The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

3. Process Lessons Learned in Yemen's National Dialogue

Abstract:
On January 25, Yemen's National Dialogue Conference (NDC) closed after more than ten months of deliberation. The flagship process within Yemen's post-Arab Spring transition, the NDC has been lauded as a positive model of inclusive and constructive negotiation. In Tunisia, Libya, Bahrain, and Sudan, similar national dialogue processes have been mooted or are under way. The NDC made significant progress on a daunting range of governance, structural, and social contract issues. It broke through political and social barriers to engage a broader scope of political parties, actors, and civil society–a precedent that will be difficult to roll back. Despite these achievements, the NDC missed its concluding deadline because of a deadlock over the fundamental dilemma: the future status for southern Yemen and the structure of the Yemeni state. A partial solution was brokered, but only by extending the transition process and leaving tough issues to be resolved later. Meanwhile, other challenges, from unemployment to serious humanitarian shortfalls to rampant insecurity, also remain unresolved. The public has grown increasingly skeptical that either the NDC or the transition process will result in a government that responds to their needs. The verdict is out on the ultimate legacy of the NDC. Even at this early stage, however, the hurdles the NDC has faced may provide lessons for other countries considering such processes. At a minimum, exploring how certain process elements may have contributed to achieving the NDC's goals or not might suggest further areas for research, reflection, or continued engagement in the next stages of transition. Other countries considering a national dialogue should streamline the agenda to the extent possible, weighing carefully which political issues do or do not lend themselves to a large-scale public forum, and ensure an appropriate balance between the national dialogue and other transitional processes.

The Arab Spring's citizen-led spirit of reform is still alive, but societies are increasingly torn apart by bitter tensions between Sunni and Shia, secular liberals and Islamists, and governments and civil society. As polarization has deepened, the concern with engaging in dialogue to bridge differences has intensified. The relationship between these mediation efforts and support for systemic reform will be a pivotal factor in the Middle East's future political trajectory.

Private contractors have become an essential but highly problematic element in the U.S. military's total force structure. The Army in particular relies heavily on contractors to perform duties that free up Soldiers for combat roles. The vast majority of these civilian employees provide logistical and technical support. They build facilities, do laundry, and staff dining halls on U.S. bases at home and abroad. While some of these contractors have been involved in issues of waste, fraud, and abuse, these issues do not have a significant Effect on the conduct of contingency operations, especially counterinsurgency (COIN) campaigns.

Far from disenfranchising certain groups, the pending legislation could spur smaller parties to form new political alliances that would likely favor the center-left opposition in future elections. As the Israeli Knesset prepares to pass a series of electoral reforms under the rubric of a new "Governance Law," one provision has drawn particularly strong criticism: the raising of the threshold required for political parties to obtain seats in the legislature to 3.25% of total votes cast. Media attention has focused on opposition concerns about the measures being "anti-democratic" and potentially disenfranchising Arab Israeli citizens. Yet close analysis of recent electoral results and political realities indicates that the new law could actually help the Israeli center and left.

As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. Somalia marked a milestone in September 2012 with the establishment of a new federal government that has since won the support and recognition of the international community. After more than 20 years of conflict, crisis, and statelessness and 12 years of ineffectual transitional authorities, the Somali federal government (SFG) has been widely welcomed as Somalia's first “post-transition” government. It has been greeted with such a groundswell of optimism that many observers, including British Prime Minister David Cameron, have drawn parallels with the “Arab Spring” that has transformed parts of the Middle East. It is tempting to imagine that Somalia is finally on the path to recovery.

2012 marks the fifth anniversary of one of Lebanon' s bloodiest battles since the end of the civil war: the deadly, three - month war pitting a jihadi group against the army in the Nahr al - Bared Palestinian refugee camp. Since then, the camp ' s displaced and resident population has suffered from slow reconstruct ion of their residences, a heavy security presence that restricts their movement and livelihood as well as the absence of a legitimate Palestinian body to represent their interests. Today, there are bigger and more urgent fish to fry, none more so than dealing with the ripple effects of Syria ' s raging internal conflict on inter - sectarian relations in Lebanon and the risk that the country once again could plunge into civil war. But it would be wrong to toss the refugee camp question aside, for here too resides a potential future flare - up.

As the emerging global order takes shape, debate is growing more intense around the trajectory of the rising powers and what their ascendency to positions of regional and international influence means for the United States, its traditional allies, and global governance more broadly. Commentary about these rising powers— often referred to in a generic way as the BRICS (Brazil, Russia, India, China, South Africa) but actually encompassing a dozen or so countries largely represented in the G-20—ranges from alarmist to sanguine. Pessimists argue that China, with its impressive economic growth and increasingly global reach, is well-positioned to challenge the United States' role of global superpower and to weaken the commitment of other rising powers, and various international organizations, to liberal values. More optimistic analysts insist that the rise of middle powers, most of which are democracies of varying stripes, bodes well for the world: millions are being lifted out of poverty, rule of law is taking hold and the international system is bound to be a more inclusive, representative one.

When the West Bank and Gaza first split between two rival Palestinian governments in 2007, Western governments promised to turn the West Bank under President Mahmoud Abbas, their Fatah protégé, into a model state and reduce Gaza under its Islamist rulers, Hamas, to a pariah. Almost five years on, the tables have turned. While the West Bank slips into economic and political crisis, Gaza is fast reviving. Abbas finds himself bereft of a political horizon for achieving a two-state settlement and the state-building experiment of his prime minister, Salam Fayyad, has reached an impasse. Gaza's economy, by contrast, has grown strongly under Prime Minister Ismail Haniya, who is experiencing a wave of increasing popularity, as Hamas looks to tie the enclave ever more closely to the political economies of North Africa, where the Arab awakening is bringing affiliated Islamist movements to power. A recent agreement signed in the Qatari capital, Doha, between Abbas and Hamas's exiled leader, Khalid Meshal, is intended to heal the split between Palestine's two halves. Under the agreement, the separate governments governing Gaza and the West Bank would be replaced by a single technocratic government under Abbas, which is a radical about-turn on the part of the exiled Hamas leadership that Hamas politicians in Gaza find difficult to swallow. For its own reasons, Israel too rejects the agreement. With so many previous attempts at intra-Palestinian reconciliation ending in failure and so many obstacles dogging this latest round, the prospects for the Doha agreement remain bleak, but not beyond the realm of the possible.

20. The Political Economy of Regional Power: Turkey under the AKP

Abstract:
In 2006/2007 Turkey became a regional power in the Middle East, a status it has continued to maintain in the context of the Arab Spring. To understand why Turkey only became a regional power under the Muslim AKP government and why this happened at the specific point in time that it did, the paper highlights the self-reinforcing dynamics between Turkey's domestic political-economic transformation in the first decade of this century and the advantageous regional developments in the Middle East at the same time. It concludes that this specific linkage – the “Ankara Moment” – and its regional resonance in the neighboring Middle East carries more transformative potential than the “Washington Consensus” or the “Beijing Consensus” so prominently discussed in current Global South politics.

This article deals with the Arab Spring as a process of deep political change in the Arab world, previously the only major world area where authoritarianism persisted unchallenged for decades. While in various countries of the Arab world mass protests in 2011 forced rulers to resign, other authoritarian regimes have – despite political and economic pressure – so far been able to remain in power, or have even been only insignificantly affected. This paper applies central social science approaches in order to analyze recent developments in the region – a major task of theoretically oriented social sciences in the coming years. In addition to providing an overview of the existing literature on the Arab Spring, the article examines the empirical results of political diversification in the Arab world. A two ‐ by ‐ two matrix of political rule that differentiates according to the type of rule and the degree of stability is presented and discussed. Although the analysis draws heavily on rent theory, it also applies findings from transition theory and revolution theory to illuminate the current political dynamics in the Middle East.

Egypt's new, democratically elected officials are struggling with the Supreme Council of the Armed Forces (SCAF) for control of the country's post-Mubarak future. The SCAF, which has ruled over Egypt since early 2011, is attempting to enshrine its custodianship of the country in the constitution. The civilian authorities are trying to wrest control from a military institution that has been the mainstay of authoritarian power for decades, and that now seeks to remain above the law. No less than the fate of Egypt's transition is at stake.

Abstract:
The emergence of new Islamist groups challenging Hamas from within is demarcating a new tendency towards inter-Islamist rivalry in Gaza. Based on original empirical data this report maps the Islamist milieu in Gaza. It offers a critical examination of how Hamas has governed Gaza since 2007 and why new Islamist groups in Gaza have emerged. The report argues that the phenomenon of new Islamists is diffuse and intangible. It does, however, relate to the question of the ideological price of governing in Palestine, and the repercussions of Hamas' rule and external policies upon the Islamist milieu in Gaza where, for the first time, an Islamist political body is in power. Two major aspects are motivating the emergence of new Islamist agendas: people's ideological grievances towards those in power and the instrumentalisation of ideology and religion in the midst of a power struggle between an increasingly authoritarian political body and its dissidents and challengers. In the face of governments which are failing to deliver, non-organised religious activity has become political power in Gaza.

A question often asked since the launch of the Arab Spring in January 2011 is what effect will these popular protests have on democracy in the rest of Africa. Frequently overlooked in this discussion is that Sub-Saharan Africa has been experiencing its own democratic surge during this time with important advances in Guinea, Côte d'Ivoire, Niger, Nigeria, and Zambia, among other countries. This progress builds on nearly two decades of democratic institution building on the continent. Even so, the legacy of "big-man" politics continues to cast a long shadow over Africa's governance norms. Regime models on the continent, moreover, remain highly varied, ranging from hard core autocrats, to semi-authoritarians, democratizers, and a select number of democracies.

The focus on electoral politics is good, no doubt, but the run-up has highlighted deep-seated problems that threaten the fragile recovery: recurring election-related violence; ethnic tensions over Kirkuk; the re-emergence of sectarianism; and blatant political manipulation of state institutions. The most egregious development was the decision to disqualify over 500 candidates, a dangerous, arbitrary step lacking due process, yet endorsed by the Shiite ruling parties. Under normal circumstances, that alone might have sufficed to discredit the elections. But these are not normal circumstances, and for the sake of Iraq's stability, the elections must go on. At a minimum, however, the international community should ramp up its electoral monitoring and define clear red lines that need to be respected if the results are to be considered legitimate. And it should press the next government to seriously tackle the issue – long-neglected yet never more critical – of national reconciliation.

After nine months of political wrangling, Iraq's parliament confirmed Prime Minister Nouri al-Maliki's new coalition government December 21. Though the government is "a good basis for setting out," says Iraq expert Joost Hiltermann, there's much uncertainty about how cohesive it will be and whether the inclusive government formed can govern. Hiltermann says there are questions about who will head the three major security ministries, whether a new National Council for Strategic Policy--designed as a "real check" against Maliki's power--will be approved by parliament, and whether Ayad Allawi, who headed the Iraqiya bloc that won the most seats in the election, will want to head that council. The United States pushed a power-sharing agreement "that went beyond the sharing of ministerial positions," says Hiltermann, but it remains to be seen whether various factions, including the prime minister and his allies, will allow that to happen.

Morocco has made remarkable progress reducing poverty over the last decade. Today, less than 9 percent of its population is considered poor, compared with 162 percent a decade ago—a notable achievement for a country of 32 million people that lacks significant natural resources. This trend deserves closer examination to understand the reasons for the drop in poverty and identify policy lessons for other countries both in and outside the region.
