1. Home Computers and Educational Outcomes: Evidence from the NLSY97 and CPS

Abstract:
Although computers are universal in the classroom, nearly twenty million children in the United States do not have computers in their homes. Surprisingly, only a few previous studies explore the role of home computers in the educational process. Home computers might be very useful for completing school assignments, but they might also represent a distraction for teenagers. We use several identification strategies and panel data from the two main U.S. datasets that include recent information on computer ownership among children -- the 2000-2003 CPS Computer and Internet Use Supplements (CIUS) matched to the CPS Basic Monthly Files and the National Longitudinal Survey of Youth 1997 -- to explore the causal relationship between computer ownership and high school graduation and other educational outcomes. Teenagers who have access to home computers are 6 to 8 percentage points more likely to graduate from high school than teenagers who do not have home computers after controlling for individual, parental, and family characteristics. We generally find evidence of positive relationships between home computers and educational outcomes using several identification strategies, including controlling for typically unobservable home environment and extracurricular activities in the NLSY97, fixed effects models, instrumental variables, and including future computer ownership and falsification tests. Home computers may increase high school graduation by reducing non-productive activities, such as truancy and crime, among children in addition to making it easier to complete school assignments.

Abstract:
We study the association between order flow and exchange rate returns in five years of high-frequency intraday data from the leading interdealer electronic broking system, EBS. While the association between order flow and exchange rate returns has been studied in several previous papers, these have mostly used relatively short spans of daily data from older bilateral dealing systems and, usually, transaction counts instead of actual trading volume. Using a substantially longer span of recent high-frequency data and measuring order flow as actual signed trading volume, we find a strong positive association between order flow and exchange rate returns at frequencies ranging from one minute to one day, and a more modest but still sizeable association at the monthly frequency. We find, however, no evidence that order flow has predictive power for future exchange rate movements beyond, possibly, the next minute. Focusing on the behavior of order flow and exchange rates at the time of scheduled U.S. economic data releases, we find that the surprise components of these announcements are associated with order flow at high frequency immediately after the data releases. This finding seems inconsistent with a simple efficient markets view of how a public news announcement is incorporated into prices.

3. A Flexible Finite-Horizon Identification of Technology Shocks

Abstract:
Recent empirical studies using infinite horizon long-run restrictions question the validity of the technology-driven real business cycle hypothesis. These results have met with their own controversy, stemming from their sensitivity to changes in model specification and the general poor performance of long run restrictions in Monte Carlo experiments. We propose a alternative identification that maximizes the contribution of technology shocks to the forecast error variance of labor productivity at a long, but finite horizon. In small samples, our identification outperforms its infinite horizon counterpart by producing less biased impulse responses and technology shocks that are more highly correlated with the technology shocks from the underlying model. For U.S. data, we show that the negative hours response is not robust to allowing a greater role for non-technology shocks in the forecast error variance share at a ten year horizon.

Abstract:
A central puzzle in international finance is that real exchange rates are volatile and, in stark contradiction to efficient risk-sharing, negatively correlated with cross-country consumption ratios. This paper shows that a standard international business cycle model with incomplete asset markets augmented with distribution services can account quantitatively for these properties of real exchange rates. Distribution services, intensive in local inputs, drive a wedge between producer and consumer prices, thus lowering the impact of terms-of-trade changes on optimal agents' decisions. This reduces the price elasticity of tradables separately from assumptions on preferences.

5. Can Long-Run Restrictions Identify Technology Shocks?

Abstract:
Gali's innovative approach of imposing long-run restrictions on a vector autoregression (VAR) to identify the effects of a technology shock has become widely utilized. In this paper, we investigate its reliability through Monte Carlo simulations using calibrated business cycle models. We find it encouraging that the impulse responses derived from applying the Gali methodology to the artificial data generally have the same sign and qualitative pattern as the true responses. However, we find considerable estimation uncertainty about the quantitative impact of a technology shock on macroeconomic variables, and little precision in estimating the contribution of technology shocks to business cycle fluctuations. More generally, our analysis emphasizes that the conditions under which the methodology performs well appear considerably more restrictive than implied by the key identifying assumption, and depend on model structure, the nature of the underlying shocks, and variable selection in the VAR. This cautions against interpreting responses derived from this approach as model-independent stylized.

Abstract:
In 2001, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT) directed the DSB to study the closely related topic of “integrated fire support in the battlespace.” In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support.

Abstract:
Weapons system readiness and safety are among the highest priority challenges for the Department of Defense (DoD). As it continues to receive a large number of mission taskings, it is imperative that DoD equipment be maintained at an acceptable level of material condition so that it may be employed safely and effectively when required, often in harsh and physically demanding environments. However, both the material condition and safety of DoD equipment are routinely being undermined by the effects of corrosion. The dollar cost of corrosion to DoD has been estimated by the Government Accountability Office (GAO) to be $10-20 billion per year. Aggressive action is needed at every stage in the life cycle of this equipment — during design, materials selection, construction, operation, and maintenance — to reduce the negative effects of corrosion.

The vertical lift industrial base still is being shaped by government and industry responses to the Nunn-McCurdy cost breaches of 2001 and the unintended consequences of Department-endorsed teaming arrangements that resulted in an interlocked industrial base that restricted Department and industry flexibility. The Department's budget-driven remanufacture strategy in the 1990s produced a series of sole-sourced relationships, leaving few real competitive opportunities among the helicopter prime contractors to force technology refresh cycles. With limited competition, few new platform contracts, and declining government technology investments, industry was left little incentive to invest in independent research.

In accordance with the National Defense Authorization Act for FY 2004, the Defense Science Board (DSB) was asked to assess the potential contributions of a Space Based Radar (SBR) to missile defense. In response, the Undersecretary of Defense for Acquisition, Technology and Logistics (USD (AT), and the Director, Missile Defense Agency (MDA) directed that the DSB Task Force on the Contribution of a Space Based Radar to Missile Defense perform the following tasks: Assess the impact of adding a missile defense mission on the ability of SBR satellites to conduct their primary missions; Assess how different SBR architectures and technical approaches might affect the ability of the satellites to achieve their primary missions and to contribute to missile defense; Assess the value of potential SBR capabilities in the context of the family of sensors being developed by the Missile Defense Agency; and Recommend any future actions that might be desirable related to SBR contributions to missile defense.

Abstract:
In the wake of the events of September 11, 2001, the role of the Department of Defense in domestic emergency preparedness and response is under scrutiny. Ever since President Carter established the Federal Emergency Management Agency (FEMA) in 1978, the Defense Department has considered its domestic emergency response role to be one of providing support or assistance to civil authority. Military planners assume that civil agencies will always lead domestic emergency preparedness and response efforts, with the Department of Defense providing resources only in response to appeals from state and local governments to the President. Local and state governments are expected to use their resources first. While National Guard capabilities may be called into play by the Governor under Title 32 status, military commanders and planners have usually assumed that other Department of Defense assets will be called into play only when local, state, and other federal resources are overwhelmed. Concerns about the Posse Comitatus Act and misunderstandings of its scope have also tended to restrict the deployment of Department of Defense assets where their use might be construed as augmenting state and local law enforcement agencies.

Abstract:
This paper studies how much of productivity fluctuations are industry specific versus how much are country specific. Using data on manufacturing industries in Canada and the United States, the paper shows that the correlation between cross-border pairings of the same industry are more often highly correlated than previously thought. In addition, the paper confirms earlier findings that the similarity of input use can help describe the co-movement of productivity fluctuations across industries.

23. How do Canadian Hours Worked Respond to a Technology Shock?

Abstract:
This paper investigates the response of hours worked to a permanent technology shock. Based on annual data from Canada, we argue that hours worked rise after a positive technology shock. We obtain a similar result using annual data from the United States. These results contradict a large literature that claims that a positive technology shock causes hours worked to fall. We find that the different results are due to the literature making a specification error in the statistical model of per capital hours worked. Finally, we present results that Canadian monetary policy has accommodated technology shocks.

24. Precautionary Savings and the Wealth Distribution with Illiquid Durables

We study the role an illiquid durable consumption good plays in determining the level of precautionary savings and the distribution of wealth in a standard Aiyagari model (i.e. a model with heterogeneous agents, idiosyncratic uncertainty, and borrowing constraints). Transactions costs induce an inaction region over which the durable stock and the associated user cost are not adjusted in response to changes in income, increasing, on average, the volatility of non-durable consumption. The volatility of total consumption is then a function of the share of the durable good in the utility function and the width of the inaction region. We are particularly interested in parameterizations which increase the precautionary motive for saving through an increase in "committed expenditure risk." We find, for an empirically relevant share of durable consumption and for all transaction costs below an upper threshold, that the level of precautionary savings is increasing in the transaction costs. Transaction costs have only a modest impact on the degree of wealth dispersion, as measured by the Gini index, as the associated increase in savings is close to linear in wealth. While we are unable to match the dispersion of wealth in the data, we increase the dispersion over a single asset model (Gini index of .71 for financial assets and .37 for total wealth) and we are able to match the relative dispersion of financial to durable assets, i.e. we find financial assets much more unequal than durable assets. We also match the ratio of housing wealth to total wealth for the median agent. We calibrate the model to data from the PSID, the CES, and the SCF.

25. The Effect of Exchange Rates on Prices, Wages, and Profits: A Case Study of the United Kingdom in the 1990s

Abstract:
During the 1990s the United Kingdom experienced large and sudden exchange rate movements that had no apparent impact on overall consumer prices. This paper shows that the stability of U.K. consumer prices was made possible in part by offsetting movements in the price-cost margins of foreign exporters and in part by offsetting price-cost margins in the U.K. distribution sector. At the same time, U.K. manufacturers experienced margin swings in the opposite direction, largely due to their role as exporters. Thus, sterling depreciation boosted the profits of U.K. manufacturers and squeezed the profits of U.K. distributors, while sterling appreciation had the opposite effects.

Sea basing is a critical capability for the United States in a world where flexible, quick-response military action will be required in areas far from fixed bases available or suitable for American military use. The seabase replaces or augments the fixed, in-theater airports and seaports, on which past military operations have focused and depended, with a maneuverability facility at sea - a mobile base of operations, command center, logistics node and transportation hub. A commander can place a seabase where and when he chooses to exploit enemy weaknesses and employ the element of surprise, confusing enemy defensive preparations. A seabase can be a center for reconstitution and redeployment of forces in succeeding stages of complex operations.

In the terms of reference, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the task force “to conduct a comprehensive study of the ends and means of precision compellence, or the nuanced use of force, in concert with coalition partners, to achieve political, economic and moral change in countries affecting US interests.” Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. We study whether aggregation residuals in U.S. private investment in information technology (IT) exhibit a predictable pattern that is consistent with Hicks' composite-good theorem and that may be used for forecasting. To determine whether one can extract such a pattern, we apply the general-to-specific strategy developed by Krolzig and Hendry (2001). This strategy combines ordinary least squares with a computer-automated algorithm that selects a specification based on coefficients' statistical significance, residual properties, and parameter constancy. Then, we derive the testable implications from Hicks' theorem and evaluate them with econometric formulations; we find qualified support for these implications. Having obtained these formulations, we evaluate their ex-post predictive accuracy and compare it to that of an autoregressive model. The key finding is that ignoring movement in relative prices results in a loss of information for predicting aggregation residuals.

Time is money, and distance matters. We model the interaction of these truisms, and show the implications for global specialization and trade: products where timely delivery is important will be produced near the source of final demand, where wages will be higher as a result. In the model, timely delivery is important because it allows retailers to respond to fluctuating final demand without holding costly inventories, and timely delivery is only possible from nearby locations. Using a unique dataset that allows us to measure the retail demand for timely delivery, we show that the sources of US apparel imports have shifted in the way predicted by the model, with products where timeliness matters increasingly imported from nearby countries.

33. Transforming the Defense Industrial Base: A Roadmap

For this study, we built upon Secretary Rumsfeld's six operational goals for transformation, requirements from Joint Vision 2020, lessons learned from Operation Enduring Freedom, and previous industrial base studies. We drew on recommendations from experts in the Department of Defense, industry, and the investment community to create a compendium of representative emerging defense suppliers with transformational technologies and products. We identified 24 companies' key technologies, products, and best business practices in case studies. We also surveyed legacy defense suppliers and the Defense Advanced Research Projects Agency (DARPA) to capture key characteristics associated with programs and products judged to be among the organizations' most successful, most important and innovative, and fastest to field. Finally, we spoke with five prominent companies who have substantially exited the defense business.

Abstract:
The most widely accepted explanation for the inverse association between private investments and current accounts [Glick and Rogoff, 1995] rests on data for manufactures through 1990. Is this consensus robust to revisions to the national accounts and the expansion of information technologies since 1990? To address this question I replicate their results and I find that post 1990 developments eliminate the support for such a conclusion. I also implement alternative formulations and find, again, a lack of empirical support for their findings. Thus I examine the role of measurement errors and focus on the treatment of the manufacturing sector as representative of the whole economy and the exclusion of the contribution of capital when measuring productivity. Correcting these two measurement errors restores to Glick and Rogoff's conclusion its original strength.

Abstract:
While information technologies (IT) are credited with the recent acceleration in productivity in the United States, many other industrial countries have not experienced a pickup in productivity growth. To explain this productivity divergence, we use panel data from 1992 to 1999 for 13 industrial countries and find that this divergence is driven in part by differences in both the production and adoption of information technologies. Based on this finding, we proceed to investigate what factors might play a role in explaining differences in IT adoption. Our results support the view that burdensome regulatory environments and in particular regulations affecting labor market practices have impeded the adoption of information technologies and slowed productivity growth in a number of industrial countries. We then develop a theoretical model with vintage capital and labor to evaluate the effect of more stringent labor market regulations on a firm's decision to adopt new technologies. We establish conditions under which a tax on firing workers delays the adoption of IT technology. These conditions occur when technological change is skill-biased and a firm must upgrade the quality of its workforce through labor turnover. The resulting delay in adopting IT technology then has negative implications for economy-wide productivity and is largely consistent with our empirical results.

The Defense Science Board Task Force was formed to address questions related to the development of X-band, active, electronically steered arrays (AESAs) for airborne platforms. Areas focused on were advanced radar capabilities for ground targets and air targets.The airborne radar inventory can be divided into three broad categories:(1) Air target surveillance and cueing radars mounted in rotodomes (e.g., AWACS,-2C).(2) Nose- mounted fighter radars for air and ground targets (e.g., F-15, F-16, F-22, JSF).(3) Side-looking radars for ground reconnaissance, surveillance, and cueing (e.g., U-2, JSTARS, Global Hawk). In its 1996 report, the Defense Science Board (DSB) recommended that the Pentagon invest an additional $3 billion to strengthen defenses of its information networks. This report was viewed by some as unrealistic and prophetic by others, but in all cases it faced a readership with a very uneven appreciation of the effects of disruptive technology and dicontinuous change. The defense establishment has increased its intellectual capital on the subject of Defensive Information Systems (DIO) considerably since 1996. However, it has yet to fully accomodate the realities of an information intensive future in its architecture, processes, and investments. Technology has continued to evolve and the problems have become much more difficult and complex. DoD must now accomplish more than anyone could have imagined in 1996. Perhaps more important is the dawning realization that incremental modifications to our existing institutions and processes will not produce the adaptation we need.

The 2000 summer study begins a series of studies byt he Defense Science Board aimed at assisting the Department of Defense and the Intelligence Community in defining their roles in protecting the nation from unconventional attacks on the United States. Other studies now planned as part of this series of studies include Defense Against Chemical Warfare Attack: Countering the Strategic Nuclear Threat in the 21st century; a follow-up study on Intelligence on Threats to the Homeland; and a second study on the issues associated with Defense Against Biological Warfare Attack. The focus of all these DSB studies is on identifying the technology and operational capability needed to protect the homeland. Imagine trying to win an overseas air war where target intelligence can be gathered only part of the day, where aerial refueling is hampered by inability to fly in close formation under prevailing weather conditions, and where many newly developed radio systems for air, sea, and land forces don't work the way they did back in the U.S. Sound unlikely? It isn't - these constraints limited the U.S. forces' ability to operate to maximum efficiency during the Kosovo campaign. These restrictions on U.S. military equipment did not arise from sabotage, maintenance failures, or enemy countermeasures - they resulted from the Department of Defense (DoD) acquisition system's failure to insist on qualifying spectrum allocations for new systems that depend on access to the radio frequency spectrum. Without such qualification, systems that function well in the U.S. may not be usable abroad. Unless new systems' use of radio frequencies is qualified, they may interfere with other military users or with critical civilian users of the radio spectrum, even at home.
