1. The Russian-Ukrainian War: An Opportunity to Strengthen the AfCFTA

The world had hardly covered from the horrors of the COVID-19 pandemic when it was once again tested on February 24, 2022, by the outbreak of war between Russia and Ukraine. The consequences of this war are quite significant for humanity. On the economic level, the Russian-Ukrainian conflict has highlighted the disadvantages of globalization, understood as a process marked by the interconnection and interdependence of world economies. The inflationary shock and the food crisis resulting from the inoperative nature of import channels for certain basic necessities from Russia and Ukraine have demonstrated the fragility of the economies. With regard to African countries, in particular, the prices of several basic food products (wheat, flour, rice, maize, bread, vegetable oil, etc.) have risen sharply. Indeed, most African countries are almost dependent on the import of agricultural products and seeds from the two belligerent countries. These imports correspond to 35 billion US dollars of imports each year (1). This appears to be an incongruity given the extent of arable land on the African continent. The low production and especially processing capacity increases the dependence of African economies on the import of these basic products. The outbreak of the Russian-Ukrainian conflict makes it possible to question the economic resilience of African States, that is to say, their “capacity [ to] keep output close to [their] potential despite a shock ” (2). Above all, it offers the opportunity to analyze the economic and commercial potential of the AfCFTA in the process of building the resilience of African economies to external shocks. Indeed, the AfCFTA was officially launched in January 2021 with the main objective of “creating a single market for goods and services facilitated by the movement of people in order to deepen the economic integration of the African continent…” (3). This policy note is structured around the idea that the Russian-Ukrainian conflict, in view of its socio-economic consequences on the African continent, offers an opportunity for African countries to work toward the strengthening of the AfCFTA. So that it appears as a real pole of competitiveness and inter-African trade likely to counter the shocks and uncertainties of the dynamics of world trade. Before analyzing the AfCFTA as a pole of production and export of African products (II), it is necessary to take stock of the socio-economic consequences of the Russian-Ukrainian war on African economies (I).

The European Union has been deeply affected by the war in Ukraine. There was talk of a "paradigm shift" in France, of a "Zeitenwende" ("change of era") in Germany, of an "end to naivety". Across Europe, a surge of sympathy and solidarity for Ukraine and its suffering has gripped public opinion, right down to the blue and yellow colours of the EU and Ukrainian flags being ostensibly displayed by Ursula von der Leyen. The European Union has given massive economic aid to Ukraine (€20 billion already paid out, €20 billion planned for 2023) and has taken in 4 million Ukrainian refugees. At the June European Council, it accepted Ukraine's membership application, as well as that of Moldova, and a prospect of accession for Georgia. By adopting sanctions against Russia that were unprecedented since those taken against Serbia at the beginning of the wars in the former Yugoslavia, it has also demonstrated its capacity for "hard power". In the wake of its common defence policy, it delivered arms to Ukraine for the first time through its €3 billion "peace facility". By almost completely depriving itself of Russian fossil fuels, it is accelerating its energy transition. This shows the enormous change that the war in Ukraine represents for the European project, which is undergoing a new existential crisis after the repeated shocks of the last few years (eurozone crisis, migration crisis, Brexit, Covid-19 pandemic), which again seems to confirm Jean Monnet's prophecy that Europe would be built through crises and would be the sum of the solutions brought to these challenges. By defending its values against Russia, the European Union is asserting itself as a "liberal power". But it remains no less fragile beyond its response.

While Russia’s military invasion of Ukraine has resulted in a decoupling with the West on a scale not seen since the worst years of the Cold War, Russia has not been isolated from the non-Western world and has even reinvested its diplomatic energy toward the Global South. This paper focuses on Russia’s relationships with the Islamic world and how they have been transformed — or not — by the Ukraine war. It discusses both Russia’s “internal” Islamic realm and how the Middle East has reacted to the strategic tectonic shift unleashed by the war and Western sanctions. It explains that the role and place of Islam in Russia have been reinforced by the war context, as Islamic institutions and Muslims are seen by the Russian regime as among the most loyal constituencies. It concludes that the main Middle Eastern regional powers have been able to consolidate their transactional foreign policies and use the war to assert their autonomy toward Western actors so that Russia’s weakening does not result in the West’s increased influence but in a more multipolar order.

5. Integrating Cyber Into Warfighting: Some Early Takeaways From the Ukraine Conflict

It is too early to draw definitive conclusions about cyber warfare in the lead-up to and the execution of the Ukraine war. Data are lacking, and the outcome of the conflict remains uncertain. Yet through monitoring and analysis of a single year in the first major war into which cyber has been extensively woven, we do know enough to be able to generate some tentative, high-level, generic propositions on the nature of cyber conflict. These propositions draw on wide-ranging press reporting and extrapolate from several superb pieces recently published by my colleagues Jon Bateman, Nick Beecroft, and Gavin Wilde, as well as Microsoft’s recent report on the cyber dynamics of the conflict.1 However, we must still tread cautiously. Our propositions draw on highly imperfect empirical knowledge of a single historical case that is still unfolding.2 Current and future antagonists are also constantly learning from their own and others’ analyses and enhancing their performance, which can render current assessments obsolete.3 For this and other reasons it is quite possible that some of the cyber dynamics unfolding in and around Ukraine may play out differently later in Ukraine as well as in other, future confrontations. As we have observed over millennia, the balance between offense and defense can shift over time; this dynamic may well play out in cyberspace as well. It is also important to note at the outset that widespread assessments disparaging the utility and expediency of Russian cyber operations in the Ukrainian conflict (and projections regarding future conflicts) are presently limited by far more than a lack of comprehensive and reliable empirical data. We also lack insights into the metrics and criteria that each of the protagonists uses to assess the success and failure of cyber’s overall performance in the conflict, and we have only fragmentary evidence of the role each party expected cyber operations to perform. Moreover, even if we had such information, Ukraine-specific answers might not apply elsewhere because the expectations for cyber and the metrics for assessing its performance may vary not only over time and between protagonists but also from one conflict to another. In this context it is important to underscore that some specific factors that possibly helped diminish the efficacy of Russia’s offensive cyber operations in Ukraine may not apply elsewhere. Three in particular deserve to be noted here: Russia’s unique approach toward cyber warfare; the level of external support that Ukraine received before and during the war from some leading national and multinational cyber powers; and the sophistication and battle-tested experience of Ukraine’s cyber warriors.4 Nevertheless, even if some of the cyber characteristics of the Ukraine conflict ultimately turn out to be sui generis, they are instructive given the novelty of the field and the involvement of major powers in the conflict. Hence, there is considerable value in advancing these propositions to focus attention on certain questions and facets of cyber conflict, facilitating their review and reassessment as more comprehensive and reliable information becomes available and developments on the battlefield evolve. But the reader should consider the interim observations and propositions offered here as hypotheses employed as a heuristic to encourage debate and invite feedback. All the propositions offered below pertain to our core conception of what cyber warfare is about. Some of the propositions we advance are novel; others reaffirm or refine tentative assertions made before the war. Taken together they suggest a more subdued view of the utility and impact of cyber warfare than was generally found in prewar speculations. More importantly, the Ukraine war reveals that nations diverge significantly in the role and aims they assign to offensive cyber operations as well as the institutional setup and operational modalities they use for conducting them. Most glaringly, the U.S. perspective and approach (emulated in whole or in part by several other Western nations) differs deeply from that of Russia, which makes it reasonable to expect similar divergence across similar regimes. We group our propositions under three temporal headings: the prewar period (starting in 2014);5 the war itself (beginning on February 24, 2022); and finally, the postwar period, after kinetic hostilities eventually die down. Obviously, we cannot know when this last phase will begin; nevertheless, analysis of trends that were manifest in the two earlier phases of the conflict provides a tentative basis for predictions as to what might be expected down the road. This broad scope is driven by two considerations. First, it is designed to underscore the considerable relevance of cyber operations across various phases and types of conflicts. And second, it highlights continuity as well as change between cyber action in peacetime, in wartime, and in grey area situations, as well as during the transitions between these states of confrontation.

With ties forged under Soviet rule, Russia has historically enjoyed warm relations with many African countries, as their economic and ideological ambitions often align and their ties are bolstered by a mutual mistrust of the West. The spread of Africa’s votes on United Nations (UN) resolutions to condemn Russia’s invasion of Ukraine in 2022, however, indicates three key themes. Firstly, many African countries are pulled in competing directions by broader global geopolitics—for many, abstaining was the rational choice. Secondly, Russia’s support on the continent may be overstated and is not unconditional. Finally, Russian influence is often limited by the extent to which it can influence the political elite of a country and in some cases co-opt that elite into patronage networks. The split in the way African countries voted to condemn Russia’s actions is an important departure point for an exploration of the changing nature of Africa’s ties to Russia. There have been myriad interpretations of the votes, most of which have focused on the failure of several African countries to denounce the invasion. Few have questioned whether the nonaligned stances of these countries were tacit refusals to be used as supporting actors in public displays of condemnation by the United States and European Union (EU), to distract from the inability to offer meaningful practical or military support. Fewer still have explored whether the nonaligned stances signal weakening Russian influence on a continent it has typically relied on for support. This paper examines political relations between Russia and Africa, delving into the legacy of independence, military support, diplomatic and foreign policy stances, aid, foreign direct investment, and trade. It will also unpack whether Russia’s invasion of Ukraine was a catalyst for what appears to be Russia’s diminishing influence or whether the former Soviet Union’s waning global standing and economic relevance precipitated a loosening of ties. The fluidity of geopolitics has left many African states between a rock and a hard place. What does this mean for Africa, not only in terms of its relationship to Russia but also more broadly on the geopolitical stage? Further, how would Africa be positioned on the global stage should Russia prevail, should the war drag on, or, more interestingly, should Ukraine emerge victorious?

Ukraine’s resilience in the first months of Russian aggression came as a great surprise to both its Moscow adversaries and Western partners. Very few experts expected Ukraine to withstand the all-out military assault of the alleged second-best army in the world, and virtually no one believed that it would be able to fight back. An overblown image of Russian strength and military prowess may be one reason for this, but probably more significant was a protracted neglect and depreciation of Ukraine in both Western media and political circles. All of a sudden, it appeared that neither the state—broadly described as weak, corrupt, and dysfunctional—collapsed under the tremendous military assault, nor the society—broadly stereotyped as divided, conflicted, and arguably balancing at the verge of a civil war—broke down for the proverbial two parts. One may presume either that some negative features and tendencies of Ukraine’s development were exaggerated or that some positive tendencies were neglected, undermined, or both. To elucidate the issue, I proceed in three steps. First, I outline briefly the real curses that plagued the Ukrainian state and society after the fall of communism and provide some reasons for international skepticism in regard to the newborn country. Second, I argue that very important and mostly positive (although incoherent and sluggish) changes had occurred in Ukraine in the past 30 years, so that the Russian aggression neither established any new patterns for Ukraine’s development, nor shifted the country into a new direction, but rather accelerated the prior processes and solidified the existing tendencies. Third, I examine the ongoing civic mobilization in Ukraine as a way of accumulating social capital that may play a crucial role in Ukraine’s postwar reconstruction and modernization.

On the night of 23-24 June, Yevgeny Prigozhin, the head of the Wagner Group private military company, which has been fighting in Ukraine and operating elsewhere, stood up to the Russian Ministry of Defence and began an armed march on Moscow. However, in the end he and his forces did not storm the capital, officially as a result of negotiations led by Belarusian leader Alexander Lukashenka. The European Commission proposes to improve the system of confiscation of private assets of sanctioned persons in case of criminal activity and to obtain income from the active management of immobilised Russian public assets. No event exists beyond the media. This is also the case with the current Russian-Ukraine war. Daily, we are flooded with analyses and opinions about Putin’s military threat in the East. These narratives – mostly polemical and shrill – are both the result of and the catalyst for the crisis. As such, the debate itself – consciously or unconsciously – becomes part of the Western-Russian standoff driven by the strategy of hybrid and decision-centric warfare. This essay deliberately distances itself from the issues of the day and the hyper-polarized debate that currently takes place. Instead, a more detached exercise is made in which the polyphonic nature of the past and the intricacy of history is deliberately sought out. It shows the complexity of the process we have gone through, leading to the current deadlock. As such, we have to face the changes and continuities with which we have been confronted, or as Jeffrey Frank recently wrote in The New Yorker, “If a lot has changed since the end of the Cold War, there’s much that hasn’t.”

Too often agency (and blame) for the war in Ukraine has been presumed to lie predominantly with the greater powers. Liberals like Anne Applebaum point to President Vladimir Putin’s autocratic and expansionist mission to restore a greater Russia as the precipitating reagent for the crisis, while realists like John Mearsheimer hold the Americans and Europeans responsible for encouraging Ukraine to challenge Russia by seeking membership in NATO.2 In both cases (and both have a case), what has been underplayed is the agency of Ukraine. Taken for granted have been President Volodymyr Zelensky’s artful strategic manipulations to pull a wide community of actors into the regional conflict. His calls for military assistance have resembled what the political scientist Joseph Nye Jr. termed the “soft powers” of persuasion.

Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

21. The EU–Ukraine Association Agreement after Ukraine’s EU membership application: Still fit for purpose

In an extraordinary session of the European Parliament on 1 March 2022, Ukrainian President Volodymyr Zelensky requested from a bunker in Kyiv, while Russian missiles bombarded Ukraine, the EU to give the war-ravaged country a clear path towards EU membership. The day before, Ukraine had submitted its official application to the EU, followed shortly by Georgia and Moldova. The European Parliament already supported Ukraine’s membership application and called on the EU institutions to work towards granting Ukraine EU candidate status, in line with Article 49 TEU. Offering such a status would be a historic token of support for Ukraine in its self-defence against Russian military aggression. The Versailles declaration, adopted by the heads of state or government of the EU member states on 10 and 11 March, acknowledges that Ukraine belongs to the ‘European family’ without explicitly mentioning the country’s candidate status. Nevertheless, the Council already invited the European Commission to submit its opinion in accordance with Article 49 TEU. Despite this support for – and recognition of – Ukraine’s application, the road to EU membership remains a long one. Several member states have concerns about Ukraine’s readiness and eligibility for the pre-accession process, the EU’s absorption capacity, and the geopolitical consequences of the Union’s further eastward enlargement. Moreover, the economic consequences of the war will also complicate Ukraine’s concrete progress in its accession process. With Russian tanks and missiles still on Ukrainian soil, discussing actual membership is arguably premature. This may create unrealistic expectations and lead to frustrations in the applicant countries. It will therefore be important to remain clear and transparent about the EU accession procedure and offer concrete and credible incentives for reform and gradual integration in the Union throughout the long and winding pre-accession procedure. Paired with an unprecedented assistance package and new forms of sectoral integration in key EU policies (e.g. the twin green and digital transitions), the current EU–Ukraine Association Agreement remains the most appropriate instrument to develop this bilateral relationship further. The dynamic nature of the agreement, combined with its open-ended accession perspective, implies that both the EU and Ukraine can reorient it to new and more ambitious forms of political association and economic integration and accommodate it to a pre-accession context on the basis of a staged approach.

Before 24 February, Europe decidedly defined itself as 'post-war'. But since Putin's full-scale, cold-blooded invasion of Ukraine, war again defines the Union's reality. Damage control is the main priority now — but knee-jerk reactions and moral outrage do not amount to a strategy, argues Corina Stratulat. To create a future that stops perpetuating the past, the Union and its member states must also start to critically contemplate how they got into the current predicament and change course. Three lessons stand out: First, since the fall of the Berlin Wall in 1989, overconfidence in its own allure and model has skewed the EU's perspective of itself and the rest of the world. While freedom, pluralism and liberal democracy remain attractive, liberal expectations that the Union would be able to convert even its immediate neighbourhood – let alone the world – to its image have proven illusory. Despite almost two decades of European integration, democratic performance has still not acquired a positive dynamic in the Balkans. And yet the membership card has now been confidently and imprudently put on the table for Ukraine and other eastern countries, posing as a solution to the current crisis. Without practising humility, the EU stands to persevere in its confirmation biases and continue to evade learning. Second, the EU's unrealistic aspirations to global hegemony have long been concealing a policy of double standards both at 'home' and abroad, piling up accusations of hypocrisy. While the EU was pretending to be a shining example of liberal democracy, several member states have taken full pages from Putin's autocratic playbook or put their own interests ahead of the Union's 'sacred' democratic values — faults easily exploited by illiberal actors, like Putin. Dressing up the EU's foreign policy ambitions as efforts to revive global democracy will remain a hypocrisy trap, including in Ukraine now. Third, a misplaced acceptance of the status quo has prevented the EU from getting to the bottom of the many crises it has been grappling with for decades. But the Union cannot wish away systemic risks or escape the fact that dealing with today's enormous challenges will require deep and brave reforms across the board. The stresses of cumulative crises, crowned now by the ongoing war, give the Union a chance to plan the future. The choices that the EU will make in the coming years will determine what the Union truly values and whether it will be able to preserve its own way of life. If the EU is keen to maintain the normative power of its liberal values in an increasingly illiberal environment, it should obsessively focus on making liberalism its sign of distinction from the outside world, not a model to transform others. The Union has to learn to live by example and will have to work hard to become exemplary.

In view of the volatile geopolitical environment, EU leaders no longer have the luxury of waiting for all 27 member states to find a consensus. In order to lead the way to a Union that is apt for future challenges, the EU should become more ambitious and embrace alternatives, such as differentiated integration, in the coming months and years. Rather than returning to the status quo ante, the EU should use this momentum to progress in five policy fields: economic governance, with a new recovery package and a reform of the fiscal rules; security and defence, with improved EU–NATO cooperation and a stronger ‘European pillar’; energy policy, by quickly steering member states away from dependence on Russian fossil fuels while simultaneously ensuring admissible energy prices for consumers and respecting the climate targets; enlargement and neighbourhood policy, by rethinking its aims and creating options for countries that are unlikely to become EU members in the foreseeable future; and the rule of law, to safeguard the Union’s values ‘at home’. Both the COVID-19 pandemic and the Russian invasion revealed that the EU institutions and leaders are capable of managing crises swiftly and decisively. This reality certainly increases its legitimacy in the eyes of its citizens as well as its allies. The European Union could use this moment of change to increase its ambition for reforms and for moving European integration forward. This should encourage leaders to think about all the options for designing the Union’s future. This is not a time for black and white thinking – Treaty change or nothing –, but rather a time to explore all the shades of grey for securing necessary reforms. If like-minded countries could lead the way, others may also follow. The changing and evolving positions in the EU could help secure more inclusive alliances for moving forward. The political momentum to do so is finally here.

In her recent State of the Union speech, European Commission President von der Leyen stressed that the EU’s welcome responses to Ukrainians fleeing war should not be the exception but rather be used as a “blueprint” for the future. Applying lessons from this response to Ukrainian arrivals to inform decision-making around other groups of refugees would undoubtedly benefit EU decision-making processes in this area and, more importantly, strengthen the protection standards provided. But how much scope is there for doing so? And what is politically realistic? This paper argues that overly optimistic projections are, for the time being, misdirected. We review the discussions surrounding the activation of the Temporary Protection Directive (TPD) and highlight how, despite the generally positive response, previous political sticking points have re-emerged in the process. We also consider the bigger-picture, long-term implications of activating the TPD. In this context, we consider several potentially positive impacts, including increased trust and a sense of reinvigoration around migration files. Even there, however, initial discussions within the EU institutions would suggest that longstanding national positions, particularly around secondary movements, remain entrenched.

Russia’s war of aggression in Ukraine and the upcoming winter of discontent have accelerated the permacrisis, with serious consequences, not just in the short term, but also for Europe’s future. If the EU proves unable to work together and address today’s strategic challenges, member states risk leaving future generations with a Europe that is economically, politically, and socially fragmented and constrained. But this is not the moment for defeatism. Rather, the EU should adopt an intergenerational approach across all policy areas, asking: how will our reactions to today’s severe challenges affect future generations? This should include a common investment strategy: to counter our common societal challenges and crises, the EU should invest in technology and education, increasing Europe’s human and intellectual capital. However, despite technology’s prominence in the EU political agenda, the Union still struggles to make decisive steps to achieve global leadership in many areas. This Discussion Paper argues that the EU should have access to and control over new technologies to guarantee that these “public goods” are, at least in part, in common ownership. Taking equity stakes in technology should be at the heart of the European Sovereignty Fund, announced by Ursula von der Leyen in her 2022 State of the Union speech. Additionally, member states should work together to create a better environment for future private investment by harnessing the power of the Single Market and completing the Capital Markets Union. By adopting this intergenerational mindset, the EU can start the process of building technological wealth which will be accessible to everyone and help tackle Europe’s fundamental challenges. This new investment strategy will offer hope and ensure that the EU can provide peace, prosperity, and sustainability for the current and, more importantly, future generations.

26. Breaking Barriers to Women’s Participation in Politics in Georgia, Moldova, and Ukraine

For Georgia, Moldova, and Ukraine, the long road to EU membership requires not only economic convergence and approximation of their laws with the EU acquis communautaire but also the adoption of EU fundamental values, including progress toward gender equality. In the context of their efforts to pursue reforms and to build democratic institutions, these countries have no choice but incorporate a gender lens into their political discourse and practice. However, their common underlying characteristics, as well as a similar level of external pressure from donors and international organizations, are not necessarily leading to similar results for their gender-related reform attempts, in particular when it comes women’s participation in politics. This paper examines the barriers that still inhibit women’s political participation in Georgia, Moldova, and Ukraine. It explains the main roots of women’s underrepresentation, first looking at public attitudes in the three countries regarding the efficiency of women politicians and the male-dominated political environment. Based on interviews with women politicians in the three countries, the research focuses on the use of gender quotas for participation in elections at the national and local levels. It describes the path to introducing gender quotas and explores the factors that determine the limits of their effectiveness. The paper then looks at other instruments for mainstreaming gender-balanced policies and their enduring limitations. The most tangible positive results related to these reforms are the introduction of gender quotas in elections in all three countries, a shift to full proportional representation in the electoral system that resulted in a rapid increase in the proportion of women in parliament in Moldova, and the introduction of a rule mandating the replacement of elected women by other women in case of leaving their seat early in Georgia at the local and national level. Women politicians continue to face many gender-related challenges. Non-transparent recruitment in political parties, loopholes in legislation that allow parties to circumvent gender quotas, and the weakness and ineffectiveness formal institutions intended to mainstream gender equality are key obstacles for women in starting and developing a political career. At the societal level, much of the public still holds deep-seated gender stereotypes that act as barriers to women taking more active part in the political decision-making process. The numerous persistent factors that hamper women’s political participation prove that Georgia, Moldova, and Ukraine still have much to do to create a level playing field for men and women in politics. The paper offers recommendations for domestic and external actors—including lawmakers, political parties, the media, and foreign donors—on possible ways to enhance women’s participation with policy approaches concerning female leadership and gender-balanced decision-making.

27. How Its War on Ukraine Killed Russia’s Hydrogen Ambitions

Abstract:
Hydrogen looks like the fuel that can facilitate global decarbonization because it can be used in diverse applications—such as heat and power generation, transport, and manufacturing—without any carbon emissions. But, while many countries (including in Europe) view renewables-based, zero-carbon hydrogen as the ultimate goal in transitioning to a hydrogen economy, today most hydrogen is produced from natural gas. Thus, it is unlikely that the hydrogen transition will happen without relying on this fossil fuel. Russia is the country with the world’s largest natural gas deposits, and it has been exploring ways to adjust its energy sector to the needs of the emerging global hydrogen one. In 2021, it announced the goal of capturing up to 20 percent of the world’s hydrogen market by 2030. This came after all the major importers of Russia’s energy products had developed their hydrogen strategies, and its key energy companies started to explore new opportunities. Having signed memoranda of understanding with some of the world’s major energy companies to jointly develop Russia’s hydrogen export potential, they focused on Europe as the key destination. Some of Asia’s hydrogen pioneers and most promising future importers, such as Japan and South Korea, were also included among Russia’s potential partners. These steps could have resulted in long-lasting and fruitful collaborations generating large profits for Russia, but its ambitions have been jeopardized by its invasion of Ukraine in February 2022. This has led to Russia losing key political and economic partners in Europe and also in Asia, which—in combination with being the target the toughest sanctions in its history—is likely to cripple its nascent hydrogen sector. Having planned to convert its natural-gas pipelines to transport hydrogen to future buyers in Europe, Russia is unlikely to be able to use this infrastructure for this purpose anymore. The EU will be an unlikely buyer of Russian hydrogen for the foreseeable future. Turning to Japan and South Korea would not be a success either, since they have joined the sanctions regime against Russia and, like the EU, have been officially labeled as unfriendly by Moscow. This will make the transfer of the technologies critical for the production of low- and zero-carbon hydrogen from the world leaders to a technologically backward Russia very problematic. Europe will also feel long-lasting repercussions of Russia’s war in Ukraine in the energy and hydrogen sectors. With no steady supplies of cheap Russian gas or hydrogen, Europe’s decarbonization efforts and building up its hydrogen industry will be inhibited and require a lot more effort and money. Russia will have to seek alternative markets for its energy commodities and it will seek deals with China, the only country whose energy consumption can rival that of Europe. But, as one of the world’s largest producers of electrolysers and of conventionally manufactured hydrogen, China probably will not need to import Russia’s hydrogen to build up its own hydrogen sector. Possessing critical technologies of its own, it will instead increase imports of Russian primary energy sources (such as natural gas) that it can use for producing hydrogen. The influx of huge volumes of cheap Russian feedstock will speed up China’s transformation from a country with a nascent hydrogen sector into a dominant player on the global hydrogen market. If the EU or the United States—the only two actors comparable to China in economic, technological, and geopolitical strength—do not develop similarly strong hydrogen sectors, Beijing could end up dominating the global energy landscape. To avoid the geopolitical consequences of this and for global balance to be maintained, further cooperation between the EU and the United States will be needed to speed up the creation of strong hydrogen sectors for both.

We analyze the effects of bans on exports at the level of 5’000 products and show how our results can inform economic sanctions against Russia after its invasion of Ukraine. We begin with characterizing export restrictions imposed by the EU and the US until mid May 2022. We then propose a theoretically-grounded criterion for targeting export bans at the 6-digit HS level. Our results show that the cost to Russia are highly convex in the market share of the sanctioning parties, i.e., there are large benefits from coordinating export bans among a broad coalition of countries. Applying our results to Russia, we find that sanctions imposed by the EU and the US are not systematically related to our arguments once we condition on Russia’s total imports of a product from participating countries. Quantitative evaluations of the export bans show (i) that they are very effective with the welfare loss typically ∼100 times larger for Russia than for the sanctioners. (ii) Improved coordination of the sanctions and targeting sanctions based on our criterion allows to increase the costs to Russia by about 60% with little to no extra cost to the sanctioners. (iii) There is scope for increasing the cost to Russia further by expanding the set of sanctioned products.

Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

In the wake of the Russian aggression against Ukraine, major sanctions have been imposed by Western countries, most notably with the aim of limiting Russia’s access to hard international currency. However, Russia remains the world’s first exporter of oil and gas, and at current energy prices this provides large hard currency revenues. As the war continues, European governments are under increased pressure to scale-up their energy sanctions, following measures taken by the United States, the United Kingdom, Canada and Australia. Given the inelasticity of Russia’s oil and gas supply, the most efficient way for Europe to sanction Russian energy would not be an embargo, but the introduction of an import tariff that can be used flexibly to control the degree of economic pressure on Russia.

Seven years have passed this month since the Package of Measures for implementation of the Minsk agreements called for an “immediate and comprehensive ceasefire in certain areas of the Donetsk and Luhansk regions of Ukraine and its strict implementation…”. Despite endorsement by the UN Security Council Resolution 2202 (February 2015), little or no progress was made in implementing the Minsk agreements, with continued conflict and violations of the ceasefire reported by the OSCE Special Monitoring Mission to Ukraine (SMM) on an almost daily basis. Almost 14.000 Ukrainians lost their lives, thousands more were injured, and millions displaced. With no effective ceasefire in place, this is not a “frozen conflict,” and violent escalation may happen by intent, misunderstanding or miscalculation. Today an even more dangerous stalemate has emerged. Deep international concerns have been raised about the reported Russian military build-up along the country’s borders with Ukraine. Further raising the stakes, broader security issues have re-surfaced with Moscow demanding inter alia guarantees from the US and NATO to refrain from any further enlargement of the alliance, including the accession of Ukraine and other states. Despite intensive and on-going international consultations at all levels, there are no signs yet of de-escalation of the crisis. This report has been prepared in consultation with a group of Ukrainian and Russian experts who have been conducting quiet discussions during the past two years on the Minsk peace process and, more broadly, relations between the Russian Federation and Ukraine. These talks are held under the auspices of the European Institute of Peace.[1] Out of deep concern with present developments, it was decided to share more widely the broad consensus among the participants about the urgent need for a sustainable and durable ceasefire as a prerequisite for implementing the Minsk agreements. In a recent encouraging development, the advisers to the Normandy Four (N4) heads of state and government have supported in a joint statement after their meeting in Paris “unconditional observance of the ceasefire of 22 July 2020 regardless of differences on other issues of the implementation of the Minsk agreements.”[2] Reportedly, a follow-up meeting in Berlin on 10 February 2022 yielded no tangible results yet. Even if the Minsk peace process has come to a ground halt at present, it should be realized that the same political and security issues will have to be addressed in any renewed peace efforts in whatever format to restore peace in east Ukraine. This report highlights that any attempt to overcome the current political stalemate needs to be supported by concrete steps to establish a sustainable ceasefire at the ground-level of the conflict. The report analyses the major reasons for why a sustainable ceasefire was not implemented thus far, and offers a ceasefire management tool referred to as a “Coordination and Verification Mechanism” (CVM).

Given the current crisis in Ukraine, it’s tempting to consider focusing on Chinese compliance with the Nuclear Nonproliferation Treaty (NPT) to be an academic indulgence. Giving into this inclination, however, would be a mistake. As dangerous as Russia currently is, China will be more threatening in the long run. As we are learning with Russia’s violation of the 1994 Budapest Memorandum, enforcing binding understandings is critical lest violators run roughshod over law and good order. This is true with Russia’s behavior in Ukraine. It is no less so with China’s nuclear weapons buildup and its repeated refusal to join in good faith negotiations to limit its nuclear weapons activities, which is required by Article VI of the NPT. This buildup and refusal clearly flies in the face of China’s legal NPT obligations. The question is what might bring Beijing back into compliance. To get the answers, NPEC held a battery of workshops last fall, followed by a week-long diplomatic simulation. The game participants included U.S., Japanese, and Australian former and current officials and staff as well as outside experts. The group concluded that Beijing is unlikely to comply willingly with the NPT anytime soon, but that U.S. and international security would still be best served by spotlighting Beijing’s nuclear adventurism and suggesting diplomatic off-ramps to arrest its nuclear buildup.

It is far too early to predict the ultimate outcome of the Ukraine War, but it is all too clear that no peace settlement or ceasefire is likely to eliminate a long period of military tension between the U.S. – including NATO and its allies – and anything approaching President Putin’s future version of Russia, nor will any resolution of the current conflict negate the risk of new forms of war. It is equally clear that the U.S. and NATO need to act as quickly as possible to prepare for an intense period of military competition and must create a more secure deterrent and improve their capability to defend against Russia. In practice, NATO will need to make up for years of underfunding by each member country and for the cuts in force levels, readiness, and modernization that years of a U.S.-driven focus on burden-sharing – rather than funding NATO’s real military priorities – did little or nothing to address. NATO will need to find new ways to counter the massive problems in interoperability and differences in comparative warfighting that still exist between NATO’s 30 nations. This will need to be accomplished at a time when emerging and disruptive technologies (EDTs) are constantly changing the nature of deterrence and warfighting, when Russia is actively pursuing nuclear modernization rather than arms control, and when NATO’s more advanced forces are struggling to create new approaches to joint all-domain command and control (JADC2) – and all while doing so at a time when most member countries have limited capabilities to support their existing force structure. At best, developing and sustaining any coherent effort to deal with these issues will take at least five years to implement. It then will require constant updating on an annual basis as new types of technology, tactics, and command and control continue to reshape military needs and force plans. This, in turn, requires sustained political and popular support in the face of inflation and civil needs during a time when the momentum for military change created by the current fighting in Ukraine may have faded. In some ways, the only thing harder than crisis management is the lack of crisis management.

Following the Russian aggression against Ukraine, major sanctions have been imposed by Western countries, most notably with the aim of limiting Russia’s access to hard international currency. However, Russia remains the world’s first exporter of oil and gas, and at current energy prices this provides large hard currency revenues. As the war continues, European governments are under increased pressure to scale-up their energy sanctions, following measures taken by the United States, the United Kingdom, Canada and Australia. This piece argues that given the inelasticity of Russia’s oil and gas supply, for Europe the most efficient way to sanction Russian energy would not be an embargo, but the introduction of an import tariff that can be used flexibly to control the degree of economic pressure on Russia.

The transatlantic campaign of sanctions against Russia after its aggression of Ukraine is unprecedented in scale and scope, involving not only dozens of democratic states but also many non-state actors. It imposes considerable barriers and additional cost to the functioning of the Russian economy, which is bound to undertake deep restructuring with far-reaching consequences for production and consumption processes. The current appreciation of the rouble and inflationary slowdown are not signs of improvement but rather the direct effects of the stabilisation measures undertaken and, in fact, bode ill for further economic development. Numerous problems have started to surface this summer and optimistic assessments on the basis of initial resilience of the Russian economy look premature. Russia currently lacks a strategic plan of economic restructuring under the new environment. The future course of events will depend on whether the private sector leads this restructuring with minimal losses or the government imposes its normative prospective, tilting the result farther from economic equilibrium.

While economic interdependencies do not prevent war, witnessed most recently by Russia’s naked war of conquest in Ukraine, the costs of war in a globalised world spread far and wide. Russia has taken the world’s food markets hostage by blockading Ukrainian ports in the Black Sea. The resulting food price increases make a humanitarian crisis in the world’s poorest countries increasingly likely; this, in turn may lead to regime fragility and turmoil in the international system. The question of lifting the blockade by establishing a human corridor into the port of Odessa has recently been much discussed. There are challenges to any such effort, both strategic and operational. Yet a careful analysis reveals that the costs and risks of non-intervention are greater than the risks of intervening. An international naval force, co-led by the EU or its member states and Turkey is the best option for such a mission.

Gender inequality in the Russian Federation has been growing in the past few years due to the lack of a clear state policy addressing the problem and a rise in propaganda of so-called “traditional values”, which are patriarchal attitudes towards role division for women and men. This has resulted in the increased vulnerability of women, including the growth of violence against women, discrimination at work and lack of opportunities in politics. As the Covid-19 pandemic demonstrated, this patriarchal role division has made women even more vulnerable, doubling their load of household work and increasing domestic violence. Women’s organisations are at the forefront of providing services to victims of violence, educating the public and advocating for change. The recent so-called “special operation” in Ukraine has also demonstrated that women in Russia are actively protesting, organising themselves to help the Ukrainian people and building resistance.

A review of academic, doctrinal, and journalistic writing covering the last three decades of Russian military theorizing on cyber-related issues yields three hypotheses that may explain the mismatch between the expectations of many Western observers and the reported impact of Russian cyber operations in the 2022 invasion of Ukraine.1 By exploring the unique and oft-overlooked facets of Moscow’s conceptualization of “cyber,” this paper provides a foundation for better assessing Russia’s performance in cyberspace in Ukraine in early 2022, along with a more nuanced understanding of its capabilities and possible expectations going forward. These hypotheses are as follows: Russia’s Information Operations Troops—a rough analog to Western military cyber commands—remains in its infancy and appears optimized more for counterpropaganda than for offensive cyber operations. The operational command structure over offensive cyber operations, meanwhile, remains murky and is possibly more political than military in nature. Russia’s premier offensive cyber capacities are housed within agencies focused on intelligence and subversion—the key tool kits used against Ukraine since 2014—rather than combined-arms warfare. Moscow’s secretive and poorly executed February 2022 invasion precluded optimal performance in the initial period of the war, which is particularly pivotal in Russian thinking about effectiveness in the information domain. These are each examined through Russia’s own information warfare prism, which differs in crucial ways from Western conceptions of “cyber”—foremost in that it is more expansive, encompassing and emphasizing the psychosocial impacts of information and communication technologies on both the polity and the public.

The two defining features of Russian President Vladimir Putin’s foreign policy have been an increasingly adversarial relationship with the West and an increasingly close partnership with China. These drivers have been the salient feature of official Russian national security documents for the past three decades. Since the end of the Cold War, the U.S. national security community has viewed Russian strategic thinking as misguided because it failed to see China as the real threat to Russia. This view ignores the Kremlin’s preoccupation with Europe as the most important strategic theater where its interests are at stake, and where they are threatened by the West’s superior capabilities and ambitions. This view also ignores how unimportant—relative to Europe—the Asia-Pacific is for Russia. Russia’s partnership with China is secured, however, by a set of coherent and complementary strategic rationales, which supersede frequent concerns in the Russian strategic community at large about China and its growing capabilities and intentions vis-à-vis Russia. Those concerns appear to have little impact on Russian policy. Notwithstanding those concerns in Russia’s unofficial national security discourse, China’s footprint on its foundational national security and foreign policy documents is invisible—and China, as a source of military threat to Russia, does not appear to be part of the Kremlin’s calculus. The North Atlantic Treaty Organization (NATO) has long been the pacing challenge of Russian military modernization, and the main contingency for which it has been preparing has been future conflict in the European theater. For the Putin regime, there is no alternative to Russia’s “no limits” partnership with China. Moreover, even if Putin were no longer on the scene, a successor regime would have powerful economic, geopolitical, demographic, and military-strategic incentives to maintain this partnership. An adversarial relationship with China would pit Russia against two superior powers in two widely separated geographic theaters. The war in Ukraine has cemented the Russian-Chinese partnership for the foreseeable future.

When Russia launched its invasion of Ukraine on February 24, Western governments, including the United States, immediately condemned what they described as “Vladimir Putin’s war.”1 Surely, this formulation was no accident. It was aimed, first and foremost, at drawing a distinction between the actions of the Kremlin and the attitudes of ordinary Russians. There was optimism that ordinary Russians would not countenance a war against a neighboring country.2 But hopes of Russian grassroots opposition to the war were swiftly dashed. Indeed, public opinion polls have consistently shown overwhelming support (70 percent or higher) for what Moscow calls its “special military operation” in Ukraine. Contrary to expectations, Putin’s popularity has also seen a boost, similar to what happened in the immediate wake of the 2014 annexation of Crimea. Partly in response to these indicators, figures like Ukrainian President Volodymyr Zelenskyy have called for a visa ban for all Russian passport holders, with an exception for people whose safety is at risk or who are vulnerable to political persecution.3 According to Zelenskyy, “[T]he most important sanctions are to close the borders—because the Russians are taking away someone else’s land” and Russians should “live in their own world until they change their philosophy.” He added, “The population picked this government and they’re not fighting it, not arguing with it, not shouting at it.” Such sentiments are echoed in calls by some European politicians, such as Finnish Prime Minister Sanna Marin, for an EU ban on tourist visas. “It’s not right that at the same time as Russia is waging an aggressive, brutal war of aggression in Europe, Russians can live a normal life, travel in Europe, be tourists. It’s not right,” Marin said in mid-August.4 At the same time, a careful reading of popular Russian attitudes toward the war reveals important nuances that all too often are overlooked. First and foremost is the fact that rather than consolidating Russian society, the conflict has exacerbated existing divisions on a diverse array of issues, including support for the regime. Put another way, the impression that Putin now has the full support of the Russian public is simply incorrect. A more careful reading of sociological data, including conversations with focus group participants and quantitative research, presents a far more complex picture of Russian society.

Russian-Indian relations are undergoing a major change. Throughout the Cold War, the relationship rested on three pillars: Soviet arms sales to India; shared public-sector-heavy economic philosophy and extensive Soviet aid; and the Soviet Union–India vs. United States–Pakistan–China geopolitical alignment. The fall of the Soviet Union, the rise of India and China, the U.S.-China tensions, the deepening of U.S.-India ties, and the Russian-Chinese partnership intensified by Russia’s break with the West and the war against Ukraine have had a profound effect on Russian-Indian relations. Of the three pillars of the Moscow–New Delhi relationship, only one remains: the arms trade. Russia remains a major supplier of weapons to India, and Russian equipment still makes up a vast portion of Indian Armed Forces’ force structure; but Russia is facing competition in the Indian arms market. India’s desire to diversify its supply of weapons and develop its own defense industry has resulted in declining Russian arms deliveries to India in recent years. Russia’s break with the West because of its war against Ukraine has accelerated its pivot toward China. Against the backdrop of U.S.-China and China-India tensions, Russia’s position as China’s junior partner will make it harder for Russia to preserve partnership with India. Moscow’s leverage versus both New Delhi and Beijing is shrinking as they have greater capabilities of their own than they had previously and have new partners that offer more than Russia. Still, the Russian-Indian partnership will continue. For India, Russia remains an important supplier of weapons and, most recently, oil. India has not joined the West’s sanctions on Russia. By doing so, it has demonstrated its independent foreign policy. For Russia, India is an important market for arms and oil. The Indian-U.S. security relationship is relatively new, whereas India-Russia ties have endured for over two generations. India has no reason to forsake the benefits of this relationship. Nor does Russia. It has been said that Moscow plays a weak hand well, but sustaining strong security ties with both China and India will become more difficult for it. The question is how China will react to Russian arms sales to India, and what Russia will do if pressed by China to curtail them. For reasons of geographic proximity, economic ties, and personal relations between Presidents Vladimir Putin and Xi Jinping, the odds favor Beijing over New Delhi to have a bigger say in Moscow.

We study the economic implications of Russia’s invasion of Ukraine, by scrutinising global trade volumes and commodity prices, trade balances and bilateral trade flows between major economic powers and Russia. We find that energy prices increased more in 2021 than in 2022, suggesting that the war and the sanctions were not the most important drivers. Nevertheless, International Monetary Fund forecast revisions from October 2021 to October 2022 suggest that the volume of global trade in goods and services declined by 3.4 percent, energy prices increased by about 100 percent, and the prices of non-energy commodities by 8 percent. The war could be an important driver of these forecast revisions, though other factors were also at play. While forecasts for important industrial production input costs were not revised, soaring energy prices deteriorated the trade balance of countries importing energy. Only half of the increase in Russia’s trade surplus was related to soaring energy prices. The other half resulted from the collapse of Russian imports, which will likely undermine the Russian economy’s productive capacity over time. Falling Russian exports of goods other than mineral fuels suggest Russia’s productive capacity has already weakened. Russia’s trade has been reoriented from advanced economies to China, India and Turkey, but this has only partially compensated for the decline in trade with advanced countries. We find that sanctions had an impact on trade. There is no evidence of European and US companies circumventing sanctions by re-routing sanctioned goods to Russia via China and Turkey. The UK and the US have already stopped importing fossil fuels from Russia, and such imports by the EU have declined. With the EU’s Russian seaborne crude petroleum import ban taking effect in December 2022 and the refined petroleum ban coming to effect in February 2023, Russia’s revenues from fossil fuel exports to the EU are set to shrink significantly, with limited options for redirecting exports to other countries. The three main policy-relevant implications from our research are: The war and the sanctions are not the most important drivers of energy price; The direct aim of sanctions seems to have been achieved; The capacity of the Russian state to finance the war from fossil fuel revenues is bound to shrink. On February 19, the National Security and Defense Council of Ukraine (NSDC) imposed sanctions on Ukrainian tycoon and politician Viktor Medvedchuk and his wife, Oksana Marchenko (Pravda.com.ua, February 19). Medvedchuk is a leader and people’s deputy of the pro-Russian party Opposition Platform–For Life, the largest opposition faction in the Ukrainian parliament. Moreover, he is a close acquaintance of Russian President Vladimir Putin. The NSDC sanctions list also includes five Russian nationals and Ukrainian national Nataliya Lavreniuk. The latter is Marchenko’s friend and the common-law spouse of Taras Kozak (already under sanctions), a people’s deputy from the same political party and Medvedchuk’s business partner. Apart from targeting those eight individuals, sanctions were imposed on nineteen associated businesses, including firms that own aircraft and operate direct flights from Kyiv to Moscow as well as a number of joint stock companies registered in Russia, Moldova and Portugal (Pravda.com.ua, February 20). These measures came two weeks after Ukrainian President Volodymyr Zelenskyy ordered the shutdown of several television channels—ZIK, NewsOne and 112—connected to Kozak. The move was described by Zelenskyy as a necessary step to fight Russian propaganda. But according to the Security Service of Ukraine (SSU) and the NSDC, these actions were motivated by more complex issues. Specifically, the three aforementioned TV channels were being financed by limited liability company trading house Don Coal (Rostov, Russia), which receives revenue from smuggling coal out of the Luhansk and Donetsk “people’s republics” (LPR/DPR) (Pravda.com.ua, February 4).

The paper investigates determinants of investments in state capacity and institutional change in contemporary Ukraine. After formulating a simple sequential two-stage model of investments in state capacity, the paper estimates autoregressive distributed lag and vector autoregressive models to verify its predictions. The paper finds little evidence for the impact of conflict intensity and access to international credit on the pace of reform progress. It finds a statistically significant effect for the intensity of political competition and changes of real wages, albeit these results are sensitive to robustness checks.

This policy paper co-authored by Ioannis Grigoriadis, Senior Research Fellow of ELIAMEP and Head of its Turkey Programme, and Ayşe Tuba Uslu, Senior at the Department of International Relations of Bilkent University, lays out the main challenges for the successful conclusion of the Visa Liberalization Dialogue (VLD) between the European Union and Turkey. It examines the impact of democratic backsliding, the decline of the rule of law, fundamental rights and divergence in the legal framework regarding organized crime and anti-terrorism on the VLD and highlights the mistrust that has developed between the parties. Through a comparison between Ukrainian, Georgian, Moldovan and Turkish VLDs, it aims to highlight how the VLD could come to a successful conclusion.

The main objective of the article is to prove the need for the state to have a centralised legal strategy to ensure the protection of state interests on an international level during a hybrid conflict. Centralisation of control and the planning and implementation of legal actions on an international level are core elements of such a strategy, especially for actions under the jurisdiction of international institutions. This article provides an analysis of treaties and of the practice of adjudication in Ukraine during the conflict with the Russian Federation. The findings of the study show that the legal dimension of hybrid conflict has some sub-levels: legal actions of states in hybrid conflicts taken at interstate level; the level of enterprises controlled by the state; and the private level. The practice of Ukraine shows that the exercising of a multilevel legal encounter during a hybrid war faces a number of problems including the intersection of actions (sometimes even direct conflict), even among authorities involved in the legal protection of state interests; and problems with collecting and analysing the information necessary to protect state interests in the legal dimension; state authorities that are not directly involved in a legal encounter may exercise actions which will complicate the legal position of the state. One of the first steps taken by the state in a hybrid conflict is, therefore, to create special authority or entrust an existing one with the coordination of the functions of lawfare. The next step of such an authority is the strategic “programming” of the opponent’s legal actions with the aim of achieving an advantage in the legal dimension of a hybrid conflict.

Over the past decade, the Organization for Security and Co-operation in Europe (OSCE) has been returning to its origins as a Cold War–era Conference – a forum where states and blocs, often antagonistic to one another and espousing opposing ideals, can air their frictions and hostilities. The OSCE was created without legal personality and with the liberum veto of the consensus principle. These constraints stunted the growth of executive capabilities and bound the OSCE closely to the will of its participating States. That rendered most mediation efforts ineffective, especially where an OSCE state is both belligerent and mediator in the same conflicts. Peace operations have been more effective – notably the Special Monitoring Mission in Ukraine – but the same factors have tightly constrained its activity. Though all participating States committed themselves to democratic governance, rule of law and respect for human rights, these ideals failed in much of the former Soviet Union, and autocrats have used the organisation’s lack of legal personality and the consensus principle to hobble the OSCE’s efforts. If the OSCE’s participating States want it to remain an Organization, not a Conference, they must take action to secure its executive autonomy.

89. President Zelensky’s first year leading Ukraine: A case of déjà vu

During his first year as President of Ukraine, Volodymyr Zelensky prioritized presidential power-building. In order to do so, he relied heavily on the old system and established practices, such as “hands-on” management and the personalization of state agencies. Institution-building was replaced by the targeted fine-tuning of the dominant system. Some important reforms launched by the government in autumn 2019 were later stalled and reversed. As before, the adoption and implementation of comprehensive reforms will largely depend on Western pressure and conditionality. The major problem is that there are multiple centres of power in the country and the president’s actions only produce an illusion of control, while in reality the system is fragile and unstable. During the rest of his presidency, Volodymyr Zelensky will increasingly depend on oligarchs and govern through situational alliances. In exchange for their support, he may have to acquiesce to their continued dominance over the economy and the restoration of their influence in politics. Instability will intensify as his personal popularity wanes and economic and political crises deepen.

The European Union is renewing its Concept on Strengthening EU Mediation and Dialogue Capacities after more than a decade. The new concept is being launched at a time when international peace mediation is at risk of lagging behind in the face of accelerating power politics. The United Nations Security Council seems to be paralysed, and many peace processes frozen solid. Regional actors, such as the EU, now have a window of opportunity to strengthen their role, albeit amid difficult circumstances, as learnt, for example, in Ukraine and Syria. This Working Paper suggests that the EU has special abilities to build on in peace mediation, including exceptional resources for capacity-building and mediation support. Capable of harnessing the resources of the member states, civil society and private mediation actors alike, the EU can build tailor-made, multi-level processes for resolving conflicts, and make the essential change-makers pull together. However, there is still room for improvement in EU action, for example in the evaluation of mediation, to which end this research sheds light on several concrete steps that the EU can take in order to optimize its efforts.

It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

Abstract:
Women, people with disabilities, internally displaced persons and the LGBTQ community often face discrimination and political exclusion. People who identify with more than one of these identities, such as women with disabilities or young people who are displaced, have unique experiences that are often not considered in the design and implementation of electoral and political activities. Intersectionality, or the interconnected nature of different social identities, is fundamentally about power and has a profound impact on understanding the dynamics of political inclusion and exclusion. To address barriers to meaningful participation and make their voices heard, it is crucial to identify, assess and develop contextualized solutions. In Ukraine, a vast number of dedicated civil society organizations (CSOs) and activists work diligently to push for equality and access to political life. However, obstacles to full and equal political participation remain across Ukraine. These obstacles are even more significant for people with multiple social identities, who face unique experiences of discrimination. CSOs representing different identity groups are generally not yet coordinating or building coalitions to advocate for joint causes, and the experiences of those facing compounding discrimination are often not considered by political decision-makers. A new assessment from the International Foundation for Electoral Systems (IFES) identifies vulnerabilities that impact the political participation of these groups in Ukraine and opportunities for coalition-building. The Intersectionality Assessment of Political and Electoral Participation in Ukraine seeks to make conversations about electoral and political rights more deliberately inclusive of all Ukrainians. It provides targeted recommendations for decision-makers at all levels of government, national CSOs and international organizations. The assessment is available in English and Ukrainian.

Since the Euromaidan Revolution, self-identification and attitudes within Ukrainian society have changed profoundly. This report takes stock of the identity changes both nationwide and in three major oblasts, namely Lviv, Kharkiv and Odesa, representing in this study the Western, Eastern and Southern regions of the country respectively, to identify new differences and unity points. To this end, the report focuses on two major issues, looking firstly at the trajectory of the identity shifts nationwide and in three key regions, and secondly, at their political effects. The question of the sustainability of the changes is also addressed. Taking the regional aspect into consideration is crucial given that cleavages have traditionally had a visible regional pattern, and that the identity shifts coincide with a realignment of centre-periphery relations within the context of the ongoing reforms, particularly decentralization. The report also furthers understanding of the potential risks – or lack thereof – of this process for the Ukrainian state. This publication is part of a research project “Ukraine after Euromaidan” conducted by the Finnish Institute of International Affairs. As NATO celebrates its 70th anniversary, it has re- turned nearly all the way to its original deterrence and defence roots. While it remains in the busi- ness of collective security and crisis management, for the past five years – since Russia’s aggression against Ukraine – Article 5 tasks have come to dominate the agenda of the commanders, plan- ners and policy makers. As for the years ahead, the challenges come in three forms. The first is to finish the transition to common defence. 2019 is not 1949; the nature of the technologies that determine winners and los- ers has changed. And while NATO has adapted admirably in many ways, it has work left to do, par- ticularly in addressing cyber vulnerabilities. The second challenge is also related to technolo- gies, and it is to start preparing for the next gener- ation of partly or fully automated warfare, which will make use of artificial intelligence (AI). The re- search and development is well under way, on the part of the Allies as well as potential adversaries. A lot less thinking is taking place with regard to how defence politics – the way Allies agree on plans and guide operations – will be affected. That is a mistake. The changes which automation will bring to NATO deliberations will be no less dramatic than those which will happen on the battlefield. The third challenge is more immediate and po- litical in nature: it is to keep the Alliance unified inthe face of unprecedented soul-searching on the part of the biggest Ally, the United States. And while by virtue of its size and dominance Wash- ington tends to be self-referential, reactions from the rest of NATO member states do make a dif- ference, both positive and negative. Their track re- cord over the past two years has been mixed.

Since 2014, the Euro-Atlantic security environment has become less stable and predictable as a result of a series of actions taken by Russia: Russia’s illegal and illegitimate annexation of Crimea and ongoing destabilization of eastern Ukraine; Russia’s military posture and provocative military activities, such as the deployment of modern dual-capable missiles in Kaliningrad, repeated violations of NATO Allied air- space, and the continued military build-up in Crimea; its significant investments in the modernization of its strategic forces; its irresponsible and aggressive nu- clear rhetoric; its large-scale, no-notice snap exercises; and the growing number of its exercises with a nucle- ar dimension. In parallel, growing instability in our southern re- gion, from the Middle East to North Africa, as well as transnational and multi-dimensional threats, are chal- lenging our security. These factors can all have long- term consequences for peace and security in the Eu- ro-Atlantic region and stability across the globe. Yet it is mainly Russian military actions that have brought deterrence and collective defence back to the fore- front of NATO’s agenda.

Since Russia’s hybrid war against Ukraine in 2014, the Western strategic community is trying to come to grips with the concept of hybridity.1 Some ob- servers were quick to point out that the idea of combining military and non-military tools was far from new, and they warned against exaggerating hy- brid warfare.2 However, Russia’s apparently seam- less and effective blending of political, diplomatic, economic, electronic and military tools in order to annex Crimea and support separatists in the Don- bas seemed to herald a new era of hybrid warfare: a revisionist power was using both old and new means to undermine and, eventually, tear down a post-Cold War order it considered unfair and un- favourable.

NATO at 70 shows no sign of slowing down. Indeed, the last few years have been marked by a growth in the challenges to which we must respond, and a high tem- po of decisions and adaptation. NATO’s ability to adapt to the changing security environment has always been a core strength – but this ability has been and will continue to be put to the test. In the last five years, since Russia’s illegal annexation of Crimea and intervention in Eastern Ukraine in 2014, NATO has been going back to basics. Its core purpose of defending Allies has come back to the fore. But not to the exclusion of other tasks and priorities such as: NA- TO’s operations and missions, for example in Afghani- stan, Kosovo and Iraq; our broader contributions to the international fight against terrorism; or our work to build partner capacity. This Policy Brieffocuses on NATO’s efforts to strength- en its defence posture. The NATO shorthand for our efforts to improve our collective defence is deterrence, defence and dialogue (the “three Ds”). These are un- derpinned by responsiveness, readiness and reinforce- ment (the “three Rs”), as well as strengthened national resilience to attack. More investment and commitment by non-US Allies in line with the Defence Investment Pledge agreed at the NATO Summit in Wales in 2014, the shorthand for which is cash, capabilities and contri- butions (the “three Cs”), provides the crucial enablers for the three Ds and the three Rs.

99. Volodymyr Zelensky’s Sweeping Victories: Is Ukraine’s Turn Toward the West Definite?

Abstract:
For more than half a decade Ukraine has been one of epicenters on the map of geopolitical crises in the world and consequently drawn a lot of international attention worldwide. Ever since it gained its independence form the crumbling Soviet Union in 1991, Ukraine was a of the country also changed. Ukraine has been dominated by Russia as the Russian Empire penetrated deep toward the Black Sea in the 17th century, and the position of inferiority towards Moscow was also the case in the USSR. The first upheaval dubbed the Orange Revolution sort of buffer zone between the West and East, between the United States and European allies on the one hand, and the Russian Federation on the other. With the change of political elites and their political preferences, the orientation in 2004, brought to power Viktor Yushchenko, who tried to conduct reforms and bring Ukraine closer to the West, but the effect of his Presidency were ephemeral. President Viktor Yanukovych turned Ukraine’s sight towards Russia again, but also kept the process of EU association alive before suddenly deciding not to sign the Association Agreement with the EU just days before the planned signing ceremony on 29th November 2013. This Yanukovych’s abrupt turn from EU in favor of stronger ties with Russia triggered the wave of massive public demonstrations which later become known as the Euromaidan and subsequently the Ukrainian revolution in February 2014. The Euromaidan Revolution toppled Yanukovych and the new pro-Western government was formed. Russia soon reacted to the change of tide in Ukraine by annexing the Crimean peninsula in March and soon the armed conflict between the pro- Western government in Kiev and Russia backed rebels in Donetsk and Luhansk Oblasts broke out. Ever since the spring of 2014, Ukraine has been engulfed in a brutal conflict in the east of the country that is hampering its efforts to reform and get closer to the EU. Nonetheless, Ukrainian leadership is under the new President Volodymir Zelensky is striving to forge stronger links with the West and the EU.

100. Examining the Impact of E-Procurement in Ukraine

Abstract:
This paper examines the impact of Ukraine’s ambitious procurement reform on outcomes amongst a set of procurements that used competitive tendering. The ProZorro system placed all of the country’s government procurement online, introduced an auction approach as the default procurement method, and extended transparency. The reform was introduced with a dramatic increase in the proportion of government procurement that was conducted competitively. This paper examines the impact of ProZorro and reform on contracts that were procured competitively both prior to and after the introduction of the new system. It finds some evidence of impact of the new system on increasing the number of bidders, cost savings, and reduced contracting times.
