1. Structural Shifts and Regional Security: A View from Israel

Abstract:
Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. 2. Developments in and Obstacles to the US Pivot to Asia: What Alternatives for Europe?

Abstract:
The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. On the European side, the US shift should be seen as an opportunity to review the European Security Strategy and elaborate its own strategy towards Asia.

3. Israel and Iran's Nuclear Weapon Programme: Roll Back or Containment?

Abstract:
The latest IAEA Report suggests that Iran is seeking a nuclear weapon capability. Preventing the Islamic Republic from becoming nuclear is the most important issue on Israel's agenda, and Jerusalem will do everything it can to prevent Tehran from acquiring a nuclear capability. Considering the limited impact of international sanctions and covert operations, it is therefore possible that at some point in the next 12-15 months Israel's policy-makers and military officials will decide whether or not to act militarily to destroy Iran's nuclear facilities. Though the probability of successfully destroying all of Iran's nuclear targets is not very high, Israeli policy-makers and military officials would nevertheless still be extremely satisfied with delaying Iran's nuclear programme. But would it be worth all the trouble it would inevitably unleash? While Israeli fears are understandable, given the heavy costs and poor chances for success of the military option, containment still represents the most sensible policy for Israel.

Abstract:
During the Cold War, threats coming from across the Mediterranean Sea to Europe and the Western world in general were strictly related to the East-West confrontation. National security was not endangered by possible attacks from the Mediterranean or Middle Eastern countries as such but by the East-West escalation South-South conflict could be able to give way to. In this sense, the Arab-Israeli conflict was a central threat to Western security. What was frightening was not the military power of the regional countries but their alliance with the Soviet Union and the possibility of what at that time was called horizontal escalation (as opposed to East-West direct vertical escalation).
