Abstract:
America's robust economic competitiveness is du e in no small part to a large capacity for innovation. That capacity is imperiled, however, by an increasingly overprotective patent system. Over the past twenty-five years, American legislators and judges have operated on the principle that stronger patent protection engenders more innovation. This principle is misguided. Although intellectual property rights (IPR) play an important role in innovation, the recent increase in patent protection has not spurred innovation so much as it has impeded the development and use of new technologies.

Wartime is scarcely the easiest time for demanding self criticism, but the recent exchanges between the Secretary of State and Secretary of Defense over the mistakes the US did or did not make in Iraq have highlighted the fact that the US must both admit its mistakes and learn from them to win in Iraq and successfully engage in the “long war.” The full chronology of what happened in US planning and operations before, during, and immediately after the fight to drive Saddam Hussein from power is still far from clear. It is now much easier to accuse given US leaders than it is to understand what really happened or assign responsibility with credibility.

Abstract:
Bono's launch of Product (RED)™ at Davos in 2006 marks the opening of a new frontier for development aid. The advent of 'Brand Aid' explicitly linked to commerce, not philanthropy, reconfigures the modalities of international development assistance. American Express, Gap, Converse and Armani represent the faces of ethical intervention in the world, as customers are encouraged to do good by dressing well. Consumption, trade and aid wed dying Africans with designer goods, as a new social contract is created to generate a sustainable flow of money to support The Global Fund to Fight AIDS, Tuberculosis and Malaria. Aid celebrities – the bard, the teacher and the healer – guarantee the 'cool quotient,' the management and the target of this new modality. Bono is the rock-star who led his fans to believe that they could solve Africa's problems of AIDS and poverty. Jeffrey Sachs is the recently-radicalized economist who masterminded The Global Fund. And Paul Farmer is the physician who convinced the world that treatment of AIDS was possible in even the poorest communities. The consumer's signification of status through designer RED products does not represent the exploitation of the most downtrodden – it actually helps them. 'Brand Aid' creates a world where it is possible to have as much as you want without depriving anyone else. Promoted as new leftist development chic, compassionate consumption effectively de-links the relations of capitalist production from AIDS and poverty.

Twenty years ago, the United States was the world's largest creditor nation, unsurpassed in its ownership of assets outside of its borders, even after deducting what foreigners owned inside its borders. Yet over the past two decades, America has been transformed into the world's largest debtor nation. At the end of 2004, its debts to the rest of the world exceeded its assets by about $2.5 trillion—21 percent of its gross domestic product (GDP). This proportion is unmatched by any other major developed economy.

Abstract:
In Political Science, the discipline of IR has been widely regarded as an “American Science” ever since Stanley Hoffman published his renowned essay in 1977. This “American Science” is mainly dominated by a single theoretical approach – that of Neorealism – which relies primarily on the concept of historical recurrence to ground its arguments. Other “new” theoretical approaches which challenge this parochialism, namely feminism, constructivism and Critical Theory, remain outside the “official boundaries” of the field. These boundaries are largely set by the Neorealist agenda and its variations, which rarely diverge from an unquestioned central rationalist-empiricist theme. Thus, with respect to its methodological and epistemological stance, Neorealist theory implicitly views History as a vast field of objective data and primary sources ready to reveal their truth to the social scientist. To test and/or prove the validity of Neorealist theory in the field of International Relations, one must refer to historical data and confront theory with “straight facts”. What I propose to do here is to analyze the ways in which the Neorealist approach to International Relations makes use of history, and subsequently to consider some crucial epistomological and theoretical debates in the field of History that are ignored by Neorealists like Waltz.

Abstract:
The paper revisits the key problematics of conceptualizing culture, the ethnographic relevance of cross cultural communication in business management, and the theoretical and pragmatic differences between glocalization, Euro-American and West African business management ethics and socioeconomic change in NEPAD (The New Partnership for African Development) countries. Further, it examines the power dynamics of the local sub-cultures (manager, employee and local consumer) and the fundamental cultural differences between local and foreign managers and provides the contexts within which such core differences cultivate a hybrid business environment and enhance translocal negotiations. Finally, it discusses the triangular connection between hegemony, ICT and social change and identifies situations in urban W. African communities where local-foreign knowledge and technical resources promote globalization in the region.

Abstract:
Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a "sleeping giant." Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities' entry into politics.

Security Sector Governance (SSG) in Africa was the theme of a workshop that took place from the 24-26 November, 2003, at Elmina, Ghana, under the auspices of Africa Dialogue and Security Research (ASDR), with the support of the Global Facilitation Network for Security Sector Reform (GFN-SSR) and jointly funded by the UK Government (Africa Conflict Prevention Pool) and the Special Initiative for Africa from the Ford Foundation. Participation and speakers included academics as well as practitioners from both NGOs and Government. Also in attendance were representatives of various security sector areas, namely defence, police and intelligence from a range of regions, including Southern, East and West Africa, Europe and North America. The agenda covered a multitude of subjects within the governance theme, rendering the programme valuable, instructive and enriching the debates. Among the subjects were International and Regional Perspectives on Security Sector Governance, Governance of Police and Policing, Governance of Intelligence and Governance of the Armed Forces.

40. Survey of SSR Regional and Sub-Regional Networks

The enclosed survey was conducted in order to map all regional and sub regional networks working in the field of Security Sector Reform (SSR) in Africa, Asia, Europe and Latin America and the Caribbean. The objective of mapping SSR networks in these regions is multi-fold. Firstly it is imperative that at a time when security has taken a truly global dimension and span, academics and practitioners alike are aware of the state of SSR in different regions. Certain similarities and patterns emerge during the analysis that offer lessons and directions for actors wishing to become involved in SSR in a particular region, or searching for guidance in applying best practices and lessons learned to particular situations. Secondly, exchange of experience and ideas is especially important in supporting South-South dialogue, but the value of cooperation cannot be overemphasized given the often-unclear context in which SSR activities take place. The mapping exercise serves as an entry-point for practitioners to identify existing networks and their areas of expertise. Opportunities for collaboration are made possible by identifying other organisations that are pursuing similar goals. Additionally, the map of SSR networks serves to identify possible gaps in scope of activity and highlights entry points for other organisations and networks to further the objectives of security sector management and reform. Lastly, this exercise will serve as a vehicle for the GFN-SSR to develop ways to strengthen its activities. One way in which the GFN-SSR is already adding value is through the development of its website, which, inter alia, offers a newsletter in four languages, i.e., English, French, Spanish and Portuguese. An activity to reinforce the access to information for those in areas of poor connectivity is already being developed through the conception of a CD-ROM containing all the existing website information for distribution on a timely basis to interested organisations.
