This panel will gather four scholars engaged in ongoing research on the history of mobility (and immobility) within and beyond the borders of Imperial Japan. Takahiro Yamamoto (University of Heidelberg) will present on “Identification documents and human mobility in the Japanese empire,” exploring how foreign diplomatic pressure and the need to surveil the mobility of colonial populations influenced the Japanese government’s border control policy. Martin Dusinberre (University of Zurich) will present a paper titled "The Archiving of Japanese Mobility in late-nineteenth century Queensland", analysing the history of Japanese migration to Australia under British colonial rule. Youjia Li (Harvard University) will focus on the role of human locomotive power in Japan's formal empire in her paper "The Unexpected Network: Push-car Railways and the Change of Local Mobility in Colonial Taiwan" . David Ambaras (North Carolina State University) will serve as discussant.

302. China’s COVID Response and the State of Local Finance in the Xi Jinping Era

Abstract:
In China’s decentralised fiscal system, since virtually all vital public services such as education, healthcare, and social welfare are provided by local governments, a well-functioning intergovernmental fiscal system is essential to ensure local governments have adequate incentives and resources to perform their role. Since 1978, China has overhauled its public finances to create a system able to finance government operations, support economic growth, and supply revenues for the government’s ambitious industrial policies and international initiatives. The COVID-19 pandemic has posed new challenges to China’s public finance that is likely to continue in the years to come. This lecture provides an update on local finance through three decades of reform including those implemented since 2013, when a comprehensive package was announced, with promise of a realignment of central-local revenues and expenditures by 2020. The findings are that local fiscal status has deteriorated since 2015 due to a combination of slowing growth, tax cuts, and reform pressures. This has already led to a decline in social spending as a share of GDP, threatening to reverse some recent gains in improving public services and undermining other policy goals. Abstract:
Paintings, statues, and masks—like the bodies of shamans and spirit mediums—give material form and presence to otherwise invisible entities and sometimes they are understood to be enlivened, agentive on their own terms. This book explores how magical images are expected to work with the shamans and spirit mediums who tend and use them in contemporary South Korea, Vietnam, Myanmar, and Bali, Indonesia. It considers how such things are fabricated, marketed, cared for, disposed of, and sometimes transformed into art market commodities and museum artifacts. The two discussants approach this discussion of animated images from two different but intersecting directions. Max Moerman is a scholar of Japanese religion whose work focuses on visual and material representation. Lesley Sharp is a medical anthropologist with an interest in material culture whose recent work has focused on organ transplants and related questions of “life” and “death.” As moderator, Myron Cohen brings a broad knowledge of East Asian popular religion. The event is organized by the Weatherhead East Asian Institute and cosponsored by the New York Southeast Asia Network.

304. The Dilemma of the Chinese Diaspora in the Decoupling Era

Abstract:
For a long time, the Chinese diaspora living in the US has played a critical role in building the bridge between China and the US, a role that had been appreciated by both the American and Chinese governments and businesses. But the increasing hostility between the two countries in recent times has undermined these efforts. The deepening tensions have been broadly covered by the media but there has been a lot less attention paid to how this has created perilous situation for many Chinese living in the US. Amid the rising nationalism in both countries, Chinese in the US are often looked at with suspicion, and some have been accused of spying for China. Meanwhile, Chinese immigrants are called “betrayers” of their motherland by fervent nationalists in China simply because they left the country. The ongoing COVID-19 pandemic adds to their stress level and makes every Chinese in the US vulnerable as anti-Asian hate crime surges. The speaker, who has been covering the Chinese diaspora in the US for more than two decades and is the author of the New York Times’ recently launched weekly newsletter “Overseas Chinese Journal,” will discuss the struggles of Chinese living in the US in today’s heated political climate, the pain of connecting to both countries but not being accepted by either, their dilemma of picking sides (or not) between the two nations and their confusion about race, nationality, roots, and identity in a decoupling era. She will also shed light on how the media coverage sometimes helps promote the misperceptions about the Chinese community. Rong Xiaoqing is the author of The New York Times’ weekly newsletter “Overseas Chinese Journal.” She is also a reporter for the Chinese language Sing Tao Daily in New York and an Alicia Patterson Fellow (2019). She writes for various English and Chinese language publications in the US and China. Her articles appeared in Foreign Policy, the National Review, The New York Times, the New York Daily News, the South China Morning Post, and China Newsweek, among others. Rong has won multiple awards from the Society of Professional Journalists, The Craig Newmark Graduate School of Journalism at CUNY, and New America Media. She was the first reporter from a non-English language media to win an award from the Deadline Club. She was a grant recipient of the Pulitzer Center on Crisis Reporting, the Fund for Investigative Journalism, and the California Health Endowment. Human rights in Southeast Asia have deteriorated along with democratic freedoms. Don Emmerson will give an overview of human rights issues in Southeast Asia and look at how Chinese foreign policy in Southeast Asia affects, and is affected by, the more despotic character of ASEAN’s mainland compared with its maritime member states. He will address how much or how little influence China has in the region. Sarah Cook will then address the issue from the other side; looking at China’s internal political dynamics and rights abuses and how China’s foreign policy towards Southeast Asia is affected by those domestic conflicts. 309. Family Caregivers in the Post-COVID Labor Market in China

Abstract:
The COVID pandemic has brought family caregivers in China new challenges to balance work and family needs. While sudden quarantine requirements and unexpected suspensions of schools and care institutions demand more flexibility from work, the economic slowdown reduces job opportunities and increases competition in the employment market. Based on a recent respondent-driven survey and 11 in-depth interviews of company directors and HR managers in Guangdong Province, the study explores how representatives of employers, some of whom are family caregivers, view and understand the dilemmas of family caregivers under such circumstances, and how they treat family caregivers in job recruitment, performance evaluation, and promotion decisions. Preliminary data analysis uncovers unfriendly attitudes of employers towards family caregivers, especially mothers of young children and men taking care of aging parents, as well as prevalent discourses of gender norms, individual choice, and personal responsibility. Implications of the findings for social inequality in China and policymaking will also be discussed. In the aftermath of the cataclysmic Maoist period, three Tibetan Buddhist scholars living and working in the People’s Republic of China became intellectual heroes and were renowned as the “Three Polymaths”: Tséten Zhabdrung (1910–1985), Mugé Samten (1914–1993), and Dungkar Lozang Trinlé (1927–1997). Lineages of the Literary, by Nicole Willock, reveals how the Three Polymaths negotiated the political tides of the twentieth century, shedding new light on Sino-Tibetan relations and Buddhism during this turbulent era. An interdisciplinary work spanning religious studies, history, literary studies, and social theory, Lineages of the Literary offers new insight into the categories of religion and the secular, the role of Tibetan Buddhist leaders in modern China, and the contested ground of Tibet.

A Buddhist Sensibility sheds new light on the forms of knowledge valued in early modern Tibetan societies, especially among the ruling classes. Townsend traces how tastes, values, and sensibilities were cultivated and spread by Tibetan Buddhist teachers of the Nyingma School at Mindröling monastery in the 17th century and onwards, showing what it meant for a person, lay or monastic, to be deemed well-educated. Combining historical and literary analysis with fieldwork in Tibetan Buddhist communities, this book reveals how monastic institutions work as centers of cultural production beyond the boundaries of what is conventionally deemed Buddhist.

One half of this year’s theme - The Other Europe - refers back to the epoch when Europe was divided into East and West. The first part of the conference - The Other Europe in the 1980s - refers to a six-part series produced by the British Channel Four television in 1987–1988 about the situation in the communist-dominated countries of Central Europe, based on interviews with the leading opposition figures of the era. The Václav Havel Library is in possession of the complete raw footage of the series. One panel of the conference is dedicated to four interviewees from 1987/88 and their “Facing the younger me” responses. The second half of the conference - The Other Europe Today - will address the current situation: Is there an Other Europe today? Is it drifting apart again from its Western neighbours? What impact has the pandemic had on the EU’s geopolitical standing and internal cohesion? Has the pandemic affected the perceptions of liberal democracy and the opinions of the younger generation? In this second part we aim to explore the possible links between the past and present concepts of the Central European “otherness” and the perspectives of overcoming such divisions. The conference is aimed primarily at secondary and college-level students, as well as scholars, experts, and members of the public interested in European issues. Albeit at a distance, we look forward to a vivid online interaction between the speakers and our international audience.

Please join the Harriman Institute and East Central European Center for a lecture by David Do Paço, István Deák Visiting Professor at Columbia University (Harriman Institute and Department of History). This lecture explores the social life of unincorporated populations in community-based societies, and analyzes how they used the social fabric of global cities to compensate for their administrative marginality, and still have a political impact. It specifically focuses on Muslims in port, continental, and recently reconquered cities in the Habsburg Empire throughout the 18th century to overcome the traditional opposition between “Islam” and “Europe,” and to support the development of inclusive memory policies. It examines the multiple affiliations of fragile populations and offers a new history of foreigners in early modern Europe. It thus fits into the perspective of a new urban history from the ground up and advocates a trans-imperial and global history of Central Europe. David Do Paço is István Deák Visiting Professor at Columbia University (Harriman Institute and Department of History) and a historian of the Habsburg Empire in the 18th century. His research lies at the intersection of urban history, diaspora studies, and historical anthropology. He defended his Ph.D. in 2012 at the University of Paris 1 Panthéon-Sorbonne and has since been a EUI Max-Weber Fellow and a CEU-IAS Core Fellow. In 2015, he published his first monograph, L’Orient à Vienne au dix-huitième siècle, as part of the Oxford University Studies in the Enlightenment (Voltaire Foundation). That same year, David joined Sciences Po where, among other responsibilities, he directed the departmental seminar in European History. At Columbia University he is working on his new project “ESLAM: European Societies in the Light of Apolitical Muslims.” He has recently contributed to the Historical Journal, Urban History, and the International History Review.

Join us for a meeting of the New York-Russia Public Policy Series, co-hosted by the Harriman Institute at Columbia University and the New York University Jordan Center for the Advanced Study of Russia. In this second event of the academic year, our panelists will discuss the status of Russian relations with Central Asia and Afghanistan after the U.S. withdrawal. Moderated by Joshua Tucker (NYU Jordan Center) and Alexander Cooley (Harriman Institute). The withdrawal of U.S. forces from Afghanistan and the dramatic collapse of the U.S.-backed government in Kabul has ushered in another period of Taliban rule. Regional powers and neighbors have been anticipating the U.S. exit for some time: Russia remains a critical player in the region and, even before the U.S. withdrawal, had demonstrated a pragmatic approach to engaging with the Taliban. What is Moscow’s plan for dealing with the new Afghan government and what are its overall priorities in the region? How will this affect Russia’s relations with the Central Asian states and China? And are there any prospects for renewed cooperation between Moscow and Washington on counterterrorism issues in this period of uncertainty and potential instability? This year is the fortieth anniversary of the 1981 UK Budget Statement, one of the most controversial in British history. Geoffrey Howe, the Conservative Chancellor in Margaret Thatcher's first government, deliberately increased taxes during a vicious world recession after two years of tight monetary policy and punishingly high-interest rates, to tame high inflation. Inflation dropped, but the Budget also accelerated deindustrialization and spiralling unemployment, and turbocharged inequality. It has since indelibly shaped memories of ‘Thatcherism’. Forty years on, the current Conservative government is at a new fork in the road in its economic policy, grappling with pandemic spending legacies, the fallout from Brexit, and post-2008 economics, and with electoral pledges both to fiscal probity and to 'level up' the UK.

The Living Wage Campaign was launched by London Citizens in Walthamstow, East London, in 2001. Since then, it spread across the country and became a nationwide campaign led by the Living Wage Foundation. In 2006, Queen Mary became the first accredited university in the UK to pay all staff a real Living Wage, based on the cost of living, not just the government minimum. Queen Mary also improved working conditions so that every staff member at the university – regardless of rank or role – received a minimum of 30 days’ annual leave, access to sick pay, an annually negotiated pay increase, and an employer contribution pension scheme. In 2011, the University became a founding partner of the Living Wage Foundation. At this event to mark twenty years of the Living Wage Campaign, the Mile End Institute hosted a conversation with Matthew Bolton, the Executive Director of Citizens UK, to revisit the history of the Living Wage and the campaign to establish the living wage at Queen Mary. The event reflected on how the Living Wage is a vital strategy in the fight to end poverty in London and the important role of higher educational institutions in creating a fairer society.

The Commission on Race and Ethnic Disparities in Britain published its controversial and widely criticised report on structural inequalities earlier this year. The Institute for Public Policy Research (IPPR) think-tank in conjunction with Race on the Agenda (ROTA) and the Race Equality Foundation (REF) also recently published a collection of papers in the journal Progressive Review that offer an alternative analysis of structural and institutional racism in the UK. This event explored different perspectives and contributions to the debate about structural and institutional racism in the UK, using the IPPR/ROTA/REF collection as a starting point to consider the limitations of the Commission on Race and Ethnic Disparities and the analysis it promoted.

It aims to provide a critical evaluation of recent constitutional reforms. Bringing together leading constitutional experts and politicians from the United Kingdom and around the world, the conference will examine the following questions: Did the reforms deliver what their proponents claimed they would? Have the reforms generally improved governance, or added further complication? Have the reforms helped to unite the kingdom or driven further division? Please join the Ukrainian Studies Program at the Harriman Institute for a presentation by Mychailo Wynnyckyj of his book Ukraine’s Maidan, Russia’s War: A Chronicle and Analysis of the Revolution of Dignity (ibidem Press, 2019). Moderated by Mark Andryczyk (Harriman Institute). In early 2014, sparked by an assault by their government on peaceful students, Ukrainians rose up against a deeply corrupt, Moscow-backed regime. Initially demonstrating under the banner of EU integration, the Maidan protesters proclaimed their right to a dignified existence; they learned to organize, to act collectively, to become a civil society. Most prominently, they established a new Ukrainian identity: territorial, inclusive, and present-focused with powerful mobilizing symbols. Driven by an urban “bourgeoisie” that rejected the hierarchies of industrial society in favor of a postmodern heterarchy, a previously passive post-Soviet country experienced a profound social revolution that generated new senses: “Dignity” and “fairness” became rallying cries for millions. Europe as the symbolic target of political aspiration gradually faded, but the impact (including on Europe) of Ukraine’s revolution remained. When Russia invaded—illegally annexing Crimea and then feeding continuous military conflict in the Donbas—Ukrainians responded with a massive volunteer effort and touching patriotism. In the process, they transformed their country, the region, and indeed the world. This book provides a chronicle of Ukraine’s Maidan and Russia’s ongoing war, and puts forth an analysis of the Revolution of Dignity from the perspective of a participant observer.

Part of The Work of Care in Russia speaker series, a book talk by Tatiana Chudakova (Tufts University), author of Mixing Medicines: Ecologies of Care in Buddhist Siberia (Fordham University Press, 2021). After the collapse of state socialism, Russia’s healthcare system, much like the rest of the country’s economic and social sphere, underwent massive restructuring, while the public saw the rise to prominence of a variety of nonbiomedical therapies. Formulated as a possible aid to a beleaguered healthcare infrastructure, or as questionable care of last resort, "traditional medicine" in post-socialist Russia was tasked with redressing—and often blamed for—the fraught state of the body politic, while biomedicine itself became increasingly perceived as therapeutically insufficient. The popularization of ethnically and culturally marked forms of care in Russia presents a peculiar paradox in a political context often characterized by a return to robustly homogenizing state policies. In a context where displays of cultural, religious, and ethnic difference are tightly woven with anxieties about Russia's status as a modern state, the rise of a therapeutic sphere that tended towards multiplicity, fragmentation, bricolage, and a certain ontological agnosticism in the treatment of bodies and subjects appears, at the very least, counterintuitive. Focusing on the therapeutic life at the peripheries of the state, in the Siberian region of Buryatia that unexpectedly finds itself at the forefront of projects of medical integration via a local tradition of “Tibetan Medicine,” this talk explores how categories of official and unofficial medicine are co-constituted, and with what effects on conceptualizations of medical legitimacy, as well as on concrete ways of caring and curing.

Please join the Harriman Institute for a presentation by Thane Gustafson, author of Klimat: Russia in the Age of Climate Change (Harvard University Press, 2021). Moderated by Kimberly Marten (Harriman Institute). Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia’s territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia’s south, threatening the country’s agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia’s export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunities—higher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.

Her films have screened at numerous festivals including Toronto and Tribeca, and have been released theatrically in Europe, North America and across the former Yugoslavia. Her most recent film The Other Side of Everything (2017) was HBO Europe’s first co-production with Serbia. It won 32 awards including the IDFA Award for Best Documentary Film, the Grand Prix for Best historical documentary released in France in 2018, the IDA Award for Best Writing and was nominated for the LUX Prize the European Parliament. Turajlić's debut feature doc, Cinema Komunisto (2011) played at over 100 festivals and won 16 awards including the Gold Hugo and the FOCAL Award for Creative Use of Archival Footage. Turajlić is currently in post-production on her third feature film, The Labudović Reels, an archival road trip through the archives of African liberation movements of the 50’s and 60’s filmed by Stevan Labudović, the cameraman of Yugoslav President Tito. In her work with archives, Turajlić researches the intersection of personal and national memories, seeking to reactivate forgotten histories, through forms ranging from lecture performances and video art to analytical essays. She teaches documentary and creative use of archives at Sciences Po and INASup in Paris, as well as at a documentary programs run by the Balkan Documentary Center, and Scottish Documentary Institute.

Please join the Ukrainian Studies Program at the Harriman Institute for a talk by Myroslav Shkandrij exploring the artwork of David Burliuk. Mark Andryczyk (Harriman Institute) will moderate. The art of David Burliuk, the founder of futurism in the Russian empire, went through several phases. From the moment he founded the Hylaea group near Kherson in 1903, during his travels through Siberia and Japan, and after his arrival in New York in 1922 he explored various styles. Among them were impressionism, neo-primitivism, cubo-futurism, surrealism, and ‘radiostyle.’ There were, however, some constant sources of inspiration, to which her continually returned up to his death on Long Island in 1967. These included an enthusiasm for nature, vitality, the Steppe, and the Cossack past of his ancestors. The evidence of his writings, paintings and archives provide keys to understanding puzzling aspects of his development. Myroslav Shkandrij is Professor Emeritus at the University of Manitoba where he taught Slavic studies. He has published books on Ukraine in the 1920s, Ukrainian-Russian relations, nationalism, avant-garde art, and contested views of revolutionary events. He has also curated a number of exhibitions dealing with the early twentieth-century avant-garde, and has translated several Ukrainian authors into English. In the fall 2021 semester, he is Visiting Professor in History, Ukrainian Studies at the Harriman Institute, Columbia University.

The talk will be chaired by David L. Phillips (ISHR) with Alexander Cooley (Harriman Institute) as discussant and interviewer. In There Is Nothing for You Here, a celebrated foreign policy expert and key impeachment witness reveals how declining opportunity has set America on the grim path of modern Russia—and draws on her personal journey out of poverty, as well as her unique perspectives as an historian and policy maker, to show how we can return hope to our forgotten places. Fiona Hill grew up in a world of terminal decay. The last of the local mines had closed, businesses were shuttering, and despair was etched in the faces around her. Her father urged her to get out of their blighted corner of northern England: “There is nothing for you here, pet,” he said. The coal-miner’s daughter managed to go further than he ever could have dreamed. She studied in Moscow and at Harvard, became an American citizen, and served three U.S. Presidents. But in the heartlands of both Russia and the United States, she saw troubling reflections of her hometown and similar populist impulses. By the time she offered her brave testimony in the first impeachment inquiry of President Trump, Hill knew that the desperation of forgotten people was driving American politics over the brink—and that we were running out of time to save ourselves from Russia’s fate. In this powerful, deeply personal account, she shares what she has learned, and shows why expanding opportunity is the only long-term hope for our democracy. Fiona Hill is the Robert Bosch Senior Fellow at the Center on the United States and Europe in the Foreign Policy program at the Brookings Institution. From 2017 to 2019, she served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at the National Intelligence Council. She has researched and published extensively on issues related to Russia, the Caucasus, Central Asia, regional conflicts, energy, and strategic issues. Coauthor of Mr. Putin: Operative in the Kremlin and The Siberian Curse: How Communist Planners Left Russia Out in the Cold, she holds a master's degree in Soviet studies and a doctorate in history from Harvard University and a master's in Russian and modern history from St. Andrews University in Scotland. She also has pursued studies at Moscow's Maurice Thorez Institute of Foreign Languages. Hill is a member of the Council on Foreign Relations and lives in the Washington, DC, area.

362. Residential Institutions for Disabled People in Russia: Two Models of Care

Please join us for an event in our Work of Care in Russia speaker series, a talk with Anna Klepikova, Associate Professor in the Department of Anthropology at the European University at St. Petersburg, and author of I Must Be A Fool (European University Press, 2018). Moderated by Svetlana Borodina (Harriman Institute). Anna Klepikova’s dissertation field research was conducted in two residential institutions for people with disabilities in St. Petersburg. Klepikova was inspired to study institutional disability care after watching an NGO volunteer recruitment ad about an orphanage for children with disabilities. She decided to learn more about the volunteers’ motivations and experience by joining them as a volunteer and participant observer for her dissertation research. At the orphanage, Klepikova witnessed a conflict developing between the NGO volunteers and the nurses: a clash between two models of care on the practical level, and two versions of understanding disability on the ideological level. This disconnect resembled the conflict between Western humanistic pedagogics and a patriarchal discriminating approach to disability and difference. After a year, Klepikova transferred to volunteer at a similar institution for adults. There, she found a different conflict between the volunteers and medical staff due to the latter being responsible for various psychiatric restrictions, forced administration of sedative drugs, and involuntary hospitalizations. In this case, the conflict was between the social-constructionist and medicalized approaches to mental illness. In this presentation, Klepikova discusses the differences and intersections in these polar approaches to disability care. Introducing her ethnographic material, she reflects on the nature of anthropological understanding that might form various grounds for solidarity.

Please join the Ukrainian Studies Program at the Harriman Institute for a talk by Kateryna Iakovlenko entitled "Memory Battles and Ukrainian Contemporary Art." After the 2014 Maidan, memory and Ukrainian history became essential topics for Ukrainian contemporary artists. Facing contemporary political challenges and war, they started looking to archives, blind historical spots, and their family history. The historiographical turn in Ukrainian art became a part of an archival impulse process in global art (Hal Foster, 2004). What makes Ukrainian art unique? What specific topics and methods do Ukrainian artists provide? Moreover, how has all this movement influenced intellectual discussion in Ukraine? Kateryna Iakovlenko, Ukrainian curator, critic, and Fulbright Research Fellow at the Scientific Shevchenko Society in the USA, will try to answer these questions. During her talk, Kateryna Iakovlenko will introduce the new book, Stone Hits Stone, which presents research and artistic reflection on Ukrainian history, political violence, the national historical heritage, the avant-garde, and Soviet utopia within the framework of Nikita Kadan’s artistic practice. The book was published as part of the PinchukArtCentre Research Platform and on the occasion of a solo exhibition by Nikita Kadan entitled Stone Hits Stone, where Iakovlenko was an assistant curator, contributor author and book editor.

The Siege of Leningrad began in 1941 and lasted 872 days, resulting in the most destructive blockade in history. Already shaken by Stalin’s purges of the ’30s, Leningrad withstood the siege at a great human cost. Air Raid takes us through the archives of memory and literature in this city of death. Polina Barskova’s polyphonic poems stretch the boundaries of poetic form—this is what we’re left with after poetry’s failure to save nations and people: post-death, post-Holocaust, post-Siege, post-revolution; post-marriage and post-literature. How does language react to such a catastrophe? How does a poet find language for what cannot be told? This new translation of a leading contemporary Russian poet confronts English excavating its muteness, stutter, and curse.

Atomic Steppe tells the untold true story of how the obscure country of Kazakhstan said no to the most powerful weapons in human history. With the fall of the Soviet Union, the marginalized Central Asian republic suddenly found itself with the world's fourth largest nuclear arsenal on its territory. Would it give up these fire-ready weapons—or try to become a Central Asian North Korea? This book takes us inside Kazakhstan's extraordinary and little-known nuclear history from the Soviet period to the present. For Soviet officials, Kazakhstan's steppe was not an ecological marvel or beloved homeland, but an empty patch of dirt ideal for nuclear testing. The relationship between Pakistan and the United States has never been easy or stable, and in recent years has come under increasing strain. Yet both countries have a vital stake in the maintenance of a working relationship. Several factors have complicated prospects for bilateral cooperation in the past, leading to a growing strategic divergence in how both countries view one another, and their interests vis-a-vis other regional players. Perhaps the biggest shortcoming in the Pakistan-US relationship has been that both sides have tried to address the issues between them without common frames of reference, resulting in differences of perceptions and policies. An expert group of academics, policy analysts, and retired government officials have recently convened at the Middle East institute to study the Pakistan-US relationship. The product of their discussions is a paper that explores a range of ideas and concrete proposals designed to move the relationship in a positive and stable direction. With support from the Mahvash and Jahangir Siddiqui Foundation, and hosted by the Middle East Institute, we are pleased to invite you to this presentation by a team of former government officials and analysts, and other experts involved in this effort. Nearly 600,000 people have been displaced in northwestern Syria in the last two months, in what is now the biggest humanitarian crisis in nine years of war. The brutal military assault being conducted by the Syrian government, Russia and Iran shows no signs of abating and has in recent weeks sparked direct and deadly clashes between Syrian and Turkish troops. Hospitals and schools continue to be struck from the air, IDP camps have reached capacity and humanitarian agencies are warning of an impending humanitarian disaster. Since the Syrian government and its allies began an offensive on Idlib in the Spring of 2019, approximately 25% of the opposition-controlled territory has fallen - roughly 75% still remains. Amid this ongoing crisis and unprecedented levels of civilian displacement and human suffering, the international community appears to have been rendered powerless. Abstract:
Following elections in September and October, Tunisia is having difficulty forming a government, in part because of the collapse of the 2016 Carthage Pact. MEI is pleased to host a panel featuring several leading analysts of Tunisian politics, who will attempt to answer which approach can produce forward motion while at the same time prevent Tunisia from slipping backward towards authoritarianism. Some parties are defending the consensus model to preserve democratic gains, and others are pursuing to force change based on their political preferences. Presiding over all of this is a populist president without a political party who has in the past proposed a radical overhaul of the entire system, abolishing political parties, and creating a form of direct democracy. It is unclear if Tunisian democracy can survive any of these scenarios, whether it be consensus politics, majoritarian politics, or antipolitics. With any of the formulas, winners win, and losers can easily become spoilers, as nearly happened in 2013 with opposition protests led by the women's movement.
