1. Universal Basic Income: A Primer for Poverty Reduction in Africa

Universal basic income (UBI) scheme provides regular payment in cash to everyone in the economy irrespective of their social, economic, financial, and political status. UBI has a direct effect on poverty reduction; this implies that providing cash to everyone in the society irrespective of their financial status will reduce the rate of poverty as citizens will be able to meet basic needs such as food, housing, and clothing especially if this basic income amount is above the poverty line. For others, UBI will only increase inequality and poverty especially in developing countries who lack finances to provide such income to everyone in the society (Robert, 2019). UBI is a simple and practical solution to eradicating poverty, by giving everyone a minimum income, regardless of whether they are young, old, employed or unemployed, the government can tackle poverty reduction (Centre for Social Justice, 2018). More recently UBI has been a major issue of concern and it is seen as the answer to wider problems of technological unemployment, wealth inequality, mental health stability and social mobility. In India, UBI improved mental and physical health and in Namibia UBI program reduced household poverty from 76% to 37% in one year (Johanna, 2014). The high poverty rate and the scanty nature of the UBI literature in Africa makes this study an important contribution to the body of knowledge and further enable policy makers to reflect on the implementation of UBI principle. The objective of this paper is to analyze the effects of universal basic income on narrowing the poverty gap in Africa. The rest of the paper will bring out the role of UBI in poverty reduction, and propose some policy recommendations for the introduction of the UBI in Africa.

2. Migration out of poverty: The case of post-war migration in Mozambique

Internal migration plays an important role in the economic development of individuals, their families, and their country. This study describes Mozambique’s most common migration patterns from 1992 until 2017 using data from three population censuses. We focus on the most important moves between regions, provinces, and rural and urban areas. Further, we document the characteristics of migrants to assess selection patterns. In the final step, we estimate the relationship between migration and multidimensional poverty by applying inverse probability weighted regression adjustment (IPWRA). We find that migration in Mozambique was very high, especially between rural areas, after the war ended as people returned from displacement. Still, it is very low in the most recent period. Recently, migration has been the main contributor to the urbanization of the greater Maputo area (capital city). Migrants appear to be positively selected on education, and are, on average, less likely to be poor.

Abstract:
In Tanzania, climate change adaptation is financed by international development assistance and by nationally generated revenue. While international development assistance is registered by OECD and climate change adaptation relevance tagged by donors, the proportion of the nationally generated revenue that is climate change adaptation relevant is unknown. This DIIS Working Paper analyses the climate change adaptation relevance of the national budget (from 2014 to 2022), using the same methodology applied in a previous study (Yanda et al., 2013). The study further assesses the degree to which climate change adaptation financed is devolved to local government. The study finds that a disproportionately high proportion of climate adaptation finance is used at central government levels due to priorities being established at the ministry level. Moreover, the study finds that local governments lack discretion over climate change adaptation finance due to the country’s highly centralised policies, practices and procedures. Qualitative fieldwork indicates that nearly all climate change adaptation finance accessed by local governments comes with a central government tag (directive) on how to use it.

4. Inclusion and exclusion in Somali drought emergency assistance

Abstract:
When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 5. Declining poverty level in Ghana: Exploring the role of migrants’ remittances

Abstract:
Ghana has a long history of citizens migrating to other countries. Many of these migrants send remittances to relations and acquaintances back home, often to help recipients experiencing poverty and a lack of employment and economic opportunities. Empirical studies have established the poverty-alleviation impact of remittances in Africa, including Ghana. This study uses pooled Afrobarometer survey data collected between 2002 and 2017 to assess the relationship between migrants’ remittances and lived poverty in Ghana. Multiple statistical approaches suggest that remittances have a negative and statistically significant impact on lived poverty. We therefore recommend that the government institute policy measures to encourage the use of formal channels for such transfers to enable the country to harness the full development potential, including the poverty-reduction benefits, of migrants’ remittances.

7. Taxation, infrastructure investment, growth, and poverty reduction: A case study of Zimbabwe

Abstract:
In recent decades, Zimbabwe’s development record has been disappointing. In the last few years, a severe drought and the Covid-19 pandemic have added to the country’s development challenges. This paper is concerned with the long-run need to find a path toward faster growth in GDP, employment, and incomes, accompanied by more rapid progress on poverty reduction and other parts of the global sustainable development agenda. As part of this search, the country will need to address structural constraints including a large infrastructure gap, an inefficient government, and unhospitable business climate. Among these, this paper is focused on infrastructure and alternative means of financing scaled-up investments – what are the consequences of relying on domestic taxes compared to foreign financing? To address these questions, the paper draws on simulations with SDGSIM, a computable general equilibrium (CGE) model, designed for SDG analysis but applicable to analysis of policies in a wide range of areas, including growth, fiscal space, and external shocks. The model was adapted to the Zimbabwean context and calibrated to a database for 2016. The simulations cover the period 2016-2030 and analyzes the effects of alternative levels and priorities for government spending and resource mobilization (domestic and foreign). The simulation results cover a wide range of economic indicators, including some related to the global Sustainable Development Goal (SDG) agenda. The differences between the scenario results for GDP growth, household consumption, and poverty point to the importance of strong public investment management and, other things being equal, of targeting TFP gains to tradable sectors. The advantages of reliance on domestic taxation for the funding of expanded investment include slower debt accumulation and less reliance on the decisions of external actors. Tax reliance may also give the funders, the citizens, a stronger sense of ownership and right to monitor how the money is used, with a positive impact on investment productivity. On the other hand, before the investment have yielded sufficient returns, reliance on taxes reduces private purchasing power, leading to some combination of lower private consumption and investment. Raising the tax burden by 2-3 percent of GDP may also be administratively difficult. It would of course be possible to consider scenarios that split the funding burden between domestic taxes and foreign financing.

8. The effectiveness of social protection in five African countries through normal times and times of crisis

We study the effectiveness of social protection benefits in reducing income and consumption poverty in five sub-Saharan African countries—Ghana, Mozambique, Tanzania, Uganda, and Zambia—in normal times and times of widespread economic crisis. Using tax–benefit microsimulation models with representative household survey data, first we estimate the coverage of benefits and their poverty-reducing effects in each country. Second, we study the ability of benefit automatic stabilizers to reduce losses in incomes and consumption in times of crisis, by simulating hypothetical reductions to earnings and employment. Although the coverage of benefits is fairly high in Ghana and Zambia, the poverty-reducing impact of benefits in all five countries is low in normal times. The effectiveness of benefits to stabilize income and consumption in times of crisis is also limited because many benefits are linked to proxies of income, not income itself, or have tight eligibility criteria. Social assistance programmes are typically unresponsive to losses in household earnings and employment and provide limited support for unemployed people.

Abstract:
This DIIS Working Paper presents key characteristics of each of the six cases including main crop focus, size and business model, as well as types of investors, their investment approach and the factors that motivate them. It also presents the different objectives that the investors have expressed wanting to achieve. As most of the investments involve private funds, it is reasonable to expect that one important goal is to ensure a viable economy in the investment. However, in addition to an economically sound investment, all of the investors behind these six cases have ambitions regarding ways in which they see themselves - through the investment - as contributors towards a positive societal development in the area of the investment. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

Abstract:
This DIIS Working Paper describes the design of a questionnaire survey developed and implemented in order to trace the development outcomes of foreign agricultural investments in six research locations in Tanzania and Uganda. The questionnaire survey was conducted as part of the Agricultural Investors as Development Actors (henceforward AIDA) research programme which, in particular, focuses on development outcomes in terms of employment, migration, food security and wider dynamic economic effects, such as access to technology, infrastructure and markets; land markets and perceived security of land tenure; and water access and security of tenure. The working paper which serves as a methodological reference document describes the approach which was employed for drawing six independent samples of 400 respondents each, as well as the approach developed for computing a foreign agricultural investment exposure index and for computing a locally informed household poverty index.

Abstract:
How can we explain the large gap between national legal and policy commitments to reduce and eliminate gender-based violence (GBV) and the reality and practice of GBV in Ethiopia? Hitherto explanations mainly centre on the conflict between and social and official norms, and the stubbornness of the former. In this new DIIS Working Paper, Fana Gebresenbet tries to go beyond this dichotomy to examine what happens in the ‘in-between spaces’. While the stubbornness of social norms only brings home to us the slow pace of change, it does not tell us what guides the emerging practices that contribute towards change. Instead, ‘practical norms’ are used here as an analytical tool to examine what happens as we move along the continuum from social to official norms. This helps us capture why routinised, coordinated and socially acceptable new practices occur before the major social norms change. This work is part of GLOW (Global Norms and Violence Against Women in Ethiopia), a research programme financed by the Danish Ministry of Foreign Affairs and coordinated by DIIS.

Abstract:
Marital rape and intimate partner violence are controversial issues all over the world either because they are recognised as criminal acts and strongly condemned, or because they are silenced as something that belongs to the private sphere and should not be the object of public scrutiny. In either case, they are acts of repression and gender inequality. In this DIIS Working Paper, Meron Zeleke, associate professor at the Addis Ababa University, explores the issue in an Ethiopian context. She takes a point of departure in historical debates and outlines the development of global and regional norms. The Maputo Protocol on the rights of women in Africa explicitly condemns marital rape. Ethiopia has recently ratified the protocol but has made a number of reservations including in relation to marital rape. The main part of the paper is constituted by an analysis of the ambiguous law reforms when it comes to marital rape in Ethiopia. This analysis points to several different explanations of the lack of criminalisation of marital rape, but suggests that the recent change of government may create space for addressing the issue again. The paper is part of the GLOW research programme.

Abstract:
Of the estimated 3.01 million households in Zambia, in 2015, only 35.8% and 16.1% utilised clean energy fuels for their lighting and cooking services respectively1 (CSO, 2016). Usage and access to clean energy is essential for economic growth, human development and more generally poverty reduction. This notwithstanding, access has remained low in many developing countries. For instance, 1.1 billion of the total global population do not have access to electricity, of which majority are found in Asia, Africa and Oceania (United Nations, 2016). Furthermore, the majority of this population is found in rural areas. Given the centrality of energy to people's everyday life, governments worldwide have devised di erent policies and mechanisms to enhance the use of clean energy. Limited access and use of clean energy is mainly thought of as an issue of a ordability (Barnes and Floor, 1996; Pachauri et al., 2004; Rosnes and Vennemo, 2012; Murtaza and Faridi, 2014; Ismail and Khembo, 2015; GRZ, 2017; Venkateswaran et al., 2018; Kyprianou et al., 2019; Oum, 2019; Yan et al., 2019). Hence, the subsidy policies being implemented in many countries. On the one hand, it has been observed that lack of access to clean energy is a sign of poverty; while on the other hand, access to clean energy helps in the alleviation of poverty (Pachauri et al., 2004; Nussbaumer et al., 2011; Okwanya and Abah, 2018). However, in some cases, access to clean energy is hampered by both the price of the energy (i.e. an a ordability issue) and by availability of infrastructure to deliver the required energy. Thus, in such situations, some governments have had to borrow to facilitate the development and expansion of energy infrastructure; on top of subsidising the use of clean energy. This notwithstanding, the lack of use of clean energy at household level is not well understood. For instance, it is thought that if a household is classi ed as income poor, then it will not be able to use electricity (Pachauri et al., 2004; Murtaza and Faridi, 2014). And in such cases, some governments opt to implement subsidy policies. While this approach has proved useful for some households, it is not an e ective approach of delivering clean energy to the people who need it the most. There is, therefore, great need to identify aspects that determine whether a household would have access to clean energy and let alone use it. This knowledge would be critical in designing policies that hope to increase utilisation of clean energy fuels. As such, this paper sought to understand energy poverty among households in Zambia. Energy poverty is a concept concerned with lack of access and use of modern energy fuels.

In economic theory, the agricultural sector plays an undisputed role in growth, development and poverty reduction in a country. The sector is pivotal for a vast majority of Sub-Saharan Africa (SSA), given the large number of people dependent on agriculture for their livelihood. With the constraints on land expansion and the dual threat of climate change and an ever increasing population, agricultural productivity has become a key matter of concern in agricultural economics. Given this, a vast majority of literature focuses on improving productivity to meet food demand at any cost. A large percentage of it is focused on the use of pesticides, pre-harvest, to eradicate pests and diseases that lead to losses in the produce. As a result, there has been a significant increase in global pesticide usage over the last few years.

17. The praxis of combating VAW in Ethiopia: A political interpretation

Abstract:
Violence against Women (VAW) is among the human rights violations that women face globally every day. The roots of VAW lie in historically unequal power relations between men and women and pervasive discrimination against women in both the public and private spheres. VAW is a global phenomenon that is not limited to certain cultures or countries. However, the form it takes is context-specific. In Ethiopia VAW is pervasive, occurring at three levels as identified by the UN: family; community; and the state. Despite policy pronouncements and the implementation of some practical measures, VAW is still prevalent in Ethiopia. This new Working Paper by Dereje Feyissa, adjunct associate professor, Addis Ababa University, offers a political interpretation to explain the gap between policy and practice on VAW in Ethiopia. Specifically, it argues that the gap between policy and practice lies in the type of regime in Ethiopia, which has undermined the political will and limited the space for gender activism. Historically, this has been evident ideologically (the Marxist frame of the ‘women question’ and the vanguardism connected with it), but also in respect to political legitimacy (ethnic federalism and the priority given to cultural rights), entrenched authoritarianism and the limited space available for gender activism by women’s right groups. The Working Paper is published as part of the international research programme GLOW – Global Norms and Violence Against Women in Ethiopia – financed by the Danish Ministry of Foreign Affairs.

18. Taxation in sub-Saharan Africa after Covid-19: Challenging but far from impossible

Abstract:
In the aftermath of the Covid-19 pandemic, the need in poor countries in Africa for more revenues is obvious and growing - also because aid agencies are quite stingy in assisting them in this crisis. The pandemic’s negative impact on revenues is especially pronounced in countries that are most dependent on international trade, tourism and petroleum exports. The good news is that sub-Saharan African tax collectors have performed almost as well as their peers in the much wealthier Latin America and substantially better than in South Asian countries. Increased domestic revenue mobilisation (DRM) in poor African countries is possible depending on the country’s specific situation and political economy - but it will not be easy: The IMF’s position is that increasing the tax-to-GDP ratio by five percentage points by 2030 is a reasonable aspiration for poor countries. That was unrealistic before Covid-19: it is even more so now. No silver bullet ('tax the rich'!) will generate substantial additional revenues on its own. Better utilisation of a range of revenues sources is needed. A stop for Illicit Financial Flows will clearly help, but is not the golden egg that many believe. Inequality may increase due to Covid-19. However, major redistribution through domestic taxation (as in the Danish welfare state model) is unrealistic in countries with low revenue-to-GDP ratios. Nor is there strong organised political support for such redistribution in poor African countries. Donor support to DRM in poor countries can provide manifold returns on investments if targeted strategically. Support to relevant local and international civil society organisations is also important to help to foster public engagement in tax reforms and improved fiscal accountability. The Sustainable Development Goals in poor countries are strongly under-financed. The progress and sustainability of the SDGs will increasingly depend on poor countries’ own revenues. Hence the centrality of strategically relevant donor support to DRM.

Stokvels are increasingly being recognised as a solution to contribute to income generation and wealth creation, especially amongst low-income earners who are excluded from the formal financial markets. This study investigates the contribution of stokvels to income generation and wealth creation in Eswatini focusing on the poorest region, Lubombo. The study uses 436 stokvel participants which were accessible through NGOs (Joyful-heart, Bantwana Initiative, Imbita Women Finance Trust, and World Vision) which promote savings groups in the country, Lubombo region. The study employs Principal Component-based asset index as a proxy for assets accumulation (wealth creation). The findings from the descriptive statistics indicate that women are dominating stokvels participation in households. In support of income generation, the participants in the study are capable of saving up to E796,123 per annum, and the total loan amount issued increases the total contributions by 6.7%. The generated revenue results for a total of E0.8m. Even though the prominent goals for most of the participants are consumptive, still members can acquire assets and accumulate wealth through borrowing before the cycle matures, thus significantly increasing their socioeconomic status. The study recommends an establishment of a stokvel representative body (such as Eswatini National Association of Stokvels) to capture the Lilangeni value of stokvels that generate in the informal economy, as well as assist in promoting stokvels campaigns for information exchange platform, deal with other stokvels issues of interest, and create and monitor a stokvel data base in the country.

Social protection programming, such as cash transfers and vouchers provided at the individual or household level, has become increasingly prominent as a tool to combat food insecurity worldwide. Advantages of a social protection approach include the ability to target and reach the most vulnerable segments of society and to provide direct support for basic needs without reliance on complex causal pathways.The U.S. Agency for International Development (USAID) invests relatively little in social protection despite its flagship initiative, Feed the Future, which seeks to mitigate food insecurity and to reduce the prevalence of stunting in 12 countries (formerly in 19). Ghana’s LEAP (Livelihood Empowerment Against Poverty) program represents an exception to the U.S. investment pattern. In partnership with UNICEF, USAID/Ghana has made noteworthy investments in the expansion of the LEAP cash transfer program to add a new eligible group of beneficiaries: pregnant women and children under one year old. The intention to intervene during pregnancy and the first year of life is motivated by a growing understanding that good nutrition during this window is critical to physical and cognitive health and human development outcomes that last a lifetime. This report explores the development of Ghana’s LEAP program since 2008; its current coverage, successes, and challenges; and opportunities for both the government of Ghana and donor partners to spearhead continuous improvements for program outcomes and resource efficiency.

A load of unsustainable debt hangs heavy over Zambia. Zambia is part of a list of 25 low income countries considered at high risk of debt distress in 2018. Government’s efforts to reduce the country’s infrastructure gap as well as bring down poverty and inequality have resulted into large spending overruns, a growing subsidy bill and a substantial public sector wage bill over the last five years. Alas, domestic revenues remained low and stagnant. So Government resorted to massive external borrowing to finance arguably unsustainable expenditure. This approach to spending pushed borrowings to about 59% of GDP as at end of 2017, which is in the territory of unsustainable debt levels. In October 2017, the IMF issued a red flag that Zambia was at high risk of debt distress, implying that the country was likely to breach the thresholds for debt and debt service indicators and, should it continue on the same trajectory, it would likely default on its debt service obligations.

In developing countries, women’s decisions concerning their children’s health depend on ‘empowerment’ concerning decision-making, husband/partner’s use of violence, woman’s attitude towards this violence, available information, and resources. We derive an empowerment indicator using the ‘fuzzy sets’ and Alkire and Foster approaches to multidimensional poverty measurement. The health of children is a latent variable; their height and weight are observed health indicators. We apply the ‘MIMIC’ approach to the 2009 Mozambique Demographic and Health Survey. Children’s health is better when the woman opposes her partner’s violence, the higher her education and body mass index, among female children, and in urban areas.

Dutch oofficial development assistance (ODA) for agriculture has been on the rise in the last five years. However, it remains unclear whether Dutch ODA expenditures on agriculture are reaching female smallholder farmers. Empowering smallholders, especially women, is a proven solution for reducing hunger and poverty. This is particularly true of the rural poor, who are the worst affected by the impacts of climate change. This paper calls on the Dutch government to combine a strong ODA budget for agriculture with a solid strategy for resolving hunger by 2030, to scale up climate finance for adaptations in the agricultural sector, and to supply improved data on the impact of agricultural investments for each target group and gender.

Ethiopia is one of the poorest countries in the world and prone to both natural and man-made disasters. More than three-quarters of the population live in rural areas and depend on agriculture. As with most societies around the world, violence has been a common feature of many African societies. While political violence, especially those targeted at the state and involving armed groups, has gained popularity in public discourses, social violence is one form of violence that is not necessarily against the state. Often driven by few (if any) political objectives, social violence is increasingly becoming a regular occurrence in many states across Africa and other parts of the world. Unfortunately, because of the complex nature of its causal antecedents, social violence attracts less attention from scholars and policy makers. Based on the long-standing arguments that poverty and violence have a significant relationship, this paper focuses on, and demonstrates, the connection between the increasingly high poverty rates and armed social violence in Africa including urban violence and organized crimes such as kidnapping and drug trafficking. The paper presents a set of recommendations to ameliorate poverty and manage the incidence of armed social violence in Africa.

India's child stunting rate is among the highest in the world, exceeding that of many poorer African countries. In this paper, we analyze data for over 174,000 Indian and Sub-Saharan African children to show that Indian firstborns are taller than African firstborns; the Indian height disadvantage emerges with the second child and then increases with birth order. This pattern persists when we compare height between siblings, and also holds for health inputs such as vaccinations. Three patterns in the data indicate that India's culture of eldest son preference plays a key role in explaining the steeper birth order gradient among Indian children and, consequently, the overall height deficit. First, the Indian firstborn height advantage only exists for sons. Second, an Indian son with an older sibling is taller than his African counterpart if and only if he is the eldest son. Third, the India-Africa height deficit is largest for daughters with no older brothers, which reflects that fact that their families are those most likely to exceed their desired fertility in order to have a son.

Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

Poverty in Botswana is more pronounced in female-headed households (FHHs) especially those residing in rural areas where employment opportunities are limited. Similarly, the proportion of the FHHs to the total poor increased between 2002/03 and 2009/10. However, no study has so far analyzed whether feminization of poverty has occurred. This paper therefore, examines feminization of poverty in Botswana using the 2009/10 Botswana Core Welfare Indicator Survey and the 2002/03 Household Income and Expenditure Survey datasets. The results indicate no evidence of feminization of poverty (at both national and regional levels). However, the results reveal evidence of feminization of poverty amongst the married couples, the widowed, the divorced, the unemployed, those working in own farms and the self-employed. Therefore, public policy should focus on gender sensitive poverty alleviation strategies, with specific focus on the vulnerable FHHs, especially the divorced/separated and the widowed, in order to fully address the feminization of poverty amongst these groups.

The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Mobility is a resource and a privilege that is unevenly distributed between countries, and within countries. People from developing countries depend on visas and residence permits to a larger extent than citizens of the developed world. Most migration policy research determines the inequality of mobility mainly as a consequence of restrictive immigration policies in destination countries. The focus of this paper is instead on the limited access order that has led to unequal access to migration between people from an African sending country, which has been largely overlooked. This paper shows the historical emergence of a migration divide between intercontinental and intra-African migrants. Through a historical analysis, the paper under-lines how academic migration to France became a means to social mobility in Burkina Faso after independence, while today there is a breakdown of the social elevator via migration since preferential access to migration is likely to enhance the divide between rich and poor.

Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these disparities and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth.

Studies have found that politically deprived groups are more likely to rebel. However, does rebellion increase the likelihood of achieving political rights? This article proposes that rebellion helps ethnic groups to overcome deprivation. I illustrate this by using a "typical" case (the Ijaw's struggle against the Nigerian government) to demonstrate how ethnic rebellion increases the costs for the government to a point where granting political rights becomes preferable to war. Further, I exploit time-series-cross-sectional data on deprived ethnic groups to show that rebellion is significantly associated with overcoming deprivation. The statistical analysis shows that democratic change is an alternative mechanism.

This paper examines the sectoral and spatial variations in growth pro-poorness in Nigeria, using the Shapley decomposition, the Ravallion-Huppi decomposition and the Oaxaca-Blinder decomposition. The results show that spatial and sectoral variations in pro-poor growth are a result of inequality and shift in population, human capital (spatial variation only) and structural factors (sectoral variation only). In addition, the paper finds that the zones and sectors with moderate growth have high poverty-growth elasticity, while zones and sectors with high growth have low poverty-growth elasticity. Thus, spatial and sectoral variations in growth pro-poorness result in weak response of poverty to growth in Nigeria.

This paper investigates household determinants of welfare and poverty in Botswana. Using the 2002/03 Household Income and Expenditure Survey (HIES) and the 2009/10 Botswana Core Welfare Indicator Survey (BCWIS), and employing regression analysis, we identify education level and employment status of the household head, as some of the key determinants of household welfare and poverty in Botswana. Moreover, we find that residing in rural areas increases the likelihood of being poor and negatively relates to welfare. Therefore, public policy must continue to emphasize on education and job creation amongst the strategies for poverty reduction in Botswana. Still, initiatives for rural development are also critical for poverty reduction.

Abstract:
Although its provisions have yet to be implemented, section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act is already having a profound effect on the Congolese mining sector. Nicknamed “Obama's Law” by the Congolese, section 1502 has created a de facto ban on Congolese mineral exports, put anywhere from tens of thousands up to 2 million Congolese miners out of work in the eastern Congo, and, despite ending most of the trade in Congolese conflict minerals, done little to improve the security situation or the daily lives of most Congolese. In this report, Laura Seay traces the development of section 1502 with respect to the pursuit of a conflict minerals-based strategy by U.S. advocates, examines the effects of the legislation, and recommends new courses of action to move forward in a way that both promotes accountability and transparency and allows Congolese artisanal miners to earn a living.

En Côte d'Ivoire, la sortie de crise est menacée par une situation sécuritaire volatile et des blocages politiques. Le dernier trimestre a été marqué par une série d'attaques meurtrières qui ont visé un commissariat de police, l'un des principaux camps militaires du pays, plusieurs posi- tions de l'armée et une centrale électrique. Ces incidents ont été précédés par d'autres violences à l'Ouest. Même si ces évènements ne constituent pas une menace immé- diate pour la stabilité, ils indiquent que, pour certains, la guerre n'est pas terminée. Lenteur de la réforme du sec- teur de la sécurité, gel du dialogue politique, fragilité de la coalition au pouvoir, ret our de la violence verbale, révélation de projets de coup d'Etat, doutes sur la réalité d'une volonté de réconciliation nationale, sont autant de signes préoccupants. Le présid ent Alassane Ouattara et son nouveau gouvernement formé le 22 novembre ne doivent pas compter exclusivement sur la relance économique et le verrouillage sécuritaire pour consolider la paix. La com- munauté internationale ne do it pas détourner son regard d'un pays dont la stabilisation est d'autant plus cruciale pour l'Afrique de l'Ouest que le Mali voisin a basculé dans une crise profonde et durable.

48. Resources, risk and resilience: scarcity and climate change in Ethiopia

Abstract:
Ethiopia's resource scarcity context presents a daunting challenge, but also a significant opportunity. The country's current scarcity context includes: Low agricultural yields and farm sizes: Even if farm productivity were to increase by a factor of three, the average farm would still not produce enough food for a family of five. With 83% of Ethiopia's people directly dependent on agriculture for their livelihoods, the country has a major food security challenge; 7.5 million people depend on food safety nets. Major exposure to drought: Ethiopia has erratic rainfall, and acutely limited water storage capacity: the country has only 43m3 of reservoir storage per person, compared to 750m3 in South Africa and 6,150m3 in North America. Levels of irrigation are also low: the World Bank estimates that only 5% of irrigable land in Ethiopia is actually irrigated. Limited access to energy: Ethiopia's total primary energy supply is less than 60% of the African average, and only just over a fifth of the global average. The country depends on waste and biomass for 90 of its energy needs – leading to consequences including deforestation, and soil degradation as a result of biomass not being returned to the soil. High dependence on imported oil and food: Ethiopia currently imports all of its liquid fuels and a significant proportion of its food. This creates major exposure to global commodity price volatility, with the attendant risk of balance of payments problems, inflation and outright supply interruptions.

49. Subjective Risk and Participation in Micro Life Insurance in Ghana

Abstract:
This paper analyzes the determinants of households' decisions to purchase micro life insurance, the most common but least investigated type of microinsurance. It uses household survey data collected in southern Ghana in 2009. Insurance participation and extent of coverage are examined against a standard benchmark model, which argues that life insurance uptake increases with risk aversion, the probability of risk, initial wealth, and the “intensity for bequests.” Many of these predictions indeed hold in the case of micro life insurance. However, the results of probit and tobit models show that nonstandard factors also explain the participation decision. Unlike the case with other available types of insurance, there is a significant negative association between households' subjective idiosyncratic risk perception and the uptake of micro life insurance. Additionally, households' micro life insurance participation is strongly related to their relationships with formal financial services providers and their membership in social networks. These findings suggest that poorer households view microinsurance as a risky option.

Abstract:
This paper explains the differences in ruling elite support for the fisheries and dairy sectors in Uganda. Although production in Uganda has not generally been promoted in any sustained way, ruling elites have to varying degrees supported the dairy and fisheries sectors. The paper shows that the ruling elite initially supported the fishing industry because of industry pressure. They have failed to enforce fisheries management because there are big political costs associated with such enforcement. The dairy sector in the southwestern milk region was initially supported because the ruling elite wanted to build a coalition of support in this region. Coming from the region himself, the president had a keen interest in dairy cattle. The sector was subsequently regulated because the biggest processor put pressure on the ruling elite to do so. Even when the ruling coalition is fragmented, promoting production is possible if there is strong industry pressure and when the initiatives to promote the sector are also seen to help build or maintain the ruling coalition.
