Abstract:: Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

2. The Challenges of Data Collection in Conflict-affected Areas: A Case Study in the Liptako-Gourma Region

Abstract:: Conducting research in the Sahel has become more challenging over the past 10 years, and the continuing deterioration of the security situation has restricted access to many areas. This SIPRI Insights paper provides an overview of the main challenges for researchers when conducting data collection in conflict-affected areas. The paper employs a case study of a humanitarian protection project that SIPRI has been working on in the Liptako-Gourma region. The project was designed in collaboration with the Danish Refugee Council (DRC) and three local research partners: the Centre for Democratic Governance (CGD) in Burkina Faso, Point Sud in Mali and the Laboratoire d’Études et de Recherche sur les Dynamiques Sociales et le Développement Local (LASDEL) in Niger. Using the case study, the paper identifies and outlines how the project addressed specific challenges. The paper also highlights key considerations for researchers to take into account when carrying out data collection and fieldwork in conflict zones. Evidence-based research can influence humanitarian and development initiatives and support shifts in policy and programming. The bottom-up research approach gives a voice to communities and alternative perspectives and advances evidence-based solutions that are locally driven, meaningful and sustainable for target populations.

3. Revisiting ‘Minimal Nuclear Deterrence’: Laying the Ground for Multilateral Nuclear Disarmament

Abstract:: The prospects for nuclear arms control appear dim following Russia’s invasion of Ukraine. Instead of continued reliance on nuclear deterrence, the resulting new awareness of nuclear risks should inform bold nuclear disarmament measures in the long term. Drawing on previous debates on ‘minimal nuclear deterrence’, this paper argues that nuclear deterrence is possible at low numbers, and hence reliance on nuclear deterrence is not an obstacle to significant progress in nuclear disarmament. In particular, there is scope for reducing the vast Russian and United States nuclear arsenals, which risk planetary-scale destruction and stand in the way of multilateral nuclear disarmament. At the same time, recent military-technological evolution has raised the bar for minimal nuclear deterrence by questioning the survivability of nuclear forces. In addition to making recommendations on how to address such strategic challenges, the paper addresses some conceptual dilemmas traditionally associated with minimal nuclear deterrence.

4. Chronic Crisis Financing? Fifty Years of Humanitarian Aid and Future Prospects

Abstract:: This study maps trends of humanitarian funding in the context of total aid at the country level between 1969 and 2019 and estimates how these trends will change in the future. Historical trends show that the composition of aid has changed significantly in the last two decades: the humanitarian share of total aid to countries has increased from approximately 5 per cent in the 1990s to 23 per cent in 2019. Humanitarian aid was originally intended to respond to short-term emergencies, however, most of today’s humanitarian financing goes to protracted situations. Today many countries receive high levels of humanitarian assistance for a decade or longer, referred to in this paper as ‘chronic’ crises. More than half of total global humanitarian assistance (59 per cent) in the decade 2010–19 went to chronic crises, typically synonymous with conflict-affected, fragile and refugee-hosting settings. These chronic crises have become more prevalent since 1995. Conservative forecasts suggest that 71 per cent of humanitarian assistance over the next decade will continue to go to countries receiving high levels of assistance today. The study concludes with open questions to policymakers regarding the use of the humanitarian financing instrument. In chronic crisis settings, the strategic balance between humanitarian, development and peacebuilding financing and the interplay between these financing streams deserves attention.

5. Gender Dimensions of Climate Insecurity

Abstract:: Gender is a traditionally under researched dimension in scholarship on climate and security. However, as recent research has noted, it is a variable that cannot only shape how different groups of individuals are affected by climate-related security risks. Gendered norms and power structures can also increase or mitigate the likelihood of climate-related security risks. This SIPRI Insights contributes to the growing body of research on gender, climate and security by analysing the gender dimensions of the four pathways of climate insecurity featured in past SIPRI studies: (a) livelihood deterioration, (b) migration and changing mobility, (c) tactical considerations of armed groups and (d) elite exploitation and resource mismanagement. It reviews literature to highlight how gender can influence resilience and risk for different groups of men and women within the pathways. Where relevant, it also discusses how gender may serve as an instigating factor for the respective pathways. The paper stresses the need to critically understand the different and interlinked experiences of diverse groups of men and women in the pathway contexts and to ensure equal leadership and participation of all affected groups in addressing climate-related security risks.

6. Climate Change and Violent Conflict in West Africa: Assessing the Evidence

Abstract:: West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

7. Multidomain Deterrence and Strategic Stability in China

Abstract:: Over the past few years, China has displayed a wide range of advances in military capabilities and infrastructure, including its test of a hypersonic glide vehicle coupled with a fractional orbital bombardment system and evidence of new intercontinental ballistic missile silos. While China and the United States remain at political odds, there are indications that China’s strategies in space, cyberspace and nuclear domains are increasingly converging with those of the USA, as well as Russia. A key question is whether this strategic convergence is a stabilizing or destabilizing phenomenon. To answer the question, this paper explores the current state of Chinese discussions on multidomain deterrence and strategic stability, with a focus on active defence and proactive defence. It then examines how these concepts are manifesting themselves in China’s postural and technological indicators, including pre-mating of nuclear warheads to delivery platforms, expanded nuclear arsenal size, possible shifts towards launch on warning, integration of dual-capable systems, and advances in machine learning and autonomy. It concludes with a discussion of what these trends mean for future strategic stability talks.

8. Pathways for Reducing Military Spending in Post-civil Conflict Settings

Abstract:: High military spending is a common and consequential legacy of civil conflict. Reducing military spending can yield valuable economic gains and further contribute to the recovery of post-civil conflict societies. However, little is known about the conditions that enable military spending reductions in a conflict’s aftermath. This SIPRI Insights on Peace and Security tackles this issue and provides a comparison of post-civil conflict conditions and military burden—military spending as a share of gross domestic product—outcomes. It builds on a comparative analysis of 19 post-civil conflict episodes between 1970 and 2020, as well as three detailed case studies, to identify common pathways to post-civil conflict military burden reductions. This research finds that reductions in military burden usually follow peace agreements that encompass trustworthy and legitimate verification mechanisms, the strengthening of institutional means to resolve grievances, and improvements in relations with neighbouring countries.

9. Conflict Mediation and Peacebuilding in the Sahel: The Role of Maghreb Countries in an African Framework

Abstract:: Conflict dynamics in the Sahel are complex. The region faces a multidimensional crisis that includes the proliferation of terrorist groups, criminal networks, environmental pressures, state weaknesses and severe governance problems. In addition to this internal context, the Sahel crisis has been affected by external factors, such as the fall of Muammar Gaddafi and the civil war in Libya. Its deeper causes can be found in the structural factors of fragility in the sociopolitical dynamics of internal divisions, serial uprisings and weak states. Having started as a largely Malian conflict, the crisis now affects the whole Sahel region and, despite the deployment of military and security operations, it continues to get worse. A new approach is needed. The authors of this Policy Paper identify regionally and locally driven solutions as one such way to support development and promote peace. They highlight how stronger involvement of the Maghreb countries that share borders with the crisis-affected countries to their south could be a critical factor in building the foundations of stability and starting to meet longer-term development objectives. Given their engagement with Sahel crises in the past and the multiple linkages that connect the two regions, the role of these countries—and especially Algeria and Morocco—could be pivotal. Despite challenges, African-led initiatives are perceived to be more legitimate and to have a deeper understanding of local contexts. The authors thus recommend that the African Union, with its emphasis on endeavouring to bring ‘African solutions to African problems’, provides the framework for coordinated action in the Sahel. This paper offers a fresh assessment of the situation in the Sahel in the context of relations with neighbouring Maghreb countries. The authors’ insightful analysis and recommendations will be of interest to policymakers in Africa, in Europe and elsewhere, as well as to local actors and other stakeholders involved in mediation and peacebuilding efforts in the Sahel.

10. Climate-related Security Risks in the 2020 Updated Nationally Determined Contributions

Abstract:: Nationally determined contributions (NDCs) are the central instrument for states to communicate their contribution to the 2016 Paris Agreement on climate change and reflect their wider approach to climate mitigation and adaptation. This SIPRI Insights paper analyses how the 2020 updated NDCs (16 submissions as of October 2020) discuss climate-related security risks and compares them with 2015. It finds that climate change is mainly seen as a risk to socio-economic development and human security and almost never as a risk to societal stability or the functioning of the state. The assessment of risks in NDCs largely focuses on direct climate impacts. This suggests that countries are currently not considering the risks from indirect climate impacts, including those that cross national borders, or the unintended adverse consequences of adaptation or mitigation responses. Going forward, countries will need to take account of the multifaceted and transboundary character of climate risks in their NDCs in order to meet global expectations and goals.

11. The European Union Training Mission in the Central African Republic: An Assessment

Abstract:: This SIPRI Background Paper provides an overview of the European Union Training Mission in the Central African Republic (EUTM RCA) and assesses its impact on the country’s conflict dynamics since it was established in 2016. The second of three country-specific papers, it is part of a larger SIPRI project analysing the effectiveness of the EU’s training missions in Somalia, the Central African Republic and Mali. All three papers will feed into a synthesis paper that will offer a comparative analysis of the missions and recommendations for the way forward. This paper analyses EUTM RCA’s main training and advisory activities, before assessing its political and operational impacts. It summarizes the main factors that account for the mission’s successes and limitations, and makes five recommendations to augment the future impact of the mission. It concludes that EUTM RCA has made an impact in terms of military capacity building and assistance to the national Ministry of Defence, but so far there has been little tangible progress in terms of structural reform of the defence sector or the transformation of the armed forces. In addition, EUTM RCA faces many obstacles that lie largely beyond its control. The main challenges of lack of national ownership and limited political engagement cannot be addressed with technical solutions alone.

12. Taking Stock of the Arms Trade Treaty: Universalization

Abstract:: The rate at which states are joining the 2013 Arms Trade Treaty (ATT) has naturally slowed. Universalization efforts have been carried out through a variety of different frameworks, both within the ATT regime—including the Working Group on Treaty Universalization (WGTU), a sponsorship programme and the Voluntary Trust Fund (VTF)—and by the United Nations, regional organizations and civil society. Universalization of the ATT contributes to the development of standards and norms in the international arms trade. If a party flouts the treaty’s requirements, it undermines the treaty and makes universalization less meaningful. Thus, universalization means both expanding the number of states parties and ensuring that they live up to their obligations. Abstract:: The scope of the 2013 Arms Trade Treaty (ATT) refers to the conventional arms, ammunition/munitions, and parts and components that are covered by the treaty. ATT stakeholders are providing guidance and assistance for states parties to implement provisions on scope contained in Articles 2–5 of the Treaty. ATT Article 17(4) provides for the Conference of States Parties (CSP) to review the treaty’s scope to take into account relevant technological developments in the field of conventional arms. Now is an opportune moment to explore mechanisms to review the scope of the Treaty to keep it in line with, at least, the coverage of the United Nations Register of Conventional Arms (UNROCA). Abstract:: The 2013 Arms Trade Treaty (ATT) has a number of attached processes and forums that are aimed at enabling and promoting both the effective implementation of the treaty by states parties and its further universalization. In order to operate effectively these processes and forums need to be designed and operated in ways that reflect the ATT’s unique status as a trade treaty with a core humanitarian objective. The ATT states parties must consider the current support architecture and the challenges that it faces. These include effectively transitioning from a negotiation to an implementation framework; avoiding inherent risks to the treaty’s objective; implementing the risk-mitigation clause; maintaining the balance between exporters and importers; preserving transparency; and implementing possible good practice options. Abstract:: The provision of international assistance is key to achieving the effective implementation of the 2013 Arms Trade Treaty (ATT). Assistance instruments include the ATT’s own Voluntary Trust Fund (VTF), mechanisms established by the United Nations and the European Union (EU), and efforts by other international and regional organizations and non-governmental organizations (NGOs). The donors, implementers and ATT states parties should reflect on the role played by the assistance instruments in improving implementation of the treaty. To strengthen the role of international assistance in supporting implementation of the ATT, the ATT Secretariat and ATT-related processes and assistance programmes should enhance the sustainability and effectiveness of assistance efforts and further improve coordination. Abstract:: This SIPRI Insights paper explores a series of nuclear transparency and confidence-building measures (CBMs) proposed by military, nuclear, political and regional experts from China, India, Pakistan, Russia and the United States to address nuclear challenges in South Asia. It categorizes these bilateral, trilateral and multilateral measures into doctrinal dialogues and joint threat assessment exercises; communication lines, pre-notification and de-alerting; and development and employment of strategic technologies. The paper then provides a spectrum of viability across which it identifies proposals with the greatest potential, moderate potential and the least potential for reinvigorating nuclear transparency measures and CBMs in South Asia.

17. Strengthening EU Civilian Crisis Management: The Civilian CSDP Compact and Beyond

Abstract:: The Civilian Common Security and Defence Policy (CSDP) Compact has been the most serious attempt to date to strengthen civilian CSDP. However, progress on the commitments to increase secondments to missions and to promote a better representation of women in them has been mixed at best. Secondments have increased in absolute terms, enabled by the expansion of several missions, but the share of seconded personnel has fallen to 62 per cent overall and even lower in some missions. Women’s representation has not increased overall, although it has improved in some missions and among heads of mission. Personnel contributions by European Union member states have not increased enough to prevent a steady rise in contracted personnel in missions, including in operational positions. It is therefore increasingly unlikely that the aim to raise the share of seconded personnel to 70 per cent can be achieved by mid 2023, when the compact ends. This SIPRI Insights paper analyses these trends and recommends, among other things, alternative indicators for demonstrating progress towards the more effective staffing of civilian CSDP missions.

18. China–EU Connectivity in an Era of Geopolitical Competition

Abstract:: The long-standing relationship between China and the European Union (EU) is being subsumed into a broader geopolitical competition between major power centres. Alongside cooperation, elements of competition and rivalry have been sharpened by a re-evaluation of the bilateral relationship by EU actors. Areas of cooperation have included Chinese involvement in the EU’s internal connectivity projects—specifically in transport and digital networks. This report examines this cooperation and assesses its prospects. Enhancing connectivity within and around the EU to facilitate trade and commercial relations was relatively uncontroversial even if initiatives were never fully aligned. But the space for common projects has been narrowed by political divergence and new sensitivities in the EU regarding the security implications of Chinese investments. China understands that the EU’s scrutiny of its investments and restrictions on its involvement in connectivity projects are affected by EU–US relations. Despite these tensions, the report shows that constructive ways forward in this globally significant relationship are still possible, both within and beyond the connectivity domains.

19. A Strategic Triangle in the Arctic? Implications of China–Russia–United States Power Dynamics for Regional Security

Abstract:: This SIPRI Insights on Peace and Security paper examines security challenges arising from the Arctic activities of three actors with a substantial ‘footprint’—China, Russia and the United States—and how they might be addressed in existing and new frameworks. Arctic and non-Arctic states want to exploit commercial opportunities created by a changing physical environment. Arctic states agree that climate-related challenges can be addressed through cooperation within existing institutions. However, to ensure that increasing human activity stays within acceptable environmental and human security risk levels, non-Arctic states need to be engaged. The risk of unwanted escalation in military tension in the Arctic due to deteriorating relations among major powers over disputes arising elsewhere has grown to the point where it cannot be ignored. A steady increase in military investments in the Arctic, or Arctic operations, will continue, but there is no ready-made framework to address military security challenges. Issues that occupy a ‘grey zone’ between military and non-military security will have to be addressed as digital and transport infrastructure expand in the Arctic. However, there is little experience in how diverse state and non-state actors can manage cooperation and competition simultaneously.

20. Trends in World Military Expenditure, 2020

Abstract:: World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

Abstract:: Quantitative research on the finances of the Chinese arms industry has been limited by the scarcity of available data. A scoping study to estimate the financial value of the arms sales of companies in the Chinese arms industry—using a new methodology—found information on four companies: the Aviation Industry Corporation of China (AVIC), the China Electronics Technology Group Corporation (CETC), the China South Industries Group Corporation (CSGC) and the China North Industries Group Corporation (NORINCO). These four companies cover three main sectors of conventional arms production: aircraft, electronics and land systems. The estimates suggest that China is the second-largest arms producer in the world, behind the United States and ahead of Russia. All four of the profiled companies would be ranked among the 20 largest arms-producing and military services companies globally in 2017, with three—AVIC, NORINCO and CETC—in the top 10. The new methodology improves the understanding of the structure, size and evolution of the global arms industry.

22. The Crisis of Nuclear Arms Control and its Impact on European Security

Abstract:: The collapse of the 1987 Intermediate-Range Nuclear Forces (INF) Treaty in August 2019 was the most recent chapter in the process of the erosion of the cold war-originated system of nuclear arms control. This paper argues that the European Union (EU) member states and the EU itself have already been negatively affected. Thus far, however, European states have remained observers rather than active players. Instead of focusing only on praising the past achievements of nuclear arms control and lamenting its demise, a new European approach is needed—one that identifies how best to address the major nuclear security threats and challenges facing Europe through arms control instruments. This paper examines the legacy of nuclear arms control, recent developments and the causes of the current crisis; and analyses the impact on European security. Finally, it presents options on how the EU and its member states might become better engaged in rethinking the nuclear arms control architecture.

Abstract:: The North Korean nuclear and ballistic missile crisis is the most serious proliferation crisis the European Union (EU) and its member states currently face on the world stage. Despite the staging of diplomatic meetings, the threat caused by this crisis to European interests, in terms of proliferation, instability and to prosperity, persists. It is now essential that the EU and its member states move from a strategy of critical engagement to implementing a more proactive strategy of credible commitments in four areas: political engagement, non-proliferation, the implementation of restrictive measures and engagement with the North Korean people. Such a renewed strategy should be highly coordinated, build on the many initiatives already being taken and facilitated by the appointment of an EU Special Representative on North Korea.

Abstract:: This SIPRI Insights Paper assesses EU security perspectives on connectivity, alongside and in relation to its evolving relationship with China. The EU’s relations with China have undergone an important shift in recent years, with a strengthened emphasis by the EU on the challenges to bilateral cooperation. In addition, since 2014, EU and EU member states’ security perspectives have undergone a wider reassessment, one that has increased the prominence of the military dimensions of connectivity, including military mobility, in EU security planning. The EU and China are currently pursuing synergies between their separate connectivity initiatives, namely the Belt and Road Initiative and the Connecting Europe programme. However, there remain barriers to sustainable cooperation that will need to be addressed between them moving forward. This Insights Paper outlines a number of those security concerns from the EU perspective, within the transport and digital sectors specifically.

Abstract:: The intersection of two significant trends are affecting the regional dynamics of the Horn of Africa: the political transition underway in Ethiopia since 2018 and evolving Red Sea and Gulf security dynamics. Ethiopia’s transition has affected its relations in the Horn of Africa and the broader Red Sea region. Saudi Arabia and the United Arab Emirates have taken a much more assertive approach to regional security since 2015, contributing to a major diplomatic rift with Qatar since 2017. Elucidating how states in the Horn of Africa are affected by and responding to external influences largely hinges on understanding the Ethiopian transition. The implications for the future of regional integration in the Horn of Africa must also be considered.

27. The Arms Control–Regional Security Nexus in the Middle East

Abstract:: The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

28. Climate Change in Women, Peace and Security National Action Plans

Abstract:: Climate change can increase the risks of violent conflict, create risks to human security, and challenge conflict recovery and peacebuilding in different contexts. In many parts of the world, women and girls are significantly affected by the respective and compounding effects of climate change and conflict. They can also be agents of change in addressing climate change, and peace and security issues. This SIPRI Insights paper explores how the Women, Peace and Security (WPS) national action plans (NAPs) of 80 states frame and respond to climate change and security. It finds that they do so in different ways. Seventeen states include direct mention of climate change in at least one of their plans. Of these, three states include comparatively higher numbers of specific goals and activities referencing climate change in different plans. The paper highlights a need for increased action in the area of climate change in WPS NAPs. It argues for a greater focus on supporting women and girls’ participation in action addressing climate-related security risks, as well as a need to evaluate how climate change is framed as a security risk in the plans.

29. Military Spending and Official Development Assistance in Recipient States: Is there a Relationship?

Abstract:: Official development assistance (ODA) plays an important and complementary role in promoting development in low- and middle-income states. Previous research in the literature has shown that ODA can have unintended consequences by enabling recipient states to shift ‘freed-up’ resources away from activities now funded by ODA to other spending categories. This literature has argued that the ‘freed-up’ resources could be funding military spending. This SIPRI Insights on Peace and Security queries these conclusions and contributes to the debate by placing the relationship between ODA and military spending in context. The results show that, for low-income states, armed conflict is a major explanatory factor in determining the positive association between increases in ODA and increases in military spending. While the existence of armed conflict drives both higher military spending and the need for higher levels of ODA, peace helps to lower military spending and states’ reliance on external aid.

Abstract:: Public data suggests that there are reasons to be concerned about violent extremism in Germany. Membership in political groups that hold extremist views is growing, and crime statistics suggest an increase in extremist violence. The number of recorded terrorist incidents on German territory has been high by European standards. Changes in German politics and society may provide fertile ground for political extremism in future. To prevent violent extremism Germany has invested heavily in an expanding number of projects and initiatives at federal, state and municipal level, but the constitutional structure makes promoting coherence and coordination challenging. Moreover, non-governmental and civil society actors now play a prominent role in initiatives. Increasing the number and scale of initiatives was partly to pilot different approaches and see which were effective. However, assessing the multitude of projects and initiatives to decide which should be promoted or discontinued is itself a challenge.

Abstract:: The ever-increasing dependence on information and communication technologies (ICTs) in all aspects of society raises many challenges for national crisis management agencies. These agencies need to prepare not only for new cyberthreats and cyber vulnerabilities, but also for the fact that the aftermath of a cyber incident affecting critical infrastructure has its own challenges. On the one hand, the practical disruptions caused by an isolated incident can be hard to predict and control and, on the other hand, the consequences and perceptions of an incident whose cause is not yet determined can be equally hard to manage. Uncertainty around the cause of the incident and remedial actions being taken often lead to public speculation and political pressure to respond in ways that could create political tensions, and possibly conflict, between countries. This policy paper is the result of a nine-month research project that was jointly conducted by SIPRI and the Swedish Civil Contingencies Agency (MSB) on cyber-incident management. It explores what national crisis management authorities can do to improve their cyber-incident prevention, detection and response strategies and also how they can do better to deal with the larger societal and potentially political aftermath. It investigates why and how cyber incidents may lead to escalatory scenarios and how these scenarios can be avoided and contained using various de-escalatory approaches. It comprises an introduction providing background and the inspiration of this report (section I); four sections that explore the dynamics of escalation and de-escalation from conceptual (section II), analytical (sections III–IV) and empirical (section V) standpoints; and two sections that present the main findings and recommendations (sections VI–VII).

32. Mapping Non-proliferation and Disarmament Education in Europe

Abstract:: This paper maps activities undertaken to educate the next generation of Europeans on non-proliferation and disarmament-related topics with a view to training future scholars and professionals, excluding capacity-building efforts. Most members of the European network of independent non-proliferation and disarmament think tanks conduct informal and formal educational activities, ranging from courses for students to workshops for young professionals, internships, networking events and mentoring programmes. However, the geographic distribution and dominant political science focus of these efforts illustrate the lack of accessibility and multidisciplinarity of non-proliferation and disarmament education currently available in Europe. Treating education as empowerment rather than a one-way process of recruitment can facilitate the introduction of new approaches and tools. Education can tap into existing potential among the next generation, such as intercultural competencies, multilingualism or technical know-how. Forms of participatory learning and autonomous project work place more responsibility on the learner to develop the skills required to deal with tasks.

33. The Case for Gender Balance in Arms Control, Non-proliferation and Disarmament Negotiations

Abstract:: Global efforts to eliminate weapons of mass destruction (WMD) and regulate small arms and light weapons (SALW) have gradually increased over the past four decades but the number of women involved in these efforts remains alarmingly small. Women face enormous obstacles when it comes to their participation in diplomatic negotiations and decision-making processes, and arms control, non-proliferation and disarmament diplomacy is no exception. Women continue to be excluded or marginalized from these procedures and when they do participate it is often in low-level positions from which exerting influence is difficult. Studies have shown that women represent only 32 per cent of all participants in official arms control, nonproliferation and disarmament forums and that heads of delegations, as well as speakers in related events and conferences, are almost exclusively men. This paper investigates the possible causes of this imbalance and shows why a continuing gender disparity among experts and practitioners in the field is problematic. It demonstrates that the inclusion of women has positive effects on the outcome of negotiations and examines why this is the case. Finally, it discusses the ways in which the European Union (EU) in particular, and the international community in general, can increase the number of women involved in the field.

34. Protest and State–Society Relations in the Middle East and North Africa

Abstract:: Nearly a decade after the Arab Spring, the substantial political change that many across the Middle East and North Africa (MENA) have hoped for has yet to be seen. In fact, as the 2019 wave of protests shows, street protests continue to endure in the region, often over the same recurring issues. This paper takes a regional approach to understanding the state of the social contract in MENA countries. It describes, country-by-country, the impact of protest movements, or their absence, on relations between society and the state, and the likely effect of the COVID-19 pandemic on those relations. It then examines the roles and impact of external actors, and the attitudes that they have adopted towards protests. Based on this analysis, the authors recommend that the European Union (EU) adopts a new approach to regional security and stability that takes the needs of the populations as the starting point. This would involve a broader EU agreement on priorities in MENA that emphasize aspects that answer those needs.

35. Strengthening Global Regimes: Addressing the Threat Posed by Chemical Weapons

Abstract:: The inadequate response to the use of chemical weapons by a state against its own population was an important catalyst leading to the creation of the 1993 Chemical Weapons Convention (CWC). A great deal has been achieved under the CWC, which is an important example of how multilateral cooperation can succeed. Recent cases of confirmed use prove that the task of eliminating chemical weapons is not complete. Chemical weapons are once again being used on the battlefield and as terror weapons. Moreover, their use in targeted attacks against politically exposed persons presents a new challenge to the commitment made by CWC states parties that chemicals will be developed and produced exclusively for peaceful use. When they come together to review the CWC in late 2020, the states parties will have to assess whether their response to the challenges posed by the use of chemical weapons has been proportionate to the threat. If not, then they will have the responsibility to create the new capacities, invent the new instruments and develop the new initiatives that will make their efforts more effective. This SIPRI Policy Paper provides an explanation of the context for some important recent decisions and an analysis of them. It also proposes some actions that CWC states parties could take together in support of the effort to eliminate the threat of chemical weapons.

Abstract:: In 2018 the United Nations Secretary-General identified responsible research and innovation (RRI) in science and technology as an approach for academia, the private sector and governments to work on the mitigation of risks that are posed by new technologies. This report explores how RRI could help to address the humanitarian and strategic risks that may result from the development, diffusion and military use of artificial intelligence (AI) and thereby achieve arms control objectives on the military use of AI. The report makes recommendations on how the arms control community could build on existing responsible AI initiatives and export control and compliance systems to engage with academia and the private sector in the governance of risks to international peace and security posed by the military use of AI.

Abstract:: Assessing the prospects for Zero Hunger—Sustainable Development Goal 2—requires an understanding of food security that goes beyond developmental or humanitarian issues, to include linkages with geopolitics. Geopolitical challenges cut across areas such as natural resources, trade, armed conflict and climate change where unilateralism and zero-sum approaches to security directly hamper efforts to eradicate hunger and undermine the frameworks that govern those efforts. The report provides an overview of how geopolitics interacts with these areas. Competition for agricultural resources can be both a cause and a consequence of geopolitical rivalry. International trade, while essential for food security, also creates vulnerabilities through supply disruptions—sometimes politically motivated. Armed conflict is a driver of food insecurity, which can itself feed into social unrest and violence. Climate change interacts with all three phenomena, reshaping both the physical landscape and political calculus. These overlapping linkages require further integrated policy engagement and analysis.

Abstract:: In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

39. Pathways of Climate Insecurity: Guidance for Policymakers

Abstract:: Policymakers are increasingly concerned with the climate-related security risks—the adverse effects of climate change on peace and security. This SIPRI Policy Brief outlines four interrelated pathways between climate change and conflict: (a) livelihoods, (b) migration and mobility, (c) armed group tactics, and (d) elite exploitation. These illustrate the relationship between short- and long-term environmental changes linked to climate change; their impact on the root causes and dynamics of violent conflict; and the critical role of human action, reaction and inaction in mediating violent outcomes. As a policymaking tool, pathways help to identify and navigate the political space for mitigating violent conflict. They can support decision makers in navigating these complex relationships in conflict-affected and climate-exposed regions by integrating local context into analyses of the security and conflict risks of climate change. Pathways also help to facilitate policy planning in areas such as livelihoods, mobility, resource management and governance.

40. Increasing Member State Contributions to EU Civilian CSDP Missions

Abstract:: European Union (EU) member states established the Civilian Common Security and Defence Policy (CSDP) Compact in 2018 to strengthen civilian CSDP missions. Among other things, they committed to increasing the number and share of seconded personnel in these missions. Both had been decreasing in previous years. The number of seconded personnel started to increase in 2019, driven by the expansion of several missions. It increased from 712 in August 2019 to 773 in April 2020. The increase discontinued thereafter, most likely as a consequence of the coronavirus disease 2019 (COVID-19) pandemic. Meanwhile, the share of seconded personnel continued to decrease both overall—from 66 per cent when the compact was established to 62 per cent in August 2020—and in most missions. In order to ensure the delivery of the CDSP Compact, EU member states should, among other things, continue expanding their capacity to second more personnel to missions in the medium term and increase their contributions in the short term to prevent missions becoming more dependent on contracted personnel, especially those in sub-Saharan Africa. The European External Action Service should, for example, introduce indicators based on the retention and recruitment of seconded and contracted mission personnel and analyse the effects of the COVID-19 pandemic on these two issues.

41. Trends in International Arms Transfers, 2020

Abstract:: The volume of international transfers of major arms in 2016–20 was 0.5 per cent lower than in 2011–15 and 12 per cent higher than in 2006–10. The five largest arms exporters in 2016–20 were the United States, Russia, France, Germany and China. The five largest arms importers were Saudi Arabia, India, Egypt, Australia and China. Between 2011–15 and 2016–20 there were increases in arms transfers to the Middle East and to Europe, while there were decreases in the transfers to Africa, the Americas, and Asia and Oceania. From 15 March 2021 SIPRI’s open-access Arms Transfers Database includes updated data on transfers of major arms for 1950–2020, which replaces all previous data on arms transfers published by SIPRI. Based on the new data, this Fact Sheet presents global trends in arms exports and arms imports, and highlights selected issues related to transfers of major arms.

Abstract:: This SIPRI Policy Brief contributes to the discussion on missile proliferation in the Middle East and North Africa (MENA) by providing an overview of regional missile arsenals and by considering ways to address related risks. The paper makes policy recommendations, highlighting the need to move beyond the selective focus on certain types of missiles in the hands of certain states, towards a more comprehensive approach based on greater transparency, responsible arms exports and confidence- and security-building measures (CSBMs). The proliferation of missiles in MENA is linked with intractable security dilemmas and conflicts, arms exports and the use of force by extra-regional states. Supply-side controls and other restrictions on missiles are necessary but likely insufficient if applied without consideration of the broader regional security dynamics. Particularly when limited to certain states alongside continued arms exports to others, measures against missile proliferation might end up contributing to the demand side of the problem by exacerbating overall military asymmetries. Hence the need for CSBMs and comprehensive risk assessment of arms export policies, which could help strengthen efforts to restrain both the further proliferation and use of missiles in MENA.

Abstract:: Post-shipment on-site inspections of exported military materiel enable an exporting country to verify that the materiel is still present in the country of destination and in the possession of the authorized end user. An increasing number of European countries are conducting on-site inspections, or are considering or planning to adopt such measures. A wide range of multilateral organizations already include the implementation of on-site inspections as part of their guidance documents. This SIPRI Background Paper provides an overview of the current state of implementation as regards on-site inspections of exported military materiel by different European countries. It highlights common sensitive issues related to the implementation of on-site inspections, maps the on-site inspection policies and practices of a selection of European countries, and provides recommendations for how the European Union could play a role in promoting such practices.

Abstract:: Even though the volumes of arms exported by emerging suppliers are lower than those of the established exporters, they can nonetheless have a direct impact on international and regional security. The diversification in global arms transfers caused by the emergence of new suppliers therefore deserves scrutiny. Brazil, South Korea, Turkey and the United Arab Emirates are examples of emerging suppliers. Despite a continuous reliance on foreign technologies, they have managed to establish themselves in several niche categories of armaments or, in the case of South Korea, to widen the types of arms that they export. Exports of these emerging suppliers tend to go primarily to Africa, Asia and the Middle East, where most active armed conflicts are located, and also to Latin America. However, the drivers of the four countries’ arms exports differ: some have supplied with the intent to gain political influence, while others have primarily focused on the economic benefits.

Abstract:: The third phase of the New Geopolitics of Peace Operations (NGP) initiative seeks to enhance understanding of how peace operations interact with non-traditional security challenges such as terrorism and violent extremism, irregular migration, piracy, organized crime and environmental degradation. It aims to identify the various perceptions, positions and interests of the relevant stakeholders. By engaging key stakeholders and mapping the policy space for the potential role of peace operations in addressing non-traditional security challenges, it also aims to stimulate open dialogue, cooperation and mutual understanding. Four dialogue meetings organized by SIPRI and the Friedrich-Ebert-Stiftung (FES) will focus on a different non-traditional security challenge. Each will be preceded by a background paper that sets the baseline for the meeting: giving an overview of the main developments and discussions regarding peace operations and the specific challenge to be discussed. The initiative will conclude with a final report based on the outcomes of these meetings that will advance the discussion on peace operations and non‑traditional security challenges. This phase of the NGP initiative is supported by the Ministry for Foreign Affairs of Finland, co-sponsored by the Ministry of Foreign Affairs of Ethiopia, and in continued partnership with FES.

Abstract:: The Middle East and North Africa region (MENA) faces simultaneous crises of security, water scarcity and climate change. They are interlinked—the water crisis is exacerbated by climate change and may fuel conflict, while insecurity is an obstacle to dealing with other pressing issues. Together, the three constitute a confluence of crises that need to be addressed together. Authoritarian and militarized governments in MENA countries repress public discourse and action related to water and climate crises, viewing critics as threats to national security. But the elite’s own economic interests and role in the political economy make them vulnerable to the new risks and threats. The water and climate crises are mostly transboundary and require states to act together. But by prioritizing narrow security interests, states accord weak mandates to regional institutions, preventing agreements on shared challenges. A regional security framework is needed, encompassing water, climate and the current conflicts.

Abstract:: The Arctic has been narrated as both a region of cooperation and a region of conflict. This paper presents an analysis of how three Russian newspapers (Rossiyakaya Gazeta, Izvestiya and Novaya Gazeta) reported on the Arctic region between 2007 and 2016. The aim of the analysis is to provide a foundation for a discussion of Russian perceptions of conflict and cooperation in the Arctic in a decade when the desecuritization and peaceful cooperation that began in the late 1980s and early 1990s was challenged by a combination of changes to the physical environment and a shifting geopolitical landscape. The paper also explores how Russia’s narratives of conflict and cooperation fit into narratives about the region that have emerged in the international media. Last, the paper discusses what Russian media narratives can tell us about the priorities and future trends of Russia’s Arctic policy.

Abstract:: The security implications of climate change have increasingly been debated in the United Nations Security Council. Yet, there is a growing concern by many UN member states about the lack of adequate responses to the risks that climate change poses to peace and security. In recent years, some modest but notable changes at the UN have taken place, of which the creation of the Climate Security Mechanism is the primary example. This SIPRI Policy Brief summarizes the recent evolution of the climate security debate in the UN and highlights three priority areas for future action: (a) supporting and establishing climate security action in the field, (b) nurturing knowledge provision and (c) building sustainable sources of financing for climate security action. All these steps will require committed actors, innovation and long-term investment. Escalating climate impacts make the mitigation of climate-related security risks by the UN and its member states not only demanded but urgent. Recent institutional progress demonstrates that committed and cooperative actors can drive institutional change. This progress must be bolstered and action delivered in the field.

Abstract:: Climate-related security risks are transforming the security landscape in which multilateral peacebuilding efforts take place. This policy paper offers a glimpse into the future of peacebuilding in the time of climate change by providing an in-depth assessment of the United Nations Assistance Mission in Somalia (UNSOM). Climate-related change in Somalia has reduced livelihood options and caused migration. It has also left significant parts of the population in a vulnerable condition. These climate-related security risks contribute to grievances and increase inequality and fragility, which in turn pose challenges to the implementation of UNSOM’s mandate. The impacts of climate change have hindered UNSOM in its work to provide peace and security in Somalia and in its efforts to establish functioning governance and judicial systems. UNSOM has responded to the growing impact of climate-related change. It has learned lessons from previous failed responses—notably the 2011 drought—and has created innovative initiatives that have been effective. While there is still room for improvement, UNSOM’s new initiatives may help to deliver a set of responses that meet the short-term need for a rapid humanitarian response and the long-term objective of achieving a sustainable and resilient society. The challenges faced by UNSOM and its responses to them have wider implications. They suggest that there is a need for synergetic policy responses that can turn the responses to climate-related security risks into opportunities for UN efforts to sustain peace.

However, the comprehensive analysis of how AVMs hamper the socio-economic and sustainable development outlook of communities in the medium and long term has often been overlooked. This pilot study depicts the impact of AVM contamination on socio-economic development and the benefits of AVM clearance on sustainable development. To do so, the Sustainable Development Goals (SDGs) serve as a framework to measure the impact of AVM clearance on agriculture, infrastructure, and access to social services.

55. Arms Flows to South East Asia

Abstract:: The security environment of South East Asia is making more and more headlines and is increasing cause for concern. While old tensions and conflicts remain, China’s rise as a military power and its claims on the South China Sea not only add a new element of insecurity but also draw other powers into the mix. As this paper documents, states in South East Asia have significantly increased their military spending, their arms acquisitions and their arms inventories over the past decade. This growth has outpaced the global trend and the trends of most other regions. While the growth of military capabilities is not an uncontrollable arms race, there is cause for real concern. The increased size and capabilities of most armed forces in South East Asia—coupled with increased tensions in the region, especially over the South China Sea—lead to more military forces operating in close proximity to ‘unfriendly’ forces. Mechanisms and agreed rules to deal with the overall tensions or with unexpected confrontations of opposing military forces are lacking, which does not make it easy to prevent incidents from escalating. Furthermore, weak transparency in foreign and defence policy poses a risk of misunderstandings about why South East Asian states acquire weapons, what their ‘red lines’ are and what the response to crossing those lines would be.
