2. The Egyptian Financial Crisis: Implications for the region, and for Israel too

- Egypt continues to play an active role in regional affairs, including the Aqaba emergency meeting on the Palestinian situation (February 26) and the ongoing effort to prevent escalation in Gaza. At the same time, Cairo is in the middle of a significant financial crisis. The effects of the war in Ukraine – specifically, grain shortages – brought the Egyptian pound to more than 30 to the dollar, up from 20 in November and 15 in early 2022, facilitated by deliberate government action in response to demands by the IMF. Inflation still soars, and so does youth unemployment. All this could destabilize a nation of 105 million on our border, with dire consequences.

3. Integrating Cyber Into Warfighting: Some Early Takeaways From the Ukraine Conflict

- It is too early to draw definitive conclusions about cyber warfare in the lead-up to and the execution of the Ukraine war. Data are lacking, and the outcome of the conflict remains uncertain. Yet through monitoring and analysis of a single year in the first major war into which cyber has been extensively woven, we do know enough to be able to generate some tentative, high-level, generic propositions on the nature of cyber conflict. These propositions draw on wide-ranging press reporting and extrapolate from several superb pieces recently published by my colleagues Jon Bateman, Nick Beecroft, and Gavin Wilde, as well as Microsoft’s recent report on the cyber dynamics of the conflict.1 However, we must still tread cautiously. Our propositions draw on highly imperfect empirical knowledge of a single historical case that is still unfolding.2 Current and future antagonists are also constantly learning from their own and others’ analyses and enhancing their performance, which can render current assessments obsolete.3 For this and other reasons it is quite possible that some of the cyber dynamics unfolding in and around Ukraine may play out differently later in Ukraine as well as in other, future confrontations. As we have observed over millennia, the balance between offense and defense can shift over time; this dynamic may well play out in cyberspace as well. It is also important to note at the outset that widespread assessments disparaging the utility and expediency of Russian cyber operations in the Ukrainian conflict (and projections regarding future conflicts) are presently limited by far more than a lack of comprehensive and reliable empirical data. We also lack insights into the metrics and criteria that each of the protagonists uses to assess the success and failure of cyber’s overall performance in the conflict, and we have only fragmentary evidence of the role each party expected cyber operations to perform. Moreover, even if we had such information, Ukraine-specific answers might not apply elsewhere because the expectations for cyber and the metrics for assessing its performance may vary not only over time and between protagonists but also from one conflict to another. In this context it is important to underscore that some specific factors that possibly helped diminish the efficacy of Russia’s offensive cyber operations in Ukraine may not apply elsewhere. Three in particular deserve to be noted here: Russia’s unique approach toward cyber warfare; the level of external support that Ukraine received before and during the war from some leading national and multinational cyber powers; and the sophistication and battle-tested experience of Ukraine’s cyber warriors.4 Nevertheless, even if some of the cyber characteristics of the Ukraine conflict ultimately turn out to be sui generis, they are instructive given the novelty of the field and the involvement of major powers in the conflict. Hence, there is considerable value in advancing these propositions to focus attention on certain questions and facets of cyber conflict, facilitating their review and reassessment as more comprehensive and reliable information becomes available and developments on the battlefield evolve. But the reader should consider the interim observations and propositions offered here as hypotheses employed as a heuristic to encourage debate and invite feedback. All the propositions offered below pertain to our core conception of what cyber warfare is about. Some of the propositions we advance are novel; others reaffirm or refine tentative assertions made before the war. Taken together they suggest a more subdued view of the utility and impact of cyber warfare than was generally found in prewar speculations. More importantly, the Ukraine war reveals that nations diverge significantly in the role and aims they assign to offensive cyber operations as well as the institutional setup and operational modalities they use for conducting them. Most glaringly, the U.S. perspective and approach (emulated in whole or in part by several other Western nations) differs deeply from that of Russia, which makes it reasonable to expect similar divergence across similar regimes. We group our propositions under three temporal headings: the prewar period (starting in 2014);5 the war itself (beginning on February 24, 2022); and finally, the postwar period, after kinetic hostilities eventually die down. Obviously, we cannot know when this last phase will begin; nevertheless, analysis of trends that were manifest in the two earlier phases of the conflict provides a tentative basis for predictions as to what might be expected down the road. This broad scope is driven by two considerations. First, it is designed to underscore the considerable relevance of cyber operations across various phases and types of conflicts. And second, it highlights continuity as well as change between cyber action in peacetime, in wartime, and in grey area situations, as well as during the transitions between these states of confrontation.

- Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany’s ‘Partnership for Prospects’ initiative, this paper argues that, whilst the supplement of ‘peacebuilding’ to the nexus (humanitarian–development–peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a ‘HD–Triple-P’ nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

6. The violent legacy of fascism: Neofascist political violence in Italy, 1969–88

- We still have limited knowledge about the long-term effects of fascism on European democracies. European countries experienced cycles of violence between the 1960s and 1980s. Can such violence be explained by legacies of mobilization during fascism? We study whether and how the Italian fascist experience of the 1920s affected political violence during the 1970s and 1980s. We created an original dataset of conflictual events at a subnational level in Italy. Using zero-inflated negative binomial regressions, we find that local membership of the fascist party in 1922—before the institutionalization of the fascist regime—predicts neofascist political violence at the provincial level more than 40 years later. New windows of opportunity facilitate the resurfacing of local fascist legacies: in the months when a new Minister of Interior is appointed, we observe higher levels of neofascist violence in provinces where the early presence of the fascist party was stronger.

7. Armed groups’ modes of local engagement and post-conflict (in)stability: Insights from the Ethiopian and Somali civil wars

- What distinguishes post-war governments that succeed in establishing a stable political order and prevent recurring conflict from those that do not? This comparative study considers the specific threats that typically lead to the collapse of the post-conflict political order to offer new hypotheses on the conditions that affect post-war governments’ ability to sustainably restore stability. The threats considered include (i) fragmentation of the main actors in the conflict, (ii) inadequate demobilization, and (iii) enduring dependence of the post-war government on local brokers. Post-war regimes are more vulnerable to such risks after wars in which the dominant armed groups have established themselves by co-opting local power structures and drawing on existing socio-political networks, as this process redistributes power from the central to the local level. Empirically, this paper uses a novel dataset documenting the practices through which rebel groups may alter local power structures to highlight the connection between this wartime process of transformation and patterns of conflict recurrence. In addition, it contrasts the transition of the Tigray People’s Liberation Front from rebellion to government in Ethiopia in the 1990s with the trajectory of the armed movements in Somalia that also overthrew the incumbent military regime but then failed to establish a viable state.

8. Undermining Ukraine: How the Kremlin employs information operations to erode global confidence in Ukraine

- In the lead-up to Russia’s February 2022 invasion of Ukraine, the Kremlin and its proxies perpetrated information operations to justify military action against Ukraine, mask its operational planning, and deny any responsibility for the war. DOWNLOAD PDF Once the war began in earnest, Russia expanded its strategy with an additional emphasis on undermining Ukraine’s ability to resist in hopes of forcing the country to surrender or enter negotiations on Russia’s terms. This strategic expansion included efforts to maintain control of information and support for the war effort at home, undercut Ukrainian resistance, derail support for Ukrainian resistance among allies and partners, especially in the immediate region, and engage in aggressive information operations internationally to shape public opinion about Russia’s war of aggression, including in Africa and Latin America. Building upon daily monitoring by the Digital Forensic Research Lab (DFRLab), this report synthesizes Kremlin attempts to undermine Ukraine by targeting local, regional, and global audiences over the course of 2022 since the start of the war on February 24 of that year.

- This publication is the first major transnational examination of prison hunger strikes. While focusing on Palestine, the research is enriched by extensive interviews and conversations with South African, Kurdish, Irish, and British ex-prisoners and hunger strikers. This study reveals in unprecedented detail how prison hunger strikes achieve monumental feats of resistance through the weaponization of lives. How do prison hunger strikers achieve demands? How do they stay connected with the outside world in a space that is designed to cut them off from that world? And why would a prisoner put their lives at risk by refusing to eat or, at times, drink? This research shows that sometimes prisoners’ need for dignity (karamah) and freedom (hurriya) trump their hunger pangs and thirst. Prison Hunger Strikes in Palestine evaluates the process of hunger striking, including the repressive actions prisoners encounter, and the negotiation process. It analyzes differences and similarities between individual and collective strikes, and evaluates the role and impact of solidarity actions from outside the prison walls. The work’s critical and grassroots understanding of prison hunger strikes fully centers the voices of hunger strikers. The analysis results in actionable takeaways that will be as useful to prison activists as they will be to their allies around the world.

11. Inclusion and exclusion in Somali drought emergency assistance

- When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. - This working paper surveys, documents, and analyzes the contributions of APN scholars to the knowledge and practice of peacebuilding in Africa against the background of the 10th year anniversary of the APN program. It takes stock of the contributions and impact of the literature produced by APN scholars, particularly how these have brought different interdisciplinary perspectives and novel methodological approaches to bear on African peacebuilding. The paper systematically analyzes African perspectives on peacebuilding, debates between different schools of thought, provides an overview of different publications by APN scholars, and synthesizes the significance of these contributions to discourses on African and global literature on peacebuilding. As part of a broader intellectual project, the publications demonstrate how APN scholars have forged a nexus at which one can explore conflict, peacebuilding, media, gender, youth, boundaries and borderlands, land grabs, migration and refugees, faith-based initiatives, local/ communal cultures, identities, and COVID-19, among other topics. The publications under review transcend the narrow confines of the literature to engage in the complexities and multidimensional nature and contexts of African peacebuilding. In this regard, the publications mainstream African agency and views, particularly in the production of African knowledge in the field of peacebuilding.

13. Mapping Pathways for Peace through the Composition of Official Development Assistance

- Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

- This paper looks at changes in macrosociological paradigms for social development that traditionally stretch from the primitive society through the stratified medieval society to the image of a functionally differentiated modern society. Changing the perspective from a systems theoretical view of societies to an actor perspective, I focus on populations of individual actors and organizations as collective actors. Over recent decades, important structural changes in the nature of populations and of organizations have taken place in the Western world. The most important relate to economic globalization and financial internationalization. An increasingly flexible population and narrowly goal-specific organizations produce a situation of societal instability that appears to characterize the present, though its causes reach back half a century.

- The recent military operation in the Nagorno Karabakh area reflects a broader regional transformation. Its essence is in the second attempt (with the first one in Azerbaijan 30 years ago) of changing the security paradigm, this time in Armenia, leading to de-colonisation of relations in the region. The core of this change is liberation from the dependence on Russia’s almost two centuries old patronage, with Nagorno Karabakh conflict evolving as a tool of this dependence. With all the contradictions over the territory between Armenia and Azerbaijan, and difference in current political systems, the countries seem at last to arrive to the same conclusion of Russia and her control of the Karabakh elite being one of the obstacles to the peaceful relations, reforms and integration in the West. The power balance in the region, affected by such factors as Turkey’s greater involvement, distraction of the West, Russia’s increasing isolation, besides power change in Armenia, has also contributed to the “window of opportunity” for a change of paradigms. The role and influence of the EU and the US in this process, including in deterring potential military developments, will be dependent on the perception of them by the parties as non-partisan brokers, promotion of relations between Armenia and Azerbaijan as independent subjects of international relations and consistency in support of democracy.

16. The Impact of the Russia-Ukraine War on the Global Sanctions Landscape

- The Russia-Ukraine conflict will accelerate the global trend towards increasing great power competition that pits the existing West-anchored world order against others, especially Russia and China. This new era will have significant implications for the global sanctions landscape as sanctions that have been effective in harming countries with smaller economies are increasingly focused on larger economic powers that are integrated into the global economy. This will carry a far greater risk of diminishing the effectiveness of the sanctions weapon, because larger economies like that of China have a greater capacity to overcome technology export restrictions and the US dollar’s centrality in global finance. While sanctions campaigns often seek to coerce the target state into policy modification, sanctions may be increasingly used for the purpose of economic containment by attempting to retard the long-term economic development of states. This may result in open-ended sanctions campaigns that will generate a new era of geoeconomics where sanctions risk factors become key to the design of business relationships and supply chains. The use of financial sanctions against larger economies will exacerbate already existing trends of de-banking and a decline in corresponding banking relationships. Technology sanctions and export controls will be increasingly central as sanction-imposing countries in the West seek to leverage their superiority in key emerging technologies against those they perceive to be their adversaries.

- Conflict has historically influenced food insecurity within countries. However, Russia’s invasion of Ukraine is of a different nature, as it is worsening food insecurity in other countries too, thereby undermining global food security. This NTS insight untangles the dynamics of conflict-induced food insecurity beyond borders amid the ongoing war. Today’s conflict poses an unprecedented challenge to global food security given its timing, with countries inheriting fiscal challenges from previous bouts with the COVID-19 pandemic; concurrent disruptions to food and energy supply chains; and worsening climate threats to agriculture. Should the war be protracted, the world risks further instability through cost-of-living crises and food price crises. World leaders should therefore carefully weigh these risks, as they deliberate their stances in putting an end to the war.

18. My Country, Right or Wrong: Russian Public Opinion on Ukraine

- When Russia launched its invasion of Ukraine on February 24, Western governments, including the United States, immediately condemned what they described as “Vladimir Putin’s war.”1 Surely, this formulation was no accident. It was aimed, first and foremost, at drawing a distinction between the actions of the Kremlin and the attitudes of ordinary Russians. There was optimism that ordinary Russians would not countenance a war against a neighboring country.2 But hopes of Russian grassroots opposition to the war were swiftly dashed. Indeed, public opinion polls have consistently shown overwhelming support (70 percent or higher) for what Moscow calls its “special military operation” in Ukraine. Contrary to expectations, Putin’s popularity has also seen a boost, similar to what happened in the immediate wake of the 2014 annexation of Crimea. Partly in response to these indicators, figures like Ukrainian President Volodymyr Zelenskyy have called for a visa ban for all Russian passport holders, with an exception for people whose safety is at risk or who are vulnerable to political persecution.3 According to Zelenskyy, “[T]he most important sanctions are to close the borders—because the Russians are taking away someone else’s land” and Russians should “live in their own world until they change their philosophy.” He added, “The population picked this government and they’re not fighting it, not arguing with it, not shouting at it.” Such sentiments are echoed in calls by some European politicians, such as Finnish Prime Minister Sanna Marin, for an EU ban on tourist visas. “It’s not right that at the same time as Russia is waging an aggressive, brutal war of aggression in Europe, Russians can live a normal life, travel in Europe, be tourists. It’s not right,” Marin said in mid-August.4 At the same time, a careful reading of popular Russian attitudes toward the war reveals important nuances that all too often are overlooked. First and foremost is the fact that rather than consolidating Russian society, the conflict has exacerbated existing divisions on a diverse array of issues, including support for the regime. Put another way, the impression that Putin now has the full support of the Russian public is simply incorrect. A more careful reading of sociological data, including conversations with focus group participants and quantitative research, presents a far more complex picture of Russian society.

- Saudi Arabia’s security-oriented approach to Yemen has foundered. The Saudi-led coalition has failed to defeat the Houthis militarily or to restore the government the group toppled. Moreover, Saudi militarization of the border with Yemen has damaged the Yemeni economy—with negative consequences for Saudi Arabia. Crucially, Saudi Arabia’s security is contingent on Yemen’s stability and economic prosperity. As such, Riyadh should contribute to reviving Yemen’s moribund economy, both in the borderlands and in the inland agricultural sector.

- Conducting research in the Sahel has become more challenging over the past 10 years, and the continuing deterioration of the security situation has restricted access to many areas. This SIPRI Insights paper provides an overview of the main challenges for researchers when conducting data collection in conflict-affected areas. The paper employs a case study of a humanitarian protection project that SIPRI has been working on in the Liptako-Gourma region. The project was designed in collaboration with the Danish Refugee Council (DRC) and three local research partners: the Centre for Democratic Governance (CGD) in Burkina Faso, Point Sud in Mali and the Laboratoire d’Études et de Recherche sur les Dynamiques Sociales et le Développement Local (LASDEL) in Niger. Using the case study, the paper identifies and outlines how the project addressed specific challenges. The paper also highlights key considerations for researchers to take into account when carrying out data collection and fieldwork in conflict zones. Evidence-based research can influence humanitarian and development initiatives and support shifts in policy and programming. The bottom-up research approach gives a voice to communities and alternative perspectives and advances evidence-based solutions that are locally driven, meaningful and sustainable for target populations.
