Abstract:
"We are not your traditional environmentalists," General Gordon Sullivan (USA, Ret.), former U.S. Army chief of staff, wryly told reporters as he presented the Center for Naval Analysis' (CNA) report National Security and the Threat of Climate Change in April 2007 (Eskew, 2007). Arguing for more aggressive U.S. action on climate change, Sullivan said the incomplete scientific understanding of global warming was no excuse for delay. Military leaders make battlefield decisions based on partial information all the time-otherwise, more lives would be lost. Penned by Sullivan and 10 other former U.S. generals and admirals, the launch of the CNA report is but one event that marked the return of environmental security to the world stage in 2007 and 2008.

While the world focuses on war, authors in ECSP Report 12 argue that we should not miss the quiet—yet often more lethal—conflicts for shrinking resources, which are increasingly depleted by population growth, environmental degradation, poverty, and over-consumption. Eight African leaders and scholars—including Nobel Peace Prize-winner Wangari Maathai—describe their continent's struggle with resource conflict. Population and health are also linked to conflict and fragile states, say Report authors. But efforts to promote sustainability—and use natural resources as peacebuilding tools—could help turn deadly environments into safe, sustainable neighborhoods.

Abstract:
The world of environmental security is bringing the science of natural resources in ever-closer contact with the policy issues of international stability and foreign affairs. Many U.S. and international agencies—including the U.S. Departments of State and Defense, the North Atlantic Treaty Organization, and the Southern African Development Community— now analyze foreign policy in part through the lens of environmental resources. In October 2001, three organizations—the Pacific Institute for Studies in Development, Environment, and Security; the Department of Geosciences of Oregon State University; and the Cooperative Monitoring Center (CMC) at Sandia National Laboratories—sponsored a workshop designed to highlight the closeness of national security and environmental concerns through explicitly comparing the technologies, institutions, and social issues in two seemingly disparate fields: arms control and transboundary water resources. With generous support from the Carnegie Corporation of New York, “Fire Water” workshop participants compared and contrasted these two fields and then identified questions for further analysis. Workshop sessions focused on three specific topics: (a) scientific and technological advances, (b) treaties and institutions, and (c) social and cultural issues.

Abstract:
Since the end of the Cold War, many policymakers and researchers have been rethinking and pushing the boundaries of the definition of security. Perhaps the most extensive and controversial part of this project has been the numerous and varied attempts to identify links among environmental change, conflict, and security. But concern has recently been raised about whether a decade of environmental security research, debate, and policy experimentation has produced worthwhile results. This article argues that such concern is premature. Environmental security has (a) reinvigorated important elements of security research and policy; (b) made pioneering contributions to understanding the shifting sources of global violence and the changing requirements of security; (c) contributed to a broader debate about the social and political effects of transnational change; and (d) been a conceptual and political boon for the environmental movement. Now is the time to build on these gains instead of abandoning them.

Abstract:
The environment has emerged as a major theme in the post-Cold War discussion of human security. There has been a considerable amount of detailed empirical work on the relationship between environmental change and likely conflicts. This article argues that, while the interconnections between the environment and conflict are many and complex, the likelihood of large-scale warfare over renewable resources is small. Nonetheless, environmental difficulties do render many people insecure. A parallel conceptual discussion suggests that the empirical work of environmental security research needs to be placed in the larger context of global economic changes and large-scale urbanization of a growing humanity. This urban population increasingly draws resources from rural areas, disrupting indigenous populations. All these dynamics are also complicated by the rapidly increasing scale of human activities, which has induced a level of material- and energy-flow through the global economy that is a new and substantial ecological factor in the biosphere. Given the scale of these processes, societies should carefully consider these interconnections and reduce their total resource throughput to improve environmental security and develop sustainable modes of living for the future.

7. Migration, Population Change, and the Rural Environment

Abstract:
This article considers issues pertaining to the linkages between rural populations, migration from and to rural areas, and the environment—focusing on developing countries in the latter part of the 20th century. The article concentrates on internal migration, although it does briefly discuss the state of knowledge on the interplay between international migration and the environment. It addresses questions such as: What are the recent—and projected—patterns of rural population growth? How much internal migration in developing nations is towards rural environments? What kinds of rural environments are people moving into, in what countries, and what are the environmental consequences? Are there relationships in the other direction as well—that is, does environmental deterioration play an important role in out-migration from rural areas? And does out-migration from rural areas have environmental effects on the places of migratory origin? The article concludes with policy recommendations.

Hurricane Mitch was one of the most destructive natural disasters of recent times, and it exposed the underlying vulnerability of the Central American region, where poverty magnifies the threat of natural hazards. International assistance for national disasters tends to focus on short-term recuperation rather than on long-range prevention. Policymakers need to pay greater attention to the role of population dynamics within necessary prevention efforts. This article analyzes the relationships between demographic dynamics and Hurricane Mitch in Central America, and extracts from that experience lessons that can help reduce vulnerability to natural disasters in the long run. Specifically, it centers on three aspects: How did demographic processes condition the area's vulnerability prior to Mitch? What are Mitch's consequences for population dynamics in the short- and long-term? How must population dynamics change in order to mitigate the effects of future natural disasters? Systematic use of such information could help blunt natural-disaster impacts in three important ways: planning of spatial organization, reproductive health needs, and design of adequate information systems.

Marking the ten-year anniversary of the historic 1992 Earth Summit in Rio, the World Summit on Sustainable Development in Johannesburg, South Africa has been viewed throughout its preparations with both great hope and pessimism. Some analysts, activists, and policymakers think the Summit is the last best chance for the world to balance the three pillars (economic, social, and environmental) of sustainable development. Others are looking past Johannesburg altogether, skeptical that it can accomplish much. As of this writing in June 2002, even a clear Summit agenda remains elusive for governments and civil society alike.

Ensuring food security—especially in Africa—depends on breaking cycles of hunger and conflict. Whether one believes that (a) environmental scarcities (including food insecurity) can cause conflict, or (b) that conflict is primarily caused by political factors, it is indisputable that access to food is always disrupted by conflict. Much has been written about the linkages between environmental scarcities, hunger, and conflict. This article (a) highlights certain gaps in the information about the steps that lead from hunger to conflict, and then (b) suggests policies and actions to break these connections.

As Brazil implements its System for Vigilance of the Amazon (SIVAM), the country's leadership continues to tout the system as a major effort towards achieving its national security objectives—especially (a) preserving the countr y's sovereignty over its territories in that tropical forest region; (b) assisting in Amazon law enforcement, particularly in deterring illegal flights associated with contraband and narco-trafficking; and (c) providing environmental information aimed at promoting sustainable development and the preservation of natural habitats in the Amazon. But while official arguments promise SIVAM will contribute to all three objectives, the lack of: (a) transparency in the program's development and implementation; and (b) greater participation by non-official organizations in how SIVAM will gather, process, and disseminate information threatens the environmental and human security value of the system.

Abstract:
Free trade, seen by many as the engine of world economic growth, has once again become the subject of bitter dispute. Nowhere was this more evident than at the meeting of the World Trade Organization (WTO) in Seattle at the end of 1999. There, environmentalists joined with trade unionists and advocates for developing countries in staging mass protests. These diverse groups claimed the WTO is unrepresentative and undemocratic, overlooking environmental interests and those of the world's poor in favor of big business. Inside the negotiating halls, the United States and the European Union clashed over agricultural subsidies and genetically modified organisms (GMOs). Developing country representatives complained that they remained marginalized in the official talks.

Since 1993, the University of Michigan Population-Environment Fellows Programs (PEFP) has linked the population and environment sectors of development both at the field level and in policy analysis. The PEFP and Denise Caudill of World Neighbors launched the Impact Assessment Project to develop a framework for assessing an integrated program. This article addresses project findings, including the successes, constraints, and obstacles of integrated/linked programs, as well as provides field examples from Ecuador and Madagascar. Denise Caudill, the coordinator for this project, offers lessons on the implications of implementing integrated/linked programs from the community to the national, regional, and international levels.

The Niger Delta, a sensitive ecosystem rich in biodiversity, has witnessed considerable violence as a result of the tense relationship among oil companies, the Nigerian state, and oil-bearing communities. Environmental damage from the extraction and movement of fossil fuels is a central point of dispute among the parties while the precise extent of ecological damage remains unknown. Drawing on numerous interviews while living and working in the Niger Delta, Dr. Okechukwu Ibeanu analyzes the management of conflicts surrounding petroleum production in the region, including the role of state violence and contradictory perceptions of security held by Delta communities and the oil companies and their partners in the Nigerian federal government.

Human populations have put pressure on their natural surroundings throughout history. Yet the world is now facing truly global environmental challenges and rapid population growth in the final half of the twentieth century is a critical component to understanding these phenomena. In his article, Ambassador Richard Benedick examines a host of population dynamics and their complex interlinkages with three representative environmental issue areas: forests, freshwater resources, and climate change. These connections raise the importance of meeting the commitments made at the 1994 Cairo International Conference on Population and Development. Benedick maintains that investments in measures to slow the rate of population growth-and thereby to reach a stable population earlier, and at lower levels, than under current trends-would significantly reinforce efforts to address the environmental challenges of the century ahead, and considerably lower the cost of such efforts.

In urban areas in developing countries, the current experience indicates that well organized and well-informed citizens have become the best motors for positive change within cities and it is the state that has fallen out of touch, in spite of constant declarations about the importance of citizens' participation. María Elena Ducci explains how in Latin America, the urban social movements that focused on the fight for land and housing from the sixties to the eighties today have become citizens' groups seeking to maintain and improve quality of life. Once again, territory has become the focus for city inhabitants who are discovering new ways of being social and becoming the political protagonists of their own lives in the city. According to Ducci, the dynamic of urban politics is changing as these new players—the citizens' groups that are defending their urban environment—come to the fore with enormous strength and energy. They oppose and block public and private urban projects of enormous scope, which raises costs and lengthens time frames for the companies involved. This paper focuses on how these groups, which demand a better quality of life and more equality, are working in an increasingly globalized and polarized city.

20. National Intelligence Estimate: The Global Infectious Disease Threat and Its Implications for the United States

Infectious diseases are a leading cause of death, accounting for a quarter to a third of all deaths worldwide. The spread of infectious diseases results from both human behavior such as lifestyle choices, land-use patterns, increased trade and travel, and inappropriate use of antibiotic drugs, as well as mutations in pathogens. These excerpts from a January 2000 National Intelligence Estimate highlight the rising global health threat of new and reemerging infectious diseases. The National Intelligence Council argues that the infectious disease threat will complicate U.S. and global security over the next twenty years. These diseases will endanger U.S. citizens at home and abroad, threaten U.S. armed forces deployed overseas, and exacerbate social and political instability in key countries and regions in which the United States has significant interests, according to the report.

21. Population, Urbanization, Environment, and Security: A Summary of the Issues

One of the most striking features of world population growth is the rising predominance of the developing world. Currently, 81 million persons are added annually to the world's population—95 percent of them in developing countries. The second striking feature is related to urban growth. Although the growth of world urban population has been slower than projected twenty years ago, it has nevertheless been unprecedented. In 1950, less than 30 per cent of the world's population were urban dwellers. Between 1995 and 2030, the world's urban population is projected to double—from 2.6 to 5.1 billion, by which time three-fifths of the world's population will be living in urban areas (United Nations 1998b). As in the case of total population, there will be a significant redistribution of world urban population between the developed and the developing regions. Currently, 59 million new urban dwellers are added annually— 89 percent in developing countries. By 2025-2030, 76 million will be added annually—98 percent in developing countries.

With the end of the Cold War, the United States military and intelligence communities have been searching for new enemies and new roles. The demise of the Soviet Union presented an opportunity to revisit traditional conceptions of security and consider new missions such as heightened counter-terrorist activities and protection of US firms against economic espionage. In this project, special attention has been given to the importance of environmental change. The exploration of linkages between environmental change and security has developed into a complex debate focused on two fundamental and interrelated questions: Is environmental change a "traditional" security threat? In any case, what role is best played by the military and intelligence communities?
