1. India’s Regulatory Shift: An Examination of Five Agencies of the Post- Liberalisation Era

Abstract:
This paper explores the design of Indian regulatory agencies established post-liberalisation from an administrative perspective. Regulatory agencies were set up to replace state inefficiencies, and to discipline profligate state agencies, even as much as they were a response to state-market reorganisations and the challenge of privatization. Regulation provided an opportunity for upper levels of the Indian bureaucratic state to recast their power, with the idea that it would provide a framework for economic rationality, independence and technical specialization to take centre-stage. In actual practice however, the design of each of the regulatory agencies is shaped largely by pre-existing legal frameworks and institutions, and the agencies have remained quite tied in with their counterpart departments and on retired bureaucrats. However, in spite of these limitations, these agencies have some common features imbued by legislative mandate and organisational design which are unique in the context of the Indian state. They have focus and stability, a degree of functional independence, and most importantly, a concentration of power, which enables them to think through and implement complex policy transitions from multi-year and context-specific perspectives. The paper builds on learnings from a series of conversations with regulatory agency chairpersons in order to identify what regulatory governance is, in terms of the powers and mandate of the regulatory agencies and what makes them distinctive from the rest of public administration.

If there is one thing that is hardly debatable in legal science, it is the evolution of law through constitutional or legislative textual reform on a given issue. The issue of decentralisation in Cameroon is an illustration. The constitutional and legislative dynamics since independence reflect this, particularly with the inclusion of local authorities in the Constitution of 4 March 1960, the 1974 laws applicable to the Communes and their subsequent amendments , the constitutional reform of 18 January 1996 explicitly raising decentralisation to the constitutional rank , the laws of 22 July 2004 on decentralisation and today Law No. 2019/024 of 24 December 2019 to lay down the General Code of Regional and local authorities(CGCTD). This Code enshrines an evolution in decentralisation law and sets out the terms and conditions for the exercise by the State of powers transferred to regional and local authorities in general and to the Regions in particular. From a legal point of view, this reframing does not seem to have aroused the interest of the doctrine in the same way as the question of the special regime for the North-West and South-West Regions, which has been addressed . In view of its scope, however, it is easy to admit that the legislator has made a significant change. It is necessary to examine the contours of this evolution in order to untangle the threads and consequently set the markers for understanding, following an approach based solely on the Regions as a framework for analysis and not on all the Regional and Local Authorities. Indeed, the choice of the Regions as the analytical framework is not insignificant. As the first level of decentralisation in Cameroon, the Region has only recently been established since its consecration in 1996. It is the characteristic of regionalism instituted since the constitutional reform of 18 January 1996. This regionalism is legally translated by the erection in 1996 of administrative provinces into Regions, headed by a President, an indigenous personality of the Region elected by his peers , and an elected Regional Council whose political colouring prints a mixture of traditional chiefs with the other departmental Councils. Compared to the Commune, therefore, the Region is a new feature of decentralisation which finds its basis in the controversy that took place during the 1996 reform on the form of the State between the supporters of the centralised State and those of the federal State. According to the doctrine, it is a point of agreement between these two (02) trends. When we know that regionalism as a technique for organising the unitary State is an advanced version of decentralisation that could border on federalism without being one, we can only subscribe to the idea that the Region is the point of agreement that would have federated the actors of the 1996 reform. With these considerations in mind, the attention given to the Region is justified. Following this logic, it must be agreed that the exercise by the State of powers transferred to the Regions did not disappear with the advent of the CGCTD, as some authors have suggested. It was maintained, however, with a reform of the legal framework that underpins an evolution in this area. If yesterday, the exercise by the State of powers transferred to the local and regional authorities in general and to the Regions in particular was legally self-evident (I), in the current state of Cameroonian decentralisation law, it is now only a possibility (II).

3. Remittances and corruption perceptions in Africa

Abstract:
The relationship between remittances and corruption is contested. For some authors, external income endows individuals with financial buffers, which undermine these individuals’ incentive to hold governments to account and allow rent-seeking politicians to invest fewer resources in public goods. For others, remittance payments undermine clientelist networks and increase individual-level political engagement and accountability. For others still, remittances diffuse social norms, since senders are likely to live in large cities or wealthier countries where corruption is less tolerated. However, despite being rooted in individual-level assumptions, many of the conflicting results in the extant literature have an empirical focus at the aggregate level. In this paper we offer a corrective, explaining variation in individual-level perceptions of corruption among remittance recipients through a new mechanism. With survey data from 34 African countries, we show that recipients are endowed with greater cash income, which is used to bribe officials in the hope of securing preferential access to basic services. This act of paying bribes, coupled with the fact that access does not appear to improve, fuels perceptions that the government is corrupt.

4. Keeping tabs? Perceptions of relative deprivation and political trust in Africa

Abstract:
What are the implications of economic inequality for trust in government and state institutions? Political trust performs important functions in representative political systems, facilitating the efficient functioning of government, simplifying complex political processes, and reducing monitoring costs for ordinary people. The existing literature has shown that macroeconomic performance (including levels of inequality) and evaluations shape political trust. This paper addresses two gaps in the literature by focusing on the role of individual perceptions and subjective experiences of inequality and by studying cases in Africa. Using Afrobarometer survey data collected from more than 40,000 respondents in 34 African countries between late 2016 and mid-2018, I use multi-level modelling to demonstrate that perceptions of relative deprivation are significantly associated with less trust in representative government institutions and, more weakly, with less trust in state institutions. The effect of perceptions of relative deprivation remains significant when controlling for macroeconomic conditions and performance evaluations. In effect size, trust in representative government institutions is at least comparable to frequently cited covariates of trust such as location, level of education, and government economic performance, suggesting that perceived relative deprivation is indeed an important covariate of such trust. Feeling relatively advantaged is also significantly associated with greater trust in representative government institutions. This may reflect strong neo-patrimonial ties between citizens and political agents. In demonstrating that individual-level economic considerations affect political trust in Africa, we challenge the conventional wisdom that only macroeconomic factors affect trust.

6. Could a Global “Wicked Problems Agency” Incentivize Data Sharing?

Abstract:
Global data sharing could help solve “wicked” problems (problems such as climate change, terrorism and global poverty that no one knows how to solve without creating further problems). There is no one or best way to address wicked problems because they have many different causes and manifest in different contexts. By mixing vast troves of data, policy makers and researchers may find new insights and strategies to address these complex problems. National and international government agencies and large corporations generally control the use of such data, and the world has made little progress in encouraging cross-sectoral and international data sharing. This paper proposes a new international cloud-based organization, the "Wicked Problems Agency," to catalyze both data sharing and data analysis in the interest of mitigating wicked problems. This organization would work to prod societal entities — firms, individuals, civil society groups and governments — to share and analyze various types of data. The Wicked Problems Agency could provide a practical example of how data sharing can yield both economic and public good benefits.

Abstract:
The upcoming presidential and parliamentary elections in Turkey on May 14, 2023, are expected to be closely contested. Polls suggest that the ruling AK Party-led People’s Alliance will lose its majority in parliament, resulting in a hung lower house. This would create an opportunity for multiparty dialogue and temporary alliances on specific policy issues, leading to legislation that is the result of multiparty bargaining rather than the agenda of a dominant party. Against this backdrop, it is crucial to understand the Turkish opposition’s views on a variety of policy issues, with digital policies being a particularly underexplored one. At the intersection of political, economic, and technological issues, digital policies are regulations that have to adapt to a rapidly changing landscape of technological advances on a global scale. Turkey, as a regional power and an upper-middle-income economy, has attempted to take advantage of technological innovations to further promote economic growth and national security purposes. However, the AK Party government's efforts have been met with skepticism from opposition groups as they have fallen short of protecting individual rights and freedoms online. The study is organized into four sections, with an analysis of the political situation on the eve of the upcoming elections, a description of the technological ecosystem in Turkey, an analysis of the evolution of digital policies in Turkey under the AK Party’s successive governments, and a detailed overview of the main opposition parties' digital policy positions. This study thus provides insight into the future of digital policies in Turkey and the potential impact of the upcoming elections on this pivotal issue.

From east to west, five northern border regions are to various degrees self-governing, though four are backed by, and even dependent on, Türkiye. Ongoing indirect negotiations between Türkiye and Syria—which were previously at loggerheads—may result in an adjustment of the boundaries of these cantons, but will not alter, let alone reverse, the phenomenon of cantonization.

Abstract:
This Working Paper is a draft chapter for a book on the poorly understood CCP elite politics of the early post-Mao period, tentatively entitled Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. Conventional wisdom pictures the period up to the December 1978 Third Plenum as a struggle between Hua and Deng, reflecting neo-Maoist v. reformist tendencies, and won by Deng at the plenum. In fact, there was broad consensus between them, Hua was more proactive in key areas, and there is no evidence of anything approaching a power struggle. This paper, however, deals with an area where elements of accepted views of Deng hold up. In essence, Deng held both the foreign policy and particularly PLA portfolios, notably where they concerned the crucial relationships with the US, Soviet Union, Japan, and Vietnam. In external relations Deng was broadly regarded to have performed brilliantly, while Hua was thought a mere cypher. Overall, Hua was clearly secondary in external relations, but he took the bold step of initiating relations with revisionist Yugoslavia, made the most telling proposal in the high-level negotiations with the US, and deeply impressed dominant European leaders Margaret Thatcher and Helmut Schmidt. Deng’s foreign policy outlook was deeply influenced by Mao, he could push Mao’s “horizontal line” concept to counterproductive extremes, almost losing the Sino-Japanese Peace Treaty, and rather than brilliantly negotiating US normalization, the Chinese side was slow to grasp the outcome that was always there. Most significant, and revealing of the underlying dynamic of CCP politics, was the war against Vietnam. This was truly Deng’s war, opposed by not only Hua, but also by a broad array of senior civilian and PLA officials, including surviving marshals. This was essentially the first time since his return to work in 1977, in contrast to persuading his colleagues through intense effort, that Deng simply asserted his authority. Neither here or elsewhere, was argument decisive as it had generally been under Hua’s leadership to that point. What was decisive was Deng’s enormous prestige as the most outstanding of the surviving “old revolutionaries” who achieved the success of 1949. It was the same factor that allowed Deng’s quiet coup against Hua at the turn of 1979-80, with no significant resistance from Hua or anyone else, and with no explanation being made in any official forum until well after the fact.

The Taliban’s takeover of Afghanistan on 15 August 2021 unraveled significant achievements of the Women, Peace and Security (WPS) agenda in Afghanistan over the last two decades.1 Every western donor present in the country pushed the WPS agenda over the past two decades of their engagement in Afghanistan. The previous Government of Afghanistan adopted a National Action Plan on Women, Peace and Security in 2015. They made concerted efforts to implement the NAP by promoting women’s participation in the peace process, the parliament, in government and the security sector, and to protect women and girls from gender-based violence and other violations of their human rights.

Current efforts of the Australian State engaging with First Nations communities, in Australia, in foreign policy practice and international relations as a discipline, are woefully inadequate. It does not meet standards desired by First Nations peoples, nor does it often meet international standards around First Nations policy development. What this results in is a cultural dynamic of exclusion for First Nations peoples, ontologies and approaches to policy. There is current work, including from the Department of Foreign Affairs and Trade (DFAT), to further include and value contributions of First Nations in foreign policy, and increase First Nations presence in policymaking. Many of these initiatives though still continue to fail First Nations by not giving us a fair seat at the table, or full and accurate representation.1 To fully realise the potential of a feminist foreign policy approach, First Nations peoples and approaches must be fully integrated The diversity and value First Nations can bring to Australian foreign policy is extremely large and represents an untapped area for Australian foreign policymakers.2 Australia does not yet fully realise the potential First Nations peoples and approaches can bring to our representation on the world stage, and our approaches to issues of foreign policy. Drawing the connections between First Nations and feminist approaches to foreign policy can only strengthen this agenda. This paper seeks to outline the introductory steps needed in order to achieve this.

Abstract:
This paper analyses how social determinants influence councillor role performance in the district local government in Uganda. The extent to which elected local government leaders perform their roles is critical for the quality of social services delivered to citizens. In the analysis, social determinants are conceptualised as; the education level of councillors, political party affiliation, electoral terms served/experience, councillor category, gender, and geographical location of the constituency represented by a councillor. In the same analysis, councillors' roles were conceptualised to include; legislation, contact with electorate, participation in lower local governments, and monitoring service delivery.

In recent weeks, public debate in Iran has resumed regarding the possibility of transferring power after the death of the current Supreme Leader, Ali Khamenei, to his son Mojtaba. In the background of this debate is criticism of the idea of cultivating Mojtaba as a possible successor, sounded by the leader of the reformist opposition, Mir-Hossein Mousavi; a report on the promotion of Mojtaba to a high religious status with the rank of ayatollah; and an expression of support for his possible appointment as leader from one of the Friday prayer leaders. The possibility of the transfer of power to Khamenei's son has already evoked severe public criticism on the ground that it contravenes the fundamental principles of the Islamic Revolution. At this point, it is too early to assess whether this scenario is indeed considered seriously. However, in the absence of a suitable consensus candidate to succeed Khamenei, it cannot be ruled out that the death of the current Supreme Leader may pave the way for a transition to an alternative governing model, including dynastic rule.

14. Chaos in the Palestinian Authority: From Counter-Terrorism to Reconstruction

Recent months have seen a steep rise in the use of live fire in the Palestinian cities in the West Bank against IDF forces, as well as in the number of shooting incidents and other attacks. Behind the shootings are primarily young Palestinians, including Fatah operatives, and this phenomenon reflects the chaos within the Palestinian Authority. The Israeli security response, which focuses on counter-terrorism and widespread arrests of suspects, generates a self-sustaining cycle of escalation and heightens the motivation among young Palestinians to enlist in the fight against the Israeli security forces. The danger is that as a result of the chaos, the PA will cease to function as a responsible, stable, and effective entity that encourages calm and is an authoritative address for communication with Israel. To curb this trend and give the PA an opportunity (perhaps its last) to regain control of the northern West Bank and stop the deterioration, reconstruction measures should be pursued vis-à-vis the Palestinian Authority, and external collaboration and support should be recruited for the effort, primarily from Jordan and the Gulf states.

Abstract:
China is perceived to rely on subsidizing firms in targeted industries to improve their performance and stay competitive. We implement an approach that allows for the joint estimation of direct and indirect effects of subsidies on subsidized and non-subsidized firms. We find that firms that receive subsidies experience a boost for productivity. However, our approach highlights the importance of indirect effects, which are generally neglected in the literature. We find that, in general but not always, non-subsidized firms experience reductions in their productivity growth if they operate in a cluster where other firms are subsidized. These negative externalities depend on the share of firms that receive subsidies in the cluster. Aggregating direct and indirect effects into a (weighted) total effect shows that this negative indirect effect tends to dominate. We interpret our results in the light of a simple heterogenous firm type model, which highlights that subsidization, in a competitive environment of firms, may potentially harm non-subsidized firms.

It would be good to write a very optimistic piece at the dawn of 2022—and indeed we do try to focus in this piece not just on trends but on solutions. Yet, overall, it is impossible to avoid “telling it as it is”—internationally and for multilateral action, the year has not had an auspicious start. Omicron is sweeping through communities worldwide, with many hospital systems warning of the risk of being overwhelmed. The political instability of which we and many others have long warned, driven by economic and governance links, is coming to pass. Kazakhstan is the most recent example, but this also covers the quintupling of coups in Africa in 2021, and heightened polarization in many Western, Asian, and Latin American electoral processes.

This paper revisits a part of the analysis by Banerjee et al. (2020), in which they examine the consequences of the nation-wide scale up of reforms to the funds management system (e-FMS) in India’s national workfare programme, using a two-way fixed effects specification. They report a substantial 19 percent reduction in labour expenditures. We exploit the recent literature that highlights the limitations of the TWFE estimator in the presence of staggered roll out and effect a Goodman-Bacon decomposition of the TWFE coefficient, to pinpoint sources of identifying variation. We undertake a detailed examination of subsamples of six constituent and valid DiDs based on timing of treatment that are averaged into the TWFE coefficient to identify heterogeneity in treatment effects. This disaggregated subsample analysis does not support the conclusion of any reductions in MGNREGS labour expenditures, suggesting that the TWFE coefficient based on the full sample is indeed biased.

Over the past decade, toxic interactions between persistent inequality, racial tensions, and political polarization have undercut the promise of South Africa’s so-called rainbow miracle transition from apartheid to democracy. South Africa’s recent history sheds light on the United States’ recent political travails. It illustrates how interactions between inclusion and inequality on the one hand and political ideas and entrepreneurship on the other can fuel positive spirals of hope, economic dynamism, and political legitimacy—but can also trigger vicious, downward spirals of disillusion, anger, and political polarization. South Africa was able to transition from a society structured around racial oppression into a nonracial democracy whose new government promised “a better life for all.” Especially remarkable was the speed with which one set of national ideas appeared to give way to its polar opposite. From a society marked by racial dominance and oppression, there emerged the aspiration to build an inclusive, cooperative social order, underpinned by the principles of equal dignity and shared citizenship. In the initial glow of transition, South Africa’s citizens could hope for a better life for themselves and their children. In time, though, the promise wore thin. It became increasingly evident that the economic deck would continue to be stacked, and that the possibility of upward mobility would remain quite limited. Fueled by massive continuing inequities in wealth, income, and opportunity, South Africans increasingly turned from hope to anger. In the United States, a steady and equitably growing economy and a vibrant civil rights movement had fostered the hope of social and economic inclusion. But that hope turned to anger as the benefits of growth became increasingly skewed from the 1980s onward. In 2019, the U.S. economy was more unequal than it had been since the 1920s. Younger generations could no longer expect that their lives would be better than those of their parents. Such economic adversity and associated status anxiety can trigger a heightened propensity for us-versus-them ways of engaging the world. In both South Africa and the United States, polarization was fueled by divisive political entrepreneurs, and in both countries, these entrepreneurs leveraged inequality in ways that added fuel to the fire. In the 2010s, South Africa went through a new ideational reckoning, in part to correct the view that the transition to democracy had washed the country’s apartheid history clean. But opportunistic political entrepreneurs also pushed an increasingly polarized and re-racialized political discourse and pressure on public institutions, with predictable economic consequences. South Africa’s economy slid into sustained stagnation. Paralleling South Africa, America’s divisive political entrepreneurs also cultivated an us-versus-them divisiveness. However, unlike in South Africa, political entrepreneurs and economic elites in the United States also used divisive rhetoric as a way to persuade voters to embrace inequality-increasing policies that might otherwise not have won support. By the late 2010s, the risks were palpable in both South Africa and the United States of an accelerating breakdown of the norms and institutions that sustain inclusive political settlements. For South Africa, the reversals were not wholly unexpected, given the country’s difficult inheritance—though a recent turn away from angry populism suggests that, paradoxically, the rawness and recency of the anti-apartheid struggle and triumph might perhaps offer some immunization against a further-accelerating a downward spiral. But for the United States, the converse may be true. Increases in inequality since the 1980s, and their attendant social and political consequences, have been largely self-inflicted wounds. Complacency bred of long stability may, for decades, have been lulling the country into political recklessness at the inequality-ethnicity intersection, a recklessness that risks plunging the country into disaster. But this paper’s analysis is not all gloom and doom. South Africa’s escape from the shackles of apartheid teaches that, even in the most unlikely settings, downward spirals of despair and anger can transmute into virtuous spirals of hope. The country’s first fifteen years of democracy also show that, once a commitment to change has taken hold, making the shift to an inclusion-supporting economy is less daunting than it might seem. Reforms that foster “good enough inclusion” can be enough to provide initial momentum, with the changes themselves unfolding over time—and an initial round of change can bring in its wake a variety of positive knock-on effects. But lessons can be overlearned. Mass political mobilization was pivotal to South Africa’s shaking loose the shackles of apartheid—and new calls to the barricades might seem to be the obvious response to current political and governmental dysfunction. However, different times and different challenges call for different responses. In both contemporary South Africa and contemporary America, the frontier challenge is not to overthrow an unjust political order but to renew preexisting formal commitments to the idea that citizenship implies some shared purpose. Renewal of this kind might best be realized not by confrontation but rather by a social movement centered around a vision of shared citizenship, a movement that views cooperation in pursuit of win-win possibilities not as weakness but as the key to the sustainability of thriving, open, and inclusive societies.

Conducting research in the Sahel has become more challenging over the past 10 years, and the continuing deterioration of the security situation has restricted access to many areas. This SIPRI Insights paper provides an overview of the main challenges for researchers when conducting data collection in conflict-affected areas. The paper employs a case study of a humanitarian protection project that SIPRI has been working on in the Liptako-Gourma region. The project was designed in collaboration with the Danish Refugee Council (DRC) and three local research partners: the Centre for Democratic Governance (CGD) in Burkina Faso, Point Sud in Mali and the Laboratoire d’Études et de Recherche sur les Dynamiques Sociales et le Développement Local (LASDEL) in Niger. Using the case study, the paper identifies and outlines how the project addressed specific challenges. The paper also highlights key considerations for researchers to take into account when carrying out data collection and fieldwork in conflict zones. Evidence-based research can influence humanitarian and development initiatives and support shifts in policy and programming. The bottom-up research approach gives a voice to communities and alternative perspectives and advances evidence-based solutions that are locally driven, meaningful and sustainable for target populations.

We test the neoclassical loanable funds model which postulates that, ceteris paribus, government borrowing increases the long-term rate of interest. The empirical literature exploring such a connection remains largely mixed. We clarify the conflicting results by deploying an ARDL model to decompose the relationship in the United States into long and short-run effects across multiple measures of the government deficit and long-term interest rate. We find a tendency for changes in the deficit to increase long-term interest rates in the short run but the effect is reversed in the long run. We argue that these results are consistent with John Maynard Keynes’ view of the long-term rate as being heavily influenced by monetary policy, central bank credibility and market convention.

Dysfunctional governance and repression lie at the heart of social, economic and political challenges and crises in the Middle East and North Africa (MENA) region. The nature of governance, whether autocratic, corrupt, crony capitalist, highly centralised, patriarchal and/or merely incompetent, led to alarming socioeconomic and political grievances. These grievances accumulated over decades sparking region- wide protests in 2010, 2011 and subsequent years. Without major improvements in the quality of democratic governance,1 further crises are inevitable, and sustainable stability will remain unattainable, with major negative repercussions for the European Union (EU) itself. Naturally, climate change is augmenting these challenges and increasing the pressure on government performance. The EU Green Deal addresses this uniquely urgent matter in need of assertiveness, namely climate change with its worldwide palpable repercussions and impact for all. The deal has serious implications for economies and hence societies in MENA countries. At the same time, it could and must serve as a vehicle for improved democratic governance in the region. This is also in the interests of the EU’s green ambitions, as lasting environmentally sound and socially just policies in countries beyond the EU will hardly materialise without improvements in the area of democratic governance. The two subject areas are mutually dependent; hence, the durable success of climate policies is unlikely without being buttressed by democratic components. This understanding needs to be mirrored in all EU policies and programmes targeting the region by interweaving climate policies with democratic governance.

The 2011 downfall of Colonel Muammar Gaddafi marked a tipping point for Libya’s southern neighbours in re-defining their roles on the regional north-south axis. The era of an assertive Libyan foreign policy on Africa came to a halt. Simultaneously, as a consequence of the civil war, multiple African actors, both state and non-state, assumed greater influence inside and over Libya. The country moved from being an exporter of security and insecurity to sub-Saharan Africa, as under Gaddafi, to becoming an importer. Some aspects of this largely unnoticed, multi-dimensional “Africanisation” [1] of Libya are likely to take root. Changes in Libya’s and sub-Saharan African actors’ standings within the regional setting represent a new reality on the ground that has not been contextualised and analysed thoroughly enough. Only when the international actors do so will they be able to adequately navigate and constructively engage social, political and security structures within the Libya- sub-Saharan Africa framework. Thus, this paper aims to answer the following research questions: in which specific north-south security-related phenomena did sub-Saharan African actors assume agency? Are the motivations of the actors involved opportunistic or do they include long-term political goals? Which aspects of “Africanisation” are taking solid roots and could be sustained beyond the period of Libya’s instability? Will this change to the regional order be temporary and reversible? What are the implications for the European Union (EU) policies related to peace, security and governance in Libya? For the research, several interviews with representatives of the regional armed groups, policy advisors, policy-makers and researchers with an insightful understanding of local and regional dynamics have been conducted since 2018, including during field research in Sudan in 2019. Those have been supplemented by a comprehensive review of existing literature on cross-border conflict dynamics in the Libya-Sudan-Chad-Niger borderlands, Libya-sub-Saharan African relations and relevant documents of international organisations. Historical methods focusing on the long-term and comprehensive processes seen within a big picture are being supplemented with an analytical approach seeking logical consequences and formulating predictions out of hard data and a comparative approach, where models, institutions and experiences are put together with more or less adequate processes found elsewhere.

Previous studies on the justification of repression have analysed large-scale protests, about which autocratic officials communicate to avoid backlash effects. However, we know much less about how everyday repression against dissidents and ordinary citizens is communicated and justified under authoritarianism. This paper is the first to systematically investigate how officials in autocracies justify, conceal, or deny different forms of repression employed by different state institutions. It studies the communication of repression in two North African autocracies, drawing on the novel Justifications of Repressive Incidents in Morocco and Tunisia Dataset. The dataset contains 439 events between 2000–2010 and disaggregates the various dimensions of repression and its communication. The empirical analysis shows that the chosen forms of repression influence patterns of communication and justification. Studying the communication of repression helps us better understand the nexus of authoritarian legitimation and political violence in the Middle East and North Africa region and beyond.

Too often agency (and blame) for the war in Ukraine has been presumed to lie predominantly with the greater powers. Liberals like Anne Applebaum point to President Vladimir Putin’s autocratic and expansionist mission to restore a greater Russia as the precipitating reagent for the crisis, while realists like John Mearsheimer hold the Americans and Europeans responsible for encouraging Ukraine to challenge Russia by seeking membership in NATO.2 In both cases (and both have a case), what has been underplayed is the agency of Ukraine. Taken for granted have been President Volodymyr Zelensky’s artful strategic manipulations to pull a wide community of actors into the regional conflict. His calls for military assistance have resembled what the political scientist Joseph Nye Jr. termed the “soft powers” of persuasion.

The European Union is undertaking a comprehensive review of its economic governance framework, to address longstanding criticisms, respond to the impact of COVID-19, and prepare for the challenges posed by the twin green and digital transitions. This Discussion Paper represents the final instalment of an EPC Task Force series that examined the current approach and proposes 10 concrete policy recommendations to make EU economic governance stronger, greener and fairer: Establish a central investment capacity for green and digital investments (including associated social investments) or, alternatively, a golden rule modelled on the governance of the Recovery and Resilience Facility. Introduce a single net expenditure rule with a country-specific debt target based on nationally designed expenditure and debt plans to enhance political ownership. Shift to a multiannual supervision and assessment framework and introduce fixed medium-term budgetary plans, with a control account tracking deviations. Reform the sanctions regime to increase proportionality, perceived fairness and political enforceability. Differentiate country-specific supervision based on a clear risk threshold. Introduce ‘National Reform and Investment Plans’ modelled on the National Recovery and Resilience Plans, using a commitments-based approach to operationalise social, fiscal, macroeconomic and structural country-specific recommendations. The plans’ components with strong links to fiscal sustainability should govern the use of Stability and Growth Pact (SGP) flexibilities. Reform the Stability and Convergence Programmes (SCPs) to focus more on the investment composition of national fiscal plans and their link to broader policy objectives. Introduce an opinion on the individual and joint impact of the SCPs on imbalances into the Macroeconomic Imbalances Procedure to strengthen its link with the SGP. Introduce new processes into the European Semester to assess non-macroeconomic structural risks, such as climate and environmental risks. Build on the success of the temporary Support to mitigate Unemployment Risks in an Emergency (SURE) programme to create insurance-based mechanisms to support national fiscal policy during downturns.

BCSP Researcher Marija Ignjatijević analyses parliamentary oversight of the police in Serbia through the lens of the European integration process and offers recommendations on how to connect it to the negotiating Chapter 24 – Justice, Freedom and Security. Parliamentary oversight of police work represents a critical measure in strengthening the integrity and operational independence of the police. At the same time, these features of the police work are crucial in attaining benchmarks for negotiating Chapter 24 in Serbia’s EU accession process. Along with judiciary, functional and democratically governed police is a prerequisite for the rule of law and other fundamental principles of the EU accession process. Chapter 24 occupies an even more important position within the revised methodology for accession negotiations, since benchmarks in the Cluster 1 (Fundamentals) are a precondition for advancements in all the other clusters. In the Justice, Freedom, and Security field (Chapter 24), the National Assembly plays an important role, foremost by passing and amending the laws through which domestic legislation harmonizes with the regulations of the European Union. The action plan for the Chapter 24 recognizes the role of the National Assembly in achieving benchmarks in this area, most often precisely through changes in the normative framework, i.e. adoption of new or changes to old legal regulations and confirmation of international agreements. However, the role of the National Assembly should be more significant in practice, although this cannot be precisely expressed through technical measures and activities. Defining obligations in the Action Plan might even produce a counter effect and further boost the “tick the box” approach, with the National Assembly captured by the ruling party proficient in simulating its democratic features. The primarily technical action plan cannot bind the National Assembly to effectively oversee the police since the problem is political – there is a lack of political will to control the security sector, the level of democratic culture is low, and the National Assembly is captured by the ruling party. It is, therefore, necessary to explore mechanisms which could make a clear bond between the political criteria which are part of the Fundamentals cluster, such as the functioning democratic institutions, and concrete measures from the action plans, like the ones aimed at strengthening police integrity. Parliamentary oversight of the police is one such connector since it is a vital democratic feature which can boost police integrity and reforms, essential Chapter 24 criteria and prerequisite for other elements of the Fundamentals cluster.

How the pandemic was managed in Serbia and what are the recommendations for better coping in similar situations in the future, read in the analysis made by BCSP in cooperation with the Union of Doctors and Pharmacists of Serbia. The political and social context in which the pandemic management in Serbia is analysed is marked by a drastic decline in the level of democracy in the country, as well as the strengthening of authoritarian tendencies in the state and society within the process of “capturing the state” by the ruling elite. Unfortunately, Serbia cannot boast of successful results, especially if we take into account the number of deceased citizens, as well as the low level of vaccination compared to European Union countries. The number of deceased citizens in 2021 is as much as 18 percent higher than in the same period in 2020. Statistical data show that in 2021, most people died in Serbia within one year since the end of World War II. These data speak volumes about the results of the crisis management caused by the COVID-19 epidemic in Serbia. In this analysis, the focus is on two aspects of pandemic management – the legal aspects of crisis management and the health system’s readiness to deal with the crisis. The analysis was created within the framework of informal cooperation between the Belgrade Centre for Security Policy and the Union of Doctors and Pharmacists of Serbia. The author of the paper on the legal aspects of pandemic management is a lawyer from the Union of Doctors and Pharmacists Milja Dimitrijević, while the part about the capacities of the health system was written by Dr. Rade Panić, the President of the Union of Doctors and Pharmacists. The analysis was created within the survey that was conducted from October 2021 to March 2022. Precisely because of that, some data in the analysis were presented during the writing of the analysis itself, which were relevant during the research and writing the analysis (for example, when writing about the number of infected citizens, or the number of deceased doctors). Finally, the analysis concludes with certain recommendations necessary to improve the management of the COVID-19 pandemic, but possibly some other pandemics in the future.

Literature tells us there are many dimensions of public policy success, and different actors in the policy process will likely focus on different dimensions. This paper asks how different actors in the policy process view policy success, and how much their views differ. It finds evidence that actors devising policy plans— designers—view success narrowly, as achieving near-term, programmed goals; whereas other actors involved in advocating for, authorizing, and implementing policies have a broader success perspective, paying more attention to non-program criteria like long-term impact, distributional and endurance success, and intertemporal gains that manifest in the way policies grow capability, political support, stakeholder satisfaction, and process legitimacy. Such finding raises a question about how policy objectives are determined when actors disagree, given that literature also tells us that policies are more likely to succeed when actors agree on what success is and how to achieve it.

In ‘The State of India’s Pollution Control Boards’, we explore some of these key institutional issues faced by Boards in the IGP through a series of working papers: 1) “Who has a seat at the table?” – Examines the composition of the Boards and their ability to engage in policymaking and take decisions in furtherance of statutory goals; 2) “Who is at the helm?” – Analyses the qualifications of the Board's leadership - the Chairperson and the Member Secretary, the length and stability of their tenure, and whether they are well-placed to guide the Boards' functioning; and 3) “Who is in the field?” – Evaluates the adequacy of the Boards' capacity – particularly technical capacity – to perform critical functions like consent granting, inspection, monitoring, and enforcement. In this paper – the first in the series – we focus on the Board composition. The Water Act1 and the Air Act2 prescribe up to fifteen members on the Board which is headed by a Chairperson and a Member Secretary. Who are these members and what are their qualifications? The laws require various constituencies to be represented: officials representing State Government departments, urban local bodies, and public sector corporations. Three members may be nominated to represent interests of agriculture, fishery, industry, trade or any other interest. The laws do not lay down the qualifications of these members, apart from the requirement under the Air Act that at least two persons on the board must have special knowledge or practical experience in the field of air quality management.

The environmental engineers and scientists of an SPCB form the backbone of the institutional structure for pollution regulation. They carry out the fundamental task of the SPCBs, namely the review and grant of approvals under the environmental law regime. They evaluate applications from industries, conduct inspections or inquiries, collect and evaluate air and effluent samples, and issue approvals where applicable. Through their work, they provide the structural underpinnings to the “command and control” approach to pollution management. Several earlier reports have highlighted the significant staff constraints under which SPCBs function, highlighting in particular the high rate of vacancies among technical staff (1–3). In the context of a rapidly industrializing State, and an evolving environmental regulatory regime, there is a need for SPCBs to be appropriately skilled and staffed.

They play a crucial role in heading these agencies and ensuring their functioning is in accordance with the statutory mandate. Under the Water Act1 and the Air Act,2 important statutory functions of the Board are delegated to them, and they need to be qualified to perform these functions effectively. The Water Act and the Air Act provide limited guidance on the qualifications of persons who should hold these posts. The issue of who can lead a pollution control board has been discussed in several reports and government correspondence. Specific appointments to leadership positions in different states have been challenged in High Courts over the years. The most comprehensive judicial consideration of the issue was in a 2016 judgment of the National Green Tribunal (NGT).3 Although the final outcome of the NGT’s judgment was overturned by the Supreme Court, the Supreme Court shared the NGT’s anguish at the state of governance of these boards, and significantly, directed states to form rules or guidelines for the recruitment of qualified persons to these two posts.

Abstract:
The setting up of the Commission for Air Quality Management (CAQM) represents a significant milestone for air quality management in India. The Commission’s ability to perform its functions effectively and facilitate measures that will improve air quality in the NCR and adjoining areas for the long term will likely be impacted by several political, economic, technical, and social factors. In such a scenario, it is essential that the Commission enjoys sustained public trust as being non- partisan as well as a technically sound and socially sensitive body. The CAQM’s mandate is a statutory expression of the fundamental right of Indians to breathe air that is not harmful to their health. Its functioning should therefore reflect an inclusive and participative approach that allows citizens to claim and protect their right and prevent its encroachment when possible. At the Initiative on Climate, Energy and Environment (ICEE) at the Centre for Policy Research (CPR), we have been closely studying the functioning of various environmental regulators, and for the past four years have been working specifically in the area of air quality regulation and governance. Based on our research, we have identified five broad themes for the Commission to consider as it implements its statutory mandate: taking a holistic, long-term regional approach; tracking progress of NCAP implementation; ensuring transparency through proactive disclosure and timely reporting; developing enforcement protocols and grievance redressal mechanisms; and encouraging informed public consultation. We also suggest specific action points as illustrations under each of these themes.

The G20 Development Working Group has gradually evolved throughout the years, following a haphazard and contradictory path. On the one hand, it has been progressively overshadowed by a sectoralisation of G20 activities, with several action tracks (i.e., the Finance Track) taking a more prominent role in the definition of the leaders’ priorities. On the other hand, its (unexploited) potential has increased due to the emergence of several global crises that have shown the importance of rekindling multilateral solutions at the G20 level. The T20 has a strong potential to boost G20 legitimacy on development cooperation worldwide, by drafting evidence-based and pragmatic policy proposals for the decision-makers. However, although often advocating for similar solutions, the Development Working Group and T20 have not necessarily fed into each other’s policy agendas, leading to misalignment and reducing their chances to influence other G20 tracks on crucial development issues such as development finance, food security or the global climate agenda.

Under the current global environmental governance and trade regimes, several initiatives, such as the new United States–Mexico–Canada Agreement, the European Union’s European Green Deal, and regional free trade agreements the European Union has implemented with strategic partners like Mexico, are prompting a vibrant discussion on how trade agreements can be used as a potential mechanism to create enforceable cross-border commitments to tackle climate change. However, to cut greenhouse gas emissions within a few decades, a decisive departure from current trends in emission and trade policies is required by all countries, both developed and developing. As a result, politicians, scholars and experts around the world have looked to trade agreements as a possible tool for reaching global climate commitments, either related to or independent from the Paris Agreement. But how well do these agreements suit this purpose? Carbon-intensive products worldwide increased when tariff reductions were implemented, resulting in destructive practices for many countries, particularly those in the Global South. For countries such as Mexico, the nexus between trade and climate change is not easy to address: the country is trapped between its ambitions to play a role in global trade platforms as an industrial manufacturer and agricultural exporter and its desire to be recognized as a global actor in climate change policy and actions within the global community. Despite recent changes in climate and environmental politics under the administration of President Andrés Manuel López Obrador (2018–2024), Mexico is a middle-income country with a long-standing tradition as climate champion and environmental leader in the Global South and needs to make clear where it stands under the new global environmental and ecological transition scenario imposed by the climate crisis and trade-related issues. The “entanglement” of global trade treaties and commitments under the current climate crisis, represents a major shift for Mexico. Caught between the new US–Mexico-Canada Agreement, the EU–Mexico Trade Agreement and the possible impacts of the European Green Deal, Mexico needs to define its role in trade and environmental terms alongside giant partners such as the United States and the European Union, while defending its role as a regional power. If the European Green Deal takes off as an international driver for deepening climate and sustainable development goals with European Union strategic partners, it remains to be seen how Mexico will respond to the challenge. In this paper we address the possible implications for Mexico under each of these instruments. We look at the interplay between them, explore the linkages and possible conflictual pathways, and “disentangle” the schemes in which trade and climate change are interconnected. Mexico may be trapped in a “catch-22” situation. Environmental provisions embedded in trade treaties provide critical benefits to the country, but this often comes at the expense of “unacceptable” environmental enforcement measures that can put at risk national development plans, especially at a time when the environment and climate change issues are not at the top of the current administration’s political agenda.

Non-state actors have always been interested in obtaining and mastering innovative weapons. According to “lethal empowerment theory”, new technologies will be rapidly adopted and adapted by violent non-state actors when they are accessible, cheap, simple to use, transportable, concealable, and effective. Terrorists are interested in weapons that are useful in a wide range of contexts – “that magnify effects, are symbolically resonant and can be given to unexpected uses.” It is thus important to be vigilant in analysing how actors will leverage and innovate new technologies for malicious purposes, in order to confront the “unknown unknowns” and not repeat the mistakes based on a “failure of imagination”, as highlighted in the 9/11 Commission Report.

In the twenty-first century, data became the subject of national strategy. This paper examines these visions and strategies to better understand what policy makers hope to achieve. Data is different from other inputs: it is plentiful, easy to use and can be utilized and shared by many different people without being used up. Moreover, data can be simultaneously a commercial asset and a public good. Various types of data can be analyzed to create new products and services or to mitigate complex “wicked” problems that transcend generations and nations (a public good function). However, an economy built on data analysis also brings problems — firms and governments can manipulate or misuse personal data, and in so doing undermine human autonomy and human rights. Given the complicated nature of data and its various types (for example, personal, proprietary, public, and so on), a growing number of governments have decided to outline how they see data’s role in the economy and polity. While it is too early to evaluate the effectiveness of these strategies, policy makers increasingly recognize that if they want to build their country’s future on data, they must also focus on trust.

49. Governance for Resilience: How Can States Prepare for the Next Crisis?

The pandemic has presented policymakers with daunting, interlinked, and often unprecedented challenges. From health emergencies that also upend economies to trade disruptions that also pose new multilateral diplomatic dilemmas, the pandemic has generated challenges that seem exceptional in both scale and degree of interconnection. Although the coronavirus pandemic has generated a dizzying series of harsh social, political, and economic firsts, such dilemmas will not be the last. Trend lines around a series of domestic and multinational governance issues, including climate change, migration, rising geopolitical tensions, and citizen alienation from governing institutions, suggest that complex, interlinked crises will be features of the future. While national and multilateral policymakers should work to alleviate the drivers of such crises, they must also strive to prepare their countries to adapt and recover from complex shocks. In short, they must try to build resilience. The need for resilience will be especially acute in developing and fragile states. These countries will need to respond to compounding shocks across multiple domains, without the head start that their developed-world counterparts enjoy. Equally, donors and policymakers from the Global North must also elevate resilience and adaptation as key components of their approaches to supporting fragile states. This call to bolster countries’ resilience is hardly new. Even before the pandemic, the policy arena featured increasing calls for resilience; now, the chorus has become almost deafening. Recent seminal policy and analytic documents—including the U.S. National Intelligence Council’s flagship report,1 the UK’s Integrated Review,2 and the U.S. Interim National Security Strategy3—have underscored that states’ resilience and capacity for adaptation will be key to their future success in the geopolitical arena. In donors’ peacebuilding and development policies, high-level emphasis on resilience has also swelled over the past few years, including in official communications from the Organization for Economic Cooperation and Development,4 the United States government,5 and the European Union.6 In some development practitioner and civil society circles, the need for resilience is so frequently invoked that it sometimes borders on cliché.7 The increasingly ubiquitous recommendation to “bolster resilience” is valuable for at least two related reasons. First, it offers a more specific strategic objective than conversations around “state fragility” writ large, which have often been too broad to generate concrete policy responses. Second, recent, failed international statebuilding projects have underscored that state fragility is not to be “fixed”—instead, it is to be managed and mitigated.8 The emphasis on resilience thus marks a helpful shift away from maximalist policy framing and toward a more attainable one. But concrete insights on how developing or fragile countries actually achieve resilience are less clear and less common. Given the broad consensus that state fragility is deeply linked to governance, for many policymakers, good governance is central. To be sure, many other factors beyond governance—including demographic, geographic, military, and economic ones—affect a state’s resilience. But a country’s governance and political institutions generally undergird all other dynamics in determining how effectively that state can bounce back from setbacks. What exactly does the concept of “good governance for resilience” entail in practice? This paper surveys the evidence. Below, it reviews the governance-related characteristics and capabilities that affect a country’s resilience. For the purposes of this paper, resilience at the national level can be understood as a country’s capacity to respond to, adapt to, and grow from stresses and shocks.9 Resilience focuses on bolstering the overall performance of a system in the face of unpredictable and often interconnected hazards, making it different from risk management, which relates to specific hazards.10 A country’s resilience depends on the internal characteristics that allow for states and their institutions to navigate a variety of disruptions.11 An overarching insight from the evidence is that governance for resilience is complex and often multidirectional. Several characteristics, such as decentralization, have an ambiguous effect on resilience: they enable a country to withstand some setbacks but leave it more vulnerable in other ways. Still other characteristics—including whether a country is a democracy or an authoritarian political system—do not appear have a clear-cut effect on resilience. In contrast, a few governance “super-factors”—such as control of corruption, societal trust, and high quality political leadership—are exceptionally powerful in enabling a country to augment its resilience through multiple pathways. Finally, this paper considers the broader implications of governance for resilience as a policy agenda. The framing of bolstering countries’ resilience is a valuable one, but it also raises several vexing trade-offs and dilemmas. In particular, it prompts the question of whose resilience, in specific, it refers to, since resilience of state institutions does not always mean resilience of all parts of the population. Looking ahead, the policy refrain of “building resilience” in fragile and developing states, appealing though it is, should be refined to encompass these thorny realities.

In 2016, the European Commission recognized the role of renewable energy communities (RECs) in the Clean Energy Package (CEP). This package has been accompanied by a narrative of citizen empowerment while the EU energy and climate governance since the Paris Agreement has become more polycentric, seeking to further include non-state actors in the fight against climate change. This policy paper takes the opportunity of these evolutions to present RECs and the concepts of polycentric governance and empowerment based on existing academic literature. It combines these two concepts to analyse the evolution of the renewable energy governance of the EU through the CEP. The analysis is conducted in a reflexive manner that sheds light on the analytical inputs and limits of these concepts. More particularly, it pinpoints the limits of the EU interpreta- tion of empowerment and polycentricity, namely by exploring the place given to RECs and their struggle with energy incumbents. In a nutshell, this paper considers both the outcome of the CEP and what it tells about the renewable energy govern- ance of the EU itself. Ultimately, it provides with recommendations for a future revision of the renew- able energy policy of the European Union as well as for the coming transposition of the measures that were delivered by the CEP.

Two years after the peaceful transition that ended the presidency of Joseph Kabila, the Democratic Republic of Congo (DRC) is experiencing another decisive turn. After a long-drawn-out fight, President Felix Tshisekedi has skilfully turned the tables on his predecessor, whose position had seemed impregnable. In a series of reversals, former President Kabila’s political platform, the Common Front for the Congo (FCC) lost control over the judiciary, the two chambers of parliament and the government. On 15 February 2021, President Tshisekedi appointed his prime minister, Sama Lukonde Kyenge, who will head a government of the new Union Sacrée de la Nation (USN) coalition. These are undoubtedly major steps forward. But while breaking the Kabila-system’s hold on the Congolese state is a necessary condition for change, it is only the beginning. President Tshisekedi, the incoming government and other forces for change are now in a unique position to renew governance practices and govern in the interest of the Congolese people. This Egmont Paper analyses the recent polit- ical developments in the DRC and identifies the main priorities and challenges facing President Tshisekedi and the country.

The United States has a jobs problem. When the COVID-19 pandemic plunged the economy back into recession in early 2020, it laid bare a fragile and profoundly inequitable labor market. In the absence of a robust and coordinated recovery strategy focused on increasing the supply of good jobs, the same labor market pathologies that plagued the last recovery will re-emerge: the long-term unemployed will struggle to land jobs and many will give up; private sector job growth will be slow and uneven; many new jobs will be worse than those they replace; unemployment among Black and Latinx workers will remain elevated; and income and wealth gaps will widen. This recovery must be different. The Biden-Harris administration has an historic opportunity to lay the foundation for an economy built on good jobs, one that ensures the benefits of economic growth are broadly and fairly shared This publication provides a set of concrete recommendations to help guide an all-of-government jobs strategy, including three goals to guide a national jobs agenda, a suite of distinct but reinforcing strategies to achieve them, and a framework for coordinating activities across government.

Abstract:
Using administrative data on over 4 million hospital visits, we document striking gender disparities within a government health insurance program that entitles 46 million poor individuals to free hospital care in Rajasthan, India. Females account for only 33% of hospital visits among children and 43% among the elderly. These shares are lower for more expensive types of care, and far lower than sex differences in illness prevalence can explain. Almost two-thirds of non-childbirth spending is on males. We combine these data with patient survey, census, and electoral data to show that 1) the program is unable to fully offset the costs of care-seeking, which results in disparities in hospital utilization because some households are willing to allocate more resources to male than female health; 2) lowering costs does not reduce disparities, because males benefit as much as females do; and 3) long-term exposure to village-level female leaders reduces the gender gap in utilization, but effects are modest and limited to girls and young women. In the presence of gender bias, increasing access to and subsidizing social services may increase levels of female utilization but fail to address gender inequalities without actions that specifically target females.

Abstract:
The political earthquake that rocked Tunisia on 25 July 2021 and its following 25 September aftershock – which resulted in a loss of power and dissent over contested leadership – had closed a cycle for Ennahda and ushered in a moment of existential uncertainty. It became unclear if the organization could reinvent itself to regain the role it had played since 2011. In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. In this context, this paper will provide a retrospective glance at Ennahda’s trajectory since 2011.

Financial cooperation is essential to boosting bilateral economic ties, providing firms with more effective instruments to operate in foreign markets. It should come as no surprise, then, that financial cooperation was a pillar of the 2019 Memorandum of Understanding (MoU) reached between Italy and China in support of the latter’s Belt and Road Initiative (BRI). However, a preliminary analysis of BRI-related commercial agreements between Italian financial institutions and their Chinese counterparts shows that they have not resulted in any ground-breaking development. These Memoranda have apparently just added a “BRI” badge to pre-existing trends of collaboration. The BRI-related MoUs in the field of financial cooperation do not, for the time being at least, justify concerns that China may gain an economic foothold in Italy large enough to win it much political influence. A more realistic risk is that these MoUs may undermine a common European approach to China, weakening the negotiating stance of the European Union’s. “No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. It is difficult to find much to celebrate about the current conjuncture, marked as it is by deeply destructive incoherence. The best that can be said is that we are in an interregnum. But I suggest that today’s incoherence also includes productive and even transformative moments. I argue that incoherence in global financial governance should be understood as productive in several respects. It is creating and widening alternative spaces in which some of the values, practices, tools, objectives, and goals associated with embedded liberalism can be rearticulated in a world in which there is no “order,” American-led or otherwise. The silver lining of incoherence is that it creates space for experimentation and innovation unconstrained by an overarching “ism.” Incoherence is creating exits or leakages from noxious national and global policy environments, rendering it less poisonous than it would be in the absence of ideational aperture and contestation, competing policies, institutions, networks, and poles of power. The abdication by the US of its traditional role of global coordination and discipline, as exerted under the post-war embedded liberal or the neoliberal American-led orders, is creating opportunities for more permissive and varied “reembededness” and diverse forms of economic integration. The emerging regime reflects neither your grandmother’s American-led order 1.0 or 2.0. In this morbid post-American interregnum there is no singular “ism” or “alternative order,” a fact that I do not mourn.

In the aftermath of the global financial crisis, the design of accountability mechanisms has taken on renewed importance in academic and policy debates. Calls for holding individuals whose actions and omissions contributed to the meltdown accountable have gained traction in a number of countries after the crisis. Yet, individual accountability norms are seemingly absent from the international economic agenda in response to crisis. In this paper we address this puzzle by exploring the evolution of two major international organisations, the IMF and the FSB, in bringing accountability following financial crises. Our analysis reveals how these institutions have increasingly incorporated in their toolkit policy recommendations related to the unethical or illegal conduct by government officials of individuals in the financial industry, but these tools were geared almost exclusively towards forward-looking policies designed to deter the reoccurrence of illegal or unethical behavior rather than punishing or scrutinizing past wrongdoing. We argue that the extent to which individual accountability norms permeate the international economic agenda is mediated by the institutional characteristics of the organizations that comprise the international financial regime.

The distribution of transport infrastructure across space is the outcome of deliberate government planning that reflects a desire to unlock the welfare gains from regional economic integration. Yet, despite being one of the oldest government activities, the economic forces shaping the endogenous emergence of infrastructure have not been rigorously studied. This paper provides a stylized analytical framework of open economies in which planners decide non-cooperatively on transport infrastructure investments across continuous space. Allowing for intra- and international trade, the resulting equilibrium investment schedule features underinvestment that turns out particularly severe in border regions and that is amplified by the presence of discrete border costs. In European data, the mechanism explains about 16% of the border effect identified in a conventionally specified gravity regression.

Abstract:
We analyze the effects of government spending in a New-Keynesian model with search and matching frictions featuring endogenous growth through learning-by-doing and skill loss from longterm unemployment. We show that medium-run and long-run output and unemployment multipliers are much larger compared to the standard model that abstracts from endogenous growth and skill loss. In our model the aggregate effect of a temporary fiscal stimulus is amplified via the skill loss channel through lower training costs. Via the learning-by-doing channel, it leads to hysteresis in human capital accumulation and thereby output. These results hold for alternative forms of fiscal financing (lump-sumtax, distortionary tax and government debt) as well as alternative labor market institutions (US and Europe).

Populist parties and actors now govern various countries around the world. Often elected by the public in times of crises and over the perceived failure of ‘the elites’, the question stands as to how populist governments actually perform once elected, especially in times of crisis. Using the pandemic shock in the form of the COVID-19 crises, our paper answers the question of how populist governments handle the pandemic. We answer this question by introducing a theoretical framework according to which populist governments (1) enact less far-reaching policy measures to counter the pandemic and (2) lower the effort of citizens to counter the pandemic, so that populist governed countries are (3) hit worse by the pandemic. We test these propositions in a sample of 42 countries with weekly data from 2020. Employing econometric models, we find empirical support for our propositions and ultimately conclude that excess mortality in populist governed countries exceeds the excess mortality of conventional countries by 10 percentage points (i.e., 100%). Our findings have important implications for the assessment of populist government performance in general, as well as counter-pandemic measures in particular, by providing evidence that opportunistic and inadequate policy responses, spreading misinformation and downplaying the pandemic are strongly related to increases in COVID-19 mortality.

Abstract:
What kept the Goods and Services Tax (GST) from becoming a reality in India for a quarter of a century after the adoption of the structural adjustment programme in 1991? What made it possible in 2016? To what extent the Indian model of GST reflects a compromise between the need to keep fiscal federalism intact and to respond to a more global economic imperative? To what extent India’s transition to a concurrent dual GST has brought about a change in the principles, rules, frameworks, and institutions guiding intergovernmental fiscal interactions? This paper investigates these issues and shows that the shifts in the indirect tax regime in India since independence have taken place within the structural context of constitutional rules, the economic policy paradigm and political dynamics. Party congruence after 2014 helped to facilitate the introduction of the GST, but the shape thereof was strongly marked by path-dependent logics and the role of state governments as institutional veto players. In addition, the paper examines the ways in which India’s transition to a concurrent dual GST has brought about a fundamental change in the principles, rules, frameworks, and institutions guiding intergovernmental fiscal interactions.

In January 2020, Russian President Vladimir Putin proposed a set of constitutional amendments, aiming to secure the continuity of his power in the years to come. At the same time, the amendments allowed ideological visions on national identity to be inscribed in the Constitution. Since summer 2020, the Constitution has enhanced the symbolic status of the Russian language, which is now not only the state language but also the language of those who speak it (i.e. of “ethnic” Russians or “Russian-speakers”), implicitly referred to as the state-founding people. These provisions, together with support for compatriots abroad, not only continue the turn observable since the 2010s in Russia’s nation-building from a civic vision towards an ethnic vision of nation, but also challenge the existing interpretations of state borders. The provisions on safeguarding the “historical truth” and establishing a single framework for education hinder the republics from pursuing their identity policies. This Working Paper argues that the amendments both adjust the earlier changes and signal new ones in the official discourse and nationalities policy.

70. Coronavirus Relief Fund: Review of Federal Fiscal Assistance and of Innovative County Response Strategies

The United States began to experience impact from the global COVID-19 outbreak in late January 2020. States, counties, and localities were almost immediately affected, and faced unprecedented challenges in providing services to meet the urgent needs of their communities. Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Supplemental Appropriations Act of 2020 in late March, providing over $2 trillion to help cover the needs of affected individuals, families, and businesses. The Coronavirus Relief Fund (CRF) – part of the CARES Act – provided direct assistance to state, local, and tribal governments, and designated $150 billion for counties with populations of more than 500,000. The National Association of Counties (NACo) asked the National Academy of Public Administration (the Academy) to evaluate how well the CRF funding supported counties in addressing the pandemic and to review the effectiveness of the CRF federal aid package and its implementation. Additionally, they asked the Academy to identify and document innovative strategies employed by six specific counties using CRF funds and to highlight their approaches to address social equity. With the guidance of an Expert Advisory Group (EAG) of Academy Fellows, the Academy’s report presents findings and recommendations that can improve both current and future federal-to-local programs such as the CRF. It also highlights how these innovative counties responded to the challenges their residents faced as a result of COVID-19—examples that could be used by other counties in similar circumstances. I deeply appreciate our EAG members who contributed valuable insights and expertise throughout the project and the Academy Study Team that delivered focused research and analysis. The constructive engagement of NACo employees, as well as current and former federal officials and our broader community of Academy Fellows who have special expertise in intergovernmental relations and operations, was equally vital. They provided important knowledge and context that informed this report. We also owe special thanks to the administrators and leaders of the six counties – Cook County, Illinois; Franklin County, Ohio; Hennepin County, Minnesota; Lee County, Florida; New Castle County, Delaware; and Pierce County, Washington – who took time out of their demanding schedules while addressing the ongoing effects of the pandemic to provide information to us about their challenges and initiatives. 71. Not for patching? Public opinion and the commitment to ‘build back better’

Announcing the launch of a ‘Build Back Better Council’ in January 2021, bringing together various business leaders, the Prime Minister Boris Johnson said that ‘as we recover from this crisis it won’t be enough to just go back to normal – our promise will be to build back better and level up opportunity for people and businesses across the UK’. 1 The following month, the Leader of the Opposition, Keir Starmer, said he believed ‘there’s a mood in the air which we don’t detect often in Britain. It was there in 1945, after the sacrifice of war, and it’s there again now. It’s the determination that our collective sacrifice must lead to a better future’. 2 The historian and peer – and the Mile End Institute’s patron – Lord Hennessy similarly argued recently that the Covid-19 experience ‘has sharpened our sense of the duty of care we have one for another, that a state has for all of its people, to a degree we have not felt collectively since World War Two and its aftermath’. 3 These appraisals of the impact of the crisis, and political commitments to change, are giving rise to debate. Are we to experience a moment similar to that of postwar transformation? If so, what is the prospect for the Britain that emerges from the Covid-19 pandemic to be significantly different, in policy terms, from what preceded it? The latter question in particular animates this project – Not for Patching?, of which this report marks our earliest findings, based on an opinion survey. Ipsos MORI surveyed 1,120 adults across Great Britain, posing questions across a range of policy areas. Fieldwork was carried out online from 19 March 2021 to 22 March 2021, and data weighted to match the profile of the population. All polls are subject to a wide range of potential sources of error, but they still give us an insight into the public’s priorities. Further analysis of this data, and further surveys, will continue to add to this project. The purpose of this report is to examine the views of the British public on what rebuilding after the pandemic might mean. What we offer here are some preliminary indications of what policy areas the public want to prioritise, and how the machinery of government has managed and performed during this crisis. We are interested in both priorities and performance here, not least because we consider them linked.

The German Democratic Republic (DDR) was a socialist state founded in 1949 as a democratic, antifascist reaction to the Second World War. It redistributed land, socialised the means of production, and collectivised the agricultural system. This socialist state established an egalitarian education, healthcare, and social system, and guaranteed equal rights between men and women. It cultivated friendly and close-knit economic relationships with other socialist states and supported countries fighting for their independence in Latin America, Asia, and Africa by showing international solidarity. The establishment of a just society based on the principles of equality was the DDR’s declared objective. With public ownership of the means of production as its foundation, the country developed into a powerful and efficient industrial state that used its economic profit for the benefit of its citizens and guaranteed them a life of social security. Ultimately, the DDR was extremely successful in realising its main socio-political goal: the satisfaction of the growing material and cultural needs of its people. But why bother re-examining the DDR’s achievements, principles, and structures thirty years after its downfall? What can we learn from the DDR’s alternative economic practices in today’s world, where the triumph of capitalism has exacerbated the problems of inequality and poverty and has resulted in more frequent crises? What did socialist democracy really look like? What contradictions arose from the everyday application of a planned economy? What lessons can we draw from the DDR’s ultimate failure? With this series Studies on the DDR, the Internationale Forschungsstelle DDR (International Research Centre DDR) together with Tricontinental: Institute for Social Research seek to encourage a new engagement with the history and principles of the DDR. It is our goal to re-evaluate the legacy and experiences of this socialist state. For this reason, we use the German acronym DDR, or Deutsche Demokratische Republik, (English: GDR) specifically because it often represents a positive point of reference in many parts of the world and especially for countries in the Global South. This educational series on the socialist agenda and realities of the DDR explores aspects of everyday life, provides facts about the country’s social achievements, and examines the political and economic foundations of this socialist state. By reflecting on the lived experiences of daily life, which are generally left out of the dominant narrative due to the crushing victory of capitalism and the dominance of the market economy, we hope to make a useful contribution to the debate currently taking place within progressive movements. After all, millions of people around the world are still fighting for advancements that were once a given in this socialist system but were lost with its downfall. This first publication in Studies on the DDR will briefly outline the formation of the DDR and its economic circumstances from the country’s inception to its end. In order to fully understand the specific DDR brand of socialism, we must highlight the historical conditions from which it emerged. The DDR was born in times of crisis in the aftermath of a devastating war as Germany – the instigator of the Second World War – was divided in two. It is imperative that we examine the DDR in its relationship to West Germany, which it opposed in the ensuing Cold War between the communist and capitalist systems. In 1990, after the reunification of Germany, the DDR economy was dismantled. It was treated as a shock therapy prototype for the austerity measures that were soon imposed on other countries – and not just the former socialist states. At the same time, the DDR was politically, judicially, and morally delegitimised. The publications in this series are a rejection of the narrative propagated by enemies of socialism, both new and old, that the downfall of the DDR proves the inevitable failure of socialist policy and economy. By depicting the realities of life in the DDR and by affirming the experiences of DDR citizens, we hope to remind the reader that alternatives to capitalism did and do exist.

Grandmother Peng Lanhua lives in a two-hundred-year-old rickety wooden house in a remote village of Guizhou Province. Born in 1935, she grew up in a China that was under Japanese occupation and entered adolescence during the Chinese Revolution. Peng is one of the few people in her community who did not want to relocate as part of the government’s poverty alleviation programme when the government designated her house unsafe to live in. Since 2013, eighty-six other households whose houses were deemed too dangerous or for whom jobs could not be generated locally were moved to a newly built community an hour’s drive away. But Peng has her reasons for not moving. She is eighty-six years-old and lives with Alzheimer’s disease. In addition to low-income insurance and a modest pension, she receives supplemental income from a new grapefruit company that leased her family’s land. The company, whose dividends are distributed to villagers like Peng as part of the national anti-poverty efforts, was established to develop the local agricultural industry. Peng’s daughter and son-in-law live next door in a two-storey house they built with government subsidies. Her children are employed. In other words, her basic needs are cared for, and relocation is voluntary. ‘We can’t force anyone to move, but we still have to provide the “three guarantees and two assurances”’, says Liu Yuanxue, the Party cadre sent to live in the village to see that every household emerges from extreme poverty. He is referring to the government poverty alleviation programme’s guarantee of safe housing, health care, and education, as well as being fed and clothed. Liu visits Peng on a monthly basis, as he does with all the households in the village. Through these visits, he comes to know the details of each person’s life. ‘The floor is too messy’, Liu says, jokingly reprimanding Peng’s daughter-in-law as he enters the large wooden house. She is also a member of the Communist Party of China. On the wall, a poster of Chairman Mao and, next to him, President Xi Jinping, pay homage to two of China’s socialist leaders who bookend the course of Peng’s life. Below their portraits sit a weathered table and a dusty terracotta water jug, an internet router flashing green beside them. A string of ethernet cables and wires stretch to different corners of the house (each house gets free internet and CCTV satellite television for three years before a subsidised rate sets in). There are energy-saving lightbulbs in each room and a satellite dish installed next to Peng’s hanging laundry. An extension of the house was built with a toilet and shower equipped with solar-heated running water, the mud floor poured over with concrete. As Lenin said, ‘Communism is Soviet power plus the electrification of the whole country’. Strengthening the Party in the countryside and meeting the concrete needs of the people have been pillars in China’s fight against poverty. Liu’s visit to Peng’s house is just one everyday scene in that process. The fact that Peng has lived in this house for half a century is also a product of the Revolution; in the 1970s, during the Cultural Revolution, the house was confiscated from a rich landlord and redistributed to three poor peasant families, including Peng’s. That cadres like Liu visit her on a monthly basis, that her house has been made safe to live in through the recent renovations, and that there is internet to connect the poorest of rural villages with the world is a continuation of this revolutionary history. After all, ensuring that the country’s workers and peasants like Peng get housed, fed, clothed, and cared for is part of China’s long struggle against poverty and a fundamental stage in constructing a socialist society.

This paper endeavored to provide a gender analysis on the role of women in violent extremism (VE) and government-led efforts on Preventing and Countering Violent Extremism (P/CVE) in Ethiopia. It draws its findings and recommendations from three main research methods: a literature review, observation, and one-on-one semi-structured interviews with actors involved in VE and P/CVE efforts across six Regional States in Ethiopia. The study firstly examines the role of women in extremism in Ethiopia, emphasising how and why women are involved in VE, including the gendered nature of association with VE groups. Among those that have been researched are the hardening of in-group identity, sense of community and seeking recognition, romanticism and fascination with a charismatic leader, as well as a sense of victimhood as a result of government action or inaction, including gender-specific violations. All are contributing factors; mostly compounded and cumulatively present in individual cases. Secondly, the study engages with the current standing P/CVE efforts led by the government, analysing the types of womanhood that the state mobilises and produces in the name of, and as part of, P/CVE efforts. While the research has been less conclusive in establishing a commonly agreed-upon definition of VE from respondents, it recommends the need for intersectionality-informed gender analysis in understanding women’s participation in VE as well as in the designing and implementation of P/CVE measures

To limit global warming to 1.5°C, vast amounts of CO2 will have to be removed from the atmosphere via Carbon Dioxide Removal (CDR). Enhancing the CO2 sequestration of ecosystems will require not just one approach but a portfolio of CDR options, including so‐called nature‐based approaches alongside CDR options that are perceived as more technical. Creating a CDR “supply curve” would however imply that all carbon removals are considered to be perfect substitutes. The various co‐benefits of nature‐based CDR approaches militate against this. We discuss this aspect of nature‐based solutions in connection with the enhancement of blue carbon ecosystems (BCE) such as mangrove or seagrass habitats. Enhancing BCEs can indeed contribute to CO2 sequestration, but the value of their carbon storage is low compared to the overall contribution of their ecosystem services to wealth. Furthermore, their property rights are often unclear, i.e. not comprehensively defined or not enforced. Hence, payment schemes that only compensate BCE carbon sequestration could create tradeoffs at the expense of other important, often local, ecosystem services and might not result in socially optimal outcomes. Accordingly, one chance for preserving and restoring BCEs lies in the consideration of all services in potential compensation schemes for local communities. Also, local contexts, management structures, and benefit‐sharing rules are crucial factors to be considered when setting up international payment schemes to support the use of BCEs and other nature‐ or ecosystem‐based CDR. However, regarding these options as the only hope of achieving more CDR will very probably not bring about the desired outcome, either for climate mitigation or for ecosystem preservation. Unhalted degradation, in turn, will make matters worse due to the large amounts of stored carbon that would be released. Hence, countries committed to climate mitigation in line with the Paris targets should not hide behind vague pledges to enhance natural sinks for removing atmospheric CO2 but commit to scaling up engineered CDR.

79. Sovereign Bonds since Waterloo

Abstract:
This paper studies external sovereign bonds as an asset class. We compile a new database of 266,000 monthly prices of foreign-currency government bonds traded in London and New York between 1815 (the Battle of Waterloo) and 2016, covering up to 91 countries. Our main insight is that, as in equity markets, the returns on external sovereign bonds have been sufficiently high to compensate for risk. Real ex-post returns average more than 6 percent annually across two centuries, including default episodes, major wars, and global crises. This represents an excess return of 3-4 percent above US or UK government bonds, which is comparable to stocks and outperforms corporate bonds. Central to this finding are the high average coupons offered on external sovereign bonds. The observed returns are hard to reconcile with canonical theoretical models and the degree of credit risk in this market, as measured by historical default and recovery rates. Based on our archive of more than 300 sovereign debt restructurings since 1815, we show that full repudiation is rare; the median creditor loss (haircut) is below 50 percent.

This working paper argues that, while the state is a key actor in facilitating national dialogues as mechanisms of nation-building in post-colonial contexts, it can also co-opt these processes to entrench the status quo and undermine genuine dialogue and nation-building objectives. As a process built on solidarity, relationship-building, and “open-endedness” with indeterminate and subjective results, nation-building can be used as a pretext to depoliticize and control national dialogues and offer the illusion of change while evading any real challenge to the status quo. This paper shows the ways in which this applies to Uganda and Rwanda, where state-controlled national dialogues have been open-ended, longterm processes that have played a double-edged role as facilitators and inhibitors of meaningful dialogue. In the absence of effectively organized, empowered, and credible non-state actors to counter its dominant discourse, the national dialogues in these contexts are likely to operate on the terms and interests of elites who wield state power. This is because they fall short on the requirements of “a credible convener” and “inclusive participation” necessary for genuine dialogue. Moreover, even where the dialogues are dubbed “citizen-led” as is the case in Uganda, they are still infused with dominant elite interests that seek to maintain the status quo.

This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

Nature-based Solutions (NbS) to climate- and development-related challenges have recently gained attention in development cooperation. Among other, approaches that fall under the NbS umbrella include Ecosystem-based Adaptation (EbA), Ecosystem-based Mitigation (EbM) and Ecosystem-based Disaster Risk Reduction (Eco-DRR). This new DIIS Working Paper focuses on nature-based solutions to climate change adaptation, EbA. It provides an overview of selected lessons learnt from EbA in the context of development cooperation, with a particular emphasis on the opportunities and risks regarding poverty alleviation and rights. It generates learning for Danish development cooperation, including future programming under Denmark’s 2021 development strategy, in which NbS approaches are emphasised. However, the paper can also be read as a general discussion of experiences with EbA in the development context. The three-legged EbA approach focuses on human well-being, ecosystem management, and climate change adaptation. EbA has already been applied to a range of ecosystems, including the restoration of mangroves to shield them against storm and sea-level rises, the management of watersheds to protect against droughts and flooding, the management of rangelands to inhibit desertification and land degradation, and more sustainably managed fisheries and forestry to tackle food insecurity. EbA thus not only addresses the restoration of already degraded ecosystems, but also the sustainable use, management, and conservation of intact ecosystems. The paper provides a conceptual overview of EbA in relation to NbS, outlines the potential in using EbA approaches, and describes the landscape of the institutions and agencies that fund, promote and implement EbA. The paper then provides a synthesis of lessons learned from PES and REDD+ schemes that are of relevance to EbA. For instance, it is emphasised that many REDD+ measures have effectively existed as project islands that were not anchored in national or subnational planning and governance mechanisms. As a result, the conservation activities and socioeconomic benefits were often not effectively integrated or scaled up beyond small project sites. If comprehensively implemented, the EbA approach builds on these experiences by insuring full inclusion of stakeholders from all relevant sectors, as well as demanding full integration in existing policies, planning and governance practices from the ministry levels to sub-national governments. Among the final recommendations and possible entry points for Danish development cooperation, the paper highlights that the support must have a strong focus on ensuring that EbA is pro-poor (i.e. supports poverty alleviation) and rights-based (i.e. supports the rights of local resource users). Experience from EbA and related efforts show that EbA is not automatically pro-poor or supportive of local rights to natural resources and ecosystem services. In particular, there is insufficient attention to and knowledge of rights issues in EbA. Therefore, Danish development cooperation should help lead the way in ensuring that EbA takes a rights-based approach and supports poverty alleviation.

This paper explores the presence of politically sourced sensitivity bias, which leads respondents to report alternative answers to their true beliefs, in Afrobarometer’s survey results. To this end, we run a set of regressions on Afrobarometer Round 7 data to explore mechanisms through which the perceived sponsor of the survey is associated with response patterns related to trust in political parties. Questions regarding individuals’ trust levels in political parties are prone to sensitivity bias insofar as political concerns can lead respondents to favour a certain response for strategic reasons. Moreover, if respondents believe that answers will be shared with the perceived sponsor of the interview, they are likely to tailor their answers to what they judge is the preferred answer of their perceived survey sponsor. We find a number of statistically significant results that suggest some sensitivity bias is present in the survey responses. In particular, we show that there are statistically significant differences in responses for self-reported trust in both opposition and ruling parties when the respondent perceives the government to be the survey sponsor compared to when they perceive the sponsor to be Afrobarometer. We also explore how these responses vary by country- specific characteristics, such as regime type. Reducing respondents’ variation in perception of the survey sponsor might alleviate biases throughout Afrobarometer’s interviews, and a set of methodological changes might mitigate the effects of this sensitivity bias in future surveys. While other studies have focused on potential bias from interviewer effects, our research suggests a new avenue for research, in Africa and beyond, on respondent perceptions of sponsorship.

84. Operation Condor, The War on Drugs, and Counterinsurgency in the Golden Triangle (1977-1983)

In the late 1960s, the Mexican government launched a series of counternarcotics campaigns characterized by the militarization of drug production zones, particularly in the northwestern region—the so-called Golden Triangle, epicenter of both production and trafficking of marijuana and opium poppy since the 1930s. Operations Canador (1969–1975) and Trizo (1976) served as a laboratory for methods to curb drug production, ranging from harassment of drug growers to the aerial defoliation of illicit crops. Operation Condor (1977–1988) combined and enhanced these strategies, wreaking havoc on communities of alleged drug growers, but without entirely disrupting the drug industry. This paper explores the role of the US government in the militarization of Mexico’s anti-drug policy, underscoring how the ruling party (the Institutional Revolutionary Party, PRI) took advantage of this shift to tackle domestic issues and reassert its hegemony. I argue that Operation Condor functioned as a counterinsurgency campaign oriented to thwart both social and armed movements, eliminate competitors in the narcotics market, and reorganize the drug industry to protect successful drug lords. Operation Condor also caused the decentralization of the drug industry from the northwest and created a new clientelistic pact between drug lords and national security agencies, such as the Federal Security Directorate (DFS), the Office of the Attorney General of Mexico–Federal Judicial Police (PGR-PJF), and the Secretariat of National Defense (SEDENA), which benefited from drug proceeds. Finally, the de facto state of siege imposed in the Golden Triangle produced thousands of victims of harassment, torture, rape, murder, forced-disappearance, and displacement; massive human rights abuses that authorities either concealed or denied.

This paper quantitatively explores news coverage on the subject of ‘Europe’ in three different countries and three newspapers: France (Le Monde), Italy (La Stampa) and Germany (Der Spiegel). We collected and organised large web-scraped datasets covering the period 1945 to 2019. After ensuring the quality of the archives, we identified articles referring to ‘European’ news while leaving aside national and other non-European news, based on a mix of keyword matching, large-scale natural language processing and topic identification on the full text of news articles. Once articles were classified and datasets labelled, we performed a time-series analysis, detecting salient events in European history, across France, Germany and Italy. We analysed these events in light of the evolution of European cooperation and integration since 1945. We found that the most important events in post-war European history are easily identifiable in the archives and that European issues have gathered substantially greater attention since the early 1990s.

A disconnect between European Union integration and the level of interest of EU citizens in European matters is a potential weakness in the EU’s democratic foundations. The existence and possible size of this disconnect is a critical issue in assessing the potential for further integration of the EU and the risks to its stability. To move beyond qualitative assessments of this disconnect, we use three indicators to measure EU citizens’ interest in Europe: turnout in European Parliament elections relative to national elections, Eurobarometer surveys of interest in Europe, and the presence of European news in national newspapers, relative to all published news. We interpret our empirical results using three frameworks: Putnam’s social capital concept, the agenda-setting hypothesis and the no-demos hypothesis. All three indicators point to an increased interest in European matters, especially since the 1990s and the creation of the euro. However, this result does not settle the issue of whether the increased level of interest matches the actual state of integration of the EU’s member countries. Our results indicate the European construction maintains a technocratic character.

This paper explores the ethnoracial segregation trends of New Orleans, Louisiana between the years 2000, 2010, and 2018. It studies the effect of Hurricane Katrina—which struck in August 2005—on population figures and racial composition within two geographic units of study in Orleans parish: neighborhoods and census tract block groups. Since Hurricane Katrina, White residents have returned in larger numbers than Black residents, and particularly so in neighborhoods that were predominantly Black before the storm. In 2019, New Orleans had 100,000 fewer people than before the storm—nearly the same as the number of Black residents who have not returned. Using a Gibbs-Martin index, which measures racial diversity, the paper finds that decreases in population at the census block group level are associated with racial “diversifying.” This trend invites a conversation on the normative interpretations of racial heterogenization, its causes, and its consequences: who bears the costs of increased “diversity” and what is the historical backdrop it operates under?

The Iraqi-Syrian border continues to be geopolitically restless. Kurdish parties have taken advantage of central government weaknesses to increase their autonomy in these areas. Even after the collapse of the self-proclaimed Islamic State, the Iraqi-Syrian border continues to be one of the most geopolitically restless areas in the Middle East. In the last few years, a variety of Kurdish entities and groups have increasingly shaped the dynamics across the northern section of this border. In particular, there are two dynamics that deserve attention. First, the Kurdistan Regional Government (KRG) and the Kurdish-dominated Autonomous Administration of North and East Syria have come to effectively control new border crossings in this area as the Syrian government has lost access and the Iraqi government’s presence has been contested. This means that the movement of people and goods in this area is largely controlled by two entities that are neither state nor nonstate actors. The reality on the ground reflects hybrid arrangements that have emerged as a result of the weaknesses of both central governments and the increasing autonomy gained by Kurdish parties (which, in the case of the KRG, is stipulated constitutionally). Second, the Kurdistan Worker’s Party (PKK), by virtue of its participation in the war against the Islamic State and by taking advantage of the consequent power vacuum, managed to augment its influence along the border. Its ideological and organizational ties with local groups, such as the People Protection Units (YPG) in Syria and Sinjar Resistance Units (YBS) in Iraq, enabled it to exert security and political influence. On the one hand, this turned segments of the border into an arena for transnational, pan-Kurdish militancy. On the other hand, these groups’ presence intensified intra-Kurdish rivalries, especially between the Kurdistan Democratic Party (KDP), which is the KRG’s main ruling party, and the PKK. This rivalry reflects a clash of two visions for the border: the PKK’s revolutionary, transnational vision that seeks to eradicate or at least underplay the reality of the border; and the KDP’s pragmatic and territorial vision seeking to assert the border’s reality as a demarcation of the KRG’s authority and future statehood. In addition, the KDP is allied with Turkey, which has been fighting the PKK for several decades and is currently waging a military campaign against the group in northern Iraq and Syria. To a large extent, the future of this border is predicated on this geopolitical conflict and whether the PKK manages to entrench itself further or becomes isolated and marginalized as the KRG, the Autonomous Administration, and the Iraqi federal government assert their territorial authorities.

Many African countries have placed economic diversification high on the policy agenda, yet they first need to define what it means in their specific structural and socioeconomic contexts. For decades, economic diversification has been a policy priority for low- and middle-income economies. In the words of former managing director of the International Monetary Fund (IMF), Christine Lagarde, “We know that economic diversification is good for growth. Diversification is also tremendously important for resilience.” Unfortunately, this goal continues to elude many African countries. In fact, the continent is home to eight of the world’s fifteen least economically diversified countries. This reality weakens the foundation of their economic transfomation and slows their pace of progress. It also makes these countries particularly vulnerable to sudden external shocks, as the pandemic-induced disruption of tourism and oil-dependent economies has illustrated. Given the importance of diversifying African economies, it is critical to recognize how various dimensions of diversification can have different implications for the menu of policy options. Closely associated with the process of structural transformation from lower to higher productivity sectors, economic diversification has three evident dimensions. The first relates to the expansion of economic sectors that contribute to employment and production or gross domestic product (GDP) diversification, and the second is associated with international trade or exports diversification. This paper, however, focuses on a third dimension that the economics literature pays scant attention to: fiscal diversification. This fiscal element involves expanding government revenue sources and public expenditure targets and can therefore play a central role in helping to catalyze broader economic transformation through the expansion of activity in specific industries and sectors. It is also critical that policymakers effectively measure the extent to which this objective is being achieved. Both the expansion of existing economic sectors and the creation of new ones may diversify an economy. But these processes are vastly different in practice and will garner distinct outcomes. Of the main tools used by economists to measure diversification, the Theil Index differentiates between the respective contributions of new economic sectors and existing ones to overall diversification. Another tool widely used by development practitioners—the Public Expenditure and Financial Accountability (PEFA) framework—has significant potential for evaluating fiscal diversification but would need to capture more information on government revenue collection and spending and link them to policy objectives.

The Handbook on the Prevention and Resolution of Self-Determination Conflicts is the latest product of a long and fruitful collaboration between the Mission of Liechtenstein to the United Nations, New York, and the Liechtenstein Institute on Self-Determination at Princeton University to assess the relationship of self-determination to conflict. The Handbook includes four case studies: Aceh, Bougainville, Mindanao, and Northern Ireland, in addition to setting out guidelines specifically aimed at those working to prevent and resolve self-determination conflicts. The handbook was conceived chiefly as the result of two meetings on self-determination held jointly by the Liechtenstein Institute on Self-Determination and the Liechtenstein Mission to the UN: “Models of Self-Governance as Tools to Promote Peace and Stability in Europe,” held in March 2016, in Triesenberg, Liechtenstein, and “Self-Determination in Conflict Prevention and Resolution,” held in December 2018, in Princeton, New Jersey, U.S.A. In these meetings, participants discussed the relationship between self-determination and conflict, as well as ways that self-determination conflicts may be prevented and resolved. These discussions drew on the tensions and links between self-determination, minority rights, autonomy and self-governance, and mediation, all of which are key elements of the handbook.
