Abstract:
While governments have reaffirmed their commitment towards energy transition in light of the current energy crisis, the urgency to act implies to use all possible solutions to reduce CO2 emissions during the transitional period. Natural gas can play a role in the decarbonisation of certain sectors, such as the transport sector. In this sense, the small-scale LNG industry could contribute to the decarbonisation of the Mediterranean region. Regulatory and political incentives as well as socioeconomic and environmental benefits could represent critical drivers for the growing role of the small-scale liquefied natural gas (SSLNG), while it will need to overcome several challenges (e.g. political pressure, economic and infrastructure constraints).

Gender is a traditionally under researched dimension in scholarship on climate and security. However, as recent research has noted, it is a variable that cannot only shape how different groups of individuals are affected by climate-related security risks. Gendered norms and power structures can also increase or mitigate the likelihood of climate-related security risks. This SIPRI Insights contributes to the growing body of research on gender, climate and security by analysing the gender dimensions of the four pathways of climate insecurity featured in past SIPRI studies: (a) livelihood deterioration, (b) migration and changing mobility, (c) tactical considerations of armed groups and (d) elite exploitation and resource mismanagement. It reviews literature to highlight how gender can influence resilience and risk for different groups of men and women within the pathways. Where relevant, it also discusses how gender may serve as an instigating factor for the respective pathways. The paper stresses the need to critically understand the different and interlinked experiences of diverse groups of men and women in the pathway contexts and to ensure equal leadership and participation of all affected groups in addressing climate-related security risks.

West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

Central banks can potentially influence the investment decisions of private financial institutions, which in turn will create incentives towards green technology adoption and development of lower emission business models. This paper examines how monetary policies can be deployed to promote a greening of finance. To guide the efforts, the paper mobilizes the Money View literature. This enables a comparative assessment of different monetary policy options. The main finding is that a promising way forward for green monetary policy is to adopt a strategy of expanding collateral eligibility through positive screening and widening haircut spreads to change relative incentives in favor of green over brown assets.

5. Navigating the Crises in European Energy

The energy crisis engulfing Europe is a crisis of both gas and electricity markets, with huge cost impacts on consumers across all European countries. In Britain, half of typical household energy expenditure arises from electricity. This paper examines how the cost of gas-powered generation feeds through to electricity bills, on the principle of marginal cost pricing, setting the price for most of the time though it accounts for only about 40% of GB generation. Combined with the steep decline in wind and solar costs over the past decade, this has resulted in an unprecedented degree of ‘cost inversion’ in the electricity system. We offer estimates of the increase of revenues across the wholesale market, and outline five principles for reform for addressing the combined challenges of energy costs and accelerating low-carbon transition.

This paper develops a detailed proposal for an efficient way to channel the value of large-scale renewables, which have become much cheaper than gas-driven wholesale electricity prices, to consumers at ‘cost-plus’ prices. This would reduce the fiscal pressure on governments for market- wide subsidies and offer more stable support for consumers most in need. We detail how this ‘green power pool’ approach could interact with the wholesale market to ensure firm power, also bringing transparency to the cost of balancing the variable renewables output, and maintaining incentives for efficient supply and demand responses. We illustrate the approach with reference to the cost and volume trajectories of UK renewables backed by government CfDs, targeted initially to particular consumer groups, as a first step in a wider transition towards direct consumer access to cheap renewables.

Abstract:
Dysfunctional governance and repression lie at the heart of social, economic and political challenges and crises in the Middle East and North Africa (MENA) region. The nature of governance, whether autocratic, corrupt, crony capitalist, highly centralised, patriarchal and/or merely incompetent, led to alarming socioeconomic and political grievances. These grievances accumulated over decades sparking region- wide protests in 2010, 2011 and subsequent years. Without major improvements in the quality of democratic governance,1 further crises are inevitable, and sustainable stability will remain unattainable, with major negative repercussions for the European Union (EU) itself. Naturally, climate change is augmenting these challenges and increasing the pressure on government performance. The EU Green Deal addresses this uniquely urgent matter in need of assertiveness, namely climate change with its worldwide palpable repercussions and impact for all. The deal has serious implications for economies and hence societies in MENA countries. At the same time, it could and must serve as a vehicle for improved democratic governance in the region. This is also in the interests of the EU’s green ambitions, as lasting environmentally sound and socially just policies in countries beyond the EU will hardly materialise without improvements in the area of democratic governance. The two subject areas are mutually dependent; hence, the durable success of climate policies is unlikely without being buttressed by democratic components. This understanding needs to be mirrored in all EU policies and programmes targeting the region by interweaving climate policies with democratic governance.

The Mediterranean countries are char­acterised by evident gaps in terms of demographic growth, socioeconomic conditions and natural resources avail­ability, which undermine the process of Euro-Mediterranean cohesion and cre­ate a situation of structural weakness that makes them extremely vulnerable to destabilising events. In just over a dec­ade, the Mediterranean region has been affected by major changes that, at first glance, do not seem to be related to each other. The wave of pro-democracy pro­tests called the “Arab Spring” that has plagued the regimes of the Middle East and North Africa (MENA) since 2010 has shown how climate-driven crop failures in major food exporting countries may contribute to driving up international food prices and to amplifying social and polit­ical destabilisation, especially in food-im­port dependent countries (Werrell & Femia, 2013). The “Arab unhappiness” that spurred the popular uprisings has not faded over the years, giving rise to what has been referred to as the “Arab Spring 2.0”. This new round of turmoil, in which protesters demand a better quality of life, has been exacerbated by 2020s COVID-19 pandemic, clearly demon­strating, once again, the close inter­connection between human well-being and planetary health.[1] In the same time frame, in the Northern Mediterranean Countries (NMCs), the migrant-refugee crisis, characterised by new migration waves triggered by traditional as well as unconventional push factors linked to the effects of climate and environmental changes, is becoming one of the most important and divisive issues in recent European politics, adding a new layer of instability to the already shaky European Union (EU) (Pawel & Roland, 2018).

Abstract:
The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

Abstract:
When signing the 2016 Paris Agreement, a legally binding international treaty on climate change, world leaders agreed to pursue the ambitious goals of achieving climate neutrality and mitigating the effects of climate change. Almost every country around the globe recognised that business-as-usual is not an option if we are to save the planet and human existence. As a result of this realisation and commitment, different green measures are being taken globally, regionally, locally; at all levels of societies; and in the public and private sectors. Redirecting capital flows toward a green economy is an important part of measures to take, so it is no surprise that there is a growing interest in using environmental, social and corporate governance (ESG) factors as guidance points for both public and private investors. However, there is still much to be done to ensure not just sufficient investment volumes but also that investments labelled as ‘sustainable’ do, in fact, contribute to climate action objectives. In order to realise ESG markets’ full potential in supporting the global transition towards a climate-neutral economy, further effort is especially needed in the following three areas: Policymakers at all levels must urgently address greenwashing and the lack of transparent and comparable ESG data. In the context of sustainability reporting, double materiality approaches are better suited to address the urgency of climate change. Policymakers at all levels must ensure the interoperability and alignment of the rapidly evolving sustainability reporting initiatives.

The action is among groups of like-minded WTO Members, either regionally or in open plurilateral agreements (OPAs) in Geneva at the WTO. There is currently no consensus among WTO Members to include plurilateral agreements officially in the set of WTO agreements. Many additional challenges require multilateral—that is, global—agreements: the pandemic, food security, and climate change, among them. 12. Weathering shocks: the effects of weather shocks on farm input use in sub-Saharan Africa

: There has been much discussion on climate change and its adverse effects on agriculture, including excessive loss of food production. In regions such as sub-Saharan Africa, where agriculture is the major source of household livelihoods, shocks in weather patterns affect farmers’ expectations of farm yield and hence the decision to adopt farm inputs such as fertilizers and pesticides and the extent of their utilization, particularly given the relatively high cost of these inputs. In this study, I explore the relationship between weather shocks and the intensity of inputs use at the plot level using large-scale national panel data from three African countries: Niger, Nigeria, and Tanzania. By combining monthly drought index data with a rich Living Standards Measurement Study-Integrated Surveys on Agriculture dataset, I find that the intensity of chemical fertilizer use reduces much more in drought-prone areas than in less drought-prone areas during growing seasons. I also find that drought during lean seasons is associated with higher pesticide uptake. The evidence suggests that drought induces farmers to purposively reduce farm investments, including yield-enhancing technology such as chemical fertilizer, hence worsening adverse farm yield effects.

Abstract:
This article focuses on energy as a tool for promoting peace between Israel and the Palestinians. It describes how the energy relations between Israel and the Palestinians reflect the existing relationship between the parties, and the potential they hold for promoting cooperation and peace. The energy sector and the energy relations between Israel and the Palestinians largely determine the level of energy services and electricity infrastructure in the West Bank. At present, this dependency does not benefit either party. The article points to a number of current initiatives aimed at strengthening Palestinian energy independence as well as energy security. At the same time, it highlights the inherent tensions in the management of the energy sector in the Israeli-Palestinian case, for example between energy independence and energy poverty in the West Bank and between responses to the climate crisis and the need for energy security. Finally, the article argues that the energy sector must be examined as an integral part of the political-diplomatic relationship between Israel and the Palestinians and that it must address the various tensions and promote energetic cooperation in the interest of peace.

15. The role of competition in the transition to climate neutrality

The transition to climate neutrality requires the reallocation of production factors from polluting activities to non-polluting activities. The main push for this reallocation will come from governmental decarbonisation targets that are translated into stringent climate policy tools, such as carbon pricing and emissions standards. But the complex process of recombining production factors will require the coordination of millions of individuals and firms. The efficiency of this recombination process will be a main driver of the cost of the transition. Based on a consistent analytical framework, I argue that much more political attention should be paid to the markets and regulators that guide the re-allocation of production factors, to bring them in line with a carbon-neutral economy at the best service of European consumers. Three main issues should be considered: 1. The transition will change the role and efficiency of markets in allocating resources; 2. Competitive markets can make the transition more efficient; 3. In some areas, a too-narrow focus on competition can be detrimental, and needs to be discussed. To improve the institutions for resource allocation in the transition, policymakers should revisit three levels of intervention: 1) competition rules and enforcement should be adjusted to meet the new challenges of the transition; 2) efficient markets that are central to a climate-neutral economy – such as for electricity, emission rights or circular logistics – need to be properly designed; 3) the advantages and disadvantages of more direct state control in specific sectors should be revisited in light of the challenges of the transition. In summary, policymakers need to get away from simplistic state-or-market narratives. The focus should be on developing politically feasible frameworks for leveraging the benefits of competition for efficient resource allocation in the transition. Institutions should not focus solely on static efficiency, but must forcefully encourage investments in new systems and innovation. The role of institutions that determine resource allocation in the transition is an underappreciated but crucial area for future research and policy action.

16. Climate change and food prices in Southeast Asia

Abstract:
Southeast Asia’s climate has become warmer, wetter and more unpredictable over the past decade. Our bespoke analysis finds that these changes in weather conditions have had a significant impact on the cost of food production in levels terms and in increased food price volatility. Specifically, a 1% increase in temperature versus a year ago is found to increase food production costs by 0.5-0.8% across Southeast Asian economies, and extreme heat events in Thailand and Vietnam in recent years have driven price spikes of 5-6%. Climate futures in which temperatures rise fastest and weather volatility increases most have the potential to generate ever-faster food price growth and greater price spikes. More stable food prices are, therefore, one key incentive for governments in the region to do their part to help the world transition toward net zero. But the sector’s intensive use of energy and logistics to produce and distribute food will mean the shift to low-carbon energy could also have major cost implications for the sector. So while prices may be more stable in a net-zero world, they will nevertheless face pressures from the transition. Fortunately, the government can explore a range of policy options to ease the cost of transition and mitigate the impact of food price volatility. These policy options encompass agricultural policy, energy efficiency, social policy, and trade and investment policies. Together with Food Industry Asia, Oxford Economics looks forward to developing this debate in the months and years ahead, building on the foundations presented in this report.

We re-examine the effects of negative weather anomalies during the growing season on the decision to migrate in rural households in five sub-Saharan African countries. To this end we combine a multi-country household panel dataset with high-resolution gridded precipitation data. We find that while the effect of recent adverse weather shocks is on average modest, the cumulative effect of a persistent exposure to droughts over several years leads to a significant increase in the probability to migrate. The results show that more frequent adverse shocks can have more significant and long-lasting consequences in challenging economic environments.

This is the critical decade for climate action and all foreign policy interventions will be judged against this global challenge. It’s well established that Australia’s reticence to act on climate change is undermining our diplomatic relationships, particular with our near neighbours in the Pacific. As a collective action problem, climate change requires nations to look beyond their own narrowly defined interests and seek collective global solutions. Feminist foreign policy provides a lens through which we can see climate action as a shared priority, a human security issue, and one which is central to Australia’s relationships with the region. Additionally as a framework which emphasises the need for policy coherence between domestic and international issues, feminist foreign policy highlights the need for Australia to take domestic action on climate change in order to fulfil our international role. Critically, the impacts of climate change are gendered, and so the solutions must be informed by rigorous gender analysis. Feminist foreign policy, with its focus on understanding and transforming the systemic drivers of inequality and marginalization, can further our understanding of the historical contributions of nations to climate change and rebalance of the scales towards the most marginalized who face the greatest impacts.

This paper identifies and explores a number of challenges in using international public climate finance effectively towards contributing to low-carbon and resilient growth in lower- and middle-income countries. We explore key quantitative and qualitative trends in the climate finance architecture, including predictability of disbursements, affordability and concessionality of funding, provider proliferation and project fragmentation, implementation via modalities supporting recipient ownership, and the degree to which climate-related interventions are evaluated. Our research considers these trends against globally agreed principles of development effectiveness, with the aim of improving understandings of both the common and the climate-specific challenges within development finance. Ultimately, we find that climate-related development finance faces a number of challenges relative to other official development flows, including significantly lower disbursement ratios, a higher share of finance provided through debt instruments—and a rising share of loans to lower-income countries assessed as being at high risk of debt distress, a faster pace in proliferation of providers and shrinking project sizes, and fewer efforts to systematically evaluate impacts of interventions. Each of these areas will need to be tackled by public climate finance providers to ensure that the available funding is used towards climate objectives effectively. These and other issues related to the quality of climate finance should also be considered during the design of the new quantitative climate finance target under the UNFCCC to ensure that the structure of the goal promotes accountability and increases recipients’ ability to trust in the climate finance architecture.

Pull financing is a powerful but underused mechanism for incentivising progress on hard-to-tackle social problems for which innovation or the take-up of innovation may be part of the solution. It should become part of the ongoing landscape for climate and development work. This paper sets out the specific design features for a portfolio of pull financing mechanisms to support the accelerated development of socially valuable innovations with both climate and development implications. It considers the institutional structure required to manage such a novel mechanism, a process for finding and developing a potential application, and the objectives pull financing should pursue. It then looks in detail at seven applications of pull financing in the climate and development space, each selected to illustrate the potential and challenges of the approach. We conclude by setting out how to construct a high-ambition portfolio of pull financing projects that is both tractable and attractive to potential funders.

Evidence suggests that Africa is the most vulnerable continent to climate change. While African countries contribute relatively little to global emissions, they remain significantly vulnerable to the devastating economic effects of this phenomenon. This paper reviews IMF activities and explores how best the IMF could support efforts by African countries to cope with macroeconomic policy and structural challenges associated with climate change. To this end, while recognizing the relative significance of the overall IMF contribution to addressing this global challenge, we make several recommendations about potential ways to strengthen the role of IMF surveillance, capacity development and financing. First, IMF staff should ensure that policy advice in the context of global, regional and country surveillance fit specific circumstances and institutional capacity of African countries as well as their economic vulnerabilities to climate change. To enable timely response to climate-related crises, staff teams should also be prepared to provide advice on a flexible basis, without being tied to formal periodic work schedules. Additionally, the IMF could facilitate adaptation and mitigation by engaging in intensive outreach activities about the economic impact of climate change. Second, there is merit in developing comprehensive IMF capacity development strategies in close collaboration with the authorities in climate-vulnerable countries. For effective implementation, the IMF will need to identify and actively seek adequate financing for capacity development activities on climate issues. Finally, while the Resilience and Sustainability Trust (RST) is a welcome addition to the IMF toolkit and represents a potentially significant source of financing for some sub-Saharan African countries, specific amendments could be considered notably with a view to limiting the potential cost for low-income borrowers to access its resources. Moreover, successful operationalization of the RST hinges on careful and flexible design of conditionality and how programs under the new facility will be linked to concurrent upper-credit tranche programs.

The push for the World Bank and others to link their investments to addressing climate concerns stems from a fear that, unless developing countries take action to decarbonize now, their economic growth will lead to vast emissions that will derail all global efforts to limit climate change. This approach, which treats low- and middle-income countries as a monolith, is unhelpful to the conversation about climate change. To understand better where emissions are concentrated and how to address them, we projected carbon dioxide emissions to 2035—the point at which observers believe they will level off in most countries due to technological advances and accumulating wealth—under some simple assumptions. Emissions from the world’s poorest 64 countries, those which get IDA loans, will remain very low for decades to come, even if their economies grow rapidly and without action to reduce emissions. Pressuring low- and lower-middle-income countries to replace plans for gas power with solar or wind energy will have limited climate benefits compared to replacing coal generation in richer countries. It is just more efficient—and just—to focus on climate mitigation where emissions are high, and on poverty reduction where poverty is high. And given that there is no sign of an increase in aid spending, especially in the poorest countries, rich countries must not cannibalize development aid or reinvent the development finance architecture

Sovereign bond guarantees (SBGs) are an effective but underutilized instrument available to the US government in support of developing country partners. By protecting bond purchasers in the event of a foreign issuer country’s default, SBGs substantially reduce borrowing costs for developing country governments. In this CGD policy paper, we estimate the costs and benefits of historical US sovereign bond guarantees in order to model the use of SBGs for climate finance purposes. We demonstrate that the US government-provided SBG has the effect of conferring the US government’s cost of borrowing on the partner government. On that basis, it represents substantial savings for these countries. Based on this analysis, we propose a $20 billion “Green” SBG program aimed at financing climate change mitigation efforts in 28 emerging market economies. We estimate that the US government could support $20 billion in bond issuances through a subsidy outlay of $2 billion, resulting in a 22 percent reduction in borrowing cost of the target countries, which represents $4 billion in budgetary saving for their governments. We propose that the subsidy appropriations in support of the guarantees be retained and recycled within the Green SBG program, which would substantially improve the financial leverage of the program over time. We also suggest that the program could be used for climate adaptation purposes by targeting a different group of developing countries

Climate change is a pressing global problem that requires action at the local, national, and international levels. While most policy has logically focused on creating international pacts to address and mitigate climate change, interest in regional or minilateral cooperation among smaller groups of countries has also grown in recent years. When the Quadrilateral Security Dialogue—more commonly known as the Quad—convened its first leader-level summit in March 2021, its member countries Australia, India, Japan, and the United States identified climate change as a priority for the grouping and for the Indo-Pacific. They established a Quad Climate Working Group to strengthen implementation of the Paris Agreement and to cooperate on climate mitigation, adaptation, resilience, technology, capacity building, and finance.1 Since then, the Quad has continued to expand its climate activities. In September 2021, the grouping added the formation of a green-shipping network and the establishment of a clean-hydrogen partnership to its goals.2 In May 2022, the four partners took the additional step of launching the Quad Climate Change Adaptation and Mitigation Package (Q-CHAMP).3 Why have the Quad countries decided to include climate change on their agenda? They share serious concerns about climate change, which poses a significant threat to themselves and to the Indo-Pacific as a whole. In recent years, climate change has risen in prominence on the domestic political agendas of the four Quad partners, and there are gains to be achieved through coordination and cooperation of their separate national efforts. At a time when many countries feel that international institutions simply are not working quickly or effectively enough, minilateral initiatives such as the Quad have gained appeal as a more flexible way to facilitate joint action.

Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken.

Russia’s invasion of Ukraine has profoundly altered the outlook for Russia’s energy transition and created uncertainties on the global path towards net zero. In response to global economic shifts, Russia had begun taking steps towards decarbonisation, albeit without plans to depart from its hydrocarbon-based economic model in any substantial way. The new political, trade and financial environment induced by Russia’s act of aggression has damaged its potential to maintain the once-emerging momentum. Russia’s actions and the Western response are also reconfiguring global energy relations, with profound economic and geopolitical consequences that may, unless managed, undermine international cooperation on the energy transition and slow down progress on climate change mitigation.

As the Ukraine war escalates with no end in sight, Europe’s resilience is put to test. Nowhere is this clearer than in the energy sphere, where the crisis first created the perfect timing for Russia’s invasion and then became weaponised against Europe in the broader confrontation with the West. In this confrontation, two interpretations of resilience come to the fore: Vladimir Putin and Jean Monnet’s, with the former emphasising pain endurance and the latter transformation through crisis. The jury is out on whether Putin or Monnet will win the day, and whether and how the European Union will prove and strengthen its resilience. But at the height of this crisis, my bet today is squarely on Jean Monnet.

Cryptocurrencies are a form of digital currency whose popularity has rapidly increased over the past decade. What distinguishes them from other electronic currencies is their underlying technology known as the blockchain, a decentralized public ledger in which transactions among the network peers are accurately and securely recorded. The validation and mining process, where new coins are issued, is highly computationally intensive and thus requires vast amounts of energy. The literature estimates energy consumption levels of the cryptocurrency mining to be as high as those of countries such as Angola, Iceland or Cuba, and a corresponding emission of at least 3-15 million tons of CO2. We discuss these estimated impacts of Bitcoin and other cryptocurrencies on both energy levels and the environment, and then outline alternative applications that could promote climate change mitigation. We argue that despite the latter applications and the possible benefits from the technology, particularly in the energy sector, the financial uses of blockchain are creating significant environmental costs without any clear social or economic benefit stemming from this largely speculative activity.

It is now increasingly accepted that central banks and financial supervisors can no longer ignore climate change. However, there is no consensus on how they should address climate issues. On the one hand, there is a view that central banks and financial supervisors should mainly contribute to the assessment of the exposure of the financial system to climate-related financial risks, considering at the same time the possibility of incorporating climate risks into monetary policy and financial supervision and regulation. On the other hand, it is argued that central banks and financial supervisors need to take action such that they contribute directly to the decarbonisation of our economies and the prevention of climate systemic risks. In this paper, I analyse the main premises and implications of these two approaches and I explain why a systemic risk approach is necessary in the age of climate emergency. I also discuss the challenges involved in a policy agenda aiming at the reduction of climate systemic risks and I outline how these challenges can be tackled.

In our latest issue of Iqtisadi: The Middle East Economy, Paul Rivlin discusses the near and long term prospects for oil pricing, with special attention to new technologies being developed in wealthy Gulf States. In the first two months of 2021, the price of oil rose by almost 38 percent to just over $65/barrel. Was this because of rising demand, supply constraints or increased confidence? All these factors were relevant, but a glance at the OPEC basket price of oil over the past decade puts the rise in prices into perspective. At the end of February, the oil price was well below its 2011-2014 and 2018 highs both nominally terms and even more so when inflation is considered.

This article summarizes insights of the 36th Energy Modeling Forum study (EMF36) on the magnitude and distribution of economic adjustment costs to greenhouse gas emission reduction targets. Under the Paris Agreement countries voluntarily committed themselves to emission reductions – so-called Nationally Determined Contributions (NDCs) – in order to combat global warming. The study suggests that tightening of NDCs in line with the commonly agreed 2°C temperature target will induce global economic costs of roughly 1% in 2030 – yet, these costs are unevenly spread across regions with fossil fuel exporting countries being most adversely affected from the transition towards a low-carbon economy. In order to reduce adjustment costs at the global and regional level, comprehensive emissions trading which exploits leastcost abatement options is strongly desirable as it can relax contentious normative debates on equitable burden sharing. Lump-sum recycling of revenues from emissions pricing in equal amounts to every household appeals as an attractive strategy to mitigate regressive effects and thereby make stringent climate policy more acceptable on societal fairness grounds.

Linking the EU and Chinese Emission Trading Systems (ETS) increases the cost-efficiency of reaching greenhouse gas mitigation targets, but both partners will benefit – if at all – to different degrees. Using the global computable-general equilibrium (CGE) model DART Kiel, we evaluate the effects of linking ETS in combination with 1) restricted allowances trading, 2) adjusted allowance endowments to compensate China, and 3) altered Armington elasticities when Nationally Determined Contribution (NDC) targets are met. We find that generally, both partners benefit from linking their respective trading systems. Yet, while the EU prefers full linking, China favors restricted allowance trading. Transfer payments through adjusted allowance endowments cannot sufficiently compensate China so as to make full linking as attractive as restricted trading. Gains associated with linking increase with higher Armington elasticities for China, but decrease for the EU. Overall, the EU and China favor differing options of linking ETS. Moreover, heterogeneous impacts across EU countries could cause dissent among EU regions, potentially increasing the difficulty of finding a linking solution favorable for all trading partners.

38. Fossil Fuel Subsidy Inventories vs. Net Carbon Prices: a Consistent Approach for Measuring Fossil Fuel Price Incentives

Different reports including the broadly cited OECD fossil fuel subsidy inventory arrive at high monetary values of fossil fuel subsidies and suggest that phasing out these subsidies has a high potential to increase the efficiency of climate policies. We show that the inventory approach gives misleading information about this potential since there is little correlation with net carbon prices that actually reflect the stringency of climate policies. We use data on net fossil fuel taxation from the OECD´s Taxing Energy Use report and augment it with data on subsidies and emission permits, to calculate national and sectoral net carbon prices for the top six emitters (China, US, India, Russia, Japan and Germany) and for Poland and Sweden, two European countries perceived as examples of opposing environmental policies. Our results show that in high-income countries, subsidies mainly relate to reduced fuel tax rates for certain uses, so that e.g. Sweden, for which the OECD inventory reports subsidies per ton of CO2 26 times higher than the US, has a 770% higher national net carbon price than the US. While Germany and Russia have similar subsidy levels in the OECD inventory, the national net carbon price in Germany is 50 €/tCO2, while producer subsidies lead to a negative net carbon price of -6€/tCO2 in Russia. Our results illustrate that raising taxes on fossil fuels will often lead to higher reported inventory subsidies. Inventory measures thus give little information about the efficiency of climate policy. Our analysis also shows the large differences in net carbon prices across countries and across sectors within countries. Net carbon prices should replace fossil fuel subsidies in the policy debates and become the basis for national energy tax reforms and international agreements on minimum carbon prices.

With increasing evidence that rural households in Sub-Saharan Africa (SSA) opt for deagrarianization as an adaptation strategy to climate change, it is becoming important to understand the role of Global Climate Change (GCC) in ongoing structural transformation processes in these countries. We use Senegal as a case study country and analyze how various GCC scenarios affect the country's economic sectors, households' welfare, and structural transformation patterns. Our simulation results suggest that GCC can increase the country's deagrarianization pace, with industrial and service sectors in the capital Dakar being the most important destinations of the former agricultural labor force. Although unplanned urbanization smoothes the overall negative impact of GCC and decreases spatial income disparities, uncontrolled deagrarianization is also associated with negative externalities. Previous growth-focused studies suggest that services partaking in Senegal’s deagrarianization can hamper its long-term growth prospects, and our results suggest that productivity increase of services can redirect part of the former agricultural labor force towards industrial sectors.

This paper examines an overlooked aspect: the story of waste pickers — many of whom are economic or forced migrants — who are essential to Lebanon’s garbage management. Through an ethnographic study of a group of underage waste pickers, it argues that it is time for policy debates on garbage in Lebanon to integrate the perspective of waste workers.

This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

Nature-based Solutions (NbS) to climate- and development-related challenges have recently gained attention in development cooperation. Among other, approaches that fall under the NbS umbrella include Ecosystem-based Adaptation (EbA), Ecosystem-based Mitigation (EbM) and Ecosystem-based Disaster Risk Reduction (Eco-DRR). This new DIIS Working Paper focuses on nature-based solutions to climate change adaptation, EbA. It provides an overview of selected lessons learnt from EbA in the context of development cooperation, with a particular emphasis on the opportunities and risks regarding poverty alleviation and rights. It generates learning for Danish development cooperation, including future programming under Denmark’s 2021 development strategy, in which NbS approaches are emphasised. However, the paper can also be read as a general discussion of experiences with EbA in the development context. The three-legged EbA approach focuses on human well-being, ecosystem management, and climate change adaptation. EbA has already been applied to a range of ecosystems, including the restoration of mangroves to shield them against storm and sea-level rises, the management of watersheds to protect against droughts and flooding, the management of rangelands to inhibit desertification and land degradation, and more sustainably managed fisheries and forestry to tackle food insecurity. EbA thus not only addresses the restoration of already degraded ecosystems, but also the sustainable use, management, and conservation of intact ecosystems. The paper provides a conceptual overview of EbA in relation to NbS, outlines the potential in using EbA approaches, and describes the landscape of the institutions and agencies that fund, promote and implement EbA. The paper then provides a synthesis of lessons learned from PES and REDD+ schemes that are of relevance to EbA. For instance, it is emphasised that many REDD+ measures have effectively existed as project islands that were not anchored in national or subnational planning and governance mechanisms. As a result, the conservation activities and socioeconomic benefits were often not effectively integrated or scaled up beyond small project sites. If comprehensively implemented, the EbA approach builds on these experiences by insuring full inclusion of stakeholders from all relevant sectors, as well as demanding full integration in existing policies, planning and governance practices from the ministry levels to sub-national governments. Among the final recommendations and possible entry points for Danish development cooperation, the paper highlights that the support must have a strong focus on ensuring that EbA is pro-poor (i.e. supports poverty alleviation) and rights-based (i.e. supports the rights of local resource users). Experience from EbA and related efforts show that EbA is not automatically pro-poor or supportive of local rights to natural resources and ecosystem services. In particular, there is insufficient attention to and knowledge of rights issues in EbA. Therefore, Danish development cooperation should help lead the way in ensuring that EbA takes a rights-based approach and supports poverty alleviation.

The Evaluation of Danish Support to Climate Change Adaptation in Developing Countries has just come out. But what knowledge does it build on and what fundamental questions does it explore? This Preparatory Study, commissioned by the EVAL Department of Denmark’s Ministry of Foreign Affairs in 2019, lays the groundwork for the evaluation. It sought to help define the scope of the evaluation; identify potential country case studies, case projects and evaluation themes; and point out overarching issues and questions to be addressed in the evaluation. To do so, the study provides overviews of all Danish climate change adaptation-related Official Development Assistance (ODA) from 2008 to 2018 and of adaptation support through the Danish Climate Envelope, which provides Fast Start Finance for climate change mitigation and adaptation in developing countries. The study also includes an analysis of trends and gaps in the Climate Envelope. These, and other outputs from the study, are now available in this DIIS Working Paper. The paper’s analysis and findings continue to have relevance for discussions of how we approach climate change, particularly adaptation, in Danish development assistance.

The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

Emissions trading systems (ETS) are increasingly being introduced as a way of cost-effectively reducing greenhouse gas emissions to meet ambitious national climate change targets, including Nationally Determined Contributions and net-zero long-term goals under the Paris Agreement. A key concern for governments and industry, however, is how to protect industry’s global competitiveness and prevent “carbon leakage”, that is, the transfer of production to world regions with less ambitious climate policies that would lead to an increase in total emissions. To address this concern, ETS allowances are typically allocated for free to greenhouse gas (GHG)-intensive or trade-intensive industries at risk of carbon leakage. The type of free allocation design is important because it directly impacts on the financial performance of companies. It also determines how companies are rewarded. Those that have invested more in GHG reduction technologies will be rewarded better under a benchmark (BM)-based allocation approach, where allocation is based on the level of production multiplied by an emissions intensity benchmark. Those that have invested less in such technologies will be rewarded better under a grandfathered approach, where allocation is based on historic emissions. However, while BM-based allocation is generally regarded as a fairer method, it is also considered more difficult to design and implement. This Asia Society Policy Institute issue paper, Developing Effective Benchmark-Based Allocation for Industrial Sectors: The Case of the Korean ETS, shows how BM-based allocation has been successfully implemented for some of Korea’s most important industrial sectors, steel and petrochemicals. It provides valuable insights and recommendations for other countries to develop an effective allocation system in a timely and efficient way.

China’s recent commitment to reach carbon neutrality before 2060 means that for the first time ever, India is on track to become the world’s largest emitter. At a time that demands urgent action if we are to stay within the goals of the Paris Agreement, this brings into contrast India’s traditionally bifurcated approach that it has used to guard against taking greater action in light of the responsibility of the developed world to lead the way. Nevertheless, in recent decades, a political appetite for climate action has been growing in India, including reinforcing its global leadership credentials at the behest of Prime Minister Narendra Modi. Climate-related disasters have also driven public support for more constructive engagement by Delhi. However, this appetite does not yet match growing international expectations for Indian action, as momentum for global climate action and ambition accelerates rapidly around the world in the lead-up to the COP26 Climate Conference in Glasgow in November 2021. The election of U.S. President Joe Biden and recent commitments to net-zero by other Asian economies such as Japan and Korea underscore the weight of growing expectations on India. A sophisticated and holistic strategy to catalyze climate ambition from India is needed if the world is to succeed and help the country navigate a new low-carbon development model. India’s recent establishment of an Apex Committee on the Implementation of the Paris Agreement and its commitment to produce a long-term strategy to reduce emissions provide two particular openings for this even if signals elsewhere are mooted, including the impact of India’s economic response to COVID-19. And at a geopolitical level, India’s relations with China can help reinforce the need for action, and so too can India’s shifting relations with the G77 group of developing nations. This strategy must involve a mix of both greater political and policy engagement and deeper technical and financial support to help accelerate action — including through helping unlock greater private finance domestically. The recently announced U.S.-India Climate and Clean Energy Agenda 2030 Partnership is an excellent first step in this regard. This Asia Society Policy Institute issue paper, Catalyzing India's Climate Ambition, authored by Senior Fellow and former Australian High Commissioner to India and Ambassador for the Environment Patrick Suckling, sets out how the wider international community should sensitively, constructively, and intelligently now work with India to catalyze greater climate ambition in the lead-up to COP26 and beyond.

49. Understanding American Voter Attitudes Toward U.S.-China Climate Cooperation

After four years of U.S. absence from the global climate stage, a majority of voters—including a plurality of Republican voters—agree the United States should take ambitious actions to address climate change and lead the world in tackling the climate crisis, even if China and other countries do not increase their own ambition. With the exception of nuclear disarmament, a majority of voters see climate change as the most important issue for the United States and China to cooperate on—more so than tackling COVID-19. At the same time, competing with China to become the world leader in the development of clean energy technologies drives up support among voters across the political spectrum for the United States ramping up its own clean energy industry. Similarly, voter support for the United States enhancing its climate ambition increases if China takes additional steps. Despite voters expressing apprehension toward partnering with China on innovation and trade in a number of sectors like automobiles and healthcare, voters are also very receptive to a potential partnership around clean energy development. However, voters want President Biden to also uphold his campaign promise to devise policies that will hold China “accountable” for its climate commitments. Voters support this more than any of Biden’s other proposals for global climate action. With this in mind, voters support the idea of the United States providing competitive financing for renewable energy projects to Belt and Road Initiative countries and instituting a carbon border tax as possible ways to increase pressure on China to do more both at home and abroad. For instance, an overwhelming majority of voters think China should aim to achieve carbon neutrality much sooner than 2060. Notably, a near majority of voters are also supportive of the U.S. military and Chinese military working together even more to assess climate risks and improve disaster preparedness around the world. Though President Biden may face some roadblocks from Republicans who are less supportive of U.S.-China climate cooperation than Democrats and independents, messaging around maintaining U.S. leadership over China on climate action and clean energy development clearly resonates with Republican voters.

50. Old Fertilizer in New Bottles: Selling the Past as Innovation in Africa’s Green Revolution

Rising global hunger in recent years has prompted calls for a broad reckoning over what is wrong with global food systems. Our changing climate has added urgency to the crisis. Many experts warn that our current agricultural practices are undermining the resource base – soil, water, seeds, climate – on which future food production depends. Now the global COVID-19 pandemic threatens to further exacerbate food insecurity for many of the world’s poor. Africa is projected to overtake South Asia by 2030 as the region with the greatest number of hungry people. An alarming 250 million people in Africa now suffer from “undernourishment,” the U.N. term for chronic hunger. If policies do not change, experts project that number to soar to 433 million in 2030. A growing number of farmers, scientists, and development experts now advocate a shift from high-input, chemical-intensive agriculture to low-input ecological farming. They are supported by an impressive array of new research documenting both the risks of continuing to follow our current practices and the potential benefits of a transition to more sustainable farming. The new initiatives have been met with a chorus of derision from an unsurprising group of commentators, many associated with agribusiness interests. They dismiss agroecology as backward, a nostalgic call for a return to traditional peasant production methods which they say have failed to feed growing populations in developing countries. For such critics, the future is innovation and innovation is technology: the kinds of commercial high-yield seeds and inorganic fertilizers associated with the Green Revolution. This paper explores the ways in which this innovation narrative flips reality on its head, presenting Green Revolution practices of the past as if they were new innovations. It does so through the lens of the battle for Africa’s food future, examining the disappointing results from the Alliance for a Green Revolution for Africa (AGRA). In contrast, the real innovations in Africa are coming from soil scientists, ecologists, nutritionists, and farmers themselves who actively seek alternatives to approaches that have been failing small-scale farmers for years. A wide range of farmer organizations, scientists, and advocates offer a broad and diverse array of ecologically-based initiatives based on sound science. These are proving far more innovative and effective, raising productivity, crop and nutritional diversity, and incomes while reducing farmers’ costs and government outlays.

Fossil fuel subsidies have negative consequences on the climate change, public budgets and and the transition to an environmentally friendly economy. Nevertheless, governments do not keep up with their commitments to phase out fossil fuel subsidies but misallocate again COVID-19 recovery funds in fossil fuel subsidies. This article provides an analysis of the current obstacles for phasing out fossil fuel subsidies and the potential of the WTO to advance a reform on fossil fuel subsidies. It argues that the WTO can contribute to a fossil fuel subsidies reform by its technical expertise in regulating subsidies, by its broad membership and by its institutional setting. Under the current framework of the ASCM, WTO member can use existing mechanisms, such as the TPRM, to increase transparency in the short term and facilitate discussions on the scope of subsidies while mitigating impacts on vulnerable groups or sectors. This would provide the ground for governments to work towards a new and ambitious agreement to stop producer fossil fuels subsidies and phase out consumer fossil fuels subsidies in the mid-to-long-term. However, the phase out of consumer subsidies needs to be carefully designed and embedded, to avoid unintended consequences on energy access and vulnerable households.

52. Electoral Rights of Environmentally Displaced Persons

Abstract:
Environmental disasters such as fires, droughts, floods, hurricanes and rising sea levels displace more and more people each year. According to the University of Oxford, the scale of displacement related to climate change is difficult to forecast but has been “estimated at between 50 and 200 million people by 2050, mostly in developing countries.” Climate change, other environmental crises and migration resulting from environmental displacement increase the likelihood of insecurity and conflict – and put democratic rights at risk. A new paper from the International Foundation for Electoral Systems, Electoral Rights of Environmentally Displaced Persons, examines these questions and provides recommendations for election management bodies, governments, international organizations, political parties, the media, civil society organizations and displaced persons. Environmental challenges can exacerbate pre-existing vulnerabilities, including marginalization due to race, gender, disability and other identity factors. Widely ratified international treaties and resolutions obligate the state to provide accessible electoral processes, including special measures for women, persons with disabilities, youth, Indigenous peoples and racial and other minorities who may be at increased risk of marginalization. They also are critical agents to address the consequences of climate change. Electoral Rights of Environmentally Displaced Persons emphasizes how environmental challenges can exacerbate pre-existing vulnerabilities, including marginalization due to race, gender, disability and other identity factors. Displaced persons are key stakeholders. Those most affected by environmental problems need to be able to vote, run for office and engage with candidates and elected representatives to influence agendas, challenge policies and hold governments accountable. Political participation is particularly important in integrating them into their new environments to avoid conflict with host communities. Displaced persons can also bring skills, insights and talents that benefit their new communities.

53. Can Panel Data Methodologies Determine the Impact of Climate Change on Economic Growth?

Several major papers have been published over the last ten years claiming to have detected the impact of either annual variations in weather or climate change on the GDPs of most countries in the world using panel data-based statistical methodologies. These papers rely on various multivariate regression equations which include the annual average temperatures for most countries in the world as one or more of the independent variables, where the usual dependent variable is the change in annual GDP for each country from one year to the next year over 30-50 year time periods. Unfortunately, the quantitative estimates derived in these papers are misleading because the equations from which they are calculated are wrong. The major reason the resulting regression equations are wrong is because they do not include any of the appropriate and usual economic factors or variables which are likely to be able to explain changes in GDP/economic growth whether or not climate change has already impacted each country’s economy. These equations, in short, exhibit suffer from “omitted variable bias,” to use statistical terminology.

Due to the social, economic and political heterogeneity in the region, it is obvious that a “one size fits all” solution is not suitable. The EU-US Summit on 15 June 2021 marked the beginning of a renewed transatlantic partner- ship and set an ambitious joint agenda for EU-US cooperation post-COVID-19. The new Biden administration offers the EU the opportunity to re-establish transatlantic relations, which reached their lowest point since World War II under the turbulent Trump administration, and to address the bilateral disputes and tensions that have emerged, partly as a result of Trump’s ‘America First’ policies. One of the key deliverables of the Summit was the establishment of the EU-US Trade and Technology Council (TTC). The TTC aims to deepen EU-US relations on trade and investment and to avoid new technical barriers to trade by cooperating on key poli- cies such as technology, digital policy issues and supply chains. Despite the optimism in Brussels and Washington about renewing and strengthening transat- lantic cooperation, there are several challenges for EU-US cooperation. In the areas of trade, digital and climate in particular several differing views or outstanding disputes (most of them inherited by the Trump administration) will need to be addressed by the new TTC (the first meeting is scheduled on 29-30 September 2021) or other joint bodies. Only then will the EU and the US be able to deliver on the new ambitious transatlantic agenda. This paper will there- fore discuss the key challenges and opportunities for EU-US cooperation in the three inter- related areas of trade, digital and climate. For each of these areas, the outcome of the June 2021 EU-US Summit will be discussed and the challenges and opportunities for delivering on the renewed transatlantic agenda will be analysed. Moreover, this paper will present several policy recommendations, for the TTC or on EU-US cooperation in general, on how to advance the transatlantic partnership.

This SIPRI Insights on Peace and Security paper examines security challenges arising from the Arctic activities of three actors with a substantial ‘footprint’—China, Russia and the United States—and how they might be addressed in existing and new frameworks. Arctic and non-Arctic states want to exploit commercial opportunities created by a changing physical environment. Arctic states agree that climate-related challenges can be addressed through cooperation within existing institutions. However, to ensure that increasing human activity stays within acceptable environmental and human security risk levels, non-Arctic states need to be engaged. The risk of unwanted escalation in military tension in the Arctic due to deteriorating relations among major powers over disputes arising elsewhere has grown to the point where it cannot be ignored. A steady increase in military investments in the Arctic, or Arctic operations, will continue, but there is no ready-made framework to address military security challenges. Issues that occupy a ‘grey zone’ between military and non-military security will have to be addressed as digital and transport infrastructure expand in the Arctic. However, there is little experience in how diverse state and non-state actors can manage cooperation and competition simultaneously.

57. Climate-related Security Risks in the 2020 Updated Nationally Determined Contributions

Nationally determined contributions (NDCs) are the central instrument for states to communicate their con­tribution to the 2016 Paris Agreement on climate change and reflect their wider approach to climate mitigation and adaptation. This SIPRI Insights paper analyses how the 2020 updated NDCs (16 submissions as of October 2020) discuss climate-related security risks and compares them with 2015. It finds that climate change is mainly seen as a risk to socio-economic development and human security and almost never as a risk to societal stability or the functioning of the state. The assessment of risks in NDCs largely focuses on direct climate impacts. This suggests that countries are currently not considering the risks from indirect climate impacts, including those that cross national borders, or the unintended adverse con­sequences of adaptation or mitigation responses. Going forward, countries will need to take account of the multi­faceted and transboundary character of climate risks in their NDCs in order to meet global expectations and goals.

At the same time, behavioral economics are being established worldwide as a valuable asset in the policy maker’s toolkit. The paper -mainly focusing on taxation, labor market policy, and climate change- aims to examine the behavioral conundrum that creates frictions and inefficiency in the domains outlined above and to offer concrete and quantifiable policy proposals, in accordance with the goals of Greece 2.0. Regarding tax evasion, for example, one can estimate at least €1 billion in additional tax revenue if the proposals are implemented.

Once a cradle of empires, civilizations and religions, the Mediterranean region that once dominated world trade today stands among the world regions with the lowest interconnectivity, trade and investment flows. Under these rather unpromising circumstances, the discovery of sizeable natural gas reserves under the seabed of the Eastern Mediterranean in the 2000s and early 2010s appeared as a golden opportunity for the emergence of the Mediterranean in the EU and global energy map, as well as for regional economic cooperation. Yet various missed opportunities and with gas consumption set to decline sharply post 2030 within the European Union, the Eastern Mediterranean natural gas reserves are no longer likely to emerge as gamechanger in EU energy geopolitics. There is another field where the Eastern Mediterranean can play a leading role in the transformation of European energy policy, giving a new dimension to Eastern Mediterranean energy geopolitics. A new, more dynamic and forward-looking energy and climate strategy is needed and with it, a need to evolve from the traditional definition of energy security. The European Green Deal has transformed the discussion on the monetization of natural resources with a negative climate footprint. While the European Union pledges to turn climate neutral by 2050, carbon dioxide emissions must be decisively cut, affecting the use of hydrocarbons including natural gas. This development brings forward a major opportunity for economic cooperation in the Mediterranean, focusing on the development of infrastructure for the production, storage and transport of renewable energy towards Europe. A robust political response is necessary to address climate change to keep our planet viable. The European Green Deal emerges as a new historic cooperation opportunity for a region with lots of regional conflicts as well as with a lot of unrealized potential.

The pressure is on. The climate and ecological crises are accelerating and there is growing recognition that business as usual is not an option. The EU can and should play a major role in addressing the planetary crisis, in enabling and accelerating the transition to a more sustainable world. It can do this by acting as a rule-maker and enforcer; as an economic powerhouse; as a source of significant funding within the EU and beyond, as well as a mobiliser for private financing; as a convening power; as an innovator and developer of new solutions; as a standard-setter; as a major producer and consumer. The European Green Deal is crystal clear in its ambition. However, as this ambition and its goals are turned into policies and initiatives, the greatest challenge lies in the ‘how’. How to turn the ambition of the European Green Deal into real action and real results? This paper argues that to achieve the goals of the European Green Deal and leverage impact beyond EU borders as well, there are five fundamental strands of action for the EU and its member states: Leadership that communicates the urgency for action. Europe needs leaders - be it politicians, policymakers, media, heads of military or other opinion influencers - that communicate clearly the direction of travel and remind the public of the benefits of action as well as the costs of inaction for the economy, society and people. Aligning member state action with the agreed goals requires political will, ownership of the needed measures and recognising that urgent action is in every nation’s interest. This calls for using every tool in the kit, including EU policies, investments and collective action, to get on the right track. It requires addressing existing incoherencies in the policy and investment framework as well as better enforcement of existing rules. Bringing business along: The EU needs to help create the right framework conditions for European businesses – big and small - to succeed in the transition and to become a leader in those solutions that are increasingly demanded in- and outside of the EU. Bringing people along: Reaching the agreed goals requires communicating and showing the benefits that the measures will bring to people; managing the social impact on the most vulnerable in particular; and providing people with the right tools to engage in the transition. Global action: The EU should lead by example but also collaborate with other major players in addressing the climate and the wider sustainability crises. When the EU speaks and acts as one, it can be more powerful and impactful globally than the sum of its parts.

Humanitarian agencies need to reflect on the past, learn from the present and actively imagine the near and increasingly threatening future. From excessive consumption to the over-exploitation of natural resources, polluting activities to large-scale deforestation, humans have already dramatically changed the Earth’s climate and environment. As a result, we are experiencing more frequent and more intense weather events, the humanitarian consequences of which are major. Droughts, flooding and tropical storms cause death, disease, destruction and large-scale population displacement. Public health emergencies are already increasing because of these changes. Conflicts and conflict situations may increase, as may the resulting human migration and displacement. Humanitarian actors working on the ground with climate-related disasters are well placed to observe the intensification of climate-related effects and the increasing complexity of extreme weather events in all regions of the world, including regions where such events were previously rare or unknown.

Decarbonising the current energy system does not secure a sustainable future if challenges beyond carbon emission are ignored and the economic model which continues to exacerbate the challenges we face is not rectified. Genuine environmental reform requires an intersectional approach, one which does not just patch over problems but instigates reform. The socio-political and environmental crises we face are symptoms of the same problem and must be treated as such. In order to reach a sustainable future, policies should resolve current issues without creating or exacerbating existing challenges. If there is a reason for social movements to exist, it is to challenge dominant values as flexible and changeable and to offer alternative ways to live. Across the MENA region, there are growing calls - from experts and activists - for reform in the region to simultaneously deal with wider socio-political issues whilst decarbonizing energy systems. In the MENA region, states are preoccupied with developing renewable energy (RE) at large scale. Examples include Morocco’s Ouarzazate Noor Solar Plant and Dubai’s Mohammed bin Rashid Al Maktoum Solar Park. This is an extension of the existing energy model. Megaprojects are political as much as economic projects. They support exclusionary political regimes and enable states to strengthen existing socio-political systems, and thus further reduce the political autonomy of the individual. Energy megaprojects are projections of state centralization, as they require no input from the localities in which they are placed. They therefore actively reduce political freedom. An alternative model - the decentralised RE model - allows for ownership and operation of RE to remain in the communities where it operates. Solar and wind technology is scalable, whereas previous technology was not. This allows for the creation of an energy system that is not only sustainable but also democratically owned and designed, and socially just. A decentralised system, whereby individuals have a direct say in how their energy systems operate, is vital in ensuring energy justice is achieved alongside climate justice.

Responsible investment as a capital allocation strategy has evolved from its ethical and political origins to embrace science-based considerations and outcome-based approaches in the context of the urgent action required in response to climate change and the Sustainable Development Goals. This shift can pose both threats and opportunities to companies seeking to get access to a diversified investor base. The investment environment companies are faced with varies depending on the geographical context and the investment style of investors. In particular, the rise of passive investment – that is the replication of financial indices in the construction of fund portfolios – is an important tool for the integration of sophisticated environmental, social and governance (ESG) factors in investment strategies. The US, Europe, Asia-Pacific and Africa present different levels of maturity and strengths in the space of responsible investment, calling for ad-hoc responses from investee companies. Common narratives on the Lake Chad Basin often focus on the nexus between conflict, development and climate change. In particular, the Lake’s situation attracts international coverage due to its shrinking size and the threat of multiple crises emanating from environmental degradation. This framework appears useful for donors and local governments, but the feedback loops among climate change, social marginalisation and conflict are not as straightforward. The problem is that the dominance of this analytical framework calls for policy response tools that are not always adequate. In the security field, the role of the Multinational Joint Task Force has been growing, but a stronger push in the sphere of governance is needed in order for it to gain legitimacy and improve its effectiveness on the ground. In the meantime, the Lake Chad Basin Commission has adopted some key policy tools to manage the natural resources in the area sustainably, but these initial steps must be followed by greater investment from Commission member states to advance implementation. Given the increasing gas demand and declining domestic supply, countries in South-east Asia are bracing themselves to become net gas importers and are studying ways to enhance their security of supply. LNG will be the preferred source of gas, thanks to its flexibility and widespread availability at competitive prices in global markets. However, concerns related to excessive gas import dependency might reduce appetite for additional gas usage in South-east Asia. This could mean that coal would have a larger role, which is bad news for climate change. Countries in the ASEAN region need policies to achieve balanced, reliable, secure and cost-effective energy supply, a pre-requisite for the region’s ambitious economic development plans. A combination of solid local policies, investment by international players in the region and stability in global gas markets would enable gas to play a positive role in South-east Asia, which is a fast-growing region and an increasingly important catalyst of global energy market developments. The distribution of ownership of transition risk associated with stranded fossil-fuel assets remains poorly understood. We compute global stranded assets of US$1.4 trillion in the upstream oil and gas sector as expectations change to be consistent with stated climate policies. We trace the equity risk ownership from these 43,439 assets through a global equity network of 1.8 million companies to their ultimate owners. Most of the market risk falls on private investors, overwhelmingly in OECD countries, including substantial exposure through pension funds. Financial markets are exposed to a US$690 billion correction, comparable to the mispricing that triggered the 2007-08 crisis. The ownership distribution also shows the large stake OECD investors have in the continued operation of fossil-fuel facilities incompatible with climate change mitigation goals.

Higher levels of economic activity tend to go hand-in-hand with additional energy use and consumption of natural resources. As fossil fuels still account for 80 percent of the global energy mix, energy consumption remains closely related to greenhouse gas emissions and hence to climate forcing. This paper explores whether decarbonisation and economic growth are compatible or whether the world economy needs to grow less to be able to reduce greenhouse gas emissions fast enough to reach net zero in 2050. The literature provides profoundly different answers to this question, with scholars positioning along a spectrum that extends from the most optimist version of ‘green growth’ theories to sceptical ‘degrowth’ theories. While globally, CO2 emissions per unit of GDP are declining, the decoupling rate from 1995 to 2018 was only -1.8 percent annually. To achieve net zero by 2050, the rate would have to accelerate to -8.7 percent, assuming population and GDP growth projections as given, or by a factor of almost five. To keep GDP growth and population at their projections and thus reject the proposition of de-growth, decoupling would have to accelerate massively. Two avenues are crucial: reducing the energy intensity of production and/or the emissions intensity of energy. The huge fall in the price of renewable energy provides hope that decoupling can accelerate. Decoupling rates have accelerated in the last decade and decoupling is substantially faster in the European Union. In the EU, we estimate that decoupling only has to accelerate by a factor of 2.5. We do not think degrowth propositions advanced in the literature will be pursued and therefore focus on the main challenges that must be tackled to achieve decoupling. Unprecedented efforts are required to achieve green growth. But hoping for humanity to sacrifice growth appears unrealistic.

Future of Construction gives forecasts for global construction to 2030 as well as perspectives on climate related challenges for the construction industry. Global construction output in 2020 was US$10.7 trillion (in 2017 prices and exchange rates) and we expect this to grow by 42% or US$4.5 trillion between 2020 and 2030 to reach US$15.2 trillion. The Global Construction industry is set to be a global engine for economic growth and recovery from COVID. Shorter term, global construction output is expected to reach US$13.3 trillion by 2025 – adding US$2.6 trillion to output in the five years from 2020. Asia Pacific will account for US$2.5 trillion of growth in construction output between 2020 and 2030, up by over 50% to become a US$7.4 trillion market by 2030. Construction output in North America will grow by 32%, or US$580 billion from 2020 to 2030, to US$2.4 trillion in 2030. Western Europe is forecast to grow by 23% between 2020 and 2030 and is expected to push up construction output to US$2.5 trillion in 2030. Average annual growth in construction of 3.6% per annum over the decade to 2030 will be higher than manufacturing or services.

Abstract:
Findings of this study show that Arua district is very vulnerable to climate change impact risk. The vulnerability and effects of different climate hazards and land issues vary with social groups and livelihood activities. The key climate hazards identified were drought, erratic weather patterns as well as climate induced pests and diseases. The land rights issues included lack of: (1) land ownership, (2) control over land, and (3) knowledge on land rights. Smallholder farmers were associated with the highest level of exposure to drought, floods, erratic weather patterns as well as climate induced pests and diseases like maize streak, cassava mosaic/brown streak, ground nuts rosette, among others. Women were particularly more affected by drought than other groups. The nature and degree of exposure to these hazards was worse for women/people with disabilities and those living with HIV/ AIDs because of marginalisation and inherent physical inabilities.

Economic sociologists have rarely studied organizational reasons why market design pro- cesses fail. Drawing on the organizational literature on mistakes and accidents, the paper identifies such reasons for a fatal design decision during the creation of California’s first electricity markets. Designers proposed weak oversight structures even though their mod- els called for active and permanent regulatory control. Sellers like Enron could therefore manipulate the market without fear of detection, prolonging the western energy crisis. A process of “structural abstraction” explains this mistake. Designers were split into three groups that worked in different divisions and relied on local frames to understand the over- sight requirements. Each group missed information the others were aware of and arrived at the conclusion that minimal oversight would suffice. Higher levels of the hierarchy should have discovered and resolved these discrepancies. However, these levels considered the is- sue at a higher level of abstraction. Such structural abstraction made room for ambiguities that obscured the local disagreements.

To limit global warming to 1.5°C, vast amounts of CO2 will have to be removed from the atmosphere via Carbon Dioxide Removal (CDR). Enhancing the CO2 sequestration of ecosystems will require not just one approach but a portfolio of CDR options, including so‐called nature‐based approaches alongside CDR options that are perceived as more technical. Creating a CDR “supply curve” would however imply that all carbon removals are considered to be perfect substitutes. The various co‐benefits of nature‐based CDR approaches militate against this. We discuss this aspect of nature‐based solutions in connection with the enhancement of blue carbon ecosystems (BCE) such as mangrove or seagrass habitats. Enhancing BCEs can indeed contribute to CO2 sequestration, but the value of their carbon storage is low compared to the overall contribution of their ecosystem services to wealth. Furthermore, their property rights are often unclear, i.e. not comprehensively defined or not enforced. Hence, payment schemes that only compensate BCE carbon sequestration could create tradeoffs at the expense of other important, often local, ecosystem services and might not result in socially optimal outcomes. Accordingly, one chance for preserving and restoring BCEs lies in the consideration of all services in potential compensation schemes for local communities. Also, local contexts, management structures, and benefit‐sharing rules are crucial factors to be considered when setting up international payment schemes to support the use of BCEs and other nature‐ or ecosystem‐based CDR. However, regarding these options as the only hope of achieving more CDR will very probably not bring about the desired outcome, either for climate mitigation or for ecosystem preservation. Unhalted degradation, in turn, will make matters worse due to the large amounts of stored carbon that would be released. Hence, countries committed to climate mitigation in line with the Paris targets should not hide behind vague pledges to enhance natural sinks for removing atmospheric CO2 but commit to scaling up engineered CDR.

President-elect Joe Biden has called climate change one of the four most important crises facing the country and pledged ambitious climate action.[1] At the heart of his strategy to slash US and global emissions is a focus on developing new and improved technologies to make clean energy transitions more affordable. During the campaign, Biden pledged a “historic investment in clean energy innovation.”[2] Indeed, boosting funding for energy research, development, and demonstration (RD&D) is widely popular among both Republicans and Democrats and represents a rare legislative opportunity for advancing climate policy under a razor-thin Democratic majority in Congress.[3] In December 2020, Congress passed the most sweeping energy legislation in a decade, attached to the $900 billion COVID-19 stimulus package, and authorized boosting clean energy RD&D funding.[4] Yet such investments alone may not be sufficient to successfully commercialize critical clean energy technologies. Today’s energy industry presents daunting barriers that impede the swift adoption of newer, cleaner technologies. As a result, the private sector underinvests in scaling up promising technologies and building out clean energy infrastructure.[5] Therefore, in addition to funding energy RD&D (“technology-push” policies), government policies should bolster market demand for clean energy to encourage private investors and firms to scale up and commercialize new technologies (“demand-pull” policies). Still, there are steep political obstacles in the way of many ambitious demand-pull policies. For example, President-elect Biden has called for economywide measures such as a clean electricity standard and $400 billion of public procurement of clean products such as electric vehicles.[6] These policies would create large markets for mass deployment of clean energy and speed a clean energy transition. But enacting them requires substantial new regulations and appropriations from Congress, a challenging feat even given the new Democratic control of both chambers of Congress. Fortunately, there is a set of targeted demand-pull measures that the Biden administration can immediately use—with existing statutory authority and without requiring massive new appropriations—to create early markets for promising clean energy technologies. These measures, which we call “demand-pull innovation policies,” fill a niche between RD&D investments that create new technology options and policies that support the large-scale deployment of clean energy. Demand-pull innovation policies focus narrowly on creating and shaping early markets for emerging technologies. For example, targeted government procurement, prize competitions, or milestone payments can provide early markets for clean energy technologies that have been developed with the aid of public RD&D funding. The government can also coordinate private procurement or otherwise catalyze private market adoption through certification and standard-setting processes. Such demand-pull innovation policies have extremely high leverage and have transformed limited public investment into flourishing private commercial markets across the space, medical, and energy fields.[7] Coherently pursuing demand-pull innovation policies will require coordination across the federal government. To this end, the incoming Biden administration should consider creating a new government office, the Energy Technology Markets Office (ETMO), to spearhead the scale-up and commercialization of promising clean energy technologies. The ETMO could be housed within the Department of Energy (DOE) to take advantage of the DOE’s deep expertise in energy technologies and markets. Indeed, in the recently passed Energy Act of 2020 (Division Z of the Consolidated Appropriations Act of 2021), Congress directed the DOE to build its capabilities to pursue demand-pull innovation policies.[8] In the same legislation, Congress also authorized the DOE’s Office of Technology Transitions, which could alternatively lead the demand-pull innovation agenda. Regardless of whether the administration creates a new office or augments an existing one, in order to maximize their potential impact, demand-pull innovation policies should not be the domain of only the DOE. Rather, the DOE should collaborate with a range of federal agencies—many of which, such as the Department of Defense, have sizable resources to invest in emerging technology procurement—to enact policies and pursue public-private partnerships to build market demand for the innovations critical to decarbonization. In concert with new RD&D investments in clean energy innovation, demand-pull innovation policies could be a powerful tool to speed the adoption of new technologies and cultivate advanced energy industries that can manufacture and export US innovations.

Despite this urgency, the currently implemented and planned climate mitigation policies are not sufficient to meet the global targets set in Paris in 2015. One reason for their current inadequate rollout is their perceived negative distributional effects: by increasing the price of goods, climate mitigation policies may increase both poverty and inequality. In addition, they may disrupt labour markets and increase unemployment, especially in sectors and areas dependent on fossil fuels. Social protection plays a central role in achieving several of the social and environmental goals of the 2030 Agenda for Sustainable Development. As a result, this policy area is gaining increased recognition at the nexus of global climate change and development debates. Various social protection instruments are deemed to have the potential to increase the coping, adaptive and transformative capacities of vulnerable groups to face the impacts of climate change, facilitate a just transition to a green economy and help achieve environmental protection objectives, build intergenerational resilience and address non-economic climate impacts. Nevertheless, many developing countries that are vulnerable to climate change have underdeveloped social protection systems that are yet to be climate proofed. This can be done by incorporating climate change risks and opportunities into social protection policies, strategies and mechanisms. There is a large financing gap when it comes to increasing social protection coverage, establishing national social protection floors and mainstreaming climate risk into the sector. This necessitates substantial and additional sources of financing. This briefing paper discusses the current and future potential of the core multilateral climate funds established under the United Nations Framework Convention on Climate Change (UNFCCC) in financing social protection in response to climate change. It further emphasises the importance of integrating social protection in countries’ Nationally Determined Contributions (NDCs) to access climate finance and provides recommendations for governments, development cooperation entities and funding institutions.

Extractive industries must be rapidly scaled down to achieve the decarbonisation targets and climate justice demanded by the imminent climate emergency. However, existing academic literature presenting alternatives to growth lack practical, implementable pathways to degrow extractive industries. One critical extractive industry is often overlooked: sand. This is despite it being a key extractive industry that various critical supply chains in the urban economy rely on. Unlike other non-renewables such as coal and oil, sand has no mainstream commercial alternative. Sand extraction and dredging result in critical ecosystem and livelihood losses that reproduce and entrench existing inequalities. This paper focusses on Singapore – currently the world’s largest importer of sand. I will present my findings from interviewing critical proponents and opponents to Singapore’s use of sand in the country’s quest to reclaim land. These different scripts people hold on sand validate and legitimise sand extraction for land reclamation and how they might reproduce inequalities. Scripts developing around extractives are critical in pathways to scaling down extractives. In this essay, I argue that three scripts related to sand – scripts of growth, mutual benefit and silence – present critical barriers to scaling down Singapore’s sand demand. Resistors of these scripts are beginning to question specific elements within these scripts to question their dominance and hegemony. I also offer what scripts of hope in the case of sand in Southeast Asia can look like in achieving environmental and social justice, and explore the implications of these findings to alternatives-to-growth literature.

This paper assesses the preferences of EU institutions and member states for the Union’s development policy response to the COVID-19 pandemic. Addressing both the effects of climate change and biodiversity loss and the exacerbating socio-economic inequalities requires a response that links the short-term recovery of the pandemic with longer-term socio-ecological transformations. Our findings show that the EU and its member states have mainly responded to that challenge through Team Europe and Team Europe Initiatives. While these have contributed to defining a joint European response to the pandemic, the strong focus on climate and green transitions and the lack of connections to the broader SDG agenda as well as social and human development have created tensions between some member states and the EU. A key challenge ahead in further defining the European response to the pandemic is finding new strategic directions and operational means for bridging these differing priorities.

As global warming mitigation and carbon dioxide (CO2) emissions reduction become increasingly urgent to counter climate change, many nations have announced net-zero emission targets as a commitment to rapidly reduce greenhouse gas emissions. Low-carbon hydrogen has received renewed attention under these decarbonization frameworks as a potential low-carbon fuel and feedstock, especially for hard-to-abate sectors such as heavy-duty transportation (trucks, shipping) and heavy industries (e.g., steel, chemicals). Green hydrogen in particular, defined as hydrogen produced from water electrolysis with zero-carbon electricity, could have significant potential in helping countries transition their economies to meet climate goals. Today, green hydrogen production faces enormous challenges, including its cost and economics, infrastructure limitations, and potential increases in CO2 emissions (e.g., if produced with uncontrolled fossil power generation, which would be hydrogen but would not be green). This report, part of the Carbon Management Research Initiative at Columbia University’s Center on Global Energy Policy, examines green hydrogen production and applications to understand the core challenges to its expansion at scale and the near-term opportunity to enable deployment. An analysis using Monte Carlo simulations with a varying range of assumptions, including both temporal (i.e., today versus the future) and geographical (e.g., the US, the EU, China, India, Japan) factors, anticipates emissions intensity and costs of producing green hydrogen. The authors evaluate these production costs for different scenarios as well as associated infrastructure requirements and highlight near-term market opportunities and policies to motivate development of the green hydrogen industry.

83. Tangled Wires: Preparing India’s Power Sector for the Clean Energy Transition

Almost none of the world’s largest polluters have enacted policies compatible with the Paris Agreement’s target of limiting global warming to within 2 degrees Celsius, a threshold past which climate disruption is projected to become even more frequent, severe, and unpredictable. Fortunately, despite the absence of adequate government support, renewable energy has grown at an astonishing pace in recent years thanks to its plummeting cost. India, for example, has more than doubled its stock of wind and solar power in the last five years, driven less by sustainability concerns than by clean energy’s potential for cost-effectively meeting citizens’ pressing development needs. However, the low prices of wind and solar projects disguise the structural costs renewable energy poses for grids when deployed at larger scales. The intermittent, unpredictable nature of the electricity generated by such technologies—in contrast to the stable, on-demand flow of power from traditional fossil fuel generation—requires fundamental changes to how countries invest in and operate their grids. For India, one of the most important steps for coping with the variability of these new sources of energy will be better coordination of the flow of power between the country’s disparate state-run grids. By increasing the volume of energy traded between state utilities, periods of surplus power in one region can compensate for deficits in others, making for a more stable and reliable supply of renewable energy—one that can better displace expensive and polluting fossil fuels. Yet, while such reforms would be difficult under the best of circumstances, they will be particularly challenging given the unique dysfunctions of India’s power sector. With its politically compromised, perennially loss-making electricity distribution companies already struggling to keep the lights on, bolder change appears unlikely. Deeper reforms to India’s power sector are therefore prerequisites to adopting solutions like regional coordination that can ensure the continued growth of renewable energy. The good news is that Prime Minister Narendra Modi’s national popularity and the dominance of his Bharatiya Janata Party (BJP) at the state level offer the country’s leaders an opportunity to reform the power sector where others have failed. But to take advantage of this opening, Modi must go beyond his modus operandi by investing in incremental institutional solutions rather than one-and-done technical fixes and by serving as a coordinator for India’s states rather than legislating by central fiat. Deeper reforms enabling India to maintain its rapid expansion of renewable energy not only would provide clean, low-cost power to its people but also would help the world offset the failings of more laggard countries, perhaps even putting back within reach the Paris Agreement’s more aggressive target of keeping global warming to within 1.5 degrees Celsius. But the hardest part of this ambitious task lies ahead—in ending the vicious cycles that have plagued India’s power sector for decades.

The Bay of Bengal, the Sahel, and Small Island Developing States (SIDS) are especially vulnerable to the impacts of slow-onset climate events resulting from climate change. Global temperature warming is leading to a dramatic rise in sea levels, which will lead to coastal erosion and land loss across SIDS and the Bay of Bengal. Such warming will also contribute to increasing desertification and water scarcity issues in the Sahel. This environmental damage is irreversible and may seriously threaten economies as well as the daily lives of communities. Without strong policy interventions to bolster in-situ resiliency and increase climate change adaptation and mitigation, including migration, the regions most vulnerable to climate impacts might experience major human security and security crises. This paper provides an analysis of some of relevant regional frameworks that could be useful in addressing environmental migration across these three regions. It concludes that high-income countries such as the UK should do two things: provide financial and technical support to bolster climate adaptation in regions uniquely vulnerable to slow-onset climate events; and support the establishment and / or implementation of regional migration frameworks and free movement agreements (FMAs) that can potentially offer safe, orderly, and regular migration pathways to those affected by the impacts of slow-onset climate events.

In this paper, we introduce the concept of climate debt and provide country-level estimates through 2035 under a business-as-usual scenario. These estimates can help inform the debate on climate change by providing a clear view of which countries have (until the present) contributed the most to climate change, as well as the likely path for climate debt by country over the next 15 years. We then discuss the implications for carbon emissions if the G-20 countries and EU were to adopt either of the two policy options proposed in recent months: the first by President Biden for the US and the other by the EU for its member countries. The implications for fiscal policy are that beyond the need to keep public debt at sustainable levels, countries will also need to allocate funds for expected increases in pension and health spending associated with aging populations. As a result, there may be little room for new expenditures (such as green infrastructure or subsidies for clean energy) to reduce the growth of climate debt. Countries could turn to the revenue side, in particular greater taxation of energy with carbon taxes. This would have the advantage of reducing emissions while also helping countries to fund spending on green infrastructure.

An increasing share of official development assistance is being used for climate-related activities. This trend is continuing despite the lack of comprehensive cost-effectiveness evidence to guide spending decisions and continuing concerns that few applications are effective or efficient mechanisms for either climate or development outcomes. This represents both a waste of scarce resources and a missed opportunity. This paper proposes that a well-designed pull financing mechanism, which identifies specific problems for which it will pay a pre-specified price for solutions that can scale up, has the potential to navigate these problems. When they work, a pull instrument can solve problems at scale at low cost by incentivizing private innovators to produce a socially beneficial product that people want to buy and use. However, the design challenges associated with them are not trivial: firstly, the identification and selection of technologies or problems for which the pull financing facility would be a sufficiently large portion of the market to shift incentives for innovators or producers (for technologies that exist but have not been taken up widely yet); and secondly, the ability to design contracts that incentivize socially beneficial innovation that are bought and used. This paper sets out the case for pull financing for climate and development activities, the challenges that need to be addressed to do it well, criteria for judging potential applications of pull financing and an initial indication of some sectors to which pull financing may be applied.

A central commitment of action on climate is the promise of “developed countries” to jointly mobilize $100 billion of climate finance per year by 2020 (and through to 2025), formalised at the UN climate change conference in 2010 (COP16). Five years later, the Paris Agreement reaffirmed this commitment and promised a new goal after 2025 “from a floor of USD 100 billion per year.” We propose an approach for calculating financial climate liabilities for each country based on their historical CO2 emissions, using the idea of an externality: a social cost that has not been borne by the agent whose actions produced it. The paper follows earlier work on calculating carbon debts (e.g., Kunnas, 2014) which we update with recent and authoritative research on carbon pricing methods. We also adjust for awareness, calculating the accruing of liabilities only from the time that countries knew that their emissions were harmful. We present several scenarios adjusting this and other assumptions. The main scenario produces a clearly quantified liability for each country and a total carbon liability to the world of $34 trillion, or $4,500 per capita. If this liability was used to set climate finance goals, it would suggest OECD countries would need to contribute $190 billion a year to 2100. The analysis also highlights that other industrialised countries, notably China and Russia, have also built-up substantial liabilities and should therefore also contribute to future climate finance goals.

The US International Development Finance Corporation (DFC) could be well placed to lead among development finance institutions (DFIs) on agriculture adaptation to climate change. With its mandate to support private investment in developing country markets, overcoming barriers to investment in agricultural adaptation—where agricultural growth is an estimated two to four times more effective at reducing poverty than growth originating from other sectors—is exactly the type of activity DFC is intended to pursue. Yet, DFC is paradoxically prone to the same investment incentives and disincentives as private investors with an investment portfolio that tends to favor lower risk, higher deal size (and lower overhead) transactions. So, while global estimates for adaptation investments financing needs total close to $140-$300 billion by 2030, a fraction of the global mitigation needs measured in the trillions of dollars, the barriers to project level investment in agriculture adaptation and resilience raises the risk that DFC will continue to favor larger and lower risk mitigation investments in more established markets. This paper reviews DFC’s agriculture portfolio, and based on this review, proposes elements of an agriculture strategy that can overcome barriers to adaptation and resilience investments in the most climate vulnerable markets.

This paper explores how development agencies are integrating climate action into development portfolios in response to calls to scale-up climate engagements in alignment with both the Sustainable Development Goals and the Paris Agreement. Using data compiled on all 30 members of the Organisation for Economic Co-operation and Development’s Development Assistance Committee (OECD-DAC), this paper maps and analyzes trends in both the scale and usage of official development assistance allocated to support climate activities and the tools and approaches used to integrate climate across development activities. This paper shows that while climate has become a key priority for development agencies, there remains scope for deepening integration by improving monitoring and reporting of climate and development results, integrating climate considerations across the life cycle of projects, and searching for complementarities across agencies.

Nearly every year, Indigenous peoples in First Nations communities face property damage, disrupted livelihoods and the severe social and psychological burdens associated with evacuation due to flooding. Perhaps the most striking example is the recurrent flooding that afflicts the Kashechewan First Nation in Northern Ontario, whose residents have been forced to evacuate their homes every spring for 17 years. Although it’s known that Indigenous communities face a greater flood risk and experience more flood emergencies than the general Canadian population, the scope and magnitude of the current threat, and how it might evolve under climate change, has been little studied. This policy brief reports on research at the University of Waterloo that is assessing, quantifying and mapping the flood risk to Indigenous peoples living on reserve lands and includes policy recommendations to help with better understanding and reducing that risk.

Low carbon transition is an important climate change mitigation measure. It entails a switch from fossil fuels to renewable sources. The presence of cost-competitive domestic coal in coal-producing countries like Indonesia is often cited as a major stumbling block to renewable energy development. This article aims to probe the cheap domestic coal argument. It does so by examining the changing share of renewable energy sources in electricity production over a certain timeframe. The study finds mixed observations across important coal-producing countries. It thus argues that there is a need to go beyond the low-cost domestic coal axiom and examine deeper underlying factors that support or hinder renewable energy development in coal-producing countries.

With each new year of data, and each new intergovernmental report, it becomes harder to deny the scale and urgency of the energy transition required to prevent catastrophic anthropogenic climate change. The Intergovernmental Panel on Climate Change urges countries to take action to prevent a rise in temperature by more than 1.5°C, and warns of catastrophic consequences of a rise above 2°C. Yet current policies and pledges fall far short of hitting these targets. Worse, since harmful climate change is caused by the stock of carbon in the atmosphere, the longer we delay measures to limit the flow of new carbon into the atmosphere, the more drastic those measures will have to be. This uneven distribution of threat and responsibility raises difficult questions. Developed countries are generally more advanced in their transition to renewables, which means that some of the cheapest opportunities to reduce emissions are in developing countries. Yet the fact remains that developed countries are responsible for a larger share of historic emissions—and developing countries may have a right to pursue development unhindered, as developed countries did in earlier decades. There are therefore several elements of the “just transition” in energy. The world needs to transition to cleaner energy, and the developing world needs to keep developing, all while supporting the countries and communities that bear the highest costs of mitigation measures—and supporting those areas already beginning to feel the negative effects of climate change. This report will outline the key challenges and opportunities and conclude with a series of practical steps available to policymakers.

94. Carbon Pricing and the Elasticity of CO2 Emissions

We study the impact of carbon pricing on CO2 emissions across five sectors for a panel of 39 countries over 1990-2016. Using newly constructed sector-level carbon price data, we implement a novel approach to estimate the changes in CO2 emissions associated with (i) the introduction of carbon pricing regardless of the price level; (ii) the implementation effect as a function of the price level; and (iii) post-implementation marginal changes in the CO2 price. We find that the introduction of carbon pricing has reduced growth in CO2 emissions by 1% to 2.5% on average relative to counterfactual emissions, with most abatement occurring in the electricity and heat sector. Exploiting variation in carbon pricing to explain heterogeneity in treatment effects, we find an imprecisely estimated semi-elasticity of a 0.05% reduction in emissions growth per average $1/metric ton (hereafter abbreviated as: ton) of CO2. After the carbon price has been implemented, each marginal price increase of $1/tCO2 has temporarily lowered the growth rate of CO2 emissions by around 0.01%. These are disappointingly small effects. Simulating potential future emissions reductions in response to carbon price paths, we conclude that – in the absence of complementary non-pricing policy interventions – carbon pricing alone, even if implemented globally, is unlikely to be sufficient to achieve emission reductions consistent with the Paris climate agreement.

Abstract:
This Working Paper analyses the main aspects of the European Green Deal proposed by the European Commission in December 2019. It puts the Green Deal into the broader context of EU climate governance in order to assess whether and how it advances the EU’s climate agenda. The paper proposes four broad and interrelated categories to evaluate the Green Deal. Its performance depends on whether it is and will remain a policy priority, despite the Covid-19 emergency and the ensuing economic crisis. Second, successful implementation depends on adequate financial endowment, including the shift of public funding from hydrocarbons to renewables and energy efficiency in post-pandemic economic programmes. The legal competence of EU institutions to coordinate and enforce the implementation of the Green Deal is also essential, as highlighted by ongoing discussions concerning the governance to achieve zero net emissions by 2050. Furthermore, international cooperation with third partners on issues such as border carbon adjustment, technology transfers and green industry will influence both the implementation of the Green Deal in the EU and the contribution of other major emitters to the climate agenda.

97. Climate Change in Women, Peace and Security National Action Plans

Abstract:
Climate change can increase the risks of violent conflict, create risks to human security, and challenge conflict recovery and peacebuilding in different contexts. In many parts of the world, women and girls are significantly affected by the respective and compounding effects of climate change and conflict. They can also be agents of change in addressing climate change, and peace and security issues. This SIPRI Insights paper explores how the Women, Peace and Security (WPS) national action plans (NAPs) of 80 states frame and respond to climate change and security. It finds that they do so in different ways. Seventeen states include direct mention of climate change in at least one of their plans. Of these, three states include comparatively higher numbers of specific goals and activities referencing climate change in different plans. The paper highlights a need for increased action in the area of climate change in WPS NAPs. It argues for a greater focus on supporting women and girls’ participation in action addressing climate-related security risks, as well as a need to evaluate how climate change is framed as a security risk in the plans.

Abstract:
Assessing the prospects for Zero Hunger—Sustainable Development Goal 2—requires an understanding of food security that goes beyond developmental or humanitarian issues, to include linkages with geopolitics. Geopolitical challenges cut across areas such as natural resources, trade, armed conflict and climate change where unilateralism and zero-sum approaches to security directly hamper efforts to eradicate hunger and undermine the frameworks that govern those efforts. The report provides an overview of how geopolitics interacts with these areas. Competition for agricultural resources can be both a cause and a consequence of geopolitical rivalry. International trade, while essential for food security, also creates vulnerabilities through supply disruptions—sometimes politically motivated. Armed conflict is a driver of food insecurity, which can itself feed into social unrest and violence. Climate change interacts with all three phenomena, reshaping both the physical landscape and political calculus. These overlapping linkages require further integrated policy engagement and analysis.

Policymakers are increasingly concerned with the climate-related security risks—the adverse effects of climate change on peace and security. This SIPRI Policy Brief outlines four interrelated pathways between climate change and conflict: (a) livelihoods, (b) migration and mobility, (c) armed group tactics, and (d) elite exploitation. These illustrate the relationship between short- and long-term environmental changes linked to climate change; their impact on the root causes and dynamics of violent conflict; and the critical role of human action, reaction and inaction in mediating violent outcomes. As a policymaking tool, pathways help to identify and navigate the political space for mitigating violent conflict. They can support decision makers in navigating these complex relationships in conflict-affected and climate-exposed regions by integrating local context into analyses of the security and conflict risks of climate change. Pathways also help to facilitate policy planning in areas such as livelihoods, mobility, resource management and governance.

Abstract:
The construction of green infrastructure, using advanced technology and retiring inefficient technology, is essential for the low-carbon transition. Various green infrastructure programs are being implemented, and banks play an important role in facilitating these programs. Many lessons have been learned in improving finance for green infrastructure: (i) measurement, reporting, and verification is a useful tool for identifying green infrastructure investment; but just reduction is not enough for Green Infrastructure and three requirements – carbon dioxide emission reductions, improving energy access, and contributions to sustainable economic growth – connected with the Sustainable Development Goals are necessary; (ii) banks can contribute to realising a positive cycle of cost reduction and diffusion of advanced technology for reducing costs by scaling up markets; and (iii) carbon pricing is essential for removing carbon externalities and making green infrastructure commercially viable. Banks are recommended to have long-term strategies, improve their capacity for scenario analysis, have more dialogue with industry, and develop innovative finance such as carbon markets. Governments are recommended to adopt carbon pricing to encourage finance for green infrastructure.
