- Abstract:
- The positive and businesslike approach that marked the meeting of the Negev Forum Steering Committee and Working Groups in Abu Dhabi (January 9-10, 2023) proves that the drive to entrench and deepen the Abraham Accords is still ongoing despite the change of government in Israel. Hopes for a breakthrough in Saudi-Israeli relations are also still being nurtured, reflected in practical steps already taken. Moreover, the issue was raised with Jake Sullivan during his visit to Israel. Still, as the Arab saying goes, al-’ajalah min al-shaytan – haste is from the devil – and premature pronouncements have done more harm than good. The change will not come overnight: the Palestinian issue is still a stumbling block, and political dynamics in the Kingdom are complex, at least as long as King Salman still reins in some of his son’s ambitions.

- Saudi Arabia’s security-oriented approach to Yemen has foundered. The Saudi-led coalition has failed to defeat the Houthis militarily or to restore the government the group toppled. Moreover, Saudi militarization of the border with Yemen has damaged the Yemeni economy—with negative consequences for Saudi Arabia. Crucially, Saudi Arabia’s security is contingent on Yemen’s stability and economic prosperity. As such, Riyadh should contribute to reviving Yemen’s moribund economy, both in the borderlands and in the inland agricultural sector.

- Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

- Ankara is pursuing a radical revision of the regional status quo by projecting power in neighboring regions with increasing aggression and disregard for international legality. Turkey moved from a security-based to a power-based foreign policy and took advantage of the power vacuum in Eastern Mediterranean to make a bid for regional hegemony by resorting to the use of hard power. The Turkish army developed autonomous expeditionary capabilities, bolstered by a strengthened national defense industry. The lessons learned in Syria clearly informed the series of Turkish foreign policy moves that followed. A revisionist Turkey involved itself in all regional theaters of conflict, fomenting instability in the region while also reaping strategic and economic benefits. These interventions shaped Turkish-Russian competitive cooperation and strategic realignment. Since 2016 the relationship has evolved into something almost symbiotic, with the two countries coordinating their presence on multiple fronts. The two countries are drawn to one another by their shared authoritarian models of governance and similar strategic cultures and operational codes: Both countries are revisionist, aggressive and assertive on their peripheries. Both countries claim to be surrounded, which serves as a pretext for their unilateral actions. Both countries have militarized their foreign policy by conducting hybrid warfare, using surrogate forces and coercing countries that resist.

- Abstract:
- This policy paper argues that, by emulating its peer countries, wealthy, small to medium sized democracies facing national security threats, in Northern Europe and the Middle East (namely Finland, Norway, Denmark, Sweden and Israel), Greece can modernize its conscript component and thus attain qualitative superiority over the Turkish Army. Turkey’s conscript model is riven by deep-seated class, geographical and ethnic cleavages, giving to Greek political and military leaders the opportunity to gain a qualitative military edge through judicious modernization of the Greek conscript model. Such a modernization is eminently feasible today as Greece’s economic crisis has created the political space to overcome resistance to the reform of conscription. By contrast, Greece’s main national security threat, Turkey, belongs to that group of authoritarian or illiberal countries which have suboptimal conscription models, featuring evasion of conscript service by the well-educated, inefficient training and harsh, counterproductive treatment of those conscripts who do serve. Greece, also due to its post WWII illiberalism or authoritarianism, and not unlike Taiwan which has a similar legacy, has not infused its conscript component with demanding training and operational standards, roles and missions. The time is ripe, due to the resurgence of the Turkish threat and Greece’s economic crisis, which has removed many of the country’s outdated shibboleths, to modernise Greek conscription, as its peer countries have done, and thus acquire an Army qualitatively superior to that of Turkey. By doing so, Greek policy-makers will decisively strengthen Greece’s deterrence and produce positive externalities for the consripts themselves . Indeed, the more effective conscription becomes in operational terms for the Greek Armed Forces, the greater the benefits to be reaped in civilian life.

- For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

27. Difficulties in the Negotiations with Iran: Implications for Israel

- The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

- Global considerations prompted the United States’ decision to withdraw from Afghanistan, not military pressure from the Taliban. This is evident one year after the withdrawal, despite the difficult scenes of the first few days after the Taliban takeover of the capital, Kabul, and the victory celebrations of the Taliban and al-Qaeda. Furthermore, at this stage the danger of an international wave of terrorism in the West led by al-Qaeda does not appear to be a concrete and immediate threat. The killing by the United States via an armed UAV of al-Qaeda leader Ayman al-Zawahiri, who was hiding in Kabul, has also contributed to the organization's weakness and put it on the defensive. For the US administration and from a long-term perspective, the withdrawal was the right step, which did not harm the United States' superpower standing and even enabled greater attention and resources for coping with the main challenges currently posed by China and Russia.

- The threat of unmanned aerial vehicles (UAVs) has recently figured in the headlines, following UAVs launched by Hezbollah in July 2022 aimed at the Israel natural gas platform in the Karish field, reports of a Hamas project to develop UAVs, a UAV attack against the American al-Tanf base in Syria, and reports that Russia has purchased Iranian UAVs. Such an arsenal in hostile hands constitutes a mounting threat to Israel. Assuming that UAVs, especially offensive ones, will join any high-trajectory fire against Israel, new thinking about the ways of dealing with the threat in the spheres of doctrine, development, and operations is needed. Technological and operational solutions for both the more conventional threat and a scenario of massive UAV attacks in combination with high-trajectory barrages are required. Inter alia, there should be greater reliance on lasers as a cheap solution with much higher output than the current solutions. Due to the geographical proximity and broad security implications for the EU, the MENA region is one of the priorities of the EU’s external relations. Over the past two decades, and especially after the Arab Spring, the EU has invested significant resources to support the reforms in the region and align its policies with its own. At the same time, however, this ambition to cooperate closely with the region is often made more complicated by the situation on the ground. This is particularly the case of cyber resilience cooperation, where even despite overlapping interests – like the fight against cybercrime or improving the overall level of cybersecurity – the EU needs to exercise enhanced due diligence in order to avoid undermining the already fragile human rights protection in some of those countries. Reconciling these two elements – the willingness to engage in closer cooperation and the need for a cautious approach to cybersecurity cooperation – remains the key challenge. Against this background, the study aims to address two questions. First, to what extent are different initiatives and policies implemented across the region compatible with the EU’s own interests and values? Second, who are the key multipliers on cybersecurity in the region that could potentially align with the EU in certain aspects and help it achieve its policy objectives? Which of these relationships are mature enough or require further work in order to turn into concrete cooperation initiatives? - The Center for International and Security Studies at Maryland (CISSM) has been conducting in- depth surveys of Iranian public opinion on nuclear policy, regional security, economics, domestic politics, and other topics since the summer of 2014. Each survey includes a combination of trend-line questions, some going as far back as 2006, and new questions written to assess and inform current policy debates. This report covers findings from a survey fielded in late August and early September, shortly after Ebrahim Raisi was inaugurated as Iran’s new president on August 5, 2021. It provides insights into Iranian public attitudes regarding a wide range of foreign and domestic policy issues as Raisi takes office, eight months after we released a similar survey of Iranian attitudes in the early days of American president Joe Biden’s first term in office. Much has changed, and much has stayed the same since February 2021. Biden had campaigned on a pledge to rejoin the Joint Comprehensive Plan of Action (JCPOA) and lift sanctions imposed by the Trump administration, as a first step toward further negotiations, so Iranians were relatively positive in February about the prospects for reviving the nuclear deal and improving U.S.-Iranian relations. It took about ten weeks for the new administration to begin indirect negotiations with Iran on a mutual return to full compliance with the JCPOA. The Iranian parliament had responded to Trump’s maximum pressure campaign by passing a law specifying that if the Biden administration did not reverse that policy within weeks of taking office, Iran would exceed JCPOA-mandated limits on its nuclear program in more consequential ways and suspend special International Atomic Energy Agency access to Iran’s nuclear sites that were called for by the JCPOA. The economic, political, and public health crises confronting the new Biden administration precluded it from moving that quickly. The Iranian government promised to r The talks in Vienna made slow, but significant progress as preparations for Iran’s presidential election intensified. Members of the negotiating teams indicated that agreement had been reached by mid-June on some key issues, including the sequence of steps that Iran would take to resume fulfilling its JCPOA commitments and the corresponding sanctions relief it would get from the United States. Some important points of disagreement still needed to be resolved, though. Iran wanted reliable assurances that the United States would not withdraw again or take other steps to preclude Iran from receiving the promised benefits if it abided fully by its JCPOA obligations through October 2025, when the JCPOA specifies that many of Iran’s special nuclear commitments would end and it would have the same rights and responsibilities as other non- nuclear weapon states party to the 1968 Nuclear Nonproliferation Treaty. The United States also wanted assurance from Iran that once the JCPOA had been restored, it would start follow-on negotiations to address additional U.S. concerns.

- For the first time in 13 years, an Israeli foreign minister (Gabi Ashkenazi, a former Chief of Staff of the IDF) has visited Egypt for talks with his Egyptian counterpart (Sameh Shukri). At the same time, the head of Egyptian Intelligence, Abbas Kamel, landed in Israel to discuss the situation regarding Gaza with Prime Minister Netanyahu and Defense Minister Gantz. Both visits are parts of a bid by President ‘Abd al-Fattah al-Sisi to take the lead in stabilizing the ceasefire between Hamas and Israel and managing the next steps in the broader Israeli-Palestinian context. Egypt has already benefitted from this. The initiative broke the ice between Sisi and the Biden Administration. Israel, stands to gain, as well. Unlike their predecessors, Sisi and Shukri have welcomed the Abraham Accords. Israel and Egypt have common interests in the eastern Mediterranean. And the Egyptians, for their own reasons, do not trust Hamas. Still, Israel is entitled to insist that as mediators, the Egyptians should keep Jerusalem off the table. It would be dangerous for many in the region were Hamas to gain a strategic foothold there. Israel also should insist on a swift release of its citizens held by Hamas and the return of the bodies of dead soldiers held since 2014. Additionally, it would be useful for the Egyptian government to curb the coarse anti-Israeli and often antisemitic discourse in its state-owned media and the Egyptian public domain, which acts to constrain Cairo’s options.

- Over the past decade, Iranian officials have repeatedly referred to “forward defence” or “offensive defence” as the foundation of Iran’s military strategy. While the concept implies the inclusion of offensive aspects into Iran’s military strategy, which used to have an overwhelmingly defensive nature, it is also increasingly used to justify Iran’s military presence beyond its borders. This paper begins with a historical overview of the evolution of Iran’s military strategy, especially since the 1979 Islamic Revolution, showing how the concept of “deterrence” has become the cornerstone of its strategic military planning. It also discusses the crucial concept of “strategic depth”. Understanding these basic concepts is essential to be able to analyse the forward defence strategy, its main elements, and the domestic, regional, and international factors contributing to its formation. The paper also explores how the Syrian crisis has affected Iran’s military strategy in both conceptual and instrumental terms, leading to the formation and consolidation of the forward defence. Conceptually, Iran has justified its direct military presence far from its borders as necessary for confronting threats at their source before they reach Iranian territory. From an instrumental point of view, Iran’s involvement in the Syrian crisis has led to the development of Iran’s regional network of non-state allies and proxies, while adding a new layer to Iran’s deterrence vis-à-vis Israel. The main argument is that forward defence is not a new military doctrine but an evolved and updated form of “deterrence”. The paper also identifies Iran’s ballistic missile and drone programmes, its support for non-state actors across the region, and its focus on developing cyberwar capabilities as the main elements of its forward defence strategy, rooted in its perception that it is located in an increasingly insecure regional environment. Finally, the paper suggests that, for the United States to reach an agreement with Iran on these missile and regional issues, Washington and its regional allies must make reciprocal concessions to alleviate Iran’s sense of threat to its security and survival. In this case, Iran might be ready to make concessions on its allied and proxy militias in Yemen and Syria, although the more complex security and political situations in Iraq and Lebanon leave Tehran with comparably less leverage. While Iran is not expected to agree on considerably limiting its missile programme, an agreement on the range of its ballistic missiles could be achievable.

- Syria is a geographic entity divided into three main zones of control, each ruled by local actors with the strong and seemingly indefinite support of powerful foreign actors. These three zones are one zone in western, central, and eastern Syria controlled by the Syrian government, a second zone in northwest and northern Syria along the Syrian-Turkish border controlled by the Syrian opposition and supported by Turkey and a third zone in northeast Syria controlled by the Autonomous Administration of Northeast Syria (AANES) and its military the Syrian Democratic Forces (SDF) - which is supported by the United States and several of its allies that are part of the global coalition to defeat the Islamic State of Iraq and al-Sham (ISIS). The common perception by observers of the Syrian conflict is that it is frozen; that Syria will be indefinitely divided into these different territorial zones of control. This assumption obscures the fact though that a significant amount of fluidity on the ground within Syria's three main zones of control is possible. Each of these zones has its own unique characteristics and local customs that must be understood to draw broader assessments on how the wider Syrian conflict might be resolved one day.

- Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. - The situation in Idlib poses a challenge to the Assad government. Damascus has neither the forces nor the means to resolve the problem. Moreover, any operation conducted against the Syrian moderate opposition and the radical alliance “Hayat Tahrir al-Sham” (HTS) concentrated in this region could be significantly problematic for the government. Turkey seeks to establish a protectorate or security zone in Idlib to accommodate those fleeing regime-held areas and prevent a new refugees flow into Turkey. The gains achieved by the Turkish operation in Idlib by the establishment of the security zone has potentially been lost as a result of the subsequent Russian backed Syrian government offensive, which has created a problem for Turkey with hundreds of thousands heading toward the Turkish border and threatening to exasperate what is already a costly refugee problem for Ankara. In order for Turkey to address issues in Idlib, including IDPs and economic problems, it first needs to deal with the HTS, ideally finding a way to dissolve the group. This could potentially be an area of cooperation for Moscow and Ankara. This may be necessary to prevent a deterioration in the security situation and long-term destabilisation of the area.

The rift between Europe and the United States over Iran is deepening. Two years of U.S. maximum pressure on Tehran have not yielded the results Washington had hoped for, while the Europeans have failed to put up enough resistance for their transatlantic partner to change course. Worse, the U.S. policy threatens to destabilize the broader Persian Gulf, with direct consequences for Europe. To get ahead of the curve and regain leverage, the European Union (EU), its member states, and the United Kingdom have to look beyond their relations with the Islamic Republic and address wider regional security challenges. The United States’ incipient retreat as a security guarantor and Russia’s increased interest in the region make it necessary for Europe to engage beyond its borders. Despite being barely alive, the 2015 international nuclear deal with Iran offers a good starting point. The Europeans should regionalize some of the agreement’s basic provisions to include the nuclear newcomers on the Arab side of the Gulf. Doing so would advance a nonproliferation agenda that is aimed not at a single country but at the region’s broader interests. Similarly, the Europeans should engage Iran, Iraq, and the six Arab nations of the Gulf Cooperation Council in talks about regional security. Rather than suggesting an all-encompassing security framework, for which the time is not yet ripe, they should pursue a step-by-step approach aimed at codifying internationally recognized principles at the regional level.

- The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

- Following the August Beirut port explosion, the Lebanese Armed Forces must rebuild trust with the civilian population. The LAF can serve as a critical pillar in Lebanese government efforts to strengthen national security and identity in the midst of the crisis, in light of security sector assistance from the United States and other Western partners. The Lebanese Armed Forces (LAF), and Lebanon more broadly, is one of the largest recipients of foreign assistance in the Middle East. The United States and allied governments have sought to build the capabilities and professionalism of the LAF since the 2006 Israel-Hezbollah war, focusing primarily on counterterrorism and border security. The LAF stood in stark contrast to other Lebanese security services in their restraint vis-à-vis the civilian population during the 2019 protests. However, recent reported violent incidents against civilians, ambiguity of the role of police forces, and concerns about both recovery efforts following the August 2020 port explosion in Beirut and extended powers under the state of emergency established by the Lebanese parliament have raised international concerns about the role of Lebanon’s security services, including the LAF. The LAF has a critical role to play in stabilizing Lebanon through a multi-faceted crisis, but will need to take concrete steps to bolster its professionalism. Lebanon’s modern politics have long been defined by confessionalism, a reality that persists even as the country is engulfed in crisis. International assistance to the LAF over the last fourteen years had intended to support the LAF as a legitimate national institution transcending confessions and supporting a broader sense of Lebanese security and identity. In the midst of the ongoing crisis in Lebanon, political turmoil at the helm of the country, and the ongoing coronavirus pandemic, there is an important opportunity for the international community to support a new path for governance in the country—as shaped and envisioned by its populace. This opportunity hinges upon leveraging existing channels of support to the LAF and building in conditionality mechanisms that hold the LAF accountable for its actions, while continuing to promote a clear articulation of priorities for the LAF and a plan to improve military effectiveness through policy and doctrine; training and equipment, education, and exercises; operations; and institutional capacity building.

- From the outset of the protest events in Tunisia, Egypt, Yemen, Libya and other countries, many people in the world began using the term “Arab spring” to describe the sequence of events in the various locations. The term was based on the term “theSpring of Nations,” that refers to a wave of national revolutions in Europe in the mid-19th century. It seemed to take a little longer for the term to penetrate the Israeli discourse on the subject and even when it did many hesitated to accept it and had reservations about its positive and optimistic connotations. For instance, Minister of Strategic Affairs Moshe (Bogie) Yaalon stated that “the event is dramatic and historic and will be given a name, but not the Arab spring.” Former Mossad chief Meir Dagan also opined it was a mistake to use the term “Arab spring” and explained that “whoever coined the phrase drew it from events that occurred in Europe in 1848, when liberal ideas proliferated in the world. The truth is there is no liberal message.” Former head of military intelligence Amos Yadlin said “we understand today that the pair of words ‘Arab spring’ did not describe correctly the phenomenon that rocked the Middle East in 2011.” The Israel Defense Forces’ intelligence branch discussed the issue and decided that the term “Arab spring” was unsuitable and decided to use the term “upheaval” as the official term describing the events.4 Many other people in Israel, as shall be described below, began using the terms “Arab winter” or “Islamic winter” as terms to challenge the original term and express a negative reading of the events. This article wishes to present an analysis of the Israeli discourse following the Arab Spring events as articulated by different parties in diverse forums of conversation. The article analyzes the public and media conversation in Israel and includes an analysis of statements, articles and public opinion surveys and refers to different players (politicians, public figures, journalists and military commanders) and different issues and questions that have arisen as part of the conversation on the subject.

- Over the last decades, the Middle East, and more specifically the Eastern Mediterranean region, has experienced a rapid process of desertification. In water-scarce areas, access to water is thus of key importance for economic prosperity, political stability and the vitality of the civilian population. As a result, in those Eastern Mediterranean countries facing severe water scarcity water has been framed as an existential threat, leading governments to use and justify emergency measures highly concentrated at the governmental and military level. The overall analysis of this Joint Policy Study asserts that though water management is highly securitised in the Middle East, and access to the resource is considered a national security issue, water security and multilateral cooperation is not ensured but jeopardised by ongoing securitising trends. Securitisation promotes a national and centralised approach towards water management at the expense of the participation of civil society, neutral monitoring and data collection, and the creation of secure, sustainable and transparent access to water for local communities.

- As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.
