Abstract:
The United Nations (UN) has become largely irrelevant to diplomatic efforts to resolve the Syria conflict. This report shows that the primary reason has been the fact that the main conflict parties never wanted to resolve the Syrian conflict by other than military means. Yet, the report also highlights secondary reasons within this unfavourable context, namely: the frames, methods and choices of the UN Special Envoy and his team at times misjudged or poorly corresponded with the realities of the conflict. Moreover, the capacity of the Office of the Special Envoy (OSE) remained too limited. The report suggests that the time is ripe for the OSE to reinvent itself as a principled thought leader and to develop an operational framework that brings a safe, calm and neutral environment (SCNE) closer as a practical conflict management modality.

Abstract:
The search for peace in Syria faces a deep crisis. The battlefield has reached a stalemate, the Constitutional Committee never emerged from its cul-de-sac, and the UN’s ‘step-for-step’ approach suffers from flawed conceptual underpinnings as well as a lukewarm reception. Meanwhile, Syria remains divided into three areas that risk drifting further apart amid deteriorating humanitarian conditions. This reality on the ground should serve as a marker for recalibrating Western policy on Syria beyond the current focus on sanctions, accountability, and humanitarian aid. Western policy makers – mostly those from the US, European Union and Turkey – must base a much-needed new conflict management strategy on three ‘ground truths’: 1) the conflict is largely frozen and Syria is likely to remain divided into competing areas of control that are supported, or overseen, by external powers for the foreseeable future; 2) questions of national legitimacy and power sharing are not currently solvable and must be temporarily put on the back burner; c) diplomatic efforts to stabilise Syria and prevent partition are likely to be more effective when they focus on restoring practical connectivity between the different areas of control in terms of flows of people, goods and trade/aid/investment, as well as education. Such a strategy can take shape by operationalising the UN-sanctioned concept of a ‘safe, calm and neutral environment’ (SCNE) via a clear set of principles for engagement, a detailed stakeholder/interest mapping of the various conflict parties, and a focus on pragmatic measures to improve daily conditions. The objective of such a strategy is to enable a durable return to relatively normal life for Syrians still living in the country, and to create linkages between the country’s war-torn parts that can open windows of opportunity in the longer term for a political process reflecting the intention of UNSCR 2254.

3. Iran Entangled: Iran and Hezbollah’s Support to Proxies Operating in Syria

At a time when power dynamics in the Middle East region are in flux due to the shifting circumstances of the Islamic State, the drawdown of U.S. troops in the region, and the intensification of Iranian-backed attacks on U.S. and Saudi Arabian targets in the region, an historical look at the support Iran and Lebanese Hezbollah (LH) provided to proxies during the Syrian civil war may yield insights into Iran’s past and present playbook not only in Syria but potentially other contexts. The civil war in Syria was a unique catalyst that intensified Iranian economic, political, and religious activity in the country, which was ongoing since the 1980s. During the conflict, Iran demonstrated the ability to exert influence tactically while also building a religious and social support base in Syrian society. Iran achieved these goals, in part, through raising and supporting various non-state militant groups in Syria. Drawing on open sources and interviews with subject matter experts, this report investigates the nature of Iranian and LH support to proxies operating in Syria from 2011 to 2019. While the nature of Iran’s proxy network is dynamic, it is useful to investigate the network at its peak years to understand existing and potential future structures and capabilities for Iranian external operations. This report investigates support from Iranian actors—inclusive of the IRGC and its various components, notably the Quds Force (IRGC-QF), as well as the Iranian government more generally—and LH through the lens of kinetic (e.g., joint attacks between the militias and Iranian actors and/or LH, personnel placed with militias, and training and weapons provided to militias) and non-kinetic assistance (e.g., funding, logistical support, recruitment and social service assistance, and meetings between Iranian actors and/or LH and militias). Looking at these two categories of support provides a more holistic snapshot of Iranian influence and capacity-building with proxies in Syria. The report’s findings indicate a pattern of support on the part of Iran and LH that potentially indicates a phased rollout of battlefield-related supports to be replaced with longer-term societal entrenchment efforts. Furthermore, Iran and LH share a division of labor between Iranian actors and LH for kinetic supports, but not non-kinetic ones. Specifically, this report found training, weapons provisions, funding, and joint attacks among the most common supports provided by Iran and LH. Finally, of all Iranian actors, this report found the IRGC to be the most prolific supporter to proxies operating in Syria.

Abstract:
Moscow is in Syria for the long haul and will continue to undermine American efforts there. In recent months, Moscow intensified its activities in Syria against the backdrop of a changing US administration. The Kremlin sent additional military policy units to eastern Syria, and continued diplomatic engagement through the Astana format, a process that superficially has international backing but in practice excludes the United States and boosts Syrian dictator Bashar al-Assad. Moreover, Moscow also unveiled at its airbase in Syria a statue to the patron saint of the Russian army, Prince Alexander Nevsky. A growing Russian presence in Syria will further hurt Western interests.

Abstract:
This report analyses the role of the Syrian Kurdish People’s Protection Units (YPG) and the associated Democratic Union Party (PYD) during the Syrian civil war. The purpose of our research is to obtain a better understanding of the nature, objectives and methods of the YPG/ PYD as a combined paramilitary and rebel force that is involved in a quasi-statebuilding project during an internationalised civil war. We start by examining the critical factors that enabled the swift rise of the YPG: informal arrangements with the Assad regime, support from the Kurdistan Workers’ Party and a pragmatic partnership with the US against Islamic State. This sets the scene for an inquiry into how core YPG strategies to maintain its dominance once it was established – coercive, deal-making, identity and basic service strategies – both shape the group’s behavior and result from its current organization. Finally, we dissect a number of major challenges to future YPG rule, such as its relation with the PKK, intra-Kurdish reconciliation, the US presence in northeast Syria and its interaction with the Arab populations over which it rules. Based on our analysis, we anticipate a scenario of ‘muddling through’ in which unconditional support from the US will continue at current levels, combined with an abiding US military presence. This will provide the YPG/ PYD with a security umbrella against both regime forces and Turkey, continue the status quo of the YPG/ PYD ruling northeast Syria in authoritarian fashion, make the civil war more ethno-sectarian in nature and prolong the conflict. While such a scenario is arguably more attractive for northeast Syria than a return of the regime, it is also unlikely to improve the area’s current underdevelopment. It will keep other external actors, like the EU, away and allow the PKK to continue to take its share of the area’s revenues. The primary audience of the report are Western opinion-, policy- and decision-makers engaged with the Syrian civil war and we hope it will help them to craft policies and initiate interventions that are feasible and appropriate to the situation in northeast Syria.

6. Lessons of the Syrian Conflict: Toward a Better Intervention Debate

In October 2019, The New York Times published a feature story describing how “Russia, Turkey and Bashar al-Assad carved up northern Syria as the Americans retreated.”1 It is hard to think of a more telling, and damning, one-sentence encapsulation of both the failure of American policy in Syria and the skewed political discourse compounding it. Somehow the United States was retreating from a place it never wanted to occupy—and the Syrian regime’s success in partially clawing back control of a country it once ruled with an iron fist was prime evidence of American decline. This paper begins from the premise that Washington will increasingly be confronted with conflicts where it can neither determine the outcome nor stay out entirely, and the country needs better strategies for charting a middle course. Given the scale of the tragedy that has befallen Syria, and the damaging repercussions it continues to have for U.S. interests in the region, few would argue that Washington’s handling of the Syrian civil war represents a success. Yet there remains no consensus on the nature of Washington’s failure. In a highly charged debate, many critics are adamant that faster and more forceful military intervention could have secured a more favorable outcome. Others, by contrast, are equally insistent that Washington should have done even less. It is possible that the ideal form of intervention advocated by interventionists or the ideal form of nonintervention advocated by noninterventionists would have created a better outcome in Syria. Instead, Washington pursued a sometimes-inconsistent intermediate approach that achieved the worst of both worlds. The United States engaged in the conflict in a way that put its credibility at stake without positively affecting the outcome. By examining how this happened, this paper seeks to ensure that Washington can avoid similar failures in the future.

Since the Islamic Revolution in 1979 and especially since the U.S. invasion of Iraq in 2003, Iran has become highly proficient in using its surrogates and proxies across the Middle East as a tool to achieve its interests while avoiding direct conflict with the United States. Successive U.S. presidents have sought options for pushing back against this Iranian strategy but have struggled to find approaches that could deter Iran’s actions or degrade its capabilities. In most cases U.S. administrations have been hesitant to respond at all, for fear of starting a larger conflict. The recent killing of Qassim Soleimani represents the opposite problem, in which the United States and Iran came unnecessarily close to a much larger war. In contrast, Israel’s “campaign between the wars” (the Hebrew acronym is mabam) against Iran and Iranian-backed groups in Syria has been one of the most successful military efforts to push back against Iran in the “gray zone.” Since the start of the Syrian civil war in 2011, and especially since early 2017, Israel has conducted more than 200 airstrikes inside Syria against more than 1,000 targets linked to Iran and it’s Islamic Revolutionary Guard Corps Quds Force (IRGCQF), and against IRGC-QF backed groups such as the Lebanese Hezbollah. This campaign has slowed Iran’s military buildup in Syria while avoiding a broader regional conflagration that would have been damaging to Israel’s interests.1 This study examines Israel’s mabam campaign and asks what lessons the United States can draw and how they may be applied to future U.S. actions in gray zone conflicts, both against Iran and more broadly.

The agreement signed on 5 March between Russia and Turkey has halted the offensive by the Syrian army on Idlib and led to a new division of influence in the province. Both Turkey and Russia are using the truce to strengthen their military presence in this territory. The coronavirus pandemic may delay the resumption of fighting in Idlib, giving the EU time to prepare for a renewed escalation and attempts by Turkey to instrumentally use an exodus of Syrian refugees to exert pressure on the Union.

9. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

10. Silencing the Guns in Syria’s Idlib

With the Syrian regime’s offensive in Idlib paused, the time is now for a deal sparing the rebellion’s last stronghold the full wrath of reconquest. The parties should pursue an improved ceasefire including the regime, Russia, Turkey and the Islamist militants entrenched in the province. What’s new? A Russian-backed Syrian regime offensive against rebel-held Idlib halted when Russia and Turkey negotiated a ceasefire in March. Turkey is sending reinforcements, signalling a military response to what it deems a national security threat. For now, this step may dissuade Russia from resuming the offensive, but the standoff appears untenable. Why does it matter? Successive Russian-Turkish ceasefires in Idlib have collapsed over incompatible objectives, diverging interpretations and exclusion of the dominant rebel group, Hei’at Tahrir al-Sham (HTS), which is UN-sanctioned and considered by Russia and others a terrorist organisation. A Russian-backed regime offensive to retake Idlib likely would result in humanitarian catastrophe. What should be done? All actors should seek a more sustainable ceasefire – optimally including HTS, notwithstanding legitimate concerns about the group – that avoids the high military, political and humanitarian price of another offensive. Turkey should push HTS to continue distancing itself from transnational militancy and display greater tolerance for political and religious pluralism.

11. Easing Syrian Refugees’ Plight in Lebanon

Most Syrian refugees in Lebanon have thought many times about going home but in the end deemed the risks too great. Donors should increase aid allowing the Lebanese government to continue hosting the Syrians, so that any decision they make to leave is truly voluntary. What’s new? Pressure on Syrian refugees in Lebanon to return home is rising. Although Syria remains unsafe for most, refugees are trickling back, escaping increasingly harsh conditions in Lebanon and hoping that the situation will improve back home. Procedures that clarify refugees’ legal status are making return more plausible for some. Why does it matter? While even a small number of successful repatriations represents positive news, conditions are too dangerous for mass organised returns. Yet the Syrian government and some Lebanese political factions increasingly insist that it is time for large-scale returns to begin. What should be done? Donors should plan for many refugees to stay for many years, and provide support to help Lebanon meet Syrians’ needs, ease the burden on Lebanon’s economy, and reduce friction between refugees and their Lebanese hosts. The Lebanese government can take additional administrative steps to ease voluntary returns.

12. Pandora’s Box in Syria: Anticipating negative externalities of a re-entrenching regime

During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

13. Mixing politics and force: Syria’s Constitutional Committee in review

This report examines Syria’s Constitutional Committee process and parallel military developments during the Syrian civil war to reveal that the two have so far been interconnected. It arrives at the conclusion that the Government of Syria and Russia created and subsequently manipulated various linkages between conference room and battlefield to increase their own advantage. This has included the use of the Constitutional Committee as a placeholder to avoid greater Western diplomatic, or even military, efforts to resolve the conflict; the deliberate targeting of civilians and civilian infrastructure to force opposition bodies out of Syria; and polarization of the Committee by engaging in continuous human rights abuses among the Syrian population during negotiations. The Constitutional Committee can still help build bridges, but this requires redressing the balance of forces on the battlefield first. A joint Turkish-European military humanitarian intervention in northwestern Syria can serve this purpose and revitalize efforts to negotiate a (late) solution to the war.

14. The Russian Way of War in Syria: Implications for the West

The Russian Federation’s intervention in Syria is a watershed event. However the war there ends, its impact on Russia is likely to be profound. For the first time in its post-Soviet history, Russia’s military is fighting outside the borders of the former Soviet Union. In doing so, it is exercising military capabilities that had atrophied from long lack of use. Moscow is also rebuilding its diplomatic muscle through its role in Syria by managing a diverse coalition, leading a parallel peace process, and forcing the United States to take the Kremlin’s preferences into account when making decisions in the Middle East. Through Syria, Russia has reemerged on the geopolitical stage. The war is not over, and there are many ways in which things could still go badly for Russia. Moscow may find that a return to geopolitical prominence entails costs and risks at least as great as the rewards that status brings. Nevertheless, the West will be dealing with a Russia that has changed fundamentally through its experience in the war. Understanding these changes and their implications for Western governments is the focus of this conclusion chapter. It is structured around two questions. First, what does Syria tell us about how Russia fights its wars? Second, how has Russia’s experience in Syria affected the capabilities of its armed forces? Answering these questions should increase our understanding of Russia as a geopolitical actor and allow Western governments to make more effective policy on issues where Russia is a factor.

15. Unpacking Kosovo's response to returnees from the war zones in Syria and Iraq

This report finds that the government of Kosovo as well as civil society have, overall, positively responded to the needs of the returnees and supported their reintegration, albeit shortcomings with the extent of implementation of proclaimed commitments towards the returnees. Upon arrival in Kosovo institutions provide medical care, temporary housing, mental health sessions, while preparing them for reintegration in the society. Kosovo has two overall approaches to the returnees: punitive-restorative approaches and societal reintegration programs. Following a period of 72 hours returnees are interrogated by authorities to determine their roles in the war zones in Syria and Iraq, while confirmed foreign fighters are arrested. The first set of measures deals with those Kosovars who are found to have committed a criminal offense for participating in a foreign conflict in accordance with the national legislation. While in the correctional service, foreign fighters are offered access to programs that aim to help them with skills development to increase their employability, completion of education, as well as, training and lectures that target radical religious beliefs.

16. Gone Without a Trace: Syria's Detained, Abducted, and Forcibly Disappeared

Tens of thousands of people have been unlawfully detained by the Syrian government and other parties to the conflict in Syria. In most cases, their fate—and if they are alive, their whereabouts—remains unknown. Many families have been waiting for word of their spouses, children, and other relatives since mass protests first began in 2011. This situation is adversely affecting not only Syrians inside the country—including over 6.5 million who are internally displaced—but also many of the 5.6 million refugees who are likewise desperately seeking answers about family members from abroad. This joint report from the International Center for Transitional Justice (ICTJ) and the Center on International Cooperation (CIC) recommends a set of urgent steps that should be taken to assist families in obtaining information about the whereabouts of their loved ones, gaining access to them, and achieving their prompt release. Authored by CIC's Hanny Megally and ICTJ's Elena Naughton, the report details the scope of the detention crisis and argues that answers and coordinated action are needed now. Time is of the essence, as the COVID-19 pandemic appears to be accelerating in Syria, putting those detained in overcrowded and unsanitary prisons at further risk. Any meaningful progress toward a political agreement in Syria will be dependent on more than a negotiated ceasefire or reduction in violence and urgent access to humanitarian assistance. There will be little or no possibility of lasting peace without addressing critical issues, like the question of the missing, detained, abducted, and forcibly disappeared.

Abstract:
Since the late 2000s, the Russian Federation has expanded its naval footprint in the Eastern Mediterranean, and even resurrected its Mediterranean Squadron in 2013. The backbone of this operational squadron is provided by units coming from the Black Sea Fleet, complemented by vessels from other Russian naval formations (namely, the Northern, Baltic, and Pacific Fleets, as well as the Caspian Sea Flotilla) on a rotational basis. As the Russian State Armament Program for the period 2011-2020 was implemented, the Black Sea Fleet received new warships and new diesel-powered submarines. Consequently, by the outbreak of the Syrian crisis, Moscow’s naval footprint in the Mediterranean had already been reconstituted. Yet, since the mid-2010s, a structural change occurred in the Mediterranean Squadron’s order of battle. The Squadron has morphed qualitatively and quantitatively, and has become more capable. Featuring fewer ex-Soviet large platforms and more modern green water units, this naval task force has been assigned mainly a defensive objective: locally counterbalance navies of the North Atlantic Treaty Organization (NATO) and protect Russia’s southern flank from perceived instability emanating from the Mediterranean’s southern shore, in the context of the Arab Spring. Moreover, Moscow’s direct military involvement in the war in Syria has provided the Mediterranean Squadron with a new purpose while highlighting a conventional deterrence mission.

Before the start of the military intervention in Syria in 2015, even top Russian generals were uncertain what the result would be. Shortly before the start of the intervention, the Russian Aerospace Forces (RuAF) received hundreds of new airplanes and helicopters and new “smart” precision weapons. Almost all of them had never been tested in real combat. The pilots and commanders also did not have combat experience and were trained by textbooks filled with outdated concepts and tactics. The five years of war in Syria have been the most intense period of transformation for the RuAF since the war in Afghanistan in the 1980s. The Russian military not only gained an unprecedented amount of experience, but also made substantial improvements in tactics and strategy.

The Syrian Civil War produces a new set of problems involving extended urban combat, intense fights for key resources (oil fields, water, and lines of communication and supply), conventional combat among irregular units, ethnic and religious cleansing, a large number of foreign combatants with varying motivations, and contending outside powers fighting a proxy engagement. The Russian Federation is not an expeditionary power, and its entry into Syria on the side of the regime has strained its logistical resources. From the beginning of the Syrian campaign, it was clear that Russian involvement was initially envisaged to be through the Russian Aerospace Forces (VKS). Although the Syrian government was on the verge of collapse, and the Syrian military was on its hind legs and a shell of its former self, there was a sufficient number of Syrian ground units that were mission capable. With this understanding, the VKS was to be the principal supplier of Russian combat power aimed at disruption of the command and control and leadership of the groups fighting the Bashar al-Assad regime through the provision of reconnaissance and target destruction. In particular, Russia’s priority was the destruction of the Western-backed, moderate opposition groups, since it saw these as the greatest immediate threat to Assad. The Islamic State (ISIS) and other Sunni extremist groups were targeted, but sat lower on Russia’s priority list. As with other such operations, «mission creep” soon resulted in Russia’s involvement quickly expanding past the provision of aerospace support to planning, and, in some cases, conducting ground operations. General Valery Gerasimov, Chief of the General Staff of the Armed Forces of Russia, confirmed this expansion of Russian involvement in a December 2017 interview. Russia’s ground-based contingent in the Syrian campaign involves a diverse set of forces and capabilities. Some of the key features of this expanded ground force mission included a Russian model of military advisors, integrated and modernized fires, mobility and countermobility operations, a featured role for military police, use of coastal defense, spetznaz, and private military company (PMC) forces. Russian ground forces have benefitted from the opportunity to provide combat experience to a large number of professional soldiers, conduct battlefield testing of new systems and observe the impact of different terrain on tactics. The forces opposing the Syrian government provide a different opponent than the “enemy” encountered in normal Russian peacetime training and much of the “Syrian experience” is discussed and dissected in Russian professional military journals.

The United States has an interest in allowing the Russian Federation to “win” an outright victory in Syria, so long as it secures from Moscow an agreement that is favorable to the Syrian Kurds, builds in negative consequences for an external actor targeting the Syrian Democratic Forces, and establishes a “deconflict plus”-type mechanism to continue to target Islamic State- and Al Qaeda-linked individuals in Syria. A forward-looking policy that the incoming Biden administration could consider is to deprioritize the nascent threat of the Islamic State as a key factor in driving U.S. national security strategy, and instead focus more intently on long-term competition with great powers. This approach would seek to shape how Moscow spends finite defense dollars—at a time of expected global defense cuts stemming from the COVID-19 pandemic—in ways that are advantageous to the United States. It also would seek to limit the cost of the U.S. presence in Syria—to include secondary and opportunity costs not accounted for in a basic cost breakdown of the U.S. war against the Islamic State. This approach is not without risk, particularly from a nascent Islamic State insurgency in Russian-controlled territory, but seeks to match U.S. strategic priorities with action and to impose upon a long-term competitor the costs of victory for its intervention in Syria.

Recent discussions on the Turkish state’s actions, which have devastated Kurdish people within and outside of its borders, suffer from a familiar deficiency: they neglect the historical and cultural foundations of the dynamics that placed the Kurdish people at the center of Turkey’s national security policy. Serious human rights violations and voter suppression in southeast Turkey, the massacre of Kurdish people in various parts of northern Syria, and purging of Kurdish politicians on false accusations are all extensions of Turkey’s decades-long, repeated policy mistakes, deeply rooted in its nationalist history. Unless there is a seismic shift in the drivers of Turkish security policy, especially as it pertains to the Kurdish people, Turkey is bound to repeat these mistakes. Furthermore, threat externalization with linkage to legitimacy of rule will further erode the democratic institutions of the state and other authentic aspects of Turkish identity.

Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. In this model the United States generally: (1) uses a comparatively small number of troops to train, equip, advise, assist, or accompany local forces with legitimacy on the ground; (2) provides airpower and some enablers and logistics; (3) uses its limited military investment as leverage for a broader diplomatic effort; or (4) invests in building local governance and providing aid on the ground.

Abstract:
Eight years since the start of the Syrian crisis, the conflict in that country has transitioned from a war between the government of President Bashar al-Assad and its rebel opponents into an interstate competition among different foreign actors that have intervened in the war. The United States is a party to this competition because, through the campaign to counter the Islamic State group known as ISIS, Washington and its coalition partners have assembled a zone of control in northern and eastern Syria that encompasses nearly one-third of the country’s territory. Through this coalition zone, the United States has strong influence over the distribution of several key natural resources—oil, agricultural land, water, and electricity production—that are essential to stabilizing Syria and that are coveted by the Assad regime and its allies. Syria’s fragmentation therefore provides the United States and its partners with significant leverage to influence the end state that emerges as the outcome of the conflict. This potential leverage would be a powerful complement to the current American strategy to work toward the irreversible progress in the Geneva process through sanctions and maintaining an international consensus to deny Assad’s regime reconstruction assistance. Currently, the United States has committed to retaining a residual military presence in northern and eastern Syria to combat the re-emergence of ISIS or a successor organization, but without the United States investing financially in the rehabilitation and stabilization of those areas. Simultaneously, Washington seeks to force changes in the Assad regime’s behavior, policies, or composition by applying economic pressure via U.S. sanctions and closing off the regime’s access to reconstruction funding. This study examines how the United States can leverage Syria’s fragmentation to achieve U.S. policy goals through several policy options. The options are based on two key metrics: first, the level of U.S investment in Syria, and second, whether the United States should seek to change Assad’s behavior, remove Assad, or resign itself to the reality that he will stay and to re-engaging with him.

One of the much-discussed aspects of the Islamic State’s caliphate project was the opportunity it provided for families to travel and live under the control of the organization. While various studies have provided a somewhat clear picture of the more accountable population of those travelers—the men and women who decided to join the group—less clear-cut information has appeared regarding the minor population that lived under the organization’s governance. Using a portion of a spreadsheet captured by U.S. military forces, this report offers an examination of the minor population that lived inside the Iraqi portion of the Islamic State’s control in late 2016. It reveals a diverse population of over 100,000 minors, mostly from Iraq but also from 56 other countries around the world. This report provides important context and data for current discussion regarding what to do with those left in the conflict zone and those being repatriated to countries throughout the world.

Rebuilding war-torn Syria poses a formidable challenge for European governments, which are unwilling to legitimise the Damascus regime by funding reconstruction. Instead, the EU and its member states could consider bankrolling small projects without regime involvement and testing an approach that trades aid for reforms. What’s new? The Syrian war is drawing to a close, but whether the regime in Damascus can also win the peace is uncertain. Few appear willing or able to invest significantly in reconstruction, and Europe, which could make substantial funds available, is withholding support absent a genuine political transition. Why does it matter? Without reconstruction, Syrians’ living conditions could deteriorate and leave the country’s recovery indefinitely postponed, perpetuating current instability. Yet many European leaders believe reconstruction support without substantial reforms could have a similar effect, empowering a regime intent on repression, not reconciliation. What should be done? Europe should consider supporting small-scale rehabilitation projects on condition of no regime interference. It could also test an incremental incentives-based approach – a progressive lifting of sanctions, gradual normalisation of relations and staggered disbursement of reconstruction funds – in exchange for political reforms and regime steps to ease repressive and discriminatory practices.

A tumultuous month in north-eastern Syria has left a tense standoff among the regime, Turkey and the YPG, mediated by Russia and, to some degree, still the U.S. All parties should respect the ceasefire as the regime and YPG negotiate more stable long-term arrangements. What’s new? The U.S. withdrawal announcement and subsequent Turkish incursion in north-eastern Syria shattered an awkward but fairly stable stalemate that had persisted for several years. A Russian-brokered ceasefire and partial reversal of the U.S. withdrawal have restored the impasse, but in far more fragile form. Why does it matter? The ceasefire leaves the biggest question unanswered: who will govern and police the north east? As the Syrian regime, Turkey and the People’s Protection Units (YPG) all stake potentially irreconcilable claims, and the U.S. stays put at the area’s oil fields, the emerging dispensation is highly volatile. What should be done? All sides should respect the ceasefire. The U.S. should protect its Kurdish and Arab partners in the Syrian Democratic Forces and prioritise stability in the north east in discussions with Russia and Turkey. The YPG should reassess its exclusive reliance on U.S. protection and pursue mutually beneficial arrangements with Damascus.

The U.S. decision to leave troops in north-eastern Syria has bought the area time but not lasting stability. Washington should press its Kurdish YPG allies to loosen their PKK ties – lest Ankara intervene – and stop obstructing their autonomy talks with Damascus. What’s new? After President Donald Trump announced a full U.S. withdrawal from Syria, his administration decided to leave a residual force there. All parties – the U.S., Turkey, the Syrian regime, Russia and the PKK-affiliated People’s Protection Units (YPG) that control the north east – are adjusting their stance to the resulting uncertainty. Why does it matter? The withdrawal reprieve provides an opportunity to prevent a violent free-for-all in the north east. Had U.S. troops left precipitously, Damascus might have tried to recover the territory and Ankara to exploit the vacuum to destroy the YPG. A resurgent Islamic State could have filled the void. What should be done? Washington should use its remaining influence to address Turkish concerns about the PKK’s role in the north east while protecting the YPG; and Moscow should help the YPG and Damascus reach agreement on the north east’s gradual reintegration into the Syrian state on the basis of decentralised governance.

The number of refugees and displaced people worldwide has reached unprecedented levels. Of the world’s 68.5 million refugees and displaced people, by far the largest number are Syrian. The nearly 13 million Syrian refugees and internally-displaced persons account for sixty percent of Syria’s pre-war population. While media coverage has focused on Syrian refugees seeking asylum in third countries, such as Europe and the United States, eighty percent of the seven million externally displaced Syrians have sought refuge in the countries neighboring Syria: Jordan, Iraq, Turkey, Egypt and Lebanon resulting in an enormous strain on government services and the local economies. As an influential player in Middle East politics, the United States has a national interest in sustaining the capacity of international systems to respond to protracted refugee crises. Toward Empowerment and Sustainability: Reforming America’s Syrian Refugee Policies examines Jordan as a case study for informing U.S. Syrian refugee policy. Examining the historic roots of Jordan’s water management policy. First, Jordan deals with natural water scarcity arising from the country’s arid semi-desert climate and seasonally fluctuating surface water sources. Second, Jordan currently depends on costly water projects such as the Disi Water Conveyance Project and the King Abdullah Canal to meet its municipal, agricultural, and industrial water needs. Third, the sudden influx of refugees fleeing the Syrian civil war has led to an increased strain on water resources. While realistic, this narrative’s exclusive focus on the present hardships obscures a much longer history of water management in Jordan—one characterized by successive political conflicts and increasingly centralized and unsustainable water extraction policies—that has equally contributed to the country’s current scarcity challenges.

Over the past few decades, a new narrative has emerged that seeks to link climate change with political and social unrest. This idea of a climate-conflict nexus is similar to the “water wars” scenario of the 1990s, in which the media and some scholars predicted that water scarcity would be the major driver of inter-state conflict in the twenty-first century. More recently, this climateconflict narrative has been applied to the Syrian case. According to this logic, climate change caused the 2006-2010 drought in Syria, the drought caused agricultural failure, agricultural failure caused poverty, and the resulting displacement and discontent culminated with the 2011 uprising. My forthcoming book, The Origins of the Syrian Conflict: Climate Change and Human Security (Cambridge University Press, spring 2020) questions this line of reasoning, arguing that government policies were at the heart of Syria’s vulnerabilities in the buildup to the uprising. Although global warming is real and international action is urgently needed, climate change was not what was at the forefront of the minds of Syrians in 2011. Instead, most people were focused on a moral ideal: the end of repression and injustice.

Local, regional, and international actors have weaponized minority groups to bolster their influence, further intensifying schisms in the Syrian social fabric and in the international community as a whole. The flow of one million Syrian refugees to Europe between 2015 and 2016 strengthened an already powerful wave of anti-immigration, nationalist populism throughout the continent and across the Atlantic. As an openly Islamophobic and, more implicitly, anti-Semitic movement, the wave has contributed to widening the scope of the Syrian conflict’s schismatic effects beyond the country’s borders.

In 2013, the United States began a secret operation to train and equip opposition forces fighting against the Assad regime in Syria. Through the CIA, the United States facilitated the transfer of an estimated $1 billion in arms, ammunition, and training to Syrian rebel groups in hopes of influencing a negotiated end to the war. But these were not the only weapons flowing throughout Syria — Syrian government stockpiles served as a key source of armaments, and countries from around the region funneled arms into the country to support a variety of actors. In this way, the story of weapons in Syria reads as a cautionary tale about the unintended and lasting consequences of arms transfers, especially to countries in conflict.

As the Syrian regime regains territory, there have been growing calls in neighboring countries for refugees to go home. Yet refugees have conditions for a return—conditions that political efforts to resolve the Syrian conflict have largely ignored. To understand refugee attitudes toward return, the Carnegie Middle East Center listened to the concerns of Syrians—both male and female, young and old—struggling to build meaningful lives in Lebanon and Jordan. What is most striking is that despite the increasingly difficult challenges they face, a majority are unwilling to go back unless a political transition can assure their safety and security, access to justice, and right of return to areas of origin. Economic opportunity and adequate housing are important but not requirements. Above all, their attitudes make it clear that both a sustainable political settlement and a mass, voluntary return are contingent upon international peace processes that account for refugee voices.

39. The Tiger Forces: Pro-Assad fighters backed by Russia

The Tiger Forces is a Syrian Air Intelligence-affiliated militia fighting for the Syrian government and backed by Russia. While often described as the Syrian government’s elite fighting force, this research portrays a starkly different picture. The Tiger Forces are the largest single fighting force on the Syrian battlefield, with approximately 24 groups comprised of some 4,000 offensive infantry units as well as a dedicated artillery regiment and armor unit of unknown size. Beyond these fighters are thousands of additional so-called flex units, affiliated militiamen who remain largely garrisoned in their hometowns along the north Hama and Homs borders until called on to join offensives as needed. Despite a decentralized command structure, the Tiger Forces' capabilities far exceed any other unit currently fighting in the Syrian civil war. The main source of the unit’s success stems from its two full-strength infantry brigades with dedicated logistical support and the ability to call on the Syrian air force—and after September 2015 the Russian air force—at will. While there is likely some degree of higher-than-average competence among the Tiger Forces’ officer corps, this research demonstrates that the true power of the unit does not come from their alleged status as elite fighters but instead from their large size, supply lines, and Russian support.

A close look at the competing claims, actors, and movements for authority within the Syrian civil war reveals three distinct periods of political and religious influence: that of Syrian scholars, who were the first to inject religious language into the revolution; that of Salafi scholars predominantly from the Gulf; and lastly, that of jihadi organizations like ISIS and Hay’at Tahrir al-Sham, who were active on the ground. This paper focuses on which figures relied on action—rather than theoretical abstraction—to establish legitimacy and authority on the ground in Syria. Tracing the conflict from the first clerical attempts to coordinate the Syrian opposition to the conflict’s regionalization, and, later, internationalization, this paper demonstrates that the words of actors on the ground are more likely than those of far-off figures—however popular—to resound effectively.

Originally styled as a small detachment of volunteers and refugees mobilized to defend the shrine of Sayyeda Zeinab outside Damascus, the Fatemiyoun formation’s size and presence across Syria has slowly expanded throughout the war. At home, the IRGC began cultivating a narrative of Afghan “resistance” to transnational Sunni jihadism. Joining the Syrian jihad was increasingly promoted as a path to legal and social recognition within the Islamic Republic at a time when thousands of desperate young Hazaras were setting out to emigrate to Europe. This paper analyzes the origins and expansion of the Fatemiyoun Division, its recent role in the Syrian civil war, and the impact its Syrian jihad has had on the Hazara community in Iran as well as transnational militancy in Afghanistan. As the Syrian conflict winds down, the future of the Fatemiyoun as a fighting force remains unclear. But even if the formation were to be disbanded, the networks, narratives, and capabilities developed in Syria could help the IRGC raise a similar formation again in the future.

The Syrian crisis is not coming to a definitive end. Rather, it is entering a new phase in which civilians will face heightened risks of mass atrocities as the government intensifies its perpetration of atrocity crimes against Syrian civilians living in areas held by the armed opposition, in particular the besieged area of Eastern Ghouta and Idlib province. Furthermore, new scenarios of risks outside of these areas may develop as dynamics on the ground change. These new dynamics will pose risks to civilians for years to come. After seven years of assaults and more than 470,000 Syrians killed,1 an estimated 6.1 million Syrians internally displaced, and 5.5 million having fled the country,2 it is hard to imagine that conditions could worsen for civilians, but indicators point in that direction.

43. Refugees in Jordan and Lebanon: Life on the Margins

The outbreak of civil war in Syria led to a mass exodus of refugees to neighboring countries and beyond. Many of these refugees fled to Jordan and Lebanon where they face a myriad of challenges, including of how to provide services for such a vast population increase. Overall, while Jordan has taken a number of steps to address some of the key challenges faced by refugees,1 Lebanon has taken fewer steps. Perhaps this is due to Lebanon’s unique history and fears that a large influx of refugees could change the country’s fragile sectarian balance and even lead to a renewed civil conflict.2 Against this background, the fourth wave of the Arab Barometer reveals that refugees in Jordan and Lebanon show different feelings about the degree to which they feel secure in their host country and how they the degree to which available services are meeting their needs. Overall, the findings reveal significant differences in the degree to which Syrian refugees feel safe and secure in the two countries. For example, while a majority of refugees in Jordan (59 percent) are not very worried or not worried at all about being harassed or threatened in street, only 25 percent of refugees in Lebanon say the same. This result shows similarities with citizens of their host countries: while 58 percent of Jordanians are not very worried or not worried at all, only three-in-ten (29 percent) of Lebanese have such concerns. However, Lebanese tend to see Syrian refugees as a greater challenge to their country than Jordanians: 44 percent of Lebanese as opposed to 35 percent of Jordanian cite Syrian refugees as one of the two most important challenges that their countries face today. Perceptions of Syrian refugees toward the quality of public services also diverge to a great extent. Although the vast majority in Jordan are satisfied or very satisfied with healthcare system (86 percent) and the education system (81 percent), only 53 percent of refugees in Lebanon say the same about the educational system, and just 28 percent in Lebanon are satisfied or very satisfied with healthcare system. Economic conditions are even more challenging for refugees in both countries. Most face with difficulties in meeting their household expenses. However, Syrian refugees in Jordan are more likely to show greater optimism toward economic conditions than those living in Lebanon. Notably, support for democracy remains strong among the refugee population in both countries, with 79 percent in Jordan and 85 percent in Lebanon agreeing or strongly agreeing democracy is better than other forms of government. At the same time, refugee communities in both countries define democracy based primarily on socioeconomic terms instead of political outcomes. Moreover, most believe that political reform should be instituted gradually instead of once (85 percent in Jordan and 80 percent in Lebanon).

During 70 months of chaos in Syria, the United States had protected not one Syrian civilian from the homicidal rampages of Bashar al-Assad and his remorseless regime. Yes, America had come militarily to the aid of Syrian Kurds besieged by ISIS (ISIL, Daesh, Islamic State). Yet the United States had protected no one in Syria from an Iranian client regime’s campaign of civilian mass homicide. The consequences were profoundly negative for Syrians, their neighbors, Western Europe, and the United States. And they were avoidable. The road taken by the Obama administration unintentionally but inevitably facilitated a humanitarian and geopolitical disaster. The road not taken would have required complicating, frustrating, slowing, and perhaps even stopping the mass murder of defenseless civilians. To be sure: it would not have been easy. But its avoidance has been catastrophic. Indeed, nothing about Syria has been easy: no silver bullets to fire, no fairy dust to sprinkle, and no magic potions to ingest. Choices between bad and worse have dominated from the beginning. They have grown starker and uglier over time largely because of the road taken.

The Syrian civil war has lasted over five years and has resulted in the deaths of over 400,000 civilians. The relatively restrained policy of the US toward Syria has sometimes been criticized as inadequate. Would a limited intervention motivated by humanitarian concerns have reduced the death toll at an acceptable cost? Limited intervention would affect the conflict primarily by strengthening the rebel side and raising the cost to the regime of attacking civilians. I show using a game theoretic model that fostering a balance of power between the government and the rebels would only lead the government to commit more atrocities and prolong the war. Raising the cost to the government of committing atrocities, however, could be beneficial under certain conditions. I then discuss four policy options considered during the Obama administration and assess their likely effects.

Computer-assisted agent-based modeling (ABM) allows us to examine not just history as it happened but history as it could have happened. This ability opens opportunities for causal analysis of variations in atrocities against civilians or in the conditions believed to make civilian atrocities much more likely. Once different pathways into the future from the same set of antecedent conditions are traceable, analysis of large numbers of stochastically perturbed model runs can aid in the evaluation of alternative causal stories. This technique has the potential to test arguments about which factors may have been crucial in determining outcomes, which junctures were critical, and which mitigation strategies would have been preferable, for what reasons. But in applying available ABM simulation technology to the problem of assessing opportunities for mitigating threats of large-scale civilian atrocities, how practical, direct, and useful would the results be? This general question was translated, in this pilot project, into an exploration of the extent to which an agent-based model of Syria, tuned to 2010, could illuminate the likely effects of plausible policies that the US government could have enacted or contributed to at critical junctures in the Syrian conflict. As described in part 2 of this report, we built an agent-based model of Syria tuned to 2010, allowing us to experiment with the state space of Syria’s past from 2011 to 2015. A key objective was to assess the reasonableness of a variety of contemporaneous policy prescriptions made by decision makers and strategies suggested by informed observers. The counterfactual scenarios for mitigating civilian atrocities in Syria were identified with critical junctures— episodes or states of affairs, at particular points in time, that have been identified as potentially significant bifurcation points leading toward or away from conditions liable to produce high levels of civilian atrocities. Particular attention was paid to the manner in which those junctures were or could have been influenced by US policy choices. However, given the limits of the model as a pilot project, which focused on Syria and not on the region or the world, considerable variation exists—across the five critical junctures examined—in the extent to which US policies (or their absence) can be understood as being potentially implicated in the path the “real” Syria followed.

In public and policy debates about the US response to the conflict in Syria, comparisons to past responses to international cases of mass atrocity have become a fixture. In these debates, analysts use lessons from those past responses to forecast the likely consequences of US policy action in Syria or to speculate about the counterfactual consequences of actions not taken at various junctures. Comparisons to historical cases of international response provide important mental models for policy makers seeking to use specific tools and strategies to respond to the risk or occurrence of mass atrocities.2 For example, Barack Obama has said that his unwillingness to pursue military action against the government of Bashar al-Assad in response to its use of chemical weapons in August 2013 resulted in part from his dismay at the instability that followed the military operation that the North Atlantic Treaty Organization (NATO) led against Muammar Gaddafi’s forces in Libya in 2011.3 For Obama, the risk that even limited military action in Syria could become “another Libya” was enough to remove a range of possible military options from consideration. Which counterfactual US actions, if any, might have prevented or mitigated violence against civilians in Syria? This paper uses a systematic review of empirical studies of international responses to mass atrocities and related phenomena to evaluate these contemporary debates about US policy action in Syria.4 The purpose of this review is to evaluate plausible alternative avenues the US may have taken to prevent or mitigate mass atrocities against civilians in Syria. This analysis centers on “minimal rewrite” counterfactuals, in which a different policy action at a specific, time-bounded juncture in the US policy process on Syria might have led to a different outcome in violence against civilians. “Minimal rewrite” counterfactuals are opposed to socalled miracle world counterfactuals, which would require significant changes to the structural or contextual conditions that shape US policy.5 The paper centers on three policy actions that the US government debated—and in some cases implemented, to a limited degree—at various junctures since the conflict began in March 2011: (a) lethal support to the armed Syrian opposition, (b) limited strikes against Syrian government targets, and (c) no-fly zones. Although those US officials sometimes debated these options during overlapping junctures, the paper addresses opposition support and the direct military options as separate phenomena. The paper uses a review of historical, qualitative and quantitative studies of related cases and policy actions to assess the extent to which these actions may have affected the scope and severity of subsequent atrocities in Syria.

50. A Survey of Expert Judgments on the Effects of Counterfactual US Actions on Civilian Fatalities in Syria, 2011 - 2016

The survey focused on four “minimal rewrite” counterfactuals: (a) President Obama’s not calling publicly for Syrian president Bashar al-Assad to “step aside” in 2011, (b) the vetting and arming of moderate rebels in 2012, (c) the use of airstrikes to enforce the “red line” against chemical weapons use in 2013, and (d) the choice of an “Assad first” strategy instead of an “ISIS first” strategy in 2014.1 Respondents were asked to make probabilistic assessments on whether the counterfactual actions would have resulted in fewer civilian fatalities over the subsequent 12 months. They were also asked to cite the most important factors that led to their assessments and to identify other US government actions that would have been more effective in reducing civilian fatalities at the time. The clearest findings are (a) on average, respondents did not rate any of the four main counterfactuals very highly: neither the median nor the mean response on any of the four key counterfactual estimates was as high as 50 percent; and (b) very little consensus existed among respondents about the effect of the counterfactual actions on civilian fatalities over the subsequent year. The data reveal greater consensus on what the “most important factors” were, yet some striking disagreement on key analytical points. Finally, the most frequently cited ideas of other actions that would have helped reduce civilian fatalities were various types of (direct or indirect) military actions.
