1. Is There Life in the Desert? Russian Civil Society After the Full-Scale Invasion of Ukraine

By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

Abstract:
This report marks 20 years since the U.S.-led invasion of Iraq. It recounts the impacts of war and critiques the strategy of using military intervention to enhance women’s rights. It is presented in the spirit of UN Security Council Resolution 1325, adopted in 2000, which urges all actors to “adopt a gender perspective.” Our analysis traces the deterioration of social and economic conditions for women caused by U.S. policy and the resulting rise of extremism and sectarian warfare. We also address the role of Iraqi women in mobilizing movements to assert their rights and oppose violence. In telling this story, we rely extensively on the voices of Iraqi women who experienced and studied these events. A gender perspective means going beyond the view of women as victims to address the political agency of women as they struggle for political, economic, and social justice. We use “feminist discovery” to examine the lived experience of Iraqi women and gain a better understanding of the realities of war.1 This report draws lessons for the future of U.S. and international security policy and examines the agenda for women’s rights today as defined by Iraqi women and their international supporters.

China’s position on the war in Ukraine depends mainly on the stabilisation of China’s internal situation before the 20th Chinese Communist Party (CCP) Congress planned for autumn this year. By holding NATO responsible for the conflict, the CCP reinforces its rhetoric about the legitimacy of the rivalry with the U.S. China’s signals on supporting peace negotiations and not helping Russia to circumvent sanctions are intended to protect China from possible Western secondary sanctions. The prospect of further Sino-Russian cooperation should induce the EU to reduce its economic interdependence with China.

For the past several years, Russia has been strengthening ties with the authoritarian regimes of Cuba, Nicaragua, and Venezuela, and has developed cooperation with other Latin American countries as an investor in the energy sector, a supplier of weapons and Sputnik-V COVID-19 vaccine, and in other areas. Most Latin American governments have condemned the Russian aggression against Ukraine, but they have not imposed sanctions on Russia. It is in the EU’s interest to persuade its Latin American partners of the validity of the restrictions and to work together to mitigate the negative economic effects of the war.

From the very beginning of the Russian invasion of Ukraine, the Belarusian authorities have sided with Russia, supporting it politically and militarily, including making its territory available to the Russian troops. In this way, Belarus is also an aggressor and, as a consequence, the EU and the U.S. have imposed further sanctions on it. Regardless of the attempts to engage in Ukrainian-Russian negotiations, Belarus will be negatively affected by the consequences of its government’s policy and the country, although formally sovereign, has ceased to be perceived as an independent entity in international relations.

In connection with Russia’s invasion of Ukraine, the Russian authorities have introduced wartime censorship, forbidding the publication of content that does not conform to the official message of the Ministry of Defence of the Russian Federation. This massive and unprecedented propaganda is leading to an increase in support for Vladimir Putin, and Russians protesting against the war are being brutally repressed and persecuted. The consequence is the strengthening of the totalitarian character of the Russian state and the emigration of Russians who do not support the war. The most significant element of the Russian war propaganda is that of “denazification”, a claim aimed also at Poland.

The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

The U.S. Department of Defense's (DOD) massive bureaucracy struggles with the kind of periodic “tech refresh” that has been instrumental to commercial industry success. While it is insulated from market competition within the U.S. economy, the DOD is not immune from the kind of revolutionary, secular, and wide-ranging technological changes happening outside the government. Nor is it immune from the threat of competition with other militaries around the world. In the future, warfighting will only become more complex, even more chaotic, and even faster. The only way for the DOD to stay competitive in a new warfighting environment is to ensure that it uses the most potent weapon available: technology, and more specifically, software. For the United States to retain its dominant position in the future— which is not a guaranteed outcome—the DOD needs a new design and architecture that will allow it to be far more flexible, scale on demand, and adapt dynamically to changing conditions. And it must do so at a dramatically lower cost as it delivers its critical services. This paper provides a blueprint for the way forward.

15. Improving Joint Operational Concept Development within the U.S. Department of Defense

Abstract:
For the first time in nearly four decades, the DoD is developing joint warfighting concepts designed to counter advanced military rivals—specifically China and Russia. The last such effort took place at the height of the Cold War in the late 1970s and early 1980s to address the strategic and operational challenges posed by the Soviet Union’s conventional advantage on Europe’s Central Front. Now, as the 2018 National Defense Strategy (NDS) emphasizes, the joint force must “prioritize preparedness for war” which includes developing “innovative operational concepts” for military advantage.1 As operational concepts are fundamentally visions of future war that guide future force design and development, the joint force first must answer the question of how it intends to fight future wars before it tries to answer questions of what it needs to fight with. Yet, if the DoD is going to move to “joint concept driven, threat informed capability development,” it faces a considerable challenge in that its joint concept development and experimentation process is fundamentally broken.2 While the post–Cold War era has witnessed repeated efforts to develop joint operational concepts, the process fails to yield innovative warfighting approaches to guide future force and capability development. Instead, the process produces concepts that seem almost intentionally designed not to drive significant change. These concepts are not truly “joint,” but rather lowest-common-denominator assemblages of existing service concepts that privilege service priorities. Any innovative joint ideas that make it through the development process are so watered-down and vague that they fail to provoke change (and thus threaten the interests of key stakeholders). In this environment, individual service concepts win out over joint concepts and drive investment priorities. However, warfighting concepts and critical investments must be joint because the services have become increasingly interdependent at the operational level.3 Moreover, current wargaming and analysis suggest that this operational interdependence will be a critical aspect of future conflict with a highly-capable peer adversary such as China or Russia—whether as a strength or a weakness remains to be seen. One can expect an advanced, adaptive adversary to seek out any gaps and seams presented by the U.S. military and exploit those to its advantage. In this regard, the current joint force is not “joint” enough for a high-end war against a peer adversary that has developed counters to critical, long-standing U.S. operational advantages such as air, maritime, and information dominance. As this paper discusses, successfully waging war at the scale and intensity that a conflict with a peer rival would entail will demand entirely new ways of warfighting that in turn will require a forcing function that integrates individual service capabilities into an actual “joint” fighting force. Recent efforts to develop threat-focused joint warfighting concepts—if successful—represents the best chance for that result actually to occur. This paper briefly discusses three past attempts by the DoD to develop joint concepts, including AirLand Battle, Air-Sea Battle, and a more recent effort, the Advanced Capabilities and Deterrence Panel (ACDP). It uses these examples to showcase the challenges of overcoming stovepiped and parochial service-led efforts and to illustrate the drawbacks of building service-centric concepts and covering them with a patina of jointness. These cases highlight how the persistent pathologies of the joint concept development process have rendered post–Cold War joint concepts useless for encouraging operational innovation or driving change in service investment priorities. Ongoing work to develop new joint warfighting concepts provides the DoD with a long-overdue opportunity to focus its concept development on tangible threats and consequent operational objectives. The current effort is the first time in decades that the DoD is organizing concept development around countering a specific threat instead of supporting idealized notions of how the joint force preferred to operate against vague or undefined groups of adversaries. However, without major changes to what is widely viewed as a consensus process that does not foster a competition of ideas, the DoD risks repeating the same concept development mistakes it has made in the past. Additionally, new joint concepts must be rigorously tested and refined through a campaign of experimentation to validate their viability for future force design. That experimentation piece is currently missing.4 The Joint Staff is trying to rebuild its joint concept development capability after years of neither prioritizing nor adequately resourcing that work. Generating truly new ways of warfighting with the potential to transform future force design will require the sustained attention of the Office of the Secretary of Defense (OSD) and the Chairman and Vice-Chairman of the Joint Chiefs of Staff (CJCS and VCJCS) to push new joint concepts through the system. The DoD’s senior leadership must overcome the tendency of each service to drive toward consensus products that are aimed more at protecting existing priorities and longstanding prerogatives than generating creative ideas.

16. Afghanistan: The Fog at the End of the Tunnel

Abstract:
What is causing the uncertainty about when US ground forces will exit Afghanistan. The Biden administration insists that logistical factors explain its breach of the 2020 US-Taliban agreement, which reset the exit date from May to September. Logistical factors are also supposed to explain why the date may now be walked back to July. Actually, logistical issues explain neither. Using current data and historical precedent, this short analysis shows why. An alternative explanation for the delay is that it gave Washington more time to pursue some of its unfinished goals regarding Afghanistan. In this, the lingering troop presence serves as leverage. What goals? Improve Kabul’s military posture, polish plans and preparations for US forces to “fight from afar,” and pursue dramatic new international initiatives aiming to lock the Taliban into a cease-fire, peace settlement, and government reform plan substantially defined by the USA. This high risk-gambit won’t succeed, but it might prolong the conflict and America’s involvement in it.

The recent incidence of war in the Caucasus has shown that, when facing deep domestic troubles, Russia and Turkey demonstrate strikingly different patterns of international behavior. While Russia has become more cautious in responding to external challenges, Turkey has embarked on several power-projecting enterprises. Its forceful interference in the long-smoldering conflict around Nagorno-Karabakh took Russia by surprise and effectively secured a military victory for Azerbaijan. Moscow has assumed the main responsibility for terminating hostilities by deploying a peacekeeping force, but its capacity for managing the war zone and its commitment to deconflicting tensions with Turkey remain uncertain. The United States and the European Union have few levers for influencing this interplay of clashing agendas of local actors and regional powers and fewer reasons to trust Russian and Turkish leaders to put peacebuilding ahead of their ambitions.

This infographic displays an estimate of the raw number of service members from each state operating in the United States post-9/11 wars in 2019 and the relative burden borne by each state in making this contribution. The ‘post-9/11 wars’ refers to U.S. military operations around the world, including in Afghanistan, Iraq, Syria, and elsewhere, that have grown out of President George W. Bush’s “Global War on Terror” and the U.S. invasion of Afghanistan in 2001. The color coding on the map shows the broader context of each state’s contribution of service members in relation to its population size. The darkest color, for instance, shows that South Carolina, Hawaii, Alaska, Florida, and Georgia send the highest numbers of troops, per capita, to war. Since there is no publicly available government data that lists service members involved in the U.S. post-9/11 wars by their state of origin, the research team estimated the figures using a combination of various government data sources. The Methodological Appendix, below, lists sources and methods.

19. The Cost of Debt-financed War: Public Debt and Rising Interest for Post-9/11 War Spending

Throughout the 18 years the U.S. has been engaged in the “Global War on Terror,” mainly in Iraq and Afghanistan, the government has financed this war by borrowing funds rather than through alternative means such as raising taxes or issuing war bonds. Thus, the costs of the post-9/11 wars include not only the expenses incurred for operations, equipment, and personnel, but also the interest costs on this debt. Since 2001 these interest payments have been growing, resulting in more and more taxpayer dollars being wasted on interest payments rather than being channeled to more productive uses. This paper calculates that the debt incurred for $2 trillion in direct war-related spending by the Department of Defense and State Department has already resulted in cumulative interest payments of $925 billion. Even if military interventions ceased immediately, interest payments would continue to rise, and will grow further as the U.S. continues its current military operations.

20. The Russian Way of War in Syria: Implications for the West

The Russian Federation’s intervention in Syria is a watershed event. However the war there ends, its impact on Russia is likely to be profound. For the first time in its post-Soviet history, Russia’s military is fighting outside the borders of the former Soviet Union. In doing so, it is exercising military capabilities that had atrophied from long lack of use. Moscow is also rebuilding its diplomatic muscle through its role in Syria by managing a diverse coalition, leading a parallel peace process, and forcing the United States to take the Kremlin’s preferences into account when making decisions in the Middle East. Through Syria, Russia has reemerged on the geopolitical stage. The war is not over, and there are many ways in which things could still go badly for Russia. Moscow may find that a return to geopolitical prominence entails costs and risks at least as great as the rewards that status brings. Nevertheless, the West will be dealing with a Russia that has changed fundamentally through its experience in the war. Understanding these changes and their implications for Western governments is the focus of this conclusion chapter. It is structured around two questions. First, what does Syria tell us about how Russia fights its wars? Second, how has Russia’s experience in Syria affected the capabilities of its armed forces? Answering these questions should increase our understanding of Russia as a geopolitical actor and allow Western governments to make more effective policy on issues where Russia is a factor.

Abstract:
The Security Review section of the Rondeli Foundation regularly covers topics analyzing the threats facing Georgia, the changes in Georgia's external security environment and the challenges to Georgia's national security policy. Recently, the developments around Karabakh have seriously changed the previous status quo in our region, precipitating new and very significant circumstances, and have brought about a new reality to the countries of the South Caucasus as well as various important players with an interest in the region. Accordingly, the Rondeli Foundation pays special attention to a complex analysis of the new reality created in the context of Georgia's national security environment. To this end, a discussion series, entitled "New Reality in the South Caucasus," was organized in a webinar format providing the interested public with the opportunity to hear the assessments of experts from Azerbaijan, Armenia, Turkey, Iran and Russia (the discussion series is available on the Rondeli Foundation's YouTube channel and Facebook page. The current issue of the Rondeli Foundation Security Review is also entirely dedicated to the new reality created in our region. It brings together the publications of the Foundation’s researchers that look at and evaluate the current situation from different angles.

Abstract:
History is the storyteller that holds all truth, yet when she speaks, much of mankind closes its ears. Hasan Nuhanović, a survivor of the 1995 Srebrenica Genocide committed by a Bosnian Serb militia, narrates his family’s harrowing journey through Bosnia in The Last Refuge: A True Story of War, Survival, and Life under Seige in Srebrenica. Though Nuhanović’s story is tragic, it is not uncommon. He makes this clear from the beginning, writing, “I did not write this book to tell my own story” (5). Rather, his story embodies the experiences of eight thousand Bosniaks who were executed by Serb forces on July 11, 1995, and brings to mind the millions of genocide victims worldwide who have been mercilessly slaughtered in the past century.

Abstract:
The conflict in Ukraine has received renewed attention in Washington D.C., and it is worth considering the relevance of this conflict to US national security interests. The open conflict in eastern Ukraine since 2014 has been part of a larger hybrid war, including political and information warfare, cyber warfare, assassinations, promotion of corruption, and traditional (kinetic) warfare carried out by destructive geopolitical actors (DGAs) [1]. The conventional conflict cannot be taken out of context, and it is the less visible and “dark” aspects of hybrid warfare that should particularly worry the United States. Hybrid warfare consists of a wide spectrum of attacks, from conventional to covert, carried out to destabilize one’s opponent. Rather than being isolated incidents, cyber attacks often represent part of a wide spectrum of coordinated, offensive strategies against countries like Ukraine and the United States.

Five years have passed since the UN global mandate on preventing violent extremism (PVE) was launched and rapidly adopted by the Horn of Africa (HoA) countries. Since then, mostly small and medium international organizations funded by foreign, largely Western, donors have pioneered work in this space. Notably, the African Union (AU) Peace & Security Council has tried to lead the region’s path to PVE – it has championed the inclusion of youth and called for gender mainstreaming in programming. The AU has also attempted to connect East and West Africa’s lessons learned in combatting violent extremism. Yet, challenges remain with regard to implementing both regional and international PVE-related commitments.

Since achieving its independence after the fall of the Soviet Union, Kazakhstan has maintained warm relations with the United States. The country regards the United States both as a potential source for trade and investment and as a partner to balance the influence of Russia and China in Central Asia, a perspective which underlines the importance of US Secretary of State Mike Pompeo’s February visit to Kazakhstan and Uzbekistan. During the visit, Pompeo was generous in his praise for Kazakhstan and highlighted the importance of bilateral ties, while criticizing China’s detention of hundreds of thousands of Uyghurs, Kyrgyz, and ethnic Kazakhs in so-called “re-education” camps.

To help Ukraine find peace, the EU, NATO, and member states must seek new approaches to arms control discussions with Russia and European security as a whole. They should also consider a more flexible sanctions policy, such that progress in Ukraine may lead to incremental easing. What’s new? Russia’s Ukraine policy, including its military intervention, is driven both by Moscow’s goals in Ukraine itself and its longstanding desire to revise Europe’s security order. Western responses are similarly driven by both Ukraine-specific and Europe-wide interests. A sustainable peace plan must address both sets of factors. Why does it matter? Efforts to make peace in Ukraine by solving problems specific to Ukraine only will fail, because the causes of the conflict are both local and geostrategic. A truly sustainable peace should address European security as a whole to make Russia, its neighbours and the entire continent safer. What should be done? European states should engage Russia in discussions of European security, including regional and sub-regional arms limitations. They should also consider adjusting the current sanctions regime to allow for the lifting of some penalties if Russia contributes to real progress toward peace.

27. Twelve Ideas to Make Intra-Afghan Negotiations Work

Eighteen years after the U.S. war with Afghanistan’s Taliban began, all sides are taking the first formal steps toward a political settlement. From designating a neutral mediator to agreeing on “rules of the road”, Crisis Group lays out twelve prerequisites for keeping the talks going. What’s new? On 29 February, the U.S. and Taliban signed an agreement on a phased U.S. military drawdown, Taliban guarantees to sever ties with terrorist groups, and swift initiation of peace negotiations among Afghan parties to the war. These intra-Afghan negotiations could commence as soon as 10 March. Why does it matter? Intra-Afghan negotiations would be the first formal step to politically settle Afghanistan’s conflict since the U.S. toppled the Taliban regime in 2001. The U.S.-Taliban deal sets the stage for those talks, but it does not resolve issues among the Afghan parties that could prevent them from making progress. What should be done? All parties have crucial preparations to make, both before intra-Afghan negotiations start and during the talks’ early stages. Crisis Group has identified twelve key points that could make the difference between a successful beginning to a peace process and delays or early stagnation.

28. Until Something Moves: Reinforcing the Baltic Region in Crisis and War

Abstract:
NATO’s ability to efficiently move large and heavy armed forces into and across Europe is a key aspect of its deterrence and defence posture. In establishing the enhanced Forward Presence in Poland and the three Baltic states, NATO leaders acknowledged that credible deterrence would also require these small multinational forces to be underpinned by a robust reinforcement strategy. In this report, we examine this key aspect of NATO’s defence and deterrence posture as it relates to the Baltic region. In a crisis, military movement in Europe is likely to be confronted by legal and procedural obstacles, by the limited capacity of infrastructure, and by issues related to coordination, command and control. The severity of these problems would vary according to the type of crisis. For an operation to restore Alliance territory following an armed attack, the sheer scale and breadth of NATO’s requirements for military movement would present a major challenge to Europe’s transport infrastructure, and to prioritisation and coordination efforts. NATO has had little practice in reinforcing Allies at scale since the end of the Cold War. A preventative deployment to respond to a potential crisis, meanwhile, would put a premium on speed of movement. In this case, legal and procedural obstacles may be more problematic as timescales for dealing with the bureaucracy would be similar to the timescales for the movement itself. NATO and the EU have cooperated widely to mitigate the legal and procedural challenges of moving armed forces across the European continent, but the processes in place remain numerous and complex. NATO and the EU have also collaborated on the harder task of ensuring that transport infrastructure is suited to military needs. Movement would be challenged by both physical constraints, such as weight limits on roads and bridges and traffic volume restrictions for rail transport, and procedural ones, such as the limitations of the contractual arrangements necessary to enable the use of civilian railway wagons and heavy equipment transporters for military purposes. Such constraints, while manageable in peacetime, may make it difficult to meet the armed forces’ requirements for large-scale movement during crisis. Furthermore, the Baltic region also lacks supporting logistics infrastructure, for example for receiving and staging (and sustaining for extended periods) forces that have arrived in the region. A third set of challenges arises from the need for coordination among the multiple agencies involved in the movement of armed forces. Even amongst movement specialists there is no clear picture of how these agencies would work together during crises or of how movements would be prioritised to serve the operational needs of the Joint Force Commander.

Since Vladimir Putin declared the fall of the Soviet Union to be the greatest geopolitical catastrophe of the century, prompting concerns that Moscow would seek to rebuild its influence by conquering territories on its borders, Russia has deployed combat troops into Georgia, Ukraine and Syria, and inserted private military companies into the Central African Republic, Libya, Mozambique, South Sudan and Venezuela. But there is little consensus among analysts about the meaning of Russia’s military behaviour, or how far it might go in pursuing its interests. Is it trying to rebuild a version of the former Soviet Union? Does it have the will and capability to go to war? Under what circumstances might it be ready to commit combat troops? And how do these questions relate to its immediate neighbourhood, in particular to the Baltic region? This analysis examines Russia’s fundamental motives for going to war in the ‘near abroad’, describes how Russia might wage war in the Baltic states, and identifies some of the indicators that might suggest it is preparing to do so.

30. A Plan to End the War in Syria: Competing with Russia in the Levant

The United States has an interest in allowing the Russian Federation to “win” an outright victory in Syria, so long as it secures from Moscow an agreement that is favorable to the Syrian Kurds, builds in negative consequences for an external actor targeting the Syrian Democratic Forces, and establishes a “deconflict plus”-type mechanism to continue to target Islamic State- and Al Qaeda-linked individuals in Syria. A forward-looking policy that the incoming Biden administration could consider is to deprioritize the nascent threat of the Islamic State as a key factor in driving U.S. national security strategy, and instead focus more intently on long-term competition with great powers. This approach would seek to shape how Moscow spends finite defense dollars—at a time of expected global defense cuts stemming from the COVID-19 pandemic—in ways that are advantageous to the United States. It also would seek to limit the cost of the U.S. presence in Syria—to include secondary and opportunity costs not accounted for in a basic cost breakdown of the U.S. war against the Islamic State. This approach is not without risk, particularly from a nascent Islamic State insurgency in Russian-controlled territory, but seeks to match U.S. strategic priorities with action and to impose upon a long-term competitor the costs of victory for its intervention in Syria.

This research monograph explores the Army’s emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum. This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict. The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

This monograph provides an assessment of gray zone tactics used by the most active U.S. adversaries and builds the case for requiring U.S. Federal agencies to request that the Deputy National Security Advisor convene a National Security Council/Deputies Committee (NSC/DC) meeting whenever any Federal agency deems a gray zone approach to an international issue is appropriate. It also recommends that the United States should pursue the development of a standing National Security Council/Policy Coordination Committee (NSC/PCC) for gray zone solutions, with sub-NSC/PCCs for each component of the 4+1 (Russia, China, Iraq, North Korea, and violent extremist organizations) so that experts can be quickly assembled in times of crisis.

In this monograph, Tami Davis Biddle analyzes the historical record of air power over the past 100 years. Her monograph, designed for the student of strategy, is intended to provide both a concise introduction to the topic and a framework for thinking intelligently about air power, particularly aerial bombing. Her primary aim is to discern the distinction between what has been expected of air power by theorists and military institutions, and what it has produced in the crucible of war. Aerial bombing, Biddle argues, is a coercive activity in which an attacker seeks to structure the enemy’s incentives—using threats and actions to shape and constrain the enemy’s options, both perceived and real. It is an important and much-utilized military instrument for both deterrence and compellence. In addition, it is a powerful tool in the arsenal of the joint warfighter. Its ability to achieve anticipated results, however, varies with circumstances. Students of strategy must be able to discern and understand the conditions under which aerial bombing is more or less likely to achieve the results expected of it by those who employ it.

The United States lacks a cohesive strategy to deter Russian aggression. Originally commissioned by Chief of Staff of the Army General Raymond T. Odierno, The U.S. Army in the Iraq War is the Army’s interim examination of military operations in Iraq from 2003 to 2011. This study, published in two volumes, is a narrative history that tells the story of U.S. forces in Iraq, mainly from the perspective of the theater command in Baghdad and the operational commands immediately subordinate to it. It focuses at the operational level of war, exploring the decisions and intent of the senior three- and four-star commanders and how these decisions effected the course of the war over time. This work was built from over 30,000 pages of previously unavailable declassified documents and hundreds of hours of interviews with senior defense leaders. While the Army will eventually publish a comprehensive, official “Green Book” history that describes Operation Iraqi Freedom in greater depth, this study is being released now in order that key lessons, insights, and innovations from this period of the conflict are available to the next generation of Soldiers and leaders to study, learn from, and adapt to ensure the future readiness of our Army and the Joint Force.

The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.

Long after armed conflicts are over, explosive remnants of war continue to cause harm to unsuspecting civilians and cost governments millions of dollars to clear and neutralize. Landmines can remain a threat that affects the population living around them for decades to come. When calculating the costs of waging war, the post-conflict clearance of leftover weapons scattered about the battlefields generally is not included. These costs can last for generations; Belgium, for instance, continues to remove large quantities of explosive shells from its World War I battlefield sites one hundred years after the end of that conflict.4 In the case of a country like Afghanistan, where armed conflict has continued for decades, adding additional explosive ordnance to the landscape on an ongoing basis, the clearance task becomes doubly challenging. The need to remove ordnance is crucial when attempting to provide a secure environment for war-weary civilians and returning refugees and to rebuild infrastructure and create opportunities for economic development – all essential ingredients for establishing and maintaining a stable and effective nation state.

42. The Costs of War in Somalia

Although the United States has not formally declared war in Somalia and the US Congress has not formally approved US military engagements in Somalia, US intervention in Somalia has rapidly expanded under the Trump Administration. US airstrikes against the Somali terrorist group known as Al-Shabaab have skyrocketed, from between 15 and 21 drone strikes and other covert operations in Somalia during the period from 2007-2014 to a record high of 46 strikes in 2018 alone, which killed 326 people, to an astonishing 24 strikes in just the first two months of 2019, killing at least 252 people. Recent reports suggest other entities, such as the CIA, are also carrying out an unknown number of additional airstrikes, and the US currently has about 500 troops, mostly Special Operations, stationed in Somalia. According to a recent investigation by Amnesty International and a subsequent review by AFRICOM, the United States Africa Command, some of the US airstrikes have killed civilians. Tens of thousands of Somalis have fled areas targeted by air strikes, crowding into miserable displaced persons camps outside Mogadishu. Civilians who have lost family members or been injured by strikes have no recourse, and there is no accountability for those carrying out the strikes. In short, without a formal declaration or any particular acknowledgement or interest from the US Congress, a war is being waged in Somalia.

All types of federal spending have ripple effects throughout the economy. As funds are spent on war, there is demand not only for soldiers and for DOD personnel, but for the goods and services that support these positions. Likewise, if we focus on a sector such as clean energy, spending that is channeled directly to an industry such as solar or wind also creates secondary effects, what we call indirect employment, in industries such as hardware manufacturing, electronics production, and trucking. For the first time in decades, it is possible to imagine the United States fighting—and possibly losing—a large-scale war with a great power. For generations of Americans accustomed to U.S. military superiority and its ability to deter major wars, the idea of armed conflict between great powers may seem highly improbable. The idea that the United States—with the most expensive armed forces in the world by a wide margin—might lose such a war would seem absolutely preposterous. Nevertheless, the possibility of war and U.S. defeat are real and growing. Given that U.S. armed forces’ last major conventional combat operations were the massively lopsided victories against Saddam Hussein’s Iraq in 1991 and 2003, many Americans might be wondering how this could come to pass. This report makes the case that one salient issue is that the American way of war—the implicit and explicit mental framework for U.S. military strategy and operations—that coalesced after the Gulf War is no longer valid. China and Russia have spent almost two decades studying the current American way of war. While the Department of Defense (DoD) has taken its military superiority for granted and focused on defeating nonstate adversaries, China and Russia have been devising strategies and developing new concepts and weapons to defeat the United States in a war should the need arise. They have offset their relative weakness versus the United States by using time and geography to their advantage and by focusing their weapons- and concept-development efforts on finding ways to attack vulnerable nodes in U.S. military operations. The goal of these strategies and concepts is to create a plausible theory of victory whereby China or Russia avoid a “fair fight” with the Joint Force and could therefore defeat the United States and its allies and partners in a regional war. These Chinese and Russian strategies, which once seemed implausible or far in the future, are beginning to pay off. They are shifting military balances in key regions and pushing allies and partners to reconsider U.S. security guarantees.

The number of refugees and displaced people worldwide has reached unprecedented levels. Of the world’s 68.5 million refugees and displaced people, by far the largest number are Syrian. The nearly 13 million Syrian refugees and internally-displaced persons account for sixty percent of Syria’s pre-war population. While media coverage has focused on Syrian refugees seeking asylum in third countries, such as Europe and the United States, eighty percent of the seven million externally displaced Syrians have sought refuge in the countries neighboring Syria: Jordan, Iraq, Turkey, Egypt and Lebanon resulting in an enormous strain on government services and the local economies. As an influential player in Middle East politics, the United States has a national interest in sustaining the capacity of international systems to respond to protracted refugee crises. Toward Empowerment and Sustainability: Reforming America’s Syrian Refugee Policies examines Jordan as a case study for informing U.S. Syrian refugee policy. Since 2014, Yemen has been engaged in a civil war between the Houthi group and supporters of Yemen’s internationally recognized government. By the end of 2018, the UN estimated that 15.9 million people—more than half the population—were facing severe acute food insecurity and in need of immediate food assistance. This report analyzes the challenges facing famine analysis in Yemen, including the Famine Risk Monitoring system recently put in place, and the integrated Phase Classification (IPC) system, used globally. The IPC is managed by a technical working group with the support of the food security and nutrition clusters and close involvement of the Yemeni authorities. Following the analysis, the report offers recommendations for ways to improve data collection and analysis on famine and famine risk in Yemen.

Liberal democracies across the globe are under attack. They are being attacked not by traditional weapons of war but by disinformation—intentionally false or misleading information designed to deceive targeted audiences. While these attacks may not pose a threat to the physical safety of democratic citizens, they do pose a threat to democracy. In modern democratic societies, credible information is critical to the economy, political system, and way of life that citizens have come to expect. When citizens of democracies do not trust information, the forums for discussing politics and debating policy are compromised. If the media in a democracy is viewed as biased or, worse, as aligned with special interests, the bedrock of the democratic system—its ability to resolve differences through debate, persuasion, and compromise—breaks down. A democratic society can withstand deep disagreements, but if its citizens cannot agree on some basic and fundamental facts, that democracy will struggle to function.

Today, an unprecedented 65 million people—including 21 million refugees—are displaced from their homes. Since the start of the Syrian crisis in 2011, 5 million people have fled to nearby Turkey, Lebanon, Iraq, and Jordan. And refugees now spend an average of 10 years away from their countries. Equally striking as the scale of the crisis are the consequences of an inadequate response. Individual lives hang in the balance; refugees are struggling to rebuild their lives, find jobs, and send their children to school. 60. Syria Situation Report: May 1 - 10, 2017

Russia, Iran, and Turkey agreed at a new set of Astana Talks on May 3 - 4 to establish four large “de-escalation” zones over opposition-held regions of Western Syria. The deal allows for the three countries to deploy forces along the borders of the “de-escalation zones” to monitor a faltering nationwide ceasefire that excludes all opposition forces “associated” with Al-Qaeda and ISIS in Syria. Activists reported a general decrease in violence except along key frontlines such as Damascus and Northern Hama Province after the deal went into effect on May 6. Russia likely intends to leverage to “de-escalation zones” to subordinate the political process to its objectives, reset its military deployments, and block future unilateral action to implement so-called “zones of stabilization” by the U.S. in Syria. Pro-regime forces will likely also use the relative lull in Western Syria to refocus their military campaign towards Eastern Syria to preempt the U.S. from establishing a long-term foothold in regions formerly held by ISIS in Syria. Conditions on the ground remain unfit for a durable ceasefire or political settlement to end the Syrian Civil War. The U.S. signaled its intent to move forward with an imminent offensive to seize Ar-Raqqa City from ISIS that includes the Syrian Kurdish YPG despite clear objections from Turkey. U.S. President Donald Trump signed an order on May 8 authorizing the U.S. Department of Defense to directly provide weapons, ammunition, and other equipment to the YPG “as necessary” in support of upcoming operations against ISIS in Ar-Raqqa City. Pentagon Spokesperson Dana White stated that the weapons deliveries will be “limited, mission specific, and metered out incrementally” in order to prevent the transfer of weapons to the PKK in Turkey. The U.S. also floated plans to expand an intelligence fusion center based in Ankara targeting the PKK in Turkey. These efforts remain insufficient to address the security concerns of Turkey. The decision will likely fuel a further breakdown in relations between Turkey and the U.S. that could include new cross-border operations by Turkey against the YPG in Northern Syria. This strategic break will form a core area of disagreement during a face-to-face meeting between Trump and Turkish President Recep Erdogan in Washington D.C. on May 16.

The Trump Administration has indicated it is willing to support Ukraine as the Eastern European country faces Russian aggression. President Trump must act to strengthen the U.S.-Ukraine partnership and increase pressure on Russian President Vladimir Putin as part of a broader campaign to deter Russian aggression globally. U.S. officials emphasized their support for Ukraine in a series of diplomatic meetings in May. U.S. President Donald Trump held separate meetings with Russian Foreign Minister Sergey Lavrov and Ukrainian Foreign Minister Pavlo Klimkin in Washington on May 10 during which he reportedly stressed “Russia’s responsibility to fully implement the Minsk agreements.” This rhetoric echoes previous statements by Trump administration officials. U.S. Secretary of State Rex Tillerson said the U.S. will maintain sanctions against Russia “until Moscow reverses the actions that triggered them.”

Iraqi Security Forces (ISF) surged in northwest Mosul in a bid to clear the city prior to Ramadan, anticipated to begin on May 26. Emergency Response Division (ERD) and Federal Police (FP) units joined 9th and 15th Iraqi Army Division units in northwest Mosul on April 28. The combined forces recaptured the neighborhoods of Mushairfa and 30 Tamouz, and are fighting to seize the denser neighborhoods of Harmat, 17 Tamouz, and Hawi Kanisa as of publication. Meanwhile, Counter-Terrorism Services (CTS) recaptured three neighborhoods in western Mosul. ISF are unlikely to clear the city prior to Ramadan. ISIS claimed to launch attacks to retake two Old City gates, Bab al-Jadid and Bab al-Toub. ISIS will also continue to defend the Old City by conducting suicide attacks and attempting to draw fire on civilian gatherings. ISIS will concentrate its defenses around al-Nuri Great Mosque, where ISIS leader Abu Bakr al-Baghdadi appeared publicly in 2014.

U.S.-backed forces continue to advance on the major ISIS-held urban centers of Mosul, Iraq and Raqqa, Syria. Iraqi Security Forces (ISF) have encircled ISIS in Mosul’s Old City. The U.S.-backed, Kurdish-dominated Syrian Democratic Forces (SDF) captured Tabqa, a city adjacent to Raqqa that contains Syria’s largest dam. ISIS also lost terrain in southern Syria, as various factions of the Syrian opposition, including some with U.S. backing, cleared ISIS from positions in Suweida and the Qalamoun mountains. ISIS will attempt to offset these losses during its annual Ramadan offensive campaign, anticipated to begin around May 27. ISIS’s campaign in 2017 increasingly resembles its 2013 insurgent campaign; ISIS’s Ramadan plan will likely focus on synchronizing spectacular attacks across different locations for combined effect. Potential targets include religious sites, security forces, and oil infrastructure. Abstract:
Russia’s campaign against Syrian civilians continued undeterred by the U.S. strike on April 6 in response to the Bashar al-Assad regime’s use of chemical weapons in southern Idlib. Local reports indicate Russia regularly used incendiary munitions and bunker buster munitions in Idlib and Aleppo Provinces in order to inflict mass casualties on the population in rebel-held terrain following the U.S. strike. Russian airstrikes also targeted local civilian infrastructure from April 4 - 25, including hospitals, schools, mosques, and civil defense centers across Syria. Russia continually targeted Khan Shaykhoun, the site of the regime’s chemical attack on April 4, throughout the reporting period. Furthermore, activists claimed Russia targeted a hospital and civil defense center treating those wounded in Khan Shaykhoun immediately following the regime’s sarin gas attack. The use of chemical weapons is just one of many means the pro-regime coalition has to punish anti-Assad populations in Syria. Russia remains a principal contributor to President Assad’s purposeful campaign to target Syrian civilians. The Assad regime has a long history of violence against its own people, but the advanced capabilities Russia has brought to theater have allowed the pro-regime coalition to target civilians with even greater precision.

Armed combatant and leader of the Hizbul Mujahideen Burhan Wani was killed by the Indian Army in July 2016. This killing triggered a new phase of insurgency in Kashmir. In the Valley, the local populace started mobilizing against the Indian State in the name of azadi, (freedom). In such volatile context, the production of the national sentiment of the Kashmiris is documented from a distanciated perspective. Frontiers of the national group are explored from New Delhi, as well as the logics of differentiation and otherification of the Kashmiri group towards the Indian one. Kashmiri nationalism therefore more clearly appears in a negative definition (what a Kashmiri is not) than in a positive definition (what a Kashmiri is). The slight and incremental slip of the meaning of azadi demands is at the heart of Kashmiri nationalism. From an original demand for greater autonomy within the Indian Republic, demands of azadi now refer to the independence of the Valley – yet there are nuances that will be studied. They also convey an utter rejection of “Indianess” whether national or citizen. In that respect, New Delhi’s negating the political aspect of the mobilizations that are taking place in the Kashmir Valley has dramatically fuelled the national sentiment of the Kashmiris. The current insurgency that started in July 2016 has sped up the pace of the process. Despite the escalating tensions in the Valley, New Delhi keeps refusing to consider the political dimension of the local social movements, be they violent or peaceful. That is the reason why, beyond Kashmir and Kashmiris themselves, studying the political demands of the Kashmiri population does shed a light on the functioning of the Indian nation and the Indian state.

It seems wonderfully fitting that we're celebrating the Centre for Feminist Foreign Policy's one year anniversary with the launch of Disrupted, focusing this issue on none other than feminist foreign policy itself. At CFFP, our endgame is the adoption of feminist foreign policy worldwide as we believe it to be one of the best solutions to combat the elitest, inequitable, and harmful foreign policies we see all too often. The aim of this journal is to highlight both established and emerging voices, and to seek to understand how the everyday actions of people - actions which might seem simply social or even private - are decidedly politically charged, and vice versa. We challenge assumptions about the unquestioned objectivity of policy - assumptions which miscalculate power structures and tend to leave an analysis of international politics lacking. We attempt to understand how the identities of both subjugated and the elite interact to reify systemic bias, and perhaps most importantly, we do not presume the authority to speak on behalf of anyone else. Ultimately, we see a feminist analysis of foreign policy not only as compelling, but as indispensable to achieve a more equal world. Thank you so much for supporting this publication. Since the attacks of 9/11, the United States has spent more than $250 billion building up military and police forces around the world. From attempts to build whole armies in Iraq and Afghanistan to efforts to help Yemen or Nigeria fight terrorism, the impact of these efforts has been mixed and in some cases counterproductive, exacerbating local corruption, human rights abuses, and even terrorism. A knot of U.S. offices and agencies have evolved to provide this aid, mostly pulling in different directions. Untangling the Web: A Blueprint for Reforming American Security Sector Assistance describes the main failures in the system and sets out immediate steps the next administration can take to improve how the U.S. government plans, coordinates, and executes its security-related assistance. This would significantly increase transparency and accountability and link the aid more closely to the human rights, development, and governance outcomes that are essential to U.S. foreign policy interests and national security.

While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

During the early years of the United States’ involvement in Afghanistan, the U.S. military was killing too many civilians and depriving too many others of basic rights and liberties. By 2008, nearly 40 percent of civilian deaths in Afghanistan resulted from U.S. military operations. The level of “civilian harm”—the military’s term for killing innocent civilians and causing major political, social, and economic disruption—was adversely impacting the United States’ efforts to defeat the Taliban and weakening the legitimacy of the U.S. and Afghan governments. The report, The Strategic Costs of Civilian Harm: Applying Lessons from Afghanistan to Current and Future Conflicts, examines how the U.S. military learned from its early mistakes in Afghanistan and applied lessons to mitigate civilian harm. In fact, starting in 2009, the U.S. military recognized its mistakes and started to understand the high strategic cost of civilian harm. The military’s changes led to a significant reduction in civilian deaths during the next few years. The report argues that the United States should develop a Uniform Policy on Civilian Protection. The new standards would apply to all U.S. military operations in current and future conflicts and, hopefully, better protect civilians caught in conflict.

One week before the third Eastern Partnership summit in Vilnius on November 28-29, 2013, Ukraine suspended the preparation of an association agreement with the European Union, which had been under negotiation since 2007. When the agreement was finally signed in June 2014, President Yanukovych had fled the country under people’s pressure, and the integrity of Ukraine was challenged in the East by separatists and their Russian allies. These events came paradoxically at a time when the country's cohesion seemed stronger than in the 1990s. Far from being divided into two parts, Ukraine consists of the pieces of broken empires that all have good reasons to join in the state, as recent as this one may be. Indeed, its geography, electoral or economic, does not show a split between two blocks, but various lines of division that do not necessarily herald the breaking up of the state. Since the independence, this diversity had never been translated into new institutions: for several reasons, the reshaping of the centralized regime inherited from the Soviet era was deemed untimely by the country’s political forces. Presented as a priority by the members of the Parliament elected in 2014, the reform of territorial government is being implemented while Ukraine’s driving regions are either paralyzed or threatened by war.

Over the past decade, U.S. drone strikes in Pakistan are estimated to have killed well over 2,000 individuals, including an unknown number of civilians. A new report from the Open Society Foundations urges the U.S. and Pakistani governments to properly investigate and provide redress, including compensation, to civilian victims of drone strikes. Based on investigations of 27 separate U.S. drone strikes in Pakistan, and interviews with current and former U.S. and Pakistani officials, the report documents civilian casualties and analyzes the broader threats of militancy and military operations in areas affected by drones. Despite Pakistan’s strong public opposition to U.S. drone strikes, and the United States’ promises on transparency, neither government has addressed the losses suffered by civilians. The report concludes that the U.S. and Pakistani governments should create mechanisms to investigate civilian harm from drone strikes and provide compensation to victims.

During the Cold War the US-Pakistan relationship was one in which the US considered Pakistan as a necessary part of its effort to contain communism in Asia while Pakistan considered its relationship with the US as strengthening its position vis a vis India. The high point in this relationship was during the Soviet-Afghan war. The US tried to renew this relationship after 9/11, although when Obama replaced GW Bush he stated his intention to move US-Pakistani relations off the security agenda which the Pentagone and the Pakistani army considered a priority. However, Obama rain into resistance from the Pakistani army and from the national security establishment in Washington- as can be seen from the security-oriented distribution of US aid. But not even in the area of security have the two nations been able truly to collaborate. To begin with, the strengthening of US-India relations angered Pakistan. Then Islamabad protected the Taliban in its fight with NATO. Finally, Obama violated Pakistani sovereignty (the Drone strikes in the tribal belt and the Ben Laden raid). These conflicting interest, however, do not necessary means the end of the relationship.

What kind of future worlds do experts of international security envision? This paper studies the role of experts in DC's think tanks, a relatively small world socially and culturally highly homogeneous. It underlines the characteristics of this epistemic community that influence the way its analysts make claims about the future for security. The DC's marketplace of the future lacks diversity. The paradigms analysts use when they study international politics are very similar. Moreover, the range of issues they focus on is also relatively narrow. The paper highlights three main features of the relation between those who make claims about the future of security and those to whom these claims are addressed (mainly policymakers). First, it shows that, for epistemic but also for political reasons, the future imagined in think tanks is relatively stable and linear. This future also contributes to the continuity of political decisions. Second, the paper shows that think tanks are also "victims of groupthink", especially when they make claims about the future. Third, it underlines a paradox: scenarios and predictions create surprises. Claims about the future have a strong tunneling effect. Abstract:
The Maoist movement in India began to develop in the late 1960s, taking advantage of the political space provided when the Communist Party of India (Marxist) abandoned its revolutionary fight. In the early 1970s the Maoist, also called Naxalistes, were the victims of intense factionalism and severe repression which led the militants to retreat to the tribal zones of Andhra Pradesh and Bihar, their two pockets of resistance during the 1980s. This strategy explains not only the transformation of the Indian Maoist sociology (which was led originally by intellectuals but became increasingly plebian) but also its return to power in the late 1990s. That decade, notable for economic liberalization, witnessed the exploitation of mineral resources in the tribal regions to the detriment of the interests of the inhabitants. The growth in Maoism during the 2000s can be explained also by a reunification under the banner of the Communist Party of India (Maoist) which was created in 2004. The reaction of the government in New Delhi to this phenomenon which affects half the Indian states has been to impose repressive measures. In contrast the Maoists see themselves as the defenders of a State of rights and justice.

Abstract:
As a social institution, the madras must be analyzed in terms of their relationship to social, econmomic and political change and to the public educational system whose bureaucratic organization they have copied. In the case of Afghanistan they cannot be disassociated from the war and its consequences, such as emigration and the reconstitution of ethno-religious affiliations. Financed and run by the diaspora, they enable the Shiite minority, notably Hazara, to reestablish itself in the central State and to provide a counterweight to the Pachtoune domination. They also contribute to the education of girls and children from disfavored social classes. The dependeance of Shiite education in Afghanistan on the Iranian clergy has organizational, theological, financial and symbolique benefits. But it is accompanied by a reinvention of, and separation from, the Iranian model which should, in the minds of the religous authorities, lead to a national schism in Afghanistan of which Kaboul hopes to be the spiritual capital. The asymetric Irano-Afghan interaction illustrates the relevance of the notion of « religous dependence ».

This distrust reflects a growing divide between the perceptions of the Western public and policymakers and those of Afghan citizens about the intentions and accomplishments of international forces in Afghanistan. The Trust Deficit: The Impact of Local Perceptions on Policy in Afghanistan recommends that the international community urgently address the underlying policies that are feeding these negative perceptions.

In 1973, Congress passed the infamous War Powers Resolution (WPR), over Richard Nixon’s veto. It was perhaps the most ambitious Congressional effort to bridle the President since the battle with Andrew Johnson over Reconstruction. The WPR is worth reading—once—then forgetting, because its convoluted, contradictory, and doubtless unconstitutional mix of instructions, restrictions, and ticking clocks has never been honored by any administration or upheld by any court. Presidents Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush all dispatched U.S. forces into combat situations without paying more than lip service to the WPR. In 1990, following Saddam Hussein’s invasion of Kuwait, President Bush stationed 100,000 personnel in Saudi Arabia. He sought no authorization and, in fact, informed just one member of Congress: Senator Sam Nunn (D., Ga.). When he then prepared Operation Desert Storm to liberate Kuwait, 54 Congressmen led by the chairman of House Armed Services Committee, Berkeley radical Ron Dellums (D., Calif.), filed for an injunction to stop the war. U.S. District Judge Harold H. Greene ran for cover. Noting that 54 fell far short of a majority, he judged the case “not ripe for judicial determination.”

The Protection of Civilians (PoC) concept is a prevalent buzzword in the contemporary security-development nexus and comes as a response to new modes of warfare that have made civilians the main causality of war. Just about all actors from the military, development and humanitarian segments relate to the PoC concept in conflict-situations. Although there is a presumably mainstreaming and general infusion of the concept within the international community, there exists no coherent and comprehensive understanding of what the concept really means and what kind of practices it comprises and entails. The concept’s seminal thinkers and proponents fail to provide a clear and unambiguous definition of the concept. Rather it seeks to infuse a culture of protection among international actors operating in contexts which see grave human right violations and direct and indirect targeting of civilians. This report addresses the protection discourse as perceived by various actors in the field, and approaches the discourse in the nexus of PoC and culture of protection. The present paper demonstrates that whereas a narrow definition of PoC runs the risk of repelling actors from the protection-agenda, mainstreaming a culture of protection drawing on wider principles seems worthwhile in order to be comprehensive in terms of including as many actors as possible. A negative facet of such an approach, however, is that PoC becomes open to various actors’ interpretation. Although in line with the implementation of PoC on case-by-case basis, this might not be sufficient to engender an inclusive culture of protection as PoC always will be interpreted at the backdrop of organisations’ embedded mandate and institutional culture, leading to a general conceptual dilution. This paper explores the PoC concept and the culture of protection in the context of Sudan.
