The Resilience, Food Security and Nutrition Project (Projet de Resilience, Securite Alimentaire et Nutritionnelle, PRSAN) was carried out in the North and Centre-North regions of Burkina Faso between 2013 and 2017 by Oxfam and Christian Aid, together with two implementing partners, the Alliance Technique d’Assistance au Developpement (ATAD) and the Office de Developpement des Eglises Evangeliques (ODE). The project was aimed at enabling particularly vulnerable households to increase their resilience and improve their food security and nutritional situation. Project activities included supporting households in crop production, market gardening, processing and household businesses, providing awareness-raising on good nutritional practices, carrying out community-level disaster assessments and establishing early-warning committees, and distributing livestock and cash transfers. The Effectiveness Review was aimed at evaluating the success of this project in enabling participants to build their resilience to shocks, stresses and uncertainty. Gender interacts with multiple factors including but not limited to age, ethnicity, disability, caste, class, religion and environment, to determine an individual’s ability to be aware of, lay claim to, and access their rights and entitlements. In times of crisis ‘ whether slow or sudden onset, climate or conflict driven ‘ there are shifts in how these factors interact that present opportunities and risks for women, girls, men and boys in accessing their rights, in the short, medium and longer term. Humanitarian (and development) actors need to be sensitive to these risks and opportunities. The purpose of this training manual is to support the institutionalization of gender equality and women’s rights in all humanitarian action. It was developed by Oxfam to support the implementation of the project Institutionalizing Gender in Emergencies: Bridging Policy and Practice in the Humanitarian System, supported by the European Commission’s Humanitarian Aid and Civil Protection department (ECHO) during 2015 to 2017. The aim of this initial training is to develop a critical mass of committed gender leaders ‘ some might call these ‘change agents’ or ‘change-makers’ ‘ who can together influence changes in policy and practice at different levels across the humanitarian system.

The Paris Agreement marked a major breakthrough in support for climate action from many parts of the business community, including from key actors in the food and beverage sector. But despite significant progress, much work remains both to cut greenhouse gas emissions and to support the millions of people already hit by climate change. As one of the sectors that is at highest risk of being affected by climate change, responsible for a giant emissions footprint and reliant on millions of small-scale farmers and agricultural workers in the regions most vulnerable to climate change, the food and beverage sector should lead the next generation of post-Paris corporate climate commitments. This paper presents new data commissioned from the research consultancy CE Delft on the greenhouse gas emissions footprints and water scarcity footprints of major food commodities. The data demonstrate the vital role the food and beverage industry can and must play in turning the Paris Agreement into a springboard for the stronger climate action needed.

A better way of growing food is the best bet against climate change for Southeast Asia's small-scale food producers. Sustainable agriculture - agriculture that can meet the needs of present and future generations, ensures the efficient production of safe, high-quality agricultural products in a way that protects the natural environment, and improves on the economic conditions of farmers and local communities - offers the best chances for countries belonging to the Association of Southeast Asian Nations (ASEAN) to deal with climate change. By scaling-up sustainable agricultural practices across the region, ASEAN can help feed its peoples and support the livelihoods of small-scale food producers, and help curb greenhouse gas emissions to push back impending catastrophe.

5. Let Them Eat Coal: Why the G7 must stop burning coal to tackle climate change and fight hunger

Climate change is already the biggest threat to winning the fight against hunger. Coal is the biggest single cause of climate change, yet the G7 countries are still burning huge amounts, despite efficient, affordable, renewable alternatives being available. G7 coal power stations emit twice as much fossil fuel CO2 as the whole of Africa, and their contribution to global warming will cost Africa alone more than $43bn per year by the 2080s and $84bn by 2100, and lead to several million tonnes of staple crops lost worldwide. This year will see crucial new UN climate talks in Paris. To set the tone for a successful climate agreement at the UN talks in December, the G7 must lead the world in setting out clear plans for a just transition away from coal. This Oxfam briefing paper shows how with the right mix of regulatory and policy measures, some countries can move to coal-free electricity grids within the next decade. Oxfam commissioned the think-tank E3G to review the current coal situation in all G7 countries.

From 2010 to 2013 the world experienced a number of extreme weather events, several of which were notable for their intensity, duration, and impacts on livelihoods and food security. This report focuses on four case studies – a heat wave in Russia, flooding in Pakistan, drought in East Africa, and a typhoon in the Philippines – that represent a range of extreme weather. It analyses the impact of these extreme weather events on food security, by considering when and why threats emerge. This involves characterization of the weather events, examination of the vulnerable groups affected, and analysis of livelihoods and the role of governance and capital.

The combination in the UK of economic stagnation and public spending cuts is causing substantial hardship to people living in poverty. This amounts to a 'Perfect Storm' of falling incomes, rising prices, public service cuts, benefit cuts, a housing crisis, and weak labour rights. By making different political choices, the government can both protect people in poverty and help to stimulate economic recovery in the short term, and set the UK on the way towards economic, social and environmental sustainability in the long term.

9. Taxation in Paraguay: Marginalization of small-scale farming

Paraguay's tax system is insufficient to provide the resource base to eradicate poverty in the country, and has done little or nothing to achieve a more equal distribution of income and wealth. Two major taxation reforms over the last decade have done little to alleviate the fiscal injustice that is generated partly by the low tax reciprocity of the soy agribusiness – Paraguay's main export crop. Meanwhile, programmes to support small- scale farming receive a level of public financing accounting for just 5 per cent of public expenditure. With one of the highest levels of unequal land ownership in the world, labour informality at very high levels and poor environmental regulation of soy producers, the livelihoods and ecosystems of Paraguay's small-scale producers are at risk. There are serious loopholes in Paraguay's tax system that must be addressed in order to deliver a fairer, progressive taxation system that will allow the country to meet its social objectives.

What role can companies play in strengthening the capacity of small-scale producers in developing countries to adapt to climate change, and in doing so, make their global value chains more resilient? While some leading companies have made progress in taking greater responsibility for what happens throughout their supply chains, there has been little discussion about the threat that climate change poses to the livelihoods of small-scale producers. Through interviews with three companies: Starbucks, Marks Spencer, and The Body Shop, the paper examines how smallholders involved in coffee production in Colombia, sesame in Nicaragua, and cotton in Pakistan have been affected by climate change and what it means for the companies' businesses . From this research, Oxfam identifies key actions for companies to begin to address the challenges to small-scale producers, and raises questions for further discussion.

In contrast to intensive agricultural practices that require widespread forest clearing, agroforestry systems combine tree growing with the production of other crops or animals. By promoting tree planting, biodiversity, and long-term resource husbandry, agroforestry can be an economically and environmentally sustainable option for small-scale farmers who are struggling to combat the impacts of climate change. For hungry and food-insecure communities, agroforestry creates more resilient agricultural systems where the risk of crop failure is spread between diverse crops.

Climate change is an urgent concern in Nepal. In recent years, the country has faced more than its fair share of extreme weather patterns. Increases in temperature extremes, more intense rainfall, drier winters and delays in summer monsoons have become quite common and are expected to get worse. In fact, a recent Climate Change Vulnerability Index, calculating susceptibility to impacts of climate change over the next 30 years, places Nepal 4th out of 170 countries. This report examines the national situation of climate change adaptation policy and programming, highlighting key areas of progress, weakness and challenges. The report notes that current initiatives have yet to deliver benefit to the marginalized and vulnerable communities in the country - the very groups that need it most. Based on the findings, the report presents a set of recommendations for the Government, donor community and civil society.

The Africa Climate Change Resilience Alliance (ACCRA) was established in 2009 with the aim of understanding how development interventions can contribute to adaptive capacity at the community and household level, and to inform the design and implementation of development planning by governments and non-governmental development partners to support adaptive capacity for climate change and other development pressures. This paper is based on an analysis of three country studies conducted by national research teams in eight research sites in Ethiopia, Uganda, and Mozambique for ACCRA. It describes the Local Adaptive Capacity framework developed for this project, its application during the research, and the evidence found about the impact of development interventions on the adaptive capacity of people and communities.

Climate variability in Ethiopia is not new—its diverse agro-ecological zones have brought a dazzling variety of micro-climates, and corresponding weather patterns, and people have developed ways to respond successfully to these challenges. But now, in addition to the usual struggles, Ethiopians living in poverty are additionally suffering the effects of climate change—both more variable climate and more extreme weather events. Women, men, families, and whole communities are struggling with how to understand this new variability, identify new patterns, and establish what resources they need to be able to move beyond reacting and coping to adapting to the new realities and being resilient. Policy makers, likewise, face the daunting challenge of how to refine policies, especially investments in and related to agriculture, to focus on poverty and vulnerability reduction in context of the new realities of climate change.

This figure will continue to rise as climate change gathers pace – increasing the frequency and/or severity of such events – and poverty and inequality force ever more people to live in high -risk places, such as flood plains, steep hillsides and urban slums, while depriving them of the means to cope with disaster.

Each year, on average, almost 250 million people are affected by 'natural' disasters. In a typical year between 1998 and 2007, 98 per cent of them suffered from climate-related disasters such as droughts and floods rather than, for example, devastating but relatively rare events such as earthquakes. According to new research for this report, by 2015 this could grow by more than 50 per cent to an average of over 375 million affected by climate-related disasters each year.

Already an average of one million Vietnamese are affected annually by disasters including flooding in the Mekong Delta region. Serious droughts also affect the central coast region, Mekong Delta and mountainous areas. Climate change is recognized by the Government of Viet Nam as a major challenge, and the National Target Programme to Respond to Climate Change (NTP-RCC) was approved in December 2008.
