1. Economic Priorities in Post-war Ukraine

Abstract:: Ukraine has been a stellar example of a little reform going a long way. First invaded by Russia in 2014, the Ukraine of 2022 was a different country, with more resilience, more ability, and more depth. As it pushes to repel the Russian aggressor, it is never too early to think about how Ukraine can continue its reform process and become a state that is free of Russia, economically strong, and a model for policy reform. The ways in which Ukraine can attain this goal are contained in the economic roadmap, “Economic Priorities in Post-war Ukraine,” produced by Ukrainian experts and world-class policy advisors under CASE-Center for Social Research and CASE Ukraine and funded by agencies from around Europe and the United States. This report focuses on the essential reforms that will help Ukraine with the post-war reconstruction, as well as enable progress in its efforts on the way to EU membership. Over 30 years of independence, Ukraine has launched almost all of the necessary reforms to build and develop a market economy. In 2014, Ukraine signed the EU-Ukraine Association Agreement, and substantial progress has been demonstrated since then. However, the country fought against a legacy of start-stop reforms and inattention to major objectives such as building the rule of law and encouraging private sector competition. Before the full-scale Russian invasion, it had been making progress in institutional reforms but still had far to go. This report addresses many of the complex tasks that Ukraine needs to complete, with the main challenge being the rule of law, a problem lasting for three decades. Our team of experts propose specific mechanisms to make the transition to a country which respects the rule of law, including ways to improve the judiciary, respect property rights, and encourage private sector competition. The report also examines the question on how the Ukrainian government can attract funding and rebuild the country after the war is over, discussing ways in which the EU and the donor community can be involved. The eventual end of the war also provides Ukraine with a unique opportunity to leap ahead in the European integration process and to finish its institutional reforms. With Ukraine now a candidate for EU membership, the prospects of the integration process, the unprecedented support for integration with the EU in Ukrainian society and the continued support of the West, present Ukraine with a way forward and overcoming the obstacles that have delayed, stalled, or even caused the abandonment of reforms in the past.

Abstract:: Despite the government’s efforts on augmenting the supply of houses, recent estimates suggest that the housing shortage in urban areas have widened. It is a result of the mismatch between the housing needs of the urban poor and the typology of housing supply. The present study analyses and assesses the housing needs of the urban poor using secondary data from 76th round of NSS (2018-19) on housing and living condition vis-à-vis the typologies of housing supplied by public sector. Through this analysis, we highlight in the report the mismatch between the need and supply of public housing and suggest ways to bridge this gap through policy interventions. The choice of housing, its tenure and location for the urban poor is guided by nature of employment they are engaged in, their stage of life and household size. We find that casual wage workers and urban poor are more likely to compromise on housing conditions, amenities, and privacy to locate themselves near to their livelihood opportunities. Urban housing for urban poor is predominantly supplied by the small households that form part of the informal sector however, the quality of housing remains a concern. Housing provided by formal private sector is a miniscule proportion of total housing constructed by them and is not affordable for most urban poor. The current public housing supply is designed to cater to the urban poor remains mostly at the periphery of the cities making them less desirable to the targeted population – lacks tenure diversity and often disrupts livelihoods linages. The study recommends that public sector should focus on diversifying their housing supply based on the needs of urban poor. It should strive to create a robust housing ecosystem that is responsive to the urban growth, evolving economic structure of the city as well as local preference and aspirations. It should also establish modalities for collaboration with formal private sector to develop newer models of public-private partnerships that also involves and incentivizes, informal private sector, especially the small households that are categorized as subsistence landlords, non-profit sector and communities, to supply better quality housing for the urban poor residents.

3. Decoding Digitalization of Urban Governance in India Policy, People and Processes of the Smart Cities Mission and National Urban Digital Mission

Abstract:: The presence of digital technology within urban governance in India is not new. Computerization and the use of enterprise software was encouraged in municipalities through the 1990s, followed by varied e-governance reforms in the early 2000s. These ranged from centralized policies like the National e-Governance Plan (NeGP), to projects such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), and city and state initiatives such as online billing and certification services for citizens and GIS platforms for administrators. The Smart Cities Mission (SCM) launched in 2015, gave a substantial and centralized push for digital interventions by choosing 100 cities to create “smart solutions” for urban governance, planning, and digital infrastructures. These were seen as “lighthouse” cities, expected to create technology-centric solutions that could be emulated by other cities in the mission.

4. The Evolution of India’s Welfare System from 2008-2023: A Lookback

Abstract:: In the 15 years that have gone by, India has seen a significant transition in the social sector, and lived through a pandemic. At the Accountability Initiative, Centre for Policy Research, we have tracked the provision of welfare services and entitlements since 2008, in-step with the country’s evolution over these years. The year 2023 marks a moment to pause and reflect for us as we celebrate our 15th anniversary, and the Centre for Policy Research reaches its milestone of 50 years. But, aside from our legacy of evidence-based knowledge sharing, this reflection is important in one more way. In 2024, India will choose a new government. A lookback on welfare spending and outcomes is an essential first step to understanding future priorities and pathways to development. Drawing from previous Union Budgets, this Special Brief will dive into six major aspects. Firstly, reviewing the sources of funding available with the government. Secondly, analysing trends in expenditures including social sector allocations for key ministries and schemes. Thirdly, the devolution of funds to states who are primary spenders on welfare services. Fourthly, unpacking social sector schemes over the years. Fifthly, analysing select outputs and outcomes over time. Lastly, we offer our own experience by providing a snapshot of the changes in government Management Information Systems which are critical to monitoring welfare schemes, among other aspects. For the purpose of this Special Brief, we are covering the period from 2009-2023. Actual Government of India (GoI) expenditures have been used till Financial Year (FY) 2020-21. For FY 2021-22, figures are Revised Estimates (REs) and Budget Estimates (BEs) for FY 2022-23.

5. Are Immigrants a Threat? Most Americans Don’t Think So, but Those Receptive to the “Threat” Narrative Are Predictably More Anti-immigrant

Abstract:: Joe Biden campaigned on a commitment to reverse many of the Trump administration’s strictest anti-immigration policies. Though many of these policies have either been reversed or halted — including the travel ban for people from various countries, the ban on temporary work visas, and the expansion of the public charge rule, among others —some remain in place.[1] One such policy is a public health rule known as Title 42, which allows for the immediate expulsion of migrants at the border in order to control the spread of COVID-19. The rule was set to be lifted in late December, but its suspension was delayed by the Supreme Court owing to public backlash and fears that illegal border crossings would increase significantly.[2] Meanwhile, independent Sen. Kyrsten Sinema and Republican Sen. Thom Tillis have proposed legislation that would both extend Title 42 and provide a pathway to citizenship for two million people who were illegally brought to the United States as children and are now classified as “Dreamers.” The proposal also includes new resources to speed the processing of asylum seekers.[3] As politicians struggle with how to address immigration issues, Americans’ views on immigration have become increasingly polarized, with Republicans becoming significantly more anti-immigrant in their attitudes over the past few years. Republicans have continually attacked the Biden administration’s handling of immigration, claiming that his policies will increase the flow of immigrants over the southern border and calling for U.S. Secretary of Homeland Security Alejandro Mayorkas to resign. These criticisms are expected to increase now that Republicans have regained control of the House of Representatives.[4] Though the Trump-era narrative still resonates among certain portions of the American public, this report reveals that majorities of Americans do not view immigrants as a threat. But people who are more likely to think of immigrants as a threat — including those who most trust conservative media sources and Fox News — they are considerably more anti-immigrant and less supportive of open immigration policies.

7. Citizens’ Perceptions on Public Safety and Threats to National Security in Kosovo

Abstract:: The following Western Balkans Security Barometer (WBSB) report provides a thorough analysis of respondents’ perception of potential threats to their public safety and national security in Kosovo in 2022. Respondents feel generally safe in their close communities. Nevertheless, the sense of safety gradually decreases as the communities grow larger. Around 77 percent of the respondents declared that they feel safe in their houses, while they feel the least safe in their country (around 33 percent). Respondents’ perceptions between 2021 and 2022 indicate a slow decrease in their feeling of public safety; whereby in the previous 2021 WBSB, 79 percent and 40 percent of respondents stated that they feel safe in their homes and in their country, respectively. On the other hand, almost half of the respondents feel safe on the cyberspace. Brain drain is ranked as the highest threat to public safety, with 83 percent of the respondents viewing it as a threat or high threat to their respective communities. Stray animals and drug abuse are also perceived as highly threatening phenomena. Moreover, respondents are generally concerned about shortages of necessities, however, they express the biggest concerns about the shortages of electricity. On the national level, respondents see the increased prices of goods as the highest threat towards Kosovo’s national security, followed closely by the energy crisis. Pollution and climate change, violent extremism, and COVID-19 are seen as the lowest threats to national security. When asked if COVID-19 continues to endanger public health, almost half of the respondents answered negatively. Further, COVID-19 was ranked as the lowest threat to Kosovo’s national security. Opinions are somewhat divided when it comes to the efficiency of the COVID-19 vaccine on hindering the pandemic; yet 45 percent of respondents believe that the vaccine contributed to curb the pandemic. According to the survey data, the main causes of domestic violence in Kosovo are poor economic conditions and low levels of education. Respondents believe that raising the quality of education, and organizing more raising awareness campaigns are some of the measures that need to be taken by institutions to prevent and fight domestic violence.

8. Monitoring Progress on the Women, Peace and Security Agenda

Abstract:: To advance the WPS Agenda and monitor progress, in 2019 the governments of Finland and Spain initiated Commitment 2025 (C-25). The member countries agreed to track their efforts to increase the meaningful and substantive participation of women along nine specific commitments related to conflict prevention and resolution, negotiation and mediation processes. This agreement currently has 13 signatories: Finland, Spain, Norway, Iceland, Germany, Italy, Belgium, United Kingdom, Bulgaria, Namibia, Canada, Uruguay, and Argentina. The Georgetown Institute for Women, Peace and Security (GIWPS) has partnered with C-25 members to track progress toward the commitments. To increase transparency and accountability while also providing metrics for progress, we collected and analyzed data on women’s representation in political governance, diplomatic, and peace and security institutions. We combined data from various sources to generate analysis and insights about the status of progress on C-25 commitments. Findings indicate that concerted efforts are needed to reach targets by 2025. Despite some progress, women’s participation and meaningful inclusion in matters of peace and security is still lacking. Governments can and must do better including and empowering women in peace and security institutions and processes. The data underscore the importance of continued dedication to women’s empowerment and the importance of holding governments accountable through monitoring progress.

Abstract:: Women’s participation in the design and implementation of Ukraine’s recovery programs is critical to maximize the effectiveness of the reconstruction process, take into account differentiated needs, and bolster post-conflict development. Key recommendations: Promote women’s participation, leadership, and decision-making in Ukraine’s planning frameworks and recovery process. Ensure new funding enables women’s active participation in Ukraine’s recovery and advances gender equality. Establish a gender-sensitive monitoring mechanism for the Ukrainian government to report on recovery progress and collect and analyze sex-disaggregated data. Prioritize the re-establishment of critical social infrastructure and services. Integrate gender equality in Ukraine’s EU accession commitments.

10. Worsening Risk of Mass Atrocities in South Sudan

Abstract:: The United States Holocaust Memorial Museum's Simon-Skjodt Center for the Prevention of Genocide published a report in February 2022 detailing the immediate risk of mass atrocities facing South Sudanese civilians.1 Since then, threats facing South Sudanese civilians have worsened and the government of South Sudan has failed to take action to mitigate these threats.2 Attacks against civilians have continued, leading thousands of people to be killed, injured, or displaced. Experts told Simon-Skjodt Center staff that they feared the world's youngest country would slip back into full scale war. This stems from both the highly complex conflict dynamics throughout the country with different geographic regions experiencing unique forms of violence from distinct perpetrators as well as the South Sudanese government's recent decision to delay for two years the deadline for implementing the peace agreement and for conducting national elections. Their actions suggest that those most responsible for past abuses may intend to cling to power and evade justice for their actions. The need to take decisive preventative and protective action is urgent.

11. Using Targeted Sanctions to Help Prevent Mass Atrocities: Results from Interviews with Experienced Practitioners

Abstract:: The Simon-Skjodt Center’s “lessons learned” project aims to understand better how policy makers, across all levels of government, can take effective action to prevent mass atrocity crimes and protect civilian populations in situations where they face serious threats of group-targeted, systematic violence. We have sought to identify, distill, and organize insights on a range of policy tools—ranging from “naming and shaming” to sanctions to prosecutions—which are sometimes used to help prevent or respond to mass atrocities. To complement our review of the empirical research literature on the use of targeted sanctions, we conducted interviews with people who had substantial policy or operational experience working in the US government on targeted sanctions prior to 2021. The premise for the interviews is that experienced practitioners have important insights about when and how targeted sanctions can be most effective in helping prevent mass atrocities.3 While one can find many ideas about how to use targeted sanctions most effectively, none that we are aware of are: (1) focused specifically on the use of targeted sanctions for mass atrocity prevention and (2) based on the collective perspectives of a set of experienced practitioners. This report summarizes the results of the interviews with experienced targeted sanctions practitioners. Details on the methods employed and the interview respondents are presented in appendices.

Abstract:: On January 19 and 24, the Simon-Skjodt Center for the Prevention of Genocide at the United States Holocaust Memorial Museum brought together a diverse group of scholars, representatives of social media companies, practitioners, and policy makers for two 90-minute virtual convenings to discuss social media platforms, the risks of mass atrocities, and opportunities for atrocity prevention. Motivations for this seminar included (1) taking stock of knowledge about the relationship between social media, mass atrocities, and atrocity prevention; (2) generating new ideas for future research or practice on this topic; and (3) exploring how the Simon-Skjodt Center can play a constructive role in this area. This rapporteur’s report summarizes key observations raised during both discussions under the Chatham House rule of non-attribution and does not necessarily represent the views of all participants. The first session focused on exploring the interaction between social media platforms and risks of mass atrocities. Guiding questions included: • How might social media platforms contribute to risk factors associated with mass atrocities? • How might perpetrators use social media platforms to enact mass atrocities? • How might the relationship between social media platforms and mass atrocities change in the future? The second session focused on social media platforms and the prevention of mass atrocities. Guiding questions included: • How do technology firms and others understand the risks that social media platforms may inadvertently contribute to the commission of mass atrocities? • What steps have firms taken to date to address these risks? • What new or different actions can social media companies take to design and manage their platforms in ways that would help reduce risks of mass atrocities? • What type of regulation of social media platforms would most effectively balance interests in civil liberties and violence prevention?

13. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:: The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

14. External Processing: A Tool to Expand Protection or Further Restrict Territorial Asylum?

Abstract:: Access to territorial asylum is under significant pressure in many corners of the world. Pushbacks at borders as well as pandemic-era mobility restrictions have prevented many asylum seekers from reaching their destinations. And new and ongoing crises, including those in Afghanistan and Ukraine, have highlighted the need to offer protection closer to where vulnerable populations live, and for high-income countries to find ways to share responsibilities with the low- and middle-income countries that host the overwhelming majority of people in need of international protection. This has led to renewed interest in external processing, which involves conducting part or all of the asylum procedure outside a destination country’s territory. Notably, even as countries such as Australia and the United Kingdom have adopted policies to offshore asylum processing to countries such as Papua New Guinea and Rwanda in hopes of deterring spontaneous arrivals, there is growing interest in using external processing in ways that complement existing territorial asylum and expand, rather than restrict, protection opportunities. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—highlights the opportunities that external processing offers as well as the challenges to its implementation and the risks it could pose to territorial asylum. It explores three categories of external processing policies implemented or proposed to date: humanitarian visas, emergency evacuations, and external processing centers. The report also identifies key conditions that must be present for external processing to occur in a protection-sensitive manner.

15. Trusting AI: Integrating Artificial Intelligence into the Army’s Professional Expert Knowledge

Abstract:: Integrating artificially intelligent technologies for military purposes poses a special challenge. In previous arms races, such as the race to atomic bomb technology during World War II, expertise resided within the Department of Defense. But in the artificial intelligence (AI) arms race, expertise dwells mostly within industry and academia. Also, unlike the development of the bomb, effective employment of AI technology cannot be relegated to a few specialists; almost everyone will have to develop some level of AI and data literacy. Complicating matters is AI-driven systems can be a “black box” in that humans may not be able to explain some output, much less be held accountable for its consequences. This inability to explain coupled with the cession to a machine of some functions normally performed by humans risks the relinquishment of some jurisdiction and, consequently, autonomy to those outside the profession. Ceding jurisdiction could impact the American people’s trust in their military and, thus, its professional standing. To avoid these outcomes, creating and maintaining trust requires integrating knowledge of AI and data science into the military’s professional expertise. This knowledge covers both AI technology and how its use impacts command responsibility; talent management; governance; and the military’s relationship with the US government, the private sector, and society.

Abstract:: The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.

Abstract:: In 2022, the number of terrorist attacks in Pakistan marked an increase of 27 percent from the previous year. The number of terrorist attacks in the country also continued to rise for the second consecutive year. A total of 262 terrorist attacks in Pakistan in the year – including 14 suicide bombings –claimed in all 419 lives and injured another 734 people. A 25 percent increase has been recorded in fatalities in the outgoing year as compared with 2021. Pak Institute for Peace Studies revealed these statistics in its annual “Pakistan Security Report 2022”. The report further noted that the proscribed Tehreek-e-Taliban Pakistan (TTP) was becoming a major irritant in Islamabad’s relations with the Taliban government in Kabul as the militant group remained one of the major actors of violence in Pakistan in the year 2022. Other critical actors of violence in 2022 were Islamic State-Khorasan (IS-K) and Balochistan Liberation Army (BLA). Over 60 percent of total terrorist attacks recorded in Pakistan in the year were perpetrated by these three militant groups. Similarly, about 95 percent of the total recorded terrorist attacks in Pakistan in 2022 concentrated in in Balochistan and Khyber Pakhtunkhwa provinces.

18. Political Coalitions in Turkey in the Run-Up to the 2023 Elections

Abstract:: The year 2023, already marked by a deadly double earthquake in the south-east of the country in February, is the year of the centenary of the Republic, but above all an election year for Turkey. The general elections (parliamentary and presidential) will take place on May 14 and are unanimously considered to be crucial for the political future of the country. The electoral campaign is polarized around two major coalitions: the People’s Alliance, led by the presidential AKP and the MHP, which supports the re-election of President Erdoğan; and the Nation Alliance, formed by the main Kemalist party CHP with five other parties, and supporting Kemal Kılıçdaroğlu as a presidential candidate. Two other coalitions are also present and could tip the election one way or the other: the Labor and Freedom Alliance, centered around the progressive and pro-Kurdish HDP, and the Ancestral Alliance, which supports the nationalist Sinan Oğan. While this political configuration may seem familiar to European observers – where cross-party coalitions are common, especially in parliamentary regimes – there are indications, such as the tensions between the İYİ Party and its partners in the Nation Alliance over support for Kılıçdaroğlu, that call into question the nature of these coalitions: are they motivated by ideological proximity, or are they merely tactical tools for gaining power? In particular, these coalitions seem to derive from the nature of the Turkish political regime and its evolution over the last decade, with an ultra-presidentialization of the system under the successive presidential terms of Recep Tayyip Erdoğan which has led all political actors to position themselves in relation to his personal power. As socio-economic conditions weaken the AKP’s electoral base, the prospects for this election seem more open than ever.

19. The Strategic Repositioning of LNG: Implications for Key Trade Routes and Choke Points

Abstract:: 2022 saw the climax so far of the weaponization of energy. Following its geopolitical demise, Russia has undertaken its own gas amputation, moving from a super energy power status to a diminished role with uncertain prospects and only hard options left. Russia has cut off almost entirely pipeline gas supplies to the European Union (EU), first inflicting huge financial pain and collecting record high revenues, but then simply losing out its largest and best market with no realistic alternative, and no prospect of any significant return. However, the Kremlin could still further reduce some of the remaining pipeline gas or liquefied natural gas (LNG) supplies and thus cause some tensions in the markets. Russia also retains leverage on oil markets, where the Kremlin managed to cope with the embargo as well as the price cap and maintain the relationship with Saudi Arabia which drives OPEC+ decisions. Meanwhile, in 2022, the European energy system has managed to surprisingly adapt on the supply and demand side to the three shocks: the decoupling from Russian energy supplies, the hydropower generation crisis, and the French nuclear electricity crisis. Liquefied natural gas has made a comeback in Europe and has been a savior of industries, governments, and populations. The LNG corridor between the EU and the United States (U.S.) has become the most dominant LNG trade route in 2022. This came at a huge cost though – EU’s gas import bill soared ten times from 2020 and three times from 2021 levels. For 2023, the European gas balance is much more fragile, as the demand reduction potential has reached its limits, same for the ability to attract additional non-Russian exports to Europe, at a time when missing Russian volumes will probably reach 120 billion cubic meters (bcm), instead of about 77 bcm in 2022. More moderate price levels since November 2022 have clearly overshadowed this fundamental mismatch, especially as the weather has been mild and China was still struggling with the pandemic. With an additional 30-40 bcm of missing Russian gas to offset in 2023 compared to 2022, Europeans can be expected to benefit from an extra gas of around 20-25 bcm left in storages thanks to mild weather and available LNG. They have no choice but to continue saving energy in a hurry, that is both on gas and electricity. Gas demand in power generation had increased in the first nine months of 2022 before falling in Q4 2022, and well over 15 bcm can be saved here in 2023 as more nuclear is available altogether, alongside more renewables, and some coal. It will be critical to reduce peak loads though. The key improvement is in terms of logistics, with the massive new LNG import capacity deployed across Europe. Overall, EU’s import situation will be very tensed and fragile for the next winter. The key challenge is that EU’s gas supply security ultimately depends on the weather in Europe, China’s and Japan’s LNG demand, and weather or technical outages in the Gulf of Mexico or in other producers. Any slight disruptions in supplies can have major impacts. As a last resort, bringing back some Groningen supplies, no matter how politically sensitive this would be, must be considered and prepared. Large financial compensations and effective governmental action would notably be required to offset the hardships.

Abstract:: In addition to being a leading gas and oil power, Russia also possesses vast geological resources that place it among the world’s leading mining countries. Nevertheless, Russia’s largely privatized mining sector faces great and numerous restrictions relating to the obsolescence of its infrastructure, lack of investment and a shortage of qualified human resources in the industry, which may be further exacerbated by the war in Ukraine. To diversify its sources of revenue, whilst also obtaining new levers of geopolitical power, particularly in Africa, Moscow is seeking to revitalize this strategic industry. Russia may focus on several of its globally significant companies, particularly in the diamond, fertilizer and nickel sectors. It also plans to extend its mining activities by reinvesting in and modernizing historic sectors such as coal, or by developing new ones like lithium. In a context of growing global demand for critical metals and minerals in order to meet the challenge of the ecological and energy transition, what role can Russia play? Moscow intends to overcome the challenge of maintaining its economic and industrial autonomy in the face of the sanctions imposed by the West following its invasion of Ukraine in February 2022. The future of Russia’s mining industry may depend upon a reorientation away from its traditional Western markets and towards Asian countries, such as India, Malaysia, and Vietnam, which have decided to retain their economic ties with Russia. Will Russia’s mining policy bolster the implementation of the “pivot to Asia” that Moscow has talked of for several years?

21. China/United States: Europe off Balance

Abstract:: As French President Emmanuel Macron (accompanied by Ursula von der Leyen) is on a state visit to China, some twenty Ifri researchers decipher the stakes of the U.S./China/Europe strategic triangle. This 16-text study follows Olaf Scholz’s visit to Beijing (November 2022) and precedes that of Emmanuel Macron (April 2023). It comes especially one year after the beginning of a geopolitical and geoeconomic shock of a rare magnitude: the invasion of Ukraine by Russia. The War in Ukraine or the Return of Bloc Geopolitics? The war in Ukraine has broken ties between the European Union (EU) and Russia for the foreseeable future, particularly in the field of energy, though not without consequences in the Middle East, Africa, and the Indo-Pacific. Furthermore, this war has become the main show of active indirect confrontation between the United States—which has provided military support to Ukrainians, with help from its European allies—and China, which has supported Russia politically and economically. In February 2022, Moscow and Beijing declared their “no limits friendship”; in March 2023, Xi Jinping offered his personal support to Vladimir Putin after the International Criminal Court issued a warrant for his arrest. In its position on the political settlement of the Ukraine crisis, presented in February 2023, China stated: “All parties should oppose the pursuit of one’s own security at the cost of others’ security, prevent bloc confrontation, and work together for peace and stability on the Eurasian Continent”. China is no more of a mediator than the United States: it would be unrealistic to believe so. We appear to be witnessing a return of bloc geopolitics, albeit in a starkly different context than that of the Cold War (1947-1991). Globalization has produced strong economic and technological interdependencies that make any prospect of decoupling very costly, if not impossible. Economic partners are no longer necessarily military allies, and vice versa. In other words, a gap is opening up between geopolitical perceptions and geoeconomic realities. The term “decoupling” is popular in the United States, though much less so elsewhere. The rejection of bloc geopolitics is particularly acute outside of the West, where a “pragmatic” approach to foreign policy is often promoted. The Saudi foreign minister summed this up during the World Policy Conference in December 2022: “Polarization is the last thing we need right now. […] We need to build bridges, strengthen connections, and find areas of cooperation”. A few months later, China pulled off an extraordinary diplomatic coup by brokering a deal to restore relations between Riyadh and Tehran. For the EU, the situation is particularly delicate: Europe is in the Western camp, but a severing of ties with Beijing would cause a crushing economic blow. In 2022, China accounted for more than 20% of the EU’s imports, while the United States accounted for around 12%. By 2030, the EU’s GDP is expected to rise to $20.5 trillion, compared to $30.5 trillion for the United States and $33.7 trillion for China. In January 2023, the President of the European Commission declared at Davos: “We still need to work and trade with China, especially when it comes to this transition. So, we need to refocus our approach on de-risking, rather than decoupling”. For its part, Beijing has encouraged European aspirations of “strategic autonomy”, understood in China as a form of detachment from the United States. At the same time, the EU is constantly strengthening its military, technological, financial and energy ties with the U.S. This collective study notes a hypothetical search for balance on the part of the Europeans, faced with a war on their territory (the Western peninsula of the heartland), who cannot escape Sino-American mechanisms, and who do not form a monolithic whole. It also analyzes the strategy of several important actors outside our continent, and shows that, from Ukraine to Taiwan, via Africa and the Middle East, Europeans have little room for maneuver. This is why the study proposes recommendations to try, at a crucial moment, to reinforce their positioning.

22. The Sino-Russian Partnership Assumptions, Myths and Realities

Abstract:: When Xi Jinping and Vladimir Putin announced a “no limits friendship” at their February 2022 summit, the message was that Beijing and Moscow had reached a new peak in relations. Yet Putin’s invasion of Ukraine has exposed the limits of Sino-Russian partnership and highlighted their sometimes diverging interests. Far from being an authoritarian alliance, this is a classic great power relationship centered in realpolitik. China and Russia are strategically autonomous actors, with fundamentally different attitudes toward international order. The Sino-Russian partnership remains resilient. Both sides recognize that it is too important to fail, especially given there are no viable alternatives to continuing cooperation. Nevertheless, the balance of power within the relationship is changing rapidly. Russia’s geopolitical and economic dependence on China is greater than ever. Although predictions of a clientelist relationship are premature, this widening inequality represents a major long-term source of weakness. The challenges Beijing and Moscow pose to Western interests are largely separate and should be addressed individually on their merits. Equally, it is naive to imagine that reaching out to either side could help loosen their strategic partnership. Western governments should focus instead on upping their own game—from revitalizing democracy and the rule of law at home to addressing universal threats such as climate change and food insecurity. 23. The Technology Policies of Digital Middle Powers

Abstract:: Digital technology is an element of power in the international system as well as an area for competition among countries. Considering the economic weight and political voluntarism of the U.S., China, and the EU, those three poles of power have received a lot of attention when it comes to their technology policies. This study aims to shift our gaze toward countries outside of the trio. Digital middle powers are those countries that are caught in the middle of the power play in an emerging multipolar international system where digital technology is a determining factor of power. It also refers to countries with established or growing clout in digital technology, and which are regional leaders or global ones in certain sectors. The study provides a qualitative comparison of the technology policies of nine of the digital middle powers: Brazil, India, Israel, Japan, Kenya, Nigeria, Russia, South Korea, and the United Kingdom. It seeks to reflect the diversity of national technology policies, as well as to identify those countries’ convergences and divergences with Europe, the United States, and China. Each case study introduces national technology and digital innovation ecosystems, data policies, and the state of digital infrastructure. These elements serve to examine the strengths of the country’s private sector in technology, the government’s regulatory capacity, and the degree of digital development. The chapters then look at how the digital domain is embedded in the broader dynamics of their bilateral relations with the U.S., the EU, and China. A first conclusion is that digital middle powers can usefully be differentiated between rising digital powers and established ones. Established digital powers have well-developed ecosystems, regulations, and infrastructure, but they are all having to renew and re-focus their technology policies to remain relevant. By contrast, rising digital powers tend to have budding ecosystems in digital services and mobile applications, and large ongoing infrastructure development projects, albeit with limited or patchy regulatory capacity. When it comes to foreign relations, the study confirms well-identified trends whereby the EU’s influence occurs chiefly through the elaboration of norms; the U.S.’s via the strength of its digital services and private sector investment, as well as strong bilateral security ties; while China’s growing influence is underpinned by large infrastructure projects. All the countries studied are attempting to balance their relationships with U.S., China, and the EU. None, save for Russia, has outrightly “picked a side” and severed ties with one or two of the blocs.

24. The Politics of New Cities: Diversification of Actors and Recentralization of State Power in the Case of Diamniadio

Abstract:: The construction of new cities on the African continent is in vogue. From multifunctional urban hubs to eco-districts, the images that accompany the announcement of these projects promote an African urban future based on modernity and technology. This trend for urban planning that claims to make a clean sweep of pre-existing approaches is not unique to African countries, whose governments are inspired in particular by North African and Asian models. However, the promotion of new cities in Africa is part of the lively debate that has been going on for several years on the rapid urbanization of the continent's countries. The creation of modern cities, organized and corresponding to the urban planning standards of international metropolises, is presented as a means of avoiding haphazard, chaotic urban development. This paper offers a critical analysis of the policy of new cities based on an empirical study of the new urban pole of Diamniadio (PUD) in Senegal. Two key arguments are put forward in this paper. First, the analysis deconstructs the ex nihilo character of these urban projects and emphasizes that they are part of public policy trajectories. Due to its geo-economic and strategic position, Diamniadio has been at the heart of the Dakar region's territorial planning policies since at least the end of the 1990s. Secondly, new towns are far from being neutral and technical urban planning instruments; rather, they are political devices that convey interests and stimulate power games. By delimiting the boundaries of the PUD, which is presented as President Macky Sall's political footprint, the central government regains certain administrative powers, particularly in terms of land planning and allocation. In addition, the PUD reflects competition from foreign actors, both public and private, and the growing importance of emerging actors such as Turkey.

25. Making Sense of Pakistani Youth How Youth in Pakistan View State, Society, Religion, and Politics

Abstract:: In view of the growing radicalization among educated youth and its adverse effects on Pakistan’s social, political, and economic stability, the study was conducted by Pak Institute for Peace Studies. The research was driven by the necessity and urge to understand youths’ internal thinking processes that shape their behaviours and actions. It is an attempt to make sense of how educated young men and women make sense of themselves and the world around them. To answer this question, the study sought to gain insights into various dimensions of youths’ thinking through a mixed-method approach to data collection, using survey questionnaires, interviews, observations as well as literature review. The findings present an interesting overall picture of an ordinary youths’ thinking and shed light on how youths situate themselves within their in-groups and the larger society. The study also aimed at appraising the overall quality of thoughts among youth and their tolerance/acceptance level for diversity and inclusion. Questions were designed to gauge youths’ cognitive skills, and their ability to think clearly and argue rationally etc. Likewise, another objective was to observe the impact of education on their outlook and general behaviour. The findings also provide a peek into worldviews commonly held by the youth, and whether they identify themselves as members of the larger human fraternity.

26. Afghan Peace and Reconciliation

Abstract:: The Taliban captured Kabul on 15th August 2021 and announced their government three weeks later. Pakistan viewed the event as cleaning up of the unwanted externalities in its neighborhood i.e., a complete pullback of Indian and Western presence and influence. However, the initial exhilaration has morphed into disappointment over the past months. Not only has the Taliban regime adopted traditional approach to Durand line, they are also believed to be turning a blind eye to the safe havens of anti-Pakistan terrorist groups on their soil. Pakistan in the current situation requires an all-encompassing parliament-led policy that focuses on provision of humanitarian assistance and on winning hearts and minds of the Afghan people. Along with humanitarian assistance, Pakistan’s present Afghan policy must address its bilateral equation with Afghanistan and counter-terrorism mechanisms. Unfortunately, despite their proximity, Afghanistan and Pakistan share no formal agreement regarding refugees, trade or border. So, the government must avail this opportunity and focus on sketching a bilateral strategic agreement because unlike previous governments in Kabul, the current government is keen to make formal agreements with neighbouring Pakistan. Moreover, Pakistan needs to exhibit a balanced approach, neither being apologetic about the amicable equation it shares with the Afghan Taliban, nor become an advocate of the Taliban. This will allow Pakistan to be pragmatic and shape its actions and reactions accordingly. Here it may be noted that a key factor that is limiting Pakistan’s policy choices is the enhanced threats to Pakistan’s internal security as well its western borders since the Taliban takeover of Kabul. Cross border movements of militants have increased, leading to a spike in attacks on Pakistan security personnel. As far as TTP is concerned, between September 2021 and March 2022, it claimed to have carried out 197 attacks. Apparently, the Taliban have reneged on their promises made in Doha as well as earlier that they would prevent Afghan soil from becoming a staging point for attacks inside Pakistan. This inaction is fundamentally due to the Afghan Taliban’s long affiliation with the TTP which fought side by side with them against foreign forces. Against this backdrop, the Afghan Taliban are averse to the idea of cracking down on the TTP in a meaningful way. Currently, the Taliban are limiting their efforts to being a mediator between the Pakistani government and TTP kingpins. On the question of Afghanistan’s humanitarian and economic crisis, there are contrasting opinions. While some advocate that Pakistan must be at the front foot, others maintain that Afghanistan’s humanitarian and economic issues are majorly a concern of the international community and Pakistan must conduct low- key. Through Pakistan’s weakened economy does not allow it to help Afghanistan single-handedly, still it can facilitate international engagement which certainly is the remedy for Afghanistan’s humanitarian and economic crises. Socio-economic stability in Afghanistan is crucial for Pakistan’s internal security because if Afghanistan does not stabilise macroeconomically, no politics or diplomacy will save Pakistan from fallout of the crisis in Afghanistan. Pakistan must focus its efforts towards assuring that international engagement and assistance is not conditioned with the provision of women rights – at least in the immediate term - particularly because Afghanistan has a specific cultural orientation which does not fully align with the Western concepts of human rights. Pakistan has so far exhibited a stern strategy towards refugees. Though it is fundamentally an attempt to keep the international community from denying its responsibility towards war ravaged Afghanistan, it is also motivated by Pakistan’s economic fragility. Not only has Pakistan given a cold response to the idea of more refugees pouring into Pakistan, it has also stopped UNHCR from using the terms “new arrivals” or “new refugees”. However, this approach will have negative impacts because when refugees are abandoned by states and a vacuum is created, other forces and elements start interfering. It is argued that such policies have led to recruitments in ISKP. So, with the situation in hand, the right roadmap will be to sketch inclusive measures in order to deal with the matter of refugees; refugees living in Pakistan for the last many decades should be considered for granting right to Pakistani citizenship.

27. Perspectives From Pakistan on Afghan Peace and Reconciliation

Abstract:: Since the US withdrawal and Taliban takeover in August last year, Afghanistan’s economic situation has been fast deteriorating. As a result, Afghans are suffering from poverty, starvation, and a lack of access to healthcare and other services. Pakistani government and different segments of its society seem aware of the situation. The government has not only been providing humanitarian support to the Afghan people but also facilitating international efforts in that regard. On political front, too, Pakistan continues to help Afghanistan by telling the world not to abandon Afghan people in time of their need. During the quarter under review, Pakistan facilitated a Saudi-led OIC Foreign Ministers’ extraordinary meeting in Islamabad. It has already established Afghanistan Inter-Ministerial Coordination Cell. Both of these initiatives are meant to accelerate relief efforts in Afghanistan. Similarly, while Pakistan has not yet formally recognized the Taliban regime in Afghanistan, it has informally started the diplomatic relationship with the country. This chapter provides a summarized outcome of the PIPS quarterly monitoring of the opinions of different segments of Pakistani society and state institutions on Afghanistan’s political, social and security situations and their perceived impact on Pakistan. PIPS’ desk and field researchers regularly monitored/reviewed press and electronic media reports, social media platforms, academic and research analyses and reports, publications of religious groups and militants, government records and press releases, as well as officials’ statements and happenings on the Afghan situation and related developments. 28. Countering Violent Extremism on Campuses A Faculty-Oriented Policy Brief

Abstract:: Violent extremism (VE) has been a particular challenge for Pakistan at least for the last four decades. As with other spheres of life, a rise in ideological support for hate and divisive narratives in universities across Pakistan has resulted in multiple instances of violence, both within and beyond campuses. There is the prospect of faculty members helping perpetuate VE narratives and mindsets in universities, knowingly or due to lack of awareness and understanding of the underlying drivers and contextual factors. Amid the faculty’s inability to effectively push counter-violent extremism (CVE) messages, there has been a lack of reinforcement of values and ideas that promote pluralism and tolerance, particularly at public universities. This policy brief is aimed at benefiting from key stakeholders’ perspectives to lay out in broad strokes a vision to tackle violent extremist influences at universities. It summarizes the key findings from an exercise aimed at sensitization and capacity building of selected faculty members from six universities in Multan and Karachi and related activities over a period of four months. The programme sought to build capacity of the educators to help them identify and tackle extremist tendencies, support counter-narratives and promote interfaith harmony and appreciation of diversity. The policy brief concludes with a set of recommendations for a range of stakeholders to promote positive values and respect for diversity among the faculty and students of universities in Pakistan. Particularly emphasized is the importance of ensuring a safe environment on campuses, not just for counter-narratives but also for a free exchange of ideas and critical thinking which is the essence of the academic environment.

Abstract:: The last few decades have seen Pakistan grapple with serious and diverse security challenges. These have been accompanied not merely by deterioration of law and order, but also substantial socio-economic impact. In recent years, particularly after 2014, Pakistan managed to achieve considerable success in containing terrorism. Militant groups no longer had large areas under their effective control and attacks and casualties declined sharply,1 affording Pakistan a degree of relative peace. In early 2021, violence against civil society, security forces, public servants and other citizens was not as frequent or vicious as it had been a few years earlier. Much has been said and written about the prevalence of violent extremism and terrorism in Pakistan and on ways to tackle them in order to restore peace to the country. Terrorism in the country is recent decades has been largely believed to be religiously motivated.2 Groups responsible for the wave of terrorism from 2009 till 2017 were largely Sunni and Deobandi in nature, who targeted state institutions and civilians, both indiscriminately and along sectarian lines. Ethnonationalist organizations, predominantly from Balochistan, also conducted high profile attacks in Pakistan’s urban areas. The State’s counter-terrorism (CT) responses have almost exclusively fallen in the category of “hard approaches”, involving kinetic force and tactical operations to physically eliminate terrorists.3 To be fair, many of the security threats that confronted Pakistan warranted some form of immediate military action. However, while successful in the short term, such approaches fail to address the wider issues or causes and factors of violent extremism. For instance, even as hard approaches eliminate terrorists already on the ground, as long as the motivation driving them survives, more would continue to take their place. In that context, until the ‘mindset’ driving terrorism and violent extremism and the networks that connect them are confronted and eradicated, claims of victory over terrorism may be premature and unsustainable.4 Therefore, “soft” approaches must be an indispensable component in any counter-terrorism framework, particularly in the case of Pakistan, where not just terrorism but violent extremism is also rampant. At the outset, it must be said unequivocally that the state has the right, and indeed the obligation, to use all lawful and reasonable options to maintain law and order and protect the rights and lives of citizens. However, perceiving hard approaches as the only option, for all intents and purposes, misses out on the sustainability and advantage of the alternatives that may be used instead of or in conjunction with the use of force, as a measure of last resort. As the counter-terrorism approaches have relied on hard options over the past two decades, Pakistan’s growing extremism challenge—including the factors, dynamics, ideologies, and actors that feed into terrorism—have not received as much attention. This is not to say that no example of non-violent approaches for tackling terrorism and extremism exists in Pakistan. Several initiatives over the years have included components of counter-violent extremism (CVE) and the so-called soft approaches with the stated aim of preventing alienation, radicalization and promoting political means including dialogue and other forms of engagement, as well as rehabilitation and reintegration. Prominent instances of the use of soft approaches in Pakistan are enumerated in Chapter II. However, without exception, these so-called soft or non-violent approaches in the country have either had too miniscule a footprint, or little effort has been exerted on implementation, even for initiatives launched with much fanfare. The post-2014 trend of improving security indicators seemed to be faltering, or even reversing in the latter half of 2021, particularly after the fall of the Afghan government in August. Even before this recent development, as the physical footprint of terrorist outfits and their attacks had seemingly receded in the face of military operations, little had been done to tackle the religious-ideological, sociocultural, political, or governance-related and other factors and drivers of extremism, which feed into violent extremism and terrorism. This report has sprouted out of an initiative conceived in mid-2020, much before the unfolding of several recent events with significant implications for peace and security in Pakistan. That is to say that the need for considering soft approaches has only grown more urgent with the Taliban regaining power in Afghanistan and a clear uptick in security-related incidents in Pakistan in recent months.

Abstract:: In the present day where concerns are gradually shifting from overpopulation to decreasing youth population in many countries, Pakistan’s youth population makes it a young nation. On a theoretical level, a large youth population with energy and capacity for work should help boost the national economy and contribute to GDP growth. However, in practice, lack of focus on youth in policymaking has drastically checked Pakistan’s ability to capitalize on its youth bulge and channelize the youth’s energies for economic growth. Still more worrisome, youth engagement is usually overlooked in policy discourse and formulation concerning peace and security, even though youth are integral to Pakistan’s security issues including violent extremism and terrorism. In recent past, the scale of religious extremism and violence witnessed in Pakistan could not have been possible without the formidable role of the youth who were indoctrinated in violent ideologies and used as weapons of war by militant groups. The Amnesty International has documented the using of youth in conflicts and hostilities around the world. In Pakistan, a Taliban commander Qari Hussain called the children “the tools to achieve God’s will”.1 The strategy of using young people in acts of violence was demonstrated by terror outfits, and children and teenagers were deployed as human bombs. However, despite Pakistan’s bitter experiences with faith-based extremism and terrorism, the youth continue to be discounted in policy. There is no effective or functional youth policy to speak of, though leaders do quite often cite the youth bulge as a source of national strength and promise uplift of youth. But rhetoric is barely followed by befitting policy measures. Resultantly, the youth are left largely rudderless and disenchanted which make them vulnerable to exploitation. There is already enough evidence to suggest that the current generation of Pakistani youth harbor anger inside which is often manifested in violent ways including in the forms of vigilantism and lynching.

Abstract:: The recognition of the Taliban government continues to be a major concern of world powers which are also closely monitoring the stance of Afghanistan’s neighbours on the matter of recognition. Since the fall of Kabul, Pakistan has demonstrated the policy of engagement, however as far as the recognition of the Taliban government is concerned, experts are of the opinion that recognition by Pakistan will be of no use until others follow the suit. Many in the U.S. and NATO countries believe that their “defeat” in Afghanistan could have been avoided had Pakistan not played the role it did. Hence, Pakistan needs to consider the great powers’ perspective on Afghanistan meanwhile ensuring that it facilitates humanitarian assistance in the war-torn neighbour. Moreover, experts assert that the Taliban are capable enough to further their agenda on the regional and world stage and Pakistan needs to avoid assuming that role. Cross-border migration remains a pronounced worry of the Pakistani government, but due to border fencing and strict security measures the phenomenon has so far been under control. However, if further humanitarian catastrophe in Afghanistan is not prevented, more refugees will certainly cross the border to enter Pakistan. To escape this situation, Pakistan has time and again urged the world community to provide humanitarian assistance to Afghanistan. The hosting of OIC summit is one such attempt by Pakistan. However, experts believe that OIC is less likely to be fruitful; firstly, because individually important OIC members (Saudi Arabia or U.A.E) have not given any statement regarding Afghanistan’s assistance, and secondly because the issue of recognition is impossible to be tackled as all the Arab states are hesitant to accept the Taliban regime.

Abstract:: All Africans—whether living in urban or rural areas—need access to affordable, clean, efficient, reliable, climate- proof, and renewable energy for both residential and productive uses to achieve sustainable development objectives. This report sets out a comprehensive and actionable roadmap for Africa’s zero-carbon energy transformation by 2050, with most advances achieved by 2030. Natural resource management in minerals, fossil fuels, and land sits at the core of the strategy. The world is moving to decarbonization by 2050. This is the dominant geopolitical message of 2021, appearing, for example, in U.S. President Joe Biden’s online summit with world leaders in April 2021 and in the new IEA Report on Net Zero by 2050: A Roadmap for the Global Energy Sector. Africa will be part of this global trend. Prospective oil and gas projects in Africa will no longer be pursued as overseas markets and financing will shrink. At the same time, Africa’s vast renewable energy potential, in the solar and hydropower sectors especially, will engage increasingly bankable and highly attractive investments. In net terms, Africa has a huge amount to gain from a decisive build-up of renewable energy and the capacity to produce the minerals, hardware, and software of the new zero-carbon energy economy. Starting from a simple and transparent model of the annual investment volumes needed to provide continent-wide access to electricity based on renewable sources (Section 2), the report addresses various imperatives and challenges regarding Africa’s energy planning (Section 3) and financing (Section 4) and outlines recommendations for immediate implementation of the strategy from 2022 (Section 5).

33. New Producer Contract Terms and Uncertainty: Lessons From the Recent Past

Abstract:: The petroleum industry is volatile, and governments in “new producer” countries have operated at a significant information disadvantage when negotiating with international oil companies. This challenge is growing today; new producer countries face intensifying questions around whether to offer fiscal incentives to maintain investment in the face of 1) the pandemic-induced volatility in oil prices and 2) long-term questions about the future of the industry in the face of the climate crisis and the global energy transition. This confluence of short-term and long-term uncertainty is prompting a reexamination of the narrative that once took hold in many new producer countries. The traditional story was one of linear progression from being non-producers to small levels of production to ultimately having oil and gas become a major economic contributor over the long term. This notion of progression was associated with a commonly held theory: After a country’s first major discovery, the geological risk that wells will be dry was expected to decrease. Countries could therefore shift from a position of having to grant tax breaks (and other concessions) to international investors, to taking a tougher stance in laws and negotiations for new projects going forward. In this paper we examine whether this theory has been borne out in practice and make recommendations to support new producers in their navigation of the uncertainty associated with the energy transition. Among the eight “new producer” countries, for which we analyzed a total of 26 contracts signed before and 25 contracts signed after discovery events (all occurring between 2001 and 2014), the evidence is mixed. Only three of the eight countries in our sample—Ghana, Mozambique and Uganda—demonstrated a clear pattern in the direction of more stringent terms in post-discovery contracts. They featured definitive steps to increase some of the obligations of contractors to the state, and no significant terms that became less stringent. Five out of eight countries did not meaningfully alter their approach to gain greater concessions from their company partners.

Abstract:: The United States’ innovative spirit rests on a complex network of economic rules favoring market-based competition, predictable legal arrangements for patenting and securing intellectual property, and incentives for investors. It also relies on a robust university system that provides the requisite educational training and facilities to carry out research and development (R&D). Maintaining this network fundamentally requires a focus on early education, especially in science, technology, engineering, and mathematics (STEM). A more inclusive innovation economy also demands greater attention to communities of color, who are often poorly connected to the innovation economy; women, who are underrepresented in the innovation economy; and those in regions that do not yet share in the prosperity of the United States’ innovation clusters. To build a more inclusive innovation-based economy, policymakers should foster equitable access to early childhood STEM education. They should encourage the expansion of technology transfer programs across universities and colleges, including historically Black colleges and universities (HBCUs), and connect them to their regions’ economic growth. Policymakers, academia, and industry leaders should also encourage minorities and women to participate in the patenting and venture systems that support the innovation economy. Renewing American innovation means making opportunity as universal as the talent that seeks it.

Abstract:: A new report by the CSIS Economics Program and the Trustee Chair in Chinese Business and Economics quantifies the size of total industrial policy spending by China and compares it to seven other major economies: Brazil, France, Germany, Japan, South Korea, Taiwan, and the United States. Much of the existing research on industrial policy focuses on its effects, but there are few, if any, published studies that attempt a systematic comparison and quantification of overall industrial policy spending. The heart of the report is the careful calculation of total industrial policy spending by China and the other economies, combining estimates from multiple tools, among them direct subsidies, tax breaks, below-market credit, and state investment funds. The report provides additional context by examining the historical trajectory of industrial policy of these economies and the evolution of industrial policy across these economies for three industries—aluminum, semiconductors, and electric vehicles. The historical and sectoral analyses point to some similarities across economies, but they also demonstrate how distinctive China has been in terms of both quantifiable spending and non-quantifiable policy tools. Finally, this report discusses several important policy implications, including greater transparency and more harmonized reporting about industrial policy spending and the potential ways in which policymakers could employ these data to more effectively limit industrial policy spending by China and other economies.

37. The Pillars Necessary for a Strong Domestic Semiconductor Industry

Abstract:: All major U.S. defense systems and platforms rely on semiconductors for their performance, and the erosion of U.S. capabilities in microelectronics is a direct threat to the United States’ ability to defend itself and its allies. The COMPETES and USICA legislation, currently being reconciled in Congress, represents a national strategy to secure U.S. competitiveness and national security in the twenty-first century. Both the House and Senate legislation call for $52 billion to support U.S.-based semiconductor research and production. They also authorize several programs to both expand U.S. semiconductor fabrication capacity and support the continued research and development (R&D) of advanced chips. The key question is how these intentions can best be turned into reality. There are several challenges that the domestic semiconductor industry confronts, such as international competition, capital investment requirements, workforce needs, gaps in the supply chain, and the shortfall in venture capital funding and technical support needed to enable commercialization of promising technologies.

38. The Challenge of European Political Will

Abstract:: In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

Abstract:: The war in Ukraine has already shown how dangerous it is for the U.S. to assume that it can rebalance its forces to one region and count on a lasting peace or detente in others. It now is all too clear that U.S. strategy must continue to focus on Europe as well as China. What is less clear is the extent to which the Ukraine War is an equal warning that the U.S. must have a truly global strategy – and one that continues to focus on other critical regions like the Middle East. The sudden escalation of the Ukraine crisis into a major regional conflict and the need for political and diplomatic support in the UN as well as for sanctions are warnings that much of the U.S. success in deterrence and defense lies in creating long-term global diplomatic and political support as well as true and lasting strategic partnerships.

But there is relatively little consolidated information describing what states are doing to build adaptive capacities in the power sector. This report fills this gap. It examines how resilience is addressed in planning and policy resources from a selection of representative states. These resources describe anticipated hazards and vulnerabilities, use-cases for emerging clean energy technologies, and broader efforts to create new resilience institutions and authorities. Though resilience garners considerable policy attention, most state initiatives are not guided by well-defined performance goals or measures or a plan that provides an overarching vision for grid resilience. This paper highlights challenges in these areas and describes new, innovative, and replicable approaches to promote more complete and robust resilience strategies.

Abstract:: Critical infrastructure is a segment which is related to several other areas of security and defense, namely some strategic and legal documents which are in force as well as some new initiatives. This analysis provided a detailed overview of the protection of critical infrastructure in the Republic of Kosovo, becoming the first document published in this field. While the MIA has done a very good job in drafting the law on critical infrastructure, putting Kosovo one step ahead of other Western Balkan countries, the law remains unimplementable for almost 2 years following the date of its entry into force. Initially, strategic documents that are in the process of being drafted such as the draft National Security Strategy, the draft Defense Strategy, the draft Counter-Terrorism Strategy and the draft Cyber Security Strategy should include the protection of critical infrastructure by ensuring coordination of actions and by avoiding duplication or overlap of actions. The Strategic Planning Office within the Office of the Prime Minister should coordinate this process in cooperation with the relevant ministries. On the other hand, the draft law on cyber security should pay attention to the drafting of legal provisions which may cause overlap with the law on infrastructure, while the initiative for drafting the law on Security Measures for Networks and Information Systems needs to be reviewed. Moreover, the draft law on private security services should be finalized as soon as possible.

Abstract:: The Kosovo Security Forces, the Kosovo Police, the President of Kosovo and the Municipalities are the most trusted public institutions in Kosovo, with over 50 percent of respondents declaring that they trust or completely trust these institutions. This is followed by the Kosovo Customs and the Kosovo Intelligence Agency with 45 percent of respondents sharing such an opinion. On the other hand, less than 40 percent of the respondents declared that they trust or completely trust Courts, Prosecution, Kosovo Correctional Services, the Government of Kosovo and the Kosovo Assembly. The results of the report show that citizens of Kosovo find the security institutions more reliable with a higher level of trust towards them, compared to other public institutions in Kosovo, such as the justice institutions which citizens perceive less trustworthy and with weak integrity. The citizen confidence in the institutions of the Courts and the Prosecution in Kosovo has been consistently in decline, and this is concerning. Citizens have higher confidence in the public institutions from the central level, especially when compared to the previous year (2020), however, the skepticism towards these institutions generally prevails.

44. Greenhouse Gas Emissions from State-Owned Enterprises: A Preliminary Inventory

Abstract:: State-owned enterprises (SOEs) play a major role in the production of goods and services across many of the world’s largest economies, particularly in electricity generation, oil and gas, and heavy industry. SOEs (defined in this report as companies for which 50 percent or more of voting shares are held by a government) are also major sources of greenhouse gas emissions. The governments that control these SOEs are also signatories to the Paris Agreement on climate change. State ownership provides these governments with a major direct point of control over the climate and energy outcomes of these companies, both in terms of reducing emissions and directing future investment into low-carbon technologies and infrastructure. Improving the measurement of SOEs’ contribution to both national and global-level emissions provides important information to help understand to what extent SOEs should be targeted and to design strategies to maximize their potential role in the broader energy transition. This report provides an accounting of direct emissions associated with SOEs globally. It is challenging to comprehensively identify every SOE, as the total is estimated at well over 100,000. In addition, most identified SOEs do not disclose their emissions nor are estimates of these emissions available in the public domain. Despite these limitations, data compiled for this report covering almost 300 major SOEs suggest that SOEs globally are responsible for at least 7.49 gigatons of carbon dioxide equivalent (GtCO2e) annually in direct (Scope 1) emissions. While the true scale of SOE-related emissions is likely to be substantially higher, particularly when accounting for national oil companies and iron and steel manufacturers that do not currently report their emissions, this figure is over 1 GtCO2e greater than various previous estimates, and larger than the total annual emissions of any country except China.

45. U.S.-China Technological “Decoupling”: A Strategy and Policy Framework

Abstract:: A partial “decoupling”2 of U.S. and Chinese technology ecosystems is well underway. Beijing plays an active role in this process, as do other governments and private actors around the world. But the U.S. government has been a primary driver in recent years with its increased use of technology restrictions: export controls, divestment orders, licensing denials, visa bans, sanctions, tariffs, and the like. There is bipartisan support for at least some bolstering of U.S. tech controls, particularly for so-called strategic technologies, where Chinese advancement or influence could most threaten America’s national security and economic interests. But what exactly are these strategic technologies, and how hard should the U.S. government push to control them? Where is the responsible stopping point—the line beyond which technology restrictions aimed at China do more harm than good to America? These are vexing questions with few, if any, clear answers. Yet the United States cannot afford simply to muddle through technological decoupling, one of the most consequential global trends of the early twenty-first century. The U.S. technology base—foundational to national well-being and power—is thoroughly enmeshed with China in a larger, globe-spanning technological web. Cutting many strands of this web to reweave them into new patterns will be daunting and dangerous. Without a clear strategy, the U.S. government risks doing too little or—more likely—too much to curb technological interdependence with China. In particular, Washington may accidentally set in motion a chaotic, runaway decoupling that it cannot predict or control. Sharper thinking and more informed debates are needed to develop a coherent, durable strategy. Today, disparate U.S. objectives are frequently lumped together into amorphous constructs like “technology competition.” Familiar terms like “supply chain security” often fail to clarify such basic matters as which U.S. interests must be secured and why. Important decisions are siloed within opaque forums (like the Committee on Foreign Investment in the United States [CFIUS]), narrow specialties (like export control law), or individual industries (like semiconductors), concealing the bigger picture. The traditional concerns of “tech policy” and “China policy” receive outsized attention, while second-order implications in other areas (such as climate policy) get short shrift. And as China discourse in the United States becomes more politically charged, arguments for preserving technology ties are increasingly muted or not voiced at all. This report aims to address these gaps and show how American leaders can navigate the vast, perilous, largely unmapped terrain of technological decoupling. First, it gives an overview of U.S. thinking and policy—describing how U.S. views on Chinese technology have evolved in recent years and explaining the many tools that Washington uses to curb U.S.- China technological interdependence. Second, it frames the major strategic choices facing U.S. leaders—summarizing three proposed strategies for technological decoupling and advocating a middle path that preserves and expands America’s options. Third, it translates this strategy into implementable policies and processes—proposing specific objectives for U.S. federal agencies and identifying the technology areas where government controls are (or are not) warranted. The report also highlights many domestic investments and other self-improvement measures that must go hand in hand with restrictive action.

Abstract:: When the People’s Liberation Army Navy (PLAN) commissioned its first Type 075 class Landing Helicopter Dock (LHD) in April 2021, it represented an important advance in power projection capability for China’s maritime forces. For the first time, the PLAN had an amphibious warship capable of hosting significant rotary wing forces while acting as the flagship for an amphibious task force. Now with three Type 075 class ships either in or soon to be in service, the PLAN has expanded its amphibious capability even further. The Type 075’s dedicated aviation support capability, ability to conduct wet well operations, and expanded command and control and medical facilities reflect capabilities that previously did not exist within the PLAN amphibious fleet. With the Type 075 LHD, the PLAN clearly intends to bolster its ability to project power from the sea in order to protect China’s overseas interests, but will require time for amphibious task forces to become fully proficient.

Abstract:: The People’s Liberation Army (PLA) believes that logistics support is one of the key determinants of a successful large-scale invasion of Taiwan. Logistics support includes transport, materiel and oil supply, medical care, search and rescue, logistics infrastructure protection, and maintenance of war materiel reserves. Despite the recognized importance of logistics support, it is likely the PLA does not currently possess the requisite logistics capabilities to successfully support a large-scale amphibious landing on Taiwan and a possible protracted conflict involving the United States and allies. Key deficits include a lack of amphibious ships (both military and civilian), transport aircraft, and war reserves. The PLA also continues to face difficulties with landing the requisite logistics supplies during the critical beach assault phase, constructing maritime transfer platforms or temporary wharves to sustain resupply if intact ports are not rapidly captured, establishing a landing base for logistics operations, maintaining the flow of logistics during on-island combat, and establishing strategic war reserves to support the large-scale operation and possibly prolonged conflict. These problem areas might be resolved with several years of sustained effort and complex training.

Abstract:: Most analysts looking at the Chinese military threat to Taiwan conclude that the People’s Liberation Army (PLA) is incapable of invading the island because it lacks the landing ships to transport adequate quantities of troops and equipment across the Taiwan Strait. This report challenges that conventional wisdom, arguing that the PLA intends to meet these requirements by requisitioning civilian vessels operated by members of China’s maritime militia (海上民兵). Since the early 2000s, the Chinese government and military have taken steps to strengthen the national defense mobilization system to ensure the military has ample quantities of trained militia forces to support a cross-strait invasion. Despite ongoing challenges—including poor data management, inconsistent training quality, and gaps in the regulatory system—and uncertainties associated with foreign-flagged Chinese ships, this concept of operations could prove good enough to enable a large-scale amphibious assault.

Abstract:: The People’s Liberation Army (PLA) Airborne Corps would likely play an important role in a cross-strait invasion through operations behind enemy lines. During the landing campaign, the Corps would conduct paradrops or landing operations onto Taiwan, facilitated by PLA Air Force (PLAAF) aircraft. Once on island, airborne forces would seize and hold terrain and conduct a variety of operations to support the broader invasion. In recent years, the Corps has reorganized to improve its capability for mechanized maneuver and assault, leveraging the PLAAF’s larger inventories of transport aircraft, particularly the Y-20; improved the sophistication of its training at home; and gleaned insights from abroad via training with foreign militaries. Nevertheless, it is uncertain to what extent the Corps is able to overcome key challenges relevant to a cross-strait campaign. These include ensuring effective integration with similar ground force and marine units; carrying out operations in complex or degraded environments; transcending the Corps’ lack of relevant combat experience; and obtaining adequate air support.

Abstract:: PLA special operations forces (SOF) would likely play important supporting roles in an amphibious assault on Taiwan. Their capabilities and training are geared towards several missions undertaken during the preparatory and main assault phases of the landing, including infiltration via special mission craft and helicopter, reconnaissance and targeting, obstacle clearance, strikes and raids, and extraction missions. While PLA SOF have made progress in recent years, several longstanding challenges could affect their performance in an island landing: integrating advanced special mission equipment for complex and dangerous missions, coordinating their operations with non-SOF supporting and supported forces, and overcoming the Chinese military’s penchant for centralized command. Even if PLA SOF are only partially effective, however, their support to the main assault force could diminish Taiwan’s ability to defend itself from a large-scale invasion.

Abstract:: The petroleum industry is volatile, and governments in “new producer” countries have operated at a significant information disadvantage when negotiating with international oil companies. This challenge is growing today; new producer countries face intensifying questions around whether to offer fiscal incentives to maintain investment in the face of 1) the pandemic-induced volatility in oil prices and 2) long-term questions about the future of the industry in the face of the climate crisis and the global energy transition. This confluence of short-term and long-term uncertainty is prompting a reexamination of the narrative that once took hold in many new producer countries. The traditional story was one of linear progression from being non-producers to small levels of production to ultimately having oil and gas become a major economic contributor over the long term. This notion of progression was associated with a commonly held theory: After a country’s first major discovery, the geological risk that wells will be dry was expected to decrease. Countries could therefore shift from a position of having to grant tax breaks (and other concessions) to international investors, to taking a tougher stance in laws and negotiations for new projects going forward. In this paper we examine whether this theory has been borne out in practice and make recommendations to support new producers in their navigation of the uncertainty associated with the energy transition. Among the eight “new producer” countries, for which we analyzed a total of 26 contracts signed before and 25 contracts signed after discovery events (all occurring between 2001 and 2014), the evidence is mixed.

Abstract:: Cobalt is critical. Along with other critical minerals, cobalt has important economic uses and currently few viable substitutes, yet its supply faces a high risk of disruption. Manufacturers of batteries for electric vehicles (EVs) want the metal. EV sales—and likewise, cobalt demand— could grow a lot more. Yet, cobalt may not remain critical for decades to come. EV buyers, battery manufacturers and miners fear the high prices and disrupted supply, as well as human right abuses, environmental destruction, corruption, and political risk. As with other critical minerals, industries are seeking to use less of the metal. The time available for the Democratic Republic of Congo (DRC) and other countries to benefit from mining the metal may be short-lived. Good governance is therefore important both for people in mining countries and for humanity to meet the Paris Climate Agreement. This report aims to help governments and their advisors in mining countries, such as the DRC, derive value from mining cobalt, develop industry along the battery-supply chains and address a host of problems from human rights abuses to corruption. The report is also for policy-makers working to ensure that the world delivers enough cobalt in time for the global energy transition.

60. Debt Policy of State-Owned Mining Enterprises in Mongolia

Abstract:: Mongolia relies heavily on state-owned enterprises (SOEs) to manage several key mining assets. Baganuur, Shivee Ovoo, Erdenet, Mongolrostsvetmet and Erdenes Tavan Tolgoi are the most important majority state-owned companies operating large-scale mines. From 2019 to 2021, debt held by mining SOEs increased 4.3 times. The total liabilities of these companies reached USD 2.3 billion, representing 15 percent of GDP. The new debt was largely issued to cover social spending and an economically questionable railway project. It is unclear how the government intends to service this debt, particularly since profitability at most mining SOEs has been weak and most face liquidity challenges. Mining SOEs’ poor financial health is due to the combination of quasi-fiscal activity financing, poor project selection and management, and inadequate legislation and control mechanisms for new debt issuance. Legal reforms to new debt issuance and stronger Ministry of Finance oversight of SOEs are needed, in addition to stricter implementation of existing legal requirements such as collecting and disclosing complete data on SOE debt. Mongolia’s government should also review mining SOE quasi-fiscal expenditures, such as price controls on coal, and other reasons for low profitability of mines.

Abstract:: Estonia’s climate neutrality commitments and its simultaneous pursuit of national security mean that it will need to develop and cultivate new zero- or low-carbon, affordable, secure and safe domestic sources of energy. Nuclear energy is increasingly regarded as one of the critical ingredients of successful transition to climate-neutral energy system and as a viable part of the future decarbonised mix of energy supply. Therefore, Estonia is officially considering the possibility to adopt nuclear energy generated by new-design Small Modular Reactors (SMR). This choice, however, is not purely environmental, economic or technical, but also has geopolitical implications. It would create new long-term inter-dependencies with foreign partners which could represent fresh opportunities for closer cooperation in security and foreign policy domain, but also could create some new political, reputational, and national security risks. This geopolitical dimension is of particular importance to countries such as Estonia that seek greater involvement of key allies such as the United States, United Kingdom, France, and Germany in the Nordic-Baltic area to counter the geopolitical pressure from Russia and, increasingly, China. The report assumes that Estonia might eventually opt for nuclear energy and would then choose the US as its SMR technology supplier. It explores how Estonia’s foreign and security policy interests would benefit from a potential adoption of nuclear energy and development of technological and commercial relations in this field with the US. The report also maps various potential risks in relations with several key fellow member states of the European Union that may arise from Estonia turning to nuclear power as a major source of energy and to the US for a technological solution. It considers how certain structural issues in national energy policies and divergent geopolitical perspectives of Germany, France, and Poland – as well as some persistent characteristics of intra-European relations manifest through the EU’s common policies – may impair or facilitate Estonian nuclear aspirations. The study also highlights that Estonia’s affirmative decision concerning nuclear energy is likely to draw the attention and actions of malignant actors such as Russia aiming to discredit nuclear energy in general, as a viable pathway to energy security and climate neutrality, and US SMR technology in particular; undermine trust – domestically and internationally – in the ability of the Estonian government and enterprises to ensure competent and responsible stewardship of nuclear energy, and pit Estonia against some key regional and European allies. The report articulates some recommendations on how to better exploit the opportunities related to the US involvement in the development of Estonia’s nuclear energy programme and mitigate the identified risks.

63. Resilience Against Disinformation: A New Baltic Way to Follow?

Abstract:: The Baltic states, although not immune to disinformation, have accumulated unique experience and developed effective methods to resist and combat this malice. This report is based on in-depth semi-structured interviews and supplementary surveys conducted with the representatives of several clusters – media, civil society organisations, state institutions, think-tanks/academia and business communities. It aims to assess risks and vulnerabilities, as well as the three nations’ preparedness to counteract foreign-led disinformation. This report also reviews the existing indices that lead to a greater understanding of the intricate nature and interdependences of resilience-shaping factors at various levels, while contributing the unique Baltic perspective to the evolving, global study of disinformation. Multiple overlapping crises of 2020-21 – ripple effects from the political upheaval in Belarus, surge in illegal migration engineered by the regime in Minsk, the COVID-19 pandemic and accompanying socio-political perturbations, as well as China’s economic and diplomatic coercion against Lithuania – served as a reminder that no country could afford neglecting national resilience. The start of a major inter-state conventional war in Europe in 2022 has triggered a multitude of changes in the information environment of the Baltic states and prompted some radical adjustments and responses. Although the report does not cover the developments since 24 February, when Russia launched a full-scale invasion against Ukraine, neither foreign exploitation of vulnerabilities nor the responses of the Baltic governments that have been on display since then come in a vacuum. This report provides useful background and context that will help to understand what conceptual, legal, policy, institutional, political and societal precursors shape the current situation and determine successes or failures of disinformation and counter-disinformation efforts. The general strength of the Baltic states arises from their historical memory of totalitarianism and occupation, as well as their unique regional context. However, Western-focused internationalisation in all spheres of life has proven beneficial to combatting foreign-led disinformation, which strengthens electoral integrity and ensures continued democratic traditions. That said, efforts to improve civic education and strengthen cognitive security of the societies must be redoubled. National resilience to disinformation must be maintained and further increased by investing in national and especially local high-quality media. Resilience – as a whole-of government and whole-of society effort – requires all stakeholders to continuously cooperate, creating a multi-layered cross-sectoral network, or a team-of-teams approach, able to identify and counter malignant influence campaigns. These and other insights and experiences of the Baltic states highlighted in the report remain as relevant in the post-24/02 world as during the global and regional crises of 2020-21.

Abstract:: In the third brief in our Germany and Baltic Security series, Margarita Šešelgytė and Emilė Indrašiūtė examine Germany’s approach to the EU’s Common Security and Defence Policy and the broader question of Europe’s strategic autonomy and consider whether Germany’s policies align with Baltic views. Following Russia’s 2014 illegal annexation of Crimea and intervention in eastern Ukraine, Germany not only strengthened its contribution to NATO’s collective defence and deterrence, but also took a greater role in shaping EU security and defence policies, a field it had previously shied away from. Germany’s involvement was instrumental in ensuring that the EU’s Permanent Structured Cooperation was implemented in a form that is more palatable to Estonia, Latvia, and Lithuania, and that the debate on European strategic autonomy was broadened and blunted to be more in tune with Baltic positions. Germany’s policy positions on European defence are unlikely to shift dramatically under Chancellor Scholz. Estonia, Latvia, and Lithuania will continue to look to Germany to balance France’s ambitions during its Presidency of the European Council and beyond.

Abstract:: Discussions about hydrogen’s role in the transition to carbon-neutral economies and the EU’s Green Deal seldom include consideration of geopolitical aspects and/or national security imperatives. However, given the importance of energy as a factor in global and regional geopolitical trends and national security, hydrogen development will reshape not only energy relations between countries but will also alter the broader geopolitical picture. While elevating new aspects of geopolitical interplays, such as the importance of technology and regional clusters, hydrogen development might also unwittingly transplant present-day challenges—such as excessive dependence on the energy supply from hostile powers—into the carbon-neutral future. Since Europe’s energy sovereignty and geopolitical role in its neighbourhood could be at stake, the nexus of geopolitics, energy security and hydrogen development should be given serious attention. At the same time, the transformative socioeconomic impact of energy transition will create winners and losers within and between nations, which in some cases will have national security implications; hydrogen development could offer ways to mitigate this. This report focuses on exploring the impact that the European Union’s ambitions and plans for hydrogen development—including an expansion of its infrastructure in the form of the European Hydrogen Backbone—on its geopolitical position up to 2040. It first looks into the greater detail of the EU Hydrogen Strategy and how it links with the Energy Union, as well as with European strategic autonomy and energy sovereignty issues. It finds that hydrogen development—alongside the growth of the renewable energy sector—offers a great opportunity to reduce the current exposure to hostile actors through the energy sector that often hampers Europe’s ability to act as a geopolitical force in its neighbourhood. However, it also warns that the lack of unity and coherence currently afflicting the Energy Union, and manifest in such recent controversies as the Nord Stream 2 undersea gas pipeline from Russia to Germany before Russia’s invasion of Ukraine in 2022, could potentially weaken such a positive geopolitical impact of hydrogen. Although hydrogen development requires Europe to draw upon external suppliers, the fact that this supply can come from many countries provides a significant opportunity for diversification and reducing the potency of energy supply as a geopolitical weapon. In this regard, two directions stand out in the EU’s neighbourhood—Ukraine in the east, and the Mediterranean along with the Middle East and North Africa (MENA) to the south. Both have huge potential for playing major roles in the European hydrogen supply chains, and their cultivation by the EU would provide many opportunities both to strengthen the EU’s influence in its neighbourhood and to build new partnerships. Certainly, neither of those directions comes without risks and downsides: political instability and armed conflicts, poor governance, unstable investment environment, water scarcity, and in some cases dependence on the hydrocarbons industry for income will be significant factors hampering the efforts to unlock their potential. Ukraine in particular will require sustained reconstruction efforts to tackle the massive devastation caused by Russia’s war. This will divert resources and attention, but transforming its energy sector and developing its hydrogen production base could still be important strands of these efforts. Europe’s own potential for domestic hydrogen production is another direction that this report looks into as a way to disentangle from the present-day geopolitically toxic dependencies and enhance its energy sovereignty. The Baltic states and Finland represent an interesting case study on how hydrogen could underpin a regional cooperation cluster with a high degree of integration—one of the new characteristics of the hydrogen era that will have geopolitical implications. The report, however, finds that different national perspectives on hydrogen, lack of coordination, and certain issues of trust arising from recent failures of solidarity and unity when tackling the regional nexus of energy security and geopolitics might hamper future regional cooperation in hydrogen. The hydrogen economy also offers some important benefits in managing national security challenges at the national level. In Estonia, the loss of the fossil fuel-based industry in the highly sensitive north-eastern region of Ida-Virumaa will be a socioeconomic blow to the local population. This report highlights how the vulnerability of the region, dominated by the Russian-speaking ethnic minorities who are already highly exposed to Russia’s malignant influence activities, could imperil Estonia’s energy transition and its national security. Creating a national hydrogen cluster in this region, drawing upon its industrial infrastructure and human capital, could mitigate the consequences of decarbonisation and energy transition. However, these considerations do not seem to receive sufficient attention from the government and energy businesses when drawing Estonia’s hydrogen map of the future. The report recommends that various stakeholders in the EU—including those behind the European Hydrogen Backbone—continuously monitor and assess the geopolitical risks, especially in terms of their impact on European energy sovereignty, when creating and managing new hydrogen-related interdependencies with the regions and countries outside the EU. The report urges the EU to support energy transition and necessary market and governance reforms in post-war Ukraine and the MENA countries to facilitate their emergence as crucial and reliable partners in hydrogen value chains. The report also recommends closer coordination and common planning between hydrogen stakeholders of the Baltic states and Finland when forming a regional cluster of hydrogen supply that would contribute to European energy sovereignty. Last but not least, it suggests that, for national security and resilience reasons, Estonia should focus more attention on the Ida-Virumaa region when developing its national hydrogen roadmap.

66. A 'Bright Path' Forward or a Grim Dead End? The Political Impact of the Belt and Road Initiative in Kazakhstan

Abstract:: This report assesses the political impact of the Belt and Road Initiative (BRI) in Kazakhstan. Specifically, it examines whether and how the People’s Republic of China can pursue a strategy of economic statecraft to further its foreign policy and political interests in Kazakhstan. Despite Kazakhstan’s importance for the success of the BRI’s overland trade corridors, the report argues that important financial, foreign policy, and political constraints limit Beijing’s potential to influence Nur-Sultan. Beijing’s concerns over upsetting its relationship with the Russian Federation and the fact that the value of bilateral trade, investment, and Kazakhstani indebtedness to China have decreased in recent years suggest that Beijing is less willing to, capable of, or interested in using the BRI to influence Kazakhstan. The perceived closeness in this bilateral relationship has less to do with the influence of the BRI and more to do with the alignment of both countries’ geopolitical interests before the initiative’s creation. The report does not suggest that Chinese influence has decreased, but rather shows how Kazakhstan has been able to maintain a degree of political autonomy. Nur-Sultan has played a proactive role in forming its relationship with Beijing through its pursuit of former President Nursultan Nazarbayev’s “multi-vector” foreign policy strategy. In diversifying Kazakhstan’s diplomatic, economic, and political ties with Russia, China, the European Union, and the United States, Nur-Sultan has been able to avoid complete dependence on one country. Furthermore, Kazakhstan has been able to shape the size and scope of Chinese economic activity by guiding the initiative’s investments and projects to further the government’s domestic development agenda, Nurly Zhol (translated as “Bright Path”). However, issues related to corruption and deepening ties between Chinese and Kazakhstani elites through the BRI have likely strengthened Kazakhstan’s authoritarian political structure.

67. Turkey's Response to the Russia-Ukraine Crisis

Abstract:: On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

68. How Will China Respond to the Russia-Ukraine Crisis?

Abstract:: How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

69. Russian Perceptions of Military AI, Automation, and Autonomy

Abstract:: President Vladimir Putin declared 2021 to be the Year of Science and Technology in Russia, with November named as the month of artificial intelligence (AI), signaling Russian leadership’s strong interest in this umbrella term. The Russian defense sector is particularly captivated by the opportunities associated with AI-based technologies. In recent years, AI, robotics, as well as the further integration of automation and autonomy into weapons systems and military decision-making have all been highlighted as priorities for modernizing the Russian armed forces. In 2017, Putin famously said that “artificial intelligence is the future, not only for Russia, but for all humankind … Whoever becomes the leader in this sphere will become the ruler of the world.” Quoting these words, analysts often attribute Russia’s development, testing, and use of weaponized AI to the necessity of competing in the so-called global AI race or the global tech race with the current leading AI developers: the United States and China. While the perceived need to compete and catch up is part of Russia’s motivations, its interest in military AI should not only be attributed to a quest for relative power. Understanding the depth and complexity of the debates surrounding AI, autonomy, and automation in Russia requires an examination of discussions about its strategic implications for the Russian army, the perceived benefits and risks of autonomy, and, more broadly, the importance of technological modernization and innovation for Russia’s place in the world. This report aims to provide an overview of the different conceptions and motivations, both oriented towards domestic and international audiences, that have been and are guiding Russian political and military leaderships in their ambitions to pursue weaponized AI. First, it outlines the various factors, both external and internal, behind the quest for pursuing AI, autonomy, and automation in the Russian military. Second, it presents some of the Russian plans in this area, what is known about their capabilities, and the challenges to strengthening them. Third, it dives into Russian debates on autonomy, and especially autonomous weapons systems, as well as discussions on the ethics of developing so-called “killer robots,” or autonomous combat robots (боевые роботы, or военные роботы), a term often used in the Russian-language literature. The analysis is based on a survey of open-source materials, including media reports, press releases, official statements and speeches, peer-reviewed articles and think tank reports, as well as publications in Russian military journals. The author would like to present it as the first step in an ongoing doctoral research project, as well as a contribution to the emerging English-language literature on how weaponized AI is perceived in Russia.

70. Electronic Warfare: Russia's Approach

Abstract:: Russia considers electronic warfare (EW) one of the key military capabilities in its ongoing confrontation with the West. EW provides a non-nuclear deterrence capability and helps Russia keep its great power status and strategic autonomy while also taking into account its long-term economic and demographic weakness. Russia has made significant advances in EW during the 2010s. However, at the beginning of 2020s, Russia still faces technological, technical, industrial, organizational, and political challenges that prevent Moscow from getting the EW capabilities it wants. Technological challenges are related to delays in developing air- and space-based EW capabilities, and to the need to unify EW systems. Technical challenges stem from the number of different types of EW systems that must be maintained, the relatively short lifespans of various EW systems, and issues integrating them with other combat systems and units. The last point also indicates why Russia has struggled to transform its quantity of the EW systems into a higher quality of combat capabilities. Industrial challenges are caused by the volatile dynamic of Russia’s arms procurements and R&D programs and the capacity of defense corporations to develop and produce advanced EW systems with acceptable costs. The main organizational challenge is that the number of EW troops that has already achieved its objective limit. Now EW troops need to be transformed from combat support into a combat branch. Finally, a political challenge appears in the confrontation between Russia and the West, which is the main driver for efforts related to EW. Russia is unable to compete with the United States and Europe in a symmetric way, and Russia’s political system does not allow Moscow to realize a “revolution in military affairs” because the centralized system struggles to implement a net-centric approach to the armed forces in effective way. For that reason, Russia has chosen a classic approach of asymmetric warfare with the goal of disrupting the command and control systems of a superior adversary. The coming decade promises to be challenging for Russia in terms of electronic warfare. Moscow will need to fix its previous EW efforts, pay more attention to the overall quality of electronic warfare rather than on the quantity of deployed EW systems, and bridge the evident gaps in EW on tactical, theater, and strategic levels. Moreover, after defense spending stabilized and even declined during the late 2010s, Russia has been forced to increase its defense budget again. This means spending for EW will also increase. Russia will try to fill gaps in air- and space-based EW capabilities, with the sea-based component continuing to play a secondary role in Russia’s military planning. It is also possible that Russia will chose to extend its ground-based EW infrastructure in Belarus with creation of an EW “chain” from Crimea to Kaliningrad.

71. How the Intervention in Kazakhstan Revitalized the Russian-led CSTO

Abstract:: The Russian Federation-led Collective Security Treaty Organization (CSTO) has existed for nearly 30 years, and, during all that time, it had never sent troops into a conflict zone in one of its members states. CSTO members Armenia and Kyrgyzstan had requested assistance in the past, but the organization did not send help as those situations were not part of the CSTO mandate. Faced with unrest that broke out in early January 2022, Kazakhstan’s government requested CSTO assistance to fend off what Kazakhstan’s president said was a threat to the country’s sovereignty from tens of thousands of terrorists. For the first time, the CSTO answered a call for aid and deployed some 2,500 troops to guard key facilities in Kazakhstan—but only in a few cities, and for less than two weeks. It looks now like there were no terrorists, and Kazakh President Kassym-Zhomart Tokayev’s call for help was not to save his country, but to save himself from elements in the government that were trying to oust him. That makes the CSTO decision to deploy forces more intriguing, as it appears the organization did not send the force to Kazakhstan to defend that country’s sovereignty, but to defend Tokayev and preserve a government that was friendly towards Russia.

72. Correlates of Politics and Economics: How Chinese Investment in Africa Changes Political Influence

Abstract:: This study investigates the impact of Chinese economic engagement in Africa (FDI and loans from China to African countries) on African countries’ international political alignment as evidenced by voting patterns in the UN General Assembly. We find three seasons of Chinese policy in Africa. Pre 2008, Chinese economic engagement in Africa was driven primarily by economic considerations, market seeking for FDI and likely resource seeking for loans. During the Great Recession, China came to terms with its rise as an economic power and thus started leveraging its economic power in international relationships. During this season, both Chinese FDI and loans were no longer driven by economic considerations but rather by international relations which led to increased political alignment with recipient African countries. The final season captured the Xi Jinping era beginning 2013. During this season, Chinese FDI had no effect on African countries’ foreign policy alignment with China, but Chinese loans still had a significant positive effect. This likely reflects a movement away from FDI to less transparent bilateral loans as a means of utilizing Chinese economic power to influence foreign policy. During the entire period of the study, Chinese FDI to Africa resulted in reduced political alignment between African countries and the United States.

Abstract:: What is the Wagner Group doing in Mali? Since it rose to prominence after its involvement in the Syrian Civil War alongside the Assad regime, Wagner Group, a Russian-owned Private Military Contractor (PMC), has expanded its footprint into Africa. [1] Wagner has immersed itself in Libya, Madagascar, Mozambique, Central African Republic (CAR), and Sudan, leading training exercises, fighting anti-government forces, and brutally quelling protests. Wagner Group often overlaps with Russian state foreign policy aims, but its position as an independent contractor lends it unpredictability, while giving Russia plausible deniability. The group offers the Russian state a valuable tool: the ability to test new environments for military cooperation without appearing heavy-handed or overtly involved. Wagner has established a pattern of political, military, and economic involvement in Sudan and CAR since 2015. Wagner Group and its founder, Yevgeny Prigozhin, have followed this strategy successfully in Mali, contributing to France’s recent decision to withdraw its military forces from the country. Although Wagner group still needs to adapt its strategy to succeed in a new environment in Mali, the Kremlin has strong-armed a key competitor out of the country. This creates potential contagion effects for the rest of the Sahel, particularly those countries facing long-term insurgencies, such as Burkina Faso.

74. Control, Development, Legitimacy, and the 2024 Problem: Russia Two Years Before the End of Putin's 4th Term

Abstract:: In 2020, the Russian Federation’s legislature adopted constitutional reforms initiated by President Vladimir Putin. The reforms allowed Putin to “zero out” his presidential term count, and thus maintain ambiguity about his plans in 2024. They also set the stage for a radical revamp of governance in the country, with hope to kick-start Russia’s economic growth before 2024 and to ensure that the system could withstand instability stemming from a potential succession crisis. The reforms did bring substantial changes. However, as it is evident from major policies regarding capital investments, public administration, and the COVID-19 pandemic, the reforms left political decision-making top-heavy, poorly informed, short-sighted, and constrained, making it highly questionable whether they could achieve the goal of stimulating growth and stabilizing the regime’s domestic position before 2024. It was amid this set of contradictions and ambiguities that Putin decided to start a war of submission against Ukraine in February 2022. As of March 2022, it is too early to conclusively evaluate the consequences of the war on Russia’s future, and having been finalized in early February, this report cannot attempt to do it. However, by undoing the foundations of economic and social development, the war seems to have set Russia on a course where the regime aims to resolve the contradictions and ambiguities detailed in this report by previously unseen levels of domestic repression and external aggression.

Abstract:: The time has come to openly regard the Republic of Serbia for what it is: A stalwart Russian and Chinese ally run by a semi-authoritarian government that proactively pursues ideologically irredentist territorial expansion in the Western Balkans. Today’s Serbia poses a threat to regional and transatlantic security. Under President Aleksandar Vučić’s Serbian Progressive Party (SNS), the Serbian government is rapidly building its military, overtly backing ultranationalist provocateurs in neighboring states, cementing Belgrade’s ties to Moscow, and consolidating partnerships with the People’s Republic of China (PRC). Integral to its efforts to actualize the “Greater Serbia” ideology, Serbia’s and Russia’s Orthodox Church leadership cooperate closely and in concert with their political counterparts. Without a significant Westward shift in its orientation, Serbia will continue on an authoritarian trajectory aligned with U.S. adversaries. Contemporary Serbia presents a quandary for U.S. and European strategists and policymakers. A genuinely democratic and Euro-Atlantic-oriented Serbia has been sought by Brussels and Washington alike. Yet, decades after Yugoslavia’s violent dissolution and related North Atlantic Treaty Organization (NATO) interventions in the 1990s, most Serbians reject NATO cooperation and are lukewarm towards the European Union (EU). Consequently, the U.S. and its democratic allies in Europe are less able to leverage prospective memberships as a means of transatlantic integration. Further complicating relations with Serbia is Aleksandar Vučić’s overt embrace of Beijing and Moscow. The depth of Serbia’s growing dependence on those powers jeopardizes U.S and European security on multiple fronts. The Vučić government’s enduring endorsement of ultranationalist narratives and their subversive purveyors continues to intensify discord in Bosnia and Herzegovina, Montenegro, and North Macedonia. Its military build-up is gravely disconcerting; Belgrade responds only with specious explanations. The country’s ever-greater reliance on Russian oil and gas as a client and transit state for Gazprom, Russia’s state-owned energy giant, puts it at odds with Brussels, Washington, and several Central-Eastern European capitals. Belgrade and Beijing’s economic, technological, and increasingly military cooperation accelerates as the Chinese Communist Party (CCP) further entrenches itself in southeast Europe. In sum: Serbia’s expanding alignment with authoritarian powers and regional anti-democratic forces reflects its illiberal worldview and disabling narrative of national victimhood. Western policymakers persistently view Belgrade’s government with the misunderstanding that, given the right incentives, Serbia will moderate, democratize, and gradually integrate into transatlantic institutions. This assumption is misguided. It diminishes, if not excludes, the need for a national reckoning among the Serbian people. As with post-war Germany’s Willy Brandt, Serbia needs courageous and sincere leadership to acknowledge past sins and move the nation forward. For example: A genuine Kniefall von Warschau event could spur an honest discussion among Serbian peoples about the atrocities committed during Yugoslavia’s dissolution. Whatever the catalyst, a broad acknowledgment of past crimes against humanity is categorical if Serbia is ever to become a democratic and open society. Without it, Serbs will remain disproportionately susceptible to domestic irredentist forces fed by malign foreign powers set on keeping the Western Balkans removed from the transatlantic community. Until such a national reckoning, Western decision-makers should adopt a more pragmatic approach to relations with a Belgrade government dismissive of genuine transatlantic partnerships. For as long as Pan-Serb ultranationalism is considered by Serbia’s leaders to be acceptable in political discourse, the kind of genuine democratic values and institutions shared within the transatlantic community will remain unrealized. Accordingly, the U.S. and its European allies should encourage Serbia to focus on itself, not its neighbors. In that vein, Western policymakers would be wise to stop expecting a breakthrough in Kosovo-Serbia status negotiations. It has become an empty dialogue that only keeps Kosovo locked outside of international institutions and other benefits of recognized statehood. A revised approach should also discontinue pushing an ineffective EU integration process as the primary means of democratically transforming Serbia.

76. China's Security Management Towards Central Asia

Abstract:: In the early years of diplomatic relations between the People’s Republic of China and Central Asian countries (roughly 1992-1999), bilateral security discussions strictly focused on the then-looming influence of a Uyghur-led independence movement in Xinjiang. Chinese officials directly asked Central Asian states to not support the East Turkestan Movement, orienting the issue as a regional mutual security interest. While concerns for stability in Xinjiang continue as the foundational drive towards deepening security relations with Central Asian states, new security interests have entered discussions since the late 2010s as expanded bilateral trade brought new issues, such as investment security and corruption-fuelled anti-China sentiment. Also, domestic issues in Central Asia, concerning leadership transition, economic decline, and nationalism, expanded the Chinese discussion of the role of Islam in politics and implications on Xinjiang’s stability. To address these interests, Chinese security engagement in Central Asia has steadily expanded. Within and beyond the Shanghai Cooperation Organization (SCO), multilateral dialogue on security issues have been regularized among all ranks of Central Asian security officers. The SCO has conducted annual security exercises since 2010, though the size of deployment, focus, and scope have changed. Between 2010 and 2019, the SCO created five expert groups to coordinate regional law enforcement agencies in order to address specific security issues. However, in comparison, bilateral security engagement remains more diverse. The number of meetings is increasing, and their formats are becoming more efficient. There are joint patrols and operation, regular military exercises pre-pandemic, short-term training and long-term military degree programs in China, transfer of security equipment, construction of security infrastructure, and the presence of Chinese private security companies. Kyrgyzstan and Tajikistan are the two most responsive countries towards welcoming these initiatives. In addition to multilateral and bilateral security engagement, the PRC has increased its military capacity in its western region. More emphasis has been placed on increased combat readiness, as well on the condition and human capacity on the border. While some areas of existing security cooperation are productive in meeting security goals, such as consensus over non-tolerance of Uyghur independence supporters and tightening illegal cross-border activities, two problems persist. First, while the PRC to an extend desires a regional approach to security, deliverables are more visible as the outcome of bilateral cooperation in Central Asia. These regional efforts are meant to deter any Central Asian governments from making independent assessments and forming their own foreign policy on Xinjiang without PRC participation. Second, language remains the most difficult operational obstacle to overcome. The dominance of the Russian language cements a substantial cultural and operational gap between the armies. So far, Central Asia-PRC cooperation has been a pragmatic, opportunistic choice—a choice that Central Asian leaders made due to the absence of comparable committed engagement from other major powers. Moving forward, in order to balance PRC security engagement, Central Asia’s strategic significance must be independently considered outside of its role in securing Xinjiang for the PRC.

Abstract:: The contest for control of northern Afghanistan between the Taliban, the Islamic State, and other terrorist groups is a major security concern for the states of Central Asia. Since the U.S. withdrawal from Afghanistan in August 2021, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have relied on the Taliban to prevent non-state actors from operating in northern Afghanistan and launching cross-border attacks. In recent months, however, the Islamic State has bombed mosques near the border with Central Asia, and claimed to have launched a rocket attack into Uzbekistan. The deteriorating situation in the region demonstrates the limits of Central Asian states’ security strategies, and highlights that they have few options in dealing with a new threat on their border.

80. Reviving the Prospects for Coercive Diplomacy in Ukraine

Abstract:: The United States and its allies in the West have been unable to use the threat of military force to coerce Russia into stopping its war in Ukraine. In part, this is because the West is more concerned about escalation than Russia. Further analysis using Alexander L. George’s framework of coercive diplomacy, however, suggests the problem is more complex and deep-rooted: Few of the historical conditions or factors that favor coercive diplomacy are present in Ukraine. This analysis reveals three things the United States and its allies should do to revive the prospects of ending the war in Ukraine through coercive diplomacy. First, they should take smaller, more achievable steps which are less likely to inspire Russia to double-down. Second, they should exploit Russia’s deteriorating position through a mixture of carrots and sticks. Finally, the West should seek to minimize the intensity of its wider confrontation with Russia and focus on strategic stability as an end in itself. This will be challenging because of the gravity of Russian atrocities in Ukraine. But it may help end the war through coercive diplomacy, and avoid a serious miscalculation with Russia.

Abstract:: Russian war aims have contracted from conquering Ukraine to simply expanding the territory of the statelets it supposedly went to war to protect. By contrast, Ukraine’s war aims have grown from survival to the recovery of all territory lost to Russia since 2014. These uncompromising objectives lock Russia and Ukraine into a war of attrition with little hope of a negotiated settlement. The ongoing battle in Donbas could provide Russia with some tactical successes and a propaganda victory but probably not a strategic one. In fact, further losses could weaken the Russian army to the point that it enables later Ukrainian counterattacks or even causes the Russian army to fracture. Leaders in Moscow may find that a depleted army leaves them few options for victory and that even their superiority in nuclear weapons may not be as useful as supposed.

Abstract:: On May 2–3 2022, the Konrad-Adenauer-Stiftung Syria/Iraq Office and the Foreign Policy Research Institute convened a panel of foreign policy experts for a dialogue on security challenges present in the Eastern Mediterranean. The first day addressed state fragility in the region and how this phenomenon intersects with systemic security issues, including climate change, maritime issues, and migration. The second day of dialogue addressed military issues, including Russian naval modernization, US-Russian regional retrenchment, and how each country views the other’s long-term regional ambitions. Additionally, the conversations in the second day covered European regional security views and how the broader US-Russia rivalry impacts thinking on the continent amidst the current crisis landscape. In each panel, two guest speakers shared their subject matter expertise on the focus topic and a dialogue followed brief presentations. The entirety of the event was conducted under Chatham House Rule, wherein the participants could share views and opinions freely. As a result, findings from these conversations can be more transparent than traditional formal dialogues in traditional diplomatic channels. In this report, we share the consensus highlights and points of contention which came from the discussions. As the nature of Chatham House Rule protects the identity of our participants, below are a few areas of expertise found among those involved in the dialogue.

Abstract:: Despite the attention in Washington currently paid to developments in Ukraine and the Taiwan Strait, terrorism remains a threat to US national security. The recent counterterrorism strike against Ayman al-Zawahiri in Kabul highlights that the fight against al-Qaeda, among other groups, is not over, and that Afghanistan remains a safe harbor for many of the world’s terrorist organizations or their affiliates. Going forward, the United States will need to continue to dedicate resources to detect and disrupt terrorist threats emanating from Afghanistan. To do so, Washington needs to rebuild a coalition of allies opposed to violent Islamist extremism—both around Afghanistan and inside the country—who can provide intelligence and logistics support as needed, to help in that task.

Abstract:: Russia’s war on Ukraine is poised to bring into being a new European security order. Although the last eight months have been full of surprises, that new order may very well be marked by unstable standoffs, buildups, and dangerous activities and incidents between both Ukraine and Russia and Russia and Ukraine’s Western backers. These will risk ever more dangerous crises, all with the threat of nuclear war looming. The last eight years of military deployments, near-simultaneous exercises, and other proximate activities by Russia and NATO offer some hints as to what this future may look like. These, notably, were undertaken not to prevent an escalation in Ukraine but to deter NATO from attacking Russia and vice versa. During this time, discussions about a return to conventional arms control in Europe to mitigate the dangers of military activities gained little traction with policymakers, and the agreements and arrangements that had been in place continued to deteriorate and dwindle. In late 2021, as Russian forces massed on Ukraine’s borders, the West offered Russia a return to conventional arms control solutions. Russia countered with demands that NATO return to its 1990s-era force posture and eschew any further enlargement, and then proceeded to roll its tanks into Ukraine. During the tense months prior to Russia’s invasion, the conventional arms control mechanisms that remained, such as the Vienna Document, made it possible to call out Russia’s buildup, but not reverse it or prevent attack. Although there is little logic and less appetite for new arms control deals now, an end to fighting in Ukraine will create new imperatives to make Europe safer than it is today. While sanctions can limit Russian capacity to some extent, they may well be inadequate to prevent substantial buildups. For this reason, NATO members and their partners should be thinking in advance about how they could limit Russian capabilities via negotiated arrangements with robust verification measures and repercussions for violations. Once the shooting stops in Ukraine, deals such as these could make a more secure Europe, bolstered by more reliable deterrence, attainable.

Those interests that have been defined—deterring future aggression and protecting the “liberal order”—do not stand up to scrutiny. Actual U.S. interests in Ukraine are essentially negative: preventing further escalation or spillover of the conflict and limiting a wholesale collapse in U.S.-Russian relations. The limited interests that the U.S. does have in Ukraine suggest that Washington should try to convince Ukraine and Russia to accept a negotiated settlement.

88. Immaterial Competition: Rethinking the Roles of Economics and Technology in the US-China Rivalry

Abstract:: The US-China rivalry is likely to be the fulcrum around which international affairs are structured in the twenty-first century, akin to the Cold War from 1947 to 1991. This rivalry, like its predecessor, emerges from divergent geopolitical interests and imperatives. While the Chinese Communist Party’s aims are many, various, and subject to change, they include its continued control of the Chinese State; economic and technological modernization and leadership; internal order; complete union with Taiwan on Beijing’s terms; certain territorial concessions from its neighbors; and the disestablishment of security arrangements across the Indo-Pacific that it views as threatening and trammeling. The latter three are in direct conflict with US interests and imperatives in the Indo-Pacific: prohibiting China’s unilateral modification of the status quo vis-à-vis Taiwan; preserving the sovereignty and territorial integrity of its allies and partners; and maintaining its military partnerships and presence in the region. These antithetical interests animate a larger struggle for hegemony in the Indo-Pacific and serve as the terms on which this contest will be decided. Explanations of the rivalry as an ideological contest or a competition born from competing economic interests are less compelling by comparison. The United States and China are motivated to an extent by ideological imperatives, but these do not appear to propel or serve as the central stakes for the rivalry as much as they affect each’s disposition toward the other. Long-standing trade, investment, and commercial disputes and competition, meanwhile, are not so substantial that they motivate the rivalry. While these issues are impactful to niche communities and conspicuous to national policymakers, they are not particularly consequential for national prosperity. The logic of competition, trade, and globalization, in fact, suggests that the US-China commercial relationship is mutually beneficial, notwithstanding each’s concerns with the other’s economic statecraft and market-leading firms. In their geopolitical rivalry, there are a few key forces or contests of interest: path dependence, regime continuity, prudent strategy, third-party alignments, and the balance of military forces in the Indo-Pacific. Each affects the United States’ and China’s ability to achieve their ends and shapes their rivalry. Economic and technological statecraft, by contrast, is largely peripheral to these ends as it does not effectively advance political objectives relevant to territory, borders, security architectures, and national defense. That is not to suggest that economic and technological factors are irrelevant, however; they shape, constrain, and advantage the United States and China across their rivalry’s key forces and contests of interests. Particularly noteworthy are economic and technological factors’ impact on the military balance. Tradition and intuition hold that nations with bigger and more advanced economies are better postured to resource, procure, and manufacture military equipment and can therefore generate greater military power. In the case of the US-China military competition, however, total military power is less relevant than the specific military balance in the Indo-Pacific, in which the distribution and strength of forces in the theater, the capability and reliability of key materiel inputs of outsized importance, and the operational concepts and tactics with which each’s military fights are more important. Total military power—and in particular greater military equipment—matters on the margin, of course, if only because the party with the greater mass and quality of materiel will be able to retain more forces in the Indo-Pacific, maintain more of these key materiel inputs, and develop novel operational concepts and tactics tailored to their superior materiel. Neither the United States’ nor China’s total economic production, public balance sheet, high-technology commercial firms, and scientific production are likely to provide a decisive or lasting advantage on this count. Each country’s economy can support substantially greater military spending, limiting the extent to which one can derive an advantage from the other’s more binding constraints. The capacity and maturity of each country’s defense industrial base is of greater relevance, but these are flexible quotients that investment can improve. This elasticity of defense production suggests that microeconomic endowments may be binding in the short run but variable in the longer run, meaning that policy choices—rather than existing economic endowments—constrain military production. Technological endowments, informing each country’s capacity for broad innovation, are of similarly bounded importance because military technology is somewhat narrow and other factors, such as military procurement processes and inflexibility in concepts of operation, limit the extent to which superior technology translates into military advantage. The fundamental result of this argument is that the concerns that propel the emerging US-China economic and technological competition are ultimately not all that relevant to the matters at the core to their rivalry and to the instruments of national power most relevant to these issues. The US should therefore be wary of policies ostensibly demanded by economic and technological competition and may find its interests better served by limiting its rivalry with China to military competition driven by its core geopolitical interests.

89. 'Win Without Fighting': The Chinese Communist Party's Political and Institutional Warfare Against the West

Abstract:: When compared to Western forms of diplomatic conversation and strategic discussion, phrases emanating from Beijing and the Chinese Communist Party (CCP) can appear peculiar, platitudinous, and so ambiguous as to be devoid of practical content. China’s paramount leader Xi Jinping speaks frequently about a ‘community of shared future,’ a ‘common destiny for mankind’ as part of his ‘China dream,’ or of his country’s ‘rejuvenation.’ He promises to pursue and achieve a ‘new type of great-power relations’ with the United States that will ‘expand the converging interests of all and build a big global family of harmony and cooperation.’ Yielding to the temptation to dismiss these phrases as glib and meaningless or as empty promises to the world would be a serious mistake. Emerging as the victorious side after the world was reshaped in the aftermath of the Second World War, and, more recently, the formal end of the Cold War, the United States and its allies have generally enjoyed dominance in all forms of power. The challenge and threat of China is largely understood in the context of its increase in material power, which is relatively easy to understand and quantify. In contrast, far less attention is being paid to non-material power, which is, admittedly, more nebulous and difficult to assess. However, China’s focus has been on relentlessly building its ‘comprehensive national power’ (CNP), that is, the sum-total of its powers and strengths—economic, military affair, science and technology, education, and resource—and influence. Thus, CNP encompasses both material and non-material power, and China’s buildup of both of these forms of power best explains its strategic and diplomatic successes. Chinese ‘rejuvenation’ is also not just about building GDP or having the world’s largest naval fleet. Rather, the CCP’s vision of a ‘community of shared future for mankind’ is very much about displacing the dominance enjoyed by the US and other advanced democracies in shaping global discourse and conversations, norms and standards, and influence within and through institutions. The advanced democracies have taken these less obvious forms of power for granted, a complacency that Beijing has exploited. As the CCP recognizes, “In the final analysis, the rise of a great power is a cultural phenomenon. It (that power) must be accepted by the international community. Be accommodated by the international system, rely on the international system, and be recognised by international norms.” To be sure, there is a rich and growing literature on the CCP’s various information, influence, and institutional resources and activities, and this report does not seek to reproduce the excellent work already in the public domain. Rather, it begins from the uncomfortable but growing realization that the CCP believes it has long been at war with the US and its allies, even though kinetic force has been used in only a few instances. It looks at why this war is being waged, what the hallmarks of success for Beijing look like, and how the use of non-material strategies in the form of political and institutional warfare complements and augments China’s better known material approaches in the CCP’s determined attempts to win this ongoing war or struggle. The report seeks to emphasize that, in understanding the challenge and threat of China, political and institutional warfare should not be treated as optional or interesting adjuncts to traditional notions of warfare or that their effects are peripheral to core strategic and even military objectives. On the contrary, non-material approaches are essential to the Chinese strategy and have real-world outcomes that are often the same ones that the use of force or economic coercion is intended to achieve. Just as the CCP views comprehensive power as encompassing material and non-material elements, its notion of waging and winning a war may or may not include a military element. We need to do the same when countering, deterring, and, if necessary, defeating Chinese strategies and actions. Moreover, the CCP’s approach is not just about putting its views forward in overt or veiled ways in the hope that it will change our minds about various issues. Instead, Beijing’s strategy is much more proactive and profound than that. The CCP’s political and institutional approaches are about fundamentally changing and shaping even the way we begin to think about or analyze an issue or what we perceive to be its ‘first principles.’ It is designed to shape the way we talk (or do not talk) about an issue, the presumptive and analytical frameworks we employ to do so, and the discourse regarding it that is accepted and deemed acceptable. At first glance, such a deeply cognitive approach might seem fanciful and impossible to implement. However, this report offers two recent case studies of instances where the CCP enjoyed considerable success in melding the material and the cognitive—with tangible and real-world results. This report then offers a summary of the real-world strategic effects and their impacts on the tactical decision-making of countries and their elites that should concern those in charge of our political, economic, military, and diplomatic policies and activities. In conclusion, it suggests some general responses to the CCP’s strategy, approach, and actions in these contexts.

90. Regaining the High Ground Against China: A Plan to Achieve US Naval Aviation Superiority This Decade

Abstract:: The U.S. Navy and Marine Corps face growing challenges ranging from China and Russia to regional threats such as Iran and North Korea, all of whom seek to undermine their neighbors’ stability and revise geopolitical relationships in their favor. Despite the impact of the COVID-19 pandemic and resulting economic downturn, each of these potential adversaries continued to improve its military capabilities, especially the number and reach of precision missiles able to strike U.S. allies and slow or prevent intervention by U.S. naval forces. Supported by commercial and military surveillance networks in every domain, weapons located on adversary territory are capable of threatening U.S. and allied ships, troop formations, and aircraft hundreds of miles away. U.S. naval aviation risks sliding into irrelevance unless Navy and Marine Corps leaders embrace organizational and investment changes that would enable more effective operational concepts against peer adversaries. To support the approaches, naval air forces will need greater reach, adaptability, and capacity, which this study proposes to address by changing the composition of carrier air wings and repurposing aircraft based ashore or on surface combatants and amphibious ships. Rebalancing naval aviation primarily involves force management, supported by additional procurement or modification of existing aircraft and payloads. This contrasts with prevailing Navy and Marine Corps plans, which sustain the existing force with minimal improvements while prioritizing development of next-generation capabilities. Not only does this approach fail to address the urgent nature of Russian and Chinese threats, but it also perpetuates the Navy’s expectation that revolutionary new capabilities will fix problems that demand tactical, organizational, or adaptive technical solutions. That strategy failed to deliver in the cases of the Littoral Combat Ship, Zumwalt-class destroyer, and Ford-class carrier. The F/A-XX program for a sixth-generation air superiority fighter-even if successful-is unlikely to transform naval aviation but could consume resources needed to address peer adversaries during the next decade. The shortfalls facing naval airpower against the People’s Republic of China are significant, but not insurmountable. Analysts have pronounced the death of the aircraft carrier several times since the end of World War II, but by exploiting its adaptability and mobility U.S. naval forces could remain relevant against peer opponents despite the emergence of long-range sensor and precision weapon networks. However, achieving the reach and capacity necessary to counter Chinese aggression in the Indo-Pacific will depend on carriers focusing on the mission only they can do sustainably and at scalelong-range counter-air and strike warfare. Navy and Marine Corps leaders have an opportunity to substantially improve the ability of maritime airpower to influence events in the Indo-Pacific. However, rebalancing naval aviation will require overcoming cultural, organizational, and programmatic hurdles. As described in this report, the necessary changes are possible and affordable, but only if naval leaders embrace the urgency of their challenges and do not continue to hope they can continue to push their problems-and solutions-out into the future.

91. Decrypting Crypto: Cryptocurrencies and the Quantum Computer Threat

Abstract:: Cryptocurrencies are increasingly embedded in the global financial and economic mainstream. One reason is that its security encryption, distributed ledger technology, or blockchain, is largely impervious to conventional cyber-attack or theft. However, thanks to Shor’s algorithm, cryptocurrencies will be exceptionally vulnerable to a future quantum computing attack. What makes crypto vulnerable to Shor’s algorithm is elliptic-curve cryptography, which applies to all distributed ledger technology. Based on our research, the overall cost of a major hack and devaluation of Bitcoin alone would equal $3 trillion plus. Fortunately, solutions already exist: post-quantum cryptography and quantum computing. Cryptocurrencies are here to stay. However, supporting crypto security with post-quantum cryptography or quantum cryptography will enable cryptocurrencies to remain a mainstay of the global financial system for many decades to come.

92. One-Size-Fits-None: Overhauling JADC2 to Prioritize the Warfighter and Exploit Adversaries’ Weaknesses

Abstract:: Amazon founder Jeff Bezos famously attributes his company’s success to its customer obsession, which drove initiatives ranging from the creation of a cloud infrastructure and processing orders at unprecedented scale to establishing an entirely new logistics network that rapidly moves purchases to destinations. Amazon’s focus on shoppers is understandable, as it only makes about 1 percent of the merchandise it sells. Unlike a product-aligned business model like Apple’s, which seeks to anticipate or shape customer demand, Amazon’s bottom line depends on it being able to understand and respond to consumers better and faster than competitors. Given the urgent challenges China and Russia pose to US allies, the US Department of Defense (DoD) should adopt a fulfillment model like that of Amazon. Although analysts often treat the DoD as a single customer in a monopsonistic relationship with its thousands of suppliers across the defense industrial base, the DoD more closely resembles a market where military services, combat support agencies, and defense contractors collaborate to deliver capabilities to their ultimate customers—combatant commands such as US Indo-Pacific Command (INDOPACOM), US Strategic Command (STRATCOM), and US European Command (EUCOM). Viewing the DoD as a market rather than a customer suggests that services and agencies should focus their efforts on understanding and meeting combatant commanders’ needs. This would reverse the Pentagon’s longstanding practice, codified in the Joint Capabilities Integration and Development System (JCIDS), in which services and agencies predict future operational requirements and task government labs or contractors with developing solutions that will fill anticipated capability gaps. JCIDS harkens back to the 20th century’s industrial model of product development exemplified by Henry Ford, who famously said that purchasers of his Model-T could have it in any color they wanted, as long as it was black. The DoD’s customers are similarly disenfranchised. The US Joint Staff, which administers JCIDS and acts as the combatant commanders’ representative in Pentagon decision fora, lacks acquisition authorities and funding and thus can impact defense programs only by defining requirements for future systems. Because requirements are predictive, they attempt to capture the full range of use cases for a new product, leading JCIDS to produce comprehensive, generalized solutions rather than customized capabilities designed to meet combatant commanders’ operational challenges. The argument for military services “pushing” new systems to customers instead of letting end-users “pull” what they need centers on the perception that combatant commanders are focused on near-term capacity rather than next-generation capability. This assessment may have been valid in 2003 when JCIDS was first implemented. Emerging systems like the F-35 strike-fighter and DDG-1000 each took nearly two decades to reach fruition, and combatant commanders lacked the analytic processes and far-term perspective to determine what would be useful or feasible 10 to 20 years in the future. Moreover, the US military in 2003 was by far the world’s most capable force, and threats requiring substantially different US capabilities would take a decade or more to materialize. However, the assumptions underlying the DoD’s industrial model of capability development are no longer valid. INDOPACOM assesses that China could mount a successful invasion of Taiwan during the 2020s, and Russia continues to threaten imminent action against Ukraine and NATO’s eastern members. Combatant commanders’ perspectives on capability requirements should therefore be a top priority for services, agencies, and the defense industry. At the same time, in the commercial sector, computing, manufacturing, and materials technologies are delivering new products within months or several years rather than decades. New defense industrial base entrants that leverage commercial advancements and software-centric innovation could quickly provide relevant capabilities by responding directly to combatant commander’s current and emerging operational challenges. Unfortunately, the DoD’s pursuit of efficiency and centralized decision-making hinder the direct connections between combatant commander customers and commercial or government suppliers that foster innovation. The results will therefore continue to be one-size-fits-all solutions that take longer and are more expensive than concepts and capabilities tailored to meet specific needs. In addition to furthering the Pentagon’s well-documented problems delivering new systems and concepts on cost and schedule, universal solutions will be less likely to target the specific threats posed by such peer adversaries as China or Russia. Without restoring combatant commander customers to the center of the DoD’s capability development efforts, US forces will not be able to keep up with the challenges posed by peer adversaries like China or Russia and may even find themselves behind regional powers with geographic advantages and little to lose. The US military cannot afford another failed and ponderous attempt to “boil the ocean” with universal solutions and should take a page from Amazon by focusing on customer needs first.

Abstract:: The COVID-19 pandemic has vividly brought to the public’s attention the key role of medical innovation in saving lives and increasing the quality of daily life. The pandemic has also precipitated an international debate over the role of patents and other intellectual property rights in the discovery, manufacture, and distribution of drugs and vaccines to patients. Even before COVID-19, there has been an ongoing policy debate in Washington, D.C., over drug prices and patents with congressional hearings, proposed legislation, and antitrust enforcement actions. The pandemic has thus made apparent what reliable data have already shown: poorly crafted legislation or antitrust enforcement actions could have a tremendous negative impact on the innovation economy in general and on healthcare specifically by undermining the incentives that drive the billions invested annually in the research and development of life-saving drugs and other medical treatments. Congress and regulators should engage in evidence-based policymaking on these important issues, which have far-reaching implications for economic growth and quality of life. This policy memo identifies a serious concern about the data in these discussions.

Practically speaking, this means choosing important operational problems and wiring together the right sensors and decision aids to deliver the right effects to solve them. The result will create operational dilemmas for our adversaries, and new options for US commanders.

96. Building a Team for Next Generation Air Dominance

Abstract:: US air and naval forces face contested environments over wider areas than ever before. Opponents fighting near their home territory can use long-range surface-to-surface missiles and air defense systems—enabled by a combination of commercial or military satellites and airborne sensors—to threaten US or allied airfields, ships, and aircraft thousands of miles away, as depicted in Figure 1.1 By showing they can slow or prevent US intervention in their regions, aggressors like the People’s Republic of China (PRC), Russia, and Iran hope they can convince neighbors to accept their demands for access, influence, or territory. And if coercion proves unsuccessful, these revisionist powers could employ long-range precision weapons as part of a military offensive to achieve their objectives. Although formidable, long-range weapon and sensor complexes like that of the PRC would not be impenetrable. For example, countermeasures and stealth capabilities could degrade the ability of enemy sensors to target and communicate the location of US ships or aircraft, and self-defense systems could prevent small attacks from being successful. As Figure 1 suggests, against the larger strikes likely to be mounted during war, US ships, aircraft, and bases could also be positioned farther from enemy missile batteries to shrink weapon salvos to within US units’ defensive capacities.3 However, reducing their detectability and attacking from longer ranges would reduce the number and intensity of effects US ships or aircraft could generate. Consequently, adversary leaders may have greater confidence in their ability to win a war on acceptable terms.

Abstract:: Material power is relatively easy to understand and quantify. Much less attention is given to nonmaterial power, which is admittedly more nebulous and difficult to assess. Even so, if power is broadly defined as the capacity to exercise or impose one’s will over another, then nonmaterial forms of power need to be taken seriously. This means understanding them, increasing one’s capacity to operationalize and exercise them, and institutionalizing their use to achieve national and security interests. The issue of nonmaterial power (especially information and influence operations, which will fall under the term political warfare) is arising because these forms of power have been taken for granted or have been largely ignored by the advanced democracies. 98. Defending Guam

Abstract:: Guam, “where America’s day begins,” constitutes an indispensable strategic hub for the United States. The largest of the Mariana Islands in the western Pacific, it allows the United States to successfully project power within the Indo-Pacific region and so makes credible US security commitments to key US allies located there. Guam is home to Andersen Air Force Base (AFB), from which F-22 Raptors and strategic bomber rotations project US power from the skies, and to the deep-water port Apra Harbor, which plays a critical role in US Navy missions aimed at keeping trade routes open. Thus, this US territory is essential to the security of the American citizenry. Guam’s great strategic value to the United States and its proximity to North Korea and the People's Republic of China (PRC) make it a prime target of missile attack by these US adversaries. Of particular concern, however, is the threat posed by possible Chinese long-range missile strikes, and so, to enable the successful projection of US power within the region and provide credible assurance to key allies, Guam’s defenses must be strengthened. Due to its significance to US security and its status as a US territory, military officials have increased their emphases on the need to speed up the construction of an adequate defense. Then-Commander of US Pacific Command Admiral Davidson regularly connected Guam to the US homeland, stating to Congress, “Hawaii, Guam, and our Pacific territories are part of our homeland and must be defended.”

99. Learning to Win: Using Operational Innovation to Regain the Advantage at Sea against China

Abstract:: The US Navy has spent the last decade attempting to pivot from efficiently maintaining the post–Cold War peace to effectively preventing and fighting a war against China or Russia. The circa-2000 Navy faced pervasive low-end threats from terrorists, insurgents, and regional opponents; today it is up against great power adversaries who used the past twenty years of relative stability to modernize and expand their fleets. The People’s Liberation Army (PLA) Navy is now larger than its American counterpart and is narrowing the US Navy’s capability advantages.1 Russia’s Navy, while smaller than that of the United States or China, boasts some of the most capable submarines in the world and hypersonic missile-equipped frigates.2 Proliferation of computing, sensing, material, and countermeasure technologies has leveled the playing field for military capability development. Building faster, more precise, stealthier, or smarter ships, aircraft, and weapons than opponents⎯the US Navy’s playbook since the Cold War⎯will no longer yield substantial or persistent advantages. The Navy will need to continue pursuing improved capabilities, but regaining and maintaining an edge against Chinese and Russian forces will depend as much or more on the US fleet establishing new operational concepts and tactics that exploit its strengths and its enemies’ vulnerabilities.3
