Abstract:
This study assesses whether the use of electronic government (e-government) services affects political attitudes. The results, based on evidence generated in Botswana, indicate that e-government services can, in fact, have an impact on political attitudes. E-government services are rapidly being rolled out around the globe. Governments primarily expect efficiency gains from these reforms. Whether e-government in particular, and information and communication technology (ICT) in general, affect societies is hotly debated. There are fears that democracy may be compromised by surveillance, censorship, fake news, interference in elections and other strategies facilitated by digital tools. This discussion paper adds to the nascent literature by investigating if the expanding e-government usage in Botswana affects individual support for democracy, regime satisfaction and interpersonal trust. Methodologically, the study relies on observational and experimental evidence. The observational approach assesses the impact of the usage of different e-services such as e-payments and electronic tax return filings on political attitudes. The experimental approach incentivises taxpayers to file their tax returns electronically. Both approaches build on an original in-person survey gauging the political attitudes of 2,109 citizens in Greater Gaborone. The survey was conducted in February and March 2020. In terms of results, we do not identify a general substantive effect for the impact of all e-services on political attitudes. For some of the e-services and attitudes tested, however, we find significant evidence. Furthermore, our study yields significant results for several of the linkages between the causal steps within our causal mechanisms. For instance, we find that e-government can empower citizens to engage in political activities and that, although e-government users on average report that the government is not addressing their needs, a simple incentivising message can significantly improve people’s feelings in this regard.

3902. Mainstreaming South-South and Triangular Cooperation: Work in Progress at the United Nations

South-South cooperation has become an increasingly visible part of international development processes. Together with the expansion of triangular cooperation – that is, cooperation among developing countries supported by a traditional donor or multilateral organisation – the growing clout of South-South schemes reflects shifts in power and wealth towards the former developing world. Against this backdrop, United Nations (UN) entities have repeatedly been asked to mainstream their support for South-South and triangular cooperation (SSTC), but there is hardly any systematic comparative evidence on whether and how they have done so. This paper addresses this gap in three steps. First, it traces the rise and evolution of South-South terminology at the UN, showing that the use of North-South frames had its origins in debates about international inequalities in the 1960s and has expanded in the context of globalisation processes since the 1970s, and also that it is developing countries themselves that have taken up and rallied behind notions of South-South. The paper provides an overview of three partly complementary and partly contradictory approaches that understand South-South cooperation to be a set of technical cooperation modalities; a general political narrative; or a shorthand for inter-state cooperation beyond North-South assistance, with the latter being the dominant de facto understanding among UN entities. Second, the analysis focuses on UN efforts over the last two decades aimed at mainstreaming support for SSTC. It centres around a scorecard of 15 UN entities that maps their level of institutional focus on SSTC, based on insights from strategies, annual reports, publications, monitoring frameworks, budgets and organisational structures. Based on the scorecard, UN entities are grouped under the tentative labels of “champions”, “waverers” and “stragglers” for mapping patterns of SSTC mainstreaming. Third, the paper identifies three key factors that, in addition to beliefs in the functional relevance and potential effectiveness of SSTC, have accompanied and conditioned UN mainstreaming efforts. SSTC support has been part of (a) strategic considerations for positioning UN entities in an evolving funding environment; (b) internal bureaucratic dynamics that centre around individuals and shape day-to-day engagement; and (c) geopolitical tensions connected to the increasingly visible fracture between the United States and China. Traditional donors, in particular, tend to approach South-South cooperation as an umbrella for the expansion of China’s clout across the UN development system, leading to an intensification of SSTC-related contestations. Overall, support for South-South and triangular cooperation has had a long, multi-faceted, expanding and increasingly controversial trajectory at the UN. With reference to areas of future research and policy recommendations, the paper suggests that UN entities – in coordination with member states – are well advised to expand their efforts for exploring how to best support cooperation that unfolds outside traditional North-South assistance schemes.

Abstract:
The MGG Programme is an innovative and ambitious initiative implemented by the German Development Institute (DIE) with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ). Although the scope and objectives have changed since it was launched in 2007, there is a clear vision that summarises its overarching goals: to construct a network that functions as an effective, high-quality, knowledge-based cooperation system for promoting global governance and sustainable development in the long run. In this respect, managing and crafting symbols, perceptions and collective identities within the MGG will remain crucial as a glue that enables collective efforts and maximises the network’s overall impact. Under what conditions does cooperation among diverse groups become sustainable? How does the MGG look when analysed as part of the longer-term life trajectory of its participants? How do individual identities intersect with a collective sense of belonging to the programme and to the network? What is the role of the collective identity and the collective narrative that underpins MGG efforts? The main goal of this discussion paper is to apply oral history methodologies to answer some of these questions. The assumption is that the long-term impact of the MGG Programme depends on how well individual motivations, which are shaped by complex life trajectories, intersect with national interests and broader global cooperation narratives. By confronting theory with empirical evidence, this paper also draws some lessons and raises some interesting questions that may be useful for MGG staff to consider when planning future activities.

Abstract:
This article examines how proximate exposure to violent conflict events affects levels of social trust. We argue that since exposure to conflict heightens perceptions of threat, individuals who were proximately exposed to conflict events should exhibit lower levels of generalized and out-group social trust than individuals not subject to such exposure. We also argue that individuals subject to exposure to conflict should show higher levels of in-group social trust due to existential concerns that increase their desire to find security within their group. Using geocoded survey data from more than 25,000 respondents in 16 African countries surveyed in 2005 and from the Armed Conflict Location Event Database, we draw spatiotemporal buffers around each respondent. We find that exposure to violent conflict events reduces all forms of social trust across all models. Such findings run counter to arguments suggesting that proximate exposure to violent conflict increases in-group social trust.

Abstract:
As global warming mitigation and carbon dioxide (CO2) emissions reduction become increasingly urgent to counter climate change, many nations have announced net-zero emission targets as a commitment to rapidly reduce greenhouse gas emissions. Low-carbon hydrogen has received renewed attention under these decarbonization frameworks as a potential low-carbon fuel and feedstock, especially for hard-to-abate sectors such as heavy-duty transportation (trucks, shipping) and heavy industries (e.g., steel, chemicals). Green hydrogen in particular, defined as hydrogen produced from water electrolysis with zero-carbon electricity, could have significant potential in helping countries transition their economies to meet climate goals. Today, green hydrogen production faces enormous challenges, including its cost and economics, infrastructure limitations, and potential increases in CO2 emissions (e.g., if produced with uncontrolled fossil power generation, which would be hydrogen but would not be green). This report, part of the Carbon Management Research Initiative at Columbia University’s Center on Global Energy Policy, examines green hydrogen production and applications to understand the core challenges to its expansion at scale and the near-term opportunity to enable deployment. An analysis using Monte Carlo simulations with a varying range of assumptions, including both temporal (i.e., today versus the future) and geographical (e.g., the US, the EU, China, India, Japan) factors, anticipates emissions intensity and costs of producing green hydrogen. The authors evaluate these production costs for different scenarios as well as associated infrastructure requirements and highlight near-term market opportunities and policies to motivate development of the green hydrogen industry.

Abstract:
The German Democratic Republic (DDR) was a socialist state founded in 1949 as a democratic, antifascist reaction to the Second World War. It redistributed land, socialised the means of production, and collectivised the agricultural system. This socialist state established an egalitarian education, healthcare, and social system, and guaranteed equal rights between men and women. It cultivated friendly and close-knit economic relationships with other socialist states and supported countries fighting for their independence in Latin America, Asia, and Africa by showing international solidarity. The establishment of a just society based on the principles of equality was the DDR’s declared objective. With public ownership of the means of production as its foundation, the country developed into a powerful and efficient industrial state that used its economic profit for the benefit of its citizens and guaranteed them a life of social security. Ultimately, the DDR was extremely successful in realising its main socio-political goal: the satisfaction of the growing material and cultural needs of its people. But why bother re-examining the DDR’s achievements, principles, and structures thirty years after its downfall? What can we learn from the DDR’s alternative economic practices in today’s world, where the triumph of capitalism has exacerbated the problems of inequality and poverty and has resulted in more frequent crises? What did socialist democracy really look like? What contradictions arose from the everyday application of a planned economy? What lessons can we draw from the DDR’s ultimate failure? With this series Studies on the DDR, the Internationale Forschungsstelle DDR (International Research Centre DDR) together with Tricontinental: Institute for Social Research seek to encourage a new engagement with the history and principles of the DDR. It is our goal to re-evaluate the legacy and experiences of this socialist state. For this reason, we use the German acronym DDR, or Deutsche Demokratische Republik, (English: GDR) specifically because it often represents a positive point of reference in many parts of the world and especially for countries in the Global South. This educational series on the socialist agenda and realities of the DDR explores aspects of everyday life, provides facts about the country’s social achievements, and examines the political and economic foundations of this socialist state. By reflecting on the lived experiences of daily life, which are generally left out of the dominant narrative due to the crushing victory of capitalism and the dominance of the market economy, we hope to make a useful contribution to the debate currently taking place within progressive movements. After all, millions of people around the world are still fighting for advancements that were once a given in this socialist system but were lost with its downfall. This first publication in Studies on the DDR will briefly outline the formation of the DDR and its economic circumstances from the country’s inception to its end. In order to fully understand the specific DDR brand of socialism, we must highlight the historical conditions from which it emerged. The DDR was born in times of crisis in the aftermath of a devastating war as Germany – the instigator of the Second World War – was divided in two. It is imperative that we examine the DDR in its relationship to West Germany, which it opposed in the ensuing Cold War between the communist and capitalist systems. In 1990, after the reunification of Germany, the DDR economy was dismantled. It was treated as a shock therapy prototype for the austerity measures that were soon imposed on other countries – and not just the former socialist states. At the same time, the DDR was politically, judicially, and morally delegitimised. The publications in this series are a rejection of the narrative propagated by enemies of socialism, both new and old, that the downfall of the DDR proves the inevitable failure of socialist policy and economy. By depicting the realities of life in the DDR and by affirming the experiences of DDR citizens, we hope to remind the reader that alternatives to capitalism did and do exist.

Grandmother Peng Lanhua lives in a two-hundred-year-old rickety wooden house in a remote village of Guizhou Province. Born in 1935, she grew up in a China that was under Japanese occupation and entered adolescence during the Chinese Revolution. Peng is one of the few people in her community who did not want to relocate as part of the government’s poverty alleviation programme when the government designated her house unsafe to live in. Since 2013, eighty-six other households whose houses were deemed too dangerous or for whom jobs could not be generated locally were moved to a newly built community an hour’s drive away. But Peng has her reasons for not moving. She is eighty-six years-old and lives with Alzheimer’s disease. In addition to low-income insurance and a modest pension, she receives supplemental income from a new grapefruit company that leased her family’s land. The company, whose dividends are distributed to villagers like Peng as part of the national anti-poverty efforts, was established to develop the local agricultural industry. Peng’s daughter and son-in-law live next door in a two-storey house they built with government subsidies. Her children are employed. In other words, her basic needs are cared for, and relocation is voluntary. ‘We can’t force anyone to move, but we still have to provide the “three guarantees and two assurances”’, says Liu Yuanxue, the Party cadre sent to live in the village to see that every household emerges from extreme poverty. He is referring to the government poverty alleviation programme’s guarantee of safe housing, health care, and education, as well as being fed and clothed. Liu visits Peng on a monthly basis, as he does with all the households in the village. Through these visits, he comes to know the details of each person’s life. ‘The floor is too messy’, Liu says, jokingly reprimanding Peng’s daughter-in-law as he enters the large wooden house. She is also a member of the Communist Party of China. On the wall, a poster of Chairman Mao and, next to him, President Xi Jinping, pay homage to two of China’s socialist leaders who bookend the course of Peng’s life. Below their portraits sit a weathered table and a dusty terracotta water jug, an internet router flashing green beside them. A string of ethernet cables and wires stretch to different corners of the house (each house gets free internet and CCTV satellite television for three years before a subsidised rate sets in). There are energy-saving lightbulbs in each room and a satellite dish installed next to Peng’s hanging laundry. An extension of the house was built with a toilet and shower equipped with solar-heated running water, the mud floor poured over with concrete. As Lenin said, ‘Communism is Soviet power plus the electrification of the whole country’. Strengthening the Party in the countryside and meeting the concrete needs of the people have been pillars in China’s fight against poverty. Liu’s visit to Peng’s house is just one everyday scene in that process. The fact that Peng has lived in this house for half a century is also a product of the Revolution; in the 1970s, during the Cultural Revolution, the house was confiscated from a rich landlord and redistributed to three poor peasant families, including Peng’s. That cadres like Liu visit her on a monthly basis, that her house has been made safe to live in through the recent renovations, and that there is internet to connect the poorest of rural villages with the world is a continuation of this revolutionary history. After all, ensuring that the country’s workers and peasants like Peng get housed, fed, clothed, and cared for is part of China’s long struggle against poverty and a fundamental stage in constructing a socialist society.

Over the past years, the role of gender issues in addressing and preventing Islamist extremism has received increased attention. Since the fall of the ‘caliphate’ of the so-called Islamic State in Syria and Iraq (ISIS), most of the returnees to Western European countries have been women who had joined ISIS and other Jihadist organizations. Many travelled with children who had been brought along on the initial journey or who were born abroad. Working with women and minors, especially returnees, has become one of the main challenges for actors in tertiary prevention of Islamist extremism.

Tertiary prevention of (violent) Islamist extremism includes measures designed to encourage and support (violent) extremists in prison and in liberty in their efforts to leave their milieus, deradicalize, decriminalize, and reintegrate into society. Actors in tertiary prevention thus intervene in a multitude of contexts and work with various stakeholders. The growing understanding of the complexity of radicalization and deradicalization processes as well as practical experiences leave no doubt that multi-agency cooperation and communication is crucial to be able to reach most potential clients. However, one of the main challenges of professionals working in tertiary prevention is to identify potential points of contact, set up effective frameworks for sharing information, and establish long term relationships.

Abstract:
This paper studies the role of business sentiment in the decisions of multinational enterprises (MNEs) to undertake foreign direct investment (FDI) across European Union (EU) member states. Based on the knowledge-capital model, the study employs the Pseudo Poisson Maximum Likelihood (PPML) estimator and panel data to examine empirically the determinants of FDI across EU member states during the period 2003-2017. The empirical evidence suggests that better economic sentiment in an EU Member State induces MNEs to undertake FDI in that country, while worse economic sentiment in an EU member state motivates an MNE in that country to invest abroad.

3927. Interactions Between Global Value Chains and Foreign Direct Investment: A Network Approach

Abstract:
The world economy is increasingly shaped by cross-border production and investment activity. The paper uses complex network analysis along with panel data econometric techniques to study the structure and interactions between the networks of global value chains (GVC) and foreign direct investment (FDI). The analysis reveals that both FDI and GVC networks have a distinct core-periphery structure dominated by a relatively small number of countries with the USA constituting the global hub interlinked with regional European and Asian clusters, which, in turn, are centered around regional hub countries like China and Germany. Simultaneous equation model regressions using three-stage least squares suggest that FDI centrality facilitates GVC centrality of countries. However, FDI centrality is driven to a large extent by the FDI statutory restrictions and tax offshore regulations, rather than GVC connectivity.

Abstract:
This paper revisits the relationship between labour taxation and international trade, focusing on the role of domestic labour value added. Using sectoral data from 41 EU and OECD economies over the period 2005-2014, we assess how labour taxes affect exports and imports and how domestic labour value added shapes this relationship. We find that higher labour taxes reduce exports but that the effect depends to a large extent on the share of domestic labour value added, which differs by industries, countries and time periods. Imports do not seem to be affected. This implies that changes in labour taxes will not affect all sectors and countries in the same way and that policy makers should be aware of this when deciding on labour taxes. We also calculate the contribution of labour tax changes to the export dynamics in the analysed period and sample of countries, finding that in general the contribution is small.

3929. The Gap that Survived the Transition: The Gender Wage Gap over Three Decades in Estonia

Abstract:
This paper looks at the gender wage gap throughout the transition from communism to capitalism and throughout a time of rapid economic convergence. The case of Estonia is used, and micro data from the Labour Force Survey from 1989 to 2020 are employed. The communist regimes had highly regulated wage setting and high levels of educational attainment and labour market participation for women. Although the regime was formally egalitarian, the gender attitudes were conservative and the raw gender wage gap was as large as 41% at the end of the communist period in Estonia. The large gender wage gap under communist rule narrowed quickly during the first years of economic transition, but the further decline in the gap has been slow. The paper has two main messages. The first is that there is strong inertia in the gender wage gap persisting through the communist period and economic convergence. None of the known long-run cultural drivers of gender attitudes can explain this. The second is that the decline in the gap is related to the overall decline in wage inequality, the rise in minimum wages, and more egalitarian gender attitudes. The gender attitudes are responsible for a smaller effect than wage inequality is.

Abstract:
The impact of ICT capital accumulation and digitisation on labour demand and wage structures has changed in recent years, according to some of the literature on the subject. We analyse the impact of ICT capital accumulation based on recent data differentiating between the period before and after the global financial crisis. Methodologically, we draw on Michaels, Natraj and van Reenen (2014) and are able to corroborate their findings for the period 1980-2004, whereas we find distinctly different patterns since 2011. Results suggest a negative relationship between changes in ICT intensity and the wage share for high-skilled workers, whereas medium-skilled workers were the main beneficiaries in sectors that experienced a more intensive digitisation process. These results are chiefly driven by the dynamics in the Central and Eastern European economies and the service industries. The effect of digitisation on low-skilled workers does not reveal any robust significant impact.

In this modern digital world, goods from the information and communications technology (ICT) sector are the engine of the global economy. While tariffs levied on ICT goods have been eliminated or significantly reduced since the conclusion in December 1996 of the Information Technology Agreement of the World Trade Organization (WTO), non-tariff measure (NTMs) have come to be used more frequently with regard to imports of these goods. Technical barriers to trade (TBTs), as the most important trade policy measure imposed on imports of ICT goods, form the focus of this study. This paper analyses how different types of TBTs imposed on imports of ICT goods globally affected the values and volumes of imported goods at the six-digit level of the Harmonised System (HS) during the period 1996-2018. Keywords cited in the TBTs notified to the WTO give an indication of the aims behind the imposition of TBTs. Therefore, this study digs deeper into the impact of 30 types of TBT, using the keywords cited. The methodology used in this paper controls for zero trade flows using the Pseudo Poisson Maximum Likelihood (PPML) technique; and it controls for endogeneity bias using the exogenous instrumental variable approach. Furthermore, the paper provides more detailed analysis of the impact of TBTs across five ICT product categories that are defined by the United Nations Conference on Trade and Development (UNCTAD). The results indicate that TBTs have a generally strong positive impact on the value of imports of ICT goods. While many keywords cited in TBTs notified to the WTO affect the values and volumes of imports in a positive way, certain other TBTs function as trade barriers that reduce their values and volumes.

Abstract:
In this paper we provide a method to characterise global value chains and a related decomposition of bilateral gross exports by distinguishing three different stages of the value-added flows: (i) the source of value added, (ii) the final assembly stage of a product, and (iii) the final absorption (sink) of this product. Methodologically this is embedded in a simple framework using matrix algebra allowing for intuitive interpretations of the individual decomposition terms and results. The approach leads to a novel decomposition of bilateral gross export flows and related value-added trade indicators. It is shown how these correspond to existing measures using the property of inverse matrices. Specifically, the paper sheds light on the nature of the double-counting terms discussed in the literature. Finally, the approach outlined is extended by incorporating insights from the hypothetical extraction method. We argue that this is a complementary approach which however can be used to flexibly define the value chains of interest and characterise the respective flows that are considered part of this defined value chain, again carefully differentiating the source, assembly, and sink dimensions.

3933. Heterogeneous Effects of Non-tariff Measures on Cross-border Investments: Bilateral Firm-level Analysis

We analyse the heterogeneous effects of technical regulations and safety standards embodied in non-tariff measures on foreign direct investment using global firm-level panel data of bilateral cross-border ownership relationships over the period 2008-2018. To this end, we develop a novel measure of time-varying bilateral ad valorem equivalents of sectoral non-tariff measures, which reveals that technical barriers to trade (TBTs) played a much greater role as a trade-inhibiting factor in comparison with import tariffs and sanitary and phytosanitary (SPS) measures over the period 1996-2018, with their relative importance increasing in the post-Great Recession period. Estimations using the Poisson pseudo-maximum likelihood framework reveal the importance of non-tariff measures as a driver of foreign direct investment, with heterogeneous effects observed for the measures imposed by the host and the home country, as well as across sectors and types of non-tariff measures. Among other results, we find that an increase in the stringency of technical barriers to trade imposed by the host country is associated with higher investment in the foreign subsidiaries operating in this country, pointing to the regulatory barrier-jumping motive of foreign direct investment. The effect is much stronger for the multinational corporations operating in the information and communications technology sector.

3934. Do Higher Public Debt Levels Reduce Economic Growth?

While the effect of higher public debt levels on economic growth has received much attention, the literature partly points to contradictory results. This paper applies meta-regression methods to 826 estimates from 48 primary studies. The unweighted mean of the reported results suggests: a 10 percentage points increase in public-debt-to-GDP is associated with a decline in annual growth rates by 0.14 percentage points, with a 95% confidence interval from 0.10 to 0.18 percentage points. However, we cannot reject a zero effect after correcting for publication bias. Furthermore, the meta-regression analysis shows that tackling endogeneity between public debt and growth makes estimates lean less towards the negative side. In testing for non-linear effects, our results do not point to a universal public-debt-to-GDP threshold beyond which growth slows: threshold estimates are sensitive to data and econometric choices. These findings imply a lack of evidence of a consistently negative growth effect of higher public-debt-to-GDP.

Abstract:
This paper investigates how corporate income taxes affect international trade, and identifies the underlying channel. Using data on 33 NACE sectors, for 34 EU and OECD economies, over the period 2005-2014, we find that corporate income taxes reduce exports and imports only when the stock of foreign direct investment (FDI) is high. The effect is present primarily in the service sector and in countries with low corporate taxes. We interpret these findings as evidence that multinational enterprises reduce their operations in countries that raise their corporate taxes. The effect has been found to be small on aggregate, implying that the expected increase in corporate taxes in the future, arising from the global minimum tax, is unlikely to hurt international trade.

Abstract:
The world is observing one of the worst humanitarian crises of this century: the Uyghur genocide, a colonial project that uses modern surveillance and widespread concentration camp apparatuses. At the heart of this genocide is a fundamental “otherization” of the Uyghur people that relies on Islamophobic policy and rhetoric to dehumanize the indigenous population of East Turkistan, known to China as Xinjiang. The Chinese Communist Party (CCP) employs Islamophobia to over-police Muslim populations and curtail their civil liber- ties. Islamophobic rhetoric has also driven surges in hate crimes against Muslim communities. The United Nations notes that this trend continues today as Is- lamophobic incidents continue to rise globally.1 The genocide in East Turkistan is the defining human rights atrocity of the twenty-first century thus far. The CCP has remolded a global trend of Islamophobia to fit their own needs—a new chapter in a horrific history. Though the motivations of the Chinese state in East Turkistan are varied, economic gain, cultural unification, and national consolidation all rank highly. Specific policies targeting the practice of Islam have allowed for a brutal crackdown on cultural norms in the region. Meanwhile, a global trend toward Islamophobia has given the genocide some political cover in the global sphere.

Abstract:
The recovery of the German economy is interrupted once again. In the winter, the new Covid-19 wave will particularly hit activity in contact-intensive service sectors as in previous waves. As a result, there will be a setback in private consumer spending and probably also small declines in GDP. To the extent that the burdens of the pandemic ease in the spring, a strong recovery will set in, similar to the pattern observed this year. Economic momentum will likely be particularly high as the supply bottlenecks, which are massively dampening industrial production in this year, are expected to ease. Overall, the renewed slowdown in the recovery process caused by the pandemic will probably be larger than we had expected in our autumn economic outlook. However, the setback will be not as severe as last winter. In 2022, GDP will probably increase by 4 percent and thus less strongly than we had expected three months ago (5.1 percent). For 2023, we revise GDP growth upwards to 3.3 percent (autumn outlook: 2.3 percent). This year, GDP will increase by 2.6 percent. Inflation will remain high for the time being, also because supply bottlenecks continue to increase manufacturing costs and tighten the supply of consumer goods. At the same time, private households have accumulated additional savings of around 200 billion euros since the beginning of the pandemic and therefore have a rather high willingness to pay. Consumer price inflation will probably be around 3 percent both this and next year, before easing again in 2023. The public budget deficit will fall noticeably from 3.8 percent in relation to GDP in 2021 to 1.8 percent in 2022 due to the reduced burden of the pandemic. However, the budgets are still expected to close with a deficit of 1.4 percent in 2023.

The global recovery has lost momentum in the first half of 2021 amid new surges of Covid-19 cases and supply chain disruptions. We still expect world production to rebound strongly after the historic collapse in the previous year but we have lowered our forecast for global GDP growth from 6.7 percent to 5.9 percent. At the same time we are now slightly more upbeat for the coming year with global production expected to grow by 5 percent (June forecast: 4.8 percent). With the economy gradually slowing towards the end of the forecast horizon, we expect still relatively strong annual growth of 3.8 percent in 2023. Consumer price inflation has accelerated markedly over the course of this year, largely due to temporary factors. Our baseline forecast expects price pressures to ease in the coming year and monetary policy to remain accommodative. There are, however, upside risks to inflation as large extra savings amassed by private households in many countries over the past year could fuel a sustained rise in prices. In that case, central banks could tighten policy considerably with negative consequences for the growth outlook.

Abstract:
The global economy remained on track in the first months of 2021, despite surging covid-19 infections and renewed containment measures in many countries. The impact of the pandemic was largely confined to the service sectors. Meanwhile, the pronounced upturn in industrial production and global trade continued until spring, but has started to falter as a result of supply bottlenecks and logistical problems. The tensions in the global economic fabric are reflected not least in sharp price increases for raw materials, intermediate goods and transportation services, which have already contributed to a noticeable rise in consumer prices. Continued highly expansionary monetary policy and considerable fiscal policy stimulus, notably in the United States, but also in the euro zone, are fuelling economic activity this year and next. We expect global output (measured on a purchasing power parity basis) to increase by 6.7 percent in 2021 and by 4.8 percent in 2022, which is still substantially above medium-term trend growth. In view of the high economic momentum and higher inflation risks, we expect the Federal Reserve to start tightening earlier than previously expected. This is associated with the risk of a significant deterioration in financing conditions going forward, particularly for some emerging economies

This paper endeavored to provide a gender analysis on the role of women in violent extremism (VE) and government-led efforts on Preventing and Countering Violent Extremism (P/CVE) in Ethiopia. It draws its findings and recommendations from three main research methods: a literature review, observation, and one-on-one semi-structured interviews with actors involved in VE and P/CVE efforts across six Regional States in Ethiopia. The study firstly examines the role of women in extremism in Ethiopia, emphasising how and why women are involved in VE, including the gendered nature of association with VE groups. Among those that have been researched are the hardening of in-group identity, sense of community and seeking recognition, romanticism and fascination with a charismatic leader, as well as a sense of victimhood as a result of government action or inaction, including gender-specific violations. All are contributing factors; mostly compounded and cumulatively present in individual cases. Secondly, the study engages with the current standing P/CVE efforts led by the government, analysing the types of womanhood that the state mobilises and produces in the name of, and as part of, P/CVE efforts. While the research has been less conclusive in establishing a commonly agreed-upon definition of VE from respondents, it recommends the need for intersectionality-informed gender analysis in understanding women’s participation in VE as well as in the designing and implementation of P/CVE measures

The ongoing conflict in northern Ethiopia−in the Tigray region and adjacent Amhara and Afar zones−has controlled the last twelve months discussions and analyses of Ethiopian politics. The magnitude of the conflict, associated humanitarian crisis, and the news about the crisis (sometimes with deliberate circulations of misinformation) have made this the most significant political challenge of the nation since the 1998 Ethio-Eritrea war. However, recent political developments in Ethiopia feed into each other, and it remains imperative to keep examining continued inter-communal tensions, violence and conflicts in Ethiopia and analysing the ramification of the Covid-19 pandemic on outstanding and novel inter-communal tensions and conflicts in the country. As this report shows, political developments are, directly or indirectly, linked with the outbreak of the Covid-19 pandemic, which has escalated hitherto mostly localised inter-communal tensions and fueled armed conflicts in Ethiopia. The primary aim of this study is to investigate the impact of the Covid-19 pandemic on Ethiopia’s political situation and inter-communal tensions, violence, and extremism. By taking cases from the Metekel zone in Benishangul-Gumuz region, from the central and west Gondar zone (largely the Chilga district) in the Amhara region, and the east Hararghe zone in the Oromia region, this report discusses what occurred during incidents since the onset of the pandemic, how sources attribute the causes of these incidents, and how the narratives of sources, directly or indirectly, implicate the pandemic in triggering or aggravating these incidents.

It is the largest effort in recent history and ongoing conflict to engage members of society to consider their needs, perspectives and rights in the search for lasting peace. This report covers highlights from consultations with nearly 16,000 people in nine governorates in Yemen between October 2020 and October 2021. The process reflects a commitment that peace must be shaped by genuine participatory engagement with society beyond those actively engaging in hostilities or involved with the conflict parties. The likelihood of obtaining a legitimate and sustainable settlement significantly depends on how inclusive the process is and the extent to which it engages beyond elite voices of the powerful. Yemen benefitted from the 2013–2014 National Dialogue Conference (NDC). While some of the ideas and conclusions it reached remain relevant, the conditions in the country are now significantly worse. Although the NDC was innovative and inspirational, its model can be improved upon to promote a more inclusive process that helps facilitate more legitimate outcomes. The process of engagement is an essential aspect of sustainable peacebuilding. It should not be seen as a ‘soft’ option or an ornament to ‘serious’ talks with conflict parties. Sustainable peace ultimately requires a critical mass of society to buy into any settlement. To do so, they must believe it represents an improvement to the status quo, and that it is in their interest to stick with it and to withhold support from potential spoilers. The more seriously the settlement’s creation takes into account the views of the wider society, the greater the chances of conferring legitimacy and obtaining buy-in. The Pathways to Reconciliation initiative identifies the priorities and concerns of ordinary citizens. While some of the findings may not surprise, this does not limit their usefulness. Citizens’ genuine engagement in the initial steps of this process is of the utmost importance. A striking proportion of those consulted (78 per cent) did not support any political party; they consider themselves unrepresented, and with no appropriate avenues in which to express their needs and aims.

The replacement of fossil resources with renewable biomass in a bioeconomy is seen as a major contribution to climate change mitigation. This transformation will affect all members of society, making it crucial to consider the views of different stakeholders to ensure a socially acceptable transition towards a sustainable bioeconomy. To explore potential outcomes of bioeconomy strategies assuming different future pathways, a scenario analysis is a tool to inform decision-makers about policy impacts and trade-offs. The inter- and transdisciplinary research project “BioNex – The future of the biomass nexus” is the first project to develop bioeconomy scenarios together with stakeholders from politics, industry, and civil society in an iterative co-design process. As a result, three storylines describing diverging potential global futures are developed and quantified: Towards sustainability, business as usual, and towards resource depletion. The futures are driven by different assumptions on climate policy, cropland expansion, productivity growth in agriculture, prices of fossil energy, and consumption behaviour. Additionally, in the co-design process, three bioeconomy policies are developed: policy as usual, stronger development of the bioeconomy, and no policies. Besides presenting the results of the stakeholder workshops, this paper evaluates the strengths and shortcomings of a stakeholder approach in terms of policy-oriented research. According to the experience made within this study, it provides valuable insights for researchers and funding authorities they can use to optimise the employment of stakeholder-based research approaches.

This paper studies the impact of research and development (R&D) and innovation on employment growth, focusing on small and medium-sized firms. Employment effects of R&D and innovation are unclear a priori as process innovation may be labor-saving or labor might have complementarities with other inputs. Employing firm-level data from 125 nations, results show that both R&D and innovation increased employment growth, suggesting that innovation was either capital-saving or labor had strong complementarities with other inputs. Upon splitting the sample into growing and contracting firms showed that contracting firms benefit from innovation but not from R&D. In other findings, sole proprietorships, larger firms, firms with relatively more experienced managers, firms with females as top managers, and firms facing the threat of informal competition had lower employment growth, while foreign-owned and government-owned enterprises have positive influences on employment growth. Finally, employment growth in shrinking firms was boosted in nations with greater economic freedom, but this growth is undermined by informal sector competition.

Considering the sequential nature of nascent entrepreneurship and business ownership, this paper examines the propensities of academic entrepreneurs to be business owners. A theoretical model sets up the empirical analysis based on survey data from a large German public research institute. Traditionally, scientists and entrepreneurs have been seen to occupy opposite ends of a spectrum in terms of their role in innovation. In academic entrepreneurship the two combine on a number of activities. In order to understand the ways in which academic inventors move from pure patenting to nascent entrepreneurship to business ownership and connect seemingly divergent activities. We model their behavior by looking at various factors among German scientists. Academic inventors present a critical case since science and entrepreneurship are often seen as radically different, not the least in terms of knowledge production. By bringing the analysis from the level of social behavior and roles to the level of knowledge production, we can better address questions such as: How is knowledge in the interfaces of epistemic communities produced? How can such knowledge be organized and sustained? and How can relations between individuals on ‘opposing sides’ be constructively managed? The empirical results show that scientists’ positive attitudes towards commercialization of results consistently contribute to tendencies towards academic entrepreneurship; however, the academic discipline and risk aversion did not have a statistically significant impact. Having a doctoral degree lowered the propensities toward nascent entrepreneurship, but had the opposite effect on business ownership. Finally, age and experience made business ownership more likely. The results of this study would contribute to a more general theory of how scientists can combine their commercial and scientific activities in spite of an alleged divergence.

How will sovereign debt markets evolve in the 21st century? We survey how the literature has responded to the eurozone debt crisis, placing “lessons learned” in historical perspective. The crisis featured: (i) the return of debt problems to advanced economies; (ii) a bank-sovereign “doom-loop” and the propagation of sovereign risk to households and firms; (iii) roll-over problems and self-fulfilling crisis dynamics; (iv) severe debt distress without outright sovereign defaults; (v) large-scale sovereign bailouts from abroad; and (vi) creditor threats to litigate and hold out in a debt restructuring. Many of these characteristics were already present in historical debt crises and are likely to remain relevant in the future. Looking forward, our survey points to a growing role of sovereign-bank linkages, legal risks, domestic debt and default, and of official creditors, due to new lenders such as China as well as the increasing dominance of central banks in global debt markets. Questions of debt sustainability and default will remain acute in both developing and advanced economies.

The gift exchange hypothesis postulates that workers reciprocate above market-clearing wages with above-minimum effort. This hypothesis has received mixed support in dyadic employer-worker relationships. We present a field-experimental test to assess this hypothesis in the context of a triadic relationship in which only one out of two workers receives a pay increase. We conjecture that inequality aversion motivations may thwart positive reciprocity motivations and analyze the interaction between such motivations theoretically. Across three treatments, the pay increase is justified to workers based on either relative merit or relative need or was arbitrary as no justification was offered. Two conditions in which either none or both workers receive a bonus serve as the reference. In contrast to the gift exchange hypothesis, we find that pay increases lead to a decrease in productivity. Such a decrease is most sizable in the condition where both workers receive the bonus. A post-diction of this result is that workers interpret the monetary bonus as a signal of the employer’s contentment with their effort, which makes them feel entitled to reduce their effort. In other treatments, receiving the pay increase while the coworker does not has a positive effect on productivity, especially when the pay increase is based on merit. This result is consistent with statusseeking preferences rather than aversion against advantageous inequality. Conversely, not receiving the pay increase while the coworker does, leads to lower productivity, especially when the pay increase is assigned based on relative needs.

Improvements of firms' environmental performance crucially determine the speed of a country's green economic transformation. In this paper, we investigate whether firms with foreign ownership are more likely to adopt 'green' management practices, which determine the capability to monitor and improve a firm's impact on the environment. By using multi-country firm-level data, we show that foreign ownership increases the likelihood of implementing green management practices. Considering country heterogeneity, we reveal that only firms based in more developed economies and in countries with better environmental performance benefit from foreign direct investment, while this is not the case for firms based in less developed economies or countries with weak environmental performance. In addition, we find that the effect is more robust for manufacturing sector firms than for service sector firms. Overall, our results suggest that foreign ownership can contribute towards a country's green economic transformation.

To limit global warming to 1.5°C, vast amounts of CO2 will have to be removed from the atmosphere via Carbon Dioxide Removal (CDR). Enhancing the CO2 sequestration of ecosystems will require not just one approach but a portfolio of CDR options, including so‐called nature‐based approaches alongside CDR options that are perceived as more technical. Creating a CDR “supply curve” would however imply that all carbon removals are considered to be perfect substitutes. The various co‐benefits of nature‐based CDR approaches militate against this. We discuss this aspect of nature‐based solutions in connection with the enhancement of blue carbon ecosystems (BCE) such as mangrove or seagrass habitats. Enhancing BCEs can indeed contribute to CO2 sequestration, but the value of their carbon storage is low compared to the overall contribution of their ecosystem services to wealth. Furthermore, their property rights are often unclear, i.e. not comprehensively defined or not enforced. Hence, payment schemes that only compensate BCE carbon sequestration could create tradeoffs at the expense of other important, often local, ecosystem services and might not result in socially optimal outcomes. Accordingly, one chance for preserving and restoring BCEs lies in the consideration of all services in potential compensation schemes for local communities. Also, local contexts, management structures, and benefit‐sharing rules are crucial factors to be considered when setting up international payment schemes to support the use of BCEs and other nature‐ or ecosystem‐based CDR. However, regarding these options as the only hope of achieving more CDR will very probably not bring about the desired outcome, either for climate mitigation or for ecosystem preservation. Unhalted degradation, in turn, will make matters worse due to the large amounts of stored carbon that would be released. Hence, countries committed to climate mitigation in line with the Paris targets should not hide behind vague pledges to enhance natural sinks for removing atmospheric CO2 but commit to scaling up engineered CDR.

We analyze Ramsey optimal monetary policy in a New-Keynesian model with search and matching frictions featuring (i) training costs due to skill loss from long-term unemployment and (ii) endogenous growth through learning-by-doing externalities. In a simplified two-period version of the model, the competitive equilibrium is shown to be inefficient due to two externalities: i) firms do not internalize the effects that hiring has on labor productivity through learning-by-doing; ii) firms do not fully internalize the effects that hiring has on future training costs. These externalities lead to inefficient fluctuations, thereby justifying deviations from price stability in response to productivity shocks. In a calibrated version of the full model we show significant deviations from price stability and significant differences between optimal monetary policy and monetary policy that follows a Taylor rule.

Abstract:
The latest Renewable Energy Directive (RED II) by the European Union (EU) provides an updated framework for the use of renewable energy in the EU transport sector until 2030. We employ the computable general equilibrium (CGE) model DART-BIO for a scenario-based policy analysis and evaluate different possible futures of biofuel use under four specifications of the RED II. Our results show that conventional biofuels will not become cost competitive to oil-based fuels. Moreover, we demonstrate the impact of the RED II specifications on the global production of food and feed crops. A further focus of this paper lies on the palm oil phase-out as feedstock for biofuels in the EU, to halt deforestation and land-use change in tropical countries. We find that this phase-out has a relatively small impact on global palm fruit production. Moreover, this study shows that the regulation has the potential to act as a technical barrier to trade, discriminating palm oil producing countries in favour of European rapeseed producers.

3954. Sovereign Bonds since Waterloo

Abstract:
This paper studies external sovereign bonds as an asset class. We compile a new database of 266,000 monthly prices of foreign-currency government bonds traded in London and New York between 1815 (the Battle of Waterloo) and 2016, covering up to 91 countries. Our main insight is that, as in equity markets, the returns on external sovereign bonds have been sufficiently high to compensate for risk. Real ex-post returns average more than 6 percent annually across two centuries, including default episodes, major wars, and global crises. This represents an excess return of 3-4 percent above US or UK government bonds, which is comparable to stocks and outperforms corporate bonds. Central to this finding are the high average coupons offered on external sovereign bonds. The observed returns are hard to reconcile with canonical theoretical models and the degree of credit risk in this market, as measured by historical default and recovery rates. Based on our archive of more than 300 sovereign debt restructurings since 1815, we show that full repudiation is rare; the median creditor loss (haircut) is below 50 percent.

This paper proposes a simple framework to model contextual influences on procedural decision making. In terms of utility, we differentiate between monetary payoffs and contextual psychological ones, e.g. deriving from the subjects’ normative frame of reference. Monetary payoffs are treated as common knowledge while psychological payoffs are treated as partly unforeseeable. Regarding behaviour, we assume that players act optimal given their local perception of the game. As perceptions may be incorrect, we do not consider common equilibrium conditions but instead require strategies to be procedurally justifiable. As we will argue, various common inconsistencies considered in behavioural economics can be understood as procedurally justifiable behaviour. With the present framework, we add an abstract tool to the discussion which allows to consider also the behavioural implications of players foreseeing the corresponding behavioural effects ̶ which is often not considered in the respective original models.

There is ample research on the correlation between inequality and exclusion on one side and conflict on the other. For instance, the connection between inequities and violence is one of the underpinnings of the concept of fragile situations, utilized frequently by the World Bank and showcased in publications such as the World Development Report 2011 or Pathways for Peace 2018. It is therefore tempting to draw a logical conclusion that escalating inequality and exclusion can be influenced by both violent conflicts and events such as civilian disorder and political volatility. It also makes sense at an intuitive level as humans are wired to spot unfairness when it affects them, which fits into this hypothesis. The linkage has been in fact proposed since at least the antiquity. For example, in 4th century BCE, Aristotle warned that accumulation of wealth among few Athenians could lead to toppling of the city government. In more modern times, communist revolutionaries were predicting a worldwide violent uprising by the impoverished, agitated by economic injustice. A recent New Yorker article draws the arc between inequities and protests in Latin American countries.

This working paper argues that, while the state is a key actor in facilitating national dialogues as mechanisms of nation-building in post-colonial contexts, it can also co-opt these processes to entrench the status quo and undermine genuine dialogue and nation-building objectives. As a process built on solidarity, relationship-building, and “open-endedness” with indeterminate and subjective results, nation-building can be used as a pretext to depoliticize and control national dialogues and offer the illusion of change while evading any real challenge to the status quo. This paper shows the ways in which this applies to Uganda and Rwanda, where state-controlled national dialogues have been open-ended, longterm processes that have played a double-edged role as facilitators and inhibitors of meaningful dialogue. In the absence of effectively organized, empowered, and credible non-state actors to counter its dominant discourse, the national dialogues in these contexts are likely to operate on the terms and interests of elites who wield state power. This is because they fall short on the requirements of “a credible convener” and “inclusive participation” necessary for genuine dialogue. Moreover, even where the dialogues are dubbed “citizen-led” as is the case in Uganda, they are still infused with dominant elite interests that seek to maintain the status quo.

Abstract:
South Sudan is making major strides in peace consolidation and strengthening social cohesion since the signing of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) on 12 September 2018 in Addis Ababa. However, this paper argues that, despite these efforts, the center is not holding as inter-communal violence and a myriad of political and security dynamics are reversing many of these gains. As the conflict is protracted, peacebuilding remains a severe challenge while social cohesion remains weakened. The paper commences with a conceptual clarification of social cohesion before analyzing current evolving social cohesion dynamics and trends. This is followed by a discussion of the social cohesion programming challenges and consequently centers on Key Driving Factors (KDF) of conflict. Finally, the paper ends with an analysis of the drivers of conflict and peace and makes recommendations for strengthening social cohesion going forward.

Abstract:
In this policy-oriented paper, we provide a pre- and post-pandemic socioeconomic analysis of Peru, along with a financially sustainable five-year Building Back Better recovery plan, which emphasizes the urgency of addressing some of the country’s structural weaknesses. We underscore the importance of public investment for this effort, but widen the focus to include current public expenditure, in order to take steps towards building a more universal social protection system. We show that this also contributes to reducing the gender imbalances in the labor market that the pandemic exposed and exacerbated. We provide a financial programming exercise that demonstrates that the plan is financially responsible under a reasonable fiscal rule. Four core ideas stand out from our analysis. Firstly, while public investment can be key to reigniting economic growth, it does not go very far in tackling structural weaknesses. Secondly, public spending in health can actually achieve this from two fronts: by beginning to build a universal access social protection system and by addressing gender imbalances in the labor market. Thirdly, focusing public discussion on social protection enables a broader approach to policy reform by including formal employment and productivity enhancing reforms, which are essential for the sustainability of a broad social protection system. Finally, we also show that the sector mix in public investment has an impact on employment results, both in terms of the volume of jobs generated and their gender composition.

Abstract:
This paper perceives fiscal support as a policy instrument and examines alternative policy frameworks that can simultaneously stabilize labour income, output and debt-GDP ratio. The need to stabilize labour income over and above output follows from the possibility of income growth rate of labour falling below output growth rate. This paper points out the limitations of sound finance regime in meeting these targets and proposes an alternative policy framework which is termed as Debt-Neutral Functional Finance with Fiscal Support (DNFS). The DNFS framework highlights the role of development financial institutions and the need for a floor level of corporate tax-GDP ratio.

Abstract:
Right-wing populist movements, which incorporate right-wing political theory and populist modalities, have become increasingly prominent and mainstream over the past decade, both in the Global North and Global South. European far-right populism shares many commonalities with other regional populist movements, but also has its own set of distinct methods, risks, and uncertainties. This discussion paper by Michelle Poulin, Carr Center Topol Fellow, will outline the unique characteristics of European far-right populist movements, the ways in which countries’ 20th century histories have influenced current day populist politics, and the online and offline organizational strategies that have helped right-wing movements influence the successes of right-wing political parties in recent years. It will also examine the rise of Germany’s far-right populist movement and the social factors that may have led to it.
