- The countries have a plan for women’s empowerment that sets it as a primary target in national development plan for achieving gender equality outcomes across the country. Under this review, the countries’ gender assessment, which mainly consider the female labor force participation in these countries, elaborates the extent to which women enjoy the same rights and opportunities, in which sectors they are highly employed and what obstacles they face that could be of exceptional importance in formulating policy objectives. The analysis also touches some points on women’s social and economic empowerment, which pertains to access opportunities and resources, and control their own lives.

4. Sex-selective Abortion in Azerbaijan: Exploring Institutional Dynamics and Responses

- Abstract:
- Azerbaijan has been gradually ranked lower in terms of its gender equality indicators like the political empowerment and estimated earned income of women (Gender Gap Report, 2022). Sex selective abortion has considerably risen in the past thirty years in and currently Azerbaijan holds the highest level globally. If the sex ratio at birth (SRB) is higher than the natural range, then there is sex-selective abortion taking place. A stratification is seen through the regions of Azerbaijan in terms of the SRB. Most of the regions with highest SRB are in southern regions. Half of the fourteen economic regions in Azerbaijan have seen a decrease in the SRB within the past ten years, three have seen an increase and four have not experienced a significant change. High levels of sex-selective abortion have impacted the demography of Azerbaijan, but it has not had long-term social and economic effects. The employment rate for women and the number of girls enrolled into education has increased throughout all regions. However, looking through a more general scope, over thirty years of sex-selective abortion has had an impact on the demographic distribution, to the extent that women make up less of the population under 30 years old on average than men. Although the number of women employed has seen a steady increase, the gender gap in the labour force has only marginally decreased in five years with more women than men in the working age population who are unemployed. The number of abortions after 12 weeks has also seen a faster increase as compared to the total number of abortions.

- Abstract:
- Following the recent September escalations along the Azerbaijan and Armenian border, in a way towards achieving a sustainable peace deal and long-lasting security in the Caucasus, the quadrilateral meeting in pragmatic terms is deemed to play a significant role in this vein putting an end to hostilities. The President of Azerbaijan and the Prime Minister of Armenia met in Prague on 6 October 2022 in the margins of the first European Political Community at the invitation of the President of the French Republic and the President of the European Council. Both sides reiterated their commitment to the Charter of the United Nations and the Alma Ata 1991 Declaration through which both recognize each other’s territorial integrity and sovereignty which will act as a legal basis for the work of the border delimitation commissions.

- In a way towards a productive peace-building process, discussing the situation in South Caucasus and deepening economic cooperation between the EU and both countries, on May 23 President of the European Council Charles Michel hosted the President of Azerbaijan: Ilham Aliyev and Prime Minister of Armenia: Nikol Pashinyan. Following the 6 April meeting, which is called by the President Ilham Aliyev as a starting point in the normalization of relations between Armenia and Azerbaijan, the content of the recent meeting is once more characterized by its promising and necessary provisions that will serve the interests of Azerbaijan and development of the region more broadly.

7. Breaking Barriers to Women’s Participation in Politics in Georgia, Moldova, and Ukraine

- Abstract:
- For Georgia, Moldova, and Ukraine, the long road to EU membership requires not only economic convergence and approximation of their laws with the EU acquis communautaire but also the adoption of EU fundamental values, including progress toward gender equality. In the context of their efforts to pursue reforms and to build democratic institutions, these countries have no choice but incorporate a gender lens into their political discourse and practice. However, their common underlying characteristics, as well as a similar level of external pressure from donors and international organizations, are not necessarily leading to similar results for their gender-related reform attempts, in particular when it comes women’s participation in politics. This paper examines the barriers that still inhibit women’s political participation in Georgia, Moldova, and Ukraine. It explains the main roots of women’s underrepresentation, first looking at public attitudes in the three countries regarding the efficiency of women politicians and the male-dominated political environment. Based on interviews with women politicians in the three countries, the research focuses on the use of gender quotas for participation in elections at the national and local levels. It describes the path to introducing gender quotas and explores the factors that determine the limits of their effectiveness. The paper then looks at other instruments for mainstreaming gender-balanced policies and their enduring limitations. The most tangible positive results related to these reforms are the introduction of gender quotas in elections in all three countries, a shift to full proportional representation in the electoral system that resulted in a rapid increase in the proportion of women in parliament in Moldova, and the introduction of a rule mandating the replacement of elected women by other women in case of leaving their seat early in Georgia at the local and national level. Women politicians continue to face many gender-related challenges. Non-transparent recruitment in political parties, loopholes in legislation that allow parties to circumvent gender quotas, and the weakness and ineffectiveness formal institutions intended to mainstream gender equality are key obstacles for women in starting and developing a political career. At the societal level, much of the public still holds deep-seated gender stereotypes that act as barriers to women taking more active part in the political decision-making process. The numerous persistent factors that hamper women’s political participation prove that Georgia, Moldova, and Ukraine still have much to do to create a level playing field for men and women in politics. The paper offers recommendations for domestic and external actors—including lawmakers, political parties, the media, and foreign donors—on possible ways to enhance women’s participation with policy approaches concerning female leadership and gender-balanced decision-making.

- In response to Russia’s continuing war against Ukraine and the scope of the current escalation against humanity and civilian infrastructure in Ukraine, the European Council adopts the ninth package of new sanctions targeted to step up the existing pressure on Russia and its government. Since March 2014, the EU has progressively imposed prohibitive measures on Russia in this vein including individual sanctions, economic sanctions including energy, transport, and diplomatic sanctions of which multidimensional backgrounds are attributed to the illegal annexation of Crimea, Russia’s military attack on Ukraine and illegal annexation of Donetsk, Luhansk, Zaporizhzhia and Kherson regions in the current year.

- The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Azerbaijan is a strategically important energy partner for the EU and plays a significant role in bringing Caspian energy resources to the EU market.
