Abstract:: With Putin’s war against Ukraine about to enter its third year, the EU’s enlargement policy remains at the top of its foreign policy priorities, with the focus being on both Ukraine and Moldova. This is following the European Council’s decision to open accession negotiations with both countries. But where does this leave the countries of the Western Balkans and their very long journey towards the EU which began over 20 years ago? Will these countries’ hopes for much needed political momentum in their accession prospects be fulfilled during 2024, despite the repeated delays and the EU’s failure to respect its commitments to the region over the past few years? With elections taking place across Europe offering fertile ground for Russia to deploy its arsenal of disinformation tactics, time is not on the EU’s side. To counter Russian attempts to influence developments in the region, as well as to reverse the dangerous trend of backsliding in democratic and rule of law reforms, the EU will need to adopt a more robust, consistent and determined approach towards the Western Balkans. Without any further delay, it needs to set out a much needed geopolitical and security direction for its enlargement policies in the Western Balkans.

2. Seeing Tunisia’s Civil Society During Un-civil Times

Abstract:: Tunisia’s dramatic democratic reversals since July 2021 warrant an in-depth reflection on how and where its once-promising democratisation momentum went wrong. Much attention is given to the top-down demolition of democratic institutions by the country’s (democratically) elected President Kais Saied. However, just as the popular revolution that ousted the dictator Zine el-Abidine Ben Ali and the subsequent democratic transition was to a great extent a bottom-up process, so civil society too is an important piece of the de-democratisation puzzle. In a bid to compare and contrast trajectories of degeneration and regeneration, the paper explores the contributions and constraints of Tunisian civil society vis-à-vis Tunisia’s difficult experiment with democratisation.

3. Nigeria’s 2023 Election: Democratic Development and Political Fragmentation

Abstract:: Nigerians will go to the polls on February 25 to elect a new president and members of the National Assembly. This marks the 7th in an unbroken sequence of presidential elections held since the country’s return to democracy in 1999. With President Muhammadu Buhari unable to compete in the election having served two full terms, the unpopular ruling All Progressives Congress (APC) party will face a formidable challenge, not only from its traditional rival, the People’s Democratic Party (PDP), but also from an unprecedented ‘third party’ challenger – a previously marginal but now surging Labour Party. This paper analyzes Nigeria’s 2023 election not only in the context of this unique partisan configuration, but also considering the wider set of factors that will, in all probability, influence the organization and the outcome of the election. These factors include the preparedness of the Independent National Electoral Commission and especially its capacity to properly deploy its newly acquired biometric and result transmission technologies. In addition, the analysis explores the ways in which the voting process and result will also reflect the limitations and risks imposed by Nigeria’s current climate of chronic insecurity, resulting from active armed militia and criminal groups operating across nearly all regions, but particularly in the Northeast, Southeast, and South-south. Insecurity has likewise coincided with rising elite polarization and the breakdown of the “zoning’ consensus ahead of the election, elevating the importance of identitarian political rhetoric in the campaigns. While insecurity appears likely to contribute to the trend of declining voter turnouts observed in previous elections, the apparent increase in political interest, particularly among young voters, as reflected in the spike in the collection of voters cards ahead of the election might mark a countervailing trend. Against this backdrop, the paper also considers the major parties, candidates, their political projects as well as their target constituencies. It finds that the parties articulated moderately divergent emphases while remaining largely consonant on the contentious economic questions of the period. It also considers possible elections scenarios that may result from the varying institutional and political characteristics of the main parties. Ultimately, it finds that the 2023 poll will represent the continued evolution of Nigerian electoral institutions and political participation in a context of lingering social division and insecurity.

4. European Democracy Support Annual Review 2022

Abstract:: The need to defend democratic values from violent attack was the dominant theme of 2022. Russia’s invasion of Ukraine in February made democracy’s defense a priority of the highest geopolitical as well as normative order. It propelled commitments to protect democracy to the top of the agenda for Europe, internally as well as in foreign and security policy. European powers responded and a common line gained currency that the war had pulled them through a watershed conversion in their strategic outlook. However, in a year dominated by the imperative of defending democracy, European policies specifically aimed at supporting democracy evolved in only understated fashion. While these policies were adjusted in important ways to the new context, Europe shifted gear much less in this area than in others. In 2021, the European Democracy Hub published the first annual review of European democracy support.1 This second review aims to provide an empirical overview of European democracy support policies in 2022. The review covers policies, strategies, and initiatives at the level of the European Union (EU) as well as those of its member states and of non-EU European countries active in democracy support (Norway, Switzerland, and the United Kingdom). It presents information on European efforts to defend and strengthen democracy around the world while highlighting their shortcomings. The aim is to inform debates about policies geared toward upholding democracy internationally. Russia’s invasion of Ukraine dominated European policy debates in 2022 in many ways. This review examines the democracy-related consequences of the invasion and of the geopolitical changes it unleashed. Western leaders framed the invasion as a threat not only to Ukraine but also to democratic norms and the rules-based order more widely, and as such it galvanized EU institutions and European governments into new commitments to defend democracy. However, these commitments were far from being the main policy responses; for all the rhetoric about a new struggle to defend democratic values, many elements of European democracy policy were second-order priorities. And, in some ways, the security aspects of the strategic landscape diluted European democracy commitments. The invasion did not alter all aspects of European democracy policy, which in many countries was shaped by domestic political developments. In a year of notable protests and other forms of civic activism around the world, the EU and some member states improved the ways in which they engage with local actors in support of political reform. The EU began to roll out many new programs in its democracy toolbox. Though low-profile, this began to add more tactical sophistication to EU policies. Yet the degree of European support for democratic openings remained modest and, in some places, negligible. And, while much attention was on the global consequences of the war in Ukraine, the EU’s democracy activities moved up a gear to a greater extent internally than externally. This review offers a summary of the main changes to the context conditioning European democracy policies before outlining their evolution at the EU and national levels during the year. It then looks at the war in Ukraine and the democracy-related aspects of the European response to it. The review then delves into more specific aspects of democracy support that were pursued, such as democracy funding, the use of sanctions and conditionality, and democracy considerations in conflict interventions. In line with the previous review, we frame democracy support in a broad sense. The concept lacks a firm definition and this review reflects an elastic understanding of it. Broadly, the analysis considers quantitative and qualitative aspects of European strategies relevant to strengthening democratic practices, norms, and institutions. Democracy support in this sense includes the use of funding for democracy projects, decisions over sanctions, the use of political conditionality, and the incorporation of democracy factors into conflict-related policies. The review looks not only at examples of such democracy support but also instances where democratic considerations were absent from EU policy. Democracy support is understood here as including EU and European action around the world, including within Europe, but not the actions of governments in their country’s domestic affairs.

This paper explores the resilience of the commercial spyware market and offers ideas about how to limit the spread of invasive cyber surveillance tools. It highlights several factors driving the industry, including elevated demand for intrusion technology from government clients and private customers, as well as inconsistent political will from democratic governments to crack down on these technologies.

6. European aid to the MENA region after the Arab uprisings: A window of opportunity missed

Abstract:: European official development assistance to Middle Eastern and North African (MENA) countries increased sharply after 2011, ostensibly in support of the social, economic, and above all political changes demanded by the Arab uprisings. The subsequent turn to development policies driven by security and anti-migration agendas, especially following the Syria refugee crisis in the autumn of 2015, raises the question whether initial expressions of support for democratic transformation expressed by European donors were ever backed by concrete measures. This paper discusses this question with an exploratory review of the policy and practice dimensions of four European MENA aid programmes between 2011 and 2016. The policy dimension is explored via an analysis of available documents from the EU, France, Germany, and the UK. The practice dimension is discussed with reference to OECD-DAC aid data on bilateral aid to MENA countries, focusing on aid in the social infrastructure and services sector, and in particular on the government and civil society sub-category. Our analysis reveals that, while all donors promised to support democracy in MENA countries, none had a clear strategy for doing so via their development cooperation. At the practice level, while programmes and projects were aimed at supporting change in specific contexts, increases in aid were mostly unrelated to political change. This indicates a preference for avoiding risks, which served to underpin the region’s political and socio-economic status quo. Accordingly, European donors missed an opportunity to test whether their aid could make a difference in supporting democratic transformation in the MENA. The social, economic, and political tensions behind the Arab uprisings remain unresolved more than a decade on, meaning that there is likely a need to learn lessons from the period following 2011.

Abstract:: This article re-frames the ongoing democracy versus security debate surrounding the European Union’s (EU) policies to counter terrorism and prevent/counter violent extremism (CT-P/CVE). Indeed, extant literature has primarily focused on how the EU’s CTP/CVE-specific emphasis on security concerns has come at the expense of attention towards good governance and social justice, thereby undermining the effectiveness of its approach. After reviewing general concepts discerned from previous research on the EU’s CT-P/CVE policy, tracing its approach over time, analysing key documents, and conducting interviews with policymakers, this analysis finds that the EU – in its words, funding, and policy implementation – also pays significant CT-P/CVE-relevant attention to the structural causes of radicalisation to violent extremism and terrorism by mobilising significant developmentoriented resources and diplomatic energy. By doing so, the EU’s CT-P/CVE policies balance an emphasis on security concerns and broader socio-economic and diplomatic engagement. However, the EU simultaneously de-emphasises good governance and peacebuilding, which must be reinforced and mainstreamed across its primary developmental engagement for the EU’s CT-P/CVE approach to be considered fully fit-for-purpose.

8. International Democracy Promotion in Times of Autocratization: From Supporting to Protecting Democracy

Abstract:: The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

9. Only game in town? Inequality and demand for democracy in Africa – a micro perspective

Abstract:: In this paper, the author explores whether perceived inequality is associated with demand for democracy among Africans. Past research has diverged on whether macro-level inequality should increase or decrease support for democracy, with some arguing that people might see democracy as a solution to inequality, and others that people might see it as a cause. I advance this literature by using a perceptual measure of inequality from Afrobarometer: how people feel their living situation compares to others’ in their country. I find that perceived equality is significantly associated with greater demand for democracy, while perceptions of relative deprivation and relative advantage are both associated with lower democratic demand. These effects are largely significant above and beyond the effect of absolute poverty and known predictors of support for democracy, such as free and fair elections and level of education.

10. Five Strategies to Support U.S. Democracy

Abstract:: American democracy is at a dangerous inflection point. The moment requires a step-change in strategy and support. Without such momentum, the country faces a democratic setback potentially as serious as the ones already occurring in India and Hungary (both now ranked only “partially free” by Freedom House) and the nearly one-hundred-year reversal that occurred following America’s Reconstruction era. Many Americans view this moment with concern, but their worry is measured: America’s system is creaky, but the world’s oldest democracy has strong institutions and will pull through. However, since the end of the Cold War, most democratic failure globally has been caused by elected governments using legal methods, such as gerrymandering and technical rule changes, to derail democracy. Their destructions of their own democracies have been supported by pluralities or majorities of their citizenries, whose polarization leads them to back policies that harm democracy to ensure their side prevails. America is on precisely this path. The age and consolidation of U.S. democracy provides resilience—but Americans should not expect too much from the country’s historical strength. Many of the laws that form institutional guardrails were written poorly in the aftermath of the Civil War, with loopholes that are easily challenged given a lack of precedent. Moreover, the country’s age means that much of what are presumed to be laws and institutions are, in fact, simply norms. These norms are eroding quickly. Other organizations and philanthropists already understand the danger America is in. They are pouring time and money into getting more people to vote, particularly minorities and swing voters, to win back democracy. These efforts are necessary—but not sufficient. America’s democratic decline has accelerated despite record numbers of people, minorities, and swing voters voting. And for those on both sides of the aisle for whom these voting measures are proxies for partisan preferences they believe will save U.S. democracy, democratic decline in many states has accelerated despite Democratic control of both chambers of Congress and the presidency at the national level. The community supporting U.S. democracy needs a better strategy.

11. Understanding and Responding to Global Democratic Backsliding

Abstract:: Over the past two decades, democratic backsliding has become a defining trend in global politics. However, despite the extensive attention paid to the phenomenon, there is surprisingly little consensus about what is driving it. The most common explanations offered by analysts—ranging from the role of Russia and China and disruptive technologies to the rise of populism, the spread of political polarization, and democracies’ failure to deliver—fall short when tested across a wide range of cases. A more persuasive account of backsliding focuses on the central role of leader-driven antidemocratic political projects and the variety of mechanisms and motivations they entail. This paper identifies and analyzes three distinct types of backsliding efforts: grievance-fueled illiberalism, opportunistic authoritarianism, and entrenched-interest revanchism. In cases of grievance-fueled illiberalism, a political figure mobilizes a grievance, claims that the grievance is being perpetuated by the existing political system, and argues that it is necessary to dismantle democratic norms and institutions to redress the underlying wrongs. Opportunistic authoritarians, by contrast, come to power via conventional political appeals but later turn against democracy for the sake of personal political survival. In still other backsliding cases, entrenched interest groups—generally the military—that were displaced by a democratic transition use undemocratic means to reassert their claims to power. Although motivations and methods differ across backsliding efforts, a key commonality among them is their relentless focus on undermining countervailing governmental and nongovernmental institutions that are designed to keep them in check. As international democracy supporters continue to refine their strategies of responding to democratic backsliding, they must better differentiate between facilitating factors and core drivers. Such an approach will point to the need for a stronger focus on the nature of leader-driven antidemocratic projects, identifying ways to create significant disincentives for backsliding leaders, and bolstering crucial countervailing institutions. Moreover, they should deepen their differentiation of strategies to take account of the diverse motivations and methods among the three main patterns of backsliding. Only in this way will they build the needed analytic and practical capacity to meet the formidable challenge that democratic backsliding presents.

12. An Economic Defense of Multiple Antitrust Goals: Reversing Income Inequality and Promoting Political Democracy

Abstract:: Two recent papers by prominent antitrust scholars argue that a revived antitrust movement can help reverse the dramatic rise in economic inequality and the erosion of political democracy in the United States. Both papers rely on the legislative history of the key antitrust statutes to support their case. Not surprisingly, their recommendations have been met with alarm in some quarters and with skepticism in others. Such proposals by antitrust reformers are often contrasted with the Consumer Welfare Standard that pervades antitrust policy today. The Consumer Welfare Standard suffers from several defects: (1) It employs a narrow, unworkable measure of welfare; (2) It excludes important sources of welfare based on the assumption that antitrust seeks only to maximize wealth; (3) It assumes a constant and equal individual marginal utility of money; and (4) It is often combined with extraneous ideological goals. Even with these defects, however, if applied consistent with its theoretical underpinnings, the consideration of the transfer of labor rents resulting from a merger or dominant firm conduct is supported by the Consumer Welfare Standard. Moreover, even when only consumers (and not producers) are deemed relevant, the welfare of labor still should consistently be considered part of consumer welfare. In contrast, fostering political democracy—a prominent traditional antitrust goal that was jettisoned by the Chicago School—falls outside the Consumer Welfare Standard in any of its constructs. To undergird such important broader goals requires that the Consumer Welfare Standard be replaced with the General Welfare Standard. The General Welfare Standard consists of modern welfare economics modified to accommodate objective analyses of human welfare and purged of inconsistencies.

13. The EU Green Deal. A new momentum for democratic governance in the MENA region?

Abstract:: Dysfunctional governance and repression lie at the heart of social, economic and political challenges and crises in the Middle East and North Africa (MENA) region. The nature of governance, whether autocratic, corrupt, crony capitalist, highly centralised, patriarchal and/or merely incompetent, led to alarming socioeconomic and political grievances. These grievances accumulated over decades sparking region- wide protests in 2010, 2011 and subsequent years. Without major improvements in the quality of democratic governance,1 further crises are inevitable, and sustainable stability will remain unattainable, with major negative repercussions for the European Union (EU) itself. Naturally, climate change is augmenting these challenges and increasing the pressure on government performance. The EU Green Deal addresses this uniquely urgent matter in need of assertiveness, namely climate change with its worldwide palpable repercussions and impact for all. The deal has serious implications for economies and hence societies in MENA countries. At the same time, it could and must serve as a vehicle for improved democratic governance in the region. This is also in the interests of the EU’s green ambitions, as lasting environmentally sound and socially just policies in countries beyond the EU will hardly materialise without improvements in the area of democratic governance. The two subject areas are mutually dependent; hence, the durable success of climate policies is unlikely without being buttressed by democratic components. This understanding needs to be mirrored in all EU policies and programmes targeting the region by interweaving climate policies with democratic governance.

15. Leaving Stabilocracy Behind – Rethinking the French Approach to the Western Balkans

Abstract:: In this paper, BCSP researcher Luka Steric calls for the U-turn in the French and EU approach to the Western Balkans, calling for the end of support for stabilocracy. The spring elections have resulted in regime continuity in both France and Serbia. President Macron has secured the second term with a convincing victory in the second round against the archrival Marine Le Pen. Simultaneously, President Vucic has stroke another landslide victory in the first round of the elections, with his Progressive Party holding on to power although losing absolute majority in the Parliament for the first time since 2014. However, the political landscape has changed radically since their previous victories five years ago. The war in Ukraine has shifted the focus of the European Union toward geopolitics, pushing the Western Balkans, seemingly forgotten, back on the European agenda. The threats of instability and the rising influence of third powers in the region have rung the alarm in the new global context, opening the floor for the discussion on how to revamp the European strategy which has been largely inadequate for the past decade. In contrast to previous periods in which France had a more passive approach and appeared mostly indifferent to the developments in the Western Balkans, during the first term of Macron’s presidency the official Paris has retaken a major role on the regional stage. As part of his ambition to become the political leader of Europe, Macron has launched several initiatives attempting to modify the European enlargement policy. Based on the consequences of these initiatives, we can conclude that the goal was to stop the enlargement process for a foreseeable future, substituting it with an economic and political presence that would ensure the stability of the region within the European sphere of influence. For this purpose, Macron was more than ready to collaborate with autocratic regimes such as the one in Serbia which he believed to be crucial for keeping the Western Balkans relatively stable. This strategy has contributed to the region steadily becoming both less secure and less democratic, eroding the once unquestionable European credibility and influence. The tectonic shifts we are witnessing on the European continent should be a wake-up call to critically evaluate and rethink the French policy in the Western Balkans, including a U-turn in the relationship with the current regime in Belgrade.

Abstract:: In this analysis, the predominant narratives of the pandemic shall be explored, as well as the ways they have impacted the state capturing process in the period from the second half of 2021 till 3 April 2022, when the general and presidential elections took place in Serbia. The crisis caused by the COVID-19 pandemic denuded the authoritarian tendencies in Serbia, both in the state and in the society, making visible the size and scope of state capturing. To what extent this process has set in may be best visible by the way the institutions and authorities have made decisions during the pandemic management, as well as by the decision they have taken. It has been 26 months since the first infection case was registered in Serbia and since the two-month long state of emergency was introduced. Ever since, decisions have been taken towards reducing the virus spread, but also disregarding the opinions of experts in this field (epidemiologists, virologists and immunologists). The decisions were made depending on the ruling elite’s political interests. For the first year and a half after the outbreak, the mainstream discourse imposed by the authorities was that the state and the society were at war. All the elements of war discourse were noticeable in the statements of public officials, even experts – there is an enemy out there whom we must beat (the virus), emergency measures like curfew were introduced, the story of doctors like frontline warriors was imposed, and allies were also chosen for this war. The narrative of war like predominant discourse of fighting the pandemic provided legitimacy for the highest officials to take the crucial decisions in countering the pandemic – precisely this enabled the President of the Republic or the Prime Minister to take and communicate the most important decisions regarding this “war”, while experts were placed at the margins of decision-making. Finally, the top officials are competent for declaring victory at war, and the ruling party declared the victory over the pandemic twice, both times on the eve of elections – first time in May 2020, and second in March 2022. However, during the autumn 2021, the narrative of war as the prevalent one during the pandemic was replaced by quiet and silence, the story of the pandemic was pushed to the margins, which was particularly evident in the April 2022 pre-election period.

17. AI Startups and the Fight Against Mis/Disinformation Online: An Update

Abstract:: The events following Russia’s invasion of Ukraine have shown again the power of online mis/disinformation. As it continues to grow and spread, there are new and continuing attempts to address this problem. These include supply-side and demand-side fixes (including media-literacy programs, fact-checking and, in Europe, new regulations) but few of these have scaled. This paper looks at one kind of supply-side attempt to tackle the prevalence of online mis/disinformation: the market for tech-based solutions that use some form of artificial intelligence (AI) machine/deep learning for content moderation, media integrity, and verification. This paper presents the findings of interviews of 20 niche firms that use AI to identify online mis/disinformation, many of which were previously surveyed for a 2019 paper on the role of AI startups in the fight against disinformation. These companies did not release their revenue figures but it seems that the market for their services is smaller than many entrepreneurs had originally hoped, and that Google and Facebook are not relying on such firms for help in identifying online mis/disinformation. The cost of the services provided by these startups and the desire to keep things in-house and protect their activities from outside scrutiny are part of why the tech giants do not rely on small startups for help with screening online mis/disinformation. This may be why funding for these startups does not seem to have grown significantly and so more than half of them are now focusing on the business-to-business market, selling mis/disinformation mitigation services to, for example, insurance companies, large public entities, and governments, among others. There also appears to be a limited market for business-to-consumer solutions for detecting mis/disinformation. However, continuing advances in AI as well as forthcoming regulation by the European Union and the United Kingdom will continue to spur innovation, which may stimulate demand. University initiatives, academics, journalism organizations, and cybersecurity experts are all also trying to come up with ways to identify and control the spread of mis/disinformation. Ultimately, despite its advances, technology alone will not solve the online mis/disinformation problem. Giant social media platforms have few financial incentives to crack down on this—quite the opposite, in fact. To push social media platforms to act against online mis/disinformation and illegal speech, regulation must deftly address the issue while preserving freedom of expression. There is a further problem in the form of the political polarization that has intensified in the United States and other parts of the world. Fixing this is likely to be well beyond the role of business and technologists.

Abstract:: We are still some distance from a worldwide robot takeover, but artificial intelligence (AI)—the training of computer systems with large data sets to make decisions and solve problems—is revolutionizing the way governments and societies function. AI has enormous potential: accelerating innovation, unlocking new value from data, and increasing productivity by freeing us from mundane tasks. AI can draw new inferences from health data to foster breakthroughs in cancer screening or improve climate modeling and early-warning systems for extreme weather or emergency situations. As we seek solutions to today’s vexing problems—climate disruption, social inequality, health crises—AI will be central. Its centrality requires that stakeholders exercise greater governance over AI and hold AI systems accountable for their potential harms, including discriminatory impact, opacity, error, insecurity, privacy violations, and disempowerment. In this context, calls for audits to assess the impact of algorithmic decision-making systems and expose and mitigate related harms are proliferating1 , accompanied by the rise of an algorithmic auditing industry and legal codification. These are welcome developments. Audits can provide a flexible co-regulatory solution, allowing necessary innovation in AI while increasing transparency and accountability. AI is a crucial element of the growing tech competition between authoritarian and democratic states—and ensuring that AI is accountable and trusted is a key part of ensuring democratic advantage. Clear standards for trustworthy AI will help the United States remain a center of innovation and shape technology to democratic values. The “algorithmic audit” nevertheless remains ill-defined and inexact, whether concerning social media platforms or AI systems generally. The risk is significant that inadequate audits will obscure problems with algorithmic systems and create a permission structure around poorly designed or implemented AI. A poorly designed or executed audit is at best meaningless and at worst even excuses harms that the audits claim to mitigate. Inadequate audits or those without clear standards provide false assurance of compliance with norms and laws, “audit-washing” problematic or illegal practices. Like green-washing and ethics-washing before, the audited entity can claim credit without doing the work. To address these risks, this paper identifies the core questions that need answering to make algorithmic audits a reliable AI accountability mechanism. The “who” of audits includes the person or organization conducting the audit, with clearly defined qualifications, conditions for data access, and guardrails for internal audits. The “what” includes the type and scope of audit, including its position within a larger sociotechnical system. The “why” covers audit objectives, whether narrow legal standards or broader ethical goals, essential for audit comparison. Finally, the “how” includes a clear articulation of audit standards, an important baseline for the development of audit certification mechanisms and to guard against audit-washing. Algorithmic audits have the potential to transform the way technology works in the 21st century, much as financial audits transformed the way businesses operated in the 20th century. They will take different forms, either within a sector or across sectors, especially for systems which pose the highest risk. But as algorithmic audits are encoded into law or adopted voluntarily as part of corporate social responsibility, the audit industry must arrive at shared understandings and expectations of audit goals and procedures. This paper provides such an outline so that truly meaningful algorithmic audits can take their deserved place in AI governance frameworks.

19. Social Policy Expansion and Retrenchment After Latin America’s Commodity Boom

Abstract:: The literature on social policy expansion and retrenchment in Latin America is vast, but scholars differ in how they explain the outcomes, arriving at different conclusions about the role of democracy, left parties, favorable economic conditions, and social movements in shaping reform. What can welfare state developments since the end of the commodity boom teach us about the theoretical power of these arguments? This paper engages this question, seeking to explain recent incidents of social policy reform in 10 presidential administrations in Argentina, Brazil, Chile, and Uruguay. Using a combination of crisp-set qualitative comparative analysis (csQCA) and case studies, we identify multiple paths toward social policy expansion and retrenchment that involve the absence and presence of electoral competition, economic resources, party ideology and linkage mechanism, social movement pressure, international pressure, and legacies. The results show that while both parties of the left and right expanded social programs, only the right engaged in retrenchment, yet partisanship alone is insufficient for explaining reform outcomes, as the variable must appear in combination with other factors depending on the party’s linkage mechanism. The results provide new insight into the politics of social policy reform in Latin America, showing the relevance of complex forms of causality.

Abstract:: This paper investigates the impact of foreign aid on democratic outcomes using a panel of countries for the period between 1995 and 2018. In so doing, it speaks to a major critique of foreign aid, which is that it negatively impacts democratic governance. The analysis distinguishes between developmental aid and democracy aid, and examines democracy aid to specific sectors, in order to explore variation across different aid types. It draws on the Organisation for Economic Co-operation and Development’s (OECD) Creditor Reporting System (CRS) data on foreign aid and indices of democracy from the Varieties of Democracy project, employing a combination of a maximum likelihood estimation and structural equation modelling (ML-SEM) model and fixed effects models. Overall, using a more extensive set of data and methods than previous analyses, we offer comprehensive evidence pointing to aid having a positive if modest impact on democratic outcomes. Our analysis suggests this effect is more significant for democracy aid than developmental aid, but there is no evidence of negative impact for either. These results are robust to multiple specifications.

Abstract:: PalThink for Strategic Studies followed the second phase of the electoral process in its second phase with great interest. It was conducted in eleven governorates in the West Bank, including occupied Jerusalem, and was held in fifty local municipalities. Two-hundred thirty-four lists competed in the elections. According to the Chairman of the Central Election Commission, Hanna Nasser, who spoke at the morning press conference in Al-Bireh city on March 26, 2022, independent parties comprised 64.4% of the candidates, while there were 35.6% party lists. The overall turnout was 53% of those eligible to vote despite the challenges of holding regular and permanent elections in all Palestinian areas, sectors, and institutions.

Abstract:: If it wasn’t clear three months ago, it is clear now: the next global era will be defined by democracy versus autocracy. In this competition, a new and decisive divide pits America’s approach of “digital democracy” against China’s approach of “digital autocracy.” This great divide places the US and allies on one side and China's unfettered access to sensitive data on the other. China’s digital authoritarianism has been described as "one giant QAnon" and is ubiquitous among the 1.4 billion inhabitants of the country. Moreover, one of the greatest threats to American national security interests is if China prevails in exporting and normalizing its model of digital supremacy. China’s global network of surveillance systems is antithetical to liberal democratic values, as it monitors, punishes, and conditions citizens, as well as influences them through automated disinformation campaigns. China’s ambition for global digital supremacy is real and supported by aggressive diplomatic efforts and massive financial investments. The effort by the United States and like nations to maintain a peaceful and prosperous world order will require a level of sophistication and commitment unrivaled in our history. China is not only an adversary. It is sometimes a partner whose massive economy is deeply entwined with that of the US and other friendly nations. This is not the zero-sum game of the Cold War conflict, and the hope is that it never becomes so. Will liberal democracies strengthen and proliferate or weaken and dwindle in the 21st century? The Chinese state intends to shape the global digital order in its image by redrawing technological norms and standards. Ultimately, the US-China national security competition may hinge on who sets the digital world order.

30. Government Internet Shutdowns Are Changing. How Should Citizens and Democracies Respond?

Abstract:: Governments worldwide continue to deploy internet shutdowns and network disruptions to quell mass protests, forestall election losses, reinforce military coups, or cut off conflict areas from the outside world. Data from the past few years show that incidences of global shutdowns have remained steadily high: 196 documented incidents in 2018, 213 incidents in 2019, and 155 in 2020. The first five months of 2021 recorded fifty shutdown incidents.1 Government-instigated internet shutdowns largely took place in relation to five event types: mass demonstrations, military operations and coups, elections, communal violence and religious holidays, and school exams. As Clément Voule, the United Nations special rapporteur on the rights to freedom of peaceful assembly and of association, pointedly observes: “Shutdowns are lasting longer, becoming harder to detect and targeting particular social media and messaging applications and specific localities and communities.”2 Events in Russia have put a finer point on internet shutdown trends. On March 4, 2022, Roskomnadzor, the Russian internet regulator, announced that it would block Facebook and Twitter and would ban new uploads to TikTok.3 On March 14, it added Instagram to the banned list.4 Russian authorities have also restricted access to a slew of news websites, including the BBC, Deutsche Welle, Radio Free Europe/Radio Liberty, and Voice of America. Roskomnadzor claimed these measures were enacted in response to new limits imposed by platforms on Russian propaganda outlets—accusing Facebook of “discrimination.”5 The Kremlin’s crackdown is an ominous signal about where the shutdown struggle is headed in authoritarian countries. Despite these bleak trends, there is a growing international consensus—at least among liberal democracies—that protecting internet access is integrally linked to freedoms of expression and association and forms a crucial part of the global democracy and human rights agenda. This paper picks up on this emerging norm and probes several key questions: What can citizens do to evade authoritarian controls and regain internet access? How can democratic governments support these efforts and push back against governments that shut down and block the internet? The short answer is that there is a multitude of responses available to democracies and civil society organizations to push back against internet blackouts and network disruptions. Democracies can exert meaningful pressure against repressive governments to ease internet blocks, and citizens are able to exercise creative options to circumvent internet controls. The paper walks through different tools available to citizens to evade internet controls. It examines where internet shutdown trends are headed and incentives for particular regimes to adopt new modes of censorship. It then presents a multifaceted strategy for democracies, civil society organizations, and technology developers and companies to counter internet shutdowns.

31. How Inequality and Polarization Interact: America’s Challenges Through a South African Lens

Abstract:: Over the past decade, toxic interactions between persistent inequality, racial tensions, and political polarization have undercut the promise of South Africa’s so-called rainbow miracle transition from apartheid to democracy. South Africa’s recent history sheds light on the United States’ recent political travails. It illustrates how interactions between inclusion and inequality on the one hand and political ideas and entrepreneurship on the other can fuel positive spirals of hope, economic dynamism, and political legitimacy—but can also trigger vicious, downward spirals of disillusion, anger, and political polarization. South Africa was able to transition from a society structured around racial oppression into a nonracial democracy whose new government promised “a better life for all.” Especially remarkable was the speed with which one set of national ideas appeared to give way to its polar opposite. From a society marked by racial dominance and oppression, there emerged the aspiration to build an inclusive, cooperative social order, underpinned by the principles of equal dignity and shared citizenship. In the initial glow of transition, South Africa’s citizens could hope for a better life for themselves and their children. In time, though, the promise wore thin. It became increasingly evident that the economic deck would continue to be stacked, and that the possibility of upward mobility would remain quite limited. Fueled by massive continuing inequities in wealth, income, and opportunity, South Africans increasingly turned from hope to anger. In the United States, a steady and equitably growing economy and a vibrant civil rights movement had fostered the hope of social and economic inclusion. But that hope turned to anger as the benefits of growth became increasingly skewed from the 1980s onward. In 2019, the U.S. economy was more unequal than it had been since the 1920s. Younger generations could no longer expect that their lives would be better than those of their parents. Such economic adversity and associated status anxiety can trigger a heightened propensity for us-versus-them ways of engaging the world. In both South Africa and the United States, polarization was fueled by divisive political entrepreneurs, and in both countries, these entrepreneurs leveraged inequality in ways that added fuel to the fire. In the 2010s, South Africa went through a new ideational reckoning, in part to correct the view that the transition to democracy had washed the country’s apartheid history clean. But opportunistic political entrepreneurs also pushed an increasingly polarized and re-racialized political discourse and pressure on public institutions, with predictable economic consequences. South Africa’s economy slid into sustained stagnation. Paralleling South Africa, America’s divisive political entrepreneurs also cultivated an us-versus-them divisiveness. However, unlike in South Africa, political entrepreneurs and economic elites in the United States also used divisive rhetoric as a way to persuade voters to embrace inequality-increasing policies that might otherwise not have won support. By the late 2010s, the risks were palpable in both South Africa and the United States of an accelerating breakdown of the norms and institutions that sustain inclusive political settlements. For South Africa, the reversals were not wholly unexpected, given the country’s difficult inheritance—though a recent turn away from angry populism suggests that, paradoxically, the rawness and recency of the anti-apartheid struggle and triumph might perhaps offer some immunization against a further-accelerating a downward spiral. But for the United States, the converse may be true. Increases in inequality since the 1980s, and their attendant social and political consequences, have been largely self-inflicted wounds. Complacency bred of long stability may, for decades, have been lulling the country into political recklessness at the inequality-ethnicity intersection, a recklessness that risks plunging the country into disaster. But this paper’s analysis is not all gloom and doom. South Africa’s escape from the shackles of apartheid teaches that, even in the most unlikely settings, downward spirals of despair and anger can transmute into virtuous spirals of hope. The country’s first fifteen years of democracy also show that, once a commitment to change has taken hold, making the shift to an inclusion-supporting economy is less daunting than it might seem. Reforms that foster “good enough inclusion” can be enough to provide initial momentum, with the changes themselves unfolding over time—and an initial round of change can bring in its wake a variety of positive knock-on effects. But lessons can be overlearned. Mass political mobilization was pivotal to South Africa’s shaking loose the shackles of apartheid—and new calls to the barricades might seem to be the obvious response to current political and governmental dysfunction. However, different times and different challenges call for different responses. In both contemporary South Africa and contemporary America, the frontier challenge is not to overthrow an unjust political order but to renew preexisting formal commitments to the idea that citizenship implies some shared purpose. Renewal of this kind might best be realized not by confrontation but rather by a social movement centered around a vision of shared citizenship, a movement that views cooperation in pursuit of win-win possibilities not as weakness but as the key to the sustainability of thriving, open, and inclusive societies.

Abstract:: “Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

Abstract:: As part of its primary role of promoting the values of democracy, justice, human rights, and dialogue among Palestinian youth, Pal-Think for Strategic Studies has conducted the “Civic Education 2” project funded by the National Endowment for Democracy (NED) for the second consecutive year. The project’s goal is to amplify Palestinian young men and women’s skills and background on democracy and human rights issues. This book marks the conclusion of the theoretical and practical training program that empowered 25 youth to conduct awareness-raising meetings and discuss their issues in radio interviews. Afterward, the participants prepared five research papers that addressed various issues from a youth perspective in an analytical way and in line with the IMRaD format. Finally, Pal-Think would like to thank everyone who contributed to producing this youth-centered, informative effort, whether through reading or discussing the papers. Pal-Think affirms its determination to continue its work, plans, and programs that aim at improving youth’s access to policy-making centers and promoting their social role.

34. Toxic Conflict: Understanding Venezuela's Economic Collapse

Abstract:: This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.

Abstract:: Why do new democracies comply with international human rights obligations? We analyze Paraguay’s compliance with all reparation measures requested by the Inter-American Human Rights System over the past two decades. In contrast to most studies, which focus on reparation measures ordered by a single organ in the system, our study covers all orders resulting from friendly settlements, reports published by the Inter-American Commission on Human Rights, and rulings by the Inter-American Court of Human Rights. We provide a novel classification of human rights cases, and evaluate three competing explanations for compliance: legal factors, international pressures, and domestic political will. Our analysis of 1,426 reparation-years underscores the importance of changes in political will over time.

Abstract:: Covid-19 has caused an unprecedented shock to the state apparatus and has triggered major reforms in the administrative system of Greece. Policy responses to the pandemic have brought about several positive changes towards the modernization and de-bureaucratization of public administration. However, the pace and scale of change vary significantly. The pandemic has acted as a strong driver for the digital transformation of the public sector and the strengthening of e-government policies. Numerous administrative procedures were streamlined, digitalized and simplified, working conditions have become more flexible and several improvements have taken place in service delivery and state-citizen relations. The observed centralisation of decision-making and the often use of fast-track procedures have raised questions of democratic control, transparency and the rule of law, while the emergency measureshave been criticized for the threats they pose for the protection of citizens’ rights, individual liberties and personal data. A key challenge remains the integration the emergency measures of the covid-19 policy agenda into a longer-term programme of administrative reform in the post-covid era.

37. Cross-Country Evidence on the Determinants of Preferences for Redistribution

Abstract:: Redistribution differs widely across countries, but our understanding of why this is the case is limited. In democracies, the extent of redistribution should ultimately reflect citizens’ preferences. We measure preferences for redistribution in six developed countries through internationally standardized questions in which respondents are faced with realistic budgetary constraints on their choice. We also measure a broad array of demographic, attitudinal, and ideological characteristics and examine their correlations with the preferred pattern of redistribution. As expected, individual income is associated with lower demand for redistribution, but this relationship loses significance once other factors are controlled for. Beliefs on social mobility have, in the aggregate, the largest effect in reducing demand for redistribution, the effect being largest in the US but insignificant in Italy and Slovenia. Trust in government has a negative effect on demand for redistribution across all countries. In line with other studies, we interpret this result as evidence that people believing that the political élite is corrupt demand more redistribution. Financial security, a proxy for the Prospect of Upward Mobility hypothesis, is also a significant correlate of preferences for redistribution, the effect being largest in Japan but small in the UK and Slovenia. Finally, discrimination of racial minorities is associated with lower demand for redistribution, but the effect is only significant in the US and Germany. Overall, the main theories that have been proposed to account for preferences for redistribution are confirmed to be valid, but with significant variation across countries.

Abstract:: In 2020, President of the United States Donald Trump launched an unprecedented electoral manipulation campaign in an attempt to secure himself a second term in office regardless of what voters decided. This Working Paper seeks to answer three questions: What electoral manipulation methods did Trump use? In what ways were his methods similar to those used previously by other incumbents to interfere with elections in their respective countries? And in what ways did his methods resemble those of election meddling by foreign state actors? To answer the aforesaid questions, this paper seeks to develop a model to describe Trump’s electoral manipulation campaign. The paper finds that Trump used seven different methods: Disinformation, voter suppression, intimidation and violence, intraparty pressure, attacking government institutions, breaking democratic norms, and attempted collusion with one or more foreign states. While most of the methods were not new, their combination was unique. That was to be expected, as Trump was the first 21st century incumbent in a well-established Western democracy to undertake such a massive electoral manipulation campaign.

Abstract:: In January 2020, Russian President Vladimir Putin proposed a set of constitutional amendments, aiming to secure the continuity of his power in the years to come. At the same time, the amendments allowed ideological visions on national identity to be inscribed in the Constitution. Since summer 2020, the Constitution has enhanced the symbolic status of the Russian language, which is now not only the state language but also the language of those who speak it (i.e. of “ethnic” Russians or “Russian-speakers”), implicitly referred to as the state-founding people. These provisions, together with support for compatriots abroad, not only continue the turn observable since the 2010s in Russia’s nation-building from a civic vision towards an ethnic vision of nation, but also challenge the existing interpretations of state borders. The provisions on safeguarding the “historical truth” and establishing a single framework for education hinder the republics from pursuing their identity policies. This Working Paper argues that the amendments both adjust the earlier changes and signal new ones in the official discourse and nationalities policy.

41. Is Cameroon a Police State? All About the Use of Administrative Custody

Abstract:: The wind of liberal democracy will not have swept away all the vestiges of the police state long maintained in Cameroon under the cover of Ordinance No. 62/OF/18 of March 12, 1962 on the repression of subversion. Indeed, this legislation had made impossible any democratic political life and had emptied of its substance the enjoyment and exercise of fundamental rights and freedoms guaranteed by the Constitution. Today, administrative custody seems to be one of the vestiges that has survived the passage of time. A unilateral prerogative of arbitrary deprivation of freedoms formerly held by the administrative authorities, administrative custody was formally instituted by law n°90/054 of 19 December 1990 on the maintenance of public order. In application of this law, and under the pretext – justified or false – of maintaining public order, the administrative authorities can request persons and property in the legal forms, request the forces of order, control the movement of goods and persons, but above all “take measures of police custody for a period of 15 days, renewable, within the framework of the fight against organized crime. This deprivation of liberty ordered by the administrative authorities is commonly referred to as “administrative custody”, which distinguishes it from judicial custody ordered in the context of criminal proceedings. At a time when most democratic systems are implementing a legal and institutional framework favorable to the rule of law and the development of fundamental rights and freedoms, it is not without interest to question the appropriateness of maintaining administrative custody in Cameroonian positive law, especially in normal times. Before mobilizing the arguments in favor of abolishing it (I), it is appropriate to first dwell on the difficulties it poses in the Cameroonian context (II).

Abstract:: The term democracy, which comes from the combination of demos, meaning “people“, and krátos, meaning “power“, refers to a mode of governance in which the people hold power and participate in its exercise. For this reason, the definition popularised by Abraham LINCOLN is that of “government of the people by the people and for the people”. In contact with the New Information and Communication Technologies (NICT), classical democracy is gradually turning into “e-democracy“, which GARSON defines as being: “the use of ICT by governments to improve the efficiency, equity, and quality of democratic participation”. (Garson, G. David. (2006) Public Information Technology and E-Governance: Managing the Virtual State. Sudbury, MA: Jones & Bartlett.) E-democracy is therefore involved in all aspects of democracy, including the electoral process (e-voting), which is seen as the most important in ensuring fair elections. For the OSCE, fair elections imply that “the electoral process is conducted in a transparent and accountable manner and that the electorate is able to make a real and informed choice, – these conditions ensuring voter confidence in the electoral process”. OSCE, Election Observation Handbook, fifth edition, ISBN 83-60190-02-X, (2005) This is the challenge of e-democracy in Africa, which has been marked for decades by a crisis between political actors in the electoral process, which generates more or less devastating post-electoral conflicts. Therefore, it is possible to ask the question whether e-democracy can address the limitations of traditional democracy in Africa. To this question, it can be said that e-democracy provides solutions to the limits of democratic practice in Africa. However, shortcomings in its application must be addressed if it is to be a real alternative to the traditional practice of democracy in Africa. Therefore, it seemed appropriate to present e-democracy as a solution to the limitations of the traditional practice of democracy in Africa (I) provided that the limitations in its application are corrected (II) so that it constitutes a real political alternative.

43. Unconstitutional Populism: A Peril to Democracy In Sub-Saharan Africa?

Abstract:: The end of the Arab Spring has barely been digested, with Sub-Saharan Africa starting to embark on the same lane. The Malian news of August 2020 saw the ousting of Ibrahim Boubakar Keita following a popular mobilization led by the Imam of the Bamako Mosque. In 2014 in Burkina Faso, the popular movement under the banner of the Balai-citoyen deposed Blaise Comparoé. Both of these constitutive cases of populism indicate a rejection of representative democracy and, therefore, of the ‘will’ of the people to govern directly without institutional mediation. Still, they also express the crisis of the welfare state, that is, the inability of those in power to deliver. In populist rhetoric, history and political issues are reduced to an aggressive opposition between a majority people – homogeneous and hard-working – and an elite – minority and heterogeneous, democratically elected and appointed by governments. These elite, in populist rhetoric, are seen as an enemy of the people. Thus, the emergence of populist dynamics in Mali since June 2020 – with the eruption of the heterogeneous opposition coalition of the Movement of June 5 – Rally of Patriotic Forces of Mali (M5-RFP) – and in Burkina Faso with the civil society organizations around the Balai Citoyen in 2014, which contributed to the overthrow of democratically elected Heads of State, is, in fact, anti-constitutional populism. Therefore, in this circumstance, we seek to underscore the drivers of unconstitutional populism and to what extent it remains a threat to democratic transition.

Abstract:: The world-wide drive towards democracy, incited in part by the ending of the cold war, created opportunities for democratization not only in Europe and the former Soviet Union, but also across Africa. Hopes were high that Africans would begin to enjoy the freedoms afforded to citizens living in the former colonial powers. Despite the euphoria that followed this wind of change, some countries are embracing it while others are clinging to autocratic rule. The fossilisation of the autocratic rule has left many heads of state clinging to power while others are exercising pseudo-monarchic transitions through the abrogation of their respective constitutions and abuse of human rights. This perturbation has been the stumbling block to the democratic processes, good governance and sustainable development. Despite these inconsistencies, some African regional bodies have upheld their responsibilities while others such as the African Union (AU), the umbrella continental organisation, has played the role of “the good, the bad and the ugly”.

45. Mali and the Challenges of Democratic Rule: Implications for Continental Democracy

Abstract:: Development-oriented public policies and governances within African countries are at extensive peril as African soldiers become zealots and threats to political power. As Klatt (2021) asserts, “…two hundred and eighty days appear to be the time a banana’s flowering stalk needs to produce fruits”. Paradoxically, it is the time it took Malians to live within a first coup d’état from August 2020 to a second one in May 2021. Consequently, the AU, ECOWAS, SADC must take definite actions to avert military and undemocratic incursions into political power. This is the position of this policy brief. Exasperated policy pundits had crafted parlances for what happened on May 25, 2021, in Bamako, when former coup leader Colonel Assimi Goita re-took Mali’s destiny into his own hands again by overthrowing the Transition President and Prime Minister. Is he a power zealot, a nationalist, or a sheer adventurer? Irrespective of the exigencies and necessities, democracy is at peril in that country, and by extension, the continent. Ostensibly, the developments in that Sahel country, with its poverty index and human insecurity, sounding astronomically frightful (Kelechi 2021), Ugoh 2021), present a great leeway for soldiers in other countries to interrupt the growth of democracy. No matter the benevolence of military rule, a lame civilian regime incarnates some degree of democracy; consequently, Mali is at its undemocratic intersections, with a doubtful democratic certainty.

Abstract:: There is a great silver lining in the quest for popular confidence in applying the rule of law, democracy, and governance processes in Africa’s politico-economic and socio-cultural landscapes, despite several setbacks occurring in several African countries today. In South Africa, the Constitutional Court recently found former president Zuma guilty of contempt of court and landed him a 15-month prison sentence, which is irrefutably a historic judgment in the annals of African politics. This judgment is loaded with several lawful and legitimate inferences for the continent’s democracies, rules of law, governances, and leadership. But can this judgment deter other African political leaders and apparent heavyweights in the governing processes from impunity? No matter the answer to this question, this judgment serves to remind Africans that human development in terms of applying democratic principles in the continent is gaining ground through the judiciary. Therefore, the African Union, with its Malabo’s Protocol and its envisaged creation of an African Court of Justice, reminiscence of the International Court of Justice, should re-examine itself, especially in the Protocol’s clause, which provides immunity to serving or former heads of state. This historical judgment pronounced by Acting Chief Justice Sisi Khampepe, signifies, in his words, “…A mission to share knowledge, rules of governance and democracy, in a lofty and lonely work of the judiciary, as an independent arm of government, impervious to public commentaries, and political rhetoric, to uphold and apply the Constitution and the law, no matter whose guts it is.” Ostensibly, in Africa, hardly has a court lower or higher, passed a safeguarding sentence, still less on a former president – civilian or military; whose governance was serenely investigated and found wanting. Necessarily, this judgment is unique, which an African court had to make, as deterrence to other African leaders.

Abstract:: In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

Abstract:: This paper critiques the trilemma framing of the political economy of globalization, and offers an alternative framing rooted in the construct of national policy space. Globalization causes changes in policy space that have drop-down implications for national sovereignty and democratic politics. Globalization involves choices regarding the “degree,” “type,” and “dimensions” of international economic integration. Contrary to the trilemma, the multi-faceted nature of the choices means there are no inevitable implications for sovereignty or democracy. Globalization is an intrinsically political project. To the extent it is now driving a nationalistic anti-democratic turn in politics, responsibility lies with political elites.

Abstract:: This paper provides evidence that adverse economic conditions contributed to the rise of anti-democratic extremism in the United States. A state-level analysis shows that increases in the unemployment rate during the Great Recession led to a large increase in the number of anti democratic extremist groups. The effect is concentrated in states with high pre-existing racial resentment, as proxied by racist web searches, and strongest for the male unemployment rate and the white unemployment rate. If unemployment had remained at its pre-recession level, the increase in anti-democratic groups between 2007 and 2010 could have been reduced by more than 60%.

57. What Is So Foreign About Foreign Influence Operations?

Abstract:: Influence operations are increasingly seen as a threat to democratic societies because they can corrupt the integrity of political deliberation. As individuals engage in debate on social media, political deliberation becomes vulnerable to potentially destructive forms of interference. Many debates on what to do about influence operations emphasize that these operations constitute what is deemed to be a foreign threat. But does the notion of foreignness, viewed in isolation, constitute a helpful lens for distinguishing between legitimate and illegitimate influence operations? Ultimately, the lens of foreignness is only helpful when applied to a narrow set of cases. One sensible way of reviewing when the concept of foreignness can be useful in distinguishing between legitimate and illegitimate influence operations is to consider three separate conceptions of how to determine what counts as foreign: foreign states, foreign citizens, and foreign interests. In the first case, influence operations are seen as threatening acts directed at a targeted state by foreign states, using behaviors seen as analogous to acts of war. In the second instance, influence operations are considered threatening acts conducted by foreign citizens that undermine domestic democratic systems in a targeted state. In cases of the third sort, influence operations are viewed as acts aimed at advancing foreign interests through the illegitimate employment of soft power. Given these various models, the notion of foreignness constitutes a useful lens for discussions of influence operations in cases when there is overwhelming evidence of state-based, hybrid, and irregular warfare. An argument can also be made for employing the distinction in relation to the protection of democratic institutions, such as elections. However, when influence operations are regarded as a more generalized threat to political deliberation, foreignness is not a helpful category for determining the legitimacy or illegitimacy of such campaigns. In such cases, rather than focusing on the (domestic or foreign) identity of the malicious actors themselves, it is more fruitful to conceive of illegitimacy in terms of specific manipulative communication techniques. Suitable countermeasures could include, for instance, creating greater transparency surrounding, or even restricting, the use of artificial techniques to inflate the level of perceived engagement a piece of online content generates.

Abstract:: Middle-power democracies—countries which regardless of their geopolitical weight have made democracy support a sustained component of their foreign policy—will be crucial to reimagining democracy support strategies and policies to better meet the moment. Some of these states have crafted new initiatives and wielded diplomatic tools to deepen their impact in recent years. However, these states have on the whole punched below their collective weight. This paper suggests that middle-power democracies can maximize their impact on global democracy in the following ways: Enhancing solidarity: when a country acts courageously in defense of democracy, it needs to know that others will stand alongside it. Sharpening their focus: middle-power democracies should target policy areas aligned with democratic values on issues both at the top of the geopolitical agenda and at the top-of-mind for citizens around the world—for example, economic recovery, injustice and discrimination, corruption, digital repression, and climate change. Improving diplomatic cooperation: pursuing flexible and focused multilateral partnerships allows for collaboration on key policy interests and amplifies middle-power actions.

59. Estimating the Effect of Christian Messages on Civic Engagement: Evidence from a Community-Collaborative Study in Zambia

Abstract:: A significant literature suggests that religious conviction can drive political participation, perhaps because religious people internalize a moral obligation to act toward the common good and/or because religious conviction gives people a sense that their actions will make a difference. This paper presents findings from a community-collaborative pilot study in Zambia that examines these ideas. Zambia is an overwhelmingly Christian state experiencing dramatic democratic backsliding. Zambian churches are among the major providers of civic engagement education and programming. Together with our community partners, we randomly assigned Zambian youth (aged 18-35) volunteers into one-time civic engagement workshops. Identical basic civic educational material was presented in each workshop. Yet, we ended this curriculum with two different sets of pre-recorded Christian motivational messages: In 50% of the workshops, these messages emphasized a religious obligation to sacrifice for the common good. In the other 50%, the messages emphasized the power of faith to make change in the world. We found that the latter message (emphasizing the power of faith) moved workshop participants to be more willing to participate in peaceful protest, to disavow political violence, and to critically evaluate other people who choose not to participate in electoral politics. By contrast, the message focused on sacrifice for the common good did not affect political participation relative to baseline. We discuss how the study advances research on religion and political participation as well as knowledge about Christian civic education programs, which are prevalent but understudied throughout.

60. Violence in Post-Revolutionary Mexico

Abstract:: Despite the formal end of civil war and armed conflict, Mexico continued to experience significant levels of violence during the 1930s and 1940s. This period has traditionally been associated with the process of pacification, institutionalization, and centralization of power that enabled the consolidation of rule in post-revolutionary Mexico; a process epitomized by the marked national decline in levels of homicide that began during the 1940s and continued throughout the second half of the twentieth-century. However, the dynamics of coercion and resistance that characterized state-society relations during this period, particularly at the regional and local levels, reveal that violence pervaded all aspects of society and that it was perpetrated by a multiplicity of actors, including vigilantes, pistoleros, private militias, lynch mobs, military, police, and others, including violent entrepreneurs. Violence was used both as a means to contest the legitimacy of the post-revolutionary state project and as an instrument of control and coercion on behalf of political elites and local power brokers. Conversely, violence superseded the realm of traditional politics and constituted a central force shaping Mexican society. Violence against women in both the public and private sphere, violence driven by economic interests, and violence incurred in citizens’ attempts to control crime and social transgressions, reveal that citizens—and not only state actors—contributed to the reproduction of violence. Although violence in post-revolutionary Mexico was neither centralized nor exercised in a top-down manner, impunity and collusion between criminal and political elements were central to the production and perpetuation of violence, both within the Mexican state and within civil society. When examined in light of these two decades of the post-revolutionary period, the character and levels of violence in contemporary Mexico appear less as an aberration and more as the latest expression of a longer historical trajectory, uneven and nonlinear, of decentralized, multifaceted, and multi-actor forms of violence.

61. Partisanship in a young democracy: Evidence from Ghana

Abstract:: While past studies have put forward many reasons why partisanship in young African democracies should be considered weak and meaningless, this paper casts doubt on this notion by presenting evidence of strong and stable patterns of partisanship among ordinary citizens. Based on survey data from Ghana, I exploit the variation introduced by the political turnovers of 2008 and 2016 to compare perceptions and attitudes of party supporters when their preferred party is in power and when it is not. The results indicate a pronounced partisan divide, suggesting that partisanship is meaningful and prompts motivated reasoning among citizens. On the one hand this can be seen as evidence for a stable party landscape and thus a more mature democracy, but on the other hand partisan polarization may also obstruct effective governance. Furthermore, the analysis of attitudes toward democratic principles uncovers a worrying double standard that could negatively affect the consolidation of democracy. A simple heterogeneity analysis reveals that while partisan identities seem to exist alongside ethnic identities, the latter still strongly determine the strength of party attachment in Ghana. Future research on political behaviour needs to acknowledge the presence of these partisan motives and continue to investigate the impact of partisanship on the further development of democratic institutions in African democracies.

Abstract:: The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) provides up to 100 days of work in a year for every rural household at a minimum wage. The Act has several landmark worker-centric provisions. For the implementation of MGNREGA, for the first time in the country, a transaction-based Management Information System (MIS) has been made available in the public domain; a feather in the cap of transparency. However, there are several critical questions to be examined in this regard. Our main focus in this article is to explore the tensions between technocracy and democratic values/participation in the context of MGNREGA and its associated MIS. We use our action research on information-based interventions in several states to examine whether the MGNREGA MIS incorporates democratic values, whether it has been inclusive or if it has widened the existing inequities. We use specific examples to illustrate how such an information system has been used to subvert the legal rights of workers. We underscore that technological interventions, with a compassionate human-centred design are potentially powerful tools for transparency, accountability, and grievance redressal. However, technology alone can neither enhance participatory democracy nor reduce socio-economic inequalities.

63. Tunisian Democracy 10 Years after the Revolution: A Tale of Two Experiences

Abstract:: At the 10-year anniversary of the Tunisian Revolution, which toppled decades of dictatorship and repositioned discussions about democracy across the Middle East and North Africa, the democratic transition in Tunisia is in flux, or rather at an impasse. On the one hand, Tunisia is celebrated as the lone democratic success story of the 2011 Arab Uprisings, based on multiple cycles of free and fair elections. On the other hand, serious domestic political agitation over the last decade, coupled with deep structural inequalities and a rise in public perceptions of corruption in government, has nearly derailed its course towards democratic consolidation and stability. Democratisation in Tunisia has hinged on the widely celebrated mechanism of consensus among political adversaries in parliament, and among key political and civil society actors. Yet, instead of achieving consensus on critical political and economic-structural reforms, compromise-based arrangements have fallen apart due to intense party infighting, regular resignations of governments, and enormous public pressure resulting from a stagnating economy and lack of vision for comprehensive and equitable economic reform. The effect has been sustained infighting over economic and social policy, which in turn has resulted in diminishing public trust in political parties and new democratic institutions, an all-time low level of satisfaction with the government’s performance and a significant rise in contentious politics, particularly between 2019 and 2021. The proliferation of micro-parties (209 registered political parties for a population of 11.8 million) has resulted in confusion among the electorate, while the economic reality of a suffocating international debt crisis, which has only been exacerbated by the COVID-19 pandemic, has rendered levels of public trust in government to an all-time low.

64. The OSCE as Sisyphus: Mediation, Peace Operations, Human Rights

Abstract:: Over the past decade, the Organization for Security and Co-operation in Europe (OSCE) has been returning to its origins as a Cold War–era Conference – a forum where states and blocs, often antagonistic to one another and espousing opposing ideals, can air their frictions and hostilities. The OSCE was created without legal personality and with the liberum veto of the consensus principle. These constraints stunted the growth of executive capabilities and bound the OSCE closely to the will of its participating States. That rendered most mediation efforts ineffective, especially where an OSCE state is both belligerent and mediator in the same conflicts. Peace operations have been more effective – notably the Special Monitoring Mission in Ukraine – but the same factors have tightly constrained its activity. Though all participating States committed themselves to democratic governance, rule of law and respect for human rights, these ideals failed in much of the former Soviet Union, and autocrats have used the organisation’s lack of legal personality and the consensus principle to hobble the OSCE’s efforts. If the OSCE’s participating States want it to remain an Organization, not a Conference, they must take action to secure its executive autonomy.

Abstract:: This study assesses whether the use of electronic government (e-government) services affects political attitudes. The results, based on evidence generated in Botswana, indicate that e-government services can, in fact, have an impact on political attitudes. E-government services are rapidly being rolled out around the globe. Governments primarily expect efficiency gains from these reforms. Whether e-government in particular, and information and communication technology (ICT) in general, affect societies is hotly debated. There are fears that democracy may be compromised by surveillance, censorship, fake news, interference in elections and other strategies facilitated by digital tools. This discussion paper adds to the nascent literature by investigating if the expanding e-government usage in Botswana affects individual support for democracy, regime satisfaction and interpersonal trust. Methodologically, the study relies on observational and experimental evidence. The observational approach assesses the impact of the usage of different e-services such as e-payments and electronic tax return filings on political attitudes. The experimental approach incentivises taxpayers to file their tax returns electronically. Both approaches build on an original in-person survey gauging the political attitudes of 2,109 citizens in Greater Gaborone. The survey was conducted in February and March 2020. In terms of results, we do not identify a general substantive effect for the impact of all e-services on political attitudes. For some of the e-services and attitudes tested, however, we find significant evidence. Furthermore, our study yields significant results for several of the linkages between the causal steps within our causal mechanisms. For instance, we find that e-government can empower citizens to engage in political activities and that, although e-government users on average report that the government is not addressing their needs, a simple incentivising message can significantly improve people’s feelings in this regard.

66. Fake Civil Society: The Rise of Pro-Government NGOs in Nigeria

Abstract:: Nigeria’s dynamic and expansive civil society is one of its greatest strengths and is crucial to maintaining what democratic space still exists in the country. Yet its independence, outspokenness, and unwavering commitment to democracy, transparency, and human rights have long antagonized the kleptocratic, power-hungry—but also image-conscious—ruling elites. To help protect themselves from domestic pressure and outside scrutiny, Nigeria’s top powerbrokers have cultivated a new generation of pro-government non-governmental organizations (NGOs). Like the fake grassroots groups bankrolled by past military juntas, these surrogate organizations masquerade as authentic civil society groups, singing the praises of top officials and attacking their critics. A symptom of the country’s more fundamental political ills, Nigerian elites’ growing use of civil society surrogates should set off alarm bells both domestically and internationally. It is both corrupting and corruptive, compounding the country’s downward democratic trajectory. Like many countries in Africa—and, for that matter, elsewhere in the world—Nigeria has recently experienced democratic backsliding that threatens its long-term stability and prosperity. The rise of pro-government NGOs is both a cause and a consequence of this backsliding and must be addressed as part of any effort to arrest and reverse it.

67. Navigating the Democracy-Security Dilemma in U.S. Foreign Policy: Lessons from Egypt, India, and Turkey

Abstract:: As President Joe Biden and his team seek to put the defense of democracy and protection of human rights at the center of U.S. foreign policy, they confront the stubborn fact that the United States maintains cooperative security relations with a wide range of undemocratic or democratically backsliding governments. Powerful security interests, especially countering terrorist threats, maintaining stability in the Middle East, and managing competition with a rising China, underlie many of these partnerships. Such situations frequently give rise to a policy dilemma: confronting partner governments over their political shortcomings risks triggering hostility that would jeopardize the security benefits that such governments provide to Washington. Yet giving them a free pass on democracy and rights issues undercuts the credibility of U.S. appeals to values, bolstering the damaging perception that America only pushes for democracy against its adversaries or in strategically irrelevant countries. Already in the first year of Biden’s presidency, such tensions have emerged in relations with countries as diverse as Egypt, Hungary, India, the Philippines, Poland, Saudi Arabia, and Turkey. While the Biden administration has publicly and privately raised democracy and rights issues with various security partners, its cautious approach toward some of them has started to attract criticism from those who feel that near-term security interests have been too strongly prioritized compared to democracy and human rights concerns. This paper looks in depth at the democracy-security dilemma with a view to helping U.S. policymakers deal with it more systematically and effectively. Case studies of U.S. policy toward Egypt, India, and Turkey over the past twenty years highlight the complexity of the democracy-security dilemma. In Egypt, U.S. concerns with the country’s authoritarian politics have surfaced periodically over the years yet struggled to find a meaningful place in a relationship dominated by deeply rooted security cooperation, including extensive U.S. security assistance. In India, a strong U.S. push, warmly welcomed by Prime Minister Narendra Modi’s government, to further strengthen the U.S. -Indian security partnership has unfolded alongside a distinctly illiberal turn in Indian politics. By contrast, democratic decline in Turkey has coincided with—and contributed to—a major deterioration in Ankara’s relations with Washington, including significant divergence on a range of foreign policy issues.

68. Resisting the Call of Nativism: What U.S. Political Parties Can Learn From Other Democracies

Abstract:: Nativism has once again gained momentum in U.S. politics. This tendency to define nationhood not by values or laws but in racial, ethnic, or religious terms is not new. Yet nativism is inherently undemocratic because nativists demote citizens who have the “wrong” characteristics to, at best, second-class citizenship. As nativist voters flex their muscle, what can political parties on both sides of the aisle do to put the genie back in the bottle? Examining how Austria, Australia, Canada, France, Germany, and Italy have addressed nativism in their politics offers some useful lessons. Case studies of these countries’ experiences indicate that: Nativists can be found on both sides of the political spectrum. Though currently congregating in conservative parties globally, nativists’ preference for redistributive economics that are restricted to their preferred group make them “swing” voters who may vote for candidates on the left or right. Mainstream parties that embrace or collaborate with nativists often believe they can temper nativist preferences. Instead, they tend to absorb the nativists’ views. Nativists then either take over the establishment party or beat it in elections. Changing the subject to economic issues or other topics does not seem to work as well as addressing nativism directly. Parties that condemn and reject nativists sometimes pay short-term electoral costs but are able to keep nativists from taking over their policy agenda. Rejecting nativist politicians does not necessarily reduce the appeal of nativism. Blocking nativist politicians can lead to splinter parties and factions. It does, however, seem to keep nativism from spreading and becoming legitimized.

Abstract:: The question of the correlation between Islam, political Islam, and liberal democracy has so far been the most exposed topic in exploring the democratic capacity of political Islam and Islamic societies in general. What is particularly intriguing about the relationship between political Islam and liberal democracy is the fact of its westernized triviality that has received a pejorative tone in Islamic political circles. Simplified, the triviality of liberal democracy for the Islamic political campus implies imposing a model of democracy that cannot be fully compatible with the original Muslim notion of society and government. Hence, the following paper analyzes exactly the relations of political Islam to specific inherent categories of liberal democracy such as the rule of law, representative government, the separation of powers, and secularism as diferenta specifica of liberal western democratic discourse. Through the methods of induction and deduction, the author will illustrate how appropriate tangent or divergence is illustrated and how this is reflected in the general ideological positioning of political Islam towards liberal democracy in Muslim countries through an axiological and praxeological perspective.

Abstract:: Questions about the decline of Social democracy continue to excite wide interest, even in the era of Covid-19. This paper takes a fresh look at topic. It argues that social democratic politics faces a fundamental dilemma: short-term practical relevance requires it to accept, at least partly, the very socio-economic conditions which it purports to change in the longer run. Bhaduri’s (1993) essay which analyzes social democracy’s attempts to navigate this dilemma by means of ‘a nationalization of consumption’ and Keynesian demand management, was written before the rise of New (‘Third Way’) Labor and before the Great Financial Crisis of 2007-8. This paper provides an update, arguing that New Labor’s attempt to rescue ‘welfare capitalism’ entailed a new solution to the dilemma facing social democracy based on an expansion of employment, i.e. an all-out emphasis on “jobs, jobs, jobs”. The flip-side (or social cost) of the emphasis on job growth has been a stagnation of productivity growth—which, in turn, has put the ‘welfare state’ under increasing pressure of fiscal austerity. The popular discontent and rise of ‘populist’ political parties is closely related to the failure of New Labor to navigate social democracy’s dilemma.

Abstract:: The so-called “Arab Spring” of 2011 emerged from societies that had been suffering the negative consequences of rapid and unplanned urbanisation for over two decades. The political and socioeconomic discontent that spurred the revolts was closely related to the increase in urban poverty and high levels of inequality that came with these developments. In its response to the Arab revolts, the European Union (EU) only engaged marginally with their urban causes, and above all from a technical rather than political perspective. This focus on technical urban solutions was in line with the European Neighbourhood Policy (ENP) South and its prioritisation of security and stabilisation concerns over democracy promotion. This article analyses how Euro-Mediterranean cultural cooperation programmes, which form an integral part of the EU’s civil society agenda in the region, was an exception by offering a more political response to the urban discontent that spurred the revolts. The focus is on a programme that supported civil society organizations (CSOs) in Tunisia and Morocco in their effort to assert their “right to the city” by formulating cultural solutions to promote democratic and sustainable local urban development. The article examines how the programme sought to strike a balance between the ENP’s stabilisation and democratisation concerns by fostering collaborative relations between CSOs and public authorities, especially at local level. While the two country case studies are not reflective of EU cultural relations with the region as a whole, the analysis points towards possible ways in which cultural cooperation can engage with the complex relationship between democratic change and urbanisation, and how CSOs can become effective partners in this endeavour. At a more theoretical level, the article examines what role the EU’s strategy for cultural relations has played in its wider civil society agenda in the Southern Neighbourhood, and how urban issues have featured in this overlapping policy space.

74. How Tunisia’s En-Nahda crafts Islamist politics: From programmatic failure to neo-Islamist framing

Abstract:: En-Nahda’s participation in Tunisia’s post-revolutionary politics triggered an adaptive process, refecting a transition from theoretical elaborations to political practice. Switching from clandestine regime opposition to engagement in an emerging pluralistic system also puts to the test the grand narrative that defnes the movement’s rationale and intends to captivate the party’s potential constituency. After fve years in the game, assuming a tainted Islamist label and somehow acknowl- edging programmatic failure, the party’s leadership proposed a neo-Islamist framing, ‘Muslim democracy’, in 2016. Tis semantic operation aims to fuse two schools of thought, a confessional and a political one, with historically distinct governance systems and polit- ical cultures. Hence, despite this twist in rhetoric, a major challenge for En-Nahda remains the rec- onciliation of its utilitarian take on democratic procedures with its deep-rooted reference to Islamic principles. Yet while continuing to stress its readiness for concessions, suppos- edly in order to save Tunisia’s democratic transition, En-Nahda’s political programme, practice and narrative remain fawed, fuid and unconvincing respectively, eroding its credibility and incrementally reducing its mobilisation capacity.

75. Beyond a Single Model: Explaining Differences in Inequality within Latin America

Abstract:: This paper studies the determinants of income inequality in Latin America over the long run, comparing them with explanations of why the whole region is unequal. I first show how land inequality can account for differences between Latin America and other parts of the world but how it does not explain within-region differences. Using qualitative comparative analysis, I then consider how political institution and actors interact with the economic structure (i.e., type of export specialization) and with the ethnic composition of the population. The paper has several findings. A low indigenous/afrodescendant population is a necessary condition for relatively low inequality. I identify two sufficient-condition paths, both of which include the role of democracy, political equality, and a small indigenous and afrodescendant population. The first path also includes a favorable export specialization, while the second one includes the presence of leftist presidents instead. The paper calls for more explicit comparisons between our analytical models for the whole region and our explanations of between-country differences. Hopefully, the paper can also trigger more research on how the interactions between ethnicity, politics, and the export structure shape inequality in Latin America.

76. A Glimpse of Freedom: Allied Occupation and Political Resistance in East Germany

Abstract:: This paper studies costly political resistance in a non-democracy. When Nazi Germany surrendered in May 1945, 40% of the designated Soviet occupation zone was initially captured by the western Allied Expeditionary Force. This occupation was short-lived: Soviet forces took over after less than two months and installed an authoritarian regime in what became the German Democratic Republic (GDR). We exploit the idiosyncratic line of contact separating Allied and Soviet troops within the GDR to show that areas briefly under Allied occupation had higher incidence of protests during the only major episode of political unrest in the GDR before its demise in 1989 - the East German Uprising of 1953. These areas also exhibited lower regime support during the last free elections in 1946. We argue that even a “glimpse of freedom" can foster civilian opposition to dictatorship.

Abstract:: The recurrence of ever more destructive economic crises and patterns of pervasive indebtedness and inequality threaten the social fabric of our societies. Our main responses to these trends have been partial, focusing on symptoms rather than causes, often exacerbating rather than improving the underlying socio-economic dynamics. To reflect on these conditions and on ‘what needs to be done’ this paper turns to a similar socio-economic malaise faced by the city-state of Athens in the 6th century BC. Most historical studies dealing with this crisis focus on the comprehensive debt relief policy (seisachteia) implemented by Solon. We argue that this debt relief, although necessary, was the least important of Solon’s reforms. Solon read the problem of debt as a problem of money so he went on to reform the monetary and exchange system. But he did not think that these reforms alone could restore socioeconomic sustainability. For this, a redefinition of what was counted as valuable economic activity and as income had also to take place. And for all these to work, citizens had to be involved more in the commons. Far from only achieving socioeconomic sustainability, these reforms gave rise gradually to the demos that we meet in the golden age of Democracy. It is indeed interesting that Democracy, in its ideal type of the 5th century BC, finds its origin in the way in which a society responded to a major socioeconomic crisis, characterised by pervasive indebtedness and destabilising inequalities. Such a broader historical horizon may help us grasp better the problems, stakes and challenges of our times.

Abstract:: To get the transatlantic relationship back and on track and to ensure that it will remain relevant in the future, the United States and the European Union should prioritize putting forward concrete ideas and taking actionable steps on climate and energy, democracy and human rights, and digital technology issues. While the election of Joe Biden to the U.S. presidency presents an opening to restore the transatlantic relationship after Donald Trump, the real question facing U.S. and European officials is whether they can successfully manage to advance a new transatlantic agenda for the coming decade. Three pivotal areas where cooperation has fallen short in recent years but where there is now significant potential to do more are climate and energy, democracy and human rights, and digital technology issues. Representing the most pressing challenges our societies are facing in the twenty-first century, progress in these three areas could also help rebuild trust and promote cooperation in other policy areas. To get the transatlantic relationship back and on track and to ensure that it will remain relevant in the future, the United States and the European Union should therefore prioritize putting forward concrete ideas and taking actionable steps in each of these areas over the coming four years.

80. Effects of US Foreign Assistance on Democracy Building, 1990–2014: An Update

Abstract:: This paper updates our earlier work on the impact of US foreign assistance on democratic outcomes in recipient countries using newly available USAID Foreign Aid Explorer data covering the 2001–2014 period, as well as new outcome measures derived from Varieties of Democracy (V-Dem) data. Building on the theoretical and empirical framework established in our previous study and in subsequent work in the field, we estimate: a) the effect of overall USAID Democracy, Human Rights, and Governance (DRG) expenditures on general indices of democracy, b) changes in the effects of DRG expenditures after 2001, and c) the conditions that moderate the impact of DRG funding at the country level in the contemporary era. We find that the effect of DRG expenditures decreased dramatically in the 2002–2014 period, relative to the modest effect shown in the previous study for the period immediately following the end of the Cold War. However, DRG aid remains effective in the current era under favorable conditions. Further analysis demonstrates important conditional effects related to patterns of DRG investment, such that aid has greater impact when levels of security assistance are low (indicating competing priorities) and when prior DRG investment is low (indicating diminishing returns). In addition, DRG is more effective at intermediate levels of democratization and less so in contexts of democratic backsliding.

81. The Emergence of Democracy in Colombia

Abstract:: Although Colombia had many important democratic achievements in the 19th century, this paper argues that democracy first took root there at the outset of the 20th century. Several key developments enabled democratic practices and institutions to take hold. First, the savage Thousand Days War (1899–1902) and the ensuing professionalization of the Colombian military helped bring an end to the cycle of rebellion in Colombia. In their wake, the opposition abandoned the armed struggle and began to focus on the electoral path to power, thereby reducing the government’s inclination to engage in repression. Second, the rise of strong parties also contributed to the emergence of democracy in Colombia. Two powerful parties, the Liberal Party and the Conservative Party, arose in Colombia during the 19th century. From 1886 until 1930, the Liberal Party was in the opposition, and Liberals pushed for reforms to guarantee minority representation and reduce electoral fraud and intimidation. Third and finally, a split within the ruling Conservative Party made the enactment of these reforms feasible. The Liberals did not have sufficient strength or influence to pass the key democratic reforms, but in the early 1900s, some Conservative dissidents broke with their party and allied with Liberals to form the Republican Union party. The Republican Union pushed through the key constitutional reforms in 1910, and it, along with the Liberal Party, helped ensure their implementation in the years that followed.

82. From Industrial Citizenship to Private Ordering? Contract, Status, and the Question of Consent.

Abstract:: This paper revisits the notions of contract and status found in classical sociology, legal theory, and labour law. Adopting an historical perspective, it explores the fragmentation of the status of industrial citizenship during the neoliberal period and discusses the enduring usefulness of the status/contract distinction in analyzing current trends in the regulation of working relations, including the spread of “gig” or platform-mediated work. Elements of status, it is argued, must always be present if work is to be performed and paid for as the parties require it. Claims to the contrary – for example, that the gig economy creates a labour market without search frictions and only minimal transaction costs: contracts without status – assume an undersocialized model of (monadic) social action that has no basis in the reality of social life (Durkheim, Weber). Still, status may come in a variety of forms that are more or less desirable from the perspective of workers, businesses, and society at large. The paper traces what it conceives as the privatization of status via contracts between employers and workers under the pressure of marketization and dominated by corporate hierarchies. Towards the end of the twentieth century, sociologists observed the division of workers into two groups or classes – core (with relatively well-paid and secure employment) and peripheral (low-paid and insecure). Thirty years later, gross inequalities of wealth and conceptions of the neoliberal self as ever-improving, ever-perfectible, are combining to create novel forms of status not fully anticipated by the literature.

Abstract:: The elections in January 2020 marked a new era for Taiwan, clearly demonstrating citizens’ resistance to China. The results showed that incumbent President Tsai Ing-wen, leader of the Democratic Progressive Party (DPP), was re-elected with a landslide victory of 8.17 million votes (57.1%) which is higher than the previous record high of 7.65 million votes obtained by the Kuomintang (KMT) President Ma Ying Jeou in 2008. Michael Hsiao and Alan Yang, Chairman and Executive Director, respectively, of the Taiwan‐Asia Exchange Foundation in Taiwan, explain that “The Taiwanese people firmly defended Taiwan’s sovereignty and cherished democracy through free and open elections.”

84. The Impact of COVID-19 on Democratic Elections in Africa

Abstract:: Almost all African countries rolled out significant measure in response to Covid-19. From border closures through to the use of personal protective equipment (PPEs) to restricted gatherings and contact tracing, a combination of diverse public health safety strategies was employed. These same strategies nonetheless would make preparations toward holding smooth and timely elections cumbersome. Ghana’s electoral commissioner announced an indefinite postponement of its voter registration exercise, it is still in consultation with stakeholders on carrying out the exercise with only six months to its presidential and parliamentary elections if the timeline stays the same. Niger also suspended its voter registration exercise; Ethiopia postponed its elections entirely. Other countries that have had some forms of election postponement include Zimbabwe, Nigeria and Kenya.

85. Party footprints in Africa: Measuring local party presence across the continent

Abstract:: The conventional view holds that most of Africa’s political parties are organizationally weak, with little grassroots presence. Yet few studies are based on systematically collected data about more than a handful of parties or countries at any given point. In this paper, we focus on one crucial aspect of party organization – the local presence that enables political parties to engage with and mobilize voters – and use Afrobarometer data to develop the Party Presence Index, the first systematic, cross-national measure of local party presence in Africa. We then apply the index to a series of substantive questions, confirming its value and demonstrating its potential to add significantly to our understanding of grassroots party organization.

86. Parliamentary Oversight of Constitutional Bodies in the Maldives

Abstract:: After decades of power centralized in the executive, the Maldives’ 2008 Constitution introduced separation of powers and created “independent institutions to monitor the three branches of power and safeguard human rights.” The Election Commission, Anti-Corruption Commission and other independent institutions must have sufficient autonomy to operate effectively and carry out their mandates without susceptibility to undue influence. However, they are not immune from corruption, poor leadership or partisan behavior, and still require oversight to ensure accountability. Finding the correct balance between accountability and autonomy can be challenging, but it is essential to ensure that the institutions appropriately fulfill their mandates. In response to a request from Parliament, the International Foundation for Electoral Systems (IFES) conducted an extensive literature review, analyzed comparative practices and consulted stakeholders to develop a set of recommendations for effective parliamentary oversight of independent institutions. The resulting paper, Parliamentary Oversight of Constitutional Bodies in the Maldives, explores how parliamentary tools and mechanisms can be effectively tailored to provide the appropriate level of oversight. The paper has recommendations and lessons that are broadly applicable outside the Maldivian context, and helped inspire the development of IFES’ Autonomy and Accountability Framework. Because constitutional bodies have a unique role to play in bolstering good governance, any improvement to their performance will improve the quality of democracy as a whole and help prevent corruption, improve service delivery and increase transparency and rule of law. IFES’ Autonomy and Accountability Framework helps countries achieve this in practice.

87. How Much Can the U.S. Congress Resist Political Money? A Quantitative Assessment

Abstract:: The extent to which governments can resist pressures from organized interest groups, and especially from finance, is a perennial source of controversy. This paper tackles this classic question by analyzing votes in the U.S. House of Representatives on measures to weaken the Dodd-Frank financial reform bill in the years following its passage. To control as many factors as possible that could influence floor voting by individual legislators, the analysis focuses on representatives who originally cast votes in favor of the bill but then subsequently voted to dismantle key provisions of it. This design rules out from the start most factors normally advanced by skeptics to explain vote shifts, since these are the same representatives, belonging to the same political party, representing substantially the same districts. Our panel analysis, which also controls for spatial influences, highlights the importance of time-varying factors, especially political money, in moving representatives to shift their positions on amendments such as the “swaps push out” provision. Our results suggest that the links between campaign contributions from the financial sector and switches to a pro-bank vote were direct and substantial: For every $100,000 that Democratic representatives received from finance, the odds they would break with their party’s majority support for the Dodd-Frank legislation increased by 13.9 percent. Democratic representatives who voted in favor of finance often received $200,000–$300,000 from that sector, which raised the odds of switching by 25–40 percent.

Abstract:: “A human crisis that is fast becoming a human rights crisis”. UN Secretary General António Guterres was among the first to raise the alarm about possible human rights implications of government measures to fight COVID-19. Since its outbreak, 87 states – both authoritarian and established democracies – have declared a state of emergency to curb the spread of the virus, which implies certain derogations from international human rights conventions. Protecting the right to life and physical integrity are fundamental duties facing government authorities, commitments enshrined in law – specifically Article 2 of the European Convention on Human Rights (ECHR) and Article 6 of the International Covenant on Civil and Political Rights (ICCPR). Derogations from human rights conventions are permissible under certain circumstances, but any limitation must be motivated by absolute necessity, must not be disproportionate and must be limited in time.

Abstract:: Against the backdrop of an unprecedented economic crisis, the Syrian People’s Council elections were held in July 2020, following two postponements due to the COVID-19 pandemic. Although the electoral campaign slogans launched by the candidates – especially the independents – focused on economic concerns, and made reference to charitable contributions and propaganda from the candidates, the elections failed to capture the interest of the majority of constituencies in the territories controlled by the Bashar al-Assad regime. As usual, the ruling Baath Party controls the majority of seats in the new Council. Certain marginal parties allied with the Baath are also represented within the so-called National Progressive Front (NPF), which is led by the Baath itself. Independents rank second in terms of seat numbers after the Baathists. However, partisan affiliations are of no significance in terms of stances vis-à-vis the regime, since loyalty is a non-negotiable prerequisite for all 250 MPs, and indeed all candidates. Though the Baath Party retains an absolute majority of seats in parliament (66.8%), the elections demonstrated the inability of its leadership to revive the Party as an effective political tool capable of exercising influence by itself. First, the primaries for selecting Party candidates were marked by limited participation, accusations of corruption and widespread objections within the Party. Second, the parliamentary elections saw a historically low turnout (33%), illustrating the Party's inability to mobilise the electorate. Finally, attempts to renew the Baathist bloc in the People's Council resulted in the rise of military and paramilitary figures (with the entry into parliament of retired army and police officers); a growing influence of capital (with higher numbers of businessmen MPs); and the emergence of centres of power outside the traditional Party structure (with the entry of charity and development activists, backed by First Lady Asma al-Assad). This heterogeneity within the Baath’s parliamentary bloc illustrates the reality of the Party today, which appears weaker than it was before the outbreak of the revolution.

Abstract:: This paper revisits the notions of contract and status found in classical sociology, legal theory, and labour law. Adopting an historical perspective, it explores the fragmentation of the status of industrial citizenship during the neoliberal period and discusses the enduring usefulness of the status/contract distinction in analyzing current trends in the regulation of working relations, including the spread of “gig” or platform-mediated work. Elements of status, it is argued, must always be present if work is to be performed and paid for as the parties require it. Claims to the contrary – for example, that the gig economy creates a labour market without search frictions and only minimal transaction costs: contracts without status – assume an undersocialized model of (monadic) social action that has no basis in the reality of social life (Durkheim, Weber). Still, status may come in a variety of forms that are more or less desirable from the perspective of workers, businesses, and society at large. The paper traces what it conceives as the privatization of status via contracts between employers and workers under the pressure of marketization and dominated by corporate hierarchies. Towards the end of the twentieth century, sociologists observed the division of workers into two groups or classes – core (with relatively well-paid and secure employment) and peripheral (low-paid and insecure). Thirty years later, gross inequalities of wealth and conceptions of the neoliberal self as ever-improving, everperfectible, are combining to create novel forms of status not fully anticipated by the literature.

92. Theories of Democratic Change Phase III: Transitions from Conflict

Abstract:: The notion that robust democracy and violent conflict are linked is commonplace. Many observers of international politics attribute violent conflict in contexts as diverse as Myanmar and Syria to failures of democracy. Conversely, most agree that continuing political violence undermines any effort to build strong democratic institutions in Libya or South Sudan. As a matter of policy, democratization has often been promoted not only as an end in itself but as a means toward building peace in societies scarred by violence. Development professionals tackle these challenges daily, confronting vicious cycles of political violence and weak democratic institutions. At the same time, scholars have dedicated intense scrutiny to these questions, often finding that the interrelationships between conflict and democracy belie easy categorization. This report, the third in a series on democratic theories of change, critically engages with this literature to ask three questions: Under what circumstances do democratic practice or movement toward democracy quell (or exacerbate) the risk of different kinds of violent conflict? Under what circumstances do the risk and experience of violent conflict undermine democratic practice? How can external interventions mitigate risks and capitalize on opportunities inherent in transitions to democracy and peace? To answer these questions, a research team at George Mason University and Georgetown University spent eight months compiling, organizing, and evaluating the academic literature connecting democratic practice and violent conflict, which spans the fields of political science, economics, peace studies, anthropology, sociology, and psychology. This work was funded by USAID’s Center of Excellence on Democracy, Human Rights, and Governance (the DRG Center), under the Institute of International Education’s (IIE’s) Democracy Fellows and Grants Program. Beginning in May 2018, the authors organized a team of three research assistants, who read and summarized more than 600 journal articles, books, reports, and newspaper articles. The resulting White Paper was the subject of an August 2018 workshop with representatives from USAID and an interdisciplinary group of eight scholars with expertise in conflict and democracy. Based on their feedback, the authors developed a new Theories of Change Matrix and White Paper in October 2018. This draft received further written feedback from USAID and another three scholars. The core team then revised the report again to produce this final draft. This report’s approach to the literature differs from past phases of the Theories of Democratic Change project. While past reports detailed the hypothesized causes of democratic backsliding (Phase I) and democratic transitions (Phase II), this report focuses on the reciprocal relationship between democratic practice and conflict. The report therefore organizes hypotheses into two questions and then sub-categories within each question.

Abstract:: In light of rising internal cleavages and centrifugal tendencies, differentiated integration (DI) has (re)arisen as a major topic in debates on the future of the European Union. As new forms of participation below the threshold of full membership are needed, this paper provides a conceptualisation of effective and legitimate DI. Going beyond existing scholarship’s focus on the legal dimension of DI, the paper emphasises its organisational component, meaning the variegated participation of EU member states, sub-state entities and third-country actors in the panoply of EU policy-making institutions, such as regulatory agencies and transgovernmental networks. The paper subsequently discusses how to measure effectiveness of such differentiated arrangements in terms of their output, outcome and impact, before theorising under what conditions we are likely to see effective DI. Finally, the paper turns to the question of legitimacy of DI, discussing its meaning, measurement and determinants.

The conference explored alternative directions for Israeli foreign policy towards the April 2019 general elections. In recent years, Mitvim has formulated a series of guiding principles for a new Israeli foreign policy paradigm – a pro-peace, multi-regional, internationalist, modern and inclusive foreign policy. The conference sought to translate these principles into concrete policy directions, which will enable Israel to improve its foreign policy, increase its regional belonging in the Middle East and Europe, and make progress towards peace with the Palestinians. 96. Is there an anti-politics of electricity? Access to the grid and reduced political participation in Africa

Abstract:: Almost all African states face pressure to deliver improved public services to their citizens. In both emerging democracies and persistent authoritarian regimes, politics profoundly shapes how states distribute public goods such as roads, schools, health clinics, and electricity access (Briggs, 2014; Dixit & Londregan, 1996; Harding & Stasavage, 2014; Kramon & Posner, 2013; Min, 2015; Weingast, Shepsle, & Johnsen, 1981). But in addition to questions of how politics shapes distributive outcomes, scholars have recently turned to a new question: How does variation in public service provision subsequently shape political participation (Bodea & LeBas, 2016; Harding, 2015)? Here, the findings are less clear. Where some authors find that the receipt of public service provision stimulates participation (Bleck, 2015; Wantchekon, Klašnja, & Novta, 2015), others caution that service provision may actually undermine engagement or have no effect (Croke, Grossman, Larreguy, & Marshall, 2015; Kam & Palmer, 2008; Mattes & Mughogho, 2009). Most of this literature has focused on the political effects of the delivery of social welfare services, especially education. Meanwhile, the political effects of electricity provision have been largely overlooked. Electricity provision is important for political outcomes for several reasons. Historically, in some African countries, electricity provision was tightly linked to the independence struggle and to rights of citizenship (MacLean, Gore, Brass, & Baldwin, 2016). Yet despite these expectations, African countries continue to have the lowest rates of electrification in the world. Only about one-third of Africans have access to electricity (International Energy Agency, 2014), and only two-thirds live in a community with any grid access (Oyuke, Penar, & Howard, 2016), and these rates are much lower in rural areas in most countries (Leo, Morello, & Ramachandran, 2015).

Abstract:: With its economic success, China seems to convey to the world that democracy is not a prerequisite for prosperity and social well-being. This paper seeks to explore whether and how the rise of authoritarian China may affect the state of democracy worldwide. It argues that at least for now, China may not intend to challenge the global state of democracy by actively blocking the expansion of democracy or promoting authoritarianism. However, China’s growing global influence, along with its overseas activities in defending the Chinese Communist Party regime and seeking greater international status, have had a negative impact on liberal democracy.

Abstract:: Although the election of Félix Tshisekedi as president of the Democratic Republic of Congo (DRC) was hailed as ‘the first peaceful transition since independence’, the election was anything but a democratic exercise. Indeed, Martin Fayulu was the real winner, not Tshisekedi. Suspected electoral fraud at the legislative elections has returned a parliament in which Kabila’s Common Front for Congo coalition (Front commun pour le Congo – FCC) holds a large majority. This will allow Kabila to keep real power in most domains of government. By endorsing this outcome in the knowledge that it was fraudulently obtained, the West and Africa have robbed the Congolese people of their choice.

100. The Geography of Dictatorship and Support for Democracy

Abstract:: We show that proximity to military bases during the Pinochet dictatorship in Chile (1973-1990) exposed civilians to more state repression and led to (i) stronger electoral opposition to Pinochet and (ii) a long-lasting strengthening of democratic values. Our empirical strategy exploits the location of military bases during the many decades of democratic rule before the military coup, which we show is unrelated to pre-coup electoral outcomes. We find that residents of counties housing these bases both registered and voted “No” to Pinochet’s continuation in power at higher rates in the crucial 1988 plebiscite that bolstered the democratic transition. These counties also experienced more civilian deaths and forced disappearances during the dictatorship, indicating that increased exposure to repression affected voters’ behavior. After democratization, residents of these counties who were exposed to the military coup report greater support for democracy in surveys, but there are no persistent effects on electoral outcomes.
