1. An imperative for women’s political leadership: Lessons from Brazil

In politics and positions of power, the lack of equitable representation of women is striking. Women represent 49.7 percent of the world population, yet only twenty-seven countries have a female leader as of February 2023.2 Brazil, which elected its first and only woman president in 2011, has seen slow progress in ensuring greater female participation in politics. Political violence against women, among other factors, is a deterring factor for women’s political participation. Political violence is not a new phenomenon, nor it is exclusive to women. However, evolving analysis has identified differences between political violence generally and political violence against women. The latter is directed at women with the intent of restricting their political participation and active voice, while also generalizing women’s participation as “wrong.” In the Brazilian context, political violence against women is a “physical, psychological, economic, symbolic, or sexual aggression against women, with the purpose of preventing or restricting access to and exercise of public functions and/or inducing them to make decisions contrary to their will.” As such, political violence against women plays an important role in deterring women’s active participation in politics—and even more daunting for black, indigenous, or LGBTQI+ (lesbian, gay, bisexual, transgender, or queer) women. Brazil has a unique opportunity to adjust its legislation and reframe the incentives in the political sphere tackle this issue now, ahead of municipal elections in 2024. Doing so will ensure greater and more equitable political participation, enrich the political debate, strengthen the legislative agenda, and further solidify the country’s democratic ethos, even if other challenges to democracy remain. This report presents solutions Brazil could take to reach this more representative and resilient version of democracy.

2. Is There Life in the Desert? Russian Civil Society After the Full-Scale Invasion of Ukraine

By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

3. Against All Odds: Supporting Civil Society and Human Rights in Taliban-Controlled Afghanistan

Eighteen months after taking power, the Taliban is intensifying its repression of Afghan civil society and cracking down on the rights and freedoms of all Afghans, especially those of women and girls. The Taliban’s harsh approach to governing the country is repressing millions of people and fueling civil unrest, promoting extremism, and laying the foundation for the reemergence of a terrorist hotbed that will almost undoubtedly become a threat to global peace and security in the years to come. Humanitarian needs in Afghanistan remain immense, and the country will require large amounts of international aid for the foreseeable future to avoid famine and other health challenges. Twenty-three million Afghans (or nearly 60 percent of the population) currently require food assistance, and unusually cold winter temperatures this year have caused further hardship and death. The Taliban’s December 2022 order barring Afghan women from working for nongovernmental organizations led some international humanitarian organizations to suspend operations, complicating aid distribution, especially to women-headed families. The abolition of democratic institutions—the Parliament, judiciary, free press—and key government ministries and departments charged with protecting human rights demonstrates that the Taliban is adhering to the same extremist policies that marked their first stint in power from 1996 to 2001. The Taliban rules by fear and intimidation; torture, kidnapping, illegal detention, and extra-judicial killings are part of daily life in Afghanistan. The Taliban’s rollback of women’s rights has been swift and comprehensive. Among the most devastating anti-female policies, which will have far-reaching negative impacts on Afghanistan’s social and economic development and relations with the world, are the edicts forbidding girls from attending secondary school or university. Women and girls in today’s Afghanistan also are prohibited from accessing parks or gyms, leaving home without a male companion, and working outside the home—except in the health sector—and have been publicly flogged for not adhering to the strict behavioral edicts. Women demonstrators have been arbitrarily jailed and subject to torture and death.

We are pleased to present this special brief for the Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, with a Francophone perspective. The Global Resources Report is a comprehensive report on the state of funding by foundations, corporations, NGO intermediaries, and government and multilateral agencies for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. The Global Resources Report has published four biennial editions to date, analyzing data from the years 2013 to 2020. Such remarkable research work allows us to release this special report, which aims to document the funding specifically awarded to LGBTI communities in Francophone countries or territories, showing comprehensive data across eight years. This edition covers 1,002 grants awarded by 84 foundations, intermediary NGOs, corporations, and 10 donor governments, and multilateral agencies. The report details the distribution of LGBTI funding by geography, issue, population focus, and donor type.

Democracy thrives on the vibrant exchange of ideas, transparency, and confidence in government institutions. Corruption can have disastrous effects on democracy, from derailing a government’s response to a public emergency to driving distrust in democratic institutions and damaging the credibility of governments, both at home and abroad. Holding governments accountable and limiting opportunities for abuse is instrumental to maintaining public trust and to helping countries weather shocks to democracy. Independent governmental institutions – including Supreme Audit Institutions, National Human Rights Institutions, Anti-Corruption Authorities, Ombuds Institutions, and Election Management Bodies — are an essential part of the democratic fabric. These institutions should serve as guardrails to keep democracy on track, but, absent safeguards, can become ineffective, irrelevant, or even tools for state capture. This Guide draws on IFES’ evidence-based Autonomy and Accountability Framework (AAF) to support an assessment of threats, risks, and weaknesses in the autonomy and accountability of independent institutions at any stage of establishment or development. An institution can use the assessment to help insulate itself from political interference and conflicts of interest, shore up its ability to execute its mandate effectively and efficiently, and build or preserve public trust. The AAF also provides a blueprint for legislatures seeking to enshrine effective protections for new institutions in the law. This Guide can be used by an institution on its own or in collaboration with partners to conduct a thorough, introspective review of its own autonomy and accountability mechanisms, or by a civil society organization seeking to advance the work of a specific institution or inform the design of advocacy campaigns. Constitutional or legal drafting committees might also find this resource useful to identify key elements for reform. The Guide includes a series of question sets to identify and understand strengths and threats to autonomy and accountability, and to assist in identifying the specific considerations that may apply given the institution’s unique mandate, structure, or legal context. The Guide also includes sample strategies to fill the gaps identified in the assessment and build institutional resilience.

Citizens across the Middle East and North Africa (MENA) are growing increasingly concerned about the potential problems associated with a democratic political system. Over the last decade, but particularly within the last five years, there has been a dramatic increase in the degree to which the region’s citizens believe democracies are bad for economic performance, stability, and decisiveness. In some countries, the degree to which concern about these potential problems has increased is especially dramatic. For example, Tunisians and Iraqis are now nearly 50 points more likely to say that democracy has some of these limitations than they were just a decade ago. Ultimately, citizens across MENA seek solutions to major problems in their lives. These include but are not limited to stagnant economies, high unemployment rates, rising cost of living, and, in some countries, internal instability. Until recently, many appeared to believe that democracy was a system that could solve such challenges. Over the last 75 years, democracies have tended to be wealthier, more politically stable, less corrupt, and more efficient at meeting the basic needs of citizens than authoritarian alternatives.1 In recent years, however, many non-democratic systems may appear more attractive, including the Chinese system that has led to rapid economic growth over the last 40 years. In this new global environment, many in MENA appear uncertain if democracy can effectively deliver solutions to their country’s problems.2 Moreover, looking at the experience of MENA countries over the last decade, it is perhaps not surprising that the region’s citizens have increasing doubts about the benefits of democracy. Tunisia, Lebanon, and Iraq are the countries across the region where elections have been the most meaningful over the past decade, with each having experienced a change in government based on results at the ballot box. Yet, their collective experience clearly demonstrates that democracy has not been a panacea for their respective challenges. 8. Gender Attitudes and Trends in MENA

Gender equality is far from achieved in MENA. Clear majorities in most countries surveyed hold that women should not play equal roles to men in both public and private spheres. Yet, there are also signs of change. In the past decade and a half of Arab Barometer surveys, public opinion across the Middle East and North Africa has trended towards gender equality. This is not only a result of younger generations with more liberal ideas of social norms becoming older, but an actual shift in perceptions across generations. In particular, agreement with the statements that “men are better at political leadership than women” and “university education is more important for men than women” has dropped sharply across many countries Arab Barometer has surveyed. The survey always examines perceptions of violence against women. There is a widespread perception that violence against women has been increasing in the region. This is in line with the World Bank’s assessment that gender-based violence has increased during the COVID-19 pandemic in MENA.1 However, the gap between men and women’s perceptions of violence is significant, with women being far more likely to say the level of violence has increased. In order to appropriately address the issue of gender-based violence, conversations need to be facilitated across genders. Another challenge for women in MENA relates to employment opportunities. Labor force participation rates for women are the lowest of any region in the world.2 However, results from Arab Barometer make it clear that most citizens perceive structural barriers to have a greater impact than cultural barriers, meaning governments could more readily develop policies to address these challenges.

Since Russia re-invaded Ukraine on February 24, 2022, repression inside Russia has worsened. The trend toward greater repression predates Moscow’s unprovoked invasion. The Kremlin had already increased its crackdown on all facets of Russian civil society, including targeting journalists and political opposition and tightening the country’s information environment ahead of its parliamentary election in September 2021. Since the invasion, the Kremlin has intensified its repressive efforts to shut down the possibility of dissent and insulate its hold on power from any blowback from the war. Experience from authoritarian regimes like Putin’s Russia suggests that high levels of repression are here to stay as long as Putin remains in power—authoritarian regimes are unlikely to walk back repression for fear that doing so would indicate regime weakness and embolden activists who advocate for political change. Rising repression inside Russia created immediate risks to journalists, activists, and other Russians who support a freer and more democratic Russia (as well as to their families). In the longer term, it also creates a potential barrier to a less confrontational relationship with a post-Putin Russia. As repression has risen, the Kremlin has doubled down on anti–United States and anti-Western rhetoric and shut down opportunities for exchanges between Russian scientists and academics and their Western counterparts. The Kremlin’s propagation of anti-Western messages and the lack of exchange between Russians and the West—exacerbated by a loss of economic ties amid Western sanctions—engender mistrust and misunderstanding, creating a long-term barrier to a less confrontational relationship. Steps to deny Russian tourists visas and other forms of collective punishment, while understandable, have the potential to sour Russian attitudes toward the West, hurting the prospects for any future improvement in relations with a post-Putin Russia. This policy brief identifies how the United States and Europe together can continue to support Russian civil society despite the dismal state of relations with Russia. It outlines the state of play of the Kremlin’s crackdown on Russian civil society, U.S. and European responses to date, shared interests in coordinated support, and recommendations for what the transatlantic community can do to support Russian civil society in this new era of relations with Russia. Given the barriers to supporting activists inside Russia, this memo’s recommendations focus on assistance to those Russians who have left the country.

On 15th of December 2022, the Institute for Democracy and Mediation presented the key findings of the 2021 Civil Society Organizations Sustainability Index (CSOSI). This annual index, presents the status and development trends of civil society in 74 countries around the world, focusing on the legal environment, organizational capacity, financial sustainability, advocacy, service provision, sector infrastructure and public image. The 2021 CSOSI on Albania provided an assessment of the enabling environment for the civil society sector by analyzing a number of important developments that took place during 2021. Although the overall sustainability of CSOs did not change, there were slight deteriorations in the legal environment, advocacy and public image dimensions. The legal environment suffered a decline due to some changes in the legal framework affecting CSOs. Prolonged restrictions on gatherings, limited transparency, and the lack of opportunities to consult with the government hindered CSO advocacy initiatives, while the public image of the sector slightly deteriorated as a result of ongoing attacks on CSOs and activists. Other dimensions of CSO sustainability remained largely unchanged. The report on Albania was written by IDM in partnership with FHI 360 and International Center for Not-for-Profit Law, with the support of USAID. It is based on discussions with a panel of Albanian experts, primary data gathered through qualitative research methods, as well as data gathered from a survey administered with local CSOs.

Given the fact that almost all ecological, economic, political, and social problems around the world are essentially urban issues today, the democratization of urban governance is becoming even more vital of a concern. In order to be able to speak of democratic local governance, all stakeholders of the city are expected to be involved in urban government. One way to achieve this is to plan, implement, and monitor partnerships between municipalities and civil society in a way that strengthens local democracy. When thinking of cooperation with the public sector, civil society organisations (CSOs) in Turkey still tend to think of the municipalities first. In reality, these kind of partnerships tend to be generally far from democratic due to different political, legal, technical and cultural barriers. The analysis and discussions in this report examine the legal framework regarding cooperation between municipalities and CSOs, the policy trajectory in development plans, the factors that support and hinder cooperation, as well as efforts undertaken to strengthen it, in particular TESEV’s Empowering Civil Society for a More Democratic Local Governance Project, which the foundation carried out within the scope of the European Union’s Partnerships and Networks for Enhancing Cooperation Between the Public Sector and CSOs funding program.

The 2019–2020 Global Resources Report: Government & Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities is the most comprehensive report to date on the state of global funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents data on over 15,800 grants awarded by 499 foundations, intermediary NGOs, and corporations and by 17 donor government and multilateral agencies over the two-year period of 2019–2020. LGBTI communities worldwide face urgent conditions, and grantmakers must mobilize together to financially resource the movements that can meet those needs. This report provides the data to make the case for strategic and impactful funding. Building on three previous editions, and now documenting a combined 8 years, this report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, population focus, and donor type, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This new edition documents a total of $576 million, showing that global LGBTI funding grew by 3%, or over $16 million (USD). Notably, this edition of the report also documents a 38% increase in the number of grantees.

Abstract:
Election observers are a crucial mechanism for transparency in the electoral process and can play a key role in electoral reform. In the United States, election observers’ findings can be more efficiently utilized to catalyze needed reform. The Carter Center has observed over 113 elections and supported citizen observer efforts in various countries. Drawing from this international experience, we suggest that US election observers can monitor the electoral process beyond election day, from voter registration to election dispute resolution and have a similar impact on electoral reform and integrity.

Abstract:
Mexican feminists have used the hashtag “la policía no me cuida, me cuidan mis amigas” (police do not protect me, my female friends do) to denounce and document sexual abuse and harassment at the hands of police and the sharp increase in police repression against feminist demonstrations. The repression of these feminist demonstrations suggests a new and disturbing pattern of the criminalization of women’s right to mobilize.

The development of U.S.-Belarus relations has been hampered by the events following the Belarusian presidential election in August 2020. In response to the Lukashenka regime’s violation of human rights, the U.S. extended a set of sanctions against the country and will most likely reinstate suspended economic restrictions. At the same time, the Biden administration will expand support for civil society, which creates a point of cooperation with Poland and the EU to coordinate aid activities and build international support for democratic changes in Belarus.

The wide availability of digital technologies is increasingly impacting the work of peacebuilders, altering both peacebuilding practices and conflict dynamics. The malicious use of technology – from the weaponization of social media to digital authoritarianism and cyberattacks – poses new threats to peaceful societies and urges peacebuilders to consider new fields of action in cyberspace. However, digitalization has also brought major innovations to the work of peacebuilders, establishing a new field of practice, ‘digital peacebuilding’. Many of the innovative uses of peace technologies – for conflict prevention, transformation and reconciliation – have been driven by civil society organizations, who are at the forefront of addressing the rising threat of digital conflict drivers, too. This report provides an overview of the opportunities and challenges digital technologies create for peacebuilders, discusses how they alter the role of civil society, and proposes future directions for the digital peacebuilding agenda.

We asked them to reflect on one or more key themes and offer recommendations for research and/or policy initiatives that could help current and future leaders address mass atrocities. The collection of essays reflects the breadth and diversity of issues that are likely to affect mass atrocities and their prevention over the next decade. Reflecting on changes in the distribution of political power and weakening anti-atrocity norms, Scott Straus identifies four significant challenges for the atrocity prevention agenda. Dara Kay Cohen highlights an often-neglected factor--sex and gender inequalities-- and argues that it is likely to worsen over the next decade in ways that will exacerbate risks of mass atrocities. Roudabeh Kishi discusses how monitoring and early warning initiatives must adapt to changes in the information environment and the changing nature of atrocities. The flagship report of the Pathfinders Grand Challenge on Inequality and Exclusion is about the solutions that will deliver equality and inclusion. It is the culmination of several years of research and mobilization undertaken by a unique partnership of ten countries, the United Nations, the World Bank, the OECD, Oxfam, and CIVICUS, along with numerous partners and international experts. The report constructs a bridge between the rhetoric of “build back better” and action: a bridge between promise and progress. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens' concerns about inequalities, their policy priorities, and their desire for change, Pathfinders commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. Additionally, it underlines the need for renewed social contracts between citizens, civil society, the private sector, and governments, as well as between high and low- and middle-income countries. These social contracts must be built to serve future generations, to guard against climate breakdown and pandemics while delivering respect, opportunity, and justice for all. The report should serve as a practical handbook for policymakers and influencers; as a source of possibility for the public; and, as a call to all political leaders to act.

Since 2014, after the occupation of the Crimea and part of the territories of the Luhansk and Donetsk regions, Ukraine has remained the object of complex operations of influence from Russia. Effective protection from such operations is possible only if the various components of national resilience are fully explored, from regional media development to the readiness and ability of citizens to resist operations of such influence. This report combines an overview of key legal documents that address the topic of resilience in Ukraine; a description of the socio-political features of the south and east of the country; and the results of an empirical study based on data from focus groups and in-depth expert interviews, as well as significant excerpts from the analysis of public user data and discussions on social media networks. The conclusions and recommendations reflect the main practical task of this report – to improve the understanding of stakeholders in Ukraine of the mosaic-like structure and non-linear dynamics of the development of national resilience, especially its individual components in the regional context. Thus, this report is an important starting point for further applied research, as well as for practical steps to take to strengthen the informational, digital, communication, and cognitive security of Ukraine.

The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

Pakistan has struggled with Islamic militancy since the rise of the mujahideen in the 1980s. In the late 2000s, the Pakistan Army began establishing rehabilitation centers in the Swat Valley in an effort to deradicalize former Taliban fighters and other militants and reintegrate them into their communities. This report contrasts Pakistan’s deradicalization approach with the community-based program used in Denmark and the widely different prison-based program used in Saudi Arabia, and identifies areas in which the army’s approach could benefit from more extensive partnering with civilian-based organizations.

This report has been produced in the framework of the Empowering Civil Society for a More Democratic Local Governance Project funded by the scope of Republic of Turkey and European Union supported Partnerships and Networks Grant Program. TESEV is the lead, Şişli Municipality and Association of Union of Citizen Assemblies are the co-applicants, and the Checks and Balances Network is the associate of the project. The transition from the classical management approach to the governance approach, in which private sector and non-governmental organisations take on roles in determining public policies, has been the dominant discourse of politics for more than a quarter century. Instead of a hierarchical and monolithic bureaucratic process, this approach envisions a management triangle that engages other stakeholders. However, these governance principles have not been fully put into practice in Turkey and those that have been implemented have not yielded the expected results. The present study aims to test these statements at the level of local governments and politics. Its purpose is also to open up a discussion based on the findings of interviews and roundtables conducted in ten cities in Turkey and of a comprehensive survey administered to a nationally representative sample of civil society organisations.

In 1870, the Dutch colonial government established the principle of domein verklaring (free state domain) in its East Indies colony when it enacted agrarian laws to promote private investment. The now-independent Indonesian nation is still trying to resolve the principle’s implications for community access to land, which threaten the long-term sustainability of livelihoods across the country. Further legal recognition of pre-existing customary rights over land is required to prevent exacerbating the marginalization of rural community interests.

41. From Peoples' Struggles to Public Policy: The Institutionalization of the Bhilwara Framework of Social Accountability in India

This Accountability Note describes and explains a set of principles for social accountability that emerged out of the struggles of some of the most marginalized people in India. Although firmly rooted in the experience of local resistance, the Bhilwara Framework of Social Accountability speaks directly to national and global struggles for accountability. The essential elements of the Bhilwara Framework were first framed by Dalit activists fighting discrimination and structural injustice, who reflected on and theorized about the causes of their marginalization. These elements were then accepted, developed further, and disseminated by activists and social movements. This Note discusses the social origins of the Bhilwara Framework and explains how each of the six principles was derived and applied. The principles include: 1. Access to meaningful and usable information; 2. The formal registration of citizen grievances; 3. The need for time-bound inquiry processes; 4. Platforms for citizen participation; 5. Protection of complainants against reprisal; and 6. Public and collective spaces in which citizens can dialogue with their state. This Note also describes how the Framework was refined and expanded, and how it was consequently institutionalized within the state. Unlike most activists’ agendas, the Bhilwara Framework has made the transition from concept to policy. India’s Supreme Audit Institution and Comptroller and Auditor General used the Bhilwara Framework to develop a set of minimum standards for social audits. The Framework has also been used to frame state and national policies on accountability for social justice and security for Dalits, rights holders accessing their entitlements under the right to work, food security, education, etc., urban poor workers, and other marginalized groups. It also informs an ongoing attempt to draft a legal framework for accountability by the Rajasthan State Government, a fitting tribute to where the struggle for these principles began. The Framework has helped define and develop the practice of ‘independent facilitation,’ which refers to the efforts made by the State to provide institutionalized platforms, institutions, and processes for enabling citizens to hold the State to account, that are independent of the latter’s control and interests. Similar breakthroughs have been made in contemporary grievance redress reforms. Recognizing that complainants will face difficulty and perhaps intimidation while registering a grievance at the very office that is the cause of the grievance, the Bihar Public Grievance Redress Law mandates Information and Facilitation Centers to provide single window support centers for information, to register grievances and track their status, an independent officer to hear appeals, and a wide scope in the definition of a complaint. The Framework served as the point of reference for State and civil society jointly building the country’s first web portal for mandatory disclosure of information (the Jan Soochna Portal). It has played an instrumental role in forming the basis of wider conceptions of social audits in tribal autonomous regions, labor welfare schemes and corrective or rehabilitation institutions run by the State. These interconnected efforts have emerged from concerted grassroots struggles and refined by social movements and ordinary citizens and users of India’s various rights-based legislation. These essential struggles deepen social accountability strategies, rooting them firmly in social justice and participatory democracy.

Beijing+25: Accelerating Progress for Women and Girls is a roadmap to advance global gender equality authored by the Georgetown Institute for Women, Peace, and Security (GIWPS), with support from The Rockefeller Foundation and in collaboration with Secretary Hillary Rodham Clinton. Marking the 25th anniversary of the United Nations Fourth World Conference on Women, which took place in Beijing, China in 1995, the new report builds upon the original Beijing Declaration and Platform for Action. Since 1995, there have been some important gains for women and girls, including parity in education in many countries, far fewer deaths in childbirth, more women elected to parliament and leadership positions in government and business, and reduced discrimination under the law. Yet major inequalities have persisted, only to be exacerbated by the COVID-19 pandemic. Part I of the report documents serious challenges such as the stagnation of women’s income and wages, discrimination depriving women of fair wages, and how women still carry the burden of unpaid work at home. Violence against women also remains a global scourge, and women remain largely excluded from decision-making in governments (from local to the highest levels), in peace negotiations, and in corporate leadership. With this as the backdrop, Part II provides a deeper dive into five key areas for progress including: (1) changing problematic gender norms; (2) enforcing and resourcing policies that promote equality; (3) countering growing backlash to gender equality; (4) fostering inclusive democracy and climate justice; and (5) harnessing technology as a means to promote women’s economic empowerment and protection from violence. Part III proposes a course of action to leverage multiple actors—from civil society and youth, male allies and traditional authorities, through to the business community and multilateral agencies. When taken together, they not only accelerate progress for women and girls, but also build a better world for all. 43. Unpacking Kosovo's response to returnees from the war zones in Syria and Iraq

Abstract:
This report finds that the government of Kosovo as well as civil society have, overall, positively responded to the needs of the returnees and supported their reintegration, albeit shortcomings with the extent of implementation of proclaimed commitments towards the returnees. Upon arrival in Kosovo institutions provide medical care, temporary housing, mental health sessions, while preparing them for reintegration in the society. Kosovo has two overall approaches to the returnees: punitive-restorative approaches and societal reintegration programs. Following a period of 72 hours returnees are interrogated by authorities to determine their roles in the war zones in Syria and Iraq, while confirmed foreign fighters are arrested. The first set of measures deals with those Kosovars who are found to have committed a criminal offense for participating in a foreign conflict in accordance with the national legislation. While in the correctional service, foreign fighters are offered access to programs that aim to help them with skills development to increase their employability, completion of education, as well as, training and lectures that target radical religious beliefs.

Indonesia’s system of funding provincial, district and city governments is one of the most complex in the world, and has undergone substantial expansion over the last two decades. While the system allows thousands of authorities to function, it is failing in three respects: inequality of funding between regions persists, funding for some governments is unpredictable and volatile and some oil- and gas-rich regions have not sufficiently prepared for a possible future with much lower revenues. Indonesia’s planning ministry, Bappenas, should investigate these issues further focusing particularly on clarifying policy objectives, ensuring more reliable funding, supporting oil- and gas-rich regions in becoming more resilient to a long-term decline in prices and clarifying the published rules around the funding system.

The recent protests in Iraq and Lebanon are driven by the effects of inadequate governance, which itself is a result of years of corruption, nepotism, and the appropriation of public authority and resources for sectarian purposes and self-enrichment. The governance model of both countries – sectarian quasi-democracy – is increasingly proving to be a long-term dead end. Both countries stare into the abyss of public bankruptcy, crumbling social services, growing poverty levels, and the lingering threat of renewed violence. Yet, the Lebanese and Iraqi political elites are stubbornly refusing to make more than token concessions to the protesters’ demands. The reform protesters seek are ambitious due to the many mechanisms that have entrenched elite capture of public authority and budgets in both countries over the past decades. These include, in particular: (1) the deep institutionalization of consociationalism that prevents more radical reform; (2) the pervasiveness of public/private arrangements that political elites use to dominate socioeconomic interactions to their benefits; and (3) the steady courting by many domestic political parties of foreign alliances that sustain the sectarian status quo. Notwithstanding the roadblocks to reform thrown up by these three mechanisms, this paper argues that today’s mix of political and economic crises offers opportunities bring about change. This is because these crises starkly expose the deep failure and unsustainability of current governance and development mechanisms in Lebanon and Iraq. Faced with resilient, stick systems that feature many veto players, reform is inevitably bound to be a gradual, long-term process that slowly and painfully strengthens and changes political structures. Key ingredients of such a path are the capacity of civil society structures to influence and guide decision making, the extent to which the international community is ready to challenge the status quo via conditions and incentives for genuine reform, and the ability to protestors to keep pressing for and prioritizing domestic agendas despite geopolitical tensions.

Security Council Resolution (UNSCR) 2250 in 2015, the international community had no comprehensive framework with which to address the specific needs and opportunities of a key demographic group—young people. This report presents the findings of a meta-review assessing fifty-one youth projects supported or implemented by USIP between 2011 and 2018 and offers recommendations for continuing to develop and support peacebuilding activities with effective engagement, cooperation, and flexibility among civil society organizations and funders.

USIP implemented its Initiative to Measure Peace and Conflict (IMPACT) program first in the Central African Republic and later in Colombia, where it worked directly with peacebuilding organizations to gauge their collective impact on fostering reconciliation in the wake of the 2016 peace accord between the government and FARC rebels. Drawing on the challenges encountered and lessons learned, this report provides suggestions for how future iterations of the IMPACT approach can help policymakers, donors, and practitioners achieve greater and more cost-effective results from the peacebuilding projects they support.
