Abstract:
What are the implications of economic inequality for trust in government and state institutions? Political trust performs important functions in representative political systems, facilitating the efficient functioning of government, simplifying complex political processes, and reducing monitoring costs for ordinary people. The existing literature has shown that macroeconomic performance (including levels of inequality) and evaluations shape political trust. This paper addresses two gaps in the literature by focusing on the role of individual perceptions and subjective experiences of inequality and by studying cases in Africa. Using Afrobarometer survey data collected from more than 40,000 respondents in 34 African countries between late 2016 and mid-2018, I use multi-level modelling to demonstrate that perceptions of relative deprivation are significantly associated with less trust in representative government institutions and, more weakly, with less trust in state institutions. The effect of perceptions of relative deprivation remains significant when controlling for macroeconomic conditions and performance evaluations. In effect size, trust in representative government institutions is at least comparable to frequently cited covariates of trust such as location, level of education, and government economic performance, suggesting that perceived relative deprivation is indeed an important covariate of such trust. Feeling relatively advantaged is also significantly associated with greater trust in representative government institutions. This may reflect strong neo-patrimonial ties between citizens and political agents. In demonstrating that individual-level economic considerations affect political trust in Africa, we challenge the conventional wisdom that only macroeconomic factors affect trust.

Abstract:
This paper analyses how social determinants influence councillor role performance in the district local government in Uganda. The extent to which elected local government leaders perform their roles is critical for the quality of social services delivered to citizens. In the analysis, social determinants are conceptualised as; the education level of councillors, political party affiliation, electoral terms served/experience, councillor category, gender, and geographical location of the constituency represented by a councillor. In the same analysis, councillors' roles were conceptualised to include; legislation, contact with electorate, participation in lower local governments, and monitoring service delivery.

Violent practices against women are widespread globally. They occur in private quarters and public spaces by persons within a victim’s close circles, including family members, as well as members of the larger society. Over the past half a century, the international community has taken steps to eliminate violence against women (VAW). The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the United Nations (UN) General Assembly, has defined discrimination against women as “…any distinction, exclusion or restriction made on the basis of sex which has the effect or purpose of impairing or nullifying the recognition, enjoyment or exercise by women, irrespective of their marital status, on a basis of equality of men and women, of human rights and fundamental freedoms in the political, economic, social, cultural, civil or any other field” (UN Women, n.d.a). In 1993, the United Nations Declaration of Violence against Women took another step by defining acts of violence against women as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life (UNGA, 1993). This global engagement with VAW prompted attention on the legislative and policy-making levels, as well as within academic investigations in the Middle East and North Africa (MENA) region, where patriarchal traditions have endured. The paper focuses on Gender-Based Violence (GBV) directed at women and girls in Morocco and Egypt through a comparative investigation of laws and policies. We probe women’s security over the past two decades and find that while Egypt has experienced progress on fighting Female Genital Mutilation (FGM) and economic violence against women, Morocco has advanced on issuing a more progressive Personal Status Code and VAW in the domestic sphere. How can we understand this divergence between two North African countries where Islamic Sharia is the basis of family laws? And how have state-society relations impacted efforts to fight VAW in both countries? We adopt definitions of UN Women on GBV, forms of violence and economic violence. GBV is defined as “harmful acts directed at an individual or a group of individuals based on their gender.” Forms of violence challenging women and girls are defined as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women and girls, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life. Violence against women and girls encompasses, but is not limited to, physical, sexual and psychological violence occurring in the family or within the general community, and perpetrated or condoned by the State” (UN Women, n.d.b). Economic violence is defined as a practice that “involves making or attempting to make a person financially dependent by maintaining total control over financial resources, withholding access to money, and/or forbidding attendance at school or employment” (UN Women, n.d.b).

8. Measuring the impact of self-censorship on political party support in Afrobarometer data using machine learning

Measures of political party support are viewed suspiciously in hybrid and authoritarian regimes where the two core indicators of political support – elections and public opinion polling – cannot be readily trusted. More accurately, the degree of measurement error is unknown, though scholars presume support for incumbent leaders and parties is exaggerated. This paper scrutinizes the degree to which political opinions on Afrobarometer surveys can be trusted by re-estimating voting preferences for 34 African countries. First, a range of demographic and interview metadata are regressed upon vote choice to see if they systematically influence vote-preference responses. Next, key markers of potential self-censorship are identified and used to create pools of “clean” and “polluted” data. Clean data are used to train a machine learning model to predict voting intentions, and then all data with self-censorship markers are recalculated. The results show that ruling party support is broadly similar in most countries but exaggerated by more than 10 percentage points in Sudan and Uganda and by between 5 and 10 points in Burundi, Tanzania, Togo, and Zimbabwe. Declines in ruling party support due to self-censorship are concurrent with increases in both non-responses and opposition party support.

Abstract:
The political earthquake that rocked Tunisia on 25 July 2021 and its following 25 September aftershock – which resulted in a loss of power and dissent over contested leadership – had closed a cycle for Ennahda and ushered in a moment of existential uncertainty. It became unclear if the organization could reinvent itself to regain the role it had played since 2011. In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. In this context, this paper will provide a retrospective glance at Ennahda’s trajectory since 2011.

Abstract:
he COVID-19 pandemic has significantly impacted the current state and prospects of partnership between the East African countries and the European Union on migration and forced displacement. The pandemic has exacerbated the root causes of migration and forced displacement. This is manifested by the continuation of irregular arrivals in Europe including from East Africa, after a brief decline in the initial phase of the COVID-19 response. The strong economic impact of the pandemic on the region has also disrupted the implementation of the Global Compact on Refugees that aspires to address forced displacement challenges through facilitating refugees’ self-reliance. These challenges require East African countries and the EU to work towards establishing a better migration governance system with a people-centred approach and with a view to addressing the root causes of migration. East African states should drive their migration and forced displacement policies in ways that benefit their citizens. This should include devising ways of engaging the EU in line with its proposed talent partnerships in its New Pact on Migration and Asylum. The EU should work towards easing the economic burden of countries in East Africa including through providing additional development support and debt cancellation. 12. Estimating the Effect of Christian Messages on Civic Engagement: Evidence from a Community-Collaborative Study in Zambia

Abstract:
A significant literature suggests that religious conviction can drive political participation, perhaps because religious people internalize a moral obligation to act toward the common good and/or because religious conviction gives people a sense that their actions will make a difference. This paper presents findings from a community-collaborative pilot study in Zambia that examines these ideas. Zambia is an overwhelmingly Christian state experiencing dramatic democratic backsliding. Zambian churches are among the major providers of civic engagement education and programming. Together with our community partners, we randomly assigned Zambian youth (aged 18-35) volunteers into one-time civic engagement workshops. Identical basic civic educational material was presented in each workshop. Yet, we ended this curriculum with two different sets of pre-recorded Christian motivational messages: In 50% of the workshops, these messages emphasized a religious obligation to sacrifice for the common good. In the other 50%, the messages emphasized the power of faith to make change in the world. We found that the latter message (emphasizing the power of faith) moved workshop participants to be more willing to participate in peaceful protest, to disavow political violence, and to critically evaluate other people who choose not to participate in electoral politics. By contrast, the message focused on sacrifice for the common good did not affect political participation relative to baseline. We discuss how the study advances research on religion and political participation as well as knowledge about Christian civic education programs, which are prevalent but understudied throughout.

Abstract:
Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

Abstract:
This study assesses whether the use of electronic government (e-government) services affects political attitudes. The results, based on evidence generated in Botswana, indicate that e-government services can, in fact, have an impact on political attitudes. E-government services are rapidly being rolled out around the globe. Governments primarily expect efficiency gains from these reforms. Whether e-government in particular, and information and communication technology (ICT) in general, affect societies is hotly debated. There are fears that democracy may be compromised by surveillance, censorship, fake news, interference in elections and other strategies facilitated by digital tools. This discussion paper adds to the nascent literature by investigating if the expanding e-government usage in Botswana affects individual support for democracy, regime satisfaction and interpersonal trust. Methodologically, the study relies on observational and experimental evidence. The observational approach assesses the impact of the usage of different e-services such as e-payments and electronic tax return filings on political attitudes. The experimental approach incentivises taxpayers to file their tax returns electronically. Both approaches build on an original in-person survey gauging the political attitudes of 2,109 citizens in Greater Gaborone. The survey was conducted in February and March 2020. In terms of results, we do not identify a general substantive effect for the impact of all e-services on political attitudes. For some of the e-services and attitudes tested, however, we find significant evidence. Furthermore, our study yields significant results for several of the linkages between the causal steps within our causal mechanisms. For instance, we find that e-government can empower citizens to engage in political activities and that, although e-government users on average report that the government is not addressing their needs, a simple incentivising message can significantly improve people’s feelings in this regard.

The term democracy, which comes from the combination of demos, meaning “people“, and krátos, meaning “power“, refers to a mode of governance in which the people hold power and participate in its exercise. For this reason, the definition popularised by Abraham LINCOLN is that of “government of the people by the people and for the people”. In contact with the New Information and Communication Technologies (NICT), classical democracy is gradually turning into “e-democracy“, which GARSON defines as being: “the use of ICT by governments to improve the efficiency, equity, and quality of democratic participation”. (Garson, G. David. (2006) Public Information Technology and E-Governance: Managing the Virtual State. Sudbury, MA: Jones & Bartlett.) E-democracy is therefore involved in all aspects of democracy, including the electoral process (e-voting), which is seen as the most important in ensuring fair elections. For the OSCE, fair elections imply that “the electoral process is conducted in a transparent and accountable manner and that the electorate is able to make a real and informed choice, – these conditions ensuring voter confidence in the electoral process”. OSCE, Election Observation Handbook, fifth edition, ISBN 83-60190-02-X, (2005) This is the challenge of e-democracy in Africa, which has been marked for decades by a crisis between political actors in the electoral process, which generates more or less devastating post-electoral conflicts. Therefore, it is possible to ask the question whether e-democracy can address the limitations of traditional democracy in Africa. To this question, it can be said that e-democracy provides solutions to the limits of democratic practice in Africa. However, shortcomings in its application must be addressed if it is to be a real alternative to the traditional practice of democracy in Africa. Therefore, it seemed appropriate to present e-democracy as a solution to the limitations of the traditional practice of democracy in Africa (I) provided that the limitations in its application are corrected (II) so that it constitutes a real political alternative.

With the death of President Beji Caid Essebsi on 25 July, Tunisia’s presidential elections were moved up and will be held on 15 September 2019. By the end of the eight-day process of accepting nominations – from 2 to 9 August – the Independent High Authority for Elections (IHAE) had received 971 requests for nomination which include 75 independents and 11 female candidates. On 31 August, the IHAE released the final list of candidates for the presidential race, accepting 26 nominees, including two women, and rejecting 71 applications for failing to meet candidacy requirements. The IHAE is considered one of the achievements of the 2011 Revolution. It is a nine-member permanent body based in Tunis which enjoys administrative and financial independence. Its mission is to “ensure democratic, pluralistic, fair and transparent elections and referendums”2 and supervise and oversee all related processes. The election campaigns started on 2 September and will continue until 13 September, with 17 September as the deadline for the announcement of the preliminary election results and 21 October for the announcement of the final results. In case of no absolute majority vote, a second round will be held after two weeks.3

Several studies have argued that corruption has a greater impact on women than men and that increasing women’s representation in key decision-making positions has a positive effect in reducing corruption. However, limited scholarly and policy attention has been devoted to understanding the link between gender and corruption in Botswana. This paper explores the gendered differences of perceived and actual participation in bureaucratic corruption in Botswana. By examining Afrobarometer data and undertaking a documentary analysis, the study finds that while levels of perceived corruption by men and women in public institutions were high, participation in bureaucratic corruption (bribery) was considerably lower. Contrary to the notion that corruption has a greater impact on women than men, this study finds that higher levels of participation across all public service categories were reported by unemployed men, in particular, having to give a gift or a favour to avoid problems with the police. Notwithstanding the scant availability of data, the documentary analysis revealed that non-monetary forms of corruption such as sextortion (sexual extortion) have been experienced by female students and undocumented female migrants in Botswana. Nevertheless, this form of corruption has received little policy attention, despite its potential to undermine gender equality efforts. Additionally, the study finds little correlation between higher levels of women’s representation in key decision-making positions (i.e., parliament and cabinet) and lower levels of corruption in Botswana. There is a need for both the gender and anti-corruption policy framework to be synthesised in order to specifically reflect on and respond to the perceived gendered dimensions of corruption. The establishment of an independent police authority or commission might not only increase levels of public trust and confidence in the police service, but also strengthen levels of transparency and accountability.

In the last decade, scholars have begun to elaborate the diverse ways religion manifests in democracies. We draw on theories related to modernization, secularism, and religious competition, as well as survey data from the Comparative National Elections Project, to explain individual-level and country-level variation in religious politicking—religious leaders’ and organizations’ engagement in electoral campaigns. At the country level, though human development depresses the rate at which citizens receive political messages from religious organizations and clergy, both secularism and religious pluralism boost it. At the individual level, “civilizational” differences across religious groups are muted and inconsistent. However, across the globe, citizens with higher levels of education are consistently more likely to receive political messages—an effect that is stronger where religious politicking is more common. A case study of Mozambique further confirms the insights obtained when we unpack modernization and secularization theories.

We examine how candidate selection into the supply of policy information determines its electoral effects. In a nationwide debate initiative designed to solicit and rebroadcast policy promises from Liberian legislative candidates, we randomized the encouragement of debate participation across districts. The intervention substantially increased the debate participation of leading candidates but led to uneven electoral returns for these candidates, with incumbents benefiting at the expense of challengers. These results are driven by differences in compliance: complying incumbents, but not challengers, positively selected into debate participation based on the congruence of their policy priorities with those of their constituents.

This paper argues that the scholarship on security sector reform (SSR) tends to neglect regional politics in the formulation of its concepts and policies, and that this neglect deprives the study of SSR of a valuable analytical level. It therefore uses comparative historical analysis and the model of regional conflict formations (RCFs) to examine army reforms in Sierra Leone and Iraq from a regional angle, thereby illustrating the explanatory potential that regional politics could bring to the study of SSR and its implementation. The paper also distinguishes between convergent and divergent regional formations, whereby the relationship between SSR outcomes and regional politics is conceived of as constitutive, entangled, and holistic.

The global Somali diaspora plays a key role in local livelihoods, economies and politics. This is also the case in Ethiopia´s Somali region. The Ethiopian government has deliberately sought to harness investments in local trade and business by its various diaspora communities. As this DIIS Working Paper highlights, interactions between the diaspora and the regional government have taken on a new dynamic in recent years in the Somali region. In exchange for securing their loyalty to the government and its development plans, diaspora returnees and investors obtain various privileges including access to loans. In this scenario of state-led diaspora engagement, the Ethiopian-Somali diaspora is by law prevented from playing a political role in its home country, but nonetheless contributes to stabilizing the current administration. While Ethiopia’s diaspora policy appears successful overall, it is partly undermined by clan favouritism and multiple bureaucratic hurdles. As the domain of civil society burgeoned in the 1990s and early 2000s—a crucial component of the global spread of democracy in the developing and postcommunist worlds—many transnational and domestic actors involved in building and supporting this expanding civil society assumed that the sector was naturally animated by organizations mobilizing for progressive causes. Some organizations focused on the needs of underrepresented groups, such as women’s empowerment, inclusion of minorities, and LGBT (lesbian, gay, bisexual, and transgender) rights; others addressed broader societal issues such as economic justice, social welfare, and antipoverty concerns. In many countries, the term “civil society” came to be associated with a relatively bounded set of organizations associated with a common agenda, one separate from or even actively opposed by conservative political forces. However, in the past ten years, this assumption and outlook are proving increasingly incorrect. In many countries in the developing and postcommunist worlds, as well as in long-established Western democracies, conservative forms of civic activism have been multiplying and gaining traction. In some cases, new conservative civic movements and groups are closely associated with illiberal political actors and appear to be an integral part of the well-chronicled global pushback against Western liberal democratic norms. In other cases, the political alliances and implications of conservative civil society are less clear. In almost all cases—other than perhaps that of the United States, where the rise of conservative activism has been the subject of considerable study—this rising world of conservative civil society has been little studied and often overlooked. This report seeks to correct this oversight and to probe more deeply into the rise of conservative civil society around the world. It does so under the rubric of Carnegie’s Civic Research Network project, an initiative that aims to explore new types of civic activism and examine the extent to which these activists and associations are redrawing the contours of global civil society. The emerging role and prominence of conservative activism is one such change to civil society that merits comparative examination. Taken as a whole, the report asks what conservative civic activism portends for global civil society. Its aim is not primarily to pass judgment on whether conservative civil society is a good or bad thing—although the contributing authors obviously have criticisms to make. Rather, it seeks mainly to understand more fully what this trend entails. Much has been written and said about anticapitalist, human rights, and global justice civil society campaigns and protests. Similar analytical depth is required in the study of conservative civil society. The report redresses the lack of analytical attention paid to the current rise of conservative civil society by offering examples of such movements and the issues that drive them. The authors examine the common traits that conservative groups share and the issues that divide them. They look at the kind of members that these groups attract and the tactics and tools they employ. And they ask how effective the emerging conservative civil society has been in reshaping the political agenda.

The Nigerian state came into being through conquest and forceful imposition of foreign rule, which denied the indigenous peoples the opportunity to negotiate and choose what they wanted. Successive regimes have continued to hold the state together in a seeming forceful manner, creating the impression that the country must remain as crafted by the colonialists and that her unity is non-negotiable. However, the state has continued to experience swirling lava of agitations for self-determination. Relying on documentary evidence, observations, and descriptive analysis, this paper explores the nature of Nigeria’s unity; pattern of coexistence among the different groups within the Nigerian state vis-a-vis the extent they exhibit the proclivity for, as well as the factors that militate against, national integration; the manner the government promotes national unity; and the factors that ignite the separatist tendencies. The finding of this paper is that the inability to foster sense of common identity and national consciousness among the different groups, the continuing promotion of inter-ethnic hatred and unhealthy rivalry, as well as the bad governance rooted in corruption and divisiveness are the main factors that fuel the agitation for separation. The basic recommendation is that the government should reverse her non-negotiable stance about Nigeria’s unity and realize that any sincere move aimed at enthroning lasting peace and unity must begin with good governance and a general understanding and agreement reached by the constituent groups on how to proceed with the Nigerian project.

People gather in structured, if informal, community groups for many reasons—social, such as a book club or softball league; economic, such as a team hosting a fundraiser for a member’s medical expenses; or political, such as neighbors meeting to address flooding caused by poor infrastructure. But how does participating in such groups affect people’s well-being or decisions to work for other community improvements? Level of political knowledge? Level of trust toward group members, people in the broader community, or institutions such as the government? Or willingness to tolerate differences that are often at the root of conflict, such as ethnicity and religion? Through an Innovation and Research Grant funded by USAID’s Center of Excellence on Democracy, Human Rights, and Governance under the Democracy Fellows and Grants Program, Professors Jaimie Bleck from the University of Notre Dame and Philippe LeMay-Boucher from Heriot-Watt University, in collaboration with Jacopo Bonan from Catholic University of the Sacred Heart and Bassirou Sarr from the Paris School of Economics, worked to answer these questions by studying community groups called grins that meet in neighborhoods across Mali’s cities. The research, which included both survey data and data generated through the public goods and trust experimental games, was implemented in two sites in Mali: the capital Bamako and the twin cities of Mopti and Sevare, on the border between the formerly occupied north and the south. Key findings include: Grins’ primary purpose is social, but the groups also help members meet economic needs and provide a venue for political discussion and community service, such as neighborhood cleanup. The majority of grins are male-only, and the majority of grin members are male, comparatively better educated, and unmarried; however, members of male-only grins trusted one another less than members of mixed-gender or female-only grins. Members are better able to produce public goods than non-members, but only when working with members of their own grin. Members are considered more trustworthy than non-members, except for grins with internally displaced persons as members. Grinmembers had more trust in social institutions and diverse ethnic groups, though no more trust of the government; members of ethnically homogenous grins trusted diverse ethnic groups less.

Jean and John Comaroff, professors in the Departments of African and African American Studies and of Anthropology, divide their teaching and research between Harvard and universities in South Africa. Their scholarship has focused on colonialism and the transformation of societies in the postcolonial and late modern worlds. A recent joint effort, The Truth about Crime, documents their “existential engagement” with the interplay of crime, policing, and sovereignty, in response to what they see as a rising global preoccupation. The Comaroffs joined the academic boycott of South Africa in the 1970s and 1980s until the transition of power and formal end of apartheid in 1994. Upon their return to Cape Town, they immediately noticed an overwhelming preoccupation with crime in South Africa. Their desire to unpack this obsession, and what it says about modernity and our relationship to the state, is the subject of their book. Together, the Comaroffs consider the economic, political, and sociological shifts that underlie modern attitudes toward criminality and how these shifts have contributed to the fear of one another, to racial violence, and to public distrust in government. The Weatherhead Center spoke to the Comaroffs from their home in Cape Town, and asked them to tease out some of the complex relationships between crime and policing and how they affect the concept of citizenship.

As with most societies around the world, violence has been a common feature of many African societies. While political violence, especially those targeted at the state and involving armed groups, has gained popularity in public discourses, social violence is one form of violence that is not necessarily against the state. Often driven by few (if any) political objectives, social violence is increasingly becoming a regular occurrence in many states across Africa and other parts of the world. Unfortunately, because of the complex nature of its causal antecedents, social violence attracts less attention from scholars and policy makers. Based on the long-standing arguments that poverty and violence have a significant relationship, this paper focuses on, and demonstrates, the connection between the increasingly high poverty rates and armed social violence in Africa including urban violence and organized crimes such as kidnapping and drug trafficking. The paper presents a set of recommendations to ameliorate poverty and manage the incidence of armed social violence in Africa.

Can digital information and communication technology (ICT) foster mass political mobilization? We use a novel geo-referenced dataset for the entire African continent between 1998 and 2012 on the coverage of mobile phone signal together with geo-referenced data from multiple sources on the occurrence of protests and on individual participation in protests to bring this argument to empirical scrutiny. We find that mobile phones are instrumental to mass mobilization during economic downturns, when reasons for grievance emerge and the cost of participation falls. Estimated effects are if anything larger once we use an instrumental variable approach that relies on differential trends in coverage across areas with different incidence of lightning strikes. The results are in line with insights from a network model with imperfect information and strategic complementarities in protest provision. Mobile phones make individuals more responsive to both changes in economic conditions – a mechanism that we ascribe to enhanced information – and to their neighbours’ participation – a mechanism that we ascribe to enhanced coordination. Empirically both effects are at play, highlighting the channels through which digital ICT can alleviate the collective action problem.

An analysis of the Middle Eastern and North African militaries has produced a laundry list of literature, much of which was either valid for a specific post-World War II period or highlighted one of more aspects of military interest in the status quo or attitudes towards political change. Leaving aside the geopolitical differences between Southeast Asia and the Middle East and North Africa, a comparison of the transition in both regions brings into focus the building blocks that are needed for an armed force to embrace change. Southeast Asian nations succeeded whereas the countries in Middle East and North Africa, with the exception of Tunisia, have failed for several reasons.

In a democratic political regime, politicians and ordinary citizens must accept elections as the legitimate means of choosing who will govern. Losers must patiently wait until the next election to have an opportunity to elect a leader according to their preferences, and winners must restrain themselves from changing the rules to increase their power. Political systems are considered consolidated democracies when elections are free and fair, alternations of power happen according to the results of elections and are accepted by all main contenders, and the general public sees the system as the best way of organizing the political life. The establishment and survival of democracy depend on both politicians and ordinary citizens being committed to it. Understanding why people have (or do not have) a favourable view of democracy, that is, why they demand democracy, is important to an evaluation of the prospects for democratic stability. Usually, national-level variables have been added to multi-level regression models of survey data. In this paper, I contribute to the investigation of why people demand democracy by adding to the usual explanations new individual-level variables related to individual exposure to political institutions and economic conditions. My two main questions are: Does exposure to democracy increase the legitimacy of democracy? Is people’s demand for democracy influenced by the past economic performance of their countries? People live in a constant process of socialization, learning from their individual experiences and from their social environments. People exposed for a longer time to democratic institutions learn how the system works, accept its procedures, and as a result demand democracy more than less exposed people.

Where are African countries headed politically? How resilient are Africa’s governments, regimes, and states? What are the characteristics of political risk? This paper is motivated by a desire to discover whether it is possible to identify early-warning indicators of risk to African political systems. We suggest that Afrobarometer survey data may be used to systematically track trends in mass political support – such as approval for incumbent governments, satisfaction with political regime performance, and the popular legitimacy of state institutions. Where trends in dimensions of popular disapproval turn sharply upward, we infer increasing political risk. The paper is anchored empirically with 15 years’ worth of public opinion data for selected African countries and offers interpretations of what these observations might mean. The analysis is both retrospective – connecting empirical trends to known episodes of instability in Mali, Kenya, and Zimbabwe – and prospective – raising red flags for countries like Ghana, among others, once considered stable but currently facing new political strains.

A large literature examining advanced and consolidating democracies suggests that education increases political participation. However, in electoral authoritarian regimes, educated voters may instead deliberately disengage. If education increases critical capacities, political awareness, and support for democracy, educated citizens may believe that participation is futile or legitimates autocrats. We test this argument in Zimbabwe – a paradigmatic electoral authoritarian regime – by exploiting cross-cohort variation in access to education following a major educational reform. We find that education decreases political participation, substantially reducing the likelihood that better-educated citizens vote, contact politicians, or attend community meetings. Consistent with deliberate disengagement, education’s negative effect on participation dissipated following 2008’s more competitive election, which (temporarily) initiated unprecedented power sharing.

Over the past decades African economies have exhibited two stunning paradoxes: growth acceleration coexisting with stubbornly high poverty rates; increasing capital flight along with widening development financing gaps. There has been no attempt to link the two in the literature. This paper attempts to fill the gap; it suggests that the implications of capital flight for the inequality-growth-poverty nexus may be the key. Specifically, the paper proposes to shift attention to conceptual and empirical analysis of the implications of capital flight for inequality along income lines and inequality in development both within African countries and between Africa and advanced economies. The evidence presented in the paper indicates that Africa may be more unequal along human development dimensions than along income, and points to the possibility that capital flight may be one of the factors behind the observed limited poverty reduction gains from growth and persistent development gap between African countries and advanced economies.

Pushing this strand of research brings a certain feeling of trepidation. It comes from recognizing that by openly elaborating on how to catch or deter a criminal, you thereby confer an undue advantage on the criminal through forewarning. Obtaining a head start in the race to prevail, they (criminals) are able to consider and possibly devise an effective circumvention strategy. But if the criminal must not see it coming then, what aspects of how to stop a thief shall we and shall we not reveal or discuss openly amongst all? There are no easy answers to the conundrum. For instance, one has to consider the signaling value of openly engaging in discussions on how to stop criminal activities and then, balance that benefit against the paradox of empowerment. The balancing act is important because some aspects of the preventive remedies can unintentionally enable the very thing which society is striving to prevent.

38. A Cosmetic End to Madagascar's Crisis?

Madagascar is on the cusp of exiting a five-year political crisis compounded by economic disorder and international isolation. Presidential elections in late 2013 were endorsed as credible following the victory of Hery Rajaonarimampianina. The return to democracy paves the way for renewed international support. However, division entrenched by former President Marc Ravalomanana's exile has polarised the country. The coup regime of Andry Rajoelina was characterised by socio-economic malaise, rampant corruption, institutional decay and the breakdown in the rule of law. The political system, which is the primary obstacle to sustained recovery, needs much more than a cosmetic makeover; fundamental reform is necessary. The African Union, Southern African Development Community and International Support Group for Madagascar must support Rajaonarimampianina's efforts to balance political interests in a marked departure from the traditional winner-take-all approach; reform and strengthening of key democratic institutions; and reform and professionalisation of the security sector.

Throughout the world, women and men have different opportunities to participate in the political sphere. This is particularly true when it comes to participation as candidates and elected officials in electoral processes. There are many factors that contribute to existing gender inequalities in politics. While political finance is an important instrument for achieving gender equality in politics, the ongoing debates about political finance rarely consider the impact of money on the level of representation of both men and women in elected offices. IFES' latest publication, Political Finance and Gender Equality, has been developed on the premise that there is an important connection between political finance and gender equality that has not been explored in-depth. Discussions regarding political finance should take into account the issue of gender, particularly in consideration of the challenges that prospective women candidates face with regard to the role of money. This white paper attempts to take initial steps to examine the relationship between these two important issues. After an examination of political finance regulation and its impact on the chances of women and men to effectively run for elected office, the paper reviews the effect of varying electoral systems on gender equality in politics and political finance. Finally, this white paper discusses a recent pilot project in the Middle East and North Africa. A series of interviews with women candidates informed the work of multi-stakeholder working groups in Tunisia and Yemen, and these working groups provided recommendations for reform in their respective countries.

International remittances have grown dramatically over the past few decades. Existing scholarship on the impact of remittances has focused on their socioeconomic effects. This article focuses instead on the political impact of remittances, and in particular, its effect on political participation. Recent work on Mexico suggests that remittances may be a resource curse. They insulate recipients from local economic conditions, weaken the link between government performance and individual well-being, and reduce incentives to participate in politics. The resource model of participation, however, suggests that since remittances increase incomes, they should increase political engagement. To our knowledge, we provide the first cross-country, individual-level analysis on remittances’ effect on political participation. We employ data from 27,713 individuals across 20 sub-Saharan African countries. We find that remittance recipients are less likely to vote but more likely to participate in politics by contacting government officials directly as well as joining demonstrations and protest marches. Our work thus shows that remittances may not necessarily demobilize citizens, as previous work on Mexico suggests.

Abstract:
Since the General Peace Accord (GPA) in 1992 ending the civil war and the first democratic elections in 1994, Mozambique has experienced a peaceful transition towards democracy, underpinned by successive rounds of local and national elections, which have been, if not totally free, then at least sufficiently free to be accepted by the international community. This, combined with sustained economic growth (Sousa and Sulemane 2007), a substantial decline in people living below the poverty line, relatively high levels of foreign direct investment (FDI) and very high and continued levels of foreign donor support has made Mozambique 'a success story' for the international donor community where few such stories seem available (Renzio and Hanlon 2006: 3). This has triggered continuous and generous levels of assistance and made Mozambique the ultimate 'donor darling'. But with the opening up of the rich natural resource endowment in energy, gas, oil and minerals to exploitation after Frelimo's election victory in 2009, the country stands at a critical juncture, with the potential to become donor-independent within the foreseeable future.

Abstract:
Discussion of development strategies in Mozambique reveals three main perspectives on the role of elites in the policy process: donor dominance, political dominance over technocracy, and the emergence of non-state (economic and civil society) actors as players in the policy process, although still with a marginal role. These analyses tend to see the identity of these actors as monolithic and clearly identifiable. The identities condition the involvement of these actors in a set of dichotomous relations, such as politicians versus technocrats, donors versus internal actors, and state versus non-state actors. Based on this understanding, this paper analyses the role of elites in policy processes, focusing on elite formation and power relations in Mozambique in a context of an economically dependent country undergoing democratization. The paper shows that the dominant analyses of the role of the elites in the policy process in Mozambique overlook the process of elite formation, which contributes to the existence of multiple and overlapping elite identities in the policy process. In this regard, the paper concludes that, despite the emergence of new elites (economic, societal and bureaucratic) resulting from economic and political liberalization and as an aspect of pro-poor policies, the differentiation between these elitesis more apparent than real because of the strategies they have adopted to maintain their dominance in a context of the increasing importance of electoral politics. Further, the paper concludes that the political elite still dominates the process, even with donor dependence, but that nonetheless this dominance is being challenged by an erosion of legitimacy caused by the low effectiveness of the development strategies, reflected in increasing public contestation over government policies, which opens up a space for changes in the current pattern of elite relations.

Abstract:
South Sudan’s independence ends decades of conflict as well as socioeconomic and political marginalization at the hands of successive governments in Khartoum, which affected women in gender-specific ways. Independence thus opens up opportunities for women’s economic and social empowerment, ensuring that the new country’s political and economic structures and institutions reflect commitments to women’s participation and human rights. In turn, empowering women will enable South Sudan to strengthen its economic and political structures and institutions. There is great potential for gender equality and respect for women’s rights in South Sudan. The government has expressed commitments to equality between women and men and to women’s participation. South Sudan is relatively egalitarian and lacking in religious extremism. International actors interested in South Sudan recognize that promoting gender equality and women’s empowerment and addressing gender-based violence (GBV) are key to maintaining peace and security and helping South Sudan’s economy grow. Challenges abound, however. South Sudan is severely lacking in infrastructure and has some of the worst human development indicators worldwide. Social and cultural practices harmful to women compound the effects of conflict and marginalization. There are constant internal and external security threats, a limited understanding of gender equality, and a tendency within communities to view gender as an alien and illegitimate concern, given the acute problems that South Sudan faces. The government of South Sudan, with the support of regional partners and the international community, should ensure that gender equality and women’s rights are fully integrated into and are outcomes of state building. National planning, developing the permanent constitution, and building the country’s new institutions and structures should reflect commitments to gender equality and input from women and women’s groups across South Sudan. The government should cost and meet the full budgetary needs of the Ministry of Gender, Child, and Welfare; ratify and implement the Convention on the Elimination of all Forms of Discrimination against Women and the Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa; strengthen efforts to prevent GBV and address the needs of GBV victims and survivors; and invest more in quality and accessible health and education.

En effet, au lieu de consolider la démocratie, les élections communale, parlementaire et présidentielle de 2010 ont abouti à la marginalisation de l'opposition, au p assage dans la clandestinité des Forces nationales de libération (FNL) et à l'émergence d'une nouvelle rébellion. Combinée à un système de gouvernance faible, cette évolution pourrait conduire à un recul démocratique. Seul s le rétablissement du dialogue politique entre le gouvernement et l'opposition, la sortie de la clandestinité pour les FNL et le renforcement des institutions démocratiques sont de nature à inverser cette dangereuse évolution.

45. Are Electoral Coalitions Harmful for Democratic Consolidation in Africa?

Electoral coalitions are becoming increasingly popular among opposition parties in Africa because they offer many advantages with respect to reducing party fragmentation and increasing incumbent turnovers. At the same time, however, they are often comprised of parties that are defined predominantly by their leaders' personalities and exhibit little differentiation in terms of their policy orientation. Based on a dataset spanning all opposition coalitions since 2000 in Africa's electoral democracies, this paper demonstrates not only that coalitions rarely defeat incumbents but also that they are only competitive when major opposition parties are involved. More significantly, the paper highlights that in many countries, a sizeable share of total electoral volatility is due to fluctuations in voting for opposition parties that have belonged to coalitions. The paper argues that such volatility reflects the inability of coalition members to build loyal constituency bases over time, which is critical for party development and broader consolidation.

46. Competitive Clientelism, Easy Financing and Weak Capitalists: The Contemporary Political Settlement in Ghana

Ghana has exhibited rather strong economic growth since the 1980s, but little transformation of the productive structure of its economy. The paper argues that ruling elites' policy choices are shaped by their political survival strategies. In turn, these strategies are shaped by (1) the characteristics of the ruling coalitions, which include a high degree of vulnerability in power, strong lower-level factions of the ruling coalition, and a substantial amount of fragmentation among the higher factions of the ruling coalition; (2) the weak capabilities and political influence of the nascent productive capitalists; and (3) easy access to financing for the state and the ruling coalition from foreign aid, mining and cocoa bean exports. As a result, ruling elites' policy actions did not prioritize the development of new productive sectors (or upgrading of old ones), but were geared towards delivering benefits to the higher and lower levels of the ruling coalition, as well as delivering a small amount of visible goods and services to as much of the population as possible in an effort to 'swing' voters their way at election time. Neither of these political survival strategies resulted in significant productive sector investments.

47. Growth without Economic Transformation: Economic Impacts of Ghana's Political Settlement

Abstract:
Since the Fourth Republic was inaugurated in 1993, politics in Ghana has been increasingly characterized by competitive clientelism. Ruling coalitions are characterized by a high degree of vulnerability in power due to a strong opposition party, by strong lower-level factions within the ruling coalition due to their importance in winning elections, and by a high degree of fragmentation among the ruling elite. These characteristics, combined with a weak domestic capitalist class and high inflows of foreign aid, have led the ruling elites across political parties to pursue and implement policies that have a short time horizon, that do not significantly shift the allocation of resources towards building productive sectors, and which are often plagued by problems of enforcement. The results have led to growth without economic transformation. In particular, the country has witnessed recurrent macroeconomic instability, a haphazard process of privatization of state-owned enterprises, and no serious attempt to build up productive sectors outside of cocoa and gold.

48. Ethnic Party Bans in East Africa from a Comparative Perspective

Abstract:
Since 1990 the banning of ethnic and other identity-based parties has become the norm in sub-Saharan Africa. This article focuses on Kenya, Tanzania and Uganda as three East African countries that have opted for different ways of dealing with such parties. Using case studies, it traces the origins of the party bans in Tanzania and Uganda and explores the reasons for the absence of a ban in Kenya. The analysis shows that the laws on particularistic parties have actually been implemented by the appropriate institutions. However, these laws have only marginally influenced the character of the political parties in the three countries: A comparison of regional voting patterns suggests that bans on particularistic parties have not ensured the emergence of aggregative parties with a national following in Tanzania and Uganda. In Kenya on the other hand, where such a ban was nonexistent until 2008, parties have not proven to be more regional.

One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

Already delayed six times, Côte d'Ivoire's presidential election is still some way off. Over two months after President Gbagbo dissolved the Independent Electoral Commission (Commission Électorale Indépendante, CEI) and the government, preparations are at a virtual standstill. The process of electoral identification already carries serious risks of violence. Armed groups and militias, the resurgence of xenophobic language and a challenging socio-economic situation make for an explosive environment, threatening the stability of this key West African country. Unless its politicians urgently meet the challenge of escalating tensions, accelerate electoral preparations and desist from hate speech, and unless regional, UN and other international partners establish the operational, political and security mechanisms necessary to prevent violence, the peace process could very well collapse, with dramatic consequences for the country and its neighbours. Côte d'Ivoire's civil war erupted in September 2002, when a section of the army attempted a coup d'Etat. The coup failed, but the insurgent soldiers took control of the northern part of the country. With the arrival of young intellectuals and under the leadership of former student leader Guillaume Soro, they articulated grievances that northerners were treated as second class citizens. An on-and-off war continued until the signing of the Ouagadougou Political Agreement in March 2007, which considerably calmed the situation. Since the middle of 2009, however, tensions have risen again over the electoral process and the question of Ivorian identity and nationality.
