1. Advancing Gender, Climate, and Security in the UN Security Council: A Blueprint for Action

Abstract:
In this policy brief, the Georgetown Institute for Women, Peace and Security presents recommendations for advancing gender, climate, and security in the UN Security Council and opportunities for Member States and other relevant stakeholders to drive progress on these interconnected challenges. Despite growing recognition of how climate change multiplies risk and poses a threat to international peace and security, efforts to make climate change a standing item on the Security Council’s agenda have failed. Climate change disproportionately impacts women and threatens their security, yet frameworks like the Women, Peace and Security (WPS) Agenda have been slow to integrate climate considerations into thematic resolutions and National Action Plans (NAPs) on WPS. The international community must rapidly scale-up efforts to bridge these policy gaps and holistically address challenges at the nexus of gender, climate, and security. This policy brief explores best practices and offers specific recommendations for the Security Council, Member States, and international actors to integrate gender-responsive climate considerations into global peace and security efforts. 2. Building Ambition in the Run-up to Belém: Italy’s G7 Presidency on Climate and Energy

Abstract:
A main priority of the 2024 Italian G7 presidency was to build stronger partnerships with African countries across a number of policy areas, including climate and energy. Italy pushed forward several G7 initiatives to tackle the adverse effects of climate change and resource scarcity in developing regions as well as to enhance energy access in Africa. Despite the relevance of these pledges, it is still unclear how these initiatives can align with, and maximise the impact of, existing climate- and energy-related projects set out in other fora. Still, the Italian G7 was successful in shedding light on the need for stronger intersectionality in G7 processes – finance, climate, infrastructure, food – and in advancing synergies with parallel G20 and climate conferences of the parties (COP) discussions. Canada, South Africa and Brazil, respectively holding the 2025 G7, G20 and COP30 Presidencies, can build on the lesson of the Italian G7 presidency, especially in light of the decreasing attention that major powers such as the United States are paying to multilateral governance regimes.

3. The G7 and Sustainable Agri-Food Systems’ Transformation: Lessons Learned from the Italian Presidency

Italy put a strong emphasis on food and nutrition security during its 2024 G7 Presidency, designing or scaling up plans to transform global food systems. Although the Italian presidency was able to gather consensus on key dimensions such as the food and climate nexus or development finance, structural weaknesses remain. Among them, the limited representation of Global South interests, the lack of space for civil society and farmers’ organisations in the decision-making process and the institutional rivalry between the Finance and the Development Tracks. While the G7 can more easily mobilise consensus and financial solutions to tackle global hunger, it has gradually lost ground to settings such as the G20 or the UN climate conference generally known as COP. The G7 must align its food-security solutions with those designed by other global partners (the G20 Global Alliance Against Hunger and Poverty, or the EU’s Global Gateway) that can more effectively address food insecurity, while tackling all the barriers that make it too risky for local actors and the private sector to invest in sustainable agri-food systems transformation.

4. Fracking or No Fracking? How a Green Transition Can Work for Workers

Abstract:
Throughout the 2024 U.S. Presidential campaign, the only climate-related issue to achieve prominence was the question of whether to ban fracking operations in the United States. Donald Trump is a long-time climate denier, and therefore had no qualms in supporting fracking and all other techniques for extracting fossil fuels from the ground. By contrast, Kamala Harris had supported a nationwide ban on fracking during her 2019 presidential campaign. This was due to the severe negative environmental and public health impacts of this natural gas extraction technique and because burning natural gas to produce energy generates CO2 emissions that cause climate change. But Harris opposed a fracking ban in 2024 on the assumption that the ban would impose major costs to the economy of Pennsylvania, which has the second-largest fracking operations among U.S. states, after Texas only. Such negative economic outcomes in Pennsylvania would indeed result if fracking were banned in the U.S. and no large-scale alternative economic activities were introduced into Pennsylvania’s economy. But banning fracking must be understood as one component of a much larger program to advance a viable climate stabilization program, in Pennsylvania, and everywhere else. We find that building a clean energy-dominant infrastructure in Pennsylvania—focused on investments in energy efficiency and renewable energy sources—will generate approximately 160,000 jobs in the state. Meanwhile, phasing down fracking and all other fossil fuel activities by 50 percent between 2026 – 35 will entail job losses in the range of 1,700 per year within the state. We argue that these 1,700 displaced fossil fuel workers should receive just transition policies that include pension, employment and income guarantees, in addition to, as needed, retraining and relocation support. We estimate that such a just transition program for these workers will cost in the range of $240 million per year. This amounts to about 0.02 percent of Pennsylvania’s current GDP. Thus, we show how, between 2026 – 2035, Pennsylvania could phase out 50 percent of all its fossil fuel production activities—including fracking operations—while also providing generous support for workers to transition out of their fossil fuel industry jobs and into activities that both raise public health and environmental standards in the state and contribute toward a viable global climate stabilization project.

Abstract:
We present a framework to assess green climate finance and the pathways to building a climate aligned financial system. This would involve the strategic reorientation of central bank interventions, national development banks and multilateral and regional banks and coherent purposive collaborations between these institutions and interventions to decisively reshape the contemporary global financial system that is out of tune with the long-term imperatives of climate action. Aligning finance to climate goals at the necessary scale, pace and direction requires the calibration of financial flows across three axes: ‘public-private’; ‘real-financial’ and ‘national-international’. Along the first axis the naturedepleting, climate imperiling logic of short-term private profitability needs to be contained in order to pursue the public priorities of climate action. Along the second axis, policy efforts have to be geared to ensuring that financial flows are financing investments in climate mitigation and adaptation and not simply providing more fodder for the global portfolio glut and financial accumulation. Finally, along the third axis warding global funding and support on appropriate terms has to be provided to the most vulnerable countries while buttressing national ownership of the green mission.

6. Southeast Asia’s Renewable Energy Ambition: The Case of Vietnam

Abstract:
Southeast Asia has made remarkable progress in expanding renewable energy sources. Facilitated by the various national policies that are in place to encourage their development, the share of renewable energy sources in the region’s installed capacity has increased significantly, rising from around 20 percent to 33 percent in the last twenty years, and is expected to surpass the regional 35 percent target by 2025. While the regional figures look promising, individual countries differ in terms of speed, scale, and the choice of renewable energy technologies developed. Vietnam is a forerunner of renewable energy expansion in Southeast Asia. Significant investments have been made in utility-scale solar and wind power projects since mid-2010s, particularly in provinces with high renewable energy potential such as Ninh Thuan, Binh Thuan, Bac Lieu and Quang Tri. The country added 1,718 Megawatt (MW) of hydropower and 3,405MW of wind power between 2020 and 2022, which accounted for around half of additional hydropower capacity and all of additional wind power capacity in Southeast Asia during that period. Similarly, the country’s solar power development made up approximately 70 percent of additional solar power capacity in Southeast Asia between 2013 and 2022.

7. Local feminist perspectives as transformative levers: women’s health and climate action in India

Abstract:
This study explores the transformative potential of local feminist perspectives in addressing systemic gender inequalities in India, focusing on women’s health and climate action. Anchored in global frameworks, such as the Beijing Declaration (1995) and the Sustainable Development Goals (SDGs), and rooted in India’s historical milestones, such as the Towards Equality Report in 1974 (Government of India, 1974), this research examines how caste, class, gender, sexuality and disability intersect to perpetuate inequities. Despite progress in education, health, and political representation, deep-seated patriarchal norms and structural barriers continue to undermine women’s agency, as reflected in India’s low ranking on the Global Gender Gap Report 2024 (World Economic Forum, 2024). Using intersectional and eco-feminist frameworks, the study employs a qualitative, multi-method approach, including 31 key informant interviews and a stakeholder dialogue involving 40 participants from non-governmental organisations (NGOs), community organisations and feminist collectives. By integrating lived experiences with policy analysis, this study highlights how local feminist movements in India have challenged entrenched social norms, amplified marginalised voices and innovated to provide context-specific solutions. The findings reveal persistent health inequities among women, compounded by caste and disability, and critique health policies for their technocratic focus. Interventions by community organisations as well as governments, such as community health workers and self-help groups, have emerged as vital platforms for addressing reproductive and menstrual health needs while fostering social change. In climate action, women face disproportionate vulnerabilities due to caregiving roles and resource dependencies. However, localised initiatives, including women-led renewable energy programmes and sustainable agriculture practices, showcase their potential as agents of environmental resilience. The study advocates for recognising intersectional vulnerabilities, converging across sectors, improving participatory governance, strengthening capacity building of community organisations, and including divergent experiences of women in policy and intersectional funding models. By situating feminist knowledge within actionable frameworks, it presents a replicable model for integrating gender justice into health and climate strategies, offering lessons for global contexts. The report underscores the necessity of sustained collaboration among community actors, women’s advocacy groups, policymakers and donors to foster systemic equity and resilience.

8. Reconsidering Sovereignty Amid the Climate Crisis

Abstract:
The current international order is based on the presumption that our physical geography is fixed and unchanging. However, climate change—in the form of sea level rise and inundation—is shifting international boundaries. The world’s changing geography will force policymakers and legal experts to adapt the concepts of sovereignty, statehood, and citizenship to address the new global environment. This paper focuses its discussion of climate impacts and response policies on the Pacific islands. The changes befalling low-lying islands, like those in the Pacific, are a harbinger of the future that awaits the residents of coastal cities and shorelines on larger land bodies.1 Islands’ experiences of climate change offer insights into the shortcomings of the existing international system and demonstrate the fundamental tension between sovereignty and climate change. Ultimately, the Pacific region serves as an important case study and a critical blueprint for the future of global adaptation and stability. In view of this challenge, policymakers should consider new legal options to address climate-induced boundary changes. These may include the creation of fictitious boundaries, collective sovereignty, hybrid citizenship, and corridors for climate displacement. This paper does not seek to suggest that these new ideas for sovereignty are the only path to resolving the nexus of legal-climate challenges that exist today. Instead, this paper attempts to raise new questions and ideas about how policymakers should think about the international system at a time when anthropogenic climate and environmental change is rearranging its geophysical foundations.

The closure of the border between Morocco and Algeria disrupted smuggling networks in the former’s Eastern Region. Moroccan authorities have since striven to develop local infrastructure and create alternative employment there. While these initiatives have maintained stability, the challenges posed by climate change, particularly water scarcity, remain. This underscores the need for Morocco to more thoroughly integrate climate-change adaptation strategies into local and regional planning, while also embracing and protecting indigenous ancestral socioeconomic systems.

Abstract:
Malaysia has recorded intense peaks of temperature due to a heatwave in the Southeast Asia region in 2024. The heatwave sweeping across the nation had a significant impact on human health, resulting in a concerning rise in heat-related illnesses. By April 2024, a total of 45 cases of heat-related illnesses, including two fatalities from heatstroke, have been reported. Alongside the health risks, significant impacts were also observed through the Malaysian waters, including a series of algae blooms and mass coral bleaching affecting the country. These events, once considered rare occurrences, are becoming more frequent and severe, largely due to the changing climate and rising sea temperatures. These issues are not just ecological concerns but have also begun to affect the economic activities tied t o t he m arine environment, such as aquaculture, specifically at the Peninsular Malaysia, which put pressure on Malaysia’s coastal economies.

12. Environmental Kuznets curve and green regulation

Abstract:
In this paper, we first test the validity of the Environmental Kuznets Curve (EKC) hypothesis, using a large sample of approximately 190 advanced and developing countries, over a period of 34 years (1989– 2022). We find that (CO2) emissions respond positively to increasing income per capita, up to a turning point of approximately US$25,000. In a departure from the previous literature, we allow the relationship between economic development and emissions to depend on the stringency of environmental regulation. Our results indicate that environmental policies—and particularly market-based instruments, such as carbon taxes and emissions trading systems—make the EKC lower and flatter. These results are robust to several sensitivity checks, and to the use of regional (rather than global) data. Overall, our results have important policy implications, as they identify economic development as a pathway to environmental improvements. Moreover, we show that environmental policies are an essential means to achieving decoupling of emissions and economic output over the longer term.

13. Surviving the storm: How climate-related disasters reshape tax morale in sub-Saharan Africa

Climate-related disasters have increased over recent decades, with severe human and economic consequences. While research has examined their macroeconomic effects and impact on households’ income and consumption patterns, little attention has been given to their impact on tax morale—taxpayers’ intrinsic motivation to comply with tax obligations. This study fills this gap by estimating the impact of climaterelated disasters on tax morale in 26 sub-Saharan African countries using Afrobarometer survey data from 2011 to 2021. The analysis considers six climate-related shocks: droughts, earthquakes, extreme temperatures, floods, storms, and wildfires. We hypothesize that the impact of climate-related disasters on tax morale depends on the specific disasters considered, and that these heterogeneous effects work through two key mechanisms: economic inequality and trust in public institutions. First, they can exacerbate inequality by reducing government revenue, increasing economic hardship for vulnerable groups (through loss of livelihoods), and eliciting unequal policy responses from government. Climate-related disasters can also reduce inequality when associated with increased economic hardship for richer households (by destroying their productive assets. Second, tax morale declines when citizens perceive government responses as inadequate or unfair; conversely, it increases if citizens perceive the government to be responding adequately. Logistic regression results confirm this heterogeneity. Droughts, extreme temperatures, floods, and storms reduce tax morale, while earthquakes and wildfires increase it. Incorporating regional heterogeneity shows that the negative effects of disasters on tax morale are more profound in rural areas. Mediation analysis confirms inequality and institutional trust as key transmission channels. These findings underscore the need for inclusive tax policies and effective post-disaster governance to sustain revenue mobilization in sub-Saharan Africa.

14. Sovereigns on thinning ice: debt sustainability, climate impacts and adaptation

Abstract:
A fundamental problem for sovereigns enacting climate policies is whether they can manage increasing debts as their economies suffer from adverse climate impacts. We develop stochastic debt sustainability analysis integrating a coupled climate-economy model with debt financing scenario optimisation, and stress test sovereign debt for representative countries globally under the Intergovernmental Panel on Climate Change marker narrative scenarios of climate change. The stress test combines socioeconomic and climate pathways with calibrated aleatory scenario trees of economic, fiscal and financial variables to generate forward-looking debt projections over the century. These projections incorporate climate-induced damages to economic growth, spanning the broad spectrum of impact functions from the literature. Our findings reveal significant risks to sovereign debt sustainability, particularly under high climate damages, that are large from mid-century. Expected costs increase by up to 3 percent of GDP under high climate impact in a world of regional rivalries, or 0.25 percent under low impact in a middle-of-the-road narrative, with considerable variation between countries. The long-run debts of highly impacted countries are unsustainable. We assess whether adaptation investments or fiscal consolidation can mitigate potential climate-debt crises. Public financing of reactive adaptation is a justified expenditure that breaks even but does not fully restore the debt sustainability of highly impacted high-debt countries. Maintaining public spending while ensuring debt sustainability appears infeasible under climate impacts.

15. Implementing the EU Nature Restoration Law: exploring pathways for member states

Abstract:
The European Union Nature Restoration Law (NRL) entered into force in 2024. The NRL sets quantitative restoration targets aimed at improving natural habitats that are currently in poor condition, with substantial leeway for countries to choose implementation pathways that fit their priorities. This Working Paper examines three pathways: (1) evenly spreading restoration efforts across all ecosystems; (2) prioritising cost-efficiency; and (3) maximising carbon sequestration. Each approach yields vastly different outcomes. This paper provides insights into the trade-offs. For countries seeking to minimise costs in the short run, an 81 percent reduction in costs over the period 2025-2030 is possible compared to a baseline scenario of an even restoration of all ecosystems. Countries that aim to maximise carbon sequestration benefits can achieve a 54 percent increase in climate impact over the same period. However, the different pathways converge after 2040. Prioritising cost minimisation in the early years could lead to higher costs later if delays in investment in the more costly restoration projects allow habitats to continue to degrade. Maximising cost-efficient carbon sequestration is possible, allowing relatively low investment costs and high sequestration. Countries should adopt a holistic approach to pathway selection, considering the full spectrum of ecological and societal gains alongside climate mitigation. Land ownership is an important factor that shapes feasible and effective pathways. In countries such as Spain and Germany, where private entities own substantial shares of agricultural and forest lands, policies should incentivise private investment, including through norms, subsidies or pricing mechanisms. Countries with substantial public landholdings, such as the Netherlands, may find it easier to implement direct restoration projects. These structural differences will influence the cost and pace of restoration and also the design of policies and governance mechanisms to ensure compliance with NRL targets.

16. Women Political Leaders as Agents of Environmental Change

Abstract:
This paper explores how female political leaders impact environmental outcomes and climate change policy actions using data from mixed-gender mayoral races in Brazil. Using a Regression Discontinuity design we find that, compared to male mayors, female mayors significantly reduce greenhouse gas emissions. This effect is driven by a reduction in emissions intensity (CO2e/GDP) in the Land Use sector, without changes in municipal economic activity. Part of the reduction in emissions in the Land Use sector is attributable to a decline in deforestation. We examine potential mechanisms that could explain the positive environmental impact of narrowly electing a female mayor over a male counterpart and find that in Amazon municipalities, female elected mayors allocate more space to the environment in their government proposals and are more likely to invest in environmental initiatives. Differences in the enforcement of environmental regulations do not explain the results.

17. Building national preparedness: A road map for Australia and what we should learn from Finland

Australia faces increasing threats from natural disasters, pandemics and geopolitical tensions—including the increasing likelihood of conflict and war—necessitating robust preparedness mechanisms. But Australia lacks a comprehensive national preparedness framework that’s fit for purpose against the broad range of threats that the nation is likely to face soon and in the foreseeable future. Beyond a narrow range of potential crises, Australia remains poorly prepared, and little government attention is currently paid to understanding or resourcing national preparedness for threats, beyond annually reviewed natural-disaster arrangements. The Australian Government isn’t doing enough to prepare Australian citizens for the more volatile and uncertain strategic environment that we face. There’s no regular public discourse about the national risks to Australia, there’s no planning or capability development for mitigating such risks, and there’s no regular program for educating, training or exercising Australia’s communities to deal with them. National preparedness isn’t just a task for a national government; it’s a truly whole-of-society activity and a shared responsibility of all within the nation, including all three levels of government, businesses, civil society and the citizenry at large. This report recommends a road map of immediate, near-term and longer term initiatives that the Australian Government should embrace as it builds the capabilities and capacities needed to fully prepare the nation. The roadmap is split into two parts, the first focuses on building an effective national preparedness system, while the second part focuses on the capabilities and capacities needed for national preparedness. The road maps contain recommendations for Australian policymakers, industry, civil society, critical infrastructure owners and operators, the Defence organisation and the defence industry. By implementing these initiatives across all sectors, Australia can build and maintain a robust national preparedness and resilience framework capable of meeting all threats, up to and including war, thereby safeguarding its security, prosperity and way of life. The Republic of Finland is an excellent exemplar of what a nation can do to build and maintain national resilience and national preparedness against all hazards, including the risk of conflict and war. Finland’s Comprehensive National Security model and ‘total defence’ strategy, which integrate civilian and military preparedness, offer valuable insights for strengthening Australia’s national preparedness framework. Australia and Finland have the opportunity to work together to build and maintain more robust national preparedness systems that help each country to address future crises. That can be done by fostering collaboration in knowledge exchange, policy development, intelligence sharing and bilateral cooperation on issues such as crisis management and civil defence; military preparedness and defence cooperation; disaster management and crisis response; cybersecurity; social resilience and public preparedness; and international collaboration and multilateral engagement.

Abstract:
Official development assistance (ODA) is widely studied for its impact on recipient countries, but its effects on donor countries remain underexplored. To address this gap systematically, we develop a conceptual framework for understanding when foreign aid generates measurable returns for donor countries as well as those cases when donor and recipient interests align—what we term mutual interest ODA. We categorize potential donor benefits into three domains: economic, geopolitical, and security-related, and distinguish these benefits by their timing and degree of directness. We then systematically survey the empirical evidence on donor benefits, assessing the empirical credibility and magnitude of estimated effects and pointing out research gaps. We find consistent evidence of substantial donor benefits across all three domains. A key insight is that aggregate aid flows often mask significant variation: The returns to donors depend critically on the type of aid, delivery modality, and recipient context. These findings have important implications for both academic and policy debates on the effectiveness, political sustainability, and future direction of development aid.

Abstract:
This study examines the association between firm-level climate change risk exposure and corporate risk-taking using a sample of 50,782 firm-year observations from 2003 to 2021 across 58 countries worldwide. Using a time-varying measure of firm-level climate change risk exposure derived from corporate conference call transcripts, we find a negative relationship between firm-level climate change risk exposure and corporate risk-taking. We also find that the negative association is more pronounced for firms with higher environmental innovation and firms domiciled in countries with stakeholder-oriented business cultures and stronger governance. Our key finding is robust under several alternative corporate risk-taking and climate change risk exposure proxies. The findings of this study could be used by policymakers to enact regulations limiting risky investments in climate-vulnerable sectors or to provide economic safety nets for businesses impacted by climate change.
