Abstract:
Gender equality is still far from being a reality in Central and Eastern Europe, according to the report Equal Opportunities for Women and Men: Monitoring Law and Practice in New Member States and Accession Countries of the European Union, published by OSI's Network Women's Program. The findings and recommendations in Equal Opportunities for Women and Men are based on monitoring conducted by national gender equality experts and local NGO representatives in Bulgaria, the Czech Republic, Estonia, Hungary, Lithuania, Poland, Romania, Slovakia, and Turkey. The report describes existing national institutional mechanisms, policies, and programs on gender equality, and highlights several shortcomings. The research identified a general lack of awareness among men and women about how gender inequality affects their daily lives as well as a lack of political will to enforce existing national and EU gender equality policies. The report's key recommendations include a call for governments to establish regular monitoring of how equal pay principles are practiced in both the public and private sectors and making these monitoring results public; they urge the governments in Bulgaria, Hungary, and Poland to adopt official gender equality strategies; and appeal to all governments to collect gender disaggregated statistical data, without which gender equality policies can hardly be successful.

Abstract:
Perception1 of security threats is a dynamic process determined by the outside world and the perceiver’s culture, attitudes, expectations, needs, experience and other attributes. Each interpreter, depending on her or his respective analytic point of view, subjectively defines the facts in the security realm. Values, beliefs and cognitions constitute the bulk of any perception, including about security issues. A value is a preference for one state of reality over another. A belief is a conviction that a description of reality is true, proven or known. And cognition is information derived from the environment that can be substantiated through physical evidence or perceptual observation. Cognitions are key elements in establishing perceptual systems and in changing those systems. The threat perceptual systems of the Western Black Sea countries – Bulgaria and Romania, are strongly influenced by their values, beliefs and cognitions as sovereign nations with specific geopolitical positions and interests. They are also shaped in the context of their membership in NATO, as future EU members and as US allies on whose territories would be stationed American military bases.

This Research Report focuses on the issue of the interpretation of the meaning of the term ‘Europeanisation’. It is followed by a discussion of two constraining factors of Europeanising the foreign, security and defence policy. Lastly, it deals with the interrelationship of ‘security’ and ‘regional integration’ – an issue that is generally disregarded by analysts and politicians, but that can lead to a methodological miss-match, creating obstacles to the course of a less contradictory Europeanisation of the foreign, security and defence policy of the EU.

Abstract:
The effectiveness of the UN Counter-Terrorism Committee (CTC) depends on its ability to keep pace with transformations in the global security environment. When the CTC was established in the wake of the September 2001 terrorist attacks, the primary target was understood to be Al Qaeda and its international network of related terrorist groups. In order to secure its central role and relevance among multilateral counter-terrorism efforts, the CTC must find more creative ways to collect, assess, and disseminate information about current counter-terrorism capacities and to facilitate the provision of needed technical assistance by potential donors in a timely and sustainable manner.

"One of the issues the Democracy Assistance Dialogue will concentrate on is the empowerment of women in public life. As agreed on in Rome Ministerial meeting of DAD on 25 November 2004 "Democratic development requires inclusion of women as an active and essential component of society. To stimulate active participation of women in democratic practices is also a fundamental priority. The Dialogue shall support efforts aimed at promoting women's participation in political life and active contribution to democratic projects and programs. Indeed, a substantial gender gap exists in the BMENA region. Like in many other countries, women are the most disadvantaged segment of society simply because they are women. Gender inequality in the region is compounded by high levels of illiteracy among women, In many countries women still cannot enjoy their political rights sufficiently and their chances of social and political participation are completely blocked. Gender related discrimination is a major impediment to democratic reform in the region. If women constitute half of their respective societies, then, along with men, they should partake in decision-making pertaining to their common future.

Abstract:
This study aims to map the relations between democratization and mind-setups, and focuses on gender as a powerful tool. The immediate answer to the gendered mind-sets in Turkey, would be that the norms and schemes that refer to gender relations are conservative and anti-democratic until they are shifted and even shattered by men and women in their daily life activities. Yet, this study shows that such and assumption is highly limited if not problematic: In order for the daily life experience to present an elbow room to exercise personal empowerment strategies, a capacity of subjectivity is necessary, and it has been observed that this capacity is fundamentally damaged for most people we have interviewed.

Abstract:
Cyprus is one of the key issues in Turkish Foreign Policy today, probably even more so than it has ever been. A peaceful settlement that optimizes the needs and minimizes the concerns of both the Turkish Cypriot and Greek Cypriot sides is of utmost significance and urgency. A settlement is needed not only to enable Turkey to continue its path towards European accession, but also in order to establish and perpetuate a peaceful coexistence between the two communities on the island. The suspension of efforts to solve the Cyprus issue after the referendum on April 24, 2004, could pave the way for unwelcome developments in Turkey, the EU and in the region as a whole. Therefore TESEV see it as their mission to alert policy makers, opinion leaders and diplomats of the urgency of the issue. As has been stated previously on different occasions, TESEV has three major areas of activity: Democratization, Good Governance and Foreign Policy. There has been a dynamic wave of political, economic, judicial and legal reforms in Turkey vis-à-vis her prospective membership of the European Union. Internal dynamics for democratization, local governance, fiscal policies, transparency and judicial reform and new perspectives in foreign policy have been subjects of concern in this process. These subjects are also the determinants of TESEV’s major program axes. The Foreign Policy Program, one of TESEV’s three main program areas, has been dealing with the Cyprus issue at both governmental and non-governmental levels, with specific reference to the Annan Plan. We support the Annan Plan as the basis for a viable solution. This monograph provides a historical account of the problem and settlement efforts, elaborates the Annan Plan and provides some suggestions for the way forward.

5908. What Are Nuclear Weapons For? Recommendations for Restructuring U.S. Strategic Nuclear Forces

Abstract:
This report is aimed at revising the current US defense strategy towards Russia to more closely represent the recent policy shift towards cooperation. It advocates the reduction of the U.S. strategic arsenal to 500 operationally deployed nuclear warheads and 500 responsive forces. Such a force would be composed of existing warheads and require no new nuclear weapons while maintaining the diversity of force that protects against common failure modes. The report concludes that the United States can enhance its national security by strengthening the nonproliferation regime.

5909. Beyond the Mountains: The Unfinished Business of Haiti

In early 2004, the 200th anniversary of Haiti's independence, violence once again burst into flame as rebel soldiers overran much of the country and forced President Jean-Bertrand Aristide to resign. The country the soldiers fought over is the poorest in the Western Hemisphere, one of the poorest anywhere. Its infrastructure—roads, electricity, water, sanitation—is deteriorating, almost to the point of nonexistence. The schools cannot make a dent in the illiteracy rate. The health care system cannot stop the spread of preventable diseases. The months of political violence, following years of government repression, have made living conditions worse—at least in the short term. The international community, which reduced its presence in Haiti several years ago in response to the corruption and mismanagement of the government, must now return to help Haiti recover, restore order and stability, and complete the job of establishing truly democratic values and institutions. The few bright spots in the chaos and dysfunction that have overwhelmed Haiti are a small number of successful civic organizations that desperately need funding to survive and expand. FOKAL, the Soros foundation in Haiti, is a leading force among these grassroots groups. FOKAL stands for the Fondasyon Konesans Ak Libète in Creole (in French, the Fondation Connaissance & Liberté). Its programs improve conditions for young people and rural communities, instilling optimism and hope and a commitment to work for the common good. Through civic organizations such as the ones described in this report, Haitians are tackling a mountain range of problems. A strong civil society offers the only lasting solution to political repression and violence. This report tells the story of FOKAL and some of the programs that deserve support because they work in a country where so much doesn't. It is a journey through the unfinished business of Haiti.

5910. Racing the Deadline: The Rush to Account for Iraq's Public Funds

This report, the sixth in a series from Iraq Revenue Watch, criticizes the timetable set by the International Advisory and Monitoring Board (IAMB) for review of expenditures by the Coalition Provisional Authority’s Development Fund for Iraq (DFI). According to the report, “Under its current mandate, the IAMB has less than three months to account for $7.3 billion of DFI expenditures made by the U.S.-led Coalition Provisional Authority (CPA). Unless the Board is able to work beyond June 30, there is no way it can provide an accurate and public accounting for so much money.” Furthermore, the report concludes that “the delay and absence of IAMB oversight of the CPA is particularly worrying in light of recent reports by inspector generals at the Pentagon, USAID, and the General Accounting Office noting pervasive violations of contracting procedures in the allocation of U.S. and Iraqi funds for the reconstruction of Iraq.” These problems are only exacerbated by the lack of Iraqi involvement in the IAMB, the report notes, bringing into question the legitimacy of the IAMB’s operations in the eyes of the people it was designed to serve.

This report, the fifth in a series by the Open Society Iraq Revenue Watch, evaluates the level of transparency in budget reporting by the Baghdad-based Coalition Provisional Authority (CPA). On the eve of the transition to a new Iraqi government, the report finds that although the CPA’s financial procedures and documents have improved, they still fail to meet internationally recognized standards for fiscal decision-making and reporting. The report calls upon the CPA and the Governing Council to make further improvements in accordance with these standards. Budgetary transparency and accountability can help assure that Iraq does not revert to the tyranny of secrecy practiced under Saddam Hussein.

5912. Disorder, Negligence, and Mismanagement

Abstract:
Recent audits expose serious failures in American oversight of Iraq’s revenues and U.S. reconstruction funds, according to a report by the Open Society Institute’s Iraq Revenue Watch project. The audits—released in late July by the Coalition Provisional Authority Inspector General (CPA-IG)—paint a picture of disorder and negligence. Contractors made little effort to control costs, while the Coalition Provisional Authority, which was in charge of managing Iraqi reconstruction funds, failed to adhere to federally mandated procedures for awarding and overseeing contracts. “The CPA did not do its job regarding the oversight of reconstruction funds,” said Svetlana Tsalik, director of the Revenue Watch project. “It failed to stop the misuse and waste of money that belonged to the Iraqi people and American taxpayers.” An analysis of the data suggests that of $1.5 billion in contracts, the CPA awarded U.S. firms 74 percent of the value of all contracts paid for with Iraqi funds. Together with its British allies, U.S. and U.K. companies received 85 percent of the value of all such contracts. Iraqi firms, by contrast, received just 2 percent of the value of contracts paid for with Iraqi funds. “Government favorites such as Kellogg, Brown and Root benefited at the expense of Iraqi companies whose workers badly need jobs,” said Tsalik. The report, the sixth in a series by Iraq Revenue Watch, finds that 60 percent of the value of all contracts paid with Iraqi funds went to Halliburton subsidiary Kellogg, Brown & Root (KBR)—the same company that Pentagon auditors in December 2003 found had overcharged the U.S. government for as much as $61 million for fuel imports into Iraq. A criminal investigation of KBR was launched by the Department of Defense in February 2004. The CPA-IG audits confirm the findings of previous ones. A report released in July 2004 by the International Advisory and Monitoring Board, the watchdog body set up by the United Nations, found numerous problems in the CPA’s control and use of Iraqi oil assets during the occupation. These include the absence of oil metering to control theft, poor record-keeping on oil sales, an absence of oversight of spending by the Iraqi ministries, the use of noncompetitive bidding procedures for some contracts, and the CPA’s refusal to transmit crucial information to the UN-mandated body. A recent Pentagon audit of KBR’s billing system, which shows that systematic deficiencies in the company’s accounting and billing procedures incurred significant costs to U.S taxpayers and to Iraqi oil revenues, is further proof of mismanagement. Following the model of its American predecessor, the Iraq interim government to date has provided scant information about how it is managing Iraq’s oil revenues.

5913. Controlling Iraq’s Skies: The Secret Sell-Off of Iraq’s Air Industry

In this report the Open Society Iraq Revenue Watch (IRW) looks at Iraq’s national air transport sector, which is presently controlled by the American-led Coalition Provisional Authority (CPA). Despite CPA claims that it intends to return control of the country’s air industry to the Iraqi people, a document obtained by the Open Society Foundations shows that a backroom deal has already sold off 75 percent of the country’s air sector to a single family. The IRW argues that the secret deal is one among a number of suspect agreements that have occurred under the radar in a chaotic post-war Iraq. The report’s authors caution that Iraq risks following a similar path as Russia, where a class of oligarchs emerged after the fall of communism by buying up state assets at below market prices. Controlling Iraq’s Skies recommends that this contract be frozen and an investigation be launched by the International Advisory and Monitoring Board, as well as by the CPA Inspector General. The report also calls on the CPA to compensate Iraqi Airways for damage to its facilities committed by occupying forces, and fees for the use of its facilities.

5914. Aspirations and Reality: British Muslims and the Labour Market

Abstract:
British Muslims face severe obstacles in the United Kingdom's labor market and have a disproportionately high rate of unemployment, according to this report from OSI's EU Monitoring and Advocacy Program (EUMAP). Aspirations and Reality: British Muslims and the Labour Market calls for more effort to meet the employment aspirations and needs of Muslims in the UK, especially Muslim women and young Muslims. "Government, the private sector, and Muslims themselves must ensure that British Muslims are not left out of the workforce," said the report's author, Zamila Bunglawala, who co-authored the Prime Minister’s Strategy Unit report on Ethnic Minorities and the Labour Market. British Muslims seeking employment face multiple obstacles, ranging from gaps in mainstream labor market policy and employer practices, poor service delivery and a lack of faith-friendly work environments. The extent to which Muslims face religious discrimination in the labor market is unknown; the report stressed that further analysis is needed to improve the understanding of the British Muslim group as a whole. Muslim youths are at particular risk of social exclusion. With Muslims set to comprise almost a quarter of the growth in the working age population in Britain between 1999 and 2009, integrating British Muslims into the mainstream labor market must now be a priority for the government, the report concludes.

For historical, geopolitical, domestic and other reasons the enlarged Europe of 25 ‘+2’;’+3’, or ‘+4’ does not have a homogenized vision of the extent to which EU should differentiate itself in the realm of security from the United States of America. This causes fundamental concerns to the new members of the Union and to the other two, three or four that would join in the next few years. The Bulgarian perceptions of this issue cause concerns as to the most appropriate roles and functions of the country in the EuroAtlantic area as well as relative to the Euro-Asiatic neighborhood when the country joins the Union.

At the end of the day, missile defense is and should be here to stay as a key element of U.S., and in all likelihood, European defense strategy for the twenty-first century. The threats are real and there is an emerging consensus about creating defenses against it. While the “macro” issues of ABM withdrawal and initial fielding of the U.S. midcourse segment are behind us, there are very legitimate issues that warrant debate on both sides of the Atlantic. We now need to focus on making the right choices to provide a better balance of capabilities between various strategic, regional, force protection, and homeland security needs. Moreover, U.S.-European engagement on missile defense is potentially, but not inevitably, a win-win proposition—binding alliance partners together geo-politically, creating a layered, multi-national plug and play “system of system” architecture, and enhancing our ability to fight wars together. And, an enhanced coalition war fighting capability is likely to have beneficial spillover effects on the broader Transatlantic relationship; it is axiomatic that countries that fight wars together tend to have congruent interests in a range of areas. But for this to happen, Europe needs to begin to seriously consider its missile defense needs soon and apply resources to the task and the United States needs to resolve the underlying technology transfer issues and questions of roles and responsibilities. Thus, with hard work and good will, multi-national cooperation between the United States and its allies offers “win-win” from the standpoint of strengthening the alliance and our mutual security.

Abstract:
Recent studies of democratization, most importantly Przeworski, Alvarez, Cheibub, Limongi, 2000 (PACL), question the modernization hypothesis that richer countries are more likely to be democratic. PACL claim instead that transitions to democracy are unpredictable, but once there, countries can remain democratic with higher levels of GDP per capita. We retest this hypothesis using an expanded data set and a three-way, rather than two-way, categorization of regimes: autocracies, partial democracies, and full democracies. We find that the modernization theory does hold up well, contrary to PACL’s findings: greater levels of prosperity do predict when countries are likely to leave autocracy and stay fully democratic. Partial democracies, on the other hand, emerge as the most volatile and least predictable category of regimes. We also find considerable support for Acemoglu and Robinson’s (2002) theories on inequality and transitions. Our analysis highlights the need to better understand the workings of partial, or unconsolidated, democracies, as these are also the countries most likely to enter external wars or fall prey to internal failure.

5919. Turkish Debt 1990-2002: How Did We Get Here

In the first year of Turkey’s currency crisis, Turkish public debt increased from what was then a “reasonable” level, to one that was judged to be unsustainable by a wide array of observers. As we went to print in late 2004, public debt, as a percent of national income, had significantly fallen, thanks to fiscal austerity, strong growth, and appreciation of the lira, but it was still above its pre-currency crisis levels, and the debate on public debt lived on. How did Turkish debt increase in the 1990s, and in the immediate aftermath of the crisis? What were the key drivers of this build-up? What lessons were to be drawn from the experience? These are the questions that were being asked regarding the nature of this dramatic experience when the project first took off in early 2003, and are still a matter of great interest now. In fact, debt dynamics was already worrisome before the currency crisis, and had been on a sharp upward trend since the early 1990s. We attempted to resolve whether debt accumulation was due to fiscal profligacy or rather high real interest rates. Interestingly, primary balances of the public sector, other than in the early 1990s, were not very large. This suggested to us two possible reasons for the increase in debt: concealed deficits and high real interest rates. Each of these explanations too, had it’s own camp of adherents. The paper endeavored to decompose, as precisely as possible given the data limitations, the increase in the stock of debt into its most relevant components, namely primary deficits from each public sector component, concealed deficits, valuation effects, and real interest payments. The project took off in late 2002/early 2003, under the leadership of Şerif Sayin, the Director of TESEV. Murat Űçer of Eurosource Turkey guided the project in its initial stages, suggesting, for instance, the study of both the micro and macro aspects of what we named in the paper “debt-generating processes”, and provided feedback throughout. He also edited parts of the paper and contributed to the executive summary. Izak Atiyas of Sabanci University, one of our peer reviewers, made substantial contributions, in particular in the section on duty losses. He, along with Şerif Sayin, and most notably Ferhat Emil, author of the accompanying paper “Kamu Borcu Nasıl Oluştu ? Bu Noktaya Nasıl Gelindi ?” and TESEV program director, helped to interpret the initial results and to incorporate the relevant Turkish institutional aspects into the paper. This paper represents the views of four individuals with academic backgrounds in social sciences who are familiar with the new dynamics of world politics as well as the language and practice of democratization. The authors of the paper are convinced that there is need for change in the direction of democratization in the Broader Middle East and North Africa (BMENA) region. Rejection of this need is unrealistic. A dilemma in the recent debates of democratization and reform in the BMENA is that the US, the very country that pushed the initiative for democratization to the forefront, suffers from a tide of anti-Americanism in the Middle East. The sights of torture of Iraqi prisoners further heightened anti-Americanism in the region to unprecedented levels. Such an environment hinders the legitimate discussion of democratization in the BMENA. However, the need for democratization in the region is obvious and increasingly appreciated, and thus should be assessed on its own merits.

5923. Keeping Secrets: America and Iraq’s Public Finances

Keeping Secrets, a report from the Open Society Iraq Revenue Watch project, concludes that Iraq’s public finances have so far fallen short of international standards of accountability. The report was released on the eve of an international donors’ conference for Iraq in Madrid, scheduled for October 23–24. It calls for greater transparency in the management of the Development Fund for Iraq (DFI), the central repository for U.S. reconstruction assistance as well as Iraqi oil and gas revenues. The Coalition Provisional Authority (CPA)—the U.S.-established governing agency in Iraq—has delayed the establishment of a crucial oversight body and refused to disclose basic information about large purchase contracts and DFI expenditures, the report says. Keeping Secrets calls on the CPA to reverse these trends and offers a set of recommendations, including increased Iraqi involvement in the DFI, more substantial oversight authority for the United Nations’ International Advisory and Monitoring Board, and better public access to information.

In late July 2003, Iraq’s Coalition Provisional Authority announced a tender to provide wireless telecommunications services for two years to Iraq. Expanding telephone access is a critical step toward improving Iraqis’ lives. Telecommunications contracts also provide lucrative opportunities for providers. If the United States is to succeed in its goal of building a capable and transparent public administration in Iraq, it is important that Iraqis are included in the contracting process and that the terms of the tender are not designed to preference U.S. companies. This report from the Iraq Revenue Watch project of the Open Society Central Eurasia Project describes some concerns with the mobile phone tender, and provides recommendations on how to improve the transparency and inclusiveness of subsequent tenders.

In February 1998 the Council of Ministers (the Cabinet of the Bulgarian Government) with its Decree # 44 approved the ‘Plan for Organisational Development and the Structure of the Armed Forces till the Year 2010’, known as Plan-2010. Only twenty months later, with the exactly same ministers as members of the Cabinet and no changes in the senior military leadership of the Bulgarian Armed Forces, the Government approved radically different plans for defence reform, known as Plan-2004. This paper explains the seemingly abrupt change in the Bulgarian defence policy since the spring of 1998 with the introduction of a rigorous, albeit at the time rudimentary, defence planning process, solid civilian participation and strict oversight of every stage of the process. Our main thesis is that adequate defence reform plans, and developments in defence in general, result from a defence planning process based on goal-oriented interaction between expert civilians and the military and rigorous political—that is also civilian—control over defence policy. The institutionalisation of such defence planning process presumes relevant normative and organisational changes, as well as adequate qualification of the personnel involved. It may be further facilitated by implementation of information systems and decision support tools. Ultimately, however, the institutionalisation requires organisational culture that not only tolerates, but also encourages differences in opinion and rationality, while promoting cooperative decision- making and individual responsibility for planning and plans implementation.

In the evolving situation of EU and NATO eastward enlargement within a dramatically changed global security environment Bulgaria’s role and prospects are shaped by powerful yet hard to organise and realise in practice interests: First, the interest of serving as a reliable boundary state of both EU and NATO while projecting the image and influence of a trustworthy bridge, linking a stable and well established region of EU and NATO states with countries of a still shaky though bearing positive economic opportunities area. With the support of EU and NATO Bulgaria is in a position to mobilise its potential to serve these uneasy jobs. Second, the interest not to be pushed or even just to be left in the position to choose between the EU and NATO as well as between the EU and the leading NATO country – the United States. Bulgaria’s perceptions of the world – from the point of view of EU and US interaction, is a place, calling for cooperation in approaching and solving the hard issues of the globe and not for trying to counter-balance the Americans. Any other reading of the EU/US relationship by Bulgaria would practically dilute and even dissolve the country’s chances to play an effective and forward targeted boundary and bridge roles. Third, the interest to project to the contending for EU and NATO membership countries in the Balkans and in the Black Sea area the lesson Bulgaria has learnt in the accession years, that joining the two institutions is not an issue of geopolitical bargaining, but one of mostly meeting standard conditions that would lead to social and economic progress of the aspirants themselves and make them compatible with the other members of the Union and the Alliance.

ecent events elsewhere in Latin America–specifically, an acute political crisis in Venezuela and a groundbreaking election in Brazil–have pushed Mexico off the front pages of American newspapers. Nonetheless, it is worth remembering that Mexico, our closest and most important Latin neighbor, is a major customer for our products and the source of many essential imports, most notably oil and gas. It is also a country with which we have intense cultural and human relations, far more indeed than most Americans realize. Its progress toward becoming an open and more modern society therefore deserves far more attention. President Vicente Fox is nearing the midpoint of a six-year presidential term. The next major marker will be elections in July concerning all the seats in the lower national legislative chamber, all the governorships, and the legislative assemblies in eleven of Mexico’s thirty-two states.[i] These elections inevitably will be interpreted in part as a referendum on Fox’s administration–the first drawn from an opposition party in more than seven decades. At the same time, they will tell us to what degree the ousted Institutional Revolutionary Party (PRI) has managed to reinvent itself and become nationally competitive in a more pluralistic and open environment.

Turkish-EU relations entered a new era with the decision to declare Turkey a candidate country for membership at the Helsinki summit of December 1999. i Since then the adoption of the Accession Partnership Document (APD) issued by the EU in December 2000ii and the National Programme issued in April 2001iii by the Turkish government have set an agenda of issues to be addressed in preparing Turkey’s accession. In general, considerable public attention has been given to the reform s that Turkey must introduce to meet the Copenhagen criteria and to foreign policy issues such as the question of Cyprus. One aspect of both documents that has received little attention is Justice and Home Affair (JHA) issues. JHA is an area of the European integration process that has not yet become supranational. Instead, member countries have preferred to address issues to do with JHA through intergovernmental cooperation. Nevertheless, an impressive level of EU acquis has been developed and candidate countries are expected to harmonise their legislation and practice to it. Central to JHA issues is asylum, irregular migration and visas. Once the geography of the EU became borderless for the citizens of member countries, the questions of common asylum and immigration policies acquired heightened importance. The need to coordinate policy increased and the EU has gradually edged toward a common asylum and immigration policy. The 1997 Treaty of Amsterdam includes a commitment by member states to develop such a policy within five years. Once this is achieved the development of common immigration and asylum policies will come under the Council of Ministers’ power.

5933. Inside Baltimore's Safety Net

This report presents data from a series of surveys of safety net organizations, clients who access care at these sties, and the providers who work there. The goal of this project was to identify issues and needs facing clients at these sites and the unique role of safety net organizations in meeting these needs. An additional goal was to identify potential challenges to the mission and capacity of this network of providers that is caring for society’s most vulnerable and needy individuals. The surveys were conducted by medical students participating in the Soros Service Program for Community Health. This summer internship, part of the Open Society Institute’s Medicine as a Profession initiative, places first year medical students from around the country in community-based organizations for a seven-week internship. The students get to experience first-hand issues facing patients trying to access care in the face of poverty, addiction, abuse, and homelessness. They receive mentoring from a very talented and committed team of community providers and participate in an intensive curriculum that focuses on issues of professionalism facing physicians. The goal is to introduce students early in their education and training to positive examples of empowered communities and providers serving the needs of traditionally disenfranchised patient populations and to introduce the concepts and practice of patient advocacy.

The EU Accession Monitoring Program of the Open Society Institute was initiated in 2000 to encourage independent monitoring of the process by which the European Union is considering applications for membership from the ten candidate States of Central and Eastern Europe. The Program aims to contribute to this historic process by producing monitoring reports to complement the evaluations already being conducted by the European Commission, as reflected in its annual “Regular Reports” on candidate States’ progress towards meeting accession criteria. The enlargement of the European Union is a positive development, and independent monitoring is one means of magnifying its beneficial effects, both within the candidate States and in the EU itself.

Facing commonalities and yet fully aware of differences, this paper addresses the question whether there is a broader regional identity in the Balkans, which transcends national boundaries. It is critical to define what that specific identity means, what its political implications are, what the relationship between things national and regional is. Assuming identities and collective solidarities tend to be “discursively constructed, particularly enacted, and historically situated” (Wendt, 1994) or “plural, malleable, flexible” (Ferguson and Mansbach, 1994), I argue that as far as the Balkans are concerned there are both unexplored possibilities and a number of impediments in the quest for broader and multiple conceptions of belonging. The paper proposes a middle way of dealing with the issue of the relationship between national and regional which focuses on the proposition that a regional system of international relations is gradually emerging, which configures state-to-state interactions in particular ways and provides grounds for new identifications. The first section of the paper underlies the merely practical implications of the project of self-determination and particularisation that has governed Balkan politics for at least 200 years and has triumphed with the last wave of national secessionism in the 1990s. The imperative to come up with modes of interstate co-operation inevitably leads to the question what the primary source of disunity is. Making some preliminary theoretical points (second section) and tracing the emergence of national identities and the demise of broader loyalties (third section), the paper proceeds to elaborate on two strategies attempting to reconcile parochialism and regionalism: the revaluation of the exclusivist narratives of ethnocentrism, and the construction of a specific regional political context that the Balkan states participate in. I consider the latter minimalist understanding superior and suggest that it contains the right explanation of Balkan regional identity.

Last July, Mexico underwent a medium-sized political earthquake—it elected Vicente Fox, candidate of an opposition alliance, to a six-year presidential term. In so doing, it ended seventy-one years of hegemonic rule by the Institutional Revolutionary Party (PRI) and unleashed a host of possibilities for the nation’s future. What are those possibilities, and what do they mean—for Mexico and the United States? The truth is that nobody—not even veteran Mexico-watchers—is quite sure. Fox himself is a man of paradox: His relationship with his own party is ambiguous, to say the least, and the platform on which he ran points both left and right, as do his cabinet appointments. Moreover, Mexico itself, long in the thrall of a kind of benevolent authoritarianism, is new to the art of divided government. While there may be some changes in the relationship with the United States, tensions and conflicts based on history, geography, and the vast asymmetries of wealth are bound to persist.

After forty years of politics as usual, Venezuela has suddenly become an object of curiosity to the world’s press. The reason is President Hugo Chávez, a forty-six-year-old former lieutenant colonel who first came to the attention of Venezuelans in 1992 when he and a group of other junior officers attempted to overthrow the government of President Carlos Andrés Pérez. Amnestied by Pérez’s successor, Chávez began a political career of his own, and in 1998, running as the candidate of the so-called Fifth Republic Revolutionary Movement (MVR), he was elected by a decisive majority. Two and a half years later, he is still an enigma—to Venezuelans, to the United States, and to everyone else. Given the centrality of his country to the oil producers’ cartel and, even more, given the current dependence of the United States on Venezuelan oil, he merits a closer look.

Last November Peruvian politics were turned upside down by the revelation that the president’s security chief had been bribing members of congress, other prominent political personalities, and the media. The “smoking gun” was a series of filmed videos actually recording the shady transactions, involving millions of dollars in one of Latin America’s poorest nations. Popular indignation was so great that the president, Alberto Fujimori, diverted a flight to the Asia-Pacific conference in Brunei and went to Tokyo instead, where he precipitously claimed Japanese citizenship and asked for political asylum. At home, one of the strongest political machines in Latin America was dismantled almost overnight. Congress deposed the president, named an interim chief executive and prime minister, and called for new elections on April 8. Thus ends an era in Peruvian politics, one rich in paradox and moral ambiguity. What, one wonders, is next?

Though summer is still with us in the northern hemisphere, Latin America languishes deep in the winter of its discontent. Ten years after the international scene was transformed by the collapse of the Soviet Union and the end of the cold war, many Latin Americans have become disillusioned with their role in the new world order. The principal problem is that in spite of vigorous, in some cases drastic, market reforms, most of the region’s economies are in the doldrums. More to the point, in spite of a significant return of foreign investment to the area in the early 1990s, the number of Latin Americans living in poverty has increased. Public services have deteriorated or in some cases even disappeared. And crime is rampant everywhere, even in cities such as Buenos Aires, where until ten years ago inhabitants boasted-with reason-that their streets were safer at 3 a.m. than those of New York or Los Angeles in daytime.

But the drama unfolding in that tiny country is characteristic of many small (and not so small) Latin American countries today: the inability of democracy alone to address effectively some of the fundamental problems of society. Nicaragua also provides some interesting insight into the peculiar pathologies that afflict postrevolutionary states, and as such may provide some light on what we can expect in post-Castro Cuba and even, eventually, in post—Chávez Venezuela.

On Sunday, October 14, Argentines went to the polls to culminate what must surely have been the most ideological, hard-fought, and potentially decisive legislative election in their country’s history. At stake were all seventy-two seats in Argentina’s senate (chosen for the first time by popular vote[1]) and half of those in the Chamber of Deputies. What made the exercise particularly fraught with political significance was the fact that—coming as it did in the third year of a deep recession—the outcome was bound to be unfavorable to President Fernando de la Rúa, now midway through his four-year term. Given the parlous economic indicators—a near record 16 percent unemployment, laggard or negative economic growth for many months, drastic cuts in social spending with apparently more to come—the fact that the opposition Peronist Party won control of the senate and a plurality in the lower house can hardly be considered a surprise. But more serious still was the fact that, with few exceptions, candidates from the president’s own Radical Civic Union (and its coalition partner) ran against him with equal, if not greater, zeal. To the extent that the election was a plebiscite on de la Rúa’s stewardship, the vast majority voted “no.” What it voted for, however, is far from clear.

The application of geopolitical methodological instruments to the study of Bulgarian foreign and security policy issues has two fundamental causes: first, for many decades this has been a neglected intellectual instrument of international political research – for political and ideological reasons – and, second, the end of the Cold War necessitated an improvement of the conceptual and the analytical tools of security studies in Europe and the world. The traditional approach of ISIS to search ways of improving the security situation by conceptualizing events and processes in a novel way has focused the efforts of its researchers on security problems that cover a broad strategic zone: the Balkans – the Black Sea – the Transcaucasus – the Caspian Sea. Continued cooling – for more than ten years –of bilateral Bulgarian-Russian relations is conceived as one of the problems of this broader strategic and systemically linked zone. The geopolitical and geostrategic model – imposed on Bulgaria by the Cold War divide, the country’s membership in the Warsaw Pact and the thorough domination by the USSR – ended and was replaced by a different reality. The geopolitical projection of the ideological and socio-economic divide was no longer an applicable paradigm. At the same time the balance of power and the geostrategic approaches of understanding the evolving international environment proved to be inadequate after the end of the 1980s of the 20th Century. Russian, and to a lesser extent Bulgarian, politicians lost the orientation and the perspective of the bilateral links. This led to a dramatic diminishing of the meaning of bilateral relations in the general foreign-political engagements of the two countries. Bulgaria had undertaken a clear orientation to market economy, democracy and rule of law – a philosophic course, which logically prioritized the attraction of the European Union as the efficient integration nucleus of Europe, and of NATO – the symbol of stability and guaranteed prosperity in the broader Euro-Atlantic space. Though NATO was no longer perceived in the Cold War antagonistic pattern by Russia, and the very substance of the Alliance intensively adapted to the post-Cold War realities, Bulgaria’s political and security choice of joining the Euro-Atlantic community of developed democratic nations was negatively assessed by the Russian elite.

The average grade of the identified initiatives fell from a “C” to a “C-minus.” This overall finding is borne out if one looks at the individual grades assigned to each of the 19 identified initiatives. ISIS judged that five initiatives remained essentially static, nine received lower grades, and five initiatives received higher grades.

The aims of this research report are: First, to substantiate the meaning of the terms "intervention" and "peacekeeping" in the cases of Bosnia and Kosovo and how this may influence the broader interpretation of these activities in the post-Cold War period. Second, by learning from intervention and peacekeeping, as well as from conflict prevention and post-conflict rehabilitation in former Yugoslavia, to draft the prerequisites of a fundamentally new and more effective approach to international legal regulation of international relations, including to the timely management of regional conflicts. Abstract:
This project approaches the political economy of Islamic resurgence in Turkey by exploring different uses of Islam as a strategic resource. The study is organized in five parts: The first section situates Islamic resurgence in its international and domestic context and shows that Political Islam in Turkey derives its strength largely from its ability to respond to the challenges of the current environment. The second section looks at the manifestations of Islam in business life through an analysis of a) MÜSİAD (The Association of Independent Industrialists and Businessmen) that could successfully bring together a large number of enterprises of different sizes located in different geographical regions of the country, and b) special financial institutions as well as other, more informal arrangements used to generate investment funds on the basis of "relations of trust among the believers". In the third section, marketing strategies directed to Muslim consumers are explored through an analysis of certain advertising agencies and TV channels either owned by sect affiliated groups or known by their closeness to Political Islam represented by RP/FP. In the fourth section, the development of the labor union confederation Hak-Is, an important element in the RP/FP constituency, is discussed. Finally, the conclusion presents a summary of the findings. The findings of the study in these areas suggest that what could be called the economic world of Islam in Turkey is formed by networks of social relations which do not constitute a coherent whole, but appear as separate power blocs which try to reach those groups that feel alienated form the secular westernized political and economic establishment for the generation of investment of funds, for the marketing of specialized products, or in organized interest articulation and representation by business associations and labor unions.

Abstract:
Estimating the size of India and Pakistan’s inventory of separated weapon-grade plutonium and highly enriched uranium (HEU) has become more difficult following their nuclear tests in May, 1998. Both countries treat these numbers as highly classified, partly because such estimates provide a direct indication of the number of nuclear weapons they possess. In the case of Pakistan, what can be surmised is that it has resumed full-scale production of HEU, following a declared moratorium on such production since 1991. Abdul Q. Khan, the father of Pakistan’s uranium enrichment program, announced soon after the Pakistani tests that his country had never stopped making HEU. Although his comment has been greeted skeptically, it indicates that Pakistan may have resumed making weapon-grade uranium well before its tests in May, 1998.

With the end of the bi-polar opposition of the Cold War many countries face the challenge of adapting their defense establishments to changing international settings, lowering budgets, diversified security threats, changing roles and missions of the armed forces. Even countries with well developed and elaborated planning systems find it necessary to rethink the process of defense planning because of the assumptions, methods and images rooted in the Cold War. Balancing goals and resources, defense planners search for tradeoffs between existing force and modernization, between active and reserve forces, between combat forces and supporting structures. Commonly, the security and technological environment is so fluid that not the plan itself is important, but the capability to adapt it without sudden decline in military capabilities while minimizing inefficient spending. Business practices provide helpful examples of dealing with change. The concept of reengineering appears particularly useful for reengineering defense planning in countries with limited experience in democratic defense and security decision-making. This report describes results in reengineering the defense planning in Bulgaria. Although this is just a recent effort, the initial results allow to identify severe drawbacks of the existing planning practices, to identify key issues, and to design efficient sub-processes and supporting organizations. Reengineering the defense planning is an ongoing effort, aimed at a critical nexus in the reform of the Bulgarian armed forces. The successful reengineering is expected to provide a missing link in the democratic control of the Bulgarian military, to allow for synchronization of plans, programs and budgets for the development of the Bulgarian armed forces, and to provide effective and efficient interface with the planning and review process of NATO and the Enhanced Partnership for Peace Program. Slowly but surely, defense planning and reengineering are turning into major components of the new democratic national security decision-making process of Bulgaria.

Abstract:
The decision by India to conduct five nuclear tests in May 1998 threatens to spark an all-out nuclear arms race between India and Pakistan. Both India and Pakistan have developed the capability to produce unsafeguarded weapon-grade plutonium and weapon-grade uranium (WGU) for nuclear weapons. However, until now, both countries have constrained their nuclear competition, preferring to keep their arsenals undeployed. In addition, Pakistan decided in the early 1990s to stop producing weapon-grade uranium, in essence capping its stock of material for nuclear weapons. India is widely perceived to have a significantly larger nuclear arsenal than Pakistan. The following estimate shows that if a nuclear arms race developed between India and Pakistan and Pakistan decided to resume WGU production, India’s overwhelming advantage could disappear.

More than a decade ago, the U.S. Congress established a procedure whereby each year the president must “certify” that a given country is cooperating with us in the eradication of drug production and trafficking. Governments that lag behind, show little enthusiasm for our crusade, or are found colluding with narco-lords are subject to sanctions. Those “decertified” are denied foreign assistance, as well as U.S. votes for loans at the international financial institutions. Such countries–or, rather, our investors in their countries–also become ineligible for premiums from the Overseas Private Investment Corporation (OPIC).

Is the United States on the verge of pushing the major Latin American countries into a new arms race? Time seems to think so, to judge by a long article in the April 14 issue. Subtitled “the inside story of how the Pentagon and big defense contractors got the President to open the way for weapons sales to Latin America,” Time claims to provide the background to the Clinton administration’s current review of arms transfer policy. In so doing, the article revives an old controversy, namely, what role the United States plays (or should play) in the acquisition (or denial) of expensive military hardware, particularly to countries that lie within its own sphere of influence and, in the opinion of arms control experts, humanitarians, and journalists, “don’t need weapons at all.”

This month President Clinton visits Argentina, a major South American country that in recent years has become one of our most valued and trusted Latin allies. His presence there will underscore the special relationship that President Carlos Sal Menem has forged with the United States, a relationship that is a mirror image of Argentina’s historic antagonism toward Washington and all its works. Clinton’s presence will also highlight Argentina’s significant victories in the economic field–in the war against inflation, in the struggle to reestablish creditworthiness, and, above all, in its efforts to attract significant new foreign investment from Western Europe, Japan, and the United States. The visit precedes by about ten days an important midterm election, which in all probability will determine the political lineup for that country’s 1999 presidential election. In this regard, the most important development has been the creation of a multiparty coalition, the Alliance, which will be running joint lists against the candidates of Menem’s own Peronist Party. If the Peronists hold their own on October 26, Menem will be tempted to make a bid for an unprecedented third term. If they are soundly defeated, the struggle for succession within Peronism will begin the morning after. But a victory for the Alliance by no means clearly points the way for the opposition, which is beset by profound divisions of its own. This vagueness makes these elections a particularly interesting lens through which to view Argentina’s continuing evolution.

On his trip to South America last month, President Clinton made quite a splash in Brazil. After starting off badly–dodging a torrent of manure thrown at his motorcade–he ended the week with the local media singing his praises. The secret of his success? The president (a quick study if there ever was one) immediately grasped that the best way to get along with Brazilians was to repeat back to them–with redoubled enthusiasm–what they told him about themselves. Thus, by the time Clinton had been in the country for thirty-six hours, he was expressing his conviction that Brazil, together with the United States, would lead the hemisphere in the twenty-first century. He also went out of his way to insist on his support for Mercosur, a subregional trade agreement-cum-political alliance of whose existence Clinton was probably only peripherally aware before his trip. In so doing, he seemed to be writing off an entire continent to the Brazilian sphere of influence.

5963. The Bulgarian Military Education at a Crossroads

The Bulgarian system of military education is the most important source of officers for the Armed Forces. More than ninety percents of the Bulgarian officers are graduates of one of the three service academies. Furthermore, the graduation of the "G.S. Rakovski" Military College of the General Staff is a prerequisite for an appointment at commanding positions above battalion level, and the completion of the newly established strategic course at the "Rakovski" college - a requirement for command positions above brigade level. Therefore, we examine the quality of military education as a factor determining the future of the Armed Forces. Since the 1960s, the service academies provide higher education to their graduates. Shaped after the Soviet style, the five-year long education at the academies is highly specialized with a strong emphasis on engineering sciences. This specialization reflects the compartmentalization of the Armed Forces, and continues during the officer education at the "Rakovski" military college. Although such education might have been rationalized in the years of the Cold War, in the author's opinion, it does not meet security, technological, and organizational demands of the post-Cold War era. The current requirements to military education are shaped by the new world political order, economic, technological, and legal factors, and the development of Bulgarian democratic institutions. Some of these are general for military educators worldwide, while others are specific for the present situation in Bulgaria. Of a particular importance is the role of the military education for the development of democratic civil-military relations in Bulgaria. The most important single factor demanding change, however, is the Information Revolution and the corresponding Revolution in Military Affairs. More than ever, military must be educated to anticipate change, cope with ambiguity, question traditional boundaries, and lead organizational transformation. To be effective, Bulgarian military needs a rapid transformation. The Bulgarian system of military education and the people responsible for it have the unique opportunity to lead in this transformation. They will either lead it or military colleges and academies will become anachronisms.

The problems of peace and security in Europe occupy an important place in the public conscience. New ways of improvement of the security situation are constantly being examined. The lessons learned from the terrible events in former Yugoslavia show us there is a lot to be done. Europe needs new and better instruments for strengthening of stability and security, applicable to all countries. This Research Report offers some ideas in that direction. The dissolution of the Warsaw Pact increased the number of countries in Europe whose national security interests are being defended mainly by themselves. The usefulness of all the international efforts, like the Helsinki Final Act, the Declaration of Madrid Meeting and the CFE Treaty is indisputable. They treat the problems of the then existing two opposing military alliances. The efforts of the people who gave birth to these processes deserve the highest estimation and respect. Now new steps towards a further development of the confidence and the security of our continent are needed. Our special interest is directed to a higher transparency in the military area.

Abstract:
The Balkan security is a measure and a means for guaranteeing an acceptable level of economic welfare, human freedoms and stable peace for the states in the subregion and for the whole of Europe. The traditional views of a military concept about the building of state's security systems (by means of defending their integrity, sovereignty and independence) are focused on the usage of power in the international relations. If we take a deeper look into the Balkan security problem we will see that these views are getting more and more irrelevant to the new strategic environment. Though the military fundamental does not disappear, it gives way to other determinants. It is getting more and more obvious that the erosion of the economic and the social public tissue eats away the traditional institutions of the law, of the power and of the statehood. It also aggravates the building of modern civil society. The economic and social destabilization leads to the escalation of crises and conflicts, that pass over the reasonable political and legal limits. The acute clash of interests takes the uncivilized guise of genocide, ethnic cleansing, terrorism and other crimes against humanity. In the new strategic conditions security means more than territory and sovereignty. Economic security and welfare and the protection of civil rights begin to dominate subregional security. More and more often we also add to the latter the problems of national and transnational security. These three factors form the foundations of the stable regional development concept. When we combine them with the opportunities for technological transfer they give us the real measure of social development, there by contributing to keep crises under control, to prevent conflicts and to build peace.

Leaving theoretical questions aside, the measurement of human rights is often considered to be appropriate in evaluating a country's human rights situation. Such data are used as an auxiliary tool of exogenous pressure, which is known as political conditionality whereby aid is related to specific political practices. Often human rights organizations of the South ask for the instrument of political conditionality against repressive regimes. However, exogenous pressure directed mainly towards elections and the respect for political human rights may be criticized as a kind of imperialistic attitude, trying to implement Western values in Non-Western societies.

As Mr. Barber Conable observes in his Foreword, the World Development Report 1991 "synthesises and interprets the lessons of forty years of development experience" (p. iii). In view of the World Bank's leading role in development financing for poor countries around the globe over much of this period, this is clearly an important document. The Report is necessarily being taken very seriously in policy making circles throughout the developing world. It is therefore essential that there should be a full analysis of its intellectual approach and the evidence underlying its conclusions.
