5301. Revisiting the Latvian and Greek Financial Crises: The Benefits of Front-Loading Fiscal Adjustment

Abstract:
This paper discusses why Greece has done so poorly in comparison with all other European Union countries since the onslaught of the global financial crisis in 2008. To show what was wrong with its fiscal adjustment, this paper compares Greece with the other European Union country that was hit be the most severe fiscal crisis, namely Latvia. The conclusion is that front-loaded fiscal adjustment works much better. Greek economic policy has been a popular topic among opinion writers, notably Nobel Prize winner and New York Times columnist Paul Krugman, who claimed that Greece suffered from austerity. Because of his prominence in the international public debate, I shall scrutinize his arguments on the Greek crisis. The paper also examines what policy the International Monetary Fund has pursued with regard to Greece, and how its views have been influenced by the debate and Greek economic developments. Finally, the paper assesses what lessons can be drawn from the contrasting experiences of Latvia and Greece. The conclusion is that a fiscal adjustment should be sufficient to resolve the crisis to restore confidence and that it should be as front-loaded as is practically and politically possible.

Abstract:
Life expectancies are rapidly increasing and uncertain in all countries in Europe. To keep pension systems affordable, policy reforms are to be implemented which will encourage individuals to work longer. In this paper we analyze the impact of working and living longer on pension incomes in five European countries and assess the impact of these policy reforms on the financial well-being of the elderly. The paper shows the diversity of the policy measures taken in these countries. Furthermore, we analyze the financial incentives for working longer and postponing claiming pension benefits and we assess the attractiveness of these options. Lastly, we study how increases in life expectancies and survival probabilities affect pension incomes.

Abstract:
The report focuses on the potential of the development of small and mid-size businesses in Moldova. It provides an economic overview of the country, and then analyzes various best practices and lessons learned from the development of SMEs in the Visegrad countries, especially Hungary. The report provides a description of economic developments, main trade figures, relevant labor developments, migration and the role of remittances and defines the bottlenecks for SME development in the country. The authors built their analysis on available literature and statistics as well as their own survey and interview series. The study highlights six case studies relevant for SME development selected for deeper investigation such as simplified tax schemes, online tax reporting, entrepreneurship education, agriculture and producers’ organizations, the wine industry and issues of measurement of the SME sector. Finally the report draws up potential intervention schemes for Moldovan stakeholders and provides further recommendations for longer term initiatives and actions taken for the support of economic and SME development.

Abstract:
The publication was issued within the project ‘Transfer of Know-How for Small and Mid-size Businesses in Georgia, Moldova and Ukraine’ which aims to assist SMEs in those countries by providing support to stakeholders in their efforts to develop analytical and policy advocacy capabilities and by opening new channels of communication between SMEs and NGOs in the Visegrad Four countries (Czech Republic, Hungary, Poland and Slovakia) and the rest of the European Union. The objective of the study is to deliver the complete findings and outcomes of the project aimed at Ukraine. This White Paper serves as an authoritative document with action plans, budgets, and a tangible way for the beneficiary country stakeholders to move forward with the agenda of small and medium-sized business development. It presents an overview of the collected background information and contains basic data on the countries, including some key macroeconomic comparisons as well as rankings in major competitiveness reports (e.g. Doing Business report by the International Bank for Reconstruction and Development), identifies the project stakeholders and provides an overview of the situation of small and medium-sized enterprises in Ukraine. It also includes the findings of two surveys implemented by the Slovak-Ukrainian team. Based on the findings, the “Discussion and Recommendations” section presents various perspectives on the problems of SMEs in Ukraine using the experience of the accession process of Slovakia, specific examples of key initiatives that led to the resolution of the problems, as well as case studies from various industries. It stresses the involvement of all parties including the EU, local governments, civil society, business associations, and the SMEs themselves. The key outcome of the paper is a road map – a very specific plan of actions including schedules, budgets, and other details within the scope of this project that will help the beneficiary country to cope with problems regarding the agenda of small and middle business development using the expertise and experience of institutions and stakeholders accumulated throughout the Slovak EU accession process. It includes a wide range of activities including a discussion of the project results with various Ukrainian stakeholders, workshops aimed at increasing knowledge about EU markets, legislation and standards, as well as strategic and institutional moves.

The development of the Polish corporate bonds market resulted from changes on the supply side. When the Lehman Brothers went bankrupt, Polish entrepreneurs realized that financing their companies’ operations only with the use of credit, even if contracted from different sources, might not be the best idea. Consequently, Polish business turned to debt instruments – said Piotr Kowalski, one of the keynote speakers during the mBank - CASE Seminar no. 136. In the publication, which is an extended and authorized version of presentations delivered during the abovementioned seminar, the authors discuss various aspects of the corporate debt securities market in Poland. Piotr Kowalski gives a synthetic presentation of the subject of the analysis, Agieszka Gontarek presents selected domestic regulations and factors, and Tomasz Gałka writes about selected consequences of excessive burdens.

Abstract:
The present document is an attempt at a comprehensive analysis of direct and indirect burdens imposed upon banks in 2015. The idea to present such factors — which are often extremely varied in nature — in a single study was born out of the fact that these factors are often considered separately, on the basis of various criteria, which causes them to be split into different groups. This approach results in a fairly common tendency for fragmentary assessment of their impact and, more importantly, in the adoption of piecemeal regulations which fail to take into account the full impact of the actions taken in different areas. This applies in equal measures to supervisory authorities, regulators, analysts, policymakers and the media, which means that, in a somewhat oversimplified sense, the above statement is applicable to the public at large. This situation can be most succinctly characterised in the manner presented below. In the aftermath of the crisis, banks require a new set of instruments to regulate the functioning thereof. This is because they are to become more stable, safe, less risk-prone and more customer-friendly. Each of these areas requires a separate set of regulatory instruments, along with the respective subgroups thereof. Oftentimes they are not synchronised with each other and are usually aimed at the implementation of a specific, particular goal to an excessive extent. In addition, there are also “special tasks” such as the reform of the Credit and Saving Unions (SKOK).

It is widely believed that the creation of the banking union initiated the integration of the EU banking market. The process is traced back to June 2012 (EU Summit decided to create the banking union), 4 November 2013 (effective date of the Banking Union Regulation), or 4 November 2014 (operational launch of the Single Supervisory Mechanism, SSM). However, the integration of the EU banking market began much earlier and the creation of the banking union should be considered the final rather than the initial step in the process.

5308. A quarter century of economic reforms in Ukraine: too late, too slow, too little

Abstract:
The first aim of this paper is to describe the main developments in the Ukrainian economy since its independence in 1991, focusing on the evolution of output, and the path of economic reforms — that is, to simply show what happened. The bottom line on that is well known: Ukraine’s economy performed very poorly, and its reforms moved quite slowly, lagging behind most of Central Europe and the Baltic, and even behind some FSU (Former Soviet Union) countries. This first task is a relatively easy one, though some measurement issues do need discussion. In comparison, the second aim — explaining why it happened, identifying the explanatory, causal factors — is much more difficult and contentious. Indeed, causation here means two dynamics: the relationship between performance and reform pace, and the underlying determinants of the slow reforms. The paper’s main effort will be to argue and present evidence that the poor economic performance is primarily due to the late and slow start on economic reforms. However, it only begins to point to the explanations for slow reforms and suggest a modeling approach to analyze this econometrically in future work.

Abstract:
In the past decades, the banking sector has come to be known in literature as the banking industry as it was geared to increasing profits, banks were growing, and banking products developed dynamically. It was believed that competition in the banking sector makes banks more efficient and stimulates financial innovation opening new markets. The financial crisis of 2007–2008 has sparked the interest of researchers and politicians in competition in the banking sector and its impact on the stability of the financial sector and overall economic growth. However, researchers cannot agree whether more competition improves or hinders stability. The paper is comprised of three sections and a summary. The first section discusses the concept of competition in the banking sector as well as measures of competition. The second section is a review of literature on competition in the banking sector and its determinants. The third section presents the results of research on competition in the EU, including my own research as well as other research. The paper concludes with a short summary. Abstract:
What should India put forward as the mitigation component of its climate contribution? India has dual interests in climate negotiations: safeguarding adequate energy for development, and promoting an effective international agreement to limit its climate vulnerability. To balance these interests, India should pledge well-developed sector-specific actions that maximize synergies across development and climate outcomes. This approach will avoid lock-in to a high carbon growth path while enhancing development. Sectoral actions could include an additional component conditional on availability of international climate finance. In addition, an updated emissions intensity target would serve as a useful complement to sectorally focused action.

5311. Physician Shortages in the Indian Public Sector

Abstract:
India is one of the few countries that has been estimated to have a “critical” shortage of health workers and therefore unlikely to be able to provide essential health interventions to its people (WHO 2006). The dire impacts of these shortages are evident from the fact that it has fallen short of meeting its MDG goals on several fronts. As the current discourse on Universal Health Care debates the means of expanding coverage to all citizens, the one aspect universally agreed upon is the persistent challenge that a shortage of health workforce in the public sector poses, and the pressing need to address this gap. This policy brief outlines the core issues at the root of the problem and examines the reasons for the severe shortages in the key element of this workforce, the physicians, in the Indian public sector. It then provides an overview of WHO’s Global Policy Recommendations to address this challenge and looks at the strategies that various Indian states have so far adopted. Finally, it offers a set of practical and goal oriented recommendations aimed at directly and urgently addressing the challenge in the Indian context.

5312. The Curious Case of GDP Growth

Abstract:
The Central Statistics Office (CSO), the custodian of Indian statistics, has faced a lot of questioning after the release of the new GDP series with 2011-12 as base. The RBI, Ministry of Finance, IMF, several credit rating agencies have all questioned the validity of the revisions. Some analysts like Ruchir Sharma of Morgan Stanley have gone as far as to assert that these revisions if not corrected will make Indian statics as suspect as Chinese GDP data in the past. This will be a real pity. The extent of the revisions is shown in Table 1 below. With the new base year of 2012-13, GDP growth in FY 14 (2013-14) has been revised upwards to 6.6% at factor cost and a whopping 6.9% at market prices. This represents about 2% increase in GDP growth over the earlier estimate of 5%. Surely, such a large scale revision will or should significantly affect the understanding of the underlying economic phenomenon and lead to a marked policy shift. Contrary to what Surjit S Bhalla (SSB) would have us believe, not even the government is taking the revised estimates seriously enough as reflected in a lack of any change in policy direction.

Economic recovery remains fragile on the back of a weak consumption demand. Sustained high growth will be achieved only with an upturn in the investment cycle. The government seems to have understood the importance of pump-priming the capex cycle directly through higher public capital expenditure and front loading the expenditure. While private investment remains muted due to stressed corporate balance sheets, weak external and domestic demand prospects and commercial banks’ cautious approach to expanding credit, there are some early signs that the private investment cycle is likely to turn around in the next six to nine months.

5314. Macroeconomic Update: Indian Exports: Loss of Global Competitiveness

India’s exports have declined for six consecutive monthssince December 2014 with an average decline of 13.85% yoy. The decline was broad-based. Even exports of Manufactured goods trended lower during this time and failed to compensate for the fall in nominal value of commodity exports, which declined due to a huge erosion of global commodity and oil prices. India’s exports seem to have become more reliant on global commodity prices in recent years. In line with global crude oil prices, India’s monthly petroleum exports that peaked in July’14 at $7 billion shrunk to mere $2.4 billion in May 2015, declining at an average of 52% since the start of the year. Iron ore exports having peaked at $509.5 million in December 2011 moved from $129.5 million in April 2014 to $10 million in May 2015. It is instructive to take a longer term perspective of export performance (Please see Chart I below). Average export growth hasremained almoststagnantsince January 2012 after a sharp bounce back from the collapse in the first and second quarters of 2009, induced by the global financial crisis. Export growth since October 2011 (50 months) is much lower than the robust 20% average clocked during the seven year period of April 2002- March 2009. (marginally lower than the 23% rate of growth assumed for the five year period of 2015-16 to 2020-21 in the Foreign Trade Policy announced in early 2015).

Dr. Sassoon’s comparative analysis, which he recently finalized during a fellowship at the Woodrow Wilson Center for International Scholars, looks at differences and commonalities among these coercive governments and will be published in his forthcoming book, Anatomy of Authoritarianism in the Arab Republics.

Proliferation and intensification of coercive force in the Arab world since 2011, combined with apparent decay of Arab states, seems at first glance to run counter to the implicit predictions of two relevant bodies of literature. The modernization school, which emerged as Arab states were becoming independent in the 1950s, held that Arab militaries were state builders—mobilizing, integrating, and organizing their societies to face development challenges, including that of inter-state war. More or less simultaneously, European-focused historical sociology, led by Charles Tilly, made the case that war making, requiring as it does increased domestic extraction coupled with subordination to central authority of internal rivals, was the engine of state making. And indeed, the historical trajectory of the Arab world for some half a century up until 2011 seemed to substantiate both views, as militaries and states grew in tandem under the ever present threat of war.

How will the Middle East figure in the campaign as it gains momentum? The accepted wisdom is that domestic issues, especially economic matters, will be decisive in voters’ minds. A year away from the election, it is unclear whether foreign policy issues will figure in a major way but the portent is there. The turbulent Middle East could easily burst into election politics as it has several times in the past.

As a result, financial markets — especially the organized markets — tend to coalesce around these same centers because they benefit from the higher level of liquidity that concentrated economic activity offers. This undoubtedly was one of the major causes of the waning of the financial market in Rio de Janeiro, and the hegemony conquered by São Paulo as of the 1980s.

The future relationship between China and the United States represents one of the great mega-changes and mega-challenges of our age. Unlike other such changes, the consequences of China’s rise are unfolding gradually, sometimes purposefully, but most of the time imperceptibly while the world’s attention is drawn to more dramatic events elsewhere. With the rise of China, we are observing the geopolitical equivalent of the melting of the polar ice caps. Slowly the ice thins, cracks appear and one day a large sheet of ice spectac- ularly peels away. If captured on camera, the world momentarily sits up and pays attention before CNN returns our gaze to the drama of the Islamic State of Iraq and the Levant’s most recent atrocity.

BiH’s contributions to peacekeeping operations take place in the context of ongoing reforms to its security sector, particularly within the defense sector, which has had a great influence on the operational capacities of the Armed Forces. As per the Defence white paper of Bosnia and Herzegovina (2005), the primary objective of the defense reform process was the establishment and strengthening of the state-level institutions which could function as the supreme authority on defense-related issues. Consequently, activities have focused on increasing the authority of the Presidency of Bosnia and Herzegovina as the supreme commander of the BiH Armed Forces, expanding the role the Parliamentary Assembly in order to exercise effective democratic control over the Armed Forces, and establishing state- level defence institutions capable of supporting the Presidency in exercising command and control over the Armed Forces. To illustrate the complexity of defence reform in BiH and its subsequent effects on the functionality of the defense sector as a whole, it is worth mentioning that the current BiH Armed Forces have been formed of ex-warning factions – the Army of the Republic of Srpska and the Army of the Federation of Bosnia and Herzegovina – two entities within BiH which had full control over their forces until the last defence reform in 2005.

Founded in 2002, the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) is one of the world’s largest multilateral health funders, disbursing $3–$4 billion a year across 100-plus countries. Many of these countries rely on Global Fund monies to finance their respective disease responses—and for their citizens, the efficient and effective use of Global Fund monies can be the difference between life and death. Many researchers and policymakers have hypothesized that models tying grant payments to achieved and verified results—referred to in this report as next generation financing models—offer an opportunity for the Global Fund to push forward its strategic interests and accelerate the impact of its investments. Free from year-to-year disbursement pressure (like government agencies) and rigid allocation policies (like the World Bank’s International Development Association), the Global Fund is also uniquely equipped to push forward innovative financing models. But despite interest, the how of new grant designs remains a challenge. Realizing their potential requires technical know-how and careful, strategic decisionmaking that responds to specific country and epidemiological contexts—all with little evidence or experience to guide the way. This report thus addresses the how of next generation financing models—that is, the concrete steps needed to change the basis of payment from expenses to something else: outputs, outcomes, or impact. For example, when and why is changing the basis of payment a good idea? What are the right indicators and results to purchase from grantees? How much and how should grantees be remunerated for their achievements? How can the Global Fund verify that the basis of payment is sound—that the reported results are accurate and reliable and represent real progress against disease control goals? And what is needed to protect communities against coercion or other human rights abuses, ensuring that these new incentives do not drive unintended consequences?

Most money and responsibility for health in large federal countries like India rests with subnational governments — states, provinces, districts, and municipalities. The policies and spending at the subnational level affect the pace, scale, and equity of health improvements in countries that account for much of the world’s disease burden: India, Indonesia, Nigeria, and Pakistan. Fiscal transfers between levels of government can — but do not always — play an important role in turning money into outcomes at the subnational level. Well designed, transfers can help put states on a level financial playing field by equalizing spending across states and adjusting allocations for the health risks of each state’s population. Transfers can increase accountability and create incentives for greater spending or effectiveness in service delivery. But transfers are rarely designed with attention to their desired outcomes. To get to better outcomes, international experience suggests that transfers need to be reexamined and reformed along three dimensions. First, central government’s allocation of national revenues to subnational governments should respond to needs and population size. Second, transfers should generate incentives to improve subnational governments’ spending quality and performance on outcomes. Third, independent systems to monitor, evaluate, and provide feedback data on subnational performance can generate greater accountability to the central government, parliaments, and legislatures as well as to citizens. These insights are seemingly simple and suggestive, but each country starts from its own unique history that requires careful technical analysis and political savvy to define reforms with genuine potential to improve health.

Hospitals are central to building and maintaining healthy populations around the world. They serve as the first point of care for many, offer access to specialized care, act as loci for medical education and research, and influence standards for national health systems at large. Yet despite their centrality within health systems, hospitals have been sidelined to the periphery of the global health agenda as scarce financial resources, technical expertise, and political will instead focus on the expansion of accessible primary care. As a result, many hospitals in low- and middle-income countries have failed to evolve and modernize, both in operations and infrastructure, while the knowledge base on hospital effectiveness and efficiency remains small and inadequate. In turn, the standard of care and efficiency achieved by these hospitals has stagnated. The gap in treatment capacity and quality between wealthier and poorer countries—and between hospitals serving wealthier and poorer populations—is widening, just as emerging economies are poised to expand the range and depth of healthcare through universal health coverage.

What determines the flow of labor and capital in this new global information economy? Who has the capacity to coordinate this new system, to create some measure of order? What happens to territoriality and sovereignty, two fundamental principles of the modern state? And who gains rights and who loses rights? Losing Control? examines the rise of private transnational legal codes and supranational institutions, such as the World Trade Organization and universal human rights covenants, and shows that though sovereignty remains an important feature of the international system, it is no longer confined to the nation-state. Other actors gain rights and a kind of sovereignty by setting some of the rules that used to be within the exclusive domain of states. Saskia Sassen tracks the emergence and the making of the transformations that mark our world today, among which is the partial denationalizing of national territory. Two arenas in particular stand out in the new spatial and economic order by their capacity to set their own rules: the global capital market and the series of codes and institutions that have mushroomed into an international human rights regime. As Sassen shows, these two quasi-legal realms now have the power and legitimacy to demand action and accountability from national governments, with the ironic twist that both depend upon the state to enforce their goals. From the economic policy shifts forced by the Mexico debt crisis to the recurring battles over immigration and refugees around the world, Losing Control? incisively analyzes the events that have radically altered the landscape of governance in an era of increasing globalization.

In June 2014, The Soufan Group (TSG) released its initial Foreign Fighters in Syria report, which identified approximately 12,000 foreign fighters from 81 countries. Nearly eighteen months later, despite sustained international effort to contain the Islamic State and stem the flow of militants traveling to Syria, the number of foreign fighters has more than doubled. Based on its own investigation, TSG has calculated that between 27,000 and 31,000 people have traveled to Syria and Iraq to join the Islamic State and other violent Salafist groups from at least 86 countries. This increase is evidence that efforts to contain the flow of foreign recruits to the Islamic State and other extremist groups in Syria have had limited impact

France, which is both an external and resident South Pacific power by virtue of its possessions there, pursues, or simply inherits, multiple strategic benefits. But the strategic context has changed in recent years. China's increased presence; consequent changes in the engagement of the US, Japan and Taiwan; and the involvement of other players in the global search for resources, means that France is one of many more with influence and interests in a region considered by some as a backwater. These shifts in a way heighten the value of France's strategic returns, while impacting on France's capacity to exert influence and pursue its own objectives in the region. At the same time, France is dealing with demands for greater autonomy and even independence from its two most valuable overseas possessions on which its influence is based, New Caledonia and French Polynesia. How it responds to these demands will directly shape the nature of its future regional presence, which is a strategic asset.

The South American continent has experienced a robust economic growth presently overshadowed by an uneven energy integration that fails to meet both an ever-growing industrial and metropolitan demand. Several integration mechanisms co-exist, but a poor integration layout threatens the energy security of the region and individual countries. Several factors contribute to this. Firstly, the very template of regional integration has failed to deliver a valid set of supranational coordination mechanisms aimed at coordinating and sorting out disputes among individual countries. Secondly, national States tie security to self-sufficiency in the face of mutual distrust, thus rendering potential advantages of market and networks integration a less desirable choice. The example of Chile and Peru integration drive reveals many of these dynamics while showing at the same time the windfalls of a transversal sectoral coordination over diplomatic exchange by individual states. What is the potential for an alternative template where the State will play a less intrusive role while consigning territorial disagreements backstage?

Since the Kuomintang returned to power in 2008, Beijing has adjusted its communication strategy towards Taiwan, while maintaining the same long-term goal of reunification. This strategy of rapprochement by seduction rather than by threat promotes the rapid growth of exchanges between the Chinese and Taiwanese populations at all levels: students, tourists, farmers, businessmen, academics, retired diplomats and military, politicians, etc. Especially, the multiplication of meetings between academics of both countries is creating new channels of communication over the Strait, allowing on the one hand to compensate for the lack of formal diplomacy between Beijing and Taipei, and on the other hand to compete with informal diplomatic links existing between Taiwan and several of its partners (US and Japan, mainly). These communication channels could ultimately reinforce Beijing’s strategy – and China keeps investing heavily in their development – but could also be used as a conduit to prevent and to manage crisis would tensions reappear in the Strait.

One week before the third Eastern Partnership summit in Vilnius on November 28-29, 2013, Ukraine suspended the preparation of an association agreement with the European Union, which had been under negotiation since 2007. When the agreement was finally signed in June 2014, President Yanukovych had fled the country under people’s pressure, and the integrity of Ukraine was challenged in the East by separatists and their Russian allies. These events came paradoxically at a time when the country's cohesion seemed stronger than in the 1990s. Far from being divided into two parts, Ukraine consists of the pieces of broken empires that all have good reasons to join in the state, as recent as this one may be. Indeed, its geography, electoral or economic, does not show a split between two blocks, but various lines of division that do not necessarily herald the breaking up of the state. Since the independence, this diversity had never been translated into new institutions: for several reasons, the reshaping of the centralized regime inherited from the Soviet era was deemed untimely by the country’s political forces. Presented as a priority by the members of the Parliament elected in 2014, the reform of territorial government is being implemented while Ukraine’s driving regions are either paralyzed or threatened by war.

ON JULY 26, 2015, President of the Russian Federation Vladimir Putin on board the frigate Admiral of the Soviet Navy Gorshkov endorsed a new version of the Maritime Doctrine of the Russian Federation, the basic document that specifies Russia’s naval and maritime policy. This version added the Mediterranean to the areas of the national maritime policy (the Atlantic, Arctic and Pacific zones) and specified that Russia’s naval pres- ence there is aimed at “turning it into the zone of military-political sta- bility and good-neighborly relations.”1 This is not fortuitous: The region is one of the main zones of Russia’s politics and international coopera- tion. Time has come to sort out regional developments, varied interests of the states involved and the problems they have to cope with. In other words, we should arrive at a clear idea about the region’s importance for the Russian Federation.

Contexto y objetivos: El I Informe sobre la Desigualdad en España de la Fundación Alternativas, publicado en 2013, recogía una situación preocupante sobre la evolución de la desigualdad social. Por un lado, las diferencias económicas entre los hogares dejaron de reducirse a comienzos de los años noventa y la fase de crecimiento económico anterior a la reciente crisis no consiguió que éstas disminuyeran. Por otro lado, la caída de la actividad económica y la destrucción del empleo que comenzó en 2007 elevaron los indicadores a niveles desconocidos desde hacía décadas. En el momento actual, en el que ya se vislumbra una cierta mejoría de las condiciones macroeconómicas y, con mayor lentitud, del empleo, no parece que las desigualdades hayan disminuido. Por el contrario, la información más reciente muestra, inequívocamente, que el crecimiento de la desigualdad no se ha frenado. En este contexto, resulta de sumo interés la pregunta sobre el papel que han tenido las prestaciones sociales y los impuestos en el crecimiento de la desigualdad para entender cómo pueden prevenirla en el futuro. La respuesta a esta pregunta ha constituido el objetivo del II Informe sobre la Desigualdad en España 2015 cuyo eje conductor ha sido tratar de vincular los procesos de desigualdad existentes con las principales políticas del Estado de Bienestar.

Russia has been using an advanced form of hybrid warfare in Ukraine since early 2014 that relies heavily on an element of information warfare that the Russians call “reflexive control.” Reflexive control causes a stronger adversary voluntarily to choose the actions most advantageous to Russian objectives by shaping the adversary’s perceptions of the situation decisively. Moscow has used this technique skillfully to persuade the U.S. and its European allies to remain largely passive in the face of Russia’s efforts to disrupt and dismantle Ukraine through military and non-military means. The West must become alert to the use of reflexive control techniques and find ways to counter them if it is to succeed in an era of hybrid war.

U.S. policymakers in April 2015 appear to be returning to the position that Syrian President Bashar al-Assad represents the “least worst option in Syria” for American strategic interests. Assad is often compared to the Islamic State (ISIS) with the implication that Assad is the lesser of two evils. Senior administration officials including Secretary of State John Kerry signaled support for diplomatic negotiations with the regime in March 2015, rather than developing a committed strategy to remove Assad from power. American leaders’ ambivalence reflects the limitations of U.S. policy which attempts to treat Syria as the backdrop for a narrow counterterrorism problem rather than a comprehensive national security issue. This outlook is dangerously flawed.

The success or failure of the U.S. mission in Afghanistan has reached a critical juncture. Newly appointed Defense Secretary Ashton Carter announced on February 21, 2015 that the United States is considering a number of changes to the U.S. mission in Afghanistan, including slowing the drawdown timetable and rethinking the U.S. counter-terrorism mission. On March 16, 2015, anonymous U.S. officials confirmed that the United States is likely abandoning its plans to cut the number of U.S. troops to 5,500 at the end of the year. The United States could allow many of the 9,800 troops in Afghanistan to remain beyond 2015. A visit by Afghan President Ashraf Ghani to Washington, DC from March 22-25, 2015 is intended to discuss these issues.

It has been nearly twenty years since section 512 of the Digital Millennium Copyright Act established the so-called notice and takedown process. Despite its importance to copyright holders, online service providers, and Internet speakers, very little empirical research has been done on how effective section 512 is for addressing copyright infringement, spurring online service provider development, or providing due process for notice targets. This report includes three studies that draw back the curtain on notice and takedown: 1. using detailed surveys and interviews with more than three dozen respondents, the first study gathers information on how online service providers and rightsholders experience and practice notice and takedown on a day-to-day basis; 2. the second study examines a random sample from over 100 million notices generated during a six-month period to see who is sending notices, why, and whether they are valid takedown requests; and 3. the third study looks specifically at a subset of those notices that were sent to Google Image Search.

Beneath the banner of jihad that seemingly unites jihadis worldwide is a world marked not just by cooperation between groups and individuals, but also by competition and divisions. Some of the jihadis who occupy that world are characterized by a commitment to idealistic goals, by acumen, skills, and agility; others are driven by sectarianism, criminal disposition, and opportunism; while others manifest an odd combination of all. That is why the actions emanating from the jihadist landscape are the results of an amalgam of strategy, sophisticated planning and targeting, randomness, and juvenile enthusiasm. It is for these reasons and more that the complexity of the jihadist landscape requires different layers of analyses and a rigorous and patient approach to the subject. In short, the study of jihadism is about both the “forest” and the “trees;” and this series of biographies is a study of the “trees” as they are situated in the broader “forest.”

Islamic organizations’ educational, medical, financial and charitable services benefit millions of Egyptians each year. Scholars and policymakers alike argue that, in the process of meeting Egyptians’ basic needs, this social-service provision Islamizes the population, acclimates them to the use of religiously justified violence, and aggravates sectarian attitudes. Yet authors rarely provide concrete data concerning these facilities, their history, the scope of the services provided, and the audiences they serve. Further, the attitudinal change supposedly under way is neither clearly observed nor easily measured. These twin deficits have limited the progress of research on an area of growing scholarly and practitioner interest. This paper improves on both of these areas. It uses a variety of primary and secondary sources to sketch the history and organizational capacity of three Islamic organizations’ social-service networks: those of the Muslim Brotherhood, al-Gam’iyya al-Shar’iyya, and Ansar al-Sunna al-Mohammediyya. It also reports the results of an original survey experiment of over 3,700 Egyptians, testing how exposure to information about these organizations’ service provision shapes individual attitudes on religiosity, violence, and sectarianism. While in many cases these primes fail to produce statistically significant shifts, results in both the religion battery and that regarding violence are notable. First, exposure to information about the Muslim Brotherhood’s social-service provision produces a significant and conservative shift in personal and social dimensions of religion. However, receiving information about the Brotherhood’s social-service provision makes respondents less likely to support a political role for religion. Second, receiving information about al-Gam’iyya al-Shar’iyya’s service provision shifts an individual’s propensity to tolerate violence in retribution for perceived provocations from non-Muslims.

In March 2013, David Haines and Frederico Motka were kidnapped while traveling together near the Turkish border in Syria. The men were both foreigners and aid workers. They were held in the same prison by the same militant group. Yet they suffered sharply different fates. In May 2014, Motka was released, while four months later, Haines became the fourth Westerner to be beheaded by the Islamic State. Press accounts noted that the major difference between the men was their nationality: Motka was Italian; Haines was British. In the summer of 2014, the Islamic State began its campaign of public executions of kidnapped Westerners. Though these barbaric acts captured the world’s attention, hostage taking is not new. Nevertheless, research designed to increase understanding of this threat is limited. Most discussions regarding kidnappings rely on anecdotal evidence, and a more detailed analysis of key questions regarding the role of group type, nationality of the victim, and outcome as they relate to kidnapping incidents has been lacking for want of publicly available data. In an effort to address this, the CTC presents “Held Hostage: Analyses of Kidnapping Across Time and Among Jihadist Organizations,” which examines trends related to the kidnapping of Westerners by jihadist groups based on data from a newly gathered open-source dataset of the kidnapping of Westerners from 2001–2015. The CTC has also publicly released the data along with this report (click here to access the database). We believe that the report and accompanying data will be an important resource for policymakers, practitioners, and academics interested in this area.

The current study aims to improve our understanding of the causes and implications of political assassinations by employing quantitative analyses on a comprehensive data set. The findings illustrate the trends that characterize the phenomenon and challenge some of the existing conventions about political assassinations and their impact. This study puts forth the rationale that the logic of political assassinations is different from that of other manifestations of political violence. Hence, it is important to understand the unique factors that may encourage or discourage violent groups or individuals from engaging in political assassinations. Moreover, it seems reasonable to assume that these factors vary among different types of assassinations, because in most cases the characteristics of the targeted individual shape the nature and objectives of the assassination. Indeed, this study establishes that different processes trigger different types of assassinations, and that different types of assassinations generate distinct effects on the political and social arenas.

Foreign terrorist fighters (FTFs) returning to their home countries from the conflict stimulated by the self-proclaimed “Islamic State” or ad-Dawlah al-Islamiyah fil-Iraq wa asSham (DA’ESH) abroad, are a growing concern for many countries—particularly those in the international counter-DA’ESH coalition. Past conferences and workshops have focused on issues related to FTF rehabilitation and reintegration back into society, but the need for effective counter-narrative communication strategies to prevent the spread of violent extremism and terrorism is now more relevant than ever. The use of interviews, testimonials, and statements of once-inspired FTFs, who now denounce the actions of DA’ESH and other terrorist groups, can be potentially powerful in countering DA’ESH recruitment. This three-day countering violent extremism (CVE) workshop—hosted by Hedayah, the Abu Dhabi-based international CVE center of excellence—convened government and nongovernment CVE practitioners to share communication approaches relevant to countering FTF radicalization and recruitment into DA’ESH, with a particular focus on the role of disillusioned FTFs in creating counter narratives/ messages. Over the course of the three days, participants were asked to apply knowledge gained from the panel sessions to create and develop the content and structure of an alternative or counter-narrative/message that involves actual case studies of individuals who have traveled to join DA’ESH.

Relying on their huge energy reserves and financial assets, these states acquired increasing international leverage. The agreement reached in Vienna on 14 July, 2015 between Iran and the P5+1 (United States, Russia, China, France, United Kingdom, Germany) has been greeted as an historical achievement. While offering a long-lasting negotiated solution to one of the biggest crises of the last decade, the deal represents an opportunity for a deep recalibration of the balance of power in the Middle East. It also paves the way to some sort of rapprochement between Iran and the United States. But the deal is also likely to have an impact on Iranian domestic politics, not least on its economy, which, after repeated rounds of sanctions, languishes in deep crisis. This report aims to assess the potential effects of the deal by trying to answer the following question: what’s next for Iran, the Middle East and the countries involved in the negotiations? In particular, the report provides an assessment of the JCPOA agreed upon in Vienna. It also analyzes the impact of the deal on Iranian domestic politics as well as the consequences for its economy. In addition, it examines its effects on the balance of power in the Middle East, as well as on relations between Iran and the United States, and Iran and Russia. Finally a number of policy recommendations for the EU are provided.

After decades of unsatisfying performances, economic growth took off in many sub-Saharan states at the beginning of the 21st century. More recently, however, the end of the commodity cycle – particularly with the oil price drop – and the rise of jihadist violence rocked the “Emerging Africa” boat. Is this the beginning of the end for sustained growth in the region? This Report investigates the economic impact of these new challenges upon Africa’s frontier markets. It shows that the positive economic trajectory of recent years is being negatively affected, particularly for oil-exporting countries. However, while more caution is needed, Africa’s growth prospects on the whole remain fairly good – at least for now. But there is an increasing need to understand the specific risks that individual countries face and the opportunities that they offer, as well as to re-assess the potential of each specific sector of economic activity. The three largest economies in the region – Nigeria, South Africa and Angola – are all under pressure. Others, including Ethiopia, Mozambique and Kenya, are still projected to achieve remarkable growth rates.

Egypt has reappeared again as a leading actor in the Middle East. After the fall of Mubarak, the rise to power of the Muslim Brotherhood and its ouster, the country has chosen its new ‘strongman’. Following the elections of al-Sisi, Egypt is back to pursuing a pro-active policy not only internally, but also in the neighbourhood. The restoration of the strategic axis with Saudi Arabia and the struggle against radical Islam are the two pillars of this new political phase. However, there are critical elements, too, from further deterioration of the political and civil liberties indexes, to the emergence of jihadist groups in the Sinai, to the enduring economic and financial difficulties. As a result of these changes, Europe and Italy should calibrate a new policy aimed at safeguarding their interests,especially from the points of view of security, stability and the fight against terrorism, also promoting more inclusive practices by the Cairo government vis-à-vis the opposition (including the Muslim Brotherhood) and developing policies which can help Egypt to respond to future challenges in terms of economic growth, poverty alleviation, demographic pressure and the creation of employment opportunities.

Haiti’s presidential elections in October 2015 were reportedly marred by voting irreBurned Ballot in the Haiti electionsagularities and fraud. The results issued by the Provisional Electoral Council in early November are contested, with the country again gripped by widespread protest, organized violence and targeted killings. An Igarapé Institute research team administered household surveys in 135 polling stations before and after the election to assess attitudes about the electoral process. The findings suggest an incompatibility between the declared result and the voting patterns of Haitian citizens. They also indicate the corrosive effects of electoral corruption on citizen attitudes and faith in the democratic process.

The U.S. Nuclear Regulatory Commission (NRC) has experienced significant changes over the last five years. NRC developed Project Aim 2020 (Project Aim) to improve the agency’s planning and operational functions. Project Aim set out to identify key strategies and recommendations to transform the agency during the next five years to enhance the NRC’s ability to plan and execute its mission in a more effective, efficient, and agile manner. The NRC requested the National Academy of Public Administration (the Academy) to conduct an independent assessment of Project Aim. The Academy’s review of Project Aim consisted of two reports: an evaluation of Project Aim processes; and an assessment of the Project Aim final report. The Academy reports were prepared by a professional Study Team, in consultation with an experienced Focus Group of five Academy Fellows and one non-Fellow. The Study Team and Focus Group utilized their knowledge of strategic planning and organizational change management in their evaluation of the NRC’s efforts, providing the NRC with several pragmatic recommendations as the agency pursues an important organizational transformation.

This volume is the product of a groundbreaking dialogue on sea-lane security held between People's Liberation Army (PLA) Navy and U.S. Navy scholars at the Naval War College in August 2013, with additional material from a related conference,"China's Far Seas Operations," hosted by the China Maritime Studies Institute in May 2012. At that time the political climate in China was uncertain, in the shadow of the Bo Xilai crisis and of the impending transition of power between the Hu and Xi regimes; accordingly the PLA Navy, though invited to participate in the "Far Seas" conference, ultimately declined to do so. This was not entirely surprising. Attempts by various agencies of the U.S. Navy up to that time to engage in discussions to advance maritime cooperation between China and the United States had been met with lukewarm responses at best. But at a maritime security dialogue in Dalian in September 2012 Senior Capt. Zhang Junshe of the PLA Navy Research Institute, a key contributor to this volume and to the success of the academic cooperation between our two institutes, approached Peter Dutton to tell him that everything had changed.

This report summarises information from the Vietnam Technology and Competitiveness Survey (TCS) that has been conducted every year since 2010, concluding with 2014. “A rising India offers one of the most substantial opportunities to advance American national interests over the next two decades,” asserts a new Independent Task Force report sponsored by the Council on Foreign Relations (CFR), Working With a Rising India: A Joint Venture for the New Century. Over the past ten years, India, the world's largest democracy, has lifted more than 130 million people out of poverty. The country has rebounded from a recent economic growth slump, surpassing China this year to become the world's fastest-growing major economy. “If India can maintain its current growth rate, let alone attain sustained double digits, it has the potential over the next two to three decades to follow China on the path to becoming another $10 trillion economy,” notes the Task Force. With Indian Prime Minister Narendra Modi's prioritization of economic growth and foreign policy revitalization, the country now has a window of opportunity to either make the necessary reforms or risk being left behind. “[India] will have to decide whether it wants to become a major part of global trade flows and deeply integrated into global supply chains. Doing so would boost India's efforts to grow its manufacturing sector and its economy; choosing not to will make that ambition harder to achieve.” Because India does not seek an alliance with the United States and closely guards its policy independence, U.S.-India relations will not resemble those Washington has with its conventional allies. For that reason, the Task Force recommends that “U.S. policymakers [should] explicitly emphasize a ‘joint-venture’ model for U.S.-India relations, focused on a slate of shared pursuits on which interests converge—and with clear mechanisms for coordinating and managing the known and expected disagreements.” The bipartisan Task Force is chaired by Charles R. Kaye, co-chief executive officer of the private equity firm Warburg Pincus and former chairman of the U.S.-India Business Council, and Joseph S. Nye Jr., distinguished service professor and former dean of the Harvard Kennedy School. Directed by CFR Senior Fellow for India, Pakistan, and South Asia Alyssa Ayres, the Task Force is composed of sixteen prominent experts from government, academic, nonprofit, and other sectors.

The report examines to what extent stakeholder engagement as a form of private governance can contribute to a corporation’s human rights due diligence performance. It takes as the basis for investigation a case study of a stakeholder engagement program implemented by the oper- ating company SMI for a planned copper-gold mine in the Philippines during the project’s pre- operational phase. The analysis examines criteria for good stakeholder engagement set out by the International Finance Corporation (IFC) and uses the UN Guiding Principles on Business and Human Rights as the conceptual framework. For the case investigated here, it is established that SMI’s stakeholder engagement program as well as the IFC’s guidelines evince several shortcomings from a human rights perspective, which in turn negatively affect other due dili- gence processes.

This report explores the connections between peace and corruption, focusing on the empirical trends between the most authoritative measures of peace and corruption. It fills an important gap as the linkages between peace and corruption are still being deeply studied. The analysis finds that there is a statistically significant relationship between peace and corruption. The most striking aspect of this relationship is the presence of a ‘tipping point’. If a country has low levels of corruption then increases in corruption will have little effect on peace. However, once a certain threshold is reached then small increases in corruption can result in large decreases in peace.

The Mexico Peace Index, produced by the Institute for Economics and Peace, provides a comprehensive measure of peacefulness in Mexico from 2003 to 2014. This report aims to deepen the understanding of the trends, patterns and drivers of peace in Mexico while highlighting the important economic benefits that will flow from a more peaceful society. The 2015 MPI presents a somewhat optimistic but cautious picture of the state of peace in the last two years. Mexico’s peace has improved 10.5 percent since 2012, continuing the trend from 2011, however 2014 saw very little improvement, improving only 0.7 percent. It is too early to determine whether this is a new trend. Mexico’s level of peace in 2014 approached 2007 levels, when homicide and violent crime began to increase rapidly.
