1. Are Global Value Chains for Sale? On Business-State Relations in the MENA Region

Abstract:
We use new data on political connections from the World Bank Enterprise Surveys to examine the impact of connections on firms’ participation in global value chains (GVCs) for six MENA countries (Morocco, Tunisia, Egypt, the West Bank and Gaza, Jordan, and Lebanon). In addition to political connections, we construct several measures of “political influence” based on available data on lobbying and grand corruption. We also explore whether political connections help firms overcome barriers to trade and investment and increase their participation in GVCs at the extensive and intensive margins. Our findings suggest that political connections do matter for firms’ GVC participation. The impact is more pronounced for firms that combine political connections with informal payments to influence policymaking. Our findings on the significance of trade and investment barriers for GVC participation for different categories of firms’ political influence are – however – inconclusive.

Abstract:
This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

The economy of Palestine is led to a recession and has had serious ramifications–mostly in a time of COVID-19 as a result of the strict adherence and concrete actions instituted by the government to help avert the disease from spreading in the enclave. However, the consequences of COVID extend to correlate the future of Palestine, not by affecting its individuals and governments only, but also all its sectors due to the loss of income for thousands of citizens. According to World Bank studies, in comparing with 2019, which witnessed difficult economic conditions for several reasons, including the Palestinian fiscal revenue leakage and the suspension of American aid, the economy might get down this year by 7.6% if Palestine returns gradually to normal and by 11% if the tough restrictions continue to be imposed.

Abstract:
This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

Abstract:
Since President Abdel Fatah a-Sisi’s rise to power in 2014, Israeli-Egyptian ties have been marked by defense-strategic cooperation. This is based on the shared perception of Iran and radical Islamist terror organizations as a threat, and the common interest in managing the Palestinian issue, in general, and specifically the Gaza arena. In the inherent tension between ideology and national interests, Egypt continues to strive for an agreement between Israel and the Palestinians (Fatah, Hamas and the other Palestinian factions) and seeks to bring about internal Palestinian reconciliation beforehand (between the leaderships in Ramallah and Gaza). Its role as a key mediator between Hamas and Israel is crucial, and is in line with Egypt’s international standing as an important regional leader.

This paper focuses on the role of energy in shaping Israel’s policies towards the Mediterranean. It is based on the main points raised at the fourth meeting of the research and policy group on “Israel in the Mediterranean” held in December 2019 at the Hebrew University in Jerusalem. The meeting was held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center. This paper highlights the main repercussions of energy findings on regional cooperation and the opportunities it opens up for Israel. It presents the link between diplomatic and economic considerations, and the emerging energy alternatives that Israel is considering as it formulates and implements policies. Israeli and Palestinian experts and activists – together with international diplomats – gathered on 31 October 2018 at the UN Headquarters in Jerusalem for a civil society roundtable discussion on “Regional Opportunities in Support of Current Efforts to Improve the Situation in Gaza.” The event, attended by some fifty participants, was initiated and convened by Mitvim - The Israeli Institute for Regional Foreign Policies and Israel-Palestine Creative Regional Initiatives (IPCRI). It included an opening address by UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov and explored how various regional actors can help improve the situation in Gaza, without jeopardizing chances for a broader Israeli-Palestinian peace agreement. 19. A Sense of Victory on Both Sides: A Recipe for Escalation in Gaza?

Abstract:
Following the "March of Return" events led by Hamas on two turbulent Fridays at the border fence between Israel and the Gaza Strip, both sides declared victory. And in the case of such a blatantly asymmetric conflict between parties with opposing aims, both sides can indeed claim victory, precisely because they are conducting parallel maneuvers. Israel operates largely on a physical dimension (protecting its sovereign territory), while Hamas works mainly on the cognitive-political level. In a world of images, intensive information campaigns, and mass media (including fake news), a sense of victory on both sides could intensify the hostilities on the Gaza border and perhaps even beyond in the coming weeks. Israel must stress that it is defending a recognized international border; clarify the legality and proportionality of its use of live fire; expand its visual documentation of the events; update Arab countries about the facts and balance the pro-Hamas messages delivered in the Arab media; and prepare for an escalation of the conflict. Finally, while focused on the immediate challenge of mass demonstrations on the Gaza border, Israel must continue to address the underlying issue: the growing distress in Gaza and the collapse of its infrastructures will make it hard for Israel to continue managing the situation with relatively low political, military, and financial costs. Mid-May will be followed by the month of Ramadan and another scorching summer. Temporary success in containing the new challenge posed by Hamas will not defuse the social-economic-military time bomb ticking in the Strip.

20. From the First Intifada to the "March of Return"

Abstract:
The "March of Return" events have brought out the masses. It seems that since the first intifada the Palestinian arena has not witnessed such widespread mass participation as evident in the recent protests along the Gaza Strip border. At the same time, it is doubtful whether the crowds can deliver the same achievements they furnished in the first intifada. This is due to public suspicions regarding the intentions of both Fatah and Hamas, the absence of international and Arab support so far, and the deterrent element of Israel's response. A new chapter appears to have opened in the Israeli-Palestinian struggle, in which the Palestinian public is asked to decide which of the two paths proposed by the respective leaderships – in Ramallah and in Gaza – should be adopted. In the background are the echoes of failure of both paths – the path of negotiation and security coordination led by the Palestinian Authority, and the path of armed opposition led by Hamas. The main test now is for Hamas, as the ruler of the Strip. Will it succeed by means of the "March of Return," which it is leading but did not initiate, to extend the common denominator between the rival Palestinian camps, to heighten the motivation to maintain the tension along the border, until the planned climax on May 15? Or will it be satisfied with the attempt to place the blame for the failure of internal Palestinian reconciliation and the weakening internal reality on the Palestinian Authority leadership in Ramallah? Time will tell.
