The project on Supporting Business Opportunities for Rural Women in East and Southern Africa was implemented in Zimbabwe, Uganda and Kenya as a collaborative and cross-country project by three institutions. In Zimbabwe, project was implemented by The Institute of Environment Studies (IES), in Uganda by Advocates Coalition for Development and Environment (ACODE) and the Collaborative Centre for Gender and Development (CCGD) in Kenya. Abstract:
The need to provide affordable and good quality healthcare is shared by Uganda and many other countries across the world. This is reflected in the third Sustainable Development Goal (SDG 3), which aims “to achieve universal health coverage, and provide access to safe and affordable medicines and vaccines for all.” In domesticating SDG 3, the overall goal of Uganda’s Health Sector Development Plan (HSDP 2015/16 – 2019/20) is to accelerate movement towards Universal Health Coverage with essential health and related services needed for promotion of a healthy and productive life. The provision of universal health coverage is what has come to be defined as Primary Health Care (PHC) in many countries globally.

103. Closing the Enforcement Gap: A community led groundtruthing of the expansion of a National Highway Project in Uttara Kannada

Abstract:
Linear projects like highways have the potential to change existing land use of large areas. These changes are not limited only to the stretches made for transportation of vehicles. The effects of construction are also visible on landscapes on both sides of highways. This study presents the findings of a two-year long groundtruthing study carried out between June 2016 and August 2018 along 187 kilometres of National Highway 66. The study is a collaborative effort of the Centre for Policy Research-Namati Environmental Justice Programme and communities from towns and villages situated between Karwar and Kundapur, especially the 27 Panchayats, in the district of Uttara Kannada in Karnataka. The study presents evidence of non-compliance of environmental safeguards resulting in social, economic and health impacts on the local communities in the project areas. It also highlights several aspects that were not taken into account in the project’s impact assessments. The study includes a broad assessment of the project’s scale of direct impacts. During the course of the study, the following types of non-compliance were identified: Permissions for blasting, groundwater and river water withdrawal were not taken; Dumping soil on wetlands and creeks caused flooding and salt water intrusion; The construction caused soil erosion and landslides along embankments; Non-submission of six-monthly compliance reports by the project proponent; Non-compliance of other laws and compensation agreements; The report includes a case study of a stone crusher unit operating in Bogribail village and causing water and dust pollution.

India’s move to electrify every village and household in the country has been lauded as a success. Building on decades of targeted programmes and public investments by multiple governments, the country completed 100% village electrification in April 2018; a year after, it has electrified nearly all ‘willing’ households. Despite the time it took to get here, these achievements are important milestones in India’s development trajectory. But does connecting households to the electric grid resolve the electricity access challenge? The answer depends on whether electrons flow through the wires and whether all consumers are served equally and adequately.

Abstract:
The Africa Capacity Report 2019 (ACR 2019), with Foreword authored by President Paul Kagame of Rwanda and chair of the African Union until this January 2019, provides a snapshot of leadership capacity in Africa based on independent survey data from over 46 African countries. ACR 2019 addresses the capacity dimensions of transformative leadership both in public and private sectors. It looks at the major elements of transformative leadership in Africa, highlights the leadership capacity gaps related to achieving sustainable development on the continent, and identifies strategies for addressing them. Most importantly, ACR 2019 offers concrete recommendations for improving performance, combining both technical elements and the mindset changes that are necessary for success. Finally, the Report calls for increased investment in leadership capacity development at all levels, especially in government service.

106. The Impact of Information and Communication Technologies on Jobs in Africa: A Literature Review

Abstract:
In the past two decades, Africa has experienced a wave of mobile telephony and the early stages of internet connectivity. This paper summarises recent empirical research findings on the impact that information and communication technologies (ICTs) have had on jobs in Africa, be it in creating new jobs, destroying old jobs, or changing the quality of existing jobs in levels of productivity, incomes, or working conditions. The paper discusses various channels in which ICTs can impact jobs: In theory, they have the potential to allow for text-based services platforms that can help farmers and small and medium-sized enterprises (SMEs) become more productive or receive better access to market information; mobile money has the potential to allow the most vulnerable workers more independence and security; and the internet could allow women, in particular, to increase their incomes and independence. This literature review examines what rigorous empirical evidence actually exists to corroborate these claims. Most of the studies reviewed do indeed find positive effects of ICTs on jobs (or related variables) in Africa. On the basis of these findings, the paper reviews policy options for those interested in job creation in Sub-Saharan Africa. The paper concludes by highlighting that these positive findings may exist in parallel with negative structural dynamics that are more difficult to measure. Also, the review’s findings - while positive across the board - should be seen as distinct for ICTs in the period of the 2000s and 2010s, and cannot easily be transferred to expect similarly positive effects of the much newer, Fourth Industrial Revolution Technologies (such as machine learning, blockchain technologies, big data analytics, platform economies), which may produce entirely different dynamics.

107. Migration: Solid Nations and Liquid Transnationalism? The EU’s Struggle to Find a Shared Course on African Migration 1999-2019

Abstract:
The European Union (EU) has been struggling to find a shared course on African migration since the entry into force of the Schengen Agreement (1995). It has done so through two interrelated processes of negotiation. Firstly, parties have negotiated narrative frames about migration and, in particular, whether migration should be interpreted in terms of security or in terms of development. Secondly, they have negotiated internal and external migration policies, that is, how migration should be managed respectively inside the EU (based on cooperation between EU member states) and outside it (based on cooperation with third states). In times in which narrative frames increasingly shape policy negotiations, it becomes very important to analyse how policymakers negotiate narrative frames on migration and how these shape policy responses. However, such an analysis is still missing. This discussion paper investigates how European states and institutions have negotiated the relation between EU borders and African mobility between 1999 and the beginning of 2019. It focusses in particular on how the process of negotiation of migration policies has been interrelated with a process of negotiation of narrative frames on migration. It does so based on an analysis of EU policy documents from 1999 to 2019 and on interviews with representatives of European and African states and regional organisations. Two major trends have characterised related EU negotiation processes: migration-security narrative frames have strengthened national-oriented and solid borders-oriented approaches (and vice versa), and migration-development narrative frames have strengthened transnational-oriented and liquid borders-oriented approaches (and vice versa). Since 1999, the European Council has mostly represented security- and national-oriented approaches, and the European Commission has mostly represented development- and transnational-oriented approaches. The two competing approaches have always been interlinked and influenced each other. However, in the last years, security-oriented national and solid border approaches have gained prominence over development-oriented transnational and liquid border approaches. In particular, the Commission has progressively mainstreamed national objectives in its transnational actions and security concerns in its development measures. Prioritising security over transnational development has augmented inequalities, in particular at the expenses of actors with scarce political representation in Africa and the EU. Such inequalities include increasing migrant selectivity and wage dumping.

108. South Africa’s Changing Role in Global Development Structures – Being in Them but Not Always of Them

Abstract:
South Africa’s engagement in global development structures has evolved since 1994, when the country re-entered the international community. The historical philosophical underpinnings of the African National Congress, the governing party, aimed to reaffirm the country’s place in the Global South and African firmament after the end of apartheid. This understanding is necessary in the context of South Africa’s priorities over the past 25 years, not least in the development debates. The last two decades have seen significant attempts to develop global norms that tackle the serious developmental challenges faced by developing countries. The paper explores these initiatives and divides them into three streams – those undertaken by the United Nations, those begun by the Development Assistance Committee of the Organisation for Economic Co-operation and Development (OECD-DAC), and those that may be understood as part of club governance processes (such as the G20, the BRICS (Brazil, Russia, India, China, South Africa), and the India-Brazil-South Africa Dialogue Forum (IBSA). South Africa’s engagement in these global development structures is analysed, along with its contribution to the evolution of African agency on the issues of global development. South Africa has strongly criticised existing power relations while undertaking strategic engagements with the North, centred on the vision of an African renaissance and the New Partnership for Africa’s Development initiative. The country has consistently argued that Northern aid cannot be put on the same platform as South-South Cooperation as they have different origins. Other African states and continental institutions have also ramped up their engagement on global development and development cooperation in recent years, which the paper also explores. While South Africa has always identified Africa as a core pillar of its foreign policy, its interests have not always cohered with those of the rest of the continent. Lastly, the paper explores possible avenues that South Africa might pursue in the current polarised multilateral environment. Its biggest challenge is the tension regarding its Global South identity, which has to balance its commitment to African issues and institutional processes, and its positioning via its membership of the BRICS as an emerging power that seeks to contest the current global power configurations.

Abstract:
This paper uses the development policy system as an entry point assuming that various fundamental changes along three dimensions – narratives (why?), strategies (what?) and operational approaches (how?) – can be observed over recent years. Changes are diverse, ranging from new narratives translated to the development policy context (such as the migration narrative) to strategic considerations (for instance, developing countries’ graduation implications), new instruments (in form of development finance at the interface with the private sector), and concepts for project implementation (including frontier technology). We discuss the implications and effects of these trends in terms of holistic changes to the wider development policy system itself. Do these changes go hand-in-hand with and ultimately build on and re-inform each other? Or are we actually observing a disconnect between the narratives that frame the engagement of actors in development policy, their strategies for delivery, and operational approaches in partner countries? Based on a consultation of the appropriate literature and information gathered during a number of expert interviews and brainstorming sessions, this paper sheds light on these questions by exploring current trends and by highlighting continuing disconnections between the “why”, “what” and “how” in the development policy system. Further, we argue that the importance of such disconnections is increasing. In particular, the persistent or even increasing disconnections in the development policy system can be more problematic in the face of a universal agenda and the need to upscale delivery to achieve the Sustainable Development Goals (SDGs)

110. The Treaty of Aachen: Opportunities and Challenges for Franco-German Cooperation in Development Policy and Beyond

Abstract:
On 22 January 2019, France and Germany signed the Treaty of Aachen, which – among other things – foresees a stronger coordination and cooperation in the field of development policy. Against the backdrop of the Agenda 2030, the need for collective action has rarely been higher. Yet, although formal agreements on Franco-German cooperation were initially made in the 1963 Élysée Treaty, preliminary research insights point to the fact that cooperation has so far been driven more by opportunity than by strategy. That is why this study seeks to analyse the main obstacles to Franco-German cooperation in global development and how these play out in practice. To this end, it provides an assessment of Franco-German cooperation in support of global sustainable development in general, as well as in two particular cases. These are the Sahel Alliance, founded on a French initiative and confirmed by France, Germany and the European Union in 2017 with a view to increasing coordination and effectiveness to the benefit of development and security in five Sahel countries; and a second initiative providing assistance to developing and emerging countries in conceiving and implementing their nationally determined contributions (NDCs), the NDC Partnership. The NDC Partnership was launched at the 22nd Conference of the Parties of the United Nations Framework Convention on Climate Change (COP22) in Marrakesh in 2016 on an initiative by Germany, Morocco and the World Resources Institute (WRI). Against this backdrop, the study formulates policy recommendations as to how Franco-German cooperation could be enhanced to the benefit of global development.

111. The Influence of EU Migration Policy on Regional Free Movement in the IGAD and ECOWAS Regions

Abstract:
Establishing free movement regimes is an ambition for most African regional economic communities, and such regimes are widely understood as important for regional integration, growth and development. However, in recent years the EU’s migration policies and priorities in Africa - which are narrowly focused on stemming irregular migration to Europe – appear to be in tension with African ambitions for free movement. This paper examines how the EU’s current political engagement and programming on migration in Africa is impacting on African ambitions to establish free movement regimes. It focuses first on the continental level, and then looks in-depth at two regional economic communities: The Intergovernmental Authority on Development (IGAD) in the Horn of Africa, and the Economic Community of West African States (ECOWAS). The paper begins by examining how free movement has featured within both EU and African migration agendas in recent years, describing how this issue has been increasingly sidelined within the EU’s migration policy framework, while receiving growing attention by the African Union. The paper then discusses the impact of EU migration policies and programmes on progress towards regional free movement in the IGAD region. It finds that the EU is broadly supportive of efforts to establish an IGAD free movement regime, although in practice gives this little priority in comparison with other migration issues. The paper goes on to examine the EU’s engagement in the ECOWAS region, which is strongly focused on preventing irregular migration and returning irregular migrants. It asks whether there is an innate tension between this EU agenda and the ambitions of ECOWAS to fully realise its existing free movement regime, and argues that the EU’s current engagement in West Africa is actively undermining free movement. Finally, the paper discusses the differences between the EU’s approach to migration and free movement in these two regions. It offers recommendations regarding how the EU can strengthen its support for free movement in both these regions, as well as more broadly in Africa.

112. Integrated Policymaking: Choosing an Institutional Design for Implementing the Sustainable Development Goals (SDGs)

Abstract:
Implementing the 2030 Agenda in an integrated way poses new challenges to political institutions and processes. In order to exploit synergies and to mitigate trade-offs between the Sustainable Development Goals (SDGs), innovative governance approaches are needed. National bodies to coordinate SDG implementation were being created as of late 2015. As a basis for future analyses on effectiveness, it is important to know if, and which, institutional designs are in place to implement the SDGs and why they were chosen. Against this background, this Discussion Paper analyses how political factors influence institutional design choices when it comes to implementing the SDGs. The aim of this paper is twofold: First, it seeks to assess governments’ proposals for institutional designs for SDG implementation at the national level and to identify patterns of institutional designs. It does so by analysing and coding the Voluntary National Reviews from 2016 and 2017 of 62 signatory states, including OECD and none-OECD countries from all world regions and income groups. Second, it aims to explain which political and socio-economic factors shaped these institutional designs. The empirical analysis shows that the majority of countries have opted for a design that promotes political support at the highest level and cross-sectoral, horizontal integration, but has significant shortcomings in terms of social inclusiveness and vertical coordination across different levels of government. When asking which determinants shape these patterns, our findings reveal that horizontal integration becomes more likely with higher socio-economic development. Moreover, we find that vertical integration and societal integration are interdependent and mutually enforcing. Based on our findings, we formulate policy recommendations regarding the institutional requirements for integrated SDG implementation.

113. Investment Facilitation for Development: A New Route to Global Investment Governance

Abstract:
While global investment needs are enormous in order to bolster the implementation of the 2030 Agenda for Sustainable Development, developing countries are often excluded from global foreign direct investment (FDI) flows. Beyond economic fundamentals like market size, infra¬structure and labour, the impediments to FDI in developing countries relate to the predictability, transparency and ease of the regulatory environment. In contrast, tax incentives and international investment agreements (IIAs) have been found to be less important (World Bank, 2018). To harness the advantages of FDI, it is critical that governments have policies and regulations in place that help to attract and retain FDI and enhance its contribution to sustainable development. The 2030 Agenda and the Addis Ababa Action Agenda, thus, call for appropriate international frameworks to support investments in developing countries. In this context, the Joint Ministerial Statement on Investment Facilitation for Development adopted at the 11th Ministerial Conference of the World Trade Organization (WTO) in December 2017 called for the start of “structured discussions with the aim of developing a multilateral framework on investment facilitation”. Investment facilitation refers to a set of practical measures concerned with improving the transparency and predict¬ability of investment frameworks, streamlining procedures related to foreign investors, and enhancing coordination and cooperation between stakeholders, such as host and home country government, foreign investors and domestic corporations, as well as societal actors. Despite the deadlock in the WTO’s 17-year-old Doha Round negotiations, the structured discussions on investment facilitation, which have been under way since March 2018, show that the members of the WTO take a strong interest in using the WTO as a platform to negotiate new international rules at the interface of trade and investment. In contrast to previous attempts by developed countries to establish multilateral rules for investment, the structured discussions are mainly driven by emerging and developing countries. Most of them have evolved over the past years into FDI host and home countries reflecting the changing geography of economic power in the world. Their increased role has led to a shift of policy agendas, focusing on practical measures to promote FDI in developing countries while excluding contentious issues such as investment liberali¬sation and protection, and investor–state dispute settlement (ISDS). This policy brief provides an overview of the emerging policy debate about investment facilitation. We highlight that four key challenges need to be tackled in order to negotiate an investment facilitation framework (IFF) in the WTO that supports sustainable development.

The connections between climate change and security are complex. The interaction with other factors and the speed and type of social change vary across different contexts. Climate change rarely, if ever, causes insecurity directly; intervening variables – most of them related to governance, development and resource management – mediate this relationship. The articles in this volume explore how climate contributes to insecurity in the LAC region. They resulted from a partnership between the Igarapé Institute and the Instituto Clima e Sociedade (iCS), both in Rio de Janeiro, Brazil, with the support of the German Embassy in Brasília. This partnership yielded a workshop, held in July 2019, that brought together the twelve researchers and practitioners from across the region to discuss how climate and security are linked in LAC.

As the programmatic strategy of China’s economic reopening, “Belt and Road Initiative" has gained more and more recognition from abroad. Belarus, as it sits at the core of the New Silk Road Economy Zone, is also coming to the stage. Belarus has a good geographic location and advantageous natural conditions, but the difficulty of seeking Western assistance in developing its real economy has been constantly rising after Brexit, isolationist Trump, and the rising of anti-globalism in Europe. Consequently, Belarus has been responding positively to China’s BRI. Especially in the cooperation of production capacity, Belarus industries are sincerely looking at China, as China is the only great economy that transcends from planned economy to market economy.

China is at the stage of urbanization and industrialization. The Chinese economy, which is mainly based on a large consumption of energy and resources, is growing extensively with an increasing demand for energy. Resources are exhausted, and a series of environmental problems occur with the rapid development of the economy. At present, China has surpassed the United States as the country with the highest carbon dioxide emission. As the world’s second largest economy, China is under a considerable amount of pressure to save energy and reduce its carbon emission. The persistent and severe large-scale smog in the country deeply affects people’s daily lives. Coal is the main source of air pollution. The extensive development and utilization of coal has largely caused pressure on the ecological environment and has directly influenced the socioeconomic development of the country. China is the world’s largest coal producer and consumer. Coal accounts for 68% of China’s energy consumption structure. The characteristics of resource endowment and the current industrial structure of China indicate that the dominant role of coal in China’s energy structure will not change for a quite a long time. Therefore, clean and efficient methods of energy utilization should be adopted to promote the sustainable development of China’s economy. The clean utilization of coal will be the strategic choice and landing point of the sustainable development of China’s economy.

Since its launch in 2013, what China calls “One Belt, One Road” has emerged as the corner-stone of Beijing’s economic statecraft. Under the umbrella of the Belt and Road, Beijing seeks to promote a more connected world brought together by a web of Chinese-funded physical and digital infrastructure. The infrastructure needs in Asia and beyond are significant, but the Belt and Road is more than just an economic initiative; it is a central tool for advancing China’s geo-political ambitions. Through the economic activities bundled under the Belt and Road, Beijing is pursuing a vision of the 21st century defined by great power spheres of influence, state-directed economic interactions, and creeping authoritarianism. As Beijing prepares to host the second Belt and Road Forum in late April 2019, countries that once welcomed Chinese investment have become increasingly vocal about the downsides. This report is intended to serve as a resource for governments, corporations, journalists, and civil society groups now re-evaluating the costs and benefits of Belt and Road projects. Building on previous research by the Center for a New American Security and other institutions,2 this report provides a high-level overview of the primary challenges associated with China’s Belt and Road. It explores these challenges in the context of 10 cases that have received little high-profile attention and identifies future concerns generated by the Belt and Road’s growing digital focus. Lastly, the report puts forward a checklist for evaluating future infrastructure projects involving China.

The two-and-a-half-week course aimed to offer youth in Lebanon the base knowledge necessary for understanding a wider scope of development approaches and theories and the opportunity to engage with development professionals. Countries like Nigeria, Angola, Sudan, and South Sudan are conflict-ridden and economically unequal, and, as climate change concerns clash with new fossil fuel-driven development efforts, carbon politics is taking on ever-greater significance. While the scramble for fossil fuels could increase authoritarianism as it spreads in East Africa, an ecologically-driven imperative to address climate change could reinforce stronger democratic institutions.

Since his first-annual New Year’s speech in 2012 setting North Korea’s policy priorities, Kim Jong Un has emphasized his commitment to economic development, notably promising his people that they will never have to tighten their belts again. The Byunjin policy of equally prioritizing economic development and security through nuclear and missile programs reflects Kim’s desire to assure regime stability by delivering broad-based economic development while establishing a security environment that deters external threats and potential domestic unrest. While United States policy has used sanctions and other pressures to stymie Kim’s ambitions, the Kim regime has nonetheless modestly furthered economic development and significantly advanced security through its nuclear and missile testing programs.

“Smart city” development has become a fashionable policy and research topic. A growing number of central and local governments in Europe, Asia, Africa and Latin America, in partnership with companies from diverse sectors (construction, transport, energy, water, etc), consulting firms, NGOs and experts, are now developing smart-city-related projects. This report looks at the smart city from a broader, geopolitical perspective, and considers it, for the first time, as a potential area of geopolitical competition between countries. This approach is relevant given the strategic nature of the infrastructure involved in smart-city development (telecommunication and energy grids, mobile networks, data centers, etc). It is also relevant at a time of prolonged tensions between China and the United States – a period during which 5G and other technologies that are key to developing smart cities are generating global debate and diverging positions across countries.

However, the three emirates are not following identical strategies. The 2019 Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP), provides a comprehensive measure of peacefulness in Mexico. The MPI is based on the Global Peace Index (GPI), the world’s leading measure of global peacefulness, produced by IEP every year since 2007. This is the sixth edition of the MPI, outlining the key trends, patterns and drivers of peace in Mexico, including an analysis through the lens of Positive Peace, which reviews eight societal structures and highlight areas important for government policy. The report also estimates the economic impact of violence to the Mexican economy, highlighting the need to increase investment and capacity in the criminal justice system. Finally, the report provides quantitative evidence to aid in the development of policies for a more peaceful society. The research is of assistance to policymakers, researchers, business leaders and the general public working towards building peace in Mexico.

Strengthening and increasing the legitimacy of institutions and the rule of law is fundamental for development outcomes in the Pacific region. This is especially true with significant changes projected relating to the environment, demographics and socio-economics. Strong institutions are essential to respond to these changes. However, institution building can be slow and challenging and resources are limited. Measurement of progress will help guide decision making and prioritisation. There are challenges to measurement in the region including vast geographic spreads, high cultural and linguistic diversity, small and sometimes remote populations and relatively low internal capacity. This necessitates innovative approaches to measurement. One such approach is the development of a regional index based on expert interviews.

Verónica Serafini, investigadora del Centro de Análisis y Difusión de la Economía Paraguaya (CADEP) realizó un breve material didáctico sobre el tema de la alimentación en el país que lleva por nombre “PARAGUAY: La paradoja de un país que crece con hambre”. Serafini explica que desde el 2016, según el Banco Mundial, Paraguay es un país de ingreso medio-alto. Y que a pesar de ser el quinto exportador de soja en el mundo (solamente detrás de Estados Unidos, Brasil, Argentina y China) y octavo exportador mundial de carne (detrás de Brasil, India, Australia, Estados Unidos, Nueva Zelanda, Canadá y Uruguay), los problemas vinculados a la alimentación existen y los indicadores muestran que algunos empeoran. La investigadora del CADEP agrega que los indicadores de nutrición no tuvieron ninguna mejoría. Y que el único que mejoró fue el de desnutrición crónica de la niñez, “probablemente relacionado con la implementación de programas como Tekoporá y PANI, lo que revela la importancia de la gestión pública en los problemas que enfrenta la sociedad paraguaya” menciona.

The 2005 Paris Declaration on Aid Effectiveness provided an important framework for encouraging donor and partner countries to adapt aid management practices to make development cooperation more effective. The agenda it advanced has since lost visibility, even among aid providers that were once its strongest advocates. This DIIS report, written by Senior Researcher Erik Lundsgaarde and Senior Researcher Lars Engberg-Pedersen, indicates that there are several explanations for the declining attention to Paris Declaration principles. Implementation of the agenda was challenging from the outset due to different starting points among countries, the tension between a universal approach and the need to adapt cooperation approaches to varied contexts, and the tradeoffs involved in implementing prescriptions such as increasing partner ownership, strengthening donor coordination, and improving results management. In spite of these challenges, the authors argue that core ideas from the Paris Declaration remain valid today. In particular, the importance of fostering partner ownership and measuring results has not faded. Improving the consistency of how donors pursue these objectives in practice is essential in carrying lessons from decades of development cooperation experience forward.

131. From Bodies to Borders: Human trafficking, migration, and gender in the Danish media 2010-2019

In recent decades, news media all over the world have increasingly covered the issue of human trafficking. Human trafficking is a notoriously complex subject involving migration, border politics, gender, consent, agency and morality. Yet, simplistic ideas and framings of human trafficking often end up shaping broader understandings of human trafficking in policy and the public sphere. This report is written by DIIS Senior Researcher Sine Plambech and journalist Maria Brus Pedersen. The aim is not only to provide insights into the framing of human trafficking in the Danish media, but furthermore to serve as a learning tool for journalists covering human trafficking. An analysis of this type has not been undertaken in Denmark before and thus provides the reader with new insights into the evolution of how the Danish media framed human trafficking from 2010 to 2019. The report has three main findings: First, the framing of human trafficking in the Danish media has changed significantly over the past decade, from mainly covering human trafficking solely as a matter of prostitution and a human rights issue for women in 2010 to becoming an issue of migration with security and legal implications in 2019. As such there has been a development away from a focus on women’s ‘bodies’ to a focus on ‘borders’ and migration politics. Secondly, in comparison to 2010, today the media more commonly describe the trafficking of men to forced labor and human trafficking generally to other sectors than prostitution. Yet, the framing continues to be significantly gendered. Though identified victims of trafficking in Denmark are most usually migrants, the men are framed primarily as migrant workers in exploitative situations, whereas the women are described as victims of trafficking. This gendered framing derives primarily from the perspective that prostitution is victimizing by default and is not seen as a kind of work. Thirdly, despite the more nuanced framing, a simplistic sensationalist language still risks dehumanizing and overshadowing the complexity of human trafficking. In particular, this is because it is the media, rather than those who have been identified as victims of trafficking, who use these terms to describe their situation, as some of the journalists also confirmed. The report has a number of suggestions for journalists covering issues of human trafficking, some of them being; Be cautious with language. There is often a difference between the language used by politicians and NGOs and the language used by migrant workers to describe their situations. Sensationalist language like ‘prostitutes’, ‘sex slaves’ and ‘meat markets’ are loaded terms that contribute to marginalization and stigmatization. Migrant workers are not only victims of trafficking, they have agency in respect of their own migration trajectories: the one does not exclude the other. Human trafficking can be used as a yardstick for many different political agendas: consider which agendas you might be contributing to. Consider using counter narratives, activist reporting and investigative journalism as these approaches contribute to expanding our understanding of human trafficking.

As the great power rivalry and (technological) trade conflict between the United States (US) and China intensifies, calls for an export control regime tailored to so-called emerging technologies are growing. In August 2018 the US government announced the Export Control Reform Act (ECRA), seeking to limit the release of emerging technologies to end uses, end users and destinations of concern. The contest is on for the leader in the development and use of emerging technologies, but also for shaping norms and writing the rules for their use. This requires the Netherlands and other EU member states – in coordination with key stakeholders from business and academia – also to redouble their efforts to recraft their own approach to export controls of so-called ‘omni-use’ emerging technologies. This Clingendael Report outlines four levels of action in the field of export control for the Dutch government to pursue in parallel: bilaterally with the US; European Union cooperation; ‘Wassenaar’ and beyond; and trusted communities.

Development is an essential tool for conflict prevention, as often root causes are related to lack of equitable access to economic opportunities, or a combination of political and economic inequalities that fuel grievances—as highlighted in the 2011 World Development Report and the 2018 UN–World Bank Pathways for Peace report. Some risk factors may therefore need to be addressed with development tools. Drawing on field research and on member state reporting at the recent High-level Political Forum in July 2019, this briefing highlights development measures countries have taken to support prevention, and highlights ways the UN system can better assist these efforts. This paper highlights practical examples of how countries are using development tools for preventive purposes. We draw on field research from Colombia, where there has been a high degree of creative and innovative initiatives to address violence, as well as presentations for the voluntary national reviews on SDG16 at the High-level Political Forum on Sustainable Development (HLPF). We conclude by drawing lessons for the UN system.

At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation. Rural areas in India are experiencing significant gains in toilet coverage under the public funded programmes. Given the rate of ‘in-situ urbanization’ in a growing urban paradigm,the rural areas, in many parts, seems to emulate urban infrastructural preferences for their toilets. This may remain annulled due to non-availability of urban like service facilities in the rural context. The first part of the report focusses on establishes the urbanising characteristics of the Large and Dense Villages (LDVs) in India for usage of a specific typology of Sanitation Infrastructure which in turn links to the gaps in terms of service availability across the Faecal Sludge Management (FSM) value chain. In this context, in the second half of the report, the authors examine the various environmental and municipal laws applicable to Sanitation in rural areas. The report also sheds light on how the capacities of various institutions and legal instruments may be leveraged for graded interventions, ensuring safe and sustainable sanitation in rural areas in India.

Indian cities routinely make decisions on land use, housing, water, transport, economic growth and waste management that have implications for climate change mitigation and adaptation. Aligning these sectoral actions with climate goals involves understanding how infrastructural systems interact and how these choices address both development and climate objectives. City governments, as managers of these various infrastructure systems, can co-ordinate such decision-making. However, so far, this is largely ad hoc. We show how cities can use a ‘multiple objective’ approach to systematically examine, and make explicit, the linkages between local objectives, climate change mitigation and adaptation across their planning portfolio.

A three-year study undertaken to understand community-level responses to land use transformation in India, Indonesia and Myanmar shows that the current scale and approach of land–intensive development in these large democracies is facilitated by fast-paced, top down policy changes. These policies are ‘stacked’ (when multiple layers of current and revoked laws are simultaneously in use) rather than integrated and their implementation is the responsibility of various authorities and agencies that overlap. Growing private investments in land that has remained within varying degrees of state control have changed the way land is managed. Land has become increasingly securitised and ‘out of bounds’ for small farmers and other land-users with or without recognised forms of ownership and use rights. Land conflicts are caused due to coercive acquisition processes or land grabs, unlawful operations of projects and long pending remedies to social and environmental impacts. In many instances, these conflicts begin even before the final decisions on projects are taken and persist for years. Highly capitalised land use change brings powerful investors and corporations, governments and local communities in unequal and precarious arrangements of negotiation and confrontation. Citizens and communities affected by land use change, use varied strategies such as administrative complaints, protests, litigation, media campaigns and political advocacy, and engage in improving project design and implementation, increase compensations, restore community access to resources and get a review on the operations of harmful projects. These are done under conditions of political intransigence and criminalisation of those who speak up. While all three countries have recognised land conflicts and their impact on development plans and proposals, they are yet to give affected people a formal and effective role in land and natural resource governance. This is the overview of the study's methodology and findings.

India is poised at the edge of an energy transformation. This shift is shaped in large part by the country’s ongoing economic, social, and technological transitions. Indian cities will host an influx of 200 million more people by 2030. Most of these people will come from a low base of development, and will demand modern fuels, appliances, and vehicles for improved quality of life. Demographically, at least 10 million people are expected to enter the Indian job market annually for the next two decades (India’s Half-A-Billion Jobs Conundrum 2017). In addition, two-thirds of India’s buildings that will exist in 2030 remain to be built (McKinsey Global Institute 2010). Managing these transitions is a significant challenge in itself, further complicated by the need to address their immense energy and climate implications. This policy piece examines an important driver of India’s energy future—electricity demand in households—and argues for why a broader consideration of energy consumption is central to Indian energy and climate debates.

This discussion paper is available below in both Arabic (2019) and English (2018). The structural transformation of countries moves them towards more sophisticated, higher-value products. Network analysis, using the Product Space Methodology (PSM), guides countries towards leading export sectors. The identification process rests on two pillars: (1) available opportunities, that is, products in the product space that the country does not yet export which are more sophisticated than its current exports; and (2) the stock of a country’s accumulated productive knowledge and the technical capabilities that, through spillovers, enable it to produce slightly more sophisticated products. The PSM points to a tradeoff between capabilities and complexity. The methodology identifies very basic future products that match the two countries’ equally basic capabilities. Top products are simple animal products, cream and yogurt, modestly sophisticated plastics, metals and minerals such as salt and sulphur for Egypt; and slightly more sophisticated products such as containers and bobbins (plastics) and broom handles and wooden products for Tunisia, which is the more advanced of the two countries. A more interventionist approach steers the economy towards maximum sophistication, thus identifying highly complex manufactured metals, machinery, equipment, electronics and chemicals. Despite pushing for economic growth and diversification, these sectors push urban job creation and require high-skill workers, with the implication that low-skilled labour may be pushed into unemployment or into low-value informal jobs. A middle ground is a forward-looking strategy that takes sectors’ shares in world trade into account. This approach identifies medicaments in the chemicals sector; seats (e.g. car and aeroplane seats) in the “other highly manufactured” sector; inflated rubber tyres in the chemicals community (plastics and rubber); containers, bobbins and packages of plastics also in the plastics and rubber section; and articles of iron and steel in the metals sector for Egypt. The top product for Tunisia is furniture in the highly manufactured and special purpose goods community, followed by three products in plastics and rubber in the chemicals community, and finally three machinery sectors.

156. Working to Empower Girls in Nigeria: Highlights of the Educating Nigerian Girls in New Enterprises (ENGINE) Program

The Coca-Cola Company, together with the UK Department for International Development and local partners, undertook a multifaceted effort to educate and economically empower marginalized Nigerian girls, who face significant social and cultural barriers to realizing their potentials. The program offered training, mentoring, and support to girls aged 16-19 in four Nigerian states who were out of school or at risk of dropping out of school or facing an early marriage. An important component involved efforts to shift traditional norms among community leaders and others, to help open up opportunities for girls. This report from Georgetown’s Institute for Women, Peace and Security – which reviewed evaluations of the program – concluded that the results were encouraging on a number of fronts. More than 10,000 out-of-school participants (out of 13,024) were linked to employment as a result of the program, with more than half joining the Coca-Cola value chain. Program participants were more likely to run their own business or manage a business, hold a savings account, and report higher levels of self confidence and better knowledge of the skills required to run a small business compared to non-participants. “The results highlight the potential to empower girls, even in very challenging circumstances, with the support of partners that deliberately address overlapping constraints,” said Dr. Jeni Klugman, managing director of the Georgetown Institute for Women, Peace and Security. “We also welcome the focus on rigorous evaluation of the program, to better understand what works, as well as persistent constraints.” The Educating Nigerian Girls in New Enterprises (ENGINE) program is part of The Coca-Cola Company’s 5by20 program, designed to leverage the company’s resources and reach to empower five million female entrepreneurs along its value chain by 2020. “Women and girls are a central pillar in global development,” said Ambassador Melanne Verveer, executive director of the Georgetown Institute for Women, Peace and Security. “Many companies, including The Coca-Cola Company, have been playing leadership roles to improve the status of women, to accelerate economic opportunities, and to enhance sustainable development.” The ENGINE program ran from 2014-2016 and involved multiple partners: The Coca-Cola Company, Nigerian Bottling Company, Mastercard Foundation, Nike Foundation, and the UK Department for International Development’s Girls’ Education Challenge. Mercy Corps led the implementation of ENGINE, with support from Girl Effect Nigeria, d.light solar social enterprise, Action Health Incorporated, Community Action for Popular Participation, and Society for Women and Development and the Empowerment of Nigeria. In the latest policy report in DIIS’s Defence and Security Studies series, Lars Erslev Andersen and Yang Jiang discuss the potential of China’s approach to stabilising security conditions in Pakistan and Afghanistan through development. The report explores China’s westward policy by analysing the opportunities and obstacles related to its flagship Belt and Road Initiative (BRI) in South Asia, in particular the China–Pakistan Economic Corridor (CPEC). One aspect of the philosophy behind the CPEC is that lifting people out of poverty by providing them with better opportunities for jobs and incomes and hence improved living conditions will reduce the attractions of violent extremism and the inclination to indulge in it, thereby enhancing stability. This so-called Root Cause model draws on China’s experience of successfully lifting more than 600 million of its own citizens out of poverty due to the reform policy that has changed China rapidly over the past forty years, especially in the big cities in eastern China. However, the model has had mixed results in western China, especially in Xinjiang province. As this issue can shed light on the kinds of problems that China will face in Afghanistan and Pakistan, the report explores the situation in Xinjiang by investigating how it is conducting its policy there. The report outlines this development, which brings the Root Cause model into question to some extent, thus identifying some of the challenges that China will face in trying to stabilise conflict-torn parts of Pakistan and Afghanistan ‘the Chinese way’. Following these observations, the report takes a closer look at China’s economic diplomacy in Afghanistan. The last section discusses China’s increasing role in mediating between Afghanistan, Pakistan and the Taliban. Whether the Chinese approach to the situation in Pakistan and Afghanistan proves to be a sustainable way of providing stability and achieving results is the question addressed in the report’s conclusion.

The government that followed the 2014 Maidan revolution in Ukraine has pushed a decentralisation agenda. After decades of Soviet style top-down governance, the status and role of local governments – hromadas – has been pushed to the fore. If implemented successfully, it could increase local development and political engagement, ultimately contributing to increased political stability in Ukraine and Europe. Yet the significance of decentralization reforms is often lost in the noise surrounding Crimea, the secessionist conflict in the east, and the political power struggles in Kiev. For legal reasons, the current decentralisation process is ‘voluntary’, with local communities having to agree to the changes. This has introduced unintended challenges, but also a bottom-up political dynamic to the process. At the same time, uncertainty and opposition to decentralisation reforms remain, perhaps understandable given a rapidly shifting political and legal landscape, the diverse political and personal interests involved, and the fear of political fragmentation that could benefit Russia. Denmark is one of several EU countries supporting the reform process. This DIIS Report focuses in on the processes unfolding in local communities and political arenas, affecting peoples’ lives, their hopes, and their relationship to the state from local to national level.

This report explores the ways that rural norms, gender structures, the armed conflict, and illegal markets have played out in the lives of women coca growers in Colombia’s Andes-Amazon region, an area distinguished by the presence of illegal armed groups, violence, poverty, and weak state institutions. In this region of Colombia, coca cultivation has offered an important source of income for rural families, which in turn has affected women’s roles in society and has placed them in a vulnerable position vis- à-vis armed actors. The Andes-Amazon region is an area where the country’s war on drugs and its armed conflict converged and unmasked the gender structures dominating the countryside. These structures affected rural women in various ways: through everyday violence, the fumigation of illicit and licit crops alike, and women’s stigmatization due to their involvement in an illegal trade. But coca was also a source of livelihood that helped them attain economic independence and gave them the ability to improve their well-being and that of their families. The recent peace accord signed between the Colombian government and the country’s main guerrilla group represents a historic opportunity to learn from past mistakes in terms of the illicit crop problem and the social and political demands of coca-growing communities. Against this backdrop, it is time to recognize the contributions that women coca growers have made in both the public and the private spheres toward the construction of a peaceful countryside in the most remote and forgotten regions of the country.

Abstract:
The 2018 edition of the Small Arms Survey’s Trade Update—analyzing the small arms authorized trade in 2015—finds that the global authorized small arms trade was worth at least USD 5.7 billion in 2015, with small arms ammunition exports valued at USD 2.3 billion. The total value represents a seven per cent decrease between 2014 and 2015, mostly due to a USD 198 million decline in exports by top exporting countries the United States, Brazil, and Italy. Sub-Saharan Africa suffers disproportionately from the negative impacts of small arms and ammunition flows on peace, security, stability, and development, yet it only accounts for less than five per cent of the estimated value of the authorized global small arms trade. Due to historically low levels of openness regarding sub-Saharan African small arms production and transfers, identifying major African importers and exporters—as well as suppliers—remains a challenge. Trade Update 2018: Sub-Saharan Africa in Focus uses multiple open sources to tentatively map major sub-Saharan African producers, exporters, and importers of small arms. The Small Arms Survey identified that at least 15 sub-Saharan African states industrially produce small arms and/or ammunition, namely: Angola, Cameroon, Chad, the Democratic Republic of the Congo, the Republic of Congo, Ethiopia, Kenya, Madagascar, Mali, Namibia, Nigeria, South Africa, Tanzania, Uganda, and Zimbabwe. Official data indicates that South Africa was the largest sub-Saharan African exporter and importer of small arms during 2013–15. Significant importers during this period include: Angola, Cameroon, Côte d'Ivoire, Malawi, Namibia, Niger, Nigeria, and Uganda. The largest transparent small arms exporters to sub-Saharan Africa for 2013–15 appear to be Bulgaria, Serbia, France, Spain, and Italy, in descending order of importance. Exporters such as China, the Russian Federation, and Turkey also concluded significant deals to supply small arms to sub-Saharan Africa during this period.

The electoral results of July 1st 2018 bring an extraordinary opportunity to rethink Mexico’s foreign strategy in order to position the country in accordance with its domestic goals and its international reality, considering the means that the country has at its disposal to increase its appeal and competitiveness on the international stage. Mexico has several comparative advantages that can be leveraged—and, at the same time, reinforced—in the international arena. These include the country’s geographic position (bridging the Atlantic and the Pacific), demographics (with an average age of 28 years), language (Spanish is the second-most spoken language in the world), energy resources, 12 trade agreements with 46 countries, economic and political stability, and a denuclearized, interstate Zone of Peace free of religious conflict. The next Mexican administration will face an unusually complex international environment that will force it to give special priority to its foreign policy. Challenges that arise in the international arena could affect national stability, undermine Mexico’s room for maneuver, and impact its development goals. Therefore, having a clear, relevant, and viable strategy that addresses the fundamental interests of the Mexican people and that also has enough clout on the international stage, is crucial. / Ante los resultados electorales del pasado primero de julio, se abre una extraordinaria oportunidad para repensar la estrategia mexicana hacia el exterior que posicione a México en un espacio congruente con sus objetivos internos y su realidad internacional. A climate-resilient and sustainable future for people in vulnerable countries starts with resilient livelihoods. There is an urgent need to turn knowledge around livelihood threats, shocks, trajectories and opportunities into operable solutions. Gibika is a five-year research-to-action project between United Nations University – Institute for Environment and Human Security (UNU-EHS), International Centre for Climate Change and Development (ICCCAD) and Munich Re-Foundation (MRF) that aims to advance the scientific understanding of livelihood resilience in Bangladesh, and to apply conclusions towards community-led solutions that improve the living conditions of vulnerable people. When livelihood systems are not resilient, environmental shocks will have long-term impacts on human wellbeing and development goals. By using the analytical concept of resilience, the project brings researchers, practitioners and the community-members in the study sites together to debate and develop solutions that can improve the living conditions of extremely vulnerable people. Therefore, the project promotes livelihood resilience and sustainable development within Bangladesh and beyond.

166. Yemen at the UN – April 2018 Review

In April, Saleh Ali al-Samad, a senior Houthi official and the head of the Supreme Political Council in Sana’a, was killed by an air-to-ground missile strike in Hudaydah city. Al-Samad was one of the most prominent political figures within the Houthi leadership structure and is the group’s most senior member to have been killed thus far in the conflict. His death will likely have far reaching implications for both the Houthis and the UN’s renewed mediation efforts to end the Yemen conflict (see ‘The Killing of Saleh Ali al-Samad’). Just prior to al-Samad’s killing, Martin Griffiths, the new United Nations Special Envoy for Yemen, had briefed the UN Security Council on his multiple visits around the region since taking the post (see ‘New Special Envoy Briefs the UNSC’.) Among the threats to the peace process the Special Envoy noted were the renewed prospect of a large-scale military offensive on Houthi-held Hudaydah port (see ‘The Mobilization and Deployment of Tariq Saleh’s ‘National Resistance Forces’’ and ‘Anti-Houthi Forces Capture Midi city’), the near-daily Houthi ballistic missile attacks on Saudi Arabia (see ‘Escalating Houthi Missile Attacks’), as well as the increasing cost of the conflict borne by noncombatants in Yemen (see ‘Intensified Coalition Airstrikes on Civilians and Civilian Infrastructure’). Internationally, April saw governments in both the United States and Europe face continuing pressure regarding their roles in facilitating the Saudi-led military coalition campaign in Yemen (see ‘US Senators Raise Concerns Regarding Support for Saudi-led Coalition’, ‘MBS Meets Macron, and Protests, in Paris’ and ‘German Opposition Groups Challenge Arms Exports to Coalition Members’). Meanwhile in Yemen, restrictions on humanitarian and commercial access into and inside the country continued to hamper efforts to address the humanitarian crisis (see ‘Humanitarian Coordinator Briefs the UNSC’, ‘Declining Food and Fuel Imports’ and ‘Humanitarian Access Restrictions’). At the same time, Saudi and Yemeni government officials repeatedly accused the Houthis of holding hostage 19 vessels off the coast of Hudaydah — going as far as writing the UN Security Council regarding the alleged incident — even after a Sweden-based maritime transparency project and a vessel owner revealed the claims to be baseless (see ‘Saudi, Yemeni Officials Spread Misinformation Regarding Hudaydah Port Access’). In economic developments, Central Bank of Yemen (CBY) Governor Mohammed Zammam stepped up his efforts to restore central bank capacity, stabilize the exchange rate, ease the liquidity crisis and lift restrictions on the Yemeni financial sector’s ability to access global networks (see ‘CBY Governor Steps Up Efforts to Revitalize Banking & Financial Sector’). In Houthi-controlled areas, severe cooking gas shortages continued, while the authorities in Sana’a, in an attempt to accumulate enough liquidity to pay public sector salaries, instructed the Sana’a-based CBY to temporarily freeze the budget accounts of government agencies (see ‘Economic Developments in Houthi-Controlled Areas’). Also in April, Prime Minister Ahmed Obaid bin Dagher toured southern governorates on his first trip to government-controlled areas of Yemen since clashes had erupted in Aden three months ago (see ‘Bin Dagher Returns to Yemen With Visits to Aden and Hadramawt’).

In June, the Saudi-led military coalition and associated ground forces began their long-anticipated offensive against Houthi-held Hudaydah city. The ports of Hudaydah and nearby Saleef, along Yemen’s Red Sea coast, are the entry point for the majority of the country’s commercial and humanitarian imports. This creates the potential for catastrophic humanitarian fallout from the offensive given that 8.4 million Yemenis are already on the verge of famine. United Nations Special Envoy for Yemen, Martin Griffiths, spent most of June engaged in shuttle diplomacy with the belligerent parties to the conflict, and in consultations with the UN Security Council (UNSC), pushing a plan to preempt the attack by having Houthi forces turn control of Hudaydah port over to UN monitors (see ‘The UN Special Envoy’s Plan for Hudaydah Port’). Griffiths also revealed his new proposed framework for wider peace negotiations to the UNSC. While including some elements that differentiate it from previous UN-led peace initiatives, contentious items that led earlier efforts to fail were carried over into Griffiths’ latest proposed framework (see ‘The Special Envoy’s New Peace Framework’). The UNSC itself held three closed-door sessions regarding Yemen in June. The Swedish mission led calls for the UNSC to demand a halt to the Hudaydah attack, while the United Kingdom and Kuwait were at the forefront of pushing back against this effort, with the latter parties largely being successful. Council products regarding Yemen last month thus amounted to generic statements regarding respect for international humanitarian law and the need to protect civilians (see ‘UNSC Discussions on the Hudaydah Offensive’). In the United States, the White House appeared to give tentative approval to the Hudaydah offensive (see ‘White House Position on the Hudaydah Offensive’), while bipartisan opposition to the campaign was notable in Congress (see ‘Congressional Opposition to the Offensive’ and ‘Senate Passes Bill Making US Refueling of Coalition Aircraft Conditional’). In Yemen, the Hudaydah offensive, dubbed ‘Operation Golden Victory’, was launched on June 13, with the United Arab Emirates in primary command of the campaign, supporting and coordinating between various anti-Houthi ground forces (see ‘The Hudaydah Offensive’). These forces managed to take Hudaydah airport from Houthi fighters before Abu Dhabi announced that it would temporarily suspend the attack to allow the UN Special Envoy an opportunity to pursue negotiations (see ‘UAE Announces Pause in Offensive’). The Hudaydah offensive raised widespread humanitarian concerns and concerns regarding the safety of civilians in the city, while also prompting widespread price spikes for basic commodities. In economic developments last month, the Central Bank of Yemen finalized a framework to support the importation of basic commodities, the Austrian firm OMV restarted tests on wellheads in Shabwa governorate, and the Yemeni government launched a new Internet network in an attempt to supplant the Houthi authorities’ control over the national telecommunications. Also in June, Yemeni President Abdo Rabbu Mansour Hadi visited the UAE and met Crown Prince Mohammed bin Zayed al-Nahyan. Shortly after, Hadi flew to Aden, the Yemeni government’s current capital in the country, for his first visit in more than a year and a half.

Large parts of the world, irrespective of their level of economic development, are at the cusp of severe environmental crises. In these regions, the operations of extractive projects such as large scale plantations, mining and industrial development have negated or worsened the economic, social and physical well-being of communities in their neighbourhoods and beyond. Their robust national and regional laws and institutions for the protection and governance of the environment and natural resources have remained on paper and the non-compliance by governments and corporations has had profound effects on community livelihoods, health, access to land and quality of life. CPR-Namati's Practice Guide for Environment Justice Paralegals is a step in the direction of closing this environmental enforcement gap. The guide provides a methodology for community mobilisers, activists and citizens groups to shift their attention from stating the problem to getting grievances addressed by environmental institutions. The guide is based on four years of work done by the paralegals of CPR-Namati Environment Justice Program to assist affected communities file complaints and seek remedies in over 150 cases of non-compliance in India. We hope that this guide will help local organisations and community groups to address environmental conflicts and seek useful remedies for affected people.

169. Infrastructure, Gender and Violence: Women and Slum Sanitation Inequalities in Delhi

In Delhi, as in many other Indian cities, millions of men, women and children who live in slums and informal settlements haveto daily confront the lack of adequate sanitation facilities. These sanitation inequalities have a greater impact on the health and socioeconomic status of women and girls because of their greater social vulnerability to sexual violence; there is also the role played by biology in their need for privacy, safety and cleanliness. Men and boys, on the other hand, tend to use public urinals and open defecation (OD) sites generally more frequently, because their need for privacy during these sanitation activities is not such a cause for concern. In addition, women and girls are forced every day to risk using precarious spaces for their sanitation activities that may expose them to gender-based violence and harassment and not satisfy their biological and socio-cultural needs. These urban sanitation inequalities also negatively impact the time women have available for paid employment as well as their daily domestic responsibilities, as they have to spend each morning queuing for toilets or getting up earlier to go with other women to OD sites. For adolescent girls this can often mean being late for school, which threatens their education and future life choices. India failed to meet Millennium Development Goal No. 7 (adopted by the United Nations in 2000) relating to halving the proportion of people without access to basic sanitation. In terms of toilet usage across India, the Census 2011 found that 81 percent of urban households had a private toilet or latrine. But when it came to slum households, only 66 percent had a toilet, meaning that 34 percent had to either use a community or public toilet or resort to OD (Ministry of Housing and Urban Poverty Alleviation & National Buildings Organisations 2013, p. 60). In reality, there are an estimated 41 million urban dwellers still practising OD because of a lack of access to improved sanitation (WaterAid 2016). OD is a compulsion, not a choice, and creates particular risks and imposes a variety of harms upon women and children that men and boys do not suffer. Who or what is responsible for such socioeconomic consequences of the lack of adequate sanitation infrastructure in Indian cities which perpetuate gender inequalities? How do harms like gender-based violence impact the everyday lives of women and girls living in slums in particular? This project report examines these issues using the notion of infrastructural violence and then examines the harms and suffering caused by a lack of sanitation infrastructure in two long-established localities in Delhi: Mangolpuri and Kusumpur Pahari. Mangolpuri is a resettlement colony in the northwest region of Delhi with an estimated population of more than 350,000. It is interspersed with eight JJCs clusters of varying sizes. Kusumpur Pahari is located in the heart of south Delhi, near Jawaharlal Nehru University, and now has five blocks of JJCs and an estimated population of nearly 50,000.

India is the youngest country amongst the BRICS. It is estimated that by 2020 the working age population in India would be about 592 million, second to that of China’s (776 million). Theorised in terms of the ‘youth bulge’ or ‘demographic dividend’, this holds out prospects as well as challenges for a developing country like India. This note approaches the question of youth in contemporary urban India by shedding light on a variety of perspectives: the institutional structure and governance framework for young people in India, the involvement of and interest of young people in politics, employment-unemployment amongst youth, aspirations, and everyday politics of the youth. By considering both formal politics and political representations among youth as also more everyday forms of politics and aspirational dimensions of youth engagement, this note attempts to develop a holistic snapshot of contemporary urban youth.

The aim of this Occasional Paper produced by the African Capacity Building Foundation is to provoke evidence-based discussion, and encourage further investigation on the critical capacity challenges to be addressed to tackle youth unemployment in Africa. The paper assesses the causes and impacts of youth unemployment in Botswana, Namibia, South Africa, and Swaziland. It profiles and characterizes the status and nature of youth unemployment as well as the strategies and programs—and identifies the challenges, implications, and gaps—to find ways to address it. Stakeholder and expert consultations with development partners, government, the private sector, and nongovernmental organizations in addressing youth unemployment were carried out, as such research is crucial for identifying capacity gaps and key policy aspects to address it. The consultations were complemented with a review of success stories and best practices to inform strategies and capacity development interventions aimed to tackle youth unemployment and refine policy approaches toward inclusive, employment-creating, and sustainable economic growth.

172. The EU Migration Partnership Framework: Time for a Rethink?

The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.

In this Discussion Paper we join a growing number of scholars to argue that changing global conditions call for a revitalisation of the debate on the role of the state in social and economic transformation in the 21st century. We focus on three main global challenges for economic development in the 21st century: climate change and environmental degradation; increased digitalisation (the increasingly ‘bit-driven’ economy); and changed policy space for individual states as a result of globalisation. These evolve simultaneously and reinforce each other. We argue that the global context calls for a change in the social contract that underpins structural economic transformation, by placing a stronger emphasis on cultivating inclusive state-society relations oriented towards promoting economic growth within planetary boundaries. Such emphasis is, in our view, currently under-represented in the emerging literature on a developmental state in the 21st century. For this reason, we consider it relevant not only to elaborate on the historical conditions that shaped the role of the state in industrial policy in late industrialising countries, but also on current challenges that call for a changing perspective on the role of the state in emerging and developing countries.

Weather risk is an issue of extraordinary concern in the face of climate change, not least for rural agricultural households in developing countries. Governments and international donors currently promote ‘climate insurance’, financial mechanisms that make payouts following extreme weather events. Technologically innovative insurance programmes are heralded as promising strategies for decreasing poverty and improving resilience in countries that are heavily dependent on smallholder agriculture. New subsidies will amount to hundreds of millions of dollars, yet funders and advocates have thus far neglected the social and ecological ramifications of these policies. Reviews have focused largely on near-term economic effects and practical challenges. This briefing draws on an initial inventory of potential adverse effects of insurance programmes on local agricultural systems that we have recently assembled. Our review shows that farmers with insurance may alter their land-use strategies or their involvement in social networks previously used to mitigate climate risk. Both processes constitute crucial feedbacks on the environmental and the social systems respectively.

In 2016, USAID’s Center of Excellence on Democracy, Human Rights, and Governance launched its Learning Agenda—a set of research questions designed to address the issues that confront staff in USAID field offices working on the intersection of development and democracy, human rights, and governance. This literature review—produced by a team of political scientists, sociologists, and lawyers—synthesizes scholarship from diverse research traditions on the following Learning Agenda question: What are the consequences of human rights awareness campaigns? What makes a human rights awareness campaign successful? Why do many campaigns fail? What are the unintended negative consequences of both successful and failed campaigns? How do local norms and other cultural factors constrain or enable the translation of campaigns from one context to another? This report synthesizes scholarship bearing on these questions from diverse research traditions and assesses the interdisciplinary state of knowledge regarding the effects, both intended and unintended, of human rights awareness campaigns and the characteristics that make such awareness campaigns effective. This review is divided into five sections: A broad overview of the steps involved in designing an effective awareness campaign. A review of research on campaigns generally, drawn from a broad range of fields, such as marketing, communications, public health, and political science. An overview of human rights awareness campaigns specifically, building on the well-known precept that to be successful, human rights campaigns must be adapted to the local context. The authors identify the mechanisms that facilitate and the barriers that impede local adaption, particularly the use of frames. Drawing on framing theory, the report highlights four points in communication where framing is critical: contexts, communicators, targeted populations, and message design. A discussion of effective media strategies, including ways to approach both traditional and new media, with the most effective campaigns combining traditional print media strategies with new social media forms. A discussion of the unintended negative consequences of campaigns, including backlash, confusion, desensitization, and/or frustration among targeted audience. This section also identifies the typical causes of these outcomes and ways to avoid them.

It has been reported that passenger transport and logistics between regions in North Korea are very difficult due to deterioration and imperfect maintenance of transport infrastructure and limited investment in the facilities for several decades. If South Korea and North Korea are unified, massive investment in the development of transport infrastructure is inevitable. This investment would mainly be supported by South Korea as well as through cooperation with Multilateral Development Banks such as the World Bank Group (WBG), Asian Development Bank (ADB), and Asian Infrastructure Investment Bank (AIIB). In addition, special and efficient plans for transporting people and goods need to be established in case of reunification considering the current transport environment in North Korea. Thus, well-prepared strategies should be in place for short, mid, and long-term perspectives.

The Scaling Humanitarian ICTs Network (SHINE) funded by Sida, set out with the theory of change that the quality and efficiency of humanitarian aid can be improved in a variety of contexts through the adoption of Information Communications Technologies (ICTs). With applications in Ethiopia, DRC, Mali, Indonesia and Iraq, ICTs were introduced to enable digital registrations, mobile data collection, cash/voucher programming and systems for accountability. While ICTs hold promise for saving time, money and improving accuracy, this learning report sets out to unpack these benefits and identify the conditions that need to be in place in order for ICTs to significantly add value to humanitarian response.

This text forms part of a long-term project undertaken by Dejusticia as part of its international work. The project revolves around the Global Action-Research Workshop for Young Human Rights Advocates that Dejusticia organizes each year to foster connections among and train a new generation of action researchers. The workshop helps participants develop action-research tools, understood as the combination of rigorous research and practical experience in social justice causes. For ten days, Dejusticia brings approximately fifteen participants and ten expert instructors to Colombia for a series of practical and interactive sessions on research, narrative writing, multimedia communication, and strategic reflection on the future of human rights. The aim is to strengthen participants’ capacity to produce hybrid-style texts that are at once rigorous and appealing to wide audiences. Participants are selected on the basis of an article proposal, which is then discussed during the workshop and subsequently developed with the help of an expert mentor (one of the instructors) over ten months until a publishable version is achieved, such as the chapters that make up this volume.

The key objective of providing government services to the citizens is to improve their quality of life and therefore citizens are better positioned to provide feedback on whether government services satisfied their needs. The Ministry of Tinkhundla Administration and Development (MTAD) is an institution established in 2009, mandated with the responsibility of improving efficiency and effectiveness of government service delivery at regional level in Swaziland. The Decentralization Policy of 2006 provides for directives to government and all its agencies to ensure that people access services closer to where they live and that administrative institutions at community level have the requisite capacity to deliver such services, woven together by a combination of cohesive Swazi traditional systems and contemporary modern administrative and governance systems. Against this background, it was deemed important for MTAD to undertake the 2016 Public Service Customer Satisfaction Survey in order to provide a tool for assessing government Ministries that provide public services to citizens. Measuring the satisfaction levels of public service customers is a crucial tool in the determination of the outcome and impact of public service delivery programmes. The systematic customer satisfaction survey was conducted to assess opinions and perceptions of citizens on selected services offered by the government. This survey demonstrated government’s commitment to improving public services through the engagement of citizens at all levels of service delivery.

The 2014/15 West African Ebola Virus Disease (EVD) outbreak was the ‘largest, most severe and most complex Ebola epidemic the world has ever seen’ (WHO, 2014b). It was the first time the disease had affected an urban centre. The 23 prior outbreaks of EVD in Africa had all been largely rural, and the largest outbreak, in Gulu, Uganda, had infected only 425 people. As such, there was no expectation or experience of a massive urban outbreak. While the unprecedented ‘urban-ness’ of this EVD outbreak did not go unnoticed, particularly by the media, overall this recognition did not result in an urban-appropriate response. As part of a learning initiative spanning across the EVD epidemic in West Africa, this paper aims to share reflections and learning about the urban nature of the EVD outbreak. In doing so, it aims to improve future urban public health responses. It builds on existing learning around the EVD response, focusing on urban issues as a noted gap in the key literature on the response thus far.

The idea of sustainable development has been transformed into a concrete program under 17 headings within the United Nations Global Goals. According to the Sustainable Development Goals Index (SDG) prepared within this framework, Turkey ranks 48th among 149 countries with a score of 66.1. In the fulfillment of sustainable development goals, participatory city governments play a major role and new opportunities have emerged. Citizen participation can be achieved through a range of methods and scopes, such as information, consultation, inclusion, cooperation, and empowerment, and Internet technologies open up considerable opportunities for these, although preexisting structural and cultural problems that precede these mechanisms endure. This report argues that the participatory practices inspired by the idea of the commons could make a significant contribution to making these participatory practices more functional.

"If I were to say just one thing about Ukraine, I think I would have to stress it is the most underperforming country of all the countries I know. Ukraine has had, and indeed still does have, a lot of potential. In the beginning of 1990s, in 1992 to be precise, Deutsche Bank prepared an analysis of the chances for the former Soviet Union states to be reformed and developed successfully, and according to this analysis, Ukraine had the best chance among them all to be successful. We know that in reality the opposite happened, and Ukraine is in a very difficult situation now. The main reason for this situation is that when at the beginning of 1990s communist countries collapsed, the old system in Ukraine was not replaced by a new one, one of functioning market economy. It was eroded, but not exactly replaced the way it happened for example in Poland, Czechoslovakia, Hungary, and the Baltic states. The country was captured by oligarchs, and a very strange, dysfunctional, and corrupted system was created instead."

186. CP ALL and the Case of Value Web Creation

How should convenience store operators like Thailand’s CP-ALL construct its value chains? What does economic theory teach us about an under – modelled area of management theory (namely value chains)? In this paper, Bryane Michael, Christopher Hartwell and Vladimir Korovkin use a seemingly unrelated economic model analysing Vietnam to tell something about the conglomerates running convenience stores licenses like CP-ALL. They find that convenience stores may not want to raise capital from Thai banks and the Bangkok stock market when labour productivity exceeds capital’s. They also find that inefficiencies inherent in Thai markets may significantly reduce the optimal size of a convenience store operator like CP ALL. These operators may also (counter-intuitively) need to give up a significant share of their profits to “value service providers” when the cost of capital falls. As such, counter to the usual World Bank nostrums, improvements in Bangkok’s stock market and banks may actually hurt firms like CP ALL.

Over the past four years, the national policy environment and institutional response to sanitation have undergone a substantial change. The launch of the Swachh Bharat Mission (Urban) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have catapulted sanitation into the league of priority sectors. In the backdrop of such developments, Housing and Urban Development Department under the Government of Odisha sought to revise the Urban Sanitation Strategy 2011 with the able support from the Centre for Policy Research (CPR) supported by the Bill and Melinda Gates Foundation. The revised Odisha Urban Sanitation Strategy 2017 and Odisha Urban Sanitation Policy 2017 make crucial strides towards the achievement of a Clean Odisha. The purview of the strategy has been expanded to address gaps in the entire sanitation value chain for the management of not only solid waste, but also liquid waste including faecal sludge/septage and menstrual hygiene. The revised strategy is grounded in the principles that have underpinned the Odisha government's efforts so far to provide the people with equitable and safe access to sanitation, along with establishing the most advanced sanitation infrastructure. Over the next ten years, concerned departments will work towards six objectives: (a) achieving open defecation free and (b) open discharge free urban areas; (c) effectively managing and treating solid waste; (d) ensuring that sewage, (e) septage/faecal sludge and liquid waste are safely treated and disposed; and (f) ensuring safety guidelines are followed in physical handling and management of waste. In addition, providing women and girls with safe access to menstrual hygiene has also been included as an objective in the revised strategy.

The 21st century is witnessing a substantial re-engagement of India and Africa. Though India and Africa have a history dating back millennia, bilateral relations for most of the 20th century were tepid as each focused inward, first on anti- colonial struggles and then on building up their independent countries. However, since the turn of the century India has re-engage with Africa as both experienced significant economic growth and face similar development challenges on their path towards sustained progress. Acknowldeging the importance of mutual cooperation, both India and African countries have been engaging with each other through bilateral and multilateral initiatives, including the Pan-African e-network, India- Africa Forum Summits, such initiatives signal India and Africa's mutual interest in strengthening their relationship and South-South cooperation. Furthermore, in a changing global order where OECD countries are experiencing low growth trends and with the emergence of new multilateral institutions such as the BRICS countries-led New Development Bank, these rising powers are influencing global governance, geoeconomics, as well as the global development architecture. This report analyzes the changing India- Africa relationship, with a special focus on development partnerships between the two regions and the future potential of the relationship.

Of the world’s developing regions, Sub-Saharan Africa has the worst infrastructure deficit, with studies pointing to lost growth opportunities. This study presents in one document information previously dispersed on the region’s infrastructure stock and modes of financing. It assesses infrastructure’s role in the region’s economic growth. It identifies specific capacity constraints that have hindered the private sector’s participation in infrastructure financing. And it suggests a framework for advancing institutional and human resource capacities to boost infrastructure financing. The authors first reviewed documents addressing the region’s infrastructure. They then conducted case studies of private sector involvement in infrastructure financing in Kenya, Mauritius, and South Africa. And, using the generalized method of moments (GMM), estimated an infrastructure-augmented growth model.

Estas son tres de las conclusiones del trabajo de Gerardo Benítez sobre la situación de la Agricultura Familiar en el Paraguay y su relación con la seguridad alimentaria. En esta monografía se aborda primeramente la capacidad de la Agricultura Familiar Campesina en la generación de alimentos para la subsistencia y para la renta. En segundo lugar, se presentan los resultados de los ODM en materia de desnutrición para el Paraguay y su vinculación con la Agricultura Familiar. Finalmente se examinan los diversos programas públicos de apoyo a la Agricultura Familiar y la evolución de este apoyo en términos de gastos con relación al PIB y con los gastos totales de la administración pública.

Terrorism studies have developed since the 1970s. But the research field still suffers from several weaknesses: the inability to formulate a consensus on what exactly “terrorism” is; the vagueness and arbitrariness of the practical usage of the term “terrorism”; its politicization and the habit to use it as a moral label instead as an analytical tool; and the tendency to use the term outside of any political context. This study firstly reconsiders these conceptual weaknesses, and proposes how to deal with them. Secondly, it suggests to focus terrorism studies more on the political contexts, which produce domestic and international terrorism, by using the key example of terrorism resulting from a context of civil wars and insurgencies. The study argues that terrorism is not an ideology, not a type of warfare, rarely a strategy, but mostly a tactical instrument, which has to be analyzed in the respective political contexts.

Post-conflict Kosovo offers a complex and interesting context to examine the role women play in post-conflict development. Though women were not heavily involved in the formal peace negotiations that ended the hostilities in Kosovo, they played key roles in civil society before the war and actively sought ways to participate in the reconstruction efforts. At the grassroots level, and in unofficial channels, women worked towards peace and stability in their communities. Post-conflict Kosovo presents a useful case to examine the theory that women’s empowerment – in economic, political, and social spheres – leads to a more sustainable and prosperous peace. The international community affirmed this belief by providing security, financing, and expertise to build institutions that advanced women’s rights after the war, while Kosovar women demonstrated the ability and willingness to contribute meaningfully to their country’s reconstruction.

Abstract:
This report has been prepared in the framework of the project “Transfer of know-how to small and mid-size businesses” of the International Visegrad Fund (IVF) and USAID. It summarizes the conditions of the SME sector (small and medium size enterprises) in Georgia, identifies the main problems in their development and provides recommendations for further interventions based on the Czech experience, existing literature and a survey implemented among SME stakeholders. Georgia generally receives favorable evaluations of its business environment. It ranks high in indices of economic freedom and is among the top countries with respect to ease of starting and doing business. On the other hand, the SME sector suffers from several problems. The most serious obstacle to SME development seems to be in the area of finance; access to finance is difficult for SMEs and the cost of credit is high. Human capital and innovations are among the weak points of Georgian SMEs as well. The different shortcomings of the environment and markets call for different interventions. The paper is roadmap of concrete activities – it contains a set of recommendations to support SMEs development drawn on three different sources: first, the theoretical foundations of entrepreneurship policy, second, the Czech experience and know-how in the SME sector, and finally, the ideas of local experts and stakeholders generated during interviews and workshops. Activities and recommendations have been divided into “generic,” which relate to a particular determinant of business environment and have an impact across industries and sectors such as access to financing, education, developing skills training, R&D, innovation, export strategy, start-ups, and those which are “sector-specific,” such as banking, health and agriculture. Political stability, the main problem in Georgia, is beyond the scope of possible interventions.

Abstract:
The report focuses on the potential of the development of small and mid-size businesses in Moldova. It provides an economic overview of the country, and then analyzes various best practices and lessons learned from the development of SMEs in the Visegrad countries, especially Hungary. The report provides a description of economic developments, main trade figures, relevant labor developments, migration and the role of remittances and defines the bottlenecks for SME development in the country. The authors built their analysis on available literature and statistics as well as their own survey and interview series. The study highlights six case studies relevant for SME development selected for deeper investigation such as simplified tax schemes, online tax reporting, entrepreneurship education, agriculture and producers’ organizations, the wine industry and issues of measurement of the SME sector. Finally the report draws up potential intervention schemes for Moldovan stakeholders and provides further recommendations for longer term initiatives and actions taken for the support of economic and SME development.

Abstract:
The publication was issued within the project ‘Transfer of Know-How for Small and Mid-size Businesses in Georgia, Moldova and Ukraine’ which aims to assist SMEs in those countries by providing support to stakeholders in their efforts to develop analytical and policy advocacy capabilities and by opening new channels of communication between SMEs and NGOs in the Visegrad Four countries (Czech Republic, Hungary, Poland and Slovakia) and the rest of the European Union. The objective of the study is to deliver the complete findings and outcomes of the project aimed at Ukraine. This White Paper serves as an authoritative document with action plans, budgets, and a tangible way for the beneficiary country stakeholders to move forward with the agenda of small and medium-sized business development. It presents an overview of the collected background information and contains basic data on the countries, including some key macroeconomic comparisons as well as rankings in major competitiveness reports (e.g. Doing Business report by the International Bank for Reconstruction and Development), identifies the project stakeholders and provides an overview of the situation of small and medium-sized enterprises in Ukraine. It also includes the findings of two surveys implemented by the Slovak-Ukrainian team. Based on the findings, the “Discussion and Recommendations” section presents various perspectives on the problems of SMEs in Ukraine using the experience of the accession process of Slovakia, specific examples of key initiatives that led to the resolution of the problems, as well as case studies from various industries. It stresses the involvement of all parties including the EU, local governments, civil society, business associations, and the SMEs themselves. The key outcome of the paper is a road map – a very specific plan of actions including schedules, budgets, and other details within the scope of this project that will help the beneficiary country to cope with problems regarding the agenda of small and middle business development using the expertise and experience of institutions and stakeholders accumulated throughout the Slovak EU accession process. It includes a wide range of activities including a discussion of the project results with various Ukrainian stakeholders, workshops aimed at increasing knowledge about EU markets, legislation and standards, as well as strategic and institutional moves.

198. A quarter century of economic reforms in Ukraine: too late, too slow, too little

Abstract:
The first aim of this paper is to describe the main developments in the Ukrainian economy since its independence in 1991, focusing on the evolution of output, and the path of economic reforms — that is, to simply show what happened. The bottom line on that is well known: Ukraine’s economy performed very poorly, and its reforms moved quite slowly, lagging behind most of Central Europe and the Baltic, and even behind some FSU (Former Soviet Union) countries. This first task is a relatively easy one, though some measurement issues do need discussion. In comparison, the second aim — explaining why it happened, identifying the explanatory, causal factors — is much more difficult and contentious. Indeed, causation here means two dynamics: the relationship between performance and reform pace, and the underlying determinants of the slow reforms. The paper’s main effort will be to argue and present evidence that the poor economic performance is primarily due to the late and slow start on economic reforms. However, it only begins to point to the explanations for slow reforms and suggest a modeling approach to analyze this econometrically in future work.

Abstract:
What should India put forward as the mitigation component of its climate contribution? India has dual interests in climate negotiations: safeguarding adequate energy for development, and promoting an effective international agreement to limit its climate vulnerability. To balance these interests, India should pledge well-developed sector-specific actions that maximize synergies across development and climate outcomes. This approach will avoid lock-in to a high carbon growth path while enhancing development. Sectoral actions could include an additional component conditional on availability of international climate finance. In addition, an updated emissions intensity target would serve as a useful complement to sectorally focused action.

Abstract:
In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.
