Abstract:
Globally, research has shown that, there is a high correlation between the level of per capita income and the rate of female labour force participation. At the same time the agency and autonomy of women in a country improve with the level of female labour force participation. Sen (2000) has argued that the autonomy and agency of women in a society and their empowerment is enabled by four conditions in their lives. First the higher the education level of women, the more empowered they are likely to feel. Second, if they are working outside the home, they are likely to feel a sense of autonomy and empowerment. Third, they should also have an independent source of income from that of the significant other in their household. Finally, their empowerment can be usually enhanced if they own assets and have access to them. One can see from this analysis that the first three requirements for women’s’ empowerment are related to each other and to some extent co-dependent. We will keep these considerations in mind as we analyse labour markets and how women engaged with them in different parts of the world.

Abstract:
The United Nations made a promise in Article 19 of the Universal Declaration of Human Rights to promote free and independent media around the world. Citizens cannot “seek, receive and impart information and ideas, through any medium, regardless of frontiers” without access to a vibrant media sphere, including a free and open internet. But how does the UN interpret and act upon this obligation? How is that changing? And how can the UN help create a more effective response to the profound challenges confronting independent media? This report examines the myriad ways that the agencies and bodies of the United Nations support the development of healthy media systems. Author Bill Orme highlights the role of four UN organizations in particular—UNESCO, UNDP, UNICEF, and DPO—and makes recommendations targeted to these agencies, as well as to UN member states and donors.

Abstract:
Policies of free trade and the adoption of neoliberal economic models, which are important aspects of globalization, have caused major disruptions in labor markets around the world. In the less developed regions of the world, relatively unskilled agricultural hands have been rendered redundant in production processes while in the more technologically advanced countries, several long-stable industries closed down while some others were outsourced to less developed countries in a bid to maintain competitiveness. As the flow of material and cultural goods and services accelerated over time under the rubrics of globalization, human beings dislodged from their various productive bases became important components of the exchange. However, whereas the process of globalization appears to be bringing humanity closer together due to advances in transportation and communication technologies, this apparent physical closeness has created social distance between individuals and groups across territorial boundaries. Large numbers of mostly economic migrants from the less developed regions have ossified into an army of social outcasts, born throwaways, in various destination and transit countries. This paper explored the contradictions and tensions arising from globalization-induced migration within and out of Africa. It found that the massive outflow of irregular migrants from Africa has fed into the stream of modern day slavery in transit and destination countries that is unlikely to abate even in the face of apparent repudiation of globalization by its avid promoters, the United States and Great Britain.

he Pugwash Foundation supported an international Pugwash workshop on hypersonic weapons, which took place in Geneva on 9 and 10 December 2019. The meeting brought together 30 international participants from various continents, including current and former government officials, scientists, engineers, academics and experts from think tanks and other non- governmental organisations. The workshop aimed at fostering a constructive exchange of views on hypersonic weapons. Participants discussed factors driving the development, roles and purposes of hypersonic weapons, as well as the risks associated with their deployment and use. Based on the workshop’s discussions, the Pugwash Foundation produced a series of briefing papers on hypersonic weapons.

306. Insights into China’s Developing Country Status

Abstract:
As the international status of China as a rising power has been growing rapidly in the past 40 years, along with remarkable achievements in economic growth, China’s developing country status has been questioned by some Western developed countries. In January 2019, the US submitted to the WTO General Council the proposal An Undifferentiated WTO: Self-Declared Development Status Risks Institutional Irrelevance (WT/GC/W/757), presenting data arguing that China and some other developing countries had advanced to such an extent that they should be limited from being eligible for special and differential treatment and should give up their developing country status. During the WTO General Council meeting at the end of February, China and other developing countries hotly debated this issue with the US. China insisted that developing countries were confronted with mounting external tensions and their legitimate rights and interests in some international organizations and agreements had been constantly challenged. Against this background, it is critical to clarify China’s ongoing status as a developing country. Only after the real divide between China and developed countries has been clarified can China’s status as a developing country be secured.

Abstract:
Outward foreign direct investment (OFDI) has increasingly become an importantmethod for China to integrate into the world economy. This paper comprehensivelyreviews and analyses policy development and the changing pattern of China’s OFDIover the past 40 years. We divide the development into “restricted” (1978–1999), “relaxed” (2000–2016) and “regulated” (2017 onwards) stages. This paper alsoreviews literature on the impact of Chinese OFDI on China and host countries. Despite its generally positive ef ects, large-scale and unbalanced OFDI activitieshave alarmed Chinese policy-makers. Both developing and developed host countrieshave expressed their concern over national security and the misbehavior of someChinese overseas enterprises. Therefore, greater supervision and adjustment fromquantity to quality growth is necessary for the future development of China’s OFDI.

Abstract:
In many countries, financing development challenges such as humanitarian disasters, communicable diseases, and basic social services have, until recently, relied heavily on foreign aid or official development assistance (ODA). The landscape has been slowly shifting towards a development approach that is more “demand-driven”: steered and owned by developing countries in partnership with donors. In many developing countries, especially low-income countries, foreign aid still plays a significant role in financing government priorities and will continue to play a crucial role in the years to come. Yet foreign assistance is not adapting to the changing landscape of developing countries, and there is some concern whether donors like the United States can deliver the level of flexibility and variety that countries are demanding. In order to ensure that low-income countries—particularly fragile and conflict-affected states—make progress, the United States and other donors will need to embrace new approaches and instruments to tackle persisting challenges. The report discusses the concept and importance of a demand-driven approach to development. It describes its progress and identifies the main challenges of operationalizing the concept. The paper covers the demand-driven approach from the perspective of the United States, presenting a set of recommendations to create a more effective framework for development partners. The aim of the paper is to spur dialogue across development actors (civil society, NGOs, the private sector, and developed and developing country governments) about the programmatic and policy changes that need to take place to fully adopt the principles of demand-driven development and ultimately drive greater success in development activities.

As the world continues to become interconnected, societies’ expectations for greater access to capital and human resources also continues to grow. Governments, multilateral organizations, the private sector, and the broader academic community are increasingly recognizing the need for high- quality infrastructure in middle- and low-income countries to foster trade and human interconnectivity. The idea that quality infrastructure is indispensable to technology and innovation-driven development is now almost universally leave poor people further behind. While estimates suggest that closing the infrastructure gap will require a worldwide annual infrastructure investment of $4 trillion until 2040, accepted. Additionally, there is a consensus between those in the donor community and in the developing world that accepts the evidence provided by a growing number of studies that infrastructure of subpar quality is a barrier to economic growth.

The CSIS Energy Program assessed the existing academic literature, commissioned new research papers, convened an expert summit, and compiled the findings to produce Energy in America: Energy as a Source of Economic Growth and Social Mobility. This report analyzes the ways energy contributes to the challenges and opportunities facing ordinary Americans, covering the impacts of production, distribution, and consumption of energy products in the United States. The report highlights the new, extra-energy objectives that energy policy is increasingly expected to advance and evaluates their historical efficacy. We conclude that while deliberate U.S. energy policy interventions have hitherto achieved mixed results, there are promising developments and best practices that decisionmakers ought to consider.

313. The State of the Fighting in the Afghan War in Mid-2019

Abstract:
The Afghan War has entered a critical period in which the U.S. is actively seeking a peace settlement with the Taliban, and doing so in spite of the fact that it is negotiating without the full participation of the Afghan government. Peace is a highly uncertain option. There are no official descriptions of the terms of the peace that the Administration is now seeking to negotiate, but media reports indicate that it may be considering a full withdrawal within a year of a ceasefire, and other reports indicate that it is considering a 50% cut in U.S. military personnel even if a peace is not negotiated. As of mid-August 2019, the Taliban has continued to reject any formal peace negotiations with the Afghan government, and has steadily stepped up its military activity and acts of violence while it negotiates with the United States. Terrorist groups like ISIS-K add to the threat, as do the many splits within the Afghani government and political structure. The Taliban has not encouraged further ceasefires, or shown any clear willingness to accept a lasting peace on any terms but its own. It may well see peace negotiations as a means of negotiating a withdrawal of U.S. and other allied forces and a prelude to a peace that it could exploit to win control of Afghanistan. At the same time, major uncertainties also exist regarding continuing support for the war. Some press reports indicate the Administration is seeking a 50% reduction in active U.S. military manpower in country by the end of 2019 or some point in mid-2020 regardless of whether a peace settlement is reached. Some members of Congress have called for major U.S. force cuts and shown only a limited willingness to keep up U.S. support of the Afghan government and forces if peace negotiations do not succeed. Much depends on current trends in the war, and the extent to which the Afghan Government or the Taliban are winning control and influence over the country. Much also depends on the degree to which the Afghan government forces can stand on their own if a peace negotiation leads to the withdrawal of U.S. and Resolute support forces, or if the U.S. makes major further force cuts.

314. Engaging with India’s Electrification Agenda: Powering Assam

Abstract:
Assam is the most populous and economically active of the northeastern states and thus acts as the nexus between the mainland and the northeast. Due to insurgencies and armed conflict spanning several decades, Assam struggled to deliver many basic services to its citizens, including electricity, and failed to attract major industries. Coupled with the state’s unique topography of Himalayan foothills, forests, and a massive floodplain dominated by the mighty Brahmaputra River, infrastructure development in the state has not been easy. However, with the settling of several conflicts, the state is poised to be the economic engine of India’s northeast and take its place as India’s gateway to southeast Asia. To do so, it is focusing on agriculture, led by a thriving tea industry and energy resources—the state accounts for 15 percent of India’s total crude oil and 50 percent of onshore natural gas output. On the power sector side, Assam has increased the share of its population with electricity access from 44.57 percent in 2015 to 100 percent in 2019. An important measure of the health of the state’s electric power sector is aggregate technical and commercial losses (AT&C), which measure line losses from transmission and distribution equipment, power theft, billing and collection inefficiencies, and customers’ inability to pay. Assam’s AT&C losses in 2015 were 24.2 percent. Under the state’s Power for All plan formed with the central government, the state’s utility Assam Power Distribution Corporation Limited (APDCL) would target AT&C losses of 18.15 percent in 2019. As of August 2019, this goal has virtually been met—APDCL’s AT&C losses are currently 18.2 percent. Under the central government’s Ujwal Discom Assurance Yojana (UDAY) scheme, which aims to improve the financial health of the country’s utilities, Assam has a target of 150,000 smart meters for customers with monthly consumption between 200-500 kilowatt-hours (kWh) by December 2019. As of August 2019, the state has deployed 15,567 smart meters for these customers, 10 percent of its goal. The state also had a target to deploy 31,000 smart meters for customers with monthly consumption of over 500 kWh per month by December 2017, but to date has only deployed 11,881 smart meters, 38 percent of its goal. Assam has a target to install 663 megawatts (MW) of solar power in the state to contribute to the central government’s target of 100 gigawatts by 2022. As of May 2019, data from the Ministry of New and Renewable Energy indicate it has installed 22.4 MW, 3.38 percent of its goal.

315. Strategic Directions for the United States International Development Finance Corporation (DFC)

The United States International Development Finance Corporation (DFC) will merge the staff, assets, and liabilities of the Overseas Private Investment Corporation (OPIC) and the U.S. Agency for International Development’s (USAID) Development Credit Authority (DCA). It will seek to catalyze vitally needed private sector investments in low- and lower-middle-income countries through new development finance tools such as local currency loans, first-loss guarantees, and equity investments. However, the DFC is not designed to be simply another development finance institution—in addition to a greater proposed focus on development impact, it is an agency also embedded in the U.S. foreign policy and national security architecture. This report offers concrete and independent ideas on how the DFC can better support U.S. national security interests while also examining the new agency’s limitations. Within this context, the three key U.S. national security challenges that CSIS highlights include a) China’s rising influence in the developing world, b) actions the United States and others can do to further mitigate violent extremism, and c) addressing the root causes of migration.

It has recently become fashionable to host a regional summit with African leaders. The Arab states, China, the European Union, France, India, Russia, and Turkey all established high-profile diplomatic forums with African counterparts. Japan has been one of the pacesetters, inviting African governments, as well as multilateral institutions, to attend TICAD since 1993. TICAD’s seventh iteration, which was staged in Yokohama from August 28- 30, 2019, welcomed 42 African presidents, vice presidents, and prime ministers and witnessed the signing of 110 memorandums of understanding (MOUs) with African countries and private-sector companies.1,2 The United States chaired one such event, the U.S.-Africa Leaders Summit, in August 2014. While it represented a milestone in U.S.-African diplomatic engagement, the United States has not attempted anything on the same scale since. In 2016, the U.S. Department of Commerce with Bloomberg Philanthropies chaired a second U.S.-Africa Business Forum. President Trump met with eight sub-Saharan African leaders on the margins of the UN General Assembly in 2017 and separately invited Nigerian president Muhammadu Buhari and Kenyan president Uhuru Kenyatta to the White House in 2018. If the U.S. government decides to resume the U.S.-Africa Leaders Summit, it has the potential to deepen ties between the United States and African counterparts, as well as promote trade and investment and advance signature initiatives.

317. Emerging Political Reforms and the Future of Ethiopian Federalism: Policy Options for Stability, Peace, and Development

This policy brief explores the prospects of deploying federalism as an instrument of peacebuilding in the context of emerging political reforms in Ethiopia. The ap- pointment of Abiy Ahmed as prime minister in April 2018 by the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) marks a watershed moment in Ethiopia’s political history. The agenda of political reform adopted by EPRDF was largely due to two interrelated factors. First, the need to overcome the ap- parent fissures and constant power struggles within the party, especially since the death of Prime Minister Meles Zenawi in 2012. Second, as a response to the youth-led mass anti-government protests which started in 2015, primarily in the two most populous regions of the country, Oromia and Amhara. While the ongoing reforms are generating some optimism, there are also wor- risome developments in parts of the country. More than 1.4 million people have been displaced from their homes. The causes of their displacement are inter- ethnic tensions and identity-based communal conflicts over issues such as the ownership of natural resources linked to people’s livelihoods and the location of territorial borders. Those hit hardest by internal displacement are communities living in Gedeo and West Guji in southern Ethiopia and in the border areas of the Oromia and Somali regions. There are also tensions between the Amhara and Tigray regions over the identity of Wolqait and Raya communities. Similarly, the Sidama ethnic group’s demand for regional status in southern Ethiopia has cre- ated tension in the area. Moreover, there are reports of a breakdown of law and order in parts of the Amhara and Oromia regions. A key issue in Ethiopia’s political reform is the future of federalism, in particu- lar, the strong emphasis placed on ethnicity and whether it will continue to be relevant. On the one hand, there are political forces (centrists) that see ethnic federalism as a root cause of the current crisis, while others contend that theproblems are due to non-adherence to the principles of true federalism. However, it is important to note that the federal system is crucial to Ethiopia’s stability, peace, and develop- ment. With the opening of political space, the future direc- tion of Ethiopian federalism is being hotly contested. There are political forces that aspire to remove the ethnic element from the federal system or change the system altogether from ethnic to geographic federalism. Such a course of ac- tion is fraught with danger. The reactions to the removal of the federal status of Eritrea in 1960 and the autonomy of South Sudan in 1983 demonstrate the inadvisability of re- versing regional or ethnic autonomy. In both countries, the rolling back of autonomous arrangements by central au- thorities was a key factor in the long-running conflicts that culminated in the secession of Eritrea and South Sudan, re- spectively. The government of Ethiopia (GoE) should, there- fore, consider the following policy recommendations.

The fourth industrial revolution is underway, and technological changes will disrupt economic systems, displace workers, concentrate power and wealth, and erode trust in public institutions and the democratic political process. Up until now, the focus has largely been on how technology itself will impact society, with little attention being paid to the role of institutions. The relationship between societies and their institutions is changing, and countries will have to strengthen their capacities to avoid heightened social divisions. They must build resilience through gradual and intentional interventions designed for long-term, sustainable development. It is also essential that institutions work hard to build credibility and use available development tools, such as development finance institutions and foreign aid, to mitigate the risks of disruption. Countries and other stakeholders must pioneer these initiatives to successfully navigate the disruptions stemming from the fourth industrial revolution. The revision of existing models of education, skill development and investment and the integration of different stakeholders into the conversation will be critical in helping institutions play a productive role in rebooting the innovation agenda. This new report, Rebooting the Innovation Agenda, analyzes the need for resilient institution and the role they are expected to play in the fourth industrial revolution.

Speaking at the United Nations General Assembly, President Nana Akufo-Addo of Ghana warned of the repercussions of escalating U.S.-China trade tensions on African nations. Although largely absent from the discourse surrounding the so-called “trade war,” sub-Saharan Africa has suffered from its impacts. Uncertainty hovering over global and African markets has already undermined investor confidence, triggering drops in commodity prices and local currencies. A slowdown in Chinese production and global growth could threaten to throw African markets further off balance. U.S. protectionist measures stand out for their repercussions on African economies and U.S.-Africa relations. However, it would represent a tremendous missed opportunity if the USDFC merely replicated OPIC’s activities at a higher volume. Ethiopian Prime Minister Abiy Ahmed has been widely hailed for his promises to open political space, usher in economic liberalization, and remake the country’s poor record on human rights. However, to truly transform his country, Dr. Abiy must first transform agriculture, which is the nucleus of the Ethiopian economy and by far the largest employer. Drawing on interviews and focus groups with seventy stakeholders, this report examines the past wins, current endeavors, and future challenges of Ethiopia’s Agricultural Transformation Agency (ATA), a federal entity established in 2010 to drive fundamental changes for the country’s 15 million smallholder farmers. It highlights the relationship between the ATA and the Ethiopian Ministry of Agriculture, the importance of innovation in agricultural transformation, and the role donors like the United States government can play in supporting such-efforts for country-led development.

325. Dying Light: War and Trade of the Separatist-Controlled Areas of Ukraine

Abstract:
The paper investigates how war and the war-related government policies affected economic activity of the separatist-controlled areas of Ukraine. The paper applies a quasi-experimental study design to estimate the impact of two events on the separatist-controlled areas: the introduction of the separatist control and the introduction of the second round of the trade ban, which was imposed by the government of Ukraine on the separatist-controlled territories in 2017. Using a difference-in-difference estimation procedure that controls for the yearly and monthly effects, individual fixed effects, and the region-specific time shocks, the study finds that the separatist rule decreased the economic activity by 38% in the Donetsk region and 51% in the Luhansk region according to the preferred specifications. At the same time, the trade ban of the year 2017 against the major industrial enterprises of the separatist-controlled areas decreased luminosity by 20%. The paper argues that the trade disruptions due to the war actions were nested within the negative effect of the separatist rule and accounted for half of it.

Abstract:
The study examines the impact of macroeconomic variables on stock and bond markets development in Botswana using Autoregressive Distributed Lag (ARDL)-Bounds Test. The results indicate that macroeconomic variables have an impact on capital market development in Botswana. In the short run, real output, money supply and inflation have a positive influence on the development of the stock market, while real exchange rate retards its development. Real output further supports the development of the stock market in the long run. For the bond market, only two variables, inflation rate and lending rate have positive and negative impact on the bond market in the long run respectively, while none of the variables influence the bond market in the short run. Policy implications include increased efforts by policy makers to increase money supply, gross domestic product for the development of stock market, while the bond market development requires a decrease in lending rates.

Abstract:
Botswana is faced with many challenges of project implementation. Since independence detailed projects and programmes were initiated, with limited and often less developed state capacity to implement them. This study focuses on challenges of project implementation in Botswana’s tier of local government. A qualitative case research method approach was employed to undertake the study. Telephonic interviews were conducted with politicians and employees from Francistown City Council (FCC) and Kweneng District Council (KDC) and data was analysed using thematic analysis. The paper outlines project implementation challenges in Local Authorities (LA). For instance, lack of capacity, lack of commitment by the District Development Committee (DDC), poor stakeholder engagement and lack of financial autonomy by councils. Some of the identified implementation challenges are not peculiar to the two LAs but cuts across local authorities in Botswana. However, low human capacity in local authorities was cited as a major problem in project implementation.

Bangladesh made significant progress in improving the nutritional status of its people in recent years. However, rates of malnutrition in Bangladesh are still among the highest in the world; thus, the government has stepped up the implementation of its nutrition agenda and efforts to achieve its nutrition targets. The last Global Nutrition Report (GNR 2018) highlighted Bangladesh’s success as a result of the state-level nutrition-related policy commitments and efforts (Development Initiatives 2018). The GNR 2018 indicated Bangladesh’s achievements since 2010 in education, children, health, nutrition, and population, including measures in adolescent development, especially adolescent girls. The preceding GNR (2017) reported that the Government of Bangladesh had met its Nutrition for Growth (N4G) policy commitments (Development Initiatives 2017). Bangladesh recorded significant achievements under the N4G policy commitments through adopting the National Nutrition Policy (NNP) 2015 and National Strategy for Micronutrient Deficiency Control (ibid). The objective of this paper is to recommend ways to “jump-start” the collaborative process needed to translate the 3M approach into reality, using the NPG model.

329. Marginal, Not Transformational: Development Finance Institutions and the Sustainable Development Goals

Abstract:
Development finance institutions have positioned themselves as key agencies to help the world meet the Sustainable Development Goals. It is doubtful that they can deliver. This paper outlines the challenges facing DFIs in achieving (anywhere near) such an expansion in their impact, particularly in infrastructure and particularly in the poorest countries. It notes that private investment in SDG priority areas is low in the poorest countries, and the record of private investment in rolling out services is mixed. These issues are linked in part to significant supply side constraints based on country characteristics. DFIs do better than the market as a whole at investing in challenging infrastructure–but not by much. And while the scale of their ‘leverage’ in terms of attracting dollars that would otherwise not have been invested is hard to determine, in the poorest markets in infrastructure it is certainly low. Finally, DFIs and donors more broadly have long tried to improve deal flow with limited success, suggesting there are few deals on the margin of occurring which only require small extra incentives to materialize.

330. Teacher Professional Development around the World: The Gap between Evidence and Practice

Abstract:
Many teachers in low- and middle-income countries lack the skills to teach effectively, and professional development (PD) programs are the principal tool that governments use to upgrade those skills. At the same time, few PD programs are evaluated, and those that are evaluated show highly varying results. In this paper, we propose a set of indicators—the In-Service Teacher Training Survey Instrument—to standardize reporting on teacher PD programs. Applying the instrument to 33 rigorously evaluated PD programs, we find that programs that link participation to career incentives, have a specific subject focus, incorporate lesson enactment in the training, and include initial face-to-face training tend to show higher student learning gains. In qualitative interviews, program implementers also report follow-up visits as among the most effective characteristics of their professional development programs. We then use the instrument to present novel data on a sample of 139 government-funded, at-scale professional development programs across 14 countries. The attributes of most at-scale teacher professional development programs differ sharply from those of programs that evidence suggests are effective, with fewer incentives to participate in PD, fewer opportunities to practice new skills, and less follow-up once teachers return to their classrooms.

331. Multilingual Assessment of Early Child Development: Analyses from Repeated Observations of Children in Kenya

In many low- and middle-income countries, young children learn a mother tongue or indigenous language at home before entering the formal education system where they will need to understand and speak a country’s official language(s). Thus, assessments of children before school age, conducted in a nation’s official language, may not fully reflect a child’s development, underscoring the importance of test translation and adaptation. To examine differences in vocabulary development by language of assessment, we adapted and validated instruments to measure developmental outcomes, including expressive and receptive vocabulary. We assessed 505 2-to-6- year-old children in rural communities in Western Kenya with comparable vocabulary tests in three languages: Luo (the local language or mother tongue), Swahili, and English (official languages) at two time points, 5–6 weeks apart, between September 2015 and October 2016. Younger children responded to the expressive vocabulary measure exclusively in Luo (44–59% of 2-to-4-year-olds) much more frequently than did older children (20–21% of 5-to-6-year-olds). Baseline receptive vocabulary scores in Luo (β = 0.26, SE = 0.05, p < 0.001) and Swahili (β = 0.10, SE = 0.05, p = 0.032) were strongly associated with receptive vocabulary in English at follow-up, even after controlling for English vocabulary at baseline. Parental Luo literacy at baseline (β = 0.11, SE = 0.05, p = 0.045) was associated with child English vocabulary at follow-up, while parental English literacy at baseline was not. Our findings suggest that multilingual testing is essential to understanding the developmental environment and cognitive growth of multilingual children.

332. What Is “Country Ownership”? A Formal Exploration of the Aid Relationship

The aid literature and high-level accords like the Paris Declaration argue that “country ownership” is critical to the effectiveness of aid. In response, donors and recipients renamed themselves “development partners,” obscuring the tendency for country ownership benefits (i.e. more successful and sustainable programs) to come at the expense of satisfying the funding countries’ priorities. This paper illustrates the tradeoff between country ownership and funders’ priorities with a formal model in which aid is governed by a contract to produce a jointly desired outcome. The model generalizes the Principal-Agent approaches for studying aid which treat countries as having multiple objectives. The new model illustrates how a recipient country’s rational resource allocation choices vary with different aid contracts, whether based on lump sum payments, input-based payments, conditional payments, matching grants or outcome payments. It reveals two critical aspects of the country ownership debate. First, even when funders and recipients agree on project goals, funders can only achieve their priorities through distorting domestic allocative choices. Second, funders are likely to fully embrace country ownership only in cases where they believe alternative uses of domestic funds have integrity (as defined by the funder). The model also shows that when funders put higher priority on achieving their goals than accommodating recipient allocation preferences, they should prefer conditional payments, matching grants, or outcome payments. Among these, the donor’s preferences would depend on the relative observability of expenditures to outcomes. If instead funders embrace country ownership and seek to maximize the country’s welfare, lump sum grants are better. In terms of Paris Declaration goals of sustainability, the aid contracts which are least aligned with recipient country priorities will not be sustained after aid ends unless domestic preferences are altered by a process of hysteresis.

Abstract:
We study the impact of rainfall risk on fertiliser use by Tanzanian maize farmers using newly available spatially disaggregated agronomic survey data on Tanzanian maize producers. We show that fertiliser use is highly sensitive to rainfall risks. Our discussion embeds these findings into the wider debate around environmental sustainability and mineral fertilisers, thus relating directly to the country’s government efforts of climate mainstreaming into their (agricultural) policies. We conclude that chemical fertilisers are useful for agricultural productivity growth but that they should be used to supplement more economically and environmentally sustainable practices.

334. Determinants of Developing Countries' Export Upgrading: The Role of China and Productive Investment

This paper explores the determinants of developing countries' export upgrading measured by export sophistication. In particular, as a response to the recent debate on China's impact on developing countries' industrialisation, we examine a new hypothesis that the considerable growth in developing countries' trade with China may serve as a source of productive investment for their export upgrading. Dynamic panel estimations based on HS 6-digit export data on 62 developing countries during 1995-2014 show the positive effects of human capital, productive investment, and absolute gains from trade with China measured by income terms of trade vis-à-vis China. Mediation analysis finds that the positive effect of trade with China on export upgrading takes effect largely through its enhancing effect on productive investment, which supports our hypothesis. By contrast, China's direct export-downgrading impact is minor. Our findings suggest that, for developing countries, China serves more as a stimulator of capital accumulation for industrial development than a competitor in manufacturing market or a predator of natural resources. This provides an alternative to the widespread argument of China's crowding-out and re- primarisation impact on developing countries. The priority for developing countries is therefore the appropriate use of the gains from trade for productive purposes.

Although numerous studies have investigated the contribution of tourism to economic growth and development, much less attention has been paid to assessing whether tourism-induced growth and development contribute to the poverty alleviation and income inequality (Kinyondo & Pelizzo, 2015). This study emamines the statistical relationship between tourism activities and a suite of income inequality measures. Using a dynamic fixed country-level effects panel model and bootstrapped standard errors, we find strong evidence showing both tourism dollars and inbound tourism numbers have an adverse effect ion income equality. These findings are supported by the results of the fixed-effects panel and dynamic pooled OLS regressions. The results of this study suggest that more effort should be exerted to develop pro-poor tourism initiatives in order to mitigate the inequitable distribution of the benefits of tourism as well as to reduce possible environmental degradation caused by rural poverty.

Abstract:
Eswatini ranks very low in the Global Competitiveness Index (GCI). Conceivably, this draws from the fact that Eswatini is a consumer of goods and services produced from outside the economy. In this paper, we use data from the GCI, International Telecommunications Union (ITU), and Global Innovation Index (GII) to argue that Eswatini should focus its industrial policy towards the creation of tacit productive capacities amongst SMEs in the manufacturing sector to drive large-scale industrialisation. The paper shows that by doing this, Eswatini will position herself to be a leader in the manufacture of industrial goods in the region and in the long-term be able to attract foreign investors to the country. In particular, the study analyses panel data of 5 African countries to illustrate that manufacturing in the ICT sector could contribute to increased economic growth, particularly if targeted towards technologies that are in high demand among the youth- such as smartphones, laptops, and other similar gadgets. The paper juxtaposes its main treatise with Africa’s youth bulge and shows that with every 1% increase in the youth population there will be a 4.79% increase in the adoption and usage of ICTs by the youth. This suggests that there is an opportunity for the country to anchor its industrial policy on the production of those technologies that are in high demand amongst the youth. The key message in the paper is that building tacit knowledge and skills in the manufacturing of high technology products could reduce youth unemployment, attract foreign investments, and create opportunities for industrial development and industrialisation. The paper concludes with some considerations for industrial policy in Eswatini.

Abstract:
Innovation is a catalyst for social and economic development and as such a precondition for progress. Given the need to increase economic activity and expand GDP in Eswatini, this study documents the history of innovation in Eswatini and assesses the potential for the traditional sector as a source of new growth. The study purposively sampled and interviewed 129 producers in the Manzini, Mbabane, and Ezulwini market places and complemented the surveys with an extensive analysis of the innovation and industrial development literature in Eswatini. The study finds that whereas Emaswati are innovative, innovation has been incremental and driven by global technological developments, government policy, new market opportunities, and changes in lifestyle and society. The study confirms that the traditional sector is a viable source of new growth. However, to realise its true potential there is a need to address the demand and supply side factors that inhibit production and innovation in traditional industries. Therefore combining modern technology with traditional knowledge and skills presents opportunities for value creation, product development or improvement, differentiation, and improving the competitiveness of Eswatini’s indigenous products in global markets. However, for this to happen requires investments in research and experimental development, innovative marketing strategies, innovation, and setting of progressive standards and quality assurance systems.
