Abstract:
On August 15, 2021, a spokesperson of the Islamic Emirate of Afghanistan, the Taliban’s self- proclaimed state, declared on Twitter: “With the help of God, and the support of the nation, we are now in control of all parts of the country. We would like to congratulate our nation on this big achievement.” After 20 years of conflict with U.S. and NATO coalition forces, no one predicted the speed with which the Taliban would consolidate power and precipitate the collapse of the Afghan government and military. Presenting research conducted by the newly established Centre for Artificial Intelligence, Data, and Conflict (CAIDAC), this report explores social media’s central role in the Taliban’s takeover of Afghanistan and the strategies used by the group to manipulate international and domestic audiences. It examines the Taliban’s social media strategy on Twitter throughout their takeover of Afghanistan, which culminated in the storming of Kabul on August 15, 2021. Specifically, we studied the activity of 63 accounts claimed by the Taliban leadership, spokespersons, and avowed members from April 1 to September 16, 2021. These accounts had more than 2 million followers on Twitter in September 2021. As of May 8, 2022, Taliban content reaches more than 3.3 million accounts. We also examined the broader Taliban ecosystem, which included more than 126,000 Twitter accounts that either retweeted Taliban content or posted content subsequently shared by the Taliban’s core network. We found clear patterns in the group’s communication strategies, visual imagery deployed, and the timing and content of social media activity and events on the ground.

The Taliban’s takeover of Afghanistan on 15 August 2021 unraveled significant achievements of the Women, Peace and Security (WPS) agenda in Afghanistan over the last two decades.1 Every western donor present in the country pushed the WPS agenda over the past two decades of their engagement in Afghanistan. The previous Government of Afghanistan adopted a National Action Plan on Women, Peace and Security in 2015. They made concerted efforts to implement the NAP by promoting women’s participation in the peace process, the parliament, in government and the security sector, and to protect women and girls from gender-based violence and other violations of their human rights.

Global considerations prompted the United States’ decision to withdraw from Afghanistan, not military pressure from the Taliban. This is evident one year after the withdrawal, despite the difficult scenes of the first few days after the Taliban takeover of the capital, Kabul, and the victory celebrations of the Taliban and al-Qaeda. Furthermore, at this stage the danger of an international wave of terrorism in the West led by al-Qaeda does not appear to be a concrete and immediate threat. The killing by the United States via an armed UAV of al-Qaeda leader Ayman al-Zawahiri, who was hiding in Kabul, has also contributed to the organization's weakness and put it on the defensive. For the US administration and from a long-term perspective, the withdrawal was the right step, which did not harm the United States' superpower standing and even enabled greater attention and resources for coping with the main challenges currently posed by China and Russia.

Abstract:
Despite a long history of bilateral contacts, Turkey’s most intensive commitment in Afghanistan only started in 2001 with the NATO mission. A first friendship treaty was signed back in 1921; the first official foreign visit to the Republic of Turkey was made in 1928 by King Amanullah of Afghanistan. Turkey’s engagement in South Asia started with Afghanistan but has recently been Pakistan-centred. As the only majority-Muslim NATO country, Turkey was viewed more positively by the Afghan population and the Taliban than other NATO member states. Ankara has been reaching out to the Taliban since summer 2021. However, the Taliban have not met Turkish demands for a more inclusive government, or in relation to girls’ education. Turkey has become a haven for non-Taliban (opposition) Afghans, who are told not to voice their criticism of the Taliban. There are four main motivations for Turkey’s engagement in Afghanistan: 1) improving relations with the US; 2) stabilizing Afghanistan to prevent migrant flows; 3) getting a foothold in the geopolitics of the region; 4) benefitting from the economic potential. Kabul international airport is important both for the Taliban and for Turkey. For the Taliban, it is their window to the world; for Turkey, it is an opportunity to profit economically and to boost its international status. In Afghanistan, Turkey’s soft power approach includes TIKA (Turkish Cooperation and Coordination Agency), the Maarif schools, and the Yunus Emre Institute. These institutions have remained operational. In 2020, Afghanistan received the third largest amount of Turkish developmental aid, amounting to 36.5 million USD. Even if the world, and Turkey, are currently focused on Ukraine, Afghanistan will continue to occupy an important place in Turkey’s regional foreign policy.

The United States’ withdrawal from Afghanistan in 2021 was followed by a surprisingly quick takeover by the Taliban, the predominantly Pashtun, Islamic fundamentalist group that had initially been ousted in 2001. Their triumphant return to power 20 years has raised numerous questions about what led to the US and Western failure in Afghanistan, the implications for regional and global security, and the policy options now available to Europe and the United States. As of now, the West has no plans to engage with the Taliban government, but continued inaction could result in dire consequences for Afghan citizens as well as for Western interests at large. A severe humanitarian crisis has gripped Afghanistan since the Taliban takeover, pushing nearly 20 million people to the verge of famine. The United Nations Development Programme fears Afghanistan will face near “universal poverty” by the end of 2022 with 97 percent of the population living below the international poverty line. There is also a growing threat that a Taliban regime could enable terrorist organizations to operate more openly on Afghan soil, paving the way for new, aggravated threats to regional and global security. The withdrawal has also compelled European to re-evaluate their partnership with the United States on Afghanistan and to fear that the fallout from the Taliban’s resurgence will be most severe for Europe, including more immediately with social and economic costs of dealing with more refugees. There is widespread agreement in the West that engagement in Afghanistan needs to continue but not the way it was done in the past. To explore what that reimagining Western engagement can look like, this paper presents an analysis of a foreign policy approach that has largely remained absent from the discussion: religious diplomacy. This form of Track Two diplomacy is deeply rooted in religious texts, practices, and traditions, and it is oriented toward the active role of faith leaders in politics, conflict resolution, and peace-building. In Afghanistan, where the sociocultural and political realities have historically remained deeply intertwined with it, an insufficient understanding of religion has led some to argue this was a major blind spot in the Western foreign policy approach. There is a need to revisit religion’s centrality to the war and how religious diplomacy offers an underappreciated peace-building framework that can be operationalized through faith-based organizations that share existing relationships with Afghanistan, a common religious language and cultural affinities with its people, and moral capital to draw from. The Organization of Islamic Cooperation and the Muslim World League, in particular, are two highly influential pan-Islamic nongovernmental organizations, that have leveraged their religious legitimacy and moderate interpretations of Islamic teachings to provide a counter narrative to radical ideas that promote violent extremism, to facilitate dialogue, to mediate conflicts, and to initiate peace-building in previous and ongoing conflicts in the Muslim world. Drawing on their experience, this paper argues that creative religious diplomacy through them can be an effective policy option for the Europe and the United States for a sustainable future engagement in Afghanistan. The paper therefore offers recommendations that flesh out the form this could take.

US failure to consult allies has created a new rift with Europe. The transatlantic rift will be bridged, because every side has an interest in repairing the damage. The Afghanistan debacle has demonstrated Europe’s virtual nonexistence as a standalone strategic actor in the security domain. It is a reminder that the EU needs to develop its strategic autonomy and a fully functioning common asylum system. Europe will focus on working with key neighboring countries, applying leverage as an economic and development aid superpower to extract conditionality. There are many losers, and only a few clear winners. Pakistan, Turkey, China and Iran emerge as main winners from regime change in Afghanistan, but not without a significant downside. Radical Islam and Jihadi movements have gained a landmark victory. Taliban II are no less zealous in their religious obscurantism than Taliban I. The Taliban will be under strong external pressure to crack down on exportable terrorism. The Taliban are unlikely to be able to establish an effective central government and will lack complete control of the land. The desperation of thousands of people struggling to leave is a potent symbol both of the West’s impotence and of the power of its values. The West retains its universal aspirational potency. So do versions of radical Islam, reverberating throughout the Muslim world as a liberation theology. A lesson in humility might well be the West’s most precious takeaway from Afghanistan’s chaotic fall.

13. The Costs of Working with the Americans in Afghanistan: The United States’ Broken Special Immigrant Visa Process

The United States’ Special Immigrant Visa (SIV) Program was designed to help Afghans and Iraqis who are in danger of being killed as a result of their service to the U.S. government as translators or in other civilian jobs. As of 2020, over 18,000 Afghan applicants have received U.S. visas, along with over 45,000 of their immediate family members, and immigrated to the U.S. The program has been plagued by bureaucratic inefficiencies and significant problems with the application process, resulting in a backlog of an additional 18,800 applications according to a 2019 review of the program. The lives of thousands of these applicants are currently at risk. This report on the Afghan SIV program, based on interviews with over 150 SIV applicants and recipients, as well as a review of other studies of the program, suggests that while the program is well-intentioned and beneficial to certain successful applicants, its current structure puts the lives of applicants at risk and leaves them vulnerable to exploitation before, during and after the process. The lack of a coherent, effective strategy to support these workers, and the failure to implement the program as originally envisioned, leaves applicants stranded in Afghanistan or elsewhere and vulnerable to attacks by the Taliban and criminal groups, as well as other forms of exploitation. This has further undermined the reputation of the United States government in Afghanistan while serving a relatively small percentage of those Afghans who worked closely with the U.S. The program also does little to support those who do receive visas and move to the U.S. They are ultimately disappointed in, and unprepared for, the lack of support they receive upon settling in the United States. The program could do much more to prepare and support these recipients for the challenges they are likely to face during resettlement. The Biden administration’s current review of the SIV program is a good step forward, but unless that review takes a closer look at the true human costs of its flawed processes, it is likely to result in little more than bureaucratic tinkering. The program must be seriously overhauled, based on a reconceptualization of how to best support those who put their lives at risk to assist the United States government. As it is currently structured, the SIV program may in fact be doing more harm than good.

In most parts of the world, the lines on maps separating countries are true borders. That is, they are controlled by the governments on one or both sides. But in some places, they remain the quasi-open frontiers they were in the past or have reemerged as such because of recent political changes; those borders are highly porous zones, where people and goods can move more or less freely in one or both directions without much regard to the powers that be. Such situations invite outside involvement that can ramp up quickly and disturb preexisting international arrangements. One poignant example is the adjoining border area shared by Tajikistan and Afghanistan. In recent years, that frontier has attracted attention because of the danger that Islamist militants from Afghanistan could cross it to move north into Tajikistan and beyond. But another danger is emerging: China is establishing increasing control over Tajikistan and, thus, is putting itself in a position to project power southward from Tajikistan into Afghanistan. If Beijing does so, that could fundamentally change the security situation and geopolitical balance in Central and South Asia as a whole.

16. Afghanistan’s Rising Civilian Death Toll Due to Airstrikes, 2017-2020

The United States military in 2017 chose to relax its rules of engagement for airstrikes in Afghanistan, which resulted in a massive increase in civilian casualties. From the last year of the Obama administration to the last full year of recorded data during the Trump administration, the number of civilians killed by U.S.-led airstrikes in Afghanistan increased by 330 percent. This report reveals the price that Afghan civilians have paid for all parties’ escalation of violence in their attempts to gain leverage in talks between the United States and the Taliban. The data demonstrates that, compared to the previous 10 years, there was a 95 percent increase in civilians killed by U.S. and allied forces’ airstrikes between 2017 and 2019. Further, during the period of intra-Afghan talks, the Afghan Air Force has killed more civilians than at any point in its history. In 2018 alone, 3,800 Afghan civilians were killed by airstrikes.

17. A Peacekeeping Mission in Afghanistan: Pipedream or Path to Stability?

This article analyzes how an international peacekeeping operation (PKO) can support an intra-Afghan peace settlement by mitigating information and commitment problems and fostering compliance during the settlement’s implementation phase. To frame the information and commitment problems currently hindering an intra-Afghan settlement, I briefly review noncooperative bargaining theory, its application to civil conflicts, and how PKOs can lessen mutual uncertainty and foster stability. Anchoring this research on Afghanistan, I analyze the first peacekeeping mission in Afghanistan, the 1988–1990 United Nations Good Offices Mission in Afghanistan and Pakistan (UNGOMAP). UNGOMAP’s eventual failure to foster peace highlights Afghanistan’s complexities and the dangers of an insufficiently resourced PKO operating in a state without a viable, incentive-compatible settlement. I apply these lessons to policy analysis, where I explore possible PKO options and their potential for incentivizing compliance with a future intra-Afghan deal. Though a viable PKO currently seems improbable given Afghanistan’s ongoing violence and the Taliban’s insistence on the complete withdrawal of foreign forces, future conditions may change, and I highlight necessary prerequisites where a PKO may become possible. If designed properly, an Afghanistan PKO can fill a critical monitoring and verification capacity and bolster Afghanistan’s prospects for long-term stability.

Within the Indo-Pacific region, the United States and Pakistan have sharply divergent strategic objectives. While American objectives have changed over time, focusing in recent years on rivalry with China, Pakistan’s strategic objective has remained constant—to maintain a balance of power with India. Yet Pakistan retains close strategic and economic ties with China, and the United States considers India an important strategic partner. Nevertheless, the two countries have worked together for nearly two decades toward two tactical goals—achieving a political settlement in Afghanistan and eliminating terrorism in South Asia. There is potential for them to cooperate more broadly, for example, increasing direct foreign investment to Pakistan and helping Islamabad balance its relations with the United States and China. Washington’s willingness to expand such cooperation will depend on Pakistan’s cooperation in fighting terrorism in the region.

21. Urban Drivers of Political Violence

Abstract:
The demographic trend of urbanisation, while not a cause of conflict, exacerbates local tensions and weak governance. It also creates an urgent need to understand the policy challenges that exist in cities such as Mogadishu, Nairobi, Kabul and Karachi. The rate of growth of the urban population in the four countries covered by this study was above the global average for the 2015–20 period – and more than double the average in the cases of Kenya and Somalia. With the exception of Pakistan, these countries also registered higher urban population growth in 2018 than the average for fragile and conflict-affected countries, which was 3.2%. Typically built without formal land rights, lacking basic public services, and featuring low-quality housing in overcrowded conditions, slums are perhaps the most visible characteristic of cities undergoing rapid and unmanaged urbanisation. But they are not the only one. Cities located in or near areas where armed conflict is taking place also tend to be split by several dividing lines – between slums and the rest of the city, between ethnic groups, between licit and illicit (often criminal) economies, and between violent and safe areas. Whereas many of these divisions may be part of broader national problems, their geographical concentration in the limited confines of a city creates distinctly urban drivers of violence, and therefore requires tailored policies in response. These divisions, exacerbated by the rapid urbanisation process, have contributed to a decline in state authority – governmental capacity to enforce rules, monopoly over the use of force, taxation and other state prerogatives – at the municipal level. In cities, therefore, security and governance go hand in hand. The existence of organised armed groups able to replace key state functions makes the challenges in cities affected by armed conflict particularly urgent. This report sheds light on the ways in which cities contribute to the weakening of state authority, and aims to provide a basis for the formulation of better, more tailored policies.

A precipitous U.S. withdrawal from Afghanistan would endanger many of the social, political, economic, and health gains that have been achieved in Afghanistan over nearly 20 years. Afghanistan has a myriad of problems, including corruption, violence, and poverty, but these challenges often overshadow improvements in mortality rates, media and cellular access, tax collection, and women and girls’ education and political freedoms, among others. To prevent these gains from dissipating, the international community should encourage the Afghan government to meet certain governance benchmarks and continue on its path to self-reliance. The United States and its international allies should also consider a gradual withdrawal of troops, funding for the Afghan security forces, and economic assistance, based on a timeline that reflects facts on the ground and progress on peace negotiations.

When the United States invaded Afghanistan after the attacks on September 11, 2001, and then overthrew the Taliban regime, senior military officers were not predicting that the United States would be militarily involved 18 years later. Yet, after expending nearly $800 billion and suffering over 2,400 killed, the United States is still there, having achieved at best a stalemate. This CSIS report concludes that the mission in Afghanistan expanded from a limited focus on counterterrorism to a broad nation-building effort without discussion about the implications for the duration and intensity of the military campaign. This expansion occurred without considering the history of Afghanistan, the Soviet experience, and the decades-long effort required in successful nation-building efforts. The report makes a series of recommendations: improving the dialogue between senior military and civilian officials about desired goals/end states and the implied intensity/duration of a military campaign; continuing the development of military strategists; revising military doctrine publications to include discussion of choices about goals/end states; and taking more seriously the history and experience of others.

25. Creating a Real Peace in Afghanistan

It has been a long, grim war since the first U.S. troops appeared in Afghanistan on October 7, 2001. The fighting has now lasted close to 18 years, and the conflict has become one of the worst managed wars in American history. The effort to reinvent Afghan government as a functioning democracy has so far been an unstable nightmare mixing corruption and uncertain central leadership with power brokers, ex-warlords, and divided leadership. Efforts at economic growth and reform have fallen far short of their goals, vast sums have been wasted or lost through corruption, and the current Afghan economy now survives on the basis of outside aid and domestic narcotics exports. Major security efforts have at best produced an uncertain stalemate and one where the Afghan government increasingly seems to be losing control in the countryside in order to maintain its hold on major population centers. Three different Presidents have made major errors in overall strategy. President Bush gave priority to Iraq at the cost of giving the Afghan war proper attention and providing adequate forces to deal with the return of the Taliban. President Obama first authorized a surge — which wasted major resources in Helmand — and then called for a premature U.S. withdrawal based on totally unrealistic goals for Afghan force development. President Trump has adopted a strategy which has no clear political or economic element, and is unclear as to whether the U.S. is willing to keep supporting Afghan government military efforts or is giving priority to peace more as part of an effort to withdraw U.S. forces than to achieve a lasting and meaningful peace settlement. This report addresses the options for staying in Afghanistan, for reaching a cosmetic or real form of peace, and for some form of unilateral withdrawal. It describes the challenges in each area: the current stalemate in conflict and the debate over Afghan Government versus Taliban control, the critical problems in Afghan governance, the weaknesses in the Afghan economy, and the many remaining challenges in creating Afghan forces that can stand on their own. It addresses the challenges in cutting or removing U.S. land and air forces. Finally, it addresses critical problems in assessing and costing the current level of U.S. involvement in the war, and in estimating the future cost of supporting a peace or continuing the fighting.

In fairness, peace almost always consists of a pause in the fighting that becomes a prelude to war. Taking modern Europe as an example, the Napoleonic wars were punctuated by failed peace attempts, and then led to the rise of Germany and a whole new series of wars with Austria, Denmark, and France. The repressive peace settlements following Europe’s upheavals in 1848 set the stage for decades of new rounds of conflict and revolution. World War I led to World War II, and then led to the Cold War and now to the Ukraine. Nevertheless, the current U.S. efforts to support peace negotiations in Afghanistan and the Middle East seem remarkably weak even by historical standards. In the case of Afghanistan, “peace” is being negotiated without even the same cosmetic level of local government participation that occurred in Vietnam. It is being negotiated when there is no political stability to build upon, and no apparent prospect that the coming election can bring real unity or effective leadership.

As of mid-August 2019, the Taliban has continued to reject any formal peace negotiations with the Afghan government, and has steadily stepped up its military activity and acts of violence while it negotiates with the United States. Terrorist groups like ISIS-K add to the threat, as do the many splits within the Afghani government and political structure. The Taliban has not encouraged further ceasefires, or shown any clear willingness to accept a lasting peace on any terms but its own. It may well see peace negotiations as a means of negotiating a withdrawal of U.S. and other allied forces and a prelude to a peace that it could exploit to win control of Afghanistan. At the same time, major uncertainties also exist regarding continuing support for the war. Some press reports indicate the Administration is seeking a 50% reduction in active U.S. military manpower in country by the end of 2019 or some point in mid-2020 regardless of whether a peace settlement is reached. Some members of Congress have called for major U.S. force cuts and shown only a limited willingness to keep up U.S. support of the Afghan government and forces if peace negotiations do not succeed. Much depends on current trends in the war, and the extent to which the Afghan Government or the Taliban are winning control and influence over the country. Much also depends on the degree to which the Afghan government forces can stand on their own if a peace negotiation leads to the withdrawal of U.S. and Resolute support forces, or if the U.S. makes major further force cuts.

Much of the analysis of these three options has focused on the possible terms of the peace, the immediate progress in the fighting, and/or the coming Afghan election and Afghanistan’s immediate political problems. These are all important issues, but they do not address the basic problems in Afghan security forces that will limit its military capabilities indefinitely into the future, or the scale of the civil problems in Afghanistan that have given it failed governance and made it the equivalent of a failed state, and that will shape its future in actually implementing any peace or in attempting to continue the war.

Across the world, we observe different experiences in terms of inequality between migrant and ‘host-country’ populations. What factors contribute to such variation? What policies and programmes facilitate ‘better’ economic integration? This paper, and the broader collection of studies that it frames, speaks to these questions through focused comparative consideration of two migrant populations (Vietnamese and Afghan) in four Western countries (Canada, Germany, the UK, and the US). It pays particular attention to involuntary migrants who fled conflict in their home regions beginning in the 1970s. The paper builds in particular on the literature on segmented assimilation theory, exploring new linkages with work on horizontal inequality, to highlight the role of five key sets of factors in such variation: governmental policies and institutions; labour market reception; existing co-ethnic communities; human capital and socioeconomic characteristics; and social cohesion or ‘groupness’.

The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

The United States has now been at war in Afghanistan for some seventeen years and been fighting another major war in Iraq for fifteen years. It has been active in Somalia far longer and has spread its operations to deal with terrorist or extremist threats in a wide range of conflicts in North and Sub-Saharan in Africa, South Asia, and South East Asia. In case after case, the U.S. has moved far beyond counterterrorism to counterinsurgency, and from the temporary deployment of small anti-terrorism forces to a near "permanent" military presence. The line between counterterrorism and counterinsurgency has become so blurred that there is no significant difference. The national academic consortium for the Study of Terrorism and Responses to Terrorism (START) has just issued new trend data on terrorism that are updated through the end of 2017. When they are combined with other major sources of data on terrorism, they provide the ability to trace the history of U.S. "wars" against terrorism in countries like Afghanistan, Iraq, and Syria. They show the results of America's "long wars" of attrition where it is increasingly unclear that the United States has a strategy to terminate them, or has the capability to end them in ways that create a stable and peaceful state that can survive if the United State should leave. The resulting graphics and maps are provided in the full text of the report on which this summary is based, and which is available on the CSIS website here. This summary both summarizes how the trends in such data reveal the patterns in terrorism and impact on U.S. strategy. 32. The Afghan Taliban's Relationship with Pakistan

Abstract:
This paper seeks to reflect the views of those fighting the Afghan government, which includes the movement of the Afghan Taliban. The movement of the Afghan Taliban grew out of multiple sources, but came mainly from primarily local bands of religious students who joined the anti-Communist uprising of Afghan religious scholars. These bands of religious students captured branches in some of the Pakistan-based religious resistance parties, and were frequently integrated in provincial organizations as separate “fronts” inside Afghanistan. The religious students did not appropriate the modernizing Islamist discourse of Hezb-i Islami and other parties, but demanded the creation of an Islamic system of governance, the "Islamic Emirate," headed by the commander of the faithful (amir al-muminin), and not a President. This vision was realized in 1998, two years after the fall of Kabul. Pakistani support had been used up to this point by all parties in order to capture power in Afghanistan as a tactic. With the fall of the Islamic Emirate, this tactic changed to become the strategy for their survival, come-back and counter-offensive. Every time the Taliban used Pakistan in order to secure their leadership, establishing command centers, recruitment, or any other activity, the increasing reliance colored their whole activity. In the matter of recruitment, this meant that Pakistani youth would be admitted into the Afghan Taliban ranks as full members. Ultimately, this reliance also opened up the Afghan Taliban to Pakistani penetration and influence. Mullah Omar, the “amir al-muminin” tried to counter this trend by relocating into hiding inside Afghanistan, where he also died. In the process, he had ceded much actual control to his messengers, who could operate in Pakistan and the world in his name. The article provides an overview of Mullah Omar’s movements between Afghanistan and Pakistan after the fall of the Taliban Emirate up to his death. In light of President Trump speech on 21 August 2017, and subsequent briefings by Secretary of Defense Mattis and General Dunford to the Senate on 3 October, a stronger focus of the United States on Pakistan’s role in supporting the Taliban is evident. The views of the Taliban and Al-Qaida operatives on the role played by Pakistan appear to support this shift in American focus from President Obama’s approach.

There is an acute need for methods of detecting and investigating fraud in elections, because the consequences of electoral fraud are grave for democratic stability and quality. When the electoral process is compromised by fraud, intimidation, or even violence, elections can become corrosive and destabilizing—sapping support for democratic institutions; inflaming suspicion; and stimulating demand for extra-constitutional means of pursuing political agendas, including violence. Accurate information about irregularities can help separate false accusations from evidence of electoral malfeasance. Accurate information about the scope of irregularities can also provide a better gauge of election quality. Finally, accurate information about the geographic location of malfeasance—the locations where irregularities occurred and how they cluster—can allow election monitors and pro-democracy organizations to focus attention and resources more efficiently and to substantiate their assessments of electoral quality. Election forensics is an emerging field in which scholars use a diverse set of statistical tools—including techniques similar to those developed to detect financial fraud—to analyze numerical electoral data and detect where patterns deviate from those that should occur naturally, following demonstrated mathematical principles. Numbers that humans have manipulated present patterns that are unlikely to occur if produced by a natural process—such as free and fair elections or normal commercial transactions. These deviations suggest either that the numbers were intentionally altered or that other factors—such as a range of normal strategic voting practices—influenced the electoral results. The greater the number of statistical tests that identify patterns that deviate from what is expected to naturally occur, the more likely that the deviation results from fraud rather than legal strategic voting. Through a Research and Innovation Grant funded by USAID’s Center of Excellence on Democracy, Human Rights, and Governance under the Democracy Fellows and Grants Program, a research team from the University of Michigan, led by Professors Walter Mebane and Allen Hicken, built an innovative online tool, the Election Forensics Toolkit, that allows researchers and practitioners to conduct complex statistical analysis on detailed, localized data produced through the electoral process. The Election Forensics Toolkit presents results in a variety of ways—including detailed country maps showing “hot spots” of potential fraud—that allow practitioners not only to see where electoral fraud may have occurred but also the probability that the disturbances in the election data that the statistical analyses detect are attributable to fraud, rather than to other cultural or political influences, such as gerrymandering or geographic distribution of voting constituencies, among others. The team also produced two publications under the DFG grant: a Guide to Election Forensics and a more detailed Elections Forensics Toolkit DRG Center Working Paper. The Guide provides a more general introduction to election forensics as a field, and the DRG Center Working Paper focuses on presenting in detail the results of applying election forensics to specific elections in Afghanistan, Albania, Bangladesh, Cambodia, Kenya, Libya, South Africa, and Uganda

On 23-24 January 2016, approximately 55 senior participants from a wide range of backgrounds gathered in Doha to discuss the shared goal of peace and reconciliation in Afghanistan. The meeting was a non-official (“academic”) exploration of current issues and not an official negotiation. It was held in the spirit of mutual respect and non-discrimination. All participants recognized the importance of dialogue, and many had traveled very far to participate in these discussions. The hope is that the points discussed in these non-official meetings be considered by all official negotiations. All expressed appreciation to the government of Qatar for allowing this meeting to take place and for the relevant support. There is a unanimous consensus that these meetings should be continued on a regular basis. The goal of the meeting was to explore the options for a ladder or steps toward a stable peace in an independent, unified Afghanistan that would reflect the values, including Islamic values, of the people of Afghanistan, while recognizing the diversity of the Afghans. Discussions showed that there were many shared concerns. These areas of commonality create opportunities for progress. Dialogue is needed to determine the steps forward to addressing these concerns. 1. Peace is an urgent need. Decades of war that have been imposed on Afghanistan, have had a devastating impact on all Afghans. People are waiting impatiently for peace. If progress is not made soon, many fear the country may face other threats that might further complicate the process. 2. Military confrontation must end. The sovereignty of Afghanistan and the desired peace and stability will ultimately be achieved via political cooperation within a framework of legitimacy established by an appropriate constitution. Foreign troops must eventually leave Afghanistan. 3. Some participants believe that the Constitution should be amended, while others believe that the constitution should be substantially rewritten. Concrete proposals should be discussed in detail in future meetings. 4. Outside forces should not control the politics of Afghanistan. Instead, international technical, economic and cultural cooperation should be promoted. 5. The freedom for all parties to discuss the path to peace needs to be ensured from now on. The highest priority in this regard is enabling all sides to sit together. Blacklists should be eliminated and freedom of movement should be guaranteed. Visas should be facilitated for those to attend such discussions. All agreed that the Taliban should have an office and an address. 6. To foster dialogue among all parties, some participants invoked Afghanistan’s long-established tradition of the Jirga. A peace Jirga of credible, impartial Afghans could be convened, perhaps drawn from participants at this conference. Other institutions, such as Pugwash, could also provide a forum, but Afghans must lead. It was pointed out that the Doha dialogue and its follow-ups do not interfere with the current quadrilateral talks. 7. A ceasefire should be part of negotiations. 8. The protection of civilians and an end to civilian casualties are shared goals and high priorities. The recent increase in civilian casualty rates, including the heavy toll on children and women, was noted. All sides should ensure accountability and the prosecution of abuses. 9. Constitutional issues are of primary concern and need to be discussed in specific detail. Afghanistan should have an Islamic government. According to some participants, the present constitution needs to be changed, provided that it be based on Islam and enforce national sovereignty. A fundamental concern is that any constitution should ensure there will be no monopoly of power and no discrimination against people with different religions and backgrounds. 10. It was noted that peace can create a better environment for economic development, which will benefit all the people of Afghanistan. The role of civil society, freedom of expression, and education according to Islamic principles in achieving these goals was agreed. 11. The activities that are performed under the name of Daesh in Afghanistan are a foreign phenomenon and are rejected by the Afghan people. 12. All emphasize the need to uphold the rights of women, and to end violence against women. Some believe these points need to be very clearly defined, and in particular to provide guarantees regarding women’s rights. There should be increased accountability for human rights abuses. 13. Health and education issues are a priority independent of the various political positions. 14. Protection of public properties such as schools, medical facilities, and the country’s infrastructure is essential. People who commit crimes against them should be prosecuted. 15. There is the need to address the devastation to society from past decades. Drugs, high unemployment and corruption have all taken a high toll on Afghan society. Gains that have been made in terms of increased life expectancy, increased access to health and education, and improvements to the economic structures should be maintained. 16. Threats to society from remnants of war, including unexploded ordnance, must be addressed. 17. All sides share the desire for future engagement with the outside world, and welcome friendship and cooperation with the international community based on mutual respect. Support from the international community in helping to build up Afghanistan, including its roads and schools, will be welcomed by all sides. 18. Participants expressed the strong desire of continuing the series of meetings like the two recent Pugwash meetings in Doha.

Building on the sustained engagement of previous years, Pugwash continues to hold meetings seeking a way forward on the future of Afghanistan. In recent months, rounds of meetings have been held in Afghanistan and in Doha, with over one hundred people drawn from Afghani tribal and civic life having participated. Kabul meeting, May 2016 Under discussion were ideas for a possible peace agreement with the Taliban movement that could bring about a ceasefire (without entering into details). Pugwash has worked on a document for some points that could be considered in a possible agreement between the Taliban movement and the Government of Afghanistan. In his preface to this, Secretary-General Paolo Cotta-Ramusino notes: “After 37 years of war (and foreign invasions), the people of Afghanistan are strongly looking for the restoration of peace. Everybody is tired of war. The continuing military confrontation between the forces of the Government and of the Taliban will not give any meaningful “victory” to either side. So there is an urgent need of a compromise and an agreement in order for weapons to be finally laid down over the entire territory of Afghanistan.”

The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program’s evolution, the experiences of these social scientists clarifies the U.S. Army’s decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, creating timely research with a high level of fidelity, and making granular research resonate with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army.

Events on world battlefields over the past two years should give the U.S. Army pause to reconsider the entire Foreign Internal Defense (FID) mission. The seemingly unarguable axiom that "good training makes good soldiers" has been proven to be not always true. Good training does not always make good soldiers. If the definition of a good soldier is "a member of the armed forces who stands and fights for his or her country," then a good deal of money has been spent in Afghanistan, Iraq, and elsewhere without measurable and sustainable success. More than a third of all Afghan defense forces trained with U.S. taxpayer money desert in Afghanistan each year, and in Iraq they simply disappear.

The author explains how sophisticated social science research and behavioral profiling can be used to warn us of impeding issues and how that information might be used by senior strategy makers as a tool for testing and refining strategy. He makes a compelling case that the science of Target Audience Analysis (TAA) is now so well advanced that it must become a key component of future strategic decision-making. The author views social media as just another communication conduit, and sees this as a continuum of wrong activities being undertaken. In Iraq and Afghanistan, he saw how big public relations and marketing companies cost the U.S. taxpayer millions of dollars in ultimately failed communication and propaganda campaigns. Social media, he argues, has become yet another blank checkbook for companies who rely on creative energy rather than empirical understanding to produce communications campaigns. Instead, he argues for far greater resource in TAA and greater understanding by federal agencies of what is and is not possible or desirable in their communication efforts. To this end, he looks in particular at the U.S. Agency for International Development relief work in Pakistan and argues that the communication objectives set at the start of the projects are almost unattainable, even naive in their presumptions.

The wars in Vietnam, Iraq, and Afghanistan were lost before they began, not on the battlefields, where the United States won every tactical engagement, but at the strategic level of war. In each case, the U.S. Government attempted to create a Western-style democracy in countries which were decades at least away from being nations with the sociopolitical capital necessary to sustain democracy and, most importantly, accept it as a legitimate source of governance. The expensive indigenous armies created in the image of the U.S. Army lacked both the motivation to fight for illegitimate governments in Saigon, Baghdad, and Kabul and a cause that they believed was worth dying for, while their enemies in the field clearly did not. This book examines the Afghan National Security Forces in historical and political contexts, explains why they will fail at the tactical, operational and strategic levels of war, why they cannot and will not succeed in holding the southern half of the country, and what will happen in Afghanistan year-by-year from 2015 to 2019. Finally, it examines what the critical lessons unlearned of these conflicts are for U.S. military leaders, why these fundamental political lessons seem to remain unlearned, and how the strategic mistakes of the past can be avoided in the future.

For at least a generation, conflict resolution has been predominantly the domain of international development practitioners seeking to use their skills and tools to avert war and reduce the suffering of civilian populations. More recently, the U.S. military added similar exercises to its planning efforts, primarily for the strategic purpose of reducing its own potential future deployments around the world. Working occasionally in parallel and at other times seemingly at cross-purposes, the military, donors and non-governmental organizations have begrudgingly come to accept that in any given crisis each can play a role. Afghanistan is rich in mineral resources, the value of which has been roughly estimated at as much as $1 trillion. The country may, however, be following a “paradox of plenty” path in tendering its mining sector to private investors. The risk is not insignificant. An unfortunate legacy of decades of internal conflict is the entrenchment and perpetuation of powerful political elites both in Kabul and in the provinces, which extends to the mining sector. The mining sector in Afghanistan today is characterized by irregularities and lack of transparency in the tender process, influence peddling, beneficial ownership of mining contracts by politically connected interests, unfulfilled legal and contractual requirements, and sub-stantial loss of government revenue. Despite provisions in the Mineral Law of 2010 and its 2014 revision, responsible government entities have largely failed to effectively regulate and monitor the mining sector. Companies have not been paying their financial dues for years and generally do not meet contractual provisions for either funding local development or responding to complaints and grievances from local communities, yet continue to operate with an absurd level of impunity. What is needed—in sum—is to develop a strategic long-term vision, including knowledge driven development of the mining sector, more mineral processing within Afghanistan, integration with other sectors of the economy, revised and expanded legislation, a recentralized licensing system, transparency in the tender process, due diligence, a mechanism for revenue and tax collection, NEPA review, and an involved and educated civil society.

52. Talking with the Taliban: Should the Afghan Constitution Be a Point of Negotiation?

Insisting that the Taliban accept the Afghan constitution is understandable insofar as the risks that peace talks could pose to Afghanistan's post-2001 achievements. Nonetheless, a periodic assessment of this condition is healthy, especially given the human toll of the ongoing insurgency and acknowledged shortcomings in the charter. To help Afghans make an informed choice on this dilemma, lessons can be drawn from other countries currently in talks to end decades-long insurgencies. Understanding the Taliban's possible constitutional demands as well as the Afghan constitution's amendment rules is also necessary. A comparison of the Afghan constitution and the Taliban's 2005 Order of the Islamic Emirate provides clues on what changes the movement might seek. The Taliban also have an over-arching “ownership problem” with the constitution because of their exile from Afghan political life at the time it was drafted. Key divergences between the Taliban order and the constitution relate to the sources of legitimacy for government and laws and marked differences on women's and minority rights. The two documents also contain more overlap than might be assumed. The Afghan constitution requires public input on proposed amendments through the convening of a popular assembly, or loya jirga. The constitution further designates fundamental aspects of the political system and Afghans' rights as unamendable. These rules could be strategically applied to constrain Taliban efforts to use negotiations to completely remake the current constitutional order. Debate over peace talks with the Taliban has tended to be framed in terms of potential risks. Negotiations could also present an opportunity to challenge the Taliban to justify some of its more unpopular constitutional positions to other Afghans and, in the best case, to help the Afghan government seize the political high ground.

53. Do Mobile Phone Surveys Work in Poor Countries?

In this project, we analyzed whether mobile phone-based surveys are a feasible and cost-effective approach for gathering statistically representative information in four low-income countries (Afghanistan, Ethiopia, Mozambique, and Zimbabwe). Specifically, we focused on three primary research questions. First, can the mobile phone survey platform reach a nationally representative sample? Second, to what extent does linguistic fractionalization affect the ability to produce a representative sample? Third, how effectively does monetary compensation impact survey completion patterns? We find that samples from countries with higher mobile penetration rates more closely resembled the actual population. After weighting on demographic variables, sample imprecision was a challenge in the two lower feasibility countries (Ethiopia and Mozambique) with a sampling error of +/- 5 to 7 percent, while Zimbabwe's estimates were more precise (sampling error of +/- 2.8 percent). Surveys performed reasonably well in reaching poor demographics, especially in Afghanistan and Zimbabwe. Rural women were consistently under-represented in the country samples, especially in Afghanistan and Ethiopia. Countries' linguistic fractionalization may influence the ability to obtain nationally representative samples, although a material effect was difficult to discern through penetration rates and market composition. Although the experimentation design of the incentive compensation plan was compromised in Ethiopia and Zimbabwe, it seems that offering compensation for survey completion mitigated attrition rates in several of the pilot countries while not reducing overall costs. These effects varied across countries and cultural settings.

In field studies and interviews conducted in three provinces to elicit views on extremist groups, both violent and nonviolent, and factors thought to induce youth to join such groups, violent extremist groups emerged as unpopular and mistrusted, being perceived as un-Islamic and controlled by foreign powers. Nonetheless, the activities and ideologies of such groups have not been effectively countered by the government of Afghanistan, civil society, or the international community. The current complexity, ambiguity and chaos in the contemporary operating environment creates, for most national governments and their militaries, difficulty in adequately understanding, coping and responding to the myriad of security concerns. The challenge is normally one of scope and viable options. Canada is no different. Both the Government and the Canadian public are war-weary from over a decade of savage insurgency in Afghanistan. Further, the dire international economic situation has necessitated fiscal austerity measures that have had a significant impact on the Canadian Armed Forces (CAF). As a result, the Government is reluctant, if not downright opposed, to any form of military intervention that may lead to becoming embroiled in another long drawn-out conflict with ground forces that will create a drain on national blood and treasure. Therefore, there is a tendency to say “No” to military intervention. Yet, for the government to maintain its status and influence with Allies, friends and global partners, it cannot be so naïve. It must do its share of “heavy lifting” with regard to ensuring world stability and security. As such, this article examines the necessity for the CAF, which will find itself squeezed by the fiscal necessity of the times, to simultaneously deliver relevant, strategic expeditionary capabilities that can quickly deploy and that will allow the Canadian government to maintain its credibility as a reliable ally and global partner.

Russia's current and foreseeable policy towards Afghanistan is multi-vectored, complex and shows, at times, signs of incoherence. Russian decision-makers fear that a security vacuum emerging after the withdrawal could destabilise Central Asia and have a negative impact on Russia itself. At the same time, Moscow is concerned with Western military presence in the region, which it regards as interference in its neighbourhood. At tactical level, Russia also sees the situation in Afghanistan as an opportunity to secure its interests both regionally (consolidating its influence in Central Asia) and more widely (in terms of its relations with NATO).

Unlike in the case of the SU withdrawal from Afghanistan in 1988, conditions today are more dangerous, and it will be a miracle if the withdrawal is peaceful. The main reason for this is the absence of any reconciliation with the Taliban. This report identifies a minimum set of policies and measures that need to be implemented before successful multiple transitions in Afghanistan can occur. However, the overall picture is not positive, and it is not certain that peace will prevail after foreign troops leave Afghanistan.

In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

The conclusion of the U.S.-led "surge" of 2009 onward and the closure of provincial recon¬struction teams and other local civil-military installations have affected how aid is delivered in Afghanistan's more remote and contested areas. The time is ripe for a recalibration of donor approaches to local governance and development in areas previously targeted by the surge. Specifically, foreign stakeholders should reexamine three central principles of their previous subnational governance strategy. First, donors should revise their conception of assisting service delivery from the previous approach, which often emphasized providing maximal inputs in a fragmented way, to a more restrained vision that stresses predictability and reliability and acknowledges the interlinked nature of politics, justice, and sectoral services in the eyes of the local population. Second, donors should reframe their goal of establishing linkages between the Afghan govern¬ment and population by acknowledging that the main obstacles to improving center-periph¬ery communication and execution are often political and structural rather than technical. Third, donors should revise the way they define, discuss, and measure local governance prog¬ress in contested areas, away from favoring snapshots of inputs and perceptions and toward capturing longer-term changes on the ground in processes, structures, and incentives. The coming political and development aid transition provides an overdue opportunity for Afghan governance priorities to come to the fore. At the same time, the ever growing chasm between Kabul's deliberations on the one hand and local governance as experienced in more remote, insurgency-wracked areas on the other presents renewed risks. In the short term, donors let the air out of the aid bubble carefully. In the long term, resolving Afghanistan's local governance challenges continues to demand sustained commitment and systematic execution.

Terrorism, secessionist insurgency, sectarian conflict, and ethnic turf wars have convulsed both Pakistan's major cities and tribal areas along the Afghanistan border. The escalation in mega-urban centers in particular has increased the importance of the police in controlling the endemic violence. The police station retains both its historic role as the symbol of government authority and its position as the basic law enforcement institution responsible for public order, law enforcement, and police services. Yet police stations and personnel are ill prepared and poorly equipped to meet the challenges of the country's complex, urbanized, and increasingly violent society. Pakistani police have found themselves on the front lines, and a growing number have given their lives to protect others in the struggle against terrorist and criminal groups. The need is now urgent to empower the police through a program of positive reform that would begin with modernizing police stations and reorienting and retraining their personnel. An effective program for police station reform would begin with assigning primacy to the police for controlling terrorism. It would include developing new organizational struc¬tures, positions, and standard operating procedures to ensure that local police understand their enhanced role and mission. It would also include improving police-public relations and networking police stations into a national information-sharing network with anti-terrorist agencies. Creating high-profile specialized units appears to offer a quick fix to a complex and increas¬ingly pervasive problem. The real solution, however, lies in empowering Pakistan's police stations to protect their communities from criminal and extremist violence through modern¬ization and reform.

Ethnic diversity is often seen to be detrimental to peace and stability, particularly if ethnicity is the basis for political mobilization. Mobilization is assumed to increase the salience of ethnicity, and with it in-group cohesion, out-group animosity, and national instability; yet the mechanisms have rarely been studied empirically. This article argues that we need to study ethnicity as the outcome of political processes, focus on the attitudinal mechanisms underlying ethnic relation; and examine this phenomenon at the individual level. To this end, the article first disaggregates the term "ethnicity" into attributes, meanings, and actions. Referring to constructivism, it then argues that political science should focus on meanings. Building on the theory and findings of social psychology, this paper shows that political science must distinguish analytically between meanings regarding different in- and out-group processes. Doing so can help advance the study of ethnic relations and conflict-management practices.

It is unclear that the United States has any current assessments and strategy to deal with either these governance or economic issues. If it does, it has provided no transparency as to what these plans are, and has failed to develop any effective public measures of the effectiveness of its civil aid programs after more than 10 years of effort, and in spite of the fact that the civil dimension of counterinsurgency efforts is at least as important as the military efforts. It is also important to note that World Bank and UN reporting show the same lack of progress in governance, economics, and human development in Pakistan as in Afghanistan.

Ashraf Ghani was inaugurated as president of Afghanistan on 29 September, under difficult circumstances. He inherited a government that is running out of money and losing ground to a rising insurgency. His ability to confront those problems and other challenges as foreign troops withdraw will be shaped by the aftermath of the political contest that brought him to power. Forming a national unity government with his election rival Abdullah Abdullah presents opportunities to stabilise the transition, preventing further erosion of state cohesiveness. Yet, it also poses risks, particularly of factionalism within Kabul, which could undermine urgently needed reforms. Given the international role in developing the agreements that have created this new partnership, and the absence of mechanisms to resolve internal differences, the international community should serve as a guarantor of Kabul's new political order and, if necessary, mediate any serious disputes that arise.

Private contractors have become an essential but highly problematic element in the U.S. military's total force structure. The Army in particular relies heavily on contractors to perform duties that free up Soldiers for combat roles. The vast majority of these civilian employees provide logistical and technical support. Pakistan's relations with Afghanistan have been largely characterised by mutual mistrust and devised through a narrow security prism. While it will require considerable effort to end deep-seated animosity, both countries share close ethnic, linguistic, religious and economic ties. Longstanding Afghan migration to the territories that now compose Pakistan makes them an integral part of Pakistani society. Yet, military-devised interventionist policies, based on perceived national security interests, including support for Afghan, mainly Pashtun, proxies, have marred the relationship. The incoming Afghan President Ashraf Ghani Ahmadzai has offered to expand bilateral ties, providing Islamabad fresh opportunities to improve the relationship. Prime Minister Nawaz Sharif has responded positively, but the Pakistani military and civilian leadership's preferences toward Kabul are diverging further as Afghanistan's transition draws closer. By recalibrating relations toward economic ties and seeking solutions to the presence of millions of Afghan refugees on its soil, Pakistan could engage more constructively with its neighbour.

This report reflects major progress in many areas of ANSF development. It also warns, however, just how rapidly the ANSF has expanded, and how poorly that expansion was initially funded and staffed with adequate advisors. It also shows that much of the ANSF is a relatively ineffective and corrupt police force that lacks the support of other key elements of the justice system in many areas. The unclassified reporting also have ceased to provide any meaningful insight into the development of either the Ministry of Defense or Ministry of the Interior, and that the reporting of unclassified readiness data on the ANA and ANP has been reduced in scope over the last six months to the point where it has little or no real meaning.

This paper focuses on United States spending on aid in Afghanistan, describing the rationale government officials have given for the aid, what they have spent money on, who has profited from the contracts to provide aid, and what the consequences of that spending have been in terms of benefits to the people of Afghanistan or the United States. The central findings of this review of US government investigative reports and existing field-based scholarship are that reconstruction aid has been allocated primarily to re-arming and policing Afghanistan, with poor or even counterproductive outcomes in both security and other-than-security domains. Furthermore, US companies have been among the primary beneficiaries of this aid, despite widespread fraud, waste, and dysfunction. In contrast to a focus on human needs, and rather than rebuilding the basis of a modern state, reconstruction has been focused on furthering United States security interests. Reconstruction thus sets the foundation for continued violence and impoverishment in the years to come.

The “liberation” of Afghan women became a justification of the George W. Bush administration for the 2001 invasion of Afghanistan. Good intentions notwithstanding, Western feminists often painted a distorted portrait of absolutely helpless Afghan women buried alive in their burqas. One sad result of this black--‐and--‐white thinking, which overlooks the nuances and diversity of Afghan life and society, has been a severe curtailing of the quality, quantity, and endurance of whatever help Western women try to offer their Afghan sisters. This paper gives a historical overview of the realities of Afghan women's lives, contrasting these with common perceptions about Afghan women held by those outside Afghanistan – often misperceptions upon which millions of dollars of foreign aid have been spent. A description of Afghan women's social context touches on their views of the Taliban, women's political rights and empowerment throughout history, and women's access to healthcare and education. This paper argues that unless every step is taken with consideration for Afghan women's concerns, within the diverse contexts of their real lives, there can be no lasting peace. Any peace agreements must include clear commitments from all sides to respect and protect women's rights.

The United States and its allies, in control of Afghanistan since October 2001, failed to support the development of an inclusive, legitimate and accountable political system. This paper examines how the imposition of an inappropriate model of democracy, the prioritization of American interests over those of Afghans, and a pattern of expedient political decisions have contributed to the destabilization of the country. The democracy and state-building model imposed on Afghanistan was stymied from the outset by critical foundational flaws. These include the return to power of discredited warlords reviled by most Afghans, the marginalization of particular groups including the remnants of the Taliban movement, and the concentration of power in an executive Presidency at the expense of a weak parliamentary structure. In 2014, along with the drawdown of US and NATO troops, Afghanistan's disputed election saga ended in a no-victor deal that effectively discarded the (as yet unknown) results of the ballot box. Once again, Washington politics reinforced the grip of a warlord-dominated elite on the machinery of the state and exposed the hollowness of the US-led and UN-supported state building project.

Many within and outside the government are more optimistic about stability in the wake of a relatively successful first round of presidential elections on 5 April 2014. However, any euphoria should be tempered by a realistic assessment of the security challenges that President Karzai's successor will face in the transitional period of 2014-2015. Kabul may find these challenges difficult to overcome without significant and sustained international security, political and economic support.

The Afghan National Police (ANP) has made remarkable progress, but the challenges are urgent, and critical capabilities remain underdeveloped. Within the framework of the minister of interior's own Strategic Vision, opportunities will arise to close some of the capacity gaps in the coming years. Helping the ANP shift from a wartime footing to a contextually appropriate community policing model, and advancing professionalism within the ministry and the operating forces, is critical to sustainability. If a national police force is going to succeed, the linkage between policing and governance must be recognized and strengthened. Managing the expanding array of ANP donors and their activities poses a unique challenge that has yet to be addressed. It is an executive challenge for the Ministry of Interior and a coordination challenge for the international community. For both, it will require a long-term approach. To facilitate effective evidence-based operations (EvBO) and strengthen the relationship between the ANP and the communities it serves, U.S.-funded activities that build capacity for justice and governance need to be more closely aligned with ANP development.

The Syrian civil war has allowed al-Qaeda to recover from its setbacks up to 2010. Its main affiliate in the region seems to be testing a new strategy of collaboration with other Salafist-Jihadist groups and a less brutal implementation of Sharia law in areas it controls. In combination, this might allow the Al Nusrah Front to carve out the sort of territorial control of a region (or state) that al-Qaeda has sought ever since its eviction from Afghanistan. On the other hand, Syria has also seen a civil war between two al-Qaeda inspired factions (Al Nusrah and the Iraq based Islamic State of Iraq and the Levant [ISIS]) and indicates there are limits to its ability to cooperate with other anti-Assad factions and gain popular appeal. The extent that the Syrian civil war offers the means for al-Qaeda to recover from its earlier defeats will determine whether the organization has a future, or if it will become simply an ideology and label adopted by various Islamist movements fighting their own separate struggles.

91. The Baluch insurgency: linking Iran to Pakistan

The Sistan and Baluchistan Province of Iran has long been associated with instability and armed conflict. The two million largely Sunni Muslim Baluch living in the province have suffered sustained racist persecution and discrimination in predominantly Shia and Persian-speaking Iran. Analysts claim that lack of development and cultural and religious repression in Sistan and Baluchistan have encouraged popular support for the insurgency among the Baluch community. Iran claims that the main bases of the two main Baluch insurgents groups, Jundullah and Jaish-ul Adl, are in Pakistan's Baluchistan Province, which shares a 1,165-kilometre border with Iran. Iranian forces are increasingly carrying out cross-border attacks against these groups, straining relations between Iran and Pakistan and possibly fuelling sectarian violence in both countries. Pakistan is battling its own Baluch separatist insurgency. It is feared that the mistreatment of the Baluch community on both sides of the border could lead to an alliance between religiously motivated anti-Iranian Sunni militant groups and the various secular Pakistani Baluch separatist groups.Iranian Baluch militants groups are not only causing an increasing internal security crisis in Iran, but are also threatening to become the key to the survival of the Taliban on the Iran-Pakistan-Afghanistan border.

The use of unmanned aerial systems—commonly referred to as drones—over the past decade has revolutionized how the United States uses military force. As the technology has evolved from surveillance aircraft to an armed platform, drones have been used for a wide range of military missions: the United States has successfully and legitimately used armed drones to conduct hundreds of counterterrorism operations in battlefield zones, including Afghanistan, Iraq, and Libya. It has also used armed drones in non-battlefield settings, specifically in Pakistan, Yemen, Somalia, and the Philippines. Collectively, these strikes have eliminated a number of suspected terrorists and militants from Asia to Africa at no cost in terms of U.S. casualties, an advantage of drones over manned platforms that has made them attractive to many other states. However, non-battlefield strikes have drawn criticism, particularly those conducted under the assertion that they are acts of self-defense.

Security and stability in Central and South Asia are driven by regional tensions and quarrels, and the internal instability of regional states. Weak governance and corruption are major problems in every state in the region, along with state barriers to economic growth and development and – in most cases – under investment in education, health, and infrastructure. Very young populations face major unemployment and underemployment problems and income distribution is badly unbalanced, and on sharply favors the ruling power elite. Ethic, tribal, and sectarian tensions compound these problems, and in many cases, so do internal and external threats from Islamic extremists and the growing tensions between Sunni and Shi‟ite.

The Voluntary Repatriation Program to Afghanistan assisted by the United Nations High Commissioner for Refugees, which started in 2002, is the largest return program in the modern history. Whereas over 5,8 million Afghan refugees have returned to Afghanistan between 2002 and 2013, 4,7 million of them participated in the Voluntary Repatriation Program. Being the asylum fatigue countries, Iran and Pakistan are the main host countries conducting this program together with the United Nations High Commissioner for Refugees. This paper examines the Voluntary Repatriation Program to Afghanistan in the light of the situation in Pakistan and Iran.

99. Changing US Security Strategy: The Search for Stability and the "Non-War" against "Non-Terrorism"

More than a decade into the “war on terrorism,” much of the political debate in the US is still fixated on the legacy of 9/11. US politics has a partisan fixation on Benghazi, the Boston Marathon bombing, intelligence intercepts, and Guantanamo. Far too much US attention still focuses on “terrorism” at a time the US faces a much broader range of threats from the instability in the Middle East North Africa (MENA) and Islamic world. Moreover, much of the US debate ignores the fact that the US has not actually fought a “war on terrorism” over the last decade, and the US failures in using military force and civil aid in Afghanistan and Iraq. The US has not fought wars as such, but rather became involved in exercises in armed nation building where stability operations escalated into national building as a result of US occupation and where the failures in stability operations and nation building led to insurgencies that forced the US into major counterinsurgency campaigns that had little to do with counterterrorism. An analysis of the trends in the Iraq and Afghan conflicts shows that the US has not been fighting a war on terrorism since Bin Laden and Al Qaida Central were driven into Pakistan in December 2001. The US invaded Afghanistan and Iraq and then made stability operations and armed nation building its key goals. It was US mishandling of these exercises in armed nation building that led to major counterinsurgency campaigns although – at least in the case of Afghanistan --the US continued to label its military operations as a struggle against “terrorism.” By 2013, the US had committed well over $1.4 trillion to these exercises in Afghanistan and Iraq. At the same time, the US made massive increases in its domestic spending on homeland defense that it rationalized as part of the fight against terrorism but often had little or nothing to do with any aspect of counterterrorism. At the same time, the US failed to develop consistent or useful unclassified statistics on the patterns in terrorism and its counterterrorism activities. The US government has never provided a meaningful break out of federal activities and spending at home or abroad which actually focus on terrorism, or any unclassified measures of effectiveness. The OMB has lumped a wide range of activities that have no relation to terrorism it its reporting on the President's budget request – activities whose total cost now approach $60 billion a year. The Department of Defense has never provided a meaningful estimate of the total cost of the wars in Afghanistan and Iraq, or a break out of the small portion of total overseas contingency operations (OCO) spending actually spent on counterterrorism versus counter insurgency. The State Department and US intelligence community provide no meaningful unclassified data on the cost of their counterterrorism effort and it is unclear that they have developed any metrics at any level that show the cost-benefits of their activities. The annual US State Department country reports on terrorism come as close to an unclassified report on the status of terrorism as the US government provides. While many portions are useful, the designation of terrorist movements is often political and shows the US designation of terrorist movements conflates terrorism and insurgency. The closest the US has come to developing any metrics on terrorism has been to develop an unclassified database in the National Counter-Terrorism Center (NCTC) that never distinguished terrorism from insurgency. This database formed the core of the statistical annex to State Department reporting, but has since been withdrawn without explanation. As this analysis shows in detail, it now has been replaced by a contractor effort that makes all of the previous mistakes made by the NCTC. The end result is a set of official reporting and statistics in the annex to the State Department report where “terrorism” remains remained poorly defined, badly structured, ignored in parts of the world, and conflates terrorism with counterinsurgency, instability, and civil war. A review of the Afghan, Iraq conflicts, and other recent conflicts in the MENA region shows just how serious these problems are in distorting the true nature of the wars the US is fighting and the threats it faces. The same is true of the unclassified reporting the US government provides on terrorism. A detailed review of the most recent State Department report on terrorism provides important insights into key terrorist movements, but the narratives generally ignore their ties to insurgent movements, their statistical data include some major insurgent movements and exclude others, and many of the data seem to include violence that is not truly terroristic in character.
