Abstract:
Our twelfth IFPA National Security Update examines the current status of the U.S. defense authorization, appropriations, and budget process with a focus on the Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) and assesses its strengths and weaknesses in light of key programs and policies discussed in previous Updates. Topics addressed in our National Security Update series include hypersonic missiles, missile defense priorities, nuclear modernization issues, President Trump's Executive Order on Electromagnetic Pulse, the status of the Space Force, China’s actions in the South China Sea and U.S. options, and the military applications of artificial intelligence. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

Abstract:
France is one of the few nations in the world to benefit from a permanent global military presence. With more than 10,000 military personnel from all three services, deployed across the five continents and the three main oceanic basins, it benefits from the second largest network of prepositioned forces in the world. This global military posture is structured around five “presence forces”, based in Senegal, Ivory Coast, Gabon, Djibouti and the United Arab Emirates, as well as five “sovereignty forces” in the dependent overseas territories of the Antilles, French Guyana, Southern Indian Ocean, New Caledonia and French Polynesia. Over the past twenty years, this unique force posture has been hit by a series of deep budgetary cuts, translating into staff reductions and persisting delays in equipment delivery. As a result, the current military presence is under serious strain, as some capability are now weighing on the ability of these prepositioned forces to contribute as much as they could to the five strategic functions reiterated in the 2017 Strategic Review. These considerations are all the more important given the coming demographic, climatic, economic, geopolitical, and of course military challenges that will dramatically constrain the operational environment of the French forces in the coming years.

203. China Maritime Report No. 11: Securing China's Lifelines across the Indian Ocean

Abstract:
How is China thinking about protecting sea lines of communication (SLOCs) and maritime chokepoints in the Indian Ocean Region (IOR) in times of crisis or conflict? Relying on Chinese policy documents and writings by Chinese security analysts, this report argues that three critical challenges limit the People’s Liberation Army Navy’s (PLAN’s) ability to project power into the region and defend access to SLOCs and chokepoints, particularly in times of crisis: (1) the PLAN’s relatively modest presence in the region compared to other powers, (2) its limited air defense and anti-submarine warfare capabilities, and (3) its limited logistics and sustainment infrastructure in the region.

Abstract:
The European Defence Fund (EDF) is the EU’s newly established defence-industrial policy tool. It will enable co-financing from the Union’s budget collaborative research on defence technologies and joint-capability development programmes. Its goal is to strengthen the EU’s defence industry and, thereby, its military capacity. Implemented since 2017 only in a limited form, the EDF is planned to go full-fledged in 2021–2027. Yet, it will not bring the expected results if its budget remains limited and no consensus is found on the issue of the access of non-EU NATO states to the fund.

205. Watching Over the Taiwan Strait: The Role of Unmanned Aerial Vehicles in Taiwan’s Defense Strategy

Abstract:
Unmanned systems are likely to transform the Taiwan Strait battle space in the coming years. The People’s Liberation Army (PLA) has fielded a large and increasingly sophisticated force of unmanned aerial vehicles (UAVs) opposite Taiwan. This underscores the importance of exploiting advanced unmanned systems to deter opportunistic acts of aggression, and to defeat the PLA’s potential use of force in the event that deterrence should fail. This report examines the current state and trajectory of Taiwan’s indigenous UAV capabilities, and illuminates the role UAVs play within both Taiwan’s defense strategy and the American-led Indo-Pacific security network more broadly. In addition, this report evaluates the PLA’s organizational infrastructure designed for a Taiwan campaign, discusses cross-Strait political-military challenges, and highlights future opportunities to expand U.S.-Taiwan military and security cooperation as part of long-term strategic competition with the People’s Republic of China (PRC).

Abstract:
Varied incremental steps that embody and signal the accumulating commitment to a minimally acceptable common political future for Korea are key to this process. Progressive reduction of cross-border invasion threats through mutual confidence building force restructuring will constitute a virtuous circle of reinforcement for a changed relationship. [Through the] accumulation of the sunk costs of iterative reciprocity North and South Korea will arrive at a point where the demonstrated commitment to smaller restructured military postures is sufficient to allow rapid progress toward a stable level and disposition of arms compatible with a new peaceful political relationship.

Abstract:
Since Libyan warlord Khalifa Haftar initiated his effort to take Libya’s capital, Tripoli, by force on April 4, 2019, Libya has remained in a state of full-on civil war. The conflict involves not only competing forces within the country, but also foreign powers using Libyan clients as proxies for their regional interests. These external actors—primarily the United Arab Emirates, Russia, and Turkey, plus a host of supporting players—continue to exacerbate the chaos as they maneuver for long-term power. Meanwhile, the United States is absent.
