291. Towards a Better Understanding of Climate Security Practices

Abstract:
The Planetary Security Initiative has launched a first report and overview of climate security practices. Climate security research has evolved tremendously over the past 20 years in the direction of how to address security risks related to climate change. Action on the ground is still limited but holds a lot of potential. Therefore, interest is growing in the development, diplomacy and defence sectors to engage in this space. The climate security practices project from the Planetary Security Initiative seeks to open up a new and vital area of analysis in the climate security community: When it comes to action, what works, and what doesn’t? Although it is still too early to answer this question, it is possible to collect climate security practices and draw lessons from their implementation. With the climate security link having become more evident in many countries and regions of the world it is imperative to scale up efforts to address the climate security nexus and to learn from these efforts. The Planetary Security Initiative aims to inspire learning on how we can combat this complex risk, or at least alleviate security risks related to climate change, and consider it a new entry point for conflict prevention and peacebuilding efforts. The first report draws lessons from and reflects on 8 climate security practices that enhance peace and stability. Many peace-building interventions try to address a wide range of conflict drivers, which include the various manifestations of climate stress such as pressure on natural resources, livelihoods and human security. These can arise from desertification, lack of access to water and unequal natural resource distribution. Examples of these interventions include tree-planting projects, the inclusion of natural resource distribution measures in peace treaties and provision of renewables in refugee camps and military missions. The projects will cover a wide range of practices ranging from human security to hard security-focused practices implemented by actors in the development, diplomacy and defence sectors.

292. The EU’s Strategic Compass for security and defence: Squaring ambition with reality

Abstract:
The European Union (EU) is developing a Strategic Compass for security and defence, to be ready by March 2022. The first semester of 2021 is the phase of the ‘strategic dialogue’ with the member states and institutions of the EU, including the involvement of think tanks and other stakeholders. Commissioned by the Ministries of Defence and Foreign Affairs of the Netherlands, the Clingendael Institute delivers its contribution to the strategic dialogue on the Strategic Compass by focussing on defining more precisely the military level of ambition of the EU and what it implies for capability development and the relationship with NATO. The EU faces a wider set of challenges and threats than ever before. In the global power rivalry between China, Russia and the United States, it is ‘Europe’ that runs the danger of becoming irrelevant and the object of great power actions rather than being a global actor. The arc of instability around Europe is unlikely to turn into an arc of stability. The challenges posed by state and non-state actors – the latter in particular in the southern neighbourhood – require the EU to respond to external conflicts and crises, to support partners to provide security for their own population and to protect the Union and its citizens – the three strategic priorities for the EU’s Common Security and Defence Policy (CSDP) as defined five years ago in the Implementation Plan on Security and Defence. While the EU has made progress in many areas – trade policies, partnerships, civilian crisis management – its military tools have remained weak as a result of a lack of political will and the absence of adequate military means. The Strategic Compass offers the opportunity to close the gap between ‘too much rhetoric’ and ‘too little action’ that have characterised the EU’s security and defence efforts so far. In recent years, new instruments have been created to improve European defence cooperation – such as the Coordinated Annual Review on Defence (CARD), Permanent Structured Cooperation (PESCO) and the European Defence Fund (EDF) – but these are what they are: without strategic direction instruments tend to become bureaucratic tools rather than the rails on which the train travels to its destination. In the Strategic Compass the EU has to define more precisely its military level of ambition and what it implies for capability development and partnerships. In short, the report tries to answer two questions: (1) what should the EU be able to do, and (2) what is needed to get there? The relationship with NATO has to be taken into account in answering these key questions.

In 2020, DGAP’s Strategy Group on Russia focused on Moscow’s long-term efforts to diversify its foreign policy portfolio, turn away from Europe, and build-up other non-Western vectors in its diplomacy. Against this background, this report assesses Russia’s relations with the EU, China, and the United States. While Russian relations with the West are unlikely to improve in 2021 – especially ahead of this fall’s Duma election – there is still a chance for limited engagement on issues of mutual interest.

Although President Biden has made US foreign policy more predictable, its medium- and long-term direction and concomitant implications for transatlantic relations are less certain. This report presents three scenarios of how US strategy might evolve. They provide insight into how the United States behaves in the spheres of security and international economy under different conditions and why, suggesting ways for the EU and Germany to preemptively mitigate risks and positively influence future policy.

295. Timor‐Leste’s ASEAN Membership Prospects in a Time of Geopolitical Ambiguity

Timor-Leste is a small democratic country in an increasingly strategic region. Since gaining independence in 2002, Timor-Leste has made remarkable progress as Asia’s youngest democracy, but it has a long way to go in improving its economic and political situation. ASEAN membership for the Timorese is viewed as a way to reconcile economic, security, and geopolitical interests, while carving out a regional identity. Timor-Leste’s push for ASEAN membership started in 2011 and intensified during the latter half of 2019 when Foreign Minister Dionisio Babo Soares visited all ten ASEAN capitals in the summer followed by ASEAN fact finding missions in Dili in the fall. While Timor-Leste’s response to COVID-19 is impressive, the economic toll continues to be severe. Therefore, ASEAN membership is a comparatively lower priority this year, but is still under consideration by members, based on Vietnamese Prime Minister Nguyen Xuan Phuc’s speech during the recent ASEAN Summit.

296. Veteran Disability Compensation and the Army Profession: Good Intentions Gone Awry

Abstract:
Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. More importantly, many of today’s soldiers are rationalizing disability compensation as something owed to them—not for a debilitating injury, but for the hardships of service to the nation. This study uses US Army and Department of Veterans Affairs personnel files, soldier interviews, and discussions with senior leaders to support its conclusions. The intent of the study is to prompt the Army profession to act before the culture surrounding disability compensation becomes permanent. In the end, the essence of the entitlement—taking care of veterans—must remain sacrosanct. This call for reform is driven not by fiscal considerations, but by a desire for the Army to remain both an institution trusted by society and a profession marked by selfless service.

Abstract:
Failure to plan realistically for needed changes in Afghanistan’s security sector following a peace settlement—and failure to start phasing in changes now—will lead to post-settlement instability. This report examines the particular challenges Afghanistan will face, with examples from the climate following peace settlements in other parts of the world offering insight into what may occur and possibilities for response. An Afghan-owned and Afghan-led strategy that incorporates some of this report’s recommendations can help create a lasting foundation for Afghan and regional stability.

When Pakistan’s Federally Administered Tribal Areas were officially merged into Khyber Pakhtunkhwa Province in May 2018, the five million residents of the former tribal areas acquired the same constitutional rights and protections—including access to a formal judicial system—as Pakistan’s other citizens. This report, based on field research carried out by the authors, explores the status of the formal justice system’s expansion, finding both positive trends and severe administrative and capacity challenges, and offers recommendations to address these issues.

This CIGI special report is a "cri de cœur" arguing for a new approach to national security strategy and honest, transparent engagement with the reality of the threats we face as a country. It outlines the key threats that we now confront: a vastly altered geopolitical environment with the rising power of China at its core, ongoing and future pandemic threats, climate change security impacts, uncontrolled technological change and the undermining of economic security. Meeting these threats requires a sovereign, made-in-Canada response that protects Canada’s democracy and national interest and that operates within an environment of informed public understanding. Canada must pivot to face looming global threats and can and must do so from a position of knowledge and strength. This special report is the culmination of a project unprecedented in scale and scope in Canada. Beginning in the fall of 2020, CIGI set out to mobilize a large and diverse set of Canadian and international experts to examine Canada’s national security landscape. The CIGI project, Reimagining a Canadian National Security Strategy, features the publication of this capstone report, authored by the project’s co-directors, alongside 10 thematic reports allowing for deeper dives into critical, present-day national security issues. This report makes a series of key policy recommendations to assist the Government of Canada in addressing the challenges of a new security environment.
