Abstract:: Since the last Arab Barometer survey in Kuwait, conducted in 2022, major changes have taken place, significantly affecting political stability in the country. While political life in Kuwait was saturated with crises, and its indicators were clearly visible in the dissolution of the National Assembly (Parliament) repeatedly before completing its term, the shifts, changes, and political instability that dominated the public arena, between late 2022 and the current period of 2024, included even more severe events. Kuwait faced the unconstitutional dissolution of the National Assembly and the suspension of some articles in the constitution, now for the third time in Kuwait’s history. The first two such crises were in 1967 and 1986. To summarize the events that took place from June 2022 until the dissolution of the Parliament and the suspension of the constitution in May 2024, they are as follows: On August 3, 2022, the National Assembly was dissolved constitutionally, in response to the sit-in of a number of MPs inside the Parliament and their overnight stay there. The Crown Prince (the current Emir) gave a speech in which he emphasized adherence to the constitution, and also presented initiatives in electoral reform. He emphasized that the government would not vote for the candidate for the speaker of the National Assembly, and that the elections would be through the national ID card (effectively changing electoral circuits). The protesting MPs considered these reforms a victory. As a result, Ahmed al-Nawaf was appointed Prime Minister

2. Protecting the North American Arctic and Beyond

Abstract:: The United States has quickly adapted to the new security environment in a changing Arctic, as the region must deal with geopolitical tension stemming from Russia, the impact of climate change, and NATO’s increased role and presence. Many unknowns remain, however. Turning current and future US strategic documents and concepts about the Arctic into reality does not have any easy solutions. This will require continued endeavor and patience. The US should ensure prevailing in the Arctic in terms of homeland security and forward defense. Forward defense in the Arctic will require forward-thinking, notably what constitutes Arctic-specific integrated deterrence through tailored and calibrated presence as part of the Joint Force. A large part of this endeavor falls on the leadership of USNORTHCOM. USNORTHCOM must be empowered to become the Department of Defense’s Arctic “capability advocate” under the Unified Command Plan (UCP) and the Total Force concept. USNORTHCOM must be emboldened to take the lead in associated challenges to defend the US homeland, secure the region, cooperate with allies, and bridge potential security gaps. This paper seeks to help USNORTHCOM leverage its influence in shaping the future of Arctic security for the US homeland. It offers plenty of innovative policy recommendations and action points aimed at streamlining the role of NORTHCOM to keep the Arctic safe and secure for the US and its allies. Future policy must address the need to enhance Arctic domain awareness and foster a new approach to Arctic-specific capabilities, technologies, and procurement tailored to the environment. Part of this endeavor is also connected to bridging potential gaps related to logistics, sustainment, maintenance, and transportation adapted to Arctic-specific requirements. This will ensure increased mobility and reach across the region. USNORTHCOM should ensure that regular Arctic drills and exercises under its supervision systematically include logistics and sustainment as essential parts of training. Policy must also clarify the role of the primary Arctic combatant command by identifying structural gaps and bridging them, especially in times of crisis or escalation. Better synchronization of efforts will help the US reach a common operating picture of the Arctic from a whole of government perspective.

Abstract:: The Institute for Democracy and Mediation (IDM) has released a new report: Public Consultation in Albania: The Illusion of Inclusion. This report presents the results of an in-depth monitoring of 50 laws, public policies, and strategic documents consulted by the central government during the years 2022-2023. The assessment covers 10 key government institutions, evaluating their public consultation processes in terms of: Transparency and accessibility of consultation documents; Effectiveness of the public consultation process; Public accountability during this process; Citizen participation in consultations; Ensuring inclusivity and non-discrimination. In addition to the qualitative analysis of public consultation previously conducted by IDM, this assessment for the first time provides statistical data related to this important governance process. The evaluation system applied in this report provides the opportunity to compare institutions’ performance in the consultation of different acts, in relation to the aforementioned principles. Ultimately, the findings highlight a ‘’long distance’’ between transparency and participation in government consultations. The goal of this study is to contribute to evidence-based advocacy for legal reforms and the improvement of institutional practices, so that public consultations fulfill their core function – citizens’ participation and impact in decision-making.

4. Lift the Sanctions: The Principal Danger in Syria Today is Instability

Abstract:: The most critical international security goal regarding Syria today is the country’s stabilization – and that requires immediate and substantial aid and sanction relief. The question on which recognition of the new government should most hinge is whether it can achieve sovereign authority in the country and do so without the type of human rights abuses or cross-border militancy that pose a threat to regional peace. Given the urgency of stabilizing the country, the new government provisionally meets this criteria. Should it change course and pose a threat to regional peace, the international community can adjust policy accordingly. Two outstanding challenges to sovereignty and legitimacy are the presence of foreign troops – Israeli, Turkish, and US – and the status of Kurdish areas. Especially acute is the triangular relationship among Damascus, Ankara, and Syria’s Kurdish community, which is among the issues addressed in this viewpoint. As for foreign troops: 15,000-20,000 currently occupy the country. Affirming Syrian sovereignty entails expeditiously withdrawing all those forces not explicitly invited by the new government. A related concern is the remnants of the Islamic State (ISIL) in Syria, including the 40,000+ cadre, family members, and displaced persons interned in camps run by the Kurdish authorities. Going forward, the task of managing and combating IS remnants on Syrian territory should fall to Damascus, acting together with Kurdish and foreign partners as it sees fit. The threat that IS affiliates and aspirants pose to the United States and the broader international community have been and are most effectively addressed through measure of homeland security and law enforcement. Securing the US homeland does not require the ongoing deployment of US troops in Syria, which would inadvertently undermine the legitimacy of the new government.

5. Shipment of a Controlled Vacuum Furnace to North Korea via Multiple States: An HS Code Case Study

Abstract:: In tracking trade data and trade flows, Harmonized System (HS) codes are routinely used to aid searches for dual-use commodities and to help guide the identification of dual-use items that require a license or greater scrutiny. A recurring concern is shipper falsification of HS codes to evade detection or payment of duties. An illustration of such falsifications is a case we learned about via government sources from around 2022 that involved North Korea and a dual-use vacuum furnace suitable for uranium melting that wound its way from Spain to North Korea, via Mexico, South Africa, and China. Such a furnace is typically controlled under the Nuclear Supplier Group (NSG) Part 2 list and is banned for export to North Korea under United Security Council resolutions. This type of furnace is a mainstay of a nuclear weapons program, particularly one that uses weapon-grade uranium as the nuclear explosive material, as North Korea is known to do. With North Korea expanding its uranium enrichment program and producing greater quantities of weapon-grade uranium, this new furnace would be especially important.

6. New Information on Shenyang Machine Tool Company’s Illicit Sales to North Korea and Russia

Abstract:: Several years ago, the Institute reported about the relatively large, multinational Chinese company Shenyang Machine Tools Company supplying sophisticated computer numerically controlled (CNC) machine tools, equipped with Western controlled software, to North Korea in violation of UN Security Council (UNSC) sanctions and a supplier country’s trade control laws that banned re-export of this software. New information details the disingenuous way in which the Chinese government investigated this case, indicating nonetheless inadvertently that North Korea received these machine tools, while also demonstrating China’s utter disregard for enforcing UNSC sanctions or its own or others’ export control laws. This case serves as another of the many cases highlighting China as a long-time irresponsible trading partner that responsible companies should avoid when sensitive dual-use goods are involved, lest they be complicit in outfitting North Korea’s, Iran’s, or Russia’s military programs. Today, responsible suppliers are inadvertently facilitating Russia’s prosecution of an illegal war against Ukraine. Given Shenyang Machine Tools Company’s recent exports of goods to Russia with Harmonized Shipments (HS) codes found on the Bureau of Industry and Security (BIS) Common High Priority List (CHPL), this company should be considered for sanctions.

7. Navigating the Challenges of Environmentalism in an Increasingly Authoritarian Iraq

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

8. Online Narratives and Manipulations: Tunisian and Regional Panorama

Abstract:: In the wake of the presidential elections of October 2024, the first since the coup d'état in July 2021, Tunisia has seen a resurgence of suspiciously sponsored political content, both pro- and anti-regime, on online social media networks. These included advertisements denouncing the refusal of the president of the electoral body, Farouk Bouasker, to reinstate certain candidates. We also saw “locked” profiles with Egyptian-sounding names reacting with likes or "laugh" emojis to publications on the Facebook page of the Presidency of the Republic of Tunisia. With the proliferation of anti-Saied pages garnering thousands of likes in the space of a few days, pro-regime influencers have multiplied their videos to denounce the spread of these pages and content, calling their audiences to witness the truth of the plot hatched by dark forces, which is the mainstay of the new regime's narrative. It is hard to overlook the importance of Facebook in Tunisia. It remains the most widely used network1 and continues to be a major platform for political life.2 While it has long been the site of disinformation campaigns3 in Tunisia, in recent years the issue has taken on a whole new dimension: the sector has gone from being a local, cottage industry to a veritable industry run by specialized companies operating on an international scale. This industrialization of disinformation goes hand in hand with a phenomenon of opinion manipulation, taking the form of troll profiles dictating the political agenda, or fake profiles creating a false sense of popularity for certain ideas. Both disinformation and manipulation raise questions about the future of democracy, in Tunisia and globally, in a context where for many, these networks continue to represent a faithful reflection of reality. This paper seeks to provide an overview of the dynamics of disinformation from the Tunisian digital space, exploring the different narratives conveyed, forms of manipulation, and the role of social media platforms in their amplification. The paper also shows that certain disinformation narratives circulate between different countries in the region. The aim is to broaden reflection on these forms of manipulation while proposing a regional research and action agenda that can help reduce the impact of these activities, known in the Arab world by the general name of "electronic flies".4

9. The Future of Official Development Assistance: Incremental Improvements or Radical Reform?

Abstract:: Over the last decade, donor country governments have faced new and additional demands for financing international challenges, including providing global public goods (GPGs) and addressing historically high numbers of refugees and humanitarian crises. They have partly done so by re-allocating their official development assistance (ODA) away from its original aim: to support poverty reduction and growth in developing countries. This has led to questions about the integrity and credibility of ODA. These questions are only likely to grow more pertinent in the coming decade because the pressures on ODA—and on public finances more broadly—are here to stay. ODA budgets are being cut in a number of traditional donor countries and what remains is increasingly being deployed to meet emerging needs beyond traditional development and to reflect a more national security perspective on development cooperation. The time is right, therefore, to ask whether the concept and accounting for ODA need to be modified to ensure that the needy and vulnerable it was designed to serve continue to be protected in the face of fiscal constraints and changing geopolitical circumstances. This report, a compendium on the future of ODA, aims to provide fresh thinking and inspire the action needed for ODA to remain relevant and effective. It brings together reflections and proposals from leading experts and practitioners, including the under-secretary-general and executive director of UNOPS to a former DAC chair, to inform policymakers. In this executive summary, we will introduce the key arguments from the compendium contributors. The contributions are organised into four key areas of discussion that reflect the main themes raised in this compendium: the rationale for ODA reform, the political and institutional realities shaping reform, using ODA for climate and leveraging private finance, and forward-looking proposals for reimagining ODA’s role and purpose.

Abstract:: In this practical guidance note, the Georgetown Institute for Women, Peace and Security explores the capacity for National Action Plans on Women, Peace and Security (WPS NAPs) to be effective tools for national-level implementation of the WPS Agenda that is responsive to climate-related security risks. WPS NAPs have become the primary tool for national-level efforts to implement the WPS Agenda. To remain relevant and effective, NAPs must be responsive to the ever-changing security landscape and emerging threats to peace and security, like climate change. While the share of NAPs that mention climate change has slowly increased, many include just one cursory reference to climate change in the background section that does not comprehensively address the impacts of climate-related security risks across all four pillars of WPS or include specific actions or commitments related to climate in the NAP’s implementation framework. This report presents actionable policy recommendations for WPS NAPs to more meaningfully address climate change and related security risks throughout their design, drafting, and implementation. 16. How Does Disinformation Target and Affect Interethnic Relations in Kosovo?

Abstract:: Disinformation and misinformation are pervasive issues in Kosovo, where they exploit existing societal divisions and low trust in institutional narratives. Participants in focus groups and interviews largely defined misinformation as unintentional inaccuracies or partial truths spread due to misunderstanding or lack of verification, while disinformation was seen as deliberately misleading information designed to create division. Though malinformation was not discussed, the distinction between misinformation and disinformation highlights the deliberate nature of the latter in destabilizing interethnic relations. According to a recent NDI Kosovo survey 67% of Kosovo Serbs believe things are moving in the wrong direction, while 41% of Kosovo Albanians believe the opposite. Kosovo Serbs prioritize unemployment (66%) and interethnic tensions (49%) as their primary issues, while Albanians focus more on unemployment (77%) and corruption (56%). There is a significant disparity in perceptions of interethnic relations, while 65% of Kosovo Serbs expect relations to worsen, 53% of Kosovo Albanians are optimistic about improvement. Media consumption is heavily segmented by ethnicity with 79% of the Kosovo Serbs relying on Serbian TV stations daily, with 66% expressing trust in these outlets. Kosovo Albanian respondents primarily use Kosovo TV stations (86%) and social media (50%) as information sources. Trust in information sources remains low across ethnic groups, with reliance on personal networks (friends and family) common for fact-checking.2 Kosovo Serbian community widely believe in disinformation narratives, such as claims of ethnic cleansing plans and mistreatment by Kosovo Police during incidents like the Banjska terrorist attack. Among Kosovo Albanians, skepticism about these narratives is higher, reflecting ethnic polarization. A significant factor enabling both misinformation and disinformation is the skepticism toward institutional narratives—whether from the government, international organizations, or national media. These institutions are widely viewed as biased or agenda-driven, misaligned with the priorities of local communities. Conversely, reliance on familiar sources, such as ethnically divided local news outlets and word-of-mouth communication, exacerbates separation and distrust. These sources, while perceived as relatable and acting in the community’s best interest, are often biased, incomplete, or inaccurate, further reinforcing community echo chambers. Relations between Kosovar Albanians and Kosovar Serbs are frequently manipulated through disinformation to fuel distrust. Actions by the Kosovo Government impacting the Serbian community—such as institutional closures—are framed in Serbian media as ethnic discrimination or even “ethnic cleansing.” Similarly, uncontextualized or sensationalized reports about past events, like the fabricated claim of Albanian children being drowned by Serbs, continue to inflame ethnic hostility. These narratives exploit the unresolved history, reinforcing grievances that hinder reconciliation efforts. Socio-economic hardships, such as high poverty rates and employment gaps, increase susceptibility to disinformation. According to the 2024 Democracy Plus Vulnerability Index, which saw Kosovo’s vulnerability score rise from 41 to 57, economic instability makes individuals more receptive to emotionally charged misinformation.3 Limited access to quality education weakens critical thinking and media literacy, leaving many unable to identify biased information. The National Democratic Institute in their report on Information Integrity in Kosovo Assessment of the Political Economy of Disinformation (July 2022) found that the education system insufficiently prepares citizens for assessing online disinformation, further enhancing vulnerability. The issue of disinformation is not merely a challenge of modern information ecosystems; it is a deliberate strategy employed by internal and external actors to destabilize communities and undermine democratic governance. As digital platforms expand access to information, they also facilitate the rapid spread of false narratives, making it increasingly difficult for communities to discern fact from fiction. This report addresses these challenges with a focus on their implications for interethnic relations between Kosovo Albanians and Serbs. This report is grounded in qualitative research, incorporating insights from two primary sources: Two focus group discussions were conducted with a total of fifteen participants, comprising a mix of Kosovo Albanians and Kosovo Serbs. These discussions provided a grassroots perspective on how disinformation affects interethnic dynamics, exploring lived experiences, perceptions, and community-level challenges. Additionally, nine in-depth interviews were conducted with a diverse range of stakeholders, including local and international experts, representatives from civil society, and government officials. These interviews offered expert insights into the structural, cultural, and political dimensions of disinformation in Kosovo. The combination of these approaches ensures a nuanced understanding of the issue, capturing both macro-level trends and micro-level experiences. The findings are contextualized within existing literature and complemented by statistical data from surveys and prior studies. The report is structured as follows: A detailed analysis of the main themes and insights that emerged from the focus groups and interviews, highlighting the impact of disinformation on interethnic relations, institutional trust, and reconciliation efforts. The next section explores the structural, cultural, and political factors that make Kosovo particularly susceptible to disinformation. A breakdown of the primary methods and stories used in disinformation campaigns, including the roles of media, political actors, and diaspora communities, is also included. An assessment of how disinformation influences community dynamics, perpetuates stereotypes, and undermines peacebuilding initiatives. Kosovo’s ongoing efforts at normalization of relations with Serbia make the issue of disinformation particularly salient. Disinformation not only perpetuates division but also undermines trust in institutions and mediation efforts to normalize relations between Kosovo and Serbia. By addressing the mechanisms and impacts of disinformation, this report seeks to contribute to a deeper understanding of how to better counter disinformation targeting interethnic relations, in order to foster a cohesive and democratic society. The findings and recommendations presented here are intended to serve as a resource for policymakers, civil society organizations, media practitioners, and international actors working to promote peace and reconciliation in Kosovo. At its core, this report emphasizes the importance of fostering resilience against disinformation where interethnic relations are characterized by trust, cooperation, and mutual respect. This strong foundation positions the country at the forefront of Fourth Industrial Revolution (4IR) technologies, particularly in leveraging government and open-access data to address national and subnational challenges. Cities like Cape Town and eThekwini have established Open Data Portals (ODPs) – online open-access data repositories that enhance transparency, improve service delivery tracking, and help identify pressing socioeconomic and infrastructure challenges. 19. Improving the Efficiency of NRC Power Reactor Licensing: Environmental Reviews

Abstract:: Achieving net-zero emissions in the United States by mid-century requires the rapid buildout of low-carbon energy infrastructure. One challenge to this rapid buildout is the environmental reviews required by the National Environmental Policy Act (NEPA), which are part of federal approval processes for new energy projects. This process has increasingly caused significant delays and added costs, and the Fiscal Responsibility Act (FRA) of 2023 was passed by Congress in part to address these issues through amendments to NEPA that impose timelines on environmental reviews. For nuclear power, a low-carbon energy source that has a role in many US net-zero scenarios, environmental reviews are conducted by the US Nuclear Regulatory Commission (NRC) as part of its reactor licensing process. Because this process has at times been lengthy and costly, Congress passed the 2024 ADVANCE Act in part to require the NRC to implement its responsibilities under NEPA more efficiently. During the 2000s and 2010s, most of the environmental impact statements (EISs) these reviews produced would not have complied with NEPA’s new FRA timeline (two years or fewer) and page limit (150, or in extraordinary cases 300). More recent NRC environmental reviews for test reactor deployments have been somewhat quicker and had shorter review documents, perhaps a recognition by the agency that the efficiency of this process needed improvement. This report, part of a series of publications on nuclear licensing reform at the Center on Global Energy Policy at Columbia University SIPA, focuses on how the NRC can fulfill the new legal mandates on time and page limits for environmental reviews and in general improve the efficiency of these reviews. The report demonstrates that earlier (1970s–80s) environmental reviews for nuclear power reactors licensed under the 10 CFR 50 licensing pathway took less time and generated shorter review documents than those conducted under 10 CFR 52 during the 2000s and 2010s. The latter reviews—all of which were for large light water reactor projects—also utilized substantial NRC resources, thereby incurring significant costs to the applicants. None of these reviews found that the reactor projects were expected to create what the NRC calls “large adverse” environmental impacts, which could destabilize environmental resources. Although some “moderate adverse” impacts were identified, they typically came from unavoidable elements such as new transmission lines and traffic that would result from any large construction project. And beneficial impacts always came in the form of jobs and taxes. At the very least, these findings raise questions about the allocation of time and resources to various aspects of the NRC’s environmental review.

Abstract:: The Simon-Skjodt Center for the Prevention of Genocide released a report in January 2025, “Eight Years On, China’s Repression of the Uyghurs Remains Dire: How China’s Policies in the Uyghur Region Have and Have Not Changed.” The report is authored by Rian Thum, Senior Lecturer in East Asian History, at the University of Manchester. The report seeks to improve our collective understanding of China’s ongoing repressive policies in the predominantly Uyghur province of Xinjiang in western China. The Simon-Skjodt Center released a report in 2021 detailing multiple crimes against humanity that the Chinese government had committed against the Uyghur population, a Turkic Muslim minority group, and expressing grave concern that the Chinese government may be committing genocide. Since then, detailed reporting on state policies has decreased as Chinese authorities increasingly restricted access to information. Using recent evidence from Chinese state documents, satellite imagery, and survivor testimony, as well as a synthesis of recent academic publications, the report aims to fill a knowledge gap about the current state of mass atrocities targeting the Uyghur community and other Turkic minorities in the Uyghur region. The report finds that, given the available information, all of the policies that led to accusations of mass atrocities in the Uyghur region continue, and some are expanding. These findings should prompt deeper research into the nature of mass atrocities facing the Uyghur population and spark urgent, effective responses. In particular, the report recommends further research into emerging repressive strategies, including the intense network of electronic and human surveillance, curbs on religious practice, and the destruction of cultural heritage.

Abstract:: Evaluation is widely recognised as a way to learn and to hold humanitarian action to account. Over time, the field of evaluation has evolved because of criticisms of traditional or classic models that are seen as top-down, quantitative and highly technical. Many evaluators are urgently calling for a focus on social justice and equity, as they feel the role and power of local voices in evaluation needs to be re-examined. Alongside humanitarian sector-wide discussions on the need to decolonise and localise aid is a call to re-examine and reframe evaluation practice. Locally led humanitarian action and the growing attention to accountability to populations affected by crisis both support the case that local evaluators are better able to lead community-centred evaluations based on their deeper understanding of local contexts, cultures and values. The overarching objective of this scoping paper is to raise the visibility and accessibility of locally led evaluation among relevant stakeholders in humanitarian contexts. We hope that it can be more easily applied and recognised as having greater value. The paper summarises the opinions and experiences of evaluation stakeholders captured during informal discussions, interviews and scoping events, as well as evidence from relevant literature. We explore what is meant by locally led evaluation and the principles underpinning it, as well as why, how, and by and for whom evaluations are carried out. More specifically, we suggest how evaluation stakeholders can meaningfully engage with and participate in locally led evaluations.

Abstract:: There has been increased focus in the international system on the role of local and national actors (LNAs) in the humanitarian–development–peace (HDP) nexus because of their connections to communities and their focus on holistic needs and vulnerabilities (Ministry of Foreign Affairs Denmark et al., 2023). Yet, often, LNAs’ experiences are absent in how the nexus is framed, implemented and evaluated (Morinière and Morrison-Métois, 2023). At the same time, international approaches to the HDP nexus have been criticised as lacking concrete examples of integrated and holistic programming (Morinière and Morrison-Métois, 2023; IASC , 2024). This report brings the voices of LNAs into the HDP nexus discussion. It highlights their perspectives and experiences in designing and implementing programmes that straddle the three systems, drawing on survey data and key informant interviews (KIIs) with LNAs across 22 countries. Abstract:: I met Shri B. G. Deshmukh twice, once when he was Cabinet Secretary and the second time when he kindly called on me when I was the Cabinet Secretary. On the first occasion, I was the Chairman of the Spices Board in Ernakulam. A Mumbai-based exporter had complained to him that my policies were keeping the cardamom market very high, thus preventing exports. I met the Cabinet Secretary and explained to him that the exporter was a ‘bear’ in his operations and wanted to use government machinery to bring prices down after he had underquoted to importers abroad. He understood immediately. Meanwhile, the Commerce Ministry was upset that the Cabinet Secretary had gone directly to a field officer instead of to the Ministry. However, I came to understand later that this was Shri Deshmukh's style of work. He felt that it would save time and effort to hear directly from the field. This view was reinforced when Shri Deshmukh called on me after I had taken charge as Cabinet Secretary. This visit was important for me as it gave me a few pointers on how I should conduct my work. Shri Deshmukh told me that it was his practice to visit different state headquarters and meet young officers and hear from them. I followed his lead a little differently. I wrote to all Chief Secretaries, asking them to send a list of important issues pending in each state for want of approval from the Government of India. After I received the lists, I held meetings at which the Secretaries and state representatives were present. In this process, many issues were resolved. Another method I followed was to take plane loads of Secretaries to the weaker states to resolve their problems as fast as possible. The Secretaries would sit with their counterparts and try to solve as many problems as feasible at their level. The residual issues were then discussed at a meeting held by me and we would try to settle them or indicate definite time limits by which they would be resolved. We visited Assam, the northeast, Jammu and Kashmir, Chhattisgarh and Jharkhand for such meetings. A third method which I initiated—and which continues—was to hold annual meetings of Chief Secretaries. All these ideas came to me after my discussion with Shri Deshmukh and his suggestion that work will proceed apace only if there is close coordination between the Centre and the States—cooperative federalism at the administrative level, in short. I will now deal with the dissimilarities between corporate governance and public administration, and how it would be incorrect to think that wholesale application of corporate governance principles, or lateral entry of corporate employees into government, is the solution to transformation of administration. To some extent, my logic has been explained in a chapter in my book (2022: 204–17).

The high cost of capital in EMDEs not only undermines critical financing for the energy transition and sustainable development; it also limits the ability for US- and EU-based financial institutions to invest in and finance projects in EMDEs, despite institutional and stakeholder appetite and interest for transition finance. This paper provides a holistic diagnosis of the structural forces inflating the cost of capital in EMDEs – including sovereign credit ratings, investor risk perceptions, development finance mandates, and regulatory norms – and it outlines ten actionable solutions to unlock long-term, affordable finance for climate and sustainable development – at the speed and scale required by both global goals and national ambitions. Abstract:: Marking a 70% increase from the previous year, Pakistan experienced a total of 521 terrorist attacks in 2024. This intensified wave of terrorism claimed 852 lives, reflecting a 23% rise compared to the terrorism-related fatalities recorded the year before. Another 1,092 people were injured in these attacks recorded during the year. Although terrorist attacks were recorded in all four provinces and the federal capital in 2024, over 95% of them were concentrated in Khyber Pakhtunkhwa and Balochistan. In 2024, a significant increase in militant fatalities was observed during operational strikes conducted by security forces in Pakistan. Compared to 373 militants killed in such operations in 2023, the number rose to 621 in 2024, marking a rise of over 66%. Overall, security forces and law enforcement agencies carried out 158 anti-militant operations in 2024, which was a 22% increase from the previous year. These are some of the key findings from Pakistan Security Report 2024, prepared and released by Pak Institute for Peace Studies.

Converging breakthroughs in biological sequencing, engineering biology, and machine learning are ushering in an almost science fiction–like world in which humans can manipulate and even design the building blocks of life with increasing sophistication—for good or ill. In this world, cutting-edge biotechnologies will create organs, capture carbon emissions, restore polluted environments, tailor medicines to a person’s genes, and replace vulnerable supply chains for food, fuel, fabrics, and firepower with domestic biobased alternatives. According to one estimate, existing biotechnologies could have a direct economic impact of $4 trillion a year for the next 20 years.1 As innovation continues, the ceiling could be far higher. If next-generation biotechnologies hold great promise, they also come with gathering perils from new bioweapons, intrusive biosurveillance, and the race for biotechnology breakthroughs without adequate safeguards for public health, the environment, and democratic values. For policymakers, the question is not whether the biorevolution has transformative power, but which nation will responsibly harness that power to unlock new tools for defense, health, manufacturing, food security, environmental remediation, and the fight against climate change. No country is better positioned to lead the biorevolution than the United States, but it requires that policymakers act now with swift, ambitious, and far-sighted steps to secure America’s place as the global biopower. The United States enters the biorevolution with formidable tailwinds—an unrivaled innovation ecosystem, world-leading research institutes, unmatched private investment, talent, and a global network of democratic partners and allies. Recent federal investments and an emerging policy framework have fortified U.S. leadership. But in this fast-moving field, settling for gradual progress will guarantee falling behind as competitors like China race to eclipse the United States with ambitions to scale up their biotechnology research, innovation, talent, and infrastructure. To secure America’s place as the global biopower, the Trump administration and Congress should accelerate U.S. tailwinds through greater investment in biotechnology research and infrastructure, especially in sectors beyond health and medicine; expand the pipeline of biotalent; and lead globally to drive biotechnology norms, standards-setting, and responsible adoption. At the same time, policymakers must navigate headwinds that could imperil further progress—specifically, an underdeveloped national biomanufacturing infrastructure; insufficient public and private investment that flows overwhelmingly to biotechnology research and development (R&D) in the health and medical sectors; a lack of uniform federal standards, definitions, and codes; a morass of conflicting policies and regulations; inaccessible and insecure biodata; and low public awareness and trust in emerging and ethically fraught biotechnology applications. This report outlines several recommendations to shore up America’s position as the preeminent biopower, including an investment of $20 billion in new federal funding. Policymakers should view this level of investment as the floor of what it will require to secure U.S. biotechnology leadership. Cutting-edge biotechnologies will create organs, capture carbon emissions, restore polluted environments, tailor medicines to a person’s genes, and replace vulnerable supply chains for food, fuel, fabrics, and firepower with domestic biobased alternatives. Regardless of what U.S. policymakers do, countries around the world are moving swiftly to embrace the biorevolution. The United Kingdom (UK) is driving innovation by concentrating and sharing its biodata through the UK Biobank, which houses the fully sequenced genetic codes of 500,000 people.2 France has invested roughly $9.5 billion through Innovation Santé 2030 to drive biomedical research.3 Japan has committed $3 billion to promote its biotechnology ecosystem.4 South Korea is carving out a niche in digital biotechnology and aims to transition 30 percent of its manufacturing industry to biomanufacturing within a decade.5 If any nation can surpass the United States as the global biopower, it will be China. In its most recent five-year plans, Beijing made explicit its ambition to become a biotechnology “superpower.” It is well on its way. China’s biotechnology leadership has surged on the back of significant public investment, long-term policy prioritization, a massive domestic market, decades of largely unrestricted capital flows, and the amassing of biodata through licit and illicit means.6 China’s concerted biotechnology push has already paid dividends: its scholars rank second in the world for authoring biomedical papers, and the country leads high-impact research in biofuels and biomanufacturing. China’s high-impact research in synthetic biology is more than triple that of the United States, posing a high risk of monopolization.7 Today, China is a global biomanufacturing powerhouse that exports roughly 40 percent of the world’s active pharmaceutical ingredients.8 Now, China aspires to move up the biotechnology value chain with a renewed push to support start-ups, integrate its vast biodata with cutting-edge machine learning tools, and dominate emerging markets for biotechnology with “national champions” such as BGI Group and WuXi Biologics, as it did with Huawei and 5G. China’s ambition to close the gap with the United States should inspire action from policymakers to secure and extend America’s lead. To that end, this report outlines a series of immediate and longer-term recommendations in six key areas for leaders in policymaking and industry.

34. Averting AI Armageddon: U.S.-China-Russia Rivalry at the Nexus of Nuclear Weapons and Artificial Intelligence

Abstract:: In recent years, the previous bipolar nuclear order led by the United States and Russia has given way to a more volatile tripolar one, as China has quantitatively and qualitatively built up its nuclear arsenal. At the same time, there have been significant breakthroughs in the field of artificial intelligence (AI) technologies, including for military applications. As a result of these two trends, understanding the AI-nuclear nexus in the context of U.S.-China-Russia geopolitical competition is increasingly urgent. There are various military use cases for AI, including classification models, analytic and predictive models, generative AI, and autonomy. Given that variety, it is necessary to examine the AI-nuclear nexus across three broad categories: nuclear command, control, and communications; structural elements of the nuclear balance; and entanglement of AI-enabled conventional systems with nuclear risks. While each of these categories has the potential to generate risk, this report argues that the degree of risk posed by a particular case depends on three major factors: the role of humans, the degree to which AI systems become a single point of failure, and the AI offense-defense balance. As Russia and China increasingly aim to modernize their nuclear arsenals and integrate AI into their militaries, it is essential for policymakers to be aware of the risks posed by the AI-nuclear nexus. Dealing with China and Russia on issues at this nexus is likely to be difficult in the current diplomatic and military context, characterized by increasingly strained bilateral relationships between the United States and both China and Russia, along with an uptick in coordination between Beijing and Moscow. Nonetheless, there are still various steps that U.S. policymakers could take to bolster deterrence and stability with respect to these issues. These include: building knowledge and competency around issues at the AI-nuclear nexus; integrating AI into diplomatic initiatives related to nuclear and other strategic risks, and vice versa; establishing and promoting norms for the safe use of AI in relation to nuclear arsenals and other strategic capabilities; developing policy and technical criteria for assessing exactly how and when to keep humans in the loop on all nuclear-related processes; including AI technologies as a factor in oversight and reviews of the U.S. nuclear arsenal; investing in AI-enabled cyber and space capabilities to enhance defense and resilience, reduce incentives to attack those areas, and mitigate entanglement risks; consulting closely with U.S. allies about how AI will shape extended deterrence calculations related to both nuclear and conventional capabilities; and pursuing a comprehensive set of risk reduction and crisis management mechanisms with China and Russia while recognizing the obstacles to progress. Failing to take these steps could leave the country and the world dangerously exposed to risks and ill-prepared to seize any opportunities arising from the increasingly salient AI-nuclear nexus.

35. Assessing China’s Nuclear Decision-Making: Three Analytical Lenses

Abstract:: China’s rapid nuclear buildup is raising questions about how the country makes decisions related to nuclear weapons. This policy brief analyzes that trend by presenting three overarching analytical lenses, or categories of factors, that shape Beijing’s nuclear decision-making: leadership, weapons systems and military organizations, and official policies and doctrine. On leadership, Chinese Communist Party General Secretary Xi Jinping likely sees nuclear weapons granting prestige and growing in relevance, but his views on nuclear weapons’ efficacy are less clear. On weapons systems and military organizations, the expansion of China’s nuclear arsenal provides the country’s leaders with new options, which could shift those leaders’ intentions over time. Implementation of those options, though, runs through often-corrupt People’s Liberation Army military organizations. On official policies and doctrine, Beijing possibly sees its professed stance as a country that does not engage in U.S.- and Russian-style arms buildups as a source of diplomatic influence, particularly in the developing world or Global South. Separately, the circumstances where China’s nuclear no-first-use policy would face a true test—for example, during a major Taiwan contingency—are precisely the moments when Beijing would have massive incentives to selectively interpret or simply abandon that policy. In the near term, China’s official nuclear weapons policies will likely stay the same, so the gap between rhetoric and action will grow. A bigger arsenal and more nuclear rhetoric and signaling will, over time, also shape future Chinese coercion campaigns. In response, U.S. policymakers should commission an intelligence assessment of Xi’s views of specific nuclear crises, pressure China to issue more explanation of its nuclear policies and capabilities, and expand information sharing about missile tests on a reciprocal basis. U.S. policymakers should also make an authoritative policy statement on what would constitute China reaching nuclear parity with the United States and counter China’s nuclear buildup using both conventional and nuclear capabilities.

Abstract:: This year marks the 10th anniversary of the Digital Silk Road (DSR), China’s ambitious initiative to shape critical digital infrastructure around the world to advance its geopolitical interests and technology leadership. A decade after its launch, digital infrastructure and emerging technologies have only grown more vital and contested as demand for connectivity, digital services, and emerging technologies like artificial intelligence (AI) expand. Against this backdrop, the DSR has become increasingly central to China’s broader strategy to challenge and ultimately supplant the U.S.-led digital order, and in doing so, reap potentially vast security, economic, and intelligence advantages. To assess the DSR’s impact 10 years after its inception—and explore how the United States and its allies can offer a more compelling and coherent alternative—the CNAS Technology and National Security team has undertaken a major research project that produces in-depth case studies of four diverse and geostrategically critical nations—Indonesia, Brazil, Kenya, and Saudi Arabia—and culminates in a full-length report. The second case study focuses on Brazil. For the study, researchers from the CNAS Technology and National Security team spent a week in the country interviewing local policymakers, journalists, technology firms, civil society, and academics, along with U.S. diplomats, development experts, and companies. Drawing on these interviews and desk research, this case study seeks to shed light on the current dynamics and stakes of the U.S.-China competition to shape Brazil’s digital ecosystem.

37. Regional and Global Responses to a Taiwan Contingency: Gauging the Prospects for Coalition-Building Under Fire

Abstract:: Acontingency across the Taiwan Strait has the potential to reshape the Indo-Pacific and even global security environment. This report explores how states beyond the United States and Taiwan would respond to a major Taiwan contingency. It defines a major Taiwan contingency as a conflict that might start in the so-called gray zone between peace and war but clearly escalates into a larger campaign that has unification as the near-term objective of the People’s Republic of China (PRC). Specifically, the report examines how geopolitical interests, values, and material power might determine the approaches of countries across the region and the world. Regional and global responses to a major Taiwan contingency would depend heavily on structural factors present at the time it happens, as well as the specific circumstances of the situation. The report details four key structural factors that would shape states’ responses: the specific nature of the Taiwan contingency, the global trade and technology landscape when the contingency occurs, Taiwanese and U.S. capabilities and responses, and the spectrum of intervention options. Beyond those structural factors, the response from four groups of states would play a major role in determining the outcome of a major Taiwan contingency. The first group is Japan and the Philippines. Both U.S. allies would be on the front lines of a Taiwan conflict and host U.S. forces but are also the most exposed to military retaliation from China. The second group is close U.S. allies and partners South Korea, Australia, and India. Their locations are farther from the main battlespace, but each would have to consider how its response would affect its own security concerns and relations with the United States in the future. Regional and global responses to a major Taiwan contingency would depend heavily on structural factors present at the time it happens, as well as the specific circumstances of the situation. The third group includes the other states in Southeast Asia. Thailand and Singapore would have to consider their defense ties to Washington, while Cambodia, Laos, and Myanmar might get requests from Beijing. Other Southeast Asian states would adopt a studiously neutral stance. The fourth group is Europe and the rest of the world. European states now pay more attention to Taiwan, and many see parallels with Ukraine’s plight. But uneven ties with China and a lack of power projection capabilities would mostly limit direct European intervention. Meanwhile, the developing world would likely side with Beijing. And it lacks the political will—much less the proximity or military power—to come to Taipei’s aid. Several findings flow from the analysis: First, it is unlikely that any other states will come to Taiwan’s aid if Taiwan does not fight fiercely and the United States does not intervene on a large scale. Second, geographic proximity increases a country’s stake in the defense of Taiwan, but that same closeness also makes countries more vulnerable to PRC retaliation. Third, any Taiwan contingency would cause massive economic harm, so states would try to balance protecting their economic interests—especially access to high-end semiconductors—with ending the conflict just to stem the disruption caused by the fighting. Fourth, states’ choices will reflect their national interests and values, but those responses will depend to a significant degree on what others do. U.S. policymakers should take the following actions to best position Washington to mount an effective coalition defense of Taiwan during a contingency, should those policymakers choose to do so: Prioritize preventing a Taiwan contingency. Reinforce with Taipei how much would hinge on Taiwan’s contingency response, both in terms of demonstrating will and capabilities. Expect limited contributions but be creative in exploring what in the spectrum of intervention might be possible. Deepen intra-Asian and Euro-Asian security ties that include the United States. Support and, where possible, facilitate the growth of intra-Asian security ties that do not rely on the United States as the hub. Plan for humanitarian evacuation operations as a means to encourage Southeast Asian countries to think through a Taiwan contingency.

38. Gender-Based Violence and Sources of Support in the Middle East and North Africa (2023-2024)

Abstract:: According to reports from the World Bank, 40 percent of women across the Middle East and North Africa (MENA) have experienced violence from their partner at least once in their lifetime. A report from the OECD found that violence against women in MENA increased during the COVID-19 pandemic. These findings are in-line with the findings from the most recent Arab Barometer 2023-2024 survey, in which a plurality of citizens from nearly every country perceive that violence against women has increased in the past year. Governments across the region are taking actions to combat the rise in violence but more remains to be done. Despite the dire circumstances, there are points of hope in Arab Barometer’s findings as well. In particular, nearly all citizens can point to at least one source of support for women that face abuse. While citizens are highly unlikely to say a woman facing abuse cannot find support, the most commonly cited sources of support are familial rather than institutional. Specifically, support from male family members is seen as far more readily available than support from hospitals or clinics. Relying on family rather than institutions for support is complicated. At best, a lack of institutional support may indicate that citizens do not view the government as particularly invested in supporting women facing gender-based violence. Increasing institutionalized support through funding and outreach with local organizations or healthcare facilities could provide more security for abused women.

Abstract:: Syd Seiler argues that recent developments in the relationship between North Korea, China, and Russia should be examined within the context of past interactions and North Korea’s geopolitical reality over the past several decades. North Korea’s pursuit of a distanced approach toward China and the Soviet Union during the Cold War, its post-Cold War management of the bilateral relationships while developing nuclear weapons, and contemporary developments within the North Korea-China-Russia triangle highlight limited shared interests and few signs of deliberate trilateralism. Despite skepticism regarding the durability of trilateralism, Seiler warns against neglecting the threat of collaboration and cooperation among the three countries. In particular, the evolving relationship between North Korea, China, and Russia holds the potential to harm the existing balance of power on the Korean Peninsula and embolden North Korea to believe that the use of force might be justified within the New Cold War structure. Seiler outlines three scenarios in which the evolution of trilateralism could lead to North Korea employing military force on the Korean Peninsula, highlighting the critical role of China and Russia in either restraining or encouraging North Korean revisionism. To properly respond to the dangerous transformation of the geopolitical environment, Seiler recommends the United States, South Korea, and like-minded states reinforce conventional and extended deterrence by convincing China and Russia that they will incur high costs for enabling North Korea’s coercive and revisionist behavior.

40. Siloed No More: The U.S.-ROK Alliance and a Taiwan Conflict

Abstract:: This project was motivated by and builds upon earlier research tracing the evolution and apparent alignment of U.S. and South Korean signaling on Taiwan, wherein the South Korean government adopted a more outspoken position regarding “the importance of peace and stability in the Taiwan Strait” and framed it in increasingly expansive terms—as a regional and global issue yet also directly linked to the peace and stability of the Korean Peninsula. The previous research indicated the U.S.-ROK alliance faced a gap between its topline diplomatic rhetoric on Taiwan and its preparedness to navigate an actual conflict between the United States and China over Taiwan and the attendant risk of a simultaneous conflict on the Korean Peninsula. This project aimed to go beyond diplomatic rhetoric. Forty-two interviews were conducted from June 2024 to February 2025 in both Washington and Seoul. Most were in-person interviews with some conducted virtually or by written response via email. Through these interviews with U.S. and ROK current and former government officials, think tank experts, and academics—as well as open-source research—this project offers insight on the evolution and state of U.S.-ROK alliance discussions on a Taiwan conflict, key challenges obstructing such discussions, and critical variables or dynamics the alliance would have to navigate in the event of a conflict.

Impact of Perception on Foreign Investment Attitudes: The study finds that individual perceptions of FDI at the state level play a crucial role in shaping attitudes toward investment. Individuals who perceive high Korean FDI or states where Korean FDI has more visibility tend to have more favorable views toward foreign investment compared to those in states with low FDI or visibility of such investments. This finding highlights the importance of strategic communication and visibility in shaping public perceptions of foreign investment. Simply increasing investment is not enough; companies and governments must actively promote their contributions to local economic growth and job creation to gain broader public support. 2. Variation in Support Based on Country of Origin: While most Americans view foreign investments as beneficial, attitudes differ based on the investing country’s origin. Investments from South Korea, Japan, and Germany, for instance, are viewed more favorably than investments from China and Russia. 3. Political and Ideological Divides in Trade and Tariff Attitudes: The data reveals partisan differences regarding trade and tariffs. According to our data, a substantial majority of Republicans—at the time of this survey—favor tariffs, mirroring their party leader’s policies. Meanwhile, a minority of Democrats expressed similar support for the use of tariffs. 4. Dissonance on Trade and Tariffs: Despite broad support for U.S. participation in international trade, a significant portion of respondents also favor maintaining or increasing tariffs, suggesting support for the theoretical benefits of trade and protectionism. Evidence suggests that partisan or ideological drivers may be at work. 5. Demographic Influences on Trade and Investment Opinions: Factors such as gender, age, income, and education significantly impact trade attitudes. Younger individuals, higher-income earners, and those with higher education levels are more supportive of open trade, while lower-income and older individuals are more skeptical. 6. Reciprocity as a Key Factor in Investment Policy Preferences: Many Americans favor restrictions on inbound foreign investment unless similar restrictions are removed for U.S. investments abroad, highlighting the importance of the reciprocal approach to trade and investment policies. 7. Limited Influence of Job Creation on Investment Preferences: While respondents recognize that foreign investments create jobs, this factor alone does not significantly sway opinions on investment restrictions, as other economic and political considerations often take precedence. 8. 42. The fall of Assad has opened a door. But can Syria seize the moment?

Abstract:: For more than a decade, Syria’s crisis has caused unimaginable suffering inside the country and a constant stream of strategically significant spillover effects across the Middle East and globally. However, this dynamic changed in late 2024, when armed opposition groups in Syria’s northwest launched a sudden and unprecedentedly sophisticated and disciplined offensive, capturing the city of Aleppo and triggering an implosion of Bashar al-Assad’s regime. In the space of ten days, Assad’s rule collapsed like a house of cards, dealing a crippling blow to Iran’s role in Syria and significantly weakening Russia’s influence. Now, for the first time in many years, Syria has a chance to recover and reintegrate into the international system. If the United States, Europe, Middle Eastern nations, and other stakeholders embrace the right approach, support the right policies, and encourage Syria’s transition to move in the appropriate direction, the world will benefit—and Syrians will find peace. The work of the Syria Strategy Project (SSP) and the policy recommendations in the report “Reimagining Syria: A roadmap for peace and prosperity beyond Assad” present a realistic and holistic vision for realizing that goal. This report is the result of intensive joint efforts by the Atlantic Council, the Middle East Institute (MEI), and the European Institute of Peace (EIP), which have been collaborating since March 2024 on the SSP. At its core, the project has involved a sustained process of engagement with subject-matter experts and policymakers in the United States, Europe, and across the Middle East to develop a realistic and holistic strategic vision for sustainably resolving Syria’s crisis. This process, held almost entirely behind closed doors, incorporated Syrian experts, civil society organizations, and other stakeholders at every step.

43. The European Union Growth Plan for the Western Balkans: A reality test for EU enlargement

Abstract:: The European Union (EU) Growth Plan for the Western Balkans aims to integrate the region into the EU single market, enhance regional cooperation, implement significant governance and rule of law reforms, and boost EU financial support. In doing so, the EU seeks to foster economic development, political stability, and security in the region amid rising geopolitical tensions, while accelerating the Western Balkans’ EU accession process. The Growth Plan holds substantial potential to reinvigorate the enlargement process and counter the stagnation felt by both the EU and the region. Strong points include: Tangible benefits before full accession: Providing stronger incentives for reform. Active involvement of regional governments: Increasing buy-in from local leaders, who must submit their own reform agendas. Enhanced economic integration, greater access to the EU market, increased EU funding, and reforms to governance and the rule of law: Stimulating investment, promoting economic growth, and raising living standards. These improvements would bring the Western Balkans closer to the economic success seen in the Central and Eastern European countries in the EU over the past two decades. Moreover, fostering deeper regional cooperation will not only deliver an economic boost but also contribute to political normalization. If successful, the plan will bolster the EU’s political influence in the region, countering the impact of external actors and encouraging much-needed nearshoring investment from EU firms. However, the plan faces several challenges: Enforceability: Although conditionality is rigorous, with disbursement of funds tied to strict conditions to prevent misuse, there are concerns regarding its enforceability. The European Court of Auditors has already raised reservations. Quantity: Additionally, the financial support offered is significantly lower than what EU member states in Southeast Europe receive. The reforms required for fund access and single market integration are substantial and will demand significant political will and institutional capacity—both of which have been lacking in the region at times over the past two decades. The success of the growth plan will largely depend on its implementation. The EU must ensure rigorous enforcement of conditionality, reward positive reform steps, and increase funding for countries making progress. Civil society in the Western Balkans should be engaged as much as possible to foster broader support and transparency. The EU should also leverage the plan to align with its broader geopolitical and geoeconomic interests, particularly in strengthening its strategic autonomy. Additionally, the Growth Plan should be fully integrated with the EU’s competitiveness, green, and digital transition agendas. For their part, Western Balkans leaders should seize the increased agency provided by the plan. They must take ownership of the reforms they propose, participate actively in EU meetings, and design their reform agendas to deliver better living standards and deeper EU integration for their populations.

Meanwhile, China is undertaking the largest nuclear force buildup since the Cold War. That buildup will increase the size of Beijing’s nuclear forces by roughly seven and a half times since 2018, positioning China as a nuclear peer of the United States by 2035.1 Meanwhile, North Korea continues to expand and diversify its nuclear arsenal. Although the North Korean threat has been somewhat constrained by the quality of its ballistic missile systems—particularly its intercontinental ballistic missiles (ICBMs)—technical assistance from Russia, in exchange for Kim Jong Un’s material support for the war in Ukraine, could rapidly enhance North Korean capabilities. Finally, the ongoing conflict in the Middle East could prompt Iran to choose to acquire its own nuclear arsenal, presenting a wholly new challenge. A pair of recent analyses of the strategic impact of this two-nuclear-peer environment have sounded an alarm, making clear that this environment poses a qualitatively and quantitatively new threat of adversary aggression and the potential for nuclear war.2 Conducted by bipartisan teams of former senior US officials and other nuclear experts, both analyses concluded—in the words of the Congressional Commission on the Strategic Posture of the United States (hereafter referred to as the Strategic Posture Commission)—that the planned US nuclear force “is absolutely essential, although not sufficient [emphasis added] to meet the new threats posed by Russia and China.”3 Both reports emphasized the urgent need to enhance US theater nuclear forces to address the most likely path to large-scale nuclear war: the failure to deter or counter limited adversary nuclear use in an ongoing conventional conflict. Finally, both reports laid out a set of attributes that US theater nuclear force enhancements must possess to effectively address the threat of limited nuclear escalation. However, these reports did not examine in depth the deterrence and warfighting implications of alternative new US theater nuclear systems. This paper examines why the two-nuclear-peer threat makes the enhancement of US theater nuclear forces an urgent imperative. It explains why the planned US strategic and theater nuclear forces are insufficient to address this threat. The paper then presents a more detailed set of political-military and operational attributes that enhanced US theater nuclear forces must possess to effectively counter the threat. Using these attributes, it evaluates the relative deterrence and warfighting value of various potential alternative theater-range nuclear weapon systems. The paper concludes with a recommended future US theater nuclear force structure and posture, specifically, that the United States should field a theater nuclear force that combines an effectively dispersible dual-capable fighter aircraft (DCA) force in Europe with nuclear-armed sea-launched cruise missile (SLCM-Ns) deployed day-to-day on attack submarines (SSNs) in Europe and Asia and ground-launched cruise missiles (GLCM-Ns) and/or ground-launched ballistic missiles (GLBM-Ns) continuously deployed in Europe and/or Asia.

In that time frame, the Department of Defense (DOD) and the Joint Force should more effectively leverage the competencies of US Special Operations Forces (USSOF) to compete with US strategic adversaries. Three realities facing the DOD over the next decade lend themselves toward leveraging USSOF more in strategic competition. First, the growing need to counter globally active and increasingly cooperative aggressors, while the broader Joint Force remains focused on the Indo-Pacific and Europe, underscores the value of leveraging USSOF to manage competition in other regions. Second, the desire to avoid war and manage competition below the threshold of conflict aligns with USSOF’s expertise in the irregular aspects of competition. Third, unless defense spending and recruitment dramatically increase over the next decade, the Joint Force will likely have to manage more security challenges without a commensurate increase in force size and capabilities, which underscores the need for the DOD to maximize every tool at its disposal, including the use of USSOF to help manage strategic competition. The US government must harness all instruments of national power, alongside its network of allies and partners, to uphold international security, deter attacks, and counter efforts to undermine US security interests. Achieving this requires effectively integrating and leveraging the distinct roles of the DOD, interagency partners, the intelligence community (IC), and the Joint Force, including components like USSOF that have not been traditionally prioritized in strategic competition. For the past two decades, USSOF achieved critical operational successes during the Global War on Terror, primarily through counterterrorism and direct-action missions. However, peer and near-peer competition now demands a broader application of USSOF’s twelve core activities, with emphasis on seven: special reconnaissance, foreign internal defense, security force assistance, civil affairs operations, military information support operations, unconventional warfare, and direct action. Over the next decade, the DOD should emphasize USSOF’s return to its roots—the core competencies USSOF conducted and refined during the Cold War. USSOF’s unconventional warfare support of resistance groups in Europe; its support of covert intelligence operations in Eastern Europe, Asia, and Latin America; its evacuation missions of civilians in Africa; and its guerrilla and counterguerrilla operations helped combat Soviet influence operations worldwide. During that era, special operations became one of the US military’s key enablers to counter coercion below the threshold of armed conflict, and that is how USSOF should be applied in the next decade to help manage strategic competition. This report outlines five ways the Department of Defense should use Special Operations Forces over the next decade to support US efforts in strategic competition. USSOF should be leveraged to: Enhance the US government’s situational awareness of strategic competition dynamics globally. Entangle adversaries in competition to prevent escalation. Strengthen allied and partner resilience to support the US strategy of deterrence by denial. Support integration across domains for greater effect at the tactical edge Contribute to US information and decision advantage by leveraging USSOF’s role as a technological pathfinder. This report seeks to clarify USSOF’s role in strategic competition over the next decade, address gaps in understanding within the DOD and the broader national security community about USSOF’s competencies, and guide future resource and force development decisions. Abstract:: Domestic regime type affects both inter-state conflict and alliance formation. Democratic peace theory posits that democracies do not go to war with one another, while democratic alliance theory suggests that they rarely, if ever, join nondemocratic alliances (or alliances led by nondemocratic powers). Empirical evidence strongly supports both theories. The Atlantic Council’s Freedom and Prosperity Indexes further reinforces the hypothesis that economically prosperous democracies tend to align with one another, whereas authoritarian states gravitate toward similarly nondemocratic and less prosperous partners. If these theories hold, they carry significant implications for Western and especially US foreign policy. First, global democratization would reduce the number of potential conflicts, at least among an increasing number of democracies. Second, it would expand the pool of democratic alliance partners, while at the same limiting the alliance options available to nondemocratic powers. This strategic logic underscores the importance of upholding democratic norms abroad and promoting democratization in nondemocratic states. However, advocating for democratization of nondemocratic great powers will be perceived as both a geopolitical and domestic political challenge aimed at weakening their international position and threatening their governments’ domestic grip on power. Efforts to democratize nondemocratic great-power like Russia and China therefore provoke intense countermeasures. If such a strategy is deemed to be too high risk or too difficult to pursue successfully, a less provocative, “peripheral” strategy may focus on fostering democracy and economic development in authoritarian regimes’ weaker, less prosperous partners, thereby depriving them of potential allies.

59. The Economic Impact of the On-demand Service Industry in Indonesia

Abstract:: The on-demand service industry in Indonesia has become a vital component of the country’s digital economy, improving the everyday lives of millions of Indonesians through its multi-service platforms. Our analysis suggests that the industry, which covers ride-hailing and delivery services, facilitated a total economic contribution worth Rp91.7 trillion to Indonesia’s economy in 2023. In addition, the industry also supported an estimated 588,000 jobs and contributed Rp33.2 trillion in household income. This impact is generated through purchases on the on-demand service platforms and the economic activity it supports among the local supply chains in the wider Indonesian economy. For every employee hired by platform operators, an additional 112 workers are supported in other parts of the Indonesian economy. Every Rp100 of GDP generated by purchases made through on-demand service platforms leads to further economic activity worth Rp110 across the rest of the Indonesian economy. Beyond its economic contributions, the on-demand service industry promotes financial inclusion in Indonesia by offering unbanked individuals and small merchants access to financial services and microloans. On-demand service platforms also connect driver-, delivery-, and merchant-partners to Indonesia’s digital economy, enhancing digital literacy and creating new pathways for economic participation.

Combined, BRICS countries are not only biodiversity and energy-rich but also contribute to a large share of greenhouse gas (GHG) emissions. This Strategic Paper examines the role of the expanded BRICS+ and explores whether and how this “mini-multilateral” grouping, with its considerable human and technological capacity, can address two major global challenges: accelerating decarbonization and protecting biological diversity. The discussion is framed around the opportunities and challenges faced by the member countries to increase their ambitions and become leading voices in these agendas – not only for BRICS countries (some of which are among the most biodiverse in the world) but also for the wider international community. Without a strong commitment by BRICS countries (individually and as a group) the world will fail to accelerate action on decarbonization and biodiversity protection.

This study explores emerging measures linked to transitional justice in Somalia, which are rooted in local practices and build on local resources, to provide recommendations to state authorities, civil society, and multilateral actors, including the African Union, for enabling popular participation and thereby a more contextual, inclusive, and effective transitional justice process in Somalia. Based on extensive fieldwork with 114 participants in Mogadishu, Dhuusamreeb, and Gaalkacyo, the study examines formal and non-formal measures already occurring in Somalia to identify ways in which future transitional justice processes could enable people's agency over the goals, forms, and outcomes of measures dealing with the past.

Abstract:: This research report examines the level of popular participation in The Gambia's transitional justice process to date and provides recommendations for ensuring more meaningful participation going forward. It begins with an overview of both formal and non-formal measures in The Gambia, before analyzing in detail the dynamics of participation in the formal measure of the Truth, Reconciliation, and Reparations Commission (TRRC) and in non-formal measures, particularly Listening Circles established by Women in Liberation and Leadership. The study finds that while the TRRC sought to ensure broad-based participation and to gather evidence from a range of victims/survivors and perpetrators, it fell short in areas like sexual and gender-based violence. The sensitive nature of such crimes in the context of existing socio-cultural norms and practices hindered victims/survivors from approaching the commission. Additionally, the TRRC struggled to reach communities where Jammeh has strong support, with the commission being construed as part of a political agenda. Non-formal measures, run by civil society, filled some of the TRRC's gaps and contributed to wider participation of citizens in the process. To promote more meaningful participation in and across both formal and non-formal measures, we provide actionable recommendations for state actors, particularly state representatives on the Steering Committee leading the TRRC recommendations implementation process and the Ministry of Justice and other government ministries and agencies supporting implementation efforts. We also provide recommendations for multilateral actors supporting transitional justice in The Gambia, including international and regional organizations such as the African Union and the United Nations, state donor bodies, private foundations, and international nongovernmental organizations.

Abstract:: Statements on the need for popular participation are increasingly common in international and national transitional justice policy and literature, yet little guidance is available on how to put participation into practice. Based on empirical research in The Gambia and Somalia and with multilateral actors supporting transitional justice in Africa, this research report examines what participation looks like and provides actionable recommendations for enabling participation in a more meaningful way. The findings are relevant for transitional justice policy makers, practitioners and scholars on the continent and beyond. The study builds on the African Union Transitional Justice Policy's provisions for community participation and acknowledgement of both formal, state-run measures and non-formal, civil society-led measures as transitional justice. The findings show that meaningful participation requires four main commitments on the part of multilateral, state and civil society actors: 1) mainstreaming, 2) localisation, 3) decentralisation, and 4) recognition of non-formal measures. Participatory transitional justice results in more inclusive, contextualised and effective processes, with broad-based buy-in for sustainable outcomes.

Abstract:: Deregulation was at the heart of the Conservative vision of Brexit. Boris Johnson negotiated a Brexit deal which gave Great Britain significant freedom to diverge from EU rules and regulations, promising to make the UK ‘the best regulated economy in the world’. This report examines the extent to which the UK has made use of its ‘Brexit freedoms’, finding that there has been very little meaningful divergence from the EU. It identifies the key reasons for this lack of divergence: trade frictions, political complexities, limited state capacity and a lack of strategy. The report then analyses the change in regulatory approach under the current government. It finds that, unlike its predecessors, this government is willing to align with EU rules to remove existing trade barriers and to avoid new ‘passive divergence’ where EU rule changes create divergence by default. Yet, at the same time, the government is keen to use deregulation to boost growth and to build trade ties with the United States. This report identifies a potential conflict between these aims and its EU regulatory agenda, and argues that the UK needs a clear strategy to ensure its multiple regulatory objectives do not undermine one another.

A major state-on-state war continues to rage in continental Europe. In Africa, the Sudanese civil war has created the largest humanitarian crisis on record. 73. Northern Australia: securing a developing economy to secure a developed nation

Abstract:: Northern Australia is central to the nation’s future. Economically, it serves as the gateway to Indo-Pacific trade, is home to world-class resources and represents a frontier of opportunity. Strategically, it’s the keystone of Australia’s national defence posture. Yet, despite its immense importance, the region continues to face persistent structural challenges, including limited private-sector investment; low local economic capture from major projects; workforce and service deficits; and deteriorating public safety indicators. The Northern Australia Action Plan 2024–2029 describes a refreshed agenda for the north, encompassing economic development and delivering on a broad range of government priorities to support the region’s success. Its policy priorities cover many of the north’s needs. The action plan remains framed largely within nationwide policy approaches, however. This report reframes northern Australia not as a peripheral problem but as a developing economy within a developed nation. It calls for a renewed, coordinated investment agenda, treating spending in the north as a nation-building imperative. Inaction will incur higher costs in the future, but it will also expose Australia to intolerable risks. This investment—needed now—needs to be premised on the strategic advantage offered by the North’s space—literally and figuratively—for ideas, initiatives and infrastructure that strengthen the nation’s security and sovereignty through fields such as energy development, trusted and resilient minerals supply chains and military endeavours including with allies, all of which blends government responsibilities, traditional ownership and commercial development. Drawing on a detailed analysis of the Northern Territory (NT) and extending to northern Queensland and northern Western Australia (WA), this report presents a comprehensive, evidence-based argument for nation-building through targeted investment. It highlights not only the economic, security and strategic benefits but also the moral imperative to close the gap in service access, infrastructure quality, and life outcomes. Much of the analysis focuses on the NT, as the economic data for northern Queensland and northern WA is often distorted by the prosperity of those states’ southern regions. That makes it more difficult to isolate the structural challenges unique to the north in those states. However, the NT shares key demographic, geographic and economic characteristics with northern Queensland and WA—including low population density, high infrastructure costs, limited private-sector depth, and service delivery challenges in remote communities—making it a strong proxy for the broader region. The north shouldn’t be treated as a region apart but as the leading edge of Australia’s future prosperity and security. Ten years on from the Australian Government’s 2015 Our north, our future: White Paper on developing northern Australia, and four years since the 2021 Australian Infrastructure Plan, where progress has been mixed, this report outlines actionable recommendations across the federal, state, territory and private-sector domains. Australia is operating within an unstable international environment, involving an uncertain global outlook that doesn’t just include wars in Europe and the Middle East but growing tensions and security threats in the Indo-Pacific. Australia needs to view investment in the North as not just a local prosperity matter but vital for Australia’s long term security, deterrence of adversaries and preparation and resilience should deterrence ever fail and when inevitable natural disasters occur. In this way, this report provides a practical road map to secure a resilient, sovereign and prosperous future for the north and the nation.

74. Australia-Indonesia defence and security partnership: Overcoming asymmetric aspirations to tackle common threats

Abstract:: Australian officials accustomed to dealing with Indonesia are cognisant of the limitations to strategic cooperation, but Canberra needs to be more realistic and creative in how it approaches the critical relationship with Jakarta. Australia places greater strategic value on the relationship with Indonesia than vice versa. That dynamic is unlikely to change fundamentally. Optimism and ambition will still be needed to achieve a more balanced partnership, but it’s also crucial that Australian policymakers ground their expectations in this reality. Politicians, in particular, should guard against optimism bias. There are still plenty of opportunities for both countries to engage more deeply across a range of shared security challenges. This report analyses the defence and wider security partnership and identifies several areas where Indonesia and Australia should productively concentrate their efforts in the coming years, particularly to counter the rise of hybrid threats. The 2024 Australia–Indonesia Defence Cooperation Agreement (DCA) is best understood as a continuation of, rather than an acceleration in, the strategic relationship. But it provides Australia with useful avenues to expand its defence relationship with Jakarta, at a time when Indonesia finds itself courted by other countries that don’t share Australia’s security interests. Ultimately, the DCA reflects Canberra’s long-term investment in a defence partnership that can address evolving regional security challenges. From disaster response and maritime patrols to multilateral peacekeeping, the agreement lays the groundwork for a future in which the two countries’ armed forces can operate together effectively. Continued engagement should centre on expanding military training programs, enhancing operational coordination, and exploring new areas of cooperation, especially to counter hybrid threats. The DCA’s future success will depend on the ability of both sides to manage their differing aspirations, motivations and strategic outlooks in a rapidly deteriorating global security environment. Proper management of those differences, rather than avoidance of them, would better position the two countries for practical cooperation on clear common interests but which, too often, is limited to positive prose instead of action. Revitalising the Australia–Indonesia security relationship requires a shift in focus, away from treating defence cooperation as simply an expression of goodwill or strategic alignment and towards framing it as a joint response mechanism to shared vulnerabilities. Australia and Indonesia face a convergence of challenges, such as maritime insecurity, cyberattacks, disinformation, illegal fishing and transnational crime, that affect both nations and undermine the broader stability of the Indo-Pacific. Responses to those shared concerns can still guide the two countries’ defence partnership in the absence of strategic alignment. By investing in functional collaboration—through interoperable training, coordinated hybrid threat responses and trilateral maritime frameworks involving states such as the Philippines—both countries can build a more flexible and purpose-driven security partnership. This approach acknowledges the limitations to cooperation without being paralysed by them, allowing the relationship to evolve around problem-solving rather than the chimera of strategic convergence.

75. Match-fit for the global contest?: Innovation, leadership, culture and the future of Australia’s National Intelligence Community

Abstract:: The business model of the Australian national intelligence community (NIC), including the ways in which the NIC collects intelligence, analyses that intelligence and then provides it to busy senior customers, is being challenged. At the heart of that challenge lies the NIC’s relationship with innovation and its ability to take advantage of the opportunities that innovation can bring. Innovation matters to Australia because our ability to leverage it will be critical to overcoming Australia’s ‘national capacity’ problem in the coming decades. This problem isn’t new. Australia has always had an inverse relationship between its extensive geography and interests, and its relatively small population. But that’s being exacerbated by the emergent international (and existential) contest in which we’re now engaged and the rapid advances of critical and emerging technologies. The answers to this national capacity problem necessarily involve technology, partnerships— and innovation. Reinvention is hard for all sectors, but it’s particularly hard for intelligence communities, which operate with such high degrees of secrecy. But, to keep pace with larger partners and to keep ahead of adversaries, innovation is absolutely essential. It’s needed so the NIC can develop more sustainable and creative ways to serve its customers, and the NIC also needs to fundamentally, and continuously, rethink the value it provides to them. Despite growing investment, all intelligence communities can struggle to reinvent themselves—and invest in the right capabilities and technologies— as they deal with multiple global conflicts and the unrelenting pace of change. In order to inform the findings and recommendations contained in this report, ASPI conducted a range of semi-structured, qualitative interviews with 28 former and current Australian national-security officials, industry representatives, and those with comparable experience of the UK’s national-security system. The interviews focused on the topics of leadership; technology; risk and experimentation; culture; partnerships; and public engagement and transparency. This report makes five key recommendations, including in relation to actively promoting the concept and practice of ‘intelligent failure’ in the service of innovation; incorporating an appreciation of the impact of secure workspace design and operation on the effectiveness of the work carried out within those spaces; expediting the 2024 Independent Intelligence Review’s own recommendations in relation to national-security technology; an urgent, classified audit of Australia’s sovereign intelligence capability resilience; and preparation of the NIC for the impending (and different) future of intelligence production.

77. Shifting the needle: Making Australia’s research security ecosystem work smarter

Abstract:: Since 2018, the Australian Government has made serious strides in countering espionage and foreign interference, including introducing policy and legislative reforms aimed at protecting the research and university sector. That was necessary. Foreign states have actively targeted Australia’s research ecosystem—seeking to influence research agendas, extract sensitive information and exploit institutional vulnerabilities. However, the threat landscape hasn’t remained static. It has evolved—and rapidly. Seven years on, adversaries are no longer simply stealing data or cultivating informal relationships. Today, we’re seeing deliberate efforts to insert malicious insiders, target researchers through transnational repression, exploit data and cyber vulnerabilities, and manipulate legal frameworks through lawfare. Those methods are more sophisticated, more targeted and more integrated than ever before. Responding to them requires more than a continuation of current practice—it demands a fundamental shift in mindset. Security must now be built on persistent adaptation and shared responsibility, not one-off compliance measures. Yet the tools available to respond are lagging. Australia still lacks a clear, consistent national definition of ‘research security’—a gap that has bred confusion, resistance and fatigue across the university and research sectors. For many, security remains synonymous with red tape, rather than resilience. Meanwhile, government controls are fragmented across portfolios and jurisdictions, with no centralised leadership akin to the Counter Foreign Interference Taskforce. Heavy reliance on ministerial discretion and legislative blunt force undermine the goal of shared, sector-wide ownership. At the same time, we must acknowledge that universities aren’t government agencies. They’re complex, competitive, globally connected institutions working under immense financial pressure and regulatory complexity. Building sustainable research security means recognising those realities—not as excuses, but as critical inputs into any effective framework. Encouragingly, there is some movement. The Group of Eight has stepped forward with a national security and defence committee, co-chaired by Major General (Ret’d) Paul Symon and Lieutenant General (Ret’d) Rick Burr, to strengthen trust and coordination with government. But those are early steps. To protect Australia’s sovereign research capability into the future, we need more tailored, practical and scalable approaches to research security. They must be clear in purpose, flexible enough to adapt to changing threats, and sensitive to the day-to-day realities of research collaboration. Above all, they must be nationally coherent and built on partnership—not paternalism. The integrity of our research ecosystem isn’t just a matter of academic ethics. It’s a matter of national security, future capability, and Australia’s ability to compete in a world increasingly shaped by strategic technologies and knowledge dominance. This requires a set of consistent, coherent and high-level principles that informs strong applied policy guidance. This report outlines Australia’s comprehensive and globally leading approach to research security. However, it also makes clear that the threats that are confronting Australia are adapting, and so Australia’s approach will similarly need to adapt. The report argues that Australia’s research security posture must evolve, moving beyond the narrow lens of countering foreign interference and espionage to a broader, more integrated and risk-based framework.

Abstract:: Australia faces a perilous strategic environment with multiple threats overlapping and, in some cases, converging. We’re confronted simultaneously by the rise of aggressive authoritarian powers, multiple conflicts around the world, persistent and evolving terrorism, foreign interference and the normalisation of cyberwarfare. Our largest trading partner, China, is increasingly aggressive militarily and has growing control of critical technologies integral to our societies. In Europe, the Middle East and the Indo-Pacific region, rearmament is underway, including increased prospects of nuclear proliferation. Australia is a part of that rearmament, though others are moving much faster. Great powers flout the international rules-based system, either seeking to expand their spheres of influence, as Russia and China are doing, or pursuing a transactional and user-pays form of vassalage in the case of the US under the Trump administration. To be clear: the actions of the US are not comparable to those of Russia and China, but the administration’s tendency to treat all countries the same, without separating friend from foe, is causing unhelpful disruption and adding to global uncertainty. Many countries’ politics are become more partisan and prone to populist movements, fuelled by social-media outrage and demagoguery. Hybrid attacks on critical national infrastructure, internet-connected systems and the political foundations and institutions of states are becoming more common. Trust in public institutions is eroding, and cynicism is rising and often turning into belief in conspiracies. We’re reminded in the ministerial forewords to almost all public national-security documents that there’s no greater responsibility for the government than defending Australia. Part of that most fundamental responsibility is the obligation of government to resource the national-security community appropriately to prepare the nation for the challenges it faces. That’s why, this year, the Australian Strategic Policy Institute has broadened its budget brief, The cost of Defence, beyond its traditional focus on the budget of the Department of Defence. The security challenges that Australia faces cannot, and should not, be borne by Defence and our armed forces alone. For too long, Australian governments have partitioned Australia’s security and failed to deliver a comprehensive approach to national security. ASPI has been vocal in calling for comprehensive national-security planning, and now we reflect that by examining the government’s national-security spending as a whole. Moreover, The cost of Defence: ASPI defence budget brief 2025–26 thoroughly examines the government’s progress with, and spending on, the 2024 National Defence Strategy. The core of the strategy is the concept of national defence, defined as ‘a coordinated, whole-of-government and whole-of-nation approach that harnesses all arms of national power to defend Australia and advance our interests’. This year’s Cost of Defence therefore asks some more fundamental and strategic questions and evaluates whether the government is paying enough attention to the traditional strategy calculation of ends, ways and means. Has it identified and articulated the objectives that meet Australia’s strategic intents, as set out in the 2023 Defence Strategic Review and the 2024 National Defence Strategy? Has it chosen the best plans for meeting those objectives? And has it allocated enough resources for those plans? We also examine whether the government is giving enough attention to the nation’s preparedness and resilience. This is a major theme for ASPI in 2025. The 2025 ASPI Defence Conference: Preparedness and Resilience will focus on those challenges for Australia, including how they bear on our industry, civil society and relationships with international partners. This year’s Cost of Defence provides ASPI’s views as a lead-in to that conversation. Another issue is whether the government is too focused on future equipment acquisitions, rather than the preparedness and readiness of the current force. Given that most of the major acquisitions won’t arrive until well into the 2030s and 2040s, we must ask the unnerving question of whether the ADF is too hollow for military operations this decade. Can the ADF we have now deter adversaries from attempting military domination in our area of primary interest? The issue has been on the country’s mind since a Chinese flotilla this year sailed close to Australia, conducted live-fire drills in the Tasman Sea and rehearsed strikes on Australia’s cities, national infrastructure and joint military facilities. Finally, this year’s Cost of Defence asks the hard questions about whether the government’s rhetoric about a once-in-a-generation investment in defence and about the criticality of Australia’s defence industry base, national economic base and resilience is being matched by resources. This includes money in the latest Budget for 2025–26 and the forward estimates and, perhaps more importantly, human capital in the form of a larger skilled workforce. There are also the strategies, concepts and interagency, intergovernmental and international engagements that government must be delivering. We argue, as we did last year, that resourcing isn’t matching the rhetoric. We suggest that, in part, that’s because the implementation of strategy has been frustrated by bureaucratic, time-consuming and inefficient processes. In a first for the Cost of Defence series, we recommend ways for the government and the Defence Department to shift the dial towards agility, adaptability, effectiveness and efficiency. That includes increased and more effective messaging on why defence investment is needed. Whatever percentage of GDP the government spends on defence, it is a large number, and not enough has been done to foster public support for the defence spending required to deter the types of conflicts we see in Europe and elsewhere. Governments shouldn’t wait for public pressure to make security decisions, but a measure of social licence is needed for defence investment, and that in turn takes candour about the gravity of the threats we face. ASPI’s charter requires us to inform and nurture public debate on defence and security and to provide alternative advice for the government. The cost of Defence does so objectively, sharing the government’s and Defence’s aim of strengthening Australia’s long-term security, prosperity and sovereignty. It’s never been more important for experts inside and outside the Australian Public Service to speak truth to power frankly and fearlessly in order to give decision-makers the strongest possible suite of options. We don’t expect all readers to agree with our positions. Indeed, we welcome debate and disagreement in the hope that Australia will be stronger, more prepared and more resilient for the challenges we confront now and will face in the future.

Abstract:: For more than a decade, which has included the 2013, 2016, 2019 and 2022 federal elections, ASPI has helped to generate ideas and foster debate about Australian strategic policymaking through Agenda for change, a wide-ranging collection of analyses and recommendations to assist the next Australian Government in its deliberations and planning. Agenda for change 2025: Preparedness and resilience in an uncertain world continues in its tradition by providing focused and anticipatory policy advice for the 48th Parliament of Australia. The agenda strives to highlight, and present solutions to, the most pressing questions that our next government must consider in order to advance and protect Australia’s national interests in a more disordered and challenging world. This edition reflects five interrelated aspects of Australia’s position in 2025, focused on the need to: defend Australia navigate our place in a new world (dis)order reform our security architecture and policies secure our critical infrastructure protect and use our natural resources. In 2025, that means equipping the next government for the reality of the contest in which our country is engaged. Since the previous edition of Agenda for change in 2022 we’ve seen: Russia’s ongoing war on Ukraine and public confirmation of the China–Russia ‘no limits’ partnership change in Australia’s policy towards China, with a focus on ‘stabilisation’, accompanied by reduced economic coercion against Australia but a ratcheting up of military intimidation, including an unprecedented PLA Navy circumnavigation of Australia heightened aggression by China against the Philippines in the South China Sea and against Taiwan a lowering of the national terrorism threat level to ‘possible’ in 2022, before it was raised back to ‘probable’ not quite two years later the 7 October 2023 Hamas terrorist attacks on Israel, the resulting war in Gaza and an increase in politically motivated violence in Australia the rise of artificial intelligence, including the landmark release of ChatGPT in late 2022 and then DeepSeek in 2025 the return of Donald Trump to the White House, bringing tension among allies and question marks over the future of the US-led international order. Each chapter in Agenda for change includes a limited number of prioritised policy recommendations, which are intended to be discrete, do-able and impactful. Although, when dealing with some of the more existential challenges facing Australia, the recommendations are necessarily and similarly expansive. In addressing that extraordinary range of developments, ASPI has drawn on a wide range of expertise for the 2025 edition of Agenda for change. 81. South Korea and Australia in space: Towards a strategic partnership

Abstract:: Space cooperation between Australian and South Korea remains stuck in its infancy and, to some extent, is treated as an end in itself. This report argues that the time is ripe for both Australia and South Korea to embark on joint projects and initiatives that would deliver tangible and practical outcomes for both countries. For South Korea and Australia, space cooperation and space development serve as key pillars of the bilateral relationship. The two nations elevated their relationship to a comprehensive strategic partnership in December 2021, incorporating space development into core areas of cooperation in the fields of economics, innovation and technology. As a part of that elevation, the leaders of both countries agreed to strengthen joint research and cooperation between space research institutes and industries. Following that, in 2022, South Korea and Australia established a Space Policy Dialogue. A greater bilateral focus on expanding the scope and opportunities for space cooperation could deliver foreign-policy, national-security, defence and economic outcomes for South Korea and Australia. This report argues that there are opportunities in the bilateral relationship to boost both space cooperation (the collaborative efforts between nations to leverage space advancements for mutual benefit and to foster diplomatic ties and intergovernmental collaboration) and space development (the advancement of space-related technologies, infrastructure and industries) and is pivotal in areas such as national security, economic growth and resource management. This report first analyses the space development strategies of South Korea and Australia and examines the environmental factors that can increase the potential for cooperation. It then proposes areas where the two countries can combine their technologies and resources to maximise mutual benefits and offers eight policy recommendations to the governments of both countries. Scott Pace, former Executive Secretary of the US National Space Council, has emphasised that ‘International space cooperation is not an end in itself, but a means of advancing national interests.’ The South Korea – Australia partnership aligns with that principle, and it’s time to realise the opportunity.

82. Indonesia in 2035: Climate risks to security in the Indo-Pacific

Abstract:: The Indo-Pacific region is particularly exposed to climate impacts, and Indonesia, like many countries, will be severely affected by climate impacts in the decade to come. The effects of climate-amplified disasters, combined with the political, social and economic consequences of climate impacts originating from within and across the region, will strain Indonesia’s economic and national-security interests. This report presents the findings of a narrative-driven scenario to stress-test Indonesia’s climate risks emerging by 2035. Its objective is to identify opportunities for Indonesia and its economic and strategic partners to prepare for and mitigate the risks. While Australian policymakers have devoted significant attention to the existential risks that Pacific island countries face, Southeast Asian countries are also highly exposed and often face similar risks. Within Southeast Asia, Indonesia’s climate risks have received very limited attention despite its high exposure to climate hazards, its very large population (over 10 times larger than all Pacific island countries combined) which is densely concentrated in vulnerable coastal areas and small islands, and its history of political unrest associated with disruptions to food and energy security. It’s also one of the closest neighbouring countries to Australia. Figure 1 on page 5 provides a visual summary of the interacting hazards, risks and consequences highlighted in this report. The population size of Southeast Asian countries and their often-close proximity to one another means that climate impacts in one country will often have consequences beyond their borders and for their neighbours across the region. Gaining a better understanding of how Indonesia, as the largest country in Southeast Asia, will be affected by climate developments is vital, given both the domestic and regional consequences. Even below the ‘safe’ threshold of a 1.5°C rise in global average temperature—the aspirational target set in 2015 by the signatories to the Paris Agreement—countries around the world are already experiencing serious, record-setting, climate-driven disruptions on a large scale. The era of climate-induced disruption is clearly already upon us—and it will intensify rapidly. Building resilience while preparing for future disruption requires an enhanced appreciation of climate risk that goes beyond adapting to more frequent and severe natural hazards, such as floods and fires. Development-assistance and defence communities have embraced the importance of treating climate change as a threat to human, economic and traditional military security. The challenge is to build the capacity and tools to assess the broad suite of security-related risks of climate change—and to translate that information into measures to mitigate the risks. Understanding the complexity and uncertainty associated with climate trends is a daunting task, greatly complicated by the need to incorporate the many ways climate change affects social, political and economic systems. The scenario developed in this report isn’t a prediction of the future, but rather a description of a possible future. It identifies many climate impacts, but suggests three primary pathways through which Indonesia may face compounding and destabilising climate disruptions: Significant food insecurity from losses to domestic production due to shifting precipitation timing and extremes across the wet and dry seasons, heightened sensitivity to shocks in global food prices, and reduced government ability to absorb economic shocks, such as food-price hikes. Large-scale coastal population displacement driven by Indonesia’s high coastal population density and the significant exposure of that population to sea-level rise and climate-induced coastal flooding. Slowed economic growth from lost agricultural output, declining revenues from stranded fossil-fuel assets, rising disaster costs at home and abroad affecting economic infrastructure and supply chains, and rising challenges in responding to domestic crises driven by food insecurity and population displacements. A major finding of this research is that, in little more than a decade, Indonesia is likely to experience major climate disruptions that also amplify climate and security risks in the region, resulting in a range of additional and cascading risks for Australia. A second overarching finding in the report is that Indonesia may be underestimating the likely scale of the climate risks and should devote greater attention to analysing them. It’s in Australia’s interests to do the same and, as a good neighbour, to coordinate an Australian whole-of-government effort to support Indonesia to mitigate the risks, including cross-border risks.

83. National food security preparedness Green Paper

Abstract:: Australia’s agriculture sector and food system produce enough food to feed more than 70 million people worldwide. The system is one of the world’s least subsidised food systems. It has prospered under a global rules-based system influenced by Western liberal values, but it now faces chronic challenges due to rising geopolitical tensions, geo-economic transitions, climate change, deteriorating water security and rapid technological advances. The world is changing so rapidly that the assumptions, policy approaches and economic frameworks that have traditionally supported Australia’s food security are no longer fit for purpose. Potential conflict in the Indo-Pacific is driving enhanced preparedness activity in Australia’s defence force, but that isn’t being replicated across the agriculture sector and food system in a coordinated manner. Food hasn’t featured as a priority in the public versions of the Defence Strategic Review or the National Defence Strategy. This has created a gap in Australia’s preparedness activities: if Australia’s national security and defence organisations are preparing for potential conflict, then Australia’s agriculture sector and food system stakeholders should also be preparing for this period of strategic uncertainty. Food security is a pillar of whole-of-nation preparedness for an uncertain future. While current targeted preparedness efforts and resilience mechanisms are valuable, they aren’t sufficient. Stakeholders are calling for stronger, proactive national coordination from the government to empower and support private-sector action. Meeting that demand is essential to strengthening overall resilience. So, too, is understanding that Australia’s food security relies on a holistic and interconnected ecosystem rather than a fragmented supply chain. Australia is a heavily trade-exposed nation that exports 70% of production, so any disruption to maritime and other transport corridors or to the infrastructure needed to move food risks undermining both national food security and Australia’s standing as a reliable global supplier. This work has been written and constructed as a Green Paper, not an academic publication. Informed by six months of consultations with government, the private sector and civil society, the paper combines applied policy analysis and real-world insights to promote deliberate conversation about protecting Australia’s food security with the same priority as protecting Australia’s national security. The Green Paper is divided into four parts. It also includes three case studies in the Appendix, which use a threat and risk assessment to analyse three critical inputs to the food security ecosystem—phosphate, glyphosate and digital connectivity—to help stakeholders evaluate the vulnerabilities in Australia’s food security ecosystem. The intention of this Green Paper is to deepen understanding of food security as a key public policy issue, stimulate public discussion, inform policymaking and provide both government and key stakeholders with policy options for consideration. This Green Paper’s 14 recommended policy options have been designed to equip governments and the private sector with structured national-security-inspired assessment tools and a framework to continuously identify, prioritise and mitigate vulnerabilities. That includes options to centralise the coordination and decentralise delivery of preparedness activities, establish accountability and embed food security as a national security priority and a key element of Australia’s engagement across the Indo-Pacific.

84. State-sponsored economic cyber-espionage for commercial purposes: Governmental practices in protecting IP-intensive industries

Abstract:: Since 2022, an increasing number of governments have introduced new policies, legislation, regulations and standards to deal with the threat to their economies from cyber-enabled IP theft. Most prominently, in October 2023, the heads of the major security and intelligence agencies of Australia, Canada, New Zealand, the UK and the US (also known as the ‘Five Eyes’) appeared together in public for the first time, in front of a Silicon Valley audience, and called out China as an ‘unprecedented threat’ to innovation across the world.1 That was followed up in October 2024 with a public campaign called ‘Secure Innovation’. There is, however, variation in how governments frame their responses. Countries such as the UK and Australia take a national-security approach with policy instruments that seek to monitor the flow of knowledge and innovation to and from specific countries (primarily China). Other countries, such as Malaysia and Finland, take a due-diligence risk approach with a focus on awareness building and providing incentives to organisations to do their due-diligence checks before engaging with foreign entities. Countries such as Japan and Singapore, by contrast, take an economic-security approach in which they focus on engaging and empowering at-risk industries proactively. This report is the third in a compendium of three. The first report, State-sponsored economic cyber-espionage for commercial purposes: tackling an invisible but persistent risk to prosperity, published in 2022, looked at the scale, scope and impact of state-sponsored cyber-espionage campaigns aimed at extracting trade secrets and sensitive business information. The second report, State-sponsored economic cyber-espionage for commercial purposes: Assessing the preparedness of emerging economies to respond to cyber-enabled IP theft, looks at the extent to which agreed norms effectively constrain states from conducting economic cyber-espionage and also examines the varying levels of vulnerability experienced by selected major emerging economies. This third report complements those diagnoses by offering policymakers an action perspective based on good practices observed across the world. Various practices and examples have been selected, drawing from a multi-year capacity-building effort that included engagements in Southeast Asia, South Asia and Latin America and consultations with authorities in developed economies such as the US, Australia, Japan, Singapore and the Netherlands. Many of the practices covered in this report were presented at the Track 1 Dialogue on Good Governmental Practices that ASPI hosted during Singapore International Cyber Week 2023.

Abstract:: Strategic competition is deepening existing tensions and mistrust between states and prompts nations to develop capabilities that they consider central to sovereign national power. Technological capabilities sit at the centre of this. It’s therefore not surprising that governments around the world are seeking technological advantage over their competitors and potential adversaries. In this context, safeguarding intellectual property (IP) has become necessary not just because it’s an essential asset for any modern economy—developed or emerging—but because it’s also increasingly underwriting national and regional security. Today, middle-income countries1 ‘World Bank country and lending groups’, World Bank, 2024, online. that are seeking to progress in the global value chain are home to vibrant knowledge-intensive sectors. Some of the world’s largest science and technology clusters are located in São Paulo and Bengaluru, for example.2 Other exemplars include the biochemical industry in India, information and communication technology (ICT) firms in Malaysia and petroleum processors in Brazil. In fact, countries such as Brazil, India, Indonesia, Mexico and Vietnam have emerged as increasingly major producers of knowledge and innovation.3 Perhaps reflecting that changing reality, it’s middle-income countries that are confronted by increasing attempts to deprive them of their economic crown jewels. In our report State-sponsored economic cyber-espionage for commercial purposes: tackling an invisible but persistent risk to prosperity, ASPI estimated that the number of state-sponsored cyber incidents affecting private entities in Southeast Asia, South Asia, Latin America and the Middle East increased from 40% in 2014 to nearly 60% in 2020.4 To be clear: economic espionage isn’t new. But it’s the growing scale and intensification of economic cyber-espionage for commercial purposes—and as an integrated tool of statecraft—that is a cause for concern.

86. The future of US Indo-Pacific policy

Abstract:: How might US policy in the Indo-Pacific change over the next four years? In anticipation of a new US administration and Congress in 2025, ASPI USA held an “alternative futures analysis” exercise in mid-October 2024 to explore the drivers of US policy and how they might evolve through to November 2028. The workshop involved seven Indo-Pacific experts, who discussed a range of factors that could determine US policy and assessed how key factors could drive different outcomes. The participants determined that the two key drivers affecting the US role in the Indo-Pacific over the next four years that are simultaneously most uncertain and most determinative for US policy are: Washington’s perception of China’s strength in the Indo-Pacific the level of US attention to the region. The former is a key determinant of Washington’s threat perception, and the latter is a key determinant of Washington’s capacity to sustainably engage in the region. The nexus of those drivers produced a skeleton of four potential scenarios: Failing to walk and chew gum: Perceived high China power and a low level of US attention. In this scenario, Beijing continues to advance its interests across the region while Washington fails to prioritise imperatives in the Indo-Pacific amid ongoing conflicts in Europe, the Middle East, and elsewhere. Follow US: Perceived high China power and a high level of US attention. In this scenario, the possibility of Chinese regional hegemony is growing, but the US adopts a focused, harder-edged security strategy and leads like-minded states to confront the challenge. The Peaceful Pivot: Perceived low China power and a high level of US attention. In this “stars align” scenario, the perception of diminishing competition and conflict with China couples with the US implementing the decade-old promise of a pivot to Asia. Leading from behind: Perceived low China power and a low level of US attention. China’s capacity to project power falters in this scenario, but the US—pulled into global events elsewhere and distracted by its own domestic politics—does not provide forceful leadership in the region and leans on allies and partners to carry the load.

87. The Pacific cocaine corridor: A Brazilian cartel’s pipeline to Australia

Once a domestic concern, Brazilian organised crime has evolved into a powerful narco-insurgency with transnational reach, making Brazil the world’s second-largest player in the cocaine trade after Colombia. While Brazilian organised crime previously posed little threat to Australia, this report, The Pacific cocaine corridor: A Brazilian cartel’s pipeline to Australia, examines how Brazil’s expanding role in global cocaine supply, rising criminal network sophistication, and growing demand in Australia’s lucrative cocaine market are increasing the presence of Brazilian organised crime on Australian shores. The report highlights how Brazil’s Primeiro Comando da Capital (PCC) has become a major transnational criminal threat, exploiting weaknesses in political, legal, and economic systems. It explores Brazil’s geography and criminal networks with South American cocaine producers and examines the PCC’s global distribution networks, with a focus on how the Pacific is increasingly used to transport drugs destined for Australia. A recent case study demonstrates the prioritisation of the Australian market in these operations. The report concludes with recommendations for strengthening police cooperation, enhancing financial surveillance, and proactively detecting and disrupting PCC activities. By addressing key enablers of the PCC’s resilience and closing gaps in international information exchange, a coordinated approach will not only mitigate the immediate threat but also bolster Australia’s long-term defences against transnational organised crime.

88. Smoke and Mirrors: Israel Stronger or Weaker in 2025? Implications for Israel and its Neighbours

Abstract:: Writing this 2025 trend report on a topic I am knowledgeable about has been a Sisyphean task. Every day I woke up to realize the ‘trend’ I confidently foresaw yesterday is questioned by a new development. I submit that by the time I complete this report, it will become outdated the next day. Since its colossal security/defense failure on 7 October 2023, Israel has been able to restore its reputation as a formidable military power with substantial military support from the USA and others, notably its neighbors (Bradley A, 2024). Gaza is destroyed and Hamas is still in charge, but Israel can point to its elimination of Hamas and Hezbollah leadership, the decimation of their military capabilities, and effective striking of Iran and the Houthis as impressive wins. Yet Israel at the start of 2025 is weaker as a state and as a society. The reasons are manifold. Some trace back to before the 7th of October, while others followed from it. All of the issues—from extreme political and social divisions to a plummeting international standing (Wintour, P. 2024) to grave economic losses (Ziady, H. 2024)—have worsened since. Israel’s choices and actions in 2025, both domestically and internationally, will not only affect its long-term security and stability, but also those of its neighbors and the broader Middle East. The polarized geopolitical landscape already is facing disruptions at the start of the year; the extent of their severity will depend on how the USA foreign policy will unfold under the new administration. What is clear is that in 2025, the United States has become even more significant in determining Israel’s path and the broader region’s trajectory. President Trump’s initial statements of intent to end all wars, with focus on the Middle East and Ukraine, and to secure a lucrative deal for Israel with Saudi Arabia hint at possible scenarios. However, as he adds outlandish items to his ‘to do’ list—even some which diametrically contradict his earlier wishes—one can logically assume that not all of his plans will come to fruition. Given Trump’s mercurial nature, many “known unknowns,” as Donald Rumsfeld once put it, remain.

89. The European Union and Critical Raw Materials: Juggling Geopolitical and Economic Realities

Abstract:: Over the past decade, critical raw materials (CRMs) have emerged as a crucial focus for governments and industries worldwide. These materials, which include rare earth elements, lithium, cobalt, and others, have gained strategic importance due to their essential role in modern technologies, particularly those related to clean energy, digitalization, and advanced manufacturing (CRM Alliance 2024). In particular, the essential role of CRMs in clean energy technologies and the global push for a green energy transition have led to a surge in demand for CRMs (World Economic Forum 24-05-2024). This surge has created substantial opportunities for green industrialization. According to the International Energy Agency, the market for these raw materials has more than doubled over the past five years, with expectations of "unprecedented growth" in the coming years (International Energy Agency 2023); current climate commitments could lead to a quadrupling of global demand for materials such as rare earths, cobalt, and nickel by 2040 (Findeisen & Wernert 30-06-2023). CRMs are of paramount importance for the European Union’s economy, industrial base, and strategic autonomy. These materials have a wide range of applications, contributing to the production of various goods across all supply-chain stages in Europe. The use of CRMs is also essential for the EU’s green transition goals, as these materials are necessary for technologies crucial to the EU’s green and digital transformations. This is particularly true for many technologies that support net-zero carbon emissions goals like wind turbines and electric vehicles. For example, the production of a typical electric car has been estimated to require six times the mineral inputs of a conventional car; an onshore wind plant requires nine times more mineral resources than a gas-fired plant (International Energy Agency 2022). This surge in demand has led to increased concerns about supply chain vulnerabilities in western countries as many CRMs are concentrated in a small number of countries or are produced as by-products of other mining operations (U.S. Department of Energy 2023). The European Union, recognizing the economic and strategic significance of CRMs, responded by publishing a list of critical raw materials in 2011, updating it every three years to reflect changing economic importance and supply risks (Gislev & Grohol 2018), while the European Commission produced a foresight study of CRMs in 2020 for strategic technologies and sectors in the EU (Bobba et al. 2020). In 2023, the European Critical Raw Materials Act (CRMA) was adopted, which aims to increase and diversify the EU’s critical raw materials supply, strengthen circularity and recycling efforts, and support research and innovation in resource efficiency and the development of substitutes (European Council 2024).

Abstract:: This report provides an analysis of international economic sanctions from a transitional justice perspective. Sanctions are a policy tool primarily associated with issues of foreign policy, peace, and security, often deployed as a form of coercive diplomacy to induce a change in behavior or policy. In recent years, however, especially as sanctions have been increasingly targeted at those responsible for human rights violations, the potential for greater engagement with transitional justice has expanded. The report considers the role that sanctions may play in advancing or hindering justice goals such as accountability, redress, and prevention in response to massive and serious human rights violations. It suggests that sanctions may provide an alternative or complementary means of justice in contexts of impunity, including in societies where significant political transitions have not yet begun. Sanctions may also offer opportunities for victim participation, while also presenting risks for victims and human rights activists. The report gathers lessons learned to provide guidance and broach a discussion about whether and how international economic sanctions function in support of (1) transitional justice goals, by punishing perpetrators, recognizing victims and repairing the harms they have suffered, advancing the truth, and preventing a recurrence of violations; and (2) transitional justice processes, by documenting human rights violations and identifying those responsible, supporting trials and truth commissions, and funding reparations. The report also examines the challenges that sanctions pose to justice, related to both legitimacy and impact. These include selectivity in the choice of targets, negative humanitarian impact, sanction evasion and the empowerment of authoritarian and corrupt actors, limited tangible impact on targets, undermining justice processes and actors, lack of outreach, legal and practical challenges, and lack of coordination and coherence. It concludes by identifying areas where increased engagement between justice practitioners and sanctions authorities could take advantage of the synergies in their work.

Abstract:: America’s footprint in artificial intelligence is prodigious, and it is hard to overstate how consequential this is for the American national interest if it further develops with the right balance between innovation and guardrails. Into this new technology are two divergent directions on the basic structure of the innovation: open-source or company controlled. ChatGPT is the latter model and was developed and licensed by OpenAI. Meta’s LLaMa is an example of open-source AI.1 In this paper, we explore the benefits and drawbacks of open-source AI and conclude that open-source can help balance the safety and security we want from AI with the innovation necessary to set the standard for the world. Both models are right for innovation, safety, and competition. The increasing sophistication of AI raises concerns about risk. One of the chief issues is open-source AI, which a user can run without the developer’s supervision. History shows us that the benefits of open-source software are real but diffuse and nebulous; meanwhile its greatest risks are tangible but mostly hypothetical. Encryption is an example of an open-source success. It is an open-source dual-use technology that vexes the US government. But accepting and adapting to it has been more farsighted than fighting it. Almost every smartphone in the world runs an American-made operating system thanks in large part to Android being open-source. We should not assume the development of open-source AI will necessarily follow the same trajectory. Open-source AI increases the likelihood that no single AI chatbot corners the consumer market and that America remains the innovation leader in AI.

Geopolitical risks today exceed levels seen during the Cold War, driven by heightened military spending, stalled efforts at nuclear disarmament, and a diminished role for multilateral institutions like the United Nations. At the same time, global power is being redistributed, with emerging middle powers reshaping the landscape through strategic investments and influence-building initiatives. These shifts challenge the dominance of traditional Western powers, creating both opportunities and vulnerabilities in global governance. Economic stagnation further complicates the picture, as developing nations grapple with mounting debt burdens that divert critical resources away from health, education, and infrastructure. Unlike the bipolar structure that prevailed in most of the 20th-century Cold War, the current global landscape is shaped by technological dominance, economic interdependence, and influence competition across emerging regions such as Africa, Latin America, and Southeast Asia. While China's rise is clear, emerging regional powers, such as Brazil, Türkiye, United Arab Emirates, South Africa and Indonesia are also seeking to shape regional and global dynamics. The proliferation of advanced technologies like artificial intelligence, semiconductors, and 5G infrastructure has transformed power dynamics, with states vying to secure strategic dominance in these areas. Meanwhile, economic interdependence, once seen as a stabilising force, is increasingly weaponised, as seen in trade wars, sanctions, and the deliberate decoupling of supply chains in critical industries. These dynamics are exacerbated by the intensification of proxy conflicts, hybrid warfare tactics, and disinformation campaigns that further destabilise global alliances and erode trust among nations. In exploring the current dynamics of global power, the report addresses the challenges of a multipolar world and the implications for the developing world. Developing countries can face economic disruptions, diminished development funding, and governance challenges due to shifts in geopolitics of the major powers. During the Cold War, developing countries became arenas for proxy wars, economic exploitation, and political interference, exacerbating instability, poverty, and underdevelopment. Today, as global power struggles intensify, nations in Africa, Latin America, and parts of Asia risk becoming similarly entangled, facing increased economic pressures, disrupted trade partnerships, and reduced access to critical investments. Debt servicing costs now outweigh investments in essential services for many developing countries, undermining their capacity for sustainable growth. Moreover, the plateauing of global trade integration limits economic opportunities, further constraining development pathways for emerging economies. Competition for influence among powerful nations may undermine local governance and development priorities, diverting attention from urgent challenges such as climate change, food insecurity, and peacebuilding. 98. China Maritime Report No. 47: The People of China's Navy and Other Maritime Forces: Extended Summary of Conference Findings

Abstract:: Xi Jinping has played a direct and active role in China’s naval buildup. He is China’s first great navalist statesman, the world’s greatest navalist leader today, and among the world’s greatest navalist statesmen in modern history. Notwithstanding major advances in ships, submarines, aircraft, and other hardware, Chinese military leaders believe that the People’s Liberation Army Navy (PLAN) continues to lag behind in human factors. Since Xi Jinping came to power in 2012, the PLAN has dismissed (or is rumored to have dismissed) eleven flag officers. Beyond combating outright dysfunction, these removals are intended to prevent potential disloyalty and factionalism, centralize power, and further modernization and warfighting goals. These high-profile dismissals have had no apparent impact on PLAN operational capabilities, which continue to improve at a remarkable rate. From the Taiwan Strait to the “distant oceans” (远洋), the service is present daily and visible internationally, particularly its surface fleet, indicating reliability, trust, and growing responsibilities and capabilities. Since 2008, the PLAN’s surface fleet has almost doubled. Despite being projected to exceed 400 ships by the end of 2025, China’s Navy continues to successfully crew, operate, and train with them. China’s Navy draws on a massive, sufficiently-capable talent pool and education system. Provincial-level compulsory conscription quotas avoid individual compellence thanks to high levels of volunteerism. Given the demands of increasingly frequent and intense training and missions—often with the austere privations of submarines or remote installations—mental health support is increasingly prioritized. Nevertheless, it remains a weakness for China’s Navy, which views U.S. care as the gold standard yet has treated counseling as a “political” issue. China’s Naval Command College in Nanjing—the Naval War College’s closest equivalent—educates its students differently from its counterpart in Newport by focusing on naval operations and warfighting for top-priority scenarios. The PLAN enjoys unique human capital advantages: educational partnerships as early as elementary school; personal data compiled centrally, available and utilizable without privacy restriction; eldercare benefits; and warfighting-focused naval education. PLAN sources perceive weaknesses in lack of talent for new-domain operations and advanced S&T given rising demand in these burgeoning areas; recruitment and training pipeline supply-demand imbalance and talent-skills mismatches; officers’ overly narrow early-career experience and subsequent aging out of cutting-edge relevance; and youths’ declining commitment to the Communist system. Despite being an improvement on its Soviet progenitor, China’s Political Commissar system could represent a critical weakness, causing real-time decision-making bottlenecks or distraction, particularly in crisis or conflict.

99. China Maritime Report #48: Great Inspectations: PRC Maritime Law Enforcement Operations in the Taiwan Strait

Abstract:: People’s Republic of China (PRC) law enforcement operations function as forms of cognitive and legal warfare. They represent a clear effort to undermine international maritime law as well as Taiwan’s sovereignty. The PRC asserts that the Taiwan Strait comprises multiple “zones,” to include “internal waters, territorial sea, [the] contiguous zone, and the Exclusive Economic Zone.” While China does not explicitly claim that the waters of the Taiwan Strait wholly constitute PRC sovereign territory, it clearly implies that it has the self-defined right to exercise distinct forms of control over different zones of the Strait. While stressing that China “respects the lawful rights of other countries in relevant waters,” the PRC exploits the absence of the term “international waters” in UNCLOS to assert non-existent sovereignty rights over the Taiwan Strait. China is using its Maritime Traffic Safety Law and Coast Guard Law to illegally enforce expansive maritime jurisdictional claims in the Taiwan Strait, East China Sea, and beyond. The overzealous execution of “law enforcement” operations in the waters surrounding Taiwan’s outlying islands represents an effort to signal that the Taiwan Coast Guard Administration is incapable of conducing effective patrols. It also reinforces the narrative that the PRC possesses legal jurisdiction over waters within the First Island Chain, thereby undermining the lawful rights of Taiwan and neighboring states. The PRC very likely believes that employing China Coast Guard (CCG) and Maritime Safety Administration (MSA) assets to implement a sea-based quarantine would remain below the threshold of conflict, effectively mitigating the risk of escalation and preventing third-party intervention. As joint MSA and CCG operations grow in scope, scale, and complexity, China is gradually exercising the skills necessary to seize one of Taiwan’s outlying islands and potentially seek to force Taiwan leaders to the negotiating table. Under China’s revised maritime law enforcement legal framework, leaders in Beijing could authorize the establishment of exclusion zones to prevent foreign vessels from entering into and operating in PRC-claimed waters, as well as board and inspect ships within the exclusion zone. China could also potentially attempt to divert ships to regional PRC ports for customs inspection and clearance. Beijing furthermore could authorize the use of “all necessary means”—to include the use of force—to implement its quarantine and counter perceived threats to its national security and sovereignty. A PRC decision to implement a quarantine, rather than a full military blockade, would force the United States and its key allies and partners to decide how to react effectively while themselves also mitigating the risk of substantial military escalation. Response options could comprise targeted sanctions or military escorts for commercial vessels carrying critical supplies.

100. China Maritime Report #49: The PLAN Corruption Paradox: Insights from the 1st Destroyer Flotilla

Abstract:: Like all organizations led by the Chinese Communist Party (CCP), the People Liberation Army Navy (PLAN) suffers from endemic corruption, defined as the personal abuse of power for selfish ends. Corruption occurs when PLAN leaders use their power to: 1) influence personnel decisions in exchange for money and/or favor; and 2) extract kickbacks for influencing decisions in the contracting/procurement process for equipment and materiel, construction projects, and other service requirements. Despite widespread corruption in the PLAN, the service has continued to grow and modernize at an astonishing rate. One explanation for this paradox is that the PLAN has strived to keep corruption from infecting the personnel selection process in operational units, which matter most for combat power generation. For at least two decades, the PLAN’s anti-corruption “watchdog”—the Discipline Inspection Commission—has prioritized scrutiny over those units and personnel most directly responsible for the “preparation for military struggle.” This top-down approach has combined with efforts by the units themselves—likely driven by the self-interest of the unit Party Committee, which must answer for poor unit performance—to enact policies to ensure that the best candidates are chosen for leadership positions. The case of the 1st Destroyer Flotilla illustrates policies adopted by operational units to ensure the integrity of the personnel selection process. These include formulating clear regulations stipulating minimum qualifications for leadership positions, adopting strict standards for officer evaluation, and carrying out a transparent selection process. The Flotillas’ personnel selection process entails knowledge and skills competitions judged by senior unit members and incorporates feedback and inputs from other members of the unit. Due to the approaches adopted by units such as the 1st Destroyer Flotilla, individuals in positions of power have less leeway to engage in corrupt behavior, thereby increasing the probability that the most capable officers (commissioned and non-commissioned) will be selected for leadership positions.
