Abstract:
When faced with both traditional and non-traditional security challenges, states, acting alone, are poorly-equipped. Ad hoc security governance networks have increasingly been the response. Such networks involve cooperation between governments, the private sector, non-governmental and international organisations and enable actors to take advantage of geographical, technological, and knowledge resources they would be unable to muster alone. However, there are many as yet unanswered questions about the oversight and accountability of new governance networks, as well as about ways in which, on the positive side, they can better contribute to improved security. This paper looks at both the challenges and some potential solutions to the democratic governance challenges posed by public private cooperation in the security domain.

Abstract:
Cyber security encompasses borderless challenges, while responses remain overwhelmingly national in scope and even these are insufficient. There are enormous gaps in both our understanding of the issue, as well as in the technical and governance capabilities required to confront it. Furthermore, democratic governance concerns – particularly regarding control, oversight and transparency – have been almost entirely absent from the debate. These concerns are exacerbated by the enormous role played by private actors (both alone and in cooperation with governments) in online security of all types. Given the pace at which states and private companies are reinforcing online security and preparing for cyber war, addressing democratic governance concerns has never been more pressing. They are the primary subject of this paper.

There was perhaps no issue of greater importance to the financial regulatory reforms of 2010 than the resolution, without taxpayer assistance, of large financial institutions. The rescue of firms such as AIG shocked the public conscience and provided the political force behind the passage of the Dodd-Frank Act. Such is reflected in the fact that Titles I and II of Dodd-Frank relate to the identification and resolution of large financial entities. How the tools established in Titles I and II are implemented are paramount to the success of Dodd-Frank. This paper attempts to gauge the likely success of these tools via the lens of similar tools created for the resolution of the housing government sponsored enterprises (GSEs), Fannie Mae and Freddie Mac.

7967. Antimicrobial Resistance as an Emerging Threat to National Security

Growing rates of antimicrobial resistance (AMR) pose a threat to public health that could undo many of the medical advances made over the last seventy years, eroding the global medical safety net and posing a significant threat to national security. Diseases once eliminated by a single course of antibiotics show drug resistance, often to several different classes of drugs. Some of the implications of increasing rates of AMR are intuitive, such as longer duration of illness, extended hospital stays, and higher rates of mortality. But other effects of a postantibiotics world are less obvious, such as the inability to perform life-saving operations or the ability for a simple scratch on the arm to kill. Humanity could soon find itself living in a reality in which communicable diseases such as tuberculosis, cholera, pneumonia, and other common infections cannot be controlled. This potentially catastrophic problem still can be abated, and the global health community, including the World Health Organization (WHO), has highlighted AMR as a priority in global health. But all sectors of the international community, not simply those in public health, need to take immediate steps to reverse the current trends and eliminate the systematic misuse of antimicrobial drugs, especially in livestock, and restore the pipeline of new antimicrobial drugs. The significant health and economic costs of AMR are difficult to quantify due to incomplete data that often underreports the extent of the problem, since there are no standard metrics or consensus on methodology to measure rates of AMR. But even the piecemeal statistics that exist paint a bleak picture. In a 2013 report, the US Centers for Disease Control and Prevention (CDC) reports at least two million Americans acquire serious infections to one or more strains of AMR bacteria annually, and at least 23,000 people die of these infections.1 A 2008 study estimated the excess direct costs to the US medical system attributable to AMR infections at $20 billion, with additional estimated productivity losses to be as high as $35 billion.2 With the increase in resistant infections and continuing rise in medical costs, the cost to the American medical system no doubt also has increased. This trend is not a uniquely American problem; it is truly global in scope. The European Union (EU) reports about 25,000 deaths annually due to drug-resistant bacteria, at an overall, combined cost of $2 billion in healthcare costs and productivity losses.3 There were over 14.7 million incidents of moderate-to-severe adverse reactions to antibiotics each year between 2001 and 2005 in China. Of these, 150,000 patients died annually.4 The most recent available data on China estimates that treatment of AMR infections during that same time period cost at least $477 million, with productivity losses of more than $55 million each year.5 A 2005 study of the United Kingdom (UK) found that the real annual gross domestic losses due to AMR were between 0.4 and 1.6 percent.6 Although slightly outdated, this estimate may be a useful guide in assessing the global impact of AMR, and given the trend of increasing resistance, it is likely that the impact will also increase accordingly. That said, it is prudent to repeat that the disparities in the quality of data reporting standards across China, the United States, the United Kingdom, and the European Union make it difficult to directly compare the severity of the impacts AMR has on each entity. The primary cause of AMR globally is antibiotic overuse and misuse, be it from doctors inappropriately prescribing antibiotics to treat viral infections or individuals seeking over-the-counter antibiotics for self-treatment. But another driver, less obvious than overuse in humans, is the use of antimicrobials in livestock, and the ratio of use in animals as compared to humans is astounding. In the United States, about 80 percent of all antibiotics are consumed in either agriculture or aquaculture. Generally, these drugs are administered to livestock as growth promoters and are medically unnecessary. Resistance in livestock quickly spreads to humans, and many community-acquired infections are the result of a contaminated food supply. Although most infections are acquired in the community, most deaths attributed to resistant infections occur in healthcare settings, and healthcare-acquired (or nosocomial) infections are another driver of AMR. At this point, AMR does not pose an immediate and direct threat to national security. Rather, this is a creeping global security crisis. If current trends continue, these drugs upon which the world relies will lose effectiveness. The gains made in fighting infectious diseases will be reversed, and a wide range of routine surgeries and easily treatable infections will become much more dangerous and deadly. This will cause the health of the world's working population to deteriorate, and the economic productivity and social cohesion of the globe to decline. At any time, a “black swan” event—triggered by an outbreak of drug-resistant tuberculosis, cholera, or pneumonia, for example—could prove catastrophic, endangering the fabric of societies and our globalized economy, forcing a stop to international trade and travel to prevent further spread. The issue of AMR is a tragedy of the commons in which individual incentives lead to the overuse and eventual destruction of a shared resource. International cooperation is required to walk back from this ledge and avoid a postantibiotics world, even though it is impossible to completely reverse the damage already done.

7970. European Defense Trends: Briefing Update

The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

7971. Institutional Foundations of Federated Defense

While the united states has long acknowledged the value of working with partner nations to address shared security concerns, drawdowns in defense spending have underscored the importance of bilateral and multilateral cooperation to leverage capabilities and investments. the Center for strategic and International studies' multiyear Federated Defense Project aims to inform policymakers about global and regional security architectures and defense capabilities that support the achievement of common security goals, as well as ways to improve defense cooperation among nations to address those goals together. This report on institutional foundations of federated defense recognizes that successful cooperation in a budget-constrained environment often rests on the u.s. ability and willing-ness to provide assistance and/or equipment to partner nations. CSIS project staff drew on a literature review, workshops, and a public event (“the Future of the security Cooperation Enterprise”) to identify key findings in five areas: Priorities/Strategic Guidance: Proponents of federated defense should better articulate priorities. A proactive, interagency component that includes, at a minimum, officials from the Defense Department, State Department, and White House is necessary to effect a cultural shift and combat potential backsliding into unilateral approaches. Foreign Military Sales: In a federated approach, officials should identify capabilities that could most effectively support partner nations' contributions to federated defense. Toward that end, officials should also emphasize the establishment and maintenance of high-demand capabilities over time. other key issues related to potential difficulties in foreign sales include surcharges, overhead costs, and transparency in offsets. Export Controls: study participants noted that recent export control reform efforts have not yet resulted in significant change and have inadequately addressed industry concerns. Moreover, there appears to be a lack of appetite for these reforms in Congress. Technology Security and Foreign Disclosure: Improvements are needed to coordinate and speed technology transfer and foreign disclosure decisions. transparency across stovepipes within the executive branch is critical to create a common vision and objectives for federated defense, which is especially important when working with industry and foreign government partners. Acquisition and Requirements Processes: Within the Department of Defense, there is insufficient consideration of the export value and challenges of systems in early stages of the acquisition and requirements processes. Modifications during late stages of development are often far more expensive than building in exportability earlier. Having examined these key areas, the study team identified and analyzed three over-arching institutional challenges to and opportunities for federated defense. First, study participants remarked upon the lack of sufficient advocacy for federated defense among senior U.S. government officials. A second challenge was the cultural resistance to federated defense; experts noted that significant cultural change, such as that brought about by the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (Pub.L. 99-433), may require top-down direction, years to implement, and decades to be accepted. A third challenge was the need for a perceived or actual budget crisis to drive change. The study team's recommendations resulting from this examination were five-fold. First, U.S. national strategies should address the grand strategy questions that could imperil implementation of a federated approach. Implementation of the u.s. National security strategy could impel a new effort to focus on partner capabilities and areas for sharing the common global security burden, as well as to prioritize interests and activities related to U.S. security cooperation, export controls, and technology security/foreign disclosure. Second, proactive U.S. leaders should articulate a vision, objectives, and priorities for a federated approach to defense. third, the Administration and Congress should work together to ensure completion of legal and regulatory reforms already under way (e.g., on export controls). Fourth, executive and legislative officials—perhaps through an interagency task force that works with committee staffs—should identify additional reforms to streamline or create authorities and to eliminate unhelpful directed spending on capabilities and systems that do not contribute to federated defense. Finally, the Department of Defense should start with incremental steps to create a culture that values federated defense; for example, the Defense Acquisition University and Defense Institute of Security Assistance Management could update coursework to institutionalize knowledge regarding federated approaches. This study made it clear that enduring changes in these five areas—from strategy to culture—are necessary to ensure the success of a federated approach to defense.

Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

A nuclear armed Iran is unacceptable, and the best way to keep nuclear weapons out of Iran's hands is with a credible agreement. Sanctions have forced Iran to the negotiating table, but increasing sanctions now risks collapsing valuable progress and undermining international support. Congress should consider other options to turn up the heat on Iran—like improving monitoring and verification. The U.S. has made significant progress at the negotiating table toward preventing a nuclear armed Iran. Increasing sanctions isn't the only option to keep the pressure on Iran both now and after a deal is reached. Given Iran's history of deception, the U.S. cannot simply trust, but must actively verify that Iran sticks to the deal. Congress can and should strengthen monitoring processes while maintaining an independent role in verifying Iran's compliance.

Ethiopia has experienced rapid economic growth since 2005. Real gross domestic product (GDP) grew at an average rate of 10.5 per cent per annum for the period between 2004–05 and 2013–14. Public investment in key infrastructure and interventions in the agriculture sector have made important contributions to GDP growth. This growth has been accompanied by a process of capital deepening and signs of structural shift away from traditional and primary sectors towards secondary and tertiary sectors. Both processes of high growth and structural shift have important implications for poverty reduction and income distribution. One potential channel through which these influences work is the labour market. The indications of structural transformation that Ethiopia has shown in the last decade, including a continuous decline in the role of agriculture and rise in that of services, have led to reallocation of jobs and labour from low-productivity agriculture to more productive industrial—in particular the construction sub-sector—and service sectors. The rise in total factor productivity, overall increase in labour force participation rate, and fall in the labour share of the agriculture sector are indicative of the nature and extent of structural shift in the Ethiopian economy. A more durable shift of economic activities towards the manufacturing sector is expected to follow the rising trend in investment in the sector. This study explores the impact of the high economic growth and slow but unmistakable structural change on a number of economic outcomes working through the labour market. The growth opportunities and challenges of the Ethiopian economy are also discussed.

Abstract:
This paper describes the construction of the most detailed, openly accessible Social Accounting Matrix (SAM) for Bolivia to date. In addition to allowing for “standard” socio-economic analysis common for SAMs - like assessing the linkages between production, factor income distribution and households’ incomes and expenditures – the SAM presented in this paper makes detailed economic assessments at the subnational level, by gender and at detailed agricultural subsector levels, possible. Sections 1-4 present the methodology and data sources used, explain assumptions and criteria adopted for SAM disaggregation, and discuss key findings with a focus on distributional features. Section 5 presents results from a simple SAM multiplier model and section 6 concludes. It is the authors’ hope that this SAM database can make a contribution to evidence-based policy making that helps to further reduce poverty and food insecurity in Bolivia.

Abstract:
This paper describes the construction of a Social Accounting Matrix (SAM) for the Mexican economy for year 2008. It presents the methodology and data sources used, assumptions made, criteria adopted to disaggregate the SAM’s accounts and the main results obtained. The Mexico SAM was built as the main data base for the calibration of a Computable General Equilibrium (CGE) Model, used to investigate the quantitative effects of climate change on the Mexican economy, with emphasis on analyzing its distributional impacts. Since the effects of climate change are mainly transmitted to the economy through the agricultural sector and since impacts on agriculture differ across regions, the Mexico SAM presents a significant disaggregation in the accounts referred to the agricultural activities and to income distribution, redistribution and income spending across households and regions. The final disaggregated SAM is quite large and is included in the accompanying spreadsheet file.

Abstract:
We focus on an issue that appears particularly relevant for fragile states and which has received little attention: social institutions related to gender inequality, defined as societal practices and legal norms that frame gender roles and the distribution of power between men and women in the family, market, and social and political life. We show empirically that fragile states perform worse than other non-fragile developing countries when considering these social institutions. We suggest that a special set of indicators reflecting social institutions related to gender inequality in both fragile states and non-fragile states should be considered in the post-MDG agenda.

7979. Cycles versus Trends: The Effects of Economic Growth on Earnings in Bolivia

Abstract:
This paper analyzes the effects of economic growth on labor earnings in Bolivia during 1999-2012. More precisely, we develop a labor market model to capture both cycle and trend effects of prices, and production on earnings, which is estimated econometrically using pseudo-panel data methods. The results show that labor earnings have had a pro-cyclical behavior. In particular, we find that, in the short run, an increase of 1% in prices or production explains an earnings rise of around 0.5%, while, in the long run, a production increase of 1% is associated with an earnings variation of 0.4%. Furthermore, we find that labor earnings growth by sector follows, to some extent, the economic performance of its corresponding sector, which responds to the sector segmentation characteristics in the Bolivian labor market.

Abstract:
What is the long run impact on development from di§erences in subsistence strategies during preindustrial times? Whereas this question has been explored from the point of view of agriculture, remarkably little attention has been paid to the complementary strategy of relying on marine resources. As a step towards closing this gap, we construct an index ñìthe Bounty of the Sea index ñwhich captures the potential abundance of exploitable marine Ösh that individual countries have had access to, and proceed to explore its correlation with economic development. Our analysis reveals that a greater Bounty of the Sea stimulated pre-industrial development, and that countries inhabited by people with ancestry in regions with abundant marine resources are richer today. Probing possible underlying reasons, we Önd that populations with ancestry in regions rich in marine resources di§er from societies with a purely agrarian legacy in terms of institutions, cultural values and average personality traits.
