Gandhi and Tolstoy were perfectionists. Perfectionism is a doctrine that wants to maximise all that is best in the world. All individuals should develop the best qualities. So what are the best qualities? In the West, great men like Nietzsche have stressed that this perfectionism is associated with a rather grand view of people doing great art and great music and great action; people like Napoleon, literary figures like Goethe and so on. Gandhi following Tolstoy had quite a different version of perfectionism which confined it just to moral and spiritual matters. It was moral and spiritual perfectionism. Things like art, music, literature had no intrinsic value, according to Gandhi. He had use for them only when they were connected with the moral and spiritual well-being of human beings, or as an expression of our devotion to or understanding of spiritual reality. The problem with traditional perfectionism is that such perfectionism has a danger that all these great people mentioned, Napoleon and others, they achieved great things, the so-called great things and the rest of us got left out. At best, we just get vicarious pleasure by following the lives of these people, by admiring their adventures or as working as fodder for their projects. This is a highly inegalitarian philosophy. Some people have suggested that it is also connected with racism.

The existence of life is closely intertwined with nature. Nature provides the support system for the survival of different species of life that exist on planet earth. As evident from historical records, for thousands of years, humanity lived in a harmonious relationship with nature. The Industrial Revolution marked a major turning point in the earth’s ecology and humans’ relationship with their environment. Particularly, since the 1950s, with the combination of capitalism, consumerism and contamination, a serious conflict has arisen between man and nature. Extraction of minerals at an unprecedented rate, degradation of soil, manifold increase in water usage, massive contamination of water bodies, increasing air pollution and nonbiodegradable waste, deforestation and loss of biodiversity are posing new threats to the very existence of humanity. In this context, the article examines the wisdom of our ancestors for restoration of harmony between man and nature so that the survival of our progeny is not endangered.

The paper presentations on the second day of the conference on ‘Rethinking Cultural Heritage’ continued the trend of research-based studies, as evident on the first day of the meeting.1 Professor Amiya P. Sen began with a note of apology, stating that after reflection, he had changed the title of his presentation to ‘Japan and India as Ontology: Negotiating Modernity, Culture and Cosmopolitanism in Colonial Bengal’. The paper was divided into two parts. The first part of the paper focused on the broad introduction of the structure and arguments which he developed about 19th century Bengal, as the site where the first crop of a Westerneducated Hindu intelligentsia, creatively and actively engaged in a two-way, quite contrary, intellectual enterprise. While it produced some of the greatest supporters of Western modernity, it also created its sharpest critics. The second part of the paper examined changing Indian perceptions of Japan over a period of time, through the writings of two prominent intellectual figures of Bengal, that is Swami Vivekananda (1863-1902), and the poet, Rabindranath Tagore (1861-1941).

At the outset I must pay my personal tribute to Prof. M.G.K. Menon, Goku as we used to call him, who was a dear friend and colleague for several decades. I first met him when I was in Mrs. Indira Gandhi’s cabinet and he attended a cabinet meeting as scientific adviser to the government of India. We were both very young men at that time. And after that of course, thanks to India International Centre, we became very close. We had so many meetings, so many conversations in this unique institution, India International Centre. Today, I will briefly present before you what I consider to be the contemporary relevance of the Vedanta. To my mind, a philosophy is only relevant if it helps us today. What it was thousands of years ago is very interesting for research scholars, and for people who are doing research, like the book on Sankaracharya, but unless those teachings are of use to us today, they are not really relevant. So what I believe is that the Vedanta is relevant, and I will explain why. We live in an age of great turmoil, tension and transition. The old is collapsing, and the new is struggling to be born, and we find ourselves precariously poised between a disappearing past and an uncertain future. All the so-called clear landmarks that we thought existed have disappeared one by one, and we often find ourselves afloat on an intellectual and political sea with no clear guidelines. It is at a time like this that we look into our scriptures for light and guidance. Not in order to go back in time, let us be very clear. Any idea that you can go back to some kind of mythical golden age is absurd, because time goes in only one direction, Charaiveti Charaiveti. But we look into our scriptures in order to get the clarity, courage and the confidence to move into the future.

There are stateless people all around the globe. The problem is very acute in the Asia–Pacific region. The United Nations High Commissioner for Refugees (UNHCR) estimates that there are 10 million stateless persons across the world. A stateless child is born every ten minutes. What does it mean to be a stateless person? It means you have no identity, you have no nationality. You are not recognised as a citizen of any country. As UNHCR has rightly pointed out, ‘Often they are excluded from cradle to grave— being denied a legal identity when they are born, access to education, health care, marriage and job opportunities during their life time and even the dignity of an official burial and a death certificate.’ Over one-third of the world’s stateless are children

I want to share some ideas on how to create a great civilisation, especially in the context of modern India. These ideas have been elaborated in my book, Fast Forward Toward Civilizational Greatness: Agenda for India. In the modern context, to me, a civilisation is great, not because it is a super economic or political power, but, above all, if it is largely a humane, creative and excellence-seeking society. ‘Humane civilisation’ evokes in me the imagery of a people who are just, honest, and tolerant. They care for the weak and the needy. They are polite, civic-minded, lawabiding, generous and caring, even for foreigners. A humane civilisation nurtures and upholds the best virtues of humankind. As Gandhiji said, the greatness of humanity is not in being human, but in being humane.

I think it is fairly self-evident that we in India use Western words and therefore concepts to describe Indian reality. The reason why we do so is also fairly self-evident and can be traced to British rule over India which formally came to an end in 1947 and the continuing prevalence of English language as a medium of discourse in India. In the beginning of the new century and the millennium, Brazil, the Russian Federation, India and China came to be reckoned as the world’s fastest growing economies. Later, these were joined by South Africa, leading to the emergence of BRICS as a political coalition of five countries. The year 2009 was a landmark in this historic development. In that year, the first BRICS Summit was held in Yekaterinburg, Russian Federation. The BRICS summits held annually since then have become an important political platform for the collective voice of BRICS countries in the form of BRICS Declarations. Education is one of the most critical areas addressed in successive BRICS summits. Centrality of education in people’s lives and its catalytic role for human development is widely recognised in today’s world. So it was inevitable that the BRICS countries would come together and create a common plat-forum on education as well. The first meeting of BRICS Education Ministers was held in November 2013 on the margins of the UNESCO General Conference. Since then, the BRICS Education Ministers have been meeting annually and issuing a separate declaration in tandem with the declaration issued at the summits.

The Himalayan region represents different terrain ranging from plateaus to high mountains and valleys, lower Himalayan ranges, each representing diverse ecology, resources, social moorings and political identities. The Himalayan region stretching from Afghanistan to the mountains of Pakistan, India, Nepal and Bhutan is at the cusp of South Asia, Central Asia and China. This geographical location has allowed transit for cultures, trade and movement of people from India northwards to the trans-Himalayas and from Tibet, China and Central Asia southwards to India. It has assimilated Hinduism and Buddhism along with indigenous cultures, languages, dialects and ethnicity. People have emotional and cultural sentiments towards the Himalayas, especially Hindus, Jains and Buddhists, who revere sacred Kailash Mansarovar. Ancient texts have written about the Himalayas as a symbol of divinity and spirituality. The Vishnupurana states that the country south of the Himalayas and north of the ocean is Bharat, thus signifying the Himalayas as a frontier in the north.

The laudable objectives of the India Harmony Foundation and some memorable words of its esteemed founder, the late Zafar Saifullah, provided an occasion for the thoughts presented here. The former include work for the ‘oneness of spirit, national identity and brotherhood’ to strengthen the country. The latter were ‘Muhabbat ka mahaul banaa hai’ (building an ambience of amity). This is the context of this presentation. The overall theme of India’s Forgotten Heritage can cover a large number of subjects. That considered here is ‘Cultural Intermingling and Harmony in Sanskrit Literature’. To some it may seem rather technical, incidental or even trivial. But it is worth some elaboration and attention at present.

Let me first locate the North East within India's 'Act' or 'Look' East Policy. Constrained as we are by a revanchist Pakistan, a disturbed Afghanistan, an Iran for long under sanctions, and instability and turmoil virtually all over West Asia and the Arab world, India has for nearly three decades now, looked east towards economically dynamic South East Asia for more economic and diplomatic opportunities. These are areas where Indic civilisation had a profound impact in some areas well into the second millennium before it was eclipsed and overlaid by the development of indigenous cultures, and later, the advent of Islam and the Europeans.

4315. Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa

The role that families play in advocating for the human rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in communities in southern Africa has not received as much attention as it deserves. Our new publication is called Roots, because of the powerful comments from some of the parents of LGBTI people that their LGBTI children are “from the same tree branch” as them, and because families enable LGBTI people to find an authentic “sense of belonging that is true to their roots.” The paper Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa, reports on the experiences of LGBTI people and their families in Botswana, Mauritius, Mozambique, South Africa, and Zimbabwe. It highlights the role that the involvement of parents and families can play in the advocacy for LGBTI equality and freedom in our region including suggestions on ways to empower families to promote LGBTI acceptance in their homes, communities, and countries. For LGBTI people, the family can be the first place of rejection and damaging homophobia, transphobia and interphobia. Yet families can also be the best form of love and support that an LGBTI person can receive. Even initially hostile family members can grow to accept their LGBTI children, grandchildren and siblings. It may take time, emotional labour, vulnerability and courage for parents and family to accept their LGBTI child, however once parents and the family accept a LGBTI child, wanting the state to do the same is a natural next step.

4316. Bridging Geneva and Astana: The Best Hope for Sustained De-escalation in Syria

Abstract:
As the conflict in Syria approaches its tenth anniversary, a holistic political settlement encompassing the entirety of the country is unlikely in the near to medium term. More than eight years of diplomatic initiatives have yielded only limited results. The two principal tracks – the Geneva and the Astana/Sochi processes – are running up against the complexity of the conflict and an emboldened Assad regime; neither process is sufficient on its own to generate momentum towards a lasting political settlement for the whole of Syria. However, creatively bridging these two processes could bring greater stability to those areas of Syria still beyond the Assad regime’s control, assuaging the suffering of some Syrians, and potentially serving as a building block for a longer-term settlement. Barring a major strategic shift in diplomacy, developments on the ground could render both diplomatic efforts obsolete. Instead, negotiation efforts should pivot to develop innovative approaches to bridge the Geneva and Astana processes. This bridging effort would focus on consolidating fragile ceasefires in Syria’s northwest and northeast regions, and anchoring some semblance of stability in these areas through improved humanitarian access and enhancing local governance structures.

4317. Syria in the US and Israeli debate on Iran

Abstract:
With presidential elections in the United States underway in November 2020[1], the only possible scenarios for Washington in the Middle East are either continuation and solidification, or a change in its Iran policy, each with different potential impacts on the geopolitical conflict between the United States, Israel, and allied Arab countries on one side and Iran and its regional Axis-of-Resistance on the other. Analysing current convergences and divergences between the United States and Israel on Syria and Iran is important to anticipate potential changes in both countries’ positions following the US election, as such changes may impact the effectiveness and even the prospect of the continuation of the United States’ so-called ‘Maximum Pressure’ campaign. The policies of the two countries on Syria and Iran became varyingly intertwined as Iran entrenched itself deeply in Syria. Nonetheless, it is important to note that Israel and the United States differ in their approaches to tackling Syria. This contribution attempts to assess the US campaign against Iran, the cost it is likely to have inflicted upon it in Syria, and the outlook of an agreement with Iran. Although we are considering US policy on Iran, the analysis here also includes the Israeli perspective. Private conversations with Israeli current and former officials have provided important insights into how Israeli officials see US policy in Syria and vis-à-vis Iran, and can add a unique contribution to the dialogue. In this analysis, we sought to address several issues. First, whether there are any incentives for Iran to concede to US demands or reach a meaningful bargain, and whether under a Biden or Trump administration a new Joint Comprehensive Plan of Action (JCPOA) could be renegotiated to include Iranian expansion in the region. We also examined the form and incentives structure that could entice Iran to offer a constructive contribution to the stability of Syria and the region. In addition, we assessed to what extent the Maximum Pressure campaign affects Iran, and whether targeting Syria with sanctions would incentivise both the Syrian government and the Syrian locals (who are working with Iran as fighters) to break with Iran. Finally, assuming that Iran is in Syria to protect its own interests, we question whether more threats to Tehran would lead to reduced presence in Syria.

4318. The Syrian National Army (SNA): Structure, Functions, and Three Scenarios for its Relationship with Damascus

Abstract:
The Syrian National Army (SNA) is officially part of the Syrian Interim Government (SIG) and responds to the Ministry of Defense (MoD). Abdurrahman Mustafa, the President of the SIG, and Selim Idris, the Minister of Defense, oversee the SNA. Idris is also the Chief of Staff of the SNA. The SNA is then further divided into legions and factions. The commanders of the three key legions of the SNA, namely Muataz Raslan, Mahmud el-Baz, and Abu Ahmad Nour, are responsible for all of the factions of their legion. The fourth, fifth, sixth, and seventh legions are organised under the National Liberation Front (NLF). Each faction commander is officially under the legion’s command, though each legion’s number of factions vary, and each legion commander makes decisions as a representative of their legion in coordination with Selim Idris, the commanders of the other legions, and the council. The council is made up of SNA faction leaders who each maintain their own autonomous area and thus can exercise significant power. Therefore, most decisions need explicit or at least tacit approval from them. The SNA’s Chief of Staff and the MoD have different offices operating autonomously from the factions of the SNA and only respond to Selim Idris. The SNA is additionally composed of eight offices (figure 1): The media office, the military court office, the military police, the guidance counselors’ office, the finance office, the administration and organisation office, the operational office, and the training office.

In Idlib, armed groups can be categorized under three conglomerates: Hayat Tahrir al-Sham (HTS), the Syrian National Army (SNA), and radicals led by Hurras al-Deen (HaD). Among these three anti-government groups, HTS is the strongest one. Though the SNA’s Idlib branch has more manpower than other groups, HTS has superiority in terms of discipline, organisation and weaponry.

4320. Russia’s Increasing Stalemate in Southwest Syria

Abstract:
The town and province of Daraa in southwest Syria is known for being a “cradle of the Syrian revolution”. Six years after the start of the Syrian uprising, it has been included in one of the four de-escalation zones that Russia established in Syria striking deals between different opposition armed groups and Damascus, with the consent of external actors. The southwest de-escalation zone is comprised of three provinces – Daraa, al-Suwaida, and al-Quneitra – whose proximity to Israel has been a crucial factor in Moscow’s strategy in the region. The southwest Syria de-escalation zone has several peculiarities that make it distinct from the other zones, in particular its geography, i.e. its proximity to Israel, which has defined Russia’s very special and nuanced approach to it. At the same time, the Russian approach to dealing with the armed opposition groups within the zone was similar to the groups in other de-escalation zones. So, what makes Russia’s approach different?
