Abstract:
The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

Egypt's tumultuous uprising of 2011 was about many things, but among the most central was a demand by legions of political activists and large crowds of mobilized citizens that public authority in the country be reconstructed to operate in a clearly accountable manner, fully governed by the rule of law. Egyptian judges might therefore be expected to look upon the post-uprising environment as a time when they can finally realize a vision that they have been articulating for a generation in the face of an imperious and impervious presidency: A state ruled by law in which they will be insulated from political pressures and private interests, providing full autonomy to individual judges and to the judiciary as a body to issue decisions that will be respected and implemented by all the agencies of the Egyptian state.

Within days of the official ceremonies marking the end of the U.S. mission in Iraq, Prime Minister Nouri al-Maliki moved to indict Vice President Tariq al-Hashemi on terrorism charges and sought to remove Deputy Prime Minister Saleh al-Mutlaq from his position, triggering a major political crisis that fully revealed Iraq as an unstable, undemocratic country governed by raw competition for power and barely affected by institutional arrangements. Large-scale violence immediately flared up again, with a series of terrorist attacks against mostly Shi'i targets reminiscent of the worst days of 2006.

Workers have long sought to bring change to the Egyptian system, yet the independent labor movement has only recently begun to find a nationwide voice. As Egypt's sole legal trade union organization and an arm of the state for nearly sixty years, the Egyptian Trade Union Federation (ETUF) has had a monopoly on representing workers. Though its mission is to control workers as much as it is to represent them, ETUF has been unable to prevent the militant labor dissidence that has escalated since the late 1990s. Workers were by far the largest component of the burgeoning culture of protest in the 2000s that undermined the legitimacy of the Mubarak regime.

Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

Contrary to what ongoing protests across the Middle East and North Africa might imply, monarchs and ruling families in the Arab world still enjoy an extraordinary degree of legitimacy in the eyes of their people. Most citizens of Arab monarchies want to see changes within their ruling governments, not complete regime change. This in turn affords those rulers an opportunity to embark on a path of far-reaching political reform without losing their thrones—all the while gaining acclaim at home and abroad.

The Egyptian economy is going through a critical period as the country transitions to democracy. While the shift from authoritarianism is certainly welcome, it has inevitably incited instability unknown to Egypt for the past thirty years. The implementation of economic reform amid this uncertainty is particularly challenging as political demands take precedence. The state attempted several times to revive the Egyptian economy since the Infitah, or “open door,” policy initiated by President Anwar Sadat in the mid-1970s. Successive, though unsuccessful, reform programs during the 1990s contributed to the pervasive poverty that served as a central driver of the 2011 Egyptian revolution and persists today. Past experiences can provide useful lessons for what to avoid in the future, even if they are unable to impart what exactly should be done.

Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

War, terror- ism, a deepening secessionist movement, and interconnected economic and demographic trends have the potential to overwhelm the Yemeni government, jeopardizing domestic stability and security across the region. Yemen's oil—the source of over 75 percent of its income—is quickly running out, and the country has no apparent way to transition to a post-oil economy. The dire economic situation makes it increasingly difficult for the government to deliver the funds needed to hold the country together.

Any effective diplomatic approach to Iran must involve a regional strategy. While Iran's nuclear program is presently the most urgent dimension for the United States and the international community to confront, unless the country can be reintegrated into a normal web of international relations, any progress made on that front is likely to be short-lived. Iran's neighbors — particularly the members of the Gulf Cooperation Council, which share a concern for Gulf security — can be important players in that process of reintegration. These six states, Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, are afraid of Iranian hegemony in the Gulf, but are too small or too timid to challenge their northern neighbor, so they seek to develop normal relations with Tehran while protecting their interests.

Unsustainable management of the environment and natural resources further threatens prospects for long-term economic growth. In this context, increased economic cooperation between the MENA countries, on the one hand, and the United States and the European Union (EU), on the other, aims not only at promoting growth and development but also at fostering more stable political environments.

At a time when mainstream Islamist movements across the Arab world have chosen to participate in politics, questions have arisen over the nature of their participation and its repercussions on the political environment as well as on the movements themselves. In this regard, the Moroccan Party for Justice and Development (PJD) represents an interesting case. Contesting legislative elections since 1997, the PJD has gradually gained members in Morocco's parliament, winning 9 out of 325 seats in the 1997 elections, 42 in 2002, and 46 in 2007. It has become well entrenched in the Moroccan political process, and its recent electoral gains are not just a temporary breakthrough.
