1. Armed groups’ modes of local engagement and post-conflict (in)stability: Insights from the Ethiopian and Somali civil wars

What distinguishes post-war governments that succeed in establishing a stable political order and prevent recurring conflict from those that do not? This comparative study considers the specific threats that typically lead to the collapse of the post-conflict political order to offer new hypotheses on the conditions that affect post-war governments’ ability to sustainably restore stability. The threats considered include (i) fragmentation of the main actors in the conflict, (ii) inadequate demobilization, and (iii) enduring dependence of the post-war government on local brokers. Post-war regimes are more vulnerable to such risks after wars in which the dominant armed groups have established themselves by co-opting local power structures and drawing on existing socio-political networks, as this process redistributes power from the central to the local level. Empirically, this paper uses a novel dataset documenting the practices through which rebel groups may alter local power structures to highlight the connection between this wartime process of transformation and patterns of conflict recurrence. In addition, it contrasts the transition of the Tigray People’s Liberation Front from rebellion to government in Ethiopia in the 1990s with the trajectory of the armed movements in Somalia that also overthrew the incumbent military regime but then failed to establish a viable state.

Abstract:
When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. In this issue of Ifriqiya, Matan Daniel presents an overview of two of the major transnational jihadi groups operating in Africa, al-Shabaab and Boko Haram. He puts each group in its context, and shows how they represent new challenges for the continent and specifically in the regions where they are active. Salafi-jihadi groups (SJGs) have become a significant challenge and threat to global security and to the political stability of many countries during the past few decades. The emergence of al-Qaʿeda and the Islamic State, and the catastrophic consequences of their activity remain vivid in the memory of many. In recent years, as the resonance of al-Qaʿeda and the Islamic State's operations seems to be receding in the Middle East and Asia, Africa has become a rising sphere for the activity of SJGs. This article will elaborate on the issue of Salafi-jihadi activity in Africa, its transnational classification, and on two of the groups that represent it today, al-Shabaab and Boko Haram.

Abstract:
The demographic trend of urbanisation, while not a cause of conflict, exacerbates local tensions and weak governance. It also creates an urgent need to understand the policy challenges that exist in cities such as Mogadishu, Nairobi, Kabul and Karachi. The rate of growth of the urban population in the four countries covered by this study was above the global average for the 2015–20 period – and more than double the average in the cases of Kenya and Somalia. With the exception of Pakistan, these countries also registered higher urban population growth in 2018 than the average for fragile and conflict-affected countries, which was 3.2%. Typically built without formal land rights, lacking basic public services, and featuring low-quality housing in overcrowded conditions, slums are perhaps the most visible characteristic of cities undergoing rapid and unmanaged urbanisation. But they are not the only one. Cities located in or near areas where armed conflict is taking place also tend to be split by several dividing lines – between slums and the rest of the city, between ethnic groups, between licit and illicit (often criminal) economies, and between violent and safe areas. Whereas many of these divisions may be part of broader national problems, their geographical concentration in the limited confines of a city creates distinctly urban drivers of violence, and therefore requires tailored policies in response. These divisions, exacerbated by the rapid urbanisation process, have contributed to a decline in state authority – governmental capacity to enforce rules, monopoly over the use of force, taxation and other state prerogatives – at the municipal level. In cities, therefore, security and governance go hand in hand. The existence of organised armed groups able to replace key state functions makes the challenges in cities affected by armed conflict particularly urgent. This report sheds light on the ways in which cities contribute to the weakening of state authority, and aims to provide a basis for the formulation of better, more tailored policies.

Climate-related security risks are transforming the security landscape in which multilateral peacebuilding efforts take place. This policy paper offers a glimpse into the future of peacebuilding in the time of climate change by providing an in-depth assessment of the United Nations Assistance Mission in Somalia (UNSOM). Climate-related change in Somalia has reduced livelihood options and caused migration. It has also left significant parts of the population in a vulnerable condition. These climate-related security risks contribute to grievances and increase inequality and fragility, which in turn pose challenges to the implementation of UNSOM’s mandate. The impacts of climate change have hindered UNSOM in its work to provide peace and security in Somalia and in its efforts to establish functioning governance and judicial systems. UNSOM has responded to the growing impact of climate-related change. It has learned lessons from previous failed responses—notably the 2011 drought—and has created innovative initiatives that have been effective. While there is still room for improvement, UNSOM’s new initiatives may help to deliver a set of responses that meet the short-term need for a rapid humanitarian response and the long-term objective of achieving a sustainable and resilient society. The challenges faced by UNSOM and its responses to them have wider implications. They suggest that there is a need for synergetic policy responses that can turn the responses to climate-related security risks into opportunities for UN efforts to sustain peace.

The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

12. The Revolution in Civil-Military Affairs

The U.S. has learned many lessons in its wars in Afghanistan, Iraq, and Syria—most of them the hard way. It has had to adapt the strategies, tactics, and force structures designed to fight regular wars to conflicts dominated by non-state actors. It has had to deal with threats shaped by ideological extremism far more radical than the communist movements it struggled against in countries like Vietnam. It has found that the kind of “Revolution in Military Affairs,” or RMA, that helped the U.S. deter and encourage the collapses of the former Soviet Union does not win such conflicts against non-state actors, and that it faces a different mix of threats in each such war—such as in cases like Libya, Yemen, Somalia and a number of states in West Africa. The U.S. does have other strategic priorities: competition with China and Russia, and direct military threats from states like Iran and North Korea. At the same time, the U.S. is still seeking to find some form of stable civil solution to the conflicts in Afghanistan, Iraq, and Syria—as well as the conflicts Libya, Yemen, Somalia, Sudan and West Africa. Reporting by the UN, IMF, and World Bank also shows that the mix of demographic, political governance, and economic forces that created the extremist threats the U.S. and its strategic partners are now fighting have increased in much of the entire developing world since the attack on the World Trade Center and Pentagon in 2001, and the political upheavals in the Middle East and North Africa in 2011. The Burke Chair at CSIS has prepared a working paper that suggests the U.S. needs to build on the military lessons it has learned from its "long wars" in Afghanistan, Iraq, and other countries in order to carry out a new and different kind of “Revolution in Civil-Military Affairs,” or RCMA. This revolution involves very different kinds of warfighting and military efforts from the RMA. The U.S. must take full advantage of what it is learning about the need for different kinds of train and assist missions, the use of airpower, strategic communications, and ideological warfare. At the same time, the U.S. must integrate these military efforts with new civilian efforts that address the rise of extremist ideologies and internal civil conflicts. It must accept the reality that it is fighting "failed state" wars, where population pressures and unemployment, ethnic and sectarian differences, critical problems in politics and governance, and failures to meet basic economic needs are a key element of the conflict. In these elements of conflict, progress must be made in wartime to achieve any kind of victory, and that progress must continue if any stable form of resolution is to be successful.

13. In business we trust: How trust works in informal economies

In many economies across the world, business operates partly outside formal state regulation. The concept of ‘trust’ can help us understand the social underpinning of business in such economies. Trust is particularly important in the provision of credit, which is a main driver of informal economies. But as the authors of this new working paper argue, trust is not a prerequisite for acts of trusting in business. Even people who trust in their partners in business do not fully trust their partners, and deals can be entered without trust. Doing this serves to generate trust in further dealings, even though such acts of trusting do not eliminate deceit and mistrust. These are some of the conclusions that Neil Carrier (University of Bristol) and Hannah Elliott (University of Copenhagen) draw in their working paper, Entrust we must. The role of ‘trust’ in Somali economic life. They base their conclusions on ethnographic work in Eastleigh, Nairobi, where Somali enterprise and capital investments drive a thriving, partly informal, economy. The Somali traders themselves talk much about trust, an important norm that creates moral impetus for acts of trusting. 14. 'Elders Among Traders': Market Committees and Everyday State Formation in Mogadishu

When the Somali state collapsed in the early 1990s, traders in the capital Mogadishu formed market committees to protect themselves against theft and extortion and to settle disputes among themselves. These market committees continue to work, even though local government and a federal state have increased their presence in markets that are not controlled by Al-Shabaab. Mogadishu traders have an ambiguous relationship to the state, which they keep alive by remembering, critiquing and desiring it. Traders continue to have an ideal image of the state as a neutral actor above clan-lineages and as a security. At the same time, they distance themselves from the state in order not to be taken for state representatives. As they see it, this would deprive the market committees of their moral credibility, expose them to suspicion and jealousy, as well as retributions from Al-Shabaab. This report examines the current policy context for providing international support to inclusive peacebuilding. It identifies how international actors can strengthen their efforts to promote inclusion by learning from previous experience and drawing on new knowledge and approaches. It goes on to look at how international actors have supported inclusion in three very different conflict-affected contexts, Afghanistan, Somalia and Nepal, and asks how international actors have engaged on issues of inclusion in these contexts, what factors shaped this engagement, and what the results have been.

Comparing the three port cities of Benderbeyla, Bosaso and Djibouti the author provides insights into the nexus between violent capture, regulation and sovereignty across the Somali territories. What emerges are different modes of port-making that are closely related to global circulation. By bringing the sea back into Somali studies and contemporary anthropology, Dua offers an innovative interpretation of state formation dynamics. In a new DIIS Working Paper, ‘The experiential limits of the state: territory and taxation in Garoowe, Puntland’, anthropologist Kirstine Strøh Varming from Roskilde University provides the reader with unique insights into everyday state formation in northeastern Somalia. Based on extensive fieldwork in Puntland’s capital Garoowe this paper highlights how new taxes and attempts to manage urban space contribute to the constitution of state authority. Garoowe Municipality’s efforts to collect a parking tax and to regulate the city’s multiple gas stations trigger both acceptance and rejection of state interventions in the context of a growing Puntland national identity. Both the potentials and limits of state authority become visible in this case study. A new DIIS Working Paper entitled ‘Sweet secrets: sugar smuggling and state formation in the Kenya-Somalia borderlands’ explores the role of Somali militants and the Kenyan army, bureaucrats, politicians, businessmen and truck drivers in the lucrative but dangerous smuggling of sugar between Somalia and Kenya. Jacob Rasmussen, an anthropologist and Associate Professor at Roskilde University, highlights the many vested interests in sugar smuggling in northern Kenya. Sugar smuggling is a ‘sweet secret’ that is publicly known in Kenya, but cannot openly be talked about. It is part of illicit trade networks that not only span the Horn of Africa region, but go hand in hand with state formation dynamics in Kenya. Prolonged conflict, proxy wars, and inter-communal strife characterize many regions in Africa. This violence has caused untold atrocities, deaths, sexual violence, and displacement, as well as accelerating poverty and shattering lives and communities across the continent. Uncontrolled arms in Africa fuel this violence and are increasingly putting lives at immense risk. “Their priority is not the people of Somalia,” a Somali woman who had recently fled to the Dadaab refugee camp in Kenya said about peacekeepers in her home country. “It is the government and themselves.” Unfortunately, this view is not unique. Civilians in countries with peace operations often experience a wide gap between them and those missions. Yet, at a time when peacekeeping is at a crossroads—again—and under increasing financial pressure, it is more important than ever to solicit and acknowledge the views of the citizens who are affected by peace operations. Their suggestions on how to bolster results should be taken into account in the ongoing debates about successes, failures, and costs of peace operations. However, despite an acceptance in the ever-quoted HIPPO report that “engaging with host countries and local communities must increasingly be regarded as core to mission success” and despite the acceptance of protection of civilians as a core norm for UN peacekeeping, realities on the ground demonstrate that too little has been done to access or include these voices. Between October 2015 and April 2017, International Refugees Rights Initiative (IRRI) conducted close to 200 interviews with civilians in South Sudan, Sudan (Darfur) and Somalia about how they perceive the peace operations in their countries. The three missions in those countries, all of which are mandated by the UN Security Council, embody the range of different options available to implement the strategic partnership between the African Union and the UN, from a fully-fledged UN mission in South Sudan (UNMISS), to a joint AU-UN mission in Darfur (UNAMID) and an AU-operated mission in Somalia (AMISOM). While all three operate in significantly different contexts, they all have “little peace to keep” and have been often criticized for their limitations in implementing their mandate, especially when it comes to the protection of civilians. All three missions have also been reviewed this year. UNAMID has been restructured and its troop numbers have been seriously reduced; the UN and AU have just concluded a joint review of AMISOM and strengthened the focus in its mandate on withdrawal and handover to Somali security forces. UNMISS faces some minor budget cuts and a review, even as reinforcement by a Regional Protection Force is slowly being implemented. While much of what was talked about by the Somalis, South Sudanese, and Darfuris interviewed during the course of the research was specific to their context, a number of similarities and trends emerge from their responses, despite the strategic, operational, and contextual differences between the three missions. These trends are important, not only for any new rounds of high-level policy debates, but also for addressing the strategic challenges for protection of civilians and the rock-bottom popularity of peacekeepers among the civilians they are supposed to protect.

Violent Extremism is now recognized as a growing threat to peace and security in Africa, as exemplified by the recent terrorist attacks in Garissa, Abidjan, and Ouagadougou. While much of the policy discussion on Countering Violent Extremism (CVE) focuses on the return of radicalized foreign fighters to the West, less attention is directed to those foreign fighters who may eventually return from Iraq, Syria, and Libya to other areas of North Africa, the Maghreb, and the Horn of Africa. Tunisia is one of the world’s largest contributors to the Islamic State in terms of foreign fighters, with smaller contributions from Algeria, Morocco, Libya, Sudan and Somalia. Issues concerning the return of foreign fighters to Africa are particularly salient not only because these individuals may return to their communities, but also because they may link up with other extremist armed groups present across the continent. These include groups affiliated to either al-Qaeda or the Islamic State, such as Boko Haram, al-Shabaab, and al-Qaeda in the Islamic Maghreb (AQIM). Attempts to counter violent extremism began in Europe in the 1980s with the advent of programs to dissuade and disengage right-wing extremists in Norway, Sweden and Germany. Although no common definition exists, since that time CVE has come to be associated with a range of measures designed to prevent and reverse the radicalization of individuals and groups, and to forestall the participation of these groups and “lone wolves” in acts of terrorism. Given that CVE is preventative and reactive, different CVE strategies are necessary for different stages of the radicalization continuum, including for individuals and communities with no exposure to extremist networks, those with some exposure, and those already radicalized. The latter is often associated with attempts to shift extremists towards acceptance of more moderate ideologies and is known as “deradicalization.” In some ways, CVE is difficult to distinguish from conventional counter-terrorism, which often includes traditional military measures and the sharing of intelligence between nation states. However, because conventional counter-terrorism does not address the root causes prompting radicalization, policy interventions under the rubric of CVE have more recently been designed to focus attention on the grassroots factors, which may render certain individuals more susceptible to radicalization than others. Social exclusion, poverty, and a lack of education are often named as typical contenders in this regard, although CVE practitioners generally acknowledge that no single causal pathway to radicalization can be identified. Reflecting these general trends, this essay charts the development of African Union policy, from its roots in conventional counter-terrorism, to efforts to devise a continental strategy for CVE in Africa. It also outlines a number of policy measures, which any such continental strategy should take into account.

In Somaliland, Puntland and South Central Somalia, the International Community is mixing its political interests with its humanitarian agenda. Insecurity severely hampers access in many parts, making it difficult to implement and monitor humanitarian responses. International humanitarian actors need to revisit their strategies and invest more in working with local agencies to deliver aid. Local humanitarian actors need to take courageous humanitarian leadership with full accountability and transparency. Many international donors often appear to give priority to broader security agendas and the need for transparency over humanitarian action to save lives. This report assesses the capacity of local humanitarian actors to deliver humanitarian aid in response to the repeated crises that the country faces. It is the starting point of an Oxfam project to build the strength of local humanitarian actors to deliver effective humanitarian responses.

The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

Rule of law (RoL) programming is caught in the middle of the peacebuilding/tatebuilding discussion. Twenty-first century post-conflict RoL programming seems to have become more statist in character and highly focused on the criminal justice chain. A key question, however, is how external RoL/statebuilding assistance can address the gap between society and the central state so as to in effect give the RoL a greater peacebuilding function. Southern Somalia provides an example of failed RoL/statebuilding, but in Somaliland the existence of an inclusive political settlement has allowed United Nations RoL assistance to contribute not only to core state capacities, but also to engagement with civil society and arriving at innovative programming modalities, which in practice signifies an expanded interpretation of the concept of the RoL and thus of its social impact. Examples are given of engagement with “informal” customary systems and other sectors so as to contribute to the construction of more socially embedded police and justice practices capable of providing greater legitimacy to the state.

34. The Kenyan Military Intervention in Somalia

The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

“I should write a history of the jihadis in my time as I witnessed it and not as it is perceived by the West or those who disagree with us,” explains Fadil Harun regarding his motivation to publish his two-volume manuscript al-Harb `ala al-Islam: Qissat Fadil Harun (The War against Islam: the Story of Fadil Harun). Posted on the jihadi website Shabakat Ansar al-Mujahidin on 26 February 2009, the manuscript constitutes Harun's autobiography, in which he presents an intimate account of his life in the context of his career with al-Qa`ida. Harun (also known as Fazul `Abdallah Muhammad) was an al- Qa`ida operative who was killed in June 2011 by Somali government forces. Among the operations in which he played a key role are the 1998 East Africa bombings that targeted U.S. embassies in Nairobi and Dar es Salaam, following which he claims to have been appointed al-Qa`ida's “Confidential Secretary” (amin sirr al-qa`ida).

Boko Haram is an Islamic sect that believes politics in northern Nigeria has been seized by a group of corrupt, false Muslims. It wants to wage a war against them, and the Federal Republic of Nigeria generally, to create a “pure” Islamic state ruled by sharia law. Since August 2011 Boko Haram has planted bombs almost weekly in public or in churches in Nigeria's northeast. The group has also broadened its targets to include setting fire to schools. In March 2012, some twelve public schools in Maiduguri were burned down during the night, and as many as 10,000 pupils were forced out of education. Boko Haram is not in the same global jihadist bracket as Algeria's al-Qaeda in the Islamic Maghreb, or Somalia's al Shabab. Despite its successful attack on the UN compound in Abuja in August 2011, Boko Haram is not bent on attacking Western interests. There have been no further attacks on international interests since that time. Following the failed rescue of hostages Chris McManus and Franco Lamolinara in north¬eastern Nigeria in March 2012, President Goodluck Jonathan played up the connections between the group and international terrorism. However, links between Boko Haram and the kidnappers are questionable. It is difficult to see how there can be meaningful dialogue between the government and the group. The group's cell-like structure is open for factions and splits, and there would be no guarantee that someone speaking for the group is speaking for all of the members. Tactics employed by government security agencies against Boko Haram have been consis-tently brutal and counterproductive. Their reliance on extrajudicial execution as a tactic in “dealing” with any problem in Nigeria not only created Boko Haram as it is known today, but also sustains it and gives it fuel to expand. The group will continue to attack softer targets in the northeast rather than international targets inside or outside Nigeria. It is also likely to become increasingly involved in the Jos crisis, where it will attack Christian indigenes of the north and try to push them out. Such a move would further threaten to destabilize the country's stability and unity.Now that the group has expanded beyond a small number of mosques, radical reforms in policing strategy are necessary if there is to be any progress in countering the group. Wide¬spread radical reform of the police is also long overdue throughout Nigeria. As a first step, jailing a number of police officers responsible for ordering human rights abuses might go some way to removing a key objection of the group.

The long-lasting Somali conflict is profoundly linked to the country's historical development and its socio-cultural specificities. The political milieu and the struggle for power in Somalia reflect the cleavage between tradition and modernity. This rift has led to a legitimacy vacuum, which has made it difficult for the warring parties to find enough common ground for a compromise. Furthermore, external influences, at both regional and international levels, have contributed to the fragmentation of the political arena, due notably to the emphasis on the use of force as the principal tool for acquiring or maintaining power. In this unfolding crisis, regional pressures and rivalries, international interventions, economic and strategic interests as well as piracy, corruption and Islamic extremism all play an interlocking role. In view of this, a new approach to the crisis is badly needed. The EU, in particular, should promote a new strategy based on three components: enhancement of social cohesion through local cooperation programmes, state-building and development.

The European Union's mission to contribute to the training of the Somali Security Forces is the first military training mission launched by the EU. Deployed in April 2010, EUTM is nearing the end of its mandate: the training of the recruits will be completed by mid-July 2011. The mission was carried out in close coordination with the US, the African Union and the Ugandan army, and contributed to the EU's visibility in East Africa. However, given the overall feebleness of Somalia's Transitional Federal Government (TFG) and its inability to implement reform, the political effectiveness of the mission is doubtful. In the current context, EUTM should not be extended beyond its original mandate. The EU and other donors should instead support more functional local administrations and make future assistance to the TFG contingent upon tangible progress towards completing transitional tasks, a normalization of political life, and restoring the provision of public services.

Somalia has been without effective state institutions since 1991. Over the past two decades, moderately effective state-like institutions have been rebuilt in Somaliland and Puntland in northern Somalia, but they do not enjoy international recognition and are limited in power and scope. This text concentrates on the integration of non-state actors, particularly traditional authorities, during the process of state-formation in Somaliland. Arguably, this integration has brought about a hybrid political system that functioned quite well during the first years of existence of Somaliland. Hybrid political systems are currently of great interest in various African settings, including the possibility of integrating traditional authorities into (local) government in South Sudan. These systems, however, mix modes of legitimacy of different political actors in a way that, in the long run, either undermines the democratic capabilities of modern states or seriously damages the credibility and effectiveness of traditional authorities. Thus, hybrid political systems may be a way to stabilize politics in a transitory phase (e.g., after civil war or independence) but they are not the easy way out of the dilemma that state institutions in many African states are weak, have only a very limited outreach and in many regards lack popular legitimacy.

The proliferation of intra-state conflicts in the post-Cold War era has led to a substantial increase in the number of United Nations (UN) peacekeeping operations, resulting in the creation of forty-eight peacekeeping missions since 1990. The unprecedented challenges faced in the 1990's – and in particular, the failures in Rwanda, Srebrenica, and Somalia – obliged the UN to revisit and rethink its peacekeeping strategies.

Since its secession from Somalia in 1991, the east-African nation of Somaliland has become one of the most democratic governments in eastern Africa. Yet Somaliland has never been recognized by the international community. This paper examines how this lack of recognition—and the consequent ineligibility for foreign financial assistance—has shaped Somaliland's political development. It finds evidence that Somaliland's ineligibility for foreign aid facilitated the development of accountable political institutions and contributed to the willingness of Somalilanders to engage constructively in the state-building process.

Five events during the fall of 2009 thrust concerns over “homegrown” terrorism—or extremist violence perpetrated by U.S. legal residents and citizens —into public view: September 19: Najibullah Zazi, an Afghan citizen and U.S. legal resident, was arrested on charges of conspiracy to use weapons of mass destruction. Zazi later admitted to traveling to Pakistan to receive explosives and weapons training and to planning an attack in the United States. October 27: Federal authorities charged U.S. citizen David Coleman Headley with planning to attack a Danish newspaper. In December, revelations surfaced that Headley may have conspired with operatives of Lashkar-e-Taiba, a Pakistani terrorist group, in the 2008 Mumbai attacks. November 5: Major Nidal Malik Hasan, U.S. Army, allegedly killed 13 and wounded 30 at Fort Hood Army Base, outside Killeen, Texas. Early reports revealed that Hasan had previously communicated with a radical Yemeni cleric connected to al Qaeda. November 23: Federal officials unsealed indictments against eight people charged in connection with the alleged recruitment of approximately two dozen Somali Americans to fight with an insurgent group in Somalia. December 9: Five young Northern Virginia men were arrested in Sargodha, Pakistan. U.S. and Pakistani authorities claim that the group traveled there to fight alongside Taliban militants in Afghanistan.

Somalia's Transitional Federal Government (TFG) was given a second lease on life in January 2009, after successful peace negotiations in Djibouti produced new TFG leadership and yielded substantial international backing. However, the TFG remains weak and has yet to develop new political alliances or military capabilities that provide traction against Islamist insurgent groups. The insurgents themselves—including al Shabab and Hizbul Islamia—are also weak and internally divided.

Even though kidnappings, killings, attacks on UN and NGO compounds, suicide bombings, and the assassinations of local judges and other public figures, and the many other features of lawlessness in the Horn of Africa have become so commonplace that they are rarely now reported by European news media, from September 2008 Somalia once again dominated the news agenda. In that month pirates operating from small ports and harbours along Somalia's eastern coast mounted a series of successful attacks against international shipping, first capturing a Ukrainian vessel with its cargo of heavy armaments bound for southern Sudan (via the Kenyan port of Mombasa), and then intercepting a number of container ships before mounting an attack on a passenger vessel that was repelled by the crew. Finally, in November, the pirates landed the prize of a fully-laden Saudi-owned oil tanker. By the end of the year the pirate gangs operating out of Eyl, Haradheere and other harbours along the desolate eastern coast of Puntland, were reckoned to be holding no fewer than 40 vessels for ransom, with more than 200 crew members in captivity.

Roughly the same size of France and six times the size of the U.S. state of Virginia, Somalia has a 3,025 km coastline (longer than the U.S. portion of the Gulf of Mexico, which is some 2,700 km ) on the northeastern corner of Africa. Its recent history has been marred by violence and instability. Since the fall of the Siad Barre regime in 1991, there have been more than a dozen attempts to forge political consensus and establish a functioning central government. 1 Although the Transnational Federal Government was established in 2003, with its capital in the southern city of Mogadishu, it remains fairly ineffective. De facto, Somalia is governed by a system of clans operating in three relatively autonomous regions – Somaliland in the northwest, Puntland in the northeast and Central Somalia in the central and southern regions.

The two-decade-old conflict in Somalia has entered a new phase, which presents both a challenge and an opportunity for the United States. The elections of new U.S. and Somali presidents in late 2008 and early 2009 provide an opportunity to reframe U.S.-Somali relations. To best encourage peace in the devastated country, Washington needs a new strategy that takes into account hard-learned lessons from multiple failed U.S. interventions. The old strategy favoring military force and reflexive opposition to all Islamists should give way to one emphasizing regional diplomacy and at least tacit acceptance of a government that is capable of bringing order to Somalia.

Abstract:
This paper examines the role of the mild stimulant khat in the economic and political transformation of the independent, yet internationally unrecognized Republic of Somaliland. Rather than seeing khat as a hindrance for nation-state formation and as a developmental problem, the paper argues that khat has been important to the economic viability of Somaliland and to the formation of political practices and identities. In this sense, khat should be seen not only as a drug contributing to violence, state failure and inadequate development, but also as underpinning economic processes, political identities and societal structures that have been crucial to the formation and political success of Somaliland. The paper adds to our understanding of the links between emerging political and economic orders in a post-conflict society.

Piracy is an old problem which is now again attracting attention, mainly because of the surge of pirate attacks off the coasts of Somalia. Closer analysis shows the problem to be of quite modest proportions. The international naval protection of merchant shipping holds out some prospects of containing the problem, but it is most likely to solve itself. If international shipping opts for the route south of Africa, piracy will die out for a lack of targets. Maritime terrorism is, likewise, a problem of very limited proportions. It is often conflated with piracy, but there are significant differences between the two phenomena, the latter being undertaken for selfish reasons, the former for the sake of some higher cause. Whereas it is conceivable that maritime terrorists will gradually transform themselves into pirates, a transformation in the opposite direction is well Nigh inconceivable. Besides the analysis of these two phenomena, the overlap between them and certain naval strategies are also briefly touched upon.

Somalia has been without a functioning state ever since 1991, when the former dictator, Siyad Barre, was overthrown. None of the competing factions were strong enough to take his place as ruler of the country, producing first chaos, but gradually a form of stateless order. The international interventions have ever since the failed, and counter-productive intervention by the United Nations and the United States in the early 1990 exacerbated rather than mitigated the problems, let alone solved them. This was especially the case for the Ethiopian invasion (December 2006-January 2009), which produced utter chaos and a severe humanitarian crisis. Since the withdrawal of the Ethiopian forces, Islamist extremist militias have been establishing control of Somalia, and they may or may not be able to maintain this control. If they pursue their radical programme of Islamisation, their reign is likely to be short, but if they moderate themselves they may retain control.

The deployment of peacekeepers is increasingly becoming a reflex solution to crises, often in the absence of viable political agreements. The cluster of peace operations in the Broader Horn of Africa – stretching from Central African Republic and Chad, through Sudan, to Eritrea, Ethiopia and Somalia – epitomizes both practices. Moreover, though the conflicts in the region are deeply inter-linked, the peace operations there are not, nor do they form part of a broader regional strategy. Lack of a regional strategy compounds pre-existing problems of weak commitment and slow implementation. The results have been unsurprisingly poor, at great human cost.

The report analyses the decision-making processes in the security council of the United Nations, which led to the adoption of the Somalia-Resolution 794 on 3 December 1992. For the analysis of the decision-making process the Multiple-Streams approach is employed. This concept regards decision opportunities as ambiguous stimuli concerning information, goals and measuring criteria. Hence, decisions are frequently neither rationally justified, nor are they connected with a certain problem in a linear manner. The organisation is constantly confronted with a high number of problems and policy options. Under time pressure the organisation has to decide which problems and which policy options are going to be placed on the agenda and with regard to which issues a decision is needed. During decision-making processes options and problems are often reconciled into an only artificial accord. The analysis leads to the conclusion that the adoption of resolution 794 came about due to the dynamics of the US presidential election and the constant commitment of UN Secretary-General Boutros-Ghali rather than due to the situation in Somalia.

Im Rahmen des Ansatzes warden Entscheidungssituationen als mehrdeutige Stimuli in Bezug auf Informationen, Ziele und Messkriterien betrachtet. Entscheidungen sind vor einem solchen Hintergrund oft weder rational begründbar, noch sind sie gezwungenermaßen linear‐kausal mit einem bestimmten Problem verbunden. Die Organisation ist stets mit einer hohen Anzahl von simultan auftretenden Problemen und Optionen konfrontiert und muss unter Zeitdruck bestimmen, welche Probleme und Handlungsoptionen auf die Agenda gesetzt werden und in welchen Themenbereichen eine Entscheidung ansteht. Lösungen werden hierbei zu einem bestimmten Zeitpunkt (künstlich) in Übereinstimmung mit Problemen und Akteuren gebracht und in eine Entscheidung transferiert. Die Untersuchung führt zu dem Ergebnis, dass die Verabschiedung der Resolution 794 weniger auf die tatsächliche Problemlage in Somalia zurückzuführen war als auf Dynamiken des amerikanischen Wahlkampfs und den stetigen Einsatz des VNGeneralsekretärs Boutros Boutros‐Ghali.

This paper studies state failure and governance in two conflict-states in the Middle East: Iraq and Somalia. Iraq is currently undergoing a social experiment under which a new form of government is being constructed after the passage of autocratic rule. The government envisaged is a consociational democratic state designed a priori as a political mechanism for the redistribution of resources, mainly oil. Somalia represents a stateless society or anarchy. The paper argues that in resource-rich countries such as Iraq, the consociational project leads to an Olson-type rent-seeking confessional behaviour that hampers economic growth and development. The rent-seeking behaviour in Iraq is fuelling the insurgency that perceives the consociational system as a grabbing attempt of the country's resources by other ethnic groups. However, state construction is possible since there is a positive economic effect of combining government and resources. In Somalia, on the other hand, the developments and the evolution of anarchy since state collapse in 1991 exemplify the result of prolonged conflict in a resource-poor state. The lack of resources, direct access of producers to resources and low productivity and weak redistributional potential of combining resources and government offer no material incentives to the various groups for resurrecting central authority.

The paper examines the imperative for improved classification and analysis of food crises in different fragile contexts. Recognizing the persistence and protracted nature of food crises, the paper questions how prevention and response mechanisms could be improved to help decisionmakers better address the underlying causes of vulnerability and hunger. The paper draws on case study information to examine real life opportunities and constraints in applying a recently developed food security classification system, named the analytical frameworks at country level, the Integrated Food Security Phase Classification (IPC). Developed originally in Somalia, this classification framework is now being applied in a range of country contexts within and outside of Africa by national governments, UN agencies, donors and NGO organizations. The paper draws on early applications of the IPC to consider opportunities and constraints in the application of common classification systems, taking into account issues of institutional adaptation, methodologies, data and analysis.

Assistant professor at Georgetown University, where she teaches courses on African politics, civil society and democracy in Africa, and peace and conflict in East Africa. The pardon and release of thirty-eight political detainees, mostly from the leadership of the main opposition party, may give impetus to political negotiations in Ethiopia after more than two years' crisis and stalemate. Contentious and previously unresolved national issues, such as land and economic development; the institutional and constitutional structure of the Ethiopian state; and the best way to ensure equality of ethnic and religious communities, were brought to the fore during the past election cycle. However, after the election, much- needed national dialogue on these matters ended. It must be reinvigorated now that the political opposition's leaders have been freed. Citizen discontent has grown with the caretaker administration in Addis Ababa and Dire Dawa and repressive local administrations. Elections for city and local government must be held. Further delays will undermine any democratic progress. The current Parliament includes members of several opposition political parties, though not the leaders who were imprisoned. Both the ruling party and the main opposition parties should make as many visible and meaningful concessions as possible to their political opponents. Ethiopia's military intervention in Somalia in December 2006, its ongoing military presence in that conflict, and its unchanged, tense border stalemate with Eritrea have contributed to growing violence in the Horn of Africa and stymied domestic democratization.

From Somalia and Afghanistan to Bosnia, Haiti, Colombia, Rwanda, Sierra Leone, Liberia and Congo, small arms and light weapons were a common feature of the human rights calamities of the 1990's. More than a hundred low-intensity conflicts flared across the globe in that final decade of the bloodiest century, and virtually all of them were fought with small arms and light weaponry. Hand grenades, rocket-propelled grenades and bazookas, mortars, machine guns, and shoulder-fired missiles were the common weapons of warfare, along with the ubiquitous AK- 47--as readily slung over the shoulder of a 14 year old boy as a 40 year old man. Human rights and humanitarian organizations pondered the evidence: there was an inescapable linkage between the abuses they sought to curb, and the prevalence of these easy to handle, durable, and imminently portable weapons. In many instances the weapons were used as direct instruments of repression and devastation. In others, armed groups and government-sponsored militia used them to facilitate assaults with cruder weapons, spread fear, and create insecurity that effectively deprived people of their livelihood. Ironically, none of the countries in turmoil produced their own small arms. Behind the plethora of weapons lurked shadowy arms dealers looking for a profit, indifferent to the public's moral outrage and UN-imposed arms embargoes.

The report provides a brief overview of the religious landscape of Africa with a special focus on the role of religion in the continent's several conflicts. It then proceeds to look at East Africa, where the three religious “families” of traditional religion, Islam and Christianity are all present in large numbers. It does not find any significant correlation between conflict propensity or terrorism and religion, neither in the sense that religious diversity gives rise to any “clash of civilizations” nor in the sense that the predominance of any one religion (e.g. Islam) make a country more prone to conflict or terrorism. It then proceeds to country case studies of Djibouti, Ethiopia, Eritrea, Sudan, Somalia, Kenya, Tanzania and Uganda, providing a brief overview of the history of religion and conflict and an assessment of the present situation and the prospects for the future.

Many people believe that Somalia's economy has been in chaos since the collapse of its national government in 1991. We take a comparative institutional approach to examine Somalia's performance relative to other African countries both when Somalia had a government and during its extended period of anarchy. We find that although Somalia is poor, its relative economic performance has improved during its period of statelessness. We also describe how Somalia has provided basic law and order and a currency, which have enabled the country to achieve the coordination that has led to improvements in its standard of living.

Interest has grown exponentially as statistics show what we now call migrant remittances to be among the most important contributing factors to national economies in several countries. Nearly all the countries in the conflict, war-to-peace transition, and crisis categories are highly dependent on remittances. The slow recovery of livelihoods and persistent violence or repression ensure high levels of migration and the need for remittances in such countries for several years after conflict and crises have ended. By all accounts, migrant remittances reduce poverty in important ways in developing countries. Research shows that migrants transfer funds and invest in their countries of origin at times when international investment has all but disappeared. By serving these purposes in countries emerging from or still experiencing conflicts (e.g., Bosnia and Herzegovina, Kosovo, Sri Lanka, Afghanistan, Somalia, Liberia, Côte d'Ivoire and others), remittances can be seen as a sine qua non for peace and rebuilding.

On 18 May 2006, the self-declared Republic of Somaliland marked fifteen years since it proclaimed independence from Somalia. Although its sovereignty is still unrecognised by any country, the fact that it is a functioning constitutional democracy distinguishes it from the majority of entities with secessionist claims, and a small but growing number of governments in Africa and the West have shown sympathy for its cause. The territory's peace and stability stands in stark contrast to much of southern Somalia, especially the anarchic capital, Mogadishu, where clashes between rival militias have recently claimed scores of lives. But Somalia's Transitional Federal Government (TFG), which is still struggling to overcome internal divisions and establish its authority in southern Somalia, also claims sovereignty over the territory, and the issue is becoming an increasing source of tension. The African Union (AU) needs to engage in preventive diplomacy now, laying the groundwork for resolution of the dispute before it becomes a confrontation from which either side views violence as the only exit.

67. Avoiding Conflict in the Horn of Africa: U.S. Policy Toward Ethiopia and Eritrea

In 2006, the Horn of Africa witnessed major escalations in several conflicts, a marked deterioration of governance in critical states, and a general unraveling of U.S. foreign policy toward the strategically located region. The U.S.-brokered Algiers Agreement to end the 1998–2000 border war between Ethiopia and Eritrea is at a crossroads. Ethiopia has resisted implementing the decisions made by the Eritrea-Ethiopia Border Commission (EEBC), Eritrea has imposed unilateral restrictions on the United Nations Mission in Ethiopia and Eritrea (UNMEE), and both states have rejected the EEBC's plans to demarcate the border unilaterally. In Sudan, implementation of the Comprehensive Peace Agreement remains incomplete, and the violence in Darfur continues to rage and spill into Chad. In Somalia, the Transitional Federal Government (TFG) has failed to establish itself outside of Baidoa and its rival, the Union of Islamic Courts (UIC), has seized control of Mogadishu and much of southern Somalia. The rapid rise of the UIC in mid-2006 in particular amplified prospects for regional conflict as Ethiopia and Eritrea sent significant military support to the opposing sides. On December 6, 2006, the UN Security SudanCouncil unanimously endorsed Resolution 1725, a plan supported by Washington to deploy African troops to prop up the authorities in Baidoa. The Islamic Courts have stated that this intervention will be regarded as an invading force and will escalate, rather than reduce, the conflict.

Nearly four years after 9/11 , hardly a day passes without the "war on terrorism" making headlines, with Iraq, Afghanistan, Indonesia and now London holding centre stage. But away from the spot light, a quiet, dirty conflict is being waged in Somalia: in the rubble-strewn streets of the ruined capital of this state without a government, Mogadishu, al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism networks are engaged in a shadowy and complex contest waged by intimidation, abduction and assassination. The U.S. has had some success but now risks evoking a backlash. Ultimately a successful counter-terrorism strategy requires more attention to helping Somalia with the twin tasks of reconciliation and state building.

This paper examines the relationship between migration and development in the contest of Somaliland, where an estimated 25-40 per cent of the population receive regular remittances from abroad. The importance of remittances to the local economy and the impact of diaspora activities on local development are the main focus of the paper. In distinguishing four main waves of migration the paper presents a short history of the formation of the Somali diaspora. The paper also estimates the volume, importance and social distribution of individual and collective remittances to Somaliland. Finally the paper gives an overview of the functioning financial institutions in Somaliland and identifies the challenges ahead for an economy that is heavily dependent on remittances.

The conclusion of the Cold War between 1989-1991 opened new horizons for the United Nations and created expectations that the UN would emerge from the margins of world events to the focus of world politics. But many events since then -- in Somalia, Rwanda, Bosnia, and Iraq -- have undermined confidence in international institutions. A history of the UN's activities since the end of the East-West conflict conjures up names of recent infamy, such as Sarajevo, Mogadishu, Kigali, and Srebrenica, and revisits images of failure and impotence in the face of violence. These crises undermined much of the optimism that greeted the end of the Cold War at the United Nations. The founding dream in 1945 of a community of nations defending human rights and promoting collective security still seems as far from being realized as it did during the height of the Cold War.

Talks that began with great promise are in danger of collapsing unless the mediators, the international community and the Somali factions themselves provide stronger leadership. The Somali public's flagging interest and support for the process needs to be revived, and improvements are required in the negotiating process or the parties will be unable to tackle the many difficult outstanding issues. Unfortunately, the international community has remained reluctant to throw its full weight behind the peace talks, to take a tough line with those who are undermining it or generally to express a unified position on preferred outcomes.

The capacity and willingness of the international community to respond to humanitarian emergencies will continue to be stretched through December 2002. The overall number of people in need of emergency humanitarian assistance—now approximately 42 million—is likely to increase: Five ongoing emergencies—in Afghanistan, Burundi, Colombia, North Korea and Sudan—cause almost 20 million people to be in need of humanitarian assistance as internally displaced persons (IDPs), refugees, or others in need in their home locations. All these emergencies show signs of worsening through 2002. In addition, humanitarian conditions may further deteriorate in populous countries such as the Democratic Republic of Congo (DROC) or Indonesia. The total number of humanitarian emergencies—20—is down from 25 in January 2000. Of the current emergencies: Eleven are in countries experiencing internal conflict—Afghanistan, Angola, Burundi, Colombia, DROC, Indonesia, Russia/Chechnya, Sierra Leone, Sri Lanka, Sudan, and Uganda. Two—in Iraq and North Korea—are due largely to severe government repression. The remaining six—in Azerbaijan, Bosnia and Herzegovina, Eritrea, Ethiopia, Somalia, and Yugoslavia—are humanitarian emergencies that have entered the transitional stage beyond prolonged conflict, repressive government policies, and/or major natural disasters. The primary cause of the emergency in Tajikistan is drought. Several other countries currently experiencing humanitarian emergencies—Afghanistan, Eritrea, Ethiopia, North Korea, Somalia, and Sudan—also are affected by major, persistent natural disasters.

With the Taliban and al Qaeda largely defeated, a temporary coalition government taking power in Afghanistan, the Freedom Bridge near Uzbekistan finally open to relief efforts, and foreign donors promising significant aid more generally, the future looks increasingly promising for the Afghan people. But many challenges remain, even beyond the immediate priority of completing the military operation. Without rapid delivery of sufficient food, shelter, and medical supplies, Afghanistan could still experience a humanitarian catastrophe this winter. Without great care to shore up the coalition government, it could fail, just as state-building efforts have failed with disastrous consequences in places such as Angola, Rwanda, and Somalia in recent years. Without sufficient delivery of reconstruction aid, Afghanistan could remain mired in the same poverty and chaos that gave rise to the Taliban in the first place.

Reconstructing Africa's war damaged economies is an urgent task. This is especially so in a group of countries - Angola, Eritrea, Ethiopia, Guinea-Bissau, and Mozambique - which must also complete their economic and political transition from state socialism. Somalia, which shares their common history, must eventually be rebuilt. All of these countries must address their deep problems of underdevelopment and poverty. The challenges are therefore three-fold: to overcome underdevelopment, to make the transition from state socialism, and to reconstruct economies and societies.
