Abstract:
The European Parliament election results show a rise in apathy and hostility towards the EU. A fundamental rights strategy could help to boost the Union’s legitimacy in the eyes of the public. EU institutions should jointly adopt a strategy that highlights the benefits for citizens of rights conferred at EU level. A strategy would allow the Union to meet its overarching goal of improving the well-being of its peoples and improve its credibility when promoting human rights with third countries. The strategy should be structured around measures to respect, protect and promote fundamental rights to the fullest extent allowed by the Union’s powers. To develop and implement the strategy, the institutions should engage in regular and structured dialogue with the United Nations, Council of Europe, Fundamental Rights Agency, and civil society organizations.

Abstract:
The new leaders of the EU’s institutions face immediate and major challenges—from conflict in the EU’s surrounding region to rising xenophobia within its own borders—that have major implications for the future of Europe’s open societies. The European Parliament elections in May 2014 led to a turnover of half of the body’s members and the intake of many more xenophobic populist parties. The European Commission—the EU’s executive body—has a new president and College of Commissioners who will need to find new approaches to employment, inclusion, and development. The new European Council president will also have a tough job finding consensus among EU heads of state and government on issues ranging from relations with Russia to economic governance.

4893. Ethnic Origin and Disability Data Collection in Europe: Measuring Inequality—Combating Discrimination

Abstract:
The report Ethnic Origin and Disability Data Collection in Europe: Measuring Inequality—Combating Discrimination is published within the framework of the Equality Data Initiative, a project launched by the Open Society Foundations in collaboration with the Migration Policy Group and the European Network Against Racism to increase awareness within the European Union for the need to collect reliable data for groups at risk of discrimination. The report challenges the commonly held view in Europe that the collection of disability and ethnic data is categorically prohibited. It voices the necessity to involve the affected communities in the process of defining best practices and to respect binding core principles of data collection such as self-identification of the data subject and consent-based, voluntary, and anonymized data collection. The focus of the research is on Bulgaria, Germany, Hungary, Ireland, Romania, and Sweden in the field of public education and on France in the field of public employment. Most of these EU member states collect data about their citizens in one or other way. However—as the report suggests—their methods lead to results that are either inaccurate or unreliable. The report makes recommendations for action at both the national and EU levels in order to achieve effective change in the field of equality data and to use data to promote equal treatment. Advocacy and strategic litigation are needed to steer national debates away from taboos, and question unlawful, harmful, or simply unsuitable data collection practices, and to call for the inclusion of disability and ethnic minority communities in the process. The European Commission and other EU institutions can provide guidance in this process by issuing recommendations and guidelines on equality data collection.

Abstract:
When trans people’s passports, driver licenses, and national ID cards, do not reflect their gender identity, it can exclude them from fundamental aspects of daily life—like receiving health care, schooling, housing, or a bank account. And it can prevent trans people from exercising basic liberties like the right to vote or freedom of movement. The vast majority of trans people around the world cannot obtain official documents under their appropriate name and sex that match their gender identity. Where this is possible, trans people often face highly restrictive laws or regulations for changing name and sex that violate human rights obligations. These restrictions may involve excluding trans people who are married or have children, or require compulsory medical diagnoses or proceedures, including those that result in sterilization. License to Be Yourself documents some of the world’s most progressive and rights-based laws and policies that enable trans people to change their gender identity on official documents. It shares strategies that activists have successfully used in a variety of global and legal contexts, and features case studies from Argentina, Australia, Hong Kong, Kenya, Ukraine, and the United States. This report is a resource for activists working on human rights issues for trans people, local communities examining best laws and policies, and policymakers seeking to uphold the rights of trans people.

4895. Financing for the Implementation of National Action Plans on UN Security Council Resolution 1325: Critical for Advancing Women's Human Rights, Peace and Security

Abstract:
In 2000, the United Nations Security Council adopted the landmark resolution 1325(2000) on Women and Peace and Security, a historic recognition of the gender dimension of conflict, the disproportionate impact of conflict on women and girls, and the significant, yet often unrecognized, contributions women have made – frequently in the face of grave threats and unrelenting opposition – to sustained conflict resolution and peacebuilding. As we approach the 15-year anniversary of the resolution and the world continues to be plagued by unresolved conflicts and new threats to peace, human security and dignity, efforts to implement UNSCR 1325 and, indeed, the full Women and Peace and Security agenda) must be redoubled. The time is ripe to accelerate adequate and predictable funding. Though a host of factors contribute to the success of resolution 1325 (2000) implementation, adequate funding remains paramount among these. Yet, OECD recently reported that only three per cent of peace and security funding targets gender equality and women’s empowerment as a principal objective.1 Therefore sustainable and adequate financing continues to be a significant challenge. Despite being at the forefront of work to advance the Women and Peace and Security agenda, women’s rights groups, networks and movements face uniquely difficult obstacles in accessing sustainable funding for their work, particularly at the grassroots level. While governments hold primary responsibility for the implementation of resolution 1325(2000), women’s rights groups and movements are vital to addressing the context specific root causes of conflict and building a transformative and sustainable peace. Funding women’s rights groups and movements would go far in addressing the “implementation deficit” faced by the WPS agenda.

Abstract:
The forthcoming 15th anniversary of UNSCR 1325 once again brings to the fore the importance of monitoring policy implementation. In the last 15 years, greater accountability to the resolution has been a consistent call from civil society, the UN and Member States. However, only a handful of Member States are actually monitoring the progress and achievements as well as the gaps and weaknesses in the implementation of the resolutions. The 2014 edition of Women Count, Security Council Resolution 1325: Civil Society Monitoring Report, demonstrates once again that while it is labor intensive and time consuming, monitoring is a doable and relevant exercise. It also illustrates that while funding is absolutely necessary, the lack of it should not be an excuse to not monitor. On the fifth year of Women Count, the civil society monitoring of UNSCR 1325, civil society groups from Azerbaijan, India, Iraq, Kenya and Libya are participating in this independent monitoring report for the very first time. Moreover, we are for the first time including a territory, Nagorno-Karabakh in monitoring and analyzing the applicability of the WPS resolutions in different socio-political and cultural contexts. 21 countries were monitored in 2014 bringing the total number of countries monitored in the last five years to 24. Beyond just a figure, this number represents the wealth of data, information and analysis on how UNSCR 1325 has impacted the lives of women around the world—in conflict-affected countries, in developed and non-conflict countries, in middle income countries; in countries with or without National Action Plans. GNWP’s participation in the ongoing Global Study on Women, Peace and Security is informed by the findings and recommendations in the last five years of this monitoring exercise. I would like to emphasize that some of the findings and recommendations such as those on women’s lack of representation in official peace negotiations, lack of local level action, as well as the persistent problem on lack of funding for women’s peacebuilding work at the grassroots level are not new and in fact some of them have been articulated prior to 2010. However, the civil society monitoring initiative presents new evidence and fresh insights.

2014 yılında Lübnan’ın genelde Ortadoğu bölgesine hâkim olan kargaşanın özelde ise Suriye’nin yarattığı kaosun etkisinde kalmayı sürdürdüğü gözlemlenmiştir. Bu bağlamda ülkede 2014 boyunca kaydedilen gelişmeler büyük ölçüde Suriye’de yaşanan iç savaştan etkilenmiştir. Bu yazıda Lübnan’ın 2014 yılı gelişmeleri; iç siyasette bir krize dönüşen cumhurbaşkanlığı seçimleri, ekonomik problemler, uluslararası ilişkiler ve dış aktörlerin ülkeye etkisi alt başlıkları ile ele alınmıştır. Lübnan 2014 yılını, sayıları ülke nüfusunun yarısına yaklaşan Suriyeli sığınmacılardan kaynaklanan ekonomik problemler, iç siyasetteki istikrarsızlık ve Lübnan ordusu askerlerinin rehin alınmasına kadar varan silahlı eylemler ile artan toplumsal huzursuzluk atmosferinde geçirmiştir. Son tahlilde uluslararası aktörlerin müdahaleleri ile siyaset arenasında yaşanan güç savaşı toplumun tüm katmanlarına yayılan huzursuzluğun ve kutuplaşmanın artmasına sebep olmuştur. | Throughout the 2014, Lebanon faced with various crises in relation to the civil war in Syria. This study is a brief analysis of these problems that the country confronted. It will particularly focus on the presidential election which created a serious domestic crisis among the political actors in the country. In addition to this, the paper will analyze economic problems and the effects of external actors in Lebanon. The study argues that political developments in Lebanon are deeply effected from the Syrian conflict and its actors. The Syrian crisis continued to have a direct impact on Lebanon in 2014, particularly with regards to the issue of Syrian refugees. In addition to these problems, intervention and the power struggle of the international actors in Lebanon’s politics resulted with increasing social unrest and political instability. This situation increased the political polarization in the country.

The study, with this aim, benefits from the news which raises the domestic and regional dynamics and especially from independent media sources. As a result, events happened in above mentioned contexts are examined in a causality relation and domestic and structural elements which lead to understand the policy of the Libya are identified.

Irak için 2014, birçok alanda kaosun, krizin ve şiddetin hüküm sürdüğü bir yıl olmuştur. IŞİD’in saldırıları, muhalif Sünnilerin hükümete karşı silahlanması, Şii milislerin savaşa aktif olarak geri dönmesi ve ABD öncülüğündeki koalisyon saldırıları nedeniyle Irak toprakları tam bir savaş alanına dönmüştür. Hem çatışmalar hem de düşen petrol fiyatları nedeniyle Irak ekonomisi 2014 yılında da beklenen gelişmeyi gösterememiştir. Diğer yandan gergin bir atmosferde gerçekleşen 30 Nisan parlamento seçimlerinin ardından sekiz yıllık Nuri el-Maliki dönemi sona ermiş ve Haydar el-Abadi başbakan olmuştur. Yeni yönetimle birlikte Ankara ile Bağdat arasındaki resmi temaslar da hızlanmış ve ilişkiler gelişmeye başlamıştır. | 2014 was a year of chaos, crisis and violence in many areas for Iraq. Because of ISIS’s attacks, arming of opponent Sunnis, returning of Shiite militias to struggle actively and the US-led coalition attacks, Iraq territories were transformed into a battlefield. Due to these conflicts and falling of oil prices, Iraq’s 2014 economy was worse than the previous year. On the other hand, as a result of April 30 general elections, eight year Maliki government ended and Haydar Abadi rulership began. Thanks to new government in Iraq, official visits increased and relations between Ankara and Baghdad began to develop.

Looking back at the parlous state of the People's Liberation Army Navy (PLAN) in the early 1980s, Liu Huaqing, its former commander, wrote, "All areas [of the navy] required significant strengthening, but I believed the key was developing capable personnel." Indeed, during Admiral Liu's tenure (1982-88), the PLAN embarked on a major effort to improve the quality of its officers and enlisted personnel an effort that continues to this day.
