- Robert E.B. Lucas is Professor of Economics at Boston University. His research has focused largely, though not exclusively, on developing countries. Most of the contributions are empirical with a few theory papers, encompassing international and internal migration, employment and human resources, income distribution and inter-generational inequality, international trade and industry, sharecropping, and the environment. Her goal is to build meaningful technology platforms and digital financial services to drive capital where it’s needed most. She is a computer scientist with successful experience in using technology to innovate and distribute high-impact, scalable solutions. Peris is the co-founder of FarmDrive, a technology company that applies data science and finance to build software that increases access to meaningful financial services. FarmDrive’s mission is to transform every smallholder farmer (SHF) and agriculture value chain SME in Africa into a sustainable and profitable business. FarmDrive’s big bet is to increase the flow of capital to the agriculture sector in Africa, especially to smallholder farmers and SMEs working in the agriculture value chain. Peris has led FarmDrive through exciting product rollouts and strategic partnerships. A notable achievement is a partnership with the largest telecommunication company in East Africa (Safaricom) to roll out DigiFarm, a neobank for farmers. FarmDrive’s work has led to a digital registry of over 1 million smallholder farmers in Kenya and unlocked a loan portfolio of over $40 million dollars so far in loans to farmers and small businesses across Kenya. FarmDrive’s clients include but are not limited to mobile network operators such as Safaricom, commercial banks, micro-finance banks, saccos and cooperatives, non-bank financial service providers such as One Acre Fund, agricultural insurance providers and processors. As the CEO of her venture, Peris spends her time implementing strategies to build a sustainable, transformative business that meets the needs and aspirations of clients and organizing the 1’s and 0’s to achieve this. She is a champion of financial inclusion and youth employment and has been supporting other entities such as The Mastercard Foundation to create inclusive youth engagement strategies for different countries in Africa. Peris has a First Class Honours B.Sc. Computer Science degree from the University of Nairobi, Kenya. She is a 2023 Sloan School of Management MBA candidate.

- Paramilitary or irregular units have been involved in practically every case of identity-based mass violence in the modern world, but detailed analysis of these dynamics is rare. Through exploring the case of former Yugoslavia, Kate Ferguson exposes the relationships between paramilitaries, state commands, local communities, and organised crime present in modern mass atrocities, from Rwanda and Darfur to Syria and Myanmar. Visible paramilitary participation masks the continued dominance of the state in violent crises. Political elites benefit from using unconventional forces to fulfil ambitions that violate international law—and international policy responses are hindered when responsibility for violence is ambiguous. Ferguson’s inquiry into these overlooked dynamics of mass violence unveils substantial loopholes in current atrocity prevention architecture.

- Stalin’s Millennials examines Joseph Stalin’s increasing popularity in the post-Soviet space, and analyzes how his image, and the nostalgia it evokes, is manipulated and exploited for political gain. The author argues that, in addition to the evil dictator and the Georgian comrade, there is a third portrayal of Stalin—the one projected by the generation that saw the tail end of the USSR, the post-Soviet millennials. This book is not a biography of one of the most controversial historical figures of the past century. Rather, through a combination of sociopolitical commentary and autobiographical elements that are uncommon in monographs of this kind, the attempt is to explore how Joseph Stalin’s complex legacies and the conflicting cult of his irreconcilable tripartite of personalities still loom over the region as a whole, including Russia and, perhaps to an even deeper extent, Koba’s native land—now the independent Republic of Georgia, caught between its unreconciled Soviet past and the potential future within the European Union.

- The Philosophy of Parochialism is Radomir Konstantinović’s (1928–2011) most celebrated and reviled book. First published in Belgrade as Filosofija palanke in 1969, it attracted keen attention and controversy through its unsparing critique of Serbian and any other nationalism in Yugoslavia and beyond. The book was prophetic, seeming to anticipate not only the bloody disintegration of Yugoslavia in the 1990s, but also the totalitarian turn in politics across the globe in the first decades of the new century. With this translation, English-speaking audiences can at last discover one of the most original writers of eastern European late modernism, and gain an important and original perspective into contemporary politics and culture in the West and beyond. This is a book that seems to age in reverse, as its meanings become deeper and more universal with the passage of time. Konstantinović’s book resists easy classification, mixing classical, Montaigne-like essay, prose poetry, novel, and literary history. The word “philosophy” in the book’s title refers to the solitary activity of reflection and critical thinking, and is also paradoxical: according to the author, a defining characteristic of parochialism is precisely its intolerance toward this kind of self-reflexivity. In Konstantinović’s analysis, parochialism is not a simply a characteristic of a geographical region or a cultural, political, and historical formation—these are all just manifestations of the parochial spirit as the spirit of insularity. His book illuminates the current moment, in which insularity undergirds not only ethnic and national divisions, but also dictates the very structure of everyday life, and where individuals can easily find themselves locked in an echo chamber of social media. The Philosophy of Parochialism can help us understand better not only the dead ends of ethnic nationalism and other atavistic ideologies, but also of those cultural forces such as digital technologies that have been built on the promise of overcoming those ideologies.

- This year is the fortieth anniversary of the 1981 UK Budget Statement, one of the most controversial in British history. Geoffrey Howe, the Conservative Chancellor in Margaret Thatcher's first government, deliberately increased taxes during a vicious world recession after two years of tight monetary policy and punishingly high-interest rates, to tame high inflation. Inflation dropped, but the Budget also accelerated deindustrialization and spiralling unemployment, and turbocharged inequality. It has since indelibly shaped memories of ‘Thatcherism’. Forty years on, the current Conservative government is at a new fork in the road in its economic policy, grappling with pandemic spending legacies, the fallout from Brexit, and post-2008 economics, and with electoral pledges both to fiscal probity and to 'level up' the UK.

- Part of The Work of Care in Russia speaker series, a book talk by Tatiana Chudakova (Tufts University), author of Mixing Medicines: Ecologies of Care in Buddhist Siberia (Fordham University Press, 2021). After the collapse of state socialism, Russia’s healthcare system, much like the rest of the country’s economic and social sphere, underwent massive restructuring, while the public saw the rise to prominence of a variety of nonbiomedical therapies. Formulated as a possible aid to a beleaguered healthcare infrastructure, or as questionable care of last resort, "traditional medicine" in post-socialist Russia was tasked with redressing—and often blamed for—the fraught state of the body politic, while biomedicine itself became increasingly perceived as therapeutically insufficient. The popularization of ethnically and culturally marked forms of care in Russia presents a peculiar paradox in a political context often characterized by a return to robustly homogenizing state policies. In a context where displays of cultural, religious, and ethnic difference are tightly woven with anxieties about Russia's status as a modern state, the rise of a therapeutic sphere that tended towards multiplicity, fragmentation, bricolage, and a certain ontological agnosticism in the treatment of bodies and subjects appears, at the very least, counterintuitive. Focusing on the therapeutic life at the peripheries of the state, in the Siberian region of Buryatia that unexpectedly finds itself at the forefront of projects of medical integration via a local tradition of “Tibetan Medicine,” this talk explores how categories of official and unofficial medicine are co-constituted, and with what effects on conceptualizations of medical legitimacy, as well as on concrete ways of caring and curing.

- With the support of the Friedrich Naumann Foundation (FNS), the Turkish Economic and Social Studies Foundation (TESEV) has been running the program titled “Supporting Sustainable Cities” since 2016. This year’s project is designed to highlight the need for effective networks that connect key actors for maintaining a workable “data-ecosystem”. In order to bring expert opinion to the discussion, TESEV has conducted a video interview with Prof. Rob Kitchin of Maynooth University with the aim of producing a series of short clips providing key insights. Having served as the principal investigator in the project that gave rise to the Dublin Dashboard among numerous other data initiatives that he led, and as a widely published scholar in open data and data-ecosystems, Kitchin’s comments serve as a guide for potential models of partnership to build effective data-ecosystems. Key pieces of information from our interview are presented in this eight-part mini-series. Part 1: In your experience with the Dublin Dashboard, which was a multi-partner project, were there obstacles to an effective collaboration? Did the terms of the collaboration change along the way?

71. What is ‘Corbynomics’? The Emerging Political Economy of the British Left

- Jeremy Corbyn was elected as leader of the Labour Party promising a break with a ‘neoliberal consensus’ that, his supporters argue, has dominated Britain for the past forty years. Even though Labour’s Corbynite turn demonstrated an endurance and electoral potency unanticipated by many mainstream commentators before the 2017 General Election, the agenda of a prospective Labour government remains under explored. In contrast, within the Left itself there have been urgent debates on the ideal policies of a socialist government and the best strategies to replace ‘neoliberalism’. Left-wing writers and think-tankers now discuss proposals like the ‘Preston Model’ and a ‘Green New Deal’ with increasing confidence and excitement. At this event, we will hear from some key figures in the development of the new economic thinking pursued by the Labour leadership. This panel will introduce the emerging political economic settlement, dubbed ‘Corbynomics’ by the Economist, and interrogate its ideas, strategies and prospects.

72. Who represents London? Ethnicity, Gender, and Party in Local Government

- London's local government has served as a locus for ethnic minority political engagement for decades. The local arena was an important site for black and Asian political activity during the 1960s and 70s when much of the responsibility for tackling racism was passed to local government. When the first three black MPs entered the House of Commons in 1987, they had all served as local councillors beforehand. To this day, local office continues to be a gateway into national office for ethnic minorities. Despite this, very little is known about how representative local councillors are of London's population. A new study by Queen Mary alumna Mercy Muroki and academic Prof. Philip Cowley reports local black and Asian representation across London for the first time in over 20 years. The study shows that, despite some advances, black and Asian Londoners continue to be underrepresented in most boroughs. Black men, in particular, see the poorest levels of representation whilst Asian men see the best levels. The study also found huge disparities between representation amongst Conservative and Labour councillors.
