Released quarterly, the UK in a Changing Europe UK-EU Relations Tracker assesses relations between the UK and EU as well as relationships between the UK and EU member states. This edition of the tracker covers developments from July to September 2023. On 1 October, the UK government introduced the green-lane/red-lane system to ease the flow of goods between Great Britain and Northern Ireland as part of the Windsor Framework. In the context of thawing relations post Windsor Framework, the UK and EU have reiterated their commitment to making the most of the Trade and Cooperation Agreement (TCA). The political agreement on the UK’s association to the Horizon and Copernicus programmes was an important milestone. In other areas, the tracker notes that discussions are ongoing. On the future of the relationship, the tracker highlights a growing mismatch between debates on the two sides. Within the UK, the Labour Party have set out plans for building on the TCA in pursuit of a closer trading relationship. The EU, on the other hand, shows little appetite for revisiting the terms of UK-EU trade. Bilaterally, the UK has now signed general statements or declarations with most EU member states. The focus is therefore shifting from formalising relations to maintaining and implementing them. This requires continued engagement, which the tracker indicates can be difficult to sustain at the highest political level.

2. Economic Priorities in Post-war Ukraine

Abstract:
Ukraine has been a stellar example of a little reform going a long way. First invaded by Russia in 2014, the Ukraine of 2022 was a different country, with more resilience, more ability, and more depth. As it pushes to repel the Russian aggressor, it is never too early to think about how Ukraine can continue its reform process and become a state that is free of Russia, economically strong, and a model for policy reform. The ways in which Ukraine can attain this goal are contained in the economic roadmap, “Economic Priorities in Post-war Ukraine,” produced by Ukrainian experts and world-class policy advisors under CASE-Center for Social Research and CASE Ukraine and funded by agencies from around Europe and the United States. This report focuses on the essential reforms that will help Ukraine with the post-war reconstruction, as well as enable progress in its efforts on the way to EU membership. Over 30 years of independence, Ukraine has launched almost all of the necessary reforms to build and develop a market economy. In 2014, Ukraine signed the EU-Ukraine Association Agreement, and substantial progress has been demonstrated since then. However, the country fought against a legacy of start-stop reforms and inattention to major objectives such as building the rule of law and encouraging private sector competition. Before the full-scale Russian invasion, it had been making progress in institutional reforms but still had far to go. This report addresses many of the complex tasks that Ukraine needs to complete, with the main challenge being the rule of law, a problem lasting for three decades. Our team of experts propose specific mechanisms to make the transition to a country which respects the rule of law, including ways to improve the judiciary, respect property rights, and encourage private sector competition. The report also examines the question on how the Ukrainian government can attract funding and rebuild the country after the war is over, discussing ways in which the EU and the donor community can be involved. The eventual end of the war also provides Ukraine with a unique opportunity to leap ahead in the European integration process and to finish its institutional reforms. With Ukraine now a candidate for EU membership, the prospects of the integration process, the unprecedented support for integration with the EU in Ukrainian society and the continued support of the West, present Ukraine with a way forward and overcoming the obstacles that have delayed, stalled, or even caused the abandonment of reforms in the past.

Abstract:
Despite the government’s efforts on augmenting the supply of houses, recent estimates suggest that the housing shortage in urban areas have widened. It is a result of the mismatch between the housing needs of the urban poor and the typology of housing supply. The present study analyses and assesses the housing needs of the urban poor using secondary data from 76th round of NSS (2018-19) on housing and living condition vis-à-vis the typologies of housing supplied by public sector. Through this analysis, we highlight in the report the mismatch between the need and supply of public housing and suggest ways to bridge this gap through policy interventions. The choice of housing, its tenure and location for the urban poor is guided by nature of employment they are engaged in, their stage of life and household size. We find that casual wage workers and urban poor are more likely to compromise on housing conditions, amenities, and privacy to locate themselves near to their livelihood opportunities. Urban housing for urban poor is predominantly supplied by the small households that form part of the informal sector however, the quality of housing remains a concern. Housing provided by formal private sector is a miniscule proportion of total housing constructed by them and is not affordable for most urban poor. The current public housing supply is designed to cater to the urban poor remains mostly at the periphery of the cities making them less desirable to the targeted population – lacks tenure diversity and often disrupts livelihoods linages. The study recommends that public sector should focus on diversifying their housing supply based on the needs of urban poor. It should strive to create a robust housing ecosystem that is responsive to the urban growth, evolving economic structure of the city as well as local preference and aspirations. It should also establish modalities for collaboration with formal private sector to develop newer models of public-private partnerships that also involves and incentivizes, informal private sector, especially the small households that are categorized as subsistence landlords, non-profit sector and communities, to supply better quality housing for the urban poor residents.

Abstract:
The presence of digital technology within urban governance in India is not new. Computerization and the use of enterprise software was encouraged in municipalities through the 1990s, followed by varied e-governance reforms in the early 2000s. These ranged from centralized policies like the National e-Governance Plan (NeGP), to projects such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), and city and state initiatives such as online billing and certification services for citizens and GIS platforms for administrators. The Smart Cities Mission (SCM) launched in 2015, gave a substantial and centralized push for digital interventions by choosing 100 cities to create “smart solutions” for urban governance, planning, and digital infrastructures. These were seen as “lighthouse” cities, expected to create technology-centric solutions that could be emulated by other cities in the mission.

In the 15 years that have gone by, India has seen a significant transition in the social sector, and lived through a pandemic. At the Accountability Initiative, Centre for Policy Research, we have tracked the provision of welfare services and entitlements since 2008, in-step with the country’s evolution over these years. The year 2023 marks a moment to pause and reflect for us as we celebrate our 15th anniversary, and the Centre for Policy Research reaches its milestone of 50 years. But, aside from our legacy of evidence-based knowledge sharing, this reflection is important in one more way. In 2024, India will choose a new government. A lookback on welfare spending and outcomes is an essential first step to understanding future priorities and pathways to development. Drawing from previous Union Budgets, this Special Brief will dive into six major aspects. Firstly, reviewing the sources of funding available with the government. Secondly, analysing trends in expenditures including social sector allocations for key ministries and schemes. Thirdly, the devolution of funds to states who are primary spenders on welfare services. Fourthly, unpacking social sector schemes over the years. Fifthly, analysing select outputs and outcomes over time. Lastly, we offer our own experience by providing a snapshot of the changes in government Management Information Systems which are critical to monitoring welfare schemes, among other aspects. For the purpose of this Special Brief, we are covering the period from 2009-2023. Actual Government of India (GoI) expenditures have been used till Financial Year (FY) 2020-21. For FY 2021-22, figures are Revised Estimates (REs) and Budget Estimates (BEs) for FY 2022-23.

6. Are Immigrants a Threat? Most Americans Don’t Think So, but Those Receptive to the “Threat” Narrative Are Predictably More Anti-immigrant

Abstract:
Joe Biden campaigned on a commitment to reverse many of the Trump administration’s strictest anti-immigration policies. Though many of these policies have either been reversed or halted — including the travel ban for people from various countries, the ban on temporary work visas, and the expansion of the public charge rule, among others —some remain in place.[1] One such policy is a public health rule known as Title 42, which allows for the immediate expulsion of migrants at the border in order to control the spread of COVID-19. The rule was set to be lifted in late December, but its suspension was delayed by the Supreme Court owing to public backlash and fears that illegal border crossings would increase significantly.[2] Meanwhile, independent Sen. Kyrsten Sinema and Republican Sen. Thom Tillis have proposed legislation that would both extend Title 42 and provide a pathway to citizenship for two million people who were illegally brought to the United States as children and are now classified as “Dreamers.” The proposal also includes new resources to speed the processing of asylum seekers.[3] As politicians struggle with how to address immigration issues, Americans’ views on immigration have become increasingly polarized, with Republicans becoming significantly more anti-immigrant in their attitudes over the past few years. Republicans have continually attacked the Biden administration’s handling of immigration, claiming that his policies will increase the flow of immigrants over the southern border and calling for U.S. Secretary of Homeland Security Alejandro Mayorkas to resign. These criticisms are expected to increase now that Republicans have regained control of the House of Representatives.[4] Though the Trump-era narrative still resonates among certain portions of the American public, this report reveals that majorities of Americans do not view immigrants as a threat. But people who are more likely to think of immigrants as a threat — including those who most trust conservative media sources and Fox News — they are considerably more anti-immigrant and less supportive of open immigration policies.

We close with a recommendation to CRAVE mentoring opportunities by founding, joining, or supporting initiatives that: create opportunity for cross-identity contact; establish responsibility structures; cultivate social accountability for involvement; are voluntary; and engage participants in their evolution.

8. Citizens’ Perceptions on Public Safety and Threats to National Security in Kosovo

Abstract:
The following Western Balkans Security Barometer (WBSB) report provides a thorough analysis of respondents’ perception of potential threats to their public safety and national security in Kosovo in 2022. Respondents feel generally safe in their close communities. Nevertheless, the sense of safety gradually decreases as the communities grow larger. Around 77 percent of the respondents declared that they feel safe in their houses, while they feel the least safe in their country (around 33 percent). Respondents’ perceptions between 2021 and 2022 indicate a slow decrease in their feeling of public safety; whereby in the previous 2021 WBSB, 79 percent and 40 percent of respondents stated that they feel safe in their homes and in their country, respectively. On the other hand, almost half of the respondents feel safe on the cyberspace. Brain drain is ranked as the highest threat to public safety, with 83 percent of the respondents viewing it as a threat or high threat to their respective communities. Stray animals and drug abuse are also perceived as highly threatening phenomena. Moreover, respondents are generally concerned about shortages of necessities, however, they express the biggest concerns about the shortages of electricity. On the national level, respondents see the increased prices of goods as the highest threat towards Kosovo’s national security, followed closely by the energy crisis. Pollution and climate change, violent extremism, and COVID-19 are seen as the lowest threats to national security. When asked if COVID-19 continues to endanger public health, almost half of the respondents answered negatively. Further, COVID-19 was ranked as the lowest threat to Kosovo’s national security. Opinions are somewhat divided when it comes to the efficiency of the COVID-19 vaccine on hindering the pandemic; yet 45 percent of respondents believe that the vaccine contributed to curb the pandemic. According to the survey data, the main causes of domestic violence in Kosovo are poor economic conditions and low levels of education. Respondents believe that raising the quality of education, and organizing more raising awareness campaigns are some of the measures that need to be taken by institutions to prevent and fight domestic violence.

Abstract:
To advance the WPS Agenda and monitor progress, in 2019 the governments of Finland and Spain initiated Commitment 2025 (C-25). The member countries agreed to track their efforts to increase the meaningful and substantive participation of women along nine specific commitments related to conflict prevention and resolution, negotiation and mediation processes. This agreement currently has 13 signatories: Finland, Spain, Norway, Iceland, Germany, Italy, Belgium, United Kingdom, Bulgaria, Namibia, Canada, Uruguay, and Argentina. The Georgetown Institute for Women, Peace and Security (GIWPS) has partnered with C-25 members to track progress toward the commitments. To increase transparency and accountability while also providing metrics for progress, we collected and analyzed data on women’s representation in political governance, diplomatic, and peace and security institutions. We combined data from various sources to generate analysis and insights about the status of progress on C-25 commitments. Findings indicate that concerted efforts are needed to reach targets by 2025. Despite some progress, women’s participation and meaningful inclusion in matters of peace and security is still lacking. Governments can and must do better including and empowering women in peace and security institutions and processes. The data underscore the importance of continued dedication to women’s empowerment and the importance of holding governments accountable through monitoring progress.

The discussion was held under the Chatham House Rule and attended by experts on the EU’s green policies and disinformation from think-tank communities and academia as well as by journalists who regularly comment on these topics. The European Green Deal is the core of the current climate strategy of the European Union, which has set the goal of making Europe a carbon-neutral continent by 2050. In an effort to monitor and counter disinformation narratives about the deal, IRI's Beacon project launched an initiative called the “European Green Deal: Mapping perceptions in Central and Eastern Europe,” in which six partner organizations studied how the deal is perceived in Bulgaria, Czechia, Poland, Romania, and Slovakia. Our project manager and juniour researcher, Tatiana Mindeková, analyzed narratives spread about the Green Deal and the EU’s green policies through Czech chain emails as well as through selected mainstream media and websites known for spreading disinformation.

17. Towards an Intersectional Feminist Development Policy for Germany

In the development of Germany’s Feminist Development Policy Strategy, the Federal Ministry for Economic Cooperation and Development (BMZ) conducted a consultative process which included online consultations, a high-level conference, and civil society dialogues. While the broadest consultative process by the German government to date, the BMZ process had limitations in terms of Global South participation and language accessibility. To complement the official BMZ-led process, the Centre for Feminist Foreign Policy (CFFP) initiated a comprehensive co-creation process involving diverse feminist civil society organisations from the Global South, Germany, and other Global North countries. Guided by position papers from various perspectives, desk research, and interviews, the CFFP feminist convenings process involved over 100 feminists from diverse backgrounds, spanned over 25 countries, provided compensation to small and Global South organisations, and incorporated intersectional perspectives. The process consisted of in-person and online convenings held in multiple languages, ensuring broad accessibility. This report is a summary of the rich discussions and recommendations of feminists. It aims to influence policymakers and initiate action in shaping Germany's Feminist Development Policy. This report opens by discussing five action areas in chapter 1, which serve as comprehensive guidelines for immediate transformative action across policy areas. The second chapter discusses feminist reflections in six thematic areas: economic justice, climate justice, food sovereignty and agriculture, sexual and reproductive health and rights, protecting minority rights, and education.

What went wrong in Kabul and what were the critical junctures in the West’s decision-making? This Paper explores these two questions in detail. Two moments stand out in the chaotic evacuation from Kabul: the establishment of the military withdrawal schedule in mid-April and when all the countries involved scrambled to get their civilians out too. What is clear is that EU institutions were not prepared and were equally blindsided by the speed of events and decisions. This Paper shows that the dereliction of prudence, planning and duty also extends to the EU. This is the first paper of a three-part Report examining the evacuation of Kabul, and the combined failures of NATO and the EU, amid the war in Ukraine. By failing to deal with the past, one also does not learn about the future. 20. Assessing the European Citizens' Panels: Greater ambition needed

More than a year has passed since the Conference on the Future of Europe (CoFoE) concluded its unprecedented, deliberative exercise that put citizens front and centre in the discussions on the future of the EU. An inter-institutional effort by the European Commission, the European Parliament, and the Council, the CoFoE brought citizens together in four transnational citizens’ panels to discuss several topics in view of developing a series of recommendations on the future of Europe. European Commission President Ursula von der Leyen reassured participants at the closing event that this interactive experiment would not be a one-off. It was the first time in EU history that the Brussels’ executive agreed to create space for input from transnational Citizens’ Panels to formulate new legislation. Following the conclusion of the first pilot ECPs and with the upcoming European Parliament elections, this EU Democracy Reform Observatory Report looks at this significant point in time and asks: can these efforts live beyond the political commitment of the von der Leyen Commission and become an established institutional process? Having observed the Panels and interviewed their organisers, the authors analyse the ECPs across three areas: Institutional design: what are the institution’s objectives when conducting these Panels, and how do they fit into the Commission’s current policymaking cycle? Methodological design: did the Panels lead to tangible outcomes, which can be useful for decision-makers, and how can the process be improved? Political effects: what is the Panels’ political value and how do they fit into the Union’s broader institutional landscape and existing participatory infrastructure?

21. How Finnish and Swedish NATO Accession Could Shape the Future Russian Threat

Abstract:
Russia’s invasion of Ukraine was a major strategic blunder. Not only will Russia emerge from the war economically and militarily weakened, but its brutal invasion has undercut Moscow’s geopolitical position, including by triggering nearby countries to take new steps to provide for their security and defense. Most notably, Russia’s aggression in Ukraine compelled Finland and Sweden to apply for NATO membership— leading to an expansion of the very alliance that Russia purports to be opposing in Ukraine. While it is unclear exactly when Finland and Sweden will join NATO—this will depend on when Hungary and Turkey, the last remaining allies to ratify the accession protocols, finalize the process—it is clear that there is no going back to the status quo ante. NATO allies should expect Russia to react to Finland and Sweden joining the organization beyond the cool response that followed their announcement. Their accession into NATO will permanently reshape the European security architecture, which Moscow is likely to see as a threat to its own security and therefore use as a basis for adjusting it calculus. Even though Moscow has not explicitly retaliated against Finland and Sweden for joining NATO beyond expressing displeasure, the Kremlin is nonetheless likely to respond, including in ways that will pose challenges to the alliance in both the near and long term. This memo discusses how Finland’s and Sweden’s entry into NATO will shape Europe’s security landscape, how Russia is likely to see these changes and respond, and how the allies can address the future challenges stemming from these changing dynamics.

22. Atomic Strait: How China’s Nuclear Buildup Shapes Security Dynamics with Taiwan and the United States

Abstract:
This report examines the intersection of China’s nuclear modernization and cross-Strait tensions, especially how they might play out during a crisis, contingency, or conflict involving China, Taiwan, and the United States. Beijing is rapidly modernizing its nuclear arsenal to make it larger and more sophisticated. Changes include an increase in warhead numbers from more than 400 today to potentially 700 by 2027 and more beyond, consolidating a nuclear triad, developing new delivery systems, and digging at least 300 new missile silos. Some factors still could constrain the growth of China’s arsenal or the policies that shape the way Chinese leaders employ it. They range from fissile material stocks to competing military spending priorities, considerations about China’s international reputation, and upholding Beijing’s claimed No First Use policy. But nearly all those constraining factors either already have weakened or could do so in the near future. China’s expanding nuclear arsenal suggests that the force will be designed to fulfill new missions. Some part of Beijing’s buildup surely is meant to bolster its second-strike retaliatory capability in the face of what China perceives as shifts in U.S. conventional and nuclear capabilities and policies. China’s long-term goal for the expansion, however, could be more ambitious and potentially even include seeking to build an arsenal on par with Washington’s and Moscow’s. Meanwhile, China continues to ramp up pressure on Taiwan using political, economic, and military tools. Beijing’s campaign could provoke more crises in the coming years. The three major roles that nuclear weapons could play for China when dealing with cross-Strait crises or conflicts are: to shield China from U.S. nuclear coercion, to threaten Chinese nuclear use to try to forestall U.S. intervention, and to conduct a limited Chinese nuclear detonation in an attempt to force U.S. and Taiwanese capitulation. The report concludes with recommendations for U.S. policymakers. It calls for carrying out U.S. nuclear modernization plans to deter China but avoiding nuclear arms racing as a strategy in itself. It recommends incorporating nuclear elements into contingency planning and scenario exercises related to Taiwan, both unilaterally and with allies and partners. The report then calls for improving Taiwan’s conventional military capabilities while maintaining a consistent U.S. policy on cross-Strait issues and ensuring Taiwan forgoes pursuing indigenous nuclear weapons. Finally, the report argues in favor of pushing forward tough-minded bilateral engagement with Beijing on strategic stability and security issues while crafting a multilateral arms control strategy that builds coalitions to incentivize China to join and impose costs on Beijing if it opts to stay outside of key agreements.

23. Avoiding the Brink: Escalation Management in a War to Defend Taiwan

The United States is entering an unprecedented multipolar nuclear era that is far more complex and challenging than that of the Cold War. This report examines potential triggers, thresholds, and targets for Chinese nuclear use as well as options for the United States and its allies and partners to avoid and manage escalation. It uses the results of two exploratory tabletop exercises (TTXs) focused on how China’s expanding nuclear arsenal could impact the risk of nuclear escalation in a conventional conflict over Taiwan. From these two TTXs, the authors derived tentative insights into how nuclear escalation in a war over Taiwan might unfold and identified areas where further research is needed. First, the expansions and improvements projected for China’s nuclear forces will provide it with a wider range of coercive options. With a secure second-strike capability and more diverse theater nuclear options, China may be willing to brandish its nuclear weapons to attempt to deter the United States from entering a war. There are few incentives to conduct nuclear strikes early in such a conflict, but a war over Taiwan might well lead to a protracted war between the great powers—another area where more study will be critical. The authors also found that American policymakers today might not find the PRC’s nuclear threats credible because of its smaller arsenal size and historic policy of no first use (NFU). Furthermore, the authors found that attempts to degrade key conventional capabilities might lead either side to cross the other’s red lines, setting off an escalatory spiral and transforming a regional conflict into a great-power war. Both the United States and China will have to weigh the value of eliminating certain targets with the risk of crossing an adversary red line. Last, the authors found an asymmetry between the targets available to the United States and China in a Taiwan contingency. With fewer categories of targets to strike and types of capabilities with which to strike them, the United States may have fewer options to manage escalation. All these findings merit further study. The two TTXs, conducted in summer 2022, pitted a U.S. Blue team against a Chinese Red team in a war over Taiwan. The two wargames were designed as a controlled comparison to focus on the impact of one specific variable—the size and composition of the PLA’s nuclear arsenal—on the Red team’s decision-making and its propensity to deliberately escalate and on the Blue team’s ability to defend its allies and partners while managing escalation. By holding most other factors constant but changing Red’s nuclear force structure, the authors aimed to concentrate on the role that nuclear weapons played. In TTX 1, the players had a notional 2027 order of battle with a nuclear arsenal of about 700 warheads, diverse in yield and delivery system type and range. The second TTX, set in 2030, included a similarly diverse Red arsenal of over 1,000 nuclear warheads. After analyzing the results of both exercises, the authors contextualized and expanded the findings through research on existing literature on nuclear deterrence and escalation.

24. Democracy under Threat: How the Personalization of Political Parties Undermines Democracy

Abstract:
In 1998, Viktor Orbán was elected the prime minister of Hungary in free and fair elections. He was supported by the Fidesz party—a movement he founded in 1988 that became a political party in 1990. After losing reelection in 2002, Orbán returned to the prime ministership in 2010 having internalized the lesson that surviving in Hungarian politics “requires strong leadership and absolute control over the party.”1 From 2002 to 2010, Orbán increased his influence within Fidesz, including by changing the party constitution to give himself control of the selection of local party leaders, all parliamentary candidates, and the leader of the party’s parliamentary group. Orbán’s increasing influence within the party paved the way for his efforts over the next decade to remove checks on his power. His control over the party, along with Fidesz’s constitutional majority, enabled Orbán to change Hungary’s constitution in ways that weakened executive constraints, including from the Constitutional Court, the election commission, independent media, and civil society. Orbán’s disproportionate power within the political system allowed him to dismantle democracy in the years that followed, pushing Hungary into authoritarianism. This pattern of democratic decay is not unique to Hungary. Freedom House reports that democracy has been in decline for the last 16 consecutive years, with much of the deterioration occurring in countries classified as democracies.2 In some instances these declines left democracy compromised but intact (as in Poland). In other cases, the declines gave way to the onset of authoritarianism (as in Serbia). Importantly, along with the decline in democracy, there has been a clear change in the way that democracies are breaking down.3 Before 2000, coups were the primary way that democracies failed. Since 2000, however, incumbent takeovers—or the ability of democratically elected leaders to dismantle democracy from within—have grown more prevalent. In the 2010s, 64 percent of the democracies that broke down did so due to incumbent power grabs, while only 36 percent of those that collapsed did so because of a coup.4 Simply put, the greatest threat to democracy now comes from democratically elected leaders.

25. Against All Odds: Supporting Civil Society and Human Rights in Taliban-Controlled Afghanistan

Abstract:
Eighteen months after taking power, the Taliban is intensifying its repression of Afghan civil society and cracking down on the rights and freedoms of all Afghans, especially those of women and girls. The Taliban’s harsh approach to governing the country is repressing millions of people and fueling civil unrest, promoting extremism, and laying the foundation for the reemergence of a terrorist hotbed that will almost undoubtedly become a threat to global peace and security in the years to come. Humanitarian needs in Afghanistan remain immense, and the country will require large amounts of international aid for the foreseeable future to avoid famine and other health challenges. Twenty-three million Afghans (or nearly 60 percent of the population) currently require food assistance, and unusually cold winter temperatures this year have caused further hardship and death. The Taliban’s December 2022 order barring Afghan women from working for nongovernmental organizations led some international humanitarian organizations to suspend operations, complicating aid distribution, especially to women-headed families. The abolition of democratic institutions—the Parliament, judiciary, free press—and key government ministries and departments charged with protecting human rights demonstrates that the Taliban is adhering to the same extremist policies that marked their first stint in power from 1996 to 2001. The Taliban rules by fear and intimidation; torture, kidnapping, illegal detention, and extra-judicial killings are part of daily life in Afghanistan. The Taliban’s rollback of women’s rights has been swift and comprehensive. Among the most devastating anti-female policies, which will have far-reaching negative impacts on Afghanistan’s social and economic development and relations with the world, are the edicts forbidding girls from attending secondary school or university. Women and girls in today’s Afghanistan also are prohibited from accessing parks or gyms, leaving home without a male companion, and working outside the home—except in the health sector—and have been publicly flogged for not adhering to the strict behavioral edicts. Women demonstrators have been arbitrarily jailed and subject to torture and death.

26. Disarming the Bomb: Distilling the Drivers and Disincentives for Iran's Nuclear Program

Negotiations to return to the Joint Comprehensive Plan of Action (JCPOA), known commonly as the Iran nuclear deal, reached an impasse this past year. Further, Iran made parallel decisions to brutally crack down on a nationwide protest movement and to inject itself into the conflict in Ukraine by furnishing Russia with weapons. These decisions may have rendered the impasse insurmountable. U.S. President Joe Biden has not retreated from the U.S. policy that it will never allow Iran to obtain a nuclear weapon. However, Iran’s maximalist demands at the negotiating table, along with its domestic and foreign activities, have made it politically impossible for the United States and Europe to pursue further negotiation. Further complicating the situation and perhaps rendering the JCPOA increasingly obsolete, critical provisions of the original deal will expire in 2025 and 2030.1 The United States and the international community must consider how to constrain Iran’s pursuit of a nuclear deterrent in a post-JCPOA world, in which Iran has never been closer to achieving a bomb. The CNAS Middle East Security Program designed and ran a scenario exercise in October 2022 to identify key factors that might accelerate or decelerate Iran’s nuclear program in 2024. Additionally, the exercise explored how Iran, the United States, Israel, and the Gulf nations could prioritize their own national security objectives with respect to Iran’s nuclear program, along with the potential actions each might take to accomplish those objectives. The exercise examined two scenarios. Scenario 1 explored key countries’ policy actions and perspectives if the United States and Iran failed to reenter the JCPOA. Scenario 2 explored key countries’ policy actions and perspectives if the United States and Iran successfully renegotiated a return to compliance with the JCPOA and faced the imminent expiration of elements of the deal. Overall observations from the exercise suggest that Iran’s leadership’s primary concern is self-preservation. Pursuing a nuclear program is secondary and ultimately serves to advance the primary objective (self-preservation). U.S. policymakers face many challenges in rallying partners against Iran while prioritizing a negotiated approach to curtail Iran’s nuclear program.

27. India-China Border Tensions and U.S. Strategy in the Indo-Pacific

India-China border intrusions and clashes have become more frequent and threaten to lead to all-out conflict between the two Asian giants. In recent years, China has upped the ante in its border disputes with India through infrastructure development, military deployments, capability enhancements, and periodic efforts to encroach into territory controlled by India. The first deadly border clash between the two countries in 45 years occurred on June 15, 2020, in the Galwan River Valley, where 20 Indian troops and at least four Chinese People’s Liberation Army (PLA) troops were killed. More recently, on December 9, 2022, Chinese and Indian forces clashed along the disputed border in the mountains near Tawang in the northeastern Indian state of Arunachal Pradesh after an estimated 300 Chinese PLA soldiers tried to cross the border. While the Chinese and Indian militaries have since pulled back forces from the most contentious standoff sites where the 2020 buildup occurred and established temporary buffer zones, both sides retain high numbers of troops forward deployed along the disputed frontier, and there are several flashpoints that could erupt into another border crisis at any time. The most recent clash that took place near Tawang is a reminder that, even though recent attention has been focused on the Ladakh region, there are multiple trigger points along the 2,100-mile-long Line of Actual Control (LAC) that bear monitoring.1 With both China and India enhancing infrastructure and introducing new and advanced weapons systems on their sides of the disputed border, combined with forward deployments and heightened lack of trust, the chances for continued standoffs that could erupt into local or even full-blown conflict remain high.

Russia’s war in Ukraine has been a critical test of the depth of Sino-Russian relations. Since Russia’s invasion, China has remained an essential partner for Moscow. Although there have been limits to what Beijing has been willing to do for Russia, China has served as a vital lifeline for the Kremlin including by parroting Russian talking points about the war, increasing purchases of Russian oil and gas, and continuing to export microchips and other component parts to Moscow cut off by the West. Warnings by senior U.S. officials that China is contemplating providing Russia with lethal military aid in support of its war against Ukraine underscore the depth of their partnership.1 Emerging reports that Chinese companies have provided rifles and dual-use equipment such as drone parts and body armor only add credibility to these warnings.2 Although it remains unclear at the time of writing whether China will ultimately decide to send lethal aid to Russia, the last year has provided further evidence that Russia and China are deeply aligned and that the persistence and evolution of their partnership will continue to pose challenges that the United States and its allies must navigate. This working paper will focus on the challenges that Russia-China military cooperation poses to the United States and its allies and partners. This aspect of their relationship has been one of the most consequential dimensions of their deepening partnership. Already, China has obtained key capabilities from Moscow such as Su-27 and Su-35 fighter aircrafts, S-300 and S-400 air defense systems, and anti-ship missiles, which bolster China’s military posture in the Indo-Pacific.3 Russia too has benefited from a large market for its arms sales and access to technological components it can no longer access following the imposition of Western sanctions in 2014—a need that has grown exponentially since Russia’s reinvasion of Ukraine in February 2022. Meanwhile, more frequent and elaborate joint exercises have signaled to onlooking countries the two partners’ mutual support for each other’s security priorities and willingness to push back against the United States. In the context of Russia’s ongoing war against Ukraine and increasing U.S.-China tensions in the Indo-Pacific, it has become even more urgent to understand how future military cooperation between Russia and China could evolve and what it would mean for the United States and its partners. This memo examines this aspect of the partnership, including what is driving it, how it has evolved following the 2022 invasion of Ukraine, and the implications for the United States and its allies and partners.

29. Instead of Politicizing Afghanistan, Stand Up for Women and Girls

Abstract:
Ahuman rights calamity is unfolding in Afghanistan. In its latest move to repress half of the country’s population, the Taliban mandated that Afghan women can no longer work for the United Nations Assistance Mission in Afghanistan (UNAMA). The United Nations (U.N.) condemned the Taliban for forcing the international organization to make an “appalling choice” between continuing its operations without employing Afghan women, which would violate the U.N. charter, or withdrawing from the country, which would deepen the humanitarian crisis.1 Following a U.N.-led international meeting in Doha in early May, U.N. Secretary General António Guterres signaled that the U.N. would likely continue operating in Afghanistan despite the harsh Taliban edict.2 This follows several other outrageous Taliban edicts, including keeping girls out of secondary school and young women from attending university; preventing women from leaving their homes without a male companion; and prohibiting women from going to parks or gyms or holding jobs, except in the health sector.3 Yet rather than stand up for Afghan women and girls in the face of such repressive policies, American leaders—Republicans and Democrats alike—are busy in a blame game about which political party is responsible for the U.S. failure in Afghanistan. Republican congressional leaders have held hearings on Afghanistan that focus on the Biden administration’s poor handling of the August 2021 withdrawal but largely ignore what is happening to women and girls in the country. One exception to Republican leaders’ inaction on the plight of Afghan women was Congressman Mike McCaul’s chairing of a roundtable on the issue that featured remarks by former Afghan Ambassador Roya Rahmani.4 For its part, the Biden administration recently published a review of the Afghan withdrawal that laid blame on the Trump administration for the Biden administration’s own failures.5 For instance, the Biden administration chose to bind itself to the Trump-era Doha deal made between the United States and the Taliban that called for U.S. troop withdrawal by May 2021. The Biden administration could have delayed a troop withdrawal and negotiated a harder bargain with the Taliban. The administration would better serve American interests by focusing on implementing policies that support women and girls, like conditioning engagement with the Taliban on the reopening of schools and universities to women.

30. “Production Is Deterrence”: Investing in Precision-Guided Weapons to Meet Peer Challengers

This report explores whether the fiscal year (FY) 2024 U.S. defense budget request for key conventional precision-guided munitions (PGMs) aligns with the 2022 National Defense Strategy (NDS) by prioritizing weapons needed for the “pacing challenge” China poses and dealing with the “acute threat” from Russia, while taking risk in lower priority areas. The FY24 presidential budget request builds on the shift that began in FY23 to support the NDS: increasing buys of key long-range and antiship missiles to prepare for a fight in the Pacific, starting to fill the cruise missile defense gap, bolstering production of the land-attack weapons needed in Europe, and test-running multiyear procurement and large lot procurement for key munitions to strengthen the defense industrial base. In the Department of Defense’s (DoD) budgeting process, ships, aircraft, and vehicles tend to be prioritized, leaving missiles and munitions with inadequate funding. Moreover, the Pentagon does not take a holistic approach to procuring key conventional PGMs, making it difficult to assess the joint portfolio. If the United States is going to effectively compete with China and Russia, that needs to change. To deter and—if deterrence fails—defeat China, the DoD needs large stockpiles of standoff missiles, maritime strike weapons, and layered air and missile defenses. The authors conclude that after years of underinvestment, the DoD is buying more long-range and medium-range missiles, which would be essential in a China war fight. While historically the Pentagon has overinvested in bombs and missiles to attack targets on the land and neglected antiship weapons, the FY24 budget saw a notable uptick in air-launched antiship weapons. For the past decade, the DoD has consistently invested in air defenses, but its purchases have focused on expensive ballistic missile defense interceptors, while neglecting cruise missile defenses. The FY24 budget reverses this trend. Additionally, the DoD is investing in PGMs to arm Ukraine and replenish American and allied stores of weapons that are needed to counter Russia. Except for surface-to-air missiles, the weapons for Ukraine are relatively short-range land-attack PGMs that U.S. forces do not need in the Indo-Pacific. A large portion of the funding for these weapons is coming from Ukraine supplemental appropriations, not the base defense budget. Supplemental appropriations are also resourcing significant investments in U.S. production lines, but the DoD has made only moderate progress rebuilding American stockpiles of the PGMs given to Ukraine.

Two tectonic trends in the international security environment appear to be on a collision course. The first trend is the intensifying geopolitical rivalry between the United States and the People’s Republic of China (PRC or China). The second trend is the rapid development of artificial intelligence (AI) technologies, including for military applications. This report explores how the United States can manage strategic risks—defined as increased risks of armed conflict or the threat of nuclear war—that could be created or exacerbated by military AI in its relationship with China. It begins by providing an overview of China’s views on and policies toward AI. Beijing sees AI playing roles in both its civilian economy and the modernization of its military, the People’s Liberation Army (PLA). At home, Chinese leaders want to leverage AI to boost growth and innovation, address economic and social challenges, and secure the Chinese Communist Party’s (CCP) domestic rule. AI also plays a key role in China’s military ambitions, especially its goal to become a “world-class military” by midcentury, in part through the “intelligentization” of its forces. Intelligentization relies on integrating AI and other emerging technologies into the joint force with the goal of gaining an edge on the United States. China argues that its governance model, including its military-civil fusion policy, gives Beijing a competitive advantage over Washington. Realization of that vision, however, remains uncertain and will require China to overcome external and internal obstacles.

32. The Future of Civilians in National Security: Challenges and Opportunities

Imagine you’re a high-achieving college student, interested in serving in a national security role in the federal government. You invest years in learning a critical language—perhaps of an ally, perhaps of an adversary—a language for which the federal government has a high demand and a limited workforce. You’re selected for not one, but two prestigious overseas government-sponsored fellowships and are encouraged to participate in both. After returning to the States, you move to Washington, D.C., to pursue a graduate degree at a competitive policy school. You apply for opportunities to serve in a national security position. But because you had fellowships abroad—administered by the federal government—the hiring process takes more than two years.CNAS Focus Group, March 11, 2022.1 The national security workforce is full of stories like this one—which is the experience of someone who successfully navigated into the system. Many others decide not to pursue government service in the first place, whether because they believe the option isn’t open to them, or because the hiring process is so onerous that they lose interest or pursue more readily available options. To meet the challenge of protecting the country and its national interests, the federal government must attract, recruit, and retain experienced, educated individuals with skills specific to national security, including foreign language proficiency, regional knowledge, legal expertise, or a background in engineering, computer science, or data analytics. It also needs people who can lead, manage, and communicate. Fortunately, there are highly motivated Americans—from undergraduate college students through senior-level professionals—who are developing the education, experience, and credentials required for work in national security departments and agencies. This population has a strong interest in serving the country even as other opportunities present themselves. But challenges such as opaque hiring practices, long clearance processes, and limited access to professional networks hinder people’s chances at employment in the federal government. As a result, the government is unable to fill critical national security roles, while individuals with the necessary skill sets and desire to serve are sidelined from a federal career. To attract, recruit, and retain those with the required qualifications and interests, departments and agencies must understand the motivations of the next generation and the challenges they face when seeking government careers in national security. As part of this project, CNAS researchers organized focus groups and conducted a survey to identify the motivations, priorities, and skill sets of those interested in government service, along with the challenges, barriers, and opportunities in taking this path. The project examines the current civilian national security talent pipeline and explores the problems associated with the recruitment and retention of civil servants in national security departments and agencies. What did we find? Improvements to the federal hiring process and the clearance timeline, greater access to talent beyond Washington, D.C., and expansion of initial pathways into government service could ensure that the federal government has the employees it needs to secure the nation. These improvements require action from the executive branch and Congress.

33. Campaign of Denial: Strengthening Simultaneous Deterrence in the Indo-Pacific and Europe

The United States faces an unprecedented challenge: simultaneously deterring large-scale conventional aggression by two nuclear-armed powers. The nation will need to deter these major adversaries from overt aggression in the near term in two primary, yet distinct, regions: China in the Indo-Pacific and Russia in Europe. However, the U.S. military is unprepared to concurrently meet the challenges posed by China and Russia. These challenges have become more pronounced as Beijing continues its ambitious military modernization and Moscow continues to threaten European security despite its currently diminished military strength. Effective simultaneous deterrence requires the United States to reembrace the basic principles of deterrence to reverse unfavorable trends in military power that are eroding long-standing U.S. warfighting advantages. It necessitates U.S. forces to project power into far-flung regions that are contested by China and Russia to uphold America’s extended deterrence commitments to its allies and partners. To do so, the Pentagon must shift from previous approaches designed to deter opportunistic aggressors and respond to crises. While the U.S. Department of Defense (DoD) has realigned its strategy to focus on great-power deterrence, it has faced hurdles in strategy implementation that have stymied changes needed to organize more effectively for simultaneous deterrence. This is due in part to a sizable mismatch between strategy and resources. The U.S. military does not have the kinds and numbers of forces required to simultaneously deter China in the Indo-Pacific and Russia in Europe from conventional conflict. This deficit is especially telling in two priority scenarios: an invasion of Taiwan by China, and a Russian invasion of the Baltics. American forces lack the modernized capabilities, necessary posture, right levels of readiness, and familiarity with executing the types of warfighting missions needed to meet the current challenge.1 The balance between meeting global demands and responding to persistent threats while shifting to emphasize deterrence in the Indo-Pacific and Europe is precarious. Concentrating on strategic priorities requires accepting risk in other regions, as the United States, with fewer forces and resources stretched around the globe, moves capabilities and forces to priority theaters. A new approach to simultaneous deterrence is needed. The Biden administration has outlined the concept of campaigning as a key component of peacetime deterrence. This concept seeks to sequence and link military activities so they intentionally counter coercion by priority adversaries. The intent is to enable the Pentagon to respond to challenges posed by China and Russia, while still meeting global demands. But the concept is currently ill-defined and expansive, and its broad interpretation does not help the DoD meet its deterrence requirements or align strategy and resources. Instead, campaigning runs the risk of engaging U.S. forces in activities that do not contribute to or are counterproductive to deterrence. A failure to curb these activities will result in either the need to expand force size, or the hindrance of modernization efforts.

34. Strengthening the Shield: Japan’s Defense Transformation and the U.S.-Japan Alliance

Abstract:
In December 2022, Japan’s government released three major strategic documents: the National Security Strategy, the National Defense Strategy, and the Defense Buildup Program. Although Japan has made incremental changes to its security policies and capabilities over the last decade, the new documents mark a notable shift in Japan’s approach to strengthening its defense. The documents reflect Tokyo’s assessment of the rising threats that could challenge Japan’s security and signal Japan’s commitment to build the military capabilities necessary to meet them. This report examines Tokyo’s defense transformation and assesses its implications for the U.S.-Japan alliance and Washington’s strategy toward the Indo-Pacific. Japan is “fundamentally reinforcing” its national security and defense policies to cope with its increasingly severe security environment. The military threats posed by China, North Korea, and Russia have been growing steadily for years but appear to be peaking simultaneously. Tensions between Japan and China have occasionally flared in the five decades since they normalized diplomatic relations. But those tensions have reached new heights since 2012, when China began to regularly contest Japan’s administration of the Senkaku/Diaoyu Islands. By August 2022, Beijing fired five ballistic missiles into Japan’s exclusive economic zone during China’s live-fire military exercises after then-U.S. House Speaker Nancy Pelosi’s visit to Taiwan. The aim of the missile launches was to signal there would be consequences for Japan if Tokyo were to intervene in a Taiwan contingency. Meanwhile, North Korea’s unprecedented rate of missile testing since 2022 and Russia’s brutal war against Ukraine have deepened Japanese concerns about the potential for the use of force in the Indo-Pacific. Japan is taking steps to improve its ability to defend itself and deter an invasion, including through changes to security funding and policy. Tokyo has announced plans to increase its defense spending by 65 percent over the next five years, acquire standoff weapons that could be used for a counterstrike mission, and adopt an “active cyber defense” posture. Japan has clarified the roles of its military, the Self-Defense Forces (SDF), and Coast Guard in the event of an attack; committed to establishing a permanent Joint Headquarters for SDF operations; and created a program for supplying partner militaries with security assistance. Effectively employing counterstrike and active cyber defense, however, will require a clearer delineation of the legal authorities for their use as well as the overall military strategies that they would support. In addition, pressure from the Japanese public over tax hikes required to pay for the defense spending increase amid other fiscal pressures could pose a barrier to implementation. Japan plans to strengthen the SDF through boosting readiness and resilience of current forces, acquiring counterstrike and other advanced capabilities, and improving force posture and mobility. The SDF has been plagued by a chronic lack of munitions and other supplies, and most of its facilities do not meet its own standards for resilience against enemy attack. Addressing these shortfalls is essential, though these types of programs often lose out to more high-profile programs. For its counterstrike mission, Japan has announced it will buy U.S.-made Tomahawk cruise missiles. This initial purchase will provide a stopgap until Japan is able to produce its own longer-range missiles later in the decade. Japan has also announced it will pursue new capabilities in uncrewed systems, space, cyber, and artificial intelligence (AI). But fulfilling these ambitions will be challenging given some short-falls in Japan’s technology base and SDF personnel. Lastly, the SDF is grappling with how to expand its forces in Japan’s southwest islands while maintaining a sufficient presence throughout the country to deter aggression from a range of possible threats. Next, Japan’s strategy emphasizes enhancing security partnerships regionally and across the globe. Japan has recently stepped up its defense cooperation with several Indo-Pacific and European countries. With Australia, Japan is building on a 10-year effort to deepen strategic cooperation, a process that culminated in January 2022 with the completion of a Reciprocal Access Agreement. New bilateral strategic cooperation includes enhancing interoperability between the SDF and the Australian military, increasing rotational SDF training deployments to Australia, and announcing a new joint security declaration that commits to a combined response to military contingencies. Similarly, Japan has long recognized the strategic importance of India and continues to build on the Japan-India relationship through maritime security cooperation, a new joint fighter exercise, and operationalization of their Acquisition and Cross-Servicing Agreement. Japan and the Philippines are also expanding their defense ties through humanitarian assistance and disaster relief training exercises and an important emerging trilateral security relationship with the United States. Over the past year, Japan and South Korea have made significant strides to repair relations since the latest downturn that began in 2018. This will be an incremental process, but there has been progress in the form of leader-level summits and ministerial dialogues, plans to cooperate on sharing data about North Korean missiles, and new trilateral ballistic missile and anti-submarine drills with the United States. Japan also is building defense connections and relationships with European nations. It is pursuing the development of a sixth-generation fighter jet with the U.K. and Italy and, particularly since the full-scale Russian invasion of Ukraine, has sought to deepen strategic ties with NATO. These comprehensive changes to Japan’s defense policies will necessarily reshape the military and security pillars of the U.S.-Japan alliance. Tokyo’s acquisition of counterstrike capabilities will position Japan to potentially take on some offensive tasks, even while retaining its primarily defensive orientation. This also has implications for alliance contingency planning related to defending Japan directly as well as around Taiwan, the Korean Peninsula, and the South China Sea. However, increased joint planning will require updates to alliance command and control (C2) and information-sharing mechanisms. Additionally, given resource constraints, the alliance would be well-served to find additional opportunities for military technology sharing, codevelopment, and coproduction, such as through Japanese involvement in the second pillar of the AUKUS (Australia-United Kingdom-United States) partnership focused on cooperation on advanced capabilities and defense technology innovation. And the alliance must take steps to improve force posture and readiness, including through enhancing base resiliency and increasing munitions stockpiles. Japan’s fundamental transformation of its defense posture will mean significant changes for the U.S.-Japan alliance. The United States must adapt its approach to alliance coordination to maximize new opportunities and manage any new challenges. In this context, U.S. policymakers should: Prepare to update the alliance, while recognizing that Japan’s new defense policies will require significant time, resources, and political will to implement. Stay closely aligned with Tokyo on the threat land- scape as well as engagement with geopolitical competitors, especially China. Integrate U.S.-Japan command and control structures. Create an alliance readiness, resilience, and posture implementation task force. Deepen planning for contingencies and bolster extended deterrence. Create a road map for expanding defense technology cooperation concurrently with Japan’s implementation of specific improvements to its information security practices and infrastructure. Innovate operational concepts for uncrewed systems and counterstrike capabilities. Leverage the U.S.-Japan alliance as a hub for minilateral and multilateral security engagement. Build U.S.-Japan alliance mechanisms that will expand cooperation on cyber security and defense. Stand up an alliance dialogue on military personnel issues.

35. Assessing the Evolving Russian Nuclear Threat

Since Russia’s invasion of Ukraine, its nuclear rhetoric has become more permissive, more inconsistent, and more instrumental. Russia has also placed greater emphasis on military exercises involving nuclear-capable weapons, and it has altered policies and planning for its nuclear forces. Although it is too soon to draw definitive conclusions as the war in Ukraine is still ongoing and the lessons that Russia draws from it uncertain, the changes in Russia’s approach to nuclear weapons since its invasion suggest that Russia is likely to adopt a more assertive nuclear force posture, especially with respect to its non-strategic nuclear weapons, in order to signal that the country will no longer be a status quo power and increase the credibility of its nuclear threats. Russia is also likely to increase its efforts to test NATO cohesion—potentially through greater nuclear provocations and/or by signaling an insincere willingness to engage in forms of arms control or cooperative threat reduction—and continue to look for opportunities to leverage nuclear weapons to signal great-power status. In a future war with NATO, Russia would likely perceive the need to use nuclear weapons earlier in the conflict, either to seek victory against superior NATO conventional forces through nuclear first use on the battlefield, or to prevent defeat by those NATO forces. Moreover, since 2022, it has become increasingly difficult for U.S. and Russian policymakers to discern each other’s red lines, raising the risk of unintended escalation. Heightened Russian nuclear rhetoric at home could also alter the public’s views of acceptable nuclear use, eroding a potential constraint on Kremlin decision-making. Finally, changes since Russia’s invasion of Ukraine indicate both reduced Russian commitment to nonproliferation as its image increasingly becomes that of a rogue actor in international affairs, and diminished opportunities for nuclear arms control, for now.

36. Rolling the Iron Dice: The Increasing Chance of Conflict Protraction

The prospect of a Sino-American war looms on the horizon. No scenario for such a conflict has garnered more interest than the potential invasion of Taiwan by the People’s Republic of China (PRC). In the United States, discussions have focused on the early days of a conflict, in particular sinking the PRC’s amphibious fleet.1 Both the United States and the PRC place great emphasis on offensive military operations that heavily use the fruits of the precision strike revolution (PSR).2 This focus on early offensive action leads immediately to considerations of forces and weapons. U.S. defense planners are unsurprisingly most comfortable with the dynamics of short, sharp wars, having spent the past decade focused on deterring or defeating adversary faits accomplis, short and often opportunistic campaigns of aggression. Speed, political sophistication, and immediate military overmatch seemed to be the key ingredients for victory. Russia’s seizure of Crimea in 2014 was seen as a template for other future aggressors to follow.3 Prolonged wars of attrition, particularly those involving the United States, were thought no longer possible. Russia’s subsequent invasion of Ukraine in 2022 turned this vision on its head, demonstrating the military and political consequences of trying and failing to obtain a similar fait accompli on a larger scale. The ongoing Russian experiences in Ukraine indicate a need to reevaluate such thinking and consider the potential of protraction in the context of a hypothetical U.S.-PRC conflict. Most work on this topic has considered only the initial days and weeks of hostilities, usually over Taiwan or in the South or East China Seas.4 There has been comparably little discussion of what comes after.5 There are three key concepts that inform the following discussions: exhaustion, sanctuary, and protraction. Exhaustion is the point when large-scale offensive operations are no longer possible as offensive military capabilities have been used up. Afterward, some period of reconstitution and recovery is needed. This requires sanctuary, the relative freedom from attack sufficient for the rebuilding of military forces and capacities. Protraction occurs after at least one cycle of exhaustion and recovery. It is closely tied to pre-conflict leadership beliefs about the length of the looming war. A simplified definition of a protracted war is a conflict that lasts longer than leaders expect; it is a mismatch between political-military expectations and reality. Doctrinal developments in both the PRC and the United States, influenced by improvements in technology, place significant emphasis on the early stages of conflict and rapid, offensive operations. The emphasis by both the PRC and the United States on the early stages of the conflict can be seen in the PRC’s system destruction warfare and United States’ denial-centric concepts that aim for rapid decisive results.6 These approaches focus almost exclusively on the operational level of war, ignoring strategic factors animating the conflict and shaping its termination. Should PRC President Xi Jinping commit the PLA to seizing Taiwan by force, enter a war with the United States, and “roll the iron dice,” protraction appears increasingly likely, contrary to most contemporary military thinking and preparation.

37. No Winners in This Game: Assessing the U.S. Playbook for Sanctioning China

The relationship between the United States and the People’s Republic of China (PRC) is marked by both geopolitical tensions and deep economic linkages. While policymakers may have once believed that economic integration would inject stability into the overall relationship and provide a deterrent to conflict, that idealistic vision has been shaken by Russia’s brutal invasion of Ukraine. No longer can the United States and its partners assume that the PRC’s economic interest in retaining ties to the global economy will override its nationalist impulses. The once unthinkable idea of imposing severe sanctions on China has become a strategic imperative to consider, as one of a range of measures that the United States and its partners may consider if relations with the PRC deteriorate further. Yet, sanctioning China represents a challenge more complex than any other in the modern era of sanctions. The scale and interconnected nature of China’s economy means that the damage from sanctions will not be contained in China; instead, the negative effects will rebound globally through China’s deep economic ties to nearly every country around the world, including the United States. China has substantial capacity in key economic areas, such as manufacturing, that provide it with important means to retaliate against U.S. sanctions or impose its own economic costs on the United States and its partners. This report seeks to advance policy debates on how to sanction China, if geopolitical conditions warranted doing so at scale. It builds on prior Center for a New American Security (CNAS) research, including a 2023 report that outlines how the United States currently uses a variety of sanctions tools to manage the strategic relationship with the PRC.1 A key finding of the earlier work is that the United States imposes sanctions at a relatively limited scale compared to the scope of challenges that exist in the bilateral relationship, with the notable exception of an increasing range of technology-related sanctions. A large divide separates the existing level of sanctions on China and the full range of economic measures that the United States may consider. This report attempts to envision that fuller range of economic measures and consider whether the use of sanctions would meaningfully advance U.S. interests during a potential conflict. The report begins, in chapter 1, with an assessment of the main economic and political characteristics that would determine China’s vulnerability to, and resolve to withstand, sanctions pressure. The concentration of power at the very top of the PRC’s political system, along with a willingness to subordinate economic objectives to political ones, indicate that China may have a high degree of resolve to absorb the costs of sanctions. China’s continued reliance on the U.S.-dominated global financial infrastructure is a key area of vulnerability to sanctions pressure. But, China retains significant economic leverage through its manufacturing relationships, as well as through the importance of its large domestic market to foreign multinational companies. Attempting to impose sanctions that are asymmetrically more painful to China will be a fraught exercise, given the degree to which China is embedded in global supply chains. In chapter 2, the report examines sanctions actions that the United States and its partners may impose during a conflict scenario, drawing from the sanctions playbook used against Russia and projecting adaptations that would be needed in the China context. The main objective of this analysis is to identify points of asymmetric leverage in the U.S.-China economic relationship, where imposition of a sanction would be more economically damaging to China than to the United States and its partners. The sanctions actions are examined through the lens of a ends-ways-and-means framework, loosely borrowing concepts from the defense community and mapping them into the economic domain. The value in such an exercise is to impose discipline in identifying why a particular economic measure may be taken and what the intended impact would be. It can also enhance the ability to integrate economic actions with those being considered in military or other domains. The report examines possible actions under three broad categories, based on the objective of the sanctions: technology denial, embargo of commodities and materials, and macroeconomic pressure. The research includes analysis by the CNAS Energy, Economic & Security team of economic data and research interviews with a wide range of sanctions, export controls, macroeconomics, trade and finance, and China experts in the United States, Europe, and Asia. In addition to examining potential sanctions options on a sectoral basis, the report also includes a company-by-company lens to assess the potential impact of sanctioning specific Chinese companies. The report finds that the U.S. options to impose harsh sanctions on China are severely constrained. U.S. options to deny militarily relevant technology to China are modest, at best. Certain areas, such as maritime capabilities, will be difficult to target due to the nearly entirely domestic supply chains of China’s main military shipbuilders. Other areas, such as semiconductors, cannot be targeted without running the risk of disruption to critical U.S. supply chains. Overall, efforts to deny technology to China require a longer time horizon to be effective and may have less utility in an immediate run-up period to a potential conflict. Attempts to use sanctions tools to deny commodities or materials to China will require innovation and the development of new sanctions tools. Key commodities, such as energy, are inherently substitutable and globally available, including from many countries that will likely not align with the United States in a conflict with the PRC. Building on the example of the oil price cap used in the Russia context, the United States and partners will need to consider novel policy approaches that provide positive economic inducements to align with U.S. policies, in addition to using traditional sanctions tools.

38. Resisting China’s Gray Zone Military Pressure on Taiwan

The People’s Republic of China (PRC or China) has sharply escalated its pressure campaign targeting the Republic of China (ROC or Taiwan) in recent years. Beijing appears likely to use Taiwan’s upcoming presidential election in January 2024 as a pretext to apply more pressure on the self-governing island, particularly in the “gray zone” using China’s military, the People’s Liberation Army (PLA), along with other tools of state power. There is no precise and commonly agreed upon definition of what gray zone activities are and are not. In general, though, the concept refers to actions that fall into the space between, on one side, peace and, on the other, full-scale kinetic war.1 Gray zone activities are coercive and aggressive but designed to stay below the threshold of triggering major conflict. China uses gray zone operations as part of a comprehensive strategy to pressure Taiwan that spans the areas of diplomacy, information, economics, and security. This policy brief examines one major component of that campaign: gray zone military and security operations. It starts by detailing the capabilities and tactics China uses to put security pressure on Taiwan. Then, it explains what Beijing seeks to achieve with those actions. The paper concludes with recommendations for how U.S. and Taiwan policymakers can resist and counter China’s gray zone operations.

The past several years have been a period of transition for the U.S. counterterrorism enterprise. During this time, the United States has had to navigate, and adapt U.S. CT posture and approaches to, a shift in U.S. national security priorities; a complex, diverse, and ever-evolving threat landscape; and ongoing technological change that is transforming the worlds of extremism, terrorism, and counterterrorism. In addition, the United States has simultaneously been working to define what the next chapter of U.S. counterterrorism should look like and how the U.S. CT community needs to evolve so it can anticipate, understand, and respond to the varied threats it will face in the years ahead. To help drive change, the United States should frame the counterterrorism moment it finds itself as the compound era of U.S. CT. This new era is being shaped by three primary characteristics: multiple priorities; a broad range of threats, including mixed ones; and a more diverse CT landscape. How well the United States responds to and adapts to the change and challenges that are occurring across these three areas will have an important bearing on the future effectiveness of U.S. counterterrorism. This report outlines characteristics that define the compound era of U.S. CT and the utility associated with this framing. China introduced the world's largest emissions trading system in 2021 which is intended to help cost-effectively achieve its pledges of reaching a peak in CO2 emissions before 2030 and carbon neutrality before 2060. The system is a tradable performance standard (TPS) with a bottom-up intensity-based emissions cap, unlike a top-down absolute cap approach commonly used globally. General Equilibrium Analysis of Cost-Effectiveness and Distributional Impacts of China’s Nationwide CO2 Emissions Trading System developed and applied a multi-sector, multi-period general equilibrium model to assess the emissions, energy mix, and economic impacts of a series of options for the future development of this policy. These included cap-setting, benchmark design, auction design, and sectoral expansion, with valuable insights provided on the potential future evolution of this policy.

As one of the world’s fastest growing economies, Indonesia has committed to using its sustainable transition to drive green and inclusive growth. Recent steps taken by President Joko Widodo in the lead-up to Indonesia hosting the G20 summit in November 2022 underscore the country’s ambition to mitigate its emissions – including releasing a plan to achieve net zero emissions by 2060 or sooner, endorsing the Global Coal to Clean Power Transition Statement at COP26, and enhancing Indonesia’s Nationally Determined Contribution ahead of COP27. The Getting Indonesia to Net Zero report from the High-level Policy Commission on Getting Asia to Net Zero explores how Indonesia can further accelerate its transition to a resilient, net zero emissions economy while benefitting its people and its place in the world. The report is based on new modeling commissioned from Cambridge Econometrics that shows the opportunities and trade-offs associated with different pathways for Indonesia to meet its current and more ambitious emissions reduction targets. As the report’s analysis illustrates, implementing Indonesia’s current net zero strategy could boost Indonesia’s mid-term GDP by as much as 5% by 2032, create up to two million new jobs by 2039, and ultimately improve Indonesia’s trade balance by $48 billion. Moreover, by aiming for net zero emissions by 2050 instead of 2060 while prioritizing low-cost renewable energy sources like solar and wind, Indonesia could reduce its net zero investment needs by $3.8 trillion and peak its carbon emissions as early as 2027. In this latter scenario, the adverse impact of the net zero transition on household spending could also be cut by half. The report also outlines a roadmap for how Indonesia could realize these and other benefits by prioritizing climate policies that concurrently address development challenges, reforming the energy market structure to favor solar and wind, and leveraging green industries to advance a just transition.

In March 2023, the United Nations (UN) Intergovernmental Panel on Climate Change published a key report stating that the Earth has already warmed by 1.1°C and that no additional fossil fuel infrastructure can be built and used while still holding warming to under 1.5°C. In response, UN Secretary-General António Guterres called for countries to hit “fast-forward” on their net zero commitments, with developed economies to aim for net zero by 2040, and emerging economies to target 2050. The Getting Asia to Net Zero report from the High-level Policy Commission on Getting Asia to Net Zero presents another compelling reason for the Asia-Pacific region to align behind achieving net zero emissions by mid-century: taking more ambitious climate action and reducing emissions sooner could enhance the region’s economic and social development. The report draws on new modeling commissioned from Cambridge Econometrics that examines the costs, benefits, and trade-offs of the Asia-Pacific’s options to implement its current and more ambitious mitigation targets, as well as how variations in the power sector mix could enhance development while meeting climate goals. According to the analysis, hitting net zero emissions by 2050 could increase the Asia-Pacific's gross domestic product (GDP) by up to 6.3 percent above projected levels and generate as many as 36.5 million additional jobs by the 2030s, as compared to the 5 percent GDP boost and 25.1 million additional jobs that current climate commitments could generate. A net zero 2050 pathway could also lead to energy cost savings of $270 billion for local households and improve the region's trade balance by as much as $827 billion, largely due to a reduction in fossil fuel dependence. Prioritizing low-cost renewable energy sources like solar and wind power could help the Asia-Pacific avoid $2.2 trillion in investment requirements. The report also recognizes potential challenges associated with the transition to net zero and proposes solutions, such as facilitating the flow of international finance to mitigate adverse impacts on household spending and developing comprehensive plans to help displaced fossil fuel workers take advantage of new employment opportunities. In 2023, Asia has another compelling opportunity to globally step up on climate. A confluence of major multilateral processes will take place in the Asian region, including the G7 in Japan, the G20 in India, and the 28th UN Climate Conference (COP28) in the United Arab Emirates on behalf of the Asia-Pacific Group. Moreover, the first Global Stocktake at COP28 in December 2023 will assess the global state of progress and remaining gaps to achieving the Paris Agreement’s goals. The commissioned modeling shows that aligning the Asia-Pacific’s climate ambition with a 1.5°C trajectory is not only possible — it could also be the more beneficial path forward for the region.

The Asia Society Policy Institute (ASPI) in partnership with Josh Margolis and the Council of Environment, Energy and Water (CEEW), conducted carbon market simulation training exercises in Delhi, Ahmedabad, and Mumbai, India. This training — conducted in February 2023 — was aimed at equipping stakeholders from enterprises, government, and civil society with core knowledge and skills relating to emissions trading systems (ETSs). The workshops significantly improved the ETS literacy of the participants, laid the foundation for future engagements, and increased the number of participants who believe that an ETS would be "very useful" or "indispensable" for India to achieve its Nationally Determined Contribution. This Indian Carbon Market Simulation Training Exercise Report summarizes the details and results of the workshops. This issue, like previous volumes, includes a wide range of articles sourced from a diverse pool of expert contributors writing on topics as varied as critical minerals, rare earth, equatorial space launch, agriculture, advanced manufacturing, fuel and water security, and defence force posturing. Importantly, it addresses the Defence Strategic from a northern Australian perspective. It also features a foreword by the Honourable Madeleine King MP, Minister for Northern Australia. Minister King writes, “Northern Australia is central to the prosperity, security and future of our nation and will be the engine room of Australia’s decarbonisation effort and drive towards net zero.” The 24 articles propose concrete, real-world actions for policy-makers to facilitate the development, prosperity and security of Australia’s north. The authors share a sense that those things that make the north unique – its vast space, low population density, specific geography, and harsh investment environment – are characteristics that can be leveraged, not disadvantages.

AUKUS has a heavy focus on R&D of military capabilities. A number of departments, including defence, foreign affairs and prime ministerial equivalents are engaged. The science and technology to deliver those capabilities must resolve issues of insecure supply chains. Currently, supply chains for processed critical minerals and their resulting materials aren’t specifically included. Yet all AUKUS capabilities, and the rules-based order that they uphold, depend heavily on critical minerals. China eclipses not only AUKUS for processing those minerals into usable forms, but the rest of the world combined. Without critical minerals, states are open to economic coercion in various technological industries, and defence manufacturing is particularly exposed to unnecessary supply-chain challenges. This is where Australia comes in. Australia has the essential minerals, which are more readily exploitable because they’re located in less densely populated or ecologically sensitive areas. Australia also has the right expertise, including universities offering the appropriate advanced geoscience degrees, as well as advanced infrastructure, world-class resources technology and deep industry connections with Asia and Africa, which are also vital global sources of critical minerals. This paper outlines why Australia offers an unrivalled rallying point to drive secure critical-mineral supply among a wide field of vested nations, using AUKUS but not limited to AUKUS partners, how WA has globally superior reserves and substantial expertise, and why northern Australia more generally has a key role to play. The paper also explains why policy action here must be prioritised by the Australian Government.

The Australian Government commissions a review of its intelligence community every five to seven years. With July 2023 marking six years since release of the last review’s report and, with funding already allocated in this year’s federal budget, the next one is likely to commence shortly. The best starting place for the forthcoming review is the work that precedes it, so reflection on 2017’s Independent Intelligence Review proves valuable. This report, Informing Australia’s next independent intelligence review, reflects on the experiences of the 2017 review and the implementation of its recommendations, and draws lessons to inform the terms of reference, approach and suggested focus of the next review. In doing so the report identifies three broad topics upon which the next review can most profitably ground its work: attracting, building and retaining a skilled workforce; adapting to rapid and profound technological change; and leveraging more, and closer, partnerships. It also highlights how the past six years have raised important and challenging questions in relation to each of those broad topics and identifies opportunities to further advance the future performance of the National Intelligence Community. In addition, specific recommendations are made to inform government’s planning and preparation for the new review.

Artificial intelligence (AI)–enabled systems make many invisible decisions affecting our health, safety and wealth. They shape what we see, think, feel and choose, they calculate our access to financial benefits as well as our transgressions, and now they can generate complex text, images and code just as a human can, but much faster. So it’s unsurprising that moves are afoot across democracies to regulate AI’s impact on our individual rights and economic security, notably in the European Union (EU). But, if we’re wary about AI, we should be even more circumspect about AI-enabled products and services from authoritarian countries that share neither our values nor our interests. And, for the foreseeable future, that means the People’s Republic of China (PRC)—a revisionist authoritarian power demonstrably hostile to democracy and the rules-based international order, which routinely uses AI to strengthen its own political and social stability at the expense of individual human rights. In contrast to other authoritarian countries such as Russia, Iran and North Korea, China is a technology superpower with global capacity and ambitions and is a major exporter of effective, cost-competitive AI-enabled technology into democracies.

50. An inflection point for Australian intelligence: revisiting the 2004 Flood Report

The 2003 Iraq war, and more particularly intelligence failure in relation to Iraqi WMD, led to a broad-ranging inquiry into Australian intelligence conducted by Philip Flood AO. Flood’s July 2004 report has proven an inflection point between the Australian Intelligence Community (AIC) of the immediate post–Cold War period and today’s National Intelligence Community (NIC). Flood laid out an ambitious vision for Australian intelligence and forcefully advocated for sovereign intelligence capability. The scope of his review extended beyond more than ‘recent intelligence lessons’ – that is, Iraq’s WMD, the 2002 Bali bombings and the unrest that led to 2003’s Regional Assistance Mission Solomon Islands - to the effectiveness of oversight and accountability within the AIC (including priority setting), ‘division of labour’ between AIC agencies and their communications with each other, maintenance of contestability in intelligence assessments, and adequacy of resourcing (especially for the Office of National Assessments - ONA). It was in addressing these matters that Flood laid the foundation for the future NIC, upon which would be constructed the reforms instituted by the L’Estrange-Merchant review of 2017. Importantly, Flood’s recommendations significantly enhanced ONA’s capabilities—not just analytical resources but also the resources (and tasking) needed to address the more effective coordination and evaluation of foreign intelligence across the AIC. This was a critical step towards the more structured and institutionalised (if sometimes bureaucratic) NIC of 2023 and an enhanced community leadership role for, ultimately, ONI. In addition, the Flood Report identified issues that remain pertinent and challenging today – including the vexed issue of the public presentation of intelligence for policy purposes, the central importance of the intelligence community’s people (including training, career management, recruitment and language proficiency), intelligence distribution (including avoiding overloading time-poor customers), the need to maximise collaborative opportunities between agencies, and how best to leverage intelligence relationships (including broadening relations beyond traditional allied partners).

51. Incels in Australia: the ideology, the threat, and a way forward

This report explores the phenomenon of ‘incels’—involuntary celibates—and the misogynistic ideology that underpins a subset of this global community of men that has become a thriving Internet subculture. It examines how online spaces, from popular social media sites to dedicated incel forums, are providing a platform for not just the expansion of misogynistic views but gender-based violent extremism. It raises key questions regarding Australian efforts to counter misogynistic ideologies within our nation. If there’s a continuum that has sexist, but lawful, views on gender at one end and gendered hate speech at the other, at what point does misogynistic ideology tip into acts of gendered violence? What’s needed to prevent misogynistic ideologies from becoming violent? And how do we, as a society, avoid the epidemic levels of violence against women in Australia? This report doesn’t intend to provide answers to all of those questions. It does, however, seek to make an important contribution to public discourse about the increasing trend in misogynistic ideology through examination of a particularly violent community of misogynists, and proposes a range of policy options for consideration to tackle the threat that misogynistic ideology poses to Australia. This report makes six recommendations designed to reduce and, where possible, prevent the risk of future occurrence of incel and similar violence in Australia. The recommendations include greater awareness raising and policy recognition that incel violence can be an ideological form of issue-motivated extremism which would provide certainty that incels could formally fall within the Australian Security Intelligence Organisation (ASIO)—in addition to law-enforcement agencies—and would encourage tailored education programs focused on engaging young males at risk from indoctrination in this extreme subculture (along with their parents).

The People’s Republic of China (PRC) is increasingly using a range of economic and non-economic tools to punish, influence and deter foreign governments in its foreign relations. Coercive actions have become a key part of the PRC’s toolkit as it takes a more assertive position in international disputes and seeks to reshape the global order in its favour. This research finds that the PRC’s use of coercive tactics is now sitting at levels well above those seen a decade ago, or even five years ago. The year 2020 marked a peak, and the use of trade restrictions and state-issued threats have become favoured methods. The tactics have been used in disputes over governments’ decisions on human rights, national security and diplomatic relations.

The Quad has prioritised supporting and guiding investment in critical and emerging technology projects consistent with its intent to maintain a free and open Indo-Pacific. Governments cannot do this alone. Success requires a concerted and coordinated effort between governments, industry, private capital partners and civil society. To explore opportunities and challenges to this success, the Quad Critical and Emerging Technology Working Group convened the inaugural Quad Technology Business and Investment Forum in Sydney, Australia on 2 December 2022. The forum was supported by the Australian Department of Home Affairs and delivered by the Australian Strategic Policy Institute (ASPI). The forum brought together senior Quad public- and private-sector leaders, laid the foundations for enhanced private–public collaboration and canvassed a range of practical action-oriented initiatives. Sessions were designed to identify the key challenges and opportunities Quad member nations face in developing coordinated strategic, targeted investment into critical and emerging technology. Attendees of the forum overwhelmingly endorsed the sentiment that, with our governments, industry, investors and civil society working better together, collectively, our countries can lead the world in quantum technology, artificial intelligence, biotechnology and other critical and emerging technologies. This report reflects the discussions and key findings from the forum and recommends that the Quad Critical and Emerging Technology Working Group establish an Industry Engagement Sub-Group to develop and deliver a Quad Critical and Emerging Technology Forward Work Plan.

56. Gaming public opinion: The CCP’s increasingly sophisticated cyber-enabled influence operations

The Chinese Communist Party’s (CCP’s) embrace of large-scale online influence operations and spreading of disinformation on Western social-media platforms has escalated since the first major attribution from Silicon Valley companies in 2019. While Chinese public diplomacy may have shifted to a softer tone in 2023 after many years of wolf-warrior online rhetoric, the Chinese Government continues to conduct global covert cyber-enabled influence operations. Those operations are now more frequent, increasingly sophisticated and increasingly effective in supporting the CCP’s strategic goals. They focus on disrupting the domestic, foreign, security and defence policies of foreign countries, and most of all they target democracies. Currently—in targeted democracies—most political leaders, policymakers, businesses, civil society groups and publics have little understanding of how the CCP currently engages in clandestine activities online in their countries, even though this activity is escalating and evolving quickly. The stakes are high for democracies, given the indispensability of the internet and their reliance on open online spaces, free from interference. Despite years of monitoring covert CCP cyber-enabled influence operations by social-media platforms, governments, and research institutes such as ASPI, definitive public attribution of the actors driving these activities is rare. Covert online operations, by design, are difficult to detect and attribute to state actors. Social-media platforms and governments struggle to devote adequate resources to identifying, preventing and deterring increasing levels of malicious activity, and sometimes they don’t want to name and shame the Chinese Government for political, economic and/or commercial reasons.

The call for a dialogue, modelled on the ASEAN regional forum, is one of several recommendations to improve security partnerships and coordination in the region, reducing the risk that the three countries trip over one another and lose sight of the Pacific’s own priorities as they deepen their Pacific ties out of strategic necessity amid China’s growing interest. While focussing on those three countries, this report stresses that wider partnerships should be considered, including with France, India, Japan, South Korea, the United Kingdom and European Union. The report states that the three countries will have to get used to greater Chinese involvement in the Pacific, even if they don’t accept it, much less like it.

58. Impactful mateship: Strengthening the US–Australia defence relationship through enhanced mutual understanding

AUKUS, and the Australian Government’s release of the 2023 report of the Defence Strategic Review (DSR), reinforce to Canberra and Washington DC that there’s an urgent need to continue strengthening the US–Australia alliance. Those efforts underpin allied cooperation within the Indo-Pacific, which is an increasingly complex security environment. This report highlights 9 opportunities for both US and Australian defence decision-makers at a vital time in the relationship as it develops in complexity and builds towards the ambitions of AUKUS over the coming decade. A series of ‘quick wins’ for the US DoD are recommended, including arranging more training for inbound DoD personnel and conducting allied-centric training for relevant US-based action officers and planners at US headquarters. US DoD Funding should be provided for US action officers to visit Australia to build rapport with their counterparts and facilitate appreciation for the relationship in person. Broadly, US professional military education at every level should incorporate Australian Defence-centric views when appropriate, and the DoD can better leverage its US liaison network throughout Australia earlier in planning and when considering new initiatives. Recommended quick wins for Australian Defence to include further leveraging of US-based Australian Defence personnel and encouraging greater transparency with US counterparts regarding capacity. Enhanced transparency would provide maximum clarity on capacity challenges at all echelons, especially regarding the potential impacts of a future crisis within the Indo-Pacific. It’s also recommended that Australian Defence provide greater clarity regarding sovereignty and security concerns for the US DoD. Finally, this report also makes a major long-term recommendation that will require more resourcing, coordination and focus from US and Australian defence decision-makers, and that’s to establish and empower a US Forces Australia headquarters (USFOR-A) to synergise US DoD efforts with the Australian defence establishment. It’s inevitable that the US–Australia defence relationship will grow in scope and complexity. That will quickly outgrow and challenge the current coordination structure, which was built and implemented decades ago. This report also notes that there are lessons to be learned from the US–Japan bilateral coordination mechanisms, especially in the light of the US–Japan–Australia defence relationship, as it is set to grow in importance in the coming years.

When it comes to Chinese foreign policy in 2023, decision-makers in Austria and Europe have to most importantly consider three partly interrelated and highly topical questions that are and should be preoccupying China researchers. Will China escalate its support for Russia during the war in Ukraine? Will China invade Taiwan? How will China’s protest movement and exit from Zero-COVID impact foreign policy? Further trends in China research will address the need to employ digital methods due to a lack of access for fieldwork (COVID or political restrictions) (BCCN 2022), the importance of protests more broadly (labour issues or Hong Kong democracy) (Wei and Chan 2022; Cheng et al 2022), and the fragility of a centralized system around Xi Jinping with no succession plan as Xi enters his third term as president in March 2023 (Tsang and Cheung 2021). Following Russia’s full invasion of Ukraine, Beijing has supported Moscow in the informational and diplomatic domain, but has remained self-interested in the economic domain, and has not shifted from previous policies in the military domain (Chestnut Greitens 2022, 751). China needs Russia as a partner in mounting a (normative) challenge to US power and the liberal international order (Johnston 2022, 1307), gaining influence in multilateral institutions (Wang and Sampson 2022, 374), and preserving the Communist Party regime (Pavel, Kirchberger and Sinjen 2022, 295). The Chinese leadership would like to see a Russian victory, and dreads a defeatinduced regime collapse in Moscow (Lo 2022). Beijing has condemned the West for provoking the war and for imposing sanctions. In the UN, China abstained or voted for Russia. At the same time, since the beginning of the war, bilateral trade has grown significantly. Yet, Chinese companies and banks have partly withdrawn or broken off ties with Russian counterparts to steer clear of secondary sanctions. Moreover, while joint military exercises continue, there is no clear evidence for arms or equipment deliveries.

Military and security scholars have long argued for a trend in military recruitment policy and practice away from conscripted forces based on compulsory service towards professional forces based on voluntary service. Against the backdrop of dramatic societal changes and a new geopolitical order emerging after the end of the Cold War, the republican tradition of forcing young men to serve the nation in arms in exchange for citizenship not only seemed “out of date” (Haltiner 1998); mass armies composed of conscripted soldiers appeared increasingly redundant. Yet, in recent years, several countries in Eastern Europe and the Baltic Sea region have reintroduced compulsory national service systems as a repose to Russian military aggressions. We have also seen an upswing in presumably out-dated republican ideals; with France reintroducing a limited service scheme to improve national integration and cohesion (Gheciu 2020) and Qatar, Kuwait & the UAE all announcing male conscription as a means to foster a collective of productive and patriotic citizens (Barany 2018). These recent developments have led prominent voices to declare a “return” (Braw 2017) or “comeback” (The Economist 2021) of conscription.

Russia’s war on Ukraine is overturning the European security order in place since the end of the Cold War. The Helsinki Final Act (1975), the Charter of Paris for a New Europe (1990), the 1992 Helsinki Summit, as well as the fragile acquis of the Organization for Security and Co-operation in Europe (OSCE), failed to build and maintain a system involving all countries of ‘Greater Europe’, including the Russian Federation. For at least two decades, Russia has expressed discomfort regarding its perceived status in a ‘concert of nations’ dominated, in its perception, by the Atlantic Alliance and the European Union. Still referring to a conception of security based on spheres of influence, it has considered NATO’s eastward expansion as a threat to its national security (Russian National Security Strategy, 2015, 15). “Only during ‘critical junctures’ – relatively rare watershed moments marked by rapid change and upheaval – are security architectures likely to be fundamentally reconfigured” (Hyde-Price, 2014, 105). The war in Ukraine is already listed as such a turning point in history. ln addition to continuing efforts to support Ukraine and stabilize the situation on the battlefield, the time seems ripe for an in-depth assessment of Europe’s security regime. Many might argue that it makes little sense to discuss architecture while the house is burning. I answer that it is our responsibility to stress our preparedness and explore all opportunities. Just increasing military expenditures cannot be the only option. We need a ‘Code of Conduct’ for the 21st Century that would allow no more – real or perceived - ‘security vacuums’. This is in no way intended to accept the Russian narrative. Even during the Cold War, European countries were able to progress in building a common security architecture through dialogue and negotiations. It was less than a month after the brutal military suppression of the Prague Spring by the Warsaw Pact States, in 1968, that the Finnish Government initiated the process that ended up in the Helsinki Final Act.

In May 2023, Turkey will hold the most critical elections since the founding of the Republic 100 years ago. For the first time in 20 years in power, public polls point at an electoral defeat of the Justice and Development Party (AKP) and President Recep Tayyip Erdoğan. What does the crisis and potential demise of President Erdoğan mean for Turkey? Is this the beginning of a next phase of autocratization or the chance for transition to democracy? Autocratization came gradually after recurrent electoral victories of the ruling AKP. The executive takeover (Svolik 2019) has entailed the colonization of state institutions, the control of the judiciary, the mainstreaming of media, the curtailment of democratic rights and liberties and the reorganization of business capital. Authoritarianism reached a new level after the failed coup attempt of 2016 and introduction of a presidential system in 20181. Ever since executive powers are united in the hands of the president. He can rule with executive orders, appoint ministers and bureaucrats and redesign institutions and ministries without the approval of the parliament. Parliament was weakened and checks and balances largely elimitnated. Independent state institutions such as the Supreme Election Committee, the Regulatory Radio and Televison Authority or the Central Bank have lost their autonomy. Without exception, they are all led by loyal supporters who are appointed by the president.

71. Toward a Unified NATO Response to the People’s Republic of China

Following the Cold War’s end there were those who questioned NATO’s continued relevance. Such views may have found little currency among scholars of foreign policy and security, but among the general public it was not unheard of to wonder why, with the dissolution of the Warsaw Pact in 1991 its rival organization did not also become defunct, especially given the Russian Federation’s friendlier tilt in the decade that followed. On the part of the United States, by the 2010’s a fatigue had settled in among much of the populace over US foreign commitments, especially regarding partner countries not perceived as pulling their own weight. By the middle of that decade, that fatigue had begun to manifest itself in US election results. Vladimir Putin’s Russia, and its brazen invasion of Ukraine last year may not have succeeded in bringing Ukraine to heel or establishing Moscow as a great military power again, but it did accomplish two other things. For one, it demonstrated for the world what the countries separated by the Atlantic could achieve—even indirectly—by helping partners (even non-NATO members) acquire the means to defend themselves. For another, and for all Putin’s claims to the contrary, it showed that nations near Russia’s western border have a very good reason for wanting NATO membership. Putin, more so than any mainstream American or continental European security scholar, has demonstrated the alliance’s continued relevance in providing for the security of countries that desire self-determination and alignment with the liberal, rules-based international order. As it approaches its one-year anniversary the outcome of the Ukraine war is still far from clear, as is precisely how the alliance will respond to the challenge that looms beyond it: the People’s Republic of China, with its growing military might, and its economic influence. And there is broad agreement on the appropriateness of the term “challenge”—the US Department of Defense, which calls Russia an “acute threat,” uses the noun “pacing challenge” to describe Beijing. Meanwhile NATO’s 2022 Strategic Concept used the verb form, declaring the PRC’s “stated ambitions and coercive policies challenge our interests, security and values.” The forcefulness of these words should not have come as a surprise: US partners in the European Union have been every bit as outspoken about human rights in China as Washington has, as well as against its “malicious cyber activities.” Differences in priority remain, informed by economics, history, and geography (especially considering how much more imminent a threat Russia represents to Europe than the United States), but opinions on both sides of the Atlantic have shifted regarding the PRC, and for many of the same reasons. That shift, and what policies should follow, is the subject of Pacific Forum’s edited volume “Toward a Unified NATO Response to the People’s Republic of China” and its accompanying webinar. With a grant from the NATO Public Diplomacy Division, Pacific Forum brought together three distinguished scholars—one to discuss the evolution of views toward the PRC in the United States over the past decade, one to chart the same change in Europe, and a third to discuss how the two sides should best work together in meeting this shared challenge. Describing the US position, Bradley Jensen Murg argues that increasing American skepticism of Beijing’s intentions is not, as is frequently argued, a unipolar action driven by the insecurity of one great power being replaced by another. Instead, he argues that it is a multifaceted evolution driven by generational change, increased awareness of the PRC’s human rights record, and the failure of international institutions (such as the World Trade Organization) to contribute to PRC liberalization. He further notes that the United States’ views on Beijing are no international outlier but are broadly shared, especially in Europe. Regarding the European perspective, David Camroux notes that the thinking shifted in the aftermath of the Global Financial Crisis of 2008-09. Once a destination for European investment the PRC, thanks to its rapid recovery from the crisis and growing domestic capacity, increased its own financial presence on the European continent, arousing increasing concerns. Subsequent revelations about Uyghur Muslims in Xinjiang and the suppression of Hong Kong’s protest movement further alienated Europe. He stresses, though, that Europe’s views will likely remain distinct from Washington’s to an extent—Europe does not consider Beijing a “hard security challenge” nor does it possess the hard security capabilities to meet them. Instead, it will continue minilateral engagement with regional powers such as Tokyo, Seoul, Delhi, and Canberra, to reduce dependency on the PRC in a non-confrontational way and avoid direct alignment with Washington in the emerging Great Power Competition. Concluding the edited volume, Kelly Grieco notes the increasing comity in US and EU positions regarding the PRC, but states that, as the “North Atlantic Treaty Organization,” NATO faces practical limitations in terms of projecting power in the Indo-Pacific. Rather than working to confront Beijing militarily, European countries’ most beneficial contribution to NATO would be to increase their security commitments in Europe—thus reducing the burden faced by the United States there—and to use their “diplomatic clout and economic, financial, and technological resources to form an effective coalition to balance against [PRC] power and influence.” Pacific Forum hopes that these scholarly insights will find a wide audience in the United States, Europe, and elsewhere, and that NATO will remain an effective partnership—not to defend Euro-American hegemony and primacy, but the values that underpin the rules-based order and its promise of a fairer, more prosperous global community. Pacific Forum also hopes that, amid their shared defense of rules and values, NATO and its partners will find avenues for some cooperation with China—at the governmental and people-to-people level—and that people from China continue to feel welcome to work, study, and live in the United States and Europe. No one—American, European, Asian, or otherwise—should mistake our disputes with specific PRC policies and actions for antipathy toward the people of China.

72. The World After Taiwan’s Fall

Let us start with our bottom line: a failure of the United States to come to Taiwan’s aid—politically, economically, and militarily—would devastate the Unites States’ credibility and defense commitments to its allies and partners, not just in Asia, but globally. If the United States tries but fails to prevent a Chinese takeover of Taiwan, the impact could be equally devastating unless there is a concentrated, coordinated U.S. attempt with likeminded allies and partners to halt further Chinese aggression and eventually roll back Beijing’s ill-gotten gains. This is not a hypothetical assessment. Taiwan has been increasingly under the threat of a military takeover by the People’s Republic of China (PRC) and, even today, is under attack politically, economically, psychologically, and through so-called “gray zone” military actions short of actual combat. The U.S. government, U.S. allies, and others have begun to pay attention to this problem, yet to this day, they have not sufficiently appreciated the strategic implications that such a takeover would generate. To address this problem, the Pacific Forum has conducted a multi-authored study to raise awareness in Washington, key allied capitals, and beyond about the consequences of a Chinese victory in a war over Taiwan and, more importantly, to drive them to take appropriate action to prevent it. The study, which provides six national perspectives on this question (a U.S., Australian, Japanese, Korean, Indian, and European perspective) and fed its findings and recommendations into the second round of the DTRA SI-STT-sponsored (and Pacific Forum-run) Track 2 “U.S.-Taiwan Deterrence and Defense Dialogue,”[1] outlines these strategic implications in two alternative scenarios. In the first scenario, China attacks Taiwan and it falls with no outside assistance from the United States or others. In the other scenario, Taiwan falls to China despite outside assistance (i.e., “a too little, too late” scenario).

There is a growing acceptance among countries in the Indo-Pacific region that strategic competition between the United States and China is changing perceptions about security and the adequacy of the existing security architecture. While some have characterized the competition between the two as a new Cold War, it is clear that what is happening in the region is far more complex than the competition that characterized the original Cold War between the United States and the Soviet Union. First, the economic integration that has taken place since the early 1990s makes it much more difficult to draw bright ideological lines between the two sides. Further, the Asian context of the emerging competition is one where the two competitors have grown to share power. As the dominant military power, the United States has been the primary security guarantor in Asia and beyond. China, on the other hand, has emerged over the past decades as the primary economic catalyst in Asia and beyond. Currently, each side seems increasingly unwilling to accept that arrangement.

Abstract:
The United States and Australia have been treaty allies for more than 70 years. This bond endured throughout the Cold War and the War on Terror, and it increasingly looks as though they will be close partners throughout the great power competition with the People’s Republic of China. The two partner countries were among the earliest critics of the PRC’s handling of the COVID-19 pandemic, have shared concerns over Chinese investment and its impact on their national security, and what growing PRC influence means for them the future of democracy in the Indo-Pacific. The two countries were early and enthusiastic members of the Quadrilateral Security Dialogue, which includes fellow Indo-Pacific democracies Japan and India, and which has moved to address pressing regional challenges such as pandemic response and climate change. Plus, with 2021’s announcement of the Australia-UK-US (AUKUS) pact Canberra proved its willingness to defy not only Beijing, but also other democracies—especially in Europe—to build out its capacity to defend itself and counter the PRC’s growing regional power. The contributions to this volume each address the nature, not only of the alliance, but the challenges it will face in the years to come. Craig Kafula of the Chicago Council on Global Affairs notes that public polling in both countries reveals overwhelming agreement on most subjects related to the alliance and its forthcoming challenges, but also differences of opinion that will have to be navigated. Rick Umback of Australian National University’s School of Politics and International Relations examines the growth of PRC influence over local governments and Australia, and the ramifications this has for other liberal democracies in the Indo-Pacific. Rose Rodgers at the Center for Naval Analyses says the AUKUS has not limited, but actually increased the need for scrutiny of PRC investment in critical and emerging technologies, and other means of screening technological investments. Moving away from what the alliance means for relations with the PRC, Thom Dixon examines the field of cyberbiosecurity—the intersection of cybersecurity and biosecurity—and how US-Australian cooperation in this field is essential to meet two of the great challenges of this age: climate change and pandemic response. Taken together these analyses—brought to you by the next generation of American-Australian analysts—richly detail the nature of the challenges the allies face, and offer recommendations on how to meet them over the next 70 years of their partnership.

Abstract:
Southeast Asia is a pivotal sub-region of the Indo-Pacific. Spanning 1,700,000 square miles, its total population is 676 million – around 8.5% of the world’s population – and has a collective GDP of US$3.67 trillion (as of 2022). Over the years, it has been associated with both economic dynamism and significant security challenges. As authors in this volume note, the territorial disputes in the South China Sea, disagreements over water rights in the Mekong Delta, and the current conflict in Myanmar highlight fault lines not only between Southeast Asian states themselves, but also between great powers such as China and the United States. There are many more – the EU, India, Japan, Australia, and South Korea – that pay close attention to developments in the sub-region. Maintaining peace and stability in a region that plays host to one-third of global sea-borne trade, hosts major undersea internet cables, and is a major thoroughfare for energy supplies from the Middle East to the advanced manufacturing hubs in China, Japan, and South Korea is both challenging and complicated. The primary mechanism for engagement with the individual countries in Southeast Asia has been through the Association of Southeast Asian Nations (ASEAN) and its attendant bodies, such as the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministers Meeting (ADMM). Meanwhile, ASEAN member states have promoted the principle of “ASEAN centrality” as a means to prevent major power interference in the sub-region and to retain influence over security cooperation within Southeast Asia and beyond. As a result, the acknowledgement of ASEAN centrality has become a “boilerplate” for strategy and policy documents related to regional security. One example of this is the inclusion of the principle in the 2021 U.S. Indo-Pacific Strategy. However, the increasingly pressing nature of challenges confronting the broader region, their speed and intensity, are beginning to outpace the evolution of institutions and processes associated with ASEAN. The ASEAN Way – an emphasis on informal consultation, non-interference, and consensus as the basis of major decisions – has been integral to creating internal cohesion and harmony within ASEAN decision-making and is an enabler of socio-political integration. On the other hand, it has also stymied efforts to develop effective collective responses to conflicts and has made ASEAN hostage to great powers able to use their influence over members to break consensus. While defenders of ASEAN point to its successes and remain confident that it will adapt to regional issues over time, others are increasingly skeptical that ASEAN can retain its status as the gatekeeper of regional security agenda. It is in this context that Pacific Forum carried out this extended study with support from the Luce Foundation to investigate Southeast Asian perspectives on the “biggest threats or most pressing security issues, now and in the foreseeable future.” We asked a group of our Southeast Asian cohort of Young Leaders (ages 21 to 35), what problems were most pressing to them, and asked them how they thought their countries should address these issues, noting which third-parties would be most important for them to leverage in doing so. We believe this publication, which cuts across a broad range of security issues, is a fair representation of the eclecticism and diversity that characterize the region itself and hope that our readers will find them as useful as we have here at Pacific Forum. The collection starts with traditional security issues and then moves to more non-traditional security issues, though this does not reflect any internal emphasis or prioritization on the part of the editors. The first essay, by Siu Tzyy Wei, is entitled “Caught in the Middle: The Measured Voice of Brunei’s Foreign Policy Amidst the South China Sea Dispute.” Beginning with the South China Sea is appropriate for any collective study on the region, but Brunei’s position as a “silent claimant” presents a perspective not often heard. The author’s assertion that it is China and external powers – AUKUS and the Quad are mentioned – that are adding pressure to the South China Sea and adding a dangerous complexity, compelling Brunei’s “neutrality,” a striking claim given the threat to Bruneian sovereignty. The second essay moves to another flashpoint, the political crisis in Myanmar; a national issue that has reverberated around ASEAN as well as further abroad in Washington and Brussels. Appropriately titled “The Coming of the Raging Fire: The Revolution in Myanmar,” Thiha Wint Aung analyzes the lead-up to the political crisis and concludes by calling for the international community to explicitly support the people’s “armed resistance” against the military. The third essay presents a bold national case for a region-wide issue: dealing with rising Chinese influence. In “Malaysia’s China Policy Amid China’s Growing Security Concerns,” Fikry A. Rahman argues that Malaysian policy elites will have to prioritize strategic concerns over economic ties vis-a-vis China if it is to adequately defend Malaysian sovereignty. The next group of essays focuses on non-traditional security issues, beginning with climate change, one of the most pressing global issues. Southeast Asia is particularly vulnerable to the effects of climate change, as noted in the fourth essay, “When it Rains, it Pours: Disaster Displacement and the Future of Human Security in the Philippines Amid Changing Climate.” Katrina Guanio calls for policymakers to be aware of gradual or even sudden human migrations due to inclement weather, such as typhoons, and the impact these have on national health, economic, and security dynamics. Taking an unusual and unique perspective, the fifth essay, “Climate Maladaptation: Migration, Food Insecurity, and the Politics of Climate Change in Timor-Leste” by Ariel Mota Alves, makes the provocative argument that international organizations can sometimes promote detrimental Western development narratives that undermine local solutions to local climate change effects. The sixth essay, “Human Trafficking in Vietnam: A Top-Tier Non-Traditional Security Threat in the 21st Century” by Thu Nguyen Hoang Anh, measures the impact of the scourge of human trafficking in Vietnam and offers practical policy solutions to mitigating its impact on victims. Finally, the seventh essay, by Attawat Assavanadda, looks at “Thailand’s Brain Drain Challenge: Trends and Implications,” noting the push-pull drivers of the phenomenon and its impact on Thailand’s overall development. As one can see from this summary, the range of topics chosen by our talented Young Leader cohort from Southeast Asia is as diverse, inspiring, and multidimensional as the region itself. Ranging from security issues that are well covered by regional and international media to those that take an eclectic look at local variations of international issues, we are pleased to showcase these essays. As ever, the mission of Pacific Forum only begins with the creation of such young leader cohorts, and empowering them to present their analyses and recommendations should only be a prelude to robust regional conversations and discussions. We have been since our creation – a forum for those discussions – and hope that our readers will take that engaging approach to these essays and their authors.

Abstract:
To bring clarity on these developments and their implications in Southeast Asia, the Pacific Forum commissioned several Southeast Asian scholars to write analytical papers on the energy transition that is underway in the region, which are compiled in this volume. Each chapter looks at the current and possible future energy landscape of a specific Southeast Asian country and focuses especially on the place and role of nuclear power in it. This “nuclear focus” is important because, for decades, most Southeast Asian countries have expressed on-and-off interest in nuclear power but never brought it online. Interest is now picking up again, especially for SMRs, so if this time one or several Southeast Asian countries successfully went nuclear, it would be a first. It is good timing, therefore, to devote attention to how Southeast Asian countries are thinking about nuclear power in today’s context, for multiple reasons, including those related to safety, security, and safeguards.

Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

RESEARCH & REPORTS Increasingly in recent years, advanced military powers have begun to incorporate and rely on new kinds or new applications of advanced technologies in their arsenals, such as artificial intelligence, robotics, cyber, and hypersonics, among others. The weaponization of these technologies may potentially carry far-ranging, dangerous consequences that expand into the nuclear realm by running up the escalation ladder or by blurring the distinction between a conventional and nuclear attack. Arms control, therefore, emerges as a tool to slow the pace of weaponizing these technologies and to adopt meaningful restraints on their use. This report examines four particular new kinds or new applications of technologies— autonomous weapons systems, hypersonic weapons, cyberattacks, and automated battlefield decision-making—and proposes a framework strategy aimed at advancing an array of measures that all contribute to the larger goal of preventing unintended escalation and enhancing strategic stability.

79. Two Years Of Repression: Mapping Taliban Violence Targeting Civilians in Afghanistan

Abstract:
On 17 August 2021, two days after the fall of Kabul, the Taliban held a press conference promising amnesty for former government officials, respect for women’s rights, and freedom of the press.1 Nearly two years later, it is clear that the Taliban has upheld none of these promises, instead conducting a violent campaign of repression. Since the takeover, the Taliban has targeted former government and security officials, carried out collective punishments in areas where anti-Taliban groups have emerged, and imposed ultraconservative societal restrictions – especially on women and journalists – aimed at maintaining control. ACLED records over 1,000 incidents of violence targeting civilians by the Taliban between the fall of Kabul on 15 August 2021 and 30 June 2023, accounting for 62% of all attacks on civilians in the country. This places the Taliban regime in Afghanistan2 among the world’s top government or de facto state perpetrators of violence targeting civilians domestically since August 2021, behind only the military junta in Myanmar. As Taliban rule reaches the two-year mark, this report examines patterns of violence targeting civilians under the regime, with particular attention to the top four most targeted groups: former government and security officials, prisoners, women, and journalists. Taken together, the Taliban’s retaliatory attacks, use of collective punishment, and broad crackdown on women and the press reveal the scale and severity of repression ongoing in Afghanistan. In particular, this report analyzes the continued targeting of former government and security officials, as well as violence against civilians in the country’s northeast, where armed anti-Taliban groups have been active. Both former officials and resistance forces are subject to violence when detained by the Taliban, accounting for a large number of incidents of prisoner abuse recorded by ACLED. Moreover, this report highlights persistent violence against women who oppose a return to the “gender apartheid” of past Taliban rule.3 Women have responded to increased restrictions on their daily lives by holding protests against Taliban policies, with demonstrations featuring women4 nearly doubling in 2022 compared to 2021. Finally, the report concludes with an accounting of attacks on journalists, who remain among the most targeted groups in the Taliban’s Afghanistan – creating further challenges for documenting violence in the country under the new regime.

Abstract:
This Clingendael report explores the role of the Russian Federation in Serbia, Montenegro, and Bosnia and Herzegovina. It examines Russia’s objectives in its relations with the three countries, as well the various sources of influence the Kremlin holds in each of the three countries. The report places this analysis within the changed geopolitical circumstances resulting from Russia’s invasion of Ukraine. Russia’s main objectives for the Western Balkans are threefold. First, the Kremlin seeks to project great power status globally. Second, it seeks to obstruct the Euro-Atlantic integration of the region by advocating against NATO and EU integration and by raising instabilities. Third, the Kremlin uses the Balkans, especially the Kosovo issue, as an argument for its foreign policy agenda elsewhere, particularly when it comes to defending its perceived dominance over its near abroad. Instead of building a sustainable, all-encompassing, and meaningful relation with Serbia, Bosnia and Herzegovina (BiH), and Montenegro, Russia instead pursues an opportunistic approach depending on fragmented entry points for influence in each country. The Kremlin displays moderate ambitions for building positive relationships with the three countries, which is reflected also in the instruments it uses to influence the region. It nurtures contacts with, and influence through, a wide range of individual politicians, the Orthodox Church, the media and malign proxy groups, making use of energy links as well as local tensions and historical memories. Moscow pursues this approach deliberately, and it has proven relatively successful. At the political level, Russia’s clout stretches especially to (pro-)Serb politicians, who often make use of similar narratives and use Russia as an external supporter to promote their own ideas. In particular, its position on Kosovo, Russian support for Republika Srpska leader Milorad Dodik and its Orthodox Church links remain important entry points for Russia’s political influence in the region at large. Of the three countries, entry points for Russian influence are most widespread In Serbia, followed by Bosnia and Herzegovina. Economically, Russia’s influence is outperformed substantially by that of the EU, especially in terms of trade. Russia’s far-reaching influence in the energy sectors of BiH and Serbia, however, yield substantial political leverage, even if its investments often prove economically inviable. When it comes to military influence, Russia seeks to maintain its military cooperation with its main partner, Serbia, while also supporting the militarisation of Republika Srpska. Belgrade is satisfied with its current degree of cooperation with Moscow but seeks to avoid becoming Russia’s foothold in the Balkans. Factually, Russia is only one of multiple security actors in the Balkans, overshadowed by NATO and challenged by China. While presenting itself as a partner to Serbia and Republika Srpska in particular, Russia also resorts to malign instruments which have often proven to be effective in shaping the political environment of the Western Balkans. Lacking a military presence in the region, Russia supports far-right nationalist figures and organisations, which generally better resemble organised crime groups than paramilitary organisations, to attain its goal of destabilisation by stirring up polarisation and anti-Western sentiment. The Kremlin is perhaps most successful in the field of media and disinformation. Russian propaganda penetrates Serbia, Montenegro, and Bosnia and Herzegovina through Russian-funded portals, local media and social media. Russian disinformation and narratives have penetrated the region to such an extent that considerable sections of society hold a positive image of Russia and its political leadership. In all these fields, the Russian invasion of Ukraine has moderately affected but not fully altered Russia’s approach towards Serbia, Bosnia and Herzegovina, and Montenegro. While the invasion has led to sharper dividing lines between Russia and the West and decreases in Russian financial and diplomatic capacities, we observe continuity in terms of Russian strategies and objectives. Russia’s sources of influence in the three countries have been moderately strained, among other causes as a result of BiH and Serbia’s first steps to diversify energy sources and Western pressure to diminish their political and security links with the Russian Federation. For the time being, this has not yet affected Moscow’s ability to act as a spoiler to the Euro-Atlantic integration of the three countries. The extent to which the European Union and NATO are effective in countering Russian influence in Serbia, Bosnia and Herzegovina, and Montenegro will be part of a follow-up Clingendael report to be published in fall 2023. As part of the same research project, analyses of societal and political perceptions towards Russia in the three countries will be published in summer 2023 by Clingendael partners the Atlantic Council of Montenegro, the Helsinki Committee for Human Rights in Serbia, and the Atlantic Initiative in BiH.

81. The New Iraqi Opposition: The anti-establishment movement after the 2021 elections

At the start of Iraq’s longest government formation process in October 2021, one key question on everyone’s mind was whether Iraq might get its first majoritarian government. The Sadrist Movement tried for months, but ultimately Muqtada Al-Sadr conceded defeat by calling on his MPs to resign. The result was another consensus government with all the traditional political parties sharing the spoils, minus the Sadrists. A second key question on everyone’s mind was whether a genuine parliamentary opposition could develop in Iraq given the election of many independent MPs and the rise of reformist parties. This brief outlines the conditions needed for such a parliamentary opposition to emerge, discusses both technical and political elements, and analyses the challenges facing the ‘new Iraqi opposition’, i.e. veteran independent politicians, civil society activists and even former members of established parties. It argues that a sound electoral environment, unification of reformist parties and a higher turnout can contribute to making meaningful opposition a reality, which is needed to confront Iraq’s collusive democracy.

Abstract:
The United Nations (UN) has become largely irrelevant to diplomatic efforts to resolve the Syria conflict. This report shows that the primary reason has been the fact that the main conflict parties never wanted to resolve the Syrian conflict by other than military means. Yet, the report also highlights secondary reasons within this unfavourable context, namely: the frames, methods and choices of the UN Special Envoy and his team at times misjudged or poorly corresponded with the realities of the conflict. Moreover, the capacity of the Office of the Special Envoy (OSE) remained too limited. The report suggests that the time is ripe for the OSE to reinvent itself as a principled thought leader and to develop an operational framework that brings a safe, calm and neutral environment (SCNE) closer as a practical conflict management modality.

Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

84. Countering hybrid threats: The role of the Joint Expeditionary Force

Russia’s war in Ukraine has fundamentally changed the international order that is based on norms and values of state sovereignty and international law. While the Balkan wars in the nineties were the result of internal turmoil leading to the collapse of Yugoslavia, the Russian-Ukrainian armed conflict marks the return of large-scale interstate warfare in Europe for the first time since the end of the Second World War. A year after the Russian invasion was launched on 24 February 2022, valuable lessons can already be drawn for the characteristics of modern warfare. The conflict has shown – both in the run-up to the invasion as well as after the start of the war – that non-military aspects are part of Russia’s strategy. Well-known examples are the abuse of the European ‘oil and gas dependency’ on Russia, the spread of disinformation, cyberattacks and the channelling of refugees and migration flows. What these means have in common is that they are aimed at undermining the unity of the West and destabilising their societies and democracies. This very complex set of hybrid threats raises new questions on how to respond to them, as the hybrid domain requires the involvement of many different actors at the national and international level: from various ministries and even private companies (such as the energy sector) to the EU and NATO. As hybrid challenges have become an integral part of modern conflict, the question has arisen what kind of role should be laid down for the armed forces. Hybrid challenges are very often of a transboundary and non-military nature. Therefore, they have to be addressed primarily by civil actors. But in addition, the military can also play a role in countering hybrid threats, and this raises the question of the role of multinational (military) formats such as the Joint Expeditionary Force (JEF). The JEF is a multinational military formation of northern European countries with the United Kingdom as the lead nation. Since 2019, the JEF has increasingly focused its activities on the hybrid domain. The war in Ukraine has been a catalyst for increased cooperation in the JEF context at the political, policy and military operational levels. The Russian threat, both physically (conventional forces) and virtually/digitally, has become the main focus of attention. It is in the latter category of threats that the JEF Nations are struggling with the question of what its role should be. This report explores the possible role of the JEF in hybrid conflicts and how cooperation in the JEF can be attained. The first chapter addresses the role of military forces in responding to hybrid threats and what the JEF has realised in this context so far. Particular attention will be given to the challenges of but also the opportunities for connecting military activities with those of non-military actors. The second chapter focusses on the roles of NATO and the EU in the hybrid domain and how the JEF could relate to the efforts of these international organisations. The potential impact of the future NATO membership of Finland and Sweden – both JEF Participating Nations – is also addressed. The third chapter zooms in on the potential of the JEF’s role and functions in the hybrid domain and how this should be implemented. The growing political character of the JEF cooperation is also addressed. The report ends with a list of conclusions and recommendations for the Netherlands. The methodology used for this report consists of a mix of literature research and a series of interviews with government representatives and members of think tanks in a selection of JEF Nations as well as with staff officers at the JEF Headquarters, at the NATO Headquarters and at EU institutions. These interviews were held under the application of the Chatham House rule. The authors are grateful to all interviewees for their valuable contributions.

The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

86. The crisis of representation in the Kurdistan Region of Iraq

Any discussion about democratization starts with a discussion about representation because the latter is a necessary – but insufficient condition – for the former. How and by whom are policy preferences of citizens identified, aggregated and articulated in public debate and public decision-making? Does this happen in part or in full, for all citizens or just some? Assessing the ‘state of representation’ provides a lens for examining the democratic potential of a particular structure of power. At least four dimensions matter: the level of citizens’ political awareness, the diversity of the ecology of social organisations that help identify citizen policy preferences, the depth of existing communal identity and mutual trust, as well as the nature of intermediaries that identify and nurture political talent. This paper applies the concept of representation to the Kurdistan Region of Iraq (KRI) and takes stock of its potential for improvement. It finds that all four dimensions of representation are in a poor state in the KRI at present. This manifests itself in, for example, low turnout rates, high levels of disenchantment with the ruling elite and growing polarization within and between political parties. The KRI remains a long way from being governed in a representative fashion, let alone in a democratic one. The region’s transition from totalitarian control, guerrilla-style rebellion and internal strife to a more stable, modern and representative polity was stymied by the emergence of family parties as key power brokers. Their capture of the Kurdistan Regional Government was largely enabled by the appropriation of unearned rents, especially from hydrocarbon sales, and maintained by armed groups linked to political parties. A process of de-representation has ensued. But the Barzani and Talabani family conglomerates that run the KRI face declining levels of public confidence and growing economic problems today. If Western countries wish to improve the state of representation in the KRI in this context, they will have to consider conditioning their engagement on improvements in the quality of governance, leveraging the importance of their presence to the high wire act that the Kurdish Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) perform to balance Iran, Turkey and Baghdad. Practically, this can be done by a coordinated diplomatic strategy that: a) engages the KDP and PUK leadership in a strategic conversation that clarifies how the extent of future Western presence, diplomatic attention and trade/investment are linked with the quality of representation; b) provides long-term support for locally-led civil society development; and c) pushes for limited but real Peshmerga reform in exchange for greater support.

The European Union (EU) is currently confronted with developments that could have deep impacts on our societies and policies. Yet the EU’s Multiannual Financial Framework (MFF) – which defines the size and aim of the EU budget over a certain period of time – has difficulties in overcoming its inflexibility and ensuring best value in relation to shifting priorities. One important step that could modernise the MFF would be to improve the use of effectiveness assessments in relation to EU spending. In 2003, André Sapir and colleagues famously referred to the MFF as a ‘historic relic’ with expenditures, revenues and procedures being ‘inconsistent with the present and future state of EU integration’. Although the MFF has improved since then, it continues to suffer from discrepancies between stated priorities and actual spending. EU finances risk becoming increasingly reliant on funds and instruments outside the MFF ceiling because existing programmes are hard to change. Moreover, doubts about the effectiveness of the MFF remain. With European integration having moved far beyond the level of technical harmonisation of the internal market, the EU budget, arguably, needs more flexibility to respond to current geopolitical and societal challenges and investment needs. As political discussions on the next MFF – the current MFF runs from 2021 to 2027 – are starting, this report discusses avenues for realigning expenditures to changing EU priorities and to unforeseen challenges and crises. In order to enhance flexibility suitable procedures are required that would lead to political decisions based on accurate assessments. Furthermore, better methods are needed to communicate potential – and possibly painful – shifts in priorities to the broader public. In order to develop such procedures, thorough analysis and discussion are needed on the effectiveness of EU programmes and the use of effectiveness assessments in redefining political priorities. This report therefore relates the concept of European added value – defined by the Commission as ‘the value resulting from an EU intervention which is additional to the value that would have been otherwise created by Member State action alone’ – to mechanisms to better respond to new situations. One of the questions this raises is whether the current (multilevel) systems for assessing European added value are able to offer the timely information needed for flexibility. Given the workload involved in performance assessments, and given the importance of national ownership of reforms, further analysis is needed of the role of the European Court of Auditors (ECA) and its interactions with its national counterparts.

88. Twilight Institutions: Land conflict and hybrid authorities in Benin’s Borgou department

The Borgou Department is a large administrative area with eight communes and 43 districts spanning over 25,856 square kilometers. The department primarily comprises the Bariba, Dendi, Boo (about 40%) and Fulani ethnic groups (about 33%). The majority of the first three groups are farmers, and the Fulani are primarily nomadic or semi-nomadic cattle and sheepherders. The Borgou Department in Northern Benin has seen communal conflict over the past few years. There are escalating tensions between farmers and herders, even though there has also been more violence between the supporters of the former president Boni Yayi and those of the sitting President Patrice Talon (particularly in 2019 and 2020). Communal conflicts between farmers and herders in Borgou have multiple driving forces. This report explores one of these: changing land management systems. It is argued that recent changes in land management are in any event likely to become a stronger driver of tensions in Borgou in the near future. Exploring land management systems and their impact on the Borgou is relevant for two reasons. First, there is simply very little literature on changing land management systems in Benin. For example, in August 2017 Benin’s authorities modified the 2013 Land Code to limit land conflicts and to modernize the institutional framework governing land acquisition and management. But exactly what the impact of this change has been has not been fully explored. Second, Northern Benin has experienced the problem of increasing violent extremist activity. While this activity is concentrated in the Alibori and Atacora regions, it is conceivable that once it has become established it might further escalate, with Borgou being a possible area of expansion. Being able to focus on vulnerabilities with the aim of addressing them is important for Benin’s stability. Research and media reports point to an increase in both the number and intensity of farmer-herder confrontations in the Borgou Department over the past five years. From the literature, it is apparent that this shift is driven by two factors. On the one hand, it is the effect of the demographic growth of and the increase in the cattle population which results in more competition for land. On the other hand, the introduction of land reforms by successive governments has tended to reinforce the feeling of insecurity among essentially illiterate farmers and herders.

Climate change is one of the most pressing challenges of the present and the future. Rising temperatures and sea levels, as well as extreme weather events are manifestations of climate change that also influence military capabilities. Increased attention for the climate change-security nexus is visible both at the national and the international level: nationally through the incorporation of climate change in security strategies and internationally through incorporation in important strategic documents such as the EU’s Strategic Compass and NATO’s Strategic Concept. Given its transnational nature, governments around the world have a shared responsibility to face climate change. A particular role is laid down for the global powers, China, Russia and the United States, given their position in the world. It is, however, questionable whether the global powers’ interests align. They differ in their approaches to address climate change, and even more so in their views on how it affects the armed forces. China and particularly Russia are more reluctant towards depicting climate change as a matter of international security. This is for example visible in international forums, such as the UN Security Council. In contrast, in the US, support for climate action is subject to political preferences, but climate related security risks are widely recognised within the defence establishment. This report reviews various aspects of the relationship between climate and security, with a particular focus on the military. It discusses the role of climate change in a country’s security and defence strategy and, vice versa, the changing tasks and deployment of the armed forces in response to climate change, the effects of climate change on military infrastructure, and measures to realise a greener defence sector.

What is the state of economic convergence in the euro area? And will the redefinition of the Stability and Growth Pact result in a more effective policy for achieving convergence? A common currency, together with the four freedoms, was assumed to lead to economic convergence. This Clingendael Report reviews the state of convergence in the euro area by focusing on nominal, real and institutional convergence. Despite a range of policy initiatives and monitoring systems, convergence has not been achieved neither in terms of monetary and economic performance nor of the quality of governance at the national level. Despite some major successes in convergence, welfare has continued to diverge in some countries and differences in debt levels have increased up to the point of threatening the - economic and political - coherence of the euro area. Public spending also varies considerably while higher public spending does not ensure higher growth levels. The paradoxical situation has arisen in which countries that (drastically) reduced debt levels performed better in terms of growth and reduction in unemployment.

Climate change is compounding the Democratic Republic of Congo’s tangle of problems – a long-running civil war, weak governance, and deeply entrenched poverty and inequality. The country’s future is of global significance: its vast Congo-basin rainforest is a crucial carbon sink and a haven of biodiversity. DRC’s hydropower potential and its deposits of copper and cobalt could enable the energy transition, but a green resource looms over development prospects. Abstract:
Effective migration partnerships with third countries are a declared goal of the European Union. But views diverge on what good migration cooperation looks like. Using carrots and sticks, also known as conditionality, is a controversial strategy to reach the EU’s migration goals. Politicians and experts either frame it as necessary and legitimate, or as post-colonial and counterproductive. Whether one supports conditionality or not, positive and negative incentives have shaped the different types of migration agreements the EU and its Member States have struck in the last decade. Some are formal agreements binding under international law, but most are soft law or handshake deals. They may cover just one specific issue within migration policy, or tie migration to other policy areas. Some are public, others confidential. All these agreements reflect the interests and the leverage which the EU, Member States, and partner countries bring to the table. The three most discussed levers the EU uses to nudge partner countries toward joint migration management are visas, development aid, and trade – the holy trinity of migration conditionality. But the exclusive focus on these three levers is artificial. Europe also uses other levers, such as police or military cooperation and training, diplomatic attention and high level visits, legal migration opportunities, and others. When these levers are used, they generate three kinds of effects: the conclusion of an agreement, common document, or statement (paper), procedural or technical changes (process), and migratory movements (people). But they also bring unintended side effects, such as backlash from the citizens of third countries, or the phenomenon of reverse conditionality, when a third country reacts to threats by reducing border patrols or by supporting irregular onward migration. Lever use of one EU country can also worsen the migration relationship of its EU neighbors with that third country. Despite these high stakes, Europe uses conditionality remarkably inconsistently. Its strategy to create coordination mechanisms to make Member States’ approaches more coherent is hobbled by entrenched realities: The cost of coordination is often disproportionate to its benefits, and turf demarcation hinders cooperation. Thus, the chase for coherent conditionality usage in the EU is at best an uphill battle and at worst a delusion. This report puts forward five recommendations to improve Europe’s migration conditionality use and debate in the future. It draws on case studies that trace the EU’s use of incentives and threats toward Bangladesh, The Gambia, Afghanistan, Iraq, and Nigeria, and distills lessons from them.

The stagnating EU accession process needs political will and procedural changes allowing eastern candidates to advance. In the meantime, they should be more supported to use the full potential of existing opportunities for gradual economic and sectoral integration with the EU. An upgraded Eastern Partnership needs a comprehensive security dimension linking resilience, connectivity, and defense policy, as well as cooperation in the area of the Common Security and Defence Policy. The protracted regional conflicts (in Moldova and the South Caucasus) require a more active EU engagement as existing OSCE formats continue to be blocked, and Russia’s role and military presence weaken. New openings for conflict resolution mean higher demand for the EU’s diplomatic, monitoring, and peacekeeping capacities. A new eastern Neighborhood Policy should be designed for the wider region, connecting the Black Sea and the South Caucasus with Central Asia and thus creating viable alternatives to the competing geoeconomic and governance “offers” of China, Russia, and Turkey.

The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.
