Dresden and in a Paris suburb in October 2020 as well as the shooting in Vienna in November 2020 painfully reminded the European public of the threat that Islamist extremism and terrorism continue to pose in Europe. Especially worrysome is the fact that two of these attacks were apparently carried out by recently released terrorist offenders. In both cases, the alleged attackers had been in contact with deradicalization programs. This raises the question of how to prevent or reduce recidivism and potential violence.

Abstract:
The U.S., its European allies, and its Strategic Partners in the Middle East achieved a significant victory in breaking up the ISIS protostate – or “caliphate” – in Syria and Iraq. This break up has sharply reduced the fighting against ISIS in Iraq, and in Eastern Syria. The U.S.-led Coalition did not, however, fully defeat ISIS in either Iraq or Syria or eliminate ISIS and other forms of extremism as serious threats. It did not bring lasting stability to Iraq or end the Syrian civil war, and it did not eliminate the threat from ISIS and other extremist groups in the rest of the MENA area. This analysis covers two important aspects of the crisis in Iraq and Syria since the break of the “caliphate.” First, it summarizes key official reporting on the resurgence of ISIS as a serious threat in both Syria and Iraq. Second, it puts ISIS in perspective – showing that it did not dominate the violence and levels of terrorism in Syria even at its peak, and noting that ISIS is only one of the major threats to stability in Iraq.

After seven years the war in Syria is nearing its completion, even though the result will almost certainly not be a decisive victory by either side, but rather a frozen con�lict and unstable peace dictated by the regional and global powers embroiled in the con�lict. From a political scientist’s point of view, the most interesting feature of the war in Syria has been its gradual transformation from a failed revolution to oust president Bashar al-Assad and introduce democratic rule to a civil war between regime loyalists and a myriad of local as well as foreign islamist factions, and from there to a war on terrorism concentrated on eradicating Abu Bakr al-Baghdadi’s murderous and enslaving Islamic State. In its last phase, starting in late 2017, the war in Syria has mutated into a textbook example of proxy warfare in which the exhausted belligerents are fully dependent on their external sponsors and �ight mainly to accomplish geopolitical interests and goals of outside actors.

10. Al Qaeda’s Struggling Campaign in Syria

With President Donald Trump threatening to pull out of Syria, the Bashar al-Assad regime ramping up its military campaign against rebels, and the Islamic State in decline, al Qaeda has attempted to resurge and reposition itself at the center of global Salafi-jihadist activity. Syria has been perhaps its most important prize. For some, al Qaeda’s cunning and concerted efforts in Syria and other countries highlight the group’s resilience and indicate its potential to resurge and rejuvenate. Yet a growing body of evidence suggests that al Qaeda has largely failed to take advantage of the Syrian war. Confusion and finger-pointing have been rampant as individuals have clashed over ideology, territorial control, personalities, loyalty to al Qaeda leader Ayman al-Zawahiri, and command-and-control relationships. Al Qaeda’s struggles in Syria have also highlighted some weaknesses of al-Zawahiri. The al Qaeda leader has had difficulty communicating with local groups in Syria, been slow to respond to debates in the field, and discovered that some Salafi-jihadist fighters have brazenly disobeyed his guidance. As one Salafi-jihadist leader remarked, “The situation in Syria for the jihad is extremely dire.”

11. Developing a Containment Strategy in Syria

The Issue Some U.S. policymakers have argued that the United States should withdraw its military forces from Syria. But the United States has several interests in Syria: Balancing against Iran, including deterring Iranian forces and militias from pushing close to the Israeli border, disrupting Iranian lines of communication through Syria, preventing substantial military escalation between Israel and Iran, and weakening Shia proxy forces. Balancing against Russia, including deterring further Russian expansion in the Middle East from Syrian territory and raising the costs—including political costs—of Russian operations in Syria. Preventing a terrorist resurgence, including targeting Salafi-jihadist groups like the Islamic State and al Qaeda that threaten the United States and its allies. Our Recommendations: Based on U.S. interests in Syria, Washington should establish a containment strategy that includes the following components: Retain a small military and intelligence footprint that includes working with—and providing limited training, funding, and equipment to—groups in eastern, northern, and southern Syria, such as the Syrian Democratic Forces (SDF). Coordinate with regional allies such as Jordan and Israel to balance against Iran and Russia and to prevent the resurgence of Salafi-jihadists. Pressure outside states to end support to Salafi-jihadists, including Turkey and several Gulf states. As the war in Syria moves into its seventh year, U.S. policymakers have struggled to agree on a clear Syria strategy. Some U.S. policymakers have argued that the United States needs to withdraw its military forces from Syria. “I want to get out,” President Trump said of the United States’ military engagement in Syria. “I want to bring our troops back home.”1 Others have urged caution, warning that a precipitous withdrawal could contribute to a resurgence of terrorism or allow U.S. competitors like Iran and Russia—along with their proxies—to fill the vacuum.2 In addition, some administration officials have argued that the Islamic State has been decimated in Syria and Iraq. The National Security Strategy notes that “we crushed Islamic State of Iraq and Syria (ISIS) terrorists on the battlefields of Syria and Iraq.”3 But between 5,000 and 12,000 Islamic State fighters remain in Syria and continue to conduct guerrilla attacks, along with between 40,000 and 70,000 Salafi-jihadist fighters in Syria overall.4

14. “We Didn’t Think It Would Hit Us:” Understanding the Impact of Attacks on Schools in Syria

Abstract:
“Everything changed.” Such are the words of a young Syrian student speaking about the aftermath of an attack on his school that took the lives of his brother and friends and forever changed his. He now works in a tailor’s office because he could no longer bear going to school, carrying with him the memories of that day and the loved ones he lost. His story is just one among countless others of lives irrevocably changed as the result of attacks on schools and the loss, not only of loved ones, but of childhood, innocence, and opportunity. Worse, it is not just individual lives that have been changed. The widespread attacks on schools during the country’s brutal conflict have torn apart families, left behind shells of formerly vibrant communities, and altered the future of Syrian society. The report, “‘We Didn’t Think It Would Hit Us:’ Understanding the Impact of Attacks on Schools in Syria,” examines attacks on schools from multiple angles: from the legal implications of such attacks to the everyday impact on the lives of students, teachers, families, and society at large. The findings leave no doubt that the impacts are as numerous as they are vast and, at best, will take decades to meaningfully address. Of course, such a process cannot even really begin until the ongoing onslaught of violence against Syrian civilians stops and real action is taken to reverse the country’s rapid spiral from repression to peaceful protest to brutal armed conflict in response to these protests. The report has been years in the making, and the process of writing it is in itself notable. It began when 11 organizations—10 Syrian and one international—came together in search of a way to combat the growing fatigue beginning to afflict Syrian activists, as a result of documenting increasingly abhorrent and unending violations of human rights and against a backdrop unfulfilled promises of action and accountability. At the start of the conflict, these activists and other civil society actors coalesced quickly, creating transitional justice proposals and post-conflict road maps. They documented violations based on the belief that the conflict would end quickly and those responsible for human rights violations would be brought to justice swiftly. Of course, what has happened instead is that the conflict has only intensified with each passing year, becoming increasingly complex as more and more actors are introduced, many from outside Syria. Fatigued yet undeterred, after a series of dialogues and careful consultations with a wide set of civil society stakeholders, the 11 coauthoring organizations came together to work on a joint project—dubbed the Save Syrian Schools project—that would combine and amplify the different organizational strengths represented within the group. These capacities range from storytelling and advocacy, to large and highly credible networks of on-the-ground documenters and valuable archives of information. The result is a body of work that shines desperately needed light on the voices of Syrians affected in diverse ways by attacks on schools and calls attention to the glaring breaches of human rights that have occurred with regard to these acts of destruction. The driving force behind the year and a half of dedicated work is the desire to, first, end the violence and, second, ensure that the resulting harms are fully understood so that national and international actors alike are left with no choice but to address them through a nuanced and well-informed process of justice, acknowledgment, redress, and reform. The findings of the report are informed by several sources: the databases and archives of group members detailing individual attacks on schools and providing information on methods of attack, location, school names, casualty numbers, likely perpetrators, and so on; careful desk research with priority given to the research, publications, and other resources produced by partner organizations; and in-person field interviews and focus groups with students, teachers, school staff, parents, and local officials from communities affected by school attacks.

16. Justice for the Victims: How Canada Should Manage Returning “Foreign Fighters”

The U.S.-led international coalition has dislodged the Islamic State in Iraq and Syria (ISIS) from the cities it had occupied and controlled, namely Mosul and Raqqa. But while the group is weakened, it lives on and remains dangerous. Both the U.S. Department of Defense and the UN estimate that approximately 30,000 ISIS fighters remain in those countries. At the same time, a significant number of “foreign fighters” have fled Iraq and Syria. Numerous countries are struggling to find policy solutions with regards to managing the return of their nationals who had joined the group. The Canadian government has stated publicly that it favors taking a comprehensive approach of reintegrating returnees back into society. Very few foreign fighters who have returned to Canada have been prosecuted. Canada has both a moral and legal duty to seek justice and uphold the most basic human rights of vulnerable populations. ISIS and other jihadist groups engaged in systematic mass atrocities against minorities in Iraq and Syria, including Christians and Shiites. ISIS has demonstrated a particular disdain for the Yazidi minority in Iraq, and the Canadian government has recognized the group’s crimes against the Yazidis as genocide. As a State Party to the Rome Statute of the International Criminal Court and a signatory of the Convention on the Prevention and Punishment of the Crime of Genocide, Canada has a responsibility to uphold these international legal conventions when formulating carefully crafted policy responses that deal with returning foreign fighters. Canada should attempt to prosecute its nationals in domestic courts using the Crimes Against Humanity and War Crimes Act. Open trials can serve as means by which to lay bare ISIS’ narrative and to help counter violent extremism and future atrocities. They can also serve as a deterrent and warning to other Canadians who might try to join ISIS as it mutates and moves to other countries in the world, such as Libya, Afghanistan, Egypt, the Philippines, Pakistan, or heaven forbid, in Mali where Canadian peacekeepers have recently been deployed. If Canada truly stands for multiculturalism, pluralism, the rule of law, global justice, human rights, and the liberal international order, then we must stand firm and take a principled stand to prosecute those who have fought under the ISIS banner. That includes our own citizens.

Summary of Findings 1. Views of the Rouhani Administration President Hassan Rouhani and Foreign Minister Javad Zarif enjoy high levels of popular support in Iran. Nearly 8 in 10 Iranians say they have a favorable opinion of Rouhani and Zarif. Yet the intensity of their popularity has substantially eroded since August 2015. With Iran’s parliamentary elections only about a month away, 6 in 10 Iranians continue to want Rouhani supporters to win, while a growing minority favors his critics. Though Rouhani receives high marks for improving Iran’s security and deepening Iran’s relations with European countries, views of the economy are mixed. An increasing majority of Iranians think that Rouhani has not been successful in reducing unemployment. Iranians are also substantially less optimistic about Iran’s economy, with less than half now thinking that the economy is getting better. 2. Iran’s February 2016 Parliamentary Elections Four in ten Iranians voice confidence that the upcoming Majlis (Iran’s Parliament) elections will be very fair, and another four in ten assume it will be somewhat free and fair. Two thirds are highly confident they will vote in the upcoming elections for the Majlis and the Assembly of Experts. The most important issues Iranians want the new Majlis to tackle are unemployment and Iran’s low performing economy. 3. Civil Liberties in Iran Two in three Iranians believe that it is important for President Rouhani to seek to increase civil liberties in Iran. However, only a small minority complains that Iranians have too little freedom. While only about a third thinks that civil liberties in Iran have increased during Rouhani’s presidency, a plurality expects that civil liberties will increase at least somewhat over the next two years. 4. Approval for Nuclear Deal Seven in ten Iranians approve of the nuclear deal, though enthusiasm has waned somewhat. The deal garners support from majorities of those who favor Rouhani’s critics in the Majlis election, as well as those who favor his supporters. Two thirds still think the Iranian leadership negotiated a good deal for Iran, though the number of those disagreeing has risen to one in five. The number who believes it was a win for Iran has also declined, while the number who believes it was a victory for both sides has risen and is now a majority. 5. Perceptions of the Nuclear Deal Substantial numbers of Iranians now have a more accurate picture of the deal than they did in August 2015. About half (up from a third) now realizes that Iran has accepted limits on its nuclear research. Almost half (up from a quarter) now knows that many US sanctions are not covered by the agreement and will continue. However, growing majorities continue to believe incorrectly that Iranian military sites cannot be inspected under any conditions. A majority also believes that the US has agreed to not impose new sanctions to replace the ones that were removed as part of the nuclear deal. 6. Expectations of Economic Benefits Three in five Iranians expect that the nuclear deal will eventually result in improvements in their own economic well-being. This sentiment is shared by a majority of those who support Rouhani’s critics in the upcoming parliamentary elections. Majorities expect to see, within a year, better access to medical products from abroad, more foreign investment, and significant improvements in unemployment and the overall economy, though these majorities have declined from August 2015. 7. The Nuclear Deal’s Effect on Iran’s Foreign Relations A large majority of Iranians thinks that Iran’s relations with European countries have already improved as a result of the nuclear deal, but only one in three thinks Iran’s relations with the United States have improved. 8. Views of US Cooperation in the Nuclear Deal Six in ten Iranians are not confident that the US will live up to its obligations under the nuclear agreement and do not think the US will accept other countries cooperating with Iran’s civilian nuclear sector, as provided for under the deal. Half assume the US will use pressure and sanctions to extract more concessions from Iran—up from only a quarter in August 2015. 9. Views of the Nuclear Program Just as in past years, four in five Iranians see the development of an Iranian nuclear program as very important, and three in four see this program as being for purely peaceful purposes. Four in five continue to favor the idea of a Middle East nuclear-free zone that would require all countries in the Middle East, including Israel, not to have nuclear weapons. 10. Iran’s Involvement in Syria and Fighting ISIS Large majorities of Iranians approve of Iran being involved in Syria and strongly support countering ISIS, preserving Iran’s influence in the region, and countering Saudi, American, and Israeli influence. Overwhelming majorities approve of Iran fighting ISIS directly. Large majorities also approve of Iran supporting Shiite and Kurdish groups fighting ISIS and providing support to Iranian allies in the region. Strengthening the Assad government gets more modest support and is seen as a secondary goal for Iran. Two in three Iranians approve of sending Iranian military personnel to help Assad fight against armed Syrian rebels, including ISIS. 11. Views of US Involvement in Syria A large majority of Iranians disapproves of US involvement in Syria. US involvement in Syria is widely perceived as being primarily motivated by a desire to topple the Assad government, to increase US influence and power in the region, to protect Israeli and Saudi interests, and to decrease Iran’s influence and power in the region. Views are divided about whether the United States is seeking to protect Syrian civilians, to end the conflict, to prevent the conflict from spreading, or to fight ISIS. A modest majority says US efforts against ISIS are not at all sincere. A bare majority supports direct cooperation with the United States to counter ISIS in Iraq. 12. Views of Other Nations Involved in Syria Large majorities of Iranians approve of the involvement in Syria of Russia and Hezbollah, and seven in ten express confidence that Russia’s efforts against ISIS are sincerely motivated. However, large majorities disapprove of the involvement in Syria of Turkey, France, and, especially, Saudi Arabia. Large majorities say that the Saudis’ efforts against ISIS are insincere; views of the sincerity of the efforts by Turkey and France are less negative. A large majority has a negative view of Saudi efforts to create a coalition against terrorism, primarily because Saudi Arabia is seen as a supporter of ISIS. 13. International Collaboration on Syria and ISIS Despite their suspicions of other countries operating in the region, eight in ten Iranians approve of Iran participating in the international talks on the conflict in Syria. Of those who know about the Vienna agreement, seven in ten approve of it. 14. Views of Other Countries Iranians view their country’s allies, notably Iraq, Syria, Lebanon, and Hezbollah, favorably, and view Saudi Arabia and Turkey increasingly unfavorably. Views of Russia and China are generally favorable and have improved considerably over time. The Liechtenstein Institute on Self-Determination at Princeton University (LISD) convened a special Liechtenstein Colloquium,“Emerging European Security Challenges,” in Triesenberg, Principality of Liechtenstein, from November 12-15, 2015. The colloquium brought together senior diplomats, academics, policy-makers, experts and representatives of European civil society and NGOs. The colloquium was off-the-record and was financially supported by a grant from the Carnegie Corporation of New York and SIBIL Foundation, Vaduz. The objective of the colloquium was to examine the interactions between and the various effects of three key crises—the Ukraine war, the war in Syria, and the European refugee crisis—for broader regional, EU, and international security. Cluster One considered “Russia, Ukraine, the West, and the future of collective security,” including the role of the Baltic states in security issues, the relationship between Russia and the European Union, and the role of media, information and hybrid warfare. Cluster Two, “The Syrian War and ISIS/Da’esh” focused on several issues related to the ongoing civil war and conflict in the Middle East, including alliances of the Assad government, rebel and other opposition groups, ISIS/Da’esh, Russia, Iran, Turkey, Saudi Arabia and the Gulf States, and, especially, the Kurds. Emphasis was put on the plight of Christians and other religious groups in the region. Cluster Three, “The refugee crisis and the challenge of European collective action,” connected the worst refugee crisis in Europe since World War II to the situation in the MENA region. It focused on refugees and migrants within Europe’s borders and along the Balkan route, the role of Turkey, Greece and Germany, terrorism concerns, and EU actions and emerging differences between member states. The protection of religious minorities and the longer-term question of integration and assimilation of refugees and asylum-seekers offered another focus. This report reflects the substance of these discussions and includes an updated Chair’s Addendum.

Abstract:
There is much that militant Islamists and jihadists agree on, but when it comes to sports in general and soccer in particular sharp divisions emerge. Men like the late Osama bin Laden, Hamas Gaza leader Ismail Haniyeh and Hezbollah’s Hassan Nasrallah stand on one side of the ideological and theological divide opposite groups like the Taliban, Harakat al-Shabaab al-Mujahideen, Boko Haram, and the jihadists who took control of northern Mali in 2012. The Islamic State, the jihadist group that controls swaths of Syria and Iraq, belongs ideologically and theologically to the camp that views soccer as an infidel invention designed to distract the faithful from their religious obligations but opportunistically employs football in its sophisticated public relations and public diplomacy endeavour. Bin Laden, Haniyeh and Nasrallah employ soccer as a recruitment and bonding tool based on the belief of Salafi and mainstream Islamic scholars who argue that Prophet Muhammad advocated physical exercise to maintain a healthy body. However, the more militant students of Islam seek to re- write the rules of the game to Islamicise it, if not outright ban the sport. The practicality and usefulness of soccer is evident in the fact that perpetrators of attacks, like those by Hamas on civilian targets in Israel in 2003 and the 2004 Madrid train bombings, bonded by playing soccer together.

A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

While rebel militias have lately suffered serious setbacks in central and northern Syria, they are now recording significant successes in the south -- the region lying between Damascus and the Israeli and Jordanian borders. Morocco has had a largely successful record of countering violent extremism within its borders, including the dismantling of numerous cells linked to al-Qaeda core or its North African offshoot, al-Qaeda in the Islamic Maghreb (AQIM). Thousands of suspects have been arrested for perpetrating assassinations, assaults, and robberies; huge caches of heavy weapons have been confiscated; and authorities have foiled many attempts to attack security services, tourist attractions, diplomatic delegations, and places of worship for Christians and Jews. In addition, two channels of recruitment for jihadists in Mali were dismantled in late 2012, and two months ago, Moroccan and Spanish security forces jointly dismantled a transnational cell recruiting fighters for Syria and Mali.

The Syrian civil war has allowed al-Qaeda to recover from its setbacks up to 2010. Its main affiliate in the region seems to be testing a new strategy of collaboration with other Salafist-Jihadist groups and a less brutal implementation of Sharia law in areas it controls. In combination, this might allow the Al Nusrah Front to carve out the sort of territorial control of a region (or state) that al-Qaeda has sought ever since its eviction from Afghanistan. On the other hand, Syria has also seen a civil war between two al-Qaeda inspired factions (Al Nusrah and the Iraq based Islamic State of Iraq and the Levant [ISIS]) and indicates there are limits to its ability to cooperate with other anti-Assad factions and gain popular appeal. The extent that the Syrian civil war offers the means for al-Qaeda to recover from its earlier defeats will determine whether the organization has a future, or if it will become simply an ideology and label adopted by various Islamist movements fighting their own separate struggles.

Escalating violence in Iraq crossed a new and very dangerous threshold this week. Al Qaeda in Iraq launched a concentrated wave of car-bomb and other attacks specifically against civilian Shi'a targets in and around Baghdad. Shi'a militias are mobilizing and have begun a round of sectarian killings facilitated by false checkpoints, a technique characteristic of the 2006-2007 period. Prime Minister Nuri al Maliki has taken a number of steps to demonstrate that he remains in control of the situation. The expansion of Shi'a militia activity, however, is likely to persuade many Iraqis that he is either not in control or is actively abetting the killings. The re-mobilization of Shi'a militias in Iraq coincides with the formal announcement by Lebanese Hezbollah leader Hassan Nasrallah of his organization's active military participation in the Syrian civil war. Al Qaeda in Iraq's sectarian mass-murder attacks coincide with the announcement by AQI's affiliate in Syria, Jabhat al Nusra, that attacking Hezbollah is that group's primary target henceforth. The stage appears to be set not merely for the collapse of the Iraqi state into the kind of vicious sectarian killing and sectarian cleansing that nearly destroyed it in 2006 and 2007, but also for the expansion of that sectarian warfare throughout both Mesopotamia and the Levant.

The rebels will have to rely on external lines of supply to replenish their arms and ammunition if they are to continue eroding the regime's control. The emergence of al-Qaeda-linked terrorist cells working against the regime poses risks to the United States and a challenge to those calling for material support of the armed opposition. As the militias continue to face overwhelming regime firepower the likelihood of their radicalization may increase. Moreover, the indigenous rebels may turn to al-Qaeda for high-end weaponry and spectacular tactics as the regime's escalation leaves the rebels with no proportionate response, as occurred in Iraq in 2005-2006. Developing relations with armed opposition leaders and recognizing specific rebel organizations may help to deter this dangerous trend. It is imperative that the United States distinguish between the expatriate political opposition and the armed opposition against the Assad regime on the ground in Syria. American objectives in Syria are to hasten the fall of the Assad regime; to contain the regional spillover generated by the ongoing conflict; and to gain influence over the state and armed forces that emerge in Assad's wake. Therefore, the United States must consider developing relations with critical elements of Syria's armed opposition movement in order to achieve shared objectives, and to manage the consequences should the Assad regime fall or the conflict protract.

35. Strengthening the IAEA: How the Nuclear Watchdog Can Regain Its Bark

The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

Even as U.S. operations to co-opt large elements of the Sunni insurgency and target irreconciliable al-Qaeda in Iraq fighters resulted in lower levels of violence during the summer, U.S. forces have simultaneously pursued rogue elements of Muqtada as-Sadr's Jaysh al-Mahdi (JAM). These operations, often in collaboration with Iraqi Security Forces friendly to Sadr's main Shi'a rival, the Islamic Supreme Council in Iraq (ISCI), took place within the broader context of a violent struggle between ISCI and the Sadrist Trend for supremacy within the Shi'a community, the lucrative income from control of the Shi'a shrines, and control of southern oil fields. This struggle has increasingly centered on the city of Diwaniyah, located in southern Iraq, approximately halfway between the capital of Baghdad and the southern port city of Basrah.

Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Reasons for proliferating outweigh disincentives,and motivation is growing. Arms control regimes harass proliferators without stopping stem and fail to offer non-proliferators security. War fighting concepts are likely to lack clear structure and be highly volatile in terms of enemy, targets, and crisis behavior. Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran-Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

The Middle East is the scene of an ongoing process of proliferation. Egypt, Iran, Iraq, Israel, Libya, and Syria all have significant capabilities to deliver weapons of mass destruction Israel, and Syria has made considerable progress in acquiring weapons of mass destruction since the mid-1970s. Syria has never shown a serious interest in nuclear weapons, although it did seek to buy two small research reactors from the PRC in 1992, including a 24-megawatt reactor, and purchased a small 30-kilowatt research reactor from the PRC in 1991. It allowed inspection by the International Atomic Energy Agency for the first time in February 1992. Syria does, however, deploy sheltered missiles, armed with chemical warheads, as a means of both countering Israel's nuclear forces and maintaining its rivalry with Iraq. As the attached article Syrian Defense Minister Gen. Mustafa Tlas shows, Syria has a major interest in biological warfare, and the fact his article first appeared in public in an Iranian journal may not entirely be a coincidence.

This article contains a careful description and analysis of the transformation of' Hizballah from a small rag-tag militia, skillfully combining terrorist and guerrilla warfare techniques with effective social action on the local level during the chaos of Lebanon's civil war, to a formidable, legitimate political, military and social force on the Lebanese scene in the 1990's, in what has been described as its 'Lebanonization' process. This so-called 'Lebanonization' process of Hizballah has become a trademark of the movement. It is visible in the close interrelationship between its political, social, and military activity which has extended its opportunities. It shows an ability to exercise pragmatic judgement within the conditions and limitations imposed on it by Syria's agenda and within the confessional nature of Lebanon's political make-up. It also demonstrates the limits of Hizballah's manoeuvring within the framework of the wider Iranian- Syrian relationship and the limits to its ability in presenting itself as an alternative oppositional force amidst sectarian politics and Syrian hegemony. Hizballah strongly emphasizes that it is entirely Lebanese in character rather than a foreign entity directed by Iran in order to reinforce its internal legitimacy within Lebanon.
