1. The Postcolonial Vortex

Abstract:
The subject of this paper is the contemporary postcolonial condition. Its central argument is that this condition is one of perpetual entrapment in circular motion as any progression registered by postcolonial countries by participating in the global capitalist system as independent states is continually offset by a backward-pulling regression arising out of their subordinate position in that system. This entrapment in 'proregression', to abbreviate the progression-regression nexus, is not in itself a new experience for postcolonial countries. What is new is the primary mechanism that perpetuates proregression: where in the previous eras of colonialism and neo-colonialism that primary mechanism rested on the force of authority, in the current postcolonial era it rests on the force of gravity. It is testimony to the strength of this force that even those emerging capitalist countries that have never been the subject of external control in the colonial era are now also caught in the predicament of proregression. However, the fact that the postcolonial countries have previous experience of proregression makes their present experience going forward even more acute. It is as if their history is caught in an endless series of overlapping cycles, as each mode of progression on a higher plane of development is countered by a mode of regression on an equivalent plane of development. In short, it is as if their whole history is caught in a vortex.

A quarter-century ago in a seminal paper, Hart, Shleifer, and Vishny (NBER1996, QJE1997) developed a theory of the ‘Proper Scope of Government.’ Oliver Hart, 2016 Nobel Laureate, reflects on that framework and its place in economics, as well as the inspiration for his more recent work on norms, guiding principles, and contracts as reference points. In discussion with Karen Eggleston, Hart answers questions posed by economists who have built upon Hart, Shleifer and Vishny (1997) and offers insights on how the theory applies to understanding public and private roles in healthcare, education, and other publicly-financed services.

I teach civil-military relations at the U.S. Military Academy at West Point. While searching for readings for an elective course taught in the spring semester, I came across a 2010 article written in the L.A. Times, “An increasingly politicized military.” One passage stood out: “By all accounts, the curricula of the service academies and the war colleges give remarkably little attention to the central importance of civilian control. They do not systematically expose up-and-coming officers to intensive case studies and simulations designed to give them a sense of the principle’s real-world implications.” So where are we now? Nearly a decade later, those cadets have graduated and are now midcareer officers. Do civilians have less control over the military as a result of the claim that the military received poor instruction on proper civ-mil relations? Can curriculum “fix” broken civilmilitary relations?

Abstract:
This article focuses on the discursive frames used by policy entrepreneurs in Greece as they attempted to deal with the 2009 crisis and analyses the role played by discourse in handling the crisis’ consequences. Adopting a historical institutionalist framework, I argue that ineffective policy outcomes can be attributed to a path- dependent logic enshrined in the country’s political economy structures following the transition to democracy post-1974. Moreover, the reaction of policy entrepreneurs to the crisis was reinforced by their discursive logic of action, itself embedded in the state’s institutional matrix. Procrastination, a refusal to face an uncomfortable reality and politics as usual colours the response of Greek actors to the country’s biggest crisis in recent memory.

Abstract:
On 20th January, Donald John Trump, an American businessman and TV entertainer is going to be 45th President of the United States of America (US). This is a hard-to-be comprehended statement by the academic and research communities, who did not expect the result of the US presidential elections to turn out this way. The possibility of Trump’s victory was repeatedly denied by the major research centres, and each scandal encouraged researchers to re-state their predictions on the soon-to-be collapse of the Trump election campaign. Needless to say, these predictions were proven false by the final election results. Nevertheless, in the end, the academic and policy research communities have not produced research on what Trump’s presidency would look like. The same stands true for the foreign governments of the EU, Russia, China, and the rest of the world. In order to figure out who is the new US President and what he can do, the world has entered into a phase of intensive research on Trump. This paper is an attempt to puzzle out Trump’s foreign policy for the Caucasus and Azerbaijan.

8. More and Better: Resources Defined Through Property and Exchange

Whether something is a “resource” emerges from its ability to satisfy wants, which in turn emerges from appropriation and exchange. Without taking an object out of the commons, assuming a right over it, and experimenting, we can’t know how much is “enough, and as good.” Appropriation brings objects into a knowledge-generating process that helps us know what “enough, and as good” means. Egalitarian objections to appropriation are also overstated in that the latecomers rather than the original appropriators are the ones who get to enjoy the cornucopia that a society based on private property and exchange has produced. I am grateful to my colleague William Collins and our students in a Jan Term 2016 special topics course at Samford University for conversations and discussions that motivated this paper and to Michael Munger, James Otteson, David Schmidtz, and participants in the “Future of Classical Liberalism” conference at the University of Chicago Law School in May 2016 for comments and suggestions. 9. Rebelocracy: A Theory of Social Order in Civil War

Abstract:
War zones are usually portrayed as chaotic and anarchic. In irregular civil wars, however, they are often ordered. Furthermore, different forms of order often coexist in areas controlled by the same non-state armed group, where the behavior of both civilians and combatants vary substantially. What explains this variation? In this paper I present a theory of the creation of order in war zones that analyzes the behavior of non-state armed groups, the responses of local populations, and the effect of their interaction on wartime institutions. My central argument is that disorder emerges when armed groups have short time horizons, which usually happens when they fight for control with other warring sides or are undisciplined; under these conditions, they are unlikely to establish a social contract with the local population. When armed groups have a long time horizon, a social contract is established, giving place to a new order. In this new order, armed groups may intervene minimally or broadly in civilian affairs; their choice, I argue, depends on the likelihood of organized civilian resistance, which is, in turn, a function of the quality of pre-existing local institutions, especially those dealing with adjudication of disputes. I also present extensions of the theory that account for variation in the strategic value of territory, variation in local capacity for collective action, and armed groups’ information about local institutions.

We analyze the importance of legitimacy and compare how drivers of public policy attitudes evolve across the policy process consisting of the input (i.e., the processes forgoing acquisition of power and the procedures permeating political decision-making), throughput (i.e., the inclusion of and interactions between actors in a governance system), and output (i.e., the substantive consequences of those decisions) stages. Using unique panel data through the three phases of the congestion tax in the Swedish city of Gothenburg, we find that legitimacy is indeed important in explaining policy support. Moreover, we find a lingering effect where support in one phase depends on legitimacy both in the present and in previous phases. Hence, our study takes us one step further on the road to understand the complicated dynamic mechanisms behind the interactions between policy mak- ing, policy support, and the legitimacy and approval of politicians and political processes. 11. Does Party Politicization of Corruption Affect Voter Turnout

Abstract:
In this paper, we argue that the effects of corruption on voter turnout not necessarily have to be negative. We argue that voters’ willingness to participate in elections will increase when parties politicize the issue of corruption in electoral campaigns, as it indicates party responsiveness to voter concerns. We test this claim by using individual-level data from CSES coupled with unique context data on party politicization of corruption in campaigns. Our findings show that higher perceived levels of corruption are associated with lower voter turnout but that the negative effect of perceiving high corruption on turnout is reduced in an electoral context where corruption is politicized. The results thus show that if corruption is not politicized, individuals’ corruption perceptions exert a significant negative impact on turnout. By politicizing anti-corruption measures, political parties are acting policy responsive and by that they are also affecting voters’ decision whether to vote or not.

The extent of corruption in Iceland is highly contested. International corruption measures indicate a relatively small amount of corruption, while domestic public opinion suggest a serious corruption problem. Thus, uncertainty prevails about the actual extent of corruption and whose perceptions to rely on. This problem is relevant for corruption research in general. Perceptions are increasingly used as proxies for the actual levels of corruption in comparative research. But we still do not know enough about the accuracy of these proxies or the criteria they must meet in order to give depend- able results. In fact, radical differences exist concerning evaluations of perceptions between those who believe in unbiased learning and those believing perceptual bias to be widespread. The purpose of this article is, therefore, to attempt to gauge which factors may influence how perceptions of corruption are shaped and why differences in corruption perceptions between different groups may be so pronounced. We present findings from original survey data from three parallel surveys – among the ‘public’, experts, and ‘municipal practitioners’ – conducted in Iceland in 2014. Expecta- tions based on the perceptual bias approach are tested, indicating that perceptions may be affected by (1) information factors, (2) direct experience of corruption and (3) emotive and/or ideological fac- tors. The validity of perception measures should be considered with this in mind. Domestic experts are likely to be well informed and avoid perceptual bias to a greater extent than other groups. Our examination of the Icelandic case suggests that the Corruption Perception Index (CPI) tends to underestimate corruption problems in ‘mature welfare states’, such as Iceland, whilst the general public tends to overestimate it.

13. Geopolitics: An Overview of Concepts and Empirical Examples from International Relations

Geopolitical research is frequently portrayed as a dead end. To some scholars it appears that in the 21st century geography is largely scenery, all but irrelevant to the most important issues of grand strategy. This working paper aims to revitalise geopolitics, reflecting both on the critique of the subject and the strengths that have characterised it for more than a century. It is argued that geographical conditions constitute a set of opportunities and constraints, a structure that is independent of agency. General patterns and long-term processes can be aptly explained by this structure but geopolitics is not a theory of state behaviour or foreign policy. Understanding specific phenomena that occur in international relations therefore requires taking into consideration non-geographical factors. Such a combination of geographical and non-geographical factors provides sound explanations, as several examples demonstrate: China’s projection of power into the Indian Ocean, South Africa’s approach to the political crisis in Zimbabwe in 2008, Iran’s maritime strategy and the poor integration of Colombia and South America. Given that geopolitics is about analysing international relations (or politics) for its geographical content, all those committed to geopolitics should concentrate on the three guiding questions: Do geographical conditions influence the observed outcome? If yes, do geographical conditions influence the observed outcome significantly? If yes, how, meaning in combination with which other factors do geographical conditions influence the observed outcome?

15. Dissatisfied Voters and No Alternative: The Unchallenged Position of Political Elites in Bosnia and Herzegovina

Abstract:
In February 2014, violent protests erupted in Tuzla and quickly spread to multiple other Bosnian cities, including Mostar and Sarajevo. Initially, the protests were labeled as the “Bosnian Spring,” a term used to describe a state that is undergoing revolutionary change; however, this term was used prematurely in the case of Bosnia and Herzegovina and by April the protest movement had completely lost momentum. The cause for dissatisfaction among citizens was driven by nearly a decade of political stagnation. The lack of political progression can largely be attributed to the legacy of the Dayton Peace Agreement, which brought an end to the ethnically driven atrocities. However, the agreement also formed a uniquely complicated governmental structure based on ethnicity—providing a political framework in which elites are able to evade accountability. Political competition has been greatly decreased by the continued presence of wartime-ethno parties, which dominate the political discourse—perpetuating fear and mistrust among the electorate. I argue that there is a crisis of democratization halting the political progression and European integration of Bosnia and Herzegovina caused by a lack of both political accountability and competition.

16. Of Arms, Freedom, and Capitalism What Piers Morgan Does Not Know

Generations of students have been taught that the emergence of Parliament and capitalism in England were caused by factors such as the rise of the bourgeoisie, the rediscovery of ancient Greek democracy and the Roman republic, the Magna Carta, the enclosure movement, the Protestant ethic of accumulation (which may not actually apply to England), and English common law. To these factors should be added: a population of extremely well-armed and trained commoners, reliance upon them by the monarchy for military service, and the willingness of the commoners to stage large-scale and ferocious rebellions. It was highly advisable to secure the consent of the commoners before taxing them. The power of the commoners limited what taxation could be imposed. Limited taxation allowed commoners to accumulate substantial sums of money, a crucial factor in the emergence of capitalism in England as early as the 1400s. The power of the commoners forced elites to accommodate the notion of government for the common good (commonweal), eroded the notion that the aristocrat was superior to the commoner, and strengthened the case for equality of opportunity. The history of England stands for the proposition that contemporary firearms laws should be the most permissive reasonably possible. The article also discusses the need to achieve social change without violence. But this is not possible with many regimes worldwide, and it is naive to think tyranny can’t happen here.

Major protests have occurred around the world with increasing frequency since the second half of the 2000s. Given the superficial resemblance of such events to each other—especially the dramatic images of masses of people in the streets—the temptation exists to reach for sweeping, general conclusions about what is happening. Yet it is in fact the heterogeneity of this current wave of protests that is its defining characteristic. The spike in global protests is becoming a major trend in international politics, but care is needed in ascertaining the precise nature and impact of the phenomenon.

19. Whose Side Are You On? Identifying the Distributive Preferences of Local Politicians in India

The literature on decentralized public programs suggests that errors in the targeting of anti-poverty programs are rooted in the capture of these programs by local elites or local politicians. Consistent with the literature on moral economy in political science and experimental economics, we argue that voters in contexts of rural poverty prefer local leaders who target subsistence benefits to the poor. In a high information village context, where voters and leaders know each other, we argue that local elections lead to the selection of local leaders with pro-poor preferences over the distribution of these benefits. We show this with a novel theory of local politicians’ social preferences. We test our theory with unique data from a behavioral measure, conducted in the context of a lottery with a modest cash prize in rural India, that captures a scenario in which local leaders have full discretion and anonymity over allocation among members of their rural communities. We analyze our data using a novel estimation strategy that takes the characteristics of the pool of potential beneficiaries into account in decisions over allocation under a budget constraint. We find that local leaders have strong preferences for targeting the poor, and particularly those they believe supported them politically in the past. This article suggests that free and fair elections at the local level can powerfully encourage pro-poor targeting even in contexts of weak institutions and pervasive poverty. It also makes a fundamental contribution to research on distributive politics by challenging research in this area to demonstrate the effect of electoral strategies and other distortions on allocation relative to local leaders’ baseline distributive preferences.

20. Thomas Kuhn and international relations theory: Realism in 'crisis'

Abstract:
In 2012, the University of Chicago Press published a special fiftieth anniversary edition of Thomas Kuhn?s influential book, The Structure of Scientific Revolutions. Kuhn, who died of lung cancer in 1996, was a physicist trained at Harvard University and is best known for his work on the history and philosophy of science. His interpretation of the evolution of science and the concept of "paradigm change? have had a major impact on our understanding of intellectual life, both in the physical sciences and in the social sciences. This paper briefly reviews Kuhn?s approach, and then applies it to an analysis of the current state of International Relations theory in a critique of Realism. My argument is that Realism, as what Kuhn would call "normal science? in International Relations theory, is in crisis because of its inability to explain a growing number of anomalies, which in turn can be better explained by a different paradigm, Cooperative Security.
