1. The Nexus Approach: Bringing together climate, human security, and demographic change in times of permacrisis

Abstract:
The start of a new institutional cycle and the development of the European Council's Strategic Agenda will raise concerns about the EU's ability to respond to multiple problems in a more systemic and conscious style. Therefore, a holistic nexus approach that combines greater inter- and intra-institutional collaboration with strategic vision and principled leadership will be essential if the EU is to deliver on complex challenges. It will play a vital role in the EU’s ability to deal with today’s permacrisis with regard to climate change, human security, and demographic transformations. This Discussion Paper retraces the genesis of the nexus approach in humanitarian and development cooperation to draw lessons learned for the EU’s strategic thinking around systemic and deeply interconnected problems. It shows how a conscious strategic vision, more coherence, and principled leadership will be crucial if the EU is to tackle complex challenges effectively.

2. Modernizing the People's Liberation Army: The Human Factor

Abstract:
The tremendous demographic challenges facing China will not significantly affect the People’s Liberation Army (PLA) in the immediate future, but will become more problematic in the medium and long term. The rapid aging of the population and the resulting socio-economic imbalances will put pressure on defense budgets, military wages and the general attractiveness of the army. For the time being, the PLA’s primary goal in terms of human resources is to build a less oversized, more professional army, prepared for high-intensity combat. This objective is in line with the institutional reform of 2016, which shortened the chain of command and strengthened the political and ideological control of the Communist Party of China (CPC) over the PLA through an overhaul of the Central Military Commission (CMC). This reform also involved a major restructuring of China’s armed forces. The PLA is pursuing a streamlining target that emphasizes quality over quantity. This qualitative improvement concerns equipment, forces and chains of command, and is driven by the need to elevate modernity, operational effectiveness and interoperability. An analysis of the evolution of the PLA Navy Marine Corps and the People’s Armed Police (PAP) demonstrates this qualitative upgrading trend and the prioritization of combat readiness. To integrate increasingly modern and complex equipment, the PLA is also focusing on recruiting and retaining young conscripts and volunteers with a high level of education, in order to increase the number of commissioned and non-commissioned officers. The major reforms being carried out thus aim to enhance the status of the military so as to strengthen its economic and social attractiveness. On the other hand, the PLA, like other armies around the world, is confronted with societal phenomena such as internet addiction, near-sightedness and obesity, which hinder its ambitions and force it to make trade-offs in its selection standards.

3. Stolen decades: the unfulfilled expectations of the Belarusian economic miracle

Abstract:
The case of the Belarusian economy has puzzled many academic scholars for years. Belarus has often been referred to as a transition outlier, given its relatively fast recovery in 1996 and spectacular growth prior to the global financial crisis without much transformation of its economy. Three decades after gaining its independence, the state control of the economy still remains considerably high. Subsidized financing of state-owned enterprises allowed to preserve production capabilities over the first decade, to achieve some productivity gains in the late 1990s–early 2000s, and to avoid social destabilization. However, with a delay in structural reforms, this economic model, also heavily dependent on the Russian subsidies and foreign debt, has become fatigue, driving the economy into stagnation in the 2010s. The Covid-19 pandemic, the 2020 post-presidential political crisis and Russia’s war in Ukraine in 2022 put further strains on the economy, calling for change. This working paper gives an overview of the Belarusian economic developments before the presidential elections to have a better understanding of how various rigidities of the Belarusian economic model have amplified the detrimental effect of the political unrest for the economy and the Belarusian society overall, and discusses the anticrisis and mid-term economic reforms Belarus will have to undergo.

4. Savings Glut, Secular Stagnation, Demographic Reversal, and Inequality: Beyond Conventional Explanations of Lower Interest Rates

Abstract:
Interest rates have declined over the last 40 years, a period of increasing inequality. The steady decline in interest rates has been interpreted by and large as resulting from a decline of the natural rate of interest. This paper surveys the main explanations associated with the notion of a decline in the natural rate of interest, including the savings glut and the secular stagnation hypothesis. It analyzes the views according to which demographic forces were behind the decline, and might perhaps be associated to a future rise of the same natural rate. It also discusses the view according to which the role of inequality has been also to affect the natural rate of interest. Finally, views that discuss the role of monetary and financial factors, including the so-called global financial cycle literature, are discussed. It is argued that the conventional view suffers from logical and empirical problems that are ultimately insurmountable. A brief critique of the notion of a natural rate of interest, and alternative monetary theory of the decline of interest rates, as determined exogenously by the monetary authority of the hegemonic country, the United States, is proposed.

5. Urban Drivers of Political Violence

Abstract:
The demographic trend of urbanisation, while not a cause of conflict, exacerbates local tensions and weak governance. It also creates an urgent need to understand the policy challenges that exist in cities such as Mogadishu, Nairobi, Kabul and Karachi. The rate of growth of the urban population in the four countries covered by this study was above the global average for the 2015–20 period – and more than double the average in the cases of Kenya and Somalia. With the exception of Pakistan, these countries also registered higher urban population growth in 2018 than the average for fragile and conflict-affected countries, which was 3.2%. Typically built without formal land rights, lacking basic public services, and featuring low-quality housing in overcrowded conditions, slums are perhaps the most visible characteristic of cities undergoing rapid and unmanaged urbanisation. But they are not the only one. Cities located in or near areas where armed conflict is taking place also tend to be split by several dividing lines – between slums and the rest of the city, between ethnic groups, between licit and illicit (often criminal) economies, and between violent and safe areas. Whereas many of these divisions may be part of broader national problems, their geographical concentration in the limited confines of a city creates distinctly urban drivers of violence, and therefore requires tailored policies in response. These divisions, exacerbated by the rapid urbanisation process, have contributed to a decline in state authority – governmental capacity to enforce rules, monopoly over the use of force, taxation and other state prerogatives – at the municipal level. In cities, therefore, security and governance go hand in hand. The existence of organised armed groups able to replace key state functions makes the challenges in cities affected by armed conflict particularly urgent. This report sheds light on the ways in which cities contribute to the weakening of state authority, and aims to provide a basis for the formulation of better, more tailored policies.

Abstract:
Iraq’s post-2003 political order, characterized by Muhasasa Ta’ifia with political sectarian elites using employment in public services to strengthen clientelism, has become economically unsustainable. The author’s earlier paper for the Arab Reform Initiative examined the impact of the drop in oil prices on the system. This article examines how Iraq’s growing demography erodes the patronage buying power of the sectarian elites, even though spending on clientelism has mushroomed over the years.

7. Informal employment and wages in Poland

Abstract:
Purpose: This paper tries to identify the wage gap between informal and formal workers and tests for the two-tier structure of the informal labour market in Poland. Design/methodology/approach: I employ the propensity score matching (PSM) technique and use data from the Polish Labour Force Survey (LFS) for the period 2009–2017 to estimate the wage gap between informal and formal workers, both at the means and along the wage distribution. I use two definitions of informal employment: a) employment without a written agreement and b) employment while officially registered as unemployed at a labour office. In order to reduce the bias resulting from the non-random selection of individuals into informal employment, I use a rich set of control variables representing several individual characteristics. Findings: After controlling for observed heterogeneity, I find that on average informal workers earn less than formal workers, both in terms of monthly earnings and hourly wage. This result is not sensitive to the definition of informal employment used and is stable over the analysed time period (2009–2017). However, the wage penalty to informal employment is substantially higher for individuals at the bottom of the wage distribution, which supports the hypothesis of the two-tier structure of the informal labour market in Poland. Originality/value: The main contribution of this study is that it identifies the two-tier structure of the informal labour market in Poland: informal workers in the first quartile of the wage distribution and those above the first quartile appear to be in two partially different segments of the labour market.

8. Numbers and Per Capita Distribution of Troops Serving in the U.S. Post-9/11 Wars in 2019, By State

Abstract:
This infographic displays an estimate of the raw number of service members from each state operating in the United States post-9/11 wars in 2019 and the relative burden borne by each state in making this contribution. The ‘post-9/11 wars’ refers to U.S. military operations around the world, including in Afghanistan, Iraq, Syria, and elsewhere, that have grown out of President George W. Bush’s “Global War on Terror” and the U.S. invasion of Afghanistan in 2001. The color coding on the map shows the broader context of each state’s contribution of service members in relation to its population size. The darkest color, for instance, shows that South Carolina, Hawaii, Alaska, Florida, and Georgia send the highest numbers of troops, per capita, to war. Since there is no publicly available government data that lists service members involved in the U.S. post-9/11 wars by their state of origin, the research team estimated the figures using a combination of various government data sources. The Methodological Appendix, below, lists sources and methods. The map’s numbers are based on the Congressional Research Service’s conservative 2019 estimate of the total number of military personnel serving in the U.S. post-9/11 wars, this despite a few flaws in the estimate, for reasons detailed below. Because the total number may fluctuate based on current events, the numbers on this map should be taken as general indicators of nationwide patterns.

Abstract:
Russian foreign policy remains focused primarily on Europe. That said, Moscow’s diplomatic foray into Asia hinges on its burgeoning strategic partnership with China. Much has been written about Russia’s so-called pivot to the Asia-Pacific since its 2014 invasion of Ukraine and break with the West, but there is less to this supposed strategic shift than meets the eye. The country is and will remain a European—rather than an Asian—power by virtue of its history, strategic culture, demographics, and principal economic relationships.

10. The Impact of the State on the Quality of an Economic System: A Cross-Country Analysis

Abstract:
The paper discusses the role of the state in shaping an economic system which is, in line with the welfare economics approach, capable of performing socially important functions and achieving socially desirable results. We describe this system through a set of indexes: the IHDI, the World Happiness Index, and the Satisfaction of Life index. The characteris-tics of the state are analyzed using a set of variables which describe both the quantitative (government size, various types of governmental expenditures, and regulatory burden) and qualitative (institutional setup and property rights protection) aspects of its functioning. The study examines the “old” and “new” member states of the European Union, the post-communist countries of Eastern Europe and Asia, and the economies of Latin America. The main conclusion of the research is that the institutional quality of the state seems to be the most important for creation of a socially effective economic system, while the level of state interventionism plays, at most, a secondary and often negligible role. Geographical differentiation is also discovered, as well as the lack of a direct correlation between the characteristics of an economic system and the subjective feeling of well-being. These re-sults may corroborate the neo-institutionalist hypothesis that noneconomic factors, such as historical, institutional, cultural, and even genetic factors, may play an important role in making the economic system capable to perform its tasks; this remains an area for future research.
