Abstract:
As the globally difficult 2020 came to an end, China is entering a challenging and perilous period unlike any other in its long history. COVID-19 pandemic, widely believed to have originated in Chinese Wuhan, severely damaged China’s international image, especially among Western democracies. At the beginning of the millennium, Chinese policymakers reached a conclusion that favorable political and security environment presented China with a ‘strategic window of opportunity’ for the next 15 to 20 years, during which the country should strive to achieve its economic, social and security development goals. It was believed that at some point, the West would become wary and agitated by China’s rise – which would in turn lead to a shift towards less favorable conditions.

2. Montenegro after the General Elections: A New Chapter in Transition or Preservation of Status Quo?

Abstract:
The general elections held in Montenegro on 30 August 2020 has once again drawn the attention of the Western Balkans to the smallest, measured by population, among seven nations that emerged after the breakup of the Socialist Federal Republic of Yugoslavia. This attention is due to a number of factors. Back in May of 2018 Montenegro has opened the last of the thirty-three chapters in the negotiation process with the European Union, making it a harbinger among Western Balkans nations on the path to Euro-Atlantic integrations, especially as the country had joined the North Atlantic Alliance in June 2017. Other countries in the region linger behind Montenegro – Albania and North Macedonia, both NATO members, are still waiting for the opening of the negotiations with the EU. Serbia has no intention to join NATO, and in spite of EU negotiations and ambitions, sees itself in balance between the West on one side, and Russia and China on the other. Kosovo and Bosnia and Herzegovina are far from NATO membership and have merely the status of potential candidates for EU membership. This is why all eyes of the region and of the advocates of continuation of EU enragement policy are on Montenegro. The second factor are strong historical ties of this country on the Adriatic coast with its northern neighbor Serbia. Serbian minority makes up to one third of Montenegro’s population, and the Serbian Orthodox Church (SPC- Srpska Pravoslavna Crkva) plays a vital role in Montenegrin society, as this country does not have its own autocephalous Church recognized by other Orthodox Churches in Eastern Christendom. This gives Serbia and the SPC a significant clout within borders of its southern neighbor. The third factor is the involvement of global players in this country. The United Sates has advocated strongly to include Montenegro in NATO in order to stretch the line of NATO’s southern flank in the Northern Mediterranean from the Iberian Peninsula to the west to Greece and Turkey in the east. On the other hand, Montenegro’s authorities accused Russia of meddling in the general elections held in October 2016 when the alleged coup d’état occurred on the election day. Many feared a similar scenario on the eve of 30 August 2020 election, fathoming the outbreak of riots and violence that could ignite the powder keg in the Balkans. Although none of these happened, Montenegro is not ceasing to be the subject of the geopolitical chessboard. Considering these factors, the attention of neighbors to the events in this Balkan country is understandable. The unfolding situation after the elections in which the government of Montenegro is backed by a very thin majority in the Parliament (Skupština Crne Gore) and with no clear vision nor strategy for further political and economic development of the country, is only fueling the wariness of its neighbors and of Brussels about Montenegro as a success story.

Abstract:
Hybrid threats and hybrid conflicts and wars are one of those terms that have suddenly entered in public knowledge, raising many concerns. This is not surprising because there is no common and generally accepted definition of hybrid threats by which these processes are defined. The emergence of this term in the the complexity of this issue. Specifically, hybrid threats are not a new phenomenon to theorists of conflicts and wars. What makes hybrid warfare different from previous wars is the change in the importance and intensity of the individual components of the conflict, such as information or influence warfare component. In fact, until regional media space was, in the beginning, connected with journalist’s perception that intention of the state is to impose censorship of writing and publishing. Over time, fear in the media receded and gave way to understanding the end of the 20th century, information and media operations, that could be called influence or cognitive operations, were in the function of military operations.

Abstract:
As the world rung in 2020, political analysts across the globe were busy making assessments of the past decade and offering predictions as to the dominant geopolitical, economic and social trends over the next ten years. Subjecting Australia to the same scrutiny leaves an impression the 2010s are going resilience is its greatest success as the country has continued to enjoy uninterrupted economic growth amidst the global financial crisis and in the aftermath of the direst recession to hit the world since the Great Depression. This makes it an absolute record-setter across the Western world. Yet, the optimism that such to be remembered as a decade of missed opportunities as ‘kicking the can down the road’ approach to economy, polity and security start to imperil Australia’s reputation as a lucky country. In brief, Australia’s economic positive trends will endure is fading. While Australia has been spared of the surge of populism that has plagued a significant portion of mature democracies across the West, it has suffered from an unprecedented leadership turnover that has impeded action on the most (figuratively and literally) burning issue it faces – that of climate change. On the foreign and security policy front, successive Australian governments have been walking the diplomatic tightrope as the United States remains to be an indispensable ally, while China takes the prime spot as the country’s largest trading partner. Given the intensification of the US-China rivalry, Australia finds itself needing to find a way out of this Gordian knot. Facing the grim prospects of the precipitously warming planet, the return of great power rivalry, the decline of liberal democracies, and the uncertainties of technological change, 2020s are inevitably going to force Australian decisionmakers to make hard choices.

From the early period of post-Cold War world order in the last decade of 20th century, through challenges and changes over the two decades of 21st century, Turkey’s foreign policy has been characterized by the need and ability to adapt to the changing, and ever deteriorating global conditions. Changes in the structure and nature of international order and the way Turkish foreign policy evolved are directly related. During the initial period of undisputed unipolar order, Turkey shaped its foreign policy in a way to align its national goals with the main Western partners and alliances. But, as the international system gradually moved from unipolarity to the current “unfinished new system”, characterized by renewed competition and confrontation among a rising number of actors, Turkey started to pursue multi-dimensional and multi- directional foreign policy strategy and practice. In sum, it could be argued that there were “two phases” of Turkish foreign policy approach: of Erdogan's period in 2002.

6. Post-Corona Europe: Challenges from the Far East

Abstract:
The coronavirus crisis is severely impacting European Union member states’ medical sector, economy, national welfare systems and societies in general. It is premature to judge whether governmental restrictions will flatten the curve of infected citizens, thus providing hope for a return to European business as usual. At present, the virus has caused human tragedy, a stock market meltdown of around 40 %, severe trade restrictions and has led to complete lockdowns of regions and metropolitan areas. It does not take a lot of foresight to see that any “after” the coronavirus will be much different. For obvious reasons, current attention focuses on enhancing disaster management, developing a vaccine, producing COVID-19 test kits and adjusting supply chains for pharmaceutical products. And, of course, developing economic recovery measures - such as earmarking billions of euros to cope with an unprecedented rise in coronavirus on the EU from an International Relations perspective. It will attempt to shed light on a post-Corona Europe and the challenges emanating from beyond its Eastern flank. It will revisit the state of affairs in Europe at the turn of the decade and examine China’s behavior during the pandemic.

7. Albania: The Longest Post Communist Transition Story

Abstract:
By the time Albania, alongside the Republic of North Macedonia, received the green light to proceed with accession negotiations, the enthusiasm for the decision was dampened by the growing coronavirus crisis. Albania had spent all its celebration reserves beforehand having expected a positive decision repeatedly in 2018 and then 2019. Having put in place an ambitious, comprehensive and even disruptive justice reform the country believed to have deserved the integration milestone earlier and blamed delays on the skepticism of certain member states. However, this does not tell the full story. Albania's track record has been blemished by a tagin conflict between political parties deeply rooted in old enmities of transition.

Abstract:
The Middle East as one of the most heterogeneous and politically conflicting regions in the world and has long been at the center of international interest. Faced with sectarian wars and comprehensive social crises for decades the Middle East, due to its geostrategic importance and especially the imperative of controlling the region’s vast energy resources, has once again become a battle ground for major powers whose interests affect the concentration of participants in the region. The competition between global powers and growing influence of Russia and China, who undermine the US power and European Union’s influence and also undermine established alliances in the Middle East, undoubtedly require a rethinking of Western strategies for the region. A series of geopolitical challenges, especially after September 11 attacks against the United States, as a result of military interventions and civil wars (Afghanistan, Iraq, Libya and Syria) and uprisings (Arab Spring) and thus the collapsed regional order, confronted the international community with the changing nature of security threats, as well as with the new balance of power of regional and international actors in the Middle East. Among the many aspects of the Middle East conflicts, the fundamental issue of regional security today is the Sunni-Shiite conflict, which has since the invasion of Iraq in 2003 directly defined the approaches and policies of great powers and significantly changed regional dynamics. In this context, Iran’s role is particularly significant. Namely, over the last two decades, Iran has consolidated its goals in the Persian Gulf and strategically expanded its influence to other countries in the Middle East, primarily Iraq, Syria, Lebanon and Yemen. The growing influence of Shiite Iran, and its close relations with Shiite communities in the region with which it forms a strategic coalition, have become a key geopolitical challenge for the international community.

Abstract:
The idea of freedom of movement of persons within the European continent rests at the heart of the European project and is embedded in the founding treaties of the European Union (EU). Political and economic unification of the European continent is directly related to the abolition of internal borders in a sustainable and manageable way. There is a track-record of significant benefits it brings for many years to the economies of the EU member states and to the European single market as a whole. Therefore, the free movement of persons we know it. The freedom to travel, regardless of the purpose, was perceived as something that is prescribed to all Europeans. functional consolidation of the Schengen zone, the legitimacy of the project and the idea it advocated significantly increased, attracting the interest of other states in the European continent to join. This caused an enlargement process of the regime, spreading the area of freedom of movement across Europe and fortifying the success of EU enlargement process in the post-Cold War period. However, on a practical level, as any other idea about sharing responsibilities in the field of security, it raised lots of concerns in the national capitals of the EU member states and made compromise-building that is necessary for the viable decision-making process a very difficult task. This logically affected the institutional development and accordingly complicated its structure and capacity to adequately respond to emerging challenges. It also increased a possibility for having the member states sliding back into their national brackets once the crisis erupts, which we witnessed during the big migrant wave in 2015. Difficulty to reach a consensus at the EU level, combined with the necessity to react swiftly to an immediate challenge, pushed the member states into reintroducing border checks and suspending freedom of movement institutionalised with the Schengen regime. The same happened with the recent COVID-19 crisis that dramatically affected everyday life of European citizens and forced them to adapt to unprecedented restrictions in the field of home affairs. Not only have the member states been forced into reintroducing border controls, but almost entire continent was pushed into a lockdown. Freedom of movement was allowed only within local communities (municipalities), while travel beyond local margins was authorised only to those with special permits.

12. The End of the Second Karabakh War: Has a Lasting Peace Come to the South Caucasus?

Abstract:
In a year in which the whole world seemed to have frozen its conflicts, uniting its efforts to curb the COVID-19 pandemic, a war broke out between Armenia and Azerbaijan over Nagorno-Karabakh and surrounding regions in Azerbaijan. This was a full-scale armed conflict involving two nations in the South Caucasus, but unlike the first Karabakh war that lasted for more than six years, this war lasted only six weeks. Mainly due to modern warfare and deployment of new sophisticated technology, namely unmanned aerial vehicles (UAVs) by Azerbaijan, a long war of attrition was avoided. Thus, the second war caused a significantly lower destruction of properties and cultural sites in this region of rich history on the crossroads between Asia and Europe, the Caspian and the Black Sea. The short duration of this war also insured that no big players neighboring Armenia and Azerbaijan get directly involved on either of the two warring sides, which could have had incomprehensible consequences for the international community. This is because the countries neighboring the conflict area are substantively different comparatively to what they were in the first half of the nineties when the first Karabakh war took place. Firstly, to the north, Russia was then a country facing disintegration and social implosion, with its military in disarray, unable to quell a rebellion in its small republic of Chechnya in the North Caucasus. Today, Russia is the second military force in the world, spreading its political and military clout far beyond its borders. Secondly, to the west, Turkey has become a major political power in the region, assertive and ambitious, the size of its military is second only to that of the US in NATO. Thirdly, to the south, Iran which was by late eighties a country weary of conflicts after a long war with Iraq, is today a regional power wielding it leverage in most of the Middle East. Considering this, the second war in Karabakh had a potential of erupting to a wider regional conflict, and considering the players involved, even into a global conflict. However, while Europe was introducing a second wave of lockdowns in order to grind to a halt the coronavirus, and while the US was embroiled in the presidential election campaign, shattered by an unprecedented economic slump and civil unrest, the war between Armenia and Azerbaijan erupted without much attention of the international community. When the conflict finally started to gain the interest of the world, it rapidly ended, leaving the international community once again perplexed. Has the ceasefire agreement signed between Armenia and Azerbaijan on November 9 brought a lasting peace to the South Caucasus, or is the truce just temporary, freezing the conflict for yet another round of hostilities?

13. From Pariah to Partner: A View from Israel on a Realigned Middle East

FLight number LY971 on Monday 31 August 2020, was in many respects anything but a mundane commercial flight traveling to another Middle East destination. Traditionally, the Arab world’s maximum pressure campaign against Israel was designed not only to call into question its existence militarily, but crumble its legitimacy diplomatically – prohibiting Israeli citizens from entering their territories, banning Israeli and other airlines traveling to and from Tel Aviv from using their airspace, much less land in their airports, even referring to it merely as “the Zionist entity”. Much more fundamentally than technical disagreement over policy items or territorial arrangements, the Arab world has made clear what was best enunciated in the infamous 1967 Khartoum “Three No’s”: “No peace with Israel, no recognition of Israel, no negotiations with Israel.” Despite episodic under-the-radar contacts, the Arab world had operated under the assumption that any cracks in this well-fortified wall could have been constructed as de facto recognition of a country considered a red flag.

14. UN migration pact – a framework for Völkerwanderung?

Abstract:
On December 10th 2018 the body of international soft law was enriched with the Global compact for safe, orderly and regular migration (from here on - UN migration pact) that was adopted by 164 out of 193 UN member states during their meeting in Marrakesh, Morocco. On December 19th the UN General Assembly officially endorsed the document with 152 member states voting in favor, five voting against, and twelve abstaining. It’s unknown what changed the mind of twelve countries which have adopted the pact in Marrakech, but failed to endorse it in New York. Even though the UN migration pact stipulates that it is merely a “cooperative framework” it has nonetheless deepened the political divide on the migration controversy among states as well as within them. The polemic that has evolved around the document in recent months centered on two contentious issues: 1. its quasilegality and 2. the potential outcomes of its 23 objectives. This paper will only briefly touch upon the issue of the quasilegality of international soft law and concentrate on the content analysis of the pact itself.

15. Towards the future in the Three Seas Region

Launched in 2016, the Three Seas Initiative (3SI) is designed to build cooperation and interconnectivity between 12 CEE countries through new cross-border infrastructures. 17. Seventy years of NATO: Is the Alliance still needed?

Abstract:
This year the North Atlantic Treaty Origination (NATO) marks seventieth anniversary of its creation. Back in 1949, the founding nations gathered around the United States as the leader of Western liberal democracies, establishing NATO as a military and political alliance that was to serve as a barrier against the Soviet Union, ‘’’’ serve as a counterbalance to NATO and the era of the Cold War gained full sway, with clearly established division in Europe between the capitalist West and communist East, and with only a handful of European countries opting for neutrality. Thus, a bipolar system of world order was established, with defined territories and its export of communism throughout the continent. Just six years later, Moscow assembled the Warsaw Pact together with other Eastern European communist countries, excluding Yugoslavia. The Warsaw Pact was to and frontiers of the two global adversaries, and the Cold War pertained until the collapse of the USSR in 1991. From 1991 onwards, fifteen new independent states emerged from the disintegrated Soviet Union, with the newly founded Russian Federation as its legal successor and a permanent member of the United Nations Security Council. Subsequently the Warsaw Pact had collapsed, and Eastern European countries used a transition period that was to bring them closer to the West, ultimately to NATO and the European Union. The collapse of the Soviet Union was the single most important event in history after the World War II and the world entered into a new era. Back in early nineties, it seemed that Russia and the West have buried the tomahawk of war for an indefinite time, and many political theorists and politicians, in both NATO member states and in Russia, have stated that without its archrival NATO no longer had raison d’etre.

18. Elections that will shape the EU more than ever befor

Abstract:
European elections this year, to take place on 23-26 May, are considered to be one of the most important in the history of the European Union. This might sound exaggerated or at least something that has been heard before. But there are many reasons why this time things are different. The EU is at the crossroads, performance, record low unemployment and fewer member states find themselves in economic difficulties or excessive deficit. Trust in the EU and support for membership is increasing among citizens in most member states. However, the general picture remains mixed and any flaw is widely exploited by with mixed picture on the state of the union: divided more than ever on core issues such as common values, solidarity, migration, free movement and the rule of law. On the positive side, however, there is a pretty good economic eurosceptic forces. Many challenges will have to be addressed urgently, starting immediately after the European elections. The results, which will most probably confirm a decline in support for traditional mainstream parties, will affect the election of a new President of the European Commission, a new President of the European Council and other key figures in EU institutions. This time it will not be easy, since many national leaders have questioned the automatic respect for the principle of “Spitzenkandidat” (the lead candidate put forward by the political group able to create a majority in the European Parliament, that becomes the President of the European Commission) and will try to return this power to elect the Commission’s President to the heads of states and governments, with the Parliament expected to rubber-stamp their choice. The Parliament could fight back and this may create a politically motivated power struggle between two major EU institutions.

Abstract:
The popular vote of the UK on 23 June 2016 to leave the EU has been politically an earthquake for the first and a shock to the second. Retrospectively, the outcome was likely, given the structural factors both within Britain and between Britain and the EU. Abstract:
Since the beginning of 2019, Venezuela has been in the focus of international politics because of its political and institutional crisis, together with its economic and social collapse generated in 2013, transformed into a regional and international crisis. The exit of some estimated three to four million emigrants mostly to neighboring countries of human rights and democratic values, the authoritarian regime of socialist orientation, the current American strategy of strengthening its political and strategic influence in Latin America, the presence of significant non- regional emerging global factors, as well as the cyclical changes of political parties in power in this part of the world. Accordingly, this crisis tests the hemispheric and global leadership of has additionally deepened the contexts of theUS, the influences of emerging global powers the regional crisis including also the security aspect. In short, the crisis can be described as oscillating between the issues of defense like China, Russia, India or Turkey, recently, and the potential of Latin American regionalism and political consensus.
