251. Three Dilemmas Facing the Indo-Pacific’s Regional Order

Abstract:
For decades, an international order delivered security and prosperity to the Indo-Pacific. The order was based on U.S. military hegemony and alliances that preserved the strategic status quo and multilateral cooperation that enabled economic development and growth. That order is now under strain. The COVID-19 pandemic is challenging the order’s founding principles, prompting some regional states to limit their interdependency in certain sensitive sectors under the guise of supply chain resilience. The pandemic was not the first challenge to test the order; serious threats began to emerge over a decade ago, with the global financial crisis of 2008, and were sharply exacerbated by China’s economic rise and strategic revisionism, which threatens U.S. military and economic primacy and the territorial status quo. The United States, India, and like-minded middle-power partners from the Indo-Pacific and Europe have struggled to respond effectively. The other contributions in this series on navigating U.S.-China competition in the Indo-Pacific show how these states have sought to recover from the pandemic while also answering structural threats of revisionism and economic headwinds from decoupling, protectionism and changing integration patterns. Cutting across those specific policy issues are three overarching dilemmas that each state will be forced to resolve when making policy. How policymakers navigate these dilemmas will define the policy settings of their regional strategy.

252. India’s Options in a Contested Environment: Constraints and Prospects

The past year has witnessed tumultuous and unforeseen changes in the global geopolitical landscape due to the pandemic. While India struggles to contain its devastating second wave, it is simultaneously confronted with a significant national security challenge from across the disputed Himalayan border with China. A skirmish along the Line of Actual Control (LAC) that started in May 2020 escalated rapidly into a full-blown crisis, with clashes in Galwan on June 15, 2020, causing casualties on both sides. After multiple rounds of talks, the crisis remains unresolved and has starkly exposed India’s lack of credible deterrence that could either deny or punish China’s belligerence across the unsettled border. In response to the border crisis, the Indian government promoted and contributed to the rapid coalescence of the quadrilateral security dialogue (Quad)—a loose coalition of the United States, Japan, Australia, and India. Notable milestones in the Quad’s accelerated development include the addition of Australia in the Malabar series of naval exercises and several high-level meetings of officials from the four countries, the highest-profile of which being the first leaders’ summit in March 2021. The assumption that India’s sudden moves to consolidate the Quad were driven primarily by Chinese actions along the LAC may be debated. Nevertheless, if that is the case, it follows that India views its renewed efforts in coalition-building as part of a solution to its China problem. Though the Quad may be useful in tackling security threats in the larger Indo-Pacific region, in the near term, it is unlikely to meaningfully contribute to bolstering India’s ability to deter China along land borders or in the maritime domain.

253. Preventing Nuclear Proliferation and Reassuring America's Allies

Abstract:
In recent decades, the threat of nuclear proliferation has emanated primarily from the Middle East and from south and northeast Asia. But the proliferation threat wasn’t always concentrated in these regions. Long before countries like North Korea and Iran topped the list of nuclear threats, leaders in Washington and elsewhere worried about a different group of countries—America’s allies in Europe and Asia. Indeed, in the early 1960s, intelligence officials projected that by the mid-1970s there likely would be 10 to 15 nuclear powers in the world within a decade, as countries like Australia, Germany, Italy, Japan, South Korea, and Turkey would opt to join a growing nuclear club. The nuclear Non-Proliferation Treaty (NPT) of 1968 was designed to prevent this, and it did. But it succeeded in large part because of a concerted US effort since the 1960s to reassure its allies around the world that America’s nuclear umbrella would extend to their territory and ensure their security. Rather than developing their own national nuclear capabilities, key allies in Europe and Asia opted to rely on the US nuclear guarantee instead. Since the NPT entered into force in 1970, just four countries (India, Israel, Pakistan, and North Korea) have acquired nuclear weapons. More recently, however, questions about the credibility of the American nuclear guarantee have arisen again in Europe and Asia. Allies in both regions confront growing military threats from a resurgent Russia, a rising China, and a nuclear North Korea. At the same time, successive US administrations have sought to retreat from some longstanding commitments, leaving America’s allies around the world uncertain whether they can still rely on the United States for their defense and security—nuclear and otherwise. So far, the discussions about nuclear deterrence and reassurance have played out largely beyond public view. But the issue is becoming increasingly salient, given growing threats from Russia and China especially, and growing doubts about the United States. America and its allies cannot ignore this new reality. For if we are to prevent new nuclear proliferation among these allies, it is essential to acknowledge that what has long been unthinkable is becoming thinkable once more.

The new Biden Administration will face global crises on multiple fronts. COVID-19, coupled with conflict and escalating climate disasters, is leading to one of the most disastrous humanitarian and hunger crises in the last century. In the past decade, previous Administrations have demonstrated the value and impact of food security and nutrition security programs for alleviating hunger and malnutrition and for reducing the threat of conflict and governmental instability. As a result of targeted and thoughtful assistance, there are 23.4 million more people today who live above the poverty line and 3.4 million more children are free from stunting. More than 5 million families now live free from hunger and billions of dollars in agricultural sales have been generated. The Biden Administration has the opportunity to build on a strong foundation of work. To strengthen this programming in the next decade, key considerations should include: Creating a more resilient and healthful food system that is capable of absorbing shocks and stressors. Systems thinking—especially the integration of food, nutrition, health, climate, and agriculture—can drive sustainable outcomes. Building inclusive partnerships from the beginning to create sustainable and resilient communities. Investing in agricultural economies beyond US borders should be understood as an investment in critical infrastructure that stretches back to our own heartland.

255. US, Japan, and South Korea Coordination Key to Competing in Southeast Asia

In picking fronts that offer the paths of least resistance, trilateral cooperation will maximize the presence of all three countries in ASEAN, maintaining balance in the region and making collective progress toward economic and development goals. Despite its size, economic dynamism, and geographic position, Southeast Asia has received comparatively little attention in US foreign policy. Even as American policy becomes more focused on China, the United States lacks a coordinated strategy to respond to and compete with China’s vast trade and investment in Southeast Asia. But most ASEAN countries are wary of China’s growing influence and would be open to US involvement as they look to diversify. To take advantage of this opportunity, the United States must supplement its focus on the South China Sea with diplomatic and financial efforts on land. These efforts should offer an alternative to China’s largesse but should not seek a direct competition in hard infrastructure or in terms of dollar amounts invested. Nor should the United States go it alone. Instead, it should seek to cooperate with its allies—Japan and South Korea in particular—to pursue their respective competitive advantages. These include identifying and investing in small- and medium-sized enterprises in ASEAN, developing human capital in the region, and conducting joint maritime cleanup activities in coordination with ASEAN countries. Creating coordinated activities with Japan and South Korea in Southeast Asia should be the first step for the United States to roll back China’s influence in the region. But these efforts will need to be calibrated to ensure that they focus on the needs of countries in the region and not just engulf the region in the US-China competition.

256. Cooperating, Competing, Confronting: US-Japan-South Korea Trilateral Cooperation as China Rises

Abstract:
The US-China relationship will be one of the most important in defining the international order in the 21st century. As the two countries enter an increasingly competitive phase in relations, both must manage the policy mix of confrontation, competition, and cooperation. If mismanaged, competition could quickly tilt toward miscalculation and armed conflict. For the United States, a poor mix of these policy elements could also lead to a hastened US decline, rapidly ceding the Asia-Pacific to China’s leadership, leaving regional allies at risk of coercion under the threat of China’s military and economic power. The nature of the challenge posed by China, the economic interdependence in the region, and serious questions about US leadership necessitate a fundamental reevaluation of trilateral cooperation. Effective US policy in the region hinges on getting policy right with the two most important US allies in the region—Japan and South Korea. While alliances are among the most important advantages the United States holds in its competition with China, South Korea and Japan hold particular importance given the values they share with the United States, as well as their dynamic economies, growing military capabilities, influence in the region, and geostrategic location. But the inherent advantages of these allies can only be drawn upon if the United States recommits itself to the region and to investing in and upholding these long-standing relationships. The persistent doubts about US commitment to and leadership in the region involve not only political will and competence but growing questions of economic feasibility as well. Doubts about the United States are leading Japan and South Korea to consider all options in terms of their security. Unlike the Cold War with the Soviet Union, the United States will not be able to draw a line in the sand, demand that its allies and partners toe that line, and still expect to compete effectively. Such an approach will further erode US credibility and confidence in US leadership. This reality will necessitate a deep mutual trust between the trilateral partners and greater tolerance for the distinct needs and interests of all three countries. A better understanding of how each country views its role in the region, its relationship with China, areas of cooperation, and the limits for each country in dealing with China is vital.

The EU is caught up in a debate over whether to increase its autonomy with regard to the wider world. International developments and crises of recent years have raised the question of whether Europeans should be more capable of managing the risks stemming from their exposure to global trade and possible over-reliance on allies for their security. This report analyses how the pursuit of strategic autonomy transforms EU policies in the field of security, diplomacy, trade, and technology. The report makes recommendations on how the EU can advance strategic autonomy, while striking a balance between protectionist tendencies and the need to stay open to international engagement and cooperation. Instead of focusing on the divisive question of strategic autonomy from others, member states should pay attention to more constructive approaches and concrete actions to strengthen strategic autonomy. In each of the policy fields, the right mix of protection of European assets, provision of the economic and political basis, and the projection of European interests and values abroad will be vital.

Abstract:
Since 2014, after the occupation of the Crimea and part of the territories of the Luhansk and Donetsk regions, Ukraine has remained the object of complex operations of influence from Russia. Effective protection from such operations is possible only if the various components of national resilience are fully explored, from regional media development to the readiness and ability of citizens to resist operations of such influence. This report combines an overview of key legal documents that address the topic of resilience in Ukraine; a description of the socio-political features of the south and east of the country; and the results of an empirical study based on data from focus groups and in-depth expert interviews, as well as significant excerpts from the analysis of public user data and discussions on social media networks. The conclusions and recommendations reflect the main practical task of this report – to improve the understanding of stakeholders in Ukraine of the mosaic-like structure and non-linear dynamics of the development of national resilience, especially its individual components in the regional context. Thus, this report is an important starting point for further applied research, as well as for practical steps to take to strengthen the informational, digital, communication, and cognitive security of Ukraine.

Compliance with international humanitarian law (IHL) is recognized as a critical benchmark for assessing the acceptability of autonomous weapon systems (AWS). However, in certain key respects, how and to what extent existing IHL rules provide limits on the development and use of AWS remains either subject to debate or underexplored. This report aims to help states form and express their views on the legal provisions that already do, or should, govern the development and use of AWS, particularly with respect to the required type and degree of human–machine interaction. It maps (a) what limits IHL already places on the development and use of AWS; (b) what IHL demands from users of AWS to perform and satisfy IHL obligations, whether the obligations are of a state, an individual or both; and (c) threshold questions concerning the type and degree of human–machine interaction required for IHL compliance. In its findings and recommendations, the report does not pre-judge the policy response that should regulate AWS. Instead, it aims to provide an analytical framework for states and experts to assess how the normative and operational framework regulating the development and use of AWS may need to be clarified and developed further.

261. The World Food Programme’s Contribution to Improving the Prospects for Peace in Lebanon

This report aims to provide a better understanding of the World Food Programme’s (WFP) contribution to improving the prospects for peace in Lebanon. Specifically, the report investigates where and how WFP’s cash-based transfer (CBT) interventions in the country make potential peace contributions and looks at how these contributions could be further developed. The findings are based on a review of programme documents, in-depth interviews with a range of stakeholders and field visits to project sites in Lebanon in 2021. The findings suggest that WFP’s CBT interventions can—and do—positively contribute to improving the prospects for peace in Lebanon. However, the conflict and peacebuilding environment in Lebanon is extremely complex and rife with uncertainties. With this in mind, the report emphasizes the importance of taking conflict sensitivity concerns into account and provides 13 recommendations on how WFP’s contribution to peace in Lebanon could be enhanced.

The SIPRI Lecture is an annual event focusing on major themes in peace and security. The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The third SIPRI Lecture, which was held virtually on 24 May 2021, was delivered by HE Dr Madeleine Albright and focused on the theme of ‘Democracy in a Post-Covid World’. The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security stresses the importance of women’s full and equal participation in all efforts towards maintaining and promoting peace and security, including peace operations. More than 20 years after the resolution was adopted, some progress has been achieved in improving women’s representation in multilateral peace operations, but there are still gaps to fill. Specific achievements include the UN and the Organization for Security and Co-operation in Europe (OSCE) launching gender parity strategies and establishing specific targets for women’s participation in their respective personnel. At the same time, the European Union (EU) affirmed its political commitment by increasing women’s representation in Common Security and Defence Policy (CSDP) missions. This booklet provides a data-driven analysis of UN peace operations, OSCE field operations and EU CSDP missions and operations. It uses data visualizations to provide annual snapshots and averages of women’s representation in leadership roles, overall personnel numbers and member state contributions. The booklet supports the efforts of multilateral organizations and their member states to increase the representation of women in peace operations. Having a richer, data-oriented picture of women’s participation in peace operations will help multilateral organizations to identify gender-parity strategies. Finally, it enhances transparency and provides insights into recent trends and developments in peace operations.

264. A Reassessment of the European Union’s Response to Climate-related Security Risks

This SIPRI Insights paper examines how climate-related security risks (CRSRs) are framed and responded to within different bodies of the European Union (EU). The paper finds that CRSRs are framed differently across the EU and that the kinds of actions proposed vary. Although this is not necessarily a problem, a key challenge is that across the EU the prescriptions for addressing CRSRs largely focus on long-term prevention in the form of climate mitigation, on the one hand, and reactive crisis responses, on the other. As a result, the substantial climate change that is already locked in and its related security risks are currently not being addressed. Similarly, this focus overlooks the varied and often complex ways in which climate change can increase risks. The paper concludes that the EU needs to broaden its understanding of and response to CRSRs if it wants to take—and inspire—more effective action to reduce such risks.

265. Climate-related Security Risks and Peacebuilding in Mali

Climate-related security risks are changing the security landscape in which multilateral peacebuilding efforts are taking place. Following a similar assessment of the United Nations Assistance Mission in Somalia in 2019, this SIPRI Policy Paper offers another glimpse into the future of peacebuilding in the context of climate change, this time by providing an in-depth assessment of the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Climate change in Mali has affected natural resource-based livelihoods and contributed to undermining human security in a context of conflict and weak governance. Furthermore, the compound character of climate change is an increasingly strong factor that reshapes social, political and economic contexts, thereby potentially amplifying local grievances and marginalization. These interactions all contribute to hindering MINUSMA’s efforts to support peace and stability in Mali. MINUSMA, however, explicitly and implicitly responds to climate-related security risks. For example, its divisions address natural resource-related conflicts, supporting peace and stability in a context where natural resources are often crucial to livelihoods and human security. MINUSMA also works to reduce its own potential negative environmental impact. Nevertheless, it faces three main limitations in addressing climate-related security risks: prioritization of the issue vis-à-vis the mandate, limited capacity within the mission, and coordination challenges between the mission and the UN Country Team. By analysing how climate change affects MINUSMA’s mandate, and the mission’s responses to it, the insight offered in this paper suggests the need for increased knowledge, training and prioritization surrounding climate security. This applies not only to MINUSMA, but also to other missions located in areas of high climate change exposure, and more generally to the broader UN system.

Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.

267. Iranian Illicit Procurement Scheme to Acquire Controlled Spectrometry Systems Busted

Abstract:
On September 9, 2021, the German Federal Prosecutors Office issued an arrest warrant for a German-Iranian citizen, Alexander J., who is accused of illegally exporting a multitude of laboratory equipment, including four spectrometers, in three separate cases, exports that appear to have also violated the Joint Comprehensive Plan of Action (JCPOA).1 The total value of all the goods exported to Iran is 1.1 million euros. The defendant, Alexander J., is accused of violating the Foreign Trade Act (AWG) and Regulation (EU) No. 267/2012 of March 23, 2012, as amended in October 2015 in response to the establishment of a special Iranian procurement channel in the JCPOA, which places restrictive measures on certain Iranian entities and equipment for export (and related activities, such as brokering). In the first two cases, Alexander J. is alleged to have exported items to an Iranian national whose Iran-based companies were EU-sanctioned front companies procuring laboratory equipment for Iran’s nuclear and ballistic missile programs at the time. Alexander J. further supplied the sanctioned entity with two spectrometers listed in Annex II of this EU regulation, which lists items that are not on the EU dual-use control list (Regulation (EC) No 428/2009 of 5 May 2009) but that could contribute to sensitive activities, including enrichment-related activities, reprocessing or heavy-water-related activities.2 These items require a license on a case-by-case basis. In addition, Alexander J. violated the regulation by providing goods to an embargoed entity. In the third case, Alexander J. exported two listed spectrometers to a different, unspecified Iranian entity, also without the required license.

To meet future security challenges, the United States will need to reassess how it deters adversaries and conducts security force assistance in the region, while becoming more proficient in gray zone operations and information activities. Addressing cultural factors and trends such as climate change will require solutions outside the traditional national security toolkit. In the ninth in a series of TRANSITION 2021 memos, Michael Eisenstadt describes how even with a reduced military footprint, the United States can secure its interests in the Middle East while better positioning itself on the global stage. Since taking office, the Biden administration has declared that it will right-size the U.S. military presence in the Middle East and end America’s involvement in the region’s costly “forever wars” in order to focus on Great Power competition. To meet future security challenges in the Middle East, however, the United States will need to rethink how it deters adversaries and conducts security force assistance, while becoming more proficient in gray zone operations and information activities. Simultaneously, to address the structural and cultural factors that produce regional instability, along with destabilizing trends such as climate change, the United States must look outside the traditional national security toolkit. “The challenge,” the author explains, “is to develop new strategies and operational approaches that employ the military and other instruments of national power in different, more economical, and more effective ways as the attention of policymakers and U.S. force deployments increasingly shift to the Indo-Pacific region and elsewhere.” TRANSITION 2021 memos by Washington Institute experts address the broad array of issues facing the Biden-Harris administration in the Middle East. These range from thematic issues, such as the region’s strategic position in the context of Great Power competition and how to most effectively elevate human rights and democracy in Middle East policy, to more discrete topics, from Arab-Israel peace diplomacy to Red Sea security to challenges and opportunities in northwest Africa. Taken as a whole, this series of memos will present a comprehensive approach for advancing U.S. interests in security and peace in this vital but volatile region.

To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. The authors argue that by taking a strong stand and better uniting with partners and allies, the Biden administration can cut through Moscow’s rhetoric and ultimately promote a sustainable future for Syria.

Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.

274. Strategic Trade Controls in Southeast Asia: A Pandemic Update

The Pacific Forum, with support from the US State Department’s Export Control and Related Border Security Program, held a virtual Seminar on Strategic Trade Controls in Southeast Asia on July 27-28, and August 5-6, 2020 via Zoom. Over 90 people from the Indo-Pacific region representing relevant government departments and ministries, private sector, industry associations, academia, and civil society organizations joined the seminar. Following the conference, several experts in attendance were invited to submit short analytical commentaries for compilation into this volume. Key themes from this conference, along with a summary of each paper contribution, are outlined below. The seminar focused on four substantive topics: (1) the adoption of Strategic Trade Controls (STCs) for nonproliferation and internal security; (2) post-COVID-19 supply chains and trade facilitation; (3) ASEAN and STC; (4) the World Customs Organization, STC, and the exploration of maturity models. Following presentations and discussions on these topics, representatives from several Southeast Asian countries—Philippines, Malaysia, Singapore, Thailand, Vietnam, Cambodia, Laos, Myanmar, and Indonesia—offered updates on the adoption of STC in their respective jurisdictions. Panelists discussed the uneven STC implementation within the Southeast Asian region as evidenced by Singapore, Malaysia, Philippines, and Thailand’s recent adoption or calibration of regulations while others, such as Vietnam, Cambodia, and Brunei have been slower to implement a more robust system. The region’s history of non-alignment, past experience with export controls as a coercive mechanism, prioritization of economic growth, and the view that STC can be used for technological denial fuels skepticism. ASEAN is a late entrant to the development of free trade zones and regional economic integration. Although it seeks to attract international investment, relaxed oversight, susceptibility to smuggling, and a lack of transparency inhibit growth. Some participants suggested connecting STC with the World Customs Organization Authorized Economic Operator scheme as it can exist without a national STC system already in place.

275. Strengthening Regional Energy Governance in the Mekong Subregion

Abstract:
This paper explores the energy trilemma problems in the Mekong subregion and explains the necessity for regional energy governance. The current governmental cooperative mechanisms are an ineffective approach to regional energy governance in the Mekong subregion and should thus be strengthened. Countries of the Mekong subregion are facing the following energy trilemma: energy security, energy poverty, and environmental sustainability problems. This paper argues that regional energy governance is needed in the Mekong subregion because the energy trilemma has transboundary externalities on the Mekong ecosystem and requires regional cooperation to be managed effectively. Effective regional energy governance is based on three components: coordination,general norms, and consideration of the regional context. The existing mechanisms for governance in the subregion are lacking these elements. This paper concludes with three policy recommendations. First, it is necessary to enhance coordination among the subregional mechanisms. By exploring mutual benefits to raise incentives for cooperation and by seeking third-party engagement, more effective coordination may be realized. Also, information sharing may be a way to enhance the mechanisms’ transparency and improve coordination. Strengthened information sharing will enable other subregional mechanisms to understand the scale of the mechanisms’ proposed investments and their impact on the whole subregion, as well as provide potential opportunities for cooperation. Second, it is essential to develop norms and standards for the optimal management of natural resources for energy-related activities. Developing norms and standards may keep nations from choosing norms that benefit themselves but not the whole subregion. Finally, considering the context of the region is important, especially whether the actors share a largely homogeneous ecosystem. If actors in a geographical space share a largely homogeneous ecosystem, considering the negative impacts of transboundary externalities, they will be more willing to make compromises and cooperate to manage the energy trilemma. This paper assesses the engagement of the Association of Southeast Asian Nations (ASEAN) and indicates that the lack of sharing a largely homogeneous ecosystem between mainland Southeast Asia and maritime Southeast Asia has weakened ASEAN engagement in solving the energy trilemma in the Mekong subregion. However, ASEAN should still increase its participation in the Mekong subregion’s energy sector. This would complement its efforts to push forward regional power integration plans such as the “ASEAN Power Grid,” “ASEAN Economic Community Blueprint,” and “ASEAN Master Plan 2025.”

This paper offers concrete policy recommendations and institutional tools for the incoming Biden administration and Congress to revise policy toward the Korean Peninsula. Deterring North Korea will remain a focus of the alliance, but prioritizing denuclearization must no longer monopolize the alliance’s political capital nor paralyze its global potential. The US and South Korea must clarify how shared values translate into policy convergence in security, economy, and technology domains to rediscover relevance in an era of multidimensional structural competition with China. Even without a comprehensive nuclear agreement with North Korea, the near-term priority must be to revitalize the regional security architecture to uphold extended deterrence to South Korea and Japan while institutionalizing a process of managing tensions and capping North Korea’s most destabilizing capabilities. Lastly, Congress must deliberate a viable path toward risk reduction and peace with Pyongyang while advocating for transformational change through advocacy for human rights and freedom of information.

Australia and the United States face great power competition with China due to a narrowing of gaps between them—economically and militarily—in the Indo-Pacific region. This narrowing of gaps should not be a surprise to anyone who did not expect China to be content with static growth and technological inferiority. Great power competition is actually about a rise in parity among competitors. The “edge” previously held by Australia and the United States over China has become smaller; therefore “wins” will be by very thin margins. This means Australia and the United States need to find new advantages to widen their thin margins of excellence and maintain security. This paper will discuss why the Women, Peace and Security (WPS) agenda offers an edge, and how implementing respective national action plans for WPS and partnering widely and strongly with other Indo-Pacific countries on WPS can offer such new advantages.

South Korea has the lowest birth rate in the world, its population—especially its working-age population—has declined, and the pronatalist polices of the past 20 years have not been successful at reversing this trend. Over time, this threatens the country’s economic and fiscal position, as well as its military position as the number of conscripts declines. While more advanced technology can help, over the long term it is no substitute for people, especially in the security realm. Overcoming this will require Korea to either shift to a new economic paradigm or else achieve a second Miracle on the Han River—this time demographic rather than economic.

In September of this year, Australia, the United Kingdom and the United States announced the creation of a new defense pact in the Asia-Pacific region called AUKUS (which is an abbreviation for the names of the member states: Australia, the United Kingdom and the United States). This paper will discuss the objectives of this new tripartite pact as well as the rationale behind the reactions thereto vis-à-vis leading international players and how it reflects the current balance of power and security prospects in the world. Ongoing processes in the world today, including the creation of AUKUS, indicate that China's power and influence have grown so much that the more or less stabile world order may be radically altered if this is not balanced within the security sphere. The main task of the United States (the dominant power of the existing world order) and its allies is to prevent irreversible changes in world order; in particular, those that will accelerate the formation of Chinese hegemony in the Asia-Pacific region and the world at large.

Relations between Iran and Azerbaijan have become unprecedentedly strained over the past month. Iranian military forces are mobilizing across the Iran-Azerbaijan border. At the same time, a new Turkish military contingent was deployed in Azerbaijan and joint military exercises were held in the territory of the Nakhchivan Autonomous Republic.1 Officials from both countries were engaged in an unfriendly rhetoric. It is unlikely that this tension between Iran and the Turkey-Azerbaijan military alliance will escalate into an open, large-scale military confrontation, but, nevertheless, there is the opinion that the Iranian state will continue hybrid warfare in Azerbaijan through the support of political and religious groups in the medium and long term based on the examples of other countries.

Early Warning and Early Action (EWEA) processes seek to identify the risk of conflict, instability and violence. A large number of foresight models can predict which countries and areas may experience what type and what levels of violence. From this, they produce lists of countries and regions at risk which then qualify for policy measures to help improve stability. However, in order to prioritise countries and regions it is equally important to assess the implications (or the cost) of conflict. For example, Early Warning by the OSCE High Commissioner on National Minorities (HCNM) seeks to “prevent tensions from escalating into conflict” and focus on all forms of tension accordingly. UNDP Early Warning seeks to understand how conflict impacts development initiatives and will prioritise countries with those problems. Mandates and interests thus determine priorities.

This CIGI special report is a "cri de cœur" arguing for a new approach to national security strategy and honest, transparent engagement with the reality of the threats we face as a country. It outlines the key threats that we now confront: a vastly altered geopolitical environment with the rising power of China at its core, ongoing and future pandemic threats, climate change security impacts, uncontrolled technological change and the undermining of economic security. Meeting these threats requires a sovereign, made-in-Canada response that protects Canada’s democracy and national interest and that operates within an environment of informed public understanding. Canada must pivot to face looming global threats and can and must do so from a position of knowledge and strength. This special report is the culmination of a project unprecedented in scale and scope in Canada. Beginning in the fall of 2020, CIGI set out to mobilize a large and diverse set of Canadian and international experts to examine Canada’s national security landscape. The CIGI project, Reimagining a Canadian National Security Strategy, features the publication of this capstone report, authored by the project’s co-directors, alongside 10 thematic reports allowing for deeper dives into critical, present-day national security issues. This report makes a series of key policy recommendations to assist the Government of Canada in addressing the challenges of a new security environment.
