- In March 2019, the European Parliament formally voted on a resolution that “Russia can no longer be considered a strategic partner.” This was a non-binding political resolution, though, and it is still unclear what is behind the EU’s Russia policy. A particular problem in formulating EU-wide responses to Russian political war is the breadth of opinion between member states and organizational culture – and often institutional requirement – for consensus or unanimity.

- The political declaration with an annex entitled Advancing Nuclear Disarmament, Securing Our Future was adopted on 25 February 2020 in Berlin by the Foreign Ministers of the fifteen countries associated in the prestigious Stockholm Initiative for Nuclear Disarmament. They call on all NPT participating countries to discuss and adopt the proposed stepping stones. According to the authors of the declaration, the implementation could contribute to averting the dangerous development of the security situation and to the gradual realization of the generally supported vision of creating a world without nuclear weapons. Due to the global pandemic caused by COVID-19, the 10th NPT Review Conference was postponed indefinitely.

5. 10 Years of Eastern Partnership: From Prague to Brussels and How to Proceed?

- The past 10 years can be generally assessed as a success and this trend needs to be maintained in the upcoming decade. To this end, it will be necessary to come up with a new vision for EU-Eastern relations and keep the EU’s Eastern policy high on the EU agenda. This is where EaP supporters, such as Poland and Sweden, and again the Czech Republic, can play a decisive role. The strategic task ahead of those countries is to come up with new ideas and incentives on how to develop the policy until 2030, and beyond. The EU member states from the so-called “like-minded” group will also have to push for the Euro-Atlantic orientation of the Eastern European countries while keeping the door open to the future enlargement process in the long run. The policy paper looks at the past decade of Eastern Partnership, its achievements and failures and currents tasks and challenges that lie ahead of the both EU and the six EaP states. It brings policy recommendations for the European Union, Visegrad Group and the Czech Republic. The paper was published with a support of the Ministry of Foreign Affairs of the Czech Republic in the framework of public diplomacy projects within Czech Foreign Policy and international relations. It follows up on the Eastern Partnership Day, an international conference organized by AMO and the Institute of International Relations in June 2019.

- Miroslav Tůma in his new Policy Paper titled "The Importance of Verification and Transparency in the Nuclear-Arms Control, Nonproliferation and Disarmament Process" explained how monitoring and verification procedure associated with the nuclear-arms control, nonproliferation and disarmament process is nowadays important, especially in the sphere between US and Russia, which posses 90% of nuclear weapons all over the world. The author also analysed the development of the verification procedure in this field and its future curse. Should be the engagement of verification activity in a straight line with international law? What attitude should the Czech Republic take towards this problem in the near future?

8. The US Withdraws From The UN Human Rights Council

- In mid-June 2018, the US announced its withdrawal from the UN Human Rights Council. It sat in the Council for the third time since the establishment of the organ in 2006. This time, however, it left its three-year mandate (2017–2019) unfinished. The paper analyses the four main arguments that the US put forward to justify its withdrawal from the Council. It shows that while some of the arguments have some merit, none is truly convincing. The paper also warns against any re-assessment of the current Czech candidacy to the Council.

- The main objective of the external dimension of the EU energy policy in line with the Energy Union strategy is primarily to ensure energy security by diversifying external energy supplies, transport routes and suppliers, mainly in the gas domain. Egypt’s recent offshore and onshore gas discoveries increased its natural gas reserves estimate. Its natural gas production is thus expected to double in 2020 and transform the country back into a gas supplier in the eastern Mediterranean region. The European Union (EU) should thus strengthen its relations with Egypt to allow its gas production to reach European markets.

- The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

- If a stranger were asked to choose the most ambitious of the current EU policies, he might pick the European Neighbourhood Policy (ENP): Not only does it bring forty-three countries together, EU members and non-members alike, but its main aims are so broad, and at times so contradictory, that one wonders how all of them could be reached: The Policy purportedly should provide stabilisation and democratisation; it should secure inclusion but avoid further enlargement; it should ensure differentiation, yet create “one ring of friends”. All this makes the ENP similar to a strange animal whose future evolution is shrouded from the observations of even the most penetrating analysts.

- The parties of the Czech left have enjoyed a nominal majority in the House of Representatives of the Czech Parliament: the Czech Social Democratic Party (ČSSD) gained 70 seats and the Communist Party of Bohemia and Moravia (KSČM) 41 seats during the elections in June 2002. Both parties have so far used this political potential with caution.
