1. Understanding the Energy Drivers of Turkey’s Foreign Policy

Abstract:
Turkey has an energy dependence problem. For the past two decades, Ankara’s energy needs have been on the rise, and they are projected to continue on an upward trajectory until at least 2035. Yet, the country is not endowed with the proven natural resources to support its energy needs, and so it imports almost all of the energy it consumes. This reliance on energy imports creates economic and security constraints for Ankara. On the economic front, strategic decisions to diversify Turkey’s energy market impact the direction and pace of the country’s economic development. On the security front, dependence on foreign energy exposes Turkey to external shocks and creates vulnerabilities that affect the country’s international posture. To Turkish policymakers, this is hardly breaking news. For many decades, successive governments have been considering ways to diversify the country’s energy portfolio with the objective of ensuring access to affordable, reliable energy supplies. Domestically, this goal has translated into continued investments in locally produced power, such as the development of natural gas fields under the Black Sea and the opening of nuclear and coal-fired power plants across the country. Externally, the aim of diversification has led Ankara to forge a wide range of international partnerships and preserve relations with both Western purchasers of Turkish exports and key energy providers, including Russia and countries in Turkey’s immediate neighborhood. What is more, Ankara pursues its energy diplomacy against the backdrop of a broader geopolitical strategy of bolstering Turkey’s status as a regional power based on its geographic position and connections. At the heart of this strategy is a grand plan to establish Turkey as a major natural gas hub that will put the country at the center of regional energy trade. This policy has ramifications for Ankara’s relations with its close and more distant neighbors. Turkey is surrounded by energy-rich countries, and one of its primary objectives when reaching out to them is to secure the conditions for a steady inflow of energy resources—typically, natural gas and oil. This objective can lead to the development of durable economic partnerships, such as with Azerbaijan, Turkmenistan, and Iran; but it can also spark conflicts of different degrees of intensity, such as with Turkey’s Eastern Mediterranean neighbors and Iraq. Beyond its immediate neighborhood, Ankara’s gas diplomacy is consequential for relations with Russia—with which Turkey has been strengthening its energy relations beyond hydrocarbons—and with Europe. On the demand side of Ankara’s natural gas market equation, European countries are thirsty for non-Russian hydrocarbons in the short and medium term and for green energy in the longer term. Turkey has the potential to provide both, as long as it comes up with strong policies that support these energy transitions. To do so, the Turkish government will need to shift its approaches not only to energy but also to geopolitics. Ankara will have to present itself as a reliable energy partner for Europe and ramp up its investment in clean energy technologies. Delinking Turkey’s economic development from its dependence on hydrocarbons will benefit Ankara financially while bringing it closer to its European allies. Building a long-lasting energy partnership with Europe remains one of Turkey’s greatest challenges.

During the decades of apartheid, South Africa was an international pariah. Since the country transitioned to majority rule in 1994, the African National Congress (ANC) has dominated politics, and the ANC has itself transitioned from a national liberation movement to a party of government. Domestically, South African cyber strategy should be seen as part of the ANC’s wider political challenge of trying to deliver economic growth, development, and prosperity. Over thirty years, the ANC has struggled to deliver on this agenda in a profoundly unequal society with infrastructure and institutions that have weakened particularly over the past fifteen years. Alongside confronting domestic challenges, the ANC has also tried to reshape South Africa’s global role. This was perhaps most visible under its first president, Nelson Mandela (1994–1999), but it was arguably pursued most systematically under Mandela’s successor, Thabo Mbeki (1999–2008). This reorientation of South Africa in the world was an ambitious and complex project, the foundations of which were the country’s leading role in its region and continent as well as its ties within the wider Global South. The project entailed tensions between the progressive promotion of human rights and freedoms, on the one hand, and the cultivation of instrumental relations with authoritarian and repressive states, on the other. These tensions continue to affect South African foreign policy, including its cyber diplomacy. South Africa identifies cybersecurity as a key national priority and has to this end adopted a national cybersecurity strategy and established a military Cyber Command. The reality, however, is that other issues have been consistently ranked above cybersecurity, such as addressing corruption, poverty, racial and social injustice, and the HIV/AIDS epidemic. Cybersecurity has therefore not been seen as a high priority by successive South African governments. This has left Cyber Command underresourced and unmotivated. This deprioritization means that South Africa is unlikely to emerge as a prominent military or intelligence cyber power anytime soon. The wider lack of national prioritization will also make it harder for so-called like-minded states—which are bound together by a mutual respect for democracy, human rights, and the rule of law—to form an effective partnership with South Africa on the topic of cybersecurity. South Africa’s approach to international cyber governance debates has been cautious and noncommittal, reflecting cyber diplomacy’s relatively low priority in its national strategy. What position South Africa takes in cyber debates is, however, of keen interest to the international community. An important question is whether South Africa will support the existing multistakeholder approach to cyber governance that is championed by like-minded states or join China and Russia in their efforts to recalibrate this approach and push for greater state control over cyberspace. Indeed, under President Cyril Ramaphosa, South Africa has not yet published its national position explaining how international law applies to cyberspace. A related question is whether South Africa will join like-minded states in elaborating how existing international law applies to cyberspace or side with China and Russia to campaign for new, bespoke international law (for example, treaties) to regulate this domain. When examining these questions, it is important to recognize the context of the ANC’s long-standing ties with Russia, both during its thirty years in government and in its previous decades struggling for national liberation. This is helpful for understanding South Africa’s interactions with Brazil, Russia, India, and China (which form the BRICS bloc with South Africa) and forecasting its future positions in cyber governance debates. For example, South Africa has been reluctant to unambiguously condemn Russia’s invasion of Ukraine in 2022, and it appears to have supported Moscow by covertly supplying it with weapons. In the longer term, South Africa’s positions in cyber diplomacy debates will likely be shaped by trends in both domestic politics—such as the ANC’s waning electoral performance—and the success of digital development. In this context, it is perhaps advisable for like-minded states, such as the United States, to focus on cyber capacity-building assistance and ensure that these efforts play into the wider development agenda in South Africa.

Abstract:
Since 2019, Iran has significantly expanded its sensitive nuclear activities, which has irreversibly altered the pathways available to Iran if the decision were made to develop nuclear weapons. The proliferation risk posed by Iran’s nuclear advances is amplified by the monitoring gaps that Tehran created by reducing IAEA access and monitoring. Iranian officials have long denied any interest in nuclear weapons but there are new signs that Iran may rethink the prohibition on nuclear weapons if security conditions change. Iran’s technical expertise cannot be reversed, and its nuclear infrastructure is less vulnerable to attack. As a result, military strikes against Iran would set back the program, but only temporarily, and risk driving Tehran to develop nuclear weapons. Tehran has signaled its willingness to de-escalate tensions, including on its nuclear program. Leaders in Washington should seize this opportunity to incentivize Tehran to take steps that increase monitoring of its nuclear program and reduce proliferation risk. The experience of the 2015 nuclear deal demonstrated the limitations of transactional bargaining. The regional nuclear environment also has shifted since 2015 and there is an increased risk that additional states will seek to match Iran’s capabilities. The United States should be thinking now about alternative frameworks for negotiating a longer-term nuclear deal, or series of deals, that take into account Iran’s nuclear advances and mitigate regional proliferation risks.

While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

Abstract:
After the death of twenty-two-year-old Mahsa (Jina) Amini in the custody of Iran’s morality police on September 16, 2022, protests quickly spread throughout the country under the slogan of “Woman, Life, Freedom.” Amini’s death galvanized a movement that connects women’s individual freedom to choose their dress code to the systemic social, political, and economic grievances of a larger population that is demanding fundamental change. In claiming the realization of their basic rights, Iranians are revolting against a system that not only oppresses women and peaceful dissent but also continues to fail to meet citizens’ needs. This fight, which has attracted global solidarity, highlights the core message that when women’s rights are marginalized to nonexistence, human rights for all are at risk. The protests have taken place amid mounting repression of organized peaceful activism, a continuing deterioration of Iranians’ basic rights, and a host of economic ills, including rising inequality, increasing poverty, worsening living conditions, skyrocketing food prices, raging inflation, and rising unemployment. Three years of the coronavirus pandemic as well as decades-long comprehensive economic and financial sanctions have gravely added to the socioeconomic calamity. On top of this economic insecurity, precarious and perilous working conditions had already sparked increasing protests in Iran in recent years, resulting in the government’s harsh crackdown on human rights activists and civil society as well as further infringements on rights, including internet shutdowns, even before current events. Repression and the deterioration of Iran’s socioeconomic conditions have aggravated the situation for women in particular. Especially in recent years leading up to the current protests, this trend has hindered Iranian women’s ability to mobilize, protest, and achieve the full realization of their rights. Those who experience intersecting discrimination because of their minority background or social status are impacted even more if they live in rural areas, which are less developed than urban ones, or in areas on Iran’s border, which the state views predominantly through a security lens. The international response to Iran’s very poor human rights record and current protests, however, has lacked a holistic approach that considers women’s key role as agents of change and encompasses civil and political as well as social and economic rights as integral components of women’s rights. In fact, women’s rights and gender equality are not only goals in themselves but also enable the realization of fundamental rights of other marginalized groups, such as children and minorities. Moreover, women’s rights and gender equality are the strongest indicators of and preconditions for sustainable and peaceful societies, both internally and externally. Yet, the European Union’s (EU’s) current approach to Iran does not account for this reality. Over the past years, the EU’s policy toward the country has focused on negotiations to revive the Joint Comprehensive Plan of Action (JCPOA) after Washington’s withdrawal from the deal in 2018. The current situation in Iran urgently highlights the need for a policy framework that responds to the government’s repression and gross human rights violations and, equally, considers the disastrous socioeconomic situation in the country, which is a key obstacle to the public’s ability to organize to realize its rights. Given the importance of economic precarity and socioeconomic inequality in the current revolt, the EU should adopt policies that can support the protesters’ rights and demands in the short term while considering a revised long-term approach centered on empowering Iranians in their efforts to create long-lasting democratic change.

6. Trade sanctions and informal employment

This paper examines how trade sanctions affect the allocation of workers across formal and informal employment. We analyse the case of the unexpected and unprecedented trade sanctions imposed on Iran in 2012. We use a difference-in-differences approach and compare the probability of working in the informal sector before and after 2012 for individuals employed in industries with pre-existing different levels of exposure to international trade. Combining employment data from the Iranian Labour Force Survey and trade data from Iran’s Customs Administration database for the years 2008–14, we find that workers employed in industries initially facing higher exposure to trade are significantly more likely to experience informal employment in the years after 2012 than workers employed in industries with lower trade exposure. This result suggests that, in the short run, the informal sector may absorb a significant fraction of workers displaced by the trade shock caused by the sanctions. We estimate that the increase in informal employment is highest for poorly educated workers, highlighting the unequal labour market consequences of trade sanctions. We exclude that industries differentially exposed to international trade were already following a different trend in the share of informal employment in the years prior to 2012, thus providing empirical support for the validity of our identification strategy. Moreover, we show that our main result holds when accounting for potential sorting issues by an instrumental variable approach. Our findings shed light on a potentially important dimension of labour reallocation whereby trade sanctions can affect the economy of the target country. They also provide important implications for policies designed to address informal employment and to assist trade-displaced workers.

7. Restoring Competitive Politics: Electoral Contestation and the Future in Turkey and India, and Iran and Russia

Abstract:
The institutions and practices necessary for open and fair competition for political power are eroding across the world. In some countries, such as Turkey and India, the democratic dividend of electoral competition has been steadily undermined by majoritarian autocrats who have proved adept in campaigning for office and winning elections. In others, such as Russia and Iran, political leaders have marginalised or suppressed electoral processes, reducing them to closely managed performances that seek to demonstrate public consent. At least some traces of the mechanisms of electoral competition often remain in place, however, even where genuine public consent has been almost extinguished. This leaves open the possibility that the trend away from competitive electoral politics could be at least partially reversed in future, in the context of political succession or the electoral defeat of incumbents. In June 2023, LSE IDEAS brought together experts from the London School of Economics and Political Science (LSE) and other institutions to examine the potential for restoring the democratic dividend of competitive politics in four major countries. Turkey and India were selected for their timeliness—national parliamentary and presidential elections were held in Turkey in May 2023, and national parliamentary elections are due in India in April 2024—and for their similarities: both political systems are characterised by powerful elected leaders with a strong record of performance in national elections, each backed by large political parties based on an appeal to national and religious identity. Iran and Russia were chosen as examples of two states where competitive electoral politics had been temporarily enabled by significant political change—respectively, an impasse in Iran’s theocracy in the 1990s, and the end of the Soviet Union—only to be undermined by the reassertion of autocratic power. Two assumptions underlay the planning of this discussion on ‘Restoring Competitive Politics: Electoral Contestation and the Future’. The first is that the characterisation of political systems as either democratic or autocratic provides an insufficient basis for explaining many differences in the workings of political institutions, or for guiding policy. The second assumption is that while certain institutions and practices appear to be essential to maintaining open competition for political power—including for example, freedom and diversity of comment in major channels of communication like broadcast television, radio, newspapers, and social media—there is no useful empirical example or theoretical formulation of an ideal or perfect democratic political system. The exclusion from the discussion of countries with longer established forms of competitive politics, such as the United States or the United Kingdom, was not intended to suggest an implicit comparison with ideal types of functioning democracies. On the contrary, there are grounds for concern about the maintenance of open competition for political power in every country professing to be a democracy. As David Runciman has said of the future of democratic practices: ‘The question for the twenty-first century is how long we can persist with institutional arrangements we have grown so used to trusting, that we no longer notice when they have ceased to work.’ He warns that ‘democracy could fail while remaining intact’.

One year after the “Women, Life, Liberty” protests in Iran following the death in custody of Mahsa Amini, Iranian women’s rights activists and international human rights experts have united to denounce the brutal Islamic Republic and call for the international recognition of “gender apartheid”. Countries with values-based foreign policy – including feminist foreign policy - that aims to promote human rights and gender equality can and should support this call, in alliance with like-minded countries. “We must constantly keep our goal in sight. Our path to freedom will necessarily lead to the removal of the Islamic Republic and the elimination of political Islam from the (sphere of) governance” – Bahareh Hedayat1 In September 2022 an unprecedented, nationwide uprising in Iran began following the extrajudicial killing in detention of 22-year-old Mahsa Jina Amini, who was arrested for not wearing her hijab “properly.” The national uprising prompted the first Middle Eastern revolutionary movement led by women and motivated by women’s demands for fundamental human rights. The slogan of the movement highlighted that women’s emancipation is the basis for democracy in Iran and the toppling of Islamic fundamentalism in the region: “Zan, Zendegi, Azadi / Women, Life, Freedom!” Global public opinion and media rallied behind the uprising. The movement has its roots in women’s protests in Tehran against the compulsory hijab immediately after the establishment of the Islamic Republic (IR) in 1979. Iranian women have realized that their dignity and rights are irreconcilable with the IR. Young women mobilized the entire society – people of all ages, groups and regions and restored their courage to stand up to their oppressors. The shooting of more than 500 peaceful protesters on the streets, including 70 children in response to the movement, exposed the true nature of the extremist Islamic regime.

Abstract:
In recent weeks, public debate in Iran has resumed regarding the possibility of transferring power after the death of the current Supreme Leader, Ali Khamenei, to his son Mojtaba. In the background of this debate is criticism of the idea of cultivating Mojtaba as a possible successor, sounded by the leader of the reformist opposition, Mir-Hossein Mousavi; a report on the promotion of Mojtaba to a high religious status with the rank of ayatollah; and an expression of support for his possible appointment as leader from one of the Friday prayer leaders. The possibility of the transfer of power to Khamenei's son has already evoked severe public criticism on the ground that it contravenes the fundamental principles of the Islamic Revolution. At this point, it is too early to assess whether this scenario is indeed considered seriously. However, in the absence of a suitable consensus candidate to succeed Khamenei, it cannot be ruled out that the death of the current Supreme Leader may pave the way for a transition to an alternative governing model, including dynastic rule.

The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

Abstract:
Over the past decade, Iranian officials have repeatedly referred to “forward defence” or “offensive defence” as the foundation of Iran’s military strategy. While the concept implies the inclusion of offensive aspects into Iran’s military strategy, which used to have an overwhelmingly defensive nature, it is also increasingly used to justify Iran’s military presence beyond its borders. This paper begins with a historical overview of the evolution of Iran’s military strategy, especially since the 1979 Islamic Revolution, showing how the concept of “deterrence” has become the cornerstone of its strategic military planning. It also discusses the crucial concept of “strategic depth”. Understanding these basic concepts is essential to be able to analyse the forward defence strategy, its main elements, and the domestic, regional, and international factors contributing to its formation. The paper also explores how the Syrian crisis has affected Iran’s military strategy in both conceptual and instrumental terms, leading to the formation and consolidation of the forward defence. Conceptually, Iran has justified its direct military presence far from its borders as necessary for confronting threats at their source before they reach Iranian territory. From an instrumental point of view, Iran’s involvement in the Syrian crisis has led to the development of Iran’s regional network of non-state allies and proxies, while adding a new layer to Iran’s deterrence vis-à-vis Israel. The main argument is that forward defence is not a new military doctrine but an evolved and updated form of “deterrence”. The paper also identifies Iran’s ballistic missile and drone programmes, its support for non-state actors across the region, and its focus on developing cyberwar capabilities as the main elements of its forward defence strategy, rooted in its perception that it is located in an increasingly insecure regional environment. Finally, the paper suggests that, for the United States to reach an agreement with Iran on these missile and regional issues, Washington and its regional allies must make reciprocal concessions to alleviate Iran’s sense of threat to its security and survival. In this case, Iran might be ready to make concessions on its allied and proxy militias in Yemen and Syria, although the more complex security and political situations in Iraq and Lebanon leave Tehran with comparably less leverage. While Iran is not expected to agree on considerably limiting its missile programme, an agreement on the range of its ballistic missiles could be achievable.

The future for Syria in 2021 looks bleak from the Russian perspective. Though the conflict entered a low-intensity phase of armed confrontations that characterised 2020 will likely continue in 2021. The temporary negotiated solution for north-western Syria reached in March 2020 is likely to hold but there exists a high probability of renewed fighting between the SAA and various Islamist groups. There will also be bickering between Russia, Turkey, Syria, and Iran due to their different visions for Idlib’s future. Tensions will likely also continue to grow in northern and north-eastern Syria, where US-backed Syrian Democratic Forces sporadically clash with pro-Turkish groups. Occasional US-Russian encounters on the ground are also highly likely in the region. Additionally, confrontations between Israel and Iran/Hezbollah forces stationed in Syria will likely continue and might escalate.

On June 18, conservative cleric Ebrahim Raisi won Iran’s presidential election to succeed moderate President Hassan Rouhani. For many, his victory came amid public dissatisfaction with the dire economic and political situation, along with widespread disqualification of reformist and moderate candidates, which significantly reduced voter turnout. Traditionally, lower turnout in Iranian elections means the victory of conservative or so-called ‘hardline’ figures and so Raisi’s victory was in many ways following a theme. However, even though the election and its outcome indicate a significant shift in Iran’s domestic politics toward more authoritarianism, its impacts on foreign policy, including Iran’s strategy in Syria, will be less tangible. Over the past several years, the Islamic Revolutionary Guard Corps (IRGC) has almost completely dominated Iran’s regional policy. At the same time, Iran’s Supreme Leader Ayatollah Seyyed Ali Khamenei openly seeks to limit the role of the president in foreign policy. Consequently, this means that Iran’s policy in Syria in the post-election period will be more about continuity than about change.

Abstract:
The Center for International and Security Studies at Maryland (CISSM) has been conducting in- depth surveys of Iranian public opinion on nuclear policy, regional security, economics, domestic politics, and other topics since the summer of 2014. Each survey includes a combination of trend-line questions, some going as far back as 2006, and new questions written to assess and inform current policy debates. This report covers findings from a survey fielded in late August and early September, shortly after Ebrahim Raisi was inaugurated as Iran’s new president on August 5, 2021. It provides insights into Iranian public attitudes regarding a wide range of foreign and domestic policy issues as Raisi takes office, eight months after we released a similar survey of Iranian attitudes in the early days of American president Joe Biden’s first term in office. Much has changed, and much has stayed the same since February 2021. Biden had campaigned on a pledge to rejoin the Joint Comprehensive Plan of Action (JCPOA) and lift sanctions imposed by the Trump administration, as a first step toward further negotiations, so Iranians were relatively positive in February about the prospects for reviving the nuclear deal and improving U.S.-Iranian relations. It took about ten weeks for the new administration to begin indirect negotiations with Iran on a mutual return to full compliance with the JCPOA. The Iranian parliament had responded to Trump’s maximum pressure campaign by passing a law specifying that if the Biden administration did not reverse that policy within weeks of taking office, Iran would exceed JCPOA-mandated limits on its nuclear program in more consequential ways and suspend special International Atomic Energy Agency access to Iran’s nuclear sites that were called for by the JCPOA. The economic, political, and public health crises confronting the new Biden administration precluded it from moving that quickly. The Iranian government promised to r The talks in Vienna made slow, but significant progress as preparations for Iran’s presidential election intensified. Members of the negotiating teams indicated that agreement had been reached by mid-June on some key issues, including the sequence of steps that Iran would take to resume fulfilling its JCPOA commitments and the corresponding sanctions relief it would get from the United States. Some important points of disagreement still needed to be resolved, though. Iran wanted reliable assurances that the United States would not withdraw again or take other steps to preclude Iran from receiving the promised benefits if it abided fully by its JCPOA obligations through October 2025, when the JCPOA specifies that many of Iran’s special nuclear commitments would end and it would have the same rights and responsibilities as other non- nuclear weapon states party to the 1968 Nuclear Nonproliferation Treaty. The United States also wanted assurance from Iran that once the JCPOA had been restored, it would start follow-on negotiations to address additional U.S. concerns.

Azerbaijan’s victory in the Second Karabakh War (September 29–November 9) has had a transformative effect on the country. It not only changed the attitudes of its population, whose members now feel themselves to be heroes rather than victims (see EDM, January 21), but also bolstered the diplomatic weight and possibilities of the Azerbaijani government in its dealings with other regional states. In prosecuting a triumphant war against Yerevan, Baku demonstrated its own ability to act. But just as importantly, Azerbaijan has shown to peoples and governments in the Caucasus and Central Asia that it is a force to be reckoned with, in part thanks to its growing links with Turkey. Moreover, that alliance makes possible an appealing path to the outside world for all who join it. That reality is causing countries east of the Caspian to look westward to and through Azerbaijan in their economic planning and political calculations. At the same time, however, these developments are generating concerns in Moscow and Tehran, which oppose east-west trade routes that bypass their countries’ territories and instead favor north-south corridors linking Russia and Iran together. As a result, Azerbaijan’s recent successes in expanding links with Central Asia set the stage for new conflicts between Azerbaijan and its Turkic partners, on the one hand, and Russia and Iran, which have far more significant naval assets in the Caspian, on the other (see EDM, November 27, 2018 and February 20, 2020; Casp-geo.ru, December 24, 2019; Chinalogist.ru, November 21, 2019).

Iranian Foreign Minister Javad Zarif’s five-country regional tour of Armenia, Azerbaijan, Georgia, Russia and Turkey, between January 25 and 28, clearly carried that mission (Tasnim News Agency, January 30). In particular, a top agenda item during this series of foreign visits was the proposal to reactivate a Soviet-era railway connecting Iran and Armenia via Azerbaijan’s Nakhchivan exclave, which is wedged between them and Turkey (Twitter.com/JZarif, January 26).

39. Iranian Public Opinion at the Start of the Biden Administration: Report

Abstract:
This report covers findings from two surveys fielded in September and early October 2020 and late January through early February 2021 to assess how Iranians were faring as the covid-19 pandemic intensified the challenges their country was already facing, what they thought about the parliamentary election in Iran and the presidential election in the United States, and how the inauguration of Joe Biden impacted their attitudes towards nuclear diplomacy and regional security. Iran was one of the earliest countries to be hard-hit by the novel coronavirus, with the country’s first cases confirmed on February 13, 2020, two days before the parliamentary election, senior officials among those soon infected, and high death rates reported. Western reporting depicted widespread government incompetence and cover-ups exacerbating the pandemic’s toll. As in other countries, Iranian officials struggled to decide whether to close schools, curtail economic activities, and restrict religious observances in hopes of slowing the virus’ spread, but cases and deaths remained high through 2020. When we fielded the first survey wave, the daily number of new confirmed covid-19 cases in Iran was starting to climb sharply again after having been relatively flat since May. Some world leaders, including the U.N. Secretary General, called for an easing of sanctions on Iran as part of global efforts to fight the pandemic. The United States, which had withdrawn from the Joint Comprehensive Plan of Action (JCPOA) in May 2018, maintained that medicine, personal protective equipment, and other humanitarian supplies were exempt from the steadily increasing sanctions applied as part of its “maximum pressure” campaign. But, the United States’ designation in September 2019 of the Central Bank of Iran as a terrorist organization made most foreign suppliers of humanitarian goods reluctant to sell to Iran. A decision in October 2020 to also designate the few Iranian banks that were not previously subject to secondary sanctions further impeded humanitarian trade, caused another sharp drop in the value of Iran’s currency, and had other negative economic effects. The Trump administration’s stated objective was to keep imposing more sanctions until Iran acquiesced to a long list of U.S. demands articulated by Secretary of State Mike Pompeo. The original twelve points include the types of restrictions on Iran’s nuclear program that the government rejected during previous negotiations and that the Iranian public has consistently opposed. It also included stopping development of nuclear-capable missiles and ending support for various groups throughout the Middle East.

Return to the JCPOA plus new commitments that address other security concerns with Iran. Restore the JCPOA as it was plus a set of confidence-building measures to address other security concerns. Formally link a requirement for Iran to address our other concerns as a pre-condition for further talks. Return to the pre-JCPOA Middle East, where US and allies work to rollback Iran’s nuclear program and actively deter its regional actions by confrontation, punishment, and isolating measures. Each path carries risk and opportunity for restoring American leadership in the world, and congressional Democrats should remember the perfect deal does not exist. Members of Congress would be wise to measure the next deal against the status quo ante: an unconstrained, belligerent Iran again racing to a bomb.

Abstract:
Iranian involvement in the Syrian civil war has often made headlines in Israel. Particularly in the context of the Israel Defense Force (IDF)’s so-called campaign between the wars (the Hebrew acronym is Mabam), which has included attempts to prevent Iran from establishing military bases in Syria, keeping Iranian forces away from the Syrian-Israeli border, and thwarting the transfer of precision weapons to Hizballah. But Iranian involvement in Syria goes far beyond the confines of the Israeli-Iranian conflict. As a result of the "Arab Spring" uprising and the Syrian civil war, Iran has succeeded in establishing itself in areas far from the Israeli-Syrian border and extended its influence in Syria beyond the military sphere.

Abstract:
On August 6, Hizballah fired 20 rockets towards the Shebaa Farms area of the Golan Heights, highlighting the growing political instability in Lebanon. Hizballah's behavior should be viewed in light of the ongoing financial and political crisis that has affected every aspect of Lebanese life since late 2019 and has pushed hundreds of thousands of people into poverty. Hizballah may not be the primary or sole cause of the crisis, but it is important to understand how it may have contributed indirectly to it, how it may benefit from it, and why it may not have an interest in fully resolving it. Hanin Ghaddar, the Friedmann Fellow at the Washington Institute for Near East Policy (WINEP), argues that despite the collapsing economy in Lebanon, Hizballah has been able to expand its array of social-welfare institutions to deepen their Shiʿi constituency's dependence and even expand the reach of these programs by providing support to a growing number of Lebanese who are struggling to survive. Hizballah also receives funding from Iran and through its commercial activities around the world, so one might ask how much Hizballah really needs the Lebanese state. Lina Khatib, a scholar at Chatham House and SOAS University of London, contends that Hizballah benefits from its hybrid role as a part of the state and, at the same time, free to operate outside the official channels of government and public scrutiny. Michael Young, senior editor at the Carnegie Middle East Center in Beirut, however, has argued that the group might indeed benefit from a collapse of the state, which will allow Hizballah to continue to fill a growing political, economic, and social power vacuum.

In this issue of Iqtisadi Paul Rivlin analyses the causes of shortages in electricity and water supplies in the Persian Gulf region. In Iraq and Iran, in particular, spontaneous protests have gained momentum this summer as a result of these critical problems. The Gulf is well known for its oil and gas resources, but the lack of water may be its outstanding feature. Between 2000 and 2020, the population of the Gulf states rose by almost 50 percent but the supply of fresh water from sources other than desalination fell. This edition of Iqtisadi examines recent developments in the Gulf with an emphasis on the water crisis. The oil producers in the Gulf are divided into two groups: the Gulf Cooperation Council (GCC) members – Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain, and Oman – and Iran plus Iraq. The GCC states are all monarchies while Iran and Iraq are republics. The differences between the two groups are not only constitutional and political, but also socio-economic.
