More than 15 months into the war, Russian attacks against Ukraine’s nuclear plants have yet to release any radiation. As the likelihood of the Zaporizhzhia nuclear plant reopening quickly declines and Putin’s desire to distract the world from his declining political and military standing increases, some experts fear he may want to induce a radiological release from the plant. In any case, Putin’s military assaults against the Zaporizhzhia plant have already set a worrying precedent. Last December, NPEC held a wargame, the results of which The Bulletin of Atomic Scientists just published, to examine what might happen in a future Russian invasion of Ukraine. In this reinvasion in 2037, Russia targets power reactors in Ukraine, Poland, and Romania. The United States plans to build scores of new reactors in these countries. What if Russian missiles targeted them in a future war? NPEC tapped the expertise of Ukrainians, Romanians, NATO officials, Poles, US security experts, and Hill staff to find out. It hosted five sessions over two weeks and ran a three-move wargame. The game’s play revealed how the uncertainties and dangers of military attacks against nuclear power plants can paralyze decision-making and fundamentally alter the course of wars. The military disruptions these uncertainties introduce may far outstrip the safety issues any reactor radiological release might otherwise present. The game’s play revealed three reasons why.

Abstract:
Defence cooperation in the EU is growing, reflecting the European citizens’ view of the EU as a security enhancer. This policy paper takes stock of current developments and analyses the positions of seven EU member-states on defence integration (France, Germany, Italy, Spain, Poland, Portugal, and Greece). The ‘Magnificent Seven’ are key players in this process, not least because of their large defence budgets and their engagement in the existing forms of cooperation. We examine the defence budget of the seven countries and their breakdown, as well as their participation in Battlegroups, EU military operations and missions, and PESCO projects. The analysis provides significant insights on the national defence priorities. The seven countries form overlapping clusters, according to their political status and aspirations in the European integration process, their economic condition, their geographical location, and their relations with the US and NATO. All of them are facing significant dilemmas and engage in subtle balancing acts, which explains the slow and arduous path of European defence integration.

Iranian involvement in the Syrian civil war has often made headlines in Israel. Particularly in the context of the Israel Defense Force (IDF)’s so-called campaign between the wars (the Hebrew acronym is Mabam), which has included attempts to prevent Iran from establishing military bases in Syria, keeping Iranian forces away from the Syrian-Israeli border, and thwarting the transfer of precision weapons to Hizballah. But Iranian involvement in Syria goes far beyond the confines of the Israeli-Iranian conflict. As a result of the "Arab Spring" uprising and the Syrian civil war, Iran has succeeded in establishing itself in areas far from the Israeli-Syrian border and extended its influence in Syria beyond the military sphere.

World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

13. The Costs of Working with the Americans in Afghanistan: The United States’ Broken Special Immigrant Visa Process

The United States’ Special Immigrant Visa (SIV) Program was designed to help Afghans and Iraqis who are in danger of being killed as a result of their service to the U.S. government as translators or in other civilian jobs. As of 2020, over 18,000 Afghan applicants have received U.S. visas, along with over 45,000 of their immediate family members, and immigrated to the U.S. The program has been plagued by bureaucratic inefficiencies and significant problems with the application process, resulting in a backlog of an additional 18,800 applications according to a 2019 review of the program. The lives of thousands of these applicants are currently at risk. This report on the Afghan SIV program, based on interviews with over 150 SIV applicants and recipients, as well as a review of other studies of the program, suggests that while the program is well-intentioned and beneficial to certain successful applicants, its current structure puts the lives of applicants at risk and leaves them vulnerable to exploitation before, during and after the process. The lack of a coherent, effective strategy to support these workers, and the failure to implement the program as originally envisioned, leaves applicants stranded in Afghanistan or elsewhere and vulnerable to attacks by the Taliban and criminal groups, as well as other forms of exploitation. This has further undermined the reputation of the United States government in Afghanistan while serving a relatively small percentage of those Afghans who worked closely with the U.S. The program also does little to support those who do receive visas and move to the U.S. They are ultimately disappointed in, and unprepared for, the lack of support they receive upon settling in the United States. The program could do much more to prepare and support these recipients for the challenges they are likely to face during resettlement. The Biden administration’s current review of the SIV program is a good step forward, but unless that review takes a closer look at the true human costs of its flawed processes, it is likely to result in little more than bureaucratic tinkering. The program must be seriously overhauled, based on a reconceptualization of how to best support those who put their lives at risk to assist the United States government. As it is currently structured, the SIV program may in fact be doing more harm than good.

The map illustrates countries in which the U.S. government conducted operations it explicitly described as counterterrorism, in an outgrowth of President George W. Bush's “Global War on Terror.” These operations include air and drone strikes, on-the-ground combat, so-called “Section 127e” programs in which U.S. special operations forces plan and control partner force missions, military exercises in preparation for or as part of counterterrorism missions, and operations to train and assist foreign forces. (The map does not comprehensively cover the full scope of U.S. post-9/11 warfare, as it does not document, for instance, U.S. military bases used for counterterror operations, arms sales to foreign governments, or all deployments of U.S. special operations forces.) Despite the Pentagon’s assertion that the U.S. is shifting its strategic emphasis away from counterterrorism and towards great power competition with Russia and China, examining U.S. military activity on a country-by-country basis shows that there is yet to be a corresponding drawdown of the counterterror apparatus. If anything, the map demonstrates that counterterrorism operations have become more widespread in recent years.

15. The Unpredictable Course of Naval Innovation – The Guns of HMS Thunderer

In January 1879, a muzzle-loading gun aboard HMS Thunderer, one of the Royal Navy’s most powerful warships, exploded. A parliamentary investigation determined that the accident occurred because of human error brought about by a highly innovative, but complicated, loading mechanism. Given earlier unsatisfactory experience with early breech-loading guns, contemporary naval engagements and expectations of the future nature of conflict at sea, retention of muzzle-loaders seemed a reasonable course of action. Vast sums were, therefore, spent in ensuring that Britain’s navy had the biggest and most powerful of that type of ordnance. But the explosion and other advances in gun design meant that muzzle-loaders were a dead end, and the incident on Thunderer became the impetus for the Royal Navy to adopt breech-loaders. This incident shines light upon the thinking within the Royal Navy at the time regarding advanced guns. But it also underscores the uncertainty and unpredictability that is inevitably attached to rapid innovation by a large military institution such as the Royal Navy was in the late-19th century. This story is highly relevant to force development considerations today because in any era of continuous technological change, mistakes are inevitable and their expectation should be accommodated within planning.

The UAE has an opportunity to professionalize the military by building its strategic planning and force development capabilities and by committing to international principles of professional military conduct and greater transparency and accountability. After two decades of concerted investment and operational experience, the United Arab Emirates (UAE) armed forces, dubbed “Little Sparta,” are now one of the leading militaries in the region. With approximately 63,000 active uniformed personnel for a population of 9.9 million (only 1.2 million of which are Emirati), allegedly augmented by foreign auxiliary and mercenary forces, the UAE has gained global attention for its role in countering Iran and violent extremist networks and for interventions in Yemen and Libya. It is one of the United States’ closest military partners in the Middle East. American scholar Kenneth Pollack assesses that, taken as a whole, the UAE’s military is the most capable among the Arab states, while there may be variance across the force.

Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zerosum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

The ever-increasing dependence on information and communication technologies (ICTs) in all aspects of society raises many challenges for national crisis management agencies. These agencies need to prepare not only for new cyberthreats and cyber vulnerabilities, but also for the fact that the aftermath of a cyber incident affecting critical infrastructure has its own challenges. On the one hand, the practical disruptions caused by an isolated incident can be hard to predict and control and, on the other hand, the consequences and perceptions of an incident whose cause is not yet determined can be equally hard to manage. Uncertainty around the cause of the incident and remedial actions being taken often lead to public speculation and political pressure to respond in ways that could create political tensions, and possibly conflict, between countries. This policy paper is the result of a nine-month research project that was jointly conducted by SIPRI and the Swedish Civil Contingencies Agency (MSB) on cyber-incident management. It explores what national crisis management authorities can do to improve their cyber-incident prevention, detection and response strategies and also how they can do better to deal with the larger societal and potentially political aftermath. It investigates why and how cyber incidents may lead to escalatory scenarios and how these scenarios can be avoided and contained using various de-escalatory approaches. It comprises an introduction providing background and the inspiration of this report (section I); four sections that explore the dynamics of escalation and de-escalation from conceptual (section II), analytical (sections III–IV) and empirical (section V) standpoints; and two sections that present the main findings and recommendations (sections VI–VII).

22. Pandemics: The Armed Forces as the Ultima Ratio?

The novel coronavirus disease (COVID-19) crisis has caused leaders in all affected countries to turn to their armed forces for support in an ever-expanding range of roles. Armed forces are being tasked to provide capabilities that in many instances go beyond what they have provided in past crises. As the crisis progresses and tragedy intensifies, the armed forces may appear to be the last resort available—the ultima ratio—to decision-makers. It must be expected that these demands will continue to mount even if the current crisis abates, as it is sure to remain a top national concern for months to come. This paper examines the range of roles that armed forces have taken on within the context of this crisis and places those roles, mission, tasks, and function within a scheme of six mission sets that comprise the defense support to civil authority (DSCA) rubric. The paper goes on to set forth a half-dozen considerations for decision-makers to contemplate before asking the armed forces to undertake these roles. In the current pandemic crisis, many of the tasks inherent in the DSCA rubric have been prominent in the demands by political leaders for armed forces support, such as the provision of essential services (many logistical and medical in nature) as well as search capabilities, decontamination operations, and engineering support. For example, armed forces in Italy, Spain, France, and the United States, just to name a few, have built and staffed medical facilities; transported virus patients; delivered food supplies; searched buildings for victims; and decontaminated residences and public facilities, such as train stations and airports. In addition, armed forces organizations have provided mortuary services, including the transportation and cremation of virus victims’ remains, which, of course, are contaminated. Photos of Italian Army units have shown convoys of trucks loaded with coffins. Soldiers have also provided medical support to overwhelmed facilities. Soldiers have been photographed administering tests for the virus, moving patients within hospitals, and providing basic services, such as changing bed pans and providing meals, all in a contaminated environment. French military aircraft, equipped for medical evacuation, have transported virus patients to less-stressed medical facilities in France.

23. Assessing Chinese defence spending: proposals for new methodologies

Abstract:
Little is known about how China’s growing defence budget is allocated, particularly following recent structural reforms. In the absence of publicly available information and new research on Chinese defence economics, outside observers consider the official data to be incomplete. Publications addressing Chinese defence spending often claim that ‘it is widely believed’ official Chinese statistics exclude key categories of military-related spending. For instance, in 2003, one analyst wrote that ‘it is widely accepted that the official budget released by the Chinese every year accounts for only a fraction of actual defense spending. In particular, whole categories of military expenditure are believed to be missing from official figures.’ The methodologies employed by research institutions, such as the International Institute for Strategic Studies (IISS) and the Stockholm International Peace Research Institute (SIPRI), to estimate China’s total military spending date back to the late 1990s. Furthermore, existing estimates do not take into account China’s recent military reorganisation under President Xi Jingping’s direction, which began in 2015, and a wide range of defence reforms. For example, in 2018, the Chinese authorities integrated the China Coast Guard (CCG), the People’s Armed Police (PAP) and the maritime militias into the Central Military Commission’s (CMC’s) command structure. It is currently unclear how this restructuring has affected China’s defence spending. In addition, China’s defence spending could have been affected by the increasing fulfilment of weapons procurements by domestic firms. Therefore, a reassessment of China’s defence spending and the methodologies employed is required.

As the United States hastens its drawdown of troops in Iraq before the January 20 inauguration of President-elect Joseph Biden, Russia is seeking to fill the developing geopolitical vacuum there. On November 25, following discussions in Moscow with Iraqi Foreign Minister Fuad Hussein, Russia’s top diplomat, Sergei Lavrov, remarked that Russian energy firms have invested billions of dollars in the Iraqi oil industry. “When it comes to energy, the largest Russian companies are working in Iraq together with their partners. These are Lukoil, Rosneft, Gazprom-Neft and Bashneft. All four have invested more than $13 billion in the Iraqi economy,” Lavrov told journalists (Interfax, November 25). He added that Moscow was also prepared to increase arms deliveries to Baghdad, stating, “We are ready to meet any Iraqi needs for Russian-made military products. Our country has traditionally played and continues to play a very important and significant role in ensuring Iraq’s defense capability and equipping its army and security forces, including in the context of continuing terrorist threats” (Mid.ru, November 25).

25. 5G Technologies in Latvia Advance Military Capabilities and National Economy

In mid-November, Latvian officials inaugurated a 5G test site at the Ādaži military base, near Riga. The facility is the first of its kind not only in Latvia but throughout Europe. The 5G testing area will provide an opportunity for Latvian and allied armed forces to develop and assess various new sensors, defense systems and platforms utilizing the emerging high-speed, low-latency cellular network technology, including autonomous vehicles, unmanned aerial vehicles (UAV), as well as various innovations in healthcare and remote communications (Tvnet.lv, November 13). To date, 5G (“fifth-generation”) networks operate, in some capacity, in more than 25 countries around the world. And with its ceremonial “launch” of 5G in July 2019, Latvia became one of the first European states to begin implementing this next-generation communication network for commercial and public use (Mfa.gov.lv, July 24, 2019).

26. Baku’s Success in Using Turkish Drones Raises Question: Could Ukraine Use Them Against Russia in Crimea?

The Azerbaijani military’s use of Bayraktar TB2 unmanned aerial vehicles (UAV), purchased from Turkey, played such a prominent role in Baku’s victory over Armenian forces during the Second Karabakh War (September 27–November 9, 2020) that defense analysts around the world are now focusing on how their countries may utilize similar unmanned systems and how they could respond if such drones are used against them (Regnum, accessed December 16; Ecfr.eu., November 24; see EDM, November 9). Notably, Azerbaijan employed its Bayraktars to identify and attack Armenian forces as well as to provide a real-time picture of the battlefield that was useful for both strategic planning and propaganda (see EDM, October 15). Now, Vadim Nozdrya, who heads the Ukrainian arms trade state committee Ukrspetseksport, has announced that Kyiv is prepared to purchase from Turkey 48 of these battle-tested UAVs (Milliyet), December 4). That news is undoubtedly prompting analysts in Moscow to consider how Ukraine could eventually use such drones to threaten Russian control of occupied Crimea or Donbas and what Moscow needs to do in response.

Abstract:
his study explores variations in national models of innovation, as well as the pathways or levers those models afford in controlling innovation’s end product. This report focuses on dual-use, emerging technologies’ “origin stories” and takes a big picture view of their emergence. It is bookended by an exploration of where these dual-use technologies come from and by an assessment of where they are going. The report uses case studies of both U.S. and German investment in artificial intelligence and additive manufacturing to highlight national approaches to innovation, assessing each country’s approach to regulating sensitive and dual-use technologies once they have been developed. The report argues that within a national model of innovation, the way in which technology is procured by a state’s military is linked with that state’s ability to control or regulate an end-product and, in turn, prevent diffusion or proliferation.

It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

Selecting the right person for the right job at the right time is a persistent challenge faced by organizations. Performance evaluations are a fundamental component of selection processes, and their use in the Army is nearly as old as the service itself. Some early evaluation systems consisted of a list of officers in a regiment with observations noted for each ranging from “a good-natured man” to “merely good—nothing promising” to “a man of whom all unite in speaking ill.” While our current evaluation form adds a bit more science to the art of performance evaluation, a constant in the Army’s performance evaluation system is the reliance on raters to render their judgment on the potential of a subordinate for service at higher levels. The purpose of this article is to better equip raters to exercise these judgments. While we recognize the calls for personnel management reform and the initiatives underway to better manage the Army’s talent, our purpose is not to add another voice to these suggestions for structural changes to the Army’s evaluation system.Instead, we focus on the process of discretionary judgment exercised by raters that is and will continue to be an integral part of performance evaluation. Our aim is to recognize the structural and cognitive biases inherent in our evaluation system and provide recommendations to help senior raters more objectively evaluate their subordinates. While we think the importance of this topic is self-evident, educating raters on the potential for bias in their evaluations is especially important in the type of rating system used by the Army. This system places great emphasis on the person serving as the senior rater. Although the evaluation forms include assessments from raters and sometimes intermediate raters, the senior rater comments are widely acknowledged to carry the most weight for promotion and selection decisions due to the small amount of time available to evaluate a soldier’s file. Most positions involve work that is highly interdependent on other members of the organization, which places a considerable demand on raters to assess and articulate how much an individual contributed to the output of the group. While the performance of an officer is undoubtedly important to his or her chances for promotion or selection, the abilities of the officer’s senior rater to convey the level of this performance through an evaluation is also vital to talent management. Previous studies demonstrate that exposure to a high-quality mentor increases an officer’s likelihood of an early promotion to major by 29 percent, perhaps because high-quality mentors are skilled at communicating their protégé’s potential in their performance evaluations. Equipping raters to make their best possible judgments of subordinates and clearly articulating these judgments is vital to fostering a meritocratic Army talent management system.

30. The Future of Nuclear Arms Control: Time for an Update

Abstract:
Many consider the Reagan-Gorbachev prin- ciple that “nuclear war cannot be won and must never be fought” (Joint Soviet-United States Statement 1985) to be the clarion call for arms control. With this, US and Soviet leaders put words to the fundamental under- standing that arms control was sacrosanct in the context of other, unrelated issues in inter- national security. In 2020, we live in a different reality where arms control by some experts has been reduced to “nuclear identity politics” (Ford 2020) while others claim that it is “practical- ly exhausted” (Yermakov 2020). Disconcert- ing as these sentiments may be, they contain a kernel of truth. Arms control in 2020 is still oriented to realities of the past. But if the arms race spirals into full force, it is humans who will be the losers. Hence, it is unhelp- ful to dismiss arms control as an obsolete manifestation of Cold War nightmares. But it is time for an update to address new global challenges, in particular quickly evolving geo- political realities and emerging technologies. Furthermore, the silos in the debate on arms control need to be overcome.

31. Afghanistan’s Rising Civilian Death Toll Due to Airstrikes, 2017-2020

Abstract:
The United States military in 2017 chose to relax its rules of engagement for airstrikes in Afghanistan, which resulted in a massive increase in civilian casualties. From the last year of the Obama administration to the last full year of recorded data during the Trump administration, the number of civilians killed by U.S.-led airstrikes in Afghanistan increased by 330 percent. This report reveals the price that Afghan civilians have paid for all parties’ escalation of violence in their attempts to gain leverage in talks between the United States and the Taliban. The data demonstrates that, compared to the previous 10 years, there was a 95 percent increase in civilians killed by U.S. and allied forces’ airstrikes between 2017 and 2019. Further, during the period of intra-Afghan talks, the Afghan Air Force has killed more civilians than at any point in its history. In 2018 alone, 3,800 Afghan civilians were killed by airstrikes.

32. The Growth of the “Camo Economy” and the Commercialization of the Post-9/11 Wars

Since September 11, 2001, United States military spending has grown rapidly, as has the portion of that spending that pays for military contractors. These contracting companies engineer and manufacture equipment, build and repair infrastructure around the world, provide services like cafeterias and other facilities support, and even replace troops in many war zones. In 2019, the Pentagon spent $370 billion on contracting – more than half the total defense-related discretionary spending, $676 billion, and a whopping 164% higher than its spending on contractors in 2001. Over nearly two decades, government officials, private companies, and conservative think tanks have sold the idea that military contractors are a cost reducer, yet in reality, the growth in military contracting—or what I call the “Camo Economy”—has actually increased the overall cost of this country’s military operations. It’s a Camo Economy because the U.S. government has used the commercialization (often mislabeled “privatization”) of the military as camouflage, concealing the true financial and human costs of America’s post-9/11 wars. Regarding human costs, in 2019, there were 53,000 U.S. contractors compared to 35,000 U.S. troops in the Middle East. Since the U.S. invasion of Afghanistan in 2001, an estimated 8,000 U.S. contractors have died, in addition to around 7,000 U.S. troops. America’s post-9/11 wars, which the Costs of War project defines as U.S.-led military operations and other government programs around the world that have grown out of President George W. Bush's "Global War on Terror" and the U.S. invasion of Afghanistan in 2001, have cost U.S. taxpayers over $6.4 trillion. Defense spending now accounts for more than half of all discretionary spending, a category that also includes education, transportation, and healthcare – virtually everything the government does other than Medicare and Social Security. Most of these inflated costs are due to payments to overly expensive military contractors.

33. At a Crossroads? China-India Nuclear Relations After the Border Clash

While both countries may think the situation is under control, dismissive attitudes and misperceptions could end up fueling a dangerous competition. On June 15, 2020, a lethal military conflict over disputed territory in the Himalayas shook the edifice of China-India relations. The clash in the Galwan Valley along their shared border is the gravest military confrontation the two nuclear powers have faced in fifty years. This event and ongoing tensions focus attention on the long-standing but tempered competition between China and India. One of the most interesting puzzles of that relationship is why nuclear weapons, which both possess, have not played a more important role. With the potential for a major reset in China-India ties after the Ladakh crisis, are Beijing and New Delhi finally approaching a long-anticipated crossroads in their nuclear relations? The findings reveal that while Indian security analysts give serious attention to China’s nuclear policy and capabilities, Chinese analysts maintain a dismissive attitude about the relevance of nuclear weapons in China-India relations. The attitude stems from a widely held view that India’s indigenous military technologies are significantly behind China’s and that China will continue widening the gulf between the two countries’ conventional and nuclear capabilities. However, Chinese analysts do not appear to fully appreciate the long-term destabilizing implications of this growing gap. India may feel pressure to build out its nuclear arsenal, and this could further threaten the fragile stability between India and Pakistan. Chinese experts tend to underestimate the role Beijing may have in shaping New Delhi’s threat perception and nuclear strategy.

34. Playing Politics: International Security Sector Assistance and the Lebanese Military’s Changing Role

Abstract:
Following the August Beirut port explosion, the Lebanese Armed Forces must rebuild trust with the civilian population. The LAF can serve as a critical pillar in Lebanese government efforts to strengthen national security and identity in the midst of the crisis, in light of security sector assistance from the United States and other Western partners. The Lebanese Armed Forces (LAF), and Lebanon more broadly, is one of the largest recipients of foreign assistance in the Middle East. The United States and allied governments have sought to build the capabilities and professionalism of the LAF since the 2006 Israel-Hezbollah war, focusing primarily on counterterrorism and border security. The LAF stood in stark contrast to other Lebanese security services in their restraint vis-à-vis the civilian population during the 2019 protests. However, recent reported violent incidents against civilians, ambiguity of the role of police forces, and concerns about both recovery efforts following the August 2020 port explosion in Beirut and extended powers under the state of emergency established by the Lebanese parliament have raised international concerns about the role of Lebanon’s security services, including the LAF. The LAF has a critical role to play in stabilizing Lebanon through a multi-faceted crisis, but will need to take concrete steps to bolster its professionalism. Lebanon’s modern politics have long been defined by confessionalism, a reality that persists even as the country is engulfed in crisis. International assistance to the LAF over the last fourteen years had intended to support the LAF as a legitimate national institution transcending confessions and supporting a broader sense of Lebanese security and identity. In the midst of the ongoing crisis in Lebanon, political turmoil at the helm of the country, and the ongoing coronavirus pandemic, there is an important opportunity for the international community to support a new path for governance in the country—as shaped and envisioned by its populace. This opportunity hinges upon leveraging existing channels of support to the LAF and building in conditionality mechanisms that hold the LAF accountable for its actions, while continuing to promote a clear articulation of priorities for the LAF and a plan to improve military effectiveness through policy and doctrine; training and equipment, education, and exercises; operations; and institutional capacity building.

The Syrian National Army (SNA) is officially part of the Syrian Interim Government (SIG) and responds to the Ministry of Defense (MoD). Abdurrahman Mustafa, the President of the SIG, and Selim Idris, the Minister of Defense, oversee the SNA. Idris is also the Chief of Staff of the SNA. The SNA is then further divided into legions and factions. The commanders of the three key legions of the SNA, namely Muataz Raslan, Mahmud el-Baz, and Abu Ahmad Nour, are responsible for all of the factions of their legion. The fourth, fifth, sixth, and seventh legions are organised under the National Liberation Front (NLF). Each faction commander is officially under the legion’s command, though each legion’s number of factions vary, and each legion commander makes decisions as a representative of their legion in coordination with Selim Idris, the commanders of the other legions, and the council. The council is made up of SNA faction leaders who each maintain their own autonomous area and thus can exercise significant power. Therefore, most decisions need explicit or at least tacit approval from them. The SNA’s Chief of Staff and the MoD have different offices operating autonomously from the factions of the SNA and only respond to Selim Idris. The SNA is additionally composed of eight offices (figure 1): The media office, the military court office, the military police, the guidance counselors’ office, the finance office, the administration and organisation office, the operational office, and the training office.

On 30 December 2017, the Syrian Interim Government (SIG) announced the establishment of the Syrian National Army (SNA). The main goal was to unite all military factions that fought as part of the Euphrates Shield and Olive Branch military operations against the Islamic State (IS) and the Democratic Union Party (PYD). In October 2019, and prior to the launch of Operation Peace Spring in the east of the Euphrates, the merger of the National Liberation Front (NLF) and the SNA was announced, through an official ceremony in the presence of the SIG officials in Şanlıurfa, Turkey. This discussion paper aims to clarify the key difficulties that have faced the SNA since its foundation until now. The paper will also outline potential scenarios for the SNA in future military and political realities. Figure 1 and Table 1 give an idea on the SNA’s areas of control and that of rivalling local and international actors in Aleppo, Idlib, and al-Raqqa.

The Japanese government’s organizational structure and policy processes for outer space programs have evolved over time, and now the government has completed its restructuring. Fifty years ago, the Japanese government restricted national space activities to “peaceful purposes,” which was interpreted as non-military activities. As a consequence, Japan’s space programs, including the government’s utilization of space systems, were rationalized on the basis of scientific purposes. Today, technological advancements and changes in both internal and external political circumstances led the government to accept and pursue a full-spectrum national space policy that includes military usage. The government codified these changes and created the first national law for space in 2008. The law established a Cabinet-level headquarters to develop and lead Japan’s space policy. In addition, organizational reforms in 2012 affected ministries’ and agencies’ roles, responsibilities, and national space policy processes. This paper is a resource for researchers of Japan’s space policy. It will allow them to easily and comprehensively understand how Japan’s national space policy is being formulated. The first section of this paper aims at clarifying the Japanese government’s current organizational structures, roles and strategies in space policy. The second section provides an overview of two national space policy pillars: national military space strategies and commercial space initiatives.

40. Arms Flows to South East Asia

Abstract:
The security environment of South East Asia is making more and more headlines and is increasing cause for concern. While old tensions and conflicts remain, China’s rise as a military power and its claims on the South China Sea not only add a new element of insecurity but also draw other powers into the mix. As this paper documents, states in South East Asia have significantly increased their military spending, their arms acquisitions and their arms inventories over the past decade. This growth has outpaced the global trend and the trends of most other regions. While the growth of military capabilities is not an uncontrollable arms race, there is cause for real concern. The increased size and capabilities of most armed forces in South East Asia—coupled with increased tensions in the region, especially over the South China Sea—lead to more military forces operating in close proximity to ‘unfriendly’ forces. Mechanisms and agreed rules to deal with the overall tensions or with unexpected confrontations of opposing military forces are lacking, which does not make it easy to prevent incidents from escalating. Furthermore, weak transparency in foreign and defence policy poses a risk of misunderstandings about why South East Asian states acquire weapons, what their ‘red lines’ are and what the response to crossing those lines would be.

41. The Geography of Dictatorship and Support for Democracy

Abstract:
We show that proximity to military bases during the Pinochet dictatorship in Chile (1973-1990) exposed civilians to more state repression and led to (i) stronger electoral opposition to Pinochet and (ii) a long-lasting strengthening of democratic values. Our empirical strategy exploits the location of military bases during the many decades of democratic rule before the military coup, which we show is unrelated to pre-coup electoral outcomes. We find that residents of counties housing these bases both registered and voted “No” to Pinochet’s continuation in power at higher rates in the crucial 1988 plebiscite that bolstered the democratic transition. These counties also experienced more civilian deaths and forced disappearances during the dictatorship, indicating that increased exposure to repression affected voters’ behavior. After democratization, residents of these counties who were exposed to the military coup report greater support for democracy in surveys, but there are no persistent effects on electoral outcomes.

Abstract:
Colombia’s recent history has been marked by internal armed conflict and efforts to end it. For nearly six decades of war the response of the Colombian state to the insurgent threat has primarily been one of military confrontation. But at the same time all of the country’s governments have also initiated political negotiation processes. Some of these initiatives have led to the demobilisation of several armed groups. In these scenarios, the Armed Forces have played an important role in the war, and a smaller one in the peace negotiations. This situation changed significantly with the recent negotiations with the Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia/FARC). For the first time the Armed Forces (the military and police) played a key role in both the negotiations and the implementation of the peace agreement. This active involvement on the part of the state security forces has been an essential part of and key contributing factor to the most successful peace process in Colombia of the last six decades.

It was the first day at my new unit. As a staff officer I wasn’t surprised when the Battalion Executive Officer (XO), my new boss, motioned me into his office for a chat. What he said next left me speechless. I anticipated the normal “welcome to the unit” speech, but instead he offered one sentence worth of guidance and sent me on my way: “forecast my needs and that of the unit and you will succeed here.” What exactly did he mean by this? How does one forecast without additional information? Where should I start? What should the priority be? How far out should I forecast? My new boss clearly didn’t have the time to answer these questions, so I would have to figure it.

In 1957 Samuel Huntington published a highly influential book called the Soldier and the State. In the last paragraph he famously wrote “Highland Falls [represents] the American spirit at its most commonplace…today America can learn more from West Point than West Point from America.” This passage was controversial at the time and even cost Huntington tenure at Harvard. The book would go on to influence generations of civil-military relations scholars. While the sentiment may have been accurate in the 1950s, today’s Highland Falls represents everything America should be.

Has an overreliance on the military as a one-size-fits-all solution become so engrained that we no longer consider alternatives? Are domestic politics so intertwined with foreign affairs that the citizenry has no choice but to accept veterans to fill the ranks of the executive branch? Is there hope for the future? Can we rebalance the general orientation of our government? The outcome to all these questions can be arrived at in a favorable way if our military continues to embrace the Huntingtonian notion of objective control. If professionalism continues to guide the actions of our military’s senior leaders and those who serve in decision making bodies such as the National Security Council, there is hope for a reversal in what Lasswell describes as a “picture of the probable.”

I teach civil-military relations at the U.S. Military Academy at West Point. While searching for readings for an elective course taught in the spring semester, I came across a 2010 article written in the L.A. Times, “An increasingly politicized military.” One passage stood out: “By all accounts, the curricula of the service academies and the war colleges give remarkably little attention to the central importance of civilian control. They do not systematically expose up-and-coming officers to intensive case studies and simulations designed to give them a sense of the principle’s real-world implications.” So where are we now? Nearly a decade later, those cadets have graduated and are now midcareer officers. Do civilians have less control over the military as a result of the claim that the military received poor instruction on proper civ-mil relations? Can curriculum “fix” broken civilmilitary relations?

This paper argues that the scholarship on security sector reform (SSR) tends to neglect regional politics in the formulation of its concepts and policies, and that this neglect deprives the study of SSR of a valuable analytical level. It therefore uses comparative historical analysis and the model of regional conflict formations (RCFs) to examine army reforms in Sierra Leone and Iraq from a regional angle, thereby illustrating the explanatory potential that regional politics could bring to the study of SSR and its implementation. The paper also distinguishes between convergent and divergent regional formations, whereby the relationship between SSR outcomes and regional politics is conceived of as constitutive, entangled, and holistic.

Expectations have been building for the FY 2020 defense budget request, a budget that acting secretary of defense Shanahan has called the “masterpiece.” While the administration’s FY 2019 defense budget of $716 billion is fully funded through the remainder of the current fiscal year, a surprising number of statements on defense spending from the White House over the past several months have generated significant discussion and uncertainty around the FY 2020 request, calling into question whether or not it will be a masterpiece after all. In addition to waiting for the final topline figure, questions remain over how the budget will be composed, whether its priorities align with those of the National Defense Strategy (NDS), and how much detail it provides on the administration’s plans for national security space reorganization. The U.S. military’s vertical lift fleet of helicopters and tiltrotors is aging. With the exception of V-22 Osprey, no completely new aircraft designs have been introduced since the 1980s. Even the V-22 made its first test flight back in the 1980s. And the U.S. Army, which has the largest helicopter fleet and traditionally takes the lead on vertical lift innovation, has not made substantial investments in Research & Development since the cancellation of RAH-66 Comanche. Today, there are ambitious plans to modernize the entire vertical lift fleet. However, much of the investment path ahead remains unclear. To make informed plans about the future, it is important first to understand how the United States arrived at its current state through past investments.
