate social and health benefits. Drawing from this experience and momentum, this paper argues that the US should deepen its engagement and ambition in global health R&D to drive other similarly transformative improvements in global health outcomes and security—protecting American citizens from global health threats while also helping save and improve lives and livelihoods around the world. To provide illustrative evidence about the potential of such investment, it lays out three indicative case studies where US government investment, at least partially in the form of a pull mechanism, could help incentivize and drive high-value innovation: for new antimicrobials; a rapid, low-cost TB test; and for next-generation, accessible whole genome sequencing. Using clear and generally conservative assumptions, the case studies describe how such biomedical innovation could generate large returns on investment—in two of three cases exclusively from the perspective of US domestic welfare—while also saving and improving lives around the world. It concludes with a discussion of implications for research funders, emphasizing the need for large R&D investments to tackle commensurately large global health threats.

60. An Ambitious USG Advanced Commitment for Subscription-Based Purchasing of Novel Antimicrobials and Its Expected Return on Investment

Abstract:: Antimicrobial drugs form the backbone of modern medicine. Yet their lifespan is naturally limited; over time, use of these drugs selects for mutations that survive exposure to those same drugs, driving “antimicrobial resistance,” or AMR. Already, drug-resistant infections kill an estimated 35,000 Americans and 1.27 million global citizens every year. In the absence of sufficient research and development (R&D) investment for new antimicrobials, deaths from drug-resistant infections could increase dramatically in the coming decade. However, the R&D pipeline for new antimicrobials remains sparse, constrained by an array of market failures that prevent private companies from capturing a sufficient private return on investment (ROI) despite the very high social value of new antimicrobials. Widespread recognition of these market failures among experts and policymakers has driven a search for creative solutions, and generated enthusiasm for the use of pull mechanisms which could help incentivize antibiotic development. One particularly promising pull approach—so-called “subscription models”—would offer guaranteed annual payments to successful antibiotic developers delinked from sales volumes. A subscription approach is included in the pending PASTEUR Act, which is legislation introduced by lawmakers in the US House of Representatives and Senate and endorsed in President Biden’s 2023 budget request. In this paper, we consider the expected return on investment for such a program—that is, an ambitious new program to incentivize antibiotic development via a US government subscription-based pull mechanism (though not necessarily the PASTEUR Act, per se). We construct an illustrative subscription program from first principles, with parameters drawn (where possible) from the literature and some simplifying and deliberately conservative assumptions about program design and remuneration. We model the 10- and 30-year costs and benefits of such an initiative, both from the US domestic perspective and from a global welfare perspective. We find that the program is likely to generate a very high social ROI in both the short and long-term. From the US domestic perspective—considering both the value of averted death/disease and associated hospital costs—ROI is calculated at 6:1 over a 10-year time horizon and 28:1 over a 30-year time horizon. From the global perspective—exclusively considering the health value of DALYs (Disability Adjusted Life Years) averted—ROI grows to 27:1 over a 10-year time horizon and 125:1 over the full 30-year program duration. Sensitivity analysis suggests that the overall high returns are robust under a wide variety of alternative assumptions and scenarios. Based on these high social returns, we encourage the US Congress to urgently finance and authorize a subscription program for new antimicrobials, with particularly consideration for the PASTEUR Act.

Abstract:: Cost information is essential for priority setting and optimized resource allocation in the healthcare sector, especially in low- and middle-income countries (LMICs) where resource constraints and opportunity costs are significant. In recent years, a costing approach labelled time-driven activity-based costing (TDABC) has gained prominence, as a means for more closely estimating unit costs. TDABC is a process-based micro-costing methodology that adopts a patient perspective to identify resources that are allocated over the course of service provision, mapping each step of a patient journey. Unlike other activity-based costing methods, TDABC includes the recording of the amount of time that resources are utilized for each activity. The manuscript is developed as a step-by-step guide for researchers, students and policy makers intending to undertake TDABC. While there are many academic resources explaining the theory and steps to conduct TDABC, in this paper, we provide easily accessible descriptions of methods for collecting data, tools that can be adapted to diverse research questions and settings, as well as practical data collection “tips” we learned from applying approaches on the ground.

62. The Next Game Changers: A Priority Innovation Agenda for Global Health

Abstract:: Over the last century, scientific and technological innovation has led to unprecedented improvements in health outcomes—yet research and development (R&D) investments and progress to address health threats has been uneven. Commercial R&D has focused where investors can expect substantial financial returns: rich countries, the diseases that affect them, and high-tech solutions designed for the richest and most sophisticated systems. Despite supplemental funding from philanthropic and government grants, R&D to address many leading causes of death and disability—especially those that primarily affect low- and middle-income countries (LMICs) or insure against future risk—has been consistently underfunded relative to potential health gain. This implies that many untapped opportunities remain to dramatically improve global health and welfare via biomedical innovation. In this paper, we report the results of a horizon-scanning exercise to source opportunities for global health R&D investment—that is, high-value potential biomedical innovations which are currently underfunded but which could be transformative for health, quality of life, and health security in LMICs and around the world. Drawing from a literature review and expert interviews with researchers, economists, funders, advocates, and implementers, we lay out an expansive and high-promise (though non-comprehensive) biomedical innovation agenda for global health spanning the unfinished MDG agenda; non-communicable diseases; and global health security. We conclude with a discussion of implications for research, funding, and practice.

63. AI Startups and the Fight Against Mis/Disinformation Online: An Update

Abstract:: The events following Russia’s invasion of Ukraine have shown again the power of online mis/disinformation. As it continues to grow and spread, there are new and continuing attempts to address this problem. These include supply-side and demand-side fixes (including media-literacy programs, fact-checking and, in Europe, new regulations) but few of these have scaled. This paper looks at one kind of supply-side attempt to tackle the prevalence of online mis/disinformation: the market for tech-based solutions that use some form of artificial intelligence (AI) machine/deep learning for content moderation, media integrity, and verification. This paper presents the findings of interviews of 20 niche firms that use AI to identify online mis/disinformation, many of which were previously surveyed for a 2019 paper on the role of AI startups in the fight against disinformation. These companies did not release their revenue figures but it seems that the market for their services is smaller than many entrepreneurs had originally hoped, and that Google and Facebook are not relying on such firms for help in identifying online mis/disinformation. The cost of the services provided by these startups and the desire to keep things in-house and protect their activities from outside scrutiny are part of why the tech giants do not rely on small startups for help with screening online mis/disinformation. This may be why funding for these startups does not seem to have grown significantly and so more than half of them are now focusing on the business-to-business market, selling mis/disinformation mitigation services to, for example, insurance companies, large public entities, and governments, among others. There also appears to be a limited market for business-to-consumer solutions for detecting mis/disinformation. However, continuing advances in AI as well as forthcoming regulation by the European Union and the United Kingdom will continue to spur innovation, which may stimulate demand. University initiatives, academics, journalism organizations, and cybersecurity experts are all also trying to come up with ways to identify and control the spread of mis/disinformation. Ultimately, despite its advances, technology alone will not solve the online mis/disinformation problem. Giant social media platforms have few financial incentives to crack down on this—quite the opposite, in fact. To push social media platforms to act against online mis/disinformation and illegal speech, regulation must deftly address the issue while preserving freedom of expression. There is a further problem in the form of the political polarization that has intensified in the United States and other parts of the world. Fixing this is likely to be well beyond the role of business and technologists.

64. AI Audit-Washing and Accountability

Abstract:: We are still some distance from a worldwide robot takeover, but artificial intelligence (AI)—the training of computer systems with large data sets to make decisions and solve problems—is revolutionizing the way governments and societies function. AI has enormous potential: accelerating innovation, unlocking new value from data, and increasing productivity by freeing us from mundane tasks. AI can draw new inferences from health data to foster breakthroughs in cancer screening or improve climate modeling and early-warning systems for extreme weather or emergency situations. As we seek solutions to today’s vexing problems—climate disruption, social inequality, health crises—AI will be central. Its centrality requires that stakeholders exercise greater governance over AI and hold AI systems accountable for their potential harms, including discriminatory impact, opacity, error, insecurity, privacy violations, and disempowerment. In this context, calls for audits to assess the impact of algorithmic decision-making systems and expose and mitigate related harms are proliferating1 , accompanied by the rise of an algorithmic auditing industry and legal codification. These are welcome developments. Audits can provide a flexible co-regulatory solution, allowing necessary innovation in AI while increasing transparency and accountability. AI is a crucial element of the growing tech competition between authoritarian and democratic states—and ensuring that AI is accountable and trusted is a key part of ensuring democratic advantage. Clear standards for trustworthy AI will help the United States remain a center of innovation and shape technology to democratic values. The “algorithmic audit” nevertheless remains ill-defined and inexact, whether concerning social media platforms or AI systems generally. The risk is significant that inadequate audits will obscure problems with algorithmic systems and create a permission structure around poorly designed or implemented AI. A poorly designed or executed audit is at best meaningless and at worst even excuses harms that the audits claim to mitigate. Inadequate audits or those without clear standards provide false assurance of compliance with norms and laws, “audit-washing” problematic or illegal practices. Like green-washing and ethics-washing before, the audited entity can claim credit without doing the work. To address these risks, this paper identifies the core questions that need answering to make algorithmic audits a reliable AI accountability mechanism. The “who” of audits includes the person or organization conducting the audit, with clearly defined qualifications, conditions for data access, and guardrails for internal audits. The “what” includes the type and scope of audit, including its position within a larger sociotechnical system. The “why” covers audit objectives, whether narrow legal standards or broader ethical goals, essential for audit comparison. Finally, the “how” includes a clear articulation of audit standards, an important baseline for the development of audit certification mechanisms and to guard against audit-washing. Algorithmic audits have the potential to transform the way technology works in the 21st century, much as financial audits transformed the way businesses operated in the 20th century. They will take different forms, either within a sector or across sectors, especially for systems which pose the highest risk. But as algorithmic audits are encoded into law or adopted voluntarily as part of corporate social responsibility, the audit industry must arrive at shared understandings and expectations of audit goals and procedures. This paper provides such an outline so that truly meaningful algorithmic audits can take their deserved place in AI governance frameworks.

In 2030, only a few services related to the EU’s CI remain local and confined to a single domain. Most are heavily interconnected – and thus increasingly subject to hybrid attacks. Because the EU still provides no common guidelines to record and share information about such attacks, CI operators cannot analyze threats, recognize EU-wide patterns, or identify adversaries. Two EU directives from the early 2020s recognized this gap but did not provide the tools to address it.

Abstract:: For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. Abstract:: If it wasn’t clear three months ago, it is clear now: the next global era will be defined by democracy versus autocracy. In this competition, a new and decisive divide pits America’s approach of “digital democracy” against China’s approach of “digital autocracy.” This great divide places the US and allies on one side and China's unfettered access to sensitive data on the other. China’s digital authoritarianism has been described as "one giant QAnon" and is ubiquitous among the 1.4 billion inhabitants of the country. Moreover, one of the greatest threats to American national security interests is if China prevails in exporting and normalizing its model of digital supremacy. China’s global network of surveillance systems is antithetical to liberal democratic values, as it monitors, punishes, and conditions citizens, as well as influences them through automated disinformation campaigns. China’s ambition for global digital supremacy is real and supported by aggressive diplomatic efforts and massive financial investments. The effort by the United States and like nations to maintain a peaceful and prosperous world order will require a level of sophistication and commitment unrivaled in our history. China is not only an adversary. It is sometimes a partner whose massive economy is deeply entwined with that of the US and other friendly nations. This is not the zero-sum game of the Cold War conflict, and the hope is that it never becomes so. Will liberal democracies strengthen and proliferate or weaken and dwindle in the 21st century? The Chinese state intends to shape the global digital order in its image by redrawing technological norms and standards. Ultimately, the US-China national security competition may hinge on who sets the digital world order.

Abstract:: Whereas various drivers of the international innovative activity have been studied in the literature, our understanding of the contributions of different innovation linkages to innovation deserves more attention. Are the different innovation linkages equally complementary to research inputs in fostering innovation? This paper addresses the contributions of different innovation linkages to innovation, across two different measures of innovation. We find that a broader index of innovation linkages shows positive and significant spillovers on innovation, while joint ventures and university-industry collaborations fail to exert a significant influence. These spillovers are reinforced by the positive and expected impacts of R&D spending. In other results, greater venture capital investments boost innovation in most cases, while more FDI boosts one type of innovation output. These findings are uniquely shown to be sensitive across least- and most innovative nations when a quantile regression is employed. Implications for technology policy are discussed.

72. The Price of Speculation: Cryptocurrencies and Climate Change

Abstract:: Cryptocurrencies are a form of digital currency whose popularity has rapidly increased over the past decade. What distinguishes them from other electronic currencies is their underlying technology known as the blockchain, a decentralized public ledger in which transactions among the network peers are accurately and securely recorded. The validation and mining process, where new coins are issued, is highly computationally intensive and thus requires vast amounts of energy. The literature estimates energy consumption levels of the cryptocurrency mining to be as high as those of countries such as Angola, Iceland or Cuba, and a corresponding emission of at least 3-15 million tons of CO2. We discuss these estimated impacts of Bitcoin and other cryptocurrencies on both energy levels and the environment, and then outline alternative applications that could promote climate change mitigation. We argue that despite the latter applications and the possible benefits from the technology, particularly in the energy sector, the financial uses of blockchain are creating significant environmental costs without any clear social or economic benefit stemming from this largely speculative activity.

73. Thinking Outside the Container: A Machine Learning Approach to Forecasting Trade Flows

Abstract:: Global container ship movements may reliably predict global trade flows. Aggregating both movements at sea and port call events produces a wealth of explanatory variables. The machine learning algorithm partial least squares can map these explanatory time series to unilateral imports and exports, as well as bilateral trade flows. Applying out-of-sample and time series methods on monthly trade data of 75 countries, this paper shows that the new shipping indicator outperforms benchmark models for the vast majority of countries. This holds true for predictions for the current and subsequent month even if one limits the analysis to data during the first half of the month. This makes the indicator available at least as early as other leading indicators.

Even as we head into the Biden administration—which extended the New START Treaty with Russia for five years—Russia and China are modernizing their nuclear forces at breakneck speed. They are worried primarily about U.S. missile defenses, which at this point are unconstrained. The United States has a variety of missile defense systems at the regional level which work pretty well, as well as the national missile defense system, which doesn’t…yet. You will often hear that the national missile defense system does not work very well and that is true—the success rate is around 60 percent in simulated tests. It may be difficult to ever get it to work perfectly or even well, but it is the prospect that the United States might get it to work that really drives modernization efforts in Russia and China.....

Abstract:: Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. Abstract:: Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. Abstract:: China’s journey from being a technological backwater to a technological superpower was fuelled, in part, by the success of its venture capital (VC) sector in supporting start-ups. Its VC market is now the second largest in the world after that of the United States. As of 2019, China produced more “unicorns” (privately held, rapidly growing, early-stage technology companies valued at US$1 billion or more) than the United States. Policy makers can learn the following lessons from China’s growing VC sector: China’s use of labour market incentives promotes reverse migration of highly educated expatriates; weak intellectual property protection is not necessarily a deterrent to VC funding, especially in developing countries; government finance, when used appropriately, can help direct VC toward promising technology firms; and an emerging market does not need to wait until it becomes financially developed in order to create funding channels to support start-ups and entrepreneurship.

Abstract:: Cutting-edge biotechnology, mainly consisting of gene editing, gene drives and gene synthesis, is developing and changing rapidly. It acts as a double-edged sword, bringing benefits to human development in many fields, such as medical treatment and agriculture, while also posing serious threats to biological security, human existence and development. For example, the case of He Jiankui, a young scholar from the Southern University of Science and Technology of China who created gene-edited babies, triggered a global controversy and debate on biosafety in the winter of 2018. This paper argues that the problems China faces do not only exist in China — they are in fact common problems faced by all countries in the world. Due to the COVID-19 pandemic, the world is paying close attention to global health governance and biosafety issues. There is a window of opportunity for global collaboration to deal with biosecurity threats.

Although it has made noticeable progress in some areas in the past two decades, China still lags behind in most core technology and advanced manufacturing fields, such as high-end chips. There have been several real breakthroughs in the semiconductor sector by private companies such as HiSilicon and rapid advancement in frontier technologies — artificial intelligence, fifth-generation wireless communication network technology, big data, blockchain and the Internet of Things — by private companies such as Huawei, Tencent, Alibaba and Baidu; however, state-sponsored technological innovation and breakthroughs have been crippled by the existing problems in China’s science and technology research system and a campaign-style catch-up strategy that rewards bureaucrats on short-term goals, as well as by weak links between academic research and industry and a swing between the market-oriented approach for technology acquisitions and indigenous innovation for technology breakthroughs. A case study of China’s semiconductor industry demonstrates both the problems and progress in China’s techno-industrial development, as well as the implications for the country's prospects of evolving into a technological powerhouse.

Abstract:: As the COVID-19 pandemic has increased reliance on digital technologies, it has highlighted the growing digital divide between and within societies. Universal access to the digital world has become more urgent than ever, and failure to achieve it could undermine progress toward the Sustainable Development Goals. While closing the digital divide and increasing connectivity are among the UN secretary-general’s priorities for 2021, this goal remains elusive and faces many obstacles. One challenge is the lack of a shared understanding of what universal connectivity means. It is not just a technical challenge; it also requires addressing questions related to adoption, usage, accessibility, and the relevance and veracity of content. Another challenge is that funding for digital connectivity is uncoordinated and not easily accessible by those who need it most. There is also a lack of concerted leadership and coherent governance structures at all levels. Moreover, getting the framing right is key. National, global, and local leaders need to establish clear and compelling links between universal connectivity and the 2030 Agenda with its message to “leave no one behind.” Addressing these challenges requires a human-centered, human rights–based approach. Connectivity comes with risks, including privacy issues, misinformation and hate speech, and online violence and sexual harassment. While discussions on universal connectivity have gained momentum, these human rights considerations often remain an afterthought. Governments, businesses, and civil society need to understand connectivity as a right whose protection is their shared responsibility. Ultimately, bridging the digital divide requires a stronger and more inclusive multilateral system. Geopolitics, a lack of shared understanding, knowledge gaps, and suspicion between actors continue to hold back digital cooperation at the UN. Governments need to meaningfully include private sector and civil society actors in formal decision-making processes. In parallel, the UN should create informal platforms to build trust among stakeholders. To achieve meaningful and sustainable progress toward digital inclusion, all actors need to commit to working through a multi-stakeholder platform.

84. Breaking Through the Digital Ceiling: ICT Skills and Labour Market Opportunities

Abstract:: This paper analyses the impact of ICT-skills on individuals’ labour market mobility patterns, in particular job-to-job, employment- to-unemployment and unemployment-to-employment transitions. Based on the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC) and longitudinal EU-SILC data, individuals’ labour market outcomes are examined over the period 2011-2017 in nine EU countries and the UK. Our results indicate that individuals with strong ICT skills have better opportunities and are therefore not only more likely to change jobs more frequently but are also less likely to face unemployment. Furthermore, ICT skills support unemployment exit towards medium and high digital occupations. A certain minimum level of ICT skills also supports unemployment exit towards low digital occupations but seems to make employment in such occupations less likely once this threshold is crossed. Overall, ICT skills have less predictive power for transition towards medium digital occupations. Thus, while ICT skills appear to improve labour market opportunities significantly, it seems that there are still jobs that require relatively few ICT skills.

85. How Human Subjects Research Rules Mislead You and Your University, and What to Do About it

Abstract:: Universities require faculty and students planning research involving human subjects to pass formal certification tests and then submit research plans for prior approval. Those who diligently take the tests may better understand certain important legal requirements but, at the same time, are often misled into thinking they can apply these rules to their own work which, in fact, they are not permitted to do. They will also be missing many other legal requirements not mentioned in their training but which govern their behaviors. Finally, the training leaves them likely to completely misunderstand the essentially political situation they find themselves in. The resulting risks to their universities, collaborators, and careers may be catastrophic, in addition to contributing to the more common ordinary frustrations of researchers with the system. To avoid these problems, faculty and students conducting research about and for the public need to understand that they are public figures, to whom different rules apply, ones that political scientists have long studied. University administrators (and faculty in their parttime roles as administrators) need to reorient their perspectives as well. University research compliance bureaucracies have grown, in wellmeaning but sometimes unproductive ways that are not required by federal laws or guidelines. We offer advice to faculty and students for how to deal with the system as it exists now, and suggestions for changes in university research compliance bureaucracies, that should benefit faculty, students, staff, university budgets, and our research subjects.

86. Can a Machine Learn Democracy?

Abstract:: The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) provides up to 100 days of work in a year for every rural household at a minimum wage. The Act has several landmark worker-centric provisions. For the implementation of MGNREGA, for the first time in the country, a transaction-based Management Information System (MIS) has been made available in the public domain; a feather in the cap of transparency. However, there are several critical questions to be examined in this regard. Our main focus in this article is to explore the tensions between technocracy and democratic values/participation in the context of MGNREGA and its associated MIS. We use our action research on information-based interventions in several states to examine whether the MGNREGA MIS incorporates democratic values, whether it has been inclusive or if it has widened the existing inequities. We use specific examples to illustrate how such an information system has been used to subvert the legal rights of workers. We underscore that technological interventions, with a compassionate human-centred design are potentially powerful tools for transparency, accountability, and grievance redressal. However, technology alone can neither enhance participatory democracy nor reduce socio-economic inequalities.

Abstract:: This TradeLab project analyses the domestic legislation of 14 developing countries in implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The present memo summarises the main findings across the 14 Parties. This memo finds that most assessed Parties have implemented the CITES' core requirements, and recommendations provided in the resolutions of the Conference of the Parties (CoP). The project identifies a minority of three African countries for which the CITES Secretariat may wish to review their Category 1 status. These Parties fall short of all or several of the following elements: they failed to appropriately designate Management and Scientific Authorities by law, circumscribe the Authorities' tasks and responsibilities, or – by exclusively regulating native species – appear not to comprehensively cover species listed in the Convention's three Appendices.

This allows us to differentiate between more and less important technological trends in robotics based on their stage of diffusion and position in the space of knowledge, where some topics appear isolated while others are highly interconnected. Furthermore, we propose a novel approach to match the constructed topics to the IFR classification of service robots based on frequency and exclusivity of words overlapping between them. We identify around 20 topics belonging to service robotics. Our results corroborate earlier findings, but also provide novel insights on the content and stage of development of application areas in service robotics. With this study we contribute to a better understanding of the highly dynamic field of robotics and contribute to new practices of utilizing the topic modeling approach.

89. To Bring Emissions-Slashing Technologies to Market, the United States Needs Targeted Demand-Pull Innovation Policies

Abstract:: President-elect Joe Biden has called climate change one of the four most important crises facing the country and pledged ambitious climate action.[1] At the heart of his strategy to slash US and global emissions is a focus on developing new and improved technologies to make clean energy transitions more affordable. During the campaign, Biden pledged a “historic investment in clean energy innovation.”[2] Indeed, boosting funding for energy research, development, and demonstration (RD&D) is widely popular among both Republicans and Democrats and represents a rare legislative opportunity for advancing climate policy under a razor-thin Democratic majority in Congress.[3] In December 2020, Congress passed the most sweeping energy legislation in a decade, attached to the $900 billion COVID-19 stimulus package, and authorized boosting clean energy RD&D funding.[4] Yet such investments alone may not be sufficient to successfully commercialize critical clean energy technologies. Today’s energy industry presents daunting barriers that impede the swift adoption of newer, cleaner technologies. As a result, the private sector underinvests in scaling up promising technologies and building out clean energy infrastructure.[5] Therefore, in addition to funding energy RD&D (“technology-push” policies), government policies should bolster market demand for clean energy to encourage private investors and firms to scale up and commercialize new technologies (“demand-pull” policies). Still, there are steep political obstacles in the way of many ambitious demand-pull policies. For example, President-elect Biden has called for economywide measures such as a clean electricity standard and $400 billion of public procurement of clean products such as electric vehicles.[6] These policies would create large markets for mass deployment of clean energy and speed a clean energy transition. But enacting them requires substantial new regulations and appropriations from Congress, a challenging feat even given the new Democratic control of both chambers of Congress. Fortunately, there is a set of targeted demand-pull measures that the Biden administration can immediately use—with existing statutory authority and without requiring massive new appropriations—to create early markets for promising clean energy technologies. These measures, which we call “demand-pull innovation policies,” fill a niche between RD&D investments that create new technology options and policies that support the large-scale deployment of clean energy. Demand-pull innovation policies focus narrowly on creating and shaping early markets for emerging technologies. For example, targeted government procurement, prize competitions, or milestone payments can provide early markets for clean energy technologies that have been developed with the aid of public RD&D funding. The government can also coordinate private procurement or otherwise catalyze private market adoption through certification and standard-setting processes. Such demand-pull innovation policies have extremely high leverage and have transformed limited public investment into flourishing private commercial markets across the space, medical, and energy fields.[7] Coherently pursuing demand-pull innovation policies will require coordination across the federal government. To this end, the incoming Biden administration should consider creating a new government office, the Energy Technology Markets Office (ETMO), to spearhead the scale-up and commercialization of promising clean energy technologies. The ETMO could be housed within the Department of Energy (DOE) to take advantage of the DOE’s deep expertise in energy technologies and markets. Indeed, in the recently passed Energy Act of 2020 (Division Z of the Consolidated Appropriations Act of 2021), Congress directed the DOE to build its capabilities to pursue demand-pull innovation policies.[8] In the same legislation, Congress also authorized the DOE’s Office of Technology Transitions, which could alternatively lead the demand-pull innovation agenda. Regardless of whether the administration creates a new office or augments an existing one, in order to maximize their potential impact, demand-pull innovation policies should not be the domain of only the DOE. Rather, the DOE should collaborate with a range of federal agencies—many of which, such as the Department of Defense, have sizable resources to invest in emerging technology procurement—to enact policies and pursue public-private partnerships to build market demand for the innovations critical to decarbonization. In concert with new RD&D investments in clean energy innovation, demand-pull innovation policies could be a powerful tool to speed the adoption of new technologies and cultivate advanced energy industries that can manufacture and export US innovations.

Abstract:: While blockchain technology (BT) has gained a great deal of publicity for its use in cryptocurrencies, another area of BT application has emerged away from the public eye, namely supply chains. Due to the increasing fragmentation and globalisation of supply chains in recent years, many products have to pass through countless production steps worldwide (from raw material extraction to the point of sale). Ensuring the quality and sustainability of production in preceding steps is a major challenge for many firms and thus, ultimately, also for the consumer. BT offers potential for achieving significant progress on this front. Put simply, the blockchain makes it possible to verify data decentralised within a network, store it in a tamper-proof and traceable format and make it accessible to all members of a network.

Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed.

Abstract:: Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

Survey data reveals that users are also anxious about online harassment, malware, censorship and disinformation. 99. Understanding the Encryption Debate in India

Abstract:: Encryption has become a contentious instrument for protecting the security and confidentiality of online communication. Rapid digitalization in the past decade has led to the proliferation of domestic and foreign online communication services that use encryption and, consequently, pose challenges to national security bodies and law enforcement agencies (LEAs). To address these challenges, the Indian government introduced new regulations in February 2021. These regulations require large social media platforms to enable traceability, or the ability to provide information concerning the originator of online communications. Technology companies and privacy activists have opposed such a move on the grounds that traceability would require the breaking of the end-to-end encryption used by many online communication platforms like WhatsApp and therefore would compromise the security of online communications on such platforms. This traceability requirement, however, is only the latest development in a drawn-out, contentious debate over the use of encryption. The contestation between maintaining higher degrees of online security and issuing new rules to grant technological exceptions for security agencies and LEAs is not specific to India. One of the first serious discussions on the issue took place in the United States in the 1990s, when public opposition warded off an early government attempt to sidestep encryption protections with a court order. In the past decade, the use of encryption has only grown more pronounced. The revelations that the United States’ National Security Agency was collecting vast amounts of communications data led to the introduction and increased adoption of end-to-end encryption for online communications. End-to-end encryption is now used widely by online communication platforms like WhatsApp, Signal, and Threema. Its use presents law enforcement and national security agencies with new challenges. Even though these agencies today have greater and easier access to more information than ever before, the absolute confidentiality provided by encrypted online communication platforms makes it harder for these agencies to engage in real-time surveillance to investigate crimes and identity wrongdoers. While some policymakers from India and other countries argue that encryption must only be weakened to solve specific problems, most experts agree that, as of today, there is no technological solution that would weaken encryption for specific law enforcement and national security purposes, while managing to maintain preexisting levels of security and confidentiality for general use. The introduction of any mechanism for specific access would, it is claimed, introduce both known and unknown vulnerabilities into these communications platforms. Such a mechanism would have a systemic effect on all online communication dependent on encryption for ensuring security and confidentiality. In India, these developments create challenges in specific ways. For example, India reports the highest number of child pornography cases worldwide, and encrypted communications makes it difficult to identify culpable parties. Similarly, as India has digitized rapidly, there has been a surfeit of fake and offensive online news that has, in some cases, led to mob lynchings. In addition, terrorist networks have been found to be using encrypted communication channels while planning and carrying out terrorist attacks in India. Over the years, the Indian government’s approach to encryption has responded to these concerns in a variety of ways. Indian financial regulators mandated the use of encryption for banking and financial services as they realized the security of such transactions was best protected through encryption. At the same time, the Indian government prohibited telecom operators from implementing bulk or mass encryption in telecommunication services. Starting in 2015, the government introduced different regulatory proposals requiring that messaging platforms and other communication service providers provide plaintext copies of communications to Indian government agencies on request. These proposals, however, faced significant opposition and were withdrawn. Earlier in 2021, the Indian government’s new rules requiring traceability have been officially notified. The mechanisms through which they will be implemented are not yet clear. It is also unclear if these rules are the last demands the Indian government will make to weaken encryption, or whether further demands will arise in the future. To weigh the relative benefits and drawbacks of the Indian government’s proposal, analysts should consider relevant factors such as (but not limited to) whether such changes will offer law enforcement officials the access they desire, how the security of encrypted communications will be affected, and how citizens’ civil liberties will be impacted, among others.

100. How China Learned to Harness Israel’s Media and Booming Tech Scene

Abstract:: Israel and China established full diplomatic relations only in 1992, making Israel almost the last Middle Eastern country to do so. Starting in the early 2000s, ties between the two countries began to blossom, mostly because the Chinese government started to view Israel as a global technology hub and began seeking to capitalize on Israel’s innovation capabilities to help meet its own developmental needs and strategic challenges. In addition, as China’s rivalry with Israel’s leading ally, the United States, has heated up, Beijing’s interest in Israel also has gotten stronger. In light of Israel’s status as a major technology hub and a leading U.S. ally, China has sought to deepen its influence in Israel through media engagement and other forms of outreach. As Chinese actors have pursued technological innovation and greater political influence in Israel, they have employed three basic approaches to court favor in and through Israeli media circles: direct messaging to the Israeli public in local Hebrew-language newspapers, the use of Chinese outlets (especially the Hebrew department of China Radio International) targeted at Israeli audiences, and efforts to leverage prominent public figures friendly toward China to amplify favorable messages delivered on these local Israeli and Chinese platforms. China’s messaging strategy in Israel has evolved in three stages. Early on, this strategy mainly included recycled talking points from the Chinese Communist Party that do not always translate well overseas. Between 2015 and 2018, this messaging from Chinese actors started to become more direct and tailored for the Israeli people. Since 2018, Chinese engagement has expanded to include a much wider variety of Israeli media outlets, which has meant even more direct access to ordinary Israelis. This strategy and other elements of China’s diplomatic outreach to Israel seem to be having an impact. According to 2019 polling from the Pew Research Center, Israeli respondents view China more positively than those in any other Western-oriented countries that took part in this survey did. These results are an outgrowth of China’s desire to build influence vis-à-vis Israeli society, especially in terms of Israelis’ views on China. Chinese government officials and other actors see this campaign toward the Israeli people as part of a broader and more important strategic campaign, as Beijing competes with Washington for worldwide influence. Israel has a clear national interest in carefully examining how and why Beijing deploys such strategic messaging and how Chinese actors have leveraged local conditions, language habits, and consumer preferences to advance their objectives. The new Israeli government under Prime Minister Naftali Bennett must act prudently and keep these Chinese messaging activities in mind as it balances and advances Israel’s foreign policy interests, seeking to underscore that it does not see China as an enemy but that cooperation with Beijing needs to be pursued in the right way.
