In July 2012, world leaders gathered in London to support the right of women and girls to make informed and autonomous choices about whether, when, and how many children they want to have. There, low income-country governments and donors committed to a new partnership—Family Planning 2020 (FP2020). FP2020 set an aspirational goal—120 million additional users of voluntary, high-quality family planning services by 2020—and received commitments totaling $4.6 billion in additional funding. Since then, the focus countries involved in the FP2020 partnership have made significant progress. Yet as FP2020 reaches its halfway point, and new, even more ambitious goals are set as part of the Sustainable Development Goals, gains fall short of aspirations. The midpoint of the FP2020 initiative is thus an important inflection point, offering an opportunity for family planning funders and the FP2020 partnership more broadly to take stock of progress, to reflect on the lessons of the past four years, to refine funding and accountability mechanisms, and to reallocate existing resources for greater impact. Of course, the primary responsibility for expanding contraceptive access falls squarely on country governments. Nonetheless, donor contributions play an important role. With the goal of reaching as many women and girls as possible by 2020 and an eye toward the 2030 Sustainable Development Goals, the Center for Global Development (CGD) convened a working group on donor alignment in family planning in fall 2015 to see how scarce donor resources could go farther to accelerate family planning gains. As the final product of the working group, the report analyzes the successes and limitations of family planning alignment to date, with a focus on procurement, cross-country and in-country resource allocation, incentives, and accountability mechanisms, and makes recommendations for next steps.

Expanding women’s economic opportunities bene ts both women and society. Women’s choices widen and societies gain from the contribution that women’s income makes to economic growth and family wellbeing. These bene ts are increasingly well-understood, but much less is known regarding the most effective interventions to empower women economically. The call to nd out what works is long overdue. Gender gaps in economic performance are pervasive and persistent — women earn less than men across countries and occupations, and gender gaps are especially salient in poor countries. A wide range of policies and programs — from long-term investments in health and education to short-term training programs and ‘just-in-time’ information on markets — can potentially help close these gender gaps and bolster women’s economic advancement.

The multilateral development banks (MDBs) emerged as one of the international community’s great success stories of the post–World War II era. Set up to address a market failure in long-term capital flows to post-conflict Europe and developing countries, they combined financial heft and technical knowledge for more than five decades to support their borrowing members’ investments in post-conflict reconstruction, growth stimulation, and poverty reduction. However, the geo-economic landscape has changed dramatically in this century, and with it the demands and needs of the developing world. Developing countries now make up half of the global economy. The capital market failure that originally motivated the MDBs is less acute. Almost all developing countries now rely primarily on domestic resources to manage public investment, and some of the poorest countries can borrow abroad on their own. Similarly, growth and the globalization of professional expertise on development practice have eroded whatever near-monopoly of advisory services the MDBs once had. At the same time, new challenges call for global collective action and financing of the sort the MDBs are well suited to provide but have been handicapped in doing so effectively. The list goes beyond major financial shocks, where the IMF’s role is clear—ranging from climate change, pandemic risk, increasing resistance to antibiotics, and poor management of international migration flows and of displaced and refugee populations. Other areas include the cross-border security and spillovers associated with growing competition for water and other renewable natural resources, and, with climate change, an increase in the frequency and human costs of weather and other shocks in low-income countries that are poorly equipped to respond.

Mexico and the United States have lacked a bilateral agreement to regulate cross-border labor mobility since 1965. Since that time, unlawful migration from Mexico to the US has exploded. Almost half of the 11.7 million Mexican-born individuals living in the U.S. do not have legal authorization. This vast black market in labor has harmed both countries. These two neighboring countries, with an indisputably shared destiny, can come together to work out a better way. The time has come for a lasting, innovative, and cooperative solution. To address this challenge, the Center for Global Development assembled a group of leaders from both countries and with diverse political affiliations—from backgrounds in national security, labor unions, law, economics, business, and diplomacy—to recommend how to move forward. The result is a new blueprint for a bilateral agreement that is designed to end unlawful migration, promote the interests of U.S. and Mexican workers, and uphold the rule of law.

Energy is fundamental to modern life, but 1.3 billion people around the world live without “access to modern electricity.” The current definition of modern energy access—100 kilowatt-hours per person per year—is insufficient and presents an ambition gap with profound implications for human welfare and national economic growth. This report summarizes the energy access problem, the substantial efforts underway to bolster power generation and access in the poorest regions, and highlights concerns about the specific indicators being used to measure progress. It then condenses a set of analytical and conceptual questions the working group grappled with, such as why and how to better measure energy usage and the multiple options that should be considered. The report concludes with five recommendations for the United Nations, International Energy Agency, World Bank, national governments, major donors, and other relevant organizations.

As recently as 2011, only 42 percent of adult Kenyans had a financial account of any kind; by 2014, according to the Global Findex, database that number had risen to 75 percent. [1] In sub­Saharan Africa, the share of adults with financial accounts rose by nearly half over the same period. Many other developing countries have also recorded gains in access to basic financial services. Much of this progress is being facilitated by the digital revolution of recent decades, which has led to the emergence of new financial services and new delivery channels. Whereas payment services often are the entry point into using formal financial services, they are not the only low­cost and widely accessible financial services being delivered in recent years. Driven by advances in new digital payment services, small­scale credit and new modes for delivering insurance services are being offered in several developing countries. Digital (payment) records are being used to make decisions about provision of credit to small businesses or individuals who do not have traditional collateral or credit history to secure loans. Additionally, affordable mobile systems have led to the provision of new and innovative financial services that would not be economically sustainable under the traditional brick­and­mortar model such as mobile­based crop microinsurance in sub­Saharan Africa and pay­as­you­go energy delivery models for off­grid customers in India, Peru, and Tanzania. [2] Increased access to basic financial services, especially payments services, by larger segments of the population reflects the growing use of digital technologies in developing countries. Simultaneously, the adoption of proper regulation based on country­specific opportunities, needs and conditions has been critical.

Regardless of its outcome, the Italian constitutional referendum will affect Italy’s position within the EU. Prime Minister Matteo Renzi proposes to simplify the legislative process by stripping the Senate of most its role in the law-making process whilst boosting the power of the executive branch. Voters will have the opportunity to decide whether to approve or decline these substantial constitutional changes on December 4, 2016, in the third constitutional referendum of the country’s history. The aim of this paper is to analyse the proposed bill and offer a prognosis of both the outcomes of the referendum in terms of Italy’s position within the EU before the 60th anniversary of the Rome Treaty in March 2017.

Federica Mogherini, the EU’s foreign policy chief, has recently been praised for mediating the Iran nuclear deal. However, policy action (or inaction) should not be the only metric by which to judge Mogherini’s successes and failures. Any High Representative of the Union for Foreign Affairs and Security Policy/Vice- President of the European Commission (HRVP) is also responsible for the effective organization and management of the European External Action Service (EEAS) and its officials. The importance of this issue lies in the fact that it is the EEAS personnel who prepares HRVP’s foreign policy proposals and represents the EU in third countries.

At the Anti-Corruption Summit held in London in May 2016, 42 governments made more than 600 commitments across a range of issues. From anti-money laundering regulation to open data to public sector integrity, ambitious ideas for tackling corruption were central to the Summit.1 Transparency International evaluated the commitments made at the Summit and found many to be significantly new (generated by the summit), ambitious (strong steps in the context of the country they are coming from) and concrete (actionable and measurable). But without any formal mechanism in place for follow up, the commitments are at risk of being forgotten or left behind. Politically, Montenegro finds itself in a paradoxical situation. At one level it is the champion of European integration in the Western Balkans when it comes to progress in the EU accession negotiations, but it is also the only country in the region that has not experienced a change of government since the introduction of the multiparty system in 1990. The same individuals, families, and political and business elites have been controlling the country’s politics and economy for more than 25 years. This situation is likely to continue after the recently held October 16 parliamentary elections where the ruling Democratic Party of Socialists managed once again to secure the most seats in parliament but fell short of securing an absolute majority. Key conclusions in this report include: the October elections were marked by numerous irregularities and were held in problematic conditions; the Montenegrin government and European Commission need to focus more on reforms in the area of the rule of law; the EU accession process remains unclear and lacks transparency. The authors present recommendations to the European Commission, European Parliament, and the EU member states for moving forward.

5117. The Strategic Costs of Civilian Harm

During the early years of the United States’ involvement in Afghanistan, the U.S. military was killing too many civilians and depriving too many others of basic rights and liberties. By 2008, nearly 40 percent of civilian deaths in Afghanistan resulted from U.S. military operations. The level of “civilian harm”—the military’s term for killing innocent civilians and causing major political, social, and economic disruption—was adversely impacting the United States’ efforts to defeat the Taliban and weakening the legitimacy of the U.S. and Afghan governments. The report, The Strategic Costs of Civilian Harm: Applying Lessons from Afghanistan to Current and Future Conflicts, examines how the U.S. military learned from its early mistakes in Afghanistan and applied lessons to mitigate civilian harm. In fact, starting in 2009, the U.S. military recognized its mistakes and started to understand the high strategic cost of civilian harm. The military’s changes led to a significant reduction in civilian deaths during the next few years. The report argues that the United States should develop a Uniform Policy on Civilian Protection. The new standards would apply to all U.S. military operations in current and future conflicts and, hopefully, better protect civilians caught in conflict.

5118. Heavy Water Loophole in the Iran Deal

Although President-elect Donald Trump’s position on the Iran nuclear deal remains unclear, he and his allies in the Congress are expected to at least better enforce and strengthen the Iran deal. They should start by focusing on the deal’s heavy water loophole, whereby Iran can store offshore in Oman heavy water it owns and controls in excess of the nuclear deal’s limits, awaiting its eventual sale. To date, if the stocks in Iran and Oman are counted together (a reasonable view since Iran owns and controls both stocks), Iran has far exceeded the nuclear deal’s stated limit of maintaining a stock of only 130 metric tons of heavy water. Yet, this loophole was sanctioned by the executive body of the Iran deal, the Joint Commission. Despite such generous treatment, Iran has even so twice violated the narrow limit of 130 metric tons of heavy water it can hold inside Iran since the deal started in January 2016. Iran should no longer be facilitated in its overproduction of nuclear-related heavy water. Oman would do the world a favor by halting its willingness to accept Iranian heavy water and send any back to Iran for downblending. The return of the heavy water and its blending down would dramatically signal to Iran that violations of the Iran deal are no longer going to be tolerated, or worse, facilitated. Moreover, any further overproduction should be seen by the United States as a violation of the deal. It should work to end the Oman loophole and mitigate damage caused by a U.S. purchase of Iranian heavy water.

Results of a nationwide sociological survey conducted by the Razumkov Centre KYIV-2016 This publication presents the results of a nationwide sociological survey conducted by the Razumkov Centre’s Sociological Service in the framework of Ukraine’s security governance challenges monitoring project, implemented by the Geneva Centre for Security Sector Governance (DCAF), jointly with Razumkov Centre, with support from the Kingdom of the Netherlands. The survey and the publication were made possible through financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The assessments and conclusions made by the authors do not necessarily coincide with official position of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The survey was conducted by the Razumkov Centre’s Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.

Economic growth and adequate social provision can make or break a potential democratic transition. In the five years following the 2011 uprising that overthrew former President Zine el-Abedine Ben Ali, Tunisia has successfully installed the architecture of political democracy: presidential and parliamentary elections in 2014 have been widely hailed as fair and transparent, and a consensus constitution was promulgated in January 2014. Yet the substantive benefit of democracy – the translation of citizens’ needs and priorities into concrete policy solutions – has in many ways remained elusive. Previous survey research has established that a plurality of revolutionary protesters in 2011 were motivated by economic failures and corruption (Beissinger, Jamal, and Mazur 2015); an exit survey of Tunisians during the 2014 parliamentary elections likewise showed that a large majority of voters prioritized economic growth, employment, and the cost of living over other concerns, including security and civic freedoms (Berman and Nugent 2015). National household survey data from the Arab Barometer (2016) confirms that Tunisians identify “the economic situation” as the most important challenge facing their country.

From 26 to 27 October 2016, the African Union (AU), in collaboration with the Government of the Arab Republic of Egypt, hosted the 7th AU High-level Retreat of Special Envoys and Mediators on the Promotion of Peace, Security and Stability in Sharm El Sheikh, Egypt (Sharm El Sheikh Retreat). Co-organised by the African Centre for the Constructive Resolution of Disputes (ACCORD), and the Cairo Center for Conflict Resolution and Peacekeeping in Africa (CCCPA), the retreat brought together a range of senior representatives from the AU Commission (AUC), including the Commissioner for Peace and Security, Special Envoys, Special Representatives and distinguished mediators. Also in attendance were senior representatives of the continent’s regional economic communities (RECs) and regional mechanisms (RMs), as well as eminent officials from the United Nations (UN), European Union (EU), League of Arab States (LAS) and civil society organisations (CSOs).

This is the sixth time that the collaborative small and medium enterprise (SME) panel survey has been conducted among formal and informal manufacturing firms in Viet Nam. The results of previous survey rounds, those of 2005, 2007, 2009, 2011, and 2013 were a motive for UNU-WIDER to approve and take the lead in collaboration with the Institute of Labour Science and Social Affairs (ILSSA) of the Ministry of Labour, Invalids and Social Affairs (MOLISA), the Department of Economics (DoE) of the University of Copenhagen, and the Central Institute of Economic Management (CIEM), to implement another survey in 2015. The 2015 fieldwork behind this report consisted of face-to-face interviews that were implemented in June, July, and August. Just over 2,600 small and medium-sized non-state enterprises operating in the manufacturing sector were interviewed in ten provinces, namely the cities of Ha Noi, Hai Phong and Ho Chi Minh City (HCMC), and Ha Tay, Phu Tho, Nghe An, Quang Nam, Khanh Hoa, Lam Dong and Long An provinces. The present report is based on the information about enterprises that were interviewed since 2005 and new enterprises that were added as a replacement for those that exited the survey. The SME biannual surveys referred to above are a result of collaborative research efforts on collecting and analysing data representative of the private sector in Viet Nam. This means that not only large or formally registered enterprises are included in the survey. As such, the SME survey builds on the existing databases created through other initiatives in Viet Nam, aiming to collect data and gain an understanding of the SME dynamics in Viet Nam. The present report aims to provide researchers and policy makers with an overview of key facts from the 2015 survey round, comparing as appropriate with data from 2013 and earlier years. The report does not contain a complete description of the full range of information available in the dataset. We encourage readers to explore the questionnaires that were used in the collection of data (available online) to see all the issues addressed. Several in-depth studies of selected issues on the Vietnamese private sector economy, exploiting the database, are underway. Subsequent studies will make use of the fact that a sample of approximately 2,600 SMEs is available, including a representative panel dating back to 2005.

Iran's international standing is currently under slow, but significant change due to the recently signed nuclear deal with the global powers group of "P5+1". The South Caucasus region will be one of the primary influenced regions by such a sharp turn in the history of Iran. Turning back to the recent history of Iran's foreign policy towards the South Caucasus, it can be seen that Tehran has found itself in unpleasant situation and unprepared to build up effective ties with the countries because of certain objective reasons. Emerged regional conflicts suddenly after the collapse of the Soviet Union between Azerbaijan and Armenia, and in Georgia with its two breakaway territories caused more difficulties for Iran's foreign policy towards the region. The targets put in the beginning for integration into the region has ended up with a defensive and limited position for Iran in the South Caucasus.

After Pyongyang conducted its fourth nuclear test on the 5th of January 2016 and declared it a successful experiment with a hydrogen bomb, the international community resumed its appeals for finding a definitive solution to the issue with North Korea’s nuclear arsenal. What impresses is the routine of the international response following the North Korean habitual act of defying the nuclear nonproliferation system: diplomatic condemnation mostly coming from the United States, South Korea, Japan, and, in a far more restrained manner – from China. When Pyongyang launched a satellite in space two days later, Seoul responded by shutting down the Kaesong industrial complex – a mutually beneficial industrial zone where South Korean companies employ North Korean labor1 . Even this seemingly harsh action does not constitute a precedent. At that time it was not very demanding to foretell the execution of consequential U.S. – South Korea military drills to display the U.S. resolution to be constantly involved in whatever is happening on the Korean Peninsula and to dismay the latest great leader of the North.

Speaking at a recent summit, the Indian Prime Minister Narendra Modi referred to India as a bright spot in the global economy. India’s rapid domestic growth and growing integration with global trade, technology and financial flows support his assertion; yet, all this is not translating into peak progress in South Asia, to which New Delhi avowedly assigns high priority. Despite India climbing nine positions in the Ease of Doing Business index (164 to 155 - out of 180 countries), its ranking vis-a-vis facilitating border trade (133) remains unchanged since the last five years. In the absence of timely reforms to bolster food security in South Asia, Sanitary and Phyto-Sanitary (SPS) measures, Technical Barriers to Trade (TBT) and administrative measures for trade facilitation have emerged as the biggest concern to South Asia’s food trade. 86 percent of South Asia’s food trade remains crippled with non-standard implementation of SPS and TBT measures.

5135. NATO’s Future: A Tale of Three Summits

NATO tends to make progress on key policy issues and capability from summit to summit. Major shifts in the orientation of the Alliance can be traced to significant summits like London (1990), Washington (1999), Prague (2002), and Lisbon (2010). During the past two years, NATO has held a summit in Wales (4-5 September 2014) and one in Warsaw (8-9 July 2016). A third minisummit is planned for Brussels in 2017. These first two summits taken together again significantly shifted the focus of the Alliance in the face of a series of new and dangerous challenges in the East and South. They shifted NATO’s posture in the East from benign neglect to allied reassurance to some degree of deterrence. The proposed force posture is inadequate to defeat a determined Russian short warning attack. Considerable increases in forward deployed forces (perhaps seven brigades) plus strengthened reinforcements would be necessary for NATO to hold its ground. But the Warsaw formula does provide what might be called “deterrence by assured response.” In the South, Allies recognized the complexity of the threats to Europe and sought to define NATO’s role in dealing with them. The third summit next year in Brussels could set the stage for further progress on both fronts. Much more still needs to be done. But with these fairly dramatic changes, NATO is in the process of once again restructuring itself so that it will not be “obsolete” in the effort to provide security for the transatlantic allies. This paper briefly analyzes 20 key issues now facing the Alliance and highlights the progress made in Wales and Warsaw. It also suggests some directions for the Brussels summit and beyond.

Abstract:
While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

Four years after the negotiations started in Havana, 2016 marked the success of the peace talks between the Colombian government and the Farc rebels. Even if during the entire process the outcome was unclear, most political actors did not wait for the actual signature of the agreement to claim results. New public policies have been launched and in the rural and land sector the break with a violent past has been loudly dramatized. Changes conducted in the name of the consolidation of peace do however have more discreet effects. They cause an increased business of land, which risks producing exclusion and dissent in rural areas. Although it is undeniable that the post conflict agenda includes reparation policies for the victims and protection for small farmers, taking advantage of peace as an opportunity for economic development does also trigger interest for territories that are defined as new agrarian frontiers. And so, not only have the agro-industrial exploitation and the commodification of nature become legitimate, but they seem to be part of the social changes that are both made possible by peace, and desirable.

War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

A central question in the study and practice of civil resistance is how nonviolent movements can maintain nonviolent discipline among their members. What factors encourage and sustain nonviolent discipline, particularly in the face of violent repression? While several scholars have suggested answers to these questions to date, the answers have largely remained ad hoc and have not been systematically tested. This monograph addresses these deficits in the literature by offering a unified theory of nonviolent discipline. This theory provides a helpful tool for better understanding how nonviolent discipline is created, sustained and shaped by repression. Following the theory, the monograph presents two tests of the effects of several influences on nonviolent discipline. The first is on the impact of patterns of repression, history of civil resistance, and campaign leadership and structure on nonviolent discipline.

This outcome document synthesizes the discussions that took place during the May 12 workshop. The workshop was part of a series of consultations undertaken to support the Special Rapporteur’s second thematic analysis on the impact of international investment agreements on the rights of indigenous peoples (available here). Held at the Ford Foundation in New York, the workshop brought together 53 academics, practitioners, indigenous representatives, and civil society representatives to explore strategies for strengthening the rights and interests of indigenous peoples in the context of international investment. The workshop provided an opportunity for participants to share their diverse perspectives, experiences, and insights regarding the intersection of international investment and human rights, and to discuss creative and pragmatic approaches to short and long-term reform of both the investment and human rights regimes, with the ultimate goal of ensuring that indigenous rights are respected, protected, and fulfilled.

Land-based investments can create significant grievances for local individuals or communities, and host governments seeking to address those grievances must navigate a complicated landscape of legal obligations and pragmatic considerations. This report, funded by UK aid from the Department for International Development, focuses on practical solutions for governments confronting grievances that arise from large-scale investments in agricultural or forestry projects. The report considers such solutions in the context of governments’ legal obligations, particularly those imposed by international investment law, international human rights law, and investor-state contracts. Understanding the implications of this diverse range of legal obligations is particularly important in light of investors’ growing recourse to international investment arbitration, which can expose a government to liability under an international investment treaty for actions that may be in the best interest of a country and its citizens. Analyzing such obligations is a useful first step for a government seeking to protect its citizens against the negative impacts of land-based investments.

ISIS traditionally uses Ramadan – which begins on June 6 and ends on July 5, 2016 - as a justification for its attacks and as an occasion to reorient its strategy. International negotiations to reach a political settlement in Syria have resumed, although serious challenges remain to reaching a political settlement. The talks follow two weeks of a “cessation of hostilities” in which the Russian air campaign in Syria decreased notably, though it did not entirely cease. Putin announced that he would withdraw some airframes from Syria on March 15, incentivizing both Assad and the opposition to engage in Geneva. Major opposition demands such as the removal of Syrian President Bashar al Assad from office have not been met, however, and Syrian regime officials have not conceded that there should be an immediate release of political prisoners. Reaching a political deal in Geneva under these conditions will therefore be difficult. The conditions in which the Geneva negotiations are taking place still strongly favor the regime, indicating that a transitional government, if formed, likely will fail to reconcile most Sunni armed actors with the government. The result could actually increase the jihadist threat while miring the U.S. and regional states in political turmoil in Damascus.

There is strong bipartisan support for Section 941 of the Senate’s version of the National Defense Authorization Act for 2017, which requires the Pentagon to use cross-functional teams (CFTs). CFTs are a popular organizational construct with a reputation for delivering better and faster solutions for complex and rapidly evolving problems. The Department of Defense reaction to the bill has been strongly negative. Senior officials argue that Section 941 would “undermine the authority of the Secretary, add bureaucracy, and confuse lines of responsibility.” The Senate’s and Pentagon’s diametrically opposed positions on the value of CFTs can be partially reconciled with a better understanding of what CFTs are, how cross-functional groups have performed to date in the Pentagon, and their prerequisites for success. This paper argues there is strong evidence that CFTs could provide impressive benefits if the teams were conceived and employed correctly.

Presidents Nikos Anastasiades and Mustafa Akinci paved the way to rekindle the resolution process which had gone amiss on the Island over the years. Despite their inherent different political ideologies, both men were convinced of the potency of settlement; as such they worked in preparation of their societies towards the resolution. The public opinion polls conducted on the Island captures an important detail; thus, a considerable majority of the Turkish Cypriot society is unready for the eventual settlement of the Cyprus question irrespective of their leaders’ goodwill. There are two main issues essential for a concrete future resolution plan-‘security and property’. Views on the protection of the bicommunality and other expectations are equally important alongside other issues that were mentioned by the Turkish Cypriots that we conducted interviews with. The concerns raised essentially focus on the security issue. The Turkish Cypriots’ desire to live in security both politically and economically post-unification.

The continued growth of powerful transnational challenges poses grave and persis- tent threats to the security and well-being of the United States. America’s approach needs to be updated to include new foreign policy tools and new approaches. The heart of the new foundation for U.S. foreign policy should be an investment in the efforts of nations at risk of collapsing and unleashing global threats to build legitimacy and to escape the trap of repression followed by upheaval. International Compacts for Governance, Prosperity, and Security could transform how the international community works in partnership with fragile states to improve their legitimacy and security over time. The United States will need the political will and leadership to support steady, long-term, and carefully designed investments in fragile states. This will also require rebalancing U.S. foreign policy resources toward development, diplomacy, economic statecraft, and justice sector reform, while maintaining the world’s most powerful military. All of these tools are required to move from a focus on countering terrorism to a focus on defeating extremism and enabling other nations to build the legitimacy they need themselves. This is the strategy that will most effectively and sustainably ensure America’s national security—and, indeed, global security as well.

Immigrant labor and entrepreneurship are believed to be powerful forces of economic revitalization for communities struggling with population decline. Estimates suggest that the total number of unauthorized immigrants currently residing in the United States is approximately 11.3 million, or about 3.5 percent of the total 2015 resident population of 324.4 million. Of those 11.3 million, we estimate that 7 million are workers. What is the economic contribution of these unauthorized workers? Supplied with new evidence of accelerating Arctic warming and approaching environmental tipping points, the Obama administration will convene science ministers from around the world in September to assess the rate and consequences of Arctic climate change and weigh global strategies for averting its worst effects. This first-ever White House Arctic Science Ministerial—which will include top science advisers, high-level officials, and Arctic indigenous community leaders—coincides roughly with the one-year anniversary of President Barack Obama’s 2015 Alaskan Arctic trip. After his historic visit to the High North, President Obama told Vogue, “The looming crisis in the Alaska Arctic is a tangible preview of the looming crisis of the global condition.” The president is right to worry. The Arctic is warming twice as fast as the rest of the planet, setting off a cascade of dangerous changes at the top of the world that include vanishing Arctic snow and ice, thawing permafrost, and melting of the Greenland ice sheet. These changes risk triggering irreversible tipping points with perilous side effects, such as unmanageable sea-level rise and coastal flooding, more frequent extreme weather, and increased warming and carbon emissions. These changes threaten the well-being of people around the globe.

The Center for American Progress and the China Institutes of Contemporary International Relations, or CICIR, have partnered often over the years, working regularly on areas of cooperation between China and the United States and on options for managing areas of competition and tension. Together, CAP and CICIR have held or participated in many conferences, workshops, and symposiums that bring together Chinese and U.S. officials and scholars; we have worked on joint publications; and we believe that we have helped enable substantial cooperation between the United States and China. Mistrust complicates U.S.-China relations and can obscure areas where cooperation might be possible and beneficial. Negative dynamics also obscure from others the depth of U.S.-China cooperation in a wide range of areas. In this report, we try to cut through these dynamics and offer new options. In 2014, CAP and CICIR began to discuss how U.S.-China tensions might be obscuring areas of mutual interest in Southeast Asia, a region of tremendous importance strategically and economically to the entire region and the world. Prior to this project, in our respective organizations, the people who work on Southeast Asia did not work closely with colleagues working on U.S.-China bilateral relations. In most cases, our bilateral experts had spent little or no time in Southeast Asia, yet the tensions at play in the region featured prominently in their day-to-day work. Both the United States and China, meanwhile, were making investments and building new partnerships with Southeast Asian countries. Was Southeast Asia to be an arena of competition for China and the United States, or could there be areas of cooperation with members of the Association of Southeast Asian Nations, or ASEAN, that brought benefit to all? The potential for research by our teams with Southeast Asian counterparts was clear. It was our friend and colleague Nina Hachigian who proposed the concept that would make this a groundbreaking project. Now the U.S. ambassador to ASEAN, Hachigian is a diplomat and scholar of rare skill and creativity. She noted that CAP and CICIR could only do productive work in this area by doing two things: First, the organizations needed to join their stovepiped research teams into a single group with expertise on both Southeast Asia and U.S.-China relations. Second, CAP and CICIR had to partner with scholars in the region who study the United States, China, and ASEAN. And rather than holding a conference, why not travel through the region with local hosts?

One of the most profound developments in international affairs since the end of the Cold War has been the rise of a global accountability movement that seeks to hold political authorities responsible for abuses inflicted on their own citizens and those of neighboring countries.1 During the decades between the Nuremberg and Tokyo War Crimes tribunals of the late 1940s and the collapse of the Soviet Union, the world’s great powers demonstrated little interest in establishing international justice mechanisms to redress gross human rights abuses.2 That changed in 1993, however, when the United Nations passed a resolution establishing the International Criminal Tribunal for the former Yugoslavia, or ICTY.3 The decade that followed saw the creation of supranational tribunals to try the perpetrators of atrocities in Rwanda, Sierra Leone, East Timor, and Cambodia, and also the founding of an International Criminal Court, or ICC, whose jurisdiction has been recognized by more than 120 nations.4 The purpose of these institutions was to end impunity—that is, the absence of criminal liability—in countries where political and military authorities had committed horrific violence against civilians.

The geopolitical landscape that emerged after the end of the Cold War is facing recent strains from an unprecedented wave of global migration, climate change, and a more assertive Russia and competitive China—and the Middle East has emerged as a focal point for many of these challenges. The administration of the next U.S. president will face a Middle East challenged by regional power tensions; multiple civil wars; state collapse driven by political legitimacy crises; threats from rapidly evolving terrorist networks; record numbers of refugees; and escalating economic and human development pressures. These challenges, along with a new wave of regressive authoritarian forces limiting basic freedoms, will require the next administration to take a proactive and long-term approach to the Middle East. Dynamics in the Middle East have understandably caused many Americans to question the value of U.S involvement in the region. Indeed, this skepticism is supported by the track record of the past 15 years, particularly the fallout from the 2003 Iraq war. But recent events and trends in the Middle East—from the rise of the Islamic State to the refugee crisis spilling over into Europe—demonstrate that the United States has important stakes in what happens in the region. Because of the threats that the Middle East presents for the homeland and the danger that continued conflict in the region poses to global stability, the United States needs to work closely with regional partners to adopt a long-term approach to the region that advances America’s interests and values.

The Americas affect U.S. national and homeland security, economic prosperity, and stability perhaps more than any other region in the world. Collectively, they are the destination for more than 40 percent of all U.S. exports,1 the source of 65 percent of all U.S. energy imports,2 and the region of origin or heritage for 17 percent of the U.S. population.3 As the next administration looks to the Americas, it will have a fundamental choice: It can embrace the partnership model that seeks to work with those in the region willing and capable to engage on the wide range of bilateral, regional, and global issues that have predominated the past eight years. Or, in contrast, the administration can unreasonably attempt to wall the United States off from its closest neighbors.

Abstract:
The Small Arms Survey’s Trade Update 2016: Transfers and Transparency reports that the world’s ‘top’ and ‘major’ small arms exporters delivered at least USD 5.8 billion worth of small arms in 2013, an increase of 17 per cent compared to the USD 5 billion worth exported in 2012. The United States exported a record USD 1.1 billion worth of small arms in 2013, followed by Italy (USD 644 million) and Germany (USD 557 million). These three states accounted for almost 40 per cent of exports in 2013. In addition, significant increases in exports were recorded by Croatia, Israel, Spain, and Switzerland, whose small arms exports in 2013 pushed them over the USD 100 million mark. Meanwhile, transfers of small arms to the United States (USD 2.5 billion) alone accounted for 42 per cent of all imports.

Libya’s militia problem—which is a primary source of political and economic instability—is more complicated than defeating IS because it is more widespread. Dealing with it is a fundamental part of any effort to build a unified Libyan state. There are said to be as many as 2,000 militias across Libya, and while most are independent, they do fall into three general categories.10 There are those militias aligned with the GNC, many of which are Islamist but not necessarily jihadi. There are those that are generally anti-Islamist, loyal to the HoR and its military strongman supporter General Khalifa Haftar. Then there are those that are radical jihadis, such as IS and Ansar al-Shariah, which have ties to Al Qaeda.11 These militias form coalitions when it suits their purpose and at other times are at odds with each other. Regardless, they have helped create a failed Libyan state with no central authority or security structure.12 The criminal underground in Libya has been functioning since the time of Gadhafi. There are a number of groups, but there is no real central power structure similar to the mafia. Instead, these criminal groups operate independently, and they traffic in a variety of things, including guns, drugs, and people. They work with whoever serves their purpose, including IS. The role of the criminal underground has increased as the Libyan economy continues to crumble. In a very real sense, these criminal groups are the connective tissue between the jihadis and the militias, with all three impeding efforts to rebuild Libya.13 If Libya devolves into further instability—in effect becoming a failed state—it creates a threat to the region; a threat to Europe because of the increased flow of refugees and migrants from Libya; and a threat to both the United States and European Union because of the presence of IS and Al Qaeda affiliates. While addressing Libya’s security crises is an essential piece of the effort to build a functioning state, it will certainly be a difficult and complicated process. Nonetheless, there are things that can be done that will help make Libya more secure.

To date, 17 G-20 countries—which account for 67 percent of global greenhouse gas pollution—have officially joined the Paris Agreement, bringing the pact into effect sooner than anyone expected.1 If they follow through with their commitments to reduce emissions, it will represent unprecedented progress in the global effort to curb climate change. U.S. President-elect Donald Trump, meanwhile, has suggested a number of actions, including dismantling the Clean Power Plan and pledging to “cancel” the Paris Agreement, that would drive the United States—and potentially other countries—in the opposite direction.2 In light of this, the G-20 summit in July 2017 provides an important opportunity for committed major powers to resist backsliding by any and all G-20 countries—and even to make some progress in meeting the climate challenge. To its credit, the German government, which officially assumed the G-20 presidency in December 2016, has taken steps that position the summit well for just such an effort. When German Chancellor Angela Merkel announced her three “pillar” objectives for the summit, she explicitly identified climate change as a priority. These pillars include fostering global economic stability; making the global economy viable for the future, including through the Paris Agreement and the 2030 Agenda for Sustainable Development; and establishing the G-20 as a “community of responsibility,” including by promoting a compact with Africa that would address infrastructure investment, among other topics.3

On October 16, 2016, the U.S. Director of National Intelligence James Clapper and Secretary of Homeland Security Jeh Johnson issued an extraordinary statement, indicating that the “U.S. Intelligence Community is confident that the Russian Government directed the recent compromises of e-mails from U.S. persons and institutions, including from U.S. political organizations.”1 The release of this hacked information was all directed at the Democratic presidential campaign and its affiliates, with no hacked information leaked regarding the campaign of the Republican presidential nominee, and now president-elect, Donald Trump. These senior U.S. intelligence officials pointed out that Russia, under President Vladimir Putin, had used similar tactics across Europe and Eurasia to bolster right-wing nationalist parties and that “[t]hese thefts and disclosures are intended to interfere with the U.S. election process.” Director Michael Rogers, head of the National Security Agency, noted, “There shouldn’t be any doubt in anybody’s minds, this was not something that was done casually, this was not something that was done by chance, this was not a target that was selected purely arbitrarily. This was a conscious effort by a nation-state to attempt to achieve a specific effect.”2

The incoming U.S. administration has an opportunity to increase stability and advance U.S. security interests in the Middle East by outlining a framework for Israelis and Palestinians to make independent, coordinated, and constructive steps toward a two-state solution. This solution would support a safe and secure Israel and a sustainable, contiguous, and sovereign Palestine. The detritus of the U.S.-Soviet Union relationship remains a part of the U.S.-Russian relationship. During the Cold War, U.S. policy went from containment to détente to confrontation. Today, the vicissitudes of Russian President Vladimir Putin’s engagement with the United States range from the productive—the Iran nuclear deal is one example—to confrontation—Ukraine is a good example—to doing a bit of both—Syria is an example of this. Putin wants Russia to not only have a seat at the table where decisions are made about global international issues but also wants the seat once held by the former Soviet Union.1 In other words, Putin wants a return to the great power politics of the Cold War and a free hand in the territory that was part of the Soviet Union. In this regard, Putin needs the United States as an adversary, though not necessarily as an enemy.2 This sort of dynamic allows him to maintain political support at home—he is protecting Russia from an outside threat—which allows him to avoid fixing an economy that is faltering3 and addressing the corruption that is a significant part of the political scene.4

This meeting report is a summary and analysis of the preliminary results of the Expert workshop on South East Asia Collection of Counter-Narratives. Terrorism and violent extremism have been threats to South East Asia for decades, with local and international terrorist organizations such as Al-Qaeda historically establishing networks aligned with local conflicts. For example, Al-Qaeda has established connections with the Abu Sayyaf Group (ASG) in the Philippines; Lashkar Jundullah in Indonesia; Kumpulan Mujahidin Malaysia (KMM) in Malaysia; and Jemaah Islamiyah (JI) in Indonesia, Malaysia, the Philippines, Singapore and Thailand. The terrorist attack in Jakarta in January 2016 has served as a reminder that terrorism in South East Asia is still a current and ongoing threat. Moreover, it revealed that ad-Dawla Islamiyah fi al-Iraq wa asSham (Daesh or Islamic State of Iraq and as-Sham/ ISIS) is utilizing a similar model as Al-Qaeda has historically: establishing international networks and recruiting local actors in South East Asia to carry out their aims and objectives.

Abstract:
The result of the UK’s June 2016 referendum on continued membership of the EU was unexpected and its consequences may be wide-ranging and grave. This report considers the impact of the UK’s exit from the European Union (‘Brexit’) on the security of Estonia, the Baltic Sea region and Europe more widely. Its focus is hard security – military security and defence. The UK is a defence and security actor of considerable prominence, able to contribute significant military capability to the organisations and operations in which it participates. It is, however, sceptical about the place of the EU in defence matters and has achieved a certain level of infamy for its perseverance in obstructing the further development of an EU defence dimension. One immediate consequence of the Brexit referendum result was a burst of ideas for further EU defence integration, which has led to an agreement on the first steps for implementing the EU Global Strategy in the area of security and defence. Not all member states, however, are enthusiastic for these ideas. Interviews conducted for this report with officials and researchers in the Baltic Sea states of Denmark, Germany, Estonia, Finland, Latvia, Lithuania, Poland, Sweden, and also in the UK found that interviewees believed that their countries shared with the UK approaches to security that would be harder to pursue after Brexit without the active support of the UK itself, and were largely sceptical about the need for further defence integration in the EU. In general, though, interviewees felt that the character of the European security environment post-Brexit is very difficult to forecast and the many factors that will contribute to shaping it are highly uncertain, complex, and intertwined. In these circumstances, scenario planning methodologies offer perhaps the best means of thinking about the future and informing policy decisions. The report thus identifies a range of possible post-Brexit scenarios as a vehicle for testing policies and identifying those likely to result in maximum benefit and minimum cost.

Estonian, Finnish and Irish troops serve under a combined battalion in the UNIFIL mission in south Lebanon. The size of the contribution these three states make to UN peacekeeping is perhaps not well known – they are respectively the fourth, second and first largest European contributors, per capita, to UN missions. For each of them, UNIFIL is their single largest contribution to peace support operations. In this report, commissioned by Ireland’s Department of Foreign Affairs and Trade, we examine the role of small states in United Nations peacekeeping through the lens of UNIFIL. Despite the different backgrounds and military cultures ofthe participating states, the Finnish/Irish Battalion is a successful partnership, bringing direct benefits to each of the countries involved. 5193. Strengthening the Strategic Balance in the Baltic Sea Area

The Defence Committee of the Riigikogu (Estonian Parliament) commissioned ICDS to conduct a study on the strategic balance in the Baltic Sea region with aim to contribute, in the run up to the Warsaw Summit, to the discussion on the optimum Alliance military posture in the region. Assumptions: Russia follows an increasingly aggressive anti-Western policy of revisionism and has become a direct and open threat to NATO. It is implementing an ambitious military modernisation programme and has demonstrated a tendency to use force against weaker neighbours. NATO´s overall superiority vis-à-vis Russia is not reflected equally in the Baltic Sea region, especially by taking into account geography and force postures. The Alliance military power is not sufficiently available in the region. Russia will strive to avoid a full-scale war with NATO, but it could be tempted, nevertheless, while being guided by misperceptions, to provoke and exploit a “local conflict” to test and undermine the Alliance. Key findings: Credible NATO deterrence in the eastern flank of the Alliance requires an optimum balance between deterrence by punishment and deterrence by denial. Present NATO defence posture in the Baltic Sea region is inadequate for the effective deterrence by denial. Notable capability gaps exist as regards air and missile defence and naval presence. Russia has the ability to impose an A2/AD “bubble” over the Baltic states and large parts of the Baltic Sea. The major concentration of Russian forces in the areas surrounding Baltic states clearly exceeds defensive needs. Many of these units are offensive in their nature. Russia is frequently exercising military actions against Baltic states and their separation from the rest of the Alliance In military terms Belarus is an extension of Russian armed forces and performs an important geopolitical role, especially with regard to the “Suwalki gap”. The most likely worst scenario is not a “hybrid crisis” or limited incursion, but the separation and possible conquest of the Baltic states by conventional military means. Conclusions and recommendations The Russian threat has to be clearly acknowledged, treated as a strategic long-term challenge and taken fully into account in NATO’s defence planning and future posture in the Baltic Sea area. Effective deterrence requires a clearly increased presence of Allied forces in the region. NATO’s forward defence has to move from a symbolic to a meaningful presence. The Alliance’s forward presence must balance two key aspects: military effectiveness and multinationality. Military effectiveness requires the forces to be combat ready. The United States should exercise leadership by providing the framework and certain key capabilities, which would then be complemented by contributions from other Allies. In terms of manoeuvre formations, the baseline consideration should be brigade-sized units. A continuous presence of two brigades would be necessary, in addition to the indigenous forces of the Baltic countries. An increased presence of air assets, including transition from Air Policing mission to Air Defence, and maintenance of a robust naval presence in the Baltic Sea, is required. The Baltic countries will need to allocate additional resources for the Host Nation Support, including the development of necessary infrastructure. Alongside the strengthening of the forward presence component, the Alliance needs to refine capabilities for the deployment of reinforcements and follow-on forces, and for the neutralization of Russia´s A2/AD capabilities. The Allies should demonstrate their ability, in collective defence exercises, to rapidly move large numbers of troops to the Baltic region.

The Trans Legal Mapping Report is a research project by ILGA World, detailing the impact of laws and policies on trans persons across the globe. Its latest edition, released in September 2020, covers the legal situation in 143 UN member States: it highlights provisions which set out how trans and gender-diverse people can change their sex/gender marker and names on official identity documents (legal gender recognition), but also collects information on laws criminalising trans identities, both explicitly and de facto – looking at the situation for our communities in every region of the world. All too often, processes for gender marker and name change include requirements that are blatant human rights violations: this report outlines them clearly, but also shows progressive examples from across the world. Compiling information both through desk-based research and the lived realities of trans activists across the world, the ILGA World Trans Legal Mapping Report is a fundamental tool that advocates can use to engage with their national governments and bring about change.

Now, the results of a ground-breaking survey of what all South Africans think about homosexuality and gender non-conformity – and how they behave, based on that – is available. For the first time, there is scientifically valid, nationally representative data to inform social dialogue and advocacy, public policies, and academic debate. The results confirm some common-sense realities which are often denied by those who oppose equality and social acceptance of gay and lesbian people – but which have not been tested in research on this scale up to now. The results also reveal some surprising new findings.
